  • How Cleveland Helps Startups Compete in This $3.4 Billion Market

    When public organizations decide to tackle large problems confronting the communities they represent, they often turn to private sector partners offering effective solutions. When the Cleveland Water Alliance (CWA) tried to do that in its efforts to improve the management and health of Lake Erie, it discovered a shortage of businesses capable of filling its needs. In response, CWA created its own, enormous testbed that it allows water sector startups to use for developing, perfecting, and marketing their products—and for propelling their companies into full commercial operation.

    Launched in 2014, CWA initially brought together industry, civic, and political leaders determined to create a new and effective economic development cluster. Early on, the organization homed in on the objective of forging partnerships between public organizations and private sector companies.

    Fast forward to 2022, when CWA began building out the Smart Lake Erie Watershed, a collection of 200 sensors placed on buoys and in shore positions that together provide a Long Range Wide Area Network—or a de facto WiFi coverage—of 7,740 square miles across the lake.

    The result is a continuing feed of data on water nutrients, contaminants, wave conditions, and other information that’s valuable to a wide array of partners in utilities, agriculture, maritime research, and even to recreational users. It also serves as a 24/7 communications infrastructure that can be used for early warning and disaster response purposes.

    The network is also offered as an invaluable testbed to startups developing new water quality technologies. That allows them to trial and improve their platforms in real world situations—and take them to market faster as proven products.

    In doing so, it seeks to help startups overcome what CWA identified as a major hurdle for companies to enter and prosper in a water sector that’s difficult to crack.

    “We meet with hundreds of companies annually and consistently hear that real-world testing is a major barrier to market,” CWA president and executive director Bryan Stubbs told Inc. in emailed comments. “In response, we built a regional testbed network that connects innovators with end-users — like utilities and government agencies — for pilot projects. These collaborations provide valuable data for tech developers and low-risk access to new solutions for network partners. Leveraging our region’s cooperative ecosystem, rich in industrial expertise and entrepreneurial support, CWA has cultivated Cleveland as the ideal launchpad for water innovation with global impact.”

    Meanwhile, CWA’s Smart Lake Erie Watershed facilitates recruitment of both public funding and private investment for small business tech partners. That’s significant for two big reasons.  

    Early on, CWA realized companies focusing on water solutions often fizzed out before making it to market. Such startups are typically under-financed, as investors favor more mature technologies with bigger profitability potential. Meanwhile, even established sector businesses like GE Water have frequently been sold off by parent companies that had provided the financing necessary for future tech development.

    CWA recognized that as a mistake by big businesses and investors who underestimated the rising demand for water protection technologies.

    According to many estimates, the global market for sensor-based monitoring of water and soil is set to reach $3.4 billion by next year, with some forecasts doubling that figure. The worldwide market for the kind of smart water management tech systems CWA continues developing with business partners is slated to exceed $23 billion by 2027.

    In responding to that rising activity, CWA facilitates partner businesses that test and review over 250 emerging technologies each year using the Smart Lake Erie Watershed. So far, that activity has attracted $15 million in direct investment in CWA, with partner startups having raised over $50 million on their own.

    One of those startups is Ohio company CLEANR, which used the Lake Erie Watershed to continue testing and improving its water filtering tech. As a result of that, the company’s microplastics filtration system now removes 90 percent of microplastics that usually flow out into waterways from washing machines and other appliances. Moreover, it also clears those pollutants from water flowing into households, and is now sold to third party washing machine and appliance manufacturers.

    “CWA has been a crucial partner for us in raising awareness of the risks of microplastic pollution to our water systems and food supply,” said CLEANR co-founder and CEO Max Pennington, noting that as the shallowest of the Great Lakes, Erie is the most susceptible to rising temperatures, and has the highest degree of microplastic pollutants.

    “They were quick to understand why the Great Lakes are becoming ground zero in this public health threat and how our technology can make a massive impact on this problem upstream where it starts,” Pennington added. “They’ve connected us with the right players around the Great Lakes to test and launch our technology at a key juncture as the U.S. Senate and a half-dozen state legislators introduce bills that mandate or incentivize filters for all new washing machines starting in 2030.” 

    More recently, CWA teamed up with several Ohio businesses to test technologies designed to prevent nitrogen and phosphorus in agricultural fertilizer from draining into Lake Erie and connected waterways, where they provoke destructive algae blooms. Last week the organization announced it had retained Ohio industrial engineering company Neundorfer as the selected partner in a pilot project. That solution sends electric charges into manure used to fertilize farmland, which separates phosphorus in it and causes it to remain in the field rather than running off during rains.

    Neundorfer’s participation in CWA’s program is all the more significant in the company broadening its previous focus on air quality and pollution control solutions to water. That expansion was a direct result of it seeing potential business opportunities in helping solve challenges the CWA and the wider public face in protecting the lake.

    “We’re established leaders in industrial air pollution control, and we’re excited to explore the water tech space through this CWA pilot project,” said Neundorfer president Steve Ostankek, noting that transition comes as the Northeast Ohio company celebrates its 50th anniversary. ”It allows us to explore a new market in a low-risk environment and apply our expertise to a cause that could protect our waterways and help farmers.”

    That kind of response from both startups and established businesses has allowed CWA to generate momentum, and build on that as it moves ahead. As more companies test their new technologies in the Smart Lake Erie Watershed project—and develop mutually beneficial solutions with CWA support—the appeal of tackling public sector problems with commercially based projects grows for other entrepreneurs.

    “This is a prime example of connecting the dots across Ohio’s water economy,” Max Herzog, CWA’s deputy director of programs and partnerships, said a blog post on the farming initiative. “We are leveraging our world-class testbed network to support an innovative Ohio company, address a critical environmental issue, and provide economic benefits for farmers—all while accelerating the commercialization of cutting-edge technology right here in our region.”

    SWAMPSCOTT — Even as local elected officials gathered to celebrate the seeming success of a new temporary treatment unit in treating stormwater drainage to make King’s Beach safe for the public, neighbors protested about the noise the unit makes.

    HAVERHILL — The city will borrow $12.4 million for a project aimed at reducing the amount of combined sewer overflows reaching the Merrimack River.

    The City Council this week unanimously approved borrowing $12.4 million for a project intended to reduce CSOs pouring into the Little River and into the Merrimack River while also improving the water distribution system in the Locke Street area.

    In his request for the funding, DPW Director Robert Ward told the council the amount of the loan order increased by about $2 million since the original request passed about a year ago.

    He said the project was deferred a year due to permitting issues hit by cost increases.

    He said a number of things, including the need for additional quantities of items such as 18-inch diameter pipes, the creation of additional stormwater outfalls not in the original cost estimates, the need to rehabilitate some stormwater drain pipes, additional roadway restoration costs and other items.

    The council was provided with documents explaining the project, which will play out in three phases over the next 10 years.

    In his letter to the council, Ward noted that in 2016 the city entered into a consent decree with the federal Environmental Protection Agency (EPA) and the Massachusetts Department of Environmental Protection (DEP) requiring the city to reduce CSOs.

    Ward said that before the 1960s, sewage and stormwater were commonly collected in the same pipe. These combined sewers were designed and built to overflow into nearby waterways to prevent excessive flooding during rain storms from backing up into basements, streets, parking lots and other areas.

    Ward said the Locke Street area is the city’s biggest contributor to CSO overflows into the Merrimack River.

    This Locke Street Phase 1 combined sewer overflow (CSO) separation and water system improvements project will involve separating the combined sewer system in that area into separate wastewater and stormwater systems, thereby reducing excessive stormwater entering the sewer system during rain events.

    Ward noted that Phase 1 separates about 3,500 feet of combined sewers in the Locke Street area by installing new stormwater pipes, disconnecting catch basins from them, and connecting them to the separate stormwater lines. The project also involves upsizing existing storm drains, installing new outfalls to increase capacity of the existing storm drain system, and rehabilitating existing sewers and manholes.

    In conjunction with the sewer and drain work, old, undersized water mains in the Phase 1 area will be replaced and upsized. Ward said it makes sense to upgrade water lines in that area rather than return at a future date and having to dig up the streets again.

    The average household’s sewer rate impact from this project will be less than $21 annually, Ward stated in his letter. The water rate impact will add about $8 to the annual bill for an average size household, he said.

    The loan order funds Phase 1 of three phases over the next 10 years or so. Phases 2 and 3 will be in other areas, including Primrose, Main Street and Lawrence Street, which also discharge into Little River and to the CSO outlet behind the downtown bus station.

    “We’re paying for the sins of the past,” Ward said.

    The City of Philadelphia says it is now confident tap water from the Baxter Drinking Water Treatment Plant will remain safe to drink until at least 11:59 p.m. Monday following a chemical spill in the Delaware River.

    At a news conference late Sunday afternoon, city officials said they had not found any contamination in Philadelphia’s water supply and there would be no disruptions to schools or city services on Monday.

    “There has not been any contamination in the Philadelphia water system,” Mike Carroll, the city’s deputy managing director for transportation, infrastructure and sustainability, told reporters.

    “We have enough water to sustain a safe use for drinking, cooking – all purposes – through till at least 11:59 p.m., Monday, March 27,” Carroll said. “The potential for contamination is diminishing over time.”

    The Philadelphia Police Department and Pennsylvania Department of Environmental Protection had also conducted a flyover across the Delaware River and saw no visual evidence of contamination plumes, Carroll said.

    “In this case, because we were talking about essentially ingredients that go into latex paint, we would have been able to see a kind of white plume under the river surface,” he said.

    The city earlier sent out mobile phone push alerts recommending area residents use of bottled water from 2 p.m.

    “Contaminants have not been found in the system at this time but this is out of caution due to a spill in the Delaware River,” the alerts shared with CNN said.

    The alert also provided a link to a community website for updates.

    But an updated statement Sunday afternoon the city said new hydraulic modeling and sampling results showed “there is no need to buy water at this time.”

    “This updated time is based on the time it will take river water that entered the Baxter intakes early Sunday morning to move through treatment and water mains before reaching customers,” the statement reads. “The water that is currently available to customers was treated before the spill reached Philadelphia and remains safe to drink and use for bathing, cooking and washing.”

    A ShopRite store in South Philadelphia said it was selling out of bottled water before 2 p.m. Sunday after the alerts were sent out.

    When the store is able to restock shelves, it plans to limit cases of bottled water to three per customer, a store worker told CNN.

    Carroll said in a statement issued earlier on Sunday that the contamination occurred Friday and involved a latex product that spilled along a Delaware River tributary in Bristol Township, Bucks County.

    “As has been reported, on Friday night a chemical spill occurred in Bristol Township, Bucks County which released contaminants into the Delaware River,” Carroll said. “The Philadelphia Water Department (PWD) became aware of this through the Delaware Valley Early Warning System (EWS) and has been evaluating the situation since that time to understand potential impacts to the public. Although early indications have not revealed contamination, we are still monitoring the situation and conducting testing.”

    Trinseo PLC, which owns the facility where the spill occurred, said in a statement on its website Sunday it “appears to be the result of equipment failure.”

    The latex product chemical spill happened on Friday evening at a facility in Bristol, Pennsylvania, which manufactures acrylic resins, according to the statement.

    The company estimated 8,100 gallons of solution – which is half water and half latex polymer – was spilled.

    “The latex emulsion is a white liquid that is used in various consumer goods. Its pigmentation makes the water-soluble material visible in surface water,” the statement reads.

    The Pennsylvania Department of Environmental Protection said an “unknown amount” of the spilled product had entered the Delaware River. Water sampling is ongoing and contaminants have not been detected at drinking water intakes, the department said in a Sunday statement.

    Fish and wildlife are said to have not been affected, according to the statement.

    “Since the first hours after the incident, the Department of Environmental Protection has been at the facility where the spill originated and will be staying until there is no longer a threat to those impacted in Bucks and Philadelphia counties,” the department’s acting secretary Rich Negrin said in the statement. “We are working closely with our partners to monitor the spread of the contaminants and we will hold the responsible party accountable.”

    On its website, the Philadelphia Water Department said it provides water to more than “2 million people in Philadelphia, Montgomery, Delaware, and Bucks counties.”

    The US Environmental Protection Agency is ordering Norfolk Southern to handle and pay for all necessary cleanup after a train carrying toxic chemicals derailed in East Palestine, Ohio.

    The EPA announced its legally binding order Tuesday, 18 days after the freight train derailed. The disaster ignited a dayslong inferno, shot plumes of black smoke into the air and led to the intentional release of vinyl chloride to help avert a more catastrophic blast.

    Some residents have reported health problems, and about 3,500 fish have died in Ohio waterways since the wreck.

    “Norfolk Southern will pay for cleaning the mess that they created and the trauma that they inflicted on this community,” EPA Administrator Michael Regan said Tuesday.

    As part of the EPA’s legally binding order, Norfolk Southern will be required to:

    • Identify and clean up any contaminated soil and water resources,

    • Reimburse the EPA for cleaning services to be offered to residents and businesses to provide an additional layer of reassurance, which will be conducted by EPA staff and contractors,

    • Attend and participate in public meetings at the EPA’s request and post information online, and

    • Pay for the EPA’s costs for work performed under the order.

    The order will take effect Thursday. The EPA said it will exercise its strongest authority against the train’s operator under CERCLA – the Comprehensive Environmental Response, Compensation, and Liability Act.

    “In no way, shape or form will Norfolk Southern get off the hook for the mess that they created,” Regan said.

    If the rail company fails to meet the demands, the EPA said it will immediately step in, conduct the necessary work and then seek to compel Norfolk Southern to pay triple the cost.

    In response to the EPA’s announcement, Norfolk Southern said it has been working to clean up the site and will continue helping residents.

    “We recognize that we have a responsibility, and we have committed to doing what’s right for the residents of East Palestine,” Norfolk Southern said in a statement to CNN.

    “We have been paying for the clean-up activities to date and will continue to do so. We are committed to thoroughly and safely cleaning the site, and we are reimbursing residents for the disruption this has caused in their lives. We are investing in helping East Palestine thrive for the long-term, and we will continue to be in the community for as long as it takes. We are going to learn from this terrible accident and work with regulators and elected officials to improve railroad safety.”

    Hours before the EPA’s announcement, Regan and Gov. Mike DeWine visited an East Palestine home and tried to reassure residents that the municipal water supply is safe.

    They raised two glasses filled with water straight from the tap and toasted before drinking.

    The municipal water supply comes from five wells deep underground that are encased in steel, state officials have said. But residents with private well water should get that water tested before using it, since that water may be sourced closer to the ground’s surface.

    “State and local authorities will continue the water sampling efforts, and EPA will continue indoor air screenings to residents within the evacuation zone,” Regan said Tuesday.

    But “I recognize that no matter how much data we collect or provide, it will not be enough to completely reassure everybody,” the EPA chief said.

    “It may not be enough to restore the sense of safety and security that this community once had. But we’re going to work together, day by day, for as long as it takes to make sure that this community feels at home once again.”

    The soil under the railroad track at the site of the wreck is still contaminated, and the tracks need to be lifted to remove that soil, the director of Ohio’s Environmental Protection Agency said Tuesday.

    The governor acknowledged residents’ concerns about the contaminated soil and said 4,588 cubic yards of soil and 1.1 million gallons of contaminated water have been removed from East Palestine.

    “The railroad got the tracks back on and started running and the soil under the tracks had not been dealt with,” DeWine said. “The tracks will have to be taken up, and that soil will have to be removed.”

    To address the growing reports of rashes, headaches, nausea and other symptoms in East Palestine, the state opened a new health clinic for residents.

    The health clinic will have registered nurses, mental health specialists and – at times – a toxicologist, the Ohio Department of Health said.

    Medical teams from the US Centers for Diseases Control and Prevention and the US Department of Health are expected to arrive in the community as early as this week to help assess what dangers might remain.

    Authorities have repeatedly assured residents that the air and municipal water supply in the town are safe. Crews have checked hundreds of homes and have not detected any dangerous levels of contaminants, the EPA said.

    Still, life in East Palestine has been uprooted as residents question the findings and wonder whether it’s really safe to drink the water or breathe the air.

    “It will be important to monitor people’s health and the environment around the train derailment for some time to come since health impacts may not emerge until later,” said Dr. Erin Haynes, an environmental health scientist at the University of Kentucky.

    “We should never say we’re done looking at this community for potential exposures and health impacts.”

    Some waterways were contaminated after the crash, killing an estimated 3,500 fish. But officials have said they believe those contaminants have been contained.

    Norfolk Southern installed booms and dams to restrict the flow of contaminated water from Sulphur Run and Leslie Run – two streams where fish were found dead, the EPA said.

    “The spill did flow to the Ohio River during that initial slug, but the Ohio River is very large, and it’s a water body that’s able to dilute the pollutants pretty quickly,” Ohio Environmental Protection Agency official Tiffani Kavalec said last week.

    Kavalec said the agency is pretty confident that the “low levels” of contaminants that remain are not getting passed on to water customers.

    A series of pumps have been placed upstream to reroute Sulphur Run around the derailment site, Norfolk Southern said Monday.

    “Environmental teams are treating the impacted portions of Sulphur Run with booms, aeration, and carbon filtration units,” Norfolk Southern added. “Those teams are also working with stream experts to collect soil and groundwater samples to develop a comprehensive plan to address any contamination that remains in the stream banks and sediment.”

    Water intakes from the Ohio River that were shut off Sunday “as a precautionary measure” were reopened after sampling found “no detections of the specific chemicals from the train derailment,” the Greater Cincinnati Water Works and Northern Kentucky Water District said Monday.

    A third utility provider – Maysville utility in Kentucky – announced that it temporarily shut off water intakes from the Ohio River on Saturday, when the toxic chemicals released into the river from the derailment were expected to arrive at the water treatment intake in Kentucky, utility general manager Mark Julian said.

    Water measurements have been below the level of concern, Julian said, and Maysville took precautionary measures in temporarily shutting down their Ohio River intake valve due to the public concern.

    “The takeaway is that anyone along the Ohio River where the contaminants made their way can breathe a sigh of relief,” he said.

    Meanwhile, the majority of the hazardous rail cars remain at the crash site as investigators continue to probe the wreck. But about 15,000 pounds of contaminated soil and 1.1 million gallons of contaminated water have been removed from the scene, Norfolk Southern announced Monday.

    The contaminated soil became a point of contention last week after a public document sent to the EPA on February 10 did not list soil removal among completed cleanup activities. It is not yet known what significance or impact the soil that was not removed before the railroad reopened on February 8 will have had on the surrounding areas.

    As skepticism spreads about the safety of the air and water, some local businesses say they’ve seen fewer customers.

    “Everybody’s afraid … They don’t want to come in and drink the water,” Teresa Sprowls, a restaurant owner in East Palestine, told CNN affiliate WOIO.

    A stylist at a hair salon told WOIO there’s no doubt the salon lost business and that customers may be worried about what may be in the water washing their hair.

    “I know a lot of our businesses are already suffering greatly because people don’t want to come here,” local greenhouse owner Dianna Elzer told CNN affiliate WPXI.

    Her husband, Donald Elzer, echoed her concerns, saying, “It’s devastating. The longer it goes on, the worse it gets.”

    Dianna Elzer also worried about longer-term economic impacts to the community.

    “Our property values – who is going to want to buy a house here now?” she told WPXI. “It’s going to be a long struggle to get back to where we were.”

    As residents call for accountability from both Norfolk Southern and government officials, US Transportation Secretary Pete Buttigieg said he plans to visit East Palestine “when the time is right” – but did not announce a date.

    He did announce Monday new efforts by the Department of Transportation to improve rail safety.

    “We are accelerating and augmenting our ongoing lines of effort on rail regulation and inspection here at the US DOT, including further regulation on high hazard flammable trains and electronically controlled pneumatic brakes – rules that were clawed back under the previous administration – to the full extent of that we are allowed to under current law, and we will continue using resources from the Bipartisan Infrastructure Law to fund projects that improve rail safety,” Buttigieg said.

    A DOT news release said the agency will continue to press for the “Train Crew Staffing Rule,” which would require a minimum of two crew members during most railroad operations. Norfolk Southern has opposed the proposed rule.

    Norfolk Southern has committed millions of dollars’ worth of financial assistance to East Palestine, including $3.4 million in direct financial assistance to families and a $1 million community assistance fund, among other aid, the company said.

    Norfolk Southern CEO Alan Shaw posted an open letter telling East Palestine residents, “I hear you” and “we are here and will stay here for as long as it takes to ensure your safety and to help East Palestine recover and thrive.”

    “Together with local health officials,” Shaw said, “we have implemented a comprehensive testing program to ensure the safety of East Palestine’s water, air, and soil.”

    Shortly after Benjamin Cuevas and his family moved into their new home three years ago in Tooleville, California, he realized something was horribly wrong.

    In the middle of the day, the water pressure would drop completely. Cranking up both hot and cold could only coax a little drip out of the faucet.

    Then there was the water itself, contaminated with chemicals from agriculture runoff and treated with so much chlorine that it turned his family’s black clothing gray in the wash. His daughter and her baby live in the house, and Cuevas’s wife only bathes her granddaughter in the bottled water they receive from the county for drinking.

    Cuevas is not alone; the entire town of under 300 people faces the same water crisis. In many rural parts of the state, faucets and community wells are running dry after years of drought and heavy agriculture use pulls more water from the same groundwater residents use.

    One local nonprofit told CNN that about 8,000 people in the San Joaquin Valley need thousands of gallons of hauled water just to keep their taps flowing – and that number is growing.

    Newly elected House Speaker Kevin McCarthy has represented Tooleville for the past decade – though the small town is just outside his newly redrawn congressional district. The Republican lawmaker has long represented Kern and Tulare counties, and his redrawn seat adds portions of Fresno County.

    Throughout his tenure, this region of California has spent more time than any other part of the country in exceptional drought – the US Drought Monitor’s most severe category – a drought scientists say has been made more intense by human-caused climate change. Recent rainfall has put a dent in the region’s surface drought, though experts have told CNN it will do little to solve the ongoing groundwater shortage.

    Tulare, Kern and Fresno counties have endured more than 200 weeks in exceptional drought over the past decade, according to Drought Monitor data.

    Multiple people CNN spoke to for this story said McCarthy and his office don’t often engage on this issue in the district, especially compared with neighboring members of Congress. And they wish he would do more with his power in Washington – especially now that he holds the speaker’s gavel.

    McCarthy proposed an amendment this past summer to set up a grant program to help connect small towns like Tooleville with larger cities that have better water systems. The measure passed the House but died in the Senate. But as more and more wells go dry, McCarthy has made a point to vote against other bills addressing climate change and drought, including the Inflation Reduction Act and the bipartisan infrastructure law.

    “In my experience, he has never engaged with us on any of these kinds of emergencies,” said Jessi Snyder, the director of community development at local nonprofit Self-Help Enterprises, who focuses on getting hauled water to entire communities that have gone dry.

    Cuevas moved to Tooleville three years ago.

    In a statement to CNN, McCarthy’s office said he has been “a staunch advocate on water issues in the Central Valley and California” since he was first elected to the House. McCarthy has joined his colleagues to “introduce broad legislative solutions every Congress related to this topic since our water situation continues to worsen,” his spokesperson Brittany Martinez said.

    But McCarthy does not mention climate change when talking about his district’s drought, and his office did not respond to questions from CNN about whether he believes climate change is playing a role. Instead, he often blames the drought on state mismanagement of water and has called for new and larger dams and reservoirs to be built to capture rainwater during wet years.

    Water experts in California say that’s missing the new reality.

    “Part of what’s happening now is the reality that there is no more new water,” said Peter Gleick, co-founder and senior fellow of California-based water nonprofit Pacific Institute. “The knee-jerk response of politicians has always been build another dam; find more water. There is no new reservoir that’s going to magically solve these problems. It’s now a question of managing demand.”

    When a call comes in from yet another community whose well has run dry, it’s a race against time for the staff at Self-Help Enterprises.

    The Visalia, California-based nonprofit has a self-imposed deadline of just 24 hours to drive out to the impacted community with emergency tanks to keep water flowing for showers, laundry and cleaning, as well as with five-gallon jugs of higher-quality water for drinking.

    “The team goes all hands-on deck,” Tami McVay, Self-Help’s director of emergency services, told CNN. “Everybody knows what their role is, and they just go get it done. And we move forward to the next one.”

    These days, there’s always a next one. Snyder said the summer of 2022 marked “a new level of crisis” as entire small communities of 80 to 100 homes started running out of water, in addition to individual homes.

    “It’s been a real struggle because it’s hard to provide a backup source of water to a whole community instead of one household,” she said.

    More than 1,400 wells were reported dry last year, according to the state of California, a 40% increase over the same period in 2021. Self-Help staff see this in person on the ground. New families are flowing into their hauled water program, but none are leaving. During the dry, warm-weather months, McVay estimates her nonprofit fields around 100 calls a day, dropping down to about 30 per week in the winter months.

    The punishing multi-year drought is what Brad Rippey, a meteorologist at the US Department of Agriculture, calls California’s “latest misery.” California has spent eight of the last 11 years in drought, with the last three years being the driest such period on record, state officials said in October. Human-caused climate change – which is raising global temperatures and making much-needed rain and snow less frequent in the West – is contributing to the severity, Rippey said.

    “The impacts are multiplying. You have these droughts piling on top of droughts with cumulative impacts,” including wildfires, he added.

    To supplement the dwindling groundwater supply in Tooleville, officials in Tulare County and nonprofits like Self-Help deliver five-gallon water jugs to the residents for drinking and 16,000 gallons of hauled water into tanks for washing their clothes, doing dishes and taking showers.

    There’s so much demand in the warm months for the hauled water that a 16,000-gallon delivery lasted some communities just a few hours before needing to be refilled, Snyder said.

    “We literally cannot pump the water out of the tanker trucks fast enough to fill the storage tanks,” she added. “We can’t ever get ahead of it; physics is against us. It’s nuts and really stressful.”

    California’s extreme heat wave this summer pushed water usage even higher as residents watered grass and farms pumped more for crops. In Tooleville, Cuevas watched as the orange and lemon trees in his yard withered and died. Outdoor watering restrictions meant he couldn’t save his trees, even as some of his neighbors flouted the restrictions with noticeably green lawns.

    “Everything just perished,” Cuevas said. “It’s not a good feeling to see other people enjoying [the water], while you’re doing your part.”

    Seeing the nearby Friant-Kern Canal every day – which carries melted snowpack water from Northern California to Central Valley farms – is a nagging reminder of what his family doesn’t have.

    “It’s terrible,” Cuevas told CNN. “Just joking, I’d say I’ll go out there and put a hose [in it] running right back to my house.”

    As Cuevas’s own trees died, commercial farms in the area were still producing – although their future is also uncertain. Farms are also having to drill deeper wells to irrigate orange groves and acres of thirsty pecan and pistachio trees.

    With this rush on groundwater, shallow residential wells don’t stand a chance. In West Goshen, a small town that sits outside McCarthy’s district in Tulare County, resident Jesus Benitez told CNN he burned through three well pumps – costing $1,200 a piece – during the warmer months when his neighbor, a farmer who grows alfalfa and corn, started irrigating his crops.

    “They’ve got the money to go every time deeper and deeper in the ground; we don’t have that luxury,” Benitez said.

    Two town wells in nearby Seville nearly ran dry this summer, said Linda Gutierrez, a lifelong resident who sits on the town’s water board. Across the street from the town’s wells is a pistachio farm, and when they start irrigating, the groundwater level plummets, she said.

    But she doesn’t blame the farmers. Like many who live in the area, her husband is a farm worker. There’s a lot of pride in the region’s far-reaching agriculture, and many feel it should be sustained.

    “You can’t not have farmers because you need food, but we have to have water in order to survive,” Gutierrez said. “There’s a very tricky balance to establish. Right now, if they don’t irrigate, we have water, but also a year from now we have no food.”

    As big of a societal problem as drought and water shortages are, they are also intensely personal. Self-Help’s McVay gets emotional when talking about school children in the area getting beat up because they don’t have clean clothes or ready access to a shower.

    “They don’t have water in their homes to take baths, or brush their teeth, or have clean laundry, and they’re getting bullied,” she said. “Being made fun of because they’re taking baths at the local gas station bathroom. It’s not fair – the stress that it causes the parents because [they] start to feel like they’re failing as a parent.”

    Multiple local and state elected officials and leaders of nonprofits focusing on water delivery in the San Joaquin Valley said McCarthy isn’t engaged enough on what they consider one of his district’s most dire crises.

    McVay said outreach from McCarthy’s office on dry residential wells is “slim to none, and I am not saying that to discredit them at all.”

    “I have had more conversations, more engagement and just more wanting to know how they can assist from Congressman Valadao and his office than probably any other on the federal side,” McVay added.

    Snyder said Rep. David Valadao, a Republican representing neighboring Kings County as well as portions of Tulare and Kern, and his staff “will show up in a community at the time of a crisis” and are actively engaged on how they can support efforts to get people water.

    Other members of Congress, including Democratic Rep. Jim Costa and Republican Connie Conway, who left office earlier this month, have also been more accessible and engaged on the issue, Snyder said.

    “Kevin McCarthy, no,” Snyder added.

    While McCarthy is popular in his district and influential among California and Central Valley Republicans, California state Sen. Melissa Hurtado, a Democrat who represents parts of the San Joaquin Valley plagued by drought, told CNN there are concerns that McCarthy’s ambition for House speaker has superseded his district’s needs.

    “He’s focused on that leadership position instead of actually working on issues to address the impacts of his district,” Hurtado told CNN. “Quietly, the word out there is it’s been a while that he’s actually delivered something for the region, given his focus on the leadership position. Maybe that’s part of his greater vision for helping this region out.”

    McCarthy’s office did not respond to questions about how he’ll use his position as House speaker to address climate change-fueled droughts in California and around the nation. Nor did it respond to the critiques about his lack of engagement.

    “The Leader has consistently worked in a bipartisan, bicameral fashion to deliver this life-giving resource for the families, agriculture producers and workers, and communities in the Central Valley and throughout California, and our Republican congressional delegation heavily relies on his steadfast leadership and decades of expertise when crafting their own pieces of water legislation,” McCarthy’s spokesperson Martinez told CNN in a statement. “When Democrats have held the majority, they time and time again blocked the progress and innovation of their House GOP colleagues.”

    In July, McCarthy spoke on the House floor about Tooleville’s plight, seeking to set up a federal grant program to help connect it and other small towns to larger cities’ water supply.

    “In our district, the community of Tooleville has run out of water as the groundwater table drops and aging infrastructure fails or becomes obsolete,” McCarthy said at the time. “Tulare County advises me that if California’s droughts continue, more small and rural communities in our district with older infrastructure could meet the exact same fate.”

    McCarthy’s measure authorized a grant program but didn’t contain any funding. And even though the bill passed the House, it died in the Senate, and it’s unclear whether it will come up again in the new Congress.

    Connecting Tooleville’s water infrastructure with that of nearby Exeter has been a decadeslong pursuit that is finally close to happening thanks to a state mandate and funding. The project will mean more reliable and cleaner water for residents like Cuevas. But it’s expected to take eight years for the two systems to fully merge.

    McCarthy is also co-sponsoring a bill with Valadao that would enlarge certain reservoirs and kickstart construction on a new reservoir in the Sacramento Valley. But some nonprofit leaders and local officials say these solutions would prioritize agriculture over residents.

    “We need more solutions beyond storage and dams,” said Susana De Anda, executive director of the San Joaquin Valley-based environmental justice nonprofit Community Water Center. “[McCarthy] lacks understanding of the real critical problems we’re experiencing around the drought and our communities.”

    Seeking to attract younger voters concerned about climate change to the Republican Party, McCarthy last year convened a Climate, Energy and Conservation Task Force to develop the party’s messaging and policies around the issue. And House Republican delegations have attended the last two United Nations climate summits.

    But all indications suggest that addressing human-caused climate change is not going to be a focal point of McCarthy’s now that he has the speaker’s gavel. McCarthy and House Republicans have shown they don’t want to move away from planet-warming fossil fuels, and few in the party are willing to connect global temperature rise to worsening droughts and extreme weather.

    McCarthy dissolved Democrats’ Select Committee on the Climate Crisis, and he has vowed to investigate Department of Energy grants for electric vehicle components, as well as alleged “collusion” between environmental groups and China and Russia to “hurt American Energy,” according to a recent statement.

    “Our representatives don’t talk about climate change; it’s a real problem,” De Anda said. “Climate change is real. Our communities are the canaries in the coal mine. We get hit first.”

    It’s part of the reason Cuevas is hoping to move away in a couple years. He’s hopeful the water situation will improve by connecting Tooleville to a larger town’s water system; otherwise, he’s afraid he won’t be able to entice another buyer due to the water issues.

    “I’m happy I had a chance to buy it, but we are planning to move,” Cuevas told CNN. “Right now, if I try, I ain’t going to get nothing, not even what I paid for the home.”

    DETROIT — In a bustling metro area of 4.3 million people, Yale University wildlife biologist Nyeema Harris ventures into isolated thickets to study Detroit’s most elusive residents — coyotes, foxes, raccoons and skunks among them.

    Harris and colleagues have placed trail cameras in woodsy sections of 25 city parks for the past five years. They’ve recorded thousands of images of animals that emerge mostly at night to roam and forage, revealing a wild side many locals might not know exists.

    “We’re getting more and more exposure to wildlife in urban environments,” Harris said recently while checking several of the devices fastened to trees with steel cables near the ground. “As we’re changing their habitats, as we’re expanding the footprint of urbanization, … we’ll increasingly come in contact with them.”

    Animal and plant species are dying off at an alarming rate, with up to 1 million threatened with extinction, according to a 2019 United Nations report. Their plight is stirring calls for “rewilding” places where they thrived until driven out by development, pollution and climate change.

    Rewilding generally means reviving natural systems in degraded locations — sometimes with a helping hand. That might mean removing dams, building tunnels to reconnect migration pathways severed by roads, or reintroducing predators such as wolves to help balance ecosystems. But after initial assists, there’s little human involvement.

    The idea might seem best suited to remote areas where nature is freer to heal without interference. But rewilding also happens in some of the world’s biggest urban centers, as people find mutually beneficial ways to coexist with nature.

    The U.S. Forest Service estimates 6,000 acres (2,428 hectares) of open space are lost daily as cities and suburbs expand. More than two-thirds of the global population will live in urban areas by 2050, the U.N. says.

    “Climate change is coming, and we are facing an equally important biodiversity crisis,” said Nathalie Pettorelli, senior scientist with the Zoological Society of London. “There’s no better place to engage people on these matters than in cities.”

    In a September report, the society noted rewilding in metropolises such as Singapore, where a 1.7-mile (2.7-kilometer) stretch of the Kallang River has been converted from a concrete-lined channel into a twisting waterway lined with plants, rocks and other natural materials and flanked by green parkland.

    Treating urban rivers like natural waters instead of drainage ditches can boost fish passage and let adjacent lands absorb floodwaters as global warming brings more extreme weather, the report says.

    The German cities of Hannover, Frankfurt and Dessau-Rosslau designated vacant lots, parks, lawns and urban waterways where nature could take its course. As native wildflowers have sprung up, they’ve attracted birds, butterflies, bees, even hedgehogs.

    London Mayor Sadiq Khan, describing the United Kingdom as “one of the most nature-depleted countries in the world,” announced a plan last year to fund 45 urban rewilding projects to improve habitat for stag beetles, water voles and birds such as swifts and sparrows.

    In the north London borough of Enfield, two beavers were released in March — 400 years after the species was hunted to extinction in Great Britain — in the hope their dams would prevent flash flooding. One died but was to be replaced.

    Chicago’s Shedd Aquarium and the nonprofit Urban Rivers are installing “floating wetlands” on part of the Chicago River to provide fish breeding areas, bird and pollinator habitat and root systems that cleanse polluted water.

    Urban rewilding can’t return landscapes to pre-settlement times and doesn’t try, said Marie Law Adams, a Northeastern University associate professor of architecture.

    Instead, the aim is to encourage natural processes that serve people and wildlife by increasing tree cover to ease summer heat, storing carbon and hosting more animals. Or installing surface channels called bio-swales that filter rainwater runoff from parking lots instead of letting it contaminate creeks.

    “We need to learn from the mistakes of the mid-20th century — paving over everything, engineering everything with gray infrastructure” such as dams and pipes, Adams said.

    Detroit’s sprawling metro area illustrates how human actions can boost rewilding, intentionally or not.

    Hundreds of thousands of houses and other structures were abandoned as the struggling city’s population fell more than 60% since peaking at 1.8 million in the 1950s. Many were razed, leaving vacant tracts that plants and animals have occupied. Nonprofit groups have planted trees, community gardens and pollinator-friendly shrubs.

    Conservation projects reintroduced ospreys and peregrine falcons. Bald eagles found their way back as bans on DDT and other pesticides helped expand their range nationwide. Anti-pollution laws and government-funded cleanups made nearby rivers more hospitable to sturgeon, whitefish, beavers and native plants, such as wild celery.

    “Detroit is a stellar example of urban rewilding, ” said John Hartig, a lake scientist at the nearby University of Windsor and former head of the Detroit River International Wildlife Refuge. “It’s been more organic than strategic. We created the conditions, things got better environmentally, and the native species came back.”

    The refuge, a half-hour’s drive from downtown, consists of 30 parcels totaling 6,200 acres (2,509 hectares), including islands, wetlands and former industrial sites. It’s home to 300 bird species and a busy stopover for ducks, raptors and others during migration, said Manager Dan Kennedy.

    To Harris, the Yale biologist formerly with the University of Michigan, Detroit offers a unique backdrop for studying wildlife in urban settings.

    Unlike most big cities, its human population is declining, even as its streets, buildings and other infrastructure remain largely intact. And there’s diverse habitat. It ranges from large lakes and rivers to neighborhoods — some occupied, others largely deserted — and parklands so quiet “you don’t even know you’re in the city,” Harris said while changing camera batteries and jotting notes in a woodsy section of O’Hair Park.

    Her team’s photographic observations have yielded published studies on how mammals react to each other, and to people, in urban landscapes.

    The project connects them with local residents, some intrigued by coyotes and raccoons in the neighborhood, others fearful of diseases or harm to pets.

    It’s an educational opportunity, Harris said — about proper trash disposal, resisting the temptation to feed wild animals and the value of healthy, diverse ecosystems.

    “It used to be that you had to go to some remote location to get exposure to nature,” said Harris, a Philadelphia native who was excited as a child to glimpse an occasional squirrel or deer. “Now that’s not the case. Like it or not, rewilding will occur. The question is, how can we prepare communities and environments and societies to anticipate the presence of more and more wildlife?”

    Rewilding can be a tough sell for urbanites who prefer well-manicured lawns and think ecologically rich systems look weedy and unkempt or should be used for housing.

    But advocates say it isn’t just about animals and plants. Studies show time in natural spaces improves people’s physical and mental health.

    “A lot of city people have lost their tolerance to live with wildlife,” said Pettorelli of Zoological Society of London. “There’s a lot of reteaching ourselves to be done. To really make a difference in tackling the biodiversity crisis, you’re going to have to have people on board.”

    MONTROSE, Pa. — Pennsylvania’s most active gas driller pleaded no contest Tuesday to criminal charges, capping a landmark environmental case against a company that prosecutors say polluted a rural community’s drinking water 14 years ago and then tried to evade responsibility.

    Residents of the tiny crossroads of Dimock in northeastern Pennsylvania say they have gone more than a decade without a clean, reliable source of drinking water after their aquifer was ruined by Houston-based Coterra Energy Inc.

    Under a plea deal entered in Susquehanna County Court, Coterra agreed to pay $16.29 million to fund construction of a new public water system and pay the impacted residents’ water bills for the next 75 years.

    “After more than decade of denials, of shirking responsibility and accountability, Coterra pleaded to their crime, and the people of Dimock finally had their day in court,” Attorney General Josh Shapiro, the state’s incoming governor, said outside the courtroom. “Today is further proof that you don’t get to just walk away from the harm you do here in Pennsylvania.”

    The plea — the result of years of negotiations between Coterra and the attorney general’s office — represents a milestone in one of the most prominent pollution cases ever to emerge from the U.S. drilling and fracking boom. Dimock drew national notoriety after residents were filmed lighting their tap water on fire in the Emmy Award-winning 2010 documentary “Gasland.”

    Coterra’s corporate predecessor, Cabot Oil & Gas Corp., was charged in June 2020 with 15 criminal counts, most of them felonies, after a grand jury investigation found the company drilled faulty gas wells that leaked flammable methane into residential water supplies in Dimock and surrounding communities.

    The grand jury blasted what it called Cabot’s “long-term indifference to the damage it caused to the environment and citizens of Susquehanna County.”

    Cabot, which merged with Denver-based Cimarex Energy Co. to form Coterra, has long maintained the gas in residents’ water was naturally occurring.

    Coterra pleaded no contest to a misdemeanor charge of prohibition against discharge of industrial wastes under the state’s Clean Streams Law. The plea means Coterra does not admit guilt but agreed to accept criminal responsibility.

    “Coterra has worked closely with the Office of Attorney General to resolve historical matters and create a path forward for all parties,” company spokesperson George Stark said via email. He said Coterra ”strives to follow best practices, exceed industry standards, and to continue to be a valuable community partner.”

    Many residents have avoided using their well water since the aquifer was contaminated with methane and heavy metals, using bottled water, bulk water purchased commercially, and even water drawn from creeks and artesian wells instead.

    “These people had to find very creative ways to get water for their homes, water for their families, their kids, their critters, and it was not pretty,” Dimock resident Victoria Switzer said Tuesday. “It was just crazy, people trying to find water.”

    Switzer, whose house will be connected to the new water line, called it “wonderful news” — and a long time coming.

    Another resident, Scott Ely, said some of his neighbors had moved away or developed health problems as a result of Coterra’s practices, while his own children, now in college, had grown up “without a safe water source.”

    “There’s so much heartache,” he said.

    Residents were informed of the plea deal last week. A public utility, Pennsylvania American Water, plans to drill two wells — what it calls a “public groundwater system” — and build a treatment plant that will remove any contaminants from the water before piping it to about 20 homes in Dimock. The utility estimates that construction will take about three years, during which Coterra will be required to provide individual treatment systems and bottled water to impacted residents.

    The settlement comes near the end of Shapiro’s tenure as attorney general.

    On Tuesday, Shapiro, a Democrat who will be sworn in as governor in January, pledged more aggressive regulatory oversight of the industry.

    “We have to change our regulatory structure here in the commonwealth,” Shapiro said. “We have to make sure we are setting clear rules of the road and holding industry accountable. If the regulators fail to do that, then industry is not going to be constrained and they’re going to go ahead and put profits before people. And that’s where the danger comes in.”

    Shapiro demurred on the question of whether Coterra would be permitted to resume drilling in a 9-square-mile (23-square-kilometer) area of Dimock where it has long been banned. Shpairo said he would review the matter with his new environmental secretary after taking office as governor.

    The criminal case has not slowed Coterra’s business. It is the leading shale gas driller in the nation’s No. 2 natural gas-producing state.

    SACRAMENTO, Calif. — The federal government said Monday it will spend $250 million over four years on environmental cleanup and restoration work around a drying Southern California lake that’s fed by the depleted Colorado River.

    The future of the Salton Sea, and who is financially responsible for it, has been a key issue in discussions over how to stave off a crisis in the Colorado River. The lake was formed in 1905 when the river overflowed, creating a resort destination that slowly morphed into an environmental disaster as water levels receded, exposing residents to harmful dust and reducing wildlife habitat.

    The lake is largely fed by runoff from farms in California’s Imperial Valley, who use Colorado River water to grow many of the nation’s winter vegetables as well as feed crops like alfalfa. As the farmers reduce their water use, less flows into the lake. California said it would only reduce its reliance on the over-tapped river if the federal government put up money to mitigate the effects of less water flowing into the sea.

    “It’s kind of a linchpin for the action we need to see on the Colorado River,” said Wade Crowfoot, California’s natural resources secretary. “Finally we are all in agreement that we can’t leave the Salton Sea on the cutting room floor, we can’t take these conservation actions — these extraordinary measures — at the expense of these residents.”

    The deal announced Monday needs approval from the Imperial Irrigation District, the largest user of Colorado River water. The water entity’s board will take it up on Tuesday.

    Both the district’s general manager and board member JB Hamby applauded the deal Monday.

    “The collaboration happening at the Salton Sea between water agencies and state, federal, and tribal governments is a blueprint for effective cooperation that the Colorado River Basin sorely needs,” Hamby said in a statement.

    The $250 million will come out of the recently passed Inflation Reduction Act, which set aside $4 billion to stave off the worst effects of drought across the U.S. West.

    Most of the money is contingent on the Imperial Irrigation District and Coachella Valley Water District making good on their commitments to reduce their own use of river water. Both submitted proposals to cut back their usage for payment as part of a new federal program.

    The quarter-billion dollars will largely go to bolster and speed up existing state projects designed to lower the negative environmental impact of the drying lake bed. The state has committed nearly $583 million to projects at the sea, including dust suppression and habitat restoration. One project underway aims to create wetlands and ponds that will limit dust from blowing into the air while creating safe spaces for fish and birds, according to the state.

    The deal comes as the U.S. Interior Department and the seven states that rely on the river — California, Arizona, New Mexico, Colorado, Nevada, Utah and Wyoming — scramble to stave off the worst impacts of the ongoing drought and historic overuse of the river. Lakes Powell and Mead, the key reservoirs that store river water and provide hydropower across the West, are only about a quarter full.

    After months of failed negotiations over a deal to drastically cut water use, the federal government in October said it would pay farmers and cities to cut back through activities like leaving fields unplanted or lining canals to prevent water from seeping into the ground. Proposals were due earlier this month. Meanwhile, the Interior Department has taken steps to unilaterally revise guidelines that govern when water shortages are declared, a move that could force states to further cut back.

    The Salton Sea, meanwhile, became its own political flashpoint in October when Arizona Sen. Mark Kelly, then up for reelection, urged the federal government to withhold any environmental cleanup money unless California agreed to give up more water. That prompted criticism he was using communities who already suffer from poor air quality as a bargaining chip.

    The agreement marks a good step forward but key details still need to be fleshed out, said Frank Ruiz, Salton Sea program director for Audubon California. He worries that $250 million is not enough to mitigate all of the damage already done at the sea.

    “This is a great step but I think we need a lot more,” he said. “We need to continue discussing water sustainability in the region.”

    Broadly, he wants to see a more equitable distribution of the region’s water supplies and hopes the Salton Sea gets a guaranteed minimum amount of water even as overall use declines.

    FLORISSANT, Mo. — Another round of testing found no harmful radioactive contamination at a Missouri elementary school, leaving school board members to wonder if there really is any risk at the now-shuttered school.

    Jana Elementary School in the St. Louis suburb of Florissant was shut down last month after testing by a private company found contamination on the kindergarten playground and inside the building. The private study was funded by lawyers whose clients are suing over radioactive contamination in Coldwater Creek, which runs near the school.

    The results prompted the U.S. Army Corps of Engineers to conduct its own investigation. The agency announced last week that it found no contamination inside the school or in multiple soil samples on the outside.

    The Hazelwood School District then ordered a third round of testing from SCI Engineering. Jessica Keeven of SCI told the school board Tuesday night that the building and grounds do not contain harmful levels of radioactive material, the St. Louis Post-Dispatch reported.

    The school opened in 1970 and sits in the flood plain of Coldwater Creek, which was contaminated with radioactive waste generated when Mallinckrodt Chemical processed uranium in the 1940s and 1950s for atomic weapons. The waste was initially stored at Lambert Airport, near the creek, then later trucked to an industrial area that also borders the creek.

    The site near the airport has largely been cleaned up but remediation of the creek itself won’t be finished until 2038, Corps officials have said.

    The contamination finding in a report released in October by Boston Chemical Data Corp. created enough concern that the school board closed the school and moved classes online. Jana students and staff will be moved to other schools after the Thanksgiving break.

    Board members acknowledged that the “conflicting” reports created some confusion about what to do next. Member Kevin Langley said he wasn’t convinced that the health risk for children in the school building is greater than their risk in their homes near Coldwater Creek.

    “What do we do to remediate Jana Elementary School and how do we ever declare it as safe for reuse?” he asked.

    Marco Kaltofen of Boston Chemical told The Associated Press that the findings of all three studies are similar, but that the interpretations are different. While the Corps and SCI believe radioactive material at the school is consistent with what would be naturally occurring, the Boston Chemical evaluation found that proximity to the contaminated creek was responsible for it.

    “Others are hoping that it is all natural, all background,” Kaltofen said. “Unfortunately, hope isn’t science.”

    FLORISSANT, Mo. — Testing by the U.S. Army Corps of Engineers found no radioactive contamination at a Missouri school that was shut down last month amid fears that nuclear material from a contaminated creek nearby had made its way into the school, Corps officials said Wednesday.

    Teams from the Corps’ St. Louis office began testing the interior of Jana Elementary School in Florissant, Missouri, and the soil around it in late October, days after the school board closed the school. The closure followed testing by a private firm that found levels of radioactive isotope lead-210 that were 22 times the expected level on the kindergarten playground, as well as concerning levels of polonium, radium and other materials inside the building.

    The Corps said preliminary results found no evidence of radioactive material above what would be naturally occurring.

    “From a radiological standpoint, the school is safe,” Col. Kevin Golinghorst, St. Louis District commander for the Corps of Engineers, said in a news release. “We owe it to the public and the parents and children of Jana Elementary School to make informed decisions focused on the safety of the community, and we will continue to take effective actions using accurate data.”

    Corps officials tested inside the school and took samples from 53 locations in the soil on the school grounds. Overall, Golinghorst said, nearly 1,000 samples were taken.

    The Corps said a public event will be held Nov. 16 to discuss the findings with the community.

    A spokeswoman for the Hazelwood School District said officials were in a meeting Wednesday morning but would comment later.

    The school, with about 400 students, sits along Coldwater Creek, a 19-mile (31-kilometer) waterway contaminated decades ago with Manhattan Project atomic waste. The Corps used radiation detection instruments to scan surfaces inside the school, and dug holes up to 28 feet (8.5 meters) deep in the soil.

    Students are taking virtual classes for the next month, then will be reassigned to other schools. It hasn’t been determined when Jana Elementary will reopen.

    Coldwater Creek was contaminated in the 1940s and 1950s when waste from atomic bomb material manufactured in St. Louis got into the waterway near Lambert Airport, where the waste was stored. The result was an environmental mess that resulted in a Superfund declaration in 1989.

    The site near the airport has largely been cleaned up but remediation of the creek itself won’t be finished until 2038, Corps officials have said.

    Children have often played in the creek, and a 2019 federal report determined that those exposed to the waterway from the 1960s to the 1990s may have an increased risk of bone cancer, lung cancer and leukemia. Environmentalists and area residents have cited several instances of extremely rare cancers that have sickened and killed people.

    The Corps of Engineers earlier found contamination in a wooded area near the school, but hadn’t previously tested the school or its grounds. This summer, lawyers involved in a class-action lawsuit representing local residents seeking compensation for illnesses and deaths received permission from the Hazelwood School District to perform testing.

    Results from testing done by Boston Chemical Data Corp. were released in October, prompting the decision to shut down the school. Phone and email messages seeking comment from the law firm that funded the testing weren’t immediately returned on Tuesday.

    It’s unclear exactly what any cleanup would involve, how long it would take or who would pay for it.

    FORT MYERS, Fla. — Hurricane Ian not only ravaged southwest Florida on land but was destructive underwater as well. It destroyed man-made reefs and brought along red tide, the harmful algae blooms that kill fish and birds, according to marine researchers who returned last week from a six-day cruise organized by the Florida Institute of Oceanography.

    Researchers who used the cruise to study marine life in the Gulf of Mexico following the hurricane say it left in its wake red tide and destroyed artificial reefs from as far away as 30 miles (48 kilometers) from the coast of southwest Florida.

    “The one-time vibrant reefs are now underwater disaster sites themselves,” said Calli Johnson, safety dive officer for the research cruise. “Where there used to be a complete ecosystem, there are now only fish that were able to return after swimming away.”

    Before the Category 4 storm made landfall a month ago, southwest Florida had a reputation for being one of the best saltwater fishing destinations in the U.S. Saltwater and freshwater fishing in Florida has an economic impact of around $13.8 billion, according to the Florida Fish and Wildlife Conservation Commission.

    “Time will tell how this affects our greater economy, because changes in the fishing industry and tourism will come from changes in our underwater world,” Johnson said.

    The marine researchers on the cruise found high counts of the naturally-occurring algae that causes red tide offshore Punta Gorda, Boca Grande and southwest of Sanibel Island. It will be several weeks before researchers can analyze water samples that were collected to determine the threat to sea life off the Florida coast.

    The red tide outbreak also is threatening manatees off Sarasota and Charlotte counties that rely on seagrass for food, according to the Ocean Conservancy.

    “Florida is at a crossroads, with a record number of manatees dying,” said J.P. Brooker, director of Florida conservation for the Ocean Conservancy. “We must keep this issue at the forefront, so leaders statewide will invest in solutions to improve water quality—protecting natural habitats to save our beloved manatees.”

    Through mid-October, there have been 719 manatee deaths recorded by Florida wildlife officials. There were 982 manatee deaths last year.

    A team of five explorers will soon embark on a daring and dangerous trek that has not been completed in 125 years. The 2022 Willoughby Expedition team will attempt to retrace an 1897 canoe journey across the Florida Everglades that was first completed by explorer and scientist Hugh de Laussat Willoughby. Willoughby’s charts aided in creating the first accurate maps of the region, his water sampling provided the baseline water chemistry for the Everglades, and his book is primary reading for all Everglades scholars.

    To gauge humanity’s impact on the largest remaining subtropical wilderness in North America and a UNESCO Wetland Area of Global Importance, the 2022 Willoughby Expedition team will sample and test for the same water constituents that Willoughby did more than a century ago. They will also look for water pollutants that Willoughby couldn’t have foreseen, including microplastics, perfluoroalkyl and polyfluoroalkyl substances (PFAS), pesticides, pharmaceuticals, Environmental DNA (eDNA), and antibiotic-resistant genes, all of which are potentially adversely affecting plant and animal species globally. To help conserve wildlife, the team will also document the abundance and location of apple snails, which are the sole food source of the federally endangered Snail Kite, a bird of prey.

    Starting at the mouth of the Harney River in the Gulf of Mexico on Oct. 27, and ending in downtown Miami in early November, the coast-to-coast expedition will also commemorate the 75th anniversary of Everglades National Park. It will traverse the saltwater of the Gulf of Mexico, the brackish water of inland rivers, pristine freshwater sawgrass, canals in suburban Miami, and ultimately, through a maze of skyscrapers to Biscayne Bay.

    Because the 2022 Willoughby Expedition will be a scientific research milestone for the Florida Everglades, The Explorers Club has awarded the team one of its flags. It is an immense honor for the 2022 Willoughby Expedition team to carry it on their journey. Flags from The Explorers Club represent an impressive history of courage and accomplishment. Today, there are 222 numbered flags from The Explorers Club, each with its own history. One of them was personally flown by Apollo 11 astronaut Neil Armstrong on humanity’s first moon landing mission in 1969, and another was carried to the summit of Mount Everest by Tenzing Norgay and Edmund P. Hillary in 1953. 

    Historically, the Florida Everglades stretched from the north near modern-day Orlando to the south at Florida Bay. Willoughby completed his studies of the Everglades before large-scale drainage and reclamation programs began in the late 19th century. Today, the size of the Everglades has been reduced to approximately one-third of its original size to make way for the modern cities of South Florida and their millions of residents.

    The 2022 Willoughby Expedition will bring awareness to the major scientific and conservation goals of its more than 50 partners, including Florida Power & Light Company, University of Florida, National Park Service, Everglades National Park, South Florida Water Management District, Marine Industries Association of Palm Beach County, Palm Beach International Boat Show, and Cox Science Center and Aquarium.

    “This expedition is primarily focused on applying modern scientific investigations to one of the planet’s most important watersheds. However, we also hope to inspire future generations of scientists and explorers, and all citizens to be better stewards of our shared environment,” said Dr. Tracie Baker, lead scientist on the Willoughby Expedition team and an associate professor at the University of Florida. “My work focuses on multidisciplinary research that seeks to bridge and improve human, animal, and environmental health. The Willoughby Expedition will provide critical primary research into that work.”

    The Florida Everglades is one of the world’s best-known and most visited watersheds, serving as the “environmental kidneys” of Florida by filtering and cleaning water from all over the central and southern parts of the state. Its water quality directly impacts more than 12 million people and thousands of plant and animal species.

    To increase educational programming around the human impact on the Everglades, the 2022 Willoughby Expedition is also partnering with school districts and cultural institutions in South Florida. Live feeds from the Everglades will be shared with schools and science museums, allowing students, educators, and museumgoers to interact directly with the expedition team. 

    “Public education and the live broadcasts are some of the most exciting and important aspects of the expedition,” said Harvey E. Oyer III, the 2022 Willoughby Expedition’s co-leader, who is also an author, archaeologist, fifth-generation Floridian, and former U.S. Marine Corps captain. “We want to share our passion for the natural world by giving the public an inside look at our work, and igniting their passion to preserve the natural world.” 

    The Willoughby Expedition team includes:

    • Harvey E. Oyer III, co-leader – Oyer is a former U.S. Marine Corps captain, member of the Explorers Club, and holds a master’s degree in archeology from Cambridge University. He is also the author of a bestselling children’s book about the Everglades that is part of the 4th-grade curriculum in Florida. 
    • Christophe Vandaele, co-leader – A native of Belgium, Vandaele is a graduate of the Belgium Royal Military Academy and the Special Warfare Officer Training School at Marche-les-Dames. He served multiple tours in Africa and has participated in scientific expeditions in the Andes Mountains, the jungles of Guatemala, and the North Pole.
    • Tracie Baker, DVM, Ph.D., lead scientist – Dr. Baker is an associate professor in the Department of Environmental and Global Health at the University of Florida. She is an expert on environmental contaminants, with studies that seek to bridge human, animal, and environmental health. She is a former NCAA Academic All-American swimmer and has completed four IRONMAN races and more than 20 marathons.
    • Carlos “Charlie” Arazoza, navigator – Arazoza is a Cuban-American attorney and CPA in Miami. A vastly experienced Everglades paddler, he has led many trips through the Everglades, served as chairman of the South Florida National Parks Trust, and also founded the South Florida Bush Paddlers Association.
    • Flex Maslan, photographer and documentarian – A native of the Czech Republic, Maslan has almost 30 years of experience as a paddling guide, leading trips through most of South Florida’s waterways. Maslan is also a professional photographer whose work has been published in nature and watersports books and magazines.
