    I grew up in extreme poverty. The ability to access a free, high-quality education in North Texas changed my life. I benefited greatly from the ways community colleges meet students where they are and wrap their arms around them. Classes were small, and I had a clear sense of belonging, despite being the first in my family to go to college.

    I still remember having deep discussions with my English professor about author Larry McMurtry. I am a first-generation Latina from the Rio Grande Valley in Texas, where everyone looked and sounded like me. But this professor and I both loved McMurtry. It was the first time I connected with someone based on shared academic interests despite entirely different lived experiences.

    I did not have the remediation needs or learning gaps that many of today’s pandemic students are experiencing, but I did need support and direction.  The tiny community college I attended put me on a path toward a successful and purpose-driven life, and I’m grateful.

    I believe that every community college, and every higher education institution, can do the same for their students — and in doing so, help close pandemic learning gaps. It starts with effective strategies and investment of resources.

    However, it won’t be easy. Although enrollment at community colleges is on the rise after steep drops during the pandemic, these schools are facing more challenges than ever before. That’s largely due to the pandemic upending education as we knew it — including at San Jacinto College, where I serve on the board of trustees. Students are showing up with serious needs across academic and nonacademic areas, and community colleges, which are often under-resourced, aren’t always equipped to address them.

    The pandemic led to sweeping achievement declines in core content areas, and recovery efforts have been uneven and unfinished. Millions of students left high school with large knowledge and skill gaps that may negatively impact their futures, including their earning potential, according to forecasts by leading economists.

    Students who learned virtually or in hybrid settings largely missed out on the critical thinking that develops through classroom conversations. Their teachers were focused on keeping them engaged in an online environment and on providing fundamental instruction. They missed hearing their peers and teachers reason, explain and express. This has made the transition to higher education that much more challenging.

    To address such students’ needs, community colleges typically enroll them in noncredit, remedial or developmental classes so that they can gain and demonstrate proficiency in areas they didn’t master in K-12.

    At the same time, community colleges are struggling to meet the growing mental health needs of today’s students. Past funding models created resource challenges in this area; during the pandemic, employee turnover rates created much higher than normal advisor-to-student ratios. Thankfully, many community colleges were able to bolster mental health support through pandemic relief funding, but we must invest in this critical area in more sustainable ways, such as by focusing on a holistic set of policies and practices that others might learn from.

    Higher education also hasn’t mastered how to have important conversations with students about what’s going on in their lives. We have to know them better to effectively support them. Regular surveys and focus groups are essential, and we need to act on the information they provide.

    Schools should do a basic needs assessment for each student —at least once a year. Schools that do not run a food pantry, a coat closet or a partnership with local shelters should start doing so. When students don’t have basic needs met, they are unable to focus on academics as much as other students can.

    We also need better academic data on incoming students. Higher education and K-12 systems typically don’t collaborate, but we should have two-way conversations to ensure that we understand who is going to need developmental support in college and in which areas.

    And finally, we should adjust our teaching practices to better support students. As a former developmental education faculty member, I always did a first-day writing assessment that allowed me to learn more about my students personally and about their writing strengths and weaknesses. To help students develop their writing, I also broke essay assignments into smaller pieces so students could get quicker feedback — and I could make quicker assessments of their needs.

    That approach should be extended to other courses post pandemic. Providing college students with developmental coursework means creating and delivering compact and efficient lessons to help them fill their K-12 learning gaps. It also means dealing with insecurities about reading and writing deficiencies.

    We also need to recognize that many college students are also working part-time jobs and being caregivers. Taking an empathetic stance is vital.

    We must get students on their desired higher education pathway as quickly as possible, and avoid holding them in high-school level, remediation courses for extended periods.

    In higher education today, a lot is happening to make school leaders feel both energized and daunted. But it’s vital that we focus on the most critical tasks before us. Community colleges must get to know and understand their students so they can meet their needs.

    HAZARD, Ky. — Haley Autumn Dawn Ann Crank thinks she might like to become a teacher. There’s a shortage of teachers in this corner of Kentucky, and Crank, who has eight siblings, gets kids.

    “I just fit in with them,” Crank said during a shift one February day at the Big Blue Smokehouse, where she works as a waitress.

    For now, the recent high school graduate is taking some education courses at the local community college. But to pursue a teaching degree at a public, comprehensive university, she’ll need to commute four hours roundtrip or leave the town she grew up in and loves.

    Neither of those options is feasible — or even conceivable — for many residents of Hazard, a close-knit community of just over 5,000 tucked into the hills of Southeast Kentucky. Like many rural Americans, the people here are place-bound, their educational choices constrained by geography as much as by cost. With family and jobs tying them to the region, and no local four-year option, many settle for a two-year degree, or skip college altogether.

    Until fairly recently, that decision made economic sense. Mining jobs were plentiful, and the money was good. But the collapse of the coal industry here and across Appalachia has made it harder to survive on a high school education. Today, just under half the residents over the age of 16 in Perry County, where Hazard sits, are employed; the national average is 63 percent. More than a quarter of the county’s residents are in poverty; the median household income is $45,000, compared to $75,000 nationally.

    Now, spurred by concerns that low levels of college attainment are holding back the southeastern swath of the state, the Kentucky legislature is exploring ways to bring baccalaureate degrees to the region. The leading option calls for turning Hazard’s community and technical college into a standalone institution offering a handful of degrees in high-demand fields, like teaching and nursing.

    The move to expand education here comes as many states are cutting majors at rural colleges and merging rural institutions, blaming funding shortfalls and steadily dwindling enrollments.

    If successful, the new college could bring economic growth to one of the poorest and least educated parts of the country and serve as a model for the thousands of other “educational deserts” scattered across America. Proponents say it has the potential to transform the region and the lives of its battered but resilient residents.

    But the proposal carries significant costs and risks. Building a residence hall alone would cost an estimated $18 million; running the new college would add millions more to the tab. Enrollment might fall short of projections, and the hoped-for jobs might not materialize. And if they didn’t, the newly-educated residents would likely take their degrees elsewhere, deepening the region’s “brain drain.”

    “The hope is that if you build the institution, employers will come,” said Aaron Thompson, president of the Kentucky Council on Postsecondary Education, which has studied the idea on behalf of the legislature. “But it is somewhat of an experiment.”

    Still, Thompson said, it’s an experiment worth exploring.

    “To say you need to move to be prosperous is not a solution, and that’s pretty much been the solution since many of the coal mines disappeared,” he said.

    At the airport in Lexington, Kentucky, there’s a sign greeting passengers that reads, “You’ve landed in one smart city.” Lexington, the sign proclaims, is ranked #11 among larger cities in the share of the population with a bachelor’s degree or higher.

    But drive a couple hours to the southeast, and the picture changes. Only 13 percent of the residents of Perry County over the age of 25 hold a bachelor’s degree or higher, well below the national average of 34 percent.

    Michelle Ritchie-Curtis, the co-principal of Perry County Central High School, said the problem isn’t convincing kids to go to college, it’s keeping them there. Though nearly two-thirds of the county’s high school graduates continue on to college, just over a third of those who enroll in public four-years graduate within six years, compared to close to 60 percent statewide, according to the Council on Postsecondary Education.

    In Hazard, as in many rural places, kids grow up hearing the message that they need to leave to succeed. But many return after a year or two, citing homesickness or the high cost of college, Ritchie-Curtis said. Sometimes, they feel ashamed about abandoning their aspirations. They take off a semester, and it becomes years, she said.

    Those who make it to graduation and leave tend to stay gone, discouraged by the region’s limited job opportunities. This exodus, and the lack of a four-year college nearby, have hampered Hazard’s ability to attract employers who might fill the void left by the decline of coal, said Zach Lawrence, executive director of the Hazard-Perry County Economic Development Alliance.

    Ritchie-Curtis said that having a local option would solve the homesickness problem and could save students money in room and board. It could also help stem the region’s brain drain and alleviate a teaching shortage that has forced the school to hire a growing number of career changers, she added.

    To Jennifer Lindon, the president of Hazard Community and Technical College, “it all boils down to equity.”

    “If we can provide a [four-year] education, and make it affordable, perhaps we can break the cycle of poverty in Southeast Kentucky,” she said.

    Converting Hazard’s two-year college into a four-year institution wasn’t among the options initially considered by the Kentucky General Assembly. When lawmakers asked the state’s Council on Postsecondary Education to study the feasibility of bringing four-year degrees to Southeast Kentucky, it offered three approaches: building a new public university; creating a satellite campus of an existing comprehensive university; or acquiring a private college to convert into a public one.

    But the council concluded in its report that each of those alternatives was “in some way problematic.” A new university would be prohibitively expensive and might fail; a new branch campus could suffer the same enrollment challenges as existing satellites; and acquiring a private college would be legally complicated.

    The council considered the possibility of allowing the community college to offer baccalaureate degrees — something a growing number of states permit — but worried that doing so would lead to “mission creep” and “intense competition” for the state’s dwindling number of high school graduates.

    Instead, the council recommended that the legislature study the idea of making Hazard’s community college a standalone institution offering both technical degrees and a few bachelor’s programs “in line with workforce demand.” Starting small, the council suggested, would allow policymakers and college leaders to gauge student demand before building out baccalaureate offerings.

    That approach makes sense to Sen. Robert Stivers, the president of the Kentucky Senate, and the sponsor of the bill that commissioned the council’s study.

    “I don’t think you can just jump off the cliff into the lake,” he said. “You need to be a little more measured.”

    But Andrew Koricich, executive director of the Alliance for Research on Regional Colleges at Appalachian State University, said the region’s residents deserve a comprehensive college. He likened the limited offerings envisioned by the council to former President George W. Bush’s “soft bigotry of low expectations.”

    “There’s this idea that rural people should be happy they have anything,” he said.

    Koricich pointed to the recent merger of Martin Methodist University, a private religious college, with the University of Tennessee system as proof that the legal hurdles to acquiring a private college aren’t insurmountable.

    But Thompson, the CPE president, said that the private colleges in southeast Kentucky are located too far from most residents and the schools weren’t interested in being acquired, anyway. He argued that while a comprehensive university might be “ideal,” it wasn’t realistic.

    “In an ideal world, I’d be young again with a great back,” he said. “But in reality, I work with what I’ve got. And that’s what we’re doing here.”

    When Stivers was growing up in southeastern Kentucky in the 60’s and 70’s, coal was king. A high school graduate could get a job paying $15 an hour — good money at the time — without ever setting foot in a college classroom, he said.

    With mining jobs so abundant, “there wasn’t a value placed on education,” Stivers recalled.

    Coal production peaked in eastern Kentucky in 1990, and has been on the decline ever since. Today, there are just over 400 individuals employed in coal jobs in Perry County.

    The shrinking of the sector has had ripple effects across Appalachia, hurting industries that support mining and local businesses that cater to its workers. Many residents have migrated to urban centers, seeking work, and once-thriving downtowns have been hollowed out.

    By the middle of the last decade, most of the buildings in downtown Hazard were either empty or occupied by attorneys and banks. The only place to gather was a hole-in-the-wall bar called the Broken Spoke Lounge, recalled Luke Glaser, a city commissioner and assistant principal at Hazard High School. When the Grand Hotel burned down, in 2015, a sense of resignation settled in, Glaser said.

    The region has also been hard hit by opioids, which were aggressively marketed to rural doctors treating miners for injuries and black lung disease. In 2017, Perry County had the highest opioid abuse hospitalization rate in the nation.

    Then, in 2021, and again in 2022, the region suffered severe flooding, which washed away homes and took the lives of almost 50 residents of Southeast Kentucky.

    Yet Hazard is also in the midst of what Glaser calls an “Appalachian Renaissance,” a revival being led by 20- and 30-somethings who have come home or moved to the area in recent years. Though Appalachian Kentucky lost 2.2 percent of its population between 2010 and 2019, Hazard grew by 13 percent.

    A decade ago, a group of long-time residents and young people began meeting with a mission to revitalize Hazard’s main street. The group, which called itself InVision Hazard, hired a downtown coordinator and brought free Wi-Fi and improved signage to the downtown area.

    Over the past four-and-a-half years, close to 70 new businesses have opened within a three-mile radius of downtown, and only eight have closed, according to Betsy Clemons, executive director of the Hazard Perry County Chamber of Commerce. There’s an independent bookstore, an arts alliance that will put on seven full-length productions this year, and a toy store — all run by residents who grew up in Hazard and returned as adults.

    The Grand Hotel, which stood as a burned-out shell for years, has finally been torn down, making way for an outdoor entertainment park with space for food trucks and a portable stage, and plans for live entertainment on Friday nights.

    As the downtown has transformed, collective feelings of apathy and resignation have given way to a new sense of possibility, Glaser said. Brightly colored murals reading “We Can Do This,” and “Together” adorn the sides of two downtown buildings.

    To Mandi Sheffel, the owner of Read Spotted Newt bookstore, the creation of a four-year college feels like a logical next step for a place that was recently dubbed “a hip destination for young people” (a description that both delights and amuses people here).

    “In every college town I’ve been to, there’s a vibe, a pride in the community,” she said.

    These days, Hazard is feeling that pride, too.

    On the vocational campus of Hazard Community and Technical College in February, Jordan Joseph and Austin Cox, recent high school grads, stood alongside a tractor trailer truck, pointing out its parts. In as little as four weeks, they could become commercially licensed truck drivers, a career that pays close to $2,000 a week.

    Both men followed dads and grandads into the profession and said they couldn’t imagine sitting in a classroom for four years after high school. Like the sign on the side of the truck they were working on said, they want to “Get in, Get Out, and Get to Work.”

    Inside one of the campus’ labs, a pair of aspiring electricians said they doubted many local residents would be able to afford a four-year degree.

    “I don’t think you’d get a lot of people,” said Walker Isaacs, one of the students.

    Their skepticism underscores a key risk in creating a four-year college in a place that’s never had one: There’s no guarantee students will enroll. Larger forces — including a looming decline in the number of high school graduates, an improved labor market, and public doubts about the value of higher education — could dampen demand for four-year degrees, forcing the college to either cut costs or seek state funding to cover its losses.

    Recognizing this risk -and the possibility that employers won’t show up, either – the Council declined to give an “unqualified endorsement” of the idea of turning the community college into a four-year institution, saying further study was needed. In February, Sen. Stivers introduced a bill that calls on the council to survey potential students and employers about the idea and to provide more detailed estimates of its potential costs and revenues.

    Converting the college could also cause enrollment to fall at the state’s existing public and private four-years. Eastern Kentucky University, the hardest hit, could lose as many as 250 students in the seventh year after conversion, the council estimated in its report. While the council did not examine the possible effect on private colleges in the region, the president of Union College, Marcia Hawkins, said in a statement that, “Depending on the majors added, such a move could certainly impact enrollment at our southern and eastern Kentucky institutions.”

    But on the main campus of Hazard Community and Technical College, there’s growing excitement about the prospect of the two-year college becoming a four-year.

    Ashley Smith, who is studying to become a registered nurse, said the proposed conversion would make it easier for her to earn the bachelor’s degree she’s always wanted. With three kids at home, she can’t manage an hours-long commute to and from class.

    Another nursing student, Lakyn Bolen, said she’d be more likely to continue her education if she could do so from home. She left Hazard once to finish a four-year degree, and is reluctant to do so again.

    “It’s not fun going away,” Bolen said. “We definitely need more nursing opportunities here.”

    Dylon Baker, assistant vice president of workforce initiatives for Appalachian Regional Healthcare, agrees. His nonprofit, which operates 14 hospitals in Kentucky and West Virginia, has struggled with staffing shortages and spent millions on contract workers. The shortages have forced the system to shutter some beds, reducing access to care in a region with high rates of diabetes, cancer and heart disease.

    “We are taking care of the sickest of the sickest,” Baker said. “We have to give them access to quality healthcare.”

    Hazard’s community college already offers some higher-level degrees, such as nursing, through partnerships with four-year public and private colleges in Kentucky. But most of the programs are online-only, and many students prefer in-person learning, said Deronda Mobelini, chief student affairs officer. Others lack access to broadband internet or can’t afford it.

    If the conversion goes through, the college will continue to offer online baccalaureates and a wide range of certificates and associate degrees, said Lindon, the HCTC president. She envisions a system of “differential tuition” where students seeking four-year degrees would pay less during the first two years of their programs.

    Though the college would still cater to commuters, a residence hall would attract students from a wider area and alleviate a housing shortage made more acute by the recent floods, Lindon said.

    Ultimately, the future of the institution will rest with the Kentucky legislature, which must decide if it wants to spend some of its continuing budget surplus on bringing four-year degrees to an underserved corner of the state.

    But Lindon is already imagining the possibilities, and the Appalachian culture course that she’d make mandatory for students seeking bachelor’s degrees.

    “For too long, we’ve been taught to hide or even be ashamed of where we’re from,” she said. “We want to teach young people to be proud of our Appalachian heritage.”

    BRISTOL, Vt. — The mobile home park in this rural village seemed to be hibernating on a subfreezing, snowy day. But there was evidence of damage from an earlier storm that had brought high winds and freezing rain — another in an unusual number of weather events that have battered this state with flooding and other natural disasters.

    “It looks like they just had to replace some skirting, probably from the storm,” said Chris Ouellette, property manager for a local affordable housing agency that owns the park, pointing at the plywood wrapped around the base of one home shared by several people she said had recently been homeless. “We have a roof that was ripped off a house over there. We’ve had a couple sheds that have been lost.”

    At least one of the residents had started a GoFundMe page to pay for repairs, Ouellette said. “There’s no funding that is designated in any way for mobile home parks,” she said, before trailing off. “So when you have a situation like these storms that continue to keep coming …”

    Now help is arriving from an unexpected source: The University of Vermont, or UVM, the state’s flagship higher education institution, has opened a new center to help rural communities like this one. Among other projects, it has taken on the long-neglected job of finding ways to make this kind of mobile home park more resistant to extreme weather.

    Supporting their neighbors isn’t always a priority for universities and colleges. Even when it is, it often happens so quietly that it isn’t widely noticed.

    “It’s not on the national radar,” said Glenda Gillaspy, dean of the College of Agricultural and Life Sciences at the University of Wisconsin-Madison, which is upgrading and expanding a network of weather and environmental monitoring stations crucial to that state’s farmers and foresters.

    But advocates suggest that such help is one way to counteract crashing public confidence in higher education, a problem that has been worsened by political attacks and self-destructive missteps by even the most elite universities.

    Universities that engage in community outreach “are that middle piece in between what the community needs and this political thing,” Gillaspy said.

    This kind of work pulls faculty, students and researchers away from grand, picturesque campuses with neat grassy quads like UVM’s and into neighborhoods like Bristol’s mobile home park, 30 miles away and a world apart, where people can be surprised to see them.

    “When you’re knocking on people’s doors and saying, ‘Hi, I’m a student from the University of Vermont,’ people would look at you a little perplexed at first,” said Kelly Hamshaw, a research lecturer in the university’s Department of Community Development and Applied Economics, who is working on the disaster resilience project.

    Even before the culture wars and the recent resignations of the presidents of Harvard and the University of Pennsylvania following their performances before a congressional committee and disclosures of plagiarism, Americans’ faith in higher education had dropped more than their confidence in any other institution tracked by the Gallup polling organization, including the presidency, Congress, big business and the criminal justice system.

    “There’s huge mistrust between universities and communities, so there is a whole process of culture shift and rebuilding that needs to happen,” said Sarah McKinley, director of community wealth-building programs for The Democracy Collaborative, which encourages universities to leverage some of their $702 billion a year in direct spending and nearly 4 million employees to boost their neighborhoods.

    Helping solve community problems is a step toward restoring public confidence, she said. “Whether there’s been a conscious articulation or awareness of that within universities, I don’t know, but there is certainly something to it.”

    And not just in rural areas. Through the Greater University Circle Initiative, for example, Case Western Reserve University and several nearby hospitals — more than half of whose neighbors in East Cleveland live in poverty — have agreed to leverage their purchasing power by buying locally and hiring local residents.

    Of 100 urban universities surveyed by the Institute for Advanced Studies in Culture at the University of Virginia, three-quarters included public service as part of their missions.

    Some appear to be acting from self-interest.

    For one thing, universities are increasingly fending off calls to pay more taxes on the property they own and on their endowments. Showing communities that they’re contributing in other ways can help deflect those kinds of demands.

    Some have also been struggling to attract students and faculty to remote places, inner cities and other areas in economic decline by helping to transform them, “rather than put up walls and be surrounded by a sort of deteriorating urban wasteland,” said Democracy Collaborative President Joe Guinan.

    Such interventions can “help stabilize and develop local communities in a way that makes them more attractive places for faculty, for students, to come,” said Guinan. “It’s very much in [universities’] interest to do a thing they should be doing anyway.”

    Colby College in Maine, for instance, is helping to revitalize its surrounding city of Waterville, which was hammered by the closing of several manufacturing plants that provided well-paying jobs. The college built a dorm on the main street to help restore foot traffic to the fading downtown, where it has also seeded $200 million worth of projects including an arts center and boutique hotel.

    “The people we’re attracting have lots of choices about where they can go and where they can live,” said David Greene, Colby’s president. By helping the community stay vibrant, he said, “you have a much better chance of being able to recruit them to your college.”

    Unlike private companies, universities are place-bound, said McKinley. “They aren’t going to pick up and leave. There is that economic stickiness, whether they like it or not.”

    Yet “by no means is higher education doing everything it can,” said Bobbie Laur, president of Campus Compact, a coalition of 500 colleges and universities that have committed to serving their communities. It “has a more critical role than it has ever had to make an impact. We should say that it’s an expectation.”

    Making that sort of an impact isn’t always smooth, however. Parachuting in to offer solutions to communities’ problems — as in, “We’re from the university, and we’re here to help” — can come across as paternalistic, especially in the current political climate, people who do this work acknowledged.

    “A certain amount of humility is absolutely required in almost any of those situations, and universities haven’t been terribly good at humility in the past,” said Kirk Dombrowski, vice president for research and economic development at UVM, who oversees its new Leahy Institute for Rural Partnerships and other community engagement projects.

    “We have names for it, right? The ‘town-gown’ dynamic,” said Dombrowski, a cultural anthropologist. “The university sat on a hill and was full of people with big robes and funny hats.”

    That perception “has always been kind of true,” he said as bundled-up students just outside his window scurried across the campus of historic red-brick buildings. “And it’s also been not true.” Universities like his were started largely to train teachers for the local schools, for instance, and farmers how to use new and more effective techniques.

    Today, Dombrowski said, “Showing that large institutions like this are interested in what’s happening in towns can show goodwill.”

    UVM has branched into a multitude of projects through the Leahy Institute, which is named for former Sen. Patrick Leahy and being funded by the same four-year federal grant that is paying for the outreach in Wisconsin and work at Auburn University in Alabama to support chicken farmers, the forest-products industry and the estimated 210,000 jobs they represent in that state.

    The institute helped the Town Hall Theater in the town of Middlebury to apply for grants to build a $7.5 million addition, for example, researching such things as the economic impact of the arts in the surrounding county and the number of jobs they represent — a complex task the small nonprofit community theater couldn’t have afforded to do on its own.

    “It would have been a tremendous struggle for us to understand what that impact is, or even to have the basic data to be able to craft our narrative,” said Lisa Mitchell, executive director of the theater, which has since raised much of the money that it needs and has begun construction. “This was really game-changing for us.”

    Upstairs in the building, a landmark in the heart of town that dates to 1884, performers were rehearsing for an upcoming musical, “Next to Normal,” accompanied on a piano. Downstairs in a gallery was an exhibition of art by a retired local veterinarian.

    Getting things like free data and statistics might not seem glamorous, but “it’s a wonderful service that we would each have to pay a lot of money for” without the university, said Fred Kenney, executive director of the Addison County Economic Development Corporation, who connected Mitchell with UVM and who also relies on the university for data. “It’s not the only example, but it’s a really useful one.”

    As for what’s in it for UVM, he said in a conference room hung with photos of industrial buildings, maps and a framed invitation to the opening of a microbrewery, the theater’s leaders are “letting a lot of people know that they won some grants” and giving some of the credit to the university. “So the word is getting out.”

    University employees, of course, are also almost always members of the communities around their campuses. That’s how Hamshaw got involved with another project: making recommendations about a local teen center called the Hub, in rural Bristol, where she lives.

    “We intersected on a dog walk actually,” Hamshaw said of the director of the center, Taylor Welch-Plante. The result was a research project conducted largely by students on how Vermont towns are helping and failing their young people.

    “It’s a really great place to kind of get that information in one quick dose,” said Hamshaw of the teen center, in a former bingo hall across a ballfield from the trailer park and filled with musical instruments, TVs, beanbag chairs and other mismatched furniture, board games, an air-hockey table, art supplies and a disco ball. There’s a skate park outside.

    Another benefit: exposing local high school students to their only slightly older college counterparts, helping overcome growing reluctance among rural young people to continue their educations. “The teens can then see the college kids and be, like, ‘Wow, I want to go to college,’ ” Welch-Plante said.

    But more people than teenagers, theater lovers and mobile home park residents should be hearing about these community outreach initiatives, said Emma Spett, engagement initiatives coordinator at the Leahy Institute.

    “I feel like we’re doing a lot of doing and not a lot of telling,” Spett said.

    When a community does see and hear about these good works, it “can completely change the tone” of how the public perceives its local college or university, said Greene, at Colby.

    “Colleges and universities have been losing the trust of the public, and there’s no doubt that a piece of this is that they often seem more apart from their communities than a part of their communities,” Greene said. That “can lead to a real distrust of the institutions — that the institutions are not for me, they’re for someone else.”

    When he first arrived on campus, he said, “I just felt enormous distrust in the community about Colby and how we seemed to ignore the challenges the city was facing. Now we can have discussions in the city that are completely productive, without having that piece that we don’t trust each other.”

    Gillaspy cited the example in Wisconsin of a collaboration with Native Americans by university scientists — one a Native American himself — to return to traditional farming practices while growing particular types of corn.

    Projects like those have several advantages, she said. “There’s economic impact. There’s the exchange of ideas and knowledge. And then there’s the people part of it — that confidence and trust.”

    After its college closes, a rural community fights to keep a path to education open – The Hechinger Report

    FAYETTEVILLE, Ohio — Ghosts populate the campus of Chatfield College.

    They’re in the fading photos on the library walls of students who, over 177 years, attended the college and the boarding school from which it sprang, and of the Ursuline nuns who taught them, in their simple tunics and scapulars.

    Amid seemingly endless acres of tobacco, soybean and wheat farms in a village in southwest Ohio with a population of 241, the now-closed college sits at the end of a narrow entrance road flanked by Bradford pear trees, colorless and bare in the winter gloom. Just about the only traffic on the way is an occasional stray chicken.

    Chatfield has been shut down for a year now, though the buildings and grounds remain so neatly tended that they look as if they’re ready for the students to return. It’s among a fast-growing number of closed colleges in rural America, stripping communities of nearby higher education options to which young people can aspire and eventually go.

    In this case, however, something unusual has happened: The assets left by the defunct college are being used to help at least some local students continue their educations past high school.

    It’s a story that underscores the role played by colleges and universities in rural America, what’s lost when they close and how advocates are trying to keep the proportion of rural high school graduates who go to college from falling even further than it already has.

    “It was a really great starting point for me, and it could have been a starting point for other students,” said Anna Robertson, 23, who attended Chatfield until the end.

    Locals once saw greater potential for the college, which was founded in 1845 as a boarding school by an English-born Ursuline nun named Julia Chatfield. In the early 20th century, it benefited from being close to U.S. 50, a heavily trafficked major east-west route. And in 1971, it evolved into Chatfield College, which conferred two-year associate degrees.

    “It was the heart of the area,” said Amber Saeidi Asl, who grew up next to the campus. She took courses offered by Chatfield through a dual-enrollment program while she was still in high school, and eventually went there.

    Just having a college nearby inspired her to go, she said.

    “The people of the area really wanted a college,” Sister Ellen Doyle, president from 1986 to 1997, said in a video history.

    “A lot of kids that wouldn’t otherwise go to college felt comfortable coming here,” Mary Jacobs, a Chatfield graduate who later worked as its director of finance, said on the video. “If it hadn’t been for this college, a lot of them wouldn’t have attended college at all.”

    But the interstate highway system long ago supplanted U.S. 50. Even the village where the college was located, St. Martin, was dissolved in 2011, when the population had dwindled to 129; the campus was absorbed into Fayetteville.

    Like other small, rural, tuition-dependent and religiously affiliated institutions, Chatfield grew even more imperiled as Americans increasingly questioned the cost and value of postsecondary education. There are only about 80  two-year private, nonprofit colleges left, fewer than half as many as just 30 years ago.

    It’s also in a part of the country that has been among the most acutely affected by a decline in the number of high school graduates and their interest in going to college. The number of students in Ohio’s public high schools slid by 7 percent from 2012 to 2022, and the percentage of them going directly to college fell to 53 percent by 2020, the most recent year for which the figure is available — nearly 10 percentage points below its peak, and well below the national average of 62 percent.

    Even though Chatfield accepted everyone who applied, and charged a comparatively low $14,080 in tuition and fees, it was down to 129 students in its last semester, according to federal data. Nearly half took their classes exclusively online.

    With an annual budget of around $4.5 million, the college lost $373,520 in 2020 and $850,202 in 2021, tax records show.

    So the school announced in the fall of 2022 that it would shut down at the end of that semester, taking 70 jobs with it. It barely made the headlines. But it had joined more than a dozen other private, nonprofit universities and colleges in rural areas or that serve rural students that have closed or announced their closings just since 2020.

    Those include Nebraska Christian College, Marlboro College in Vermont, Holy Family College in Wisconsin, Judson College in Alabama, Ohio Valley and Alderson Broaddus universities in West Virginia, Magdalen College of the Liberal Arts in New Hampshire, Iowa Wesleyan University, Marymount California University, Cazenovia College in New York, Finlandia University in Michigan, Presentation College in South Dakota and Lincoln College, Lincoln Christian University and MacMurray College in Illinois.

    Nearly 13 million Americans now live in places, mostly in the Midwest and Great Plains, where the nearest college or university is beyond a reasonable commute away, the American Council on Education reports. The nearest colleges to the Chatfield campus — a community college and a branch of the University of Cincinnati — are about 45 minutes away.

    “For a lot of college students who are living in rural areas, it’s just not feasible to drive to one of the city universities,” said Robertson.

    Helping overcome those kinds of obstacles is now the purpose of the nonprofit set up with the remaining Chatfield College endowment, which Elmore put at $4 million; the organization also claims the grounds and buildings as assets, valued along with the endowment at $11 million.

    Called the Chatfield Edge, it has provided volunteer mentors, career counseling, assistance with admission and financial aid applications and other help to 21 students, and scholarships of about $1,500 per semester to 19 of them, said David Hesson, director of programs, who was an associate dean at the college.

    It’s not only about getting students to college; the Chatfield Edge will also help with trade school and certificate programs. The target is low-income high school students who would be the first in their families to go to college and students who are older than the traditional age. Robertson, who now is finishing her bachelor’s degree at Asbury University in Kentucky, is among the beneficiaries.

    “We said we don’t have to necessarily provide the education. But we could support them, and we know what that looks like, and we have the scholarship money to cover the gap,” Elmore said.

    Other than Hesson and Elmore, the only employees left are a facilities director and the director of development. They work in the onetime student center. “We’re the whole gang,” said Hesson as he held open the door for some rare visitors. An Ursuline sister, Patricia Homan, has an office in a separate, otherwise empty building, and spends time in the library compiling an archive of the college’s history.

    The small number of students it has helped so far speaks to the challenges faced by the Chatfield Edge and other organizations promoting access to college and other education after high school for young people growing up in rural places.

    “A lot of the kids I knew grew up to do what their parents did,” said Saeidi Asl, who now volunteers as a mentor. “If your parents were farmers, you became a farmer. If your parents were truckers, you became a trucker.”

    That was not the case for Destiny Jones, who also was at Chatfield when it closed. “I didn’t think I was going to do well in the workforce without an education,” Jones said. “I’m a person who needs to be told how to do something.” Plus, “it was going to lead to a higher-paying job.”

    Jones, who is 21, was speaking at a daycare center where she works during breaks to help make money for tuition at Mount Saint Joseph University in Cincinnati, which she now attends on her way to getting a degree in art education and becoming a teacher.

    Going to Chatfield was much easier. “I didn’t feel like I had to stress about not being able to get there,” she said. Now, at Mount Saint Joseph, “I definitely get pretty homesick, especially in the middle of the semester.” As someone who is close to her family, “I didn’t want to be away.”

    Chatfield’s very existence, Jones said, “made people think about college because it was close by.” Still, many of her high school classmates didn’t go. They took “blue-collar jobs, working in restaurants, doing mechanical work, construction — anything they can get their hands on.”

    Rural high school graduates are far less likely to go directly to college than their suburban counterparts, according to the National Student Clearinghouse Research Center — 56 percent, compared to 62 percent, respectively. That’s down substantially in just the last three years.

    A big reason for that is a lack of confidence, said Hesson. “They don’t think they can do it. It’s unknown.” And without a college close by, “you lose accessibility.”

    Rural students who do go to college generally prefer to stay close to home, research shows.

    Robertson, for instance, had never driven on a highway before Chatfield’s closing forced her to transfer to her Kentucky university, nearly two and a half hours away, which has 1,395 undergraduates.

    “She said Asbury is such a big college, and I cracked up, because it’s not,” said April Houk, a Fayetteville resident who is Robertson’s volunteer mentor. “She was kind of like a deer in the headlights.” So Houk sent her a bouquet of flowers and some words of encouragement at the beginning of the school year; two weeks later, Robertson had joined some extracurricular clubs, found a friend to study with and was majoring in equine science with plans to become a veterinarian.

    Still, Robertson said, she misses having a college closer to home, which was also cheaper, since she could commute. Her new life “is a pretty different experience,” she said, “because I’m living away from home for the first time. It’s a much bigger campus. There’s more of a sense of anonymity. It can be a little lonely.”

    Small rural colleges are more supportive, said Homan, the Ursuline nun and archivist, who also went to Chatfield and later worked there and at a tiny branch campus in Cincinnati that has also closed. “I was the cheerleader,” she said. “I found students if they didn’t show up. If they didn’t have bus fare, we would help them with that.”

    Her experience of working in the area “is that the older generation says, ‘I don’t have a college education and I did fine.’ Students aren’t looking for a college education. It is not the aspiration.”

    Many, when they’re older, find they do need one, however. That was the case for Jackie Schmidt, who got her associate degree at Chatfield and went on to a successful career as an office manager and accounting manager before helping start a contract manufacturing company. When she was laid off — “I was 54 and had the rug pulled out from under me” — she found “the jobs I thought I was qualified for required a bachelor’s degree.” But “I was intimidated at this age to be going back to school.”

    Schmidt, now 56, found her way to the Chatfield Edge and with its help enrolled in an online bachelor’s degree program in business administration.

    With rural colleges closing, she said, “I worry because not only for kids just getting out of high school but adults who decide they want to go back to school — what avenues do they have?”

    Chatfield College created a sense of community not only for its students, but for the surrounding township, said Houk, who lives a mile from the campus on a 1,300-acre farm. Her husband’s grandmother worked there as a cook, and Houk went to summer camps at Chatfield and was married in the chapel. “We loved this place,” she said. “It really has a lot of history.”

    She looked around at the all-but-abandoned campus. “It almost makes you emotional — the integrity it brought to the community.” Even though it’s no longer operating, she said, “I still say, ‘I live one mile from Chatfield College at the stop sign.’ It’s sad to have it gone.”

    Without the college, “We lose that educational opportunity and the gifts that these young people have if they were educated,” said Homan, who is now on the board of the Chatfield Edge and Schmidt’s mentor. She, too, looked around the campus. “Oh my gosh, it’s quiet. But it lives on. It does. I know that.”

    Rural Realities: Education, Workforce, and Progress

    More rural residents are graduating from high school, but people in those communities remain less likely than their suburban and urban peers to continue their education. This five-part series from the Rural News Network, made possible with support from Ascendium, explores how institutions and students are meeting their educational needs and the demands of today’s rural workforce.

    ISSAQUENA COUNTY — The kings and queens of the South Delta School District tossed candy and waved at their families as the mid-October parade wound through a small town several miles north of this rural county.

    “There’s no place like homecoming,” read a sign on a colorful “Wizard of Oz”-themed float.

    Homecoming in Issaquena County – the least populated county in Mississippi and one of the smallest in the country — is so popular that locals call it “South Delta University.”

    But there is no college here and no public school. It’s a big reason why many of these kids will have no choice when they grow up but to move away.

    There are few jobs for college graduates in this county blanketed in farm fields of soybeans, cotton and corn. No factories, no hospitals. The median household income of roughly $24,000 is a little more than half the statewide average.

    A single statistic underscores all these factors. Out of the county’s 1,111 residents, just an estimated 42 people aged 25 and older have a bachelor’s degree — meaning Issaquena County’s population has one of the lowest rates of educational attainment in America.

    That’s not because young people from this county aren’t going to college. Many families want them to get a degree — and then leave.

    There’s little appetite or means in Issaquena to change this reality, a product of generations of decisions that favored powerful, largely white land interests over education and jobs. 

    “All my grandkids, they’re going to college,” said Norah Fuller, a Black farm manager, as he watched the football game that Friday night. “I’m going to make sure they’re going to college. Do we want the kids to stay? No. What they gonna stay here for?”

    Unless his grandchildren want to work on a farm, it’s hard to say. Outside of local government and a prison, the primary source of jobs are the farms that have existed since before the Civil War. But these days, the white families who own much of the land in a county that’s 63% Black are hiring less, and they have little incentive to make room for industries or jobs that could bring college-educated people back.

    So the cycle continues: Year after year, more and more people move away, leaving behind fewer reasons for anyone else to stay.

    “Around here, that’s really the only way you’re gonna make money,” said Amber Warren, a 29-year-old mom with an associate degree who after years of applying for jobs finally landed one as a caseworker aide last year making $11 an hour.

    Now she’s searching for a better-paying job outside the Delta.

    Issaquena County is flat, desolate and strikingly more rural than anywhere else in Mississippi.

    Its story began in 1820 when it was ceded by the Choctaw, whose words for “deer river” form “Issaquena.” Wealthy cotton farmers from the East set up plantations. By the eve of the Civil War, a vast majority of the nearly 100 farm operators in Issaquena owned enslaved people, who made up 93% of the county’s population, the highest percentage in Mississippi.

    Reconstruction did little to change this imbalance of power. Agriculture continued to dominate. Mayersville, the county seat, became something of a boom town, replete with hotels and saloons as the area grew to more than 10,000 people.

    Soon politicians, businessmen and planters all over the Delta were vying for a railroad to come through their town, eager for alternatives to the crumbling, unpaved roads.

    Issaquena’s landowners resisted. The county was circumvented.

    Thus began Issaquena’s first major population decline. By 1930, the county had shrunk to less than 6,000 residents. Nearly all the farms were operated by sharecroppers.

    Around this time, Stan Delaney’s grandfather crossed the river from Arkansas to Mayersville and bought land.Delaney grew up on it. He dropped out of the private Sharkey-Issaquena Academy in his senior year to farm.

    Today, his wife and son help him work the family’s roughly 1,150 acres, which are worth about $1 million. One of the county’s 189 farm producers who are white, he rents the land from his mother.

    Delaney wants to see more young people in Issaquena — especially so his 28-year-old son can meet someone. He knows industry could bring that. But he’d never dream of selling the land to make way for it. If his kids didn’t feel the same way, he’d set up a trust so it could never be sold.

    “My dad worked so hard, and my grandfather worked so hard and sacrificed,” he said. “That’s your tradition, that’s just your Southern tradition.”

    The Head Start, opened in 1964, is Issaquena’s sole educational institution. LaSonya Coleman, the center manager, oversees 41 students, just seven from Issaquena, she said.

    Many residents, Black and white, aren’t troubled by Issaquena’s lack of public schools because the population is so small. In rural school districts across the country, consolidation is a common cost-saving measure.

    But the reason why Issaquena has no public schools has little to do with population.

    In 1952, the U.S. Supreme Court took up five cases that signaled it was going to rule on school segregation. Fearing the end of separate-but-equal, white lawmakers in Mississippi in a special session passed a plan to “equalize” the white and Black schools, believing the ruling could be stopped if the state proved it actually funded separate-but-equal facilities equally.

    Instead, the plan threw into relief how unequal school funding really was: Black students received just 13% of education funding around that time, despite making up 57% of the school-age population.

    In Issaquena, which had no white schools, the plan resulted in the shuttering of the school district, making it the first county in the state to not have one of its own. A 1988 newspaper article notes Issaquena’s 13 public schools closed, too.

    Yet Issaquena County has continued to pay taxes to support three public schools – more than $937,000 last year alone – that provide scant economic benefit to the county itself. South Delta is in Sharkey County, the Western Line School District in Washington County and Mississippi Delta Community College, 60 miles away in Moorhead.

    “Having a school district does require college-educated people earning not great salaries, but still college-educated salaries, which helps in terms of property taxes, income taxes, all of the above,” said Toren Ballard, an analyst at Mississippi First, an education policy nonprofit.

    If anyone wanted to bring more jobs to Issaquena County, it’d be tough to do it without talking to George Mahalitc first.

    With more than 9,200 acres, Mahalitc is one of the county’s biggest landowners and, with about 30 workers, one of its major employers.

    He believes Issaquena has no jobs for college graduates, and few for anyone else, because its people don’t want to work, a point of view not uncommon among farmers and landowners.

    “What needs to happen is people need to get off their lazy tails and wanna go to work,” Mahalitc said.

    Still, Mahalitc admits, “Us farmers, we like it like that. We don’t want the big population.”

    Farmers in Issaquena have resisted efforts to develop the land that could bring other industries, even as mechanization means they’re hiring less. And because just 26 farm producers in Issaquena are Black, most of the people protesting development in Issaquena are white.

    In 1990,they foiled plans for a $75 million hazardous waste incinerator. A pair of farmers fiercely opposed it, writing op-eds and sending mailers to every registered voter in the county, The vote was 413-315 against the plant, which would have created 79 permanent jobs and increased local tax revenues by an estimated $2.5 million.

    The county also voted to legalize gambling (the casino went to Vicksburg). Then came along the 376-bed Issaquena County Correctional Facility, which opened in 1997 and brought $1 million to the county tax rolls. Today it is the county’s largest employer. More than 50 people work there, but many are not from Issaquena. It sits across Highway 1 from Mayersville, bordered by Mahalitc’s land.

    County Supervisor Stallard Williams, who represents Mayersville, would like to spend what money the county has on projects to develop Issaquena.

    He wants to attract tourism by preserving the home of former Mayersville Mayor Unita Blackwell, the first Black woman to be elected mayor in the United States.

    The Mississippi River, he says, is Mayersville’s “golden opportunity for economic development,” but the town doesn’t even have a port. He’d like to raise salaries at the prison, which pays a few dollars above minimum wage. Issaquena attracts hundreds of recreational hunters and fishers — but there’s no place for them to buy gas locally.

    So many of his ideas require land to generate taxes and to build on. In recent years, some of the county’s land was bought by the state to create hunting grounds named after former governor Phil Bryant. And much of the land is controlled by farmers.

    “You have to face reality,” Williams said. “If it wasn’t for the farmers, we wouldn’t have anything around here. But the average young person right now, you got a few of them who will work on a farm, but most are gonna leave here.”

    The moms fighting to reclaim their Idaho school district

    PRIEST RIVER, Idaho —The moms seated at the conference table on Election Day were worried. They had good reason: Their poll watchers at voting sites — grange halls on dirt roads, community centers hardly larger than a bungalow— suggested things were not going their way.

    There were no formal exit polls conducted in West Bonner County, where the school district covers 781 square miles over timbered hills and crystalline lakes in the north Idaho panhandle. But Dana Douglas, a fit and forceful blonde sipping on an Americano and a water bottle boosted with electrolytes (she was teaching spin at 6 p.m.) had been poll-watching at Edgemere Grange Hall, and she had her indicator for how voters were casting their ballots: “Anyone who said, ‘Hello, good morning’” was in their camp. “Anyone with a scowl” who would not look her in the eye was in the other.

    “It’s going to be a battle,” she said at the table. Sitting beside her, Candy Turner, a retired elementary school teacher who had brought Ziploc bags of pear slices and dried cranberries for the hours ahead, agreed. “I think we are in trouble based on what I saw.”

    After Election Day, headlines in key locales all around the country spoke of moms fighting extremists in local school board races and winning. But even as some celebrated “flipping” their school boards back, far-right groups like Moms for Liberty remain. As the organization declared in an email blast in which they claimed winning 50 new school board seats: “WE ARE JUST GETTING STARTED!” 

    Some people overlook school board skirmishes, seeing them as trivial. For Turner, Douglas, and many in the West Bonner County School District, they are anything but. It’s not about Democrats versus Republicans (Turner is a registered Democrat; Douglas is “a proud conservative Republican”). It’s about the viability of public education in their community. 

    This is not hyperbole. The national infection facing public schooling—the tug-of-war between education professionals and extremist culture warriors—has brought chaos and damage to West Bonner County. After this past school year ended, the superintendent acknowledged that 31 percent of teachers, counselors, and education leaders left the district, and scores of parents pulled their children, opting for homeschooling, online learning, or enrolling in another district. Buildings are infrequently cleaned; an elementary school principal reported at an October school board meeting that mice were running over children’s feet and hallways smelled of urine. 

    What has happened in West Bonner County offers a warning to public school supporters elsewhere. Douglas, Turner, and others are fighting to restore normalcy to an institution that should not be up for grabs — but is.

    “We’ve been the canary in the coal mine,”Margaret Hall, the current school board chair who faced a far-right challenger, said on the eve of the November election. Hall, a soft-spoken but firm force, has served on the board for eight years, even through chemotherapy treatments for cancer. “What has to happen,” she said, “is people have to wake up and decide, ‘We don’t want someone to come in and tell us what we want. We want to decide ourselves.’”

    Idaho is a conservative state and Bonner County is even more so, with registered Republicans outnumbering Democrats by almost seven to one (statewide it’s closer to five to one). Despite the nation’s bitter party politics, residents of this county have traditionally exercised a neighborly pragmatism in which the kids — or, as Douglas prefers, “our babies” — come first.

    People filled in the gaps when it came to local needs, from sending groceries home with some children over weekends to teachers helping students brush their teeth or spending extra hours with struggling readers. But that spirit is now being tested by extremists who see a soft target in a stressed school district. Suddenly, the far-right’s anti-public-education catchphrases blared regularly on the national stage have become wedged into the local lexicon.

    For example, “transgenderism” (described by one candidate as “boys in girls bathrooms, boys in girls sports, ‘gender-affirming care,’ and related absurdities”) became a top issue in this November’s school board race. One candidate for reelection, Troy Reinbold, a nonchalant figure who has attended meetings in cutoff shorts and exited mid-agenda without explanation, touted his work on “the strongest transgender policy in Idaho schools” and opposition to “social emotional learning,” which he called “a precursor to critical race theory.”

    Hall, for her part, abstained in an August vote on a school district policy that would require teachers and staff to “refer to students by their biological sex” and students to use bathrooms and locker rooms corresponding to their genders assigned at birth, along with bar transgender girls from girls’ sports teams. She said it was confusing, poorly written, and not vetted by the board’s legal counsel (instead it was reviewed by the anti-LGBTQ Christian legal advocacy group, Alliance Defending Freedom). Hall’s campaign signs were later tagged with rainbow stickers. The policy ended up passing 4-0.

    How a place that had long treated differences with a live-and-let-live ethos adopted the intolerant tone of national politics is anyone’s guess. Some blame an influx of newcomers. Bonner County, like the rest of Idaho, is growing, and over the past decade, the tally of registered voters has risen almost 50 percent to nearly 32,000. 

    But who they are and why some of them don’t support public education is a more complicated question. It’s possible that Idaho’s lax COVID-19 rules lured extremists, survivalists, and those lacking a communal impulse. There’s also a broader arc at play in a state economy that’s forced people to shift from work in local sawmills to commuter jobs that get them home later and leave them reliant on others to keep civic life running — a common pattern in 21st-century America. But Priest River, where the district is headquartered, is close-knit, populated by descendants of the six Naccarato brothers, who came from Italy to build the Great Northern Railroad in the late 1800s and stayed. That includes many mom organizers like Candy Naccarato Turner.

    Priest River police chief Drew McLain dates the start of recent drama to the school board vote to rescind the English Language Arts curriculum from the well-established education publisher McGraw Hill. It had been swiftly and unanimously approved in June 2022 and was delivered to replace the curriculum that was out of print. But far-right activists objected, complaining that it included aspects of social emotional learning. Such instruction — on skills like “self-confidence, problem-solving, and pro-social behavior,” as McGraw Hill described the curriculum on its website — is a bugaboo for conservative ideologues. And on August 24 of last year, with one member missing, the board voted 3-1 to return the texts to the publisher. 

    The decision got the attention of moms like Douglas, Turner, and others. Whitney Hutchins, a new mother who graduated from West Bonner County schools in 2010 and whose family has operated a resort on Priest Lake for generations, started attending school board meetings. Ditto for Jessica Rogers, a mom of three daughters who had served on the curriculum committee and was upset by the reversal. Others, too, wondered what was happening.

    After all, for years the meetings had been quiet affairs at the district’s storefront office on Main Street in a room with aged wood floors, folding chairs and tables, and a capacity of 34. By late 2022, such serenity was a thing of the past. People started lining up three to four hours in advance, which McLain said forced him to close Main Street for safety. Quickly, the gatherings got more and more unruly. First, McLain sent one officer, then several. At times, he called on the sheriff for backup. 

    Things escalated even further when Jackie Branum, who was hired as superintendent in the summer of 2022, proposed a supplemental levy, which sets a chosen amount as property tax to support local schools’ operating costs, and a four-day school week to address financial issues — then abruptly resigned. The board approved the shorter week, angering many parents. Then it appointed Susie Luckey, a popular elementary school principal, as interim superintendent until June. By May, the board had put a levy before voters that would provide roughly one-third of the district’s budget.

    Supplemental levies in Idaho, which ranks 50th nationally in public school funding, had long been used for capital projects and are now essential for operations. But residents suddenly sorted into “for” and “against” factions. Signs sprouted along rural roads; arguments raged on Facebook. The levy failed by 105 votes out of 3,295 cast. Parents expressed concern at a public meeting that the district would cut sports and extracurricular activities; some worried about teacher retention. Not to mention: The district still had no permanent superintendent.

    In a swift but puzzling process, the school board eventually announced two finalists for superintendent. One was Luckey. The other was a far-right former elected politician who worked for the Idaho Freedom Foundation by the name of Branden Durst. Durst was an unusual choice given his lack of school experience and the IFF’s hostility to public education. (In 2019, the president of the IFF called public schools “the most virulent form of socialism (and indoctrination thereto) in America today,” adding, “I don’t think government should be in the education business.”) 

    Then again, it wasn’t Durst’s first go-around: In 2022, the Democrat turned Republican ran for state superintendent of public instruction. He lost the GOP primary but in Bonner County beat his two challengers with 60 percent of the vote. Among the donors to his campaign were IFF leaders and a local resident who had opposed the McGraw Hill curriculum.

    It is unclear how Durst, an abrasive outsider from 420 miles south in Boise, was so quickly ushered into contention. Jim Jones, former Idaho attorney general and a former justice of the Idaho Supreme Court, points to the IFF. He said the organization aims to “discredit and dismantle” public schools throughout the state, “starting with West Bonner County School District.”

    Jones also credits the IFF for helping extremists Keith Rutledge and Susan Brown get elected to the West Bonner County School Board in November 2021 in a low-turnout race. It was a pivotal election — but people didn’t realize it then. In hindsight, Douglas said residents “got lazy and complacent and we didn’t get to the polls and put people in the district that valued public education.” 

    By early 2023, Rutledge and Brown — along with Reinbold, who revealed himself as a fellow extremist — had become a majority voting bloc on the five-person school board. Hall, the school board chair who works on climate change mitigation and who readily references the Idaho education code, and Carlyn Barton, a mother and teacher who describes herself as a “common sense constitutional conservative,” were at odds with the other three. 

    Durst’s candidacy earlier this year turned up the heat on divisions both on the board and in the community. School board meetings were packed. Militia started showing up. And while the Second Amendment is cherished in Idaho, residents were alarmed to find men donned in khaki with walkie-talkies — and presumably guns — present for conversations on children’s education.

    “The militia should not be at school board meetings,” argued McLain, the police chief who claimed that one grandfather “was so pissed at the militia” that he arrived drunk with a rifle. “It’s been frustrating,” he added. “If you told me I had the choice of a school board meeting or a bank robbery, I would be way less stressed going to the bank robbery.”

    Following multiple contentious meetings with Hall and Barton, who pressed board members to reconsider Durst’s candidacy, in late June, he was selected by a 3-2 vote. After his hiring was finalized, Barton charged that “the direction of our board has turned into a fascist dictatorship with an agenda which is far from our conservative point of view.” 

    From the moment he slid into the superintendent’s maroon Naugahyde-upholstered chair in the West Bonner County School District office, Durst seemed to relish his position of power. There was serious work to do — like negotiating a teacher contract — but he appeared far more interested in burnishing his reputation, describing his takeover as “a pilot” that others could learn from.

    This was a chance, he told me in multiple interviews, to use the district to test his “ideas that are frankly unorthodox in education,” including some rooted in his Christian values. He wanted intelligent design taught alongside evolution in biology classes. He was working to have a Christian university offer an Old Testament course to high school students at a Baptist church near their school. He hoped the district would adopt curricula developed by the Christian conservative college Hillsdale in Michigan.

    Durst also cast himself as a model for how non-educators could take charge of a school district. He boasted that national far-right figures were in touch and encouraged him not to “screw this up.” As he put it, “I broke into the club. I got a superintendency without having to go through the traditional process of doing it.” Indeed, he had not been a school principal, administrator, or classroom teacher.

    That lack of process was a major problem for the state Board of Education, which in August gave the district notice it was not in compliance with Idaho law, a determination that jeopardized tax dollars critical for funding the schools. A letter sent to Rutledge, the chair at the time, cited budget irregularities, missed school bus inspections, concerns about discipline rates of special education students, and the failure to file forms to access federal funds. But the main issue, the state’s board said, was the district’s “decision to employ a non-certified individual as superintendent.” Durst had sought emergency certification but was rebuffed by the state.

    All of the uncertainty and division grew so dire that teachers found themselves struggling to carry on, leaving many no choice but to give notice. “It breaks my heart that I had to leave,” Steph Eldore, a fixture at Priest Lake Elementary School for 26 years, told me over tears in late August. With her daughter starting high school, Eldore and her husband, Ken, who had been director of facilities and capital improvements for 16 years, quit the district, finding jobs and enrolling their daughter elsewhere.

    By the end of summer, 27 teachers had retired or resigned, along with 19 other staff members, including the director of special education, a school principal, and three counselors. Families followed. By fall, school district enrollment was down to 1,005 students, 100 less than projected. Even McLain, the police chief, had rented a place in Sandpoint, about half an hour from Priest River, and enrolled his two high school–aged children there. “We call ourselves the Priest River refugees,” he said. SergeantChris Davis, the district’s school resource officer, similarly said his daughter has opted to finish high school online. All in all, the Lake Pend Oreille School District in Sandpoint, whose permanent levy offers steady funding, reported 43 student transfers from West Bonner County School District.

    Others, of course, remained. As the school year began, the West Bonner County School District 83 (“Strive for Greatness”) Facebook page was active with notices of cross-country races, soccer games, and picture day. But behind the sheen of normalcy were problems. A shortage of bus drivers led the district to cancel or combine routes. Many students’ commute times doubled, upsetting parents whose young children got home after dark, while other students had no bus transportation at all. There were also issues with school cleanliness. Kylie Hoepfer, a mom of a fourth grader, took on cleaning mouse turds on the bleachers at her daughter’s volleyball game. “I had heard about the mice problem but sweeping it all up was pretty gross,” she recalled.

    The biggest hurt for families, however, was the loss of seasoned teachers. The district hired new ones, but a number of them soon quit. Trinity Duquette, a 1997 graduate of the high school, said her 8th-grade daughter “is on her third language arts teacher this year,” each with different styles and expectations. “They have been assigned essays and had a turnover in the midst of the assignment.” 

    For Paul and Jessica Turco, who built strong bonds with their son’s special education teachers who have since left the district, the loss “was like breaking up a family.” They said it was weeks into the school year before the new teachers read their son’s Individualized Education Program, the written plan outlining his learning needs. “It was like he was starting from the very beginning rather than a stepping stone from where he left off the prior year,” said Jessica. And it’s showing. “We have been dealing with constant outbursts,” she added, and “when he comes home from school, he doesn’t want to talk about his day.”

    While watching the disruption, Hutchins, the new mom whose soft features belie a fierce frankness, made a decision: She and her husband were moving to Spokane, Washington. “I’m not going to raise my daughter here,” she said, curling into a leather chair at her family’s resort. Hutchins’s brother is gay. Watching his experience in school had been painful, and the hostility toward LGBTQ+ students seemed to be growing worse. “This is horrible to say,” Hutchins said after Durst’s hiring, “but the right-wing extremists, they are taking over our community.” 

    She wasn’t the only one thinking that — but not everyone was in a position to leave. Rogers, the mom of three who was on the curriculum committee, and her husband had recently built a home with sweeping views of Chase Lake. There was no moving away. So, she got involved at the school, first as a volunteer, then as a paraprofessional, and, more recently, teaching technology. Initially, she hadn’t wanted to get political, but soon, it no longer felt like a choice.

    Back in late 2022, after the school board rescinded the McGraw Hill curriculum and voted for a four-day week, parents like Paul and Jessica Turco reached out to Turner, the retired elementary school teacher, who dialed up Douglas, the Election Day poll-watcher. “I called Dana and said, ‘The kids want some help,’” Turner recalled.

    Although Douglas grew up over the state line in Newport, Washington, she married her high school sweetheart from Priest River and now bled Spartan orange. They had built a thriving family business, sent two children through the local schools, and had grandchildren enrolled. She understood that what she saw happening was at odds with what she stood for.  

    “I am a Republican. I am a Christian conservative,” said Douglas. “But I am 100 percent pro–public education, and I am pro–every child, and I will do anything for this community to embrace everyone and to love everyone.”

    She, Turner, and others, including Hutchins, Rogers, and the Turcos, began meeting. How to take back the district? It started with the school board and, said Douglas, included a notion that should seem obvious: “getting people who value public education” to serve. 

    By the summer of 2023, they had collected signatures for a recall vote of Rutledge and Brown, the board’s chair and vice chair respectively. The group’s slogan—“Recall, Replace, Rebuild” — blossomed on signs in downtown storefronts, in yards, and banners posted in fields. The group collected endorsements, video testimonials, and built a website. By the time they were days out from the August 29 vote, their numbers had swelled. Over 125 people gathered in the wood-beamed great room at the Priest Lake Event Center for what was part rally, part check-in: Who could pick up “WBCSD Strong” T-shirts? Who would hold signs at key spots ahead of the vote?

    Recalls usually fail. But in West Bonner County, the result was resounding. With a 60.9 percent turnout, Rutledge and Brown were recalled by a wide margin. But then, after the election but before votes were officially certified, Rutledge and Brown posted notice of a board meeting for Friday, September 1, at 5 p.m., just before Labor Day weekend. The top agenda items — “Dissolve Current Board of Trustees” and “Turn Meeting Over to the Superintendent”— raised alarms. 

    “I read the agenda and I was irate,” said Katie Elsaesser, a mom of two and a lawyer whose office is near the school district office. “I immediately started calling people.” She texted her husband that she would miss their son’s soccer game, then drafted a complaint, finishing at 2 a.m. In the morning, she drove to the district court in Sandpoint. One hour and fifteen minutes before the meeting was to take place, Elsaesser got a ruling to halt it. McLain delivered the news to the crowd in the high school cafeteria. “You would think I scored a touchdown,” he said.

    In another strange twist after the recall, the board could not hold several meetings because Reinbold failed to show. Without a quorum, which required three present members, business halted. Finally, after a former school board chair alerted county officials, the sheriff agreed to investigate. Reinbold reappeared, and in mid-October, the board finally filled the vacant seats with two people who supported the recall.

    With his options running thin, on September 25, 2023, Durst announced plans for “an amicable and fair exit.” For the fourth time in less than two years — since a longtime superintendent retired in June 2022 — the district was again seeking a new leader. Hall reached out to Joseph Kren, a former principal at the high school who had also served as superintendent in a nearby district. Kren was enjoying retirement—he got Hall’s call at 9:30 p.m. before he was to wake at 3:30 a.m. to go elk hunting. He would agree to a 90-day contract (the four-day week means it runs through March). 

    His appointment was greeted with relief. Kren, a serious-faced former wrestler, is religious but not ideological. On the sixth day of his new job, occupying the same spot Durst had just vacated, Kren showed me the silver-colored crucifix he had hung above his desk. Kren was clear that his faith “has guided [him]” but has “never gotten in the way.”

    Growing up with a brother who was deaf, Kren said, has made him attuned to matters of inclusion and accommodation, which he called “a legal and moral responsibility.” His only agenda was to put things right. By Thanksgiving, he told me, the district had corrected state compliance issues, and he was working to add bus drivers. With so many turnovers, he acknowledged “disruptions can and do occur.” But his plan, he said, was steady: to “roll up [his] sleeves and work alongside” staff and to make “firm, consistent, morally sound decisions based in fact and the law.”  

    The November 2023 election would be pivotal. With the two school board replacements set — picked by the recall supporters who lived in the two school zones that had been represented by Rutledge and Brown — the other three zones’ seats were on the ballot. The pro-recall crowd wanted to boot Reinbold and reelect Hall and Barton. The election, in essence, would decide which side had a majority.

    But each had challengers. Hall faced Alan Galloway, a sharp-jawed army veteran and cattle rancher who opposed “transgenderism,” efforts “to impose the outlawed teaching of CRT through SEL or any other ‘trojan horse’ scheme,” and a levy. He circulated a controversial letter with inflammatory claims, including that Hall had “failed our children by delaying action related to bullying, dress codes and Pornography within our schools.” 

    Barton faced Kathy Nash, who had pushed to rescind the curriculum, was treasurer of the Bonner County Republican Central Committee, and connected to far-right figures at the state level.     In other words, there were teams. Jim Kelly, Nash’s campaign manager, said Nash would bring scrutiny to school finances — and provide representation to those wounded by the recall. Kelly told me, “The big concern for Kathy, and for a lot of us, is that the school board is going to be 100 percent lopsided,” if the candidates he backed, whom many would consider far-right, were not elected. “People are objecting that there will not be a conservative voice.”

    And yet, Nash’s opponent, Barton, was a conservative Christian. As was Reinbold’s challenger, Elizabeth Glazier, whose website described her as a “Proud Republican & Conservative Christian” who opposed the four-day week and the hiring of Durst. The race was not conservatives against liberals or Republicans against Democrats. It was, as locals told me, a referendum casting those who cared that students had books, buses, and teachers with a decent wage, against those who embraced extremist rhetoric.

    At various polling places on Election Day, far-right campaign volunteers were overheard promising that Nash and Reinbold would keep boys out of girls’ bathrooms. 

    For parents who rely on the public schools, this kind of allegation was maddening. “It’s just paranoid bull honkey,” said Jacob Sateren, a father of eight (six in the schools). We met at a coffee shop across from the junior high on Election Day shortly after he had voted. Sateren, who’d turned a challenging childhood into a successful adulthood building pole barns, laughs when people call him “a woke liberal.” (His Facebook profile features an American flag emblazoned with the Second Amendment, he pointed out.)

    He finds charges that schools are “indoctrinating” children absurd. “I haven’t had any of my kids come home and talk about any crazy weird stuff. And even if they did, if you are an involved parent, it doesn’t really matter. If teachers at the school are teaching my kids something I disagree with, it’s my job to be paying enough attention to catch it,” he said. “I don’t know why people get worked up. There is always going to be stuff you disagree with.” 

    On the day before the vote, under steady rainfall, Hutchins, Rogers, and another volunteer placed signs along Route 57 across from Priest Lake Elementary School, a polling station. Rogers’s youngest daughter skipped while twirling a child-sized umbrella. “A lot of people are very confident of Margy winning — we are not,” said Rogers, referring to Hall by her nickname. 

    There was good reason for concern. In the end, Hall did best Galloway by a 60-40 margin. But as Douglas and Turner had feared, Nash defeated Barton, and Reinbold won over Glazier. Retaking the district would not be quick or easy. Yet having a majority on the board offered relief. “We can rebuild,” said Douglas.

    Hall, however, was concerned about the division that had eroded support for public education in the first place. The question on her mind was how to bring calm. On the eve of the election, she had made a soup with red lentils, ginger, and coconut milk, which she ladled into small ceramic bowls. As she sat at her dining table talking and eating, she rose periodically to let her dog, Cinco, outdoors, accompanying him with a flashlight. Because of a defect at birth, he now has only three legs; there were cougars and a pride of mountain lions in the dark woods. 

    Between trips, she shared her idea of creating random seating assignments at the round tables in the high school cafeteria where school board meetings were now held, a strategy for encouraging residents on each side to sit together and actually converse. “How tired are people of the fighting and name-calling and bashing?” There was much work to do — a new levy needed, a curriculum people agreed on, teacher contracts, luring families back — but she told me it started with “trying to work as a team, to balance perspectives.”  

    The day after the election, with the reality of the mixed board clear, Hall offered a sober assessment. “My work,” she said, “is definitely cut out for me.”

    Next year will mark seven decades since the U.S. Supreme Court declared racially segregated public schools to be unconstitutional. Even the current Supreme Court’s conservatives have embraced that Brown vs. Board of Education decision.

    Yet, 70 years after Brown, a key obstacle to racial equality in education continues to be white resistance to racial integration and to adequate funding for the education of Black and Latino children.

    In the 1950s and 1960s, white resistance took the form of a revolt against integration and busing.

    Private “white academies” — also known as segregation academies — sprang up to preserve the advantages held by the previously white-only public schools.

    Today, one form of ongoing resistance is what scholars label “hoarding opportunities.” By using zoning and districting to create and perpetuate overwhelmingly white spaces and declining to share resources with Black and Latino children, white Americans limit the reach of integration and perpetuate inequality.

    Not surprisingly, in 2022, the Government Accountability Office declared that school segregation continues unabated. The agency reported that even as the nation’s student population has diversified, 43 percent of its schools are segregated, and 18.5 million students, more than one-third of all the students in the country, are enrolled in highly segregated schools (75 percent or more of the students identify as a single race or ethnicity).

    The Midwest — with 59 percent of all schools classified as segregated — is the leader in segregation.

    The same GAO study showed that when new school districts are formed, they tend to be far more racially homogeneous than the districts they replace.

    A key obstacle to racial equality in education continues to be white resistance.

    Direct evidence of white resistance to racial equity in education can be seen in a survey experiment my co-authors and I conducted in 2021 that closely replicated findings from earlier periods. The study shows that white Americans continue to be reluctant to support increased funding for schools for Black children.

    In our experiment, 552 white Americans were randomly assigned to one of two groups. The first group was asked: “Do you favor or oppose expanding funding for pre-kindergarten programs so that it is available for poor children nationwide? The $24 billion a year cost would be paid for by higher taxes.”

    The second group was asked the same question, except that “poor children” was replaced by “poor Black children.”

    About 75 percent of respondents in the first group said they favor spending tax dollars for such a program. However, in the group asked about “poor Black children,” just 68 percent were in favor. This is a significant gap in support.

    The experiment suggests that among white Americans, support for public education funding for poor children is robust. But less so for poor Black children.

    White resistance to desegregation and school funding for Black students has severe consequences for racial equality and the economy.

    Research published this month shows that Black students who attended Southern desegregated schools in the 1950s, 1960s and 1970s experienced positive lifelong cognitive effects.

    And data from the U.S. Department of Education still shows “substantial” racial gaps in reading and math competencies, high school graduation rates and, inevitably, college entry.

    A recent Brookings report estimated that if the racial gap in education and employment had been eliminated, the U.S. GDP from 1990 to 2019 would have been $22.9 trillion larger. This would benefit us all.

    The great promise of Brown was one of equal access to high-quality education. The hope was that income and other social disparities among white, Black and Latino people would dissipate over time. White resistance contributed to America not keeping this promise.

    Policymakers, funders and education advocates must overcome white resistance to strengthen support for programs geared toward Black and Latino children.

    This will help America’s quest to fulfill the promise of Brown. It’s time.

    As our country continues to struggle with historic teacher shortages, we ought to consider an untapped pool of aspiring teachers: Young immigrants who want to become educators.

    They can connect with other newcomers by sharing their stories and serving as role models, like the ones I had when I arrived in Queens from Ecuador at the age of 14.

    The bustling pace of rush-hour commuters, the tangled mix of languages and the loud rhythm of a sleepless city disoriented me for months.

    Thanks to Mr. Bello, my supportive math teacher at Newcomers High School in Queens, I was able to quiet the cacophony with the anonymity of numbers.

    Mr. Bello taught me much more than trigonometry and geometry. He taught me about probability, and helped me see that I could succeed as an undocumented student despite the uncertainty of my status.

    Mr. Bello, himself an immigrant from the Dominican Republic, helped me build confidence in my potential, which allowed me to face a higher education and workforce system that systemically shuts doors to undocumented immigrants.

    Another teacher, Mr. Palau, an immigrant from Paraguay, patiently guided me through my college application process. He made sure I understood that I was eligible for the in-state tuition rate despite my undocumented status.

    Eventually, I qualified for the Deferred Action for Childhood Arrivals (DACA) program. That allowed me to get a work permit and pursue a career in the immigration research field.

    Today, I am the project director at the Initiative on Immigration and Education at the City University of New York (also known as CUNY-IIE), which produces research and resources that center the strengths of immigrant communities.

    In this role, I see firsthand the importance and urgent need in our schools for more teachers like Mr. Bello and Mr. Palau.

    Congress’s inability to pass any kind of immigration reform that would help undocumented immigrants become teachers makes easing the path of immigrants into educator roles a tough ask, especially as the 11-year-old DACA program is in peril of being eliminated for good by judicial decree.

    Currently, immigrant educators may be granted work permits only if they qualify for DACA or Temporary Protected Status (TPS), which has been extended to people from 16 countries. State and local lawmakers and policymakers can and should be creative in expanding options.

    The situation is urgent. According to New York Gov. Kathy Hochul, the state needs to hire 180,000 new teachers over the next decade to keep up with the demands of the workforce. Enrollment in New York State’s teacher education programs has declined by 53 percent since 2009.

    Congress’s inability to pass any kind of immigration reform that would help undocumented immigrants become teachers makes easing the path of immigrants into educator roles a tough ask.

    Most disconcerting for our newest students: There is a significant shortage of bilingual teachers. In 2022-23, approximately 134,000 students who were enrolled in New York City’s public schools identified as English Language Learners, yet the United Federation of Teachers reported that the school system had fewer than 3,000 certified bilingual educators.

    This shortage intersects with a political and social upheaval in the city. Since April 2022, New York has received more than 116,000 asylum seekers, including approximately 20,000 children who have now entered the public school system.

    The majority of these students are from Latin America and the Caribbean and speak languages other than English.

    Bilingual education is considered the best approach for immigrant students, according to Tatyana Kleyn, professor of Bilingual Education & TESOL at The City College of New York. Kleyn favors bilingual education because it allows students to continue learning in their home language while they also learn English.

    For all New York teachers, an initial certification is valid for just five years. From there, they are expected to get a professional teaching certificate. For a while, DACA beneficiaries were not eligible for professional certification.

    In 2016, the New York State Education Department began to allow undocumented students who are DACA beneficiaries to get professional teaching certificates.

    Last year, the state expanded that guidance, allowing undocumented students without a social security number (and who are not DACA holders) to do fieldwork in certain schools and obtain initial certification.

    These are two steps in the right direction.

    However, undocumented educators who are not DACA holders can’t make use of their education degree and initial certification because they do not have access to work permits.

    In addition, some undocumented immigrants just missed the cutoff for DACA or have not been allowed to apply due to the litigation battles about the program.

    Our working group, UndocuEdu, produced a report in 2021 titled “The State of Undocumented Educators in New York” that outlines the challenges undocumented educators face navigating teacher education programs.

    One suggestion in the report is to eliminate testing fees for NYS certification exams for those in financial need.

    Another recommendation is for policymakers to create municipal or state exceptions so that our city’s schools can hire educators who have training and certification but lack a work permit.

    State legislators and advocates in New York are already discussing the creation of municipal work permits for recently arrived asylum-seekers.

    We urge the city and state to embrace these types of solutions and find others to address the current educational need. It’s time to give more opportunities to a group of trained educators who are already in our communities.

    Now more than ever, we need to expand our teaching pool for students who urgently need help. Undocumented teachers can become the Mr. Bellos and Mr. Palaus that every immigrant student deserves.

    Boosting computer science access for Native students

    After an elder passed away recently in their community, the students at Dzantik’i Heeni Middle School in Dzántik’i Héeni, the Tlingit name for Juneau, Alaska, got to work creating a special gift.

    Using skills they’d learned in their computer science lessons, the students designed a traditional button blanket on a laser cutting machine. “They found a meaningful way to apply all of that skill and knowledge that they have learned and in such a way that it was authentic,” said Luke Fortier, the school librarian and math teacher.

    Fortier’s school participates in a program operated by the American Indian Science and Engineering Society to expand access to computer science and science, technology engineering and math, or STEM, among Native American, Alaska Native and Pacific Islander students. The program trains educators at K-12 schools whose students include Native children on different ways they can introduce young people to programming, robotics and coding.

    But computer science lessons like the ones at Dzantik’i Heeni Middle School are relatively rare. Despite calls from major employers and education leaders to expand K-12 computer science instruction in response to the workforce’s increasing reliance on digital technology, access to the subject remains low — particularly for Native American students. 

    Only 67 percent of Native American students attend a school that offers a computer science course, the lowest percentage of any demographic group, according to a new study from the nonprofit Code.org. A recent report from the Kapor Foundation and the American Indian Science and Engineering Society, or AISES, takes a deep look at why Native students’ access to computer and technology courses in K-12 is so low, and examines the consequences.

    Director of “seeding innovation” at the Kapor Foundation and report coauthor Frieda McAlear, who is Native Alaskan of the Inupiaq tribe, said the study “forefronts the context of the violence of centuries of colonization and its continuing impacts on Native people and tribal communities as the driver of disparities in Native representation in tech and computing.” 

    Schools serving higher proportions of Native students are more likely to be small institutions that lack space, funding and teachers trained in computer science, according to the report. In addition, many Native students attend schools that may lack the hardware, software and high-speed internet needed for these classes.

    Even when the instruction is available, courses often lack cultural relevance that would allow Native students to authentically engage with the material, the report says.

    Given the history of settler colonialism and the use of Native boarding schools that sought to erase Native identity, making sure that students’ tribal knowledge and traditions are celebrated and integrated into the curriculum will allow students to succeed, the report’s authors say.

    “For Native young people and Native professionals to be excluded systematically from the computing and tech ecosystem, it really means that they don’t have access both to the wealth generation possibilities of tech careers, but also access to creating technology tools and applications that can support the continual thriving and growth of cultural and language revitalization in our tribal communities,” McAlear said.

    The situation isn’t much better at the post-secondary level, according to report co-author and director of research and career support for AISES, Tiffany Smith, a citizen of the Cherokee Nation and a descendant of the Muscogee (Creek) Nation. Since 2020, Native student enrollment in computer science courses has declined at most two-year and four-year institutions, she said, even as more students overall have received degrees in the subject. Part of the reason is that Native students don’t necessarily see a place for themselves and their culture in tech classes and spaces at predominantly white institutions, Smith said.

    But the relatively few Native students who do graduate with these degrees are making significant contributions to their communities, according to Smith. She noted that graduates are using their computer science knowledge and emerging technologies to help revitalize Native languages and alleviate other issues tribal nation communities face, including climate change, biases in data collection and poverty. 

    Because tribal nations are at the forefront of job growth and development in their communities, they “should be considered critical partners in the future of the technology sector,” the report’s authors write.

    The report calls for more investment in training Native educators to teach computer science and related fields, and integrating Indigenous culture, traditions and languages into those classes.

    A 4-year-old program run jointly by the Kapor Foundation and AISES, for example, partners with school districts and Native-serving schools to develop tribe-specific culturally relevant computer science curriculum. That instruction doesn’t only happen in computer science class, said McAlear. The program’s staff work with schools to develop project-based, culturally relevant computer science lessons that are woven into other classes including science, language and history.

    In Fortier’s district, students in science classes were recently tasked with using robots to code the life cycle of a salmon. Through that activity they gained knowledge of their local tribal economies while being introduced to new tech, he said.

    Before the pandemic, Fortier’s school had eliminated some computer science and technology courses due to budget cuts. But with federal Covid relief funding, along with grants from Sealaska Heritage Institute, a nonprofit arm of a regional Native corporation, and programmatic support from AISES, the school was able to restore some of that instruction.*

    Fortier said he believes these courses are essential for his students — not necessarily because they’ll have to learn all the latest cutting-edge technology for their future careers, but so they can use contemporary methods to share Native practices, knowledge and skills with the wider community.

    “We can learn a lot from the elders in the traditional knowledge,” he said. “But our kids need to apply it in a new, modern, meaningful way. They need to be able to communicate to and within the world.”

    OPINION: Historically underserved school districts in Mississippi were hit hard in the pandemic and need immediate help   – The Hechinger Report

    In the heart of the Deep South, Mississippi has wrestled with enduring educational disparities, a profoundly rooted challenge passed down through generations.

    The pandemic exacerbated preexisting funding inequities for high-need, under-resourced school districts, a longstanding challenge for the Magnolia State. Evidence of this persistent struggle is the distressing fact that 32 school districts remain under federal desegregation orders.

    To delve deeper into how chronically under-resourced schools fared during the pandemic, the Mississippi Center for Justice (MCJ) spent over a year conducting parent focus groups and examining educational testing data in 12 predominantly Black and economically disadvantaged communities in the rural Delta, the northwestern section of the state, one of the poorest regions in the U.S.

    Sadly, what we discovered was not surprising. Mississippi’s past, marked by a legacy of racial segregation and educational inequality, continues to cast a long shadow on its present and future.

    Our extensive work at MCJ culminated in a report that showcased an unsettling reality: Affordability and availability are formidable barriers to internet access, while reading and math proficiency rates are significantly below the state averages in grades 3-8. In addition, special education programs and staff remain woefully under-resourced, while access to mental health professionals and support is often limited or, in some cases, entirely nonexistent. Past excuses by the state to avoid addressing these disparities are no longer acceptable.

    It is past time for lawmakers to make education in Mississippi a priority for all students.

    These issues, among others, further widen the chasm between the haves and have-nots in Mississippi and are creating a new generation of students failed by the system. The evidence of this gap is glaring according to the School Finance Indicators Database.

    Spending in Mississippi’s highest-poverty districts is 55 percent below the estimated “adequate” level and 18 percent below adequate in the state’s wealthiest districts, according to the Database.

    A significant challenge for Delta communities is the ever-growing digital divide. During the pandemic, students in better-resourced school districts had greater access to high-speed internet connections for a relatively seamless transition to remote learning, while students throughout the Delta struggled with internet accessibility, which contributed to significant learning loss.

    While most students across the state received devices for virtual learning, many couldn’t use them due to poor, limited or no internet access. Our report found that this left them at a severe disadvantage.

    Mississippi has one of the largest populations of K-12 students who lack broadband access; its sparsely populated rural communities are often redlined by internet service providers, leaving them grossly unserved or underserved. But it’s not just a Mississippi trend. According to a national study of the Black Rural South, nearly three-quarters, or 72.6 percent, of households in the Black Rural South do not have broadband of at least 25 Mbps — the minimum standard for broadband internet.

    Compounding these challenges is the stark lack of access to mental health care, a formidable barrier for Mississippi students. According to our report, while parents described the immense toll the pandemic had on their family’s mental health, few of them sought help or had access to mental health professionals. Over 70 percent of children in Mississippi with major depression disorder do not receive treatment, surpassing the national average of 60 percent.

    Unfortunately, the pandemic exacerbated this issue, with many students grappling with losing loved ones, economic instability and the social isolation imposed by remote learning. The student-to-counselor ratio in Mississippi is 398 to 1, almost 60 percent higher than the American School Counselor Association recommendation of 250 to 1, according to an analysis done by Charlie Health.

    Our report also found that students with disabilities were acutely affected during the pandemic. Although Covid guidelines mandated compliance with the Individuals with Disabilities Education Act, many districts consistently failed to support students and their parents.

    Mississippi now confronts a moral imperative to fortify its historically underserved school districts, especially those most severely impacted by the pandemic. With a $3.9 billion surplus of state revenue in 2023, legislators finally have the means to fully fund the Mississippi Adequate Education Program (MAEP) for the first time since 2008. Yet they have chosen not to do so during a time when schools need investment and support the most.

    It is past time for lawmakers to make education in Mississippi a priority for all students, especially those in historically under-resourced districts. The state must begin investing in education to overcome historical inequities and post-pandemic challenges. This is the only viable path toward dismantling the systemic barriers that have perpetuated disparities for far too long.

    Until then, Mississippi’s commitment to the well-being and success of all its residents, regardless of their ZIP code, will remain in question.

    The time for unwavering action is now.

    A rural Texas high school that had postponed graduation after only five of 33 seniors initially met requirements says a majority of seniors are now on track to graduate on June 22.

    Marlin Independent School District Superintendent Darryl J. Henson told CNN Tuesday that 33 of 38 seniors at Marlin High School this week met all requirements for graduation.

    “The remaining five seniors are attending our extended school year program and are on-track to complete all requirements before the June 22 graduation date,” Henson said via email.

    “We knew that with extra support and accountability, all seniors would meet the requirements outlined by the Texas Education Agency,” Henson added.

    Marlin ISD serves 880 student in Marlin, about 25 miles southeast of Waco.

    The district had announced late last month the small high school had to postpone its graduation ceremony after an end-of-year review revealed only five seniors had met the requirements to graduate, according to the superintendent.

    The district rescheduled the ceremony for June, according to a letter posted on Facebook on May 24. “The decision by the high school to postpone graduation will provide more time for students to meet necessary requirements for graduation,” it said.

    Many students at the school “did not meet requirements due to attendance or grades,” the letter stated.

    The school district added in the notice that it has “affirmed its commitment to providing necessary resources and support for students.

    Henson had called a mandatory meeting for parents of seniors last month.

    “The state of Texas has guidelines for graduation,” Henson said at the meeting. “This is not a dance floor. … It’s not a homecoming pep rally. This is graduation.”

    After some students made up classroom hours and assignments last month, 17 additional students were made eligible for graduation in June, according to Henson at the time.

    The community responded with an informal graduation ceremony at a church on May 27, the day the students were originally meant to graduate, according to CNN affiliate KWTX. Some family members flew in from as far as Mexico for the canceled graduation and would be unable to make a second trip for the rescheduled ceremony in June, KWTX reported.

    According to Marlin High Schools’ Texas Schools report card, 98.7% of the school’s students come from an economically disadvantaged background. A total of 229 students were enrolled at the school in the 2021-22 school year.
