The European Gaming and Betting Association (EGBA) has expressed deep concerns over the alarming scale of Italy’s online gambling black market. Citing a report by La Gazzetta dello Sport, the association said the country’s black market for online gambling is estimated to be valued at nearly €1 billion ($1.05 billion) per year.
This sum is equivalent to the total combined regulated online gambling revenue of eight other European Union (EU) countries, according to EGBA. As per the association, the primary factor contributing to this flourishing black market is the country’s ban on gambling advertising, which appears to favor illegal operators, prompting calls for a revision of the existing regulatory framework.
According to EGBA, Italian gamblers place bets amounting to a staggering €25 billion ($26.47 billion) annually on the black market, with a substantial €18.5 billion ($19.58 billion), or 75% of this total, being spent on unlicensed gambling websites. As a result, EGBA estimates that approximately €1 billion in online gross gaming revenue in Italy is lost to black market operators each year.
“The significant size of Italy’s online black market is concerning, yet it is not surprising given that Italy has one of Europe’s strictest advertising regimes for its licensed gambling companies. The country’s ban on advertising for licensed gambling operators is clearly favoring the black market, Maarten Haijer, Secretary General, EGBA, said in a statement.
“Without a sufficient level of advertising, there is no real way for Italians to tell the difference between a gambling website, which is licensed in Italy – and applies the country’s consumer protection rules – and one that is not. It is evident that enforcement action against black market operators is not sufficient, and that the government needs to revise its advertising rules for gambling to ensure Italian citizens can be well-informed about the licensed websites in the country.”
A notable concern arising from this scenario is that many Italian players are engaging in wagering activities on websites located outside the EU. These offshore platforms may not provide even the most basic level of consumer protection, highlights EGBA, leaving Italian gamblers vulnerable.
In response to this growing issue, Italy’s Customs and Monopolies Agency (ADM) has taken action by blocking over 9,800 unlicensed gambling websites in the current year alone, marking a significant increase of 400 websites compared to the previous year, EGBA said.
“The protection of customers is a key priority for EGBA and it stands against gambling websites that target the EU market but operate outside EU law and fail to provide necessary consumer safeguards for Europeans,” EGBA said.
In light of this, the association said it is imperative that Italian authorities take proactive steps to increase awareness among Italian gamblers regarding the associated risks of using unlicensed platforms situated outside the EU.
Additionally, the association says measures should be implemented to guide Italian players towards licensed operators that adhere to regulated responsible gambling practices and the country’s established regulatory framework.

Thousands of industry workers on Friday, 10:00 AM took to the Las Vegas Strip to picket in front of eight different casinos. Members of the Culinary Workers Union Local 226, clad in red T-shirts took to Las Vegas Boulevard, and hoisted signs, chanting their demands for contracts.
Culinary Workers Union Local 226 is one of the largest and most prominent unions in the country. The workers demonstrated in front of properties amid ongoing contract negotiations between the union and MGM Resorts International, Caesars Entertainment, and Wynn Encore Resorts. This was the first time in nearly two decades that thousands of Culinary and Bartenders Union members picketed on Las Vegas Boulevard.

As per the Vegas Eater, the Culinary Union represents 60,000 workers across Nevada, out of which 53,000 members are based in Las Vegas and are in active negotiations with casino and hotel employers for a new five-year contract. As of September 15th, roughly 40,000 workers are working under an expired contract.

Last month, the union members voted to authorize a strike that could impact 22 casino resorts on the Las Vegas Strip. As per the report, the union is not currently on strike, and the picket lines are intended to pressure the casinos into approving new five-year contracts that would include provisions such as pay increases, reduced workloads for housekeeping workers, expanded safety measures, health care, and job security in case of another pandemic or economic crisis.
The move to authorize a strike means that bartenders, cooks, cocktail and food servers, guest room attendants, porters, bellmen, laundry, and kitchen workers statewide could hit the picket line or strike at any time.

Chamber III of the Supreme Court of Justice of Panama issued a ruling in which it declared illegal the operation of 12 Type A slot machines rooms owned by Grupo CIRSA -under the name Fantastic Casino-, located in the districts of Panama and Arraiján.
According to the ruling, made available to Yogonet, the Panamanian court declared “that the third clause and numeral four of Clause Four of the Complementary Addendum No. 1 of the Administration and Operation Contract of the Type A Slot Machine Rooms, subscribed between the Gaming Control Board of the Ministry of Economy and Finance and Gaming & Services de Panamá S.A. is illegal.”
Said declaration of illegality, issued on August 16, 2023, was given in response “to the Warning of Illegality filed by Mr. Herbert Young Rodríguez, acting on behalf and in the representation of Hípica de Panamá S.A.,” property of the Codere Group.
From the ruling, Young estimated that the Gaming Control Board, the regulator of the sector in Panama, “must order the transfer of 11 of the 20 Type A Machine Halls currently located in the designated area.”
“This declaration of illegality would be an excellent precedent so that the regulations of the gaming industry in Panama are respected, and legal security is provided to the investment of the rest of the gaming operators in Panama,” the lawyer added.
Likewise, it pointed out that “although the CIRSA Group has requested a clarification of the ruling, this does not change the result of the illegality decreed, which obliges the Gaming Control Board to enforce the ruling in the form and terms it establishes.”
This, he added, is due to the fact that “no administrative act revoked by Chamber III of the Supreme Court of Justice may be reproduced by the corporation or official that issued it if it preserves the essence of the same provisions that were revoked.”
Although the Gaming Control Board has not issued an opinion on the declaration of illegality, Young warned that “it is expected that it will fully execute the ruling under the protection of the law, giving full and due effect to everything that requires its compliance and, therefore, recognizing the claims made by the Codere Group when formulating its illegality claim.”

A new edition of the Global Gaming Expo (G2E) kicked off Monday in Las Vegas, bringing together under the same roof stakeholders from the different verticals of the gambling industry. Running through Thursday at The Venetian, the major trade event is set to highlight the latest technology developments and new trends in gaming, in addition to offering a stacked educational lineup to attendees, with organizers expecting G2E’s “most international attendance yet in the post-pandemic era.”

However, today, Tuesday is expected to draw the most attention of all stakeholders as the expo floor opens and American Gaming Association President and CEO Bill Miller takes the stage to welcome the global gaming industry to G2E 2023 before a three-part CEO discussion with CNBC’s Contessa Brewer. Held at the Main Stage of The Venetian, the annual “View from the Top: CEO Outlook 2023” keynote covers today’s business outlook, opportunities in today’s market, and where the industry is headed.

Mexican online casino and sports betting business Caliplay, known in the market as Caliente Interactive, has initiated legal proceedings against gambling technology provider Playtech in a bid to terminate their existing partnership.
Caliplay said, in a statement, that it has filed legal proceedings before the 46th Civil Court of Mexico City against Playtech plc and its subsidiaries Playtech Malta and Playtech Software Limited.
Caliplay seeks termination of its legal relationship with Playtech due to concerns about the partnership’s adverse impact on its regulated business operations in Mexico. This move follows the Mexican Court’s acceptance of jurisdiction over the claim on August 28th. The Court has also issued several interim orders pending the final resolution of the claim, including the suspension of certain rights held by Playtech under their agreements.
As a result of these interim orders, Playtech has been directed to continue providing software and services to Caliplay during the ongoing legal process. Notably, this requirement remains in place despite the suspension of other rights, including Playtech’s entitlement to receive payments from Caliplay for the aforementioned services.
“The claim seeks the annulment of the legal relationship between Caliplay, Playtech, and related parties contained in various contractual agreements. As such, it is directly relevant to the running of Caliplay’s regulated business in Mexico. This announcement has therefore been issued by Caliplay to ensure that its customers and business partners are made aware of the position and as an update to the market announcements previously issued by Playtech plc and Caliplay earlier this year (on February 6 and 10, respectively),” the statement said.
Caliplay said it is committed to maintaining a channel of communication with Playtech to resolve the dispute quickly. Caliplay is a joint venture between Playtech and Mexican operator Caliente.
Responding to the legal action, Playtech has stated that this announcement marks the first time it has been made aware of proceedings in Mexico, while also referring to Caliplay as a “highly valued customer.”
The matter traces its origins to February when Playtech turned to the English courts to seek clarification on a point of contention with Caliplay. The dispute centers around whether Caliplay retains the option to exercise the additional services fee component of their strategic agreement.
The companies had agreed that the amount payable by Caliplay to Playtech upon exercise would be determined either by mutual agreement between the two parties or, if not possible, by an independent investment bank valuing Playtech’s current entitlement to receive the additional services fee until December 31, 2034.
Playtech stated that the option to purchase Caliplay was exercisable for 45 days following the approval of Caliplay’s audited accounts for the year ending December 31, 2021. This option has since expired, as stated in Playtech’s interim report for the six months ending June 30, 2022.
Caliplay argues Playtech failed to include a reference to board approval in its announcement or its interim report for the six-month period ended 30 June 2022, published on 22 September 2022.

With the current discussion of the bill that regulates the sports betting sector in Brazil, many executives and experts have questioned some of the changes brought by the measure.
For Magnho José, journalist and president of the Brazilian Institute of Legal Gaming (IJL), Brazil is making a “big mistake” in the process of regulating sports betting. In a text published in the specialized media BNLData, where he is editor, José pointed out critical points in the bill approved by the Chamber of Deputies and currently being processed in the Senate.
“The biggest problem lies in the exaggerated taxation of the activity at 18% GGR [Gross Gaming Revenue], added to the other taxes of a service provider company (13.33% to 16.33%) and the Administration Fee provided for in Law 13,756/18, could mean a total taxation of over 35%, not including the subsidy,” the editor of BNLData criticized.
However, the concern is not limited to taxation. José believes that the amendments of some parliamentarians could further harm the sector in other aspects. Senator Styvenson Valentim (Podemos-RN), for example, presented an amendment to the bill that “prohibits the promotion, in any media, of communication, advertising and marketing actions that promote the lottery of fixed odds,” as the text of the measure itself says, in reference to sports betting.
The regulation of gambling is seen by the federal government as an opportunity to increase revenues. In an interview with the newspaper O Globo, the Executive Secretary of the Ministry of Finance, Dario Durigan, stated that the sector could contribute around BRL 10 billion ($1.9 billion) a year to the public coffers.
