    SIDOARJO, Indonesia—The teenage boys were bowing in prayer when the concrete above them came tumbling down. 

    Some 200 people, most of them boys between the ages 12 and 17, had crowded into the prayer hall on the ground floor of al Khoziny Islamic Boarding School on the Indonesian island of Java on Monday afternoon. That is when the school’s walls and ceilings caved in.

  • France Detains Russian ‘Shadow Fleet’ Tanker Suspected in Drone Attack

    PARIS—French authorities detained crew members of a tanker carrying Russian crude oil and are investigating whether it played a role in last week’s drone incursions in Denmark.

    French soldiers boarded the tanker, which is under Western sanctions, as it was en route to India from Russia’s Baltic Sea port of Primorsk. The vessel was traveling south through the Bay of Biscay when it turned east and headed toward Saint-Nazaire, home to Europe’s largest shipyard, according to the ship-tracking service Kpler. Authorities took the tanker’s captain and second-in-command into custody.

  • German Firm’s African Green-Energy Project Runs Into Ghosts From Past

    NAIROBI, Kenya—A giant hydrogen-generation project in Africa is pitting German clean-energy executives against descendants of victims of Germany’s forgotten colonial genocide.

    A major German renewables company, Enertrag, aims to build one of the world’s biggest green hydrogen plants, called Hyphen Hydrogen Energy, on the Atlantic coast of Namibia, Germany’s former colony in southwestern Africa. If all goes well, the company predicts the $10 billion facility, powered by wind and solar, will help wean Europe off oil and gas and create thousands of jobs in Namibia. Last year, Germany announced its intention to recognize Hyphen as a project of strategic national interest, which would qualify it for special funding and investment from the German government.

  • Hamas Indicates It Is Open to Trump Peace Plan as It Faces Pressure From Muslim Nations

    Hamas has indicated it is open to accepting President Trump’s peace plan for Gaza but is asking for more time to review its conditions, Arab mediators said, as the militant group faces intensifying pressure from Muslim governments to agree to the Israel-backed proposal to end the devastating war.

    The militant group has told mediators it has reservations about some of the terms of the 20-point plan, including the stipulation that it disarm and destroy its weapons, a demand it has previously rejected. Hamas also says that releasing all 48 hostages within 72 hours, as laid out in the Trump plan, would be difficult because it has lost contact in recent weeks with some other militant groups holding a number of them, the mediators said.

    I have a few questions for the foreign governments that approved “ A Palestinian State for Hamas” (Review & Outlook, Sept. 23). What is its capital city? Can Christians and Jews freely practice their religion there? Can women divorce, own property, vote, run for office, get abortions? Will elections be regularly held? Will gay marriage be allowed? Finally, do all citizens of the “state” have the right to kidnap, rape, torture and murder Jews?

    The Jewish people are celebrating the New Year of 5786—many of them, living in the state their foes want to wipe off the map. Meanwhile, Hamas refuses to release hostages kidnapped almost two years ago. Useful idiots in the U.K., Australia, France and elsewhere reward them for their intransigence. Recognition of this supposed state is an affront to decency, morality and common sense.

    The pro-Palestine activists and others aboard the flotilla of boats heading for Gaza were off the coast of Crete when their marine radios crackled to life in the night. Abba hits including “Dancing Queen” took over channel 16, the international frequency used by vessels for safety or distress calls.

    “I thought it was a prank. Instead, it was the start of the operation,” said Italian lawmaker Arturo Scotto, who was on night duty on one of the boats. Suddenly the sky lighted up with flashes followed by loud bangs as low-flying drones hovered above. One of the boats suffered damage to its mast and had to abandon the voyage.

  • French Inflation Picks Up Pace as ECB Looks Likely to Keep Rates in Place

    Annual inflation picked up pace in France at the end of the summer, despite a political stalemate holding back economic activity, as the European Central Bank looks likely to keep interest rates untouched.

    Consumer prices rose 1.1% on year this month, EU-harmonized figures published by the country’s statistics authority showed Tuesday. That was a little less than economists had expected and keeps the rate below the 2% level targeted by the ECB, but nonetheless marks an increase to the fastest rate of annual inflation since the beginning of the year.
