    ANCHORAGE, Alaska — Two Russian Indigenous Siberians were so scared of having to fight the war in Ukraine, they chanced everything to take a small boat across the treacherous Bering Sea to reach American soil, Alaska’s senior U.S. senator said after talking with the two.

    The two, identified as males by a resident, landed earlier this month near Gambell, on Alaska’s St. Lawrence Island in the Bering Strait, where they asked for asylum.

    “They feared for their lives because of Russia, who is targeting minority populations, for conscription into service in Ukraine,” Republican U.S. Sen. Lisa Murkowski said Saturday during a candidate forum at the Alaska Federation of Natives conference in Anchorage.

    “It is very clear to me that these individuals were in fear, so much in fear of their own government that they risked their lives and took a 15-foot skiff across those open waters,” Murkowski said when answering a question about Arctic policy.

    “It is clear that (Russian President Vladimir) Putin is focused on a military conquest at the expense of his own people,” Murkowski said. “He’s got one hand on Ukraine and he’s got the other on the Arctic, so we have to be eyes wide open on the Arctic.”

    Murkowski said she met with the two Siberians recently but didn’t provide more details about exactly when or where the meeting took place or where their asylum process stood. She was not available after the forum for follow-up questions.

    Murkowski’s office on Oct. 6 announced their request for asylum, saying the men reportedly fled one of the coastal communities on Russia’s east coast.

    A village elder in Gambell, 87-year-old Bruce Boolowon, is believed to be the last living Alaska National Guard member who helped rescue 11 U.S. Navy men who were in a plane that was shot down by Russian MIGs over the Bering Sea in 1955. The plane crash-landed on St. Lawrence Island.

    Gambell, an Alaska Native community of about 600 people, is about 36 miles (58 kilometers) from Russia’s Chukotka Peninsula in Siberia.

    Even though one of the Russians spoke English pretty well, two Russian-born women from Gambell were brought in to translate. Both women married local men and became naturalized U.S. citizens, said Boolowon, who is Siberian Yupik.

    Russians landing in Gambell during the Cold War was commonplace, but the visits were not nefarious, Boolowon said. Since St. Lawrence Island is so close to Russia, people routinely traveled back and forth to visit relatives.

    But these two men seeking asylum were unknown to the people of Gambell.

    “They were foreigners and didn’t have any passports, so they put them in jail,” he told The Associated Press last week.

    The two men spent the night in the jailhouse, but townspeople in Gambell brought them food, both Alaska Native dishes and items bought at a grocery store.

    “They were pretty full; they ate a lot,” Boolowon said.

    “The next day, a Coast Guard C-130 with some officials came and picked them up,” he said, adding that was the last he heard about the Russians.

    Since then, officials have been tight-lipped.

    “The individuals were transported to Anchorage for inspection, which includes a screening and vetting process, and then subsequently processed in accordance with applicable U.S. immigration laws under the Immigration and Nationality Act,” was all a Department of Homeland Security spokesman said in an email this past week when asked for an update on the asylum process and if and where the men were being held.

    Margaret Stock, an immigration attorney in Anchorage, said it’s very unlikely information about the Russians will ever be released.

    “The U.S. government is supposed to keep all of this confidential, so I don’t know why they would be telling anybody anything,” she told the AP.

    Instead, it would be up to the two Russians to publicize their situation, which could put their families in Russia at risk. “I don’t know why they would want to do that,” Stock said.

    Thousands of Russian men fled the country after Putin in September announced a mobilization to call up about 300,000 men with past military experience to bolster forces in Ukraine.

    Messages sent last week and again on Saturday to the Russian consular office in San Francisco were not returned.

    3 arrested after 2 killed, tribal officer shot in Washington

    SEATTLE — Authorities said Friday that they arrested three suspects in the slayings of two people and shooting of a police officer after a daylong search on a tribal reservation in northeastern Washington.

    The Colville Tribes Emergency Services said on Facebook Friday evening that the third suspect was arrested in Elmer City, one of several small communities on the rural reservation. Two others were arrested earlier in the day.

    The search for the suspects began after the Colville Tribal Police Department responded to a report of a shooting on Thursday in Keller, a small community about 275 miles (450 kilometers) east of Seattle. Officers found two people dead, and an officer who came across a vehicle described as having left the scene was shot in the arm, according to the department. He was doing well after being transported for medical care, the department said in a news release.

    Police identified two of the suspects as Curry Pinkham and Zachary Holt. They did not release the name of the third man who was arrested. They also did not release a possible motive for the slayings.

    The search spread overnight to the town of Nespelem, a close-knit community about 20 miles (32 kilometers) from Keller, with 10 law enforcement agencies, including the FBI, Washington State Police and Border Patrol, assisting. Authorities urged residents to remain indoors as they looked for the men.

    Robin Redstar, a Colville Tribal member and Nespelem resident, said she and other residents waited in their home for hours, and at one point one of the suspects was believed to be in a gully behind her house. Authorities eventually arrested a man in front of her home around 10 a.m. after he tried to enter her neighbor’s back door, Redstar said.

    Her neighbor, a hunter with guns, was able to detain the man and get him to the street, where a tribal police car was waiting, Redstar said. Two of her neighbor’s friends helped get the man to the police car. She said she saw her neighbor with the suspect when she ran out to her truck.

    “It was pretty quick. Corbie (the neighbor) was giving him a good speech about morals,” she said.

    Authorities didn’t release many details, but the Colville Tribal Police announced around noon that two of the suspects had been arrested.

    By 4 p.m., the search for the final suspect had spread to Elmer City, with the Colville Tribes Emergency Services saying Pinkham had reportedly been seen in the area and warning residents not to approach him. At about 6 p.m., the agency said Pinkham had been apprehended.

    Cody Desautel, executive director of the Confederated Tribes of the Colville Reservation, wrote that schools in Nespelem and Keller were closed Friday because the situation had affected both districts. School was also canceled Friday in another nearby school district, covering the small towns of Wilbur and Creston.

    Only about 200 people live in Keller, an unincorporated community that runs alongside the Sanpoil River. The center of town is marked by a post office, a community center and a Catholic church, and small groups of homes are sprinkled along residential streets branching off a rural highway.

    The Confederated Tribes of the Colville comprise about 9,400 descendants of a dozen Native American tribes. The reservation covers nearly 2,200 square miles (nearly 5,700 square kilometers) west of Lake Roosevelt, the reservoir formed on the Columbia River behind the Grand Coulee Dam.

    PHOENIX — Arizona has refused the federal government’s demand to take down double-stacked shipping containers it placed to fill gaps in the wall along the U.S.-Mexico border, saying it won’t do so until the U.S. moves to construct a permanent barrier instead.

    The Arizona Department of Emergency and Military Affairs dug in its heels in an Oct. 18 letter to the U.S. Bureau of Reclamation, saying “the containers will remain in place until specific details regarding construction are provided.” It was signed by Allen Clark, the department’s director.

    A regional spokeswoman for the Bureau of Reclamation did not immediately respond to a request for comment on Arizona’s refusal in the most recent flap between the Biden administration and Republican-led border states over immigration policies.

    The federal agency told Arizona officials in a letter last week that the containers were unauthorized and violated U.S. law. The bureau also demanded that no new containers be placed, saying it wanted to prevent conflicts with two federal contracts already awarded and two more still pending to fill border wall gaps near the Morelos Dam in the Yuma, Arizona, area.

    Arizona Gov. Doug Ducey ordered installation of more than 100 double-stacked containers that were placed over the summer, saying he couldn’t wait for the U.S. Customs and Border Protection to award the contracts it had announced for the work.

    Migrants have continued to avoid the recently erected barriers by going around them, including through the Cocopah Indian Reservation. The Cocopah Indian Tribe has complained that Arizona acted against its wishes by placing 42 of the double stacks on its land.

    The border wall promoted by former President Donald Trump continues to be a potent issue for Republican politicians hoping to show their support for border security.

    President Joe Biden halted wall construction his first day in office, leaving billions of dollars of work unfinished but still under contract. The Biden administration has made a few exceptions for small projects at areas deemed unsafe for people to cross, including the gaps near Yuma.

    The Center for Biological Diversity raised a different objection to the shipping containers on Wednesday, filing a notice of intent to sue Ducey’s administration over what the environmental group said are plans to erect more shipping containers along the border. The group said the move will obstruct a critical jaguar and ocelot migration corridor.

    Ducey’s office said it could not comment because it had not received an official notice from the center.

    SIOUX FALLS, S.D. — The U.S. Department of Justice sued the owners of a Rapid City, South Dakota hotel on Wednesday, alleging that they violated the civil rights of Native Americans by trying to ban them from the property.

    The Justice Department alleges that on at least two occasions in March, Connie Uhre and her son Nicholas Uhre committed racial discrimination by turning away Native Americans who sought to book a room at the Grand Gateway Hotel.

    Connie Uhre had also told other Rapid City hotel owners and managers that she did not want Native American customers there or in the hotel’s bar, the Cheers Sports Lounge and Casino. A post on her Facebook account said she cannot “allow a Native American to enter our business including Cheers.”

    Uhre’s comments and actions, which followed a fatal shooting involving two teenagers at the hotel, sparked large protests in Rapid City and condemnation from the city’s mayor, Steve Allender.

    Rapid City, known to many as the gateway to Mount Rushmore, is home to more than 77,000 people. According to the U.S. Census Bureau, at least 11% of its residents identify as American Indian or Alaska Native. The city has long seen racial tensions.

    Nicholas Uhre said he and his mother had been under pressure from the Justice Department to enter a consent decree settling the matter, but there were “sticking points” in the negotiation. “I guess they are going to do what they are going to do,” he said.

    The Justice Department sued under a section of the 1964 Civil Rights Act that permits a judge to order changes to policies and practices at hotels and other venues, but does not allow the department to obtain monetary damages for customers who are victims of discrimination.

    “Restricting access to a hotel based on a person’s race is prohibited by federal law,” U.S. Attorney for South Dakota Alison J. Ramsdell said in a statement.

    The hotel owners have also been embroiled in separate lawsuits from the NDN Collective seeking monetary damages for the hotel’s policy, a counter-suit against the Indigenous activist organization, and another lawsuit from Connie’s son Judson Uhre, who said she harmed the family business when she “made a racially charged rant which was posted on a website with wide coverage and this led to financial loss of clients for the hotel as well as the damage to the hotel’s reputation.”

    Nick Tilsen, the president of NDN Collective, credited the protests for prompting the federal civil rights suit, and said Rapid City’s problems with racism persist beyond the hotel.

    “Let this be a warning to the city of Rapid City,” Tilsen said. “If they want to go after Indigenous people’s rights, we’re going to force institutions like the Department of Justice to hold people accountable.”

    FAIRWAY, Kan. — The grounds of a former Native American boarding school in Kansas will be searched to determine if any Indigenous children were buried there, state officials said.

    The Kansas Historical Society, which owns the site in Fairway, is contracting with the University of Kansas Center for Research to conduct a ground-penetrating radar survey of the 12 acres (nearly 5 hectares) to search for unmarked graves, The Kansas City Star reported.

    The current Shawnee Indian Mission historical site was one of hundreds of schools run by the government and religious groups in the 1800s and 1900s. Thousands of Native American children were forcibly taken from their homes and placed in such schools, with a goal of assimilating them into white American culture and Christianity.

    The U.S. Interior Department announced last year that it was investigating the nation’s treatment of Native American children at the boarding schools. A federal report released in May identified more than 500 student deaths at the institutions, but officials said that figure was expected to grow into the thousands as research continues.

    Leaders of the Shawnee Tribe and other tribes had requested a search of the Fairway site. But tribal officials said in a statement that they were not consulted about the Historical Society’s project proposal before it was announced.

    “We have requested formal consultation to address serious concerns about the motives of this project, potential deficiencies in the process that may render incomplete findings, and what plans may be for utilizing any results from the project,” the tribe said.

    Patrick Zollner, executive director of the historical society, responded that the Shawnee Tribe was the “first to know” about the project proposal. He said the society also contacted other tribes, including the Cheyenne and Arapaho tribes, Kaw Nation, Osage Nation and others.

    Shawnee Tribe leaders said they are concerned in part because it is unclear whether any children were buried on the mission’s current site, which is much smaller than the original property of nearly 2,000 acres (809 hectares). They also are concerned that the project is moving too quickly before the tribe’s concerns can be addressed, spokeswoman Maggie Boyett said.

    Zollner and Erinn Barcomb-Peterson, a spokeswoman with the University of Kansas, emphasized that consultation with the tribes is ongoing and that work will not proceed until that process is completed.

    A proposed contract for the ground study states that the historical society and the university will coordinate with tribes and other entities requesting consultation on the project. Under the contract, field work could be completed next April, with a report submitted next summer.

    The Shawnee Indian Methodist Manual Labor School was started at its present site in 1939 by Thomas Johnson, a Methodist minister for whom Johnson County was later named. At one point, it had 16 buildings and nearly 200 students a year who ranged in age from 5 to 23.

    BENNINGTON, Vt. — Ezra Miller pleaded not guilty Monday to stealing bottles of liquor from a neighbor’s home, one of a string of arrests and reports of erratic behavior by the “Flash” actor that stretch from Hawaii to Vermont.

    Miller, 30, appeared Monday with their lawyer remotely from Burlington, Vermont, for the arraignment in Bennington to felony burglary and petit larceny, a misdemeanor. They accepted the conditions that they not have any contact with the homeowner or go to the residence.

    “Ezra would like to acknowledge the love and support they have received from their family and friends, who continue to be a vital presence in their ongoing mental health,” Miller’s lawyer Lisa Shelkrot said by email.

    If convicted, Miller faces a maximum of 26 years in prison. The next hearing on the matter is scheduled for Jan. 13.

    Vermont State Police responded to a burglary complaint in Stamford on May 1 and said they found that several bottles of alcohol had been taken from a residence while the homeowner was away.

    The homeowner said he had been friends with Miller for about 18 years and bought the home a year and half ago in the town, where Miller had also purchased a home, according to the police affidavit. Miller was charged after police consulted surveillance footage and interviewed witnesses.

    Miller was arrested twice this year in Hawaii, including for disorderly conduct and harassment at a karaoke bar.

    Also this year, the parents of 18-year-old Tokata Iron Eyes, a Native American activist, filed a protection order against Miller, accusing the actor of inappropriate behavior with her as a minor from the age of 12. Iron Eyes has disputed that.

    Miller stars in the upcoming film “The Flash,” expected to be out in June 2023, after appearing in several “Justice League” films for Warner Bros. and D.C. Films as the Flash. A representative for Warner Bros. did not immediately return an email seeking comment.

    MISSION, S.D. — Native American victims of abuse at government-backed boarding schools are expected to testify Saturday as U.S Interior Secretary Deb Haaland continues her yearlong tour aimed at airing the troubled history of the institutions that were forced upon tribes.

    The meeting is being held at the Rosebud Sioux Reservation in southern South Dakota, where tribal members said they were forced to attend schools that forbade their native language and customs.

    Starting with the Indian Civilization Act of 1819, the U.S. enacted laws and policies to establish and support Native American Boarding Schools. The stated goal was to “civilize” Native Americans, Alaska Natives and Native Hawaiians, but that was often carried out through abusive practices. Religious and private institutions often received federal funding and were willing partners.

    More than 400 boarding schools with U.S. government ties have been documented. The National Native American Boarding School Healing Coalition says it has documented about 100 more boarding schools not on the government list that were run by groups such as churches.

    “They all had the same missions, the same goals: ‘Kill the Indian, save the man,’” said Lacey Kinnart, who works for the Minnesota-based coalition. The idea, she said, was “to assimilate them and steal everything Indian out of them except their blood, make them despise who they are, their culture, and forget their language.”

    Although most closed their doors long ago and none still exist to strip students of their identities, some still function as schools, albeit with drastically different missions that celebrate the cultural backgrounds of their Native students.

    LOS ANGELES — Bricia Lopez has welcomed people of all walks to dine at her family’s popular restaurant on the Indigenous-influenced food of her native Mexican state of Oaxaca — among them Nury Martinez, the first Latina elected president of the Los Angeles City Council.

    The restaurant, Guelaguetza, has become an institution known for introducing Oaxaca’s unique cuisine and culture to Angelenos, attracting everyone from immigrant families to Mexican stars to powerful city officials such as Martinez.

    But now after a scandal exploded over a recording of Martinez making racist remarks about Oaxacans such as Lopez, the 37-year-old restaurateur and cookbook author said she feels a tremendous sense of betrayal.

    Martinez resigned from her council seat Wednesday and offered her apologies. But the disparaging remarks still deeply hurt the city’s immigrants from Oaxaca, which has one of Mexico’s large indigenous populations. Sadly, many said, they are not surprised. Both growing up in their homeland and after reaching the U.S., they say they’ve become accustomed to hearing such stinging comments — not only from non-Latinos but from lighter skinned Mexican immigrants and their descendants.

    “Every time these people looked at me in my face, they were all lying to me,” Lopez said. “We should not let these people continue to lie to us and tell us we are less than, or we are ugly, or allow them to laugh at us.”

    Following Martinez’ departure, two other Latino City Council members also are facing widespread calls to resign since the year-old recording surfaced of them mocking colleagues while scheming to protect Latino political strength in council districts. Martinez used a disparaging term for the Black son of a white council member and called immigrants from Oaxaca ugly.

    “I see a lot of little short dark people,” Martinez said on the recording, referring to an area of the largely Hispanic Koreatown neighborhood. “I was like, I don’t know where these people are from, I don’t know what village they came (from), how they got here.”

    Lopez said she heard such racist comments growing up in California but had hoped they would be a thing of the past and that young Oaxacan immigrants would not have to hear them.

    “I want people to look at themselves in the mirror every day and see the beauty,” she said.

    Oaxaca has more than a dozen ethnicities, including Mixtecos and Zapotecs. The southern Mexican state is known for famously hand-dyed woven rugs, pristine Pacific tourist beaches, a smoky alcohol called Mezcal and sophisticated cuisine including moles — thick sauces crafted from more than two dozen ingredients.

    Los Angeles is home to the country’s largest Mexican population and nearly half the city of 4 million people is Latino, census figures show. Informal studies indicate that several hundred thousand Oaxacan immigrants live in California, with the largest concentration in Los Angeles, said Gaspar Rivera-Salgado, director of the University of California, Los Angeles Center for Mexican Studies.

    Demeaning language is often used against Mexico’s Indigenous people. It is“the legacy of the colonial period,” Rivera-Salgado said of Spanish rule long ago.

    Racism, and colorism — discrimination against darker-skinned people within the same ethnic group — run centuries deep in Mexico and other neighboring Latin American countries. A few years ago, Yalitza Aparicio, the Oscar-nominated actress in “Roma” who is from Oaxaca, faced racist comments in her country and derogatory tirades online over her Indigenous features after she appeared on the cover of Vogue México.

    Odilia Romero said the scandal doesn’t surprise her. The Oaxacan community leader is among many who had been pressing for the resignation of Martinez, the daughter of Mexican immigrants, and the two other councilmembers on the recorded conversation.

    Romero said she’s also fielded calls since the scandal broke, including from someone urging her not to let the hurtful remarks distract from critical working aiding the immigrant community.

    “That is a very paternalist comment,” said Romero, executive director of the group Comunidades Indigenas en Liderazgo or CIELO and a Zapotec interpreter. “How dare you tell us Indigenous people that we are not understanding. Of course we understand — we see this every day.”

    Lynn Stephen, an anthropology professor at University of Oregon who researches Mexican migration and Indigenous peoples, said the concept of mestizaje — or being a mixed-race and non-racial unified nation — intended to erase Indigenous communities, not uplift them, and the discrimination persists to this day. It is carried to the United States with those who migrate, she said, while similar divisions also exist in other Latin American countries.

    “These kinds of comments directed toward Indigenous people from non-Indigenous people from Mexico, Guatemala, etc., it’s a different kind of layer of racism,” Stephen said. “Folks from Oaxaca they have to contend with anti-immigrant and anti-Mexican backlash and racism often from non-Latino Americans, white Americans, sometimes other folks, and then within that, often where they’re living or in school.”

    Ofelia Platon, a tenant organizer, went to the Los Angeles city council chambers recently to demand the officials step down. She said she hasn’t experienced discrimination from within the Latino community as much as from outside it, but there’s no place for such — especially coming from elected leaders the poor count on to help improve their lives.

    “They think they have the power to step on people,” she said. “They’re two-faced.”

    It’s not just the hurtful remarks that sting Xóchitl M. Flores-Marcial, a Zapotec scholar and professor of Chicana/o Studies at California State University, Northridge. She called it very telling about the officials who make decisions affecting her community. She said she grew up in the United States hearing hurtful words and still faces similar rejection whenever she travels to Oaxaca and people there are surprised she’s the research team leader.

    “It’s so painful because those are consequential people,” she said. “This is hurting us — not just our emotions, but our actual life in terms of our jobs and our opportunities.”

    Still she said she has hope for future generations in “Oaxacalifornia” — the tight-knit community that has maintained traditions while embracing life in Los Angeles.

    ANCHORAGE, Alaska — More than $100 million in grants have been announced by the federal government as part of a major effort to close the digital divide in parts of rural Alaska.

    The projects will improve upon an existing system of internet service that is a series of microwave transmitters with limited data transmission and vulnerability to bad weather, the Anchorage Daily News reported.

    The grants include $73 million for a partnership between the Alaska Native village corporation for Bethel, Bethel Native Corporation, and telecommunications company GCI. That partnership, announced Monday, is aimed at delivering fiber cable to 10 villages and more than 10,000 people. The project has been dubbed the Airraq Network, with Airraq translating to “string that tells the story,” according to a press release.

    The project includes $42 million from the National Telecommunications and Information Administration to build a fiber network to the regional hub community of Bethel and villages of Eek, Oscarville, Napaskiak and Platinum, according to the statement. A $31 million grant from the U.S. Department of Agriculture’s Rural Utilities Service program will bring fiber service to the villages of Atmautluak, Kasigluk, Nunapitchuk, Quinhagak and Tuntutuliak.

    The statement said the project would bring “2 gigabit internet speeds and affordable plans to more than 10,000 Alaskans.”

    Separately, another telecommunications company, Alaska Communications and Calista Corp., the Alaska Native regional corporation for much of southwest Alaska, will receive a grant from the National Telecommunications and Information Administration to bring high-speed fiber internet to more than 2,300 Alaskans in seven other villages in the Bethel region, the organizations announced recently. Those communities are Lower Kalskag, Upper Kalskag, Tuluksak, Akiak, Akiachak, Kwethluk and Napakiak.

    Calista Corp. and Alaska Communications applied for about $52 million but a specific funding award had not been announced by the federal government as of Monday, said Thom Leonard, a Calista spokesperson.

    Funding from last year’s federal infrastructure bill and other sources has been lauded by political leaders and officials with Alaska Native organizations and telecommunications companies as providing a unique opportunity to improve telecommunications in many parts of the state.

    Earlier this year, the National Telecommunications and Information Administration announced a $50 million grant to provide fiber-optic cable to about 20 villages in Alaska’s Interior as part of a collaboration between Doyon Inc., an Alaska Native corporation, and Alaska Communications.

    ALBUQUERQUE, N.M. — New Mexico’s governor on Monday voided four pre-statehood proclamations that targeted Native Americans during what was a tumultuous time across the western frontier as federal soldiers tried to defeat Navajos, Apaches and others.

    Gov. Michelle Lujan Grisham described the 19th century proclamations by former territorial governors as offensive, saying rescinding the proclamations would help to heal old wounds and strengthen bonds with Native American communities.

    “The government of New Mexico has not always respected the importance and sovereignty of our Native American citizens, and our history is sadly stained with cruel mistreatment of Native Americans,” Lujan Grisham wrote in an executive order issued on Indigenous Peoples Day.

    Lujan Grisham, a Democrat who is running for reelection, pointed to counties within the territory that once offered bounties for scalps of Apache men and women.

    Marches, protests and celebrations were held around the U.S. to mark Indigenous Peoples Day. In New Mexico’s capital of Santa Fe, people walked with banners aimed at raising awareness about missing and slain Native Americans. Demonstrators left paint splattered on a monument of Kit Carson, who had a role in the death of hundreds of Native Americans during the colonization of the West.

    A celebration in Flagstaff, Arizona, focused on youth who talked about how Indigenous people have contributed to the community. A group of Hopi children performed a Corn Dance in front of City Hall.

    In New Mexico, the unwinding of the past proclamations was spurred by Colorado Gov. Jared Polis’ move in 2021 to rescind an 1864 order by one of that state’s territorial governors that eventually led to the Sand Creek Massacre, when U.S. troops killed more than 200 Native Americans in one of Colorado’s darkest and most fraught historic moments.

    A search for similar documents led Valerie Rangel, the city of Santa Fe’s appointed historian, to a book of newspaper clippings in the archives of the Huntington Library in California. It represented the most complete collection of New Mexico’s territorial proclamations.

    Two of the proclamations voided by Lujan Grisham were issued in 1851 by James S. Calhoun, New Mexico’s first territorial governor. They directed Native Americans to be excluded from official census counts and authorized militias to “pursue and attack any hostile tribe” that was said to be entering settlements for the purpose of plundering.

    Proclamations issued nearly two decades later by Governors Robert B. Mitchell and William A. Pile declared certain tribes as outlaws and authorized New Mexico residents to commit violence against them.

    “I started looking at the history surrounding the proclamations — was there an impact, did it really fuel hate?” said Rangel, whose roots include Apache and Navajo.

    Through her research, she found several bounties for scalping, with some counties going so far as to pay for newspaper advertisements in states beyond New Mexico to solicit people for the efforts. New Mexico became a U.S. state in January 1912.

    Rangel shared her findings with tribal and state officials. She’s among those pushing for this part of New Mexico’s history to be included in school curriculums.

    “I’d like to see more communication with tribes and have them be the source of the history that’s being learned,” she said.

    New Mexico is home to nearly two dozen tribal nations and pueblos, with Native Americans making up more than 12% of the population.

    Oct. 7, 2022 — Monkeypox cases in the U.S. disproportionately affect Black Americans, with rates five times higher than among white peers, according to a new report from the Kaiser Family Foundation.

    Hispanic Americans, Native Hawaiians and Pacific Islanders also have significantly higher rates of reported monkeypox cases.

    “Disparities in cases persist among Black and Hispanic people, a pattern also seen with HIV and COVID-19,” KFF wrote.

    The analysis was based on CDC data for 68% of monkeypox cases reported in the U.S. as of Sept. 23. Monkeypox case rates are:

    • 14.4 per 100,000 people among Black Americans
    • 10 per 100,000 people among Native Hawaiians and Pacific Islanders
    • 8.3 per 100,000 people among Hispanic Americans
    • 3 per 100,000 people among Asian Americans
    • 2.8 per 100,000 people among American Indians and Alaska Natives
    • 2.6 per 100,000 people among white Americans

    Overall, Black Americans account for the largest share of monkeypox cases, and both Black and Hispanic Americans account for a larger share of cases. About 70% of cases are among people of color, while people of color account for 40% of the U.S. population.

    The monkeypox outbreak in the U.S. appears to be slowing down, KFF wrote, reaching a peak in August and declining in September. However, new cases among Black Americans began to exceed those among white Americans in early August. Although those cases are now declining, the numbers continue to remain higher.

    In addition, Black and Hispanic Americans have received smaller shares of monkeypox vaccines, the report found. As of Sept. 27, 51% of first doses have gone to white Americans, although they represent 30% of cases. In contrast, Black Americans have received 13% of first doses despite accounting for about 35% of cases. Similarly, Hispanic Americans have received 22% of first doses, while they account for 30% of cases.

    “The lower shares of vaccinations among these groups may in part explain why they have had higher numbers of new cases and complicate efforts to address disparities moving forward,” KFF wrote.

    The U.S. has reported 26,385 monkeypox cases during the current outbreak, according to the latest CDC data. More than 70,000 cases and 27 deaths have been reported worldwide.

    KFF noted the ongoing challenge of tracking the outbreak due to data limitations around testing and vaccination. For instance, race and ethnicity data is missing for 32% of reported cases and 9% of vaccinations. Without data, researchers aren’t able to conduct an analysis of disparities across multiple factors, such as race and ethnicity, sex, gender identity, and risk.

    “As has been seen with HIV and COVID-19, underlying structural inequities place people of color at increased risk for public health threats, and focused efforts will be key to minimizing and preventing further disparities going forward,” KFF wrote. “While the federal government has begun piloting efforts to reach communities of color with MPX vaccines in order to address disparities, it is unclear if such efforts will be enough to stave off further disproportionate impact, and much will also depend on what state and local jurisdictions do.”

    CAPE CANAVERAL, Fla. — A Russian cosmonaut who caught a U.S. lift to the International Space Station arrived at her new home Thursday for a five-month stay, accompanied by a Japanese astronaut and two from NASA, including the first Native American woman in space.

    The SpaceX capsule pulled up to the station a day after launching into orbit. The linkup occurred 260 miles (420 kilometers) above the Atlantic, just off the west coast of Africa.

    It was the first time in 20 years that a Russian hitched a ride from NASA’s Kennedy Space Center, the result of a new agreement reached despite friction over the war in Ukraine.

    Cosmonaut Anna Kikina joins two Russians already at the orbiting outpost. She’ll live and work on the Russian side until March, before returning to Earth in the same SpaceX capsule.

    Riding along with Kikina: Marine Col. Nicole Mann, a member of the Wailacki of the Round Valley Indian Tribes in California, Navy Capt. Josh Cassada and Japan’s Koichi Wakata, the only experienced space flier of the bunch with five missions.

    As the capsule closed in, the space station residents promised the new arrivals that their bunks were ready and the outside light was on.

    “You guys are the best,” replied Mann, the capsule’s commander.

    Mann and her crew will replace three Americans and one Italian who will return in their own SpaceX capsule next week after almost half a year up there. Until then, 11 people will share the orbiting lab.

    NASA astronaut Frank Rubio arrived two weeks ago. He launched on a Soyuz rocket from Kazakhstan, kicking off the cash-free crew swapping between NASA and the Russian Space Agency. They agreed to the plan last summer in order to always have an American and Russian at the station.

    Until Elon Musk’s SpaceX started launching astronauts two years ago, NASA was forced to spend tens of millions of dollars every time an astronaut flew up on a Soyuz.

    CAPE CANAVERAL, Fla.. — For the first time in 20 years, a Russian cosmonaut rocketed from the U.S. on Wednesday, launching to the International Space Station alongside NASA and Japanese astronauts despite tensions over the war in Ukraine.

    “We’re so glad to do it together,” said Anna Kikina, Russia’s lone female cosmonaut, offering thanks in both English and Russian. “Spasibo!”

    She was among the three newcomers on the flight, alongside Marine Col. Nicole Mann, the first Native American woman to orbit the world, and Navy Capt. Josh Cassada. They were joined by Japan Space Agency’s Koichi Wakata, who is making his fifth spaceflight.

    “Awesome!” radioed Mann. “That was a smooth ride uphill. You’ve got three rookies who are pretty happy to be floating in space right now.”

    They’re due to arrive at the space station Thursday, 29 hours after a noon departure from NASA’s Kennedy Space Center, and won’t be back on Earth until March. They’re replacing a U.S.-Italian crew that arrived in April.

    Their SpaceX flight was delayed by Hurricane Ian, which devastated parts of the state last week.

    “I hope with this launch we will brighten up the skies over Florida a little bit for everyone,” Wakata said before the flight.

    Kikina is the Russian Space Agency’s exchange for NASA’s Frank Rubio, who launched to the space station two weeks ago from Kazakhstan aboard a Soyuz rocket. He flew up with two cosmonauts.

    The space agencies agreed over the summer to swap seats on their flights in order to ensure a continuous U.S. and Russian presence aboard the 260-mile-high (420-kilometer-high) outpost. The barter was authorized even as global hostilities mounted over Russia’s invasion of Ukraine in late February. The next crew exchange is in the spring.

    Shortly before liftoff, NASA Administrator Bill Nelson said that the key reason for the seat exchange is safety — in case an emergency forces one capsule’s crew home, there would still be an American and Russian on board.

    In the meantime, Russia remains committed to the space station through at least 2024, Russia space official Sergei Krikalev assured reporters this week. Russia wants to build its own station in orbit later this decade, “but we know that it’s not going to happen very quick and so probably we will keep flying” with NASA until then, he said.

    Beginning with Krikalev in 1994, NASA started flying cosmonauts on its space shuttles, first to Russia’s Mir space station and then to the fledgling space station. The 2003 Columbia reentry disaster put an end to it. But U.S. astronauts continued to hitch rides on Russian rockets for tens of millions of dollars per seat.

    Kakina is only the fifth Russian woman to rocket off the planet. She said she was surprised to be selected for the seat swap after encountering “many tests and obstacles” during her decade of training. “But I did it. I’m lucky maybe. I’m strong,” she said.

    Mann, a member of the Wailacki of the Round Valley Indian Tribes in California, took along her mother’s dream catcher, a small traditional webbed hoop believed to offer protection. Retired NASA astronaut John Herrington of the Chickasaw Nation became the first Native American in space in 2002.

    “I am very proud to represent Native Americans and my heritage,” Mann said before the flight, adding that everyone on her crew has a unique background. “It’s important to celebrate our diversity and also realize how important it is when we collaborate and unite, the incredible accomplishments that we can have.”

    As for the war in Ukraine, Mann said all four have put politics and personal beliefs aside, “and it’s really cool how the common mission of the space station just instantly unites us.”

    Added Cassada: “We have an opportunity to be an example for society on how to work together and live together and explore together.”

    Elon Musk’s SpaceX has now launched eight crews since 2020: six for NASA and two private groups. Boeing, NASA’s other contracted taxi service, plans to make its first astronaut flight early next yea r, after delays to fix software and other issues that cropped up on test flights.

    SpaceX and NASA are set to launch a crew of astronauts who hail from all over the world on a trip to the International Space Station.

    The mission, which will include some historic firsts, is moving forward even as rising geopolitical tensions brew on the ground.

    The four crew members — astronauts Nicole Mann and Josh Cassada of NASA, astronaut Koichi Wakata of JAXA, or Japan Aerospace Exploration Agency, and cosmonaut Anna Kikina of Roscosmos — are on track to launch aboard a SpaceX Crew Dragon spacecraft at 12 p.m. ET Wednesday from Kennedy Space Center in Florida. If bad weather or other issues interfere, the teams could try again Thursday at 11:38 a.m. ET.

    A live broadcast on NASA’s website kicked off just after 8:30 a.m. ET Wednesday. NASA will also stream a post-event briefing, tentatively scheduled for 1:30 p.m. ET, to discuss the launch.

    Dubbed Crew-5, the mission is the sixth astronaut flight launched as a joint endeavor between NASA and SpaceX, a privately held aerospace company, to the space station.

    The upcoming spaceflight marks a historic moment, as Mann will not only become the first Native American woman ever to travel to space. She’ll also serve as mission commander, making her the first woman ever to take on such a role for a SpaceX mission.

    What’s more, Kikina will be the first Russian to join a SpaceX mission as part of a ride-sharing deal NASA and Russia’s space agency, Roscosmos, inked in July. Her participation in the flight is the latest clear signal that, despite mounting tensions over Russia’s invasion of Ukraine, the decades-long US-Russia partnership in space will persist — at least for now.

    After the anticipated launch on Wednesday, the Crew Dragon spacecraft will separate from the SpaceX rocket that boosts it to orbit and begin a slow, precise trek to the ISS, which orbits about 200 miles (322 kilometers) above the Earth’s surface. The spacecraft is aiming to dock with the space station on Thursday around 5 p.m. ET.

    Launching NASA astronauts to the space station aboard a SpaceX Crew Dragon spacecraft is nothing new. The space agency collaborated with SpaceX for years to transition the task of shuttling people to and from the space station after NASA retired its Space Shuttle Program in 2011.

    With the return of astronaut launches from US soil, SpaceX has offered a stage for several historic firsts. The Crew-4 Dragon mission, for example, carried NASA astronaut Jessica Watkins, the first Black woman ever to join the ISS crew.

    On this flight, Mann, a registered member of the Wailacki tribe of the Round Valley Reservation, will become the first Native American woman ever to travel to orbit.

    “I am very proud to represent Native Americans and my heritage,” Mann said. “I think it’s important to celebrate our diversity and also realize how important it is when we collaborate and unite, the incredible accomplishments that we can have.”

    In her role as commander, Mann will be responsible for ensuring the spacecraft is on track from the time it launches until it docks with the ISS and again when it returns home with the four Crew-5 astronauts next year. Never before has a woman taken on the commander role on a SpaceX mission, though a couple of women served in that position during the Space Shuttle Program.

    Kikina, the Roscosmos cosmonaut, will become the first Russian ever to launch on a SpaceX vehicle at a time when US-Russian relations are hitting near fever pitch over the Ukraine war.

    But officials at NASA have said repeatedly that joint operations with Russia on the ISS, where the two countries are the primary operators, will remain isolated from the fray. Kikina’s flight comes just weeks after NASA’s Dr. Frank Rubio launched to the ISS aboard a Roscosmos Soyuz capsule.

    “I really love my crewmates,” Kikina told reporters after she arrived at the Florida launch site on Saturday. “I really feel good, comfortable. … We will do our job the best way: happy.”

    Mann and her fellow NASA astronaut Josh Cassada, who grew up in White Bear Lake, Minnesota, both joined NASA in 2013. Cassada has described Mann as one of his “closest friends on the planet.”

    As with Mann, this mission will be the first trip to space for Cassada and Kikina.

    For veteran astronaut Wakata, who has previously flown on both NASA’s space shuttle and Russia’s Soyuz spacecraft, this trip marks his fifth spaceflight mission.

    “I still remember when I first flew and saw our beautiful home planet,” he recalled during an August press conference. “It was so wonderful, such a beautiful planet, then I felt very lucky to be able to call this planet our home.”

    After reaching the ISS, the crew will join the seven astronauts already aboard the ISS — including four NASA astronauts, a European Space Agency astronaut and two Russian cosmonauts.

    There will be a handover period, where the current ISS crew will help the newly arrived astronauts settle in before a separate Crew Dragon spacecraft brings the four astronauts who were part of SpaceX’s Crew-4 mission back home.

    Then the Crew-5 astronauts will set to work conducting spacewalks, during which astronauts exit the ISS, to maintain the space station’s exterior, as well as performing more than 200 science experiments.

    “Experiments will include studies on printing human organs in space, understanding fuel systems operating on the Moon, and better understanding heart disease,” according to NASA.

    Crew-5 is slated to return from space in about five months.

    Sacheen Littlefeather, the Native American civil rights activist best known for declining Marlon Brando’s best actor Oscar for “The Godfather” in 1973, has died at the age of 75, the Academy of Motion Picture Arts and Sciences and her family announced late Sunday.

    She was suffering from breast cancer, her family said.

    In its tweet with word of her death, the academy quoted her as saying, “When I am gone, always be reminded that whenever you stand for truth, you will be keeping my voice and the voices of our nations and our people alive. I remain Sacheen Littlefeather. Thank you.”

    At the October 1973 Academy Awards ceremony Littlefeather, wearing buckskin dress and moccasins, became the first Native American woman to take the stage at the Oscars.

    In a strictly timed 60-second speech, she said Brando couldn’t accept the award.

    Her family said Sunday that Littlefeather turned down the Oscar on Brando’s behalf in an effort to “end the stereotyping of Native people in the film, television, and sports industries.”

    “As a result, Sacheen was professionally boycotted, personally harassed and attacked, and discriminated against for nearly 50 years,” the statement continued.  

    She was booed by some in the Oscars audience. John Wayne, who was backstage, was reportedly furious.

    And in a 2021 interview with The Guardian, Littlefeather said, “During my presentation, [Wayne] was coming towards me to forcibly take me off the stage, and he had to be restrained by six security men to prevent him from doing so.”

    She also told The Guardian people were imitating stereotypical war cries and making offensive hand gestures when she arrived backstage.

    The 1973 Oscars were held during the American Indian Movement’s two-month occupation of Wounded Knee in South Dakota.

    The Academy formally apologized for her treatment by Hollywood in a letter from then-Academy President David Rubin in June.

    “The abuse you endured because of this statement was unwarranted and unjustified,” Rubin wrote. “The emotional burden you have lived through and the cost to your own career in our industry are irreparable. For too long the courage you showed has been unacknowledged. For this, we offer both our deepest apologies and our sincere admiration.”

    Littlefeather said in a statement that it was “profoundly heartening to see how much has changed since I did not accept the Academy Award 50 years ago.”

    In September, what the family described as a “heartfelt honoring” was held at the Academy Museum’s David Geffen Theater in Los Angeles “with a sold-out audience in attendance.”

    “Even though many people were judgmental of Sacheen and treated her in a negative way, she forgave them all, did not hold grudges, and moved on with her life in a positive way, showing everyone love and forgiveness,” the family said.

    According to the family, Littlefeather was a model and an actress known for roles in “Billy Jack” in 1974, “Winterhawk” the following year, “Reel Injun” in 2010 and “Sacheen: Breaking The Silence,” in 2018.

    A Requiem Mass for Littlefeather is scheduled for later this month at St. Rita Church in Fairfax, Calif.

    Littlefeather, who declined Brando’s award for his role in “The Godfather” on his behalf, famously spoke on stage about the film industry’s treatment of Native Americans nearly 50 years ago.

    She was later subject to boos and criticism following her speech.

    “I never thought I’d live to see the day I would be hearing this, experiencing this,” Littlefeather said.

    “When I was at the podium in 1973, I stood there alone.”

    KIRTLAND, N.M. — The clamor of second graders breaking away from lessons to form lunch lines has gotten quieter in a rural New Mexico community, where families losing coal jobs have been forced to pack up and leave in search of work.

    At Judy Nelson Elementary, 1 in 4 students have left in an exodus spurred by decisions made five years ago to shutter a coal-fired power plant and mine that sit just up the road from the school in a largely Navajo community. The plant and mine had provided electricity to millions of people across the southwestern U.S. for nearly a half-century.

    The San Juan Generating Station burned its last bit of coal Thursday. The remaining workers will spend the coming weeks draining water from the plant, removing chemicals and preparing to tear down what has long been fixture on the high-desert horizon.

    It’s part of the latest wave of coal-burning units to be retired as New Mexico and other states try to fight climate change by requiring more carbon-free sources of electricity. President Joe Biden also has pledged to cut greenhouse gas emissions in half by 2030.

    Just weeks ago, Hawaii’s last coal-fired power plant closed after 30 years, and more retirements are scheduled around the U.S. over the next decade.

    Realities of shuttering the San Juan plant are setting in for surrounding communities, including the Navajo Nation, where poverty and joblessness already are exponentially higher than national averages. Hundreds of jobs are evaporating along with tens of millions of dollars in annual tax revenue used to fund schools and a community college.

    “A lot of the Native American families have multi-generations living in the home so it doesn’t just affect the husband and wife. It affects their children and their grandchildren,” said Arleen Franklin, who teaches second grade at Judy Nelson. Her husband purchases equipment for a coal mine that feeds another power plant scheduled to close in 2031.

    Denise Pierro, a reading teacher at Judy Nelson, said it’s stressful for parents to see a steady income erased. Pierro’s husband, who served as the general manager of the mine for the San Juan plant, is among those forced into early retirement.

    “They’ve taken the rug out from underneath our feet,” she said.

    Area power plants, mines and associated businesses represent 80% of property tax revenues that fund the Central Consolidated School District, which spans an area the size of Delaware and Rhode Island combined. Almost 93% of the students are Navajo.

    It’s rural and remote. Some students ride a school bus for three hours round trip, arriving home well after sunset. Internet service is spotty or nonexistent, and many homes don’t have electricity or indoor plumbing. The poverty rate within the district is four times the national level. The median annual household income is about $20,000, and the unemployment rate hovers around 70%.

    New Mexico’s Democratic leaders have celebrated the plant’s closure while touting a landmark 2019 law that pushes for a renewable energy economy. Gov. Michelle Lujan Grisham, who is running for reelection, has said the law represented a promise to future generations for a cleaner environment and new job opportunities.

    Environmentalists have said the closure will reduce air and water pollution in a region that some have described as an industrial sacrifice zone. They argue that power plant emissions and methane from the oilfields have caused health problems for residents.

    Joe Ramone, a 69-year-old pipe welder who worked at San Juan, lives in a Navajo community not far from the Four Corners plant. When the wind blows just right, he said his community is hit with ash and coal dust.

    Still, he said his priority is making sure Navajos have work.

    “I don’t want to see anybody unemployed and I am in no way in favor of these companies being shut down. But there’s room for improvement,” he said, suggesting more investments could have been made.

    The loss of the San Juan plant and the mine ripple through every facet of life, from fewer lunch orders at Kirtland’s café to a dwindling ash supply for concrete manufacturers. Meanwhile, prices have skyrocketed for everything from the Navajo staple of mutton to the woven baskets and other materials needed for healing ceremonies.

    Public Service Co. of New Mexico, which runs the plant, is providing $11 million in severance packages to help about 200 displaced workers. About 240 mine workers are getting severance payments worth $9 million. Another $3 million went to job training.

    A state fund established by the energy law also includes $12 million for affected workers.

    Solar and battery storage projects are meant to eventually replace the capacity lost with San Juan’s shutdown and provide jobs during construction. But some of those projects have been delayed due to supply chain problems, and others are on hold indefinitely amid historic inflation and other economic constraints.

    Fresh off a night shift as an electrician at the mine for the neighboring Four Corners Power Plant, Christine Aspaas, a Central Consolidated School Board member, said even if those “green” jobs existed now, they would be temporary. And to make up for lost property tax revenue, she said, some families will have to pay up to seven times more.

    It’s been heartbreaking for so many Navajos to consider leaving home, Aspaas said.

    “That’s what others don’t understand,” she said. “There’s culture, there’s traditions, and so it’s not easy.”

    Sharon Clahchischilliage, once a teacher and a former New Mexico lawmaker, said people in her Navajo community near Shiprock are angry.

    “One of them told me, ‘I don’t know who to be angry at for us having to do this. We don’t have a family anymore,’” she said, referring to bonds broken as Navajos search for jobs elsewhere.

    In the final days, the plant’s spinning turbine sent vibrations through layers of concrete and passing work boots. Heat emanated from the boilers below.

    In the dim control room, workers monitored screens displaying temperatures, pressure, turbine speeds and pollution control systems. Allen Palmer, 70, spent over half his life working his way up the ranks.

    “I hate to see it close,” he said.

    Workers knew for years that the plant would be shuttered. It became more real as coal piles shrank each day — until there was nothing left. As the finish line approached, the company served workers green chile cheeseburgers as a morale booster alongside a big projection screen that read: “Thank you to all employees at San Juan for your years of dedicated service!”

    The last few dozen employees will be laid off over the coming weeks. Some were ready to retire; in June, there were voluntary layoffs when the first of the last two generating units closed.

    “There’s lots of us who have worked 20-plus years and we all know each other and it’s our family,” said plant director Rodney Warner, who will oversee the decommissioning. “It’s who we are.”

    December would have marked 10 years at the plant for Steven Sorrow, 32. He and his coworkers know there’s a good chance they will have to uproot and possibly enter other fields. Some will head to Wyoming, Colorado or Utah, where there are other plants and mines.

    “It’s going to be an adjustment for sure,” he said. “I feel like I’ve tried to prepare over the five years when they told us what we had left. Hopefully I’ve prepared well enough.”

    Aspaas said officials need to find ways to keep the workforce in New Mexico. She said the foundation of economic development is education but without economic development, education suffers.

    “This whole transition, everything that’s happening, the closures, that’s what is threatening our ability to keep funding education,” she said. “When you go down to what it impacts, it is the education of our people, of the Navajo people, our students.”

    VICAM, Mexico — Mexico has become the deadliest place in the world for environmental and land defense activists, according to a global survey released Wednesday, and the Yaqui Indigenous people of northern Mexico are still mourning the killing of water-defense leader Tomás Rojo found dead in June 2021.

    The murder of Indigenous land defenders often conjures up images of Amazon activists killed deep in the jungle — and Colombia and Brazil still account for many of the deaths. But according to a report by the nongovernmental group Global Witness, Mexico saw 54 activists killed in 2021, compared to 33 in Colombia and 26 in Brazil. The group recorded the deaths of 200 activists worldwide in 2021.

    Latin America accounted for over two-thirds of those slayings — often of the bravest and most well-respected people in their communities.

    That was the case with Tómas Rojo, who authorities claim was killed by a local drug gang that wanted the money the Yaquis sometimes earn by collecting tolls at informal highway checkpoints.

    Between 2010, when state authorities built a pipeline to siphon off the Yaquis’ water for use in the state capital, Hermosillo, to 2020, Rojo led a series of demonstrations and acts of civil disobedience, including a months-long intermittent blockade of the state’s main highway, which caused millions in losses for businesses and industry.

    People who knew Rojo don’t believe the toll money theory: They say he was killed by the powerful interests that stand to profit from the Yaquis’ land and water rights in the northern border state of Sonora, across the border from Arizona.

    “Tomás demonstrated his capacity as a natural leader. He was a descendent of warriors,” said Fernando Jiménez, who fought alongside Rojo in a movement to defend the tribe’s water after the government built a dam to divert Yaqui water to rapidly growing Hermosillo in 2010.

    Rojo’s body was found half-buried near Vicam, nearly three weeks after he disappeared. He was initially identified by a red neckerchief he had been wearing when he left home.

    Rojo was a descendent of Tetabiate, a Yaqui leader killed in a 1901 battle with the government, which deported the surviving Yaquis to work in slave-like conditions on henequen plantations in far-away Yucatan. The last battle against the Yaquis was fought in 1927, and included the government using airplanes against warriors still armed mostly with bows and arrows.

    In 2014, Sonora state authorities tried to arrest Rojo and Jiménez on what Yaqui leaders consider trumped-up charges of kidnapping — that were later dismissed; Rojo avoided capture and fled to Mexico City, but Jiménez was jailed in the state capital in Hermosillo. The two kept the movement alive by speaking in Yaqui language in prison telephone calls.

    “In prison, they made you speak Spanish,” recalls Jiménez. “They didn’t want me to speak my native language because they wanted to know what I was saying.”

    The Yaquis are the legal owners of at least half the water in the river basin that bears their name and which they have defended through nearly five centuries of massacres and extermination. But they have seen much of their water redirected to feed burgeoning industries and projects to plant vineyards and avocados in the desert.

    President Andrés Manuel López Obrador last month apologized to the Yaquis for past abuses and promised a series of infrastructure programs to improve their lives. But López Obrador has refused to stop the siphoning off of their water, though the director of the local water district, Humberto Borbón, says it is “100% illegal” and court rulings have backed the Yaquis’ position.

    The Yaquis find themselves at the center of a perfect storm: Everybody from Mexican drug cartels to water-hungry lithium mines covet their land. But they themselves live in poverty and often don’t even have running water in their homes.

    César Cota, a bricklayer and farmer who worked alongside Tomás Rojo, sat beside the Yaqui River — now just a dry gully — and recounted 500 years of Yaqui struggle.

    Near his home, in the village of Cocorit, Yaqui warriors confronted Spanish conquistador Diego de Guzman in 1533.

    “Our ancestors drew a line in the dirt and said, ‘If you cross this, you’ll be at war with us,’” Cota said. “Since then, we haven’t stopped fighting. By now, in 2022, we shouldn’t have to still be fighting.”

    Cota said the river was crucial to the Yaquis. When it flowed regularly, sturdy reeds grew on its banks which the Yaqui used to build everything from houses to funeral biers.

    “It’s an injustice, it’s a great sadness to see our river without water,” said Cota. “That river bears our name. That is where animals live, our medical plants, our reeds live. We don’t have reeds anymore,.” When someone dies, relatives have to buy reeds to make their funeral bier.

    “If this river were to flow again to the sea (the Gulf of California), that would be the greatest victory we could ever have,” Cota said.

    Rojo’s father, Guillermo Rojo, 84, lives in the traditional Yaqui village of Potam. In the family’s humble home, almost everything — the fences, the walls, roofs, the sleeping mats and even the hearths — are made of woven reeds. Because of the semidesert landscape, the trees that grow here are small and twisted, so reed mats packed with mud serve as walls and cooking surfaces.

    The elder Rojo recalled Tomás, his son, as “iron-willed ever since he was a young boy.”

    “He didn’t forget where he was from, who his ancestors were, and that may be what led him to become a social activist.”

    The family’s tradition is impressive: After Tetabiate — the elder Rojo’s grandfather — was killed in battle in 1901, the Mexican government sold the surviving members of his family off as slaves.

    “When people ask me who my ancestors were, I tell them I am the descendant of slaves,” he said.

    Even today, most Yaquis in Potam live in reed houses; only those wealthy enough to buy and operate small electric pumps have running water.

    While some still farm the surrounding fields, most Yaquis work as gardeners, bricklayers or laborers in neighboring cities. They farm corn and wheat on only about 42,000 acres (17,000 hectares), because they don’t have enough water for irrigation, despite a 1930s presidential decree that guarantees them enough water to irrigate more than three times that much land.

    That lack of water threatens the survival of Yaqui culture, whose traditional costumed Lenten-season dance performances are portrayed in statues across the state — even as the people themselves and their culture die off.

    With little water, widespread poverty and no farm work available, younger Yaquis have begun to migrate to nearby cities and the U.S. border city of Nogales, and seldom return to fulfill their roles in traditional dances. Drug cartels moved in because they view Yaqui territory as a lucrative path to smuggle drugs to the U.S. And lithium deposits lie to the north of the Yaquis, and reportedly into their territory, as well.

    “They have already granted about seven mining concessions in our territory, without ever having consulted us,” said Jiménez. “The violence started in our communities, with the rival gangs, abductions and everything led to a decline in Yaqui society. Addiction increased, with the use of methamphetamines undermining our young people.”

    Rojo’s father shook his head and added, “Before, they tried to exterminate us with guns. Now they are trying to exterminate us with addiction.”

    The drug violence unleashed in Sonora has cost many Yaqui lives. In September 2021, just a few months after Rojo was killed, one of the cartels rounded up five young Yaqui men in the village of Loma de Bacum and massacred them.

    The cartel had set up clandestine landing strips for drug flights on Yaqui land. When the Mexican army found and destroyed the landing strips, the cartel blamed the Yaquis for reporting the runways to authorities. The Yaquis say that isn’t true, and that the young men were just innocent victims.

    But the Yaquis’ main complaints have gone unanswered by the government, which has defended the use of water for industrialization in Hermosillo, which has a huge Ford automotive plant and rapidly expanding industry and suburbs.

    The Yaquis themselves won’t say who they think ordered the killing on Tomás Rojo; they live in a largely lawless state where a drug cartel, corrupt politician or powerful businessman can order such a murder with impunity.

    “It’s like it is in every case, here in Mexico and everywhere else in the world,” said Jiménez. “Governments always tend to conquer the strongest leaders, the strongest voices disappear.”
