    The Malta Gaming Authority, where Dr. Martina Cilia serves as Senior Legal Counsel, is the single regulatory body responsible for the governance of all gaming activities on the island and has a stated vision of adapting Malta’s gaming regulatory framework to evolving market needs as well as affecting international policy and promoting international cooperation.

    Before the opening panel René Janssen, chairman of the KSA will be providing an analysis of the ban on untargeted advertising for online games of chance in the Netherlands. Advertising, that is banned as of July 1, 2023, ten days before iGB Live! opening in Amsterdam, includes radio and TV commercials and public billboards.

    Sponsoring by online gaming providers will also fall under the ban after a transitional period. Advertising via the internet, including social media, targeted advertising, direct mailings, and television on demand will remain permitted under strict conditions.

    The Oakland Athletics’ Las Vegas stadium funding bill, Senate Bill 509, hit a roadblock earlier this week as Nevada lawmakers failed to pass it before the Legislature adjourned. However, a special session has been called to reconsider public financing for the stadium plan.

    This bill aims to allocate up to $380 million in public funds for the construction of the A’s planned 30,000-seat, $1.5 billion Strip ballpark on the site of the Tropicana Las Vegas resort. Gov. Joe Lombardo on Tuesday evening issued a proclamation calling the Legislature into a second special session to discuss the move, reports Las Vegas Review-Journal.

    Much like regular sessions, special sessions have a time limit: 20 consecutive days, including the day on which they start. The governor can, however, extend the session with a subsequent proclamation and bring additional items to the agenda during a special session. It is yet unclear how many days the second special session will last.


    Rendering for the proposed A's ballpark in Vegas

    Even if the A’s stadium bill passes in the special session, other MLB owners still need to approve the relocation, and the franchise needs to prove it can fund the rest of the $1.5 billion project. According to Review-Journal, MLB owners won’t vote on the A’s potential Las Vegas move when they meet next week, even if the bill is signed into law. They likely will hold a conference call over Zoom to vote at a later date once a relocation application has been filed and reviewed.

    The public funding plan includes $180 million from the state in transferable tax credits, of which $90 million would be repaid via a sports entertainment improvement district set up around the 9-acre stadium site. Clark County would contribute $145 million, of which $120 million would be repaid by revenue generated by the tax district, with $25 million going toward infrastructure improvements.

    The A’s have been focused on landing a stadium deal in Las Vegas since April 19, when they signed a binding purchase agreement for a potential ballpark site owned by Red Rock Resorts. That same night, the city of Oakland ceased negotiations with the team over discussions to build a waterfront ballpark at Howard Terminal near Jack London Square.

    Just a few weeks later, the franchise pivoted to a second agreement with Bally’s Corporation for a nine-acre plot on the site of the Tropicana Las Vegas resort. The timing of passage of the A’s public funding bill, if it ultimately happens, is expected to not have any bearing on when MLB owners could approve the team’s relocation to Vegas.

    Portinho, from the Brazilian Liberal Party, gave the opening speech and stated: “In an environment with consolidated betting, any mistake on the field generates the suspicion that players may be giving the game away. This is bad for the athletes and for the sport. But that doesn’t matter anymore. Betting platforms are already part of the soccer universe; they are already on the uniforms of all clubs and sponsoring all tournaments.”

    The panel ended with the intervention of Sérgio Antunes, president of the Brazilian Institute for the Defense of Consumers and Workers (Abradecont), who suggested the adoption of a broad package of measures to address the sportsbook issue.

    “I think that here it was clear that a package of measures is needed, including the awareness of athletes and the professionalization of referees. Of course, behaviors outside the law must be punished, but it is important to see that the problem is not always there. An interesting idea would be to follow the French model, in which the type of betting is controlled, the advertising of sportsbooks is quite restricted, and the licenses to operate in the market are granted by a regulatory agency”, Antunes concluded.

    Scott, who was raised in Sydney, moved to Brisbane in 2004, where he started his professional career with Humbleton, a pioneer in wagering analysis. His subsequent endeavors took him to jobs at Queensland’s Tatts and Australia’s Bookmaker.com.au, which culminated in a CEO post at horse racing betting website Ladbrokes Australia. Prior to his position at Racing Queensland, he most recently worked with BetMGM in the United States. 

    As reported by local media, the CEO says that during the time he spent working in the gambling sector, the industry underwent tremendous growth and development as companies like Sportingbet and Ladbrokes started to identify and make use of the possibilities of digital marketing. He believes this change allowed wagering to leave the realm of racing and sports and enter the general public’s attention.

    The newly appointed CEO said in interviews he is aware of the dangers this developing sector might pose.     The State Lottery of Rio de Janeiro (LOTERJ) published in the Official State Gazette the first contract of the term of accreditation and authorization for the operation of public lottery services, exclusively by virtual means and on a competitive basis, in the lottery modality of ‘fixed odds sports betting, related to real sports-themed events,’ entered into between LOTERJ and Rede Loto.

    As BNLData points out in its report, the contract will be valid for five years. The operation of LOTERJ’s sports betting may be carried out in a virtual environment, with online access on personal devices or through mobile applications (Apps), web, VLT (Video Lottery Terminal), POS (Point of Sale), or Sports Betting Terminals.

    The contract also allows the operator to sell sports bets through points of sale, retail outlets, outposts, and sports bars. The signing of the contract between LOTERJ’s president Hazenclever Lopes Cançado, and the representative of Rede Loto, Paulo Roberto Melo de Castro Nogueira, makes LOTERJ the first state lottery in the country to authorize sports betting through accreditation with the Federal Government.

    As of the publication in the Official Gazette, Rede Loto – which is headquartered in São Paulo – will have to pay BRL$ 5 million ($1 million) as a fixed fee.

    The act of accreditation does not guarantee the start of the provision of services, which is conditional on the payment of the subsidy. Rede Loto will have a maximum of five business days from the beginning of the term of the Accreditation Agreement to pay the fee to LOTERJ to a bank account indicated in the Accreditation Agreement.

    Payment of the variable fee of 5% of Gross Gaming Revenues (GGR) must be made no later than the fifth business day of the month following the execution of the services. After payment, the company may start operating immediately.

    According to the Brazilian portal BNLData, it was learned that the marketing campaign is ready and will include a famous soccer player as an ambassador, and the commercial name of the product will be Loto Carioca.

    Rede Loto’s online betting system met all the requirements and was approved in the Proof of Concept (PoC) technical verification.

    The company’s technology met the standards of corporate social responsibility, security, and integrity; the management of personal and sensitive data to comply with the articles of the LGPD.

    The PoC also verified compliance and risk management in the performance of operational activities, ensuring that there will be an ‘Integrity Program’ implemented in compliance with current legislation.

    The operator’s geolocation system was approved in order to ensure that online betting takes place only in the territory of the State of Rio de Janeiro and to prevent betting operations outside the territorial limits of the State by blocking access. In addition, a 24/7 customer service system was also approved, as well as a data processing center (Data Center) with ISO9001 and TIER III and IV certification or similar.

    Rede Loto must adhere to the payment systems provider contracted by LOTERJ to process betting and prize payments for LOTERJ’s lottery products.

    PIXS Cobrança e Serviços em Tecnologia S.A. was the winner of the public tender to provide payment processing services for the public lottery service in the state of Rio de Janeiro through electronic means. Operators will pay PIXS a 2.5% commission on entry and 1% on exit. LOTERJ will receive 26.455% of total revenues.

    Another requirement established in the contract is the obligation to fill between 2% and 5% of its jobs with rehabilitated or disabled beneficiaries, qualified in the following proportion: up to 200 employees 2%, from 201 to 500 employees 3%; from 501 to 1,000 employees 4% and from 1,001 onwards 5%.

    BNLData also interviewed the president of LOTERJ, Hazenclever Lopes Cançado, about the first license to operate sports betting.

    What does the granting of the first sports betting accreditation license for a state lottery in Brazil mean?

    LOTERJ is experiencing a historical milestone, being the first company authorized to operate in the online sports betting market in Brazil.

    It is a paradigm shift, a great victory for the State of Rio, led by our Governor Cláudio Castro, who supported and trusted the project unconditionally.

    What is the impact of the start of sports betting operations in the State of Rio de Janeiro?

    The start of operations, which will begin in the next few days, of the first legalized sports betting in the country, consolidates our search for an innovative LOTERJ, which will bring positive impacts for bettors, society, Loterj’s employees as well as the expansion of jobs in Rio de Janeiro.

    When you said at the Brazil Round Table at the ICE in London in February this year that the public notice would be published in three months and that sports betting operations would start in the first half of the year, almost everyone present at the meeting did not believe you…

    We demonstrated that it is possible to have a successful experience in the sports betting market in Rio.

    You just recently took over the management of Loterj and have already succeeded in launching a new modality. What is the secret formula?

    Since I took over as director in July last year, I had the goal of getting this public announcement published. We have achieved more than that. Through the commitment and dedication of all Loterj employees, as well as the unconditional support of Governor Cláudio Castro and the Secretary of the Civil House, Nicola Miccione, we have the first company accredited and ready to operate in Rio de Janeiro.

    Do you think other companies will be interested in applying for a license in Rio de Janeiro?

    Other companies from different countries are applying for the same license to operate regularly in Rio. This is the result of a lot of effort and dedication from all of us who believe and have demonstrated that it is possible to have a successful experience in the sports betting market in the state of Rio de Janeiro.

    The Associação Brasileira de Defesa da Integridade do Esporte (ABRADIE) was invited by José Francisco Manssur, Special Advisor to the Executive Secretary of the Ministry of Finance of Brazil, to demonstrate to officials how the Genius Sports integrity monitoring system detects match-fixing incidents globally.

    Their team of experts hosted a workshop that explained how for more than a decade this technology has helped the English Premier League, DFB (German Football Association), NFL (National Football League) and other sports entities combat betting-related corruption. 

    The demonstration extended beyond bet monitoring, with the team of experts providing insight into the various solutions that have been delivered to sports by Genius Sports on an international scale.

    This included the use of intelligence to monitor underlying trends and patterns associated with betting-related corruption, the success of its e-learning program with the PGA TOUR, and how good governance can provide the necessary foundations for sporting and criminal sanctions.

    As securing the integrity of sports is of paramount importance to all key stakeholders, most importantly the fans who engage in sport for its unpredictability, ABRADIE stated that it is “privileged” to be supporting the Ministry of Finance and its officials in the regulation of the Brazilian market.

    “To deliver the Provisional Measure for sports betting in Brazil, the Ministry of Finance has drawn upon best practices from regulators around the world and identified bet monitoring and sports integrity measures as the foundation of a well regulated market”, said José Francisco Manssur, special advisor to the Ministry of Finance.

    “ABRADIE’s mission is to bring together like-minded individuals and organizations from the entire sports and betting ecosystem to tackle the threat of betting-related corruption head-on,” said Guilherme Buso, member of ABRADIE.

    He added: “Drawing on the experience of major sports leagues and federations around the world, our technology detects and analyses match-fixing incidents, but also supports the sports organisations, sportsbooks, law enforcement and government to educate all the stakeholders and create a joint task force that can proactively combat match-fixing in Brazil”.

    ABRADIE members have also visited the Ministry of Sports, in Brasilia, to demonstrate and teach how the Artificial Intelligence monitoring system works before and during sports matches and what integrity measures can support sports organizations to avoid match and spot-fixing during the events.

    The efforts come at a special time for sports betting in Brazil. ABRADIE’s actions took place amid upcoming government regulation, the rapid growth of the Brazilian sports betting market, and recent IBIA data confirming that Brazilian sport is a regional target for criminal match-fixers. 

    H2 Gambling Capital estimates that the Brazilian sports betting market grew by 44.4% from 2021 to 2022, reaching BRL4,506 million ($940 million) in gross gambling revenue (GGR), and is projected to reach BRL 9,265 million ($1,860 million) in GGR by 2027 (105% increase).
