    Making democracy work isn’t easy, as recent events have made clear. Some critics would argue that technology is making it worse. But one startup is hoping that AI could help bridge some differences instead of widen them.

    “I had an a-ha moment one day when I realized people are asking AI to explain something like they’re five years old,” Tommy Lorsch, co-founder and CEO of Complex Chaos, told TechCrunch. “What if we use it as a facilitator to help people understand each other and find common ground?”

    He and co-founder Maya Ben Dror are developing tools to help people arrive at a consensus. One of their first test cases involved climate negotiations, but it really doesn’t matter what the issue is. His goal is to foster cooperation and shorten the time it takes for groups to come to agreement.

    “Everyone is building software for collaboration like Slack, Google Docs, whatever,” Lorsch said. “Cooperation is a different piece.”

    Facilitating cooperation isn’t something that scales well, he said. Typically, trained facilitators will spend time with groups to help them arrive at a consensus, but that process can slow down when negotiations or preparations happen across time zones or even in different rooms.

    Lorsch was buoyed by a recent LLM developed by Google called the Habermas Machine, which was developed explicitly with that goal in mind. “This is basically an AI that generates group consensus statements where people feel represented both majority and minority point of view,” he said.

    Lorsch and Ben Dror recently trialed their startup’s tool to help young delegates from nine African nations prepare for climate-related negotiations at a United Nations campus in Bonn, Germany. The tool incorporates both Google’s Habermas Machine and OpenAI’s ChatGPT to generate questions, come up with goals for conversations, and help summarize long documents.

    The goal, Ben Dror said, is to help the delegates arrive at consensus as a bloc before they began negotiations with others. 

    Ideally, the tool would help speed things during negotiations, too. When blocs, or delegates fro groups of aligned countries, encounter new information in the process of a large negotiating session, they often need to regroup to process the new information. “Blocs are usually the reason why negotiations have to stop. The bloc has to come out, renegotiate, reposition, and then go back in. And that creates a lot of friction,” Ben Dror said. Complex Chaos hopes that its tool can help shorten that time.

    In the trial with the delegates from African countries, Complex Chaos said that participants reported up to a 60% reduction in the time it took to coordinate, and that 91% of participants said that the AI tool helped them see perspectives they would have otherwise missed.

    Complex Chaos is also pitching its cooperation tool to companies, including tech companies and large consultancies. “Strategic planning by AI and basically the same problem,” Lorsch said. “The annual strategic planning process of most companies takes about three months of the year with back and forth negotiations, multi-layer, across time zones, across teams, and so on and so forth.”

    But Lorsch and Ben Dror are most enthusiastic when talking about climate negotiations. 

    “If AI can shorten these processes, simplify them, then we’d be so much better off. Not just for climate, for anything sustainability, for any big challenge that we’re facing,” Ben Dror said.

    After attending school in Finland and later the U.S., Belgium and the U.K., Stubb entered politics in 2004 as a member of the European Parliament. He hit the Finnish big time in 2008 when — to his own surprise — he was named foreign minister.

    Praised by allies for his high-energy approach to politics, he was also criticized during his time in government for his occasionally hasty statements, and was forced to apologize after being accused of swearing at a meeting of the Nordic Council, a regional cooperation body. 

    During a difficult year as prime minister in 2014 he failed to reverse his NCP’s declining popularity, and lost a parliamentary election in 2015 amid an economic slump. After a subsequent spell as finance minister he quit Finnish politics in 2017, vowing never to return.

    During the five-month presidential election campaign, observers say, Stubb earned the support of voters by demonstrating a calmer and more thoughtful demeanor during debates than had been his custom, and for being at pains to show respect for his rivals. 

    “However this election goes, it will be good for Finland,” he said in a debate with Haavisto earlier last week. 

    Stubb has said he intends to be a unifying force in Finnish society, something the country appears to need after a series of racism scandals involving government ministers and, more recently, strikes over work conditions and wages that paralyzed public services.

    There are more Russian spies in EU Parliament, Latvian lawmakers say

    Parliament on Monday opened an internal probe into Latvian MEP Tatjana Ždanoka after an independent Russian investigative newspaper, the Insider, reported she had been working as an agent for the Russian secret services for years.

    Ždanoka has denied those claims.

    She was one of just 13 MEPs who in March 2022 voted against a resolution condemning Russia’s full-scale invasion of Ukraine, which caused her to be expelled from the Greens/EFA group. Ždanoka now sits as a non-attached MEP.

    “We are convinced that Ždanoka is not an isolated case,” the three Latvian MEPs wrote, citing concerns over suspicious “public interventions, voting record[s], organised events, as well as covert activities.”

    “The Greens/EFA group must bear a degree of responsibility for long-term cooperation, financial support, and informational exchange with Ždanoka from July 2004 till March 2022,” the group added.

    The Latvian Socialists did not sign the MEPs’ letter — and there are no Latvian Greens in Parliament after Ždanoka’s expulsion from the group.

    The Greens/EFA group released a statement Tuesday saying it was “deeply concerned” about the allegations and asked for Ždanoka to be banned from Parliament for the duration of the probe.

    BELFAST — First its government collapsed. Then austerity began to bite. Now fresh elections are set to be cancelled, and tens of thousands of workers are going on strike.

    This is Northern Ireland in 2024 — a land of political deadlock, public sector cuts and mass labor unrest, with neither British ministers in London nor local powerbrokers the Democratic Unionist Party (DUP) willing to do what is needed to restore a coherent government in this ever-divided corner of the United Kingdom.

    Nearly two years after the DUP first sabotaged the Northern Ireland Executive — the cross-community government at the heart of the region’s decades-old peace process — its leadership appears no closer to ending its boycott on cooperation with Sinn Féin. The Irish republicans overtook their DUP opponents as the most popular party at the last Stormont election in May 2022, but have been waiting ever since to lead a government under a power-sharing system the DUP refuses to revive.

    Similarly unwilling to fill the political vacuum is Northern Ireland Secretary Chris Heaton-Harris, who refuses to resume “direct rule” from Westminster. Northern Ireland was governed directly from London through most of its decades of bloodshed during the 20th century, and through a previous collapse of powersharing at Stormont between 2002-07.

    At least partly filling the vacuum over the past year have been Northern Ireland’s senior civil servants, abandoned to run their country without the help of elected politicians. They protest they lack both the power and democratic mandate to make essential spending and cost-cutting decisions — a weakness that has left public services to wither from within.

    This long-running crisis has triggered months of labor unrest, finally reducing Northern Ireland to a standstill on Thursday as 16 unions staged the region’s first coordinated mass strike in a half-century. It may not be the last.

    “This is a campaign we will continue,” said Gerry Murphy of the Irish Congress of Trade Unions. “This is a campaign we will win.”

    Labor pains

    More than 170,000 workers — nearly a fifth of the entire workforce — shut down schools, transport links, non-emergency healthcare and almost all government-funded services on Thursday in a mass demand for long-withheld pay raises.

    The promised salary hikes were secured in principle years ago as part of wider U.K. labor agreements, but most of this money has yet to reach paychecks and pensions in Northern Ireland because the relevant Stormont ministers aren’t in office. In their absence, the U.K. Treasury is withholding the required funds.

    That was supposed to change as part of a conditional funding package that Heaton-Harris presented to local parties last month in a bid to break the DUP logjam. If Democratic Unionist leader Jeffrey Donaldson agreed to lead his party back to Stormont, Heaton-Harris announced, the U.K. would provide £3.3 billion in exceptional financial supports to make the relaunch of power-sharing a success. Included in the package: £584 million for the outstanding pay claims.

    But to the exasperation of other parties, and despite Donaldson’s own efforts to telegraph a coming move, the DUP leader failed to persuade his most powerful deputies to grasp the offer as a moment for compromise.

    Donaldson since has insisted that talks with U.K. government officials will drag out indefinitely until the DUP wins further concessions on Northern Ireland’s complex post-Brexit trading arrangements, which unionists fear are pushing the economy toward a united Ireland.

    Indeed, dangling billions in front of the DUP seems only to have backfired. Heaton-Harris has repeatedly said the £3.3 billion will not be forthcoming until the DUP returns to Stormont — a condition that both British unionists and Irish nationalists have denounced as blackmail.

    Mass unrest

    Reflecting that anger, tens of thousands of striking workers braved freezing conditions on Thursday to march in central Belfast, Londonderry and Enniskillen, venting their anger and demanding their salaries be boosted to the levels of their professional peers in England, Scotland and Wales.

    As one example, they cited how a newly qualified teacher in Northern Ireland earns around £24,000 a year, versus £30,000 elsewhere in the U.K. Official U.K. statistics indicate that public sector workers in Northern Ireland have seen the value of their incomes fall by 11 percent in real terms during the past two years of government collapse.

    Heaton-Harris, an arch Brexiteer who was appointed to the post by ex-PM Liz Truss during her brief Downing Street reign, has struggled to find any pressure point that works on Donaldson, whose DUP is frequently cited as the most stubborn political party in Europe.

    Heaton-Harris’ most common threat — to call an early election for Stormont — has proved particularly absurd because it would potentially help the DUP. Donaldson would hope to claw back ground lost to politicians representing the moderate middle ground, who did unusually well in the 2022 vote.

    Indeed, the prospect of fresh elections is one reason why Donaldson keeps playing for time. Accepting a deal now — and so accepting the current post-Brexit trade arrangements are here to stay — would likely split his party and drive support toward Traditional Unionist Voice, an even harder-line unionist rival that rejects working with Sinn Féin in all circumstances.

    And so the stasis — and the misery — looks set to continue.

    The unions behind Thursday’s mass strike have vowed to conduct a rolling series of similar protests until Heaton-Harris untethers their pay demands from any proposed DUP sweetheart deal.

    But Heaton-Harris looks poised to kick the Stormont can down the road yet again, meaning Northern Ireland’s public services keep suffering via piecemeal funding half-measures.

    The minister is expected to unveil emergency legislation next week that gives both himself, and Northern Ireland’s permanent secretaries, a new “hybrid” mix of powers and responsibilities over the region.

    But a former permanent secretary who oversaw the Brexit process in Northern Ireland, Andrew McCormick, said Heaton-Harris’ mismanagement of the situation to date meant neither the Stormont mandarins nor the secretary of state himself “have a legal basis for the strategic decisions that are needed. The government can and should change course as a matter of urgency. Abdication is not acceptable.”

    The legislation also is expected to delay, once again, the legally required date for the next Stormont election to early 2025 — by which time a U.K.-wide general election will likely have ended the Conservative government’s 14-year reign and turned Northern Ireland into a problem for the British Labour Party.

    Europe’s leaders and top officials are descending on Kyiv with pledges of fresh support as Russia continues its relentless air attacks against Ukraine.

    Newly appointed French Foreign Minister Stéphane Séjourné said on Saturday in Kyiv that Ukraine will remain “France’s priority” despite “the multiplying crises” during his first foreign trip after his appointment last week. Séjourné hailed a “new phase” in joint weapons production with Ukraine during a press conference with his Ukrainian counterpart, Dmytro Kuleba.

    Séjourné’s trip came on the heels of a visit Friday by U.K. Prime Minister Rishi Sunak during which he announced a multi-year security pact with Ukraine. The British leader committed £2.5 billion (€2.9 billion) in military aid to Ukraine for 2024/2025, as he met with Ukrainian President Volodymyr Zelenskyy in Kyiv.

    France’s Séjourné pledged to boost joint cooperation with Ukraine and “reinforce Ukraine’s capacity to produce on its territory” with France’s top firms. France has also been negotiating a security pact with Ukraine but the details have yet to be announced.

    Poland’s Donald Tusk is expected to visit Kyiv this week, possibly on Monday.

    The visits by European leaders come in the wake of weeks of renewed Russian air strikes against Ukraine and amid fears that U.S. help has stalled due to a blocked Congress and this year’s American presidential election. On Saturday, Ukrainian air defenses recorded a total of 40 attacks.

    Earlier this month, German Chancellor Olaf Scholz issued an unusually stark call to other EU countries to deliver more weapons to Ukraine. The arms deliveries planned so far were “too small,” he said, despite Berlin’s pledge to double its military aid to Kyiv to €8 billion this year.

    According to the Kiel Institute, which tallied up military aid to Ukraine in the public domain, Germany was the second-highest donor last year after the U.S., with €17.1 billion; it was followed by the U.K. with €6.6 billion and by Nordic and eastern EU countries. France, in comparison, has only contributed €0.54 billion, Italy €0.69 billion and Spain €0.34 billion.

    When the EU and Canada meet for talks this week, their encounter will be calm, pleasant and even, in the words of one EU diplomat, “just plain boring.” But both sides will be contending with a looming problem — Donald J. Trump.  

    The prospect of another Trump presidency in the U.S. is spooking both Brussels and Ottawa as leaders plan to meet in St. John’s, a remote Canadian harbor city symbolic of their bilateral relationship: historically rooted, pleasant and friendly.

    The U.S. is key to the economies of both sides. As the EU, especially, struggles to cope with the trade legacy of the previous Trump term, the unpredictability of another Trump presidency is sending shivers through Brussels. POLITICO spoke to several officials briefed on the summit who said next year’s U.S. elections will overshadow the talks. 

    After the recent visit of EU leaders to the White House, the bloc’s relationship with the U.S. will be discussed with Canadian Prime Minister Justin Trudeau, according to officials briefed on the summit. Another four years of antagonism under a Trump White House would be a grave blow to the EU and Canada; both also fear that U.S. military and financial support for Ukraine will disintegrate with a Trump presidency.

    For now, the talks should provide the participants with a break after weeks of navigating both the war in Ukraine and the Israel-Hamas war.

    European Council President Charles Michel met Ukrainian President Volodymyr Zelenskyy in Kyiv earlier this week, while Commission President Ursula von der Leyen has travelled to the Middle East following initial criticism of her response to the war between Israel and Hamas — geopolitical challenges on which the EU and Canada are cooperating at “unrivaled historic levels,” according to an EU official. In early December, both European leaders are set to travel to Beijing for their EU-China summit, from which they risk returning empty-handed.

    Meanwhile, Canadian Prime Minister Justin Trudeau’s approval ratings have been in free-fall since the summer. Court rulings and the politics of affordability have dented his record on the climate, casting uncertainty on timelines for major projects. Fallout from the Israel-Hamas war has also hurt morale within his Liberal Party.

    In St. John’s, at least, leaders will be able to reaffirm their bilateral relationship and underscore their “shared commitment to democratic values, multilateralism and the international rules-based order,” which elsewhere are falling apart. The two sides are set to double down on their bilateral commitments in new policy fields with an “impressive list of deliverables,” according to the EU official, including a green alliance, more cooperation on raw materials, and a digital partnership.

    Another EU diplomat said that while there are no mutual irritants, “a few irritants could be a welcome challenge to dynamize the relationship.”

    But while the EU remains on a good footing with Canada, it has struggled with the current U.S. administration of President Joe Biden, most notably with Washington’s Inflation Reduction Act, which will also be discussed on the sidelines of the St. John’s summit. The EU had worried that the $369 billion IRA would hollow out the bloc’s economy as firms decamped across the Atlantic to take advantage of its massive subsidies. Brussels and Washington continue to negotiate a high-stakes agreement on critical minerals to allow electric vehicle batteries made by European companies to qualify for the IRA’s consumer tax credits. 

    EU Ambassador to Canada Melita Gabrič told POLITICO that Ottawa’s relationship with the bloc is “closer than it has ever been.” She declined, however, to say if she saw Trump’s potential return as a catalyst for even closer ties in the year ahead.

    “We will see what happens, but certainly we put a premium on our transatlantic relations,” she said, referring to both the U.S. and Canada.

    They’re talking, but a climate divide between Beijing and Washington remains

    Last week’s surprise deal between China and the United States may provide a boost to the climate talks in Dubai — but the two powers remain at odds on tough questions such as how quickly to shut down coal and who should provide climate aid to developing nations.

    The world’s top two drivers of climate change are also divided by a thicket of disagreements on trade, security, human rights and economic competition.

    The good news is that Washington and Beijing are talking to each other again and restarting some of their technical cooperation on climate issues, after a yearlong freeze. That may still not be enough to get nearly 200 nations to commit to far greater climate action at the talks that begin Nov. 30.

    The two superpowers’ latest detente creates the right “mood music” for the summit, said Alden Meyer, a senior associate at climate think tank E3G. “But it still is not saying that the world’s two largest economies and two largest emitters are fully committed to the scale and pace of reductions that are needed.”

    The deal, announced after a meeting this month between U.S. climate envoy John Kerry and his Chinese counterpart Xie Zhenhua, produced an agreement to commit to a series of actions to limit climate pollution. Those include accelerating the shift to renewable energy and widening the variety of heat-trapping gases they will address in their next round of climate targets.

    U.S. President Joe Biden and Chinese leader Xi Jinping endorsed that type of cooperation after a meeting in California on Wednesday, saying they “welcomed” positive discussions on actions to reduce greenhouse gas emissions during this decade, as well as “common approaches” toward a successful climate summit. Biden said he would work with China to address climate finance in developing countries, a major source of friction for the U.S.

    “Planet Earth is big enough for the two countries to succeed,” said Xi ahead of his bilateral with Biden.

    But the deal leaves some big issues unaddressed, including specific measures for ending their reliance on fossil fuels, the main contributor to global warming. And the two countries are a long way from the days when a surprise U.S.-Chinese agreement to cooperate on climate change had the power to land a landmark global pact.

    That puts the nations in a dramatically different place than in 2014, when Xi and then-President Barack Obama made a historic pledge to jointly cut their planet-warming pollution, paving the way for the landmark Paris Agreement to land in 2015.

    Even a surprise joint deal between the two nations in 2021 failed to ease friction, with China emerging at the last minute to oppose language calling for a phase-out of coal power. The summit ended with a less ambitious “phase-down.”

    A year later, a visit to Taiwan by then-U.S. House Speaker Nancy Pelosi angered Beijing so much that Xi’s government canceled dialogue with the United States on a host of issues, including climate change. China, which claims that Taiwan is part of its territory, alleged that the visit had undermined its sovereignty.

    The two countries’ struggles to find comity have come at the worst possible moment — at a time when rapid action is crucial to preventing climate catastrophe. A growing number of factors has threatened to widen the U.S.-Chinese wedge further, including their competition for supremacy in the market for clean energy.

    Two nations at odds

    While the U.S. has contributed more greenhouse gases to the atmosphere than any other nation during the past 150 years, China is now the world’s largest climate polluter — though not on a per capita basis — and it will need to stop building new coal-fired power for the world to stand a chance of limiting rising temperatures.

    The recent agreement hints at that possibility by stating that more renewables would enable reductions in the generation of oil, gas and coal, helping China peak its emissions ahead of its current targets.

    The challenge will be bridging the countries’ diverging approaches to climate issues.

    The Biden administration is urging a rapid end to coal-fired power, which is waning in the U.S., even as it permits more oil drilling and ramps up exports of natural gas — much of it destined for Asia.

    At the same time, it wants the United States to claim a larger role in the clean energy manufacturing industry that China now dominates, and is seeking to loosen China’s stranglehold on supply chains for products such as solar panels, electric cars and the minerals that go into them. It’s also pressuring Beijing to contribute to U.N. climate funds, saying China’s historic status as a developing country no longer shields it from its responsibility to pay.

    China sees the U.S. position as a direct challenge to its economic growth and energy security.

    Beijing wants to protect the use of coal and defend developing countries’ access to fossil fuels. It has also backed emerging economies’ demands that rich countries pay more to help them deploy clean energy and adapt to the effects of a warmer world. China says it already helps developing countries through South-South cooperation and points to a clause in the 2015 Paris Agreement that says developed countries should lead on climate finance.

    Hanging over the talks is also the prospect of a change of administration in the U.S., and continued efforts by Republicans to vilify Beijing and accuse the Biden administration of supporting Chinese companies through its climate policies and investments. And as China’s response to Pelosi’s trip underscored, climate cooperation remains hostage to other tensions in the two countries’ relationship, a dynamic likely to heighten in the coming year as both Taiwan and the U.S. hold presidential elections.

    One challenge is that China doesn’t seem to see much to gain from offering more ambitious climate actions amid worsening relations with other countries, said Kevin Tu, a non-resident fellow at the Center on Global Energy Policy at Columbia University and an adjunct professor at the School of Environment at Beijing Normal University.

    “In the past several years, China has voluntarily upgraded its climate ambitions a few times amid rising geopolitical tensions,” Tu said, pointing to its 2020 pledge to peak and then zero out its emissions. “So China does not necessarily have very strong incentive to further upgrade its climate ambition.”

    The divide between the two nations has created a dilemma for some small island nations that often walk a fine line between negotiating alongside China at climate talks while pushing for more action to scale back fossil fuels.

    “The U.S. is trying to drag everyone to talk about an immediate coal phase-out,” Ralph Regenvanu, climate minister for the Pacific island nation of Vanuatu, said during a recent call with reporters, calling the effort a “U.S.-versus-China thing.”

    “But we also need to talk about no more oil or gas as well,” he added.

    Operating on its own terms

    The dynamic between China and the U.S. will either drag down or bolster the ambitions of countries updating their national climate pledges, a process that begins at the close of COP28. Nations are already woefully behind cuts needed to hit the goals they laid out in Paris.

    China’s new 10-year targets will be crucial for meeting those marks, given that China accounts for close to 30 percent of global greenhouse gas emissions and that it plans to build dozens of coal-fired power plants in the coming years. The U.S., and many other countries, will be looking for greater commitments from China — whether that’s modifying what it means by phasing down coal or setting more stringent targets.

    China has pledged to peak its carbon emissions before 2030 and zero them out before 2060, a decade later than the United States has promised to reach net-zero. Beijing is unlikely to accelerate that timeline, in part because — analysts say — its philosophy is fundamentally different from that of the U.S.: underpromise and overdeliver.

    Even without committing to more action, China’s massive investments in low-carbon energy installations — twice that of the United States — may inadvertently help the country achieve its peaking target early, some analysts say.

    A complicated picture

    If the Trump years drove China further from America, the global pandemic and resulting economic slowdown that started during his final year didn’t bring it closer. And the energy crunch stemming from Russia’s war with Ukraine cemented China’s drive for reliable energy to meet the rising needs of its 1.4 billion people. That created a coal boom.

    Meanwhile, China heavily subsidized the expansion of wind, solar and electric vehicle production. Its clean energy supply chain dominance has lowered the global costs for those technologies but drawn scorn from the U.S. as it tries to rebuild its own domestic manufacturing base.

    China has turned more combative in response. Rather than work with the U.S. to make joint announcements on climate action, Xi has made clear that China’s climate policy won’t be dictated by others. At G20 meetings, China has aligned with Saudi Arabia and Russia in opposing language aimed at phasing out fossil fuels.

    “At the end of the day, it’s harder to make a claim that China needs the U.S. and it’s harder to make the claim that the U.S. can rely on China,” said Cory Combs, a senior analyst at policy consulting firm Trivium China.

    Wealthy countries’ inability to deliver promised climate aid to vulnerable countries hasn’t helped. While China remains among the bloc of developing nations in calling for more action on climate finance, it also points to the investments it’s making in the Global South through its Belt and Road infrastructure initiative and bilateral aid. 

    A foreign diplomat who asked for anonymity to speak openly said China has resisted pressure to contribute money to a climate fund that would help developing countries rebuild after climate disasters and would likely push back against a focus on its continued build out of coal-fired power plants.

    “Anything that would signal that they would need to do more is something that gets blocked,” the person said.

    China did release a plan earlier this month to cut emissions of the potent greenhouse methane, delivering on a promise it had made in a joint declaration with the U.S. at climate talks in 2021. But it has still not signed onto a global methane pledge led by the U.S. and the European Union.

    All that amounts to a complicated picture for the U.S.-Chinese relationship and its broader impact on global climate outcomes.

    “The U.S.-China talks will help stabilize the politics when countries meet in the UAE, but critical issues such as a fossil fuel phase-out still require much [further] political efforts,” said Li Shuo, incoming director of the China climate hub at the Asia Society Policy Institute.

    “It’s very much about setting a floor,” and the talks in Dubai still need to build out from there, Shuo added.

    He argues in a recent paper that China will subscribe to targets it sees as achievable and will continue to side with developing countries on climate finance. Chinese government officials are cautious about what they’re willing to commit to internationally, which sometimes serves as a disincentive for them to be more ambitious, he said.

    The calculation is likely to be different for Biden’s team, who “want a headline that the world agrees to push China,” said David Waskow, who leads the World Resources Institute’s international climate initiative.

    Not impossible

    The power of engagement can’t be completely written off, and in the past it has proven to have a positive effect on the U.S.-China relationship.

    “[Climate] sort of was a positive pillar in the relationship,” said Todd Stern, Obama’s former chief climate negotiator. “And it came to be a thing where when the two sides have come to get together, it was like, ‘What can we get done on climate?’”

    Engagement with China at the state and local level and among academics and research institutes has potential — in large part because it’s less political, said Joanna Lewis, a professor at Georgetown University who closely tracks China’s climate change approach.

    There could also be opportunities to separate climate from broader bilateral tensions.

    “I do feel like there’s that willingness to say, ‘We recognize our roles, we recognize our ability to have that catalytic effect on the international community’s actions,’” said Nate Hultman, director of the University of Maryland’s Center for Global Sustainability and a former senior adviser to Kerry. “It doesn’t solve all the world’s issues going into the COP, but it gives a really strong boost to international discussions around what we know we need to do.”

    LONDON — World leaders will touch down in Dubai next week for a climate change conference they’re billing yet again as the final off-ramp before catastrophe. But war, money squabbles and political headaches back home are already crowding the fate of the planet from the agenda.

    The breakdown of the Earth’s climate has for decades been the most important yet somehow least urgent of global crises, shoved to one side the moment politicians face a seemingly more acute problem. Even in 2023 — almost certainly the most scorching year in recorded history, with temperatures spawning catastrophic floods, wildfires and heat waves across the globe — the climate effort faces a bewildering array of distractions, headwinds and dismal prospects.

    “The plans to achieve net zero are increasingly under attack,” former U.K. Prime Minister Theresa May, who set her country’s goal of reaching climate neutrality into law, told POLITICO.

    The best outcome for the climate from the 13-day meeting, which is known as COP28 and opens Nov. 30, would be an unambiguous statement from almost 200 countries on how they intend to hasten their plans to cut fossil fuels, alongside new commitments from the richest nations on the planet to assist the poorest.

    But the odds against that happening are rising. Instead, the U.S. and its European allies are still struggling to cement a fragile deal with developing countries about an international climate-aid fund that had been hailed as the historic accomplishment of last year’s summit. Meanwhile, a populist backlash against the costs of green policies has governments across Europe pulling back — a reverse wave that would become an American-led tsunami if Donald Trump recaptures the White House next year.

    And across the developing world, the rise of energy and food prices stoked by the pandemic and the Ukraine war has caused inflation and debt to spiral, heightening the domestic pressure on climate-minded governments to spend their money on their most acute needs first.

    Even U.S. President Joe Biden, whose 2022 climate law kicked off a boom of clean-energy projects in the U.S., has endorsed fossil fuel drilling and pipeline projects under pressure to ease voter unease about rising fuel costs.

    Add to all that the newest Mideast war that began with Hamas’ attack on Israel on Oct. 7.

    On the upside, investment in much of the green economy is also surging. Analysts are cautiously opining that China’s emissions may have begun to decline, several years ahead of Beijing’s schedule. And the Paris-based International Energy Agency projects that global fossil fuel demand could peak this decade, with coal use plummeting and oil and gas plateauing afterward. Spurring these trends is a competition among powers such as China, the United States, India and the European Union to build out and dominate clean-energy industries.

    But the fossil fuel industry is betting against a global shift to green, instead investing its profits from the energy crisis into plans for long-term expansion of its core business.

    The air of gloom among many supporters of global climate action is hard to miss, as is the sense that global warming will not be the sole topic on leaders’ minds when they huddle in back rooms.

    “It’s getting away from us,” Tim Benton, director of the Chatham House environment and society center, said during a markedly downbeat discussion among climate experts at the think tank’s lodgings on St James’ Square in London earlier this month. “Where is the political space to drive the ambition that we need?”

    Fog of war

    The most acute distraction from global climate work is the war between Israel and Hamas in Gaza. The conflagration is among many considerations the White House is weighing in Biden’s likely decision not to attend the summit, one senior administration official told POLITICO this month. Other leaders are also reconsidering their schedules, said one senior government official from a European country, who was granted anonymity to speak about the sensitive diplomacy of the conference.

    The war is also likely to push its way onto the climate summit’s unofficial agenda: Leaders of big Western powers who are attending will spend at least some of their diplomatically precious face-time with Middle East leaders discussing — not climate — but the regional security situation, said two people familiar with the planning for COP28 who could not be named for similar reasons. According to a preliminary list circulated by the United Arab Emirates, Israeli President Isaac Herzog or Prime Minister Benjamin Netanyahu will attend the talks.

    A threat even exists that the conference could be canceled or relocated, should a wider regional conflict develop, Benton said. 

    The UAE’s COP28 presidency isn’t talking about that, at least publicly. “We look forward to hosting a safe, inclusive COP beginning at the end of November,” said a spokesperson in an emailed statement. But the strained global relations have already thrown the location of next years’ COP29 talks into doubt because Russia has blocked any EU country from hosting the conference, which is due to be held in eastern or central Europe.

    The upshot is that the bubble of global cooperation that landed the Paris climate agreement in 2015 has burst. “We have a lot of more divisive narratives now,” Laurence Tubiana, the European Climate Foundation CEO who was one of the drafters of the Paris deal, said at the same meeting at Chatham House.

    The Ukraine war and tensions between the U.S. and China in particular have widened the gap between developed and developing countries, Benton told POLITICO in an email. 

    Now, “the Hamas-Israel war potentially creates significant new fault lines between the Arab world and many Western countries that are perceived to be more pro-Israeli,” he said. “The geopolitical tensions arising from the war could create leverage that enables petrostates (many of which are Muslim) to shore up the status quo.”

    Add to that the as yet unknown impact on already high fossil fuel commodity prices, said Kalee Kreider, president of the Ridgely Walsh public affairs consultancy and a former adviser to U.S. Vice President Al Gore. “Volatility doesn’t usually help raise ambition.”

    The Biden administration’s decisions to approve a tranche of new fossil fuel production and export projects will undermine U.S. diplomacy at COP28, said Ed Markey, a Democratic U.S. senator from Massachusetts.

    “You can’t preach temperance from a barstool, and the United States is running a long tab,” he said.

    U.N. climate talks veterans have seen this program before. “No year over the past three decades has been free of political, economic or health challenges,” said former U.N. climate chief Patricia Espinosa, who now heads the consulting firm onepoint5. “We simply can’t wait for the perfect conditions to address climate change. Time is a luxury we no longer have — if we ever did.”

    The EU backlash

    Before the Mideast’s newest shock to the global energy system, the war in Ukraine exposed Europe’s energy dependence on Russia — and initially galvanized the EU to accelerate efforts to roll out cleaner alternatives.

    But in the past year, persistent inflation has worn away that zeal. Businesses and citizens worry about anything that might add to the financial strain, and this has frayed a consensus on climate change that had held for the past four years among left, center and center right parties across much of the 27-country bloc.

    In recent months, conservative members of the European Parliament have attacked several EU green proposals as excessive, framing themselves as pragmatic environmentalists ahead of Europe-wide elections next year.  Reinvigorated far-right parties across the bloc are also using the green agenda to attack more mainstream parties, a trend that is spooking the center. 

    Germany’s government was almost brought down this year by a law that sought to ban gas boilers — with the Greens-led economy ministry retreating to a compromise. In France, President Emmanuel Macron has joined a growing chorus agitating for a “regulatory pause” on green legislation.

    If Europe’s struggles emerge at COP28, the ripple effect could be global, said Simone Tagliapietra, a senior fellow at the Brussels-based Bruegel think tank. 

    The “EU has established itself as the global laboratory for climate neutrality,” he said. “But now it needs to deliver on the experiment, or the world (which is closely watching) will assume this just does not work. And that would be a disaster for all of us.”

    U.K. retreats

    The world is also watching the former EU member that stakes a claim to be the climate leader of the G7: the U.K.

    London has prided itself on its green credentials ever since former Prime Minister May enacted a 2019 law calling for net zero by 2050 — making her the first leader of a major economy to do so.

    According to May’s successor Boris Johnson, net zero was good for the planet, good for voters, good for the economy. But under current Prime Minister Rishi Sunak, the messaging has transformed. Net zero remains the target — but it comes with a “burden” on working people.

    In a major speech this fall, Sunak rolled back plans to ban new petrol and diesel car sales by 2030, bringing the U.K. into line with the EU’s 2035 date. With half an eye on Germany’s travails, he said millions of households would be exempted from the gas boiler ban expected in 2035.

    In making his arguments for a “pragmatic” approach to net zero, Sunak frequently draws on the talking points of net zero-skeptics. Why should the citizens of the U.K., which within its own borders produces just 1 percent of global emissions, “sacrifice even more than others?” 

    The danger, said one EU climate diplomat — granted anonymity to discuss domestic policy of an allied country — was that other countries around the COP28 negotiating table would hear that kind of rhetoric from a capital that had led the world — and repurpose it to make their own excuses.

    Sunak’s predecessor May sees similar risks.

    “Nearly a third of all global emissions originate from countries with territorial emissions of 1 per cent or less,” May said. “If we all slammed on the brakes, it would make our net zero aspirations impossible to achieve.”

    Trump’s back

    The U.S., the largest producer of industrial carbon pollution in modern history, has been a weathervane on climate depending on who controls its governing branches.

    When Republicans regained control of the U.S. House of Representatives in 2022, it created a major drag on Biden’s promise to provide $11.4 billion in annual global climate finance by 2024.

    Securing this money and much more, developing countries say, is vital to any progress on global climate goals at COP28. Last year, on the back of the pandemic and the energy price spike, global debt soared to a record $92 trillion. This cripples developing countries’ ability to build clean energy and defend themselves against — or recover from — hurricanes, floods, droughts and fires.

    Even when the money is there, the politics can be challenging. Multibillion-dollar clean energy partnerships that the G7 has pursued to shift South Africa, Indonesia, Vietnam and India off coal power are struggling to gain acceptance from the recipients.

    Yet even more dire consequences await if Trump wins back the presidency next year. 

    A Trump victory would put the world’s largest economy a pen stroke away from quitting the Paris Agreement all over again — or, even more drastically, abandoning the entire international regime of climate pacts and summits. The thought is already sending a chill: Negotiations over a fund for poorer countries’ climate losses and damage, which Republicans oppose, include talks on how to make its language “change-of-government-proof” in light of a potential Trump victory, said Michai Robertson, lead finance negotiator for a bloc of island states.

    More concretely for reining in planet-heating gases, Trump would be in position to approve legislation eliminating all or part of the Inflation Reduction Act. Biden’s signature climate law included $370 billion in incentives for clean energy, electric vehicles and other carbon-cutting efforts – though the actual spending is likely to soar even higher due to widespread interest in its programs and subsidies – and accounts for a bulk of projected U.S. emissions cuts this decade.

    Trump’s views on this kind of spending are no mystery: His first White House budget director dismissed climate programs as “a waste of your money,” and Trump himself promised last summer to “terminate these Green New Deal atrocities on Day One.”

    House Republicans have attempted to claw back parts of Biden’s climate law several times. That’s merely a political messaging effort for now, thanks to a Democrat-held Senate and a sure veto from Biden, but the prospects flip if the GOP gains full control of Congress and White House.

    Under a plan hatched by Tubiana and backed by former New York Mayor Michael Bloomberg, countries would in the future log their state and local government climate plans with the U.N., in an attempt to undergird the entire system against a second Republican blitzkrieg.

    The U.S. isn’t the only place where climate action is on the ballot, Benton told the conference at Chatham House on Nov. 1.

    News on Sunday that Argentina had elected as president right-wing populist Javier Milei — a Trump-like libertarian — raised the prospect of a major Latin American economy walking away from the Paris Agreement, either by formally withdrawing or by reneging on its promises.

    Elections are also scheduled in 2024 for the EU, India, Pakistan, Taiwan, Sri Lanka, Indonesia and Russia, and possibly the U.K. 

    “A quarter of the world’s population is facing elections in the next nine months,” he said. “If everyone goes to the right and populism becomes the order of the day … then I won’t hold out high hopes for Paris.”

    Germany suggests UN take control in Gaza after Israel-Hamas war ends

    Germany has floated that the United Nations could take control in Gaza once the Israel-Hamas war is over, according to a document seen by POLITICO. 

    However, both the Palestinians and some EU diplomats have serious doubts about the feasibility of the idea, with a senior Palestinian figure in Europe calling it “unacceptable.”

    Israel has been striking the densely populated Gaza Strip in reaction to an attack by Hamas on October 7, during which the militant group killed around 1,200 Israelis. According to data from the Palestinian Authority, the Israeli strikes have killed more than 11,000 Palestinians.  

    Discussions are ongoing about how to allow more humanitarian aid into Gaza and how to stop the fighting. But there are also increasing discussions on scenarios for after the war. 

    U.S. Secretary of State Antony Blinken said last month that an “effective and revitalized Palestinian Authority” should ultimately govern Gaza but offered no indications on how to make it “effective” or overcome Israeli opposition. Israel’s Prime Minister Benjamin Netanyahu had stated earlier that his country would take “overall security responsibility” for Gaza “for an indefinite period.” 

    That is a no-go for the EU and the United States.

    The EU’s top diplomat, Josep Borrell, on Monday stressed that Israel cannot stay in Gaza after the war, when he presented his vision for what happens post conflict ahead of a trip to Israel and the Palestinian territories. He also said, “we believe that a Palestinian authority must return to Gaza,” stressing he meant “one Palestinian authority, not the Palestinian Authority.”

    Blinken has also warned that Israel cannot reoccupy Gaza after its war with Hamas ends.

    The German proposal — a two-page, nonofficial document (or non-paper in EU-speak) — is dated October 21, so before Israel’s decision to launch the second phase of its military operation against Gaza at the end of October.

    Berlin, one of Israel’s staunchest allies within the EU, writes that “Israel’s goal is a goal we share: never again should Hamas be in a position to terrorize Israel and its citizens.” Yet at the same time, “it is clear that these goals are hard to achieve with military means only … Its radical ideology and agenda cannot be fought by military means.”

    It floats five different scenarios about the future of the Gaza Strip, including Israeli re-occupation of Gaza, and either the Palestinian Authority (PA) or Egypt taking control. 

    The U.N scenario is also on the list. In Berlin’s words, the scenario means an “internationalization of Gaza under the umbrella of the United Nations (and regional partners)” with “a carefully organized transition” toward Palestinian self-administration, “ideally” through elections “and in combination with an international coalition that provides necessary security.”

    The document described this scenario as one that “could offer a political perspective since neither the PA nor Egypt are willing or able to take over and a return to the status quo ante or an Israeli re-occupation are politically not desirable.” 

    But Berlin also warned that “this scenario would require significant investment of political capital and financing as well as an international coalition to engage on security issues alongside the U.N.”

    The document says that “the EU should take over a pro-active role in shaping this [the post-war] discussion” and it ends by emphasizing that the situation in the Gaza Strip “can only be sustainably stabilized through a relaunch of the Middle East Peace Process.” 

    European Commission President Ursula von der Leyen echoed the U.N. idea in her speech last week to EU ambassadors, saying that after the conflict the world has to ensure Gaza is no longer a safe haven for terrorists. To ensure that, von der Leyen said “different ideas are being discussed on how this can be ensured, including an international peace force under U.N. mandate.” 

    But several diplomats — granted, like others in this article, anonymity to discuss the sensitive subject — said that the German suggestion didn’t go far enough. It came in the very early stages of the conflict, it was not circulated among all member countries and was not intended to be discussed by foreign ministers.

    When German Foreign Minister Annalena Baerbock stated Berlin’s line more recently, she said that “Gaza must not be occupied, but ideally be placed under international protection” without explicitly mentioning a U.N. role.  

    One EU diplomat described the document as “stillborn.” 

    Palestinian no-go 

    The German suggestion has angered Palestinian officials, already unhappy at EU statements that don’t mention a cease-fire in Gaza.

    That feeling extends across Muslim countries. The Organisation of Islamic Cooperation (OIC) — which has 57 Muslim countries as members — held a press conference in Brussels on Monday morning, at the same time as EU foreign ministers were meeting, to argue that they don’t want to talk about the future of the Gaza Strip as long as there’s no cease-fire. 

    The 27 EU member countries have agreed on a call for “humanitarian corridors and pauses” but there’s no unanimity on a cease-fire, which is being pushed by Spain but objected to by the likes of Germany and Austria for several reasons, including that it could put Israel and Hamas on the same level, as the former is a country and the latter classed as a terrorist organization by the bloc.

    For Abdalrahim Alfarra, the head of the Palestinian Mission to the EU, Belgium and Luxembourg, the U.N taking control of Gaza would be “unacceptable.”

    He told POLITICO that a U.N role in providing international protection at the borders — like the blue helmets in the south of Lebanon — to protect the frontier between two future countries, Israel and Palestine, is “what we need.”

    The problem with the German document is that it doesn’t talk about U.N protection at the borders but rather about U.N “control of Gaza,” he said. 

    Alfarra said that the Palestinian Authority has not been consulted about the document and also criticized it for not mentioning any form of cease-fire before addressing the future of the region. 

    “They didn’t talk about how we’re going to protect the men and women now. Right away: the future of Gaza,” he said.

    TEL AVIV — Israeli Prime Minister Benjamin Netanyahu may be digging in for a “long and difficult war” but former leader Ehud Barak fears Israel has only weeks left to eliminate Hamas, as public opinion — most significantly in the U.S. — rapidly swings against its attacks on Gaza.

    In an exclusive interview with POLITICO, the former prime minister and chief of the Israel Defense Forces also suggested a multinational Arab force could have to take control of Gaza after the military campaign, to help usher in a return of Mahmoud Abbas’ Palestinian Authority to take over from Hamas. Even with that change of the political order in Gaza, however, Barak stressed the return to diplomacy aimed at the creation of a Palestinian state was a very remote prospect.

    Barak, who led Israel between 1999 and 2001, observed the rhetoric of U.S. officials had shifted in recent days with a mounting chorus of calls for a humanitarian pause in the fighting. The sympathy generated toward Israel in the immediate wake of October 7, when Hamas launched the deadliest terrorist attack on Israel in the Jewish state’s 75-year history, was now diminishing, he worried.

    “You can see the window is closing. It’s clear we are heading towards friction with the Americans about the offensive. America cannot dictate to Israel what to do. But we cannot ignore them,” he said, in reference to Washington’s role as the main guarantor of Israel’s security. “We will have to come to terms with the American demands within the next two or three weeks, probably less.”

    As he was speaking, Israeli military officials told reporters the ground campaign was reaching a new dangerous phase with troops penetrating deep inside Gaza City, further than in previous operations in 2009 and 2014.

    Barak spoke with POLITICO in his book-lined office in a high-rise apartment building in downtown Tel Aviv.

    On the walls are photographs recording different stages of his storied career as a special forces soldier and statesman. One was snapped in May 1972 when he led an elite commando unit, which included Netanyahu, to rescue passengers from Sabena Flight 571, which was hijacked by Black September gunmen.

    Under the photograph, there’s a piano. A trained classical pianist, Barak says he has recently been playing Chopin Ballade No. 1. A performance of that piece is central to the plot of the 2002 film The Pianist, which moves a German Nazi officer to hide Władysław Szpilman.

    Barak added it would take months or even a year to extirpate the Islamist militant group Hamas — the main war aim set by Israeli Prime Minister Netanyahu and his war cabinet – but noted Western support was weakening because of the civilian death toll in Gaza and fears of Israel’s campaign sparking a much broader and even more catastrophic war in the region.

    Western nations are also anxious about their nationals among the 242 hostages Hamas is holding captive in Gaza, he continued.

    “Listen to the public tone — and behind doors it is a little bit more explicit. We are losing public opinion in Europe and in a week or two we’ll start to lose governments in Europe. And after another week the friction with the Americans will emerge to the surface,” Barak said.

    Last week, President Joe Biden raised the need for a “humanitarian pause” in the campaign.

    And this week on his fourth trip to Israel, and his third to the region since October 7, U.S. Secretary of State Antony Blinken pressed the case with Netanyahu and the Israeli war cabinet telling them they should now prioritize the protection of civilians in Gaza and minimize civilian casualties.

    Blinken’s efforts so far have been spurned by Netanyahu but Barak didn’t think the Israeli war cabinet would be able to fend off the Biden administration and Europeans for much longer.

    Political and military veteran

    Barak has plenty of experience of dealing with Israel’s allies and adversaries alike.

    As prime minister he negotiated with Palestine Liberation Organization leader Yasser Arafat at Camp David, in a 2000 summit hosted by President Bill Clinton, where they came close to striking a deal. A former defense minister and chief of staff, Barak was an elite commando and one of the key planners of Operation Thunderbolt, the rescue from Entebbe, Uganda, of the passengers and crew of an Air France jet hijacked by terrorists.

    Barak said Israel rightly set the bar high in its Gaza war aim. “The shock of the attack was huge. This was an unprecedented event in our history, and it was immediately clear that there had to be a tough response. Not in order to take revenge, but to make sure that it cannot happen ever again.”

    And even if the military campaign falls short of its maximum goal of the full eradication of Hamas, severe damage will have been inflicted on the Iran-backed Palestinian group, he explained. It will then be important to constrain Hamas from pulling off a resurgence, he continued.

    To change the political landscape, he believed a multinational Arab force could take over Gaza after the Israeli military campaign.

    “It is far from being inconceivable that backed by the Arab League and United Nations Security Council, a multinational Arab force could be mustered, with some symbolic units from non-Arab countries included. They could stay there for three to six months to help the Palestinian Authority to take over properly,” he said.

    Handing over Gaza for a period to a multinational Arab force to police has been mooted before.

    Back in 2008-2009, when Israel and Hamas fought a three week-war, Barak, then Israeli defense minister, discussed with the Egyptian leader Hosni Mubarak the possibility of Egypt and other Arab nations stepping in to administer the Gaza Strip. “I remember his gesture,” says Barak. “He displayed his hands and said, ‘I will never ever put my hands back in the Gaza.’”

    Abbas, the Palestinian Authority president and head of the Palestine Liberation Organization, was equally dismissive.

    Abbas told Barak he could never return to Gaza supported by Israeli bayonets. “I didn’t like the answer. But you can understand his logic. Fifteen years ago, it was impossible because there was no one who would do it but a lot has changed since then,” Barak said.

    Hamas battled the PLO-affiliated Fatah party for control of Gaza in 2007 in a clash that effectively split Palestinian political structures in two, with Hamas controling Gaza and Fatah predominating in the West Bank.

    Barak noted Israel, Egypt and Jordan had deepened their anti-terrorism cooperation and Israel had signed “normalization” accords with Bahrain and the United Arab Emirates, a process that he thought Arab states would not want to row back from.

    “Arab leaders also need to be able to tell their own peoples that something is changing, and a new chapter is opening, one where there is a sincere effort on all sides to calm down conflict. But they need to hear that Israel is capable of thinking in terms of changing the direction it has been on in recent years,” he adds.

    That doesn’t mean Israel should or can rush into revived negotiations over a two-state solution, he cautioned. Getting back to the era of when he was negotiating with Arafat might not be possible, for a very long time.

    “History does not repeat itself. So I do not think that something exactly like that can be repeated. But as Mark Twain used to say, history can rhyme.”

    He added: “It won’t happen quickly, and it will take time. Trust on all sides has gone – the distrust has only deepened.”

    European Commission President Ursula von der Leyen on Sunday reiterated her strongly pro-Israeli stance despite growing criticism from within her own staff, while also harshly criticizing Iran for seeking to sow “violence and chaos” in the Middle East.

    Some 800 EU staff took the unusual step of writing to von der Leyen at the end of last week to protest against what they see as unjustifiable bias toward Israel in the Israel-Hamas war. The protest came after the president neglected to mention the EU’s support for Palestinian statehood in a speech on Thursday in Washington — despite a two-state solution being a core part of the position of European countries.

    Yet on Sunday von der Leyen doubled down on her previous stance during a speech to the youth organization of her German center-right CDU/CSU political group.

    While she stressed that any Israeli defense against the Hamas terrorist group must be “in accordance with international law,” she again did not mention Palestinian statehood and instead just referred to necessary humanitarian aid, saying: “There is no contradiction in standing in solidarity with Israel and providing humanitarian aid in Gaza.”

    Von der Leyen also compared Israel’s role in the conflict to Ukraine’s defense against Russian aggression.

    “All these conflicts have one thing in common: they are about the struggle between those who seek peace, balance, freedom and cooperation — and those who do not want any of this because they profit from the chaos and disorder,” von der Leyen said in her speech at the CDU/CSU youth wing congress in Braunschweig, Germany.

    Her remarks can be seen as controversial because, even though Israel is undeniably defending itself following a brutal aggression by Hamas terrorists, the country’s at times very complicated and highly criticized settlement policy may not exactly qualify as balanced or in the interest of peace and cooperation.

    Human Rights Watch has criticized Israel for “committing the crimes against humanity of apartheid and persecution against millions of Palestinians.”

    Von der Leyen also took a very critical position toward Iran, saying that Tehran stood “behind Hamas.” She added: “Iran has no interest whatsoever in this region coming to peace. On the contrary, Iran wants to foment violence and chaos because that secures its influence.”

    BERLIN — The political maneuver shaking Germany’s postwar democratic order involves a piece of legislation that is about as mundane as it gets.

    Center-right legislators in the eastern German state of Thuringia wanted to cut a local property tax by a small amount — and did so with the support of the far-right Alternative for Germany, or AfD.

    The move broke with years of tradition in which mainstream parties have vowed to maintain a Brandmauer, or firewall, between themselves and the AfD, a party many in a country alert to the legacy of Nazism see as a dire threat to democracy. Even accepting the party’s support, the thinking goes, would legitimize far-right forces or make them salonfähig — socially acceptable.

    And so, when parliamentarians from the conservative Christian Democratic Union, or CDU, passed the tax reduction on a late afternoon in September with AfD votes, it sent tremors across the country’s political landscape that still are reverberating.

    “For me, a taboo has been broken,” Katrin Göring-Eckardt, a leader of the Greens who hails from Thuringia, said after the vote. “It shows me not only that the firewall is gone, but that there is open collaboration.”

    For mainstream parties, and the CDU in particular, the question of how to handle the growing presence of far-right radicals in governing bodies from federal and state parliaments to local councils is likely to grow only more vexing.

    That especially is the case in the states of the former East Germany, where the AfD now leads in polls at around 28 percent. Next year, the eastern states of Thuringia, Saxony and Brandenburg will all hold parliamentary elections. Polls show the party leading in all three states.

    The AfD is likely to expand its presence in the parliaments of Bavaria and Hesse when those states vote on Sunday. In Hesse, the AfD is coming close to overtaking German Chancellor Olaf Scholz’s center-left Social Democratic Party, according to the latest polls.

    The dilemma facing mainstream parties is clear. To work with the AfD means to normalize a party that many believe seeks to subvert the republic from within. But to ostracize the party only alienates its many voters.

    The firewall also serves as an unintended political gift, allowing the AfD to depict itself — at a time of high dissatisfaction with mainstream parties — as the clear choice for those who want to send a burn-it-down message to the country’s political establishment.

    At the same time, the controversy over the latest vote in Thuringia seems to have played into the AfD’s hands, allowing the party to depict itself as seeking to uphold rather than undermine democracy.

    Historic fears

    Germany’s political leaders are all too aware that the Nazi seizure of power began with democratic electoral success. In fact, it was in Thuringia where, in 1930, the Nazi party first took real governing power in coalition with conservative parties.

    That fact was not lost on the CDU’s opponents.

    “German conservatism has already been a stirrup holder of fascism,” Janine Wissler, a head of the Left party, told the German Press Agency after the vote. “Back then, too, it started in Thuringia,” she added. “Instead of having learned from that, the CDU is going down a path that’s as dangerous as fire.”

    CDU leaders in Thuringia deny the vote on the tax reduction means the firewall is crumbling. They say there was no cooperation with the AfD ahead of the vote (though AfD members say there were discussions between lawmakers).

    “I cannot make good, important decisions for the state that provide relief for families and the economy dependent on the fact that the wrong people might agree,” Mario Voigt, the head of the CDU in Thuringia said after the vote.

    Friedrich Merz, the national leader of the CDU, has sent mixed signals on the firewall — or at least on what exactly the firewall means. Merz says the CDU will not form coalitions with the AfD but he’s been less clear on whether the CDU will work with the party in other ways.

    In a television interview over the summer, he seemed to suggest working with the AfD on the local level was all but inevitable.

    “We are of course obliged to accept democratic elections,” he said. “And if a district administrator, a mayor is elected there who belongs to the AfD, it’s natural that you look for ways to then continue to work in this city.”

    After an uproar ensued, Merz walked back the comment. “There will be no cooperation between the CDU and the AfD at the municipal level either,” he posted on X, formerly Twitter.

    After the vote in Thuringia, Merz stood by the CDU leadership of the state. “We don’t go by who agrees, we go by what we think is right in the matter,” he said on German television.

    Even some within his own party do not see things that way. Daniel Günther, the CDU premier of the northern state of Schleswig-Holstein, sharply criticized his party colleagues in Thuringia. “As a conservative, I must be able to say plainly and simply the sentence, ‘I do not form majorities with extremists,’” Günther said.

    ‘Cordon sanitaire’

    It’s not the first time Thuringia has been at the center of a controversy over the firewall. In 2020, a little-known politician in the pro-business Free Democratic Party, Thomas Kemmerich, was elected state premier with the support of the CDU and AfD. Then-Chancellor Angela Merkel weighed in to call the vote “unforgivable.”

    In the furor that followed, Kemmerich resigned as did the then-head of the CDU faction in the state. But given the AfD’s large presence in the local parliament, the issue was bound to resurface.

    The problem is far from Germany’s alone. Mainstream parties are under growing pressure due to the rise of the radical right across Europe.

    In France, parties from across the political spectrum have formed a cordon sanitaire, or sanitary cordon, to keep Marine Le Pen, a leader of the far-right National Rally, out of the presidency. But with Le Pen’s party now the biggest opposition group in the National Assembly, the cordon is getting harder to maintain.

    In the European Parliament, where a similar cordon has been erected, the center-right European People’s Party has been openly courting the European Conservatives and Reformists, home to Poland’s nationalist Law and Justice party and Italian Prime Minister Giorgia Meloni’s far-right Brothers of Italy party.

    In Thuringia, the stakes are even higher as the local branch of the AfD contains some of the party’s most extreme members. State-level intelligence authorities tasked with surveilling anti-constitutional groups have characterized the party’s local branch as extremist.

    The leader of the AfD in Thuringia is Björn Höcke, who is set to face trial for using banned Nazi rhetoric. (In 2021, he closed a speech with the phrase “Alles für Deutschland!” or “Everything for Germany!” — a slogan used by Nazi stormtroopers.)

    Höcke railed against Holocaust remembrance in Germany and warned of “Volkstod,” the death of the Volk, through “population replacement.” For such views, German courts have ruled that Höcke could justifiably be referred to as a fascist or Nazi.

    LONDON — It was the gleaming smiles and mutual backslapping of two 40-something banker bros which signalled a new era of U.K.-EU relations. 

    British Prime Minister Rishi Sunak and French President Emmanuel Macron looked like natural bedfellows as they riffed off one another at a friendly Paris press conference in March, announcing a sizeable £478 million package to deter migrant crossings through the English Channel.

    The contrast with the petty name-calling of the Boris Johnson and Liz Truss eras was clear to see.

    Sunak’s warm and productive summit with Europe’s most high-profile leader confirmed a more collaborative relationship with the EU and its national capitals after the turmoil of the Brexit era. Less than two weeks earlier, the British PM’s landmark Windsor Framework agreement with Brussels had finally resolved post-Brexit trading issues in Northern Ireland.

    “My hope is that [the agreement] opens up other areas of constructive engagement and dialogue and cooperation with the EU,” Sunak told POLITICO en route to the Paris summit.

    Six months on, his words have been borne out.

    In addition to the Windsor Framework and English Channel agreements, Britain has signed a Memorandum of Understanding with Brussels on regulatory cooperation in financial services, and this month rejoined the EU’s massive €96 billion Horizon and Copernicus science research programs — a major result for the U.K.’s research and university sectors after two years of uncertainty.

    Next on the agenda is a cooperation deal between the British government and the EU’s border protection agency Frontex — another move that brings Britain closer to the EU in a small but meaningful way.

    The deal, confirmed by the Home Secretary Suella Braverman on Tuesday, is expected to be similar to other deals Frontex has with non-EU countries, like Albania, which allow the sharing of data on migration flows.

    “We have seen concrete steps created by a new climate of good faith,” said a London-based European diplomat, granted anonymity — like others in this article — to speak candidly about diplomatic relations.

    “We missed that before, and so that’s the Sunak effect. I wouldn’t say he’s done an amazing job, but he’s changed the state of mind — and therefore he has changed everything.”

    A new hope

    In addition to a renewed focus on relations with fellow leaders, Sunak has impressed EU diplomats with his willingness to face down the vocal Brexiteer wing of his own party, which has long seemed — to European eyes — to hold outsized influence over successive Tory prime ministers.

    Earlier this year Sunak enraged Tory right-wingers by abandoning a controversial pledge to scrap or rewrite thousands of EU-era regulatory laws which remain on the British statute book by the end of this year, to the delight of EU capitals.

    “The improving relationship is built on the fact there’s now a willingness to find solutions and engage in a way that wasn’t there in the previous administrations,” a second London-based European diplomat said.

    Negotiations continue between Sunak’s government and Brussels over other outstanding areas of dispute — chief among them tough new tariffs due to be imposed in January on electric vehicles (EVs) being shipped in and out of the U.K. which do not conform to strict sourcing requirements for electric batteries.

    On Wednesday the U.K.-EU Trade Specialised Committee will meet to discuss the issue, with British ministers increasingly hopeful Brussels will agree to scrap the end-of-year deadline after heavy lobbying from German automakers and its own European Commissioner for trade, Valdis Dombrovskis.

    Catherine Barnard, a European law professor at Cambridge University, said overall Sunak had overseen a “much more positive relationship” with Europe, albeit one conducted on a “pay-as-you-go basis.”

    “This is looking much more positive and it’s putting some meaning on dealing with our European neighbors as friends, rather than as foes,” she said.

    “But equally, we’re not talking about a comprehensive and thorough renegotiation — quite the contrary.”

    No. 10 Downing Street agrees the shift is less profound than some media observers — or grumbling Tory MPs — would like to think.

    A No. 10 aide said Sunak sees his diplomatic efforts as “normal government,” noting that “we’ve just forgotten what it looks like” after the turmoil of the post-Brexit era.

    “I know it’s following Brexit and all that nonsense we’ve seen over the last few years, and it’s nice to see any small win or small argument to bridge that divide, but this is just normal government relations,” the aide said.

    Labour pains

    Sunak, of course, is 18 points behind in the opinion polls and faces an uphill struggle to stay in office at a general election expected next year.

    But his opponent, U.K. Labour leader Keir Starmer, has made clear he too wants closer cooperation with Europe should he seize power.

    Starmer said this month a future Labour government would use the upcoming review of the post-Brexit trade deal, expected in 2025 or 2026, as a chance to reduce border checks through the signing of a veterinary agreement and to increase U.K.-EU mobility for some sectors of the economy.

    And he told a conference in Montreal last weekend that that “we don’t want to diverge from the EU” in areas such as working conditions or environmental standards.

    These comments were seized upon by Tory ministers as evidence that Starmer would bring the U.K. even further into the EU’s orbit than he has publicly admitted — something the Labour leader denies. Tory campaigners hope to use such comments in campaign attacks painting Starmer as an anti-Brexit europhile.

    But some observers suggest such political attacks are ironic, given Sunak’s own direction of travel. Barnard, quoted above, says that “what Keir Starmer was saying in Canada last week is pretty much a description of where we’re at at the moment.”

    A senior moderate Tory MP said that despite the attacks on Starmer, Sunak is “not overly ideological when it comes to the EU.”

    “There’s always been a belief in Brussels that we would inevitably come crawling back to them, and we’re seeing that a bit now,” they said.

    Nevertheless, it is unclear how much closer Britain and the EU can get without a fundamental renegotiation of the terms of Brexit — something all sides insist is off the table.

    One area for agreement is the need for enhanced security and defence links, with next year’s European Political Community Summit in Britain providing a potential opportunity for further announcements.

    Some in Westminster speculate that this could come in the form of Britain joining individual projects of the EU’s Permanent Structured Cooperation — a body which coordinates the bloc’s security and defence policy. The European Council invited Britain to join its “military mobility project” alongside Canada, Norway and the U.S. in November 2022.

    Anand Menon, director of the UK in a Changing Europe think tank , said he’s “not convinced” of the potential benefits for Britain, considering the U.K.’s existing position in NATO and other organizations.

    He believes the British government will run out of road in finding mutually beneficial areas of cooperation with Brussels.

    “The EU is relatively happy with the status quo,” Menon said. “It’s only in the U.K. where people say we need to move closer … There are so many bigger fish to fry for the EU.”

    French President Emmanuel Macron announced Sunday that French troops would be withdrawn from Niger in the next couple of months, in the wake of a coup d’état in the Western African country this summer.

    The military withdrawal from Niger comes after French troops were ousted from neighboring Burkina Faso and Mali, amid growing anti-French sentiment across the continent and military failures in containing jihadist terrorism in the Sahel region.

    Macron also said France would imminently withdraw its ambassador, who had been living under effective house arrest in the French embassy in the capital Niamey, according to French authorities.

    “France has decided to withdraw its ambassador. In the next hours, our ambassador and several diplomats will return to France,” Macron said during an interview with French TV channels.

    Macron also said the military cooperation between France and Niger was “over” and that French troops would return before the end of the year. “In the weeks and months to come, we will consult with the putschists, because we want this to be done peacefully,” he added.

    The military junta, which came to power in July, had set France an ultimatum to withdraw its troops that were involved in anti-terrorist operations in North Africa. France at the time pledged not to withdraw troops unless requested by the deposed Nigerien President Mohamed Bazoum.

    1,500 French troops are stationed in several bases across Niger.

    In the weeks after the coup, France also said it would consider supporting a possible military intervention launched by the African regional body ECOWAS against the putschists in Niamey. With the decision to withdraw, that prospect appears more and more unlikely.

    What César really wanted was to get out of Cuba. A bartender struggling to make ends meet in Havana, he tried last year to reach Miami in a rickety boat but was forced to abandon the attempt when he was intercepted by the U.S. Coast Guard.

    He’s now preparing a second escape attempt: with a direct flight to Moscow. His ticket has been paid for by a Russian recruiter but it comes with a hefty price tag nonetheless: As part of the deal, he will have to join the Russian army and fight in Ukraine.

    “If this is the sacrifice I have to make for my family to get ahead, I’ll do it,”  said César, who turned 19 this year and whose name has been changed to protect his identity.

    “You can be a nuclear physicist and still die of hunger here,” he said. “With my current salary I can barely buy basic things like toilet paper or milk.” He said he hoped he would be allowed to work as a paramedic.

    The news of Cuban fighters in Ukraine splashed across global headlines earlier this month when Havana announced it had arrested 17 people for involvement in a human trafficking ring recruiting young men to fight for Russia.

    The news raised questions about the extent of cooperation between the two Cold War allies, and whether cracks were beginning to show in Havana’s support for Russia’s invasion.

    Conversations with Cubans in Cuba and Russia reveal a different side of the story: of desperate young men who see enlistment in the Russian army as their best shot at a better life — even if not all of them seem to know what they were getting themselves into.

    One recruit in his late 40s in the Russian city of Tula, whom we will call Pedro, said he was promised a job as a driver “for workers and construction material” but on arrival in Russia was being prepared for combat, weapon in hand.

    “We signed a contract with the devil,” he said, recalling the moment he enlisted. “And the devil does not hand out sweets.”

    Cold-war allies

    Until recently, Havana — though formally neutral on Ukraine — made no secret of siding with Moscow in what it called its clash with the “Yankee empire.” The Castro regime is dependent on Russia for cheap fuel and other aid. But unlike, say, North Korea, it has little to offer in return other than diplomatic loyalty.

    Since the Kremlin launched its full-scale assault last year, the countries have exchanged visits by top brass.

    Critics have warned that, keeping with Soviet tradition, Cuba could send troops to help fight Moscow’s cause. They point to a May visit to Belarus by Cuba’s military attaché, where the “training of Cuban military personnel” was top of the agenda, and a trip to Moscow by Cuba’s defense minister several weeks later to discuss “a number of technical military projects.” But there has been no evidence of direct involvement.

    Havana’s crackdown on the recruitment network followed the publication of an interview on YouTube in late August, in which two 19-year-old Cubans claimed they had been lured to Russia for lucrative construction jobs, only to be sent to the trenches in Ukraine. They said they had suffered beatings, been scammed out of their money and were being kept captive.

    Cuba’s foreign ministry vowed to act “energetically” against efforts to entice Cubans to join Russia’s war effort, adding: “Cuba is not part of the conflict in Ukraine.”

    The change in tone in Havana suggests that the recruitment of Cubans through informal backchannels has “hit a nerve,” said Christopher Sabatini, a senior fellow for Latin America at Chatham House. 

    “Cuba and the Soviet Union fought side by side in Angola and other places, but for ideological reasons,” he said. “Now it’s boiled down to the ugliest, most mercenary terms, giving it a transactional quality that goes against decades of friendship.”

    In November 2022, Russian President Vladimir Putin signed a decree offering fast-tracked naturalization to foreigners who signed up as contract soldiers. “We are all getting Russian citizenship,” one recruit texted this reporter. That week, he and others told POLITICO, some 15 recruits, some of whom had been in Russia for only a couple of months, had been personally handed their passports by the local governor.

    With heavy losses in Ukraine, Russia “needs the cannon fodder,” said Pavel Luzin, a senior fellow at the Center for European Policy Analysis (CEPA). He added most foreign recruits come from Central Asian and African countries, Syria and Afghanistan.

    It is unclear exactly how many foreign citizens have joined Russia’s ranks. But Luzin says their limited numbers mainly serve to boost Russia’s narrative that it has international support for its war.

    “Without speaking the language, knowing the local terrain, or the right training for modern warfare, they’ll be swiftly killed and that’s it,” he said. 

    Joining the 106th

    For most of the Cubans with whom POLITICO spoke, their involvement with the Russian army began in late 2022, when somebody using the name Elena Shuvalova began posting on social media pages targeting Cubans looking to go abroad or already in Russia.

    One post showed a woman in a long skirt in front of a car decorated with a Cuban flag and a “Z,” Russia’s pro-war symbol. In the accompanying text, Shuvalova offered a one-year contract with the Russian army, “help” with the required language exams and medical tests, and “express legalization within two days.”

    Pay consisted of a one-off handout of 195,000 rubles (about $2,000) followed by a monthly salary of 204,000 rubles ($2,100). By comparison, Cuba’s average GDP per capita in 2020 was $9,500 per year. 

    Of the four recruits currently in Russia who shared their stories with POLITICO, three said they had been flown in from Cuba this summer. At home, they worked in hospitality, teaching and construction. One said he had a professional military background. Two others had completed two years of standard compulsory military service.

    While they knew they would be employed by Russia’s military, they were reassured that they would be working far from the front line as drivers or construction workers. “To dig fortifications or help rebuild cities,” one recruit’s exasperated wife told POLITICO.

    Because they could face charges of joining a mercenary group in Cuba or of treason or espionage in Russia for talking to a reporter, POLITICO changed the names of the recruits quoted in this story.

    Each of them said they were flown in from Varadero along with several dozen other men. They said their passports were not stamped on departure, and that upon entering Russia their migration cards were marked “tourism” as their purpose of stay.

    On landing at Moscow’s Sheremetyevo airport, the recruits were met by a woman who introduced herself as Diana, who said she was a Cuban with Russian ties. They were then loaded onto a bus and brought to what one recruit described as “an empty school building” near Ryazan, a city in western Russia 200 kilometers southeast of Moscow. 

    There, they underwent a cursory medical check and were subject to a mountain of red tape, including the signing of a contract with the Russian defense ministry. One recruit said a Spanish version of the text was made available to those who specifically requested it, but others said that a translator simply summarized its content verbally.

    The recruits said that some of the new arrivals remained behind at a military unit in Ryazan. But most were transferred to the 106th Guards Airborne, a division based in the city of Tula near Moscow that has been deployed into some of the fiercest fighting in Ukraine.

    Kyiv claims the 106th was largely “reduced to fertilizer” in the early days of the invasion when it tried to capture Kyiv. In recent months, it has been stationed around Soledar and Bakhmut, hotspots in eastern Ukraine.

    “When they handed us the uniform and told us to go train I realized this was not about construction at all,” one recruit said. By then, however, he was locked in.

    A legal adviser who is well-known within Russia’s Cuban community told POLITICO he has delivered the same tough message to scores of Cuban recruits who have appealed to him for help: “Once you’ve signed the contract, defecting is tantamount to treason.” 

    When POLITICO spoke to Pedro in Tula, he said he felt trapped by his decision. 

    “I came here to give my children a better life, not to kill,” he said, breaking down into tears. “I won’t fire a single bullet.” 

    He added he had considered trying to escape. “But where do I go?”

    Willing participants

    POLITICO could not determine whether Shuvalova or Diana were working for Russian or Cuban authorities. Neither woman responded to requests for comment — though Shuvalova told journalists at the Russian-language Moscow Times that she worked pro-bono.

    While the Cuban Embassy in Moscow did not respond to multiple requests for comment, the government itself has sent mixed messages. Shortly after Cuba’s announcement that it had broken up the human trafficking ring, Havana’s ambassador to Moscow told the state-run RIA agency that “we have nothing against Cubans who just want to sign a contract and legally take part in this operation.”

    Russia’s defense ministry did not respond to a request for comment.

    It’s not easy to tell just how many Cuban citizens have joined the Russian military.

    In conversations with POLITICO, the recruits said roughly 140 Cubans were currently in Tula. And a caller to a Miami-based Spanish-language television channel in early September said that he had some 90 Cubans under his command in Ryazan.

    A trove of 198 hacked documents, allegedly belonging to recent Cuban recruits and published online by the Ukrainian website Informnapalm, showed the ages of those who joined the Russian army ranged between 19 to 69 years old. More than 50 of the passports were issued in June and July this year.

    Not all Cubans POLITICO spoke to said they had been tricked into joining the war. In photos shared online and in messenger apps, many pose proudly in military gear, some carrying weapons. 

    “No one put a gun to their heads,” Yoenni Vega Gonzalez, 36, a Cuban migrant in Russia, said of his acquaintances in Ukraine. “The contract makes it clear that you’re going to war, not to play ball or camping.”

    He said he had been refused the opportunity to join because he does not speak Russian. “Otherwise, I would have gone [to the front] with pride and my head held high.”

    During the reporting of this article, several Cubans still on the island reached out saying they wanted to enlist. All cited economic, and not political, reasons as their core motivation.

    Accounts of daily life behind the fences of the training sites differed greatly.

    Some recruits described their interaction with the Russians as friendly and the atmosphere as relaxed. In their free time they smoked cigarettes and sipped on Coca-Cola (officially not available in either Cuba or Russia). On the weekends they went sightseeing and reveled in the city’s bars.

    But those who say they were tricked into service, seemingly a minority, complain about payment delays and said they are threatened with incarceration for resisting orders.

    When asked about the moral implications of his decision, one recruit in Tula said it wasn’t his primary concern.

    “This is the way we found to get out of Cuba,” he said. “No one here wants to kill anyone. But neither do we want to die ourselves.”
