    Ever since the “flight shame” movement began encouraging travelers to seek greener alternatives to jet planes, many in Europe have been looking to the continent’s extensive rail network to replace short-haul air travel.

    There’s definitely been progress. Airlines including Dutch carrier KLM are entering into rail partnerships on certain routes, while countries like Austria and France are seeking to restrict internal routes where trains are available – although the French decree, which was made law in May 2023, has been significantly watered down from its original premise.

    That’s amid a palpable rail revolution on mainland Europe, with new high-speed routes and operators coming online, a reversal in the decline of overnight sleeper services, new tunnel links cutting travel times and new locomotives improving reliability and efficiency. In Spain, Germany and Austria, cheap ticket deals have also played their part.

    With so much railway investment, it seems as if the train-ification of Europe’s air transport network is well underway. Surely, it’s only a matter of time before the continent is relying almost exclusively on its iron roadways for getting around and the skies are clearer and greener .

    In reality, that remains a distant dream. But why?

    As with many efforts to innovate away from environmentally harmful practices, there’s good news and bad news. Fixes are being made, but none of them are quick. And there’s no sign that Europe’s airports are going to get quieter anytime soon.

    This year got off to a strong start with new legislation promised in France that would ban short-haul flight on a number of domestic routes to help the country cut levels of planet-heating pollution, but though approved by EU officials and then signed into French law in May 2023, the measures are limited in impact.

    For the ban to apply, the EU insisted the air route in question must have a high speed rail alternative that makes it possible to travel between the two cities in less than two and a half hours. There must also be enough early and late-running trains to enable travelers to spend at least eight hours at the destination.

    This means that ultimately only three routes were culled: those linking Paris-Orly airport to the cities of Bordeaux, Nantes and Lyon. In a further blow to those hoping for a rail revolution, it turned out that, as it happened, those routes had already been cut in 2020 – the new law just means that they will not be reinstated in the future.

    So what went wrong? The ruling by the EU’s European Commission watered down the original French plans, which would have seen a further five routes ending: From Paris Charles de Gaulle Airport to Bordeaux, Nantes, Lyon and Rennes, as well as a Lyon to Marseilles route.

    The result, say critics, is something that pays lip service to climate concerns without really doing anything about them.

    “The French flight ban is a symbolic move, but will have very little impact on reducing emissions,” Jo Dardenne, aviation director at cleaner transport campaign group Transport & Environment (T&E), told CNN before the law took effect.

    T&E has estimated that the three routes affected by the ban represent only 0.3% of the emissions produced by flights taking off from mainland France, and 3% of the country’s domestic flight emissions (again counting only mainland domestic flights).

    If the five additional routes that the French authorities wanted to include were added, those figures would be 0.5% and 5% respectively.

    That doesn’t sound like much. But although aviation as a whole currently accounts for around 2.5% of global carbon emissions, its overall contribution to climate change is estimated to be higher, due to the other gases, water vapor and contrails that airplanes emit.

    What’s more, it’s a fast-growing industry – despite the pause enforced by Covid – and is on track to be one of the most significant emissions-contributing industries in the future. Aviation emissions in Europe increased an average of 5% year-on-year between 2013 and 2019, according to the EU.

    Airlines pay zero tax or duty on their fuel in the EU, unlike other forms of transport. Plane tickets are also exempt from VAT.

    Deutsche Bahn and Lufthansa offer linked journeys via rail and air.

    On the positive side, despite its limited impact, the French ruling sets a precedent that will be difficult to ignore by the aviation industry at a time when it’s coming under ever increasing scrutiny from the public, as well as politicians.

    “The French measure is so marginal in its current scope that it is sustainability theater rather than having any material impact on emissions,” Patrick Edmond, managing director of Altair Advisory, an Ireland-based aviation consultancy told CNN – again before the law took effect.

    “However we can look at it a different way – as the harbinger of more restrictions on aviation which are likely if the industry doesn’t get more serious about decarbonizing itself.”

    France isn’t the first European country to take a tougher line on super short-haul flights.

    In 2020 the Austrian government bailed out the national carrier, Austrian Airlines, on the condition that it axed all flights where a rail journey could take less than three hours.

    In reality, only the Vienna-Salzburg flight route was cut, with train services increased on the line in response. A similarly short route, from Vienna to Linz, had been moved to rail in 2017.

    That same year, the government also launched a 30 euro ($32) tax on all flights of under 350 kilometers (220 miles) departing from Austrian airports.

    Other European countries are said to be considering curbs on short-haul commercial flights as well – a move that could be welcome, since 62% of European citizens would support a ban on short-haul flights, according to a 2020 survey. Spain has outlined plans to cut flights where train journeys take less than 2.5 hours by 2050.

    Not surprisingly these moves have set alarm bells ringing in the aviation industry.

    According to a 2022 report commissioned by the European Regional Airlines Association (ERA) together with a number of other aerospace industry bodies, if all airline traffic on routes of under 500 kilometers (310 miles) switched to another form of public transport, the potential carbon savings would total up to 5% of intra-EU emissions.

    “For many decision-makers, banning short-haul flights and showing support to the rail industry is an easy win to gain favor with the public, especially in Europe,” Montserrat Barriga, the ERA’s director general, told CNN.

    But Barriga and others – on both side of the issue – point to the double standard of restricting short-haul flights and phasing out carbon allowances for flights in Europe while taking no major steps to limit connections outside the bloc.

    Long-haul flights produce the most emissions globally. A recent academic paper in the Journal of Transport Geography found that while flights of under 500 kilometers (310 miles) account for 27.9% of departures in the EU, they represent only 5.9% of fuel burnt. In contrast, flights longer than 4,000 kilometers make up just 6.2% of departures from the EU, but 47% of fuel burnt.

    “Governments continue ignoring the biggest source of aviation emissions – long-haul flights, that remain unpriced and unregulated,” says T&E’s Dardenne. “Flight bans shouldn’t be used by governments as a distraction from the real problem.”

    And while railways are currently blazing fresh trails through Europe, playing a part in the recent collapse of Alitalia, Italy’s national airline, rail operators could do more, says Jon Worth, founder of public advocacy group Trains for Europe.

    High prices and low frequencies remain an obstacle to getting more people to switch from flying, he says – especially on trunk routes like Paris to Amsterdam, Frankfurt and Barcelona.

    “On quite a few corridors, rail could get a share of multimodal transportation way above the current one. Rail operators have focused on maximizing profit rather than market share. The latter can only be achieved either by running railways as a public service or by introducing more competition,” he says.

    Better connectivity between intercity rail and airports would also reduce the need for short-haul flights. Worth adds that it’s essential to offer combined tickets, so that, for example, if a train is delayed and the connection is missed, travelers are accommodated on the next one, as happens now with connecting flights.

    This works rather well in countries where airlines and operators cooperate, including Germany, Austria, France, Switzerland and Spain. In February 2023, Italian airline ITA Airways – Alitalia’s successor – signed on to work with Italy’s national rail operator to create links, too.

    However, this is an area where there is still much to be done – for starters, the schemes above are limited to the national carriers. A proposed piece of legislation called Multimodal Digital Mobility Services is expected to be adopted by the European Commission in 2023 with the aim to facilitate this type of intermodal travel more widely.

    Back in France, shorter train travel times and increased frequencies may mean the end of the line for more domestic air routes when the ban comes up for review – the measure is only valid for three years. However, advances in clean flight technology may eventually change the perspectives for regional aviation as well.

    Short-haul flights are likely to be the first segments of the aviation industry to decarbonize since most of the projects under way in the fields of electric, hybrid-electric and hydrogen-powered aviation focus precisely on small airplanes designed to cover very short distances.

    The debate looks set to continue playing out over the next few years, as the environmental, social, economic, political and technological parameters that shape this discussion continue to evolve – and as the climate crisis continues.

    As the fire at an Indiana plastics-recycling storage facility burned over several days and officials scrambled to calm evacuated residents and measure air quality, larger safety questions emerged across a nation that relies on recycling to help offset the impact of teeming landfills and littered waterways.

    Authorities in the eastern part of the state on Sunday finally lifted a dayslong evacuation order after it was determined immediate environmental concerns related to the fire had passed.

    But the man-made disaster had already done its part, leaving many wondering if recycling centers — challenging to regulate because they range from small community-led efforts to major industrial facilities — are as safe as Americans think they are?

    Public health experts told MarketWatch the nation needs to take a harder look at how we store and dispose of chemicals-heavy plastics in particular, along with other recycled materials that can act as a tinderbox in certain conditions. It may be a wakeup call to the scores of Americans who embrace recycling as one of the longest-tested and straightforward solutions to help the environment. What happens after recyclable materials leave the home can be quite another story, however.

    Worker safety in the handling of large recycling machinery remains a priority of the Occupational Safety and Health Administration (OSHA) and other agencies, but less scrutiny may be given to the emissions those workers breathe in, and in the case of the Indiana emergency, what pollution community members near a recycling center may be exposed to.

    “Any company, regardless of its intentions, must be held accountable for regulations, not only for the safety of its employees, but for the communities around it,” Dr. Panagis Galiatsatos, a pulmonologist, who is the national spokesperson for the American Lung Association, told MarketWatch.

    “This [Indiana crisis] is alarming — a good deed [such as recycling] undone by the consequences of not having sound safety precautions,” said Galiatsatos, who is also an assistant professor at the Johns Hopkins School of Medicine and helps lead community engagement for the Baltimore Breathe Center.

    As for the fire in Richmond, Ind., a college town and county seat of about 35,000 people near the Ohio border, the city’s fire chief, Tim Brown, made clear that there were known code violations by the operator of the former factory that had been turned into plastics storage for recycling or resale. This dangerous fire was a matter of “when, not if,” Brown said in the initial hours that the fire, whose origin is not yet known, burned.

    The city of Richmond’s official site about the disaster described the fire as initially impacting “two warehouses containing large amounts of chipped, shredded and bulk recycled plastic, [which] caught fire.” The site does offer cleanup help advice.

    Brown, the fire chief, reported that just over 13 of the 14 acres which made up the recycling facility’s property had burned, according to nearby Dayton, Ohio, station WDTN. Brown told reporters the six buildings at the site of the fire were full of plastic from “floor to ceiling, wall to wall,” along with several full semi-trailers. He said Sunday that fire fighters would continue to monitor for flare-ups, according to the Associated Press.

    Richmond Mayor Dave Snow said the owner of the buildings has ignored citations that dinged his operation for code violations, and the city has continued to go through steps to get the owner to clean up the property, including preventing the operator from taking on additional plastic.

    “We just wish the property owner and the business owner would’ve taken this more serious from day one,” Snow said, according to the report out of Dayton, which cited sister station WXIN. “This person has been negligent and irresponsible, and it’s led to putting a lot of people in danger,” the mayor added.

    But some environmental groups say lax enforcement puts citizens at risk.

    “Indiana is already top in the nation for water and air quality violations, but the consequences are too negligible here for industry to adhere to the laws,” said Susan Thomas, communications director at Just Transition Northwest Indiana, a climate justice group based in the state.

    “We need real solutions to the climate crisis, not more false ones that shield chronic polluters from justice,” she said.

    The Environmental Protection Agency (EPA) had collected debris samples from the Richmond fire and searched nearby grounds for any debris, which will be sampled for asbestos given the age of the buildings housing the recycling facility. Residents have been warned not to touch or mow over debris until the sample results are available. Testing was also carried out on the Ohio side of the border.

    No doubt, the catastrophe had impacted daily life. Wayne County, Ind., health department officials and fire-safety officials told residents to shelter in place and reduce outdoor activity if they even smelled smoke. According to the health department’s help line, symptoms that may be related to breathing smoke include repeated coughing, shortness of breath or difficulty breathing, wheezing, chest tightness or pain, palpitations, nausea or lightheadedness.

    Any safer than a landfill?

    When a lens on recycling is widened, it comes to light that how facilities handle their plastic and other materials may not involve much more care than that given to chemical-emitting plastic left to break down in a landfill, say the concerned public health officials.

    Of the 40 million tons of plastic waste generated in the U.S., only 5%-6%, or about two million tons, is recycled, according to a report conducted by the environmental groups Beyond Plastics and The Last Beach Cleanup. About 85% went to landfills, and 10% was incinerated. The rate of plastic recycling has decreased since 2018, when it was at 8.7%, per the study.

    Generally speaking, when plastic particles break down, they gain new physical and chemical properties, increasing the risk they will have a toxic effect on organisms, says the environmental arm of the United Nations. The larger the number of potentially affected species and ecological functions, the more likely it is that toxic effects will occur.

    freight train carrying hazardous materials in several cars derailed near East Palestine, Ohio, the public’s concern for that event — which also sparked an evacuation after a chemical plume from a controlled burn — spread widely on social media.

    Now, add in Richmond. The public, at large, is increasingly wondering if officials are doing their job to prevent such disasters, and whether the full extent of chemical exposure is known.

    “This [fire in Indiana] overlaps in a general sense the chemical safety question raised by the Ohio derailment — and it shouldn’t have just been raised by that one event, but that certainly brought it into focus,” said Dr. Peter Orris, chief of occupational and environmental medicine at the University of Illinois – Chicago.

    Orris said lasting solutions pushing awareness and safety around the storage and transportation of chemicals and chemical-based plastic must span political differences over the reach of regulation. He recalled a time just after the 9/11 terror attacks when a fresh look at the transportation of toxic chemicals and the storage and shipment of ammonia and other substances that can have nefarious uses in the wrong hands drew support from unusual partners.

    “Shortly after 9/11 a rather broad coalition, including environmental interests such as Greenpeace, and consumer groups, with congressional support, alongside Homeland Security all pushed a model bill about where and how you could transport toxic chemicals, especially going through populated areas,” he said. “Dealing with new concerns around chemicals and recycling plastic may require the same breadth of interests.”

    Already, the Biden administration has shown the will to target chemical exposure in U.S. water. Earlier this year, the EPA moved to require near-zero levels of perfluoroalkyl and polyfluoroalkyl substances, part of a classification of chemicals known as PFAS, and also called “forever chemicals” due to how long they persist in the environment. Both the chemical companies and their trade groups have pushed their own steps toward reducing risk, they say. Exposure to some of the chemicals has been linked to cancer, liver damage, fertility and thyroid problems, as well as asthma and other health effects.

    And, Orris stressed, regulating recycling with a one-size-fits-all approach may not work.

    Surprisingly, it can be the smaller recycling facilities that take bigger steps in curbing emissions than their larger counterparts. Orris in recent years reported on efforts of a San Francisco recycling plant that made emissions reduction a priority, including by banning incineration. The same research trip turned up issues with a Los Angeles-area plant, exposing “real problems with its policies and procedures beginning with the neighborhood smell from organic materials to other issues with toxins.”

    How can plastic be so dangerous?

    Specifically, the chemicals that help fortify plastic for its many uses present their own unique conditions.

    As plastic is heated at high temperatures, melted and reformed into small pellets, it emits toxic chemicals and particulate matter, including volatile gases and fly ash, into the air, which pose threats to health and the local environment, says a Human Rights Watch paper, citing environmental engineering research. When plastic is recycled into pellets for future use, its toxic chemical additives are carried over to the new products. Plus, the recycling process can generate new toxic chemicals, like dioxins, if plastics are not heated at a high enough temperature.

    There are other concerns. Plastic melting facilities can emit volatile organic compounds (VOCs) and carcinogens, which in higher concentrations can pollute air both inside facilities and in areas near recycling facilities.

    “Plastics, the way they burn, put out dangerous toxins. And plastic can create its own unique chemistry even when it comes into interaction with benign chemicals,” said Galiatsatos of Johns Hopkins.

    “There are the lung issues from people breathing in these chemicals and the toxins associated with them. But there is more: systemic inflation from breathing in chemicals, and that can lead to heart disease,” he said.

    “I wish we would pay the same amount of attention to plastics, their recycling and their disposal, as we do with sewer systems. When was the last time we heard of a waste system-based cholera outbreak in the U.S.?” he asked rhetorically. “Exactly. That we care about. Yet plastics, especially the burning of chemicals, we treat too lightly.”

    A fire burning at a recycling plant in Richmond, Indiana, is mostly out, but hundreds remain evacuated from their homes as crews monitor the air for chemicals and collect potentially harmful debris from neighboring schools and homes, officials said Saturday.

    Richmond residents who live within a half a mile radius of the recycling plant – about 2,000 of Richmond’s 35,000 residents – have been under a mandatory evacuation order since Tuesday, when the massive inferno exploded at the plastic-filled recycling plant in Richmond, sending thick, black smoke over the area.

    When they can return home will mainly depend on whether it’s safe to breathe the air in their community. Officials had warned that the smoke the fire spawned was “definitely toxic,” forcing the closure of Richmond public schools for days as the US Environmental Protection Agency performed air sampling and monitoring tests in the area.

    An announcement was initially expected Saturday on when evacuation orders could be lifted, but Richmond city officials later said that no determination had been made. “We have another meeting in the morning to determine the best time to lift the evacuation order,” Mayor Dave Snow said Saturday evening.

    “Unfortunately, we are unable to provide an exact time when evacuation orders will be lifted. As air monitoring results come back from lab testing and they can be analyzed by our health experts, we are hoping to be able to allow residents to return to their homes,” Wayne County Emergency Management Agency officials said Saturday.

    Those downwind from the fire were asked to continue to shelter in place “if they feel they are in danger or find themselves in a smoke plume,” emergency officials said.

    More meetings and data analysis are needed before the evacuation order can be lifted, Richmond Fire Chief Tim Brown told CNN Saturday.

    As for the blaze itself, Brown said firefighters have knocked down 98-99% of the fire at the recycling plant as of Saturday.

    “Right now, there is no plume, there is no product being off-gassed from the fire itself,” Brown told CNN. “What we have coming off of it is mainly a white smoke or some steam. We have no plume. We have a slight wind, which is kind of pushing things out.”

    Inside the facility, there are hot spots and occasional small fires that will continue to smolder for days and produce smoke, soot or the smell of burnt plastic, emergency officials said.

    In the meantime, work is underway to clear debris scattered in the community from the toxic fire.

    Some samples of debris from the area tested positive for asbestos containing materials, Wayne County emergency officials said, citing preliminary tests by the EPA.

    “Because all debris has the potential to contain asbestos, it is important that a trained professional remove all materials suspected to be from the fire,” emergency officials said, asking residents to not disturb or touch any debris they find on their property.

    Asbestos is a naturally occurring, but very toxic, substance that was once widely used for insulation. When inhaled or ingested, asbestos fibers can become trapped in the body, and may eventually cause genetic damage to the body’s cells. Exposure may also cause mesothelioma, a rare and aggressive form of cancer.

    Crews in protective gear began collecting debris from three schools near the fire site on Saturday, including three in Richmond and one school in Ohio.

    Officials said that schools impacted with debris will be cleared first, and then contractors will begin to deploy drones to search rooftops for additional debris, according to the post.

    “After school grounds are cleared, these contractors will begin removing debris from residential properties, parks and/or public areas, and businesses,” city officials say in the post.

    The county said the EPA is bringing in federal contractors to assist with the proper cleanup and removal of visible debris in both Indiana and Ohio.

    A primary health concern to residents is particulate matter, which could cause respiratory problems if inhaled, Christine Stinson, who heads the Wayne County Health Department, previously said.

    At the fire zone’s center, the chemicals hydrogen cyanide, benzene, chlorine, carbon monoxide and volatile organic compounds, or VOCs, were detected, the EPA said Friday. They were not detected outside the evacuation zone, the agency said.

    Potentially harmful VOCs also were found in six air samples, the agency said, without saying where the samples were taken.

    Particulate matter also was found inside and outside the half-mile evacuation zone, as expected, the agency said.

    Additionally, one of two air samples taken a little more than a mile from the fire site detected chrysotile asbestos in debris, an EPA official said Thursday. Also called white asbestos, chrysotile asbestos can cause cancer and is used in products from cement to plastics to textiles.

    As for water quality, testing downstream of the fire site is underway and officials say they have “not found anything of immediate alarm, including any sign of fish kills.”

    Crews did find some ash and loose plastic debris, “but weir booms have been installed and are successfully capturing this material. Likewise, Indiana American Water has also been closely monitoring the drinking water and has reported no unusual readings or results from testing,” Wayne County emergency officials said.

    The cause of the fire remains under investigation and likely won’t be known for weeks, officials said. But local leaders have shared concerns since at least 2019 that the facility had hazards and building code violations, records show.

    The mayor has accused the plant’s owner of ignoring a city order to clean up the property, saying the plant was a fire hazard.

    CNN has sought comment from the plant’s owner, Seth Smith. The attorney who previously represented Smith in a related lawsuit declined to comment.

    Germany’s final three nuclear power plants close their doors on Saturday, marking the end of the country’s nuclear era that has spanned more than six decades.

    Nuclear power has long been contentious in Germany.

    There are those who want to end reliance on a technology they view as unsustainable, dangerous and a distraction from speeding up renewable energy.

    But for others, closing down nuclear plants is short-sighted. They see it as turning off the tap on a reliable source of low-carbon energy at a time when drastic cuts to planet-heating pollution are needed.

    Even as these debates rumble on, and despite last-minute calls to keep the plants online amid an energy crisis, the German government has been steadfast.

    “The position of the German government is clear: nuclear power is not green. Nor is it sustainable,” Steffi Lemke, Germany’s Federal Minister for the Environment and Consumer Protection and a Green Party member, told CNN.

    “We are embarking on a new era of energy production,” she said.

    The closure of the three plants – Emsland, Isar 2 and Neckarwestheim – represents the culmination of a plan set in motion more than 20 years ago. But its roots are even older.

    In the 1970s, a strong anti-nuclear movement in Germany emerged. Disparate groups came together to protest new power plants, concerned about the risks posed by the technology and, for some, the link to nuclear weapons. The movement gave birth to the Green Party, which is now part of the governing coalition.

    Nuclear accidents fueled the opposition: The partial meltdown of the Three Mile Island nuclear power plant in Pennsylvania in 1979 and the 1986 catastrophe at Chernobyl that created a cloud of radioactive waste which reached parts of Germany.

    In 2000, the German government pledged to phase out nuclear power and start shutting down plants. But when a new government came to power in 2009, it seemed – briefly – as if nuclear would get a reprieve as a bridging technology to help the country move to renewable energy.

    Then Fukushima happened.

    In March 2011, an earthquake and tsunami caused three reactors of the Fukushima Daiichi power plant to melt down. For many in Germany, Japan’s worst nuclear disaster was confirmation “that assurances that a nuclear accident of a large scale can’t happen are not credible,” Miranda Schreurs, professor of environment and climate policy at the Technical University of Munich, told CNN.

    Three days later then-Chancellor Angela Merkel – a physicist who was previously pro-nuclear – made a speech called it an “inconceivable catastrophe for Japan” and a “turning point” for the world. She announced Germany would accelerate a nuclear phase-out, with older plants shuttered immediately.

    Russia’s invasion of Ukraine, however, provided another plot twist.

    Fearful of its energy security without Russian gas, the German government delayed its plan to close the final three plants in December 2022. Some urged a rethink.

    But the government declined, agreeing to keep them running only until April 15.

    For those in the anti-nuclear movement, it’s a moment of victory.

    “It is a great achievement for millions of people who have been protesting nuclear in Germany and worldwide for decades,” Paul-Marie Manière, a spokesperson for Greenpeace, told CNN.

    For critics of Germany’s policy, however, it’s irrational to turn off a low-carbon source of energy as the impacts of the climate crisis intensify.

    “We need to keep existing, safe nuclear reactors operating while simultaneously ramping up renewables as fast as possible,” Leah Stokes, a professor of climate and energy policy at the University of California, Santa Barbara, told CNN.

    The big risk, she said, is that fossil fuels fill the energy gap left by nuclear. Reductions in Germany’s nuclear energy since Fukushima have been primarily offset by increases in coal, according to research published last year.

    Germany plans to replace the roughly 6% of electricity generated by the three nuclear plants with renewables, but also gas and coal.

    More than 30% of Germany’s energy comes from coal, the dirtiest of the fossil fuels – and the government has made controversial decisions to turn to coal to help with energy security.

    In January, protestors including Greta Thunberg converged on the west German village of Lützerath in an unsuccessful attempt to stop it being demolished to mine the coal underneath it.

    “Building new coal capacity is the opposite of what we need,” said Stokes. Fossil fuels are a climate problem, but they’re also a health risk, she pointed out. Air pollution from fossil fuels is responsible for 8.7 million deaths a year, according to a recent analysis.

    Veronika Grimm, one of Germany’s leading economists, told CNN that keeping nuclear power plants running for longer would have allowed Germany more time “to electrify extensively,” especially as renewable energy growth “remains sluggish.”

    But supporters of the nuclear shutdown argue it will ultimately hasten the end of fossil fuels.

    Germany has pledged to close its last coal-fired power station no later than 2038, with a 2030 deadline in some areas. It’s aiming for 80% of electricity to come from renewables by the end of this decade.

    While more coal was added in the months following Fukushima, Schreurs said, nuclear shutdowns have seen a big push on clean energy. “That urgency and demand can be what it takes to push forward on the growth of renewables,” she said.

    Representatives for Germany’s renewable energy industry said the shutdown will open the door for more investment into clean energy.

    “Germany’s phase-out of nuclear power is a historic event and an overdue step in energy terms,” Simone Peter, president of the German Renewable Energy Federation (BEE), told CNN. “It is high time that we leave the nuclear age behind and consistently organize the renewable age.”

    The impacts of nuclear power shouldn’t be overlooked either, Schreurs said, pointing to the carbon pollution created by uranium mining as well as the risk of health complications for miners. Plus, it creates a dependency on Russia, which supplies uranium for nuclear plants, she added.

    Nuclear has also shown itself to have vulnerabilities to the climate crisis. France was forced to reduce nuclear power generation last year as the rivers used to cool reactors became too hot during Europe’s blistering heatwave.

    Now Germany must work out what do with the deadly, high-level radioactive waste, which can remain dangerous for hundreds of thousands of years.

    Currently, the nuclear waste is kept in interim storage next to the nuclear plants being decommissioned. But the search is on to find a permanent location where the waste can be stored safely for a million years.

    The site needs to be deep – hundreds of meters underground. Only certain types of rock will do: Crystalline granite, rock salt or clay rock. It must be geologically stable with no risks of earthquakes or signs of underground rivers.

    The process is likely to be fraught, complex and breathtakingly long – potentially lasting more than 100 years.

    BGE, the Federal Company for Radioactive Waste Disposal, estimates a final site won’t be chosen until between 2046 and 2064. After that, it will take decades more to build the repository, fill it with the waste and seal it.

    Plenty of other countries are treading paths similar to Germany’s. Denmark passed a resolution in the 1980s not to construct nuclear power plants, Switzerland voted in 2017 to phase out nuclear power, Italy closed its last reactors in 1990 and Austria’s one nuclear plant has never been used.

    But, in the context of the war in Ukraine, soaring energy prices and pressure to reduce carbon pollution, others still want nuclear in the mix.

    The UK, in the process of building a nuclear power plant, said in its recent climate strategy that energy nuclear power has a “crucial” role in “creating secure, affordable and clean energy.”

    France, which gets about 70% of its power from nuclear, is planning six new reactors, and Finland opened a new nuclear plant last year. Even Japan, still dealing with the aftermath of Fukushima, is considering restarting reactors.

    The US, the world’s biggest nuclear power, is also investing in nuclear energy and, in March, started up a new nuclear reactor, Vogtle 3 in Georgia – the first in years.

    But experts suggest this doesn’t mark the start of a nuclear ramp up. Vogtle 3 came online six years late and at a cost of $30 billion, twice the initial budget.

    It encapsulates the big problem that afflicts the whole nuclear industry: making the economics add up. New plants are expensive and can take more than a decade to build. “Even the countries that are talking pro-nuclear are having big trouble developing nuclear power,” Schreurs said.

    Many nuclear power plants in Europe, the US and elsewhere are aging – plants have an operating life of around 40 to 60 years. As Germany puts an end to its nuclear era, it’s coming up to crunch time for others, Schreurs said.

    The Environmental Protection Agency on Wednesday proposed ambitious new car pollution rules that could require electric vehicles to account for up to two-thirds of new cars sold in the US by 2032, in what would be one of the Biden administration’s most aggressive climate-change policies yet.

    The tailpipe standards would also have the effect of cutting planet-warming pollution from cars in half. Transportation accounts for nearly 30% of all greenhouse gas emissions in the US, according to the EPA.

    EPA Administrator Michael Regan called the regulations “the strongest-ever federal pollution standards for cars and trucks.”

    Regan touted the proposed rules on “CNN News Central” on Wednesday, claiming they would bring down costs for consumers and slash planet-warming pollution.

    “This is a future for everyone, and we’re starting to see all of the auto industry move in this direction,” Regan told CNN’s Sara Sidner, saying strong auto emissions rules have been part of President Joe Biden’s “vision from day one.”

    EPA officials said that they are considering several different emissions proposals, which could result in anywhere from a 64% to 69% electric vehicle adoption rate by early next decade. If approved, the emissions standards would start model year 2027 vehicles.

    The agency anticipates the new rules would mean EVs could also make up nearly half of all new medium-duty vehicles, like delivery trucks, by model year 2032. Officials are also proposing stronger standards for heavy-duty vehicles, including dump trucks, public utility trucks, and transit and school buses.

    One expert told CNN the Biden administration’s proposal is a pivotal moment for the US auto industry and consumers.

    “It’s a pretty big deal,” said Thomas Boylan, a former Environmental Protection Agency official and the regulatory director for the EV trade group Zero Emission Transportation Association. “This is really going to set the tone for the rest of the decade and into the 2030s in terms of what this administration is looking for the auto industry to do when it comes to decarbonizing and ultimately electrifying.”

    Regan and White House National Climate Adviser Ali Zaidi hailed the proposed regulations as a major climate win that would also save American consumers money in the coming years.

    Zaidi said that in the Biden administration’s first few years, the number of EVs on US roads had already tripled, while the number of public charging stations had doubled. And Zaidi vowed more to come, with funding from Biden’s infrastructure law for a network of EV charging stations combined with consumer tax credits.

    “Whether you measure today’s announcements by the dollars saved, the gallons reduced, or the pollution that will no longer be pumped into the air, this is a win for the American people,” Zaidi said.

    Yet even as the administration is writing aggressive regulations to push the market toward EVs, a Gallup poll released Wednesday suggests that Americans are not yet sold on the idea. Gallup polled more than 1,000 adults in the US last month and found that 41% said they would not buy an electric vehicle.

    Not only are EVs still more expensive than gas-powered cars, but consumers also haven’t yet grasped the climate benefits of transitioning to zero-emissions vehicles, the poll found. Six in 10 respondents said they believe EVs help the environment “only a little” or “not at all,” Gallup reported.

    Transportation is the biggest source of planet-warming pollution in the US, and light duty vehicles – the average cars Americans drive – account for 58% of those emissions. The UN’s Intergovernmental Panel on Climate Change reported last year that aggressive, pollution-slashing changes in the global transportation sector – including the transition to EVs – could reduce the sector’s emissions by more than 80%.

    Speaking on CNN, Regan also emphasized that switching to an EV would save consumers money in the long run.

    “Folks who purchase electric vehicles will see a cost savings over the lifespan of the vehicle, because they’re not having to buy gas, having to pay for maintenance,” Regan said. “So this is a huge opportunity for everyone in this country.”

    Other countries, including the EU and China, are moving faster toward adopting EVs. In the US, California has already proposed that zero-emissions vehicles make up 70% of new car sales by 2030, and 17 other states plan to follow California’s lead.

    That means much of the US car industry will already be transitioning ahead of the proposed federal rules.

    “I believe it’s pretty doable,” Margo Oge, chair of the International Council on Clean Transportation and a former Obama EPA official, said of the aggressive transition to EVs. “The industry is there. Europe is ahead of the US, China is ahead of Europe – and these companies are global companies.”

    New federal tax credits are coming next week that aim to help American consumers save up to $7,500 on an EV. But they have incredibly complex requirements for the auto industry – including that the cars’ batteries and components come from the US or countries it has a free-trade agreement with.

    Still, Boylan said the regulations are designed to gradually work over the next decade, by which time consumers should have far more electric vehicle options to choose from.

    “You’ve got the tax credits as the carrot,” Boylan said. The proposed tailpipe regulation “provides the stick to backstop these incentives and push the industry forward.”

    Regan told CNN the rules would be phased in gradually, giving auto makers and consumers years before they fully go into effect. During that time, the administration is focused on installing more EV charging stations and expanding access to $7,500 federal EV tax credits.

    “What we’re looking at is a ramp-up period,” Regan said on CNN. “We’re going to see a massive buildup over the next couple years, and we’re starting to see those electric vehicle sales numbers grow already.”

    The EPA will take public comment on the proposal before finalizing the rules in the coming months.

    An analysis of data from the US Environmental Protection Agency’s measurements of pollutants released from the Norfolk Southern train derailment in East Palestine, Ohio, suggests that nine of the dozens of chemicals that the EPA has been monitoring are higher than would normally be found in the area, according to a group of scientists from Texas A&M and Carnegie Mellon University.

    If the levels of some of these chemicals remain high, it could be a problem for residents’ health in the long term, the scientists say. Temperature changes or high winds might stir up the chemicals and release them into the atmosphere.

    The highest levels found in East Palestine were of a chemical called acrolein, the analysis says.

    Acrolein is used to control plants, algae, rodents and microorganisms. It is a clear liquid at room temperature, and it is toxic. It can cause inflammation and irritation of the skin, respiratory tract and mucous membranes, according to the US Centers for Disease Control and Prevention.

    “It’s not elevated to the point where it’s necessarily like an immediate ‘evacuate the building’ health concern,” said Dr. Albert Presto, an associate research professor of mechanical engineering at Carnegie Mellon’s Wilton E. Scott Institute for Energy Innovation, who is working on the university’s chemical monitoring effort in East Palestine. “But, you know, we don’t know necessarily what the long-term risk is or how long that concentration that causes that risk will persist.”

    Much of what scientists know about chemical exposure comes from people’s contact with chemicals at work, Preston said, which generally means exposure for about eight hours a day. People now living in East Palestine are in constant contact with the chemicals, he said, and the impact of that kind of exposure on the human body is not fully understood.

    The EPA and local government officials have repeatedly said that their tests show the air quality in the area is safe and that the chemicals should dissipate. As of Sunday, officials have tested air in 578 homes, and they say chemical pollution levels have not exceeded residential air quality standards.

    EPA’s air monitoring data shows that levels of monitored chemicals “are below levels of concern for adverse health impacts from short-term exposures,” an agency spokesperson told CNN on Monday. “The long-term risks referenced by this analysis assume a lifetime of exposure, which is constant exposure over approximately 70 years. EPA does not anticipate levels of these chemicals will stay high for anywhere near that. We are committed to staying in East Palestine and will continue to monitor the air inside and outside of homes to ensure that these levels remain safe over time.”

    However, residents have reported rashes and trouble breathing, sometimes even in their own homes, Presto said.

    “When someone says to them then, ‘everything is fine everywhere,’ if I were that person, I wouldn’t believe that statement,” he said.

    So who’s right? The scientists say it’s not a black-and-white issue.

    “I think it’s important for the public to understand that all sides are right. No one’s lying to them,” said Dr. Ivan Rusyn, director of the Texas A&M University Superfund Research Center and part of the team that did the analysis. “It’s just that every time you’re sharing information, whether it’s Administrator of EPA Michael Regan or Governor [Mike] DeWine or someone from Ohio EPA, when they say certain things are ‘safe,’ they really need to explain what they mean.”

    Rusyn says the EPA and local officials need to do a better job of communicating with the public about the risk to residents when they are exposed to chemicals released in the crash.

    Communication struggles have been a consistent pattern over the years and over numerous environmental disasters, he said. Officials will often do a good job of collecting and releasing data but then fail to give the proper context that the public will understand.

    “That’s what I would like to encourage all parties to do rather than to point fingers,” Rusyn said. “The general public has to trust authorities. Cleanup is continuing. They are doing monitoring. We just need to do a better job communicating the results.”

    Government communication about residents’ real level of risk has been a significant source of frustration in East Palestine, Presto said.

    “People are furious. They feel like they’re getting this black-and-white answer – things are safe or not safe – when it’s not a black-and-white sort of situation,” Presto said.

    The EPA says it will continue to monitor the air quality in the area and in residents’ homes. It is also setting up a community center so residents and business owners can ask questions about agency activity there.

    The agency said it is collecting outdoor air samples for contaminants of concern, including vinyl chloride, a hard plastic resin used to make plastic products like pipes or packaging material that can be a cancer concern; n-butyl acrylate a clear liquid used to make resins and paint products that can cause eye, throat, nose and lung irritation or damage as well as a skin allergy; and ethylhexyl acrylate, another colorless liquid used to make paints, plastics and adhesives that can cause skin and eye irritation.

    The EPA also collected field measurements for hydrogen sulfide, benzene, hydrogen cyanide, hydrogen chloride, phosgene and particulate matter.

    Scientists from Texas A&M and Carnegie Mellon are monitoring the chemicals in the area using a mobile lab that they’ve used for the past decade to measure air pollution in real time in cities across the country. They expect to release data from their own tests in East Palestine on Tuesday.

    The mobile lab has extremely sensitive equipment that can measure pollution in the parts per trillion. Scientists would then be able to plot them on a graph to show, in real time, where the concentrations of chemicals may be and at what level, Presto said.

    Mobile lab workers will try to determine whether there are chemicals in the air that the EPA isn’t monitoring. They are also looking at pollution levels in places where the agency did not set up monitoring stations.

    “The situation has to be monitored, and the EPA should continue measurements, and they should also communicate to the general public as to what they’re seeing and put this into context of risk, rather than use the numbers and expect people to figure it out for themselves,” Rusyn said.

    FRIDAY, Feb. 24, 2023 (HealthDay News) — People living in heavily polluted areas of the United States may be more vulnerable to Parkinson’s disease, a new study suggests.

    Specifically, the culprit is a type of air pollution called fine particulate matter (PM2.5), which is less than 2.5 microns in diameter and comes from car exhaust, burning of fuels in power plants and other industries, and forest and grass fires, researchers say.

    “We found an association between Parkinson’s disease and exposure to fine particulate matter. In specific, people in the highest exposure have a 25% greater risk of Parkinson’s disease compared to people with the lowest exposure,” said lead researcher Brittany Krzyzanowski, from the Barrow Neurological Institute in Phoenix, Ariz.

    “We also found that the regions with the strongest association between particulate matter and Parkinson’s disease were the Mississippi-Ohio River Valley and the Rocky Mountain region,” she said.

    “Our findings suggest that the regional differences in Parkinson’s disease might reflect that the composition of the particulate matter in some areas may be more toxic than others,” Krzyzanowski added. “We know that air pollution causes inflammation in the brain, which is linked to Parkinson’s disease.”

    Krzyzanowski said that lowering levels of air pollution might help lower the risk of Parkinson’s, especially in areas where pollution levels are high.

    “Despite 30 years of research trying to identify the environmental risk factors of Parkinson’s disease, most efforts have focused on exposure to pesticides,” she said. “Our work suggests that air pollution may be a key contributor in the development of Parkinson’s disease.”

    For the study, Krzyzanowski and her colleagues collected data on more than 22.5 million Medicare patients in 2009. Of these, nearly 84,000 had Parkinson’s disease. The research team mapped where the participants lived and calculated the rates of Parkinson’s disease for various regions. They also calculated average air pollution levels.

    The investigators found that 434 people per 100,000 who were exposed to the highest levels of PM2.5 developed Parkinson’s disease, compared with 359 per 100,000 among those who lived in areas with the lowest levels of PM2.5.

    After taking into account other risks for Parkinson’s — such as age, smoking and use of medical care — the researchers found that people with the highest exposure to air pollution had a 25% increased risk of Parkinson’s disease, compared to people with the lowest exposure.

    The strongest association was in the Rocky Mountain region, including Lake County, Colo., southwest of Denver and its surrounding counties. The risk for Parkinson’s in those counties increased by 16% when moving up from one level of fine particulate matter exposure to the next level, the findings showed.

    Air pollution was also linked with higher rates of Parkinson’s in the Mississippi-Ohio River Valley, which includes Tennessee and Kentucky, but the association was weaker, with a 4% increase in risk when moving up one level of fine particulate matter exposure to the next, the research group found.

    The findings are scheduled for presentation April 22 at the annual meeting of the American Academy of Neurology, in Boston. Findings presented at medical meetings should be considered preliminary until published in a peer-reviewed journal.

    While the association found in the study does not prove a cause-and-effect link, one expert thinks the association between air pollution and the risk for Parkinson’s disease needs to be seriously considered.

    “The idea that a hotspot in the Mississippi-Ohio River Valley was potentially associated with increasing the risk of Parkinson’s disease by 25% is staggering,” said Dr. Michael Okun, a medical advisor to the Parkinson’s Foundation and director of the Norman Fixel Institute for Neurological Diseases at the University of Florida Health, in Gainesville.

    “The identification of Parkinson’s disease ‘hot spots,’ which could help us understand how the environment contributes to the development of neurodegenerative diseases, may provide another critical piece to the environmental risk factor puzzle,” Okun said.

    One year of war in Ukraine has left deep scars — including on the country’s natural landscape.

    The conflict has ruined vast swaths of farmland, burned down forests and destroyed national parks. Damage to industrial facilities has caused heavy air, water and soil pollution, exposing residents to toxic chemicals and contaminated water. Regular shelling around the Zaporizhzhia nuclear power plant, the largest in Europe, means the risk of a nuclear accident still looms large.

    The total number of cases of environmental damage tops 2,300, Ukraine’s environment minister, Ruslan Strilets, told POLITICO in an emailed statement. His ministry estimates the total cost at $51.45 billion (€48.33 billion).

    Of those documented cases, 1,078 have already been handed over to law enforcement agencies, according to Strilets, as part of an effort to hold Moscow accountable in court for environmental damage.

    A number of NGOs have also stepped in to document the environmental impacts of the conflict, with the aim of providing data to international organizations like the United Nations Environment Program to help them prioritize inspections or pinpoint areas at higher risk of pollution.

    Among them is PAX, a peace organization based in the Netherlands, which is working with the Center for Information Resilience (CIR) to record and independently verify incidents of environmental damage in Ukraine. So far, it has verified 242 such cases.

    “We mainly rely on what’s being documented, and what we can see,” said Wim Zwijnenburg, a humanitarian disarmament project leader with PAX. Information comes from social media, public media accounts and satellite imagery, and is then independently verified.

    “That also means that if there’s no one there to record it … we’re not seeing it,” he said. “It’s such a big country, so there’s fighting in so many locations, and undoubtedly, we are missing things.”

    After the conflict is over, the data could also help identify “what is needed in terms of cleanup, remediation and restoration of affected areas,” Zwijnenburg said.

    Rebuilding green

    While some conservation projects — such as rewilding of the Danube delta — have continued despite the war, most environmental protection work has halted.

    “It is very difficult to talk about saving other species if the people who are supposed to do it are in danger,” said Oksana Omelchuk, environmental expert with the Ukrainian NGO EcoAction.

    That’s unlikely to change in the near future, she added, pointing out that the environment is littered with mines.

    Agricultural land is particularly affected, blocking farmers from using fields and contaminating the soil, according to Zwijnenburg. That “might have an impact on food security” in the long run, he said.

    When it comes to de-mining efforts, residential areas will receive higher priority, meaning it could take a long time to make natural areas safe again.

    The delay will “[hinder] the implementation of any projects for the restoration and conservation of species,” according to Omelchuk.

    And, of course, fully restoring Ukraine’s nature won’t be possible until “Russian troops leave the territory” she said.

    Meanwhile, Kyiv is banking that the legal case it is building against Moscow will become a potential source of financing for rebuilding the country and bringing its scarred landscape and ecosystems back to health.

    It is also tapping into EU coffers. In a move intended to help the country restore its environment following Russia’s invasion, Ukraine in June became the first non-EU country to join the LIFE program, the EU’s funding instrument for environment and climate.

    Earlier this month, Environment Commissioner Virginijus Sinkevičius announced a €7 million scheme — dubbed the Phoenix Initiative — to help Ukrainian cities rebuild greener and to connect Ukrainian cities with EU counterparts that can share expertise on achieving climate neutrality.

    The Biden administration on Friday finalized a decision to reestablish Obama-era rules that require coal and oil-fired power plants to reduce toxic pollutants, including mercury and acid gas, that come out of their smokestacks.

    Mercury is a neurotoxin with several health impacts, including harmful effects on children’s brain development. And while the updated rule significantly benefits public health for communities around these kinds of power plants, it also has the effect of requiring plants to cut down on planet-warming pollution that comes from burning coal to generate electricity.

    President Joe Biden’s Environmental Protection Agency announced early last year that it intended to undo a Trump-era rollback of the 2012 mercury pollution rules, one of many Trump-era environmental decisions it has reversed.

    “This is a really good day for public health in this country,” EPA Deputy Administrator Janet McCabe told CNN. “We’re talking about mercury, arsenic, acid gases; these are dangerous pollutants that impact people’s health.”

    The EPA estimates the 2012 rule brought down mercury emissions from power plants by 86% by 2017, while acid gas emissions were reduced by 96%.

    McCabe said the EPA is currently working on its own, stronger mercury standard that it expects to propose “not too long from now” and finalize before the end of Biden’s first term.

    The Mercury and Air Toxics Standards rules are part of a larger tranche of regulations the agency is expected to roll out this spring that would cut down on coal-fired power plant pollution, including rules on proper disposal of coal ash.

    It also plans to release a much-anticipated rule that would regulate planet-warming pollution like carbon dioxide and methane. That rule is expected to be more limited than climate advocates desire, after the US Supreme Court limited the EPA’s ability to broadly regulate carbon pollution in a ruling last year.

    “We’re very mindful of the Supreme Court precedent,” McCabe told CNN. “We’ve been working very, very carefully to craft a rule that will be in the four corners of the direction that the Supreme Court has laid down.”

    McCabe said the agency will propose that rule “in the relatively near future,” but did not share specifics about what the rule would do to limit pollution.

    Many of the nation’s coal-fired power plants are aging and new ones are not being built – especially as it’s getting more expensive operate existing plans. If the EPA implements stronger federal regulations on mercury, coal ash and greenhouse gas emissions, it could have the impact of more utilities shuttering coal-fired plants, as many are already doing.

    Officials continued on Sunday to monitor the environmental impact caused by a derailed train carrying hazardous materials late Friday in East Palestine, Ohio, a crash that led to a large inferno that continues to burn, evacuations, a shelter-in-place order and concerns about air quality.

    Trent Conaway, the mayor of East Palestine, assured residents the air and drinking water remain safe after the Norfolk Southern train crash. He said classes at East Palestine schools would be canceled Monday, as would city meetings.

    The train derailed in East Palestine, about 15 miles south of Youngstown, Friday evening, according to earlier comments by officials. Of the more than 100 cars, about 20 were carrying hazardous materials, according to the National Transportation Safety Board, which is investigating the incident.

    Ten of those cars derailed, including five that were carrying vinyl chloride, the NTSB said in a statement Saturday. The agency said so far it had “not confirmed vinyl chloride has been released other than from the pressure release devices.”

    While air and water quality remained stable Sunday, and officials have yet to see abnormal levels in screenings, “things can change at any moment,” said James Justice, an on-scene coordinator with the EPA’s Emergency Response.

    Authorities continue to monitor for a “long list” of chemicals, he said – not only those provided to authorities in a list from Norfolk Southern, but also those that can result from combustion.

    Officials issued a shelter-in-place order for the entire town of roughly 5,000 people, and an evacuation order was issued for the area within a mile radius of the train crash near James Street.

    Both restrictions remained in place Sunday, Conaway said at a news conference. Fire Chief Keith Drabkick told reporters at the news conference the scene remained volatile, preventing authorities from conducting on-scene operations. Crews will not be able to determine the full list of chemicals involved until the fires stops burning, Drabkick said.

    Officials urged residents to follow the shelter-in-place orders. On Saturday evening, one person was arrested for misconduct after approaching the scene and getting too close to the train, the mayor said.

    “Please stay home. I can’t reiterate it enough,” Conaway said. “Do not come to our town.”

    The Ohio EPA is monitoring water quality in local streams, which eventually feed into the Ohio River, a spokesperson said, but the agency does not anticipate contamination to East Palestine’s public water system, which draws from other sources.

    The agency installed containment dams in area streams and set up three aeration locations using high volume pumps to treat water and remove dissolved contaminants.

    In an email to CNN Sunday morning, a spokesperson for Norfolk Southern deferred all questions to the NTSB.

    The Interior Department’s Bureau of Land Management on Wednesday advanced the controversial Willow oil drilling project on Alaska’s North Slope, releasing the final environmental impact statement before the project can be approved.

    The ConocoPhillips proposed Willow drilling plan is a massive and decadeslong project that the state’s bipartisan Congressional delegation says will create much-needed jobs for Alaskans and boost domestic energy production in the US.

    But environmental groups fear the impact of the planet-warming carbon pollution from the hundreds of millions of barrels of oil it would produce – and say it will deal a significant blow to President Joe Biden’s ambitious climate agenda.

    The final environmental report from the Bureau of Land Management recommends a slightly smaller version of what ConocoPhillips originally proposed, putting the number of drilling sites at three instead of five. The Department of Interior is also recommending other measures to try to lower the pollution of the project, and recommending a smaller footprint of gravel roads and pipelines.

    In a statement, the Interior Department said it “has substantial concerns about the Willow project and the preferred alternative as presented in the final SEIS, including direct and indirect greenhouse gas emissions and impacts to wildlife and Alaska Native subsistence.”

    The Biden administration now has 30 days to issue a final decision on the project, after which drilling could begin. In its statement, Interior said it could select a different alternative on the project, including taking no action or further reducing the number of drill sites.

    ConocoPhillips and members of the Alaska Congressional delegation have been pushing the administration to finalize the project by the end of February to take advantage of cold and icy conditions needed to drill in the Arctic. If the company misses that window, it could push the project’s start date to next year.

    Erec Isaacson, president of ConocoPhillips Alaska, said in a statement that nearly five years of regulatory review should conclude “without delay.” Isaacson added the project is “ready to begin construction immediately” after Interior’s final decision is issued.

    According to the Interior Department’s own estimation, the project would produce 629 million barrels of oil over the course of 30 years and would release around 278 million metric tons of planet-warming carbon emissions. Climate groups say that’s equivalent to what 76 coal-fired power plants produce every year.

    “The world and the country can’t afford to develop that oil,” said Jeremy Lieb, a senior attorney for environmental law firm Earthjustice. Lieb and other advocates are concerned that Willow may be the start of a future drilling boom in the area.

    “Willow is just the start based on what industry has planned,” Lieb said. “The total estimate for the amount of oil that could be accessible in the region around Willow is 7 or 8 billion barrels.”

    For the Willow project, ConocoPhillips is proposing five drilling sites on federal land in Alaska’s North Slope, and the project would include a processing facility, pipelines to transport oil, gravel roads, at least one airstrip and a gravel mine site.

    The project – and the public comment process leading up to it – has also received heavy criticism from the nearby Alaska Native village of Nuiqsut, which some villagers evacuated last year during a gas leak in a ConocoPhillips project in the area. Nuiqsut officials recently released a letter calling the Bureau of Land Management’s public input process “disappointing and inadequate,” criticizing both the Trump and Biden administration’s timeline.

    The bureau’s “engagement with us is consistently focused on how to allow projects to go forward; how to permit the continuous expansion and concentration of oil and gas activity on our traditional lands,” Nuiqsut officials wrote in their letter.

    Alaska’s entire Congressional delegation – including newly elected Rep. Mary Peltola, a Democrat – have urged the White House and Interior to approve the project, saying it would be a huge boost to state’s economy.

    Sen. Lisa Murkowski, in particular, has been urging the White House and Biden personally to greenlight Willow, she told CNN.

    “I’ve been pretty persistent on this,” she told CNN in an interview this summer. “Let’s just say, any conversation I’ve ever had with the White House, anyone close to the White House, I’ve brought up the subject of Willow.”

    As gas prices spiked last summer, Murkowski, Sen. Joe Manchin of West Virginia, a Democrat, and other Senate Republicans tightened the pressure on Biden to approve a major domestic oil drilling project. Environmental advocates, meanwhile, argued the project will not bring US gas prices down any time soon, as the infrastructure will take years to build.

    “When you think about those things that should be teed up and ready to go, this is one where in my view there’s really no excuse for why we should see further delay,” Murkowski said. “This is something that’s been in the works that’s gone through so much process, across multiple administrations.”

    PlanetWatch raised a total of three million euros via a Simple Agreement for Future Equity (SAFE) complemented by bank loans. The CERN spin-off will use the capital to solidify the business’ foundations and prepare for a larger Series A round later this year.

    With a strong roadmap for 2023 that includes smart contracts for air quality data sales and the transition to a Web3 business model, PlanetWatch will use the funds towards three main purposes: strengthening the technical infrastructure, growing the air quality monitoring network, and boosting business development initiatives.

    Rich travelers will have to pay more to fly if the aviation industry is to transition to greener fuels, the boss of one of the world’s biggest airports said Tuesday.

    Speaking on a panel at the World Economic Forum in Davos hosted by CNN’s Richard Quest, Heathrow CEO John Holland-Kaye said that wealthy individuals and companies should pay extra to fly with sustainable aviation fuel (SAF) in order to bring the costs down for everyone else, particularly people in developing countries.

    He said that financiers and energy suppliers should invest in SAF production, including in emerging markets.

    “But as individuals and companies we need to be paying the premium for sustainable aviation fuels so that we can get the cost of it down so that the mass market and developing countries don’t have to pay for the energy transition. The wealthy people in this room and wealthy nations should be funding the energy transition in aviation to help support developing countries,” he added.

    Holland-Kaye said the solution to sustainable aviation was not to fly less, which was not necessarily an option outside Northern Europe, but to use cleaner sources of energy to travel.

    SAF is viewed as critical to reducing aviation’s carbon emissions but its green credentials come at a hefty price. Some airlines allow passengers to offset their CO2 emissions by paying more for their tickets to cover the extra cost of using SAF, but very few travelers currently make use of this option.

    Holland-Kaye said that companies can play a major role accelerating the adoption of SAF because business travel accounts for about 30% of fuel used in aviation. He cited the example of Microsoft

    , which has an internal carbon tax for travel that requires each business unit to pay a fee based on its carbon emissions.

    Produced mainly from recycled food and agricultural waste, such as used cooking oil, SAF is a type of biofuel that cuts greenhouse gas emissions by 80% compared to conventional jet fuel.

    It also costs between two and eight times more than its fossil-fuel based alternative, which is why in 2019 it accounted for just 0.1% of jet fuel used in commercial aviation, according to a report by the World Economic Forum and McKinsey.

    In 2021, the industry pledged to replaced 10% of global jet fuel supply with SAF by 2030. This year, Virgin Atlantic plans to fly a Boeing 787 from London to New York powered solely by SAF in what has been billed as the world’s first net-zero transatlantic flight.

    Clean energy investments need a major boost if the world is to meet its climate goals, according to Fatih Birol, executive director of the International Energy Agency. Russia’s invasion of Ukraine has prompted a surge in investment in renewables as countries race to secure alternative energy supplies, but much more needs to be done, he said.

    Speaking on another Davos panel hosted by CNN’s Julia Chatterley earlier on Tuesday, Birol said that for every dollar invested in fossil fuels, the world is now investing $1.50 in clean energy. That needs to increase to $9 to keep global warming below 1.5 degrees Celsius, he added.

    Thanks in large part to bitcoin evangelism by top officials in Miami, the city has spent the past couple of years in full-blown cryptomania.

    In the vision of Mayor Francis Suarez – the city’s chief cheerleader for digital currency – Miami will one day become the national capital for cryptocurrency.

    Two years ago, Miami published its “Bitcoin White Paper” – a blueprint for its transformation into a 21st century city. Around the same time, prominent crypto figures began relocating to the city, and Miami began hawking its own digital currency, MiamiCoin.

    As the fever quickened, cryptocurrency exchanges began advertising on Miami billboards. Bitcoin ATMs were installed at neighborhood gas stations and convenience stores.

    And perhaps the most visible symbol allowing Miami to flex its crypto bragging rights was the announcement in March of 2021 by Miami-Dade County that it had sold naming rights for its main sports arena – home of the beloved Miami Heat NBA franchise – to FTX, the now bankrupt cryptocurrency exchange founded by disgraced crypto entrepreneur Sam Bankman-Fried.

    That partnership, which is not even two years old, came to an unhappy end last week. On Wednesday, the beleaguered company and Miami’s local government finalized an agreement to terminate the deal and remove the now tarnished FTX logo from the sports venue.

    Over the past few months, as the scale of Bankman-Fried’s alleged fraud became clear, some city elders and the business community scrambled to unwind what many of us had suspected from the start was a simply terrible business deal. Bankman-Fried, who has maintained his innocence, pleaded not guilty to federal fraud charges during a court appearance in New York earlier this month.

    We now know just what a fiasco Miami’s love affair with crypto has been. The financial costs of last year’s crypto crash have been enormous for the many thousands of investors who invested – and then lost funds they could ill afford to forgo.

    But my own reservations were not rooted in certain knowledge that crypto would crumble, although its collapse was far swifter and more spectacular than even most skeptics anticipated.

    My opposition to crypto is based on its deleterious effects on the environment. The fact that Miami, considered “the most vulnerable major coastal city in the world,” would go all in for a currency created by a climate-wrecking technology always seemed to me to be a particular kind of madness.

    Many people don’t understand how a currency that exists largely in the digital space can have real-life destructive impacts on our environment. Bitcoin mining uses vast amounts of resources. As the New Yorker’s Elizabeth Kolbert wrote in an April 2021 article, “bitcoin-mining operations worldwide now use … about the annual electricity consumption of the entire nation of Sweden.”

    Citing data scientist Alex de Vries’ Digiconomist website, Kolbert reported that “a single bitcoin transaction uses the same amount of power that the average American household consumes in a month.” Similar reporting could be found at The New York Times, The Washington Post and CNN.

    Bitcoin mining hardware has ramped up as the cryptocurrency’s popularity has increased. Between January 1, 2016, and June 30, 2018, the mining operations for four major cryptocurrencies released an estimated three to 15 million metric tons of carbon dioxide, according to a study in the research journal Nature Sustainability.

    Even China, the world’s largest polluter, banned bitcoin mining in 2021, citing its high carbon emissions. Now we are in what has been called “crypto winter” after enthusiasm has plummeted for cryptocurrencies worldwide. Nevertheless, the carbon footprint of bitcoin, still the world’s most valuable digital currency, continues to be enormous.

    This past September, a report from the White House Office of Science and Technology Policy found that crypto mining in the United States emits as much greenhouse gas as the nation’s railroads and cautioned that “depending on the energy intensity of the technology used, crypto-assets could hinder broader efforts to achieve net-zero carbon pollution consistent with U.S. climate commitments and goals.”

    But despite all that data, Suarez remains convinced that it’s possible to produce bitcoin in an environmentally friendly way.

    “I’d love to sort of dispel some of the, I think, myths — I call them myths — of [crypto] mining as a not-environmentally-friendly activity,” the mayor said during his Crypto Conference, a live-streamed event held in June 2021.

    And because there are renewable-energy sources in South Florida, his argument goes, crypto miners could eventually be incentivized to stop contributing to the destruction of our planet. He has argued, in effect, that because renewable energy sources exist, miners might just in the future opt to use them. It’s an extraordinarily weak argument. It would be a wonderful outcome, if only we could interest bitcoin miners in abandoning their pursuit of cheap and dirty energy sources.

    But he’s not wrong – it is entirely possible to mine bitcoin responsibly, as bitcoin’s leading competitor, ethereum, proved last year. A decentralized global network used for verifying billions of dollars of cryptocurrency transactions, ethereum in September completed a system-wide transformation known as the Merge.

    Essentially, ethereum moved to a mining process, known as proof of stake, that requires significantly less computing power than bitcoiners’ preferred process, proof of work. In doing so, ethereum appears to have reduced its worldwide energy consumption by more than 99%.

    While some bitcoin miners say they want their industry to go green, the majority resist calls to adopt the proof of stake system over fears it would eat into their profits. Meanwhile, residents of Miami seem torn on environmental matters. According to a survey conducted by Yale University, as well as George Mason University, they believe that local officials, and state officials, including the governor “should do more to address global warming.”

    But Miami voters helped to propel a “red wave” that installed Republican supermajorities in both chambers of the Florida legislature — a body that under GOP control allows fossil-fuel companies to write its bills.

    Residents of Miami-Dade County this past November also voted to reelect Gov. Ron DeSantis, who has said that while he doesn’t consider himself a “climate change denier” he hopes never to be mistaken for a “climate change believer.”

    And despite everything that has happened with the digital currency’s plummeting value, Suarez, who is also president of the United States Conference of Mayors, remains a bitcoin believer.

    Miami-Dade County will once again play host later this year to Bitcoin 2023, the next installment of the annual conference. And Suarez told a Miami TV station that he continues to receive his government salary in bitcoin, as he has since November 2021.

    Some dreams, it would seem, die hard.

    From a small island in Polynesia to the white-sand beaches of Florida, the planet experienced a dizzying number of climate and extreme weather disasters in 2022.

    Blistering summer heat broke records in drought-stricken China, threatening lives and food production. In the United States, drought and sea level rise clashed at the mouth of the historically low Mississippi River. And in South Africa, climate change made rainfall that triggered deadly floods heavier and twice as likely to occur.

    Yet against the backdrop of these catastrophic events, this year also sparked some glimmers of hope:

    Scientists in the US successfully produced a nuclear fusion reaction that generated more energy than it used – a huge step in the decades-long quest to replace fossil fuels with an infinite source of clean energy.

    And at the United Nations’ COP27 climate summit in Egypt, nearly 200 countries agreed to set up a fund to help poor, vulnerable countries cope with climate disasters they had little hand in causing.

    “There was some encouraging climate action in 2022, but we remain far off track to meet our goals of reducing global heat-trapping emissions and limiting future planetary warming,” Kristina Dahl, principal climate scientist at the Union of Concerned Scientists, told CNN. “There must be a stronger collective commitment and progress toward slashing emissions in 2023 if we are to keep climate extremes from becoming even more devastating.”

    Here are the top 10 climate and extreme weather stories of 2022.

    When the Hunga Tonga-Hunga Ha’apai volcano erupted in January, it sent tsunami waves around the world. The blast itself was so loud it was heard in Alaska – roughly 6,000 miles away. The afternoon sky turned pitch black as heavy ash clouded Tonga’s capital and caused “significant damage” along the western coast of the main island of Tongatapu.

    The underwater volcanic eruption also injected a huge cloud of ash and sulfur dioxide into the atmosphere, more than 30 kilometers (around 19 miles) above sea level, according to data from NASA satellites.

    At the time, experts said the event was likely not large enough to impact global climate.

    But months later, scientists found that the eruption actually belched an enormous amount of water vapor into the Earth’s stratosphere – enough to fill more than 58,000 Olympic-size swimming pools. The massive plume of water vapor will likely contribute to more global warming at ground-level for the next several years, NASA scientists reported.

    Searing temperatures, lack of rainfall and low snowpack pushed some of the world’s most vital rivers to new lows this year.

    Northern Italy saw its worst drought in more than 70 years. The 400-mile River Po hit a record low due to an unusually dry winter and limited snowpack in the Alps, which feeds the river. The drought impacted millions of people who rely on the Po for their livelihood, and roughly 30% of the country’s food, which is produced along the river.

    Also fed by winter snowpack in the Alps along with spring rains, Germany’s Rhine River dropped to “exceptionally low” levels in some areas, disrupting shipping in the country’s most important inland water way. Months of little rainfall meant cargo ships began carrying lighter loads and transport costs soared.

    Meanwhile in the US, extreme drought spread into the central states and gauges along the Mississippi River and its tributaries plummeted. Barge traffic moved in fits and starts as officials dredged the river. The Mississippi River dropped so low that the Army Corps of Engineers was forced to build a 1,500-foot-wide levee to prevent Gulf-of-Mexico saltwater from pushing upstream.

    After more than a year of negotiations, Democrats in late July reached an agreement on President Joe Biden’s long-stalled climate, energy and tax agenda – capping a year of agonizing negotiations that failed multiple times.

    Biden signed the bill into law in August and signaled to the world that the US is delivering on its climate promises.

    Democratic Sen. Joe Manchin was influential in delaying the bill’s passage. Multiple White House and Biden administration officials for months had tried to convince the senator to support the bill over dinners in Paris and ziplining in West Virginia.

    An analysis suggests the measures in the bill will reduce US carbon emissions by roughly 40% by 2030 and would put Biden well on his way to achieving his goal of slashing emissions in half by 2030.

    Hurricane Nicole was the first hurricane to hit anywhere in the US during the month of November in nearly 40 years. The rare, late-season storm also marked the first time that a hurricane made landfall on Florida’s east coast in November.

    Although Nicole was only a category 1, it had a massive wind field that stretched more than 500 miles, coupled with astronomically high tides that led to catastrophic storm surge. Homes and buildings collapsed into the ocean in Volusia County, with authorities scrambling to issue evacuation warnings.

    Hurricane Nicole flooded streets, destroyed power lines and killed at least five people. The storm came just 42 days after deadly category 4 Hurricane Ian wreaked havoc on the west coast of Florida.

    Negotiators from nearly 200 countries agreed at the UN climate summit in Sharm el-Sheikh, Egypt, to set up a new fund for “loss and damage,” meant to help vulnerable countries cope with climate disasters. It was the first time wealthy, industrialized countries and groups, including longtime holdouts like the US and the EU, agreed to establish such a fund.

    “We can’t solve the climate crisis unless we rapidly and equitably transition to clean energy and away from fossil fuels, as well as hold wealthy nations and the fossil fuel industry accountable for the damage they have done,” Rachel Cleetus, policy director and lead economist for the climate and energy program at the Union of Concerned Scientists, told CNN.

    The summer’s series of floods started off in Yellowstone National Park in June, when extreme rainfall and rapidly melting snow washed out roads and bridges in the park, causing significant damage to the nearby town of Gardiner, Montana, at the park’s entrance. Authorities had to rescue more than 100 people from the floods.

    The year also brought several 1,000-year rainfall events. A 1,000-year rainfall event is one that is so intense it’s only seen on average once every 1,000 years – under normal circumstances. But extreme rainfall is becoming more common as the climate crisis pushes temperatures higher. Warmer air can hold more moisture, which loads the dice in favor of historic rainfall.

    Deadly flooding swept through Eastern Kentucky and around St. Louis in July after damaging, record-breaking rainfall in a short period of time.

    California’s Death Valley, after a yearslong dry spell, saw its rainiest day in recorded history.

    Meanwhile, down south, parts of Dallas, Texas, got an entire summer’s worth of rain in just 24 hours in August, prompting more than 350 high-water rescues.

    Europe experienced its hottest summer on record in 2022 by a wide margin. While the heat kicked off early in France, Portugal and Spain, with the countries reaching record-warmth in May, the most significant heat came in mid-July, spreading across the UK and central Europe.

    The UK, in particular, topped 40 degrees Celsius (104 degrees Fahrenheit) for the first time on record. Stephen Belcher, the UK Met Office’s chief scientist, said this would have been “virtually impossible” in an “undisrupted climate.”

    The past few years have been a reality check for western states that heavily rely on the Colorado River for water and electricity. Plagued by decades of overuse and a climate change-fueled drought, the river that serves 40 million people in seven western states and Mexico is draining at an alarming rate.

    The water levels in its two main reservoirs – Lake Mead and Lake Powell – have plunged rapidly, threatening drinking water supply and power generation. In late July, Lake Mead – the country’s largest reservoir – bottomed out and has only rebounded a few feet off record lows. Its rapidly plunging levels revealed human remains from the 1970s and a sunken vessel from World War II.

    The federal government implemented its first-ever mandatory water cuts this year for states that draw from the Colorado River, and those cuts will be even deeper starting in January 2023.

    Floods caused by record monsoon rain and melting glaciers in Pakistan’s northern mountain regions claimed the lives of more than 1,400 people this summer, with millions more affected by clean water and food shortages. More than a third of Pakistan was underwater, satellite images showed, and authorities warned it would take months for the flood waters to recede in the country’s hardest-hit areas.

    UN Secretary General António Guterres said the Pakistani people are facing “a monsoon on steroids,” referring to the role that the climate crisis had in supercharging the extreme rainfall. The hard-hit provinces Sindh and Balochistan saw rainfall more than 500% of average during the monsoon season.

    Pakistan is responsible for less than 1% of the world’s planet-warming emissions, yet it is the eighth most vulnerable nation to the climate crisis, according to the Global Climate Risk Index.

    Hurricane Ian was a Category 4 storm when it made landfall in southwest Florida in late September and left a trail of destruction from the Caribbean to the Carolinas. Insured losses from Ian are expected to reach up to $65 billion, according to recent data from reinsurance company Swiss Re.

    The Biden administration is unveiling a new proposed rule that, if enacted, would effectively phase out compact fluorescent light bulbs and move the US light bulb markets decisively to more energy-efficient LEDs.

    The Department of Energy is proposing the rule on Monday with the aim to finalize it by the end of President Joe Biden’s first term. The rule would more than double the current minimum light bulb efficiency level, from its current standard of 45 lumens per watt to over 120 lumens per watt for the most common bulbs. The details of the proposed rule were shared first with CNN.

    This change will accelerate what White House National Climate Advisor Ali Zaidi said is an “increasing shift in the marketplace toward LED lighting” over the last decade. Zaidi said moving away from compact fluorescents and even less efficient incandescent bulbs will ultimately lead to savings for consumers.

    “The mandate to the Department of Energy from Congress is to find ways to save money for American consumers,” Zaidi told CNN in an interview. “LEDs are now an order of magnitude cheaper than just a decade ago.”

    The proposed rule comes on top of the Biden administration’s move to get inefficient incandescent bulbs off the shelves by the summer of 2023. The Department of Energy finalized a rule to phase out the old-fashioned bulbs in the spring, capping off a decades-long bipartisan effort started in the Bush administration to get them off the shelves.

    That was complicated by former President Donald Trump in 2019, whose administration undid a previous Obama-era light bulb rule. Trump once famously complained about the quality of the light coming from LED bulbs, telling House Republicans “I always look orange” in the energy-efficient lighting.

    Zaidi said that LED lighting technology has improved tremendously since the early days of LEDs, providing better light for a fraction of the cost.

    LED bulbs can last three to five times longer than a compact fluorescent bulb, and up to 30 times longer than an incandescent bulb, according to the Department of Energy. Unlike both incandescent and compact fluorescent bulbs, LEDs release very little heat, and thus waste less energy.

    “If a particular light fixture was costing someone $10 in a year, then it’s going to be costing much, much less,” Zaidi said.

    Even before the latest proposed rule, LED use in the US has grown significantly in recent years. Nearly 50% of US households said they used LED bulbs for most or all their indoor lighting, according to the 2020 Residential Energy Consumption Survey. It was a huge increase from the 2015 survey, where just 4% of households reported using LEDs for most or all indoor light use.

    That same survey showed just 12% of US households said they used compact fluorescents as their predominant source of lighting, down from 32% in 2015.

    DOE also estimates the proposed changes will help put a dent in planet-warming emissions, cutting 131 million metric tons of carbon dioxide and 903 thousand tons of methane over the next 30 years – roughly equal to the electricity that 29 million homes use in one year.

    Energy Secretary Jennifer Granholm said in a statement the changes would “help lower energy costs and keep money in the pockets of American families while reducing our nation’s carbon footprint.”

    The rulemaking is also part of an administration goal to take 100 actions in the past year to make energy efficiency standards stronger. The White House announced Monday it had surpassed its goal with stronger standards on gas furnaces, air conditioners and clothes dryers.

    Zaidi told CNN it is part of a broader effort by the Biden administration to move Americans’ appliances to more energy efficient and cost-effective ones that also release far less heat-trapping greenhouse gas emissions into the air. For instance, Zaidi said DOE is also at work on a rule to make residential cooking products like stoves and ovens more efficient.

    Zaidi added the administration is trying to use a combination of federal standards and incentives to push consumers toward energy-efficient and cleaner products for their homes, whether it be a light bulb, an HVAC unit or a stove.

    “We’re laying the foundation for people in every year of this administration being able to lock in more ways to save money on energy bills,” Zaidi said. “One of the things we’ve heard loud and clear is how focused consumers are on not only recognizing that energy costs are front of mind now, but that there are these products that help them avoid impacts to their bottom line as energy costs fluctuate in the future.”

    California’s air regulators approved an aggressive plan Thursday for the state to reach carbon neutrality by 2045 – in line with legislation signed by Governor Gavin Newsom earlier this year.

    The plan, approved by the California Air Resources Board, looks to move one of the largest economies in the world to renewable energy and away from fossil fuels.

    Known as the Scoping Plan, the actions and policies aim to slash fossil fuel usage to less than a tenth of current consumption by decreasing demand for liquid petroleum by 94% by 2045, mainly driven by a move away from gas-powered vehicles.

    The board also says the plan will cut air pollution by 71% and gas emissions by 85% to below 1990 levels. Both goals are consistent with targets laid out in Governor Gavin Newsom’s $54.1 billion climate commitment intended to protect residents from wildfires, extreme heat and drought while moving away from big oil.

    The plan will create four million jobs and save Californians some $200 billion in health costs for pollution-related illnesses by 2045, the board said, providing a path for California to meet its climate targets.

    “California is leading the world’s most significant economic transformation since the Industrial Revolution – we’re cutting pollution, turning the page on fossil fuels and creating millions of new jobs,” said Newsom in a press release after the plan was approved.

    After a public comment session, board members acknowledged that this plan is a roadmap to cutting greenhouse gases, and that not all of what is laid out may come to fruition.

    One focus of the plan is a move to zero-emission transportation, including both personal vehicles and mass transit. While fossil fuels used in homes are also targeted, the state said gas-powered vehicles and other transportation are currently the largest source of carbon emissions.

    In August, the board approved a rule requiring all passenger vehicles sold in the state to be zero-emission by 2035.

    Beginning in 2026, all new residential buildings will be required to install electric appliances and in 2029, the requirements will begin extending to commercial buildings, according to the plan. For existing residential buildings, all appliance sales are required to be electric by 2035. Ten years later, all commercial buildings in the state will have to follow suit, the plan said.

    While the board called the plan “achievable” some critics say the plan relies too much on what some of the board members acknowledged is an unproven method of carbon capture and sequestration instead of relying on natural and working lands to also house some of that carbon.

    “This plan is failing the people of California and our planet – first by endorsing carbon capture, a faulty climate scheme promoted by the fossil fuel industry,” said Chirag Bhakta, the California state director for Food & Water Watch, in a statement to CNN.

    “Carbon capture is a completely unproven and unworkable technology that only serves to provide cover for oil and gas drillers to continue business as usual,” Bhakta said.

    The scoping plan also targets wildfires which are not only responsible for the destruction of forests, buildings and property, but also emit copious amounts of carbon dioxide.

    In recent years, human-driven climate change has spurred massive blazes. The board pointing out that of the 20 largest wildfires in California, nine happened in 2020 and 2021.

    The plan sets a goal of treating one million acres a year by 2025 through actions like prescribed burns and increased forest management. Currently, about 100,000 acres are treated a year.

    WEDNESDAY, Dec. 14, 2022 (HealthDay News) — As the United States moves towards a world in which electric vehicles (EVs) have fully replaced fossil fuel-driven engines, can Americans look forward to reliably cleaner air and better health?

    Absolutely, a new study predicts.

    By 2050, researchers say, the resulting improvements in air quality will be substantial enough to slash both the risk of premature death and billions off the nation’s related health care costs.

    But there’s a catch.

    When it comes to better air to breathe, increased longevity, and reduced health care expenses, some parts of the country — such as Los Angeles, New York City and Chicago — are likely to gain considerably more from the greening of transportation than others.

    Study author H. Oliver Gao, director of systems engineering at Cornell University in Ithaca, N.Y., said he and his colleagues were not surprised by the broad finding that EVs will be a boon to American health.

    “We were expecting — and I believe most people are expecting — a substantial air quality and health benefit associated with electric transportation,” he noted.

    That’s because what folks drive matters: Vehicles powered by petroleum fuels — mostly gasoline and diesel — account for nearly 30% of greenhouse gas emissions in the United States.

    Fully electric cars, by contrast, have zero tailpipe emissions. While Gao noted that “the technology has actually been there for quite a few decades,” the move to an EV world is finally taking off.

    He said two major federal initiatives — the Infrastructure Investment and Jobs Act of 2021 and the Inflation Reduction Act of 2022 — include climate-friendly components. The Infrastructure Act, for example, invests $7.5 billion to build out a nationwide network of 500,000 EV chargers. The Inflation Reduction Act, meanwhile, includes tax credits for commercial vehicles that use clean energy.

    Even earlier, the number of electric cars sold globally rose from less than 1% in 2016 to 2.2% by 2018, and then 4.1% by 2020. By 2021, more than 8% of cars sold worldwide were EVs.

    In the United States alone, EV sales more than doubled between 2020 and 2021, from 0.3 million to 0.7 million vehicles, the study authors noted.

    “But it’s the cities where the real action is going to happen, because that’s where local officials — and citizens — are going to make the critical decisions that can really drive local adoption of electric vehicles,” Gao said.

    And at that level — in some places — the numbers are already far more impressive than those nationwide.

    In 2021, EVs accounted for 22% of sales in San Francisco alone; nearly 12% in Los Angeles and Seattle; and 3.4% in New York City.

    Still, the researchers “were surprised by the variability” of benefit across the cities and regions, Gao said.

    That variability became evident after his team reviewed several factors, including emissions data from the U.S. Environmental Protection Agency.

    The investigators also analyzed differing EV policies, regulations and incentives in place across the United States.

    They also did regional infrastructure assessments, looking at what’s already in place or planned, including how all the electricity that will be needed is produced from state to state.

    That led to public health projections for 30 metropolitan areas.

    The biggest winner: Los Angeles.

    By 2050, the improvement in air quality due to large-scale adoption of EVs would save nearly 1,200 lives a year, the study authors noted. It would also lower health care costs by an estimated $12.6 billion.

    The study also estimated that New York City would have nearly 600 fewer annual deaths projected and $6.24 billion in health care savings.

    Chicago, California’s San Joaquin Valley and Dallas would be the next-largest beneficiaries, with 276, 260 and 186 fewer deaths each year, respectively, and health savings ranging from $2 billion to $3 billion a year.

    Gao said the research team’s goal is to show cities and regions how policies already in place are likely to play out, while helping to support innovation and improved transportation plans in all American cities.

    That kind of advance planning is critical, according to Noelle Selin, an associate director at the Institute for Data, Systems and Society at the Massachusetts Institute of Technology in Cambridge, Mass., who reviewed the findings.

    “Given that transportation is a major source of air pollution, it’s not surprising that electrifying transportation is likely to improve air quality,” Selin said. “A large body of work has shown that moving away from fossil fuels can substantially benefit air quality as well as help mitigate climate change.”

    And for that reason, she said, “policies and incentives to promote electric cars are … important for both promoting public health and mitigating climate change.”

    The findings were recently published online in the journal Renewable and Sustainable Energy Reviews.

    At the Bhalswa landfill in northwest Delhi, a steady flow of jeeps zigzag up the trash heap to dump more garbage on a pile now over 62 meters (203 feet) high.

    Fires caused by heat and methane gas sporadically break out – the Delhi Fire Service Department has responded to 14 fires so far this year – and some deep beneath the pile can smolder for weeks or months, while men, women and children work nearby, sifting through the rubbish to find items to sell.

    Some of the 200,000 residents who live in Bhalswa say the area is uninhabitable, but they can’t afford to move and have no choice but to breathe the toxic air and bathe in its contaminated water.

    Bhalswa is not Delhi’s largest landfill. It’s about three meters lower than the biggest, Ghazipur, and both contribute to the country’s total output of methane gas.

    Methane is the second most abundant greenhouse gas after carbon dioxide, but a more potent contributor to the climate crisis because methane traps more heat. India creates more methane from landfill sites than any other country, according to GHGSat, which monitors methane via satellites.

    And India comes second only to China for total methane emissions, according to the International Energy Agency’s (IEA) Global Methane Tracker.

    As part of his “Clean India” initiative, Indian Prime Minister Narendra Modi has said efforts are being made to remove these mountains of garbage and convert them into green zones. That goal, if achieved, could relieve some of the suffering of those residents living in the shadows of these dump sites – and help the world lower its greenhouse gas emissions.

    India wants to lower its methane output, but it hasn’t joined the 130 countries who have signed up to the Global Methane Pledge, a pact to collectively cut global methane emissions by at least 30% from 2020 levels by 2030. Scientists estimate the reduction could cut global temperature rise by 0.2% – and help the world reach its target of keeping global warming under 1.5 degrees Celsius.

    India says it won’t join because most of its methane emissions come from farming – some 74% from farm animals and paddy fields versus less than 15% from landfill.

    In a statement last year, Minister of State for Ministry of Environment, Forest and Climate change Ashwini Choubey said pledging to reduce India’s total methane output could threaten the livelihood of farmers and affect India’s trade and economic prospects.

    But it’s also facing challenges in reducing methane from its steaming mounds of trash.

    When Narayan Choudhary, 72, moved to Bhalswa in 1982, he said it was a “beautiful place,” but that all changed 12 years later when the first rubbish began arriving at the local landfill.

    In the years since, the Bhalswa dump has grown nearly as tall as the historic Taj Mahal, becoming a landmark in its own right and an eyesore that towers over surrounding homes, affecting the health of people who live there.

    Choudhary suffers from chronic asthma. He said he nearly died when a large fire broke out at Bhalswa in April that burned for days. “I was in terrible shape. My face and nose were swollen. I was on my death bed,” he said.

    “Two years ago we protested … a lot of residents from this area protested (to get rid of the waste),” Choudhary said. “But the municipality didn’t cooperate with us. They assured us that things will get better in two years but here we are, with no relief.”

    The dump site exhausted its capacity in 2002, according to a 2020 report on India’s landfills from the Center for Science and Environment (CSE), a nonprofit research agency in New Delhi, but without government standardization in recycling systems and greater industry efforts to reduce plastic consumption and production, tonnes of garbage continue to arrive at the site daily.

    Bhalswa isn’t the only dump causing distress to residents nearby – it is one of three landfills in Delhi, overflowing with decaying waste and emitting toxic gases into the air.

    Across the country, there are more than 3,100 landfills. Ghazipur is the biggest in Delhi, standing at 65 meters (213 feet), and like Bhalswa, it surpassed its waste capacity in 2002 and currently produces huge amounts of methane.

    According to GHGSat, on a single day in March, more than two metric tons of methane gas leaked from the site every hour.

    “If sustained for a year, the methane leak from this landfill would have the same climate impact as annual emissions from 350,000 US cars,” said GHGSat CEO Stephane Germain.

    Methane emissions aren’t the only hazard that stem from landfills like Bhalswa and Ghazipur. Over decades, dangerous toxins have seeped into the ground, polluting the water supply for thousands of residents living nearby.

    In May, CNN commissioned two accredited labs to test the ground water around the Bhalswa landfill. And according to the results, ground water within at least a 500-meter (1,600-foot) radius around the waste site is contaminated.

    In the first lab report, levels of ammonia and sulphate were significantly higher than acceptable limits mandated by the Indian government.

    Results from the second lab report showed levels of total dissolved solids (TDS) – the amount of inorganic salts and organic matter dissolved in the water – detected in one of the samples was almost 19 times the acceptable limit, making it unsafe for human drinking.

    The Bureau of Indian Standards sets the acceptable limit of TDS at 500 milligrams/liter, a figure roughly seen as “good” by the World Health Organization (WHO). Anything over 900 mg/l is considered “poor” by the WHO, and over 1,200 mg/l is “unacceptable.”

    According to Richa Singh from the Center for Science and Environment (CSE), the TDS of water taken near the Bhalswa site was between 3,000 and 4,000 mg/l. “This water is not only unfit for drinking but also unfit for skin contact,” she said. “So it can’t be used for purposes like bathing or cleaning of the utensils or cleaning of the clothes.”

    Dr. Nitesh Rohatgi, the senior director of medical oncology at Fortis Memorial Research Institute, Gurugram, urged the government to study the health of the local population and compare it to other areas of the city, “so that in 15 to 20 years’ time, we are not looking back and regretting that we had a higher cancer incidence, higher health hazards, higher health issues and we didn’t look back and correct them in time.”

    Most people in Bhalswa rely on bottled water for drinking, but they use local water for other purposes – many say they have no choice.

    “The water we get is contaminated, but we have to helplessly store it and use it for washing utensils, bathing and at times drinking too,” said resident Sonia Bibi, whose legs are covered in a thick, red rash.

    Jwala Prashad, 87, who lives in a small hut in an alleyway near the landfill, said the pile of putrid trash had made his life “a living hell.”

    “The water we use is pale red in color. My skin burns after bathing,” he said, as he tried to soothe red gashes on his face and neck.

    “But I can’t afford to ever leave this place,” he added.

    More than 2,300 tonnes of Municipal Solid Waste arrive at Delhi’s largest dump in Ghazipur every day, according to a report released in July by a joint committee formed to find a way to reduce the number of fires at the site.

    That’s the bulk of the waste from the surrounding area – only 300 tonnes is processed and disposed of by other means, the report said. And less than 7% of legacy waste had been bio-mined, which involves excavating, treating and potentially reusing old rubbish.

    The Municipal Corporation of Delhi deploys drones every three months to monitor the size of the trash heap and is experimenting with ways to extract methane from the trash mountain, the report said.

    But too much rubbish is arriving every day to keep up. The committee said bio-mining had been “slow and tardy” and it was “highly unlikely” the East Delhi Municipal Corporation (which has now merged with North and South Delhi Municipal Corporations) would achieve its target of “flattening the garbage mountain” by 2024.

    “No effective plans to reduce the height of the garbage mountain have been made,” the report said. Furthermore, “it should have proposed a long time ago that future dumping of garbage in them would pollute the groundwater systems,” the report added.

    CNN sent a series of questions along with the data from the water testing questionnaire to India’s Environment and Health Ministries. There has been no response from the ministries.

    In a 2019 report, the Indian government recommended ways to improve the country’s solid waste management, including formalizing the recycling sector and installing more compost plants in the country.

    While some improvements have been made, such as better door-to-door garbage collection and processing of waste, Delhi’s landfills continue to accumulate waste.

    In October, the National Green Tribunal fined the state government more than $100 million for failing to dispose of more than 30 million metric tonnes of waste across its three landfill sites.

    “The problem is Delhi doesn’t have a concrete solid waste action plan in place,” said Singh from the CSE. “So we are talking here about dump site remediation and the treatment of legacy waste, but imagine the fresh waste which is generated on a regular basis. All of that is getting dumped everyday into these landfills.”

    “(So) let’s say you are treating 1,000 tons of legacy (waste) and then you are dumping 2,000 tons of fresh waste every day it will become a vicious cycle. It will be a never ending process,” Singh said.

    “Management of legacy waste, of course, is mandated by the government and is very, very important. But you just can’t start the process without having an alternative facility of fresh waste. So that’s the biggest challenge.”

    Big Oil companies have engaged in a “long-running greenwashing campaign” while raking in “record profits at the expense of American consumers,” the Democratic-led House Oversight Committee has found after a year-long investigation into climate disinformation from the fossil fuel industry.

    The committee found the fossil fuel industry is “posturing on climate issues while avoiding real commitments” to reducing greenhouse gas emissions. Lawmakers said it has sought to portray itself as part of the climate solution, even as internal industry documents reveal how companies have avoided making real commitments.

    “Today’s documents reveal that the industry has no real plans to clean up its act and is barreling ahead with plans to pump more dirty fuels for decades to come,” House Oversight Committee Chair Carolyn Maloney told CNN in a statement.

    For example, lawmakers reported, BP has stated it strives to “be a net zero company by 2050 or sooner,” but the committee found internal BP documents that show the company’s recent plans do not align with the company’s public comments.

    In a July 2017 email between several of the company’s high-level officials about whether to invest in curbing emissions from one of its gas projects off the coast of Trinidad and Tobago, BP’s vice president of engineering stated that BP had “no obligation to minimize GHG [greenhouse gas] emissions” and that the company should only “minimize GHG emissions where it makes commercial sense,” as required by code or if it fits into a regional strategy.

    The committee said documents uncovered also showed the fossil fuel industry has presented natural gas as a so-called “bridge fuel” to transition to cleaner sources of energy, all while doubling down on its long-term reliance on fossil fuels with no clear plan of action to full transition to clean energy.

    A strategy slide presented to the Chevron Board of Directors from CEO Mike Wirth and obtained by the committee states that while Chevron sees “traditional energy business competitors retreating” from oil and gas, “Chevron’s strategy” is to “continue to invest” in fossil fuels to take advantage of consolidation in the industry.

    In a 2016 email from a BP executive to John Mingé, then-Chairman and President of BP America, and others, about climate and emissions, an employee assessed that the company often adopted an obstructionist strategy with regulators, noting, “we wait for the rules to come out, we don’t like what we see, and then try to resist and block.”

    “The fossil fuel industry has of late been involved in extensive “greenwashing”—misleading claims in advertisements, particularly on social media, claiming or suggesting that they are “Paris aligned,” and that they are committed to meaningful solutions,” Naomi Oreskes, a Harvard professor who has studied the fossil fuel industry’s rebuke of climate science, told CNN. “Numerous analyses shows that these claims are untrue.”

    BP, Chevron, Exxon, Shell, the American Petroleum Institute and the U.S. Chamber of Commerce were the focus of Democratic lawmakers’ investigation. The companies have denied engaging in a disinformation campaign surrounding climate change and the role the industry has played in fueling it for decades. CNN has reached out to the companies and organizations for comment on the committee’s findings.

    Todd Spitler, a spokesperson for Exxon, said in a statement the committee took internal company communications out of context.

    “The House Oversight Committee report has sought to misrepresent ExxonMobil’s position on climate science, and its support for effective policy solutions, by recasting well intended, internal policy debates as an attempted company disinformation campaign,” Spitler said. “If specific members of the committee are so certain they’re right, why did they have to take so many things out of context to prove their point?”

    Democratic lawmakers had hoped the committee’s hearings would be the fossil fuel industry’s “Big Tobacco” moment — a nod to the famous 1994 hearings when tobacco CEOs insisted that cigarettes were not addictive, triggering accusations of perjury and federal investigations.

    The impact of House Oversight’s investigation into Big Oil will not be as immediate, but Rep. Ro Khanna, a Democrat and the chair of Oversight’s environmental subcommittee, said the findings have added to the historical record for the industry and its role in global warming.

    “These hearings and reports have been historic because we succeeded in bringing in the heads of Exxon, Chevron, Shell, BP, API, and the U.S. Chamber of Commerce to testify under oath for the first time ever about efforts to mislead the public on climate and forced them to provide explosive internal documents” Khanna told CNN in a statement. “I have no doubt that this work will be analyzed for years to come and help deepen our understanding about the entire industry’s role in funding and facilitating climate disinformation.”

    Democratic lawmakers said the oil and gas industry obstructed their investigation throughout the more than year-long process. Many of their requests for internal documents were heavily redacted by the companies, which did not specify reasons for withholding the information.

    In other cases, documents were heavily redacted because companies like Exxon said the information was “proprietary and confidential,” though the lawmakers noted that is not a valid reason to withhold information in a committee subpoena.

    “These companies know their climate pledges are inadequate but are prioritizing Big Oil’s record profits over the human costs of climate change,” Maloney said. “It’s time for the fossil fuel industry to stop lying to the American people and finally take serious steps to reduce emissions and address the global climate crisis they helped create.”
