    Elon Musk is warning Twitter employees to brace for “difficult times ahead” that might end with the collapse of the social media platform if they can’t find new ways of making money.

    Workers who survived last week’s mass layoffs are facing harsher work conditions and growing uncertainty about their ability to keep Twitter running safely as it continues to lose high-level leaders responsible for data privacy, cybersecurity and complying with regulations.

    Musk’s first companywide message to employees came by email late Wednesday night and ordered them to stop working from home and show up in the office Thursday morning. He followed that with his first “all-hands” meeting Thursday answering workers’ concerns. Before that, many were relying on the billionaire Tesla CEO’s public tweets for clues about Twitter’s future.

    “Sorry that this is my first email to the whole company, but there is no way to sugarcoat the message,” wrote Musk, before he described a dire economic climate for businesses like Twitter that rely almost entirely on advertising to make money.

    “Without significant subscription revenue, there is a good chance Twitter will not survive the upcoming economic downturn,” Musk said. “We need roughly half of our revenue to be subscription.”

    At the staff meeting Thursday afternoon, Musk said some “exceptional” employees could seek an exemption from his return-to-work order but that others who didn’t like it could quit, according to an employee at the meeting who spoke on condition of anonymity out of a concern for job security.

    The employee also said Musk appeared to downplay employee concerns about how a pared-back Twitter workforce was handling its obligations to maintain privacy and data security standards, saying as CEO of Tesla he knew how that worked.

    Musk’s memo and staff meeting echoed a livestreamed conversation trying to assuage major advertisers Wednesday, his most expansive public comments about Twitter’s direction since he closed a $44 billion deal to buy the social media platform late last month and dismissed its top executives. A number of well-known brands have paused advertising on Twitter as they wait to see how Musk’s proposals to relax content rules against hate and misinformation affect the tenor of the platform.

    Musk told employees the “priority over the past 10 days” was to develop and launch Twitter’s new subscription service for $7.99 a month that includes a blue check mark next to the name of paid members — the mark was previously only for verified accounts. Musk’s project has had a rocky rollout with an onslaught of newly bought fake accounts this week impersonating high-profile figures such as basketball star LeBron James, former U.S. President George W. Bush and the drug company Eli Lilly to post false information or offensive jokes.

    In a second email to employees, Musk said the “absolute top priority” over the coming days is to suspend “bots/trolls/spam” exploiting the verified accounts. But Twitter now employs far fewer people to help him do that.

    An executive last week said Twitter was cutting roughly 50% of its workforce, which numbered 7,500 earlier this year.

    Musk had previously expressed distaste for Twitter’s pandemic-era remote work policies that enabled team leaders to decide if employees had to show up in the office.

    Musk told employees in the email that “remote work is no longer allowed” and the road ahead is “arduous and will require intense work to succeed” and they will need to be in the office at least 40 hours per week. He said he would personally review any request for an exception.

    Twitter hasn’t disclosed the total number of layoffs across its global workforce but told local and state officials in the U.S. that it was cutting 784 workers at its San Francisco headquarters, about 200 elsewhere in California, more than 400 in New York City, more than 200 in Seattle and about 80 in Atlanta.

    The exodus at Twitter is ongoing, including the company’s chief privacy officer, Damien Kieran, and chief information security officer Lea Kissner, who tweeted Thursday that “I’ve made the hard decision to leave Twitter.”

    Cybersecurity expert Alex Stamos, a former Facebook security chief, tweeted Thursday that there is a “serious risk of a breach with drastically reduced staff” that could also put Twitter at odds with a 2011 order from the Federal Trade Commission that required it to address serious data security lapses.

    “Twitter made huge strides towards a more rational internal security model and backsliding will put them in trouble with the FTC” and other regulators in the U.S. and Europe, Stamos said.

    The FTC said in a statement Thursday that it is “tracking recent developments at Twitter with deep concern.”

    “No CEO or company is above the law, and companies must follow our consent decrees,” said the agency’s statement. “Our revised consent order gives us new tools to ensure compliance, and we are prepared to use them.”

    The FTC would not say whether it was investigating Twitter for potential violations. If it were, it is empowered to demand documents and depose employees.

    Twitter paid a $150 million penalty in May for violating the 2011 consent order and its updated version established new procedures requiring the company to implement an enhanced privacy protection program as well as beefing up info security.

    Those new procedures include an exhaustive list of disclosures Twitter must make to the FTC when introducing new products and services — particularly when they affect personal data collected on users.

    Musk is, of course, fundamentally overhauling platform offerings, and it’s not known if he is telling the FTC about it. Twitter, which gutted its communications department, didn’t respond to a request for comment Thursday.

    Musk has a history of tangling with regulators. “I do not respect the SEC,” Musk declared in a 2018 tweet.

    The Securities and Exchange Commission recently examined for possible tardiness his disclosures to the agency of his purchases of Twitter stock to amass a major stake. In 2018, Musk and Tesla each agreed to pay $20 million in fines over Musk’s allegedly misleading tweets saying he’d secured the funding to take the electric car maker private for $420 a share. Musk has fought the SEC in court over compliance with the agreement.

    The consequences for not meeting FTC’s requirements can be severe — such as when Facebook had to pay $5 billion for privacy violations.

    “If Twitter so much as sneezes, it has to do a privacy review beforehand,” tweeted Riana Pfefferkorn, a Stanford University researcher who said she previously provided Twitter outside legal counsel. “There are periodic outside audits, and the FTC can monitor compliance.”

    Twitter was fined in May for the alleged commercial exploit of customers data — phone numbers and email addresses — that it had claimed it needed for security purposes, such as enabling multi-factor authentication.

    Actor Valerie Bertinelli had similarly appropriated Musk’s screen name — posting a series of tweets in support of Democratic candidates on Saturday before switching back to her true name. “Okey-dokey. I’ve had fun and I think I made my point,” she tweeted afterwards.

    Before the stunt, Bertinelli noted the original purpose of the blue verification checkmark. It was granted free of charge to people whose identity Twitter employees had confirmed; with journalists accounting for a big portion of recipients. “It simply meant your identity was verified. Scammers would have a harder time impersonating you,” Bertinelli noted.

    “That no longer applies. Good luck out there!” she added.

    The $8 verified accounts are Musk’s way of democratizing the service, he claims. On Saturday, a Twitter update for iOS devices listed on Apple’s app store said users who “sign up now” for the new “Twitter Blue with verification” can get the blue check next to their names “just like the celebrities, companies and politicians you already follow.”

    Twitter began widespread layoffs Friday as new owner Elon Musk overhauls the company, raising grave concerns about chaos enveloping the social media platform and its ability to fight disinformation just days ahead of the U.S. midterm elections.

    The speed and size of the cuts also opened Musk and Twitter to lawsuits. At least one was filed alleging Twitter violated federal law by not providing fired employees the required notice.

    The San Francisco-based company told workers by email Thursday that they would learn Friday if they had been laid off. About half of the company’s staff of 7,500 was let go, Yoel Roth, Twitter’s head of safety & integrity, confirmed in a tweet.

    Musk tweeted late Friday that there was no choice but to cut the jobs “when the company is losing over $4M/day.” He did not provide details on the daily losses at the company and said employees who lost their jobs were offered three months’ pay as a severance.

    No other social media platform comes close to Twitter as a place where public agencies and other vital service providers — election boards, police departments, utilities, schools and news outlets — keep people reliably informed. Many fear Musk’s layoffs will gut it and render it lawless.

    Roth said the company’s front-line moderation staff was the group the least impacted by the job cuts.

    He added that Twitter’s “efforts on election integrity — including harmful misinformation that can suppress the vote and combatting state-backed information operations — remain a top priority.”

    Musk, meanwhile, tweeted that “Twitter’s strong commitment to content moderation remains absolutely unchanged.”

    But a Twitter employee who spoke with The Associated Press Friday said it will be a lot harder to get that work done starting next week after losing so many colleagues.

    “This will impact our ability to provide support for elections, definitely,” said the employee who spoke on the condition of anonymity out of concerns for job security.

    The employee said there’s no “concrete sense of direction” except for what Musk says publicly on Twitter.

    “I follow his tweets and they affect how we prioritize our work,” said the employee. “It’s a very healthy indicator of what to prioritize.”

    Several employees who tweeted about losing their jobs said Twitter eliminated their entire teams, including one focused on human rights and global conflicts, another checking Twitter’s algorithms for bias in how tweets get amplified, and an engineering team devoted to making the social platform more accessible for people with disabilities.

    Eddie Perez, a Twitter civic integrity team manager who quit in September, said he fears the layoffs so close to the midterms could allow disinformation to “spread like wildfire” during the post-election vote-counting period in particular.

    “I have a hard time believing that it doesn’t have a material impact on their ability to manage the amount of disinformation out there,” he said, adding that there simply may not be enough employees to beat it back.

    President Joe Biden, at a campaign event in Illinois Friday night, said: “Now what are we all worried about? Elon Musk, who goes out and buys an outfit that sends and spews lies all across the world. … How do we expect kids to be able to understand what is at stake?”

    Twitter’s employees have been expecting layoffs since Musk took the helm. He fired top executives, including CEO Parag Agrawal, and removed the company’s board of directors on his first day as owner.

    As the emailed notices went out, many Twitter employees took to the platform to express support for each other — often simply tweeting blue heart emojis to signify its blue bird logo — and salute emojis in replies to each other.

    A Twitter manager said many employees found out they had been laid off when they could no longer log into the company’s systems. The manager said the way the layoffs were conducted showed a “lack of care and thoughtfulness.” The manager, who spoke to the AP on the condition of anonymity out of concerns for job security, said managers were not given any notice about who would be getting laid off.

    “For me as a manager, it’s been excruciating because I had to find out about what my team was going to look like through tweets and through texting and calling people,” the employee said. “That’s a really hard way to care for your people. And managers at Twitter care a lot about their people.”

    A coalition of civil rights groups escalated their calls Friday for brands to pause advertising buys on the platform. The layoffs are particularly dangerous ahead of the elections, the groups warned, and for transgender users and other groups facing violence inspired by hate speech that proliferates online.

    In a tweet Friday, Musk blamed activists for what he described as a “massive drop in revenue” since he took over Twitter late last week.

    Insider Intelligence analyst Jasmine Enberg said there is “little Musk can say to appease advertisers when he’s keeping the company in a constant state of uncertainty and turmoil, and appears indifferent to Twitter employees and the law.”

    “Musk needs advertisers more than they need him,” she said. “Pulling ads from Twitter is a quick and painless decision for most brands.”

    A lawsuit was filed Thursday in federal court in San Francisco on behalf of one employee who was laid off and three others who were locked out of their work accounts. It alleges Twitter violated the law by not providing the required notice.

    The Worker Adjustment and Retraining Notification statute requires employers with at least 100 workers to disclose layoffs involving 500 or more employees, regardless of whether a company is publicly traded or privately held, as Twitter is now.

    Twitter filed notifications late Friday in California for its offices in San Francisco, Los Angeles and San Jose. The layoffs affected 983 employees in the state, according to the filings. Twitter said it will continue to pay wages and benefits to the workers through Jan. 4 and employees were notified on Friday.

    The layoffs affected Twitter’s offices around the world. In the United Kingdom, it would be required by law to give employees notice, said Emma Bartlett, a partner specializing in employment and partnership law at CM Murray LLP.

    The speed of the layoffs could also open Musk and Twitter up to discrimination claims if it turns out, for instance, that they disproportionally affected women, people of color or older workers.

    But Twitter employee Esther Crawford tweeted Saturday that the “new Blue isn’t live yet — the sprint to our launch continues but some folks may see us making updates because we are testing and pushing changes in real-time.” Verified accounts did not appear to be losing their checks so far.

    It was not immediately clear when the subscription would go live. Crawford told The Associated Press in a Twitter message that it is coming “soon but it hasn’t launched yet.” Twitter did not immediately respond to a message seeking comment.

    Anyone being able to get the blue check could lead to confusion and the rise of disinformation ahead of Tuesday’s elections, but Musk tweeted Saturday in response to a question about the risk of impostors impersonating verified profiles — such as politicians and election officials — that “Twitter will suspend the account attempting impersonation and keep the money!”

    “So if scammers want to do this a million times, that’s just a whole bunch of free money,” he said.

    But many fear widespread layoffs that began Friday could gut the guardrails of content moderation and verification on the social platform that public agencies, election boards, police departments and news outlets use to keep people reliably informed.

    The change will end Twitter’s current verification system, which was launched in 2009 to prevent impersonations of high-profile accounts such as celebrities and politicians. Twitter now has about 423,000 verified accounts, many of them rank-and-file journalists from around the globe that the company verified regardless of how many followers they had.

    Experts have raised grave concerns about upending the platform’s verification system that, while not perfect, has helped Twitter’s 238 million daily users determine whether accounts they get information from are authentic. Current verified accounts include celebrities, athletes and influencers, along with government agencies and politicians worldwide, journalists and news outlets, activists, businesses and brands, and Musk himself.

    “He knows the blue check has value, and he’s trying to exploit it quickly,” said Jennifer Grygiel, a social media expert and associate professor of communications at Syracuse University. “He needs to earn the trust of the people before he can sell them anything. Why would you buy a car from a salesman that you know has essentially proved to be chaotic?”

    The update Twitter made to the iOS version of its app does not mention verification as part of the new blue check system. So far, the update is not available on Android devices.

    Musk, who had earlier said he wants to “verify all humans” on Twitter, has floated that public figures would be identified in ways other than the blue check. Currently, for instance, government officials are identified with text under names stating they are posting from an official government account.

    President Joe Biden’s @POTUS account, for example, says in gray letters it belongs to a “United States government official.”

    Seven-time Formula One champion Lewis Hamilton, who has 7.8 million Twitter followers, told the AP, “I could actually just delete my Twitter account, I never use it. I find it really healthy to delete social media from my phone for periods of time.”

    “But it’s also a really powerful tool to connect with people, so I appreciate that and I try to use it as that and not as something that’s veering me off course of the journey that I’m on in life,” he said.

    The announcement comes a day after Twitter began laying off workers to cut costs and as more companies are pausing advertising on the platform as a cautious corporate world waits to see how the platform will operate under its new owner.

    About half of the company’s staff of 7,500 was let go, tweeted Yoel Roth, Twitter’s head of safety and integrity.

    He said the company’s front-line content moderation staff was the group the least affected by the job cuts and that “efforts on election integrity — including harmful misinformation that can suppress the vote and combatting state-backed information operations — remain a top priority.”

    Twitter co-founder and former CEO Jack Dorsey took blame for the job losses.

    “I own the responsibility for why everyone is in this situation: I grew the company size too quickly,” he tweeted Saturday. “I apologize for that.”

    Musk tweeted late Friday that there was no choice but to cut jobs “when the company is losing over $4M/day.” He did not provide details on the daily losses at Twitter and said employees who lost their jobs were offered three months’ pay as severance.

    He also said Twitter has already seen “a massive drop in revenue” as advertisers face pressure from activists to get off the platform, which heavily relies on advertising to make money.

    United Airlines on Saturday became the latest major brand to pause advertising on Twitter, joining companies including General Motors, REI, General Mills and Audi.

    Musk tried to reassure advertisers last week, saying Twitter would not become a “free-for-all hellscape” because of what he calls his commitment to free speech.

    But concerns remain about whether a lighter touch on content moderation at Twitter will result in users sending out more offensive tweets. That could hurt companies’ brands if their advertisements appear next to them.

    U.N. High Commissioner for Human Rights Volker Türk on Saturday urged Musk to “ensure human rights are central to the management of Twitter.” In an open letter, Türk said reports that the company’s whole human rights team and much of the ethical AI team were laid off was not “an encouraging start.”

    “Like all companies, Twitter needs to understand the harms associated with its platform and take steps to address them,” Türk said. “Respect for our shared human rights should set the guardrails for the platform’s use and evolution.”

    Meanwhile, Twitter cannot simply cut costs to grow profits, and Musk needs to find ways to raise more revenue, said Dan Ives, an analyst with Wedbush. But that may be easier said than done with the new subscription program for blue checks.

    “Users have gotten this for free,” Ives said. “There may be massive pushback.”

    He expects 20% to 25% of Twitter’s verified users to sign up initially. The stakes are high for Musk and Twitter to get this right early and for signups to work smoothly, he added.

    “You don’t have a second chance to make a first impression,” Ives said. “It’s been a train-wreck first week for Musk owning the Twitter platform. Now you’ve cut 50% (of the workforce). There are questions about just the stability of the platform, and advertisers are watching this with a keen eye.”

    The discourse was never all that civil on Twitter. The loudest voices have often drowned out softer, more nuanced takes. After all, it’s much easier to rage-tweet at a perceived enemy than to seek common ground, whether the argument is about transgender kids or baseball.

    In the chaos that has enveloped Twitter the platform — and Twitter the company — since Elon Musk took over, it has become clear this isn’t changing anytime soon. In fact, it’s likely to get much worse before it gets better — if it gets better at all.

    Musk, with his band of tech industry loyalists, arrived at Twitter just over a week ago ready to tear down the blue bird’s nest and rebuild it in his vision with breakneck speed. He quickly fired top executives and the board of directors, installed himself as the company’s sole director (for now) and declared himself “Chief Twit,” then “Twitter Complaint Hotline Operator” on his bio.

    On Friday, he began mass layoffs at the San Francisco-based company, letting go about half of its workers via email to return it to staffing levels not seen since 2014.

    All the while, he’s continued to tweet a mix of crude memes, half-jokes, SpaceX rocket launches and maybe-maybe not plans for Twitter that he seems to be workshopping on the site in real time. After floating the idea of charging users $20 a month for the “blue check” and some extra features, for instance, he appeared to quickly scale it back in a Twitter exchange with author Stephen King, who posted, “If that gets instituted, I’m gone like Enron.”

    “We need to pay the bills somehow! Twitter cannot rely entirely on advertisers. How about $8?” Musk replied. On Saturday, the company announced a subscription service for $7.99 monthly that allows anyone on Twitter to pay a fee for the check mark “just like the celebrities, companies and politicians you already follow” as well as some premium features — not yet available — like getting their tweets boosted above those coming from accounts without the blue check. It’s not clear when the fee-based verification tag will become available. It replaces what had been considered a safety feature designed to discourage counterfeit accounts.

    The billionaire Tesla CEO has repeatedly engaged with right-wing figures appealing for looser restrictions on hate and misinformation. He received congratulations from Dimitry Medvedev, Russian President Vladimir Putin’s top associate, and tweeted — then deleted — a baseless conspiracy theory about House Speaker Nancy Pelosi’s husband, who was attacked in his home.

    More than three dozen advocacy organizations wrote an open letter to Twitter’s top 20 advertisers, calling on them to commit to halting advertising on the platform if Twitter under Musk undermines “brand safety” and guts content moderation.

    “Not only are extremists celebrating Musk’s takeover of Twitter, they are seeing it as a new opportunity to post the most abusive, harassing, and racist language and imagery. This includes clear threats of violence against people with whom they disagree,” the letter said.

    One of Musk’s first moves was to fire the woman in charge of trust and safety at the platform, Vijaya Gadde. But he has kept on Yoel Roth, Twitter’s head of safety and integrity, and has taken steps to reassure users and advertisers that the site won’t turn into a “free-for-all hellscape” that some fear it might.

    On Friday, he tweeted that “Twitter’s strong commitment to content moderation remains absolutely unchanged. In fact, we have actually seen hateful speech at times this week decline (asterisk)below(asterisk) our prior norms, contrary to what you may read in the press.” A growing number of advertisers are nevertheless pausing spending on Twitter while they reassess how Musk’s changes might increase objectionable material on the platform.

    Musk also met with some civil rights leaders “about how Twitter will continue to combat hate & harassment & enforce its election integrity policies,” according to a tweet he sent Nov. 1.

    But representatives of the LGBTQ community were notably absent from the meeting, even though its members are far more likely to be victims of violent crime than those outside of such communities. Twitter did not respond to a message for comment on whether Musk plans to meet with LGBTQ groups.

    The mercurial billionaire has said he won’t make major decisions about content or restoring banned accounts — such as that of former President Donald Trump — before setting up a “content moderation council” with diverse viewpoints. The council, he later added, will include “the civil rights community and groups who face hate-fueled violence.” But experts have pointed out that Twitter already has a trust and safety advisory council to address moderation questions.

    “Truly I can’t imagine how it would differ,” said Danielle Citron, a University of Virginia law professor who sits on the council and has been working with Twitter since its infancy in 2009 to tackle online harms, such as threats and stalking. “Our council has the full spectrum of views on free speech.”

    Some amount of chaos is expected after a corporate takeover, as are layoffs and firings. But Musk’s murky plans for Twitter — especially its content moderation, misinformation and hate speech policies — are raising alarms about where one of the world’s most high-profile information ecosystems is headed. All that seems certain is that for now, at least, as Elon Musk goes, so goes Twitter.

    “I hope that responsibility and maturity will win the day,” said Eddie Perez, a former Twitter civic integrity team leader who left the company before Musk took over. “It’s one thing to be a billionaire troll on Twitter and to try to get laughs with memes and to yuk it up. You are now the owner of Twitter and there’s a new level of responsibility.”

    For now, though, the memes appear to be winning. This concerns experts like Perez, who worry Musk is moving too fast without listening to people who have been working to improve civility on the platform and instead using his own insular experience as one of the platform’s most popular users with millions of fawning fans who hail his every move.

    “You have a single billionaire that is controlling something as influential as a social media platform like Twitter. And you have entire nation states (whose) political goals are inimical to our own, and they are trying to create chaos and they are directly courting favor” with Musk, Perez said.

    “There’s just no world in which all of that is normal,” he added. “That should absolutely concern us.”

    Twitter didn’t start out as a cesspool. And even now there are pockets of funny, weird, nerdy subgroups on the platform that remain somewhat insulated from the messy and confrontational place it can appear to be if one follows too many hotheaded agitators. But as with Facebook, Twitter’s rise also coincided with growing polarization and a measurable decline in online civility in the United States and beyond.

    “The big understanding that occurred between 2008 and 2012 is that the way to get traction, the way to get attention on any social media, Twitter included, was to use incendiary language — to challenge the basic humanity of the opposition,” said Lee Rainie, director of internet and technology research at the Pew Research Center.

    Things continued to devolve as the 2016 U.S. presidential election approached and passed, and the new president cemented his reputation as one of Twitter’s most incendiary users. After it was revealed that Russia used social media platforms to try to influence elections in the U.S. and other countries, the platforms themselves became central figures in the political debate.

    “Do they have too much power? Do their content moderation policies privilege one side or another?” Rainie said. “The companies themselves found themselves in the thick of the most intense arguments in the culture. And so that’s the environment that Elon Musk is entering now.”

    And beyond the bluster and the outsized personality, Musk’s own description of his new job — “Twitter Complaint Hotline Operator” — may turn out to be his biggest challenge yet.

    The story of Twitter’s blue checkmarks — a simple verification system that’s come to be viewed as an elite status symbol — began with some high-profile impersonations, just as the site began taking off in 2008 and ’09.

    Celebrities who saw their likeness spoofed included Kanye West, now Ye, the basketball star Shaquille O’Neil and the actor Ewan McGregor, who was also impersonated on a wildly popular website called … MySpace.

    Then, in June 2009, St. Louis Cardinals manager Tony La Russa sued Twitter, claiming that a fake account, using his name to make light of drunken driving and two Cardinals pitchers who died, damaged his reputation and caused emotional distress.

    LaRussa eventually dropped his lawsuit. But in June of that year, Twitter’s then-CEO Biz Stone introduced a verification system to sort out authentic accounts from impostors. The benefit would be to the holders of the accounts, but also to everyone else on Twitter. They could be sure, if they saw the blue check next to a name, that what they were reading was authentic.

    Fast-forward to 2022. Twitter’s new owner and ruler, billionaire Elon Musk, wants to turn this verification system into a revenue source for the company he paid $44 billion to purchase. It’s a 180-degree turn from the stance he took earlier this year, before his buyout closed, when he said he wanted to “verify all humans” on Twitter.

    After floating the idea of charging users $20 a month for the “blue check” and some extra features, he appeared to quickly scale it back in a Twitter exchange with author Stephen King, who posted “If that gets instituted, I’m gone like Enron.”

    “We need to pay the bills somehow! Twitter cannot rely entirely on advertisers. How about $8?” Musk replied.

    Whatever the price, the idea of a paid verification system is raising some complex questions and concerns — beyond the customary cheers and jeers that have accompanied Musk’s every move since he took ownership of the social media company last week.

    “Tapping into Twitter users to make more money may be the right strategy, but verification isn’t the right feature to charge for,” said Insider Intelligence analyst Jasmine Enberg. “Verification is intended to ensure the integrity of accounts and conversations on the platform, rather than a premium feature meant to elevate the experience. There is a growing appetite among some social users to pay for features that add value to their experiences.”

    Instead of charging for authentication, though, Enberg said Musk should be looking at adding features to Twitter that get people to use it more and help them grow their follower base and find a way to make money from those.

    “Turning users into customers isn’t an easy sell, and the value exchange has to be right in order for it to pay off,” she said.

    Twitter already has a subscription plan, Twitter Blue, that for $5 a month lets users access extra features, such as the ability to undo a tweet and read ad-free articles. Musk’s plan, as it appears from his tweets, seems to be expanding it to charge more money for more features — including the verification badge — and spread it to more users.

    “Of roughly 300,000 verified accounts on Twitter we would estimate only about 25% would go down this path ultimately and pay the $8 per month fee,” Wedbush analyst Daniel Ives said.

    That would mean only $7.2 million a year in extra revenue for Twitter — not enough to move the dial for a company whose last reported quarterly revenue was $1.18 billion.

    Ives expects Musk to first go after users who already have the check to charge them to keep it, then likely introduce other tiered pricing plans for other accounts.

    “The problem is with many athletes and celebrities willing to lose their coveted blue check and refusing to pay the monthly fee it would be an ominous black eye moment for Musk on his first strategic move with Twitter,” he said.

    While Musk’s exact plans are not clear, experts are raising concerns about the consequences of having a paid verification system that leaves anyone unwilling to pay vulnerable to impersonation — and anyone who does pay the ability to have their Twitter presence boosted by the platform’s algorithms.

    While many verified users on Twitter are famous, there are also community activists, journalists at small newspapers and outlets inside and outside of the U.S. — and regular people who simply find themselves in the news. For this subset, $8 a month may not be worth it, no matter how many memes Musk posts about the cost of a cup of coffee.

    The idea behind verification — which other social networks later copied — was to ensure that public figures, politicians and businesses were who they say they are. It began small at first, as things do when tech companies test out new features and functions.

    “The experiment will begin with public officials, public agencies, famous artists, athletes, and other well known individuals at risk of impersonation,” Stone wrote in 2009. He suggested that those who can’t be immediately verified put their official website in their Twitter bio to show that they are who they say they are.

    Business accounts — such as brand pages for Coca-Cola or McDonald’s — were not included in the initial verification system, nor were rank-and-file journalists. Those were added later, as misinformation from fake sites and accounts became a bigger problem on social media.

    While the “blue check” (which is actually a white checkmark in a blue frame, or black checkmark in a white frame if you are using Twitter in dark mode) has come to be viewed in some circles as an elite status symbol for the rich and famous, its purpose has always been to ensure that the people and accounts tweeting are who they say they are. As such, it benefited Twitter as much — if not more — as it benefitted the accounts that were verified, by clamping down on impersonations.

    Kelly McBride, an expert on journalism ethics for the Poynter Institute think tank, said she suspected the blue check would become less valuable if people know that it could be bought. Currently, it signifies a person with a particular position or public stature whose identity has been verified.

    “Twitter may end up being a similar story,” she said. “It may become less valuable to journalists. And that wouldn’t be a bad thing.”

    PHILADELPHIA (AP) — Pariss Chandler built a community for Black tech workers on Twitter that eventually became the foundation for her own recruitment company.

    Now she’s afraid it could all fall apart if Twitter becomes a haven for racist and toxic speech under the control of Elon Musk, a serial provocateur who has indicated he could loosen content rules.

    With Twitter driving most of her business, Chandler sees no good alternative as she watches the uncertainty play out.

    “Before Elon took over, I felt like the team was working to make Twitter a safer platform, and now they are kind of not there. I don’t know what’s going on internally. I have lost hope in that,” said Chandler, 31, founder of Black Tech Pipeline, a jobs board and recruitment website. “I’m both sad and terrified for Twitter, both for the employees and also the users.”

    Those qualms are weighing on many people who have come to rely on Twitter, a relatively small but mighty platform that has become a digital public square of sorts for influencers, policy makers, journalists and other thought leaders.

    Musk, the CEO of Tesla and SpaceX, took over Twitter last week in a $44 billion deal, immediately making his unpredictable style felt.

    Just days later, he had tweeted a link to a story from a little-known news outlet that made a dubious claim about the violent attack on Democratic House Speaker Nancy Pelosi’s husband at their California home. He soon deleted it, but it was a worrying start to his tenure for those concerned about the spread of disinformation online.

    Musk has also signaled his intent to loosen the guardrails on hate speech, and perhaps allow former President Donald Trump and other banned commentators to return. He tempered the thought after the deal closed, however, pledging to form a “content moderation council” and not allow anyone who has been kicked off the site to return until it sets up procedures on how to do that.

    Yet the use of racial slurs quickly exploded in an apparent test of his tolerance level.

    “Folks, it’s getting ugly here. I am not really sure what my plan is. Stay or go?” Jennifer Taub, a law professor and author with about a quarter million followers, said Sunday, as she tweeted out a link to her Facebook page in case she leaves Twitter.

    For now, Taub plans to stay, given the opportunity it provides to “laugh, learn and commiserate” with people from across the world. But she’ll leave if it becomes “a cesspool of racism and antisemitism,” she said in a phone call.

    “The numbers are going down and down and down,” said Taub, who has lost 5,000 followers since Musk officially took over. “The tipping point might be if I’m just not having fun there. There are too many people to block.”

    The debate is especially fraught for people of color who have used Twitter to network and elevate their voices, while also confronting toxicity on the platform.

    “As a user of Twitter — as a power user in a lot of ways — it has had a great utility and I’m very concerned about where people go to have this conversation next,” said Tanzina Vega, a Latina journalist in New York who once received death threats on Twitter but also built a vital community of friends and sources there.

    A software engineer, Chandler hoped to counter the isolation she felt in her white-dominated field when she tweeted out a question and a selfie four years ago: “What does a Black Twitter in Tech look like? Here, I’ll go first!” The response was overwhelming. She now has more than 60,000 followers and her own company connecting Black tech workers with companies large and small.

    She also received hate message and even some death threats from people accusing her of racism for centering Black technologists. But she also had connections with Twitter employees who were receptive to her concerns. Chandler said those employees have either left the company or are no longer active on the platform.

    Chandler’s company also uses Facebook, Instagram and LinkedIn but none can replicate the type of vibrant community she leads on Twitter, where people mix professional networking and light bantering.

    Instagram and TikTok are fueled more by images than text exchanges. Facebook is no longer popular with younger users. LinkedIn is more formal. And although some developers are trying to rush out alternative sites on the fly, it takes times to develop a stable, user-friendly site that can handle millions of accounts.

    Joan Donovan, an internet scholar who explores the threat that disinformation poses to democracy in her new book, “Meme Wars,” said it’s not clear if Twitter will remain a safe place for civic discourse. Yet she called the networks that people have built there invaluable — to users, to their communities and to Musk.

    “This is the exact reason that Musk bought Twitter and didn’t just build his own social network,” Donovan said. “If you control the territory, you can control the politics, you can control the culture in many ways.”

    In his first few hours at the helm, Musk fired several top Twitter executives, including chief legal counsel Vijaya Gadde, who had overseen Twitter’s content moderation and safety efforts around the globe. And he dissolved the board of directors, leaving him accountable, at least on paper, only to himself. On Friday, Twitter began widespread layoffs.

    European regulators immediately warned Musk about his duty under their digital privacy laws to police illegal speech and disinformation. The U.S. has far more lax rules governing Twitter and its 238 million daily users. But advertisers, users and perhaps lenders may rein him in if Congress does not first tighten the rules.

    “If the advertisers go and the users go, it may well be that the marketplace of ideas sort of sorts itself out,” said Cary Coglianese, an expert on regulatory policy at the University of Pennsylvania law school.

    That could leave Twitter to be just another magnet for extremists and conspiracy theorists — a concern driving some to urge their network of friends to stay, in order to counter those narratives.

    Chandler said she can only “walk on eggshells” and take a wait-and-see approach.

    “I’m personally going to stay on Twitter until there is really not a reason to stay anymore. I don’t know what the future holds, I’m kind of hoping for some sort of miracle,” she said. “For now, I won’t be going anywhere.”

    He may be good with rockets and electric cars, but don’t turn to Elon Musk for public health predictions.

    “Probably close to zero new cases in US too by end of April,” the world’s richest man tweeted about COVID-19 in March 2020, just as the pandemic was ramping up.

    It’s one of many tweets that offer a glimpse into the mind of Twitter’s new owner and moderator in chief. Playful, aggressive and sometimes reckless, Musk’s past tweets show how he has used social media to tout his businesses, punch back at critics and burnish his brand as a brash billionaire who is unafraid to speak his mind.

    Musk joined Twitter in 2009 and now has more than 112 million followers — the third most of any account after former president Barack Obama and Canadian singer Justin Bieber. He had long mused about purchasing the platform before the $ 44 billion deal was finalized last week.

    Musk hasn’t detailed the changes he intends to make at Twitter, though he wasted no time in making widespread layoffs. But he has said he wants to make Twitter a haven for free speech. He’s said he disagrees with the platform’s decision to ban ex-President Donald Trump for inciting violence ahead of the Jan. 6, 2021 assault on the U.S. Capitol.

    “I hope that even my worst critics remain on Twitter, because that is what free speech means,” Musk tweeted earlier this year when he announced his intention to buy the platform.

    As the CEO of Tesla and SpaceX, Musk uses his Twitter account to make business announcements and promote his enterprises. He muses about technology and trade, but has also posted jokes about women’s breasts and once compared Canada’s prime minister to Hitler. He regularly weighs in on global events, as he did in March 2020 when he tweeted that “The coronavirus pandemic is dumb.”

    That same month, he tweeted that children were largely immune from the virus and predicted that cases would soon disappear.

    Musk has also used his Twitter account to weigh in other big news events — with mixed results.

    This fall, Musk infuriated leaders in Ukraine when he went on Twitter to float a potential peace deal. Under Musk’s plan, Russia would get to keep Crimea, which it seized from Ukraine in 2014, and Ukraine would have to drop its plans to join NATO.

    Musk also suggested that people living in other areas illegally annexed by Russia should vote on whether Russia or Ukraine should get control over the territories — a move that Ukraine supporters said would reward Russia for its illegal aggression.

    “The danger here is that in the name of ‘free speech,’ Musk will turn back the clock and make Twitter into a more potent engine of hatred, divisiveness, and misinformation,” said Paul Barrett, a disinformation researcher and the deputy director of New York University’s Stern Center for Business and Human Rights.

    Stern singled out Musk’s comments about Ukraine as particularly concerning. “This is not going to be pretty,” he said.

    Just days after purchasing Twitter Musk waded into yet another firestorm when he posted a link to an article advancing a bizarre conspiracy theory about the attack on the husband of U.S. Speaker Nancy Pelosi. The article suggested that Paul Pelosi and his assailant were lovers, even though authorities said the suspect confessed to targeting the speaker and did not know her husband.

    Musk later deleted the tweet without explanation.

    Musk has long used the megaphone of his Twitter account to punch back at critics or people he opposes, such as when he attacked a diver working to rescue boys trapped in a cave in Thailand by calling him a “pedo,” short for pedophile. The diver had previously mocked Musk’s proposal to use a sub to rescue the boys. Musk, who won a defamation suit filed by the diver, later said he never intended “pedo” to be interpreted as “pedophile.”

    Three days before Elon Musk agreed to buy Twitter, the world’s richest man tweeted a photo of Bill Gates and used a crude sexual term while making a joke about his belly.

    Earlier this year he criticized the Twitter executive in charge of the platform’s legal, policy and trust divisions. In response to his tweets about the executive, many of Musk’s followers piled on with misogynistic and racist attacks, in addition to calls for Musk to fire her when his purchase of Twitter was approved.

    Musk fired the executive on day one.

    Musk’s use of Twitter has at times led to problems for his own companies. In one August 2018 tweet, for instance, Musk asserted that he had the funding to take Tesla private for $420 a share, although a court has ruled that it wasn’t true. That led to an SEC investigation that Musk is still fighting.

    Last year another federal agency, the National Labor Relations Board, ordered Musk to delete a tweet that officials said illegally threatened to cut stock options for Tesla employees who joined the United Auto Workers union.

    Those tweets helped cement Musk’s reputation as a brash outsider. But that doesn’t mean he is equipped to run a social media platform with more than 200 million users, said Jennifer Grygiel, a Syracuse University professor who studies social media. Grygiel has assigned Musk’s tweets as reading material for students.

    “Look at the feed: It’s all over the place. It’s erratic. At times it’s pretty extreme,” Grygiel said. “It paints him as some sort of rebel leader who will take control of the public square to save it. That is a myth he has constructed.”

    SAN FRANCISCO — Twitter has announced a subscription service for $7.99 a month that includes a blue check now given only to verified accounts as new owner Elon Musk works to overhaul the platform’s verification system just ahead of U.S. midterm elections.

    In an update to Apple iOS devices available in the U.S., Canada, Australia, New Zealand and the U.K., Twitter said users who “sign up now” for the new “Twitter Blue with verification” can receive the blue check next to their names “just like the celebrities, companies and politicians you already follow.”

    But Twitter employee Esther Crawford tweeted Saturday that the “new Blue isn’t live yet — the sprint to our launch continues but some folks may see us making updates because we are testing and pushing changes in real-time.” Verified accounts did not appear to be losing their checks so far.

    It was not immediately clear when the subscription would go live, and Crawford did not immediately respond to a message to clarify the timing. Twitter also did not immediately respond to a message for comment.

    Anyone being able to get the blue check could lead to confusion and the rise of disinformation ahead of Tuesday’s elections, but Musk tweeted Saturday in response to a question about the risk of impostors impersonating verified profiles — such as politicians and election officials — that “Twitter will suspend the account attempting impersonation and keep the money!”

    “So if scammers want to do this a million times, that’s just a whole bunch of free money,” he said.

    But many fear widespread layoffs that began Friday could gut the guardrails of content moderation and verification on the social platform that public agencies, election boards, police departments and news outlets use to keep people reliably informed.

    The change will end Twitter’s current verification system, which was launched in 2009 to prevent impersonations of high-profile accounts such as celebrities and politicians. Twitter now has about 423,000 verified accounts, many of them rank-and-file journalists from around the globe that the company verified regardless of how many followers they had.

    Experts have raised grave concerns about upending the platform’s verification system that, while not perfect, has helped Twitter’s 238 million daily users determine whether accounts they get information from are authentic. Current verified accounts include celebrities, athletes and influencers, along with government agencies and politicians worldwide, journalists and news outlets, activists, businesses and brands, and Musk himself.

    “He knows the blue check has value, and he’s trying to exploit it quickly,” said Jennifer Grygiel, an associate professor of communications at Syracuse University and an expert on social media. “He needs to earn the trust of the people before he can sell them anything. Why would you buy a car from a salesman that you know has essentially proved to be chaotic?”

    The update Twitter made to the iOS version of its app does not mention verification as part of the new blue check system. So far, the update is not available on Android devices.

    Musk, who had earlier said that he wants to “verify all humans” on Twitter, has floated that public figures would be identified in ways other than the blue check. Currently, for instance, government officials are identified with text under names stating that they are posting from an official government account.

    President Joe Biden’s @POTUS account, for example, says in gray letters it belongs to a “United States government official.”

    The announcement comes a day after Twitter began laying off workers to cut costs and as more companies are pausing advertising on the platform as a cautious corporate world waits to see how it will operate under its new owner.

    About half of the company’s staff of 7,500 was let go, tweeted Yoel Roth, Twitter’s head of safety and integrity.

    He said the company’s front-line content moderation staff was the group the least affected by the job cuts and that “efforts on election integrity — including harmful misinformation that can suppress the vote and combatting state-backed information operations — remain a top priority.”

    Twitter co-founder and former CEO Jack Dorsey took blame for the job losses.

    “I own the responsibility for why everyone is in this situation: I grew the company size too quickly,” he tweeted Saturday. “I apologize for that.”

    Musk tweeted late Friday that there was no choice but to cut jobs “when the company is losing over $4M/day.” He did not provide details on the daily losses at Twitter and said employees who lost their jobs were offered three months’ pay as severance.

    He also said Twitter has already seen “a massive drop in revenue” as advertisers face pressure from activists to get off the platform, which heavily relies on advertising to make money.

    United Airlines on Saturday became the latest major brand to pause advertising on Twitter, joining companies including General Motors, REI, General Mills and Audi.

    Musk tried to reassure advertisers last week, saying Twitter would not become a “free-for-all hellscape” because of what he calls his commitment to free speech.

    But concerns remain about whether a lighter touch on content moderation at Twitter will result in users sending out more offensive tweets. That could hurt companies’ brands if their advertisements appear next to them.

    U.N. High Commissioner for Human Rights Volker Türk on Saturday urged Musk to “ensure human rights are central to the management of Twitter.” In an open letter, Türk said reports that the company’s whole human rights team and much of the ethical AI team were laid off was not “an encouraging start.”

    “Like all companies, Twitter needs to understand the harms associated with its platform and take steps to address them,” Türk said. “Respect for our shared human rights should set the guardrails for the platform’s use and evolution.”

    Meanwhile, Twitter can not simply cut costs to grow profits, and Musk needs to find ways to raise more revenue, said Dan Ives, an analyst with Wedbush. But that may be easier said than done with the new subscription program for blue checks.

    “Users have gotten this for free,” Ives said. “There may be massive pushback.”

    He expects 20% to 25% of Twitter’s verified users to sign up initially. The stakes are high for Musk and Twitter to get this right early and for signups to work smoothly, he added.

    “You don’t have a second chance to make a first impression,” Ives said. “It’s been a train-wreck first week for Musk owning the Twitter platform. Now you’ve cut 50% (of the workforce). There are questions about just the stability of the platform, and advertisers are watching this with a keen eye.”

    NEW YORK — Twitter began widespread layoffs Friday as new owner Elon Musk overhauls the company, raising grave concerns about chaos enveloping the platform and its ability to fight disinformation just days ahead of the U.S. midterm elections.

    The speed and size of the cuts also opened Musk and Twitter to lawsuits. At least one was filed Thursday in San Francisco alleging Twitter has violated federal law by not providing fired employees the required notice.

    The company had told workers by email that they would find out Friday if they had been laid off. It did not say how many of the roughly 7,500 employees would lose their jobs.

    Musk didn’t confirm or correct investor Ron Baron at a Friday conference in New York when he asked the billionaire Tesla CEO how much money he would save after he “fired half of Twitter.”

    Musk responded by talking about Twitter’s cost and revenue challenges and blamed activists who urged big companies to halt advertising on the platform. Musk hasn’t commented on the layoffs themselves.

    “The activist groups have been successful in causing a massive drop in Twitter advertising revenue, and we’ve done our absolute best to appease them and nothing is working,” he said.

    Some employees of the San Francisco-based company got clues about their pending dismissal when they lost access to their work accounts hours earlier. They and others tweeted messages of support using the hashtag #OneTeam. The email to staff said job reductions were “necessary to ensure the company’s success moving forward.”

    No other social media platform comes close to Twitter as a place where public agencies and other vital service providers — election boards, police departments, utilities, schools and news outlets — keep people reliably informed. Many fear Musk’s layoffs will gut it and render it lawless.

    Several employees who tweeted about losing their jobs said Twitter also eliminated their entire teams, including one focused on human rights and global conflicts, another checking Twitter’s algorithms for bias in how tweets get amplified, and an engineering team devoted to making the social platform more accessible for people with disabilities.

    Eddie Perez, a Twitter civic integrity team manager who quit in September, said he fears the layoffs so close to the midterms could allow disinformation to “spread like wildfire” during the post-election vote-counting period in particular.

    “I have a hard time believing that it doesn’t have a material impact on their ability to manage the amount of disinformation out there,” he said, adding that there simply may not be enough employees to beat it back.

    Perez, a board member at the nonpartisan election integrity nonprofit OSET Institute, said the post-election period is particularly perilous because “some candidates may not concede and some may allege election irregularities and that is likely to generate a new cycle of falsehoods.”

    Twitter’s employees have been expecting layoffs since Musk took the helm. He fired top executives, including CEO Parag Agrawal, and removed the company’s board of directors on his first day as owner.

    As the emailed notices went out, many Twitter employees took to the platform to express support for each other — often simply tweeting blue heart emojis to signify its blue bird logo — and salute emojis in replies to each other.

    The sweeping layoffs will jeopardize content moderation standards, according to a coalition of civil rights groups, that escalated their calls Friday for brands to pause advertising buys on the platform. The layoffs are particularly dangerous ahead of the elections, the groups warned, and for transgender users and other groups facing violence inspired by hate speech that proliferates online.

    Leaders with the organizations Free Press and Color of Change said they spoke with Musk on Tuesday, and he promised to retain and enforce election integrity measures already in place. But the mass layoffs suggest otherwise, according to Jessica González, co-CEO of Free Press.

    González pushed back on Musk’s assertion that content moderation rules — an operation she said was already “dangerously under-resourced” — had not changed since his takeover.

    “When you lay off reportedly 50% of your staff — including teams who are in charge of actually tracking, monitoring and enforcing content moderation and rules — that necessarily means that content moderation has changed,” González said.

    As of Friday, Musk and Twitter had given no public notice of the coming layoffs, according to a spokesperson for California’s Employment Development Department. That’s even though the Worker Adjustment and Retraining Notification statute requires employers with at least 100 workers to disclose layoffs involving 500 or more employees, regardless of whether a company is publicly traded or privately held.

    A lawsuit was filed Thursday in federal court in San Francisco on behalf of one employee who was laid off and three others who were locked out of their work accounts. It alleges Twitter violated the law by not providing the required notice.

    The layoffs affected Twitter’s offices around the world. In the United Kingdom, Twitter would be required by law to give employees notice, said Emma Bartlett, a partner specializing in employment and partnership law at CM Murray LLP.

    In the case of mass firings, failure to notify the government could “have criminal penalties associated with it,’’ Bartlett said, adding that whether criminal sanctions are ever applied is another question.

    The speed of the layoffs could also open Musk and Twitter up to discrimination claims if it turns out, for instance, that they disproportionally affected women, people of color or older workers.

    Employment lawyer Peter Rahbar said most employers “take great care in doing layoffs of this magnitude” to make they are justified and don’t unfairly discriminate or bring unwanted attention to the company.

    “For some reason, he seemingly wants to lay off half the company without doing any due diligence on what these people do or who they are and without any regards to the law,” Rahbar said.

    The layoffs come at a tough time for social media companies, as advertisers are scaling back and newcomers — mainly TikTok — are threatening older platforms like Twitter and Facebook.

    In a tweet Friday, Musk blamed activists for what he described as a “massive drop in revenue” since he took over Twitter late last week. He did not say how much revenue had dropped.

    Big companies including General Motors, REI, General Mills and Audi have all paused ads on Twitter due to questions about how it will operate under Musk. Volkswagen Group said it is recommending its brands, which include Audi, Lamborghini and Porsche, pause paid activities until Twitter issues revised brand safety guidelines.

    Musk last week sought to convince advertisers that Twitter wouldn’t become a “free-for-all hellscape” but many remain concerned about whether content moderation will remain as stringent and whether staying on Twitter might tarnish their brands.

    In his tweet, Musk said “nothing has changed with content moderation.”

    But Twitter advertisers have steadily declined since Musk agreed to buy Twitter in April, according to MediaRadar, which tracks ad buys. Between January and April, the average number of advertisers on Twitter was 3,350. From May through September, the number dropped to 3,100. Prior to July, more than 1,000 new advertisers were spending on Twitter every month. In July and August, that number dropped to roughly 200.

    Insider Intelligence analyst Jasmine Enberg said there is “little Musk can say to appease advertisers when he’s keeping the company in a constant state of uncertainty and turmoil, and appears indifferent to Twitter employees and the law.”

    “Musk needs advertisers more than they need him,” she said. “Pulling ads from Twitter is a quick and painless decision for most brands.”

    Musk’s tweet, which he later deleted, linked to an article by a fringe website, the Santa Monica Observer, an outlet that has previously asserted that Hillary Clinton died on Sept. 11 and was replaced with a body double.

    In this case, the article recycled a baseless claim that the personal life of Paul Pelosi, the speaker’s husband, somehow played a role in an intruder’s attack last week in the couple’s San Francisco home, even though there is no evidence to support that claim.

    Musk did so in reply to a tweet by Hillary Clinton. Her tweet had criticized Republicans for generally spreading “hate and deranged conspiracy theories” and said, “It is shocking, but not surprising, that violence is the result.”

    In response to Clinton’s tweet, Musk provided a link to the Santa Monica Observer article and added, “There is a tiny possibility there might be more to this story than meets the eye.”

    The Los Angeles Times, the dominant news organization in the Southern California area where the Observer is located, has said the Observer is “notorious for fake news.”

    Police in San Francisco have said the suspect in last week’s attack, identified as David DePape, 42, broke into the Pelosi family’s Pacific Heights home early Friday and confronted Paul Pelosi, demanding to know, as the AP has reported, “Where is Nancy?”

    The two men struggled over a hammer before officers responding to a 911 call to the home saw DePape strike Paul Pelosi at least once, police said. DePape was arrested on suspicion of attempted murder, elder abuse and burglary. Prosecutors plan to file charges on Monday and expect his arraignment on Tuesday.

    Police say the attack was “intentional” and not random but have not stated publicly what they consider to be the motive.

    The exchange between Musk and Clinton occurred a day after Yoel Roth, Twitter’s head of safety and integrity, tweeted that the company’s policies toward “slurs” and “hateful conduct” were still in place.

    “Bottom line up front: Twitter’s policies haven’t changed. Hateful conduct has no place here,” Roth wrote.

    Shortly after Musk took control of Twitter, some accounts on the platform began tweeting messages ranging from racist slurs to political misinformation, such as “Trump won,” to see what Twitter will now tolerate.

    Musk himself said Friday that he would form a “content moderation council” for Twitter and promised advertisers that the website would not devolve into a “free for all hellscape.” Musk has also described himself as a “free speech absolutist.”

    But at least one major advertiser, General Motors, has said it will suspend advertising on Twitter while it monitors the direction of the platform under Musk.

    Also on Sunday, Sen. Amy Klobuchar, a Minnesota Democrat, said on NBC’s “Meet the Press” that she didn’t trust Musk to run Twitter.

    Referring to antisemitic attacks and the QAnon conspiracy theory that were advanced online by DePape, the suspect in the attack, Klobuchar said, “I think you have to have some content moderation.”

    “If Elon Musk has said now that he’s going to start a content moderation board,” the senator said, “that was one good sign. But I continue to be concerned about that. I just don’t think people should be making money off of passing on this stuff that’s a bunch of lies.”

    Police in San Francisco have said the suspect in last week’s attack, identified as David DePape, 42, broke into the Pelosi family’s Pacific Heights home early Friday and confronted Paul Pelosi, demanding to know, as the AP has reported, “Where is Nancy?”

    The two men struggled over a hammer before officers responding to a 911 call to the home saw DePape strike Paul Pelosi at least once, police said. DePape was arrested on suspicion of attempted murder, elder abuse and burglary. Prosecutors plan to file charges on Monday and expect his arraignment on Tuesday.

    Police say the attack was “intentional” and not random but have not stated publicly what they consider to be the motive.

    The exchange between Musk and Clinton occurred a day after Yoel Roth, Twitter’s head of safety and integrity, tweeted that the company’s policies toward “slurs” and “hateful conduct” were still in place.

    “Bottom line up front: Twitter’s policies haven’t changed. Hateful conduct has no place here,” Roth wrote.

    Musk himself said Friday that he would form a “content moderation council” for Twitter and promised advertisers that the website would not devolve into a “free for all hellscape.” Musk has also described himself as a “free speech absolutist.”

    But at least one major advertiser, General Motors, has said it will suspend advertising on Twitter while it monitors the direction of the platform under Musk.

    Also on Sunday, Sen. Amy Klobuchar, a Minnesota Democrat, said on NBC’s “Meet the Press” that she didn’t trust Musk to run Twitter.

    Referring to antisemitic conspiracy theories that were advanced online by DePape, the suspect in the attack, Klobuchar said, “I think you have to have some content moderation.”

    “If Elon Musk has said now that he’s going to start a content moderation board,” the senator said, “that was one good sign. But I continue to be concerned about that. I just don’t think people should be making money off of passing on this stuff that’s a bunch of lies.”

    DETROIT — General Motors is suspending its advertising on Twitter following Elon Musk’s takeover of the social media platform, the company told CNBC on Friday.

    The Detroit automaker, a rival to Musk-led electric vehicle maker Tesla, said it is “pausing” advertising as it evaluates Twitter’s new direction. It will continue to use the platform to interact with customers but not pay for advertising, GM added.

    “We are engaging with Twitter to understand the direction of the platform under their new ownership. As is normal course of business with a significant change in a media platform, we have temporarily paused our paid advertising. Our customer care interactions on Twitter will continue,” the company said in an emailed statement.

    Under CEO Mary Barra, the Detroit company was among the first automakers to announce billions of dollars in spending to better compete against Tesla in the battery electric vehicle segment.

    A spokesperson for Ford Motor, another Tesla rival, told CNBC that the automaker is not currently advertising on Twitter, and had not been doing so prior to Elon Musk’s take-private deal. They added, “We will continue to evaluate the direction of the platform under the new ownership.”

    However, when presented with a screenshot of a promoted tweet from Ford CEO Jim Farley, the spokesperson could not confirm when was the last time Ford or its collaborators may have paid for ads, including promoted tweets, on the platform.

    Ford is continuing to engage with its customers on Twitter.

    Other auto companies, including Rivian, Stellantis and Alphabet-owned Waymo, did not immediately respond to requests for comment on whether they plan to suspend advertising or discontinue using the social media platform in wake of Musk’s $44 billion buyout of Twitter.

    Electric truck maker Nikola said it had no plans to change anything regarding the platform.

    The future direction of Twitter has been central to the takeover story. Musk has said he is a “free speech absolutist,” who would restore the account of former President Donald Trump, who was banned over his tweets during the Jan. 6, 2021, Capitol insurrection.

    Musk said on Friday that he plans a “content moderation council” and will not reinstate any accounts or make major content decisions before it is convened. Musk also said in a statement to advertisers this week that he cannot let Twitter become a “free-for-all hellscape.”

    Henrik Fisker, CEO of EV startup Fisker Inc., deleted his Twitter account earlier this year when Twitter’s board accepted Musk’s bid to buy the company and take it private. Fisker Inc. continues to use Twitter, which every major automotive brand utilizes for customer engagement and marketing.

    Musk has long boasted that Tesla does not pay for traditional advertising, a cost that has added up for conventional automakers’ brands through the years.

    Instead, Tesla rewards people who run, or are members of, Tesla owners’ clubs as well as other social media influencers who promote the company’s products, stock and Musk on social networks, especially Twitter and YouTube as well as on fan blogs.

    They are often granted early access to Tesla products, like the company’s Full Self Driving Beta software, and given passes to company events where attendance is limited.

    In September 2020, Tesla weighed a stockholder proposal to begin strategic, paid advertising to educate the public about its vehicles and charging network. The Tesla board recommended against it, and shareholders voted with the board against starting to pay for traditional ad campaigns. 

    In the company’s annual report for 2021, Tesla wrote: “Historically, we have been able to generate significant media coverage of our company and our products, and we believe we will continue to do so. Such media coverage and word of mouth are the current primary drivers of our sales leads and have helped us achieve sales without traditional advertising and at relatively low marketing costs.”

    It reported marketing, promotional and advertising costs were “immaterial” for the years ended Dec. 31, 2021, 2020 and 2019 in financial filings with the Securities and Exchange Commission.

    After closing a $44 billion transaction to take Twitter private, Tesla and SpaceX CEO Elon Musk — now the de facto CEO of Twitter — announced that he plans to form a “content moderation council” at the social networking company. He says he will not make any “major content decisions” or reinstate any accounts that were previously banned before the council convenes.

    In May 2022, after Musk had agreed to buy Twitter at $54.20 per share, he said he would reverse Twitter’s lifetime ban on former President Donald Trump if the acquisition went through.

    At the time, Musk said, “I would reverse the permanent ban… I don’t own Twitter yet. So this is not like a thing that will definitely happen, because what if I don’t own Twitter?”

    Musk has not yet offered details about how his content moderation council will work, who will be invited to it and whether Twitter’s will be more or less independent or powerful than Facebook’s oversight board.

    Twitter rival Facebook has been roundly criticized for using a council approach to making content moderation decisions.

    One of Musk’s first big moves after closing the deal was to fire Twitter’s CEO, Parag Agrawal, and other executives including its prior head of safety, Vijaya Gadde, who was involved in the decision to suspend Trump, and ban political advertising on Twitter.

    Twitter banned Trump from the platform in January 2021 following the attack by his supporters on the U.S. Capitol, which occurred just as a joint session of Congress met to certify the election of President Joe Biden. The riot was intended to disrupt the counting of the electoral votes.

    As CNBC previously reported, Trump was issued a subpoena earlier this month by the House select committee investigating the Jan. 6 riot.

    The committee, which voted unanimously on this move, is requiring Trump’s testimony under oath next month and records relevant to their probe into the attack, which the panel noted came after weeks of his denying losing the 2020 election to President Joe Biden.

    Committee Chair Rep. Bennie Thompson, D-Miss., and Vice Chair Liz Cheney, R-Wyo., in a letter to Trump cited what they called his central role in a deliberate effort to reverse his loss in the 2020 presidential election and to remain in power.

    As NBC News previously reported, a Twitter employee named Anika Navaroli provided testimony to the Jan. 6 committee suggesting that the social network did not do everything in its power in time to prevent violence on that day.

    It was clear that individuals using Twitter were plotting violence, according to her testimony, and Twitter detected a surge in violent tags like “Execute Mike Pence” around Jan. 6, for example. Trump had “fanned the flames” of violent users’ persistent calls to hang Mike Pence, she testified.

    CNBC could not immediately ascertain whether Navaroli is still employed at Twitter.

    Early in the Trump presidency, Musk served on a White House economic advisory board and a manufacturing jobs initiative council. But he stepped down from both in 2017, after Trump withdrew the U.S. from the Paris climate accords.

    Despite this, Trump praised Musk effusively in 2020, calling him “one of our great geniuses” during an interview with “Squawk Box” co-host Joe Kernen at the World Economic Forum in Davos, Switzerland.

    Trump praised Musk again on Friday for taking Twitter private. The former president previously said he would not return to the platform, but that could change now that the company is run by Musk.

    In May, Musk tweeted, “In the past I voted Democrat, because they were (mostly) the kindness party. But they have become the party of division & hate, so I can no longer support them and will vote Republican.”

    Twitter’s unending fight against spam accounts is now a problem for new owner Elon Musk, who pledged in April to defeat the bot scourge or “die trying!”

    He later cited bots as a reason to back out of buying the social platform. Now that the billionaire has completed the deal, he’s faced with the task of delivering on his promise to clean up the fake profiles that have preoccupied him and bedeviled Twitter since long before he expressed interest in acquiring it.

    The challenge carries high stakes. The bot count matters because advertisers — Twitter’s chief revenue source — want to know roughly how many real humans they are reaching when they buy ads. It’s also important in the effort to stop bad actors from amassing an army of accounts to amplify misinformation or harass political adversaries.

    “The bigger picture in my mind is: How do we make Twitter a better place for everybody,” said bot-counting expert Emilio Ferrara, who worked over the summer to investigate the problem for Musk. He cited the “value of the platform as a societal experience, as a collective place to have civilized discourse and talk freely without interference from nefarious accounts,” or scams, spam, pornography and harassment.

    To find out just how bad the bots are, Musk hired Ferrara and other data scientists to investigate. At the time, he sought to prove that Twitter was misleading the public when it said fewer than 5% of its daily active users are fake or spam accounts. If Twitter lied or withheld crucial information about the bot count, Musk could argue that he was justified in terminating the $44 billion agreement.

    Ferrara, an associate professor of computer science and communications at the University of Southern California, said he had no real interest in whether Musk ultimately ended up owning the platform.

    Instead, he hoped that “any findings would be able to help improve the platform,” Ferrara told The Associated Press, speaking for the first time about his planned role as Musk’s expert trial witness.

    The question now is what Musk will do with that information. Ferrara’s presentation — some 350 pages of analysis and supporting documents — is locked up in confidential court filings, and he said he can’t disclose his conclusions.

    Twitter’s former leaders and its lawyers said Musk wildly exaggerated the problem because he had buyer’s remorse. Precise counts are “almost impossible” because any bot estimate is based on assumptions that can lead to bias, said Filippo Menczer, a researcher who was not working for either side in the dispute.

    “Nobody knows exactly how bad the problem is,” said Menczer, director of Indiana University’s Observatory on Social Media. “I would guess it’s not as bad as Musk said and not as good as Twitter claimed.”

    Many experts also doubt Musk’s ability to easily make improvements, which he’s suggested would rely on using algorithms to track and remove fake accounts and implementing new measures to “authenticate” real people.

    Earlier this month, Ferrara was preparing to travel to the East Coast to testify in Delaware, where Musk was defending against Twitter’s lawsuit asking a court to force him to close the deal. But two weeks before the scheduled Oct. 17 trial, Musk changed his mind and said he would go ahead with the $44 billion acquisition. It closed Thursday.

    Most legal experts didn’t think Musk had much of a case. The court’s head judge seemed likely to side with Twitter based on the specific terms and conditions of the April purchase agreement.

    But that’s not to say Musk didn’t have a point about the bots, according to Ferrara and other researchers hired by Musk’s legal team.

    The analysis firm CounterAction, which worked with Ferrara, said it concluded in a July 18 report submitted to the court that Twitter’s spam rate for monetizable accounts — those of value to advertisers — was at least 10% and could be as high as 14.2%, depending on how the rate is measured.

    Trevor Davis, the firm’s founder and CEO, said that analysis was based on a “firehose” of internal data that Twitter gave to Musk, but the company declined to provide additional data sought by Musk’s team.

    “We expect that access to the withheld data would reveal an even higher true spam rate,” Davis said in a prepared statement.

    Musk has long been preoccupied with Twitter spambots promoting cryptocurrency schemes, in part because as a celebrity user with more than 110 million followers, he sees a lot of them. Some scammers have opened accounts mimicking Musk’s name and likeness to try to get people to think he’s endorsing something.

    Not all bots are bad. Twitter encourages the use of automated accounts that report the weather, earthquakes or post humor or lines from literary classics. Twitter also allows for anonymity, which protects free speech and privacy — especially in authoritarian regions. But that practice can make it harder to root out malicious fake accounts.

    Ferrara first caught Twitter’s attention in the aftermath of revelations that Russia used social media to meddle in the U.S. presidential election in 2016, when he led a research group that estimated that 9% to 15% of Twitter’s active English-language accounts were bots.

    In a blog post soon after, Twitter complained that such outside research “is often inaccurate and methodologically flawed.” The company has repeatedly reported the under-5% number in its quarterly filings to the Securities and Exchange Commission, though it also cautions that it could be higher.

    Before Musk’s takeover, Twitter said it removed 1 million spam accounts each day. To calculate how many accounts are malicious spam, Twitter reviews thousands of accounts sampled at random, using both public and private data such as IP addresses, phone numbers, geolocation and how the account behaves when it is active.

    But over the past months, Musk and Twitter have tussled over the methodology. Twitter uses a metric it calls mDAU, for monetizable daily active usage.

    That “is literally a metric they invented,” Ferrara said. “You cannot contrast and compare that metric with any other service.”

    When Musk first started publicly raising questions about the bot numbers after agreeing to buy the company, another firm, Israel-based Cyabra, said it had the answer.

    “That elusive number you are looking for … we have it. It’s 13.7%,” the firm tweeted on May 17, flagging Musk’s Twitter handle to get his attention.

    Cyabra’s machine-learning technology works by scanning a large number of social media profiles to track behavioral patterns, trying to pick out which are behaving like humans. Such guesswork can misfire — but the tweet caught the attention of people close to Musk, if not the billionaire himself.

    Cyabra CEO Dan Brahmy said the company started working with the Musk camp by the end of May. Regardless of what the true count is, he said it’s not going to be an easy problem to solve.

    “Some bots are definitely nefarious,” Brahmy said. “The trade-offs are between being extremely high on sign-up standards and information security versus being extremely open minded in a way” that fosters freedom of speech and creativity.
