PolitiFact rating: True (It found that in California, the top 1% of households for incomes paid 12.4% of their income in state and local taxes. By comparison, in Florida, households in the bottom 20% of incomes paid 12.7% of their income in state and local taxes. By this metric, Newsom is correct.)
