    Paris-headquartered minerals giant Imerys plans to develop a lithium extraction project that it’s hoped will help meet demand and secure supply for Europe’s emerging electric vehicle market.

    In a statement Monday, Imerys said its Emili Project would be located at a site in the center of France, with the company targeting 34,000 metric tons of lithium hydroxide production each year from 2028.

    According to the business, this level of production would be enough to “equip approximately 700,000 electrical vehicles per year.”

    Alongside its use in cell phones, computers, tablets and a host of other gadgets synonymous with modern life, lithium — which some have dubbed “white gold” — is crucial to the batteries that power electric vehicles.

    The project being planned by Imerys is taking shape at a time when major economies like the EU are looking to ramp up the number of electric vehicles on their roads.

    The EU plans to stop the sale of new diesel and gasoline cars and vans from 2035. The U.K., which left the EU on Jan. 31, 2020, is pursuing similar targets.

    With demand for lithium rising, the European Union — of which France is a member — is attempting to shore up its own supplies and reduce dependency on other parts of the world.   

    In a translation of her State of the Union speech last month, European Commission President Ursula von der Leyen said “lithium and rare earths will soon be more important than oil and gas.”

    As well as addressing security of supply, von der Leyen, who switched between several languages during her speech, also stressed the importance of processing.

    “Today, China controls the global processing industry,” she said. “Almost 90% … of rare earth[s] and 60% of lithium are processed in China.”

    “So we will identify strategic projects all along the supply chain, from extracting to refining, from processing to recycling,” she added. “And we will build up strategic reserves where supply is at risk.”

    Back in France, Imerys said it was finalizing what it described as a “technical scoping study” in order to “explore various operational options and refine geological and industrial aspects relating to the lithium extraction and processing method.”

    The site selected for the project has, since the end of the 19th century, been used to produce a type of clay called kaolin for use in the ceramics industry.

    The construction capital expenditure of the proposed lithium project is estimated to be around 1 billion euros (roughly $980 million), Imerys added.

    “Upon successful completion, the project would contribute to the French and European Union’s energy transition ambitions,” the company said. “It would also increase Europe’s industrial sovereignty at a time when car and battery manufacturers are heavily dependent on imported lithium, which is a key element in the energy transition.”

    In recent years, a range of factors has created pressure points when it comes to the supply of the materials crucial for EVs, an issue the International Energy Agency highlighted earlier this year in its Global EV Outlook.

    “The rapid increase in EV sales during the pandemic has tested the resilience of battery supply chains, and Russia’s war in Ukraine has further exacerbated the challenge,” the IEA’s report noted, adding that prices of materials like lithium, cobalt and nickel have soared.

    “In May 2022, lithium prices were over seven times higher than at the start of 2021,” it added. “Unprecedented battery demand and a lack of structural investment in new supply capacity are key factors.”

    In a recent interview with CNBC, the CEO of Mercedes-Benz sketched out the current state of play, as he saw it when it came to the raw materials required for EVs and their batteries.

    “Raw material prices have been quite volatile in the last 12 to 18 months — some have spiked and actually some have come back down again,” Ola Kallenius said.

    “But it is true as we become electric, all-electric and more and more automakers go into the electric space, there is a need to increase mining capacities and refining capacities for lithium, nickel, and some of those raw materials that are needed to produce electric cars.”

    “We have everything that we need now, but we need to look into the mid to long-term and work with the mining industry here to increase capacities.”

    The French government will cover a part of companies’ electricity bills, with big energy firms asked to contribute to the cost, a minister told TV station BFM Business late Sunday.

    An “electricity guarantee” for 2023 will be finalized soon, and will cover part of any amount paid above a reference price fixed by the government, according to Energy Transition Minister Agnes Pannier-Runacher.

    Energy companies making large profits will be asked to provide a contribution in relation to the reference price, the minister said, adding that the relevant legal proposition will be made very soon.

    The move comes amid surging energy prices across Europe following a stoppage of natural-gas flows from Russia. In France, supply has also been threatened by strikes at nuclear reactors owned by national utility Electricite de France SA.

    UNITED NATIONS — The United States and key Western allies accused Russia on Friday of using Iranian drones to attack civilians and power plants in Ukraine in violation of a 2015 U.N. Security Council resolution and international humanitarian law.

    Russia countered by accusing Ukraine of attacking infrastructure and civilians for eight years in the eastern separatist regions of Donetsk and Luhansk, which Russian President Vladimir Putin illegally annexed earlier this year.

    The U.S., France, Germany and Britain supported Ukraine’s call for U.N. Secretary-General Antonio Guterres to send a team to investigate the origin of the drones.

    Russian Ambassador Vassily Nebenzia said the drones are Russian and warned that an investigation would violate the U.N. Charter and seriously affect relations between Russia and the United Nations.

    U.S. deputy ambassador Jeffrey DeLaurentis said that “the U.N. must investigate any violations of U.N. Security Council resolutions — and we must not allow Russia or others to impede or threaten the U.N. from carrying out its mandated responsibilities.”

    The Western clash with Russia over attacks on civilians and infrastructure and the use of Iranian drones came at an open council meeting that also focused on the dire humanitarian situation in Ukraine as winter approaches. Almost 18 million people, more than 40% of Ukraine’s population, need humanitarian assistance, U.N. humanitarian coordinator Denise Brown says.

    U.N. political chief Rosemary DiCarlo expressed grave concern to the council that Russian missile and drone attacks between Oct. 10 and Oct. 18 in cities and towns across Ukraine killed at least 38 Ukrainian civilians, injured at least 117 and destroyed critical energy infrastructure, including power plants.

    She cited the Ukrainian government’s announcement that 30% of the country’s energy facilities have been hit, most notably in the capital Kyiv and in the Dnipropetrovsk, Lviv, Kharkiv and Sumy regions.

    “Combined with soaring gas and coal prices, the deprivation caused by these attacks threatens to expose millions of civilians to extreme hardship and even life-endangering conditions this winter,” she said.

    DiCarlo, the U.N. undersecretary-general for political and peacebuilding affairs, said that “under international humanitarian law, attacks targeting civilians and civilian infrastructure are prohibited.” So are “attacks against military objectives that may be expected to cause harm to civilians that would be excessive in relation to the concrete and direct military advantage anticipated,” she said.

    Nebenzia claimed that high-precision missile strikes and Russian drones — not Iranian drones — hit a large number of military targets that included infrastructure in an effort to degrade Ukrainian military activities.

    “Of course, this did not sit well with the West and they became hysterical, and this is what we’re witnessing loudly and clearly today at the meeting,” the Russian ambassador said.

    He said the West doesn’t want “to face facts” and acknowledge that civilian infrastructure was hit only in cases where drones had to change course because of Ukrainian defense actions. He said Ukrainian air defenses also hit civilian sites because they missed incoming attacks.

    In a letter to the Security Council on Wednesday, Ukrainian Ambassador Sergiy Kyslytsya accused Iran of violating a Security Council ban on the transfer of drones capable of flying 300 kilometers (about 185 miles).

    That provision was part of Resolution 2231, which endorsed the 2015 nuclear deal between Iran and six key nations — the U.S., Russia, China, Britain, France and Germany — aimed at curbing Tehran’s nuclear activities and preventing the country from developing a nuclear weapon.

    U.S. President Donald Trump withdrew the U.S. from the 2015 nuclear agreement in 2018 and negotiations between the Biden administration and Iran for the United States to rejoin the deal have stalled.

    Under the resolution, a conventional arms embargo on Iran was in place until October 2020. But restrictions on missiles and related technologies run until October 2023, and Western diplomats say that includes the export and purchase of advanced military systems such as drones, which are also known as unmanned aerial vehicles, or UAVs.

    Iranian Ambassador Amir Saeid Iravani said Wednesday that he “categorically rejected unfounded and unsubstantiated claims that Iran has transferred UAVs for the use (in) the conflict in Ukraine.” He accused unnamed countries of trying to launch a disinformation campaign to “wrongly establish a link” with the U.N. resolution.

    “Moreover, Iran is of the firm belief that none of its arms exports, including UAVs, to any country” violate Resolution 2231, he added.

    France, Germany and Britain on Friday supported Ukraine’s accusation that Iranian has supplies drones to Russia in violation of the 2015 resolution and they are being used in attacks on civilians and power plants in Ukraine. They backed Kyiv’s call for a U.N. investigation.

    The three European countries said in a joint letter to the 15 council members that reports in open sources suggest Iran intends to transfer more drones to Russia along with ballistic missiles.

    Neither Iran nor Russia sought advance approval from the council for the transfer of Mohajer and Shahed UAVs and therefore “have violated resolution 2231,” the letter said.

    The U.S. sent a similar letter, saying Iranian drones were transferred to Russia in late August and requesting the U.N. Secretariat team responsible for monitoring the resolution’s implementation to “conduct a technical and impartial investigation that assesses the type of UAV’s involved in these transfers.”

    Nebenzia also sent a letter contending that DiCarlo is siding with the West on carrying out an investigation. His letter insists that “the U.N. Secretariat has no authority to conduct, or in any other form engage, in any `investigation’” related to Resolution 2231.

    BERLIN — German Chancellor Olaf Scholz said Thursday that Russia’s war in Ukraine mustn’t lead to a “worldwide renaissance” for coal — comments that come as Germany itself brings coal-fired power plants back online in an effort to prevent an energy crunch this winter.

    In a speech to parliament, Scholz highlighted his government’s efforts to counter the effects of Russia’s decision to cut off gas supplies to Germany. The government has in recent months approved reactivating several coal- and oil-fired power plants, and environmental activists warn that Germany risks defaulting on its climate goals by burning more fossil fuels.

    Scholz said five further plants that use lignite, a low-quality and high-emission type of coal, have gone back online in recent days “as a time-limited but necessary emergency measure.” The chancellor this week also decided to keep Germany’s last three nuclear power plants, which originally were supposed to be switched off at the end of the year, running until mid-April.

    “We continue to stand firmly by our climate targets,” Scholz told lawmakers.

    Officials from almost 200 countries will gather next month in Sharm el-Sheikh, Egypt, to discuss how to tackle global warming.

    Scholz vowed that Germany, which is moving to expand its use of renewable energy, will pass all the major legislation needed to fulfill its climate targets by the end of this year and that the European Union will stay on course. He called for a final agreement in the coming months on the EU’s proposed “Fit for 55” package to achieve the bloc’s goals of cutting emissions of the gases that cause global warming by 55% over this decade.

    “The Russian aggression and its consequences mustn’t lead to a worldwide renaissance of coal,” the chancellor said. “We will make clear offers so that developing and emerging countries also can embark resolutely on the path toward a climate-neutral energy sector.”

    “We will vigorously help the states that today already are suffering particularly from the consequences of climate change,” he added.

    Germany’s foreign minister said earlier this month that Berlin wants the huge economic damage resulting from global warming to be discussed at the climate talks in Egypt.

    Coal accounted for 31.4% of Germany’s electricity generation in this year’s first half, up from 27.1% a year earlier. Around 48.5% of the country’s electricity came from renewable sources, up from 43.8% the year before, while the proportions derived from nuclear power and gas declined to 6% and 11.7%, respectively.

    ATLANTA — Workers have begun loading radioactive fuel into a new nuclear reactor in Georgia, utilities said Friday, putting the first new American nuclear reactor built in decades on a path to begin generating electricity in coming months.

    Georgia Power says workers will transfer 157 fuel assemblies into the reactor core at Plant Vogtle, southeast of Augusta, in the next few days. There are already two reactors operating at the plant, with fuel being loaded into a third unit and a fourth unit still under construction.

    Chris Womack, chairman and CEO of Georgia Power, the largest unit of Atlanta-based Southern Co., said in a statement that fuel loading shows “steady and evident progress” at Vogtle.

    “We’re making history here in Georgia and the U.S. as we approach bringing online the first new nuclear unit to be built in the country in over 30 years,” Womack said. “These units are important to building the future of energy and will serve as clean, emission-free sources of energy for Georgians for the next 60 to 80 years.”

    After the 90 tons (82 metric tonnes) of uranium oxide is loaded by a crane into the reactor, operating company Southern Nuclear will test whether the plant’s cooling and steam supply system work while fuel is inside the reactor at the super-high temperatures and pressures created by splitting atoms. Operators will then start generating electricity and link the plant to the transmission grid, with the reactor planned to reach commercial operation by the end of March.

    The Georgia Public Service Commission approved the new reactors in 2012, and the third reactor was supposed to start generating power in 2016. The cost of the third and fourth reactors has climbed from an original estimate of $14 billion to more than $30 billion.

    The Nuclear Regulatory Commission approved plans to load the fuel in August. Approval was delayed because much of the third reactor’s wiring had to be redone after federal regulators found major flaws. Southern Co. also fell behind on inspection documents that had to be completed before the NRC could sign off.

    Georgia Power’s 2.7 million customers are already paying part of the financing cost and state regulators have approved a monthly rate increase of at least $3.78 a month as soon as the third unit begins generating power. But the elected five-member Public Service Commission will decide later who pays for the remainder of the costs. The utility has other unrelated rate increases awaiting a decision.

    The fourth unit is supposed to be completed in late 2023. The two new units combined are projected to produce enough power for more than 500,000 homes and businesses.

    Vogtle is the only nuclear plant under construction in the United States. Its costs and delays could deter other utilities from building such plants, even though they generate electricity without releasing climate-changing carbon emissions.

    Georgia Power owns 45.7% of the two reactors, while Oglethorpe Power Corp. owns 30% on behalf of 38 power cooperatives. The Municipal Electric Authority of Georgia owns 22.3% on behalf of 49 city-owned utilities, while the city of Dalton’s utility owns 1.6%. MEAG has contracts to sell electricity from Vogtle to the city-owned utility in Jacksonville, Florida, and to some electric cooperatives and city utilities in Alabama and the Florida Panhandle.

    The other owners of Vogtle are trying to shift costs onto Georgia Power. Oglethorpe, MEAG and Dalton all sued Georgia Power earlier this year, claiming the company was trying to bilk them out of nearly $700 million by unilaterally changing a contract.

    Under a 2018 deal, Georgia Power agreed to assume all cost overruns above a certain level. In exchange, the co-owners would sell part of their ownership shares to Georgia Power. Oglethorpe and MEAG say projected overruns have reached that level, but Georgia Power said the threshold is $1.3 billion higher than the level claimed by the co-owners.

    Georgia Power is settling MEAG’s lawsuit in exchange for making at least $76 million in payments to MEAG.

    DAKAR, Senegal — A new liquefied natural gas project off Africa‘s western coast may only be 80% complete, but already the prospect of a new energy supplier has drawn visits from the leaders of Poland and Germany.

    The initial field near Senegal and Mauritania’s coastlines is expected to contain about 15 trillion cubic feet (425 billion cubic meters) of gas, five times more than what gas-dependent Germany used in all of 2019. But production isn’t expected to start until the end of next year.

    That won’t help solve Europe’s energy crisis triggered by Russia’s war in Ukraine. Still, Gordon Birrell, an executive for project co-developer BP, says the development “could not be more timely” as Europe seeks to reduce its reliance on Russian natural gas to power factories, generate electricity and heat homes.

    “Current world events are demonstrating the vital role that (liquid gas) can play in underpinning the energy security of nations and regions,” he told an energy industry meeting in West Africa last month.

    While Africa’s natural gas reserves are vast and North African countries like Algeria have pipelines already linked to Europe, a lack of infrastructure and security challenges have long stymied producers in other parts of the continent from scaling up exports. Already-established African producers are cutting deals or reducing energy use so they have more to sell to boost their finances, but some leaders warn that hundreds of millions of Africans lack electricity and supplies are needed at home.

    Nigeria has Africa’s largest natural gas reserves, said Horatius Egua, a spokesman for the petroleum minister, though it accounts for only 14% of the European Union’s imports of liquefied natural gas, or LNG, that comes by ship. Projects face the risk of energy thefts and high costs. Other promising countries like Mozambique have discovered large gas reserves only to see projects delayed by violence from Islamic militants.

    Europe has been scrambling to secure alternative sources as Moscow has reduced natural gas flows to EU countries, triggering soaring energy prices and growing expectations of a recession. The 27-nation EU, whose energy ministers are meeting this week to discuss a gas price cap, is bracing for the possibility of a complete Russian cutoff but has still managed to fill gas reserves to 90%.

    European leaders have flocked to countries like Norway, Qatar, Azerbaijan and especially those in North Africa, where Algeria has a pipeline running to Italy and another to Spain.

    Italy signed a $4 billion gas deal with Algeria in July, a month after Egypt reached an agreement with the European Union and Israel to boost sales of LNG. Angola also has signed a gas deal with Italy.

    While an earlier agreement allowed Italy’s biggest energy company to start production at two Algerian gas fields this week, it was wasn’t clear when flows would start from the July deal because it lacked specifics, analysts said.

    African leaders like Senegalese President Macky Sall want their countries to cash in on these projects even as they’re being dissuaded from pursuing fossil fuels. They don’t want to export it all either — an estimated 600 million Africans lack access to electricity.

    “It is legitimate, fair and equitable that Africa, the continent that pollutes the least and lags furthest behind in the industrialization process should exploit its available resources to provide basic energy, improve the competitiveness of its economy and achieve universal access to electricity,” Sall told the U.N. General Assembly last month.

    Algeria is a major supplier — it and Egypt accounted for 60% of the natural gas production in Africa in 2020 — but it can’t offset Russian gas to Europe at this stage, said Mahfoud Kaoubi, professor of economics and specialist in energy issues at the University of Algiers.

    “Russia has an annual production of 270 billion cubic meters — it’s huge,” Kaoubi said. “Algeria is 120 billion cubic meters, of which 70.50% is intended for consumption on the internal market.”

    This year, Algeria is forecast to have piped exports of 31.8 billion cubic meters, according to Tom Purdie, a Europe, Middle East and Africa gas analyst with S&P Global Commodity Insights.

    “The key concern here surrounds the level of production step-up that can be achieved, and the impact domestic demand could have” given how much gas Algeria uses at home, Purdie said.

    Cash-strapped Egypt also is looking to export more natural gas to Europe, even regulating air conditioning in shopping malls and lights on streets to save energy and sell it instead.

    Prime Minister Mostafa Madbouly says Egypt hopes to bring in an additional $450 million a month in foreign currency by rerouting 15% of its domestic gas usage for export, state media reported.

    More than 60% of Egypt’s natural gas consumption still is used by power stations to keep the country running. Most of its LNG goes to Asian markets.

    A new, three-party deal will see Israel send more gas to Europe via Egypt, which has facilities to liquefy it for export by sea. The EU says it will help the two countries increase gas production and exploration.

    In Nigeria, ambitious plans have yet to yield results despite years of planning. The country exported less than 1% of its vast natural gas reserves last year.

    A proposed 4,400-kilometer-long (2,734-mile-long) pipeline that would take Nigerian gas to Algeria through Niger has been stalled since 2009, mainly because of its estimated cost of $13 billion.

    Many fear that even if completed, the Trans-Sahara Gas Pipeline would face security risks like Nigeria’s oil pipelines, which have come under frequent attacks from militants and vandals.

    The same challenges would hinder increased gas exports to Europe, said Olufola Wusu, a Lagos-based oil and gas expert.

    “If you look at the realities on ground — issues that have to do with crude oil theft — and others begin to question our ability to supply gas to Europe,” he said.

    Wusu urged pursuing LNG, calling it the “most profitable” gas strategy so far.

    Even that isn’t without issues: In July, the head of Nigeria LNG Limited, the country’s largest natural gas firm, said its plant was producing at just 68% of capacity, mainly because its operations and earnings have been stifled by oil theft.

    In the south, Mozambique is slated to become a major exporter of LNG after significant deposits were found along its Indian Ocean coast in 2010. France’s TotalEnergies invested $20 billion and started work to extract gas that would be liquefied in a plant it was building in Palma, in the northern Cabo Delgado province.

    But Islamic extremist violence forced TotalEnergies to indefinitely scupper the project last year. Mozambican officials have pledged to secure the Palma area to allow work to resume.

    Italian firm Eni, meanwhile, pressed ahead with its plan to pump and liquefy some of its gas deposits discovered in Mozambique in 2011 and 2014. Eni established a platform in the Indian Ocean 50 miles (80 kilometers) offshore, away from the violence in Cabo Delgado.

    It’s the first floating LNG facility in the deep waters off Africa, Eni says, with gas liquefaction capacity of 3.4 million tons per year.

    The platform liquefied its first gas on Oct. 2, according to Africa Energy, and the first shipment is expected to depart for Europe in mid-October.

    General Motors, which plans to go almost entirely electric by 2035, is creating a new energy division that will produce chargers for electric vehicles, as well as solar panels and other energy-related technology for homes and businesses.

    The company said Tuesday that the unit, called GM Energy, will create systems for households and commercial customers that link electric vehicles to power storage and generation. The division should have the capacity to sell energy from electric vehicle and stationary storage batteries back to utilities during peak periods of energy usage.

    “GM Energy has the opportunity to help deliver sustainable energy products and services that can help mitigate the effect of power outages and provide customers with resilient and cost-effective energy management,” Travis Hester, vice president of GM EV Growth Operations, said in a statement.

    GM’s Energy Services Cloud will include data and energy management tools and let customers manage their energy usage.

    Ultium Charge 360, which includes several charging station networks and software, will expand its portfolio of integrated public charging networks, integrated mobile apps, and additional product and service offerings over time as part of the division.

    GM said it also has partnerships with several companies, including solar technology and energy services provider SunPower. In the deal with SunPower, the two companies will develop and offer customers a home energy system that includes integrated electric vehicle and battery solutions, solar panels and home energy storage. The system will be available at the same time as the retail launch of the 2024 Chevrolet Silverado EV, which is expected to start production in the fall 2023.

    There’s also a pilot project with Pacific Gas and Electric to allow residential customers to use their compatible electric vehicles with a bi-directional charger as backup power for essential home needs during power outages. After initial lab tests, the companies anticipate expanding the offer to some residential customers within PG&E’s service area. This is expected to begin next year.

    General Motors, which plans to go almost entirely electric by 2035, is creating a new energy division that will produce chargers for electric vehicles, as well as solar panels and other energy-related technology for homes and businesses.

    The company said Tuesday that the unit, called GM Energy, will create systems for households and commercial customers that link electric vehicles to power storage and generation. The division should have the capacity to sell energy from electric vehicle and stationary storage batteries back to utilities during peak periods of energy usage.

    “GM Energy has the opportunity to help deliver sustainable energy products and services that can help mitigate the effect of power outages and provide customers with resilient and cost-effective energy management,” Travis Hester, vice president of GM EV Growth Operations, said in a statement.

    GM’s Energy Services Cloud will include data and energy management tools and let customers manage their energy usage.

    Ultium Charge 360, which includes several charging station networks and software, will expand its portfolio of integrated public charging networks, integrated mobile apps, and additional product and service offerings over time as part of the division.

    GM said it also has partnerships with several companies, including solar technology and energy services provider SunPower. In the deal with SunPower, the two companies will develop and offer customers a home energy system that includes integrated electric vehicle and battery solutions, solar panels and home energy storage. The system will be available at the same time as the retail launch of the 2024 Chevrolet Silverado EV, which is expected to start production in the fall 2023.

    There’s also a pilot project with Pacific Gas and Electric to allow residential customers to use their compatible electric vehicles with a bi-directional charger as backup power for essential home needs during power outages. After initial lab tests, the companies anticipate expanding the offer to some residential customers within PG&E’s service area. This is expected to begin next year.

    BERLIN — An external power line to Ukraine’s Zaporizhzhia nuclear power plant — the biggest in Europe — was repaired on Sunday after shelling disconnected the facility from the grid and forced it to resort to emergency diesel generators, the U.N. nuclear watchdog said.

    The International Atomic Energy Agency said the 750-kilovolt line was reconnected to the plant on Sunday evening following repair work by Ukrainian engineers. That enabled the plant to start switching off the generators that had kicked in to provide it with power after the line — its last connection to the grid — was cut early Saturday.

    IAEA Director-General Rafael Grossi tweeted that the reconnection was “a temporary relief in a still-untenable situation.”

    The plant has been held by Russian forces for months, but operated by Ukrainian employees. All six reactors at the site are shut down but they still require electricity for cooling and other safety functions.

    Grossi has spent weeks pushing for the establishment of a “nuclear safety and security protection zone” around the plant. He says he will travel to Russia and then see Ukrainian President Volodymyr Zelenskyy in an effort to realize that plan.

    Grossi condemned attacks “in areas that could affect the safety and security” of the plant, including in nearby Enerhodar and in the Ukrainian-held provincial capital of Zaporizhzhia.

    “Almost every day now, there is shelling in the region where the Zaporizhzhia nuclear power plant is located and where the plant workers and their families live,” he said. “The shelling must stop, immediately. It is already having an impact on the nuclear safety and security situation at the plant.”

    Ukrainian operating staff told IAEA experts that a convoy of five trucks carrying “vital additional diesel fuel supplies” is currently in the city of Zaporizhzhia and plans to cross the front line to reach the plant on Monday, the agency said. The site currently has diesel reserves for about 10 days. Separately, a supply of diesel provided by the Russian state nuclear company Rosatom has arrived in Enerhodar, the IAEA added.

    Zaporizhzhia is one of four regions in Ukraine that Russian President Vladimir Putin has annexed in violation of international laws.

    Putin signed a decree Wednesday declaring that Russia was taking over the nuclear plant. Ukraine’s Foreign Ministry called it a criminal act and said it considered Putin’s decree “null and void.” Ukraine’s state nuclear operator, Energoatom, said it would continue to operate the plant.

    The International Atomic Energy Agency said that the plant’s link to a 750-kilovolt line was cut at around 1 a.m. Saturday. It cited official information from Ukraine as well as reports from IAEA experts at the site, which is held by Russian forces.

    All six reactors at the plant are shut down but they still require electricity for cooling and other safety functions. Plant engineers have begun work to repair the damaged power line and the plant’s generators — not all of which are currently being used — each have sufficient fuel for at least 10 days, the IAEA said.

    “The resumption of shelling, hitting the plant’s sole source of external power, is tremendously irresponsible,” IAEA Director-General Rafael Grossi said in a statement.

    Grossi visited Kyiv on Thursday. He said he will soon travel to Russia, then make another trip to Ukraine, to further his effort to set up a “nuclear safety and security protection zone” around the plant, which he has advocated for weeks.

    “This is an absolute and urgent imperative,” he said. The IAEA didn’t apportion blame for the shelling.

    ZAPORIZHZHIA, Ukraine — Alone in his apartment in the Russian-occupied city of Enerhodar in southeastern Ukraine, nuclear plant security guard Serhiy Shvets looked out his kitchen window in late May and saw gunmen approaching on the street below. When his buzzer rang, he was sure he was about to die.

    Shvets, a former soldier in Ukraine’s military who was loyal to Kyiv, knew the gunmen would either kill or abduct and torture him. He thought briefly about recording a farewell to his family, who had fled to safety abroad, but instead lit a cigarette and grabbed his gun.

    Six Russian soldiers broke down his door and opened fire, which he returned. Wounded in the hand, thigh, ear, and stomach, Shvets began to lose consciousness. Before he did, he heard the commander of the group tell his men to cease fire and call an ambulance.

    Shvets, who survived the shooting, is among workers from the Zaporizhzhia Nuclear Power Plant recounting their fears of being abducted and tortured or killed by Russian forces occupying the facility and the city of Enerhodar. Ukrainian officials say the Russians have sought to intimidate the staff into keeping the plant running, through beatings and other abuse. but also to punish those who express support for Kyiv.

    A GOOD LIFE BEFORE THE WAR

    Life was good for employees of the Zaporizhzhia Nuclear Power Plant before the Russian invasion of Feb. 24. They were guaranteed a financially secure and stable life for their families.

    And even though Ukraine still bears the psychological scars of the world’s worst atomic accident at Chernobyl in 1986, the Zaporizhzhia plant — Europe’s largest nuclear facility with its six reactors — provided jobs for about 11,000 people, making Enerhodar and its prewar population of 53,000 one of the wealthiest cities in the region.

    But after Russia occupied the city early in the war, that once-comfortable life turned into nightmare.

    The invaders overran the ZNPP, about 6 kilometers (nearly 4 miles) from Enerhodar, but kept the Ukrainian staff in place to run it. Both sides accused the other of shelling the plant that damaged power lines connecting it to the grid, raising international alarm for its safety. Ukrainian officials say the Russians used the plant as a shield from which to fire shells on nearby towns.

    Reports of intimidation of the staff and abductions began trickling out over the summer. Rafael Mariano Grossi, head of the International Atomic Energy Agency, the U.N.’s atomic watchdog, told The Associated Press about reports of violence between the Russians and the Ukrainian staff.

    About 4,000 ZNPP workers fled. Those who stayed cited threats of kidnap and torture — underscored by the abduction Friday of plant director Ihor Murashov, who was seized and blindfolded by Russian forces on his way home from work.

    He was freed Monday after being forced to make false statements on camera, according to Petro Kotin, head of Energoatom, Ukraine’s state nuclear company. Kotin told AP Murashov was released at the edge of Russian-controlled territory and walked about 15 kilometers (9 miles) to Ukrainian-held areas.

    “I would say it was mental torture,” Kotin said of what Murashov suffered. “He had to say that all the shelling on the Zaporizhzhia Nuclear Power Plant was made by Ukrainian forces and that he is a Ukrainian spy … in contact with Ukrainian special forces.”

    Enerhodar’s exiled Mayor Dmytro Orlov, who spoke to Murashov after his release, said the plant official told him he had spent two days “in solitary confinement in the basement, with handcuffs and a bag on his head. His condition can hardly be called normal.”

    President Volodymyr Zelenskyy, described Murashov’s abduction as “yet another manifestation of absolutely uncovered Russian terror.”

    ‘TERRIBLE THINGS HAPPEN THERE’

    More than 1,000 people, including plant workers, were abducted from Enohodar, although some have been released, estimated Orlov, who fled to Zaporizhzhia, the nearest city under Ukrainian control, after refusing to cooperate with the Russians. Kotin estimated that 100-200 remain abducted.

    Orlov said the first abduction was March 19, when Russians seized his deputy, Ivan Samoidiuk, whose whereabouts remains unknown. The abductions then accelerated, he said.

    “Mostly, they took people with a pro-Ukrainian position, who were actively involved in the resistance movement,” he said.

    Orlov alleged they were tortured at various locations in Enerhodar, including at the city’s police station, in basements elsewhere and even in the ZNPP itself.

    “Terrible things happen there,” he said. “People who managed to come out say there was torture with electric currents, beatings, rape, shootings. … Some people didn’t survive.”

    Similar sites were seen by AP journalists in parts of the Kharkiv region abandoned by Russian troops after a Ukrainian counteroffensive. In the city of Izium, an AP investigation uncovered 10 separate torture sites.

    Plant worker Andriy Honcharuk died in a hospital July 3 shortly after the Russians released him, beaten and unconscious, for refusing to follow their orders at the facility, Orlov said.

    Oleksii, a worker who said he was responsible for controlling the plant’s turbines and reactor compartment, fled Enerhodar in June when he learned Russian troops were looking for him. The 39-year-old asked not to be identified by his full name for fear of reprisal.

    “It was psychologically difficult,” Oleksii told the AP in Kyiv. “You go to the station and see the occupiers there. You come to your workplace already depressed.”

    Many plant employees “visited the basements” and were tortured there, he said.

    “Graves appeared in the forest that surrounds the city. That is, everyone understands that something horrible is happening,” he said. “They abduct people for their pro-Ukrainian position, or if they find any Telegram groups on their phone. This is enough for them to take a person away.”

    Another employee who spoke on condition of anonymity for fear of his safety said he was unafraid of working at the plant amid shelling but decided to flee in September after colleagues were seized. He said Russians visited his home twice while he was away, and the possibility of torture was too much for him.

    The plant’s last reactor was shut down in September to guard against a disaster from constant shelling that cut reliable external power supplies needed for cooling and other safety systems. Kotin said the company could restart two of the reactors in a matter of days to protect safety installations as winter approaches and temperatures drop.

    But the power plant sits in one of four regions that Russia has moved to annex, making its future uncertain.

    Kotin on Tuesday renewed his call for a “demilitarized zone” around the plant, where two IAEA experts are based.

    ‘FREEDOM OR DEATH’

    For Serhiy Shvets, whose apartment was raided May 23, it was only a matter of time before the Russians came for him during the occupation of Enerhodar, he said. He had signed up to serve in Ukraine’s territorial defense forces shortly after the invasion and had sent his wife and other relatives abroad for safety.

    He said the Russian forces who shot him called the ambulance “so I could die in the hospital.”

    Doctors initially gave him a 5% chance of survival after he lost nearly two-thirds of his blood. But following several operations, he was well enough to leave Enerhodar in July and is living in Zaporizhzhia.

    Shvets, whose right hand is in a metal brace, quietly exhaled from pain as he moved it and said the only thing he regrets now is that he is too disabled to fight.

    “I’m a descendant from Zaporozhian Cossacks,” he said, referring to his ancestors who lived on the territory of Ukraine from the 15th to 18th centuries and defended it from invaders. “There was no such thing as surrender for them — just freedom or death.”

    He added: “Why would I want such a life if I don’t have my freedom?”

    BONITA SPRINGS, Fla. — Nearly a week after Hurricane Ian smashed into Florida and carved a path of destruction that reached into the Carolinas, more than half a million statewide residents faced another day without electricity Tuesday as rescuers continued their search for those trapped inside homes inundated with lingering floodwaters.

    At least 78 people have been confirmed dead from the storm: 71 in Florida, four in North Carolina and three in Cuba since Ian made landfall on the Caribbean island on Sept. 27, and in Florida a day later.

    Search and rescue efforts were still ongoing in Florida, where more than 1,600 people have been rescued statewide.

    But for many Florida residents, power restoration has become job one.

    In the town of Naples, Kelly Sedgwick was just seeing news images Monday of the devastation Ian had caused, thanks to power that was restored four days after the hurricane slammed into her southwestern Florida community. Meanwhile, in the nearby town of Bonita Springs, Catalina Mejilla was still using a borrowed generator to try to keep her kids and their grandfather cool as they waited for their power to be returned.

    Ian knocked out power to 2.6 million customers across Florida when it roared ashore with 150-mph (241-kph) winds and pushing a powerful storm surge.

    Since then, crews have been feverishly working to restore electricity infrastructure. State officials said they expect power to be restored by Sunday to customers whose power lines and other electric infrastructure is still intact.

    About 520,000 homes and businesses in Florida were still without electricity Monday evening — an amount nearly equivalent to all the customers in Rhode Island.

    For those who were getting power restored, it was a blessing. Sedgwick said she was “relieved” to have her power back and praised the crews for their hard work: “They’ve done a remarkable job.”

    But for those who were still waiting, it was a difficult slog.

    “The heat is unbearable,” Mejilla said. “When there’s no power … we can’t make food, we don’t have gas.” Her mother has trouble breathing and had to go to a friend’s house who had electricity. “I think they should give power to the people who are most in need.”

    Eric Silagy, Chairman and CEO of Florida Power & Light — the largest power provider in the state — said he understands the frustrations and said crews are working as hard as they can to restore power as soon as possible. The utility expects to have power restored to 95% of its service areas by the end of the day Friday, he said.

    A utility spokesperson said the remaining 5% comprises mostly cases where there’s a special situation making it difficult to restore power, such as the home being so damaged it can’t receive power or the area still being flooded. Those outages do not include customers whose homes or businesses were destroyed.

    Another major electricity provider in the hard-hit coastal region — Lee County Electric Cooperative — said Monday it expects to hit the 95% mark by the end of Saturday. That figure does not include barrier islands like Sanibel that are in its service area.

    Power restoration is always a key challenge after major hurricanes when high winds and flying debris can topple power lines that distribute electricity to homes or in more severe storms, damage major parts of the electric infrastructure such as transmission lines or power generation.

    Silagy said the utility has invested $4 billion over the last 10 years to harden its infrastructure by doing things such as burying more power lines, noting 40% of their distribution system is now underground. The utility is also using more technology like drones that can stay aloft for hours to get a better picture of damage to the system, and sensors at substations that can alert them to flooding so they can shut off parts of the system before the water hits.

    Silagy said he’s seen during Ian where those investments have paid off. On Fort Myers Beach, for example, where so many homes and businesses were wiped away, concrete utility poles remain standing, he said. Silagy said the company also didn’t lose a single transmission structure in the 8,000 miles (12,875 kilometers) they have across Florida.

    Meanwhile, rescue and salvage efforts across Florida remained difficult. In DeSoto County, northeast of Fort Myers, the Peace River and tributaries reached record high levels and boats were the only way to get supplies to many of the county’s 37,000 residents.

    Ian washed away bridges and roads to several barrier islands. About 130 Florida Department of Transportation trucks started work on building a temporary bridge to Pine Island and by the end of the week should be finished on a structure drivers can carefully traverse at slow speeds, Florida Gov. Ron DeSantis said during a news conference Monday.

    The governor said a similar temporary bridge is planned for nearby Sanibel, but will take more time.

    Elsewhere, the hurricane’s remnants, now a nor’easter, weren’t done with the U.S.

    The mid-Atlantic and Northeast coasts were getting flooding rains. The storm’s onshore winds piled even more water into an already inundated Chesapeake Bay.

    Norfolk and Virginia Beach declared states of emergency, although a shift in wind direction prevented potentially catastrophic levels Monday, said Cody Poche, a meteorologist with the National Weather Service in Wakefield, Virginia

    President Joe Biden and first lady Jill Biden plan to visit Florida on Wednesday. The president was in Puerto Rico on Monday, promising to “rebuild it all” after Hurricane Fiona knocked out all power to the island two weeks ago.

    Meanwhile, in Florida neighborhoods still without power, many residents have been sharing generators to keep things such as refrigerators cool and using outdoor grills to cook food.

She bought a generator after Hurricane Irma slammed into this area in 2018 and left her neighborhood without power.     “But I’m not the only one,” she said. Gesturing to her neighbor’s house she said: “I have a generator. They have a little baby over there. So we’re sharing the generator between the two homes.”

    In several Form 4 filings Monday with the Securities and Exchange Commission, Abel disclosed that he purchased 168 Berkshire Hathaway (ticker: BRK/A, BRK/B) Class A shares through the Gregory Abel Revocable Trust on behalf of his wife, children, and other family members.

    KIRTLAND, N.M. — The clamor of second graders breaking away from lessons to form lunch lines has gotten quieter in a rural New Mexico community, where families losing coal jobs have been forced to pack up and leave in search of work.

    At Judy Nelson Elementary, 1 in 4 students have left in an exodus spurred by decisions made five years ago to shutter a coal-fired power plant and mine that sit just up the road from the school in a largely Navajo community. The plant and mine had provided electricity to millions of people across the southwestern U.S. for nearly a half-century.

    The San Juan Generating Station burned its last bit of coal Thursday. The remaining workers will spend the coming weeks draining water from the plant, removing chemicals and preparing to tear down what has long been fixture on the high-desert horizon.

    It’s part of the latest wave of coal-burning units to be retired as New Mexico and other states try to fight climate change by requiring more carbon-free sources of electricity. President Joe Biden also has pledged to cut greenhouse gas emissions in half by 2030.

    Just weeks ago, Hawaii’s last coal-fired power plant closed after 30 years, and more retirements are scheduled around the U.S. over the next decade.

    Realities of shuttering the San Juan plant are setting in for surrounding communities, including the Navajo Nation, where poverty and joblessness already are exponentially higher than national averages. Hundreds of jobs are evaporating along with tens of millions of dollars in annual tax revenue used to fund schools and a community college.

    “A lot of the Native American families have multi-generations living in the home so it doesn’t just affect the husband and wife. It affects their children and their grandchildren,” said Arleen Franklin, who teaches second grade at Judy Nelson. Her husband purchases equipment for a coal mine that feeds another power plant scheduled to close in 2031.

    Denise Pierro, a reading teacher at Judy Nelson, said it’s stressful for parents to see a steady income erased. Pierro’s husband, who served as the general manager of the mine for the San Juan plant, is among those forced into early retirement.

    “They’ve taken the rug out from underneath our feet,” she said.

    Area power plants, mines and associated businesses represent 80% of property tax revenues that fund the Central Consolidated School District, which spans an area the size of Delaware and Rhode Island combined. Almost 93% of the students are Navajo.

    It’s rural and remote. Some students ride a school bus for three hours round trip, arriving home well after sunset. Internet service is spotty or nonexistent, and many homes don’t have electricity or indoor plumbing. The poverty rate within the district is four times the national level. The median annual household income is about $20,000, and the unemployment rate hovers around 70%.

    New Mexico’s Democratic leaders have celebrated the plant’s closure while touting a landmark 2019 law that pushes for a renewable energy economy. Gov. Michelle Lujan Grisham, who is running for reelection, has said the law represented a promise to future generations for a cleaner environment and new job opportunities.

    Environmentalists have said the closure will reduce air and water pollution in a region that some have described as an industrial sacrifice zone. They argue that power plant emissions and methane from the oilfields have caused health problems for residents.

    Joe Ramone, a 69-year-old pipe welder who worked at San Juan, lives in a Navajo community not far from the Four Corners plant. When the wind blows just right, he said his community is hit with ash and coal dust.

    Still, he said his priority is making sure Navajos have work.

    “I don’t want to see anybody unemployed and I am in no way in favor of these companies being shut down. But there’s room for improvement,” he said, suggesting more investments could have been made.

    The loss of the San Juan plant and the mine ripple through every facet of life, from fewer lunch orders at Kirtland’s café to a dwindling ash supply for concrete manufacturers. Meanwhile, prices have skyrocketed for everything from the Navajo staple of mutton to the woven baskets and other materials needed for healing ceremonies.

    Public Service Co. of New Mexico, which runs the plant, is providing $11 million in severance packages to help about 200 displaced workers. About 240 mine workers are getting severance payments worth $9 million. Another $3 million went to job training.

    A state fund established by the energy law also includes $12 million for affected workers.

    Solar and battery storage projects are meant to eventually replace the capacity lost with San Juan’s shutdown and provide jobs during construction. But some of those projects have been delayed due to supply chain problems, and others are on hold indefinitely amid historic inflation and other economic constraints.

    Fresh off a night shift as an electrician at the mine for the neighboring Four Corners Power Plant, Christine Aspaas, a Central Consolidated School Board member, said even if those “green” jobs existed now, they would be temporary. And to make up for lost property tax revenue, she said, some families will have to pay up to seven times more.

    It’s been heartbreaking for so many Navajos to consider leaving home, Aspaas said.

    “That’s what others don’t understand,” she said. “There’s culture, there’s traditions, and so it’s not easy.”

    Sharon Clahchischilliage, once a teacher and a former New Mexico lawmaker, said people in her Navajo community near Shiprock are angry.

    “One of them told me, ‘I don’t know who to be angry at for us having to do this. We don’t have a family anymore,’” she said, referring to bonds broken as Navajos search for jobs elsewhere.

    In the final days, the plant’s spinning turbine sent vibrations through layers of concrete and passing work boots. Heat emanated from the boilers below.

    In the dim control room, workers monitored screens displaying temperatures, pressure, turbine speeds and pollution control systems. Allen Palmer, 70, spent over half his life working his way up the ranks.

    “I hate to see it close,” he said.

    Workers knew for years that the plant would be shuttered. It became more real as coal piles shrank each day — until there was nothing left. As the finish line approached, the company served workers green chile cheeseburgers as a morale booster alongside a big projection screen that read: “Thank you to all employees at San Juan for your years of dedicated service!”

    The last few dozen employees will be laid off over the coming weeks. Some were ready to retire; in June, there were voluntary layoffs when the first of the last two generating units closed.

    “There’s lots of us who have worked 20-plus years and we all know each other and it’s our family,” said plant director Rodney Warner, who will oversee the decommissioning. “It’s who we are.”

    December would have marked 10 years at the plant for Steven Sorrow, 32. He and his coworkers know there’s a good chance they will have to uproot and possibly enter other fields. Some will head to Wyoming, Colorado or Utah, where there are other plants and mines.

    “It’s going to be an adjustment for sure,” he said. “I feel like I’ve tried to prepare over the five years when they told us what we had left. Hopefully I’ve prepared well enough.”

    Aspaas said officials need to find ways to keep the workforce in New Mexico. She said the foundation of economic development is education but without economic development, education suffers.

    “This whole transition, everything that’s happening, the closures, that’s what is threatening our ability to keep funding education,” she said. “When you go down to what it impacts, it is the education of our people, of the Navajo people, our students.”

    KYIV, Ukraine — Ukraine’s nuclear power provider accused Russia on Saturday of “kidnapping” the head of Europe’s largest nuclear power plant, a facility now occupied by Russian troops and located in a region of Ukraine that Russian President Vladimir Putin has moved to annex illegally.

    Russian forces seized the director-general of the Zaporizhzhia Nuclear Power Plant, Ihor Murashov, around 4 p.m. Friday, Ukrainian state nuclear company Energoatom said. That was just hours after Putin, in a sharp escalation of his war, signed treaties to absorb Moscow-controlled Ukrainian territory into Russia.

    Energoatom said Russian troops stopped Murashov’s car, blindfolded him and then took him to an undisclosed location.

    “His detention by (Russia) jeopardizes the safety of Ukraine and Europe’s largest nuclear power plant,” said Energoatom President Petro Kotin said.

    Kotin demanded that Russia immediately release Murashov.

    Russia did not immediately acknowledge seizing the plant director. The International Atomic Energy Agency, which has staff at the plant, did not immediately acknowledge Energoatom’s claim of Murashov’s capture.

    The Zaporizhzhia plant repeatedly has been caught in the crossfire of the war in Ukraine. Ukrainian technicians continued running it after Russian troops seized the power station. The plant’s last reactor was shut down in September amid ongoing shelling near the facility.

    On Friday, NATO Secretary-General Jens Stoltenberg said the war in Ukraine was at “a pivotal moment.” He called Putin’s decision to take over more territory – Russia now claims sovereignty over 15% of Ukraine – “the largest attempted annexation of European territory by force since the Second World War.”

    Elsewhere in Ukraine, however, a Ukrainian counteroffensive that last month embarrassed the Kremlin by liberating a region bordering Russia was on the verge of retaking more ground, according to military analysts.

    The Institute for the Study of War, a Washington-based think tank, said Ukraine likely will retake another key Russian-occupied city in the country’s east in the next few days. Ukrainian forces already have encircled the city of Lyman, some 160 kilometers (100 miles) southeast of Kharkiv, Ukraine’s second-largest city.

    Citing Russian reports, the institute said it appeared Russian forces were retreating from Lyman. That corresponds to online videos purportedly showing some Russian forces falling back as a Ukrainian soldier said they had reached Lyman’s outskirts.

    The Ukrainian military has yet to claim taking Lyman, and Russia-backed forces claimed they were sending more troops to the area.

    Ukraine also is making “incremental” gains around Kupiansk and the eastern bank of the Oskil River, which became a key front line since the Ukrainian counteroffensive regained control of the Kharkiv region in September.

    Ukraine’s military claimed Saturday that Russia would need to deploy cadets before they complete their training because of a lack of manpower in the war. Putin ordered a mass mobilization of Russian army reservists last week to supplement his troops in Ukraine, and thousands of men have fled the country to avoid the call-up.

    The Ukrainian military’s general staff said cadets at the Tyumen Military School and at the Ryazan Airborne School would be sent to participate in Russia’s mobilization. It offered no details on how it gathered the information, though Kyiv has electronically intercepted mobile phone calls from Russian soldiers amid the conflict.

    In a daily intelligence briefing, the British Defense Ministry highlighted an attack Friday in the city of Zaporizhzhia that killed 30 people and wounded 88 others.

    The British military said the Russians “almost certainly” struck a humanitarian convoy there with S-300 anti-aircraft missiles. Russia is increasingly using anti-aircraft missiles to conduct attacks on the ground likely due to a lack of munitions, the British said Saturday.

    “Russia’s stock of such missiles is highly likely limited and is a high-value resource designed to shoot down modern aircraft and incoming missiles, rather than for use against ground targets,” the British said. “Its use in ground attack role has almost certainly been driven by overall munitions shortages, particularly longer-range precision missiles.”

    The British briefing noted the attack came while Putin was preparing to sign the annexation treaties.

    “Russia is expending strategically valuable military assets in attempts to achieve tactical advantage and in the process is killing civilians it now claims are its own citizens,” it said.
