    A cyberattack on Thursday knocked computer systems offline at hospitals in Connecticut and Pennsylvania, forcing them to send ambulances to other hospitals, hospital spokespeople told CNN.

    As of late Friday morning, Crozer Health, a network of three hospitals and a medical center in the Philadelphia suburbs, was still diverting ambulances for stroke and trauma patients to other hospitals because of a “ransomware attack,” Crozer Health spokesperson Lori Bookbinder told CNN.

    The hack hit Prospect Medical Holdings and affected all of their health care facilities, according to a statement from PMH affiliate Eastern Connecticut Health Network. PMH owns 16 hospitals in California, Connecticut, Pennsylvania and Rhode Island, according to its website.

    At Eastern Connecticut Health Network, which includes two hospitals, the urgent care center is closed and elective surgeries were canceled until further noticed because of the hack, according to the network’s website.

    Other Prospect Medical Holdings affiliates reported disruptions from the hack.

    “We are working closely with federal law enforcement to respond to this incident,” Prospective Medical Holdings said in a statement to CNN.

    National Security Council spokeswoman Adrienne Watson told CNN that the White House is “closely monitoring the ongoing incident,” adding that “the Department of Health and Human Services has been in contact with the company to offer federal assistance, and we are ready to provide support as needed to prevent any disruption to patient care as a result of this incident.”

    The company has so far declined offers of federal assistance, according to a US official.

    But Prospective Medical Holdings said later Friday that they “believe there may have been a miscommunication or a misunderstanding” and that they “welcome any assistance from the federal government.”

    CharterCARE Health Partners, which includes two hospitals in Rhode Island, said Thursday that the incident was affecting “inpatient and outpatient operations” and that “some patient procedures may be affected.”

    Patient care continues at the affected hospitals, but they’re operating with limited capacity in what is now a well-rehearsed routine. Throughout the coronavirus pandemic, ransomware and other cyberattacks hampered patient care at American hospitals that are often ill-equipped to deal with them.

    Eastern Connecticut Health Network ended ambulance diversion at 10 a.m. local time Friday, spokesperson Nina Kruse told CNN. The emergency rooms at ECHN’s two hospitals have been open throughout the incident, Kruse said.

    This isn’t Crozer Health’s first bout with ransomware. A June 2020 attack orchestrated by a prolific ransomware gang forced the hospital network to take its computer systems offline.

    California regulators gave approval Thursday to two rival robotaxi companies, Cruise and Waymo, to operate their driverless cars 24/7 across all of San Francisco and charge passengers for their services.

    The much-anticipated vote, which followed roughly six hours of public comment both for and against driverless taxis, came amid clashes between the robotaxi companies and some residents of the hilly city. San Francisco first responders, city transportation leaders and local activists are among those who shared concerns about the technology.

    The California Public Utilities Commission regulates self-driving cars in the state and voted 3-to-1 in favor of Waymo and Cruise expanding their operations.

    That means residents and visitors to San Francisco will be able to pay a fare to ride in a driverless taxi, ushering in new automated competition to cab and ridehail drivers.

    “Today’s permit marks the true beginning of our commercial operations in San Francisco,” said Tekedra Mawakana, co-CEO of Waymo, in a press release.

    Cruise spokesperson Drew Pusateri said in a statement to CNN that the 24/7 driverless service is a “historic industry milestone” that puts Cruise “in a position to compete with traditional ridehail, and challenge an unsafe, inaccessible transportation status quo.”

    Until Thursday’s vote, Cruise and Waymo could offer only limited service to San Francisco residents.

    Cruise – a subsidiary of General Motors – could charge a fare only for overnight rides occurring between 10 p.m. and 6 a.m. in select parts of the city. Waymo, owned by Google’s parent company Alphabet, could charge a fare only for rides with a human driver in the vehicle.

    Now, Cruise and Waymo can charge a fare for their driverless rides and 24/7 access to San Francisco streets as they do so.

    Cruise officials told state commissioners at a recent public hearing that it deploys about 300 vehicles at night and 100 during the day, while Waymo officials said that around 100 of its 250 vehicles are on the road at any given time.

    The autonomous ride-hailing service offered by Cruise and Waymo allows users to request a ride similar to Uber or Lyft. There is a difference, of course: The car has no driver.

    Members of the public packed the commission’s San Francisco headquarters to share their thoughts with state commissioners in one-minute increments during the meeting. Critics pointed to driverless cars freezing in traffic and blocking first responders, while advocates said they felt the cars drove more defensively than human drivers.

    Although the decision ultimately laid in the hands of state regulators, who delayed the vote twice, local officials also expressed their dissent.

    The San Francisco Police Officers Association, San Francisco Deputy Sheriffs’ Association and the San Francisco Fire Fighters Local 798 all wrote letters to the CPUC in the week leading up to the originally scheduled vote on June 29. Each expressed concerns that autonomous vehicles could impede emergency responders.

    “The time that it takes for an officer or any other public safety employee to try and interact with an autonomous vehicle is frustrating in the best-case scenario, but when they can not comprehend our demands to move to the side of the roadway and are stopped in the middle of the roadway blocking emergency response units, then it rises to another level of danger,” wrote Tracy McCray, president of the San Francisco Police Officers Association in June, “and that is unacceptable.”

    The San Francisco Fire Department has recorded 55 incidents of driverless vehicles interfering with their emergency responses in 2023 as of Wednesday, the department confirmed to CNN.

    In one incident reported by the department on Saturday, a Waymo car pulled up between a car on fire and the fire truck aiming to put it out.

    Other instances include robotaxis driving through yellow tape into the scene of a shooting, blocking firehouse driveways such that a fire truck farther away had to respond to the scene, and requiring firefighters to reroute, according to Fire Chief Jeanine Nicholson.

    “It should not be up to my people to have to move their vehicle out of the way when we’re responding to one of our 160,000 calls,” Nicholson told CNN in June.

    Robotaxi companies have often touted their safety records. Out of 3 million driverless miles, a Cruise car has not been involved in a single fatality or life-threatening injury, according to the company. In a February review of its first million driverless miles, Waymo said their cars caused no reported injuries and that 55% of all contact events were the result of a human driver hitting a stationary Waymo vehicle.

    2022 was the worst year on record for traffic fatalities in San Francisco since 2014, according to city data. Cruise said that when benchmarked against human drivers in comparable driving environments, its vehicles were involved in 54% fewer collisions overall.

    The San Francisco Municipal Transportation Agency said in a California Public Utilities Commission meeting on Monday that it had logged almost 600 incidents involving autonomous vehicles since the technology first launched in San Francisco. The agency said they believe this is “a fraction” of actual incidents due to what they allege is a lack of data transparency.

    Genevieve Shiroma, the dissenting commissioner in the 3-1 vote, recommended the commission delay the vote until they received a “better understanding of the safety impacts” of the vehicles.

    “First responders should not be prevented from doing their job. The fact that an injury or fatality has not occurred yet is not the end of the inquiry,” Shiroma said. “The commission needs a better explanation regarding why these events occur.”

    Canadian Prime Minister Justin Trudeau blasted Facebook for “putting corporate profits ahead of people’s safety” as the social media platform continues to block news content while wildfires rage in Canada’s Northwest Territories and British Columbia.

    “It is so inconceivable that a company like Facebook is choosing to put corporate profits ahead of ensuring that local news organizations can get up-to-date information to Canadians, and reach them where Canadians spend a lot of their time; online, on social media, on Facebook,” Trudeau said during a news conference Monday.

    Some 60,000 people across the Northwest Territories and British Columbia have been placed under evacuation orders since this weekend, according to the most recent numbers from Canadian officials. Also on Monday, Trudeau described the devastation wrought by the wildfires as “apocalyptic” and praised Canadians for stepping up to support evacuees.

    Earlier this month, Facebook’s parent-company Meta began to block news links from Facebook and Instagram in Canada, in response to recently-passed legislation in the country that requires tech companies to negotiate payments to news organizations for hosting their content.

    A Meta spokesperson told CNN in a statement on Monday that Canadians “continue to use our technologies in large numbers to connect with their communities and access reputable information, including content from official government agencies, emergency services and non-governmental organizations.”

    The new legislation in Canada “forces us to end access to news content in order to comply with the legislation but we remain focused on making our technologies available,” the statement added, pointing to Meta’s Safety Check tool, which the company said more than 45,000 people had used as of Friday to mark themselves as safe.

    The Meta spokesperson added that 300,000 people have visited the Yellowknife and Kelowna Crisis Response pages on Facebook.

    The Canadian legislation, known as Bill C-18 or the Online News Act, was given final approval in June. It aims to support the sustainability of news organizations by regulating “digital news intermediaries with a view to enhancing fairness in the Canadian digital news marketplace.”

    Meta has previously stated, via a company blogpost, that the legislation “misrepresents the value news outlets receive when choosing to use our platforms.” The ongoing controversy in Canada comes amid a global debate over the relationship between news organizations and social media companies about the value of news content, and who gets to benefit from it.

    During his remarks Monday, Trudeau said Facebook’s move to block news content is “bad for democracy” in the long run. “But right now, in an emergency situation, where up-to-date local information is more important than ever, Facebook’s putting corporate profits ahead of people’s safety,” Trudeau said.

    President Joe Biden intends to nominate Michael Whitaker as administrator of the Federal Aviation Administration, the White House announced Thursday.

    Whitaker has previously served as deputy administrator of the agency and is “currently the chief operating officer of Supernal, a Hyundai Motor Group company designing an electric advanced air mobility (AAM) vehicle,” the White House said in a statement.

    He also worked at InterGlobe Enterprises, an Indian travel conglomerate, as well as United Airlines and Trans World Airlines. Whitaker is a private pilot and holds a law degree, according to the White House.

    The nomination comes as Congress is scrambling to reauthorize funding for the FAA.

    Biden’s previous pick to lead the agency, Phil Washington, withdrew his nomination in March amid strong criticism from Republican lawmakers over a number of issues, including his slim aviation credentials and his potential legal entanglements. The White House also didn’t have the support of enough Democrats to move Washington’s nomination out of committee.

    A top union representing flight attendants praised the pick and called for a swift confirmation.

    “We congratulate Mike Whitaker on his nomination for FAA Administrator. We support the President’s decision and call on the Senate to move to swift confirmation,” Association of Flight Attendants-CWA President Sara Nelson said in a statement.

    United Airlines also praised the move, highlighting Whitaker’s experience, in which he spent 15 years at the airline in a variety of roles.

    “Now more than ever, the FAA needs strong leadership. We are pleased that Michael Whitaker has been nominated for this critical role and look forward to working with him to improve our aviation system for our employees and customers. Mike has deep aviation expertise and a solid reputation as a problem solver. We urge the U.S. Senate to move swiftly on his confirmation process,” United Airlines spokesperson Sam Coleman said in a statement.

    The last Senate-confirmed administrator, Steve Dickson, stepped down in March 2022. Polly Trottenberg, the deputy secretary of the Department of Transportation, has been leading the FAA in an acting capacity since June.

    You’re more likely to read about people in the aggregate in this newsletter – how groups are affected by something the government is doing and how polls suggest those groups feel about it.

    CNN’s John King is looking at the 2024 presidential race from the other side in his new “All Over the Map” project. Building relationships with individuals in key states, he plans to chart how their opinions shift over the course of the campaign.

    He’s filed reports from Iowa and New Hampshire so far:

    I talked to King to hear what he’s learned so far. Our conversation, conducted by phone and edited for length, is below.

    WOLF: What are you finding when you talk to people out in the country?

    KING: This is how I started covering politics 106 million years ago. It’s just at this moment in the country where you have this weird combination of polarization and disaffection and a lot of people who are in the middle who would be moderate Republicans or true independents or centrist Democrats are just disgusted and they’re sitting out.

    The people who are sitting out are empowering the extremes, and they know it, but they just can’t stomach national politics. So they vote for mayor and they vote for governor and sometimes they vote for Senate and Congress, but even that pisses them off. So it’s just a weird time.

    WOLF: What I really like in these reports is the nuance of people’s opinions. They don’t fit into the buckets that we create for them here in Washington. How do you find people who will talk to you? I’ve talked to other reporters who have trouble doing that.

    KING: It can be hard sometimes. We’re doing this a number of ways. Some of these are through people I know. The fishermen in New Hampshire we found through a woman I met years ago who’s part of an advocacy group for these independent small fishermen …

    They’re interesting because they’re young, they’re Republican-leaning, they’re really hardworking, blue-collar people. People that when I started doing this – 35 years ago was my first campaign – they were Democrats.

    Michael Dukakis only won 10 states in 1988, but he won West Virginia and Iowa. Farmers and coal miners and fishermen and people who work with their hands were Democrats then. And they are more and more Republicans now.

    The idea here is to build relationships with them all the way through next November and hopefully beyond. But in the 2024 campaign context, we’re not going in to get people at a rally to say, “Are you for (former President Donald) Trump or are you for (President Joe) Biden? Are you for (former South Carolina Gov. Nikki) Haley or are you for (Florida Gov. Ron) DeSantis?”

    We care about that, but I care much more about how they got there. Have they always been there? And again, in all caps in boldface to me is the question: why?

    WOLF: You talk to a solar panel salesman who backs Trump and a commercial fisherman, who you just mentioned, who says Republicans are for the working man. What motivates people whose livelihoods are directly related to climate change to back Republicans who are largely opposed to having any government involvement with doing anything about it?

    KING: That part’s fascinating. Chris Mudd is the solar panel guy in Iowa and Andrew Konchek is one of the fishermen in New Hampshire. And to your point, our business makes the mistake – and the candidates, the politicians and the parties way too often make the mistake – of trying to put people in their lanes and in their boxes. And guess what, everybody is different. It’s a cliche, but it’s true.

    So Chris Mudd – his family has an advertising business that employs just shy of 100 people in Cedar Falls, Iowa. It’s an anchor of the community, especially in a part of the country where you’ve had a lot of economic turmoil in the last 25 years, manufacturing disappearing. These guys are heroes in their communities. They are employers.

    Then he started the spinoff solar installation business, and he admits straight up his business benefits – and quite significantly – from the Biden green energy tax credits. And yet, he says, he would take his chances without them because he thinks that money should be redirected to the border wall. That Trump should finish his border wall.

    It’s not just immigration. It’s American sovereignty and the border. And so he’s willing to take an economic hit for his business. He thinks it would survive, but he would take a hit because immigration, American security, comes first to him.

    The fisherman, on the other hand, wants to stay on the water. He came to Trump in 2016 because Trump was a newcomer, he was the insurgent. He loves the policies. In Andrew’s case, he does not like the tweets. He does not like the chaos. Prefers Trump would talk more about the future, not the past.

    But his industry is in decline. And he says Trump is for less regulation – so they won’t be regulating the fishing industry as much – and he knows Trump hates wind energy farms, and he thinks the biggest immediate threat to his job, two or three years down the road, is a plan to build all these wind turbine farms off the coast of New Hampshire and off the coast of Maine.

    And he thinks they’re gonna kill his business. So he’s for Trump because he wants to pay his mortgage.

    WOLF: You talk to another guy in New Hampshire who’s switching from Trump to Robert F. Kennedy Jr. The conventional wisdom would be that Kennedy would pull from Biden’s support because he is, at least technically, a Democrat. What is happening there?

    KING: So that to me is fascinating on a couple levels. No. 1, Lucas was a Trump 2016 primary voter in New Hampshire. He quickly got turned off by the chaos. He was not for Trump in 2020. He went third party. But he’s a Republican-leaning guy who likes Trump’s policies. Does not like the Trump performance art, I’ll call it.

    You would think he’d be looking for another Republican in this campaign, but he gets all the way over to Robert Kennedy.

    A buddy of his, a crew mate, gave him a Joe Rogan podcast with Bobby Kennedy on it. And Kennedy is talking about how years ago, he helped these fishermen who were being hurt by industrial pollution when he was at the National Resources Defense Council.

    So what was he thinking here? They don’t trust politicians. Politicians promised to help them all the time, and in their view, they never do. So here’s a guy who’s running for president, who actually helped people who do what he does. Done. That’s it. Right?

    Yes, he knows there’s a lot of other controversy about Robert Kennedy. He says there’s going to be controversy about any politician. Here’s a guy who has helped people just like him.

    WOLF: You talked about a couple of people just now who don’t like the Trump noise or chaos, but CNN ‘s latest polling – we just had one in New Hampshire. Trump leads there. He leads in Iowa, according to polling there. What does your reporting on the ground suggest is behind the fact that none of these many Trump challengers have caught on?

    KING: Well, one of the issues is just that there are so many of them. The numbers are part of it, without a doubt. But a lot of these Republicans also view Trump as kind of an incumbent. And to a degree, he also benefits from the cynical effort to convince so many Republicans that he didn’t lose last time, even though we all know he did.

    If you look at our New Hampshire poll, even a lot of Republicans who support the other candidates think Trump is the strongest general election candidate. That’s helping him. I think the bigger part there is just that the base is loyal to him.

    He can be beat. Six in 10 Republicans in New Hampshire want somebody else, but there are 10 other people running and the support is fractured. Until you have a singular alternative, there’s no way to beat Trump.

    The only thing I would add to that is what several Trump voters in New Hampshire (told us). They’re planning to vote for him, make no mistake, but they say it’s not as exciting. It’s not the same as it was in 2015 and 2016, when he was new, when that hostile takeover was so dramatic and to many Republicans so exciting.

    The establishment didn’t think so, but a lot of Republican voters found it very exciting. Trump is not the new guy anymore. And in some ways, he’s the new establishment. That doesn’t mean his people aren’t loyal, but in the back of their mind, there does seem to be a little bit of, “I’m open to some change.”

    WOLF: Joe Biden didn’t win either Iowa or New Hampshire in the 2020 primaries. And for a complicated and very strange Democratic reason, he may not take part in those contests this year. His nomination is probably a foregone conclusion, but what did you hear from Democrats in those states?

    KING: I want to be a little careful here because we haven’t spent a ton of time with Democrats. The project’s going to expand over the next 13, 14 months, through the election.

    The biggest question right now is can Trump be stopped and who is the Republican nominee going to be? So that’s where we have put 75, 80% of our energy and focus. Doesn’t mean when we go into the states, we’re not meeting and talking to Democrats, but I would be more careful about taking the anecdotal reporting we get from six, eight, 10, 12 voters and projecting it out.

    I will say that a number of Democrats ask us, “Do you think there’s any chance he doesn’t run still?” Or they will share their own worries that there will be some event that will force him to not run again.

    The age thing is a nagging thought for Democrats. Age, or is he up to the job might be a better way to put it. Does he have the stamina for another term? That’s lingering.

    You don’t see any evidence that there’s anybody – no Democrat is running who has a serious chance or anything like that. We’re going get to the swing states as we go forward. I have a number of questions about whether key pieces of the Biden coalition are energized for any number of reasons.

    Sometimes you hear this age, stamina, up-to-the-job question. Other times you hear, if you talk to organizers and activists, that some of the people absolutely critical to the Democratic coalition – blue-collar Black workers, blue-collar Latino workers – are still feeling it from inflation, don’t feel like the economy’s bounced back.

    Those are things to cover as we go forward. I would not make any big sweeping findings in my reporting on the Democrats so far. I’ve got more questions than I have answers.

    WOLF: Let me tweak that a little bit. Separating you from these reporting trips, as somebody who’s covered so many presidential elections, what could be the potential effect of the president not taking part in the first two contests?

    KING: New Hampshire is very parochial. There are a lot of Democrats there who are, forgive my language, but pissed off at him. I think he could be “embarrassed” in New Hampshire.

    Now, does it have any lasting meaning? Let’s see what happens.

    The president did something, actually, that’s pretty courageous. I do not remember one cycle where there hasn’t been at least a conversation about, “Is it time to change this Iowa and New Hampshire thing?”

    The Iowa electorate is 90% White. The New Hampshire electorate is 90% White. The numbers are even higher than that if you look at the Republican electorate. They’re overwhelmingly White states. They do not reflect the diversity, both from an ethnic perspective and even an economic perspective, of the Democratic Party.

    This conversation comes up every four years in both parties. Are you gonna change it? Biden had the guts to do it. The cynic would say he did it for the reasons you mentioned – that he lost Iowa and New Hampshire, and he’s lost them before. That wasn’t the first time and so he wanted a new way. He wanted the Biden way.

    Of course that’s one of the reasons he did it. Because he has more success in South Carolina. He has a history. So he has tilted the Democratic playing field to his favor. A bad number in New Hampshire might be embarrassing, but I think they’ve actually more protected themselves than exposed themselves by doing it this way.

    My bigger question is does the way they’ve changed the Democratic (process) actually mask weaknesses? If there’s a weakness in Democratic enthusiasm, if there’s a turnout problem, they need to get a handle on that as soon as possible.

    Artists across China are boycotting one of the country’s biggest social media platforms over complaints about its AI image generation tool.

    The controversy began in August when an illustrator who goes by the name Snow Fish accused the privately owned social media site Xiaohongshu of using her work to train its AI tool, Trik AI, without her knowledge or permission.

    Trik AI specializes in generating digital art in the style of traditional Chinese paintings; it is still undergoing testing and has not yet been formally launched.

    Snow Fish, whom CNN is identifying by her Xiaohongshu username for privacy reasons, said she first became aware of the issue when friends sent her posts of artwork from the platform that looked strikingly similar to her own style: sweeping brush-like strokes, bright pops of red and orange, and depictions of natural scenery.

    “Can you explain to me, Trik AI, why your AI-generated images are so similar to my original works?” Snow Fish wrote in a post which quickly circulated online among her followers and the artist community.

    The controversy erupted just weeks after China unveiled rules for generative AI, becoming one of the first governments to regulate the technology as countries around the world wrestle with AI’s potential impact on jobs, national security and intellectual property.

    Trik AI and Xiaohongshu, which says it has 260 million monthly active users, do not publicize what materials are used to train the program and have not publicly commented on the allegations.

    The companies have not responded to multiple requests from CNN for comment.

    But Snow Fish said a person using the official Trik AI account had apologized to her in a private message, acknowledging that her art had been used to train the program and agreed to remove the posts in question. CNN has reviewed the messages.

    However, Snow Fish wants a public apology. The controversy has fueled online protests on the Chinese internet against the creation and use of AI-generated images, with several other artists claiming their works had been similarly used without their knowledge.

    Hundreds of artists have posted banners on Xiaohongshu saying “No to AI-generated images,” while a related hashtag has been viewed more than 35 million times on the Chinese Twitter-like platform Weibo.

    The boycott in China comes as debates about the use of AI in arts and entertainment are playing out globally, including in the United States, where striking writers and actors have ground most film and television production to a halt in recent months over a range of issues — including studios’ use of AI.

    Many of the artists boycotting Xiaohongshu have called for better rules to protect their work online — echoing similar complaints from artists around the world worried about their livelihoods.

    These concerns have grown as the race to develop AI heats up, with new tools developed and released almost faster than governments can regulate them — ranging from chatbots such as OpenAI’s ChatGPT to Google’s Bard.

    China’s tech giants, too, are rapidly developing their own generative artificial intelligence, from Baidu’s ERNIE Bot launched in March to SenseTime’s chatbot SenseChat.

    Besides Trik AI, Xiaohongshu has also developed a new function called “Ci Ke” which allows users to post content using AI-generated images.

    For artists like Snow Fish, the technology behind AI isn’t the problem, she said; it’s the way these tools use their work without permission or credit.

    Many AI models are trained from the work of human artists by quietly scraping images of their artwork from the internet without consent or compensation.

    Snow Fish added that these complaints had been slowly growing within the artist community but had mostly been privately shared rather than openly protested.

    “It’s an outbreak this time,” she said. “If it easily goes away without any splash, people will maintain silent, and those AI developers will keep harming our rights.”

    Another Chinese illustrator Zhang, who CNN is identifying by his last name for privacy reasons, joined the boycott in solidarity. “They’re shameless,” said Zhang. “They didn’t put in any effort themselves, they just took parts from other artists’ work and claimed it as their own, is that appropriate?”

    “In the future, AI images will only be cheaper in people’s eyes, like plastic bags. They will become widespread like plastic pollution,” he said, adding that tech leaders and AI developers care more about their own profits than about artists’ rights.

    Tianxiang He, an associate professor of law City University of Hong Kong, said the use of AI-generated images also raises larger questions among the artistic community about what counts as “real” art, and how to preserve its “spiritual value.”

    Similar boycotts have been seen elsewhere around the world, against popular AI image generation tools such as Stable Diffusion, released last year by London-based Stability AI, and California-based Midjourney.

    Stable Diffusion is embroiled in an ongoing lawsuit brought by stock image giant Getty Images, alleging copyright infringement.

    Despite the speed at which AI image generation tools are being developed, there is “no global consensus about how to regulate this kind of training behavior,” said He.

    He added that many such tools are developed by tech giants who own huge databases, which allows them to “do a lot of things … and they don’t care whether it’s protected by the law or not.”

    Because Trik AI has a smaller database to pull from, the similarities between its AI-generated content and artists’ original works are more obvious, making an easier legal case, he said.

    Cases of copyright infringement would be harder to detect if more works were put in a larger database, he added.

    Governments around the world are now grappling with how to set global standards for the wide-ranging technology. The European Union was one of the first in the world to set rules in June on how companies can use AI, with the United States still holding discussions with Capitol Hill lawmakers and tech companies to develop legislation.

    China was also an early adopter of AI regulation, publishing new rules that took effect in August. But the final version relaxed some of the language that had been included in earlier drafts.

    Experts say major powers like China likely prioritize centralizing power from tech giants when drafting regulations, and pulling ahead in the global tech race, rather than focusing on individuals’ rights.

    He, the Hong Kong law professor, called the regulations a “very broad general regulatory framework” that provide “no specific control mechanisms” to regulate data mining.

    “China is very hesitant to enact anything related to say yes or no to data mining, because that will be very dangerous,” he said, adding that such a law could strike a blow to the emerging market, amid an already slow national economy.

    Since 2017, Apple has turned down multiple opportunities to chip away at Google’s search engine dominance, according to newly unsealed court transcripts, including a chance to purchase Microsoft’s Bing and to make the privacy-focused DuckDuckGo a default for users of its Safari’s private browsing mode.

    The previously confidential records, unsealed this week by the judge presiding over the US government’s antitrust lawsuit against Google, illustrate the challenges that have faced Google’s rivals in search as they’ve tried to unseat the tech giant from its pole position as Apple’s default search provider on millions of iPhones and Mac computers. It’s a privilege for which Google has paid Apple at least $10 billion a year.

    The closed-door testimony by the CEO of DuckDuckGo, Gabriel Weinberg, and a senior Apple executive, John Giannandrea, offers a glimpse of the kind of failed deals and backroom negotiations that have helped Google maintain its lead as the world’s foremost search engine.

    But it also shows how Apple has wrestled with Google’s rise and how some at Apple yearned for “optionality.” Apple didn’t immediately respond to a request for comment.

    Giannandrea testified last month Apple began seriously considering a deal with Bing in 2018, after a conversation between Apple CEO Tim Cook and Microsoft CEO Satya Nadella launched a series of further discussions between the two companies. (Last week, Nadella testified that he has spent every year of his tenure as CEO trying to persuade Apple to adopt Bing.)

    Apple insiders ultimately came up with four options for Cook: Buy Bing outright; invest in Bing and take an ownership share of the search engine; collaborate with Microsoft on a shared search index that both companies could use; or do nothing and continue with the Google partnership.

    At the same time, Apple had been actively working with DuckDuckGo on a proposal that could have made it the default search in Safari browser’s private mode, while still maintaining Google as the default in normal mode, which logs user activity, Weinberg testified.

    “Our impression was that they were really serious about [it],” Weinberg told the court last month, referring to the roughly 20 meetings and phone calls that DuckDuckGo held with Apple officials, including some senior executives, from late 2017 to late 2019 on the matter. The two companies deliberated over everything from product mockups to contractual language; Apple even went as far as sending a draft contract to DuckDuckGo outlining specific proposed revenue shares.

    “If we were the default in [Safari] private browsing mode, our market share, by our calculations at the time, would increase multiple times over,” said Weinberg, according to the transcript. “We would be getting exposure for our brand every time someone opened up private browsing mode.”

    Ultimately, however, Apple backed away from both potential deals.

    Weinberg blamed Apple’s contract with Google for sinking the initiative, calling it the “elephant in the room” during many of his team’s meetings with Apple. Similar negotiations with other browser or device makers, including Mozilla, Opera and Samsung, fell through due to the Google contract as well, Weinberg claimed, prompting DuckDuckGo to abandon its efforts to gain better browser placement.

    In his testimony, Giannandrea acknowledged a perception that the Apple-Google relationship could be undermined by such plans. In discussing a 2018 slide presentation prepared for Cook and introduced in court, Giannandrea said the slides suggested that even a joint venture with Bing “would probably put us in head-to-head competition with Google” that would “probably” result in the end of the Google search contract with Apple altogether.

    Giannandrea was opposed to moving ahead with a Bing deal, he said, largely because Apple’s testing showed Bing to be inferior to Google in most respects, and that replacing Bing as the default would not best serve Apple’s customers. He made a similar argument internally about DuckDuckGo, saying in an email that moving ahead with that partnership was “probably a bad idea.” (DuckDuckGo licenses search results from Bing.)

    Still, Giannandrea testified, some within Apple thought that dealing with Bing in some fashion could yield benefits to Apple. In one 2018 email introduced in closed session, Adrian Perica, who leads Apple’s strategic investment and merger efforts, argued that collaborating with Microsoft on search technology would help “build them up, create incremental negotiating leverage to keep the take rate from Google and further our optionality to replace Google down the line.”

    Giannandrea believed the proposal “wasn’t a very feasible idea” and in his testimony dismissed Perica’s thinking as a businessperson’s spitballing.

    Apple today has the enormous resources to build a true rival to Google, Giannandrea testified. But, as he wrote in a 2018 email, “it’s probably not the best way to differentiate our products” — a belief he said he still holds today.

    As the Israel-Hamas war reaches the end of its first week, millions have turned to platforms including TikTok and Instagram in hopes of comprehending the brutal conflict in real time. Trending search terms on TikTok in recent days illustrate the hunger for frontline perspectives: From “graphic Israel footage” to “live stream in Israel right now,” internet users are seeking out raw, unfiltered accounts of a crisis they are desperate to understand.

    For the most part, they are succeeding, discovering videos of tearful Israeli children wrestling with the permanence of death alongside images of dazed Gazans sitting in the rubble of their former homes. But that same demand for an intimate view of the war has created ample openings for disinformation peddlers, conspiracy theorists and propaganda artists — malign influences that regulators and researchers now warn pose a dangerous threat to public debates about the war.

    One recent TikTok video, seen by more than 300,000 users and reviewed by CNN, promoted conspiracy theories about the origins of the Hamas attacks, including false claims that they were orchestrated by the media. Another, viewed more than 100,000 times, shows a clip from the video game “Arma 3” with the caption, “The war of Israel.” (Some users in the comments of that video noted they had seen the footage circulating before — when Russia invaded Ukraine.)

    TikTok is hardly alone. One post on X, formerly Twitter, was viewed more than 20,000 times and flagged as misleading by London-based social media watchdog Reset for purporting to show Israelis staging civilian deaths for cameras. Another X post the group flagged, viewed 55,000 times, was an antisemitic meme featuring Pepe the Frog, a cartoon that has been appropriated by far-right white supremacists. On Instagram, a widely shared and viewed video of parachuters dropping in on a crowd and captioned “imagine attending a music festival when Hamas parachutes in” was debunked over the weekend and, in fact, showed unrelated parachute jumpers in Egypt. (Instagram later labeled the video as false.)

    This week, European Union officials sent warnings to TikTok, Facebook and Instagram-parent Meta, YouTube and X, highlighting reports of misleading or illegal content about the war on their platforms and reminding the social media companies they could face billions of dollars in fines if an investigation later determines they violated EU content moderation laws. US and UK lawmakers have also called on those platforms to ensure they are enforcing their rules against hateful and illegal content.

    Since the violence in Israel began, Imran Ahmed, founder and CEO of the social media watchdog group Center for Countering Digital Hate, told CNN his group has tracked a spike in efforts to pollute the information ecosystem surrounding the conflict.

    “Getting information from social media is likely to lead to you being severely disinformed,” said Ahmed.

    Everyone from US foreign adversaries to domestic extremists to internet trolls and “engagement farmers” has been exploiting the war on social media for their own personal or political gain, he added.

    “Bad actors surrounding us have been manipulating, confusing and trying to create deception on social media platforms,” Dan Brahmy, CEO of the Israeli social media threat intelligence firm Cyabra, said Thursday in a video posted to LinkedIn. “If you are not sure of the trustworthiness [of content] … do not share,” he said.

    ‘Upticks in Islamophobic and antisemitic narratives’

    Graham Brookie, senior director of the Digital Forensic Research Lab at the Atlantic Council in Washington, DC, told CNN his team has witnessed a similar phenomenon. The trend includes a wave of first-party terrorist propaganda, content depicting graphic violence, misleading and outright false claims, and hate speech – particularly “upticks in specific and general Islamophobic and antisemitic narratives.”

    Much of the most extreme content, he said, has been circulating on Telegram, the messaging app with few content moderation controls and a format that facilitates quick and efficient distribution of propaganda or graphic material to a large, dedicated audience. But in much the same way that TikTok videos are frequently copied and rebroadcast on other platforms, content shared on Telegram and other more fringe sites can easily find a pipeline onto mainstream social media or draw in curious users from major sites. (Telegram didn’t respond to a request for comment.)

    Schools in Israel, the United Kingdom and the United States this week urged parents to delete their children’s social media apps over concerns that Hamas will broadcast or disseminate disturbing videos of hostages who have been seized in recent days. Photos of dead or bloodied bodies, including those of children, have already spread across Facebook, Instagram, TikTok and X this week.

    And tech watchdog group Campaign for Accountability on Thursday released a report identifying several accounts on X sharing apparent propaganda videos with Hamas iconography or linking to official Hamas websites. Earlier in the week, X faced criticism for videos unrelated to the war being presented as on-the-ground footage and for a post from owner Elon Musk directing users to follow accounts that previously shared misinformation (Musk’s post was later deleted, and the videos were labeled using X’s “community notes” feature.)

    Some platforms are in a better position to combat these threats than others. Widespread layoffs across the tech industry, including at some social media companies’ ethics and safety teams, risk leaving the platforms less prepared at a critical moment, misinformation experts say. Much of the content related to the war is also spreading in Arabic and Hebrew, testing the platforms’ capacity to moderate non-English content, where enforcement has historically been less robust than in English-language content.

    “Of course, platforms have improved over the years. Communication & info sharing mechanisms exist that did not in years past. But they have also never been tested like this,” Brian Fishman, the co-founder of trust and safety platform Cinder who formerly led Facebook’s counterterrorism efforts, said Wednesday in a post on Threads. “Platforms that kept strong teams in place will be pushed to the limit; platforms that did not will be pushed past it.”

    Linda Yaccarino, the CEO of X, said in a letter Wednesday to the European Commission that the platform has “identified and removed hundreds of Hamas-related accounts” and is working with several third-party groups to prevent terrorist content from spreading. “We’ve diligently taken proactive actions to remove content that violates our policies, including: violent speech, manipulated media and graphic media,” she said. The European Commission on Thursday formally opened an investigation into X following its earlier warning about disinformation and illegal content linked to the war.

    Meta spokesperson Andy Stone said that since Hamas’ initial attacks, the company has established “a special operations center staffed with experts, including fluent Hebrew and Arabic speakers, to closely monitor and respond to this rapidly evolving situation. Our teams are working around the clock to keep our platforms safe, take action on content that violates our policies or local law, and coordinate with third-party fact checkers in the region to limit the spread of misinformation. We’ll continue this work as this conflict unfolds.”

    YouTube, for its part, says its teams have removed thousands of videos since the attack began, and continues to monitor for hate speech, extremism, graphic imagery and other content that violates its policies. The platform is also surfacing almost entirely videos from mainstream news organizations in searches related to the war.

    Snapchat told CNN that its misinformation team is closely watching content coming out of the region, making sure it is within the platform’s community guidelines, which prohibits misinformation, hate speech, terrorism, graphic violence and extremism.

    TikTok did not respond to a request for comment on this story.

    Large tech platforms are now subject to content-related regulation under a new EU law called the Digital Services Act, which requires them to prevent the spread of mis- and disinformation, address rabbit holes of algorithmically recommended content and avoid possible harms to user mental health. But in such a contentious moment, platforms that take too heavy a hand in moderation could risk backlash and accusations of bias from users.

    Platforms’ algorithms and business models — which generally rely on the promotion of content most likely to garner significant engagement — can aid bad actors who design content to capitalize on that structure, Ahmed said. Other product choices, such as X’s moves to allow any user to pay for a subscription for a blue “verification” checkmark that grants an algorithmic boost to post visibility, and to remove the headlines from links to news articles, can further manipulate how users perceive a news event.

    “It’s time to break the emergency glass,” Ahmed said, calling on platforms to “switch off the engagement-driven algorithms.” He added: “Disinformation factories are going to cause geopolitical instability and put Jews and Muslims at harm in the coming weeks.”

    Even as social media companies work to hide the absolute worst content from their users — whether out of a commitment to regulation, advertisers’ brand safety concerns, or their own editorial judgments — users’ continued appetite for gritty, close-up dispatches from Israelis and Palestinians on the ground is forcing platforms to walk a fine line.

    “Platforms are caught in this demand dynamic where users want the latest and the most granular, or the most ‘real’ content or information about events, including terrorist attacks,” Brookie said.

    The dynamic simultaneously highlights the business models of social media and the role the companies play in carefully calibrating their users’ experiences. The very algorithms that are widely criticized elsewhere for serving up the most outrageous, polarizing and inflammatory content are now the same ones that, in this situation, appear to be giving users exactly what they want.

    But closeness to a situation is not the same thing as authenticity or objectivity, Ahmed and Brookie said, and the wave of misinformation flooding social media right now underscores the dangers of conflating them.

    Despite giving the impression of reality and truthfulness, Brookie said, individual stories and combat footage conveyed through social media often lack the broader perspective and context that journalists, research organizations and even social media moderation teams apply to a situation to help achieve a fuller understanding of it.

    “It’s my opinion that users can interact with the world as it is — and understand the latest, most accurate information from any given event — without having to wade through, on an individual basis, all of the worst possible content about that event,” Brookie said.

    Potentially exacerbating the messy information ecosystem is a culture on social media platforms that often encourages users to bear witness to and share information about the crisis as a way of signaling their personal stance, whether or not they are deeply informed. That can lead even well-intentioned users to unwittingly share misleading information or highly emotional content created with the intention of collecting views or monetizing highly engaging content.

    “Be very cautious about sharing in the middle of a major world event,” Ahmed said. “There are people trying to get you to share bullsh*t, lies, which are designed to inculcate you to hate or to misinform you. And so sharing stuff that you’re not sure about is not helping people, it’s actually really harming them and it contributes to an overall sense that no one can trust what they’re seeing.”

    quietly announced its next-generation Pencil that works with iPads and now includes USB-C charging.

    The change comes nearly a month after Apple retired its Lightning charger, a milestone moment toward universal charging amid pressure from EU regulators.

    Like previous models, the third-generation Apple Pencil is intended for taking notes, sketching and marking up documents. It also supports the hover feature, which allows users to preview and switch between different tools and app controls, when used with a 12.9-inch iPad Pro 12.9-inch (6th generation) and 11-inch iPad Pro (4th generation). The price is $79, down $20 from the second-generation Apple Pencil and $50 less than the original.

    The biggest change to the latest model comes to the charging system, which is noteworthy not only because the company has been resistant to making the switch for years but because it’s about to make charging that much easier for its customers.

    At its iPhone 15 event in September, the company announced all of its next-generation smartphones and new AirPods Pro will launch with USB-C charging. Apple previously switched its iPads and MacBooks to USB-C charging, but the push to finally add it to iPhones came less than a year after the European Union voted to approve legislation to require smartphones, tablets, digital cameras, portable speakers and other small devices to support USB-C charging by 2024.

    The first-of-its-kind law aims to pare down the number of chargers and cables consumers must contend with when they purchase a new device and to allow users to mix and match devices and chargers even if they were produced by different manufacturers. In doing so, however, Apple will give up control of its wired charging ecosystem, and identifying good chargers from bad ones won’t be obvious to many consumers.

    Although Apple does not break out its Pencil sales numbers, David McQueen, a director at ABI Research, estimates about 42 million have been sold since it launched in 2015, considering 420 million iPads have been sold since then (assuming 10% or fewer of these consumers have bought an Apple Pencil).

    “I’d have to think it’d be this low because of its relatively high price, high-end use case, and the availability of much cheaper alternatives that are capable of working with iPad,” he said.

    The Biden administration has intensified its focus on tracing cryptocurrency payments that some of the most dangerous Mexican drug cartels use to buy fentanyl ingredients from Chinese chemical companies, the latest step in a renewed attempt to crack down on the multibillion-dollar fentanyl trade that kills thousands of Americans each year.

    The use of digital currency has exploded among fentanyl traffickers, with transactions for fentanyl ingredients surging 450% in the last year through April, according to data from private crypto-tracking analysis firm Elliptic.

    Federal agents are doing everything they can to catch up. While US diplomats have made fentanyl a point of emphasis in high-level talks with Mexican and Chinese counterparts, behind the scenes, a multi-agency effort is underway to keep pace with the rapidly changing nature of how fentanyl is financed and trafficked into the US. The work goes beyond the cartels to include tracking dark-web forums where Americans buy fentanyl.

    Current and former law enforcement officials from across the federal government described to CNN the digital-first tactics the administration is developing to disrupt the fentanyl trade.

    The Drug Enforcement Agency is investing in crypto-tracing software and identifying the cartels’ most sophisticated money launderers. The IRS has its most tech-savvy agents tracing payments on dark web forums. And a Department of Homeland Security investigations unit is leading a team of forensic specialists to pore over digital clues from stash houses near the Mexican border.

    Federal agents have been tracking the cartels’ finances and supply routes for years, but DHS, in particular, has ramped up its surveillance efforts in recent weeks, multiple US officials told CNN.

    There have been some notable busts recently, including nearly five tons of fentanyl seized this spring along the border. But there is still a lot of work left to do, officials caution, and the impact of the current surge may not be felt for months down the road.

    Agents have focused on the activities of two Mexican cartels, Sinaloa and Jalisco New Generation Cartel (CJNG), which officials say account for the majority of fentanyl on US streets. Sinaloa Cartel, in particular, has developed sophisticated crypto operations to finance its fentanyl business.

    “We’re dealing with a Fortune 50 company, which is what the Sinaloa Cartel is,” a US official with knowledge of the matter told CNN. “This isn’t some random dude with a duffel bag” selling fentanyl in daylight.

    Cryptocurrency has enhanced cartels’ ability to smuggle fentanyl into the US by allowing them to move vast sums of money instantaneously across a decentralized, digital banking system – all without having to deal with actual banks.

    “The speed the criminals can muster, it’s very hard for law enforcement to keep up,” said one top DEA official, who spoke to CNN on condition of anonymity to describe the agency’s counter-narcotics work.

    Cash is still king for the cartels and often preferred for local operations. But the expanded use of digital currency at both the supply and demand ends of the drug trade has made some traditional law enforcement methods obsolete. For example, drug dealers might hold fewer in-person meetings to hand over cash, reducing the opportunities for stakeouts by federal agents, said Jarod Koopman, head of the IRS’s Cyber and Forensics Services division.

    Cryptocurrency “eliminates the potential for hand-to-hand transactions,” said Koopman, whose team focuses on illicit financial flows, including dark-web purchases that are multiple steps removed from when the cartels get the drugs over the US border. “So now it’s … in a different world where some of the contacts might be online and we’re trying to facilitate or do transactions in a different manner.”

    But digital money also leaves a trail that investigators can follow.

    Federal agents have found cryptocurrency addresses written down on scraps of paper at stash houses in Arizona, Scott Brown, special agent in charge for Homeland Security Investigations (HSI) in that state, told CNN.

    In another case, DHS agents monitored a cartel-connected crypto account for over a year until it sent $200,000 to an accountant they were using to launder money, Brown said. After the accountant used the money to buy property in the US, federal agents are working to seize the property, he said.

    A “significant portion” of fentanyl is sold over the dark web and paid for in cryptocurrency, Brown said, adding: “That is a vulnerability that we can attack much like we attack the money movements in a traditional narcotics investigation.”

    Most of the fentanyl that enters the US comes from ingredients made in China that are then pressed into pills – or packed in powder – and smuggled in from Mexico by drug cartels, according to the DEA.

    A US indictment unsealed in June illustrates the scope of the problem. Just one Chinese chemical company allegedly shipped more than 440 pounds of fentanyl to undercover DEA agents in exchange for payment in cryptocurrency. It was enough drugs to kill 25 million Americans, according to prosecutors.

    The two cartels, Sinaloa and CJNG, have used their control of the fentanyl trade to develop sophisticated money-laundering techniques that exploit cryptocurrency, according to US officials.

    “We’ve identified people in the cartels that specialize in cryptocurrency movements,” the senior DEA official told CNN, describing longstanding efforts to surveil both the cartels.

    The Sinaloa Cartel has made hundreds of millions of dollars from the fentanyl trade, according to the Justice Department. Run by the sons of imprisoned drug lord Joaquín “El Chapo” Guzmán, the cartel has allegedly used airplanes, submarines, fishing boats and tractor trailers to transport fentanyl chemicals and other drugs. Four of the “Chapitos,” as Guzmán’s sons are known, are under indictment in the US for fentanyl trafficking, money laundering and weapons charges.

    With their father in jail, the younger generation of Sinaloa leaders is making more of an effort to cover their tracks and avoid law enforcement scrutiny, including by using cryptocurrency, the senior DEA official told CNN.

    In one case, the Sinaloa Cartel laundered more than $869,000 using cryptocurrency between August 2022 and February 2023, according to a US indictment unsealed in April. But that was likely just a fraction of the Sinaloa money laundered during that time, based on the huge profits the cartel has made in recent years.

    The scheme involved two of the cartel’s top money launderers directing US-based couriers to pick up cash from fentanyl traffickers and deposit the money to cryptocurrency accounts controlled by the cartel, the indictment said.

    “Not every seizure is going to get you to Chapo Guzman,” said Brown, the DHS official in Arizona. “It’s certainly more impactful when we can go after the people that are behind the production of the drugs, behind the production of the precursors, behind the movement of the money, behind running the transportation cells.”

    That’s why Brown and his colleagues are trying to make the most of a huge series of fentanyl busts in Arizona and California this spring, when agents seized nearly five tons of the deadly drug, worth over $100 million.

    Evidence was quickly shipped to a forensics lab in Northern Virginia, where DHS analysts hunted for digital clues – things like a common cell phone number called by drug runners near border towns or, better yet, a cryptocurrency account connected to one of the Mexican cartels, according to Brown.

    Based in Phoenix, Brown’s office oversees a recently announced federal task force that aims to thwart drug sales online by infiltrating dark-web forums and tracking crypto payments. The goal is to find “another vulnerability [in] the larger cartel infrastructure” that agents can attack, he said.

    The cartels “are very willing to invest in technology,” Brown said. “That’s one of the things that we need to be equally willing to do.”

    Crypto-based transactions can be traced publicly, giving US officials a much clearer picture of the Mexican cartels’ reliance on Chinese chemical companies to produce fentanyl.

    The Chinese government banned the sale of fentanyl in 2019. But Chinese chemical companies have since shifted to making fentanyl ingredients instead of the finished product, according to US officials and outside experts.

    A recent CNN investigation dug into the activities of US-sanctioned Chinese chemical companies that advertise fentanyl ingredients. When one sanctioned company shut down, another company launched, and told CNN it purchased the sanctioned company’s email, phone number and Facebook page to “attract internet traffic.”

    While the amount of fentanyl directly mailed to the US from China fell dramatically following the 2019 Chinese ban, according to a Brookings Institution study, US officials say Chinese companies are still producing and exporting large quantities of fentanyl ingredients.

    Chinese companies selling ingredients to make fentanyl have received cryptocurrency payments worth tens of millions of dollars over the last five years, enough to potentially produce billions of dollars’ worth of fentanyl sold in the US and other markets, according to research from crypto-tracking firms.

    One of the firms, London-based Elliptic, found 100 China-based chemical companies touting fentanyl, fentanyl ingredients or equipment to make the drugs that accepted payments in cryptocurrency.

    Elliptic didn’t identify any cartel-controlled crypto accounts that sent money to the Chinese companies. That could be due to the cartels’ use of middlemen to buy ingredients and the fact that fentanyl traffickers in Europe also buy from the Chinese companies, according to US officials and cryptocurrency experts interviewed by CNN

    But that data is still only a partial picture of the problem. The Chinese chemicals industry is worth over a trillion dollars, according to some estimates, and comprises tens of thousands of companies, most of them doing legitimate business.

    “It’s impossible to know how many of [those companies] are actually sending chemicals over” to the US that can be used to make fentanyl, a former DEA agent who worked in Mexico told CNN. The former agent spoke on the condition of anonymity because they were not authorized to speak to the media.

    Barring more cooperation from the Chinese government on the issue, which US officials say has been limited, the Biden administration has sanctioned and secured federal indictments against several Chinese companies allegedly involved in the production of fentanyl. Federal agents, meanwhile, follow the money and look for opportunities to seize it.

    “You can at least try to pinch off the financial flow to [the Chinese companies] and then … follow that money trail to whether it’s the Mexican cartels or if it’s in Guatemala or other places, for the actual supply,” Koopman told CNN.

    Cryptocurrency has also allowed cartels to diversify the way they move money around the world. The cartels have a network of money launderers in dozens of countries, from Thailand to Colombia, the senior DEA official said.

    These money launderers, known as “spinners,” might receive drug money in one type of cryptocurrency and convert it to another to try to obscure the source of the funds.

    “They might take Bitcoin and then buy Ethereum with it, and then send the Ethereum to the cartel members,” the senior DEA official said, referring to different types of cryptocurrencies. “The cartels have insulated themselves so they’re not receiving the cryptocurrency directly.”

    The cartels also use “mixing” services, or publicly available cryptocurrency tools, to try to obscure the source of their digital money, the DEA official said. That process is also favored by North Korean hackers who launder stolen cryptocurrency to support Pyongyang’s weapons program, CNN investigations have found.

    The volatility of cryptocurrency means the cartels often quickly look to convert their crypto to cash by moving it through a series of virtual currencies, the senior DEA official told CNN.

    But there are moments in the laundering process where federal agents can strike. A cryptocurrency exchange serving a customer in Mexico might be headquartered in the US, allowing federal agents to issue a subpoena and potentially seize money.

    For Brown, the DHS agent in Arizona, the issue is personal: one of his employees had a family member who died of a fentanyl overdose after buying the drug online , he said.

    “My people are burned out, and yet they come to work and work exceedingly hard every day,” Brown told CNN.

    But he’s optimistic when the subject turns to high-tech methods to hunt the cartels.

    “Are they as anonymous as they think they are? Absolutely … not.”

    YouTube announced Tuesday that it will start removing false claims about cancer treatments as part of an ongoing effort to build out its medical misinformation policy.

    Under the updated policy, YouTube will prohibit “content that promotes cancer treatments proven to be harmful or ineffective, or content that discourages viewers from seeking professional medical treatment,” Dr. Garth Graham, head of YouTube Health, said in a blog post Tuesday.

    “This includes content that promotes unproven treatments in place of approved care or as a guaranteed cure, and treatments that have been specifically deemed harmful by health authorities,” he said, such as the misleading claim that patients should “take vitamin C instead of radiation therapy.”

    The update is just one of several steps YouTube has made in recent years to build out its medical misinformation policy, which also prohibits false claims about vaccines and abortions, as well as content that promotes or glorifies eating disorders.

    As part of the announcement, YouTube is rolling out a broader updated medical misinformation policy framework that will consider content in three categories: prevention, treatment and denial.

    “To determine if a condition, treatment or substance is in scope of our medical misinformation policies, we’ll evaluate whether it’s associated with a high public health risk, publicly available guidance from health authorities around the world, and whether it’s generally prone to misinformation,” Graham said. He added that YouTube will take action on content that falls into that framework and “contradicts local health authorities or the World Health Organization.”

    Graham said the policy is designed to preserve “the important balance of removing egregiously harmful content while ensuring space for debate and discussion.”

    Cancer treatment fits YouTube’s updated medical misinformation framework because the disease poses a high public health risk and is a topic prone to frequent misinformation, and because there is “stable consensus about safe cancer treatments from local and global health authorities,” Graham said.

    As with many social media policies, however, the challenge often isn’t introducing it but enforcing it. YouTube says its restrictions on cancer treatment misinformation will go into effect on Tuesday and enforcement will ramp up in the coming weeks. The company has previously said it uses both human and automated moderation to review videos and their context.

    YouTube also plans to promote cancer-related content from the Mayo Clinic and other authoritative sources.

    During this week’s Republican primary debate on Fox News, a young voter notably asked about the climate crisis: How would these presidential candidates assuage concerns that the Republican Party “doesn’t care” about the issue?

    The question was all but unavoidable after weeks of extreme, deadly weather. Global temperature records have been shattered, extreme heat has soared off-the-charts in the US and the Maui wildfire death toll continues to climb.

    What followed the question was one of the night’s most chaotic exchanges, demonstrating the challenge some conservatives face in getting climate policy on the 2024 GOP agenda, even as extreme weather takes its toll on millions of people across the country.

    Florida Gov. Ron DeSantis, the leader of a state that has been thrashed by deadly extreme weather in recent years, refused the moderators’ show-of-hands question on whether climate change is caused by humans. He used the moment to deride the media and President Joe Biden’s response in Maui.

    Then 38-year-old Vivek Ramaswamy – notably the youngest candidate on stage – called the “climate change agenda” a “hoax,” an answer that elicited intense boos from the audience.

    A majority of Republicans and Republican-leaning independents – 55% – say human activity is causing changes to the world’s climate, according to a recent Washington Post/University of Maryland poll. It also found a majority of Americans and Republicans say their area has been impacted by extreme heat in the past five years.

    But connecting the dots between climate and extreme weather is proving a more partisan issue. The poll found there are deep divides between Republicans and Democrats on the question of whether human-caused climate change is contributing to extreme weather: just 35% of Republicans and Republican-leaning independents said they think climate change is a major factor in extremely hot days, compared with 85% of those who lean Democrat.

    After the debate, a prominent conservative climate group said Ramaswamy tried to clarify his position.

    “He came to our after-party and he blatantly told us that he believes climate change is real,” Benji Backer, founder of the American Conservation Coalition, told CNN. “So, he changed his position again.”

    Asked by CNN on Friday whether he believes climate change is real, Ramaswamy responded, “Climate change has existed as long as the Earth has existed. Manmade climate change has existed as long as man has existed on the earth.” In an email, Ramaswamy’s campaign spokesperson Tricia McLaughlin told CNN the candidate does believe climate change is real, but policies to address it “have little to do with climate change and more to do with penalizing the West as a way to achieve global ‘equity.’”

    Yet for Republicans working to make climate policy more mainstream in the GOP, Ramaswamy’s language at the debate echoed a climate crisis-denying candidate who wasn’t onstage, former President Donald Trump. Trump has called climate change itself a “hoax” and falsely claimed wind turbines cause cancer.

    “The fact that he chose the word hoax, to me, he’s emulating what President Trump had said before,” Heather Reams, president of conservative nonprofit Citizens for Responsible Energy Solutions, told CNN. Reams, who was sitting in the audience in Milwaukee, noted that Ramaswamy calling the “climate change agenda” a hoax didn’t go over well in a room full of Republicans.

    “The whole place booed him, so it wasn’t well received,” Reams said. “Hearing booing was actually heartening to hear that the party is really moving on, they’re seeing the economic opportunities that can be had for the United States being a leader in lowering emissions.”

    Ramaswamy’s response was an attempt to go after the older GOP voting base in the primary, Backer said. It’s the kind of audience that Fox News has historically played to when it hosts climate deniers on some of its shows or casts doubt on the connection between extreme weather and the climate crisis – but Backer said the fact the network even asked this question “just shows that the pendulum is shifting.”

    Backer warned Ramasway’s response to the question risks alienating younger conservative voters who are increasingly concerned about climate impacts.

    “I’ve in two presidential elections and I’ve never voted for a Republican president in my life, because I don’t vote for climate deniers,” Backer said, adding that climate denial “is the way of the past.”

    Several Republican presidential candidates have said they believe climate change is real and caused by human activity – a shift from previous elections.

    Former South Carolina Gov. Nikki Haley acknowledged its reality but said foreign nations, including India and China, bear larger responsibility for addressing it. Haley, South Carolina Sen. Tim Scott, former New Jersey Gov. Chris Christie and North Dakota Gov. Doug Burgum have all engaged frequently with conservative groups, Reams and Backer said.

    “I think that Nikki Haley provided a very clear, very positive response,” Danielle Butcher Franz, CEO of the American Conservation Coalition, told CNN. “We need to see more responses like that in the Republican Party. I think it’s important that we show the conservative environmental movement is here to stay.”

    Backer warned that Ramaswamy and other candidates risk losing young voters if they continue to engage in climate denial – or anything that sounds remotely like it.

    “There’s a lot of Republicans leading on this, but the narrative is that we don’t care,” Backer said. “And if we nominate another person who doesn’t care, young people are not going to forget that. There’s not going to be a lot of baby boomers in 20 years, so you better start thinking about the next generation.”

    Snapchat says it’s working to make its app even safer for teen users.

    Parent company Snap said Thursday that it is rolling out a suite of new features and policies aimed at better protecting 13- to 17-year-old users, including restrictions on friend suggestions and a new system for removing age-inappropriate content. The company also launched a series of YouTube videos for parents about the features and an updated website laying out its teen safety and parental control policies.

    The new features come amid increasing pressure on social media platforms by lawmakers, educators and parents to protect young users from inappropriate content, unwanted adult attention, illicit drug sales and other issues. A Snap executive testified alongside leaders from TikTok and YouTube in a fall 2021 Senate committee hearing about youth safety on social media, promising new tools to help parents keep their teens safe. And since then, Snapchat — like other platforms — has rolled out a variety of new teen safety and parental supervision tools.

    Thursday’s announcement follows the launch last year of Snapchat’s Family Center, which offers parents more insight into who their teenagers are communicating with on the messaging app. The app’s other existing teen safety measures include prohibiting young users from having public profiles and having teens’ Snap Map location-sharing tool turned off by default.

    As part of Thursday’s feature rollout, Snapchat will now require 13-to-17-year-old users to have a greater number of mutual friends in common with another account before that account will show up in Search results or as a friend suggestion, in an effort to avoid teens adding users on the app who they don’t know in real life. The app will also send a pop-up warming to teens if they are about to add an account that doesn’t share any mutual Snapchat friends or phone book contacts.

    “When a teen becomes friends with someone on Snapchat, we want to be confident it is someone they know in real life — such as a friend, family member, or other trusted person,” the company said in a blog post.

    Snapchat will also impose a new strike system for accounts promoting content inappropriate for teens in its Stories and Spotlight sections, where users can share content publicly on the app. If inappropriate content is reported or detected by the company, it will immediately remove the content and issue a strike against the poster’s account. If a user accrues “too many strikes over a defined period of time, their account will be disabled,” the platform says, although it does not lay out how many strikes would lead to a suspension.

    Teen users will also start to see in-app content aimed at educating them on online risks such as catfishing and financial sextortion — when someone persuades a victim to share nude photos and then blackmails them for money — and letting them know what to do if they see it, including providing hotlines to contact for help. The PSA-style content will be featured on Snapchat’s Stories platform and in response to certain search terms or keywords.

    Threads, the much-hyped social media app from Facebook-parent Meta, is taking heat for blocking searches for “coronavirus,” “Covid,” and other pandemic-related queries.

    The tech giant’s decision to block coronavirus-related searches on its service comes as the United States deals with a recent uptick in Covid-19 hospitalizations, per CDC data, and more than three years into the global pandemic.

    News of Threads blocking searches related to the coronavirus was first reported by The Washington Post.

    A Meta spokesperson told CNN that the company just began rolling out keyword search for Threads to additional countries last week.

    “The search functionality temporarily doesn’t provide results for keywords that may show potentially sensitive content,” the statement added. “People will be able to search for keywords such as ‘COVID’ in future updates once we are confident in the quality of the results.” 

    As of Monday, searches on the Threads app conducted by CNN for “coronavirus,” “Covid” and “Covid-19” yielded a blank page with the text: “No results.” Searches for “vaccine” also prompted no results. Typing any of these queries into the Threads app does, however, offer a link directing users to the CDC’s website on Covid-19 or vaccinations, depending on the search.

    Meta did not disclose what other keyword searches currently yield no results.

    Meta’s Facebook and other social media platforms faced controversy in the early part of the pandemic for the apparent spread of Covid-19-related misinformation online.

    Meta officially launched Threads in early July, and the app quickly garnered more than 100 million sign-ups in its first week on the heels of months of chaos at Twitter, which is now known as X. But much of the buzz faded somewhat in the weeks that followed as users realized the bare-bones platform still lacked many of the features that made X popular with users.

    Threads released its much-requested web version late last month, and its keyword search about a week ago. But the current limitations around its search function highlights how the platform still has some kinks to work through before it can fully replace the real-time search and engagement experience that social media users have historically relied on with X.

    TikTok is officially kicking off its US e-commerce efforts with the launch of TikTok Shop.

    The short-form video platform launched an in-app shopping experience in the United States on Tuesday, according to a company blog post, after months of testing. TikTok Shop allows users to find and directly purchase products used in live videos, tagged in content shown on their algorithm-driven For You page, pinned on brand profiles or marketed in a new “Shop” tab.

    For creators, the feature could bring new streams of income by connecting them with brands for commission-based marketing partnerships. TikTok is also offering “Fulfilled by TikTok,” a program that handles all of the logistics for sellers, including storing, packing and shipping.

    “With community-driven trends like #TikTokMadeMeBuyIt inspiring people to discover and share the products they love, TikTok is creating a new shopping culture,” the company wrote. “With TikTok Shop, we’re giving people a place to experience the joy of discovering and purchasing new products without leaving the app.”

    TikTok is looking to quadruple its merchandise sales by the end of the year to hit $20 billion, according to Bloomberg.

    The app’s push into live e-commerce comes as other platforms have struggled with online shopping initiatives.

    Meta-owned Instagram killed livestream product tagging and shopping in March and got rid of the shopping tab on the app’s navigation bar. Facebook also axed live shopping in October. Meanwhile,YouTube partnered with Shopify in 2022 to help creators sell products.

    Amazon has been offering Amazon Live since 2019, a streaming hub that sells items through live videos. Amazon Storefront, launched in 2018, also allows creators to build pages that bring together content and product recommendations to sell to followers, for a commission.

    TikTok Shop is already available throughout parts of Asia and the United Kingdom. Southeast Asia, a region with a collective population of 630 million – half of them under 30 – is one of TikTok’s biggest markets in terms of user numbers, generating more than 325 million visitors to the app every month, according to Reuters.

    But the platform has yet to translate its large user base into a major e-commerce revenue source in the region as it faces fierce competition from bigger rivals of Sea’s Shopee, Alibaba’s Lazada and GoTo’s Tokopedia.

    E-commerce transactions across the region reached nearly $100 billion last year, with Indonesia alone accounting for $52 billion, according to data from consultancy Momentum Works.

    TikTok facilitated $4.4 billion of transactions across Southeast Asia last year, up from $600 million in 2021, but it still trailed far behind Shopee’s $48 billion of regional merchandise sales in 2022, Momentum Works told Reuters in June.

    Cracking the United States has proven even harder. TikTok Shop, as launched Tuesday, has been in testing since November.

    The platform has previously backed down from efforts to push e-commerce. TikTok piloted a shopping experience in partnership with Shopify in 2021 that did not stick, and reports circulated in 2022 that TikTok was giving up altogether on live shopping in the United States and Europe after struggling to connect with consumers.

    The move to once again revitalize e-retail efforts in the United States comes as the app faces increasing scrutiny from lawmakers. Some critics and a growing number of US lawmakers on both sides of the aisle view TikTok as a national security threat, since it is owned by China-based company ByteDance. Some US officials have expressed fears that the Chinese government could spy on US data via TikTok, though there is so far no evidence that the Chinese government has ever accessed personal information of US-based TikTok users.

    A group of famous fiction writers joined the Authors Guild in filing a class action suit against OpenAI on Wednesday, alleging the company’s technology is illegally using their copyrighted work.

    The complaint claims that OpenAI, the company behind viral chatbot ChatGPT, is copying famous works in acts of “flagrant and harmful” copyright infringement and feeding manuscripts into algorithms to help train systems on how to create more human-like text responses.

    George R.R. Martin, Jodi Picoult, John Grisham and Jonathan Franzen are among the 17 prominent authors who joined the suit led by the Authors Guild, a professional organization that protects writers’ rights. Filed in the Southern District of New York, the suit alleges that OpenAI’s models directly harm writers’ abilities to make a living wage, as the technology generates texts that writers could be paid to pen, as well as uses copyrighted material to create copycat work.

    “Generative AI threatens to decimate the author profession,” the Authors Guild wrote in a press release Wednesday.

    The suit alleges that books created by the authors that were illegally downloaded and fed into GPT systems could turn a profit for OpenAI by “writing” new works in the authors’ styles, while the original creators would get nothing. The press release lists AI efforts to create two new volumes in Martin’s Game of Thrones series and AI-generated books available on Amazon.

    “It is imperative that we stop this theft in its tracks or we will destroy our incredible literary culture, which feeds many other creative industries in the US,” Authors Guild CEO Mary Rasenberger stated in the release. “Great books are generally written by those who spend their careers and, indeed, their lives, learning and perfecting their crafts. To preserve our literature, authors must have the ability to control if and how their works are used by generative AI.”

    The class-action lawsuit joins other legal actions, organizations and individuals raising alarms over how OpenAI and other generative AI systems are impacting creative works. An author told CNN in August that she found new books being sold on Amazon under her name — only she didn’t write them; they appear to have been generated by artificial intelligence. Two other authors sued OpenAI in June over the company’s alleged misuse of their works to train ChatGPT. Comedian Sarah Silverman and two authors also sued Meta and ChatGPT-maker OpenAI in July, alleging the companies’ AI language models were trained on copyrighted materials from their books without their knowledge or consent.

    But OpenAI has pushed back. Last month, the company asked a San Francisco federal court to narrow two separate lawsuits from authors – including Silverman – alleging that the bulk of the claims should be dismissed.

    OpenAI did not respond to a request for comment on Wednesday.

    “We think that creators deserve control over how their creations are used and what happens sort of beyond the point of, of them releasing it into the world,” Sam Altman, the CEO of OpenAI, told Congress in May. “I think that we need to figure out new ways with this new technology that creators can win, succeed, have a vibrant life.”

    US lawmakers met with members of creative industries in July, including the Authors Guild, to discuss the implications of artificial intelligence. In a Senate subcommittee hearing, Rasenberger called for the creation of legislation to protect writers from AI, including rules that would require AI companies to be transparent about how they train their models.

    More than 10,000 authors — including James Patterson, Roxane Gay and Margaret Atwood — also signed an open letter calling on AI industry leaders like Microsoft and ChatGPT-maker OpenAI to obtain consent from authors when using their work to train AI models, and to compensate them fairly when they do.

    But the AI issues facing creative professions doesn’t seem to be going away.

    “Generative AI is a vast new field for Silicon Valley’s longstanding exploitation of content providers. Authors should have the right to decide when their works are used to ‘train’ AI,” author Jonathan Franzen said in the release on Wednesday. “If they choose to opt in, they should be appropriately compensated.”

    The Biden administration announced Tuesday multiple indictments in Florida against China-based companies and Chinese nationals for allegedly manufacturing and selling fentanyl and related chemicals.

    Sanctions against 28 individuals and entities in China and Canada allegedly involved in selling precursor chemicals as well as labs and distributors of the chemicals were also announced, according to a statement from the Justice Department.

    “We know that the global fentanyl supply chain, which ends with the deaths of Americans, often starts with chemical companies in China,” Attorney General Merrick Garland said Tuesday.

    “The United States government is focused on breaking apart every link in that chain, getting fentanyl out of our communities, and bringing those who put it there to justice.”

    The charges announced Tuesday are the latest step in the US government’s yearslong push to stem the rampant importation of fentanyl, which kills tens of thousands of Americans annually.

    The new charges also come after an intensified effort by US law enforcement in recent months to trace the cryptocurrency payments and the manufacturing equipment, such as pill presses, that are fueling the fentanyl crises.

    Garland and Homeland Security Secretary Alejandro Mayorkas announced the indictments and continued investigation along with Drug Enforcement Administrator Anne Milgram.

    The DHS’s Homeland Security Investigations as well as Customs and Border Protection also announced recent seizures of more than 1,000 kilograms of precursor chemicals, which, according to Milgram, are primarily created in China and sold to cartels in Mexico who use the chemicals to create fentanyl.

    The US Postal Inspection Service also was involved in tracing packages that contained such chemicals.

    “Through the dedication and investigative abilities of agents and officers from HSI, CBP, and our federal partners, we are bringing accountability to ruthless organizations and individuals resident in the People’s Republic of China and to the cartel members that seek to profit from the death and destruction that fentanyl causes,” Mayorkas said during Tuesday’s press conference.

    Garland and Mayorkas are set to meet their Mexican counterparts in Mexico City later this week alongside Secretary of State Antony Blinken and other senior US officials for the 2023 US-Mexico High-Level Security Dialogue.

    As part of the fentanyl crackdown, the DEA has invested in crypto-tracing software and identifying the Mexican cartels’ most sophisticated money launderers, the IRS has its most tech-savvy agents tracing payments on dark web forums, and a DHS investigations unit is leading a team of forensic specialists to pore over digital clues from stash houses near the Mexican border, CNN previously reported.

    But it remains to be seen how effectively indictments and sanctions can disrupt traffickers from participating in the multibillion-dollar fentanyl trade.

    A CNN investigation into the activities of US-sanctioned Chinese chemical companies that advertise fentanyl ingredients found that when one sanctioned company shut down, another company launched and bought the sanctioned company’s email, phone number and Facebook page to “attract internet traffic.”

    The crushing demand for AI has also revealed the limits of the global supply chain for powerful chips used to develop and field AI models.

    The continuing chip crunch has affected businesses large and small, including some of the AI industry’s leading platforms and may not meaningfully improve for at least a year or more, according to industry analysts.

    The latest sign of a potentially extended shortage in AI chips came in Microsoft’s annual report recently. The report identifies, for the first time, the availability of graphics processing units (GPUs) as a possible risk factor for investors.

    GPUs are a critical type of hardware that helps run the countless calculations involved in training and deploying artificial intelligence algorithms.

    “We continue to identify and evaluate opportunities to expand our datacenter locations and increase our server capacity to meet the evolving needs of our customers, particularly given the growing demand for AI services,” Microsoft wrote. “Our datacenters depend on the availability of permitted and buildable land, predictable energy, networking supplies, and servers, including graphics processing units (‘GPUs’) and other components.”

    Microsoft’s nod to GPUs highlights how access to computing power serves as a critical bottleneck for AI. The issue directly affects companies that are building AI tools and products, and indirectly affects businesses and end-users who hope to apply the technology for their own purposes.

    OpenAI CEO Sam Altman, testifying before the US Senate in May, suggested that the company’s chatbot tool was struggling to keep up with the number of requests users were throwing at it.

    “We’re so short on GPUs, the less people that use the tool, the better,” Altman said. An OpenAI spokesperson later told CNN the company is committed to ensuring enough capacity for users.

    The problem may sound reminiscent of the pandemic-era shortages in popular consumer electronics that saw gaming enthusiasts paying substantially inflated prices for game consoles and PC graphics cards. At the time, manufacturing delays, a lack of labor, disruptions to global shipping and persistent competing demand from cryptocurrency miners contributed to the scarce supply of GPUs, spurring a cottage industry of deal-tracking tech to help ordinary consumers find what they needed.

    But the current shortage is much different in kind, industry experts say. Instead of a disruption to supplies of consumer-focused GPUs, the ongoing shortage reflects the sudden, exploding demand for ultra high-end GPUs meant for advanced work such as the training and use of AI models.

    Production of those GPUs is at capacity, but the rush of demand has overwhelmed what few sources of supply there are.

    There is a “huge sucking sound” coming from businesses representing the unrivaled demand for AI, said Raj Joshi, a senior vice president at Moody’s Investors Service who tracks the chips industry.

    “Nobody could’ve modeled how fast or how much this demand is going to increase,” Joshi said. “I don’t think the industry was ready for this kind of surge in demand.”

    One company in particular stands to benefit massively from the AI surge: Nvidia, the trillion-dollar chipmaker that according to industry estimates controls 84% of the market for discrete GPUs. In a research note published in May, Joshi estimated that Nvidia would experience “unparalleled” revenue growth in the coming quarters, with revenue from its data center business outstripping that of rivals Intel and AMD combined.

    In its May earnings call, Nvidia said it had “procured substantially higher supply for the second half of the year” to meet the rising demand for AI chips. The company declined to comment on Tuesday, citing its latest pre-earnings quiet period.

    AMD, meanwhile, said Tuesday it expects to unveil its answer to Nvidia’s AI GPUs closer to the end of the year.

    “There’s very strong customer interest across the board in our AI solutions,” said AMD CEO Lisa Su on the company’s earnings call. “There is a lot more to do, but I would say the progress that we’ve made has been significant.”

    Compounding the issue is that GPU-makers themselves cannot get enough of a key input from their own suppliers, said Sid Sheth, founder and CEO of AI startup d-Matrix. The technology, known as a silicon interposer, works by marrying standalone computing chips with high-bandwidth memory chips and is necessary for completing GPUs.

    The Biden administration has made increasing US chip manufacturing capacity a priority; the passage of the CHIPS Act last year is set to provide billions in funding for the domestic chip industry and for chip research and development. But those investments are aimed at a broad swath of chip technologies and not specifically targeted at boosting GPU production.

    The chip shortage is expected to ease as more manufacturing comes online and as competitors to Nvidia also expand their offerings. But that could take as long as two to three years, some industry experts say.

    In the meantime, the shortage could force companies to find creative ways around the problem. Companies that can’t get their hands on enough chips are now having to be more efficient, said Sheth.

    “Necessity is the mother of invention, right?” Sheth said. “So now that people don’t have access to unlimited amounts of computing power, they are finding resourceful ways of using whatever they have in a much smarter way.”

    That could include, for example, using smaller AI models that may be easier and less computationally intensive to train than a massive model, or developing new ways of doing computation that don’t rely as heavily on traditional CPUs and GPUs, Sheth said.

    “Net-net, this is going to be a blessing in disguise,” he added.

    Pope Francis warned that artificial intelligence could pose a risk to society, highlighting its “disruptive possibilities and ambivalent effects” and urging those who would develop or use AI to do so responsibly.

    In a statement Tuesday, Francis alluded to the threat of algorithmic bias in technology and called on the public for vigilance “so that a logic of violence and discrimination does not take root in the production and use of such devices, at the expense of the most fragile and excluded.”

    “Injustice and inequalities fuel conflicts and antagonisms,” Francis continued. “The urgent need to orient the concept and use of artificial intelligence in a responsible way, so that it may be at the service of humanity and the protection of our common home, requires that ethical reflection be extended to the sphere of education and law.”

    Francis’s remarks dovetail with calls by some AI experts to ensure that algorithms are properly “aligned” in development to support human rights and other widely shared values. Other industry experts and policymakers have expressed concerns that AI could facilitate the spread of fraud, misinformation, cyberattacks and perhaps even the creation of biological weapons.

    Francis himself has been the subject of AI-generated deepfakes. Earlier this year, an AI-generated image of Francis wearing a white, puffy Balenciaga-inspired coat went viral.

    Tuesday’s message announced the theme for 2024’s World Day of Peace, which the Pope said would focus on AI and peace.

    “The protection of the dignity of the person,” he said, “and concern for a fraternity effectively open to the entire human family, are indispensable conditions for technological development to help contribute to the promotion of justice and peace in the world.”

    The US government plans to rein in the vast data broker industry with new, privacy-focused regulations that aim to safeguard millions of Americans’ personal information from data breaches, violent criminals and even artificial intelligence chatbots.

    The coming proposal by the Consumer Financial Protection Bureau would extend existing regulations that govern credit reports, arrest records and other data to what the agency describes as the “surveillance industry,” or the sprawling economy of businesses that traffic in increasingly digitized personal information.

    The potential rules, which are not yet public or final, could bar data brokers from selling certain types of consumer information — including a person’s income or their criminal and payment history — except in specific circumstances, the CFPB said.

    The push could also see new restrictions on the sale of personal information such as Social Security numbers, names and addresses, which the CFPB said data brokers often buy from the major credit reporting bureaus to create their own profiles on individual consumers.

    Issued under the Fair Credit Reporting Act, the regulations would seek to ensure that data brokers selling that sensitive information do so only for valid financial purposes such as employment background checks or credit decisions, and not for unrelated purposes that may allow third parties to use the data to, for example, train AI algorithms or chatbots, the CFPB said.

    The announcement follows an agency study into the data broker industry this year that found widespread concerns about how consumer data is being collected, used and shared. The inquiry received numerous submissions from the public warning about the disproportionate risks that unregulated data sharing can have on minorities, seniors, immigrants and victims of domestic violence.

    “Reports about monetization of sensitive information — everything from the financial details of members of the U.S. military to lists of specific people experiencing dementia — are particularly worrisome when data is powering ‘artificial intelligence’ and other automated decision-making about our lives,” CFPB Director Rohit Chopra said in a statement. “The CFPB will be taking steps to ensure that modern-day data brokers in the surveillance industry know that they cannot engage in illegal collection and sharing of our data.”

    The CFPB’s proposal will first be floated with a group of small businesses for feedback before being publicly unveiled in a formal rulemaking, the agency said.

    The CFPB isn’t the only US agency clamping down on the massive data industry. Last year, the Federal Trade Commission proposed a sweeping set of regulations that may restrict how all businesses collect and use consumer data, taking aim at what FTC Chair Lina Khan has described as the “persistent tracking and routinized surveillance of individuals.”

    The agency initiatives reflect how Congress has continually failed to produce a comprehensive, national-level consumer privacy law, despite years of lawmaker negotiations and the rise of privacy regulations overseas that increasingly affect US businesses.
