    Dairy farmers petition for more visa workers through the Farm Workforce Modernization Act; opponents call Act extreme amnesty bill

    MONROE (WKOW) — Wisconsin’s dairy farmers are calling on the U.S. Senate to pass the Farm Workforce Modernization Act; it was already approved by the House of Representatives in 2021.

    Proponents say this bill would streamline citizenship for migrant visa workers and lower food prices, but opponents say this is an extreme amnesty bill.

    Wisconsin’s agricultural industry generates over 104 billion dollars a year. Nearly half of that, 45 billion, comes from the dairy industry and a worker shortage is threatening America’s Dairyland.

    “Farmers are being forced to go out of business because they don’t have the help they need on the farm,” said Mykel Bickham, Associate Director of Government Affairs with Edge Dairy Farmer Cooperative.

    So dairy farmers are calling on the Senate to pass the Farm Workforce Modernization Act allowing them to hire H-2a visa workers. Proponents like Bickham said would keep dairy production consistent and lessen the pressure on consumer wallets.

    “It has a huge impact on your grocery store shelves. It also has an impact on inflation,” said Bickham.

    The problem is the dairy industry is excluded from the H-2a visa program and dairy farmers say this is hurting their business.

    “Getting people to fill different positions, whether we’re talking milking cows or feeding animals. I think is a huge issue,” said Dan Wegmueller with Wegmueller Dairy Farm & “The Dairy” Farm Stay.”

    “As input costs continue to go up and it’s tougher for farmers to get their products out onto the market and harvested. Those prices do go up on the grocery store shelves,” Bickham said.

    A Texas A&M study links more H-2A workers with lower inflation and consumer prices.

    Some key findings of that report:

    1. More migrant and H-2A workers are associated with lower inflation
    2. More denied naturalization petitions are associated with larger consumer prices and higher inflation

    Opponents like Daren Bakst, an expert with the Heritage Foundation, described the Farm Workforce Modernization Act as an amnesty bill for illegal workers with short-term benefits for farmers. He said workers who get this H-2A visa will almost certainly move off the farm. In his full statement, Bakst said: 

    “This is an amnesty bill for agricultural workers who are illegally in the country. And the bill makes no pretense otherwise. The legislation gives a special pathway to citizenship for illegal workers, with some workers being able to get a green card in as little as four years. To stress, it isn’t giving these illegal workers a way to become a part of the H-2A guest worker program, but instead, it goes way beyond that and creates a pathway to citizenship. It allows illegal aliens to stay in the country while they are provided an easy pathway to citizenship, rewarding lawbreakers and punishing legal aliens who abide by the rules to become citizens.

    For those saying it will help farmers, at best it would provide a short-term benefit to farmers who have employed illegal workers. Many of the illegal agricultural workers who get this new pathway will almost certainly move off the farm. That movement away from the farm is precisely what happened when the United States granted amnesty to more than 1 million agricultural workers in 1986.

    It’s one thing for Congress to reform legal pathways, but it’s quite another to reward illegal agricultural workers and agricultural employers who have ignored the law altogether.

    When considering immigration in agriculture, it isn’t a binary choice between doing nothing and creating this extreme amnesty bill. There should be a thoughtful dialogue regarding how to improve the legal immigration system without simultaneously undermining its legitimacy.”

    The Farm Workforce Modernization Act is still pending in the U.S. Senate; whether or not the Senate will vote on this act remains uncertain.

    This act would cap worker visas at 20,000 and dairy farmers want that cap lifted, which is one reason this act is stalled.

    Madison Horn, U.S. Senate nominee and cybersecurity expert from the state of Oklahoma, is running against James Lankford for the U.S. Senate. She has rural roots being from Stilwell, Oklahoma, and she is a Cherokee Nation citizen. Horn is running to work towards the promise of the American dream and represent Oklahomans who have been left behind by self-serving politicians. Oklahomans for Madison says, following recent polling, Madison Horn leads among Independents, has a six-point lead in Oklahoma City, the most populous area in the state, and is tied in the second-largest urban area.

    On Tuesday, Sept. 27, former President Donald J. Trump released his endorsement of Lankford. 

    The following is an open letter of Madison Horn’s response. 

    “To anyone paying attention, the former President endorsing Senator Lankford should come as absolutely no surprise. After all, this is the same Senator who helped lead the disinformation campaign about the 2020 election, leading up to the moment when he had to be pulled away from the podium and whisked to safety.

    “This endorsement is something Lankford has been working towards for the past 18 months, ever since he fell out of Trump’s good graces. Lankford’s loyalties no longer lie with Americans or Oklahomans, instead he has turned his back on them and betrayed his own moral standing by spreading disinformation, divisive rhetoric and his own extreme ideology that is only furthering this division.

    “The American people are looking for a leader who can rise above the current political landscape. Politicians like Lankford have become the biggest proponents of fear-mongering and division in our society. This may give short-term gains and allow him to hold onto his limited power, but its long-term consequences are devastating. Our leaders should listen to the worries and challenges of everyday people and fight for solutions rather than spreading disinformation and division.

    “A healthy democratic government operates in service of the people. Unfortunately, Lankford has lost sight of this purpose. Instead of serving his constituents and delivering real results, he is spreading harmful rhetoric and extreme ideology fracturing our country. We need elected officials who can rise above the current state of politics and restore civility and logic back into politics. I will work to increase transparency, foster collaboration, promote unity, and improve accountability at the highest levels of government while backing legislation to strengthen America’s democratic foundations.

    “As your next U.S. Senator, I will work to unify and apply logical solutions to the problems we face. I won’t bend or break to partisan rhetoric or divisive movements.”

     Barely a month after the killing of George Floyd by Minnesota Police, a new victim, Rayshard Brooks, was killed in a Wendy’s parking lot by an Atlanta police officer. The officer has since been fired but the family is finding it hard to receive this as a token of justice for Rayshard’s death. “It has to stop,” says Black Lives Action Project, a group formed to bring action to combat racism. 

    Black Lives Action Project is a group formed out of the George Floyd protests with a mission to create action-oriented solutions to bring measurable justice to racism. 

    The Group has launched a Change.org petition called “Hands Up, Don’t Shoot” to bring checks and balances to what they call an “unjust law enforcement system at the local level.” It intends to make it a federal crime for police to senselessly kill civilians. 

    The Group believes that the petition is a “legislative power move,” as police currently have nothing to fear when they kill civilians within their own jurisdiction. Many of them believe that their peers who work within the police department, local court and legal system will not prosecute them to the fullest extent. The casual behavior of the police officer who knelt on George Floyd’s neck, hands in pockets, is a testament to this.

    Black Lives Action Project believes that every civilian life in the United States is at risk. Oversight of policing by the police force which believes they are the ultimate authority in their own local jurisdiction is simply corrupt.

    Holding police federally accountable will remove the possibility of preferential treatment that may be given to law enforcement agents who are, in many cases, too familiar with their own jurisdictions. Checks and balances are compromised at this point and need to be addressed.

    The passing of such a law will be a historical milestone for the United States and a great achievement for members of government who can quickly champion it. The law will set the tone for ending the worldwide civilian unrest.

    The law will also give other nations who have been affected a model that can be used to bring back normalcy to society.

    Black Americans are crying out “No Justice, No Peace” and that “Black Lives Matter”. They have been joined by the vast amounts of White Americans and other citizens who also see the inequality and injustice as a threat to humankind.
