    The best way to understand last week’s unusual debate between Governors Gavin Newsom of California and Ron DeSantis of Florida is to think of them less as representatives of different political parties than as ambassadors from different countries.

    Thursday night’s debate on Fox News probably won’t much change the arc of either man’s career. DeSantis is still losing altitude in the 2024 GOP presidential race, and Newsom still faces years of auditioning before Democratic leaders and voters for a possible 2028 presidential-nomination run.

    What the debate did reveal was how wide a chasm has opened between red and blue states. The governors spent the session wrangling over the relative merits of two utterly divergent models for organizing government and society. It was something like watching an argument over whether the liberal government in France or the conservative government in England produces better outcomes for its people.

    “The way the debate will be heard is the nationals of each country cheering their guy on,” Michael Podhorzer, a progressive political strategist and a former political director for the AFL-CIO, told me.

    The sharp disagreements between the governors pointed toward a future of widening separation between red and blue blocs whose differences are growing so profound that Podhorzer has argued the sections should be understood as fundamentally different nations.

    As Podhorzer and other analysts have noted, this accelerating separation marks a fundamental reversal from the generally centralizing trends in American life through the late 20th century. Beginning with the New Deal investments under Franklin D. Roosevelt (such as agricultural price supports, the Tennessee Valley Authority, and Social Security), and continuing with massive expenditures on defense, infrastructure, and the social safety net after World War II (including Medicare, Medicaid, and federal aid for K–12 and higher education), federal spending for decades tended to narrow the income gaps between the southern states at the core of red America and the rest of the country.

    After World War II, in a dynamic that legal scholars call the rights revolution, the federal government nationalized more civil rights and liberties and limited the ability of states to constrain those rights. Through Supreme Court and congressional actions that unfolded over more than half a century, Washington struck down state-sponsored segregation and racial barriers to voting across the South, and invalidated a procession of state restrictions on abortion, contraception, interracial marriage, and same-sex relationships, among other things.

    But both big unifying trends reshaping the economy and the rules of social life have stalled and are moving in the opposite direction. Podhorzer has calculated that the convergence in per capita income between the South and other regions plateaued in 1980 and then started widening again around 2008. And, as I’ve written, the axis of Republican-controlled state governments, the GOP-appointed majority on the Supreme Court, and Republican senators wielding the filibuster are actively reversing the rights revolution that raised the floor of personal freedoms guaranteed in all 50 states.

    On issues including voting, LGBTQ rights, classroom censorship, book bans, public protest, and, most prominent, access to abortion, red states are imposing restrictions that are universally rejected in blue states. As Newsom argued in an interview with me a few hours before he went onstage, “This assault on our rights and the weaponization of grievance” is designed to “bring us back to … the pre-1960s world” in which people’s rights depended on their zip code. Under DeSantis, Florida has been a leader in that process, creating policies, such as limits on classroom discussion of sexual orientation and gender identity, widely emulated across other red states.

    Thursday night’s debate revolved around the differences between Florida and California, though the Fox moderator Sean Hannity hardly presented an accurate picture of the comparison. Both states have their successes and failures. But Hannity focused his questions entirely on measures that favor Florida (such as unemployment rate, violent-crime rate, and homelessness numbers) while ignoring all the contrasts that favor California (which has a much higher median income, far fewer residents without health insurance, and, according to the CDC, much lower rates of teen birth, infant mortality, and death from firearms, as well as a longer life expectancy). Hannity essentially joined in a tag team with DeSantis to frame the debate in terms familiar to his Fox audience that blue states are a chaotic hellhole of crime and “woke” liberalism; when Newsom pushed back against that characterization, or challenged DeSantis’s approach, Hannity often cut him off or steered the conversation in a different direction.

    The narrow focus on California and Florida made sense in a debate between their two governors. But those comparisons can obscure the bigger story, which is the expanding divergence between all the states in the red and blue sections.

    Podhorzer has documented that gap in an array of revealing measures. He divides the nation between states in which Republicans or Democrats usually hold unified control of the governorship and state legislature, and those in which control of state government is usually divided or frequently changes hands. That classification system yields 27 red states, 17 blue states (plus the District of Columbia), and six purple states. By these definitions, the red states account for just under half the population and the blue states just below two-fifths, while the blue states contribute slightly more of the nation’s GDP.

    Podhorzer’s data show that on many key measures, blue states as a group are producing far better outcomes than the red states.

    In new results provided exclusively to The Atlantic, Podhorzer calculates that the economic output per capita and the median family income are both now 27 percent higher in the blue section than in the red, while the share of children in poverty is 27 percent higher in the red states. The share of people without health insurance is more than 80 percent higher in the red states than in the blue, as are the rates of teen pregnancy and maternal death in childbirth. The homicide rate across the red states is more than one-third higher than in the blue, and the rate of death from firearms is nearly double in the red. Average life expectancy at birth is now about two and a half years higher in the blue states. On most of these measures, the purple states fall between red and blue.

    (Podhorzer also groups the states by their voting behavior in federal elections, which results in 24 red-leaning states, 18 blue ones, and eight purple states. But the comparisons between the two big sections don’t change much under that definition.)

    On most of these measures, Podhorzer calculates, the gap between the red and blue states has widened over the past 15 years. He attributes the expansion mostly to the kind of policy differences that DeSantis and Newsom debated. The difference in health outcomes, for instance, is rooted in disparities such as the continuing refusal of 10 red states, including Florida, to expand Medicaid eligibility under the Affordable Care Act (which every blue state has done). As other economic analysts have noted, with their higher concentrations of college graduates, blue states—and the large blue metropolitan areas of red states—are benefiting the most from the nation’s transition into an information-age economy.

    As DeSantis and Hannity did in the debate, defenders of the red-state approach point to other measures. Housing costs are typically much lower in red states than in blue, as are taxes. Those are probably the central reasons many of the blue states, despite their stronger results on many important yardsticks, are stagnant or shrinking in population, while several of the red states, especially those across the Sun Belt, have been adding middle-income families. Lower housing costs are also one reason homelessness is less of a problem in red states than in blue metros, especially along the West Coast.

    But the relative superiority of either model is probably less important to the nation’s future than the widening separation, and growing antagonism, between them that was displayed so vividly in the debate.

    Most experts I spoke with agree that there is now no single difference between the red and blue sections as great as the gulf during most of the 20th century between the states with and without Jim Crow racial segregation, much less the 19th-century distance between the slave and free states.

    But the number of issues dividing the states is reaching a historic peak, many of those same experts agree. Although civil rights and racial equity have made up the most important dividing line between the states for most of U.S. history, “the way in which these issues line up today—on everything from abortion to library books to the question of how much power states ought to have over their local governments … I think there’s not been since the founding such a far-reaching debate,” Donald Kettl, a former dean of the University of Maryland’s School of Public Policy, told me.

    To Kettl, the new wave of restrictive social legislation spreading across red states challenges the traditional idea that local variation benefits the country by allowing states to function as the fabled “laboratories of democracy.” “It strikes me as being incredibly dangerous,” Kettl said. “The good old arguments about the laboratories of democracy is that individual states would try different ideas, find out what works, and throw out the ones that didn’t work. We are not talking about that at all. We are talking about an effort to push a particular agenda and to push it as far as possible.”

    David Cole, the ACLU’s national legal director, likewise sees the erosion of a national floor of civil rights and liberties as the most ominous element of the widening red-blue separation. “We are supposed to be one nation, committed to a common set of fundamental rights,” Cole told me in an email. “But we have increasingly become two nations, with substantial rights protections for some, and robust repression for others. Federalism was designed to allow for some play in the joints, some variations among states—but not on the fundamental constitutional rights to which we are all entitled as human beings and U.S. residents.”

    It’s not clear that in the near term anything will close the space between red and blue states. Neither party has many realistic chances to win power in states that now prefer the other side. And particularly in red states, the dominance of the conservative media ecosystem makes it difficult for Democrats even to present their arguments, as the debate demonstrated.

    In the interview a few hours before he went onstage, Newsom told me that the principal reason he accepted the debate was not so much to rebut DeSantis as to reach Fox viewers. “I want to make the case in their filter bubble,” he told me. “We’ve got to get into their platforms.” Though the forum allowed Newsom to assert some positive facts about President Joe Biden’s record rarely heard on the network, any progress in reaching Fox viewers was likely blunted by Hannity’s framing of every issue as proof of the superiority of red over blue. After the debate, Newsom’s aides said they believed he had achieved his mission of evangelizing to Fox’s audience. But in the end, the evening may have validated Barack Obama’s lament during his presidency that it was virtually impossible for Democrats to communicate with red-state voters except through the negative filter that conservative media build around them.

    Podhorzer is among those skeptical that anything will reverse this process of separation in the foreseeable future. He views the late-20th-century trend toward convergence as the anomaly; “the default position” through most of American history has been for the states we now consider the red bloc to pursue very different visions of moral order, economic progress, and the role of government than those we now label as blue. To Podhorzer, the disagreements on display at the DeSantis-Newsom debate were just the modern manifestation of the deep divisions between the free and slave states, or the Union and the Confederacy.

    In the 2024 presidential race, Biden and the leading Republican candidates have each endorsed new national laws that would reverse our separation by imposing the dominant laws in one section on the other. Biden and other Democrats are backing federal bills to restore a national floor of abortion, LGBTQ, and voting rights in every state; Republicans in turn want to impose red-state restrictions on all those issues in blue states.

    Podhorzer believes that the differences between the states have hardened to the point where setting common national rules on these issues in either direction has become extremely risky. “Any compromise on any of these big issues,” he told me, “means half the country will see a loss in some aspect of what they like about the way they live.” From his perspective, courting that backlash might be worth the effort to restore core civil rights, such as access to abortion, nationally. But he warns that no one should underestimate the potential for fierce red-state resistance to such an effort, extending even to violence.

    It won’t be easy for either side to pass legislation nationalizing the social- and civil-liberties regime in their section; at the least, it would require them to not only hold unified control of the White House and Congress but also end the Senate filibuster, which remains an uncertain proposition. The more likely trajectory is for red and blue states to continue careening away from each other along the pathways that Newsom and DeSantis so passionately defended last week. “Without some major disruption, this cycle” of separation “hasn’t played itself out fully,” Podhorzer told me, in a view echoed by the other experts I spoke with. “There are hurricane-force winds in that direction.” Thursday’s gusty debate between these two ambitious governors only hinted at how hard those gales may blow in the years ahead.

    In an ideal version of this coming winter, the United States would fully revamp its approach to respiratory disease. Pre-pandemic, fall was just a time for flu shots, if that. Now, hundreds of millions of Americans have at their fingertips vaccines that can combat three cold-weather threats at once: flu, COVID, and, for a subset of us, respiratory syncytial virus. If everyone signed up to get the shots they qualified for, “it would be huge,” says Ofer Levy, the director of the Precision Vaccines Program at Boston Children’s Hospital. Hospital emergency rooms and intensive-care units wouldn’t fill; most cases of airway illness would truly, actually feel like “just” a common cold. “We would save tens of thousands of lives in the United States alone,” Levy told me.

    The logic of the plan is simple: Few public-health priorities are more pressing than getting three lifesaving vaccines to those who need them most, ahead of winter’s viral spikes. The logistics, however, are not as clear-cut. The best way to get vaccines into as many people as possible is to make getting shots “very, very easy,” says Chelsea Shover, an epidemiologist at UCLA. But that’s just not what we’ve set up this fall lineup of shots to do.

    Convenience isn’t the only issue keeping shots out of arms. But move past fear, distrust, or misinformation, solve for barriers such as insurance coverage, and getting a vaccine in the United States still means figuring out when shots are available and which you qualify for, finding and booking appointments, carving out the time to go. For adults, especially, who don’t routinely visit their doctor for wellness checkups, and whose workplaces don’t require vaccines to the extent that schools do, vaccination has become an onerous exercise in opt-ins.

    Bundling this year’s flu, COVID, and RSV vaccines into a single visit could, in theory, help ease the way to becoming a double or triple shotter. “Any time we can cut down on the number of visits for a patient to take care of them, we know that’s a big boost,” says Tochi Iroku-Malize, the president of the American Academy of Family Physicians. But the easiest iteration of that strategy, a three-in-one shot, similar to the MMR and DTaP vaccines of childhood, doesn’t yet exist (though some are in trials). Even the shorter-term solution—giving up to three injections at once—is hitting stumbling blocks. Pharmacies started receiving flu vaccines earlier this summer and are already giving them out to anyone over the age of six months. RSV vaccines, too, have hit shelves, and have been approved for people over the age of 60 and those 32 to 36 weeks pregnant; so far, however, they are being offered only to the first group. And although nearly all Americans are expected to be eligible for autumn’s updated COVID vaccines, those shots aren’t slated to make an appearance until mid-September or so, according to Kevin Griffis, a CDC spokesperson.

    Timing two or three shots together isn’t a perfect plan. Get them all too early, and some people’s protections against infection might fade before the season gets into full swing; get all of them too late, and a virus might beat the vaccine to the punch. Respiratory viruses don’t coordinate their seasons: Right now, for instance, COVID cases are on a sharp rise, but flu and RSV ones are not. Some data on the new RSV vaccines also suggests that co-administering them with other shots might trigger slightly worse side effects, or mildly curb the number of antibodies that the injections raise. Still, Levy argues that those theoretical downsides are outweighed by known benefits. “If someone is at clinic in the fall, they should get all the vaccines they’re eligible for,” he told me. Getting a slightly less effective, slightly more ornery shot a few months early is better than never getting a shot at all.

    All of that supposes that people understand that they are eligible for these shots. But already, family-medicine physicians such as Iroku-Malize, who practices in Long Island, have been fielding queries about the RSV vaccines from confused patients. Some new parents, for instance, have gotten the impression that the RSV vaccines are designed to be administered to infants, which isn’t quite right: Babies are the target of protection for the shots for pregnant people, but only because they temporarily inherit antibodies—not because they can get the injections themselves. Regulators also haven’t yet nailed down how often older adults might need the shot, though the current thinking is that the vaccine’s protection will last at least a couple of years. “It’s very hard to tell people, ‘I don’t know,’” says Jacinda Abdul-Mutakabbir, an infectious-disease pharmacist at UC San Diego.

    Other parts of the RSV-shot messaging are peppered with even more unknowns. The CDC has yet to release its final recommendation for pregnant people; for people over 60, the agency’s language has been “noncommittal,” says Rupali Limaye, a behavioral scientist at Johns Hopkins University. Unlike past guidelines that have straightforwardly recommended flu shots or most doses of the COVID-19 vaccine, RSV guidance says that eligible people may protect themselves against the virus—and are urged to first consult a health-care provider, which not all people have. The wishy-washiness is partly about safety: A few rare but serious medical events cropped up during the RSV vaccines’ clinical trials, including abnormal heartbeats and neurological complications. None of the experts I spoke with had qualms about recommending the shots anyway. Even so, some private health-insurance companies have seized on the CDC’s watered-down recommendation—and the fact that the agency hasn’t yet included RSV in its annual vaccine schedule for adults—as an excuse to not cover the shot, leaving some patients paying $300-plus out of pocket.

    For any of these shots, viral reputation matters too. Despite hospitalizing tens of thousands of Americans each year, especially at age extremes—numbers that, in some years, nearly rival those linked to flu—RSV is a lesser-known winter disease. People tend to take it less seriously, if it’s on their radar at all, Abdul-Mutakabbir told me. Which bodes poorly for future RSV-shot uptake. Annual flu shots have been recommended for 13 years for every American over the age of six months for 13 years. And still, just half the eligible population gets them in any given year. People tend to dismiss shots as subpar interventions against a disease that they don’t much fear, Limaye told me. With COVID, too, “people think it’s gotten mild,” she said. Only 28 percent of American adults are currently up to date on their COVID vaccine. And although older people have historically been more vigilant about nabbing shots, even vaccines against shingles—a notoriously painful disease—have reached just over a third of people who are 60-plus.

    To establish fall as an immunity-seeking season, shots would need to become an annual habit, ideally one easy to form. Mandates and financial incentives do prod people toward vaccines, but smaller nudges can persuade people to take initiative on their own. Some strategies may be as simple as semantic tweaks. Studies on HPV and flu vaccines suggest that telling patients they are “due” for a shot is better than offering it as an optional choice, says Gretchen Chapman, a behavioral scientist at Carnegie Mellon University. Other research suggests that carefully worded text-message reminders can evoke ownership—noting that a shot is “waiting for you,” or that the time has come to “claim your dose.” Noel Brewer, a behavioral scientist at the University of North Carolina at Chapel Hill, also thinks that vaccine deliverers could take inspiration from dentists who gently dog their patients with phone calls and postcards.

    Other interventions could be aimed at streamlining delivery. Government funding could make shots more available in rural regions, ensure access for those who lack insurance, and help local health departments offer shots in churches and hair salons, or even bring them door to door. More schools and workplaces, too, might try boosting uptake among students and employees. And although most shots are already given within the health-care system, there’s sludge to clear from that pipeline too. Better universal recordkeeping could help track people’s vaccination status through their lifetime. Kimberly Martin, a behavioral scientist at Yale, is researching ways to revamp medical training to help health-care providers earn their patients’ trust—especially among populations that remain marginalized by systemic racism. “The single biggest impact on vaccine uptake,” Brewer told me, “is a health-care provider recommendation.”

    An ideal vision of a fall in the future, then, would be turning vaccines into a default form of prevention—a more typical part of this country’s wellness workflow, says Saad Omer, the dean of the Peter O’Donnell Jr. School of Public Health, at UT Southwestern. After getting their vital signs checked, patients could have their vaccination status reviewed. “And then, if they’re eligible, you vaccinate them,” Omer told me. It’s a routine that pediatricians already have down pat. If adult health care follows suit, regular immunization is a habit we may never have to outgrow.

    The recent history of the Iowa Republican caucus offers the candidates chasing former President Donald Trump one big reason for optimism. But that history also presents them with an even larger reason for concern.

    In each of the past three contested GOP nomination fights, Iowa Republicans have rejected the candidate considered the national front-runner in the race, as Trump is now. Instead, in each of those three past caucuses, Iowa Republicans delivered victory to an alternative who relied primarily on support from the state’s powerful bloc of evangelical Christian conservatives.

    But each of those three recent Iowa winners failed to capture the Republican presidential nomination or, in the end, even to come very close. All three of them were eventually defeated, handily, by the front-runner that they beat in Iowa. That pattern played out in 2008 when Mike Huckabee won Iowa but then lost the nomination to John McCain, in 2012 when Rick Santorum won Iowa but lost the nomination to Mitt Romney, and in 2016 when Ted Cruz won Iowa but lost the nomination to Trump. Not since George W. Bush in 2000, and before him Bob Dole in 1996, has the winner of the Iowa caucus gone on to become the GOP nominee.

    That record frames the stakes for this round of the Iowa caucus, which will begin the GOP nominating process next January 15. Beating Trump in Iowa remains central to any hope of denying him the nomination. Among Trump skeptics, there is a widespread belief that “Iowa is more crucial than ever, because if Trump wins here, he will be your nominee; he’ll run the table,” as Bob Vander Plaats, the president and CEO of The Family Leader, an Iowa-based social-conservative organization, told me in an interview last week.

    But even if Trump is defeated in the caucus, this recent history suggests that he will still be a strong favorite for the nomination if Iowa Republicans do not choose an alternative stronger than Huckabee, Santorum, or Cruz proved to be. The conundrum for the candidates chasing Trump is that the strategy that probably offers the best chance of upsetting him in Iowa—maximizing support among evangelical-Christian conservatives—also creates the greatest risk of limiting their appeal and making it harder to beat him in most later states.

    Although focusing on evangelical conservatives can deliver victory in Iowa, “if the campaign you’re running is only aimed at those people … it’s hard to put together a coalition big enough to win” the nomination overall, says Dave Kochel, an Iowa Republican strategist.

    As they watched the candidates shake hands at the Iowa State Fair in Des Moines last week, local political observers and national reporters debated the usual questions: Who is collecting the most endorsements? Who has built the strongest grassroots organization? Who has the most supporters passionate enough to turn out on a cold night next January? But the largest question looming for Republicans may be whether the road to success in the Iowa caucus has become a path to ultimate failure in the GOP presidential-nominating process.

    The common problem for Huckabee, Santorum, and Cruz was that even on the night they won Iowa, the results demonstrated that the base of support they had attracted was too narrow to win the nomination. Entrance polls conducted of voters heading into the Iowa caucuses found that each man finished well ahead among voters who identified as evangelical Christians. But all three failed to win among voters in Iowa who did not identify as evangelicals.

    That math worked in Iowa because evangelical Christians constitute such a large share of its GOP voters—almost two-thirds in some surveys. But each man’s weakness with the Iowa voters who were not evangelicals prefigured crippling problems in other states. The difficulties started just days later in New Hampshire, which has few evangelicals. Huckabee, Santorum, and Cruz were all routed in New Hampshire; none of them attracted as much as 12 percent of the total vote.

    The divergent results in Iowa and New Hampshire set the mold for what followed. All three men were competitive in other states with sizable evangelical populations. But none could generate much traction in the larger group of states where those voters were a smaller share of the GOP electorate. In the end, neither Huckabee, Santorum, nor Cruz won more than a dozen states.

    Kedron Bardwell, a political scientist at Simpson College, south of Des Moines, says this history makes clear that Iowa Republican voters, especially evangelicals, have never placed much priority on finding candidates that they think can go the distance to the nomination. “I look at those past winners and think voters were saying, ‘We are expressing our conservative Christian values and not so much worrying about what will happen after that,’” Bardwell told me.

    Vander Plaats predicts that will change in this election; the eventual failure of these earlier Iowa winners favored by evangelicals, he told me, will make local activists more conscious of choosing a candidate who has the “national infrastructure and capacity to go beyond Iowa.” Yet financial and organizational resources aren’t the only, or perhaps even the most important, measures of which Republican is best-positioned to convert an Iowa win into a lasting national challenge to Trump.

    Even if someone topples Trump in Iowa with strong support from evangelicals, the key measure of their long-term viability will be whether they can attract a significant share of non-evangelicals. In fact, according to past entrance polls, the candidate who won the most support among the Iowa voters who are not evangelicals has captured the GOP nomination in all but one contested race since 1996. (The lone exception came in 2008, when John McCain, the eventual winner, did not compete in Iowa, and those voters mostly backed Mitt Romney.)

    Kochel told me that the best way to understand the formula that might allow another candidate to overtake Trump in enough states to win the nomination is to consider the candidates who finished just above and behind him in the 2016 Iowa caucus: Cruz and Florida Senator Marco Rubio.

    “If you want to put it in 2016 terms, particularly with Trump looming so large, you really need the Cruz-plus-Rubio coalition,” Kochel said. “You need the Santorum/Huckabee/Cruz supporters, Christians as defined by people like Vander Plaats. But then you also need the Rubio coalition: Ankeny soccer moms and old-school Republicans, college-educated non-evangelicals. That’s the coalition that can win a nomination.”

    Can any of Trump’s rivals assemble such a coalition to threaten him, in Iowa and beyond? His following in the state remains passionate, as his exultant reception at the state fair last weekend demonstrated. And though he’s campaigned in the state considerably less than his leading rivals, Trump held a big lead in the recent New York Times/Siena poll of Iowa Republican voters. That survey showed Trump leading among evangelicals and non-evangelicals, largely on the strength of a dominant advantage among the likely caucus-goers in both groups without a college degree.

    But there may be a bigger group of Iowa Republicans willing to consider an alternative to Trump than polls now indicate. It’s not scientific, but my conversations with likely caucus-attenders at the fair last week found a surprising number expressing exhaustion with him.

    Although they liked Trump’s performance as president, and mostly felt that he was being unfairly prosecuted, several told me they believed that he had alienated too many voters to win another general election, and they were ready for a different choice that might have a better chance of beating President Joe Biden. “He did the best he could for four years, but he didn’t win again, and we’re done with it, we’re done,” Mary Kinney, a retired office manager in Des Moines, told me. Later that afternoon, at a Story County Republican Party dinner headlined by Senator Tim Scott, Steve Goodhue, an insurance broker in Ames, looked around the crowded room and told me, “Even though Trump is leading in the polls in Iowa, this shows you people are interested in alternatives.”

    Trying to reach those voters ready to move past Trump, Florida Governor Ron DeSantis is putting the most time and money into building a traditional Iowa organization. His campaign staff and the Never Back Down Super PAC that is organizing most of his ground game in the state both include key veterans of Cruz’s 2016 winning caucus effort. DeSantis has committed to visiting all 99 Iowa counties (what’s called a “full Grassley” in honor of the state’s Republican Senator Charles Grassley, who makes a similar tour every year), and his supporters have already recruited caucus chairs in every county as well.

    DeSantis has announced endorsements from more than three dozen state legislators, including State Senate President Amy Sinclair. That’s much more than any other candidate. “Look at what the state of Florida has been doing, and look at what the state of Iowa through our legislature has been doing,” Sinclair told me, citing parental rights, school choice, cuts in government spending, and a six-week ban on abortion. “We’ve been working on all of the same things, so when Governor DeSantis steps into the presidential race and says, ‘I have a vision for the nation, and that vision is what we’ve done in Florida,’ well, that’s the same vision that the folks in Iowa have had.”

    Many leading Iowa social conservatives also appear likely to coalesce around DeSantis. Steve Deace, an Iowa conservative-media commentator, endorsed him earlier this month, and in our conversation, Vander Plaats seemed headed that way too. Each had backed Cruz in 2016.

    All of this shows how many Iowa Republican power brokers consider DeSantis the most likely to become the principal alternative to Trump. DeSantis also polled second to Trump in that New York Times/Siena Iowa survey. But my conversations at the fair failed to find anyone particularly interested in him. Several of those looking for options beyond Trump said they found DeSantis too much like the former president in his combative temperament and style.

    Craig Robinson, the former state Republican political director, says he believes that DeSantis, by running so hard to the right on social issues, has already boxed himself into the same corner as Huckabee, Santorum, and Cruz, with little chance to reach out beyond evangelicals to the economically focused suburban Republicans who liked Rubio and Romney. When DeSantis entered the race, Robinson says, he could have appealed to “the Republicans who are sick of the bullshit and don’t want all the extras that come with Trump. Then he’s run a campaign about Disney and all this woke stuff, and all he’s done is make himself as controversial as Trump.”

    DeSantis’s positioning has created an opening among the Iowa Republicans uneasy about Trump that Tim Scott looks best positioned to fill. The senator may be developing a more effective formula than DeSantis for appealing to both evangelical social conservatives and more socially moderate, suburban economic conservatives. Unlike DeSantis or former Vice President Mike Pence, Scott doesn’t hammer away at social issues in a way likely to alienate suburban Republicans. Instead, he connects with evangelical Republicans through his testimony about the importance of religious faith in his own life, and the way in which he organically and authentically weaves Bible phrases into his conversation. As several Iowa Republicans told me, Scott “speaks evangelical” in a way DeSantis does not.

    Still, Scott’s campaign message so far is bland, focused primarily on his personal story of ascending from poverty. The senator’s unwavering refusal to challenge or criticize Trump has left the impression among some activists that he is really running for vice president. So long as Scott fuels that perception by refusing to contrast himself with Trump, Vander Plaats predicted, “his poll numbers will not move, and his caucus support will not be there.”

    The caucus is now less than five months away, but in earlier years, this final stretch often produced rapid shifts in fortune. Bardwell, the political scientist, notes that five different candidates led polls at some point leading up to the 2012 caucus before Santorum finally edged past Romney at the wire. Iowa social conservatives have frequently coalesced behind their favorite late in the race. The choice those evangelical Christian voters make this winter will likely determine whether Iowa sets Trump on an unstoppable course to another nomination or anoints an alternative who might seriously challenge him.

    The FDA announced yesterday that it had for the first time approved a daily birth-control pill for over-the-counter sales. That’s a big change; once the product, called Opill, is on the market—which may be as soon as early 2024—Americans will be able to buy daily hormonal birth control without a prescription. That’s historic news, but hidden underneath it is another set of firsts: In the coming months, Americans will also be able to grab an over-the-counter treatment for their heavy periods, cramps, headaches, and even migraines; they’ll have prescription-free access to a drug for endometriosis and polycystic ovary syndrome; and they’ll be able to buy a medication that can mitigate the symptoms of menopause. It’s all in the same, progestin-based pill.

    The FDA’s approval only covers Opill’s use as a form of birth control, but doctors have been prescribing pills that contain progestin for noncontraceptive needs for years. For the most part, the intervention works much better when the pills include both progestin and estrogen. Adding that second hormone to the mix amplifies all of progestin’s beneficial effects, plus helps control hormonal acne. It also leaves more wiggle room in terms of timing: Progestin-only pills—sometimes called a minipill—have a much shorter half-life in the body, so if you don’t take them during the same three-hour window each day, they’re much less reliable at preventing pregnancy, says Anne-Marie Amies Oelschlager, the chief of pediatric and adolescent gynecology at Seattle Children’s. (Some women are prescribed progestin-only pills because they are particularly susceptible to certain risks associated with estrogen.)

    As a result, an over-the-counter progestin-only pill is far from the best way of treating these conditions, experts told me. “While I suppose that it could be used off-label, I would be hesitant to do that if someone was otherwise able to obtain a prescription for a combined oral contraceptive,” Erin Fleurant, a family-planning fellow at Northwestern Medicine, told me. And if progestin by itself really were the right approach, then an IUD, implant, or injection might be a more effective way to deliver the drug.

    Despite the fact that progestin on its own would not usually be a doctor’s first choice—“I generally don’t prescribe it,” Veronica Ades, the vice chair of ob/gyn at Jacobi Medical Center, told me—the drug can have meaningful benefits when taken on its own. Amies Oelschlager told me that she prescribes it to suppress patients’ periods, especially if they’re experiencing pain or heavy bleeding. Even low-dose pills (like Opill) can be helpful for controlling period- and perimenopause-related migraines, as well as mood swings from premenstrual syndrome or premenstrual dysphoric disorder.

    Progestin pills can also be used to treat endometrial hyperplasia, an abnormal thickening of the uterine lining (a.k.a. the endometrium) that can develop into cancer. Same for endometriosis, a condition that may affect up to 11 percent of American women in which endometrial tissue grows outside the uterus. Patients with PCOS produce unusually high levels of male sex hormones and, Ades said, generally have too much estrogen in their body relative to progesterone (the naturally occurring analogue of progestin). Progestin pills can help strike a healthier balance.

    Right now, patients have few options to get relief from any of those symptoms without a doctor’s help. Until Opill hits the market, the best non-prescription way to treat PCOS is with healthy eating and exercise, Amies Oelschlager told me. For heavy periods, the best option patients can buy without a prescription is an NSAID like ibuprofen. “As far as an over-the-counter, daily hormonal medication, this is the first in the United States,” she said.

    Perhaps the best circumstances for off-label use of Opill will be as a stopgap. If someone starts having abnormal bleeding or period pain but can’t get an appointment or travel to a doctor for several weeks, they could buy themselves some progestin-only pills for the interim. Opill could also be a backup plan for patients who are already taking birth-control pills for a non-birth-control purpose but can’t make it to their doctor to renew their prescription, or can’t get their prescription filled at a pharmacy.

    Still, Ades cautioned that even stopgap use might not be wise for endometriosis patients, for whom switching medications could disrupt a delicate balance of hormones and “create a cascade of problems.” Fleurant warned that some of the symptoms that progestin pills could help alleviate may also be associated with very serious conditions that need a different treatment plan. “Say someone was 45 years old and having irregular bleeding and also had a lot of other risk factors for uterine cancer. I wouldn’t want them to pick up this pill and think that that was going to cure everything,” she said. Instead, they should be seen by a health-care provider.

    For most women who need to be on birth control, a single-hormone drug like Opill is not the most reliable option; but starting next year, it could well be the most convenient. That same trade-off, between effectiveness and access, affects other uses of progestin, too.

    For most Americans, voting for a member of Congress is one of their simplest civic duties. Every two years, they pick the candidate they like best—usually the same one they chose last time—and whoever gets the most votes will represent them and a few hundred thousand of their neighbors in the House of Representatives. In nearly every case, the winner is a Republican or Democrat, and whichever party captures the most seats secures a governing majority.

    That basic process has defined congressional elections for much of the past century. But according to a growing number of political-reform advocates, it has outlasted its effectiveness and could prove ruinous for American democracy if left in place. They blame the current winner-take-all system for driving U.S. politics toward dangerous levels of polarization. Without radical change, they say, the damage could be irreversible. “Our democracy is on a pretty troubling trajectory right now over the next decade or two,” says Lee Drutman, a political scientist and senior fellow at the left-leaning New America Foundation, “and all of the problems that we’re experiencing are only going to get more intense.”

    Drutman is a co-founder of Fix Our House, a group that envisions a new configuration for the lower chamber of Congress in which districts would elect several representatives, not just one. Most states would have fewer but larger districts, and unlike America’s current system, a district wouldn’t simply be won by the party with the most votes; instead, its multiple seats would be parceled out according to the percentage of the vote that each party gets. This means that previously niche parties would suddenly have a shot at winning seats. The system is known as proportional representation. If implemented, its backers believe it could help transform America into a multiparty democracy.

    Advocates for proportional representation acknowledge that such a radical change is a long shot, at least in the immediate future. Multimember House districts actually have an extensive history in the U.S., but it’s not one remembered fondly. Congress outlawed their use at the federal level during the civil-rights era, after southern states exploited the rules to disenfranchise Black voters. Proponents say they’d ensure that the same thing doesn’t happen again, and they’ve won the support of some civil-rights activists who believe that under the right legal parameters, multimember districts could significantly expand Black representation. Another challenge for the movement is that Israel, a frequently cited example of a multiparty system that uses proportional representation, has recently experienced no less political instability than the U.S.

    That such an idea has gained a following is a reflection of just how frustrated election experts have grown with the fractured state of American politics, and how worried some of them are for the future. They believe—or at least hope—that a new season of reform in the U.S. will make possible proposals that were once deemed unachievable.

    Supporters of proportional representation—which is used in advanced democracies such as Australia, Israel, and countries throughout Europe—view the system as a prerequisite for breaking the two parties’ stranglehold on American politics. It would foster coalitional, cross-partisan governance, while larger, multimember districts would all but eliminate partisan gerrymandering. “Your enemies are never permanent. And your friends today might be your opponents tomorrow, and maybe your friends the day after,” Grant Tudor, a policy advocate at the nonpartisan group Protect Democracy, explained to me. “So there’s something structural about a multiparty [system] that depresses polarization, depresses the risk of political violence—that depresses extremism.”

    Take a medium-size state like Wisconsin as an example. Wisconsin has eight districts that are gerrymandered in such a way that Republicans reliably win six. Under proportional representation, the state would have fewer districts—perhaps only two, say, composed of five and three members. Less reliance on geographic boundaries would make the state harder to gerrymander, and when combined with proportional representation, its elections would likely be far more competitive. The results, therefore, would be more reflective of Wisconsin’s closely divided population.

    Larger, ideologically diverse states such as California and New York might elect representatives from the Working Families Party or the Green Party; Texas could send Libertarian members to Washington. In 2020, Representative Alexandria Ocasio-Cortez told a reporter that “in any other country, Joe Biden and I would not be in the same party, but in America, we are.” In a multiparty democracy, they wouldn’t have to be.

    Voters across the country have shown a willingness in recent years to experiment with new ways of electing their leaders. California and Washington State have scrapped partisan primaries. Maine has adopted ranked-choice voting for federal elections—which allows voters to list candidates in order of preference—as have New York City, San Francisco, and many other municipalities for local offices. Alaska uses a combination of nonpartisan primaries and ranked-choice voting, and Nevada has taken the first step toward approving a similar system.

    The changes that Fix Our House has in mind for Congress are far more dramatic. They’re also much harder to carry out. Drutman knows that the U.S. is unlikely to adopt multimember districts particularly soon. But he believes that other election reforms such as nonpartisan primaries and ranked-choice voting simply don’t go far enough. They can’t save American democracy, he told me. “You’re bringing buckets to a flood.”

    Election reformers are a polite bunch. When I asked them about ideas other than their own, they were hesitant to be too harsh. That’s partly out of necessity. When your goal is reducing partisanship and polarization in politics, slinging insults doesn’t exactly help the cause. So they applaud almost any proposal as long as it represents an improvement over the status quo, which to them is pretty much anything.

    Yet this public bonhomie masks a vigorous competition of ideas—and a jostling for resources—over the best way to create a more representative government. Perhaps the biggest rival to proportional representation is final-four voting, the system that Alaska adopted through a statewide referendum in 2020. Instead of separate party primaries, all candidates run in a first round of balloting. The top four advance to the general election, which is decided through ranked-choice voting. Developers of final-four voting celebrated when, under the new process last year, far-right candidates lost two key races. Moderate Republican Senator Lisa Murkowski staved off a challenge from the right, and moderate Democrat Mary Peltola defeated Sarah Palin, the right-wing former Alaska governor and 2008 GOP vice-presidential nominee, in a race for the House. Peltola became the first Democrat to hold the seat in 50 years.

    In November, Nevadans voted to approve a similar system that will go into effect if another statewide referendum passes in 2024. The initiatives in Alaska and Nevada emerged from an idea developed by Katherine Gehl, a Wisconsin businesswoman who has donated millions to centrist causes and helped bankroll the ballot campaigns in both states. Gehl is adamant that combining nonpartisan primaries with ranked-choice voting is a better reform than proportional representation, both on the merits and for the simple reason that her idea has already shown results. “We’re getting as good a grade as we could possibly get at this point,” she told me.

    Gehl and Drutman basically agree on the core problem. Because of gerrymandering and the natural clustering of like-minded people, about 90 percent of House elections are noncompetitive come November, according to an analysis by Fix Our House, having already been decided in low-turnout primaries dominated by the parties’ most ideological voters. Very few Americans, then, have a real say in who represents them in the House. Once elected, politicians tend to be more concerned about losing their next primary than losing their next general election. As a result, they legislate according to the wishes of the small sliver of the electorate that put them in office rather than the much broader pool of constituents who make up their district. This reduces the motivation to compromise and deepens polarization.

    Gehl argues that to fix the system, a reform needs to both increase the number of people who cast meaningful votes for their representatives and motivate those legislators to deliver results on issues that matter to most people. Proportional representation, she told me, achieves the first goal but not the second. In a multiparty system, Gehl said, many lawmakers would feel just as beholden to a tiny portion of their constituents as do today’s primary-obsessed legislators. “If you just get better representation but you don’t look at why we’re not getting results, people will feel better represented as the Titanic sinks,” she said.

    Advocates for Gehl’s system also point out that proportional representation would do nothing to alter incentives to legislate in the U.S. Senate, where hyperpartisanship and filibustering have stymied action on a range of issues. And they question Drutman’s push for more parties at a time when more and more Americans are identifying as political independents. “It’s actually a fanciful and incorrect assessment of American politics to believe that there’s a huge demand for more parties,” says Dmitri Mehlhorn, a senior fellow at the Progressive Policy Institute who, along with his business partner, the LinkedIn co-founder Reid Hoffman, has invested in Gehl’s reform efforts. Her vision, Mehlhorn told me, “is not quite a magic bullet,” but it has more promise than the other reforms.

    Drutman doesn’t see it that way. The final-four system might work well for Alaska, he said, but Alaska, with its relatively depolarized politics and unusually large number of independent voters, is not a representative state. Nor is it clear, he noted, that the new system made a decisive difference in Murkowski’s and Peltola’s victories last year. “I think those reforms are pushing up against the limits of what they can achieve,” Drutman said. “Nonpartisan primaries have not really changed anything at all.”

    Beyond the friendly rivalry with other reform proposals, advocates for proportional representation must confront the much peskier problem of getting it enacted. In interviews, champions of the idea were excited to inform me that all it takes to allow states to experiment anew with multimember House districts is an act of Congress, not a constitutional amendment—as if approving a major election reform will be a piece of cake for a legislature that regularly struggles to keep the government open.

    States have been required to elect only one representative per district since 1967, when Congress banned multimember districts to stop southern states from using a version of the system to ensure that white candidates won House seats. Fix Our House wants Congress to amend the law in a way that allows states to adopt multimember districts without returning to the racist practices of the Jim Crow era. The organization’s allies in the civil-rights community argue that if properly designed, multimember districts would increase representation for communities of color, including in places where they have struggled to win elections because they are dispersed throughout the population rather than concentrated in neighboring areas.

    For the moment, the idea has gained little momentum on Capitol Hill. Republican leaders have become reflexively opposed to reform efforts aimed at reducing polarization, seeing them as Trojan horses designed to topple conservatives. Democrats in recent years have prioritized other election-related proposals focused on expanding access to the ballot, tightening campaign-finance rules, and banning partisan gerrymandering.

    The closest legislative proposal to what Fix Our House has in mind is the Fair Representation Act, a bill that Democratic Representative Don Beyer of Virginia has introduced several times to combine multimember districts with ranked-choice voting. But Beyer has struggled to win more than a handful of co-sponsors even within his own party.

    Most election-reform victories have come through citizen-driven ballot initiatives, which exist only on the state and local levels, as opposed to national legislation that would require support from leaders of the major parties. An idea like proportional representation, Beyer told me, is more popular with whichever party is out of power. “It appeals to Republicans in Massachusetts who’ve never gotten elected, and Democrats in Oklahoma,” he said. “So the appeal is to people on the outside, not the people who are making the laws.”

    Adding to the difficulty is the fact that advocates for proportional representation don’t necessarily share the same vision for what a new system would look like. For example, Beyer is reluctant to embrace Drutman’s ultimate goal of multiparty, coalition government in the House, viewing it as a step too far in the U.S. “It’s emphatically not the specific goal,” he said. “Talking European-type coalition governments would be a deal killer here.”

    Advocates for proportional representation also disagree on whether it needs to be paired with a perhaps equally ambitious reform: significantly increasing the number of seats in the House. (Drutman has advocated for adding House seats to account for substantial population increases since the number was set at 435 nearly a century ago, but Fix Our House believes that proportional representation would be beneficial even at its current size.)

    Despite scant support among politicians, proportional representation has been gaining momentum within the reform community. The groups Protect Democracy and Unite America recently published a report examining the idea, and another advocacy group, FairVote, has begun to reemphasize proportional representation after years of focusing mostly on ranked-choice voting. Last year, voters in Portland, Oregon, approved the use of multimember districts (and ranked-choice voting) for the city council. Multimember districts have also generated discussion among Republican state legislators in Wyoming, one of the nation’s most conservative states, although the idea has yet to move forward there.

    Reformers tend to downplay the long odds of their campaigns, but the leaders of Fix Our House are surprisingly candid about their near-term chances of success, or lack thereof. “It’s clear that there’s no path to major structural reform in Congress right now,” a co-founder of the group, Eli Zupnick, told me. He said that Fix Our House wants to “lay the groundwork for this policy to move when the moment is right.” That means promoting the idea to other advocates, lawmakers, and opinion makers so that if there’s, say, a presidential or congressional commission to study different ideas, proportional representation makes it into the conversation.

    One of the group’s models is the Consumer Financial Protection Bureau, which began as an idea that Elizabeth Warren, then a Harvard professor, promoted for years before Democrats included it during their package of banking reforms following the 2008 financial crisis. “It’s funny how things can go from off the wall to on the shelf,” Drutman said.

    Left unsaid is the fact that it took an economic collapse to muscle the new federal agency into law and that the CFPB remains a target for Republicans more than a decade later. Fix Our House launched about a year after January 6, 2021, when the nation’s polarization triggered a violent attempt to overturn a presidential election. Supporters of proportional representation acknowledged that the moment they are preparing for, when the country is finally ready to overhaul the way it elects its leaders, might not be a happy one. “The most obvious way you get big change,” Beyer told me, grimly, “is catastrophe.”

    Through the early maneuvering, the leading Republican candidates, particularly former President Donald Trump and Florida Governor Ron DeSantis are trying to ignite a procession of culture-war firefights against what DeSantis calls “the woke mind virus.”

    With the exception of abortion rights, Biden, by contrast, is working to downplay or defuse almost all cultural issues. Instead Biden is targeting his communication with the public almost exclusively on delivering tangible economic benefits to working-class families, such as lower costs for insulin, the protection of Social Security and Medicare, and the creation of more manufacturing jobs.

    While the leading Republican presidential contenders are effectively asking voters “Who shares your values?” or, in the harshest versions, “Who shares your resentments?,” Biden wants voters to ask “Who is on your side?”

    The distinction is not absolute. Trump, DeSantis, and the other Republicans circling the 2024 race argue that Biden’s spending programs have triggered inflation, and insist that lower taxes, budget cuts, and more domestic energy production would spur more growth. And in addition to their unwavering defense of abortion rights, Biden and his aides have also occasionally criticized some of the other Republican cultural initiatives, such as DeSantis’s “Don’t Say Gay” bill banning discussion of sexual orientation in early grades.

    But the difference in emphasis is real, and the contrast illuminates the core of Biden’s vision about how to sustain a national majority for Democrats. He’s betting that the non-college-educated workers, especially those who are white, who constitute the principal audience for the Republican cultural offensive will prove less receptive to those divisive messages if they feel more economically secure.

    “We need to reforge that identity as the party that gives a damn about people who feel forgotten, who have really tough lives right now,” says the Democratic strategist Mike Lux, who recently released a study of political attitudes in mostly blue-collar, midsize “factory towns” across the Midwest. “That’s the central mission. And that’s why I think Biden is right to be focusing on those economic issues first.”

    But other Democrats worry that Biden’s economy-first approach risks allowing Republicans such as DeSantis to define themselves as championing parents while advancing an agenda that civil-rights advocates believe promotes exclusion and bigotry. They also fear that Biden’s reluctance to engage more directly with Republicans over the rollback of rights raging through red states risks dispiriting the core Democratic constituencies, including Black Americans and the LGBTQ community, that face the most direct consequences from restrictions on how teachers and professors can talk about race or bans on gender-affirming care for minors. These Democrats have grown even more uneasy as Biden lately has moved toward Republican positions on immigration (with new restrictions on asylum seekers) and crime (by indicating that he would not block congressional efforts to reverse a reform-oriented overhaul of Washington, D.C.’s criminal code.)

    “Not engaging in culture wars does not mean that Democrats win: It means that we forfeit,” says Terrance Woodbury, chief executive officer and founding partner of HIT Strategies, a Democratic consulting firm that focuses on young and minority voters. The group’s polling, Woodbury told me, shows that “not only do Democratic voters expect Democratic leaders to do more to advance social and racial justice” but that “they will punish Democrats that do not.”

    My conversations with Democrats familiar with White House thinking, however, suggest that Biden and those around him don’t share that perspective. In that inner circle, I’m told, the dominant view is that the best way to respond to the culture-war onslaught from Republicans is to engage with it as little as possible. Those around Biden do not believe that the positions Republicans are adopting on questions such as classroom censorship, book bans, LGBTQ rights, and allowing people to carry firearms without a permit, much less restricting or banning abortion, will prove popular with voters beyond the core conservative states.

    More fundamentally, Biden’s circle believes that voters don’t want to be subjected to fights about such polarizing cultural issues and would prefer that elected officials focus more on daily economic concerns such as inflation, jobs, and health care. Those around Biden largely share the view expressed by the Democratic pollster Guy Molyneux, who studied public attitudes about key GOP educational proposals in two national surveys last year. “People don’t really want either side of these culture wars to win; they want to just stop having these culture wars,” Molyneux told me. “They really see a lot of this as a diversion.” A national survey released this week by Navigator, a Democratic polling consortium, supports Molyneux’s point: When asked to identify their top priorities in education, far more voters cited reducing gun violence and ensuring that kids learn skills that will help them succeed than picked “preventing them from being exposed to woke ideas about race and gender.”

    Biden hasn’t completely sidestepped the culture wars. After mostly avoiding the issue earlier in his presidency, he’s been relentless in his defense of abortion rights since the Supreme Court overturned Roe v. Wade last summer. (Earlier this year, Vice President Kamala Harris commemorated what would have been the 50th anniversary of Roe with a speech in Tallahassee, Florida, where she targeted DeSantis’s signing of legislation banning abortion there after 15 weeks.) When DeSantis signed the “Don’t Say Gay” bill last year, the White House also criticized him. And most recently in Selma, Alabama, Biden has also issued tough criticisms of the red-state laws erecting new hurdles to voting.

    Yet the Biden administration, and especially the president himself, has mostly kept its distance from the surging tide of bills advancing in Florida and other red states rolling back a broad range of civil rights and liberties. Tellingly, when Biden traveled to Florida last month, it was not to condemn DeSantis’s agenda of restrictions on classroom teachers or transgender minors, but to defend Social Security, Medicare, and the Affordable Care Act; the only time he mentioned DeSantis by name was to criticize him for refusing to expand eligibility for Medicaid health coverage under the ACA.

    Since the midterm elections, Biden has centered his public appearances on cutting ribbons for infrastructure projects and new clean-energy or semiconductor plants funded by the troika of massive public-investment bills he signed during his first two years; defending Social Security and Medicare; highlighting lower drug prices from the legislation he passed allowing Medicare to bargain for better deals with pharmaceutical companies; and combatting “junk fees” from airlines, hotels, and other companies. In his State of the Union address last month, Biden spoke at length about those economic plans and what he calls his “blue-collar blueprint to rebuild America” before he mentioned any social issues, such as police reform, gun control, and abortion. The budget Biden will release today advances these themes by proposing to extend the solvency of Medicare by raising taxes on the affluent.

    The emphasis was very different in marquee appearances last weekend from Trump and DeSantis. Trump, in his long monologue on Saturday at CPAC, accused Biden of exacerbating inflation and promised to pursue an all-out trade war with China. But those comments came deep into a nearly two-hour speech in which Trump blurred the boundary between calling on his supporters to engage in a culture war and an actual civil war, when he promised to be their “retribution” against elites and “woke tyranny.”

    When DeSantis spoke at the Ronald Reagan Presidential Library, northwest of Los Angeles, last Sunday, he delivered more of an economic message, attributing Florida’s robust population growth in part to its low taxes and low spending. But he drew a much more passionate reaction from his audience later when he denounced the “woke mind virus,” recounted his stand during the coronavirus pandemic against “the biomedical security state,” and pledged to “empower parents” against the educational establishment. DeSantis received his only standing ovation when he declared that schools “should not be teaching a second grader that they can choose their gender.”

    To some extent, the heavy reliance by Trump and DeSantis on these cultural confrontations reflects their belief that GOP primary voters are much more energized now by social rather than economic issues. Yet it also represents the widespread GOP belief that distaste for liberal positions on cultural issues remains an insuperable barrier for Democrats with most working-class voters, including a growing number of Latino men. “Blue-collar voters don’t separate cultural concerns from economic fears,” the GOP strategist Brad Todd, a co-author of The Great Revolt, told me in an email. “They think big global companies are in cahoots with the left on culture, and they don’t put pocketbook concerns ahead of way-of-life concerns.”

    Todd thinks Biden’s attempt to define himself mostly around economic rather than cultural commitments represents his desire “to jump in a time machine and go back to the Democratic Party of the ’80s.” Indeed, Biden, who was first elected to the Senate in 1972, came of age politically in an era when Republicans repeatedly used racially infused “wedge issues” to pry away working-class white voters who had mostly supported Democrats on economic grounds over the previous generation. Some Democrats see Biden’s recent moves to adopt more right-leaning policies on immigration and crime as a resurgence of that era’s widespread Democratic belief that the party needed to neutralize cultural issues, typically by conceding ground to conservative positions.

    Like others I spoke with, Jenifer Fernandez Ancona, the vice president and chief strategy officer at Way to Win, believes that focusing primarily on economic issues makes sense for Biden now, but that he will eventually be forced to address the GOP’s cultural arguments more directly. Sublimating those issues, she argues, isn’t sustainable, because it is “hurting the very people” Democrats now rely on to win and because the Republican cultural arguments, left unaddressed, could prove very persuasive to not only working-class white voters but also Hispanic and even Black men. Ultimately, Fernandez said, Biden and other Democrats must link the two fronts by convincing working-class voters that Republicans are picking cultural fights to distract them from an economic agenda that mostly benefits the rich. “We have to put to bed this idea [that] we can have an economic message that doesn’t address the racial grievance and fear of change that is at the center of all this culture-war stuff,” argued Fernandez, whose group funds candidates and organizations focused on building a multiracial electoral coalition.

    The debate among Democrats ultimately comes down to whether Biden is skillfully controlling the electoral battlefield or trying to resurrect a coalition that no longer exists (centered on working-class families) at the expense of dividing or demoralizing the coalition the party actually relies on today (revolving around young people, college-educated white voters, and racial minority voters). Several Democratic strategists told me that one obvious challenge with Biden’s trying to define the election around the question of which party can deliver the best economic results for working-class families is that polls throughout his presidency have found that more Americans would pick the GOP. “People still think that Trump economics was better for them than Biden or Obama economics,” Celinda Lake, who served as one of Biden’s lead campaign pollsters in 2020, told me.

    To Lake, that’s an argument for Biden’s strategy of stressing kitchen-table concerns, because she believes the party cannot win unless it narrows the GOP advantage on the economy. But other Democrats believe today’s party is less likely to persuade a national majority that it is better than Republicans for their finances than it is to convince them that the Trump-era GOP constitutes a threat to their rights, values, and democracy itself. Biden’s response to the Republican initiatives censoring teachers, rolling back abortion access, and threatening LGBTQ rights “simply cannot be ‘more jobs,’” Woodbury said. “If Democrats insist on fighting exclusively on economic terms, every poll in America shows they will lose.”
