    Atlantic City casinos’ collective gross operating profit has fallen by almost 15% in the first quarter of 2023 when compared to the same period a year ago, according to figures released Monday by the New Jersey Division of Gaming Enforcement.

    The nine casinos collectively posted an operating profit of $135.4 million in the first three months of 2023, which is down from the more than $159 million in profits they posted in Q1, 2022. Gross operating profit reflects earnings before interest, taxes, depreciation, and other charges.

    James Plousis, Chairman of the New Jersey Casino Control Commission, told Associated Press that casinos are dealing with higher costs this year, including significantly higher wages they agreed to pay workers under a landmark contract reached last summer.

    “Compared to the first quarter last year, the casino hotels are employing more people and a progressive labor agreement was reached,” Plousis told the cited source. “These steps are emblematic of an industry that is preparing for growth and success.”

    For his part, Mark Giannantonio, president of Resorts Casino and of the Casino Association of New Jersey, also attributed the lower earnings to inflation.

    As for results per casino, Bally’s went from a big first-quarter loss of $6.8 million last year to a meager profit of $88,000 in Q1 2023. The Ocean Casino Resort’s profit was up 27.6% to $23.6 million; while Harrah’s saw its profit increase by more than 21% to $19.2 million; and Caesars’ profit was up over 7% to $11.3 million.

    Meanwhile, Resorts went from a $527,000 profit in last year’s Q1 to a $284,000 loss this year. The Borgata’s profit was also down, over 50% to $22.8 million. For its part, Hard Rock’s profit was down 17.5% to $22.2 million; and Tropicana was down 15.3% to $16.7 million. Lastly, Golden Nugget had a profit of $4.8 million, down from a $5.6 million profit over the same period in 2022.

    Among internet-only entities, Resorts Digital was up nearly 6% to just under $8 million, while Caesars Interactive Entertainment NJ was down 13.2% to $6.8 million.

    The Golden Nugget had the lowest-cost average room rental rate in the first quarter, at $113 a night. Meanwhile, Ocean had the highest, at $212. The overall casino hotel occupancy rate for the first quarter was 65.2%, up 2.1% from a year earlier.

    The figures come amid ongoing concerns surrounding Atlantic City’s in-person gambling winnings. While overall gambling revenue increased by 9.5% year-on-year in April, hitting $462.7%, the figure also includes the share brought in by sports bets and iGaming, which must be shared with partners. When analyzed separately, winnings from on-premises physical casinos fell by 1.6% to $231.4 million.

    Gillcrist’s appointment as interim director following the abrupt resignation of Pat McDonald citing medical reasons. McDonald stepped down last month after serving the Ohio Lottery Commission for 16 years. He initially worked as a member and long-time chair of the Ohio Lottery Commission before being appointed as director by DeWine in 2019.

    His departure came during a crucial period for the Ohio Lottery. The organization is preparing to rebid its central gaming system contract, valued at over $90 million every two years.     After receiving approval from the Nevada Gaming Control Board earlier this month, Marriott International has now secured approval on Thursday from the Gaming Commission to open a “pop-up” casino that will exist for only eight hours on May 23, in a tent on a street corner near the Las Vegas Convention Center, at the former site of the The Beach nightclub, at Paradise Road and Convention Center Drive.  

    The tent will open beginning at 6 a.m. and will feature 16 slot machines. It will be operated by Century Gaming Technologies subsidiary United Coin Machine (UCM). The pop-up casino will exist briefly, solely for the purpose of preserving a grandfathered gaming license acquired by the operator when it bought the 1.35-acre plot on which The Beach Nightclub once stood. This is the 10th time in 17 years that the temporary set-up of 16 slot machines is taking place.

    Under state and Clark County regulations, a company must offer public gaming for at least eight hours in order to maintain a license. The county statute says that to maintain a grandfathered license, active gaming must occur at least once every 18 months, while the state restriction is to provide it every two years. Sixteen slots are the minimum permitted under these rules.

    However, the Nevada Gaming Commission on Thursday told Marriott’s legal representative that preserving the license can’t go on indefinitely, and the company needs to move toward a definitive plan, as reported by the Las Vegas Review-Journal

    Dennis Neilander, an attorney representing Marriott, said the company has been stalled in its efforts to develop the property because of the effects of the COVID-19 outbreak and the rough economy. He said Marriott could not give the status of negotiations with potential developers of the property because of a non-disclosure agreement.

    Marriott operates around 1,000 rooms at five hotel properties in close proximity to the lot where The Beach once stood. Neilander said there is a plan to consolidate these properties into one resort across 16 acres, which would include the Beach site. But if the gaming license were to lapse, the land would lose value. 

    Neilander said the company has been required to maintain its gaming license since The Beach closed in 2006. Marriott oversees hotels using its Marriott, Courtyard, Residence Inn, Renaissance, and Springhill Suites brands, all under Marriott’s control.

    In an effort to fulfill an election promise aimed at reducing problem gambling, Australia’s New South Wales (NSW) Government is taking action to ban external signage associated with gambling from pubs and clubs across the state. While existing laws already prohibit gambling-related signage, venue operators have circumvented these restrictions by advertising what they call “VIP Lounges.”

    By September 1, 2023, all gambling-related signage, including names such as “VIP Room” or “VIP Lounge,” as well as images of dragons, coins, or lightning motifs, will need to be removed, altered, or concealed.

    The move comes after the introduction of legislation during the first sitting week of the new parliament that prohibits clubs with poker machines from donating to political parties in NSW. The intention behind these measures is to curb the influence of gambling-related activities on politics and address the significant issue of problem gambling in the state.

    Formal notifications will be sent to pubs and clubs starting next week, outlining the requirement to remove all external gambling-related signs. These signs range from fixed unilluminated awning signs to digital video displays.

    Liquor & Gaming NSW (L&GNSW) has prepared a position paper that outlines the enforcement approach and transition period for this ban. Venue operators will have three months to eliminate all gaming-related signage. However, for venues facing delays in removing their signage due to circumstances beyond their control, an additional three-month period will be granted for compliance.

    After this grace period, a zero-tolerance approach will be implemented, and penalties will be enforced for non-compliance. The government is expected to collaborate with industry associations and venues throughout NSW during the transition period to provide guidance and support.

    David Harris, Minister for Gaming and Racing, said the government is committed to introducing effective measures to minimize gambling-related harm. He highlighted the prevalence of gambling-related signs such as “VIP lounge” on the facades of pubs and clubs across the state, which serve as signals to passersby that gambling machines are available.

    Some of these signs are extremely prominent, can be seen by children and members of the community who are at risk of gambling harm,” Minister Harris stated. The government aims to close the existing loophole in gambling advertising at pubs to safeguard the health and well-being of communities. 

    Failure to comply with the ban and breach of the Act will result in penalties. The maximum penalty for failing to remove signs is 100 penalty units or $11,000 per offense.

    A Nevada Senate committee passed on Thursday a bill to amend the constitution to allow a state-run lottery. Now headed to the floor of the Legislature, the legislation would end a ban on non-charity lotteries, in place since Nevada achieved statehood in 1864.

    If passed, the bill, titled the Assembly Joint Resolution (AJR) 5, would enable the legislature to establish a state-sponsored lottery. Under the plan, which faces opposition from sectors of the state casino industry, charitable groups would still be able to run lotteries.

    Because the bill amends the constitution, should it be approved at the floor vote, it would have to be passed again by the 2025 Legislature and would then be put to a vote by state residents. A hearing date on the floor has not been set yet.

    On Thursday, the two Nay votes came from Sen. Heidi Seevers-Gansert and Sen. Lisa Krasner. Fox5Vegas cited Gansert as stating: “I will be a no. We have an industry in this state that is the best in the world and they have invested billions of dollars in bricks and mortar and infrastructure and employ hundreds of thousands of people indirectly and direct. So I’m concerned this will deteriorate their industry.”

    One of the main reasons behind Nevada being a no-lottery state is its casinos, whose owners believe that bringing in such form of gambling would threaten the state’s economy by hurting their resort businesses, resulting in job losses, and reduced tax revenue.

    Senator Krasner also did not vote in favor of AJR 5, noting: “I will also be voting no on AJR 5. As we all know, tourism, gaming, and mining are the largest industries in the state of Nevada and they provide so many jobs to the people of Nevada. We don’t want the brick-and-mortar establishments to have to compete with the lottery and so I will be voting no.”

    Committee Chair Sen. James Ohrenschall voted in favor of the bill, saying: 
    “I’m going to be supporting AJR 5. I think we’ve certainly heard testimony with concerns from our gambling industry but we also heard testimony that a lot of folks who drive to some of our border communities to buy lottery tickets don’t usually go to gamble.”

    The bill is also being backed by The Culinary Union, which noted that public money from a lottery could be directed to youth mental health initiatives. Supporters also argue the bill would keep money in-state that is currently spent on lottery tickets bought in California and Arizona.

    To put this into perspective, the amount wagered at Hard Rock’s tables in April surpassed the combined wagering at Indiana’s five Ohio River casinos and the French Lick Casino.

    However, it wasn’t all smooth sailing for Indiana’s gambling industry in April. The state’s former earnings leader, Horseshoe Casino in Hammond, experienced a significant decline, ranking third behind its Horseshoe Indianapolis sister property with $25.7 million in win—down 19.3% from the previous year. Ameristar Casino in East Chicago also faced a 9% decrease in monthly win, with Blue Chip Casino in Michigan City following suit with a 6.8% decrease.

    While the start of the Major League Baseball season failed to inspire increased sports wagering in April, the state will still collect $66 million in tax revenue from slot machines and table games, a favorable figure. 

    Combined, Indiana’s 12 casinos generated over $205 million in revenue during the month, marking the second consecutive month with revenue surpassing $200 million.

    BML Group, a subsidiary of Betsson AB, has become the first Malta Gaming Authority (MGA) licensee to be fined by the Finnish police. The Finnish National Police Board has imposed a record-high fine of €2.4 million ($2.6 million) and issued a prohibition order against BML Group’s marketing activities. 

    The police board stated that BML Group had engaged in extensive advertising targeting mainland Finland through multiple channels for an “extensive” period of time. The board’s decision, made on April 7, will come into effect on July 3.

    The Finnish gambling market is currently monopolized by Veikkaus, the state-owned betting, gaming, and lottery company. BML Group, operating under the MGA license, has been accused of promoting gambling products in Finland, in direct violation of the Finnish Lotteries Act.

    The National Police Board’s prohibition order and conditional fine mark a significant milestone, with Antti Koivula, Partner and Legal Advisor at Legal Gaming Attorneys at Law, noting that it is the first time such action has been taken against an MGA licensed operator.

    “The National Police Board estimated that BML has a significant financial interest in continuing the activities and found that the illegal activities have continued for a long time regardless of the Board’s previous control measures,” the Board said in a statement.

    However, the board acknowledged the efforts made by the Betsson subsidiary to reduce marketing activity, which acted as a mitigating factor when determining the size of the penalty. Still, the fine marks a record, up from a previous high of €800,000.

    As per the order, BML Group must refrain from targeting customers on Finnish mainland, including the use of podcasts, video podcasts, articles, or campaigns featuring Finnish celebrities that attract customers. The marketing prohibition also extends to BML Group’s activities on websites other than those owned and administered by the group.

    “If BML continues to target its marketing of gambling services in mainland Finland despite the prohibition, the Board will take action to enforce the imposed conditional fine,” the Board added.

    While it remains unclear if this enforcement action concludes an investigation announced by the National Police Board in April 2023, it highlights the authority’s commitment to cracking down on what it has labeled as aggressive marketing practices.

    While the Finnish Lotteries Act currently prohibits unlicensed firms from marketing their services to the country’s mainland, lawmakers have been evaluating for some time now potential reforms to the monopoly system. An update could introduce a partial-license model allowing privately held companies, like Betsson, to offer online betting and casino products.

    The business-to-business technology provider will attend J.P. Morgan’s 51st Annual Global Technology, Media and Communications Conference at the Westin Copley Place hotel in Boston, Massachusetts.

    Sportradar’s Chief Executive Officer Carsten Koerl will participate in a fireside chat on Monday, May 22, at 4:30 pm Eastern time. Sportradar management will also be available for investor meetings during the conference, the company noted.

    Sportradar will also participate in the 20th Annual Craig-Hallum Institutional Investor Conference at the Depot Renaissance Hotel on May 31, in Minneapolis, Minnesota, and host investor meetings.

    The announcement follows Sportradar’s report of its Q1 financials last week. During the quarter, the business posted 24% revenue and 37% Adjusted EBITDA growth, reaching $226.2 million and $40 million respectively.

    The strong financial performance was driven by a 55% revenue hike to $43.3 million in the company’s US segment, with positive Adjusted EBITDA for a third consecutive quarter. It also comes as the business targets further investments in AI, which the company believes could result in margin improvement over time.

    UK bookmaker William Hill announced Friday it will be donating all profits made on its Eurovision markets towards relief efforts for displaced Ukrainians in the United Kingdom. The pledge was unveiled just hours before the final of the international song competition takes place in Liverpool.

    All the profit of all bets placed in William Hill’s Eurovision markets will go towards the Support Ukraine initiative, the bookmaker noted. “These funds will provide essential food, toys and humanitarian aid to the thousands of displaced Ukrainians here in the UK – as well as much-needed support for their families abroad,” the firm said.

    William Hill spokesperson Lee Phelps said: “We will be pledging 100% of our profits made on the Eurovision market to the brilliant Support Ukraine charity. If you place a bet on the Eurovision market this weekend, Ukraine will win regardless of if customer bet slips are successful.”

    “It has been over a year since millions of Ukrainians had their worlds turned upside down, and on the weekend of a Eurovision that should be being held in Kyiv, it is a stark reminder that the fight is ever-present – but so too are the relief efforts, and the resilience shown by a nation with a heart of steel. Additional aid includes donations of food, toys and other humanitarian supplies.

    A spokesperson for Support Ukraine added: “We are immensely grateful for all the support Ukrainians have received from the UK and British people, and for their grand offer to host Eurovision on behalf of Ukraine. We are especially thankful to William Hill for their fantastic gesture to donate all profits from betting on the event to our cause. We are deeply touched. 

    The money will help provide necessities to those affected on or near to the front line and de-occupied territories, including medical aid such as medicine and much needed medical evacuation vehicles.”

    A final donation figure will be confirmed on Monday, following the finale of the Eurovision Song Contest, William Hill stated.

    International Game Technology (IGT) announced Wednesday its IGT Global Services subsidiary has signed a 10-year contract with National Lottery plc, a subsidiary of IZI Group and the new operator of the National Lottery in Malta. Additionally, IGT has also signed an instant ticket printing services contract, expected to run until June 2032, for the National Lottery’s re-launch of instant tickets into the market.

    Under the terms of an initial agreement, IGT’s lottery central system and retail solutions went live in July 2022, replacing a competitor’s technology. IGT collaborated with National Lottery to introduce an additional draw day for LOTTO, described as “the most traditional and successful game in Malta,” and launch two draw games, Pick 3 and Super 5 4-3-2-1, the first draw games to go live in over 10 years.

    With the new agreements in place, IGT plans to work with the National Lottery to relaunch the Lottery’s instant ticket program and double the size of its retailer network while further driving innovation for the Maltese lottery.

    The Las Vegas Convention and Visitors Authority (LVCVA) has kicked off a $600m renovation of the Las Vegas Convention Center’s (LVCC) legacy campus, with a ceremonial groundbreaking held Tuesday. The update aims to upgrade the North, Central, and South Halls, bringing them in line with the renovations done to the $1 billion West Hall in 2021.

    Key features of the renovation include a new outdoor plaza and indoor lobby at the South Hall, a climate-controlled interior concourse between the North and South Halls, and a Grand Lobby between the North and Central Halls. The renovation is expected to finish in 2025, and the construction will seek to minimize disruption to scheduled trade shows. 

    The LVCC is represented by Miller Project Management Group, which oversees the construction of the project, while Klai Juba Wald is serving as the architect of record. A joint venture comprised of the Hunt Construction Group and the Penta Building Group serves as the contractor.

    The project will be funded through the LVCVA’s general fund, bonds, and proceeds from the sale of a 10-acre Riviera parcel. Las Vegas has been the US’ number one trade show destination for nearly three decades, and the LVCVA is committed to remaining first “for another three decades,” according to Steve Hill, the LVCVA’s President and CEO. “This renovation will provide our customers with an experience that will make them want to come back year after year.”

    The convention sector continues to significantly contribute to Southern Nevada’s economy, with nearly 15m square feet of meeting and event space throughout the destination. In 2022, Las Vegas hosted nearly five million convention attendees, whose spending during their stay directly supported an estimated 38,000 jobs, $2.1 billion in wages, and $7.5 billion in economic impact.

    The renovation of the LVCC was set in motion in 2016 during the special session of the Nevada Legislature. Senate Bill No. 1 (SB1) was put in place to help fund the creation of the West Hall and the renovation of the LVCC’s existing campus, along with Allegiant Stadium. 

    While construction of the $1 billion West Hall moved forward, the renovation of the legacy campus was delayed due to the pandemic. In August 2022, the LVCVA Board of Directors approved design and construction plans for the remaining projects.

    Construction work on the project actually began before the groundbreaking ceremony, in early April 2023, with roughly 600 onsite construction workers building new executive offices and a new boardroom. 

    Steve Hill was joined by LVCVA Board Chairman Jim Gibson at the 30-minute groundbreaking at the South Hall plaza entrance on the east end of the Convention Center. Prior to the groundbreaking, the board held a meeting where it got the first look at its $463.4 million 2023-24 fiscal year general fund budget, a 5.8 percent increase over the current fiscal year’s financial plan. 

    The LVCVA is projecting record revenue of $448 million, mostly from room taxes that are increasing as a result of rising visitation and higher room rates.

    The International Betting Integrity Association (IBIA) announced the expansion of its integrity monitoring and wider anti-match-fixing operations in Brazil. The expansion comes in response to upcoming government regulation, the rapid growth of the Brazilian sports betting market, and IBIA data confirming that Brazilian sport is a regional target for criminal match-fixers. 

    According to H2 Gambling Capital, IBIA members are estimated to account for over 60% of the remote gambling market in Brazil. “That leading market position will enable IBIA to provide a highly accurate analysis and effective deterrent against match-fixing-related betting fraud in Brazil. IBIA is, therefore, uniquely positioned to support a crack-down on match-fixing in the country,” according to the association.

    Speaking in advance of the government’s Provisional Measure on sports betting regulation, Khalid Ali, IBIA CEO, said: “We welcome the Brazilian government’s decision to regulate the sports betting industry as an overwhelmingly positive move. As IBIA’s 2021 optimum betting market study confirms, balanced and efficient sports betting regulation is part of the solution to sports betting-related match-fixing.”

    IBIA looks forward to working with policymakers to ensure Brazil enjoys the full benefits of a dynamic and competitive sports betting market whilst reducing the risks of match-fixing,” he added.

    H2 Gambling Capital estimates that the Brazilian sports betting market grew by 44.4% from 2021 to 2022, reaching BRL4,506 million ($940 million) in gross gambling revenue (GGR), and is projected to reach BRL 9,265 million ($1,860 million) in GGR by 2027 (105% increase).

    Given this rapid growth, IBIA and its members are particularly focused on utilizing the attributes of its global monitoring and alert system to bolster the protection of the regulated betting market and sporting events in Brazil,” the association stated.

    Khalid Ali noted: “What sets IBIA apart from commercial monitoring systems is the ability to track transactional activity linked to individual consumer accounts rather than analyzing simple odds movements. No other sports integrity solution can provide access to this data, which covers over $137 billion in sports betting turnover per annum, making IBIA the largest and most effective integrity network of its nature globally.” 

    IBIA’s recently published Q1 Integrity Report contains a targeted analysis of alerts in the Latin American market, with 105 suspicious alerts across the region during 2018-22. Brazil was the main source of suspicious betting alerts across LatAm (31%), with football accounting for the majority (61%) of those. 

     

    The International Betting Integrity Association is a not-for-profit body that has no competing conflicts from the delivery of commercial services to other sectors. The association claims to be run “by operators for operators,” protecting its members from corruption through collective action. Responsible, regulated sports betting operators have a significant incentive to help crack down on match-fixing, and IBIA “intends to be at the forefront of that preventative action in Brazil.”

    “IBIA’s advocacy expertise and monitoring and alert network will have a vital role to play in helping Brazil successfully deter, investigate and prosecute match-fixing. As part of our expansion, we aim to utilize data-sharing agreements with regulators, sports, and law enforcement agencies to ensure the integrity of Brazilian sport and the regulated betting market,” the CEO explained.

    “Our experience in education and cross-sector programs such as IBIA’s Data Standards group, involving major global sports betting data companies, can also make a significant contribution to protecting Brazilian sport from the dangers of match-fixing,” he concluded.
