After Elon Musk bought Twitter for $44 billion in October, he launched a service granting blue checks to anyone willing to pay $8 a month. But it was inundated by imposter accounts, including those impersonating Musk’s businesses Tesla and SpaceX, so Twitter suspended the service days after its launch.

    Now that he’s back on Twitter, neo-Nazi Andrew Anglin wants somebody to explain the rules.

    Anglin, the founder of an infamous neo-Nazi website, was reinstated Thursday, one of many previously banned users to benefit from an amnesty granted by Twitter’s new owner Elon Musk. The next day, Musk banished Ye, the rapper formerly known as Kanye West, after he posted a swastika with a Star of David in it.

    “That’s cool,” Anglin tweeted Friday. “I mean, whatever the rules are, people will follow them. We just need to know what the rules are.”

    Ask Musk. Since the world’s richest man paid $44 billion for Twitter, the platform has struggled to define its rules for misinformation and hate speech, issued conflicting and contradictory announcements, and failed to full address what researchers say is a troubling rise in hate speech.

    As the “ chief twit ” may be learning, running a global platform with nearly 240 million active daily users requires more than good algorithms and often demands imperfect solutions to messy situations — tough choices that must ultimately be made by a human and are sure to displease someone.

    A self-described free speech absolutist, Musk has said he wants to make Twitter a global digital town square. But he also said he wouldn’t make major decisions about content or about restoring banned accounts before setting up a “ content moderation council ” with diverse viewpoints.

    He soon changed his mind after polling users on Twitter, and offered reinstatement to a long list of formerly banned users including ex-President Donald Trump, Ye, the satire site The Babylon Bee, the comedian Kathy Griffin and Anglin, the neo-Nazi.

    And while Musk’s own tweets suggested he would allow all legal content on the platform, Ye’s banishment shows that’s not entirely the case. The swastika image posted by the rapper falls in the “lawful but awful” category that often bedevils content moderators, according to Eric Goldman, a technology law expert and professor at Santa Clara University law school.

    While Europe has imposed rules requiring social media platforms to create policies on misinformation and hate speech, Goldman noted that in the U.S. at least, loose regulations allow Musk to run Twitter as he sees fit, despite his inconsistent approach.

    “What Musk is doing with Twitter is completely permissible under U.S. law,” Goldman said.

    Pressure from the EU may force Musk to lay out his policies to ensure he is complying with the new law, which takes effect next year. Last month, a senior EU official warned Musk that Twitter would have to improve its efforts to combat hate speech and misinformation; failure to comply could lead to huge fines.

    In another confusing move, Twitter announced in late November that it would end its policy prohibiting COVID-19 misinformation. Days later, it posted an update claiming that “None of our policies have changed.”

    On Friday, Musk revealed what he said was the inside story of Twitter’s decision in 2020 to limit the spread of a New York Post story about Hunter Biden’s laptop.

    Twitter initially blocked links to the story on its platform, citing concerns that it contained material obtained through computer hacking. That decision was reversed after it was criticized by then-Twitter CEO Jack Dorsey. Facebook also took actions to limit the story’s spread.

    The information revealed by Musk included Twitter’s decision to delete a handful of tweets after receiving a request from Joe Biden’s campaign. The tweets included nude photos of Hunter Biden that had been shared without his consent — a violation of Twitter’s rules against revenge porn.

    Instead of revealing nefarious conduct or collusion with Democrats, Musk’s revelation highlighted the kind of difficult content moderation decisions that he will now face.

    “Impossible, messy and squishy decisions” are unavoidable, according to Yoel Roth, Twitter’s former head of trust and safety who resigned a few weeks into Musk’s ownership.

    While far from perfect, the old Twitter strove to be transparent with users and steady in enforcing its rules, Roth said. That changed under Musk, he told a Knight Foundation forum this week.

    “When push came to shove, when you buy a $44 billion thing, you get to have the final say in how that $44 billion thing is governed,” Roth said.

    While much of the attention has been on Twitter’s moves in the U.S., the cutbacks of content-moderation workers is affecting other parts of the world too, according to activists with the #StopToxicTwitter campaign.

    “We’re not talking about people not having resilience to hear things that hurt feelings,” said Thenmozhi Soundararajan, executive director of Equality Labs, which works to combat caste-based discrimination in South Asia. “We are talking about the prevention of dangerous genocidal hate speech that can lead to mass atrocities.”

    Soundararajan’s organization sits on Twitter’s Trust and Safety Council, which hasn’t met since Musk took over. She said “millions of Indians are terrified about who is going to get reinstated,” and the company has stopped responding to the group’s concerns.

    “So what happens if there’s another call for violence? Like, do I have to tag Elon Musk and hope that he’s going to address the pogrom?” Soundararajan said.

    Instances of hate speech and racial epithets soared on Twitter after Musk’s purchase as some users sought to test the new owner’s limits. The number of tweets containing hateful terms continues to rise, according to a report published Friday by the Center for Countering Digital Hate, a group that tracks online hate and extremism.

    Musk has said Twitter has reduced the spread of tweets containing hate speech, making them harder to find unless a user searches for them. But that failed to satisfy the center’s CEO, Imran Ahmed, who called the rise in hate speech a “clear failure to meet his own self-proclaimed standards.”

    Immediately after Musk’s takeover and the firing of much of Twitter’s staff, researchers who previously had flagged harmful hate speech or misinformation to the platform reported that their pleas were going unanswered.

    Jesse Littlewood, vice president for campaigns at Common Cause, said his group reached out to Twitter last week about a tweet from U.S. Rep. Marjorie Taylor Greene that alleged election fraud in Arizona. Musk had reinstated Greene’s personal account after she was kicked off Twitter for spreading COVID-19 misinformation.

    This time, Twitter was quick to respond, telling Common Cause that the tweet didn’t violate any rules and would stay up — even though Twitter requires the labeling or removal of content that spreads false or misleading claims about election results.

    Twitter gave Littlewood no explanation for why it wasn’t following its own rules.

    “I find that pretty confounding,” Littlewood said.

    Twitter did not respond to messages seeking comment for this story. Musk has defended the platform’s sometimes herky-jerky moves since he took over, and said mistakes will happen as it evolves. “We will do lots of dumb things,” he tweeted.

    To Musk’s many online fans, the disarray is a feature, not a bug, of the site under its new ownership, and a reflection of the free speech mecca they hope Twitter will be.

    “I love Elon Twitter so far,” tweeted a user who goes by the name Some Dude. “The chaos is glorious!”

    Twitter will no longer enforce its policy against COVID-19 misinformation, raising concerns among public health experts and social media researchers that the change could have serious consequences if it discourages vaccination and other efforts to combat the still-spreading virus.

    Eagle-eyed users spotted the change Monday night, noting that a one-sentence update had been made to Twitter’s online rules: “Effective November 23, 2022, Twitter is no longer enforcing the COVID-19 misleading information policy.”

    By Tuesday, some Twitter accounts were testing the new boundaries and celebrating the platform’s hands-off approach, which comes after Twitter was purchased by Elon Musk.

    “This policy was used to silence people across the world who questioned the media narrative surrounding the virus and treatment options,” tweeted Dr. Simone Gold, a physician and leading purveyor of COVID-19 misinformation. “A win for free speech and medical freedom!”

    Twitter’s decision to no longer remove false claims about the safety of COVID-19 vaccines disappointed public health officials, however, who said it could lead to more false claims about the virus, or the safety and effectiveness of vaccines.

    “Bad news,” tweeted epidemiologist Eric Feigl-Ding, who urged people not to flee Twitter but to keep up the fight against bad information about the virus. “Stay folks — do NOT cede the town square to them!”

    While Twitter’s efforts to stop false claims about COVID weren’t perfect, the company’s decision to reverse course is an abdication of its duty to its users, said Paul Russo, a social media researcher and dean of the Katz School of Science and Health at Yeshiva University in New York.

    Russo added that it’s the latest of several recent moves by Twitter that could ultimately scare away some users and even advertisers. Some big names in business have already paused their ads on Twitter over questions about its direction under Musk.

    “It is 100% the responsibility of the platform to protect its users from harmful content,” Russo said. “This is absolutely unacceptable.”

    The virus, meanwhile, continues to spread. Nationally, new COVID cases averaged nearly 38,800 a day as of Monday, according to data from Johns Hopkins University — far lower than last winter but a vast undercount because of reduced testing and reporting. About 28,100 people with COVID were hospitalized daily and about 313 died, according to the most recent federal daily averages.

    Cases and deaths were up from two weeks earlier. Yet a fifth of the U.S. population hasn’t been vaccinated, most Americans haven’t gotten the latest boosters, and many have stopped wearing masks.

    Musk, who has himself spread COVID misinformation on Twitter, has signaled an interest in rolling back many of the platform’s previous rules meant to combat misinformation.

    Last week, Musk said he would grant “amnesty” to account holders who had been kicked off Twitter. He’s also reinstated the accounts for several people who spread COVID misinformation, including that of Rep. Marjorie Taylor Greene, whose personal account was suspended this year for repeatedly violating Twitter’s COVID rules.

    Greene’s most recent tweets include ones questioning the effectiveness of masks and making baseless claims about the safety of COVID vaccines.

    Since the pandemic began, platforms like Twitter and Facebook have struggled to respond to a torrent of misinformation about the virus, its origins and the response to it.

    Under the policy enacted in January 2020, Twitter prohibited false claims about COVID-19 that the platform determined could lead to real-world harms. More than 11,000 accounts were suspended for violating the rules, and nearly 100,000 pieces of content were removed from the platform, according to Twitter’s latest numbers.

    Despite its rules prohibiting COVID misinformation, Twitter has struggled with enforcement. Posts making bogus claims about home remedies or vaccines could still be found, and it was difficult on Tuesday to identify exactly how the platform’s rules may have changed.

    Messages left with San Francisco-based Twitter seeking more information about its policy on COVID-19 misinformation were not immediately returned Tuesday.

    A search for common terms associated with COVID misinformation on Tuesday yielded lots of misleading content, but also automatic links to helpful resources about the virus as well as authoritative sources like the Centers for Disease Control and Prevention.

    Dr. Ashish Jha, the White House COVID-19 coordinator, said Tuesday that the problem of COVID-19 misinformation is far larger than one platform, and that policies prohibiting COVID misinformation weren’t the best solution anyway.

    Speaking at a Knight Foundation forum Tuesday, Jha said misinformation about the virus spread for a number of reasons, including legitimate uncertainty about a deadly illness. Simply prohibiting certain kinds of content isn’t going to help people find good information, or make them feel more confident about what they’re hearing from their medical providers, he said.

    “I think we all have a collective responsibility,” Jha said of combating misinformation about COVID. “The consequences of not getting this right — of spreading that misinformation — is literally tens of thousands of people dying unnecessarily.”

    LONDON (AP) — A top European Union official warned Elon Musk on Wednesday that Twitter needs to beef up measures to protect users from hate speech, misinformation and other harmful content to avoid violating new rules that threaten tech giants with big fines or even a ban in the 27-nation bloc.

    Thierry Breton, the EU’s commissioner for digital policy, told the billionaire Tesla CEO that the social media platform will have to significantly increase efforts to comply with the new rules, known as the Digital Services Act, set to take effect next year.

    The two held a video call to discuss Twitter’s preparedness for the law, which will require tech companies to better police their platforms for material that, for instance, promotes terrorism, child sexual abuse, hate speech and commercial scams.

    It’s part of a new digital rulebook that has made Europe the global leader in the push to rein in the power of social media companies, potentially setting up a clash with Musk’s vision for a more unfettered Twitter. U.S. Treasury Secretary Janet Yellen also said Wednesday that an investigation into Musk’s $44 billion purchase was not off the table.

    Breton said he was pleased to hear that Musk considers the EU rules “a sensible approach to implement on a worldwide basis.”

    “But let’s also be clear that there is still huge work ahead,” Musk said, according to a readout of the call released by Breton’s office. “Twitter will have to implement transparent user policies, significantly reinforce content moderation and protect freedom of speech, tackle disinformation with resolve, and limit targeted advertising.”

    After Musk, a self-described “free speech absolutist,” bought Twitter a month ago, groups that monitor the platform for racist, antisemitic and other toxic speech, such the Cyber Civil Rights Initiative, say it’s been on the rise on the world’s de facto digital public square.

    Musk has signaled an interest in rolling back many of Twitter’s previous rules meant to combat misinformation, most recently by abandoning enforcement of its COVID-19 misinformation policy. He already reinstated some high-profile accounts that had violated Twitter’s content rules and had promised a “general amnesty” restoring most suspended accounts starting this week.

    Twitter didn’t respond to an email request for comment. In a separate blog post Wednesday, the company said “human safety” is its top priority and that its trust and safety team “continues its diligent work to keep the platform safe from hateful conduct, abusive behavior, and any violation of Twitter’s rules.”

    Musk, however, has laid off half the company’s 7,500-person workforce, along with an untold number of contractors responsible for content moderation. Many others have resigned, including the company’s head of trust and safety.

    In the call Wednesday, Musk agreed to let the EU’s executive Commission carry out a “stress test” at Twitter’s headquarters early next year to help the platform comply with the new rules ahead of schedule, the readout said.

    That will also help the company prepare for an “extensive independent audit” as required by the new law, which is aimed at protecting internet users from illegal content and reducing the spread of harmful but legal material.

    Violations could result in huge fines of up to 6% of a company’s annual global revenue or even a ban on operating in the European Union’s single market.

    Along with European regulators, Musk risks running afoul of Apple and Google, which power most of the world’s smartphones. Both have stringent policies against misinformation, hate speech and other misconduct, previously enforced to boot apps like the social media platform Parler from their devices. Apps must also meet certain data security, privacy and performance standards.

    Musk tweeted without providing evidence this week that Apple “threatened to withhold Twitter from its App Store, but won’t tell us why.” Apple hasn’t commented but Musk backtracked on his claim Wednesday, saying he met with Apple CEO Tim Cook who “was clear that Apple never considered” removing Twitter.

    Meanwhile, U.S. Treasury Secretary Janet Yellen walked back her statements about whether Musk’s purchase of Twitter warrants government review.

    “I misspoke,” she said at The New York Times’ DealBook Summit on Wednesday, referring to a CBS interview this month where she said there was “no basis” to review the Twitter purchase.

    The Treasury secretary oversees the Committee on Foreign Investment in the United States, an interagency committee that investigates the national security risks from foreign investments in American firms.

    “If there are such risks, it would be appropriate for the Treasury to have a look,” Yellen told The New York Times.

    She declined to confirm whether CFIUS is currently investigating Musk’s Twitter purchase.

    Billionaire Saudi Prince Alwaleed bin Talal is, through his investment company, Twitter’s biggest shareholder after Musk.

    Twitter has suspended rapper Ye after he tweeted a picture of a swastika merged with the Star of David.

    It is the second time this year that Ye has been suspended from the platform over antisemitic posts.

    Twitter CEO Elon Musk confirmed the suspension by replying to Ye’s post of an unflattering photo of Musk. Ye called it his “final tweet.”

    “I tried my best. Despite that, he again violated our rule against incitement to violence. Account will be suspended,” Musk tweeted.

    Ye, formerly known as Kanye West, has made a series of antisemitic comments in recent weeks. On Thursday, Ye praised Hitler in an interview with conspiracy theorist Alex Jones.

    Ye’s remarks have led to his suspension from social media platforms, his talent agency dropping him and companies like Adidas cutting ties with him. The sportswear manufacturer has also launched an investigation into his conduct.

    Ye was suspended from Twitter in early October after saying in a post that he was going to go “death con 3 on JEWISH PEOPLE.” His account was reinstated by the end of the month just as Musk took control of the company, but the billionaire tweeted that “Ye’s account was restored by Twitter before the acquisition. They did not consult with or inform me.”

    Twitter’s longtime practice before Musk took over was to suspend offending users temporarily and to escalate that to a permanent ban only if they kept breaking the rules. Musk has said he wants to avoid permanent bans and that speech should be allowed so long as it doesn’t break the law in the countries where Twitter operates.

    But Musk is now under pressure to clean up Twitter after changes he made following his purchase of the platform resulted in what watchdog groups say is a rise in racist, antisemitic and other toxic speech.

    A report published Friday by the Anti-Defamation League said Musk’s moves have empowered extremists on the platform. The ADL said that in its role as a “trusted flagger” of antisemitic tweets, it reported two batches to the company on Nov. 2 — just days after Musk took over — and again on Nov. 17 after he had changed its policies and slashed Twitter’s workforce.

    “In two weeks, Twitter went from taking action on 60% of antisemitic tweets to taking action on only 30%,” the group said.

    ADL said it has noted both more antisemitic content and less moderation of antisemitic posts, a situation it says is likely to grow worse because of the cuts to Twitter’s content-moderation staff.

    A top European Union official warned Musk this week that Twitter needs to do a lot more to protect users from hate speech, misinformation and other harmful content ahead of tough new rules requiring tech companies to better police their platforms, under threat of big fines or even a ban in the 27-nation bloc.

    Ye’s Twitter ouster came after his bid to buy the rightwing-leaning social media site Parler was called off. Ye had offered Parler in October, but Parlement Technologies, which owns Parler, said Thursday that the deal had fallen through.

    “This decision was made in the interest of both parties in mid-November,” Parlement Technologies said.

    Parler is a small platform in the emerging space of right-leaning, far-right and libertarian social apps that promise little to no content moderation to weed out hate speech, racism and misinformation, among other objectionable content. None of the sites have come close to reaching mainstream status.

    The rapper now appears to have migrated to another right-wing platform, former President Donald Trump’s Truth Social, where an account under Ye’s name posted about Musk on Friday. A representative for Truth Social didn’t respond to a request for comment but Ye’s profile carried a red check mark “reserved for well known, highly searched VIPs” to show the account is genuine.

    NEW ORLEANS (AP) — French President Emmanuel Macron arrived Friday in Louisiana, the American state most closely aligned historically with his country, to celebrate their longstanding cultural ties and discuss energy policy and climate change.

    Macron met with political leaders and strolled through New Orleans’ historic French Quarter, the heart of the city, stopping to talk and shake hands with bystanders. He paused next to a street brass band and nodded and clapped as they played “When the Saints Go Marching In.”

    Macron also said he met with billionaire Elon Musk for what he called a “clear and honest discussion” about Twitter, days after a top European Union official warned the social media platform’s new owner that the company must do more to protect users from harmful content.

    The visit is the first by a French president since Valery Giscard d’Estaing traveled to Lafayette and New Orleans in 1976. The only other French president to visit Louisiana was Charles de Gaulle in 1960.

    Macron’s itinerary started at Jackson Square. New Orleans Mayor LaToya Cantrell walked him to the Historic New Orleans Collection where Macron discussed climate change impacts with Gov. John Bel Edwards. The French president also met with energy company representatives.

    “This state visit enables us to put France, and with France Europe, at the heart of the American agenda. That’s a good thing,” Macron told journalists in French, according to a translation from pool reporters.

    Macron told Edwards he was overcome by the reception in the city.

    “What I think this signifies is a special relationship we have with France. It is historical and cultural,” Edwards said.

    Edwards, a Democrat, has been outspoken about the perils of climate change in a state where tens of thousands of jobs are tied to the oil and gas industry. This makes the stop to New Orleans “very emblematic” of climate-related efforts, French officials said.

    During a brief meeting in the presence of Macron, the governor and the Minister for Europe and Foreign Affairs, Catherine Colonna, signed a memorandum of understanding “to further expand and enhance the strong cultural connections between France and Louisiana in the areas of the economy, clean energy and the environment,” Edwards’ office said.

    “Like me, President Macron believes that climate change is real,” Edwards said.

    The governor’s office said the agreement formally creates a Louisiana-based position for a French technical expert on the transition to clean energy.

    During Macron’s visit to Washington on Thursday, he and President Joe Biden released a joint statement expressing “their deep concern regarding the growing impact of climate change and nature loss” and said they “intend to continue to galvanize domestic and global action to address it.”

    On Friday evening Macron posted a photo on Twitter of his encounter with Musk, the two men sitting across from each other at a table in an empty room. He said he and the Tesla CEO discussed “future green industrial projects,” and also the social media platform.

    “Transparent user policies, significant reinforcement of content moderation and protection of freedom of speech: efforts have to be made by Twitter to comply with European regulations,” the president said in one of a series of tweets.

    Earlier this week Thierry Breton, the EU’s commissioner for digital policy, told Musk that Twitter will have to significantly increase efforts to comply with new rules known as the Digital Services Act that take effect next year, or potentially face hefty fines or even a ban in the continental bloc.

    Louisiana is named for Louis XIV, the famous Sun King who ruled France for 72 years starting in 1643. New Orleans is where the Louisiana Purchase was finalized. The deal transferred the Louisiana Territory, which encompassed much of what is today the central United States, from France to the U.S. in 1803.

    Macron’s New Orleans visit included a stop with first lady Brigitte Macron at the Cabildo, where ceremonies marking the land transfer were held.

    Macron was also scheduled to visit the New Orleans Museum of Art and dine downtown before departing.

    Holding the U.S. and French flags, Christiane Geisler, who was born in France and moved to Louisiana six years ago, was one of the spectators who stood in the streets hoping to see the president Friday. She was thrilled that she got to shake Macron’s hand and have a brief conversation with him in French.

    “For me, when I moved here, it had a good feeling of French,” Geisler said.

    The French Quarter, 13 blocks long and roughly six wide, was first settled in the 1700s and was later ravaged twice by fire. It best known as a tourist spot and commercial district where a reimagined French Market, fine restaurants, antique shops and art galleries coexist alongside T-shirt shops, strip joints and bars blasting live music by cover bands.

    Tech billionaire Elon Musk said his Neuralink company is seeking permission to test its brain implant in people soon.

    In a “show and tell” presentation livestreamed Wednesday night, Musk said his team is in the process of asking U.S. regulators to allow them to test the device. He said he thinks the company should be able to put the implant in a human brain as part of a clinical trial in about six months, though that timeline is far from certain.

    Musk’s Neuralink is one of many groups working on linking brains to computers, efforts aimed at helping treat brain disorders, overcoming brain injuries and other applications.

    The field dates back to the 1960s, said Rajesh Rao, co-director of the Center for Neurotechnology at the University of Washington. “But it really took off in the 90s. And more recently we’ve seen lots of advances, especially in the area of communication brain computer interfaces.”

    Rao, who watched Musk’s presentation online, said he doesn’t think Neuralink is ahead of the pack in terms of brain-computer interface achievements. “But … they are quite ahead in terms of the actual hardware in the devices,” he said.

    The Neuralink device is about the size of a large coin and is designed to be implanted in the skull, with ultra-thin wires going directly into the brain. Musk said the first two applications in people would be restoring vision and helping people with little or no ability to operate their muscles rapidly use digital devices.

    He said he also envisions that in someone with a broken neck, signals from the brain could be bridged to Neuralink devices in the spinal cord.

    “We’re confident there are no physical limitations to enabling full body functionality,” said Musk, who recently took over Twitter and is the CEO of Tesla and SpaceX.

    In experiments by other teams, implanted sensors have let paralyzed people use brain signals to operate computers and move robotic arms. In a 2018 study in the journal PLOS ONE, three participants with paralysis below the neck affecting all of their limbs used an experimental brain-computer interface being tested by the consortium BrainGate. The interface records neural activity from a small sensor in the brain to navigate things like email and apps.

    A r ecent study in the journal Nature, by scientists at the Swiss research center NeuroRestore, identified a type of neuron activated by electrical stimulation of the spinal cord, allowing nine patients with chronic spinal cord injury to walk again.

    Researchers have also been working on brain and machine interfaces for restoring vision. Rao said some companies have developed retinal implants, but Musk’s announcement suggested his team would use signals directly targeting the brain’s visual cortex, an approach that some academic groups are also pursuing, “with limited success.”

    Neuralink spokespeople did not immediately respond to an email to the press office. Dr. Jaimie Henderson, a neurosurgery professor at Stanford University who is an adviser for Neuralink, said one way Neuralink is different than some other devices is that it has the ability to reach into deeper layers of the brain. But he added: “There are lots of different systems that have lots of different advantages.”

    LONDON — Elon Musk said Friday that Twitter plans to relaunch its premium service that will offer different colored check marks to accounts next week, in a fresh move to revamp the service after a previous attempt backfired.

    It’s the latest change to the social media platform that the billionaire Tesla CEO bought last month for $44 billion, coming a day after Musk said he would grant “amnesty” for suspended accounts and causing yet more uncertainty for users.

    Twitter previously suspended the premium service, which under Musk granted blue-check labels to anyone paying $8 a month, because of a wave of imposter accounts. Originally, the blue check was given to government entities, corporations, celebrities and journalists verified by the platform to prevent impersonation.

    In the latest version, companies will get a gold check, governments will get a gray check, and individuals who pay for the service, whether or not they’re celebrities, will get a blue check, Musk said Friday.

    “All verified accounts will be manually authenticated before check activates,” he said, adding it was “Painful, but necessary” and promising a “longer explanation” next week. He said the service was “tentatively launching” Dec. 2.

    Twitter had put the revamped premium service on hold days after its launch earlier this month after accounts impersonated companies including pharmaceutical giant Eli Lilly & Co., Nintendo, Lockheed Martin, and even Musk’s own businesses Tesla and SpaceX, along with various professional sports and political figures.

    It was just one change in the past two days. On Thursday, Musk said he would grant “amnesty” for suspended accounts, following the results of an online poll he conducted on whether accounts that have not “broken the law or engaged in egregious spam” should be reinstated.

    The yes vote was 72%. Such online polls are anything but scientific and can easily be influenced by bots. Musk also used one before restoring former U.S. President Donald Trump’s account.

    “The people have spoken. Amnesty begins next week. Vox Populi, Vox Dei,” Musk tweeted Thursday using a Latin phrase meaning “the voice of the people, the voice of God.”

    The move is likely to put the company on a crash course with European regulators seeking to clamp down on harmful online content with tough new rules, which helped cement Europe’s reputation as the global leader in efforts to rein in the power of social media companies and other digital platforms.

    Zach Meyers, senior research fellow at the Centre for European Reform think tank, said giving blanket amnesty based on an online poll is an “arbitrary approach” that’s “hard to reconcile with the Digital Services Act,” a new EU law that will start applying to the biggest online platforms by mid-2023.

    The law is aimed at protecting internet users from illegal content and reducing the spread of harmful but legal content. It requires big social media platforms to be “diligent and objective” in enforcing restrictions, which must be spelled out clearly in the fine print for users when signing up, Meyers said.

    Britain also is working on its own online safety law.

    “Unless Musk quickly moves from a ‘move fast and break things’ approach to a more sober management style, he will be on a collision course with Brussels and London regulators,” Meyers said.

    European Union officials took to social media to highlight their worries. The 27-nation bloc’s executive Commission published a report Thursday that found Twitter took longer to review hateful content and removed less of it this year compared with 2021.

    The report was based on data collected over the spring — before Musk acquired Twitter — as part of an annual evaluation of online platforms’ compliance with the bloc’s voluntary code of conduct on disinformation. It found that Twitter assessed just over half of the notifications it received about illegal hate speech within 24 hours, down from 82% in 2021.

    The numbers may yet worsen. Since taking over, Musk has l aid off half the company’s 7,500-person workforce along with an untold number of contractors responsible for content moderation. Many others have resigned, including the company’s head of trust and safety.

    Recent layoffs at Twitter and results of the EU’s review “are a source of concern,” the bloc’s commissioner for justice, Didier Reynders tweeted Thursday evening after meeting with Twitter executives at the company’s European headquarters in Dublin.

    In the meeting, Reynders said he “underlined that we expect Twitter to deliver on their voluntary commitments and comply with EU rules,” including the Digital Services Act and the bloc’s strict privacy regulations known as General Data Protection Regulation, or GDPR.

    Vera Jourova, the European Commission’s vice president for values and transparency, tweeted Thursday evening that she was concerned about news reports that a “vast amount” of Twitter’s European staff were fired.

    “If you want to effectively detect and take action against #disinformation & propaganda, this requires resources,” Jourova said. “Especially in the context of Russian disinformation warfare.”

    LONDON — Twitter took longer to review hateful content and removed less of it in 2022 compared with the previous year, according to European Union data released Thursday.

    The EU figures were published as part of an annual evaluation of online platforms’ compliance with the 27-nation bloc’s code of conduct on disinformation.

    Twitter wasn’t alone — most other tech companies signed up to the voluntary code also scored worse. But the figures could foreshadow trouble for Twitter in complying with the EU’s tough new online rules after owner Elon Musk fired many of the platform’s 7,500 full-time workers and an untold number of contractors responsible for content moderation and other crucial tasks.

    The EU report found Twitter assessed just over half of the notifications it received about illegal hate speech within 24 hours, down from 82% in 2021. Facebook, Instagram and YouTube also took longer, while TikTok was the only one to improve.

    The amount of hate speech Twitter removed after it was flagged up slipped to 45.4% from 49.8% the year before. The removal rate at other platforms also slipped, except at YouTube, which surged.

    Twitter didn’t respond to a request for comment. Emails to several staff on the company’s European communications team bounced back as undeliverable.

    Musk’s $44 billion acquisition of Twitter last month fanned widespread concern that purveyors of lies and misinformation would be allowed to flourish on the site. The billionaire Tesla CEO, who has frequently expressed his belief that Twitter had become too restrictive, has been reinstating suspended accounts, including former President Donald Trump’s.

    Twitter faces more scrutiny in Europe by the middle of next year, when new EU rules aimed at protecting internet users’ online safety will start applying to the biggest online platforms. Violations could result in huge fines of up to 6% of a company’s annual global revenue.

    France’s online regulator Arcom said it received a reply from Twitter after writing to the company earlier this week to say it was concerned about the effect that staff departures would have on Twitter’s “ability maintain a safe environment for its users.”

    Arcom also asked the company to confirm it can meet its “legal obligations” in fighting online hate speech and that it is committed to implementing the new EU online rules. Arcom said it received a response from Twitter and that it will “study their response,” without giving more details.

    Tech companies that signed up to the EU’s disinformation code agree to commit to measures aimed at reducing disinformation and file regular reports on whether they’re living up to their promises, though there’s little in the way of punishment.

    Twitter is in chaos. Elon Musk, its new owner, has decimated its staff and this week gave those remaining an ultimatum — work grueling hours and be “extremely hardcore ” or leave. Hundreds chose the latter and headed for the door.

    There are already signs that the exodus is stressing the system. Some users noticed problems receiving texts to sign in with two-step verification. Test pages are showing up in the wild. Some users are seeing a renewed barrage of spam in direct messages and on their feed, while others complain of receiving new replies to long-deleted tweets and seeing saved tweet drafts disappear. Still, the bird site is chugging along.

    Twitter won’t simply shut down overnight. But security experts warn that the drastic job cuts may may open the door to bad actors exploiting the platform’s vulnerabilities and compromising user accounts.

    While there’s not much you can do about Musk’s on-the-fly teardown of one of the world’s key online information ecosystems, there are steps to protect your account if you, like millions of other Twitter users, are not ready to flee the coop in search for an alternative.

    ENABLE MULTI-STEP AUTHENTICATION

    If you only use your login and password to sign in to Twitter, it’s important, especially now, to add an extra step to the process so it becomes more difficult for hackers to access your account.

    Twitter has three methods to choose from: Text message, an authentication app or a security key. Since there have been some glitches with users not receiving text messages to authenticate their accounts, and because it is generally considered a safer option, using the authentication app is probably your best bet.

    To do this, you will need to download one of a number of available applications to your device. They are free in the Apple or Android app stores and some examples include Google or Microsoft Authenticator, Authy, Duo Mobile and 1Password.

    Once you have the app, open the desktop version of Twitter and click on the icon showing ellipses in a circle. There, you’ll find “Settings and privacy” then “Security and account access” and finally, “Security.” Here, you can select “ Authentication app” and follow the instructions to set it up. Twitter will ask you to share your email address to do this, if you have not already.

    Once you are all set, you can use the auto-generated numeric codes from your authentication app to add an extra layer of security when logging in to Twitter.

    SHUT DOWN THIRD-PARTY ACCESS

    Jane Manchun Wong, an independent software and security researcher in Hong Kong who follows Twitter closely, recommends revoking permissions to third-party sites and apps through your Twitter account.

    That’s because if there is a potential security problem with Twitter’s API (or Application Programming Interface, which lets third parties access Twitter data to create apps that work with Twitter, for instance) with fewer people working at the company, patching it up will inevitably take longer.

    To turn off this feature, start in the “Security and account access” tool and go to “Apps and sessions.” Here, you should find all the third-party apps that have are connected to your Twitter account — including some you may have linked years ago that no longer exist — and you can revoke access to each one.

    DOWNLOAD YOUR ARCHIVE

    For the nostalgic, for research or for the digital hoarders among us, the idea of losing a decade or more of our tweet history is a catastrophe. Fear not, though. It might take some time, but you can download your Twitter “archive” if you’d like to ensure it’s preserved — just in case.

    As with other more complex features, this tool is only available on the desktop version of Twitter, in the “Your account” section of settings. You will have to enter your password again and go through two-factor authentication if you have that set up. When your archive is ready to download, you will get a notification on Twitter. Again, you will have to download it on the desktop version of the site. While normally this process takes about 24 hours, it may take longer now. Some users have also reported having to try more than once.

    PRESERVE YOUR FOLLOWERS LIST

    While there’s no perfect replacement for Twitter — and of course Twitter is still here! — many users, especially those in journalism, tech and academia, are signing up for Mastodon, a previously little-known platform that launched in 2016. Mastodon is a decentralized social network. That means it’s not owned by a single company or billionaire. Rather, it’s made up of a network of servers, each run independently but able to connect so people on different servers can communicate. Signing on can be complicated — you will need to pick a “server” to join, but regardless of which one you choose, you can still communicate with people on other servers, kind of like how you can email people from your Gmail account even if they are on Outlook or another email server.

    Once you’re in, you can go to fedifinder.glitch.me and find your Twitter following or any Twitter lists you might have to see if they also have Mastodon accounts. Many Twitter users are also listing other social networks and content information in their bios or even Twitter display names so people can get in touch with them — just in case.

    While it’s not clear how many of Twitter’s already-decimated staff took Musk up on his offer, the newest round of departures means the platform is continuing to lose workers just at it is gearing up for the 2022 FIFA World Cup. one of the busiest events on Twitter that can overwhelm its systems if things go haywire.

    “To all the Tweeps who decided to make today your last day: thanks for being incredible teammates through the ups and downs. I can’t wait to see what you do next,” tweeted one employee, Esther Crawford, who is remaining at the company and has been working on the overhaul of the platform’s verification system.

    Since taking over Twitter less than three weeks ago, Musk has booted half of the company’s full-time staff of 7,500 and an untold number of contractors responsible for content moderation and other crucial efforts. He fired top executives on his first day as Twitter’s owner, while others left voluntarily in the ensuing days. Earlier this week, he began firing a small group of engineers who took issue with him publicly or in the company’s internal Slack messaging system.

    Then overnight on Wednesday, Musk sent an email to the remaining staff at Twitter, saying that it is a software and servers company at its heart and he asked employees to decide by Thursday evening if they want to remain a part of the business.

    Musk wrote that employees “will need to be extremely hardcore” to build “a breakthrough Twitter 2.0” and that long hours at high intensity will be needed for success.

    But in a Thursday email, Musk backpedaled on his insistence that everyone work from the office. His initial rejection of remote work had alienated many employees who survived the layoffs.

    He softened his earlier tone in an email to employees, writing that “all that is required for approval is that your manager takes responsibility for ensuring you are making an excellent contribution.” Workers would also be expected to have “in-person meetings with your colleagues on a reasonable cadence, ideally weekly, but not less than once per month.”

    As of 7 p.m. Pacific Time, the No. 1 topic trending in the United States was “RIPTwitter” followed by the names of other social media platforms: “Tumblr,” “Mastodon” and “MySpace.”

    NEW YORK — The mass layoffs that began in Amazon‘s corporate ranks this week will extend into next year, CEO Andy Jassy said Thursday.

    In a note sent to employees, Jassy said the company told workers in its devices and books divisions about layoffs on Wednesday. He said it also offered some other employees a voluntary buyout offer.

    “I’ve been in this role now for about a year and a half, and without a doubt, this is the most difficult decision we’ve made during that time (and, we’ve had to make some very tough calls over the past couple of years, particularly during the heart of the pandemic),” Jassy wrote in the memo.

    Seattle-based Amazon, which has been cutting costs in various areas of its business in the past few months, is undergoing an annual review process to figure out where it can save more money. Jassy said this year’s review is “more difficult” due to the economic landscape and the company’s rapid hiring in the last several years.

    Other tech companies — many of which had gone on hiring binges in the past few years — have also been trimming their workforce amid concerns about an economic slowdown. Among others, Facebook parent Meta said last week it would lay off 11,000 people, about 13% of its workforce. And Elon Musk, the new Twitter CEO, has slashed the company’s workforce in half this month.

    On Tuesday, Amazon notified authorities in California that it would lay off about 260 corporate workers at various facilities in the state. The company has not publicly disclosed how many employees it laid off this week across its entire corporate workforce, though some based in Seattle said they’ve also been let go.

    Jassy said the company hasn’t concluded how many other jobs will be impacted. He noted there will be reductions in certain divisions as the company goes through the annual review process, which will continue into next year. As they weigh job cuts, he said leaders at the company will prioritize what matters most to customers and the long-term health of the company.

    Amazon is offering severance packages for employees who leave the company. But — unlike Meta, for example — it hasn’t publicly provided details of the package.

    The company employs more than 1.5 million workers globally, primarily made up of hourly workers.

    “Be careful what you wish for,” Musk told a business forum in Bali on Monday when asked what an up-and-coming “Elon Musk of the East” should focus on.

    “I’m not sure how many people would actually like to be me. They would like to be what they imagine being me, which is not the same,” he continued. “I mean, the amount that I torture myself, is the next level, frankly.”

    Musk was speaking at the B-20 business forum ahead of a summit of the Group of 20 leading economies taking place on the Indonesian resort island. He joined the conference by video link weeks after completing his heavily scrutinized takeover of Twitter.

    He had been expected to attend the event in person, but Indonesian government minister Luhut Binsar Pandjaitan, who’s responsible for coordinating preparations for the summit, said Musk could not attend because he’s preparing for a court case later in the week.

    He’s got plenty else to keep himself busy.

    “My workload has recently increased quite a lot,” he said with a chuckle in an apparent reference to the Twitter deal. “I mean, oh, man. I have too much work on my plate, that is for sure.”

    The businessman appeared in a darkened room, saying there had been a power cut just before he connected.

    His face, projected on a large screen over the summit hall, appeared to glow red as it was reflected in what he said was candlelight – a visage he noted was “so bizarre.”

    While Musk was among the most anticipated speakers at the business forum, his remarks broke little new ground. Only the moderator was able to ask questions.

    The Tesla chief executive said the electric carmaker would consider making a much cheaper model when asked about lower-cost options for developing countries like India and G-20 host Indonesia.

    “We do think that making a much more affordable vehicle would make a lot of sense and we should do something,” he said.

    Musk also reiterated a desire to significantly boost the amount and length of Twitter’s video offerings, and share revenue with people producing the content, though he didn’t provide specifics.

    He bought Twitter for $44 billion last month and quickly dismissed the company’s board of directors and top executives.

    He laid off much of the rest of the company’s full-time workforce by email on Nov. 4 and is now eliminating the jobs of outsourced contractors who are tasked with fighting misinformation and other harmful content.

    Twitter’s new owner Elon Musk is further gutting the teams that battle misinformation on the social media platform as outsourced moderators learned over the weekend they were out of a job.

    Twitter and other big social media firms have relied heavily on contractors to track hate and enforce rules against harmful content.

    But many of those content watchdogs have now headed out the door, first when Twitter fired much of its full-time workforce by email on Nov. 4 and now as it moves to eliminate an untold number of contract jobs.

    Melissa Ingle, who worked at Twitter as a contractor for more than a year, was one of a number of contractors who said they were terminated Saturday. She said she’s concerned that there’s going to be an increase in abuse on Twitter with the number of workers leaving.

    “I love the platform and I really enjoyed working at the company and trying to make it better. And I’m just really fearful of what’s going to slip through the cracks,” she said Sunday.

    Ingle, a data scientist, said she worked on the data and monitoring arm of Twitter’s civic integrity team. Her job involved writing algorithms to find political misinformation on the platform in countries such as the U.S., Brazil, Japan, Argentina and elsewhere.

    Ingle said she was “pretty sure I was done for” when she couldn’t access her work email Saturday. The notification from the contracting company she’d been hired by came two hours later.

    “I’ll just be putting my resumes out there and talking to people,” she said. “I have two children. And I’m worried about being able to give them a nice Christmas, you know, and just mundane things like that, that are important. I just think it’s particularly heartless to do this at this time.”

    Content-moderation expert Sarah Roberts, an associate professor at the University of California, Los Angeles who worked as a staff researcher at Twitter earlier this year, said she believes at least 3,000 contract workers were fired Saturday night.

    Twitter hasn’t said how many contract workers it cut. The company hasn’t responded to media requests for information since Musk took over.

    At Twitter’s San Francisco headquarters and other offices, contract workers wore green badges while full-time workers wore blue badges. Contractors did a number of jobs to help keep Twitter running, including engineering and marketing, Roberts said. But it was the huge force of contracted moderators that was “mission critical” to the platform, said Roberts.

    Cutting them will have a “tangible impact on the experience of the platform,” she said.

    Musk promised to loosen speech restrictions when he took over Twitter. But in the early days after Musk bought Twitter for $44 billion in late October and dismissed its board of directors and top executives, the billionaire Tesla CEO sought to assure civil rights groups and advertisers that the platform could continue tamping down hate and hate-fueled violence.

    That message was reiterated by Twitter’s then-head of content moderation, Yoel Roth, who tweeted that the Nov. 4 layoffs only affected “15% of our Trust & Safety organization (as opposed to approximately 50% cuts company-wide), with our front-line moderation staff experiencing the least impact.”

    Roth has since resigned from the company, joining an exodus of high-level leaders who were tasked with privacy protection, cybersecurity and complying with regulations.

    “All contractors are not content moderation agents,” Roberts said. “Contractors fulfill many key roles inside the company. But almost all moderation agents are contractors.”

    Twitter has been a bit of a mess since billionaire Tesla CEO Elon Musk took the helm, cutting the company’s workforce in half, upending the platform’s verification system, sparring with users over jokes and acknowledging that “ dumb things ” might happen as he reshapes one of the world’s most high-profile information ecosystems.

    On Thursday, amid an exodus of senior executives responsible for data privacy, cybersecurity and complying with regulations, he warned the company’s remaining employees that Twitter might not survive if it can’t find a way to bring in at least half its revenue from subscriptions.

    While it’s not clear if the drama is causing many users to leave — in fact, having a front-row seat to the chaos may prove entertaining to some — lesser-known sites Mastodon and even Tumblr are emerging as new (or renewed) alternatives. Here’s a look at some of them.

    (Oh, and if you are leaving Twitter and want to preserve your tweet history, you can download it by going to your profile settings and clicking on “your account” then “download an archive of your data.”)

    MASTODON

    Sharing a name with an extinct mammal resembling an elephant, Mastodon has emerged as a frontrunner among those curious about life beyond the blue bird. It shares some similarities with Twitter, but there are some big differences — and not just that its version of tweets are officially called “toots.”

    Mastodon is a decentralized social network. That means it’s not owned by a single company or billionaire. Rather, it’s made up of a network of servers, each run independently but able to connect so people on different servers can communicate. There are no ads as Mastodon is funded by donations, grants and other means.

    Mastodon’s feed is chronological, unlike Facebook, Instagram, TikTok or Twitter, which all use algorithms to get people to spend as much time on a site as possible.

    It can be a tad daunting to try to sign up to Mastodon. Because each server is run separately, you will need to first pick one you want to join, then go through the steps to create an account and agree with the server’s rules. There are general and interest- and location-based ones, but in the end it won’t really matter. Once you’re in, the feed is reminiscent of Twitter. You can write (up to 500 characters), post photos or videos, and follow accounts as well as see a general public feed.

    “We present a vision of social media that cannot be bought and owned by any billionaire, and strive to create a more resilient global platform without profit incentives,” Mastodon’s website says.

    Currently, the site has more than 1 million users, nearly half of whom signed up after Musk took over Twitter on Oct. 27, according to founder Eugen Rochko.

    Another option, Counter Social, also runs an ad-free, chronological social platform that’s funded by users. To prevent foreign influence operations, Counter Social says it blocks access to Russia, China, Iran, North Korea, Pakistan and Syria. It boasts of offering one-click translation into over 80 languages. It has over 63 million monthly users, according to its website.

    CLUBHOUSE

    Remember Clubhouse, back when we were all under lockdown and couldn’t talk in person? It’s the buzzy audio-only app that got somewhat overshadowed by copycat Twitter Spaces, which also lets people talk to each other (think conference call, podcast or “audio chat”) about topics of interest.

    Once you join, Clubhouse lets you start or listen into conversations on a host of topics, from tech to pro sports, parenting, Black literature and so on. There are no posts, photos or videos — only people’s profile pictures and their voices. Conversations can be intimate, like a phone call, or might include thousands of people listening to a talk by boldface names, like a conference or stage interview.

    SUBSTACK and MEDIUM

    For longer reads, newsletters, and general information absorption, these sites are perhaps closest to the blog era of the early 2000s. You can read both without signing up or paying, but some writers, creators and podcasters create premium content for paying subscribers.

    TUMBLR

    Tumblr, which was all but left for dead, appears to be enjoying somewhat of a resurgence. The words/photos/art/video site is known for its devoted fan base and has been home to angry posts from celebrities like Taylor Swift. It angered many users in 2018 when it banned porn and “adult content,” which made up a big part of its highly visual and meme-friendly online presence and led to a large drop in its user base.

    Onboarding is simple, and for those who miss the early years of social media, there’s a decidedly retro, comforting feel to the site.

    T2 or TBD?

    Gabor Cselle, a veteran of Google who worked at Twitter from 2014 to 2016, is determined to create a better Twitter. For now, he’s calling it T2 and says the Web domain name he purchased for it — t2.social — cost $7.16. T2, which may or may not be its final name, is currently accepting signups for its waitlist, but the site is clearly not yet functioning.

    “I think Twitter always had a problem in figuring out what to do and how to decide on what to do. And that was always kind of in the back of my mind,” Cselle told The Associated Press. “On Monday, I decided to just go for it. I didn’t see anyone else really doing it.”

    Twitter-style text and TikTok-style videos are one idea. Cselle says for this to work, the text really has to be “amped up” so it’s not drowned out by the videos.

    “My bet is that it’s going to be easier and more efficient to build a better Twitter or public square now than fix the legacy problems at Twitter,” Cselle added.

    Cselle, of course, is not the only one jumping to the opportunity. Project Mushroom, for instance, plans a “safe place on the internet — a community-led open-source home for creators seeking justice on an overheating planet” and says it has received 25,000 early signups to its yet-to-launch platform.

    “My sense is that things are going to further fragment into more ideological platforms and some will die and then we’ll see some new consolidation emerge over the next couple of years,” said Jennifer Stromer-Galley, a professor at Syracuse University who studies social media.

    NEWS SITES

    One of Twitter’s most valuable features has been the way it allows people to find information within seconds. Was that just an earthquake? Twitter will tell you. Or at least it did.

    While there is no perfect replacement for Twitter, staying up to date with local, national and international news is easier than ever. Apple and Google both offer news services that aggregate articles from a broad range of publication (Apple offers a premium subscription service that gets you access to more articles, while Google shows free stories first.) There’s also Flipboard, which works kind of like a personal magazine curated to your interests.

    Of course, subscribing to individual publications (or downloading a free news app such as the AP’s AP News) is also an option.

    Yes, you might have to pay for some of them and no, you won’t get a blue check mark with your subscription.

    Twitter is once again adding gray “official” labels to some prominent accounts. The company, in its second chaotic week after billionaire Elon Musk took over, had rolled out the labels earlier this week, only to kill them a few hours later.

    But on Thursday night they were back again, at least for some accounts — including Twitter‘s own, as well as big companies like Amazon, Nike and Coca-Cola. Some media companies, such as The New York Times and The New Yorker also had the labels as of 9 p.m. Pacific time, while others, like The Wall Street Journal and The Los Angeles Times, did not.

    Celebrities, some of whom have been impersonated this week since Musk began overhauling Twitter’s “blue check” verification system, also did not appear to be getting the “official” label.

    Twitter began offering a subscription service this week that for $8 a month gets anyone who wants — without actual verification — the blue check mark that previously was given to prominent accounts to prevent impersonation.

    Now, there are two categories of “blue checks,” and the check marks look identical. One, which includes the accounts that were actually verified before Musk took helm, now note that “This account is verified because it’s notable in government, news, entertainment, or another designated category.” The other notes that the account subscribes to Twitter Blue.

    Earlier Thursday, Musk tweeted that “too many corrupt legacy Blue ‘verification’ checkmarks exist, so no choice but to remove legacy Blue in coming months.”
