  • Manassas Regional Airport considering name change – WTOP News

The Manassas Regional Airport could be renamed after a request from one of its fixed-base operators prompted airport officials to consider a change highlighting its close proximity to Washington, D.C.

Airport Director Juan Rivera said the Manassas Regional Airport Commission discussed the proposal during its Nov. 20 meeting and agreed to explore the idea. The commission plans to form a committee to determine next steps and whether to recommend a new name to the Manassas City Council.

According to the Federal Aviation Administration, Manassas Regional Airport, formally Harry P. Davis Field, operates under the airport code HEF. The city-owned airport sits five miles southwest of the city of Manassas and about 28 miles from Washington, D.C., serving the broader region.

Specific name recommendations have not been made.

The potential shift comes as the Manassas Regional Airport works toward bringing commercial service to the facility. As part of the commercialization, the airport is expanding physical structures and updating its runway.

The airport’s current schedule for “full-blown airline service” is March or April 2027, according to Rivera. The airport is about 60% complete with design of the new terminal building and is moving forward with the environmental assessment necessary to get its Airport Operating Certificate.

  • Medicaid cuts leave Manassas adult day care center struggling to stay open – WTOP News

    [ad_1]

Many states have been tightening Medicaid payouts and one adult day care in Northern Virginia said anticipated continued cuts could result in it closing its doors.

Bright Center in Manassas serves adults with disabilities, providing care for those with autism and intellectual and developmental disabilities while their caregivers are at work. President Sidikie Kamara started the program with his late wife and said the Medicaid reimbursement rate per participant has dropped from $75 to $65 per day since 2023.

“Just the overall cost of taking care of one individual — $65 is really just not enough,” Kamara said.

He said the drop wasn’t sudden. The rate went from $75 to $70, and then to $65 over the course of about a year.

Kamara said he’s had to cut staff and has spent over $200,000 of his own savings to keep the center open.

WAMU was first to report on the cuts and their impact on the center.

“We are really struggling just to stay open,” Kamara said.

He currently serves 18 students, down from nearly 40 before the cuts began.

“Providing the services that they need for our students, like buying food, going on outings … half of that comes from my own savings,” Kamara said.

He’s also worried that with steep cuts to Medicaid in the recently passed “One Big Beautiful Bill,” more reimbursement reductions could be coming.

Kamara said the day care is not just a community resource, it’s also one way he is keeping his wife’s memory alive.

“I don’t want to close this place,” he said. “The mission must continue.”

Kamara said he’s reached out to Virginia Medicaid, state delegates and others for help but hasn’t received a response. WTOP has also reached out to Virginia Medicaid for comment.

“I just can’t understand why you wouldn’t want to help,” he said. “This is for the community.”

The Manassas City School Board is set to vote at its next meeting on a surplus property resolution related to the new Jennie Dean Elementary school.

The resolution is part of the requisite boundary line adjustment for the new elementary school. It will enable the School Board to swap a certain portion of the property with portions currently held by the city of Manassas.

“There’s 0.9 acres that a pickleball court is on that is currently Manassas City Public School property and then there’s two pieces of the ‘new Dean’ project that go over the line on the Manassas city property line,” said Superintendent Kevin Newman.

Both happen to be 0.9 acres, allowing the two sides to essentially swap the property.

City Council has a separate process it must go through to make the adjustment, including two public hearings on the matter.

“This is just a part of the process that is moving the new Dean project along,” Newman said.

While the resolution was up for discussion at Tuesday night’s meeting – to be voted on at the following meeting – there was no discussion on the matter outside of Newman’s short recap of the resolution.

The two sides have had a number of meetings and discussions over an extended period of time about the Jennie Dean Elementary project and the property swap itself.

“We’ve had a lot of conversations about 0.9 acres of property,” Newman said.

    History

Manassas City Council approved in May a special use permit that was required in order for construction on the new building to begin. The two sides disagreed on the conditions set forth in the permit, particularly surrounding what happens to the old Jennie Dean school building when the new one is built.

Ultimately, to the dismay of several School Board members, City Council approved the permit with a set of 12 conditions the School Board must abide by.

One condition in particular instructs the School Board to assist the city in any historical investigation to determine if any part of the school or site has historical significance. It also directs the School Board to prepare and submit a plan that addresses the use and disposition of the existing school building.

If the School Board has plans for the continued use of the existing building, it would be required to conduct a cost-benefit analysis, discuss any alternative locations available for the proposed use and analyze potential land-use public facility impacts.

The condition includes language that would allow the city to demolish the older building if the council chooses not to approve the plan of use offered by the School Board.

The School Board and City Council have had several individual and joint meetings over the course of many months to try to come to a decision on the best plan for the projects.

While councilmembers have said it was always intended the old building would be torn down when the new building is constructed, members of the School Board have repeatedly asked that the old building remain intact for potential future use.

After the City Council approved the permit with the set of conditions, several School Board members expressed their concern with the conditions, particularly related to the potential demolition of the old building.

School Board member Jill Spall said at a meeting following the approval of the permit that the disagreement over what to do with the current Dean building is about more than just this building and property itself.

“The issues are a part of a broader discussion about land use, historical preservation and community development,” Spall said. “I’m much more concerned with what the city plans to do with the land once old Dean is demolished than I am about keeping old Dean itself.”

The new Jennie Dean building, which will serve pre-kindergarten through 4th grade students, is expected to be completed in late 2026 or 2027.

  • How police tracked down a suspected carjacker charged with fatally shooting 2 women in Manassas – WTOP News

How police tracked down a suspected carjacker charged with fatally shooting 2 women in Manassas – WTOP News

    [ad_1]

A 36-year-old man is being charged with two counts of murder, after police say two women were found shot to death in a Manassas, Virginia apartment.

New details emerged Wednesday about what led Prince William County police to charge a 36-year-old man with two counts of murder, after two women were found shot to death in a Manassas, Virginia apartment.

It started early Tuesday morning at approximately 12:45 a.m., when a man reported an armed carjacker stole his Toyota Camry in Manassas, according to a news release from police. Police were already in the area, after getting a separate call about a man with a gun.

Prince William County police entered the information into the National Crime Information Center/Virginia Criminal Information Network database. The national database is used to enter or search for information about wanted or missing people, stolen property, criminal histories and to access the National Sex Offender Registry.

Several hours after county police entered the information, police said they were informed a man, Edward James Jackson Bland, 36, of Manassas, was being detained in Shenandoah County.

According to police, the Toyota that Jackson Bland was driving “became inoperable” in the area of Interstate 66 and Interstate 81, and he walked to a nearby convenience store.

“The vehicle was located on Stoney Creek Road, in Edinburg, just west of I-81,” Major Kolter Stroop, with Shenandoah County Sheriff’s Office, who said the convenience store was located “at the Shell station on Stoney Creek Road.”

While current technology allows law enforcement to remotely disable a stolen car, Kolter said “To our knowledge the vehicle was not disabled by anything digital, but the driver may have been having some type of vehicle issues.”

Investigators were notified, and they confirmed the vehicle had been stolen from Prince William County. Jackson Bland was detained, police said.

“During the investigation, additional information was learned prompting concern and a welfare check at an apartment on Porter Ridge Lane in Manassas,” according to news release from Prince William County Police.

When nobody answered the door, police said officers forced their way in just after 5 a.m. and found the bodies of 34-year-old Leann Renee Harris and 22-year-old Asia Payne. Both had been shot to death.

Jackson Bland was arrested and charged with two counts of murder, carjacking, plus three counts of use of a firearm in the commission of a felony.

“He was arrested without incident,” said Stroop.

Jackson Bland remains in custody in Shenandoah County.

The women who were killed are both from Manassas, police said.

Prince William County police said Jackson Bland and the two victims knew each other, but none of them lived in the apartment where Harris and Payne were killed. Police have not publicly released a possible motive.

Prince William County Lieutenant Jonathan Perok said whether the gun used in the armed carjacking was similar to the caliber of weapon used in the fatal shootings is still under investigation.

Online court records do not reflect when Bland Jackson will make his first court appearance in Prince William County.

Two women were found shot and killed Tuesday morning inside an apartment in Manassas, Virginia, and police say a “person of interest” in the double homicide is detained.

Two women were found shot and killed Tuesday morning inside an apartment in Manassas, Virginia, and police say a “person of interest” in the double homicide has been detained.

Prince William County police said officers went to the Westgate Apartments and Townhomes complex in the 8100 block of Porters Ridge Lane just before 5:15 a.m. for the report of a shooting.

While conducting a welfare check, police found two women with gunshot wounds; both were declared dead at the scene, according to a news release.

The women were later identified as 34-year-old Leann Renee Harris and 22-year-old Asia Payne, both of Manassas.

A person of interest in the shooting was detained in Shenandoah County, police said, adding that the individual knew the women. Police believe it wasn’t a random shooting.

The suspect was later identified as Edward James Jackson Bland, 36, also of Manassas.

“At the point that we located the two deceased, we already had the individual detained,” Jonathan Perok, a police spokesman, told WTOP. “There wasn’t a perceived public threat.”

Hours earlier, around 12:45 a.m., police said they received a call from a man who had been carjacked at gunpoint by Jackson Bland in the 8100 block of Portwood Turn. The man was unharmed in the incident.

Some time later, Jackson Bland was taken into police custody after the stolen vehicle reportedly became inoperable near Interstate 66 and Interstate 81 and the car came up as stolen in the police database.

Jackson Bland remains in police custody and is being charged with two counts of murder, one count of carjacking, and three counts of use of a firearm in the commission of a felony, according to officials. A future court date is yet to be announced.

A suspect in a Manassas, Virginia, barricade situation, who surrendered, is hospitalized with a gunshot wound, according to authorities.

The barricade situation at a home in the 9200 block of Bayberry Avenue started around 7 p.m. Friday night.

In a post on X around 7:15 p.m. Friday night, Manassas City police said there was a heavy police presence at a single-family home after reports of shots fired.

A Manassas City Police Department spokesperson told WTOP that the scene “quickly escalated” as multiple shots were fired inside the house. When officers arrived, the suspect began shooting at police.

Saturday morning, police said the suspect was hospitalized with a gunshot wound to “the chest area,” but it wasn’t clear if that was due to officer gunfire, a self-inflicted gunshot wound or an injury from a previous incident.

The Manassas City Police Department said it had requested help from “the regional Critical Incident Response Team (CIRT) to oversee the investigation as an independent body due to officer involved shooting.”

Hours earlier, police said residents were “safe to resume regular activity.”

Below is a map of the area of the barricade situation:

Editor’s note: This story has been updated to reflect the suspect was hospitalized with a gunshot wound.

Wealthy Donor Rents Out Entire Water Park For Clarence Thomas

    [ad_1]

MANASSAS, VA—Claiming that the gift was simply a gesture of kindness rather than an ethics violation, Supreme Court Justice Clarence Thomas stated Friday that there was nothing wrong with a wealthy donor renting out an entire D.C.-area water park just for him. “One friend is allowed to treat another friend to a nice, relaxing day of wet and wild fun in the sun, aren’t they?” said Thomas from the middle of a cozy tube floating down SplashDown’s lazy river, explaining how much easier it was to enjoy all 13 acres of northern Virginia’s largest water park when there were no lines or other people sharing the attractions. “Harlan Crow and I go back many years, so there’s nothing unusual or nefarious about him paying $600,000 for them to open up before their season has even started and attend to my every whim to make sure I have a total blast. Show me in the bylaws where I’m violating a condition of my employment by riding the Tropical Twister as many times as I want with no wait. Plus, Neil and Sonya are going to be so jealous when I go back to work with a solid tan and a belly full of free ice cream.” At press time, Crow had reportedly tipped a teenaged pool attendant $1,500 to carry Thomas up the wooden stairs at Pipeline Tower so he could go for another ride.
