    New Jersey is modifying its gambling regulations by establishing advertising standards, streamlining the process for individuals with gambling issues to self-exclude from casinos and their marketing, and creating a role to oversee the effectiveness of the state’s problem gambling outreach programs. On Thursday, at the East Coast Gaming Congress, State Attorney General Matthew Platkin introduced a series of new responsible gambling regulations and initiatives.

    They include setting standards for casino and sports betting advertising, requiring that New Jersey’s 1-800-GAMBLER hotline be prominently displayed in their ads, prohibiting promises of “guaranteed wins” or “risk-free” bets if the patron will not be fully compensated for the loss of their funds; and making wagering requirements clear in their terms and conditions.

    It also limits advertising in locations where that would entice those under 21 years of age to gamble and requires gambling operators to provide the public with the ability to swiftly opt out of direct advertising.

    “As New Jersey’s gaming and sports wagering industries continue to grow and mature, so do our obligations to assist patrons at risk for problem gambling,” Platkin said, as reported by The Press of Atlantic City. He said the measures “will help protect consumers and make it easier for individuals to access the help they need when their gaming behavior becomes problematic.”

    Just days before February’s Super Bowl, New Jersey gambling regulators unveiled new requirements for sportsbooks to analyze the data they collect about their customers to look for evidence of problem gambling and to take various steps to intervene with these customers when warranted.

    On Thursday, the attorney general’s office created a new position within its Division of Gaming Enforcement to monitor how well that and other responsible gambling initiatives are working.

    The agency will also make it easier for people with a gambling problem to add their names to New Jersey’s voluntary self-exclusion lists. The lists are circulated to casinos and gambling-related affiliates, requiring them not to let people on the list gamble in person or online and prohibiting sending gambling marketing materials to them.

    Instead of meeting in person with a state official or applying online, people can now have a video conference to add themselves to the list. A round-the-clock telephone helpline also will be established to answer questions about self-exclusion and to help people sign up.

    Keith Whyte, executive director of the National Council on Problem Gambling, praised the moves and said he hopes they will be copied by states across the country.

    Let’s Discuss That ‘The Diplomat’ Cliffhanger

    Spoilers below for season 1 of The Diplomat.

    Keri Russell’s eyes say it all: The ending of the first season of Netflix’s The Diplomat is outrageous, and also the ideal argument for the series’ continuing existence. Showrunner Debora Cahn has crafted that elusive not-prestige-but-not-not-prestige political thriller, one that marries the addicting silliness Netflix has staked its claim upon with the sobriety of those other streamers-that-shall-not-be-named. By the time Cahn’s name flashes onto the screen of episode 8, “The James Bond Clause,” the stakes feel both ridiculous and real. Which is, of course, the perfect formula for a cliffhanger finale.

    The episode opens with Kate Wyler (Russell) staring into the distance, fretting over the ways she believes she’s failed as U.S. Ambassador to the U.K. and might fail still. Prime Minister Nicol Trowbridge (Rory Kinnear) is furious over her inability to sway President Rayburn (Michael McKean) into supporting the so-called “Libya plan,” in which the Brits would attack the Russian Lenkov Group in Libya as retaliation for the (supposedly) Russian-backed bombing of the British airplane carrier HMS Courageous. The new plan is one Trowbridge suddenly supports the next day: British Special Forces will arrest leader Roman Lenkov himself in France, where he’s visiting his secret family in Cap d’Antibes. Trowbridge, who previously thought the plan cowardly, is suddenly its biggest fan.

     

    U.S. Secretary of State Miguel Ganon (Miguel Sandoval), British Foreign Secretary Austin Dennison (David Gyasi), Deputy Chief of Mission Stuart Heyford (Ato Essandoh) and Kate fly to Paris. There, Kate is expected to ask the French minister of the interior, Brielle Fournier (Micky Sébastian), for permission to use British Special Forces in the Lenkov arrest. But she has some issues at home: Her husband, Hal Wyler (Rufus Sewell), is scheming behind the scenes. In her own act of marital diplomacy, Kate has offered for him to join her in Paris; he turns her down, accepting another olive branch in place of the trip. Since Kate will be abroad, he’ll deliver a speech in her stead at the international relations think tank Chatham House.

    The speech, like so much of Hal’s schmoozing, is a roaring success. He waives the so-called “Chatham House Rule,” which designates that speeches can be cited broadly but not credited to a specific orator. Hal wants to be seen, heard, and spread widely. In other words, he’s campaigning—and not subtly—for the role of secretary of state, a job that Hal’s former colleague revealed might be, uh, vacated imminently.

    Even from afar, Kate knows her husband well enough to recognize when he’s manipulating relationships behind her back. At Chatham House, Hal meets a British MP named Merritt Grove, who urges they meet for dinner that evening. Although Hal tries to politely decline, he offers to connect Merritt instead to Billie Appiah (Nana Mensah), the White House Chief of Staff. Such a move is an enormous overreach, given that Hal is not currently an acting U.S. ambassador. It’s exactly this overreach that clues Kate into Hal’s ulterior motives. She’s livid, and once again decides their marriage must end.

    Demanding that Hal cancel the meeting (and refusing to further help her husband oust Ganon as secretary of state), Kate leans instead on Dennison, who provides comfort and counsel as they speed-walk along the Seine. “I feel like the stand-up thing to do is to give a relationship every possible chance, right?” she says. “I mean, it’s the whole fucking definition of my life’s work.”

    “Perhaps you’re just a decent person in a time when decency has lost its hold on the public imagination,” Dennison replies, which just might be the most romantic thing Kate’s heard in a good long while.

    Meanwhile, Stuart and assistant Ronnie (Jess Chanliau) go into Hal Crisis Management Mode. They tell Mr. Wyler they’ll take the Grove meeting, so as to “prove to the world that the White House is not a fee-for-services organization,” but Hal—angered by the implication that he’s selling access—insists on a “five-minute handover.”

    In Paris, Kate’s version of HCMM is slipping into the kind of red silk gown that’ll drop Dennison’s jaw, even if her real mission for the evening at the Louvre is convincing Fournier of the British Special Forces stipulation. Ultimately, she succeeds: Fournier grants permission, but tacks on another tidbit. “One must register surprise that the present U.S. administration, after pointedly proclaiming a break with the past, would so strongly lobby for an extrajudicial assassination,” she tells Kate, to the latter’s great confusion and shock. Translation: Trowbridge has no intention of arresting Lenkov; he’s going to have him killed.

    Kate flees the party, certain that Dennison has taken advantage of their flirtation and deceived her about Trowbridge’s true plans. He follows her outside to the street, where she whirls on him, demanding the truth. But Dennison is just as floored by the assassination news as Kate herself. “Trowbridge wouldn’t,” he says. “It would bring down his government.” By the time he says this, Kate has already connected the dots in her mind, and so she snatches Dennison’s phone, switching on loud music and tossing the device to their bodyguard so as to ensure their conversation isn’t overheard.

    “Listen to me,” she says, grabbing Dennison’s shoulder and staring at him, pleading for him to understand. “A dead Lenkov is only good for the people who hired him. If Prime Minister Nicol Trowbridge wants him dead—”

    Finally, Dennison gets it. “Nicol Trowbridge hired him,” he says.

    Their realization comes too late; the plot is already underway. Stuart pulls up to the site of the Grove meeting, unable to get in touch with CIA chief Eidra Park (Ali Ahn), now his ex-girlfriend. (To summarize, Eidra learned of his plans to follow Kate to D.C. should she become the next VP, even after Stuart told Eidra herself to reject a job in Cairo…so they could be together in London. Not cool.) Ronnie runs inside to alert Grove of his new guests while Stuart battles it out with Hal on the phone. Grove is pissed about the ambush, insisting he meet specifically with Hal. As he attempts to get into his car and depart—with Ronnie, Stuart and Hal all colliding with him outside the restaurant—the vehicle explodes.

    Outside the Louvre, Kate and Dennison learn of the attack. Kate’s eyes fill with tears as the camera spins around her, echoing her terror and disorientation. Watching, we know she’s asking the same question we are, even if she doesn’t vocalize it: Are Stuart, Hal and Ronnie alive?

    The answer is, likely, yes. There’s little to no chance The Diplomat will kill off two of its central characters that quickly, especially as the conflicts around them have finally crystallized into something robust and compelling. Sewell’s Hal is not only a source of comic relief and charisma, but he’s often the mechanism spurring Kate forward, even if she’d care not to admit it. And Stuart is a kingmaker-in-the-making, with far too much potential as Kate’s right hand for Cahn to squander it on shock factor.

    As for Ronnie…well, sadly, that seems a far more likely loss. Not only was Stuart’s assistant directly in range of the blast, but they’re enough of a side character for a hypothetical death to resonate emotionally without stripping the plot of its propulsion. Grove is almost certainly dead, too. And if that’s the case, Kate will be after not just recovery but retaliation—or her form of it, which is intelligence.

    So, who ordered the car bombing? It seems possible that Grove, part of Trowbridge’s Conservative Party, somehow had information about Trowbridge’s involvement in the HMS Courageous attack and wanted to tell someone he could trust: a diplomat like Hal. But if Trowbridge caught word of this deception, he could have stopped the leak by orchestrating a hit on his own MP. And perhaps he didn’t exactly plan for three Americans to get caught in the crossfire.

    So, why did Trowbridge order an attack on his own people in the first place? Remember, he’s trying to win a by-election. If he could make it appear as though Iran had sparked a war with the U.K.—and then bravely enact vengeance upon them—he’d maybe win over the nationalist voters he needs. In one fell swoop, he’d mimic the post-9/11 battle cry of the early aughts.

    That’s a potent premise in an era of Brexit nationalism and xenophobia, especially when Kate herself was initially drawn under Trowbridge’s spell. Moving into an all-but-certain second season, the question is not only who will survive, but who they’ll choose to trust when they meet again.

    Macau’s second-largest junket operator, Levo Chan Weng Lin, chairman and controlling shareholder of Tak Chun Group and co-chairman and CEO of Macau Legend Development, was sentenced to 14 years in prison on Friday after being found guilty of running an illegal gambling ring worth billions of dollars, according to local media reports.

    The high-profile arrests and prosecution of Macau’s top junket bosses have occurred alongside Chinese President Xi Jinping’s anti-corruption campaign, which targets corrupt officials who may visit Macau to place bets and launder money

    A group of Macau judges convicted Chan on 34 charges, including illegal gambling, managing criminal organizations, fraud, and money laundering. The illegal activities were estimated to involve a total of $4.5 billion, with Chan earning approximately $200 million. Chan denied the allegations during his trial.

    This conviction follows the sentencing of Alvin Chau, Macau’s former “junket king,” who received an 18-year prison term for fraud, operating a criminal syndicate, and facilitating illegal bets. 

    In addition to cracking down on illicit junket operations, Macau authorities have introduced new regulations for the gambling industry and renewed concessions for six major casinos, subject to increased government oversight.

    Macau’s leader, Ho Iat-seng, informed lawmakers days before Chan’s verdict that the government would soon implement a plan to diversify the city’s economy while maintaining the gambling sector’s share at around 40%.

    Before the Covid-19 pandemic, Macau’s gambling industry generated annual revenue exceeding $36 billion, accounting for nearly 66% of the city’s gross domestic product.

    A proposed bill aimed at increasing transparency in Nevada’s online poker scene has failed to progress in the state’s legislative process. AB380 sought to establish a list of individuals with interactive gaming accounts who had been suspended or banned for cheating.

    Sara Cholhagian Ralston, the bill’s primary supporter, later amended the bill, removing the term “cheating” and any reference to suspensions or bans related to cheating. Instead, the revised bill proposed creating a list of all players with an account and their status. Despite the recent failure, Ralston said the conversation surrounding poker transparency in Nevada “is too important to be abandoned, and I hope it will continue,” she commented, according to The Nevada Independent

    However, Assembly Judiciary Committee Chairwoman Brittney Miller (D-Las Vegas) announced last week that there were insufficient votes to advance AB380. Caesars Entertainment, the operator of Nevada’s only poker website based on the company-owned World Series of Poker, opposed the legislation.

    The company’s lobbyist, Michael Alonso, argued that the bill would impose a burden on Caesars, which already takes “everything reasonably possible to keep bad actors off the [online poker] site.”

    Ralston stated that if Nevada gaming regulators do not introduce more transparency to online poker, she plans to reintroduce the bill in the 2025 legislative session. “As someone who cares deeply about the poker industry, I brought this issue forward because of my moral compass and the belief that transparency is crucial to protect the integrity of the game,” she said, as reported by the above-mentioned media.

    Nevada legalized online poker in 2013, but gaming companies have argued that the state is too small to support multiple sites, leaving Caesars as the sole operator.

    Nevada is part of the Multi-State Internet Gaming Agreement, which was established in 2014 with Delaware to expand the player pool for two of the smallest states in terms of population. New Jersey joined in 2017, followed by Michigan in 2021.

    Additionally, since 2012, six states—Connecticut, Delaware, Michigan, New Jersey, Pennsylvania, and West Virginia—have legalized online casino gaming.

Designs produced using AI stand out by their advantages for clients and online casino players due to their uniqueness and brand style compliance, giving designers more time to work on the user-friendly interface.

    As a result, player acquisition and engagement rates increase thanks to more accessible interfaces and eye-catching graphics. Before implementing this technology in design work, creating the first design layouts took several weeks, and the client options were less abundant. “Now the client can pick from multiple design options, while the design team can quickly iterate on required changes,” the company stated. 

    Based on the clients’ needs, the designer creates different queries for the AI program, which generates the images. That is why designers need not only how to generate correct queries and refine them but also to regularly practice these commands with AI. 

    This helps train the tool and extend its capabilities. Afterwards, designers improve the generated image: elements and details, image quality, proportions, colors, and more. This means the design created is not the final result, but the foundation for further creativity. 

    According to Head of WebStudio Olga Ivanchik, the company’s creators are not afraid that AI will replace them in designing online casino projects, and explains that Artificial Intelligence in design is only an auxiliary tool, an additional step to enable more freedom in creative work. 

    “Designers suggest the initial idea and generate queries for the program. This requires creativity, inspiration, and imagination. Someone (or something) without sufficient background knowledge cannot create a truly unique project that will be visually pleasing and fully convenient for the player to use,” Ivanchik commented.

    The news comes after the brand announced the integration of MetaMask, a software cryptocurrency wallet. From now on, depositing money from a MetaMask wallet takes only three steps. 

    The improvement is meant to streamline the depositing process in online games, making it less time-consuming for players, as they no longer have to go through multiple steps, including QR code scanning, switching between several screens, and copying the information, to bet funds from their MetaMask wallets.

    Alabama Attorney General Steve Marshall announced state and federal authorities raided and closed 14 electronic bingo halls around Jefferson County.

    In a press release, the Attorney General said that his office obtained temporary restraining orders against those businesses, which will keep them closed pending a court decision within the next two weeks. 

    “The facilities shut down today were operating in blatant violation of state law, apparently without fear or reprisal. Our action this week came in response to numerous complaints about the trouble that illegal gambling has brought into these communities,” Marshall said. 

    “These citizens deserve better. Allowing criminal enterprises to operate freely, in broad daylight, is offensive to the rule of law and will not be tolerated,” he added.

    The raids continue a decades-old argument over the legality of electronic bingo in the state. Numerous counties have passed bingo amendments that they believe give them the right to operate the games. Marshall and the state’s Supreme Court have disagreed, calling the games illegal slot machines. 

    The electronic games, which are played at all Poarch Band of Creek Indians casinos, are legal under the federal definition of bingo and several states have also adopted that definition. The raids this week were conducted by ALEA, the FBI and DEA.

    Pat McDonald, the director of Ohio Lottery, resigned on Wednesday, citing undisclosed medical reasons for his retirement. Governor Mike DeWine’s spokesperson, Dan Tierney, confirmed that McDonald’s resignation was effective immediately. Michelle Gillcrist, McDonald’s aerospace and defense liaison and northeast Ohio regional liaison, has been appointed as the interim director.

    McDonald has been a prominent figure in the Ohio Lottery for 16 years, initially serving as a member and long-time chair of the Ohio Lottery Commission before being appointed as director by DeWine in 2019.

    In a brief email to DeWine’s chief of staff, Stephanie McCloud, McDonald announced his retirement. “This is to notify you that I am retiring from my position of Director of the State of Ohio Lottery Commission effective today, April 12, 2023, due to medical reasons. It has been a pleasure to serve the people of Ohio,” the email read as reported by the Associated Press.

    The sudden resignation comes during a crucial period for the Ohio Lottery. The organization is preparing to rebid its central gaming system contract, valued at over $90 million every two years. It is working to resolve a long-standing impasse over the establishment of internet-based lottery gaming, or iLottery, in the state.

    McDonald’s previous roles include serving as elections director for Cuyahoga County, as well as holding positions with the Ohio secretary of state, Ohio treasurer, and as an assistant director of the Ohio Department of Commerce.

    During March, Maryland’s sportsbooks combined for more than $385.9 million in handle and set a single-month benchmark with more than $5.3 million in contributions to the Blueprint for Maryland’s Future Fund, which supports public education. 

    Maryland Lottery and Gaming Director, John Martin, said: “There are a few events on the calendar that really drive sports wagering participation, and the NCAA basketball tournament every March is right at the top of that list. 

    “This was the first time that mobile wagering on March Madness was available in Maryland, and as our market continues to mature we’re pleased to see it generate a strong contribution to education funding,” he added.

    The Las Vegas Planning Commission delayed a vote Tuesday on the proposed 60-story Harlem Nights resort project, which calls for a 687-foot-tall tower on a nearly 2-acre site at the corner of Jackson Avenue and F Street in the Historic Westside. The proposal will now be considered by the planning commission on June 13, after the developer requested the vote be delayed.

    The proposed resort is projected to cost $700 million and would feature 764 hotel rooms, 458 residential units, casino space, a 900-seat theater, as well as retail and restaurant options. 

    Lisa Mayo-DeRiso, the project consultant for Harlem Nights, said it will conduct additional community meetings about the project and provide more “comprehensive” information, as reported by the Las Vegas Review-Journal. “It’s not uncommon for a project like this to take extra time,” Mayo-DeRiso said. “We just want to have the best package possible.”

    The consultant said that no community meetings have been scheduled, but the next one will be co-sponsored with the city of Las Vegas.

    Site for the proposed Harlem Nights resort 

    It’s not the first time a major project has been proposed at the site. In 2016, the Nevada Gaming Control Board put the brakes on plans for a $2 billion project that would have brought a 400-room hotel and a 2,000-seat performing arts center.

    And now, Harlem Nights is facing concerns over its height. The project would require a zoning change to increase the maximum height from seven stories to 60 stories, a variance in parking rules for the area, and a need to vacate a public alleyway running through the middle of the site, among other changes.

    The Las Vegas Planning Commission will consider the requests, but commission staff has recommended that all the zoning changes, except for vacating the alleyway on the site, be denied. “Deviating the height of the proposed development by 53 additional stories is out of character with the surrounding area,” according to the commission’s agenda.

    Developer Shlomo Meiri previously said that Harlem Nights is the best bet for redeveloping the Historic Westside, and if approved, the project could take over six years to complete. If the planning commission denies the zoning changes, Harlem Nights could still move forward.

    “The final vote on the project is the job of the (Las Vegas) city council, and we are hopeful they will all see the value of this catalyst project for the Westside and what it means for jobs, the economy, and housing,” Mayo-DeRiso said in an emailed statement, as reported by the above-mentioned media.

    New York sports betting operators experienced a record-breaking month in March, with the New York State Gaming Commission reporting an all-time high of $163.6 million in adjusted sports wagering gross revenue. This surpasses the previous record of $149.4 million set in January, as the Empire State finally broke the $150 million mark.

    The impressive revenue figures were driven by a 9.1% hold in March, with a total handle of $1.79 billion, just shy of the all-time record of $1.8 billion set in January. New York now ranks third nationally in post-PASPA monthly revenue totals, trailing only Ohio, which reported $209 million in revenue during its January launch.

    Mobile betting played a significant role in the record-breaking month, with $162.8 million in mobile revenue contributing to a national record for monthly state tax revenue.

    New York collected $83.1 million in tax receipts from sports wagering in March, pushing the state’s overall total to over $900 million. The first quarter of 2023 saw $214.6 million in tax receipts, an increase of $50.8 million compared to the same period in 2022.

    FanDuel led the pack among the state’s nine mobile operators, setting an all-time handle record of $740.1 million and generating $79.6 million in revenue with a 10.8% hold. FanDuel accounted for 41.4% of the state’s mobile handle and 48.9% of the revenue in March.

    DraftKings followed closely, setting a new revenue record of $52 million with an 8.8% hold on $589.8 million in accepted bets. Caesars Sportsbook reported $15.2 million in revenue with a 9.3% hold on a $237.5 million handle. Meanwhile, BetMGM set a new monthly revenue high of $9.6 million on a $121.2 million handle.

    BetRivers and Bally Bet also achieved all-time highs in handle and revenue, with $49.9 million and $3 million in accepted wagers, respectively, and $3.6 million and $208,000 in revenue. New York’s four retail sportsbooks generated $755,000 in revenue on a 10.9% hold from a $6.9 million handle.

    However, Tioga Downs suffered a loss for the second consecutive month, paying out $151,527 on $504,759 in accepted wagers, resulting in a record-low minus-30% hold. Del Lago Resort was the top-performing brick-and-mortar sportsbook in March, posting an 18.4% hold and earning $377,539 in revenue from just over $2 million handle.

    With these record-breaking figures, New York has solidified its position as a major player in the sports betting industry, joining the ranks of New Jersey, Nevada, and Pennsylvania in surpassing $20 billion in post-PASPA handle.

    The American Gaming Association (AGA) released new research providing an in-depth examination of diversity in the gaming industry workforce. The results show that the gaming industry is more diverse than national and hospitality industry benchmarks and boasts a diverse executive pipeline, while identifying opportunities on gender representation. 

    AGA President and CEO Bill Miller, said: “Consumers, policymakers and investors are raising their expectations for all businesses on how they contribute to society beyond the bottom line.”

    He explained that encompassing data from across commercial, tribal and manufacturing gaming verticals, the survey “both highlights our industry’s leadership on diversity while presenting areas for continued progress.”

    Results show tangible results of the industry’s broad reach and representation of local communities. 61% of gaming industry employees are minorities, compared to 52% of the broader hospitality industry and 42% of the total US workforce.

    23% of gaming employees are Hispanic and 19% are black, both higher than the national workforce and in line with the hospitality industry. 60% of operator employees are minorities, up nearly 20% from 2011 and higher than the hospitality sector and national workforces overall. 

    45% of gaming manufacturer employees are minorities, compared to 38% of the broader electronic manufacturing workforce. 

    Across job levels, gaming’s leadership pipeline is significantly more diverse than national averages at the first/mid-level manager and professional levels: 45% of first/mid-level managers are minorities while 43% of professionals are minorities, both 10 to 12 points above national and hospitality benchmarks.

    Gender diversity presents an opportunity for the industry. Gaming’s workforce is 48% female, in line with national workforce, but representation drops off at more senior level job classifications. 

    “As today’s report shows, our industry has made impactful strides toward becoming more diverse, but there is more work to do. The AGA will use this research to engage our membership on how we can collectively advance DEI in gaming in the months and years to come.”

    The Ontario Lottery and Gaming Corporation (OLG) released a Request for Pre-Qualification (RFPQ) for those companies wishing to operate Windsor’s casino. The RFPQ enables the corporation to prequalify potential proponents based on their previous experience operating a large gaming resort. The RFPQ process will close on May 25. 

    OLG’s announcement for the RFPQ is the first stage in the procurement process to select a service provider to handle the day-to-day gaming operations in Windsor. Those that prequalify will proceed to the Request for Proposal (RFP) phase of the procurement.

    Caesars has long held the rights as operator of the local casino, but its contract is nearing an end in 2025. It is believed the corporation, which operates casinos across North America, wishes to remain in Windsor.

    One of Nebraska’s casinos is currently pursuing an expansion in its gambling activities. Up to now, bettors have only been able to play slot machines at the state’s two racecinos. But that may change soon, as Grand Island Casino Resort is now looking to add table games to its temporary operation at Fonner Park. 

    Vincent Fiala, the casino’s general manager, said the property plans to add craps roulette and blackjack tables to its existing operation. The expansion also would include additional slot machines, restrooms on the casino floor, an expanded dining area and space for entertainment on the weekends. 

    The planned changes, Fiala said, will allow guests to “have as much of a resort experience as they can in the temporary facility,” which currently has about 300 slot machines, the Lincoln Journal Star reported. 

    The Nebraska Racing and Gaming Commission will consider the proposal at its April 14 meeting in Columbus. Should the commission vote to approve the expansion, Fiala said it would likely be July before table games are up and running; and that the actual timeline will depend on how long construction takes and how long it takes to hire the train dealers. 

    By the end of February, the Grand Island casino had already generated more than $1 million in gaming taxes in just over two months of operation with just slot machines. WarHorse Casino in Lincoln, which has been open since late September, has generated nearly $4.4 million in gaming taxes.

    Table games are likely to attract more gamblers, and the Grand Island operation could be the only one offering that option for a long time. WarHorse does not plan to add table games at its temporary Lincoln casino because it does not have space for it, notes the cited source.

    However, it does plan to have sports betting, which officials hope to have the infrastructure for by mid to late May. WarHorse intends to have table games at its temporary Omaha casino once it opens, but that will not be until early 2024, said Pete Graziano, vice president of marketing for WarHorse Gaming. 

    Caesar’s Entertainment is planning to open a temporary Harrah’s Casino at Ag Park in Columbus later this spring, but it also will have only slot machines to start.

    The first year of regulated iGaming and online sports betting in Ontario has been a resounding success, with figures showing CAD 35.6 billion ($26.4 billion) in total wagers and total gaming revenue of CAD 1.4 billion ($1.04 billion), placing the Canadian province among the top five iGaming jurisdictions in North America.

    However, as per data from geolocation and fraud detection services company GeoComplythe newly regulated market has also attracted unwanted attention from fraudsters and betting attempts from outside the province.

    Aggregate data from GeoComply’s services to its Ontario operator customers since the regulated market launch in April 2022 reveals that: 

    • Over 744,000 users have attempted to log in 19.9 million times to Ontario operators from around the world;
    • Over 54,000 users from within the US have attempted to log in 305,000 times to Ontario operators from south of the border;
    • Over 3.3 million location spoofing attempts into Ontario operators have occurred from around the world.

    GeoComply’s risk data for Ontario operators is in line with similarly-sized US states that have regulated iGaming and/or online sports betting, explains the company. The fraud attempts are mostly identity theft and bonus abuse, with some account takeovers and credit card chargebacks. 

    According to GeoComply’s data, Ontario operator customer data since launch shows that: 

    • Over 219,000 devices have been prevented from gambling for fraud reasons;
    • 1,045 fraud rings affecting multiple operators were detected.

    Danny DiRienzo, GeoComply Director of Risk Services, commented: “Online fraud is not uniquely a sports betting or iGaming problem. Recent data shows that cybercrimes were up 50% in 2022 across all forms of e-commerce.”

    “However, our industry’s high standards of compliance put us in a strong position to combat it. Because every bettor must verify their location, we have the data to stop fraud before it gets a foothold,” he added. 

    Additionally, GeoComply’s services have prevented the following from infiltrating the regulated market:

    • Over 127,000 devices known to be associated with fraud;
    • Over 56,000 devices with multiple users (typically a sign of bonus abuse);
    • Over 34,000 devices using illicit software (normally to hide location);
    • Nearly 1,500 devices that had been jailbroken or tampered with.

    Ontario is such a large market, and the opening of any market results in bonus offerings attracting fraudsters. This, coupled with the traditional gray market operations in Canada, resulted in experienced fraudsters hunting bonuses from day one, as anyone with a set of stolen identities could collect bonuses from several operators,” DiRienzo explained.

    “GeoComply remains vigilant alongside our operator partners.     Desert Diamond Casinos is set to begin construction this week on a new casino in the “Far West Valley,” to be located off Loop 303 near Glendale, Arizona. The Tohono O’odham Nation, which runs the casino company, announced Monday it would be holding a private groundbreaking event for the upcoming property on April 5.

    The gaming venue, to be built on 110 acres on the southeast corner of the intersection of Loop 303 and Northern Parkway, directly north of the Wildlife World Zoo, will become the tribe’s fifth casino upon completion.

    In January, the U.S Bureau of Indian Affairs acquired the land, which is referred to as the “Far West Valley Site” for the Tohono O’odham Nation for “gaming and other purposes,” according to a notice from the Federal Registry, retrieved by Phoenix Business Journal.

    The Arizona Republic first announced the groundbreaking and said in its report there would be 900 slot machines at the new casino, as well as table games and “other amenities.” 

    The property will further mark the second Desert Diamond Casino in the West Valley. The first one opened in 2015, located off Loop 101 just north of the Westgate Entertainment District; while the tribe’s other casinos are in Southern Arizona, near Tucson.

    The Tohono O’odham Tribe is able to expand into the metro Phoenix area after the U.S. government said it was able to extend its reservation by 10,000 acres after flooding at the Painted Rock Dam destroyed farming land and several communities in the 1980s.

    The new project comes amid Desert Diamond Casinos’ efforts to gain further visibility in the community. In 2022 it acquired the naming rights to the former Gila River Arena in Glendale and the enterprise has been a frequent sponsor of NASCAR events at Phoenix Raceway, notes Phoenix Business Journal.

    On Tuesday, April 4, the government of the province of Mendoza, Argentina, awarded online betting and gambling services to five large business groups after receiving the approval of the State Attorney’s Office, a step that was achieved last Friday, March 31.

    The selected companies were the UTE Impresora Internacional de Valores SAIC (Ivisa) and Hotelera Emprender S.A.; Rush Street Interactive Latin America and Desarrollos Maipú S.A.; Boldt S.A. and Fuente Mayor S.A.; Traylon S.A. and Ondiss S.A. as well as Codere On Line Argentina S.A., as stated in article 2 of Resolution 192 of the Provincial Institute of Gaming and Casinos (IPJyC), which was published today in the Official Gazette.

    Five other companies were left out of the bidding process: Nuevo Plaza Hotel Mendoza S.A.; Slots Machines S.A.; the temporary joint venture between Concesionaria de Entretenimientos y Turismo S.A. and Daruma SAM S.A.; the temporary joint venture between New Star with News Ads; and the temporary joint venture between Biyemas S.A. with Skill on Net S.A.U.; for “being inconvenient to the interests of the State, according to the report issued by the Pre-award Commission.”

    The licenses offer a permit for the “organization, development, exploitation, betting and commercialization of the online gaming activity, in its different modalities, through electronic, computerized, telematic or any other interactive means.”

    Article 4 of the regulation states that the contracts for the awarding of the service must be signed within the next five working days, while a term of 15 days -also working days- is established for the successful bidders to submit the contract performance guarantees.

    Article 5 establishes that the agency presided by Ida López created a commission “for the reception of goods and services,” which will be made up of four regular members (Lucas Díaz, Pablo Bogdanowsky, Alexia Boffa and Roberto Bortnic) and one substitute (Mauricio Pouget).

    This commission will be responsible for “verifying whether or not the rendering of the service complies with the conditions set forth in the bidding terms and conditions, and shall draw up the corresponding Act of Commencement of Rendering, which shall also be signed by the successful bidder.”

    After this concession, the platforms will have to pay at least 6% of the amount resulting from the bets minus the prizes paid as royalties. In addition, they will have to pay the gross income. In exchange, they will be able to operate in the province for 10 years.
