    The UK has greenlit a controversial plan to open the country’s first new coal mine in three decades, a little more than a year after the nation tried to convince the world to ditch coal at the COP26 climate talks in Glasgow.

    Michael Gove, the UK housing and communities secretary, on Wednesday approved the plan to open the Whitehaven coal mine in Cumbria, a county in northwestern England that is home to the World Heritage-listed Lake District.

    The controversial mine is expected to create more than 500 jobs. But the environmental trade-off is steep: The UK Climate Change Committee (CCC), an independent group that advises the government, has estimated the mine and the coal it will produce will emit around 9 million tons of planet-warming emissions every year.

    Supporters of the mine argue the project will create jobs and secure the fossil fuel for British steelmaking; however, 85% of the coal mined is due to be exported.

    The CCC has criticized the decision. Committee chairman Lord Deben said in a statement: “Phasing out coal use is the clearest requirement of the global effort towards Net Zero. We condemn, therefore, the Secretary of State’s decision to consent to a new deep coal mine in Cumbria, contrary to our previous advice. This decision grows global emissions and undermines UK efforts to achieve Net Zero.”

    The mine’s approval was also met with fierce criticism from scientists and environmentalists.

    “A new coal mine in Cumbria makes no sense environmentally or economically,” said Paul Ekins, Professor of Resources and Environmental Policy at the UCL Institute for Sustainable Resources, in a statement. “It will add to global CO2 emissions, as the new supply will not replace other coal but divert it elsewhere, and it will become stranded in the 2030s as the steel industry globally moves away from coal.”

    Ekins also said that the mine’s approval “trashes the UK’s reputation as a global leader on climate action and opens it up to well justified charges of hypocrisy – telling other countries to ditch coal while not doing so itself.”

    The government initially approved the project, but then put it on hold after a wave of protests, including a 10-day hunger strike by two teenage activists.

    It came under intense pressure to reject the plan in 2021, the year it hosted the COP26 talks in Glasgow.

    Alok Sharma, the COP26 President and a lawmaker for the governing Conservative Party, campaigned against the mine.

    “Opening a new coal mine will not only be a backward step for UK climate action but also damage the UK’s hard-won international reputation, through our COP26 Presidency, as a leader in the global fight against climate change,” he said ahead of the announcement on Wednesday.

    The decision comes a little more than a year after the conference, and after lengthy discussions between the UK government, local authorities and the public.

    The Cumbria County Council had also approved the plan three times, but it backtracked its decision last February and called for a planning inquiry, effectively shifting the decision to the national government.

    The Whitehaven mine, also known as the Woodhouse Colliery, is scheduled to operate until 2049, which is just a year before the UK’s self-imposed deadline to slash greenhouse gas emissions to net zero (emitting as little greenhouse gas as possible, and offsetting any emissions that cannot be avoided).

    According to the International Energy Agency, investment into new fossil fuels infrastructure must stop immediately if the world wants any chance of achieving net zero by 2050. The latest climate science shows that achieving net zero by mid-century is necessary to keep temperatures from rising well above 1.5 degrees Celsius, compared with pre-industrial times. Beyond that threshold, the world will face climate crisis impacts that could take millennia to correct, or could be irreversible altogether.

    Climate activists have protested against the project, while West Cumbria Mining, which is developing the mine, said the project would bring hundreds of new jobs into a struggling region. Its opponents argue these jobs may not be secure, given the huge momentum in Europe to phase out coal.

    “Opening a coal mine in Cumbria is investing in 1850s technology and does not look forward to the 2030s low carbon local energy future,” Stuart Haszeldine, a professor at the School of GeoSciences at the University of Edinburgh, said in a statement.

    BERLIN — Swiss environmentalists criticized the election Wednesday of a top car- and oil-industry lobbyist to the new government, calling it a “disaster for climate policy.”

    Lawmakers picked Albert Roesti of the nationalist Swiss People’s Party as one of two new members of the Cabinet, or Federal Council.

    The election was necessary following the retirement of two long-serving members in the seven-seat government, which traditionally includes politicians from all the country’s major parties.

    Roesti was until recently the president of Switzerland’s fuel importer association Swissoil. He remains the president of Auto Schweiz, the association of car importers in Switzerland. As part of his lobby work, Roesti successfully campaigned against a bill designed to reduce the Alpine nation’s greenhouse gas emissions.

    “In the middle of the climate crisis the Swiss Parliament has elected the top car and oil lobbyist to the Federal Council,” the group Climate Strike said in a statement. “This is a disaster not just for Switzerland, but our entire generation.”

    It called on other members of the government not to let Roesti head the Ministry for Environment, Energy and Transport. That post became vacant with the retirement of Simonetta Sommaruga, one of two departing ministers.

    Also elected to the council Wednesday was Elisabeth Baume-Schneider, a member of the left-leaning Social Democrats.

    In order to keep a check on the capital’s worsening air quality, the Centre’s air quality panel has imposed fresh restrictions on construction and demolition activities. The Commission for Air Quality Management (CAQM) has directed authorities in Delhi-NCR to ban all non-essential construction work in the region under Stage III of the Graded Response Action Plan (GRAP).

    Delhi’s 24-hour average air quality index (AQI) stood at 407 at 4 pm on Sunday.

    For this, the Sub-Committee for operationalization of the revised GRAP held a meeting on Sunday to review the air quality situation in Delhi. The GRAP Sub-Committee decided to implement GRAP Stage III of in the entire NCR in a move to prevent further deterioration of air quality. Moreover, the new restrictions are in addition to the restrictive actions mentioned in GRAP Stage I and II.

    GRAP (Graded Response Action Plan) is an emergency response action plan invoked with a view to curb the further deterioration of adverse air quality scenarios in Delhi and NCR.

    However, essential projects concerning national security, defence, railways and metro rail, among others, are exempted from the restrictions.

    An AQI between 201 and 300 is considered ‘poor’, 301 and 400 ‘very poor’, and 401 and 500 ‘severe’.

    The Los Angeles City Council voted unanimously on Friday to ban drilling of new oil and gas wells and phase out existing ones over the next 20 years.

    The vote comes after more than a decade of complaints from city residents that pollution drifting from wells was affecting their health. Los Angeles was once a booming oil town, but many of its oilfields are now played out.

    “Hundreds of thousands of Angelenos have had to raise their kids, go to work, prepare their meals (and) go to neighborhood parks in the shadows of oil and gas production,” said Los Angeles City Council president Paul Krekorian, one of the councilmembers who introduced this measure. “The time has come …. when we end oil and gas production in the city of Los Angeles.”

    Two engineers with Yorke Engineering, a California-based company that does air quality and environmental compliance review, spoke in opposition to the ordinance. They said a ban and phase out will have a negative effect because oil and gas operators will abandon wells. They said this is being underestimated by the city. If they walk away, that will mean increased air pollution and greenhouse gas emissions, they said.

    But Los Angeles City Attorney Mike Feuer said these claims are “not credible,” citing a review by Impact Sciences, another California-based firm that performed an environmental analysis of the ordinance for the city.

    A document prepared by the Los Angeles city controller’s office in 2018 said there were 780 active and 287 idle wells within city boundaries. An idle well is one that is not operating, but neither has it been permanently sealed, so it could be brought back into production.

    Many more well lie just outside the city limits, in Carson, Inglewood and Long Beach. Long Beach is the home of a good part of the extremely prolific Wilmington oil field, which yielded more than 10 million barrels of crude oil in 2019, according to state records.

    There is research on the possible effect of pollution emanating from some of the city’s existing oil and gas wells.

    Researchers from the University of Southern California found in a study in 2021 that people living near wells in two Los Angeles neighborhoods — University Park and Jefferson Park — reported significantly higher rates of wheezing, eye and nose irritation, sore throat and dizziness than neighbors living farther away. Both of those communities are predominantly non-white with large Black and Latino communities, according to the U.S. Census.

    The push to ban drilling in the City of Los Angeles is part of a region-wide effort to shut down oil and gas extraction through the County of Los Angeles, with similar measures covering Culver City and unincorporated parts of Los Angeles County passed in 2021.

    “In Los Angeles, we sit on the largest urban oil deposit in the world,” said councilmember Marqueece Harris-Dawson ahead of the vote. “So if Los Angeles can do it, cities around the world can do it.”

    NASHVILLE, Tenn. — The nation’s largest public utility on Friday recommended replacing an aging coal burning power plant with natural gas, ignoring calls for the Tennessee Valley Authority to speed its transition to renewable energy.

    TVA announced the completion of its environmental impact statement for replacing the Cumberland Fossil Plant near Cumberland City, Tennessee. The federally owned utility considered replacing the two coal-fired turbines there with solar panels but instead recommended a combined-cycle natural gas plant.

    Solar and battery storage would be more costly, requiring transmission upgrades that could take a decade to complete, according to a news release from TVA. The decision still needs the approval of TVA President and CEO Jeff Lyash, who has previously spoken in favor of natural gas.

    “Our focus is on ensuring that we provide affordable, reliable, resilient, and clean energy for generations to come,” Lyash said in the news release.

    TVA’s plan would idle one unit of the coal plant by the end of 2026 and the second by the end of 2028. The utility says a natural gas plant there could be built and operational by 2026, with construction beginning as early as summer 2023.

    The announcement drew backlash from groups that include the Center for Biological Diversity.

    “TVA’s plan to build a new gas plant and pipeline in the midst of climate catastrophe is reckless,” Gaby Sarri-Tobar, with the group’s energy justice program, said in a statement. “This is a slap in the face to the 10 million customers who rely on TVA and makes a mockery of the Biden administration’s clean energy pledges.”

    President Joe Biden has said he wants a carbon-pollution-free energy sector by 2035. TVA has set a goal to reduce greenhouse gas emissions by 80% by 2035, compared with 2005 levels.

    Scientists, meanwhile, have warned that failing to meet Biden’s 2035 target will only lead to more intense and more frequent extreme weather events, as well as droughts, floods and wildfires. Teams of meteorologists across the world have predicted there is nearly a 50-50 chance that Earth will temporarily hit a global warming temperature threshold international agreements are trying to prevent within the next five years.

    The TVA board of directors last year delegated any decision on Cumberland’s replacement to Lyash. He has said TVA will not be able to meet the 100% reduction goal without technological advances in energy storage, carbon capture and small modular nuclear reactors. The utility has its own aspirational goal of net zero emissions by 2050.

    Those opposing the construction of a new gas plant have pointed out it will likely be around for decades, long past the 2035 decarbonization goal. They have also criticized TVA for not considering options that could decrease the demand for new electricity like improved energy efficiency and demand response — which helps customers change their usage patterns to flatten peak demand periods.

    U.S. Sen. Ed Markey, a Massachusetts Democrat, has emerged in legislative hearings as a key critic of TVA. He said the utility should not be moving forward on the Cumberland decision while Biden’s nominees for its board await Senate confirmation. Their installation would create a new board majority.

    “The Tennessee Valley Authority is showing yet again that it is willing to lock its customers into expensive and volatile fossil fuel generation, rather than take this opportunity to adopt reliable renewable energy,” Markey said in a statement Friday. “As the largest public power company in the country, the TVA has a responsibility to be a leader, not a laggard, in delivering clean, affordable power to its customers.”

    Meanwhile, a permit application with the Federal Energy Regulatory Commission is still pending for a 32-mile (51-kilometer) natural gas pipeline branch to link to the proposed new Cumberland plant. Kinder Morgan Inc. said one of its subsidiaries filed the application in July. Pending regulatory approval, construction would begin in August 2024, with an expected September 2025 for the pipeline to be in service, the company said.

    TVA provides electricity to 10 million people in Tennessee and parts of the surrounding states of Alabama, Mississippi, Kentucky, Georgia, North Carolina and Virginia.

    HONOLULU — Lava is shooting 100 feet to 200 feet (30 to 60 meters) into the air as Hawaii‘s Mauna Loa, the world’s largest active volcano, erupts for the first time in nearly 40 years.

    For now, lava is not threatening any homes or communities and no evacuation orders have been issued. Lava could eventually reach neighborhoods as it flows downhill though it could take a week or more for molten rock to reach populated areas.

    Mauna Loa is spewing sulfur dioxide and other volcanic gases. They form volcanic smog, or vog, when they mix with vapor, oxygen and dust in sunlight. As a result, state health officials are urging people to cut back on outdoor exercise and other activities that cause heavy breathing.

    Mauna Loa last erupted in 1984. It’s smaller, more active neighbor, Kilauea volcano, has been erupting continuously for more than a year since September 2021.

    WHERE IS MAUNA LOA?

    Mauna Loa is one of five volcanoes that together make up the Big Island of Hawaii, which is the southernmost island in the Hawaiian archipelago. It’s not the tallest (that title goes to Mauna Kea) but it’s the largest and makes up about half of the island’s land mass.

    It sits immediately north of Kilauea volcano, which is well-known for a 2018 eruption that destroyed 700 homes and sent rivers of lava spreading across farms and into the ocean.

    Mauna Loa last erupted 38 years ago. The current eruption is its 34th since written history began in 1843.

    The Big Island is mostly rural and hosts cattle ranches and coffee farms but it is also home to a few small cities, including the county seat of Hilo which has a population of 45,000.

    It’s about 200 miles (320 kilometers) south of Hawaii’s most populous island, Oahu, where the state capital Honolulu and beach resort Waikiki are both located.

    Mauna Loa’s volume is estimated at least 18,000 square miles (75,000 square kilometers), making it the world’s largest volcano when measured from the ocean floor to its summit.

    WHERE IS MAUNA LOA ERUPTING FROM?

    The eruption began Sunday night at its summit after a series of large earthquakes. It then spread to vents that formed in a rift zone where the mountain is splitting apart and it’s easier for magma to emerge.

    These vents are on the mountain’s northeast side and lava emerging there could head toward Hilo which is on the east side of the island.

    Ken Hon, scientist-in-charge at the Hawaiian Volcano Observatory, said he doesn’t expect additional vents to form on the volcano’s southwest rift zone during this eruption. That means communities to the west would be spared lava flows this time.

    Mauna Loa’s also erupted from the northeast in 1984. That time, lava headed toward Hilo but stopped a few miles short of the city.

    Historically, each Mauna Loa eruption has lasted a few weeks. Hon expects the current eruption to follow this pattern.

    IS MAUNA LOA EXPLODING LIKE MOUNT ST. HELENS?

    Mauna Loa is not exploding like Washington state’s Mount St. Helens did in 1980, killing 57 people. That eruption sent ash soaring over 80,000 feet (24,384 meters) and raining down as far as 250 miles (400 kilometers) away.

    The magma in Mount St. Helens tends to be stickier and traps more gas, making it much more likely to explode when it rises. It’s of a variety called composite volcanoes, which form concave cones.

    Mauna Loa’s magma tends to be hotter, drier and more fluid. That allows the magma’s gas to escape and lava to flow down the side the volcano the way it is starting to do now. Mauna Loa is a shield volcano, named because the long, broad flanks built by repeated lava flows give it the appearance of a warrior’s shield.

    In 1989, Alaska’s Redoubt Volcano, another composite volcano, belched an 8-mile cloud of ash that clogged all four engines of a KLM Royal Dutch Airlines jet. The plane fell 13,000 feet before all engines restarted and the plane landed without injury to the 245 people aboard.

    Mauna Loa released some ash this time but on a vastly smaller scale than these examples from composite volcanoes.

    WHAT HAZARDS ARE POSED BY MAUNA LOA’S ERUPTION?

    -Lava: Molten rock could cover houses, farms or neighborhoods, depending on where it flows. But lava from the northeast rift zone will likely take at least a week to reach populated areas allowing people time to evacuate if needed.

    -Volcanic gas: Mauna Loa is releasing volcanic gases, mostly sulfur dioxide. The gases are present in their highest concentrations in the immediate area around the summit crater or vents. But they also combine with other particles to form vog, which can spread across the Big Island and even waft over to the state’s other islands.

    Vog can give healthy people burning eyes, headaches and sore throats. It can send those with asthma or other respiratory problems to the hospital.

    -Glass particles: When hot lava erupts from a fissure and rapidly cools, it forms glass particles named “Pele’s hair” and “Pele’s tears” after the Hawaiian goddess of volcanoes.

    The particles tend not to travel far from volcanic vents — maybe only a few hundred yards or a mile and won’t threaten many people, said Aaron Pietruszka, an associate specialist at the University of Hawaii’s Department of Earth Sciences.

    “It just literally looks like hair strands. And that’s where the fluid lava is stretched by the wind to make long, thin strands,” said Pietruszka.

    The glass bits — as short as a few millimeters or as long as a few inches — can be sharp.

    “You wouldn’t want to be digging your hands in it because you could get a cut,” Pietruszka said.

    An N95 or KF94 mask would protect against these glass particles but not against volcanic gas, said Dr. Libby Char, the director of the state Department of Health.

    “Pele’s hair” specimens from Kilauea volcano’s eruption are visible at Hawaii Volcanoes National Park.

    HOW SIGNIFICANT ARE MAUNA LOA’S GREENHOUSE GAS EMISSIONS?

    Mauna Loa released about 15,000 tons of carbon dioxide per day during its 1984 eruption, according to USGS data.

    That’s equivalent to the annual emissions from 2,400 sport utility vehicles.

    Scientists say all of Earth’s volcanoes combined emit less than one percent of the carbon dioxide that humans produce each year.

    The Great Barrier Reef should be added to the list of world heritage sites that are “in danger”, a team of scientists concluded after conducting a mission to the world’s largest coral reef system.

    In a new UN-backed report released on Monday, the scientists said that the reef is facing major threats due to the climate crisis and that action to save it needs to be taken “with upmost urgency.”

    “The mission team concludes that the property is faced with major threats that could have deleterious effects on its inherent characteristics, and therefore meets the criteria for inscription on the list of World Heritage in danger,” the report said.

    The 10-day monitoring mission by UNESCO scientists in March came months after the World Heritage Committee made an initial recommendation to list Australia’s Great Barrier Reef as “in danger” due to the accelerating impacts of human-caused climate change.

    At the time, the agency called on Australia to “urgently” address the worsening threats of the climate crisis, but received immediate pushback from the Australian government.

    The long-anticipated final mission report lays out key steps that the scientists say need to be taken urgently, though the report itself was published after a six-month delay. Originally scheduled to be released in May before UNESCO’s World Heritage Committee meeting in Russia, the report was postponed due to the ongoing war in Ukraine.

    The recommendations include slashing greenhouse gas emissions, reassessing proposed projects and credit schemes, and scaling up financial resources to ultimately protect the reefs.

    Spanning nearly 133,000 square miles and home to more than 1,500 species of fish and over 400 species of hard corals, the Great Barrier Reef is an extremely critical marine ecosystem on the Earth.

    It also contributes $4.8 billion annually to Australia’s economy and supports 64,000 jobs in tourism, fishing and research, according to the Great Barrier Reef Foundation.

    But as the planet continues to warm, because of the growing amount of greenhouse gases in the atmosphere, the reef’s long-term survival has come into question. Warming oceans and acidification caused by the climate crisis have led to widespread coral bleaching. Last year, scientists found the global extent of living coral has declined by half since 1950 due to climate change, overfishing and pollution.

    The outlook is similarly grim, with scientists predicting that about 70% to 90% of all living coral around the world will disappear in the next 20 years. The Great Barrier Reef, in particular, has suffered many devastating mass bleaching events since 2015, caused by extremely warm ocean temperatures brought by the burning of fossil fuels such as coal, oil and gas.

    During the UNESCO monitoring missions, reef managers found that the Great Barrier Reef is suffering its sixth mass bleaching event due to heat stress caused by climate change. Aerial surveys of around 750 reefs show widespread bleaching across the reef, with the most severe bleaching observed in northern and central areas.

    Bleaching happens when stressed coral is deprived of its food source. With worsening conditions, the corals can starve and die, turning white as its carbonate skeleton is exposed.

    “Even the most robust corals require nearly a decade to recover,” Jodie Rummer, associate professor of Marine Biology at James Cook University in Townsville, previously told CNN. “So we’re really losing that window of recovery. We’re getting back-to-back bleaching events, back-to-back heat waves. And, and the corals just aren’t adapting to these new conditions.”

    Weeks before the mission, global scientists with the UN Intergovernmental Panel on Climate Change released an alarming report concluding that with every extreme warming event, the planet’s vital ecosystems like the Great Barrier Reef are being pushed more toward tipping points beyond which irreversible changes can happen.

    As researchers on the mission assessed the dire state of one of the world’s seven natural wonders, they witnessed how the climate crisis has drastically changed the coral reef system.

    A decision on whether the reef should be officially labeled as “in danger” will be made by the World Heritage Committee next year, once UNESCO compiles a more thorough report that will include responses from the Australian federal and state governments.

    TAIPEI, Taiwan — Voters headed to the polls across Taiwan in a closely watched local election Saturday that will determine the strength of the island’s major political parties ahead of the 2024 presidential election.

    Taiwanese citizens will be picking their mayors, city council members and other local leaders in all 13 counties and the six major cities. There’s also a referendum to lower the voting age from 20 to 18. Polls opened at 8 a.m. (0000GMT) Saturday.

    While international observers and the ruling party have attempted to link the elections to the long-term existential threat that is Taiwan’s neighbor, many local experts do not think China has a large role to play this time around.

    “The international society have raised the stakes too high. They’ve raised a local election to this international level, and Taiwan’s survival,” said Yeh-lih Wang, a political science professor at National Taiwan University.

    President Tsai Ing-wen, who also serves as the chairman of the ruling Democratic Progressive Party, has spoken out many times about “opposing China and defending Taiwan” in the course of campaigning. But the DPP’s candidate Chen Shih-chung, who was running for mayor in Taipei, only raised the issue of the Communist Party’s threat a few times before he quickly switched back to local issues as there was little interest, experts said.

    During campaigning, there were few mentions of the large-scale military exercises targeting Taiwan that China held in August in reaction to U.S. House Speaker Nancy Pelosi’s visit.

    “So I think if you can’t even raise this issue in (the capital) Taipei,” Wang said. “You don’t even need to consider it in cities in the south.”

    Instead, campaigns resolutely focused on the local: air pollution in the central city of Taichung, traffic snarls in Taipei’s tech hub Nangang, and the island’s COVID-19 vaccine purchasing strategies, which had left the island in short supply during an outbreak last year.

    Candidates spent the last week before the elections in a packed public schedule. On Sunday, the DPP’s Chen marched through Taipei with a large parade filled with dancers in dinosaur suits and performers from different countries. Chiang Wan-an, the Nationalist party’s mayoral candidate, canvassed at a hardware market, while Vivian Huang, an independent candidate, visited lunch stalls at a market. All three made stops at Taipei’s famous night markets.

    The question is how the island’s two major political parties — the Nationalist and the incumbent DPP — will fare. Because both Tsai and the Nationalist’s chair Eric Chu handpicked candidates, the performance will impact their own standings within their party, as well as the party’s strength in the coming two years.

    “If the DPP loses many county seats, then their ability to rule will face a very strong challenge,” said You Ying-lung, chair at the Taiwanese Public Opinion Foundation that regularly conducts public surveys on political issues.

    The election results will in some ways also reflect the public’s attitude towards the ruling party’s performance in the last two years, You said.

    Observers are also watching to see if outgoing Taipei mayor Ko Wen-je’s Taiwan People’s Party’s candidates will pick up a mayoral seat. A 2024 presidential bid for Ko will be impacted by his party’s political performance Saturday, analysts say. Ko has been campaigning with his deputy, the independent mayoral candidate Huang, for the past several weeks.

    Food stall owner Hsian Fuh Mei said he was supporting Huang.

    “We want to see someone international,” he said. “If you look at Singapore, before we were better than Singapore, but we’ve fallen behind. I hope we can change direction.”

    Others were more apathetic to the local race. “It feels as if everyone is almost the same, from the policy standpoint,” said 26-year-old Sean Tai, an employee at a hardware store.

    Tai declined to say who he was voting for, but wants someone who will raise Taipei’s profile and bring better economic prospects while keeping the status quo with China. “We don’t want to be completely sealed off. I really hope that Taiwan can be seen internationally,” he said.

    The recently-concluded COP27 was dubbed the “African COP” – with the continent center stage in the global effort to fight the causes and effects of climate change.

    As negotiations in the Egyptian resort of Sharm el-Sheikh spilled over into the weekend, there was a significant breakthrough on one of the most fractious elements – creating a fund to help the most vulnerable developing nations hit by climate disasters.

    The backdrop for COP27 was a series of catastrophic global weather events including record-breaking floods in Pakistan and Nigeria, the worst droughts in four decades in the Horn of Africa, and severe European heatwaves and hurricanes in the US.

    The loss and damage fund – to pay for the sudden impacts of climate change which are not avoided by mitigation and adaptation – has been a major obstacle in COP talks.

    The richest, most polluting nations have been reluctant to agree to a deal, worried that it could put them on the hook for costly legal claims for climate disasters.

    I welcome progress here, as African nations are bearing the brunt of climate change. The continent contributes around 3% of global greenhouse gas emissions, according to the UN Environment Programme and the International Energy Agency (IEA).

    Climate change is estimated to cost the continent between $7bn and $15bn a year in lost economic output or GDP, rising to $50bn a year by 2030, according to the African Development Bank (AfDB).

    But my joy is muted – the devil is in the detail, as ever. As an African diaspora entrepreneur whose work focuses significantly on the impact of climate change on the risk profile of African financial institutions and nations, I am concerned about the lack of detail about how the fund would work, when it will be implemented, and the timescale. I fear these could take years.

    During a recent visit to the US, I discussed reparation money with US Democrat Congresswoman Rep. Ilhan Omar. She said it was important for the US and other countries to make heavy investments, which could come in the form of reparations.

    She spoke about the importance of consulting impacted communities in Africa to avoid exploitation and the need for countries such as the US and China to end fossil fuel expansion and phase out existing oil, gas, and coal in a way that is “fair and equitable.”

    Adaptation is Africa’s big challenge – the AFDB estimates that the continent needs between $1.3 to $1.6 trillion by 2030 to adapt to climate change.

    The bank’s Africa Adaptation Acceleration Program, in partnership with the Global Center on Adaptation (GCA), aims to mobilize $25bn in finance for Africa, for projects such as weather forecasting apps for farmers and drought-resistant crops.

    It is now time for African nations to levy a climate export tax on commodities, such as cocoa and rubber, to help pay for climate adaptation. But it still falls short of the money Africa needs.

    Adaptation is all about building resilience and capacity, and I believe our governments, banks, and businesses must also adapt.

    I am calling on our governments, institutions, and companies to boost efforts to attract green finance and make Africa more resilient by improving governance, tax systems, anti-corruption efforts, and legal compliance.

    Sustainability is not a business tax, it is essential for business survival. Only companies focused on the changing world around us – from regulation to consumer and investor attitudes – will survive the climate crisis.

    Businesses that ignore this can expect fines, boycotts, and limited access to funding. Banks will suffer too. So the financial sector must be better prepared and more agile.

    This message will be reinforced when I meet CEOs, banking executives, and Nigeria’s central bank at the 13th Annual Bankers’ Committee Retreat, organized by the Nigerian Bankers Committee, in Lagos next month. The aim is to support the country’s biggest banks as they navigate new international sustainability rules.

    Increasingly, investment funds must conform to green taxonomies – a system that highlights which investments are sustainable and which are not. In other words, banks will only support investments by institutions in G20 countries if they conform to national or supranational rules, such as the European Union’s Green Taxonomy.

    This will not only help tackle greenwashing but also help companies and investors make more informed green choices. Additionally, G20 countries are asking their banks to forecast how risky their loans are due to climate change.

    African nations must implement robust systems to mobilize private capital and foreign direct investment in key sectors. Governments must ensure they have an enabling environment for increased green investments.

    Regulators must strengthen their capacity to develop and effectively enforce climate-related rules. Companies, especially banks, should strengthen climate risk management teams, regulatory compliance expertise, and preparation of bankable projects for international climate finance. This is the foundation for a successful transition to a low–carbon economy.

    Looking ahead, there are other actions we can take. The African Continental Free Trade Area (AfCFTA) – the world’s largest free trade area and single market of almost 1.3bn people – could protect Africa from the adverse impacts of climate change, such as food insecurity, conflict, and economic vulnerability.

    It could lead to the development of regional and continental value chains, inter-Africa trade deals, job creation, security, and peace. A single market could drive less energy-intensive economic growth while keeping emissions low, for example by developing regional energy markets and manufacturing hubs.

    But we need much better pan-Africa coordination, like the European Union, to accelerate the AfCFTA. I urge our governments to work together and take swift and concrete actions to ensure the full and effective implementation of the AfCFTA. There is no time to waste.

    This will not be popular with some African regimes because they will be forced to be more transparent and accountable with their public finances.

    This year’s COP may have been marred by chaos, rows between rich and poorer nations, and broken multi-billion-dollar pledges by developed countries who created the climate crisis.

    Many observers point out the final deal did not include commitments to phase down or reduce the use of fossil fuels.

    But, the deal to create a pooled fund for countries most affected by climate change is significant, and as UN secretary general António Guterres warned, it was no time for finger-pointing.

    It is also no time for the blame game. It is a wake-up call for African governments, banks, institutions, and companies to unite, step up, and adapt to a new climate reality.

    OSTRAVA, Czech Republic — In this part of northeastern Czech Republic, huge piles of coal are stacked up ready to sell to eager buyers and smoke belches from coal-fired plants that are ramping up instead of winding down.

    Ostrava has been working for decades to end its legacy as the most polluted area of the country, transitioning from an industrial working-class stronghold to a modern city with tourist sights. But Russia’s war in Ukraine has triggered an energy crisis in Europe that as paved the way for coal’s comeback, endangering climate goals and threatening health from increased pollution.

    Households and businesses are turning to the fuel once considered obsolete as they seek a cheaper option than natural gas, whose prices have surged as Russia slashed supplies to Europe.

    Demand for brown coal — the cheapest and most energy inefficient form — used by Czech households jumped by almost 35% in the first nine months of 2022 over a year earlier.

    In the same period, production rose more than 20%, the first increase after an almost continuous, decadeslong decline, the Czech Industry and Trade Ministry said.

    “We’re worried,” said Zdenka Němečková Crkvenjaš, who is responsible for environment as a member the governing council of the Moravian-Silesian region. “If the prices won’t go down, what might happen is that we’ll be facing an increased pollution.”

    The region is part of the Upper Silesian Coal Basin, a large industrialized area straddling the Czech-Polish border with rich deposits of coal and factories producing steel, power and the type of coal used for steel-making that date to the 19th century.

    A combination of burning coal for residential heating and industrial plants resulted in “catastrophic” air pollution at the end of the communist era in 1989, said Petr Jančík from Technical University Ostrava, an air pollution expert who cooperated on the Air Tritia project that recently produced an online model of the polluted air on the Czech-Polish-Slovak border.

    Coal-fired power is not only disastrous for climate, it’s also a health hazard, releasing heavy particle emissions, nitrogen oxides and mercury, which contaminates fish in lakes and rivers.

    A decline of industrial and mining activities and advent of new environmental standards after the Czech Republic joined the European Union in 2004 vastly improved air quality.

    But big challenges remain.

    Airborne dust emissions — PM10 particles — now meet environmental limits in the region, but concentrations of smaller PM2.5 particles that can reach deep into the lungs and bloodstream still do not hit World Health Organization standards.

    A 2021 study of more than 800 European cities by Spain’s Barcelona Institute for Global Health, or ISGlobal, puts the regional capital of Ostrava and the nearby towns of Karviná and Havířov among the top 10 most polluted European cities. It estimated that 529 deaths a year could be avoided in those three cities if air quality guidelines are met.

    Burning coal also spews the dangerous substance benzo(a)pyrene, whose levels are still high despite government programs that pay to replace old furnaces with more effective ones that reduce pollution.

    Some 50,000 furnaces still need to be replaced in the Ostrava region, said Němečková Crkvenjaš, estimating that figure at 500,000 in a more populated and polluted area across the border in Poland.

    “I’m afraid this winter won’t be ideal as far the air pollution is concerned,” she said. “I’ll be delighted if I’m wrong.”

    Roman Vank, a board member for coal seller Ridera in Ostrava, said coal sales went up some 30% compared with last year. The cheapest form — brown coal — was most in demand.

    Jančík, the scientist, said the impact to air quality is hard to predict right away, especially if it’s another mild winter, and that pollution “might get only slightly worse.”

    He said a positive development is that high natural gas and electricity prices force people to acquire solar panels, more effective heating systems and try to become less dependent on sources of energy.

    “There are two opposing trends: The first one is that people have been trying to use better and more efficient furnaces, and the second one is they consider using more coal and wood,” Jančík said. “That’s perhaps a result of a shock or worries, and they want to get supplies ready.”

    Czech Greenpeace spokesman Lukáš Hrábek expected a negative impact in the near future.

    “We see conflicting trends right now. We see higher coal consumption, but at the same time, we see a massive investment in renewable energies, in heat pumps, in insulation,” Hrábek said. “So it’s hard to say what the long-term effect will be, but the short-term effect is quite obvious, the air pollution will be worse because of the higher coal consumption.”

    In another sign of coal’s revival, the Czech Republic has reversed plans to completely halt mining near Ostrava to help safeguard power supplies amid the energy crunch.

    The state-owned OKD company will extend its mining activities in in the Ostrava region until at least the end of next year, citing “enormous” demand. It will be mostly used for generating power and household heating, with coal-fired power plants producing almost 50% of the country’s electricity.

    The decision came after the European Union agreed to ban Russian coal starting in August over the war in Ukraine and as it works to reduce the bloc’s energy ties to Russia.

    The Czech government aims to phase out coal in energy production by 2033 and increase its reliance on nuclear power.

    SHARM EL-SHEIKH, Egypt — Sherry Rehman, climate minister for Pakistan, said developing countries would continue to press hard for a deal on the issue of ‘loss and damage’ at this year’s U.N. climate talks in Egypt.

    Rehman told reporters Thursday that the group of countries she chairs, known as G77 and China, wants “at the very least a political announcement of intent” on rich polluters providing new financial aid to poor nations for the effects of global warming.

    She made clear that she didn’t not expect “a slew of finance” to result from the meeting in Sharm el-Sheikh but added that “if this continues to be kicked down the road we will see it as a climate justice denied.”

    Rehman said she was aware that some countries “are anxious about liabilities and judicial proceedings.”

    “I think we can work around all those anxieties,” she said. “The idea here is not to make any one country or group of countries uncomfortable or put them in an adversarial position.”

    But she said the recent devastating floods in her own country, causing tens of billions of dollars in damage, showed how people who have done little to cause climate change are being hit hard.

    “That dystopia that came to our doorstep will come to everyone’s,” she said. “So before it comes to that point, let’s learn to work together and bring some focus and real ambition for climate justice and delivery on joint goals.”

    Senior western officials have met with the Egyptian diplomat chairing this year’s U.N. climate talks amid concerns that negotiators may not be able to reach an agreement.

    Alok Sharma, the British official who chaired last year’s talks in Glasgow, the EU’s climate chief Frans Timmermans and Canada’s Climate Minister Steven Guilbeault told Egypt’s Foreign Minister Sameh Shoukry that “there are still lot of gaps remaining” in the draft decisions.

    Sharma’s office said the three officials told Shoukry that the recent pledge made by the Group of 20 major developed and emerging economies in Bali “should be the baseline and not a ceiling” at the climate talks, known as COP27.

    “The last thing anyone wants is for this COP to end without consensus,” they said, according to Sharma’s office.

    A draft decision proposed by host Egypt for this year’s U.N. climate talks has surprised negotiators who say it includes ideas never previously discussed at the two-week talks.

    This includes a call for developed countries to achieve “net-negative carbon emissions by 2030” — a far tougher target than any major nation has so far committed to and which would be very hard to achieve.

    Diplomats, speaking on condition of anonymity due to the sensitivity of the issue, say the 20-page draft released early Thursday is far more bloated than what would normally have been expected at this stage of negotiations.

    The talks are due to wrap up on Friday but it is not unusual for the annual meeting to go into overtime.

    The mostly young protesters in the audience Tuesday rose individually to shout their objections to the war in Ukraine, with some accusing the panelists of being “war criminals.”

    They were swiftly escorted out of the room by U.N. security at the talks in Sharm el-Sheikh, Egypt.

    Four officials, one of them wearing an outfit in the blue and yellow colors of the Ukrainian flag, left the plenary hall Tuesday as Russian climate envoy Ruslan Edelgeriev took the podium. There was nobody at the U.S. delegation table during the incident.

    Russia has been largely shunned by other European countries in international forums after its invasion of Ukraine.

    Edelgeriev said Russia was committed to tackling climate change and criticized countries he said were taking unilateral measures in breach of existing agreements, without elaborating. Russia strongly objects to European Union plans to impose a carbon tax on imports that would hurt its exports.

    The climate change minister of Nauru has lambasted wealthy advanced countries for doing little to help his Pacific nation deal with climate change, underscoring the anger and cynicism among poor countries at the COP27 meeting in Egypt.

    “We have placed our full trust in Western experts who have pushed false solutions and urge us to compromise for the good of the process. We have allowed ourselves to become props in environmental campaigns,” Rennier Gadabu said, in one of the more powerful speeches to delegates Tuesday.

    “The decision makers, those with real powers, simply do not care,” Gadabu said. “They do not care about the communities that will be displaced and destroyed. They do not care about the food and water shortages that ravage poor countries. All they care about is power, pure and simple.”

    A Somali official called for G-20 leaders gathering in Bali in Indonesia and those negotiating in the U.N. climate conference in Egypt to prioritize climate financing for vulnerable countries.

    Mohamed Osman Mahmoud, an economic advisor to the Somali president, said Tuesday that world leaders should address the issue of loss and damage payments for countries vulnerable to climate change “as soon as possible.”

    He called for financing mechanisms to help heavily indebted poorer countries, like Somalia.

    “Loss and damage isn’t a taboo to be talked about. It has to be addressed,” he said on the sidelines of the U.N. climate conference.

    Mahmoud said Somalia, which is suffering from a prolonged drought, needs $55.5 billion in investment and assistance in the next 10 years to be able to recover from climate-related devastation.

    “Somalia is paying the price already,” he said. “We have received so far nothing and in total Africa has received less.”

    India’s environment minister highlighted the country’s efforts in areas like renewable energy and green hydrogen and its leading role in a global solar power group in an address to ministers at the U.N. climate summit on Tuesday.

    “This is the testimony of our ethos of collective action for global good,” said Bhupender Yadav. “India, home to 1.3 billion people, is undertaking our various efforts despite the reality that our contribution to the world’s cumulative emissions so far is less than 4% and our annual per capita emission are about one third of the global average.”

    India’s emissions are historically low but it is now one of the world’s largest polluters, althoughits per capita emissions remain low.

    The ambassador of Antigua and Barbuda to the U.N. told ministers Tuesday that the island nation won’t leave the summit without a fund for climate-related loss and damage caused in large part by industrialized nations to developing ones.

    “As we see the inaction of many developed countries the potential to stall talks and land a devastating blow for us as small island developing states is looming,” Conrod Hunte said in an address. “Antigua and Barbuda will not leave here without a loss and damage fund.”

    Hunte slammed developed nations for continuing to use and even ramp up fossil fuels.

    “The system is being gamed at our expense as small island developing states and the expense of future generations,” he said.

    The European Union announced Tuesday that it is raising its target for cutting greenhouse gas emissions, albeit only slightly.

    The 27-nation bloc’s top climate official told delegates at a U.N. climate meeting in Egypt that the EU will increase its target for reducing emissions by 2030 to 57%, from 55% previously, compared with 1990 levels.

    Frans Timmermans said that the increase showed the EU was not backtracking on its commitments due to the energy crisis resulting from the war in Europe.

    “Europe is staying the course,” he said. “Actually, we’re even accelerating.”

    Environmental groups called the EU’s increased target “breadcrumbs,” saying the EU’s fair share should be cuts of at least 65% by 2030.

    “This small increase announced today at COP27 doesn’t do justice to the calls from the most vulnerable countries at the frontlines. If the EU, with a heavy history of emitting greenhouse gases, doesn’t lead on mitigating climate change, who will?” said Chiara Martinelli of Climate Action Network Europe.

    The prime minister of Samoa appealed Tuesday to countries gathered at the U.N. climate talks in Egypt to respond as strongly to the threat of global warming as they did to the coronavirus pandemic.

    Fiame Naomi Mata’afa said Samoa and other Pacific states are “at the mercy of climate change and our survival hangs in the rush of the climate hourglass.” She praised those major emitters who have made commitments to sharply cut their greenhouse gas emissions, but said those are still too few.

    “Why is it not possible to apply the same level of urgency of action witnessed for the COVID-19 pandemic to the meeting of the 1.5-degree Celsius promise?” she asked, referring to the warming temperature limit set in the Paris agreement to limit the effects of climate change.

    She also called for more financial support to vulnerable countries, including the creation of a dedicated fund for ‘loss and damage’ suffered as a result of climate change, noting that failure to keep past funding promises had caused distrust among nations.

    “We cannot afford the further erosion of trust between the developed and developing countries,” she said.

    Germany announced that it is providing more than half a billion euros (dollars) to two funds that will foster the expansion of hydrogen projects.

    Hydrogen gas, if produced through renewable energy, is seen as a low-carbon alternative substitute for natural gas in high-energy industries such as steel-making.

    Germany, which has scrambled to replace imports of Russian natural gas following the invasion of Ukraine, says it wants to shift to hydrogen use in the medium term.

    Germany’s Development Minister said Tuesday that “many developing countries have ideal conditions for green hydrogen production” and that they risked being excluded from future lucrative markets without support in setting up infrastructure.

    The 550 million euros provided by Germany will be administered in the form of grants by its development bank KfW.

    The world must move quickly to slash carbon dioxide emissions from coal in order to avoid severe impacts from climate change, a report by the International Energy Agency said Tuesday.

    The report found that the overwhelming majority of current global coal consumption occurs in countries that have pledged to achieve net zero emissions sometime this century. However, far from declining, global coal demand has been stable at near record highs for the past decade.

    If nothing is done emissions from existing coal assets would by themselves tip the world across the 1.5 Celsius (2.7 Fahrenheit) warming limit set in the Paris climate agreement.

    “A major unresolved problem is how to deal with the massive amount of existing coal assets worldwide,” said Fatih Birol, the IEA’s executive director.

    Coal is both the single biggest source of carbon dioxide emissions from energy and the single biggest source of electricity generation worldwide. There are around 9,000 coal-fired power plants around the world today.

    SHARM EL-SHEIKH, Egypt — Hydrogen cars and vehicles that capture their tailpipe pollutants. Computer mice made from recycled ocean waste plastic. Hundreds of millions of trees planted in the desert. Saudi Arabia’s vision of an environmentally friendly future is on display just a short drive from the venue of the U.N. climate summit being held in Egypt.

    What’s not highlighted in the glossy gallery are the earth-warming fossil fuels that the country continues to pump out of the ground for global export. Fossil fuel emissions are the reason why negotiators from nearly 200 countries have gathered at the annual two-week conference, haggling over how pollution can be cut and how fast to do it.

    In and around the conference, Saudi Arabia is presenting itself as a leader in green energies and eco-friendly practices, with flashy pavilions, glossy presentations and optimistic assessments of technologies like carbon capture, which can remove carbon dioxide from the air but is costly and years away from being deployed at scale.

    “We have hugely ambitious goals and targets,” Saudi climate envoy Adel al-Jubeir said at the two-day Saudi Green Initiative Forum on COP27′s sidelines. “We want to be an example to the world in terms of what can be done.”

    The effort is part of a large push by Saudi Arabia, which has some of the world’s largest reserves of oil and is a leader of the OPEC oil cartel, to make the case that the nation should be part of the transition to renewable energies while holding on to its role as the top global crude oil exporter. That vision is sharply contested by climate scientists and environmental experts, who argue that Saudi Arabia and other countries with large reserves of oil simply want to distract the world to continue with business as usual.

    The Saudi energy minister, Prince Abdulaziz bin Salman al Saud, announced a raft of new green projects or updates to existing ones, from beefed up tree planting pledges to fresh solar energy energy projects in the pipeline.

    Crown Prince Mohammed bin Salman launched his Saudi Green Initiative ahead of last year’s COP26 conference in Glasgow, Scotland, with a target for “net zero” greenhouse gas emissions by 2060.

    Still, energy exports are the Saudi economy’s mainstay, earning $150 billion in annual revenue, despite efforts to diversify revenue as the global transition away from fossil fuel reliance accelerates.

    At the Saudi forum, officials and invited guest speakers from renewable energy companies held forth on topics like clean hydrogen, greening the desert, and a futuristic desert city project called Neom.

    State-owned oil giant Saudi Aramco’s CEO, Amin Nasser, said the world needs more investment in oil and gas, not less, a message at odds with the sentiment among many country delegations and climate experts and activists attending COP27.

    “I’m concerned because of lack of investment in the oil and gas in particular,” said Nasser, touching on a frequent theme. Saudi Arabia has resisted calls to urgently phase out fossil fuels, warning that a premature switch has led to price spikes and shortages.

    “Yes, there is good investment happening in the alternatives,” such as wind and solar power, he said, adding that the amount of money spent on oil production capacity has fallen to $400 billion a year from $700 billion in 2014.

    “That is not enough to meet global demand in the mid to long term,” he said.

    An Aramco spokesman said Nasser wasn’t available for an interview.

    Among the Saudi announcements, there were plans to set up a regional center to “advance emissions reductions” and one to host a regional climate week ahead of next year’s COP meeting.

    Saudi Arabia is also set to build 13 renewable energy projects with a total generating capacity of 11.4 gigawatts, though experts said that’s a step back from numbers announced in previous years.

    Once they’re up and running, the new energy projects will cut carbon dioxide emissions by about 20 million tons a year.

    Saudi Aramco plans to build the world’s biggest carbon capture and storage hub, which will store up to 9 million tons of carbon dioxide when its up and running in 2027.

    It’s all part of the kingdom’s pledged to cut emissions by 278 million tons a year by 2030. That’s still small compared to about 10 billion metric tons of carbon spewed globally into the air annually.

    The kingdom also upgraded its tree planting goal to 600 million by 2030, including mangroves, up from its 450 million initial target.

    Climate experts weren’t convinced.

    “Saudi Arabia would be better placed to focus on cutting emissions rather than relying on carbon capture and storage and questionable reductions from planting trees, the offsets of which would simply allow them to continue increasing emissions from burning fossil fuels,” said Mia Moisio, a an energy policy expert focusing on Middle East and North Africa at the New Climate Institute think tank.

    “To keep emissions on a 1.5˚C pathway, all governments must focus on cutting fossil fuel emissions, not offsetting them.”

    The Climate Action Tracker, operated by the institute and its partners, rates Saudi Arabia as “highly insufficient.”

    The tracker analyzes nations’ climate targets and policies compared to the goals of the 2015 Paris Agreement that spells out ideally limiting the Earth’s temperature rise to 1.5 Celsius (2.7 Fahrenheit).

    Saudi authorities are promoting what they call a “circular carbon economy” to cut emissions from oil and gas operations, but the tracker says this it “only addresses a fraction of relevant emissions in Saudi Arabia and globally, as most emissions related to oil and gas come from fuel combustion rather than extraction and processing.”

    Saudi Arabia’s oil and gas assets spew 900 million tons of emissions a year, according to an inventory of top known sources of greenhouse gas emitters compiled by the Climate TRACE coalition and launched at COP27.

    There’s also a plan for a greenhouse gas crediting and offsetting scheme next year, with few details. Carbon credits, which allow countries and companies to pay to reduce their carbon footprints, say by planting trees, have become increasingly controversial, with critics saying they’re a license for polluting companies to keep polluting.

    At least year’s talks in Glasgow, Saudi Arabia faced accusations that its negotiators were working to block climate measures that would threaten demand for oil – a charge that the energy minister called a lie.

    As negotiations on the final agreement head into their second and final week, watchdog groups warned about the influence of so-called petrostates and industry lobbyists. They counted 636 people linked to fossil fuel companies on the meeting’s provisional list of participants, a quarter more than last year’s tally.

    “The Saudis may well be coming to COP27 with a green hat on and extolling the virtues of planting trees, but this is a state that continues to profit wildly from the destructive practices causing the climate crisis,” said Alice Harrison, a campaigner at Global Witness, one of the groups that did the count. “Any exhibitions, talks or shows to the contrary are pure greenwashing.”

    In 2019, Air Company made a splash when it launched vodka derived from recaptured carbon, in an effort to reduce the amount of the harmful greenhouse gas in the atmosphere.

    Today, the Brooklyn-based startup has begun using the same process to make fuel for airplanes.

    Air Company’s sustainable aviation fuel, which was recently tested by the US Air Force, could ultimately help the airline industry hit its goal of net zero carbon emissions by 2050. Currently, the airline industry accounts for about 3% of total global carbon emissions each year, and mostly relies on traditional, fossil-based fuels that require various forms of environmental disruption to produce.

    Already, some of the world’s biggest airlines are signing on to Air Company’s vision. The company announced last month that Jet Blue and Virgin Atlantic, as well as startup aircraft company Boom Supersonic, have agreed to purchase millions of gallons of its fuel in the coming years. Jet Blue Ventures, the airline’s investment arm, also invested directly in Air Company’s $30 million Series A funding round earlier this year.

    “How we think about what the company does is trying to solve humanity’s toughest problems,” Gregory Constantine, co-founder and CEO of Air Company, told CNN in an interview last month. “For us, climate change is the greatest challenge that we’re facing as humanity to date … so if we can work on technologies that take what was once really thought of as a problem and turn it into a solution, then that’s a massive win.”

    A number of producers of sustainable aviation fuel have emerged in recent years, including a major Finnish producer called Neste, many of them using ingredients such as plant material and cooking oil. But Air Company’s production process starts by pulling harmful carbon emissions out of the air.

    The company first harvests carbon, mostly from industrial settings such as biofuel production facilities. It then takes water, separates the hydrogen from the oxygen, and blends the captured carbon with the hydrogen and a proprietary mix of other compounds, according to Air Company CTO Stafford Sheehan. It then distills that solution down, using what looks like a larger version of, say, a whiskey distilling system. The final products are ethyl alcohol, which is used to make the company’s vodka and other products such as perfume, as well as paraffin, which forms the basis of its jet fuel.

    In some ways, Sheehan said, the process mimics how plants work: It takes in carbon, and aside from the final products, the only other offput is oxygen. And the company says its tests have indicated that planes should be able to fly using its fuel without blending it with fossil-based fuels or modifying their engines.

    By the time a plane has flown using Air Company’s fuel, it will have released the same amount of carbon dioxide back into the atmosphere as was captured to make the fuel, meaning the process on the whole is carbon-neutral, Sheehan said. The company uses renewable energy sources like solar to power its production facility.

    Air Company does still have some work to do until its carbon-derived fuel is ready to be used widely on commercial flights. It needs more testing, and it needs to grow its manufacturing footprint. Sheehan said the company’s next production facility is already in the works and will be about 100 times the size of its Brooklyn test facility, which is probably about the size of a two-bedroom New York City apartment.

    Air Company was founded in 2019 by Gregory Constantine and Dr. Stafford Sheehan.

    The company will also need to bring down the cost of its fuel, which is currently more expensive than traditional jet fuels, although the company declined to provide details on just how much. Air Company said that “consumers will not feel the impact of this shift,” and added that lowering the cost will be achieved in part “through an array of government incentives made available to fuel producers generating sustainable alternatives.”

    Constantine said the company is planning for the first test of its fuel on a commercial plane next year, and expects to have its fuel used on its first commercial passenger flight by 2024.

    Still, Air Company is hopeful that its efforts could eventually disrupt the aviation industry for the better, just as it’s been working to do with its consumer goods.

    “Aviation has been a part of the goal since the start,” he said. “However, to get to those, you know, large industrial markets like aviation fuel, which it is traditionally known as the hottest industry industries to decarbonize, is going to take time. It’s going to take a lot of money and a lot of effort.”

    Conventional economic logic hinges on a core assumption: Bigger economies are better, and finding ways to maintain or boost growth is paramount to improving society.

    But what if growth is at best doing little to fix the world’s problems, and at worst fostering the destruction of the planet and jeopardizing its future?

    That’s the radical message from the “degrowth” movement, which has spent decades on the political fringes with its warning that limitless growth needs to end. Now, after the pandemic gave people in some parts of the world a chance to rethink what makes them happy, and as the scale of change necessary to address the climate crisis becomes clearer, its ideas are gaining more mainstream recognition — even as anxiety builds over what could be a painful global recession.

    For economists and politicians of all stripes, growth has long served as a North Star. It’s a vehicle for creating jobs and generating taxes for public services, increasing prosperity in rich countries and reducing poverty and hunger in poorer ones.

    But degrowthers argue that an endless desire for more — bigger national economies, greater consumption, heftier corporate profits — is myopic, misguided and ultimately harmful. Gross domestic product, or GDP, is a poor metric for social wellbeing, they stress.

    Plus, they see expanding a global economy that’s already doubled in size since 2005 — and, at 2% growth annually, would be more than seven times bigger in a century — putting the emissions goals necessary to save the world out of reach.

    “An innocent 2 or 3% per year, it’s an enormous amount of growth — cumulative growth, compound growth — over time,” said Giorgos Kallis, a top degrowth scholar based at the Universitat Autònoma de Barcelona. “I don’t see it being compatible with the physical reality of the planet.”  

    The solution, according to the degrowth movement, is to limit the production of unnecessary goods, and to try to reduce demand for items that aren’t needed.

    This unorthodox school of thought has no shortage of critics. Bill Gates has called degrowthers unrealistic, emphasizing that asking people to consume less for the sake of the climate is a losing battle. And even believers acknowledge their framework can be a political nonstarter, given how difficult it is to imagine what weaning off growth would look like in practice.

    “The fact that it’s an uncomfortable concept, it’s both a strength and a weakness,” said Gabriela Cabaña, a degrowth advocate from Chile and doctoral candidate at the London School of Economics.

    Yet in some corners, it’s becoming less taboo, especially as governments and industry fall behind in their efforts to stop the planet from warming beyond 1.5 degrees Celsius, after which some effects of climate change will become irreversible.

    The UN’s Intergovernmental Panel on Climate Change recently cited degrowth in a major report. The European Research Council just allocated roughly $10 million to Kallis and two peers to explore practical “post-growth” policies. And the European Parliament is planning a conference called “Beyond Growth” next spring. European Commission President Ursula von der Leyen is expected to attend.

    Even some on Wall Street are beginning to pay closer attention. Investment bank Jefferies said investors should consider what happens if degrowth gathers steam, noting “climate-anxious” younger generations have different consumer values.

    In the debate over how to avoid climate catastrophe, there’s a key point of consensus: If the worst effects of global warming are to be averted, the world needs to slash annual carbon emissions by 45% by 2030. After that, they need to decline steeply, and fast.

    Most roadmaps laying out a plan to achieve this involve a dramatic reconfiguration of economies around clean energy and other emissions-reducing solutions, while promoting new technologies and market innovations that make them more affordable. This would allow the global economy to keep growing, but in a way that’s “green.”

    Yet proponents of degrowth are skeptical that the world can reduce emissions in time — and protect delicate, interconnected ecological systems — while pursuing infinite economic expansion, which they argue will inevitably require the use of more energy.

    “More growth means more energy use, and more energy use makes it more difficult to decarbonize the energy system in the short time we have left,” said Jason Hickel, a degrowth expert who is part of the team that received funding from the European Research Council. “It’s like trying to run down an escalator that is accelerating upward against you.”

    Even if energy can become green, growth also requires natural resources like water, minerals and timber.

    It’s a concern that’s been echoed by Greta Thunberg, arguably the most famous climate activist. She’s criticized “fairy tales about non-existent technological solutions” and “eternal economic growth.” And she’s touched on another point degrowthers raise: Is our current system, which has produced rampant inequality, even working for us?

    This question resonates in the Global South, where there are fears the green energy revolution could simply replicate existing patterns of exploitation and excessive resource extraction, but with minerals like nickel or cobalt — key components of batteries — instead of oil.

    The “love for growth,” said Felipe Milanez, a professor and degrowth advocate based in the Brazilian state of Bahia, is “extremely violent and racist, and it’s just been reproducing local forms of colonialism.”

    Degrowth can be hard to talk about, especially as fears grow about a global recession, with all the pain of lost jobs and shattered businesses that implies.

    But advocates, which often speak about recessions as symptoms of a broken system, make clear they aren’t promoting austerity, or telling developing countries that are eager to raise living standards they shouldn’t reap the benefits of economic development.

    Instead, they talk about sharing more goods, reducing food waste, moving away from privatized transportation or health care and making products last longer, so they don’t need to be purchased at such regular intervals. It’s about “thinking in terms of sufficiency,” Cabaña put it.

    Adopting degrowth would require a dramatic rethink of the market capitalism that has been embraced by just about every society on the planet in recent decades.

    Yet some proposals could exist within the current system. A universal basic income — in which everyone receives a lump sum payment regardless of employment status, allowing the economy to reduce its reliance on polluting industries — is often mentioned. So is a four-day work week.

    “When people have more economic security and have more economic freedoms, they make better decisions,” Cabaña said.

    The latest report from the IPCC — the UN authority on global warming — noted that “addressing inequality and many forms of status consumption and focusing on wellbeing supports climate change mitigation efforts,” a nod to one of degrowth’s biggest objectives. The movement was name-checked, too.

    But degrowth is also the subject of significant opposition, even from climate scholars and activists with similar goals.

    “The degrowth people are living a fantasy where they assume that if you bake a smaller cake, then for some reason, the poorest will get a bigger share of it,” said Per Espen Stoknes, director of the Center for Green Growth at the BI Norwegian Business School. “That has never happened in history.”

    Backers of green growth are convinced their strategy can work. They cite promising examples of decoupling GDP gains from emissions, from the United Kingdom to Costa Rica, and to the rapid rise in the affordability of renewable energy.

    Gates, the Microsoft co-founder who’s prioritized investing in climate innovations, admits that overhauling global energy systems is a Herculean task. But he thinks boosting the accessibility of the right technologies can still get there.

    Degrowthers know their critiques are controversial, though in some ways, that’s the intent. They think a starker, more revolutionary approach is necessary given the UN estimate that global warming is due to rise to between 2.1 and 2.9 degrees Celsius, based on the world’s current climate pledges.

    “The less time [that] is left now, the more radical change is needed,” said Kohei Saito, a professor at the University of Tokyo.

    Could a growing cohort agree? In 2020, his book on degrowth from a Marxist perspective became a surprise hit in Japan, where concerns about the consequences of stagnant growth has inflected the country’s politics for decades. “Capital in the Anthropocene” has sold nearly 500,000 copies.

    SHARM EL-SHEIKH, Egypt — As the U.N. climate talks in Egypt near the half-way point, negotiators are working hard to draft deals on a wide range of issues they’ll put to ministers next week in the hope of getting a substantial result by the end.

    The two-week meeting in Sharm el-Sheikh started with strong appeals from world leaders for greater efforts to curb greenhouse gas emissions and help poor nations cope with global warming.

    Scientists say the amount of greenhouse gases being pumped into the atmosphere needs to be halved by 2030 to meet the goals of the Paris climate accord. The 2015 pact set a target of ideally limiting temperature rise to 1.5 Celsius (2.7 Fahrenheit) by the end of the century, but left it up to countries to decide how they want to do so.

    With impacts from climate change already felt across the globe, particularly by the world’s poorest, there has also been a push by campaigners and developing nations for rich polluters to stump up more cash. This would be used to help developing countries shift to clean energy and adapt to global warming; increasingly there are also calls for compensation to pay for climate-related losses.

    Here is a look at the main issues on the table at the COP27 talks and how they might be reflected in a final agreement.

    KEEPING COOL

    The hosts of last year’s talks in Glasgow said they managed to “keep 1.5 alive,” including by getting countries to endorse the target in the outcome document. But U.N. chief Antonio Guterres has warned that the temperature goal is on life support “and the machines are rattling.” And campaigners were disappointed that agenda this year doesn’t explicitly cite the threshold after pushback from some major oil and gas exporting nations. The talks’ chair, Egypt, can still convene discussions on putting it in the final agreement.

    CUTTING EMISSIONS

    Negotiators are trying to put together a mitigation work program that would capture the various measures countries have committed to reducing emissions, including for specific sectors such as energy and transport. Many of these pledges are not formally part of the U.N. process, meaning they cannot easily be scrutinized at the annual meeting. A proposed draft agreement circulated early Saturday had more than 200 square brackets, meaning large sections were still unresolved. Some countries want the plan to be valid only for one year, while others say a longer-term roadmap is needed. Expect fireworks in the days ahead.

    SHUNNING FOSSIL FUELS

    Last year’s meeting almost collapsed over a demand to explicitly state in the final agreement that coal should be phased out. In the end, countries agreed on several loopholes, and there are concerns among climate campaigners that negotiators from nations which are heavily dependent on fossil fuels for their energy needs or as revenue might try to roll back previous commitments.

    MONEY MATTERS

    Rich countries have fallen short on a pledge to mobilize $100 billion a year by 2020 in climate finance for poor nations. This has opened up a rift of distrust that negotiators are hoping to close with fresh pledges. But needs are growing and a new, higher target needs to be set from 2025 onward.

    COMPENSATION

    The subject of climate compensation was once considered taboo, due to concerns from rich countries that they might be on the hook for vast sums. But intense pressure from developing countries forced the issue of ‘loss and damage’ onto the formal agenda at the talks for the first time this year. Whether there will be a deal to promote further technical work or the creation of an actual fund remains to be seen. This could become a key flashpoint in the talks.

    MORE DONORS

    One way to raise additional cash and resolve the thorny issue of polluter payment would be for those countries that have seen an economic boom in the past three decades to step up. The focus is chiefly on China, the world’s biggest emitter, but others could be asked to open their purses too. Broadening the donor base isn’t formally on the agenda but developed countries want reassurances about that in the final texts.

    CASH CONSTRAINTS

    Countries such as Britain and Germany want all financial flows to align with the long-term goals of the Paris accord. Other nations object to such a rule, fearing they may have money withheld if they don’t meet the strict targets. But there is chatter that the issue may get broader support next week if it helps unlock other areas of the negotiations.

    SIDE DEALS

    Last year’s meeting saw a raft of agreements signed which weren’t formally part of the talks. Some have also been unveiled in Egypt, though hopes for a series of announcements on so-called Just Transition Partnerships — where developed countries help poorer nations wean themselves off fossil fuels — aren’t likely to bear fruit until after COP27.

    HOPE TILL THE END

    Jennifer Morgan, a former head of Greenpeace who recently became Germany’s climate envoy, called the talks this year “challenging.”

    “But I can promise you we will be working until the very last second to ensure that we can reach an ambitious and equitable outcome,” she said. “We are reaching for the stars while keeping our feet on the ground.”

    Four years ago, Morris J. Alexie had to move out of the house his father built in Alaska in 1969 because it was sinking into the ground and water was beginning to seep into his home.

    “The bogs are showing up in between houses, all over our community. There are currently seven houses that are occupied but very slanted and sinking into the ground as we speak,” Alexie said by phone from Nunapitchuk, a village of around 600 people. “Everywhere is bogging up.”

    What was once grassy tundra is now riddled with water, he said. Their land is crisscrossed by 8-foot-wide boardwalks the community uses to get from place to place. And even some of the boardwalks have begun to sink.

    “It’s like little polka dots of tundra land. We used to have regular grass all over our community. Now it’s changed into constant water marsh.”

    Thawing permafrost — the long-frozen layer of soil that has underpinned the Arctic tundra and boreal forests of Alaska, Canada and Russia for millennia — is upending the lives of people such as Alexie. It’s also dramatically transforming the polar landscape, which is now peppered with massive sinkholes, newly formed or drained lakes, collapsing seashores and fire damage.

    It’s not just the 3.6 million people who live in polar regions who need to be worried about the thawing permafrost.

    Everyone does – particularly the leaders and climate policymakers from nearly 200 countries now meeting in Egypt for COP 27, the annual UN climate summit.

    The vast amount of carbon stored in the northernmost reaches of our planet is an overlooked and underestimated driver of climate crisis. The frozen ground holds an estimated 1,700 billion metric tons of carbon – roughly 51 times the amount of carbon the world released as fossil fuel emissions in 2019, according to NASA. It may already be emitting as much greenhouse gas as Japan.

    Permafrost thaw gets less attention than the headline-hogging shrinking of glaciers and ice sheets, but scientists said that needs to change — and fast.

    “Permafrost is like the dirty cousin to the ice sheets. It’s a buried phenomenon. You don’t see it. It’s covered by vegetation and soil,” said Merritt Turetsky, director of the Institute of Arctic and Alpine Research at the University of Colorado Boulder. “But it’s down there. We know it’s there. And it has an equally important impact on the global climate.”

    It’s particularly pressing because Russia’s invasion of Ukraine has stopped much scientific cooperation, meaning a potential loss of access to key data and knowledge about the region.

    Warmer summers — the Arctic is warming four times faster than the global average — have weakened and deepened the top or active layer of permafrost, which unfreezes in summer and freezes in winter.

    This thawing is waking up the microbes in the soil that feast on organic matter, allowing methane and carbon dioxide to escape from the soil and into the atmosphere. It can also open pathways for methane to rise up from reservoirs deep in the earth.

    “Permafrost has been basically serving as Earth’s freezer for ancient biomass,” Turetsky said. “When those creatures and organisms died, their biomass became incorporated into these frozen soil layers and then was preserved over time.”

    As permafrost thaws, often in complex ways that aren’t clearly understood, that freezer lid is cranking open, and scientists such as Turetsky are doubling efforts to understand how these changes will play out.

    Permafrost is a particularly unpredictable wild card in the climate crisis because it’s not yet clear whether carbon emissions from permafrost will be a relative drop in the bucket or a devastating addition. The latest estimates suggest that the magnitude of carbon emissions from permafrost by the end of this century could be equal to or bigger than present-day emissions from major fossil fuel-emitting nations.

    “There’s some scientific uncertainty of how large that country is. However, if we go down a high emissions scenario, it could be as large or larger than the United States,” said Brendan Rogers, an associate scientist at the Woodwell Climate Research Center in Massachusetts.

    He described the permafrost as a sleeping giant whose impact wasn’t yet clear.

    “We’re just talking about a massive amount of carbon. We don’t expect all of it to thaw … because some of it is very deep and would take hundreds or thousands of years,” Rogers said. “But even if a small fraction of that does get admitted to the atmosphere, that’s a big deal.”

    Projections of cumulative permafrost carbon emissions from 2022 through 2100 range from 99 gigatons to 550 gigatons. By comparison, the United States currently emits 368 gigatons of carbon, according to a paper published in September in the journal Environmental Research Letters.

    Not all climate change models that policymakers use to make their already grim predictions include projected emissions from permafrost thaw, and those that do assume it will be gradual, Rogers said.

    He and other scientists are concerned about the prevalence of abrupt or rapid thawing in permafrost regions, which has the power to shock the landscape into releasing far more carbon than with gradual top-down warming alone.

    The traditional view of permafrost thaw is that it’s a process that exposes layers slowly, but “abrupt thaw” is exposing deep permafrost layers more quickly in a number of ways.

    For example, Big Trail Lake in Alaska, a recently formed lake, belches bubbles of methane — a potent greenhouse gas, which comes from thawing permafrost below the lake water. The methane can stop such lakes from refreezing in winter, exposing the deeper permafrost to warmer temperatures and degradation.

    Rapid thawing of the permafrost also happens in the wake of intense wildfires that have swept across parts of Siberia in recent years, Rogers said. Sometimes these blazes smolder underground for months, long after flames above ground have been extinguished, earning them the nickname zombie fires.

    “The fires themselves will burn part of the active layer (of permafrost) combusting the soil and releasing greenhouses gases like carbon dioxide,” Rogers said. “But that soil that’s been combusted was also insulating, keeping the permafrost cool in summer. Once you get rid of it, you get very quickly much deeper active layers, and that can lead to larger emissions over the following decades.”

    Also deeply concerning has been the sudden appearance of around 20 perfectly cylindrical craters in the remote far north of Siberia in the past 10 years. Dozens of meters in diameter, they are thought to be caused by a buildup and explosion of methane — a previously unknown geological phenomenon that surprised many permafrost scientists and could represent a new pathway for methane previously contained deep within the earth to escape.

    “The Arctic is warming so fast,” Rogers said, “and there’s crazy things happening.”

    A lack of monitoring and data on the behavior of permafrost, which covers 15% of the exposed land surface of the Northern Hemisphere, means scientists still only have a patchwork, localized understanding of rapid thaw, how it contributes to global warming and affects people living in permafrost regions.

    Rogers at the Woodwell Climate Research Center is part of a new $41 million initiative, funded by a group of billionaires and called the Audacious Project, to understand permafrost thaw. It aims to coordinate a pan-Arctic carbon monitoring network to fill in some of the data gaps that have made it difficult to incorporate permafrost thaw emissions into climate targets.

    The project’s first carbon flux tower, which tracks the flow of methane and carbon dioxide from the ground to the atmosphere, was installed this summer in Churchill, Manitoba. However, plans to install similar monitoring stations in Siberia are in disarray as a result of Russia’s invasion of Ukraine.

    “It’s always been more challenging to work in Russia than other countries … Canada, for example,” Rogers said. “But this (invasion), of course, has made it exponentially more challenging.”

    Sebastian Dötterl, a professor and soil scientist at ETH Zurich, a Swiss university, who studies how warmer air and soil temperatures change plant growth in the Arctic, was able to travel to the Norwegian archipelago of Svalbard in the Arctic this summer to collect soil and plant samples.

    However, the field trip cost twice as much as initially budgeted because the group was forbidden to use any Russia-owned infrastructure, forcing the team to hire a tourist boat and reorganize its itinerary. But Dötterl said the more pressing issue is that he can no longer interact with his counterparts at Russian institutions.

    “We are now splitting a rather small community of specialists all over the world into political groups that are disconnected, where our problems are global and should be connected,” he said.

    Turetsky agreed, saying that the war in Ukraine had been a “disaster for our scientific enterprise.”

    “Russia and Siberia are huge, huge players. … Many of the (European Union-) and US-funded projects to work in Siberia to do any kind of lateral knowledge sharing, they’ve all been canceled.

    “Will we stop trying? No, of course not. And there’s a lot we can do with existing data and with global remote sensing products. But it’s been a real setback for the community.”

    NASHVILLE, Tenn. — The nation’s largest public utility has proposed building a $216 million solar farm project in Kentucky atop a capped coal ash storage pit at one of its coal-fired power plants.

    The federal Tennessee Valley Authority voted Thursday to advance the initiative at Shawnee Fossil Plant in Paducah. The utility called it a first-of-its-kind pilot project that would convert land used as a waste heap for the byproduct of burning coal for power into a solar farm that would help produce 100 megawatts. Officials say the model could ultimately be used at other closed Tennessee Valley Authority coal ash sites, with a capacity of 1,000 megawatts combined if they were to pursue that expansion.

    The solar initiative is among the changes unveiled by the utility in recent years to adjust operations to combat global warming. Environmental advocates, however, have continued to note that TVA’s efforts still fall short of the goal by President Joe Biden’s administration for a carbon pollution-free energy sector by 2035.

    “Moving quickly on this solar cap installation option at the Shawnee site allows us to move further and faster, as we build out towards our renewable generation goals while we balance the affordability, reliability and resiliency that our customers depend on,” Don Moul, TVA’s chief operating officer, said during a board meeting Thursday in Starkville, Mississippi.

    TVA has said installing the solar panels at the 300-acre coal ash site, which is in the process of being closed, would not compromise the turf used to cap the waste. The project can tap into the transmission infrastructure already in place at the plant, which burns coal to generate approximately 8 billion kilowatt-hours of electricity a year, enough to supply 540,000 homes. Additionally, TVA officials are looking into whether the new federal Inflation Reduction Act could help the project along.

    Pending environmental and regulatory reviews, the project could be operational within two years, Moul said.

    Amy Kelly, Tennessee’s representative on the Sierra Club’s Beyond Coal Campaign, said the group is “encouraged by TVA’s initiative to place cheaper, reliable and clean solar power on the closing ash ponds at Shawnee.” But she also said “it is also critical that TVA clean up the toxic mess left behind from more than six decades of burning coal.” She said TVA should move toward further solar development, noting that the utility manages almost 300,000 acres of land.

    Kelly said the coal ash is in unlined pits at Shawnee, contaminating groundwater. TVA spokesperson Scott Brooks said that when its groundwater monitoring shows “corrective action is necessary,” the utility takes those steps outlined in the federal coal ash rule and state rules.

    Kelly also said renewables should be considered, instead of natural gas, as they wind down work at aging coal power plants. Switching to natural gas is under consideration for TVA’s Cumberland and Kingston coal plants in Tennessee, though final decisions haven’t been announced yet.

    TVA already has plans to add 10,000 megawatts of solar power to its system by 2035. It has sought requests for proposals for up to 5,000 megawatts of carbon-free energy before 2029. TVA has also teamed up on projects with several prominent industrial customers who want their operations tied to renewables. In addition, it is developing small module nuclear reactors and infrastructure to support electric vehicles.

    But critics have said TVA is still falling short on its climate change obligation. During a September hearing, Democratic U.S. Sen. Ed Markey of Massachusetts expressed “frustration with TVA” and said it’s “kind of disgusting” that TVA brags about figuring out nuclear power plants, but “energy efficiency, or wind or solar, eludes the scientists, eludes the management.”

    TVA has set a goal to reduce greenhouse gas emissions by 80% by 2035, compared to 2005 levels. TVA CEO Jeff Lyash has said TVA will not be able to meet the 100% reduction goal without technological advances in energy storage, carbon capture and small modular nuclear reactors, instead aiming for 80%. The utility has its own aspirational goal of net zero emissions by 2050.

    There are enough TVA nominees selected by Biden currently awaiting the Senate’s confirmation to make up a new majority on the board.

    TVA power provides electricity to local power companies serving 10 million people in Tennessee and parts of six surrounding states.

    One of the biggest surprises at last year’s United Nations climate summit came in the form of a handshake.

    US climate envoy John Kerry and his China counterpart Xie Zhenhua did so at COP26 in Glasgow as they announced a commitment to cooperate on the climate crisis. The countries vowed to work together to reduce their fossil fuel emissions, and China pledged to release a plan to slash its emissions of methane – a powerful planet-warming gas – which it delivered on this week.

    The terms of the agreement weren’t terribly specific, and it didn’t come with many measurable action points. But the deal was still widely applauded as a step in the right direction in an otherwise discontented geopolitical relationship.

    It didn’t last long.

    The newfound cooperation abruptly fell apart in August when China suspended climate talks with the US – one of several measures it took in response to US House Speaker Nancy Pelosi’s trip to Taiwan.

    The question now is whether COP27 in Egypt can provide the jolt of momentum needed to mend the countries’ climate change relationship. At an event hosted by the Wall Street Journal on Tuesday, Kerry said he has spoken to Xie this week, though they have not had any formal meetings.

    “We need to be talking to each other because we’re the two biggest economies in the world and we’re the two biggest emitters in the world,” Kerry said at the event. “And we have a common interest in working together to try to reduce emissions and be leaders on this level. So the answer is I’ve said to China many times publicly, and President Biden has indicated to them, that we are open to resuming climate and hope that we’ll be able to.”

    Before the summit, Kerry told reporters that the ultimate decision to resume formal talks rests with China President Xi Jinping. Biden and Xi are expected to meet at the upcoming G20 summit in Indonesia.

    “That will come from one person, and until then we are in limbo,” Kerry said of Xi.

    There are many reasons, as Kerry notes, that the two countries should be in sync on the climate crisis. Not only are they historically the most to blame for climate change, their actions also have significant sway in the rest of the world, which look to the US and China to lead on the issue.

    Yet, now that cooperation is ostensibly at a standstill, some experts are weighing whether it is necessary; could competition lead to faster change?

    Going into Egypt, one big thing is different from last year – the US has actually passed a massive climate law.

    Democrats’ Inflation Reduction Act contained $370 billion in clean energy and climate funding and included tax credits for electric vehicles and batteries written in a way to compete with China.

    But China had a head start in the clean-energy race and has spent the last decade cruising ahead on wind and solar. Last year, China installed 80% of the world’s new offshore wind capacity, dwarfing the rest of the world’s nations, according to the Global Wind Energy Council. It is also surging ahead on electric vehicles and buses; about a quarter of all new passenger cars registered in China are electric.

    The US has a lot of catching up to do, but it’s “back in the race,” said Kelly Sims Gallagher, a professor of energy and environmental policy at the Fletcher School at Tufts University.

    “I believe a healthy competition between the two countries will benefit everyone,” she said. “This new money is going to be a really important global injection into clean energy technology and innovation, and it’s likely to catalyze even more (development) in China. But in many respects, China currently has a first-mover advantage; there’s a lot of work for the US to do.”

    In China, the US climate bill is being viewed as a “competitive gesture,” and with a certain amount of skepticism that the US can move as fast as it wants to on the clean energy transition, according to Li Shuo, a Beijing-based global policy adviser for Greenpeace East Asia.

    “Part of this sentiment is sour grapes, but I think part of it is based on cool-headed analysis – if you are a country who manages to ramp up renewable energy from zero to huge in 10 years, you know the secret to success better than anyone else,” Shuo said.

    Chinese officials “are not convinced the US is capable of replicating it,” Shuo said. “Only the US can prove itself and the stakes – our climate future – are high.”

    The US and China – due to the sheer scale of their planet-warming emissions, money and political heft – have historically been the power players at international climate summits. It’s no different this year, with all eyes on the two countries and whether they’ll resume collaboration.

    Xie announced Tuesday at COP27 that his country has developed a national strategy to reduce its methane emissions, fulfilling the promise it made at last year’s summit as it pledged to cooperate with the US.

    Speaking at a panel event in Sharm El-Sheikh, Egypt, Xie said China’s methane strategy will focus on three areas: reducing methane from its energy sector, agriculture and waste management areas.

    However, within the energy sector, Xie only mentioned reducing emissions from oil and gas – and didn’t mention China’s coal sector, which produces much of the country’s methane emissions in addition to CO2 emissions. China produces the most methane emissions from coal mines in the world, according to the US Environmental Protection Agency.

    Xie’s announcement is the latest evidence that cooperation between the world’s two largest emitters matters – even more so because of the peer-pressure effect it can have on other countries.

    “We have seen times where [US-China cooperation] is producing good results; a positive force in both the domestic context of each country, and also a boost to the international discussions,” said Nate Hultman, director of the University of Maryland’s Center for Global Sustainability, and a former Kerry official. “In that context, the suspension of the talks is a hindrance.”

    The end of the US-China agreement triggered an information void as the lines of communication shut down – something that could breed mistrust, according to Sims Gallagher.

    “I’m sure China knows we passed the (Inflation Reduction Act),” Sims Gallagher said. “At a high level that’s understood. But at the granular level, it’s much harder to understand what’s happening and why it’s happening.”

    A senior administration official conceded they think something has been lost due to the suspended talks, killing the momentum that came out of the US and China’s joint declaration at Glasgow last year. That official said it is still an open question whether cooperation can continue this year.

    Ultimately, it is in China’s best interest, and the world’s, to resume talks with the United States, said Joanna Lewis, associate professor of energy and environment at Georgetown University, because it elevates China’s stature going into a key international summit – allowing a country that is often cast as the climate villain some positive spin.

    “When the Chinese lead negotiator and the US lead negotiator get up before the world together, it calls China out as a leader and puts them on a new level of climate leadership,” Lewis said. “Particularly during an international negotiation where they’re not always viewed as taking a leadership role.”
