  • Docuseries on the disappearance of Relisha Rudd hopes to generate new tips on the 11-year-old case – WTOP News

Relisha Rudd, an 8-year-old girl who went missing in D.C. in 2014, is the subject of a new docuseries by the national nonprofit organization, Black and Missing Foundation.

Relisha Rudd, an 8-year-old girl who went missing in D.C. in 2014, is the subject of a new docuseries by the national nonprofit organization Black and Missing Foundation.

The trailer for the upcoming docuseries shows Rudd in a home movie spelling her name for her grandmother. Rudd, smiling with a missing front tooth, would vanish not long after the movie was made.

Black and Missing Foundation is hoping the docuseries will generate new leads for police. The group raises awareness for missing people of color by creating public awareness campaigns, providing resources and tools to families and educating the community on personal safety.

“We know that by bringing awareness to Relisha’s case, we can bring about answers as to what happened to her,” Black and Missing co-founder Natalie Wilson told WTOP. “We will never stop searching for her.”

Rudd was a second grader at Payne Elementary School when she went missing March 1, 2014. She was last seen on surveillance video at the Holiday Inn Express motel in the company of Kahlil Tatum, a janitor for a D.C. General Family Shelter where Rudd had been living with her mother, Shamika Young.

The motel in Northeast was known for criminal activities, including drug use and prostitution.

A month after Rudd was last seen, Tatum was found dead in a shed in Kenilworth Park in an apparent suicide.

Though more than 11 years have passed, Wilson hopes the film will spark new interest in the investigation.

“She’s really D.C.’s baby that’s missing. We want to know what happened to Relisha,” Wilson said. “The community deserves to know what happened to Relisha, and it takes all of us — that’s the media, law enforcement, but most importantly our community — to get involved to help find and bring our missing home.”

Officially, Rudd’s disappearance is unsolved, but police continue to ask the public for information about the case. The FBI is offering a $25,000 reward for information.

The two-part docuseries will be released on Oct. 29, Rudd’s 20th birthday.

  • Emmanuel Haro believed dead by police, parents arrested

Police believe 7-month-old Emmanuel Haro is dead, more than a week after his mother reported the infant was abducted in California, and the baby’s parents have been arrested on suspicion of murder charges.

Newsweek reached out to the San Bernardino County Sheriff’s Department (SBCSD) via email Friday night for additional comment.

    Why It Matters

The original report by Emmanuel’s mother, Rebecca Haro, of the alleged abduction in a parking lot of a shopping center, raised immediate concerns of public safety.

The baby’s disappearance prompted a multi‑agency investigation, execution of search warrants, seizure of evidence and community alarm across the Inland Empire, raising questions about the circumstances surrounding the boy’s last known moments and how investigators were prioritizing leads.

    What To Know

Authorities on Friday arrested Jake Haro, 32, and Rebecca Haro, 41, at their home in Cabazon, California, on suspicion of murder charges. They were taken into custody after an armored vehicle “rammed down their front gate,” the Los Angeles Times reports.

The SBCSD said investigators determined the reported kidnapping in Yucaipa did not occur and that the probe focused increasingly on the parents after identifying inconsistencies in the mother’s statement.

“It is believed Emmanuel is deceased and the search to recover his remains is ongoing,” the sheriff’s department said in a statement. “While these arrests mark a significant development, our focus remains on finding Emmanuel,” deputies later added.

According to CBS News, citing deputies, there are no other suspects. Deputies also told the outlet that they were conducting an operation at the family’s home earlier Friday, and law enforcement could be seen outside the house, per CBS.

The Haro family home was served with search warrants, deputies said in an update earlier this week. News station KTLA also reported that the vehicle belonging to Jake Haro “was previously seized to be processed for evidence,” citing the sheriff’s department.

In an interview with KTLA, Rebecca Haro originally said that an abduction occurred outside Big 5 Sporting Goods on the night of August 14, where she went to buy a mouth guard for her older son’s football practice. The mother said she brought Emmanuel with her and noticed he needed a diaper change.

Jake Haro’s history with law enforcement was also previously reported by The Orange County Register, noting that he had been convicted of felony willful child cruelty in June 2023.

    What People Are Saying

Vincent Hughes, defense attorney representing Jake Haro, previously commenting on the father’s past, according to CBS News: “There was a conviction for child cruelty, which Jake is not running from. He’s not hiding from his record; it’s publicly available information.”

Sheriff Shannon Dicus, in a news release on Friday: “The circumstances surrounding this investigation are tragic and we will continue to search for Emmanuel. I want to thank members of the San Bernardino County Sheriff’s Department, San Bernardino County District Attorney’s Office, Riverside County District Attorney’s Office, Riverside County Sheriff’s Department, the community, and media for bringing attention to this case. I trust our justice system will hold the parents accountable.”

  • Elijah Vue’s mother and her boyfriend face new charges in 3-year-old Wisconsin boy’s death

Elijah Vue’s mother and her boyfriend face new charges in 3-year-old Wisconsin boy’s death

TWO RIVERS, Wis. — Authorities in Wisconsin have announced new charges Thursday against the mother of 3-year-old Elijah Vue in the boy’s death, along with more charges against the mother’s boyfriend.

Skeletal remains found by a hunter in October were confirmed to be the toddler’s, who had been missing since February.

Manitowoc County District Attorney Jacalyn LaBre said at a news conference that Vue’s mother, Katrina Baur, faces charges of chronic neglect of a child, as well as obstructing an officer. Her boyfriend, Jesse Vang faces charges of physical abuse of a child, repeated acts toward causing death, hiding a corpse and obstructing an officer. Both faced prior charges of child neglect.

“This is an incredibly tragic situation that has shaken our community. My thoughts and deepest condolences go out to Elijah’s family, who are enduring unimaginable pain,” LaBre said.

Vue went missing on Feb. 20. In March, his blanket was found about 3.7 miles from where he was last seen. Law officers, private teams and other search and rescue operations had searched the area several times, but nothing turned up throughout different seasons and in different conditions, up until last month’s discovery.

The remains — confirmed to be a skull and bones — were taken to the Wisconsin Crime Lab for DNA testing, Meinnert said. As soon as they were identified, Elijah’s family was notified, Meinnert earlier said.

CBS affiliate WDJT-TV in Milwaukee reported that local authorities said that Baur handed Elijah over to Vang for “discipline.” The Vue family told the station that they don’t know how Baur knew Vang, who served six years in prison for the distribution of methamphetamine. It was Vang’s apartment from which Elijah disappeared, police said, and Vang who reported him missing.

A bail hearing has been scheduled for Friday afternoon.

  • Boy kidnapped from California park in 1951 at age 6 found alive on East Coast:

Boy kidnapped from California park in 1951 at age 6 found alive on East Coast:

Luis Armando Albino was 6 years old in 1951 when he was abducted while playing at an Oakland, California park. Now, more than seven decades later, Albino has been found thanks to help from an online ancestry test, old photos and newspaper clippings.

The Bay Area News Group reported Friday that Albino’s niece in Oakland — with assistance from police, the FBI and the Justice Department — located her uncle living on the East Coast.

Albino, a father and grandfather, is a retired firefighter and Marine Corps veteran who served in Vietnam, according to his niece, 63-year-old Alida Alequin. She found Albino and reunited him with his California family in June.

On Feb. 21, 1951, a woman lured the 6-year-old Albino from the West Oakland park where he had been playing with his older brother and promised the Puerto Rico-born boy in Spanish that she would buy him candy.

Instead, the woman kidnapped the child, flying him to the East Coast where he ended up with a couple who raised him as if he were their own son, the news group reported. Officials and family members didn’t say where on the East Coast he lives.

For more than 70 years Albino remained missing, but he was always in the hearts of his family and his photo hung at relatives’ houses, his niece said. His mother died in 2005 but never gave up hope that her son was alive.

Oakland police acknowledged that Alequin’s efforts “played an integral role in finding her uncle” and that “the outcome of this story is what we strive for,” the Mercury News reported.

In an interview with the news group, she said her uncle “hugged me and said, ‘Thank you for finding me’ and gave me a kiss on the cheek.”

Oakland Tribune articles from the time reported police, soldiers from a local army base, the Coast Guard and other city employees joined a massive search for the missing boy. San Francisco Bay and other waterways were also searched, according to the articles. His brother, Roger Albino, was interrogated several times by investigators but stood by his story about a woman with a bandana around her head taking his brother.

The first notion that her uncle might be still alive came in 2020 when, “just for fun,” Alequin said, she took an online DNA test. It showed a 22% match with a man who eventually turned out to be her uncle. A further search at the time yielded no answers or any response from him, she said.

In early 2024, she and her daughters began searching again. On a visit to the Oakland Public Library, she looked at microfilm of Tribune articles, including one that had a picture of Luis and Roger, which convinced her that she was on the right track. She went to the Oakland police the same day.

Investigators eventually agreed the new lead was substantial, and a new missing persons case was opened. Oakland police said last week that the missing persons case is closed, but they and the FBI consider the kidnapping a still-open investigation.

Luis was located on the East Coast and provided a DNA sample, as did his sister, Alequin’s mom.

On June 20, investigators went to her mother’s home, Alequin said, and told them both that her uncle had been found.

“In my heart I knew it was him, and when I got the confirmation, I let out a big ‘YES!’” she said, according to the Mercury News.

“We didn’t start crying until after the investigators left,” Alequin said. “I grabbed my mom’s hands and said, ‘We found him.’ I was ecstatic.”

On June 24, with the assistance of the FBI, Luis came to Oakland with members of his family and met with Alequin, her mother and other relatives. The next day Alequin drove her mother and her newfound uncle to Roger’s home in Stanislaus County, California.

“They grabbed each other and had a really tight, long hug. They sat down and just talked,” she said, discussing the day of the kidnapping, their military service and more.

Luis returned to the East Coast but came back again in July for a three-week visit. It was the last time he saw Roger, who died in August.

“I think he died happily,” she said, according to the Mercury News. “He was at peace with himself, knowing that his brother was found. I was just so happy I was able to do this for him and bring him closure and peace.”

Alequin said her uncle did not want to talk to the media. She said he had some memories of being kidnapped and being taken across the U.S., but the adults in his life never explained what happened, the Mercury News reported.

“I was always determined to find him, and who knows, with my story out there, it could help other families going through the same thing,” Alequin said. “I would say, don’t give up.”

Fawzan Hassan, had last been seen at an Ethiopian community picnic held at Bohrer Park in Gaithersburg around 3 p.m. Saturday, according to a news release.

At a news conference, Montgomery County police confirmed the body of Hassan surfaced in a pond near Bohrer Park at approximately 5:25 p.m. Sunday, where a local group of volunteers had sighted him and alerted police.

The pond had previously been searched by authorities, but diving efforts were ruled out due to the presence of snapping turtles in the water, according to police.

WTOP’s Dick Uliano reports on the moment two park visitors spotted the boy’s body and called Montgomery County police.

Hassan’s reported death sent shockwaves through the community for more than a day.

“With the recovery of a body from the pond near Bohrer Park this afternoon, we have reached a tragic end to the search for 6-year-old Fawzan Hassan. My heart goes out to Fawzan’s family in their time of grief,” County Executive Marc Elrich said in a statement Sunday.

WTOP’s Dick Uliano, reporting live from the scene, said Montgomery County police pulled the body from the small pond, which was less than 50 yards away from the playground where Hassan was last seen. Numerous people gathered at the site were “weeping” as the body was recovered, Uliano said.

Gaithersburg, Maryland, community members spent more than a day searching for the 6-year-old whose body was found at Bohrer Park on July 28, 2024.

“A really sad ending to this search. Thoughts are and will remain with the Hassan family,” Earl Stoddard, the county’s assistant chief administrator, said in a post on X. “I cannot imagine their anguish.”

Gaithersburg Mayor Jud Ashman thanked the families and community members who assisted in the search after “an unspeakable tragedy for the Hassan family and the community.”

“We will carry Fawzan in our hearts,” Ashman said.

Lieutenant Kristina Hedgepeth with Montgomery County’s Special Victims Bureau said that, moving forward, the case will be transferred to the Major Crimes Division per usual. There is no indication of foul play at this time.

“We are grateful for the tireless efforts of our search teams … and the many volunteers and community members who assisted in the search. Their commitment to helping locate Hassan has been invaluable,” said Hedgepeth. “We ask that the community respect the family’s privacy as they mourn the loss of their child.”

The body of the young boy has been transferred to the office of the county medical examiner, who will determine cause of death in the next few days, according to police spokesperson Sheira Goff.

Community spends hours searching for Hassan

The Ethiopian Silt’e community group hosting a picnic at Bohrer Park in Gaithersburg, Maryland, offered a $10,000 reward as family, friends and concerned citizens looked for 6-year-old Fawzan Hassan. His body was discovered in the park’s pond on July 28, 2024.

After more than 24 hours searching the area, police asked the community during a 3:30 p.m. news conference for help in finding Hassan.

Hassan had last been seen wearing blue and white sneakers.

At Sunday afternoon’s news conference, police said they had completed their search of the park and much of the surrounding area. The department also asked the local community to continue assistance in finding the child.

Among other requests, police asked residents keep an eye out for Hassan in public areas, as well as checking their backyards and other places he may have sought shelter around their properties.

Ousman Seid, a leader with the Ethiopian Silt’e community group hosting the picnic, said the group had been helping in the search for the child and had offered their own $10,000 reward.

“This was our event, we think we are responsible and we didn’t have any sleep,” Seid said. “We felt we have to do this, and the money really didn’t matter,” he added.

Search teams worked overnight Saturday into Sunday searching for Hassan, using drones with the assistance of Maryland National Capital Police in Montgomery County, as well as canines from the Mid Atlantic Dogs search teams.

Before the end of the news conference, Hedgepeth addressed the parents in the community, many of whom had been a part of the search.

“As a parent myself, your head’s got to be on a swivel. You have to constantly be watching. And it’s even harder when you have a child with special needs,” said Hedgepeth. “Keep watching those children, keep your eyes and focus on them as much as you can. But unfortunately, you know things like this do happen. Tragedies do happen.”

Because Hassan is nonverbal, authorities recommend that, if you see Hassan, to keep a distance to avoid scaring him away. They ask anyone who sees the boy to contact police immediately and share his location.

Search teams worked overnight Saturday into Sunday searching for Hassan and are using drones with the assistance of Maryland National Capital Police in Montgomery County.

Volunteers from the Mid Atlantic Dogs search teams have also been part of the area sweep.

Montgomery County Fire and Rescue is assisting the Montgomery County police in searching local bodies of water and ponds.

People who live in the area are asked to check around their property for signs of Hassan and to review any home surveillance videos.

Anyone with information on the whereabouts of Hassan is asked to call 911 for assistance. If engaging with Hassan, police advise residents to approach him calmly and slowly, avoid making sudden movements or loud noises and wait for police to arrive.

  • Body found by hunter in Missouri in 1978 identified as missing Iowa girl

Body found by hunter in Missouri in 1978 identified as missing Iowa girl

A decades-old cold case has been solved after detectives were able to identify a body found in 1978 as that of a missing Iowa teenager.

Police said the body of “Lincoln County Jane Doe” was found in 1978. The remains were found in the Mississippi River, near Elsberry, Missouri, the Lincoln County Sheriff’s Office said in a news release. An autopsy determined that the body was that of a White woman, believed to be between 30 and 40 years old, who had died by drowning. It was determined that the remains had been in the river for about four months, the sheriff’s office said.

Only a few details could be determined about the remains. The body found was wearing a cat’s eye ring and had a tattoo that appeared to say “Dee,” police said, but attempts to identify the remains at the time failed. The remains were buried under a headstone that read “Lincoln County Jane Doe,” police said.

In 2009, details of the case were uploaded into the National Missing and Unidentified Persons System.

It wasn’t until 2023 that officials made a “pivotal breakthrough,” police said. The buried remains were exhumed, and analyses by anthropology faculty and students from Southeast Missouri State University determined that the body was that of a teenager, not a middle-aged woman as initially estimated. The university participants sent samples from the remains to Othram, a private DNA laboratory, for DNA extraction. The company was able to use forensic-grade genome sequencing, which allows a DNA profile to be formed from just a small sample.

The genome sequencing allowed Othram’s genealogy team to “generate new leads” with a “comprehensive genealogical profile,” police said. The Lincoln County Coroner’s Office contacted an individual who said they had a close family member who matched the Jane Doe’s description, who had disappeared in 1977. A familial reference sample was collected.

Testing confirmed a match between the remains and the family member, allowing officials to identify “Lincoln County Jane Doe” as Helen Renee Groomes, a 15-year-old who was last seen in her hometown of Ottumwa, Iowa.

Kevin Groomes told local NBC News affiliate KSDK that he was “overwhelmed with joy” that his sister’s remains had been identified. The exhumed remains have since been cremated.

He said that his sister’s tattoo read “Del” and told KSDK that he had put it there. It was the name of her boyfriend at the time, he said.

“We are profoundly grateful to the teams at SEMO, Othram, and the Lincoln County Coroner’s Office for their invaluable contributions, which proved to be instrumental in finally solving this decades-old mystery and bringing closure to a grieving family,” said Lincoln County Sheriff Rick Harrell.

An investigation into Groomes’ disappearance and death is ongoing, the sheriff’s office said.

  • Body of missing 11-year-old Audrii Cunningham found in Trinity River

Body of missing 11-year-old Audrii Cunningham found in Trinity River

POLK COUNTY, Texas – The body of missing 11-year-old Audrii Cunningham, the Livingston girl at the center of an AMBER Alert, was found in Trinity River on Tuesday, according to KPRC 2 sources and a family friend of the girl.

During Tuesday’s news conference, Polk County Sheriff Byron Lyons confirmed investigators found Audrii’s body at the Trinity River Boat Ramp off U.S. 59 after lowering water levels. The AMBER Alert has officially been discontinued.

Audrii’s body will be transported to the Harris County Medical Examiner’s Office to determine what happened to her and the cause of death.

A spokesperson for the Texas Department of Public Safety said this case has now turned into a criminal investigation.

Several emergency vehicles were at the scene Tuesday morning, including officials from Liberty County, The Texas Department of Public Safety, Texas EquuSearch, and a dive unit from the Harris County Sheriff’s Office.

Caution tape was placed around the area and media was kept far away from the scene.

Lyons said they were able to locate Audrii’s body with the substantial amount of evidence provided by witnesses’ cellphone video, several points of interest provided by the person of interest and surveillance videos.

He said investigators also used evidence collected from cellphone analysis and information they received from 42-year-old Don Steven McDougal.

“We start talking about how we link in evidence to McDougal and linking evidence to this case. We want to be very careful of how we do that and will feel safe to say there is substantial evidence through the evidence that we’ve gathered,” Lyons said. “And so that evidence was even gathered by the wonderful witnesses and wonderful folks out there in the social media who sent those videos, who sent those pictures. So that even that evidence helped us to be able to come up with these locations, as well as the evidence from cellphone videos.”

    What happened

Audrii was reported missing on Thursday, Feb. 15, and investigators said Don Steven McDougal was likely the last person who saw her alive that day.

McDougal was named as the main person of interest in Audrii’s disappearance, although investigators said they haven’t ruled anyone out as a suspect. He is currently in the Polk County Jail on an unrelated charge.

Investigators said McDougal admitted to leaving the house with Audrii last Thursday morning, but he hasn’t said whether or not she made it to her school bus. But the sheriff said he provided some clues that led to them finding her body.

“He agreed to work with us and has taken us to certain locations,” Lyons said.

McDougal lived in a camper behind Audrii’s father and grandmother’s home and sometimes took her to the bus stop or school if she missed it.

“He was a friend of the family, a friend of the father, and he was allowed to live there in a trailer behind the house,” the sheriff said.

McDougal, who has a lengthy criminal history, was previously convicted of enticing a child in Brazoria County, records obtained by KPRC 2 show.

In March 2007, McDougal allegedly attempted to engage in sexual contact with a girl under the age of 17.

According to a grand jury indictment, McDougal removed another female from the bed where the victim was sleeping before he got in the bed with the victim and “(pulled) her pajama bottoms and panties down.”

A Brazoria County grand jury indicted him in July 2007 and his bond was set at $25,000 at the time.

Charges in the case of Audrii’s disappearance have not been filed at this time.

    What’s next?

Polk County District Attorney Shelly Sitton said that based on the evidence that has been gathered, they are preparing an arrest warrant for McDougal.

Capital murder charges against McDougal are pending as the District Attorney’s Office waits on the medical examiner’s office results.

“Based on all the evidence that law enforcement has collected, they are in the process of preparing the appropriate arrest warrants for Don Steven McDougal at this time,” Sitton said. “We believe the appropriate arrest warrant is going to be for capital murder in the death of Audrey Cunningham. He is currently still in jail under an unrelated felony charge here. I understand that this is a very difficult time for Audrey’s family and for our community.”

This is a developing story and will be updated as more information becomes available.
