Weekly breakdown: How much control does President Trump have over DC police?
It’s the second full week of a federal law enforcement surge ordered in D.C. by the administration of President Donald Trump and it’s still only just the beginning. This week has seen everything from a Humvee crushing a commercial vehicle, to “Biggest Loser” trainer Jillian Michaels igniting a firestorm on CNN by defending Trump’s controversial push to censor Smithsonian exhibits on slavery.
So where does the city stand now? Let’s break it down:
Monday
Trump said the reason for the increased police presence was to combat crime in D.C. that he described as “very out of control” — and that has headlined global newscasts.
He boasted Monday that people are now more comfortable going to dinner in the District, saying, “the restaurants, the last two days, were busier than they’ve been in a long time.” Data from OpenTable, however, disproved that and showed an average 25.67% decrease in restaurant reservations in the city.
Mayor Muriel Bowser continued to double down that crime in the District is at a 30-year low. At a press conference Monday, Bowser said there is “no takeover” of the city, but rather a surge in federal law enforcement that was coordinating with D.C. police and Chief Pamela Smith.
“It doesn’t make sense. You know it doesn’t make sense,” Bowser said of the law enforcement deployment intended to quell what Trump called a surge in crime, which is not supported by statistics.
By Monday, a total of six states approved the deployment of their National Guard troops to D.C.:
West Virginia – 400
South Carolina – 200
Ohio – 150
Mississippi – 200
Tennessee – 160
Louisiana – 135

Now, over 2,000 National Guard members are estimated to be in D.C.
Asked whether she thought sending in the guard from other states diminished her authority, Bowser said: “I don’t have any authority over the D.C. Guard or any other Guards, but I think it is, kind of makes the point that this is not about D.C. crime.”
Tuesday
On Tuesday, the Department of Justice opened an investigation into whether police officials in D.C. falsified data to make crime data appear lower than in reality, the New York Times reported.
Despite Trump’s claims that violent crime is getting worse, the city’s former U.S. attorney, Ed Martin, reported in April that D.C. police data showed a 25% decrease in violent crime. Jeanine Pirro, the city’s current U.S. attorney, joined the president in zeroing in on D.C.’s crime laws, especially those involving minors.
In line with his March executive order, a task force delegated to make D.C. “safe, beautiful and prosperous” has streamlined the city’s concealed carry permitting process and Pirro’s office will no longer bring felony charges against people for possessing rifles or shotguns.
“We will continue to seize all illegal and unlicensed firearms, and to vigorously prosecute all crimes connected with them,” Pirro said, adding that she and Trump “are committed to prosecuting gun crime.”
Wednesday
The increased federal law enforcement presence in D.C. expanded Wednesday as Vice President JD Vance and Defense Secretary Pete Hegseth joined soldiers at Union Station.
“You guys are doing a hell of a job,” Vance told the troops assembled at the station’s Shake Shack. While protest chants echoed through the restaurant, he rejected polling that shows city residents don’t support the National Guard deployment as a solution to crime.
Stephen Miller, the White House’s deputy chief of staff, called those protesting outside the station and federal buildings “elderly, white hippies,” and said, “They’re no part of this city and never have been.”
“We’re going to ignore these stupid white hippies. They all need to go home and take a nap because they’re all over 90 years old,” Miller added.
Hours earlier, not far away in the Capitol Hill neighborhood, a sand-colored Humvee vehicle collided with a car, trapping the driver and sending them to the hospital with minor injuries.
In a video at the scene of the incident, an SUV with substantial damage and the Humvee can be seen at the intersection. The massive military transport, designed to withstand improvised explosive devices in war zones, towered over the crushed silver sport utility vehicle.
A woman can be heard saying, “You come into our city, and this is what you do?!”
At a D.C. Public Schools event, Bowser pivoted from the celebration at hand, answering a reporter’s question about the state of the nation’s capital simply with, “There has been no takeover.”
Thursday
Federal authorities also set up checkpoints around D.C. as some locals were detained after being asked about their immigration status. The development marked a furtherance of Trump’s crackdown on the alleged “crime crisis” in the city.
Since Aug. 7, when Trump began surging federal agents into the District, the White House said there have been 630 arrests, including that of 251 people who are in the country illegally.
A White House official told WTOP that between Aug. 9 and Aug. 17, there had been a total of 212 non-immigration related arrests. Of those, 101 arrests were in Wards 7 and 8.
Trump said he’d join troops on their patrols on Thursday. Instead, he spoke to them at the U.S. Park Police’s facility in Anacostia, handing out pizza and taking photos with service members.
“We’re going to make (D.C.) safe, and we’re going to go on to other places, but we’re going to stay here for a while,” he said. “One of the things we are going to be redoing is your parks. I’m very good at grass, because I have a lot of golf courses all over the place.”
Shortly after the speech, he returned to the White House in a motorcade, without patrolling any D.C. streets.
Friday
In a post on Instagram on Friday, Pirro said a total of 719 people have been arrested and 91 guns have been taken off the streets since Aug. 11.
She noted that this surge of law enforcement in the city all started from an attempted carjacking and attack of a former “Department of Government Efficiency” employee.
The two teenagers from Maryland who are accused of attacking the former DOGE employee were granted “step down” detention, which is a shift from secure juvenile custody to less restrictive arrangements.
“This is exactly what I’m talking about. This is why I want jurisdiction of these cases, because as a prosecutor, it’s time to prosecute these individuals so they get an understand the consequences of what they have done,” Pirro said.
In another escalation of the Trump administration’s changes to the city’s policing forces, Defense Secretary Pete Hegseth ordered that National Guard troops patrolling D.C. streets can be armed.
There were no signs that the National Guard’s role in D.C. would be changing. The troops have not taken part in law enforcement and largely have been protecting landmarks including the National Mall and Union Station and helping with crowd control.
Bowser spoke with WTOP’s Scott Gelman on Friday, saying the National Guard shouldn’t be used for policing, and: “I think there are some legal questions that are going to be raised by that.”

Protesters continue to blast the Trump administration’s takeover of policing in Washington, DC, likening it to an “invasion” even as crime plummets.
Demonstrators, who did not appear to be part of a specific organization, on a pedestrian bridge on the I-95 in Virginia near the city this week, said that “our systems are being assaulted.”
“What the problem is, is that these are the National Guard are like my friends’ sons and daughters,” one woman told Fox News Digital. “It’s their time away from their family. The money being wasted to make a point is really sort of disgraceful and un-American because they’re sending them against actual Americans with weapons. And it’s really an invasion. And we’re not Russia, we’re the United States of freaking America.”

The DC Police Union says crime has taken a tumble in since the takeover was announced by President Donald Trump earlier this month. On Thursday, it was noted that there were no reported homicides in the city in the past week.
In addition to the National Guard, numerous federal agencies, including Immigration and Customs Enforcement and the FBI, are on patrol in the capital city. Attorney General Pam Bondi signed an order that prompts local officers to comply with federal immigration authorities in a strong rebuke to the city’s own sanctuary policies.

“719 arrests and 91 illegal guns seized in Washington, DC Just yesterday we made 40 arrests, took 5 more illegal firearms off our streets, and had 36 ICE arrests—including a suspected MS-13 gang member. Thank you [President Trump] for your unwavering support to make DC safe again!” Bondi posted to X on Friday morning.
Trump has threatened to take the takeover a step further in a Truth Social post on Friday.
“Washington, D.C. is SAFE AGAIN! The crowds are coming back, the spirit is high, and our D.C. National Guard and Police are doing a fantastic job. They are out in force, and are NOT PLAYING GAMES!!!” he wrote.
“As bad as it sounds to say, there were no murders this week for the first time in memory. Mayor Muriel Bowser must immediately stop giving false and highly inaccurate crime figures, or bad things will happen, including a complete and total Federal takeover of the City! Washington D.C. will soon be great again!!!” the president added.

Another protester noted that he is glad to see that crime has dropped in the city, but said declaring the crime issue in Washington D.C. was not necessary.
“I really do believe that we are edging into an area where we are not following the law, where we’re not doing the things that we need to be doing in order to serve the people,” he said.
“I’m very happy that crime’s down, and it doesn’t surprise me at all if you’re going to have troops and a lot of people having law enforcement on the streets,” he said. “The problem with this is that we are making an emergency out of something that wasn’t an emergency.”

Washington (CNN) — A Pentagon-bound Army helicopter that got less than half a mile from a commercial flight landing at nearby Ronald Reagan Washington National Airport in May did not have the proper clearance from Pentagon air traffic controllers, a preliminary report from the National Transportation Safety Board said Friday.
At their closest, the Black Hawk helicopter and landing Delta Air Lines regional jet were only four tenths of a mile apart and separated by just 200 feet of altitude, causing controllers in the airport tower to force the jet to abort its landing.
The helicopter was approaching the Pentagon from the southwest as three planes were preparing to land at Reagan National Airport, including an American Airlines regional jet arriving from Maine, a Delta flight from Orlando and the Delta regional jet from Boston involved in the close call.
The report said the Black Hawk pilots coordinated their landing plans with the air traffic control tower at Reagan National Airport — which made for space for the helicopter between the American and later Delta flight — but controllers from a different air traffic control facility slotted the other Delta plane into that gap.
When the helicopter pilot reported they were confident they could land, the airport controller told the Delta flight from Orlando to go-around and circle the airport.
The NTSB report notes the helicopter pilot then attempted to land at the Pentagon helipad without getting clearance from the controller there, and when questioned aborted the landing and circled for another attempt.
“When the (heliport) controller queried the crew to ask who had cleared them to land, the crew advised they were executing a go-around,” the report says.
“Simultaneously,” to the helicopter again confirming to the airport tower it was landing, the controller there saw the Black Hawk “climb back up above the Pentagon building and immediately issued a go-around” to the approaching regional jet, according to a post-incident interview, the NTSB said.
The NTSB also noted some of the controllers in the airport control tower were working two positions at the time of the close call. The local controller, who was also involved with training in the tower that day, was also responsible for the helicopter control position.
The preliminary report does not assign blame or determine the cause of the close calls, details which will be included in a final report, which often takes a year to complete.
The new report comes during increased criticism of the US Army’s aviation division — and involved a Black Hawk helicopter from the same unit whose aircraft collided with an American Airlines regional jet on January 29 at Reagan National Airport, killing 67.
“Is there any unit that when you hear it makes you feel uncomfortable?” asked NTSB investigator Brian Soper at a three-day hearing last month.
“Sadly, yes,” the witness, medical helicopter executive Rick Dressler, responded. “I’m a former Army aviator, and I’m a retired Air Force officer … and I don’t like saying that 12th Aviation Battalion gives us all pause in the community. And I’m speaking from my group there; we are all very uncomfortable when those two units are operating.”
WASHINGTON, DC – President Trump is meeting with law enforcement in Washington, DC. Mr. Trump thanked officers for cooperating with the federal takeover of the city’s police as part of his crackdown on crime.
“Some incredible results have come out, and it’s like a different place,” the president told the law enforcement officials.
He says crime is down significantly since the operation began. In an interview earlier today, Trump hinted he was planning to join law enforcement in patrolling the streets of DC tonight.
The president also says tourists to the city will see a big difference.
“When people come in from the airport all the way to the Capitol or the White House or anyplace else, they’re going to see this place is spotless.”
President Donald Trump sounded like a 19th-century European colonialist justifying the subjugation of “savage natives” in “darkest Africa” when he recently ordered a federal takeover of the police force in Washington, D.C, and deployed 800 National Guard troops in the city.
This followed Trump’s order assigning 500 federal law enforcement officers — including FBI agents who should be protecting the nation against major threats — to combat D.C. street crime.
Black people make up the largest racial group in Washington — about 43 percent — and the city’s mayor, police chief and non-voting delegate to the U.S. House of Representatives are all Black. The president seems to believe they are incapable of fighting crime.
Trump falsely claimed in an Aug. 11 news conference that D.C. “has been overtaken by violent gangs and bloodthirsty criminals, roving mobs of wild youth, drugged out maniacs and homeless people.” Not coincidentally, Trump used his news conference to also attack other cities run by Black mayors: Baltimore, Chicago, Los Angeles, New York and Oakland.
I’ve lived in Washington for decades. It is a beautiful city, drawing visitors for safe and enjoyable trips from around the world — not the nightmarish hellhole Trump described. We have some of the world’s finest museums, monuments, parks, neighborhoods, and public spaces.
Trump notably failed to mention that crime in Washington fell 35 percent to its lowest level in 30 years in 202,4, and violent crime has plummeted an additional 26 percent so far this year. Some people may not feel safe in Washington, but the significant drop in crime in the capital city hardly qualifies as the “public safety emergency” Trump said existed.
Alarmingly, Trump said that under his orders, police “are allowed to do whatever the hell they want.” What does that mean?
Does the president claim police can violate the constitutional rights of anyone and break any laws they want in their zeal to somehow reduce crime? Is he giving himself the power to allow police to beat or even kill suspected criminals without accountability? Under Trump’s order, will we see more Black people murdered by police, as George Floyd was in Minneapolis in 2020?
Trump has no power to violate the Constitution and laws, no matter how much he wishes he did.
The president’s action overriding the powers of the local government in D.C. constitutes a brazen power grab and a desperate publicity stunt designed to distract attention from his years-long friendship with convicted sex offender Jeffrey Epstein. He also wants to portray himself falsely — the first convicted felon to serve as president — as a tough-on-crime supporter of police.
The truth is that Trump is the best friend criminals have — as long as they break the law in support of him. He proved this by pardoning about 1,500 people — most of them white — accused or already convicted of crimes in the Jan. 6, 2021, Capitol riot that was designed to keep him in power after he was defeated in the 2020 presidential election. Rioters violently attacked and injured about 140 police officers, including five officers who later died.
Washington already has more police officers per capita than any state or large U.S. city. Turning over the police department to federal officials without local knowledge and no hands-on policing experience — assisted by National Guardsmen without law enforcement training — won’t improve the police department’s performance. It will make things worse.
A better way to help D.C. strengthen its police department would be for the U.S. House to approve legislation allowing the city government to spend $1 billion of its local tax dollars on police and other programs this year. Unfortunately, the Republican-controlled House has failed to approve legislation to do this by correcting a mistake in a federal spending bill.
Reducing crime requires more than putting police on the streets and making arrests. It requires a series of policies to prevent crimes, not just respond to them.
More federal funding for private-public partnerships with local businesses and houses of worship can create alternative paths for young people to help them stay out of trouble, graduate from high school, and go on to job training, college, or careers. Programs like these are far cheaper than tracking down and imprisoning criminals, and are more effective at protecting public safety.
Mayor Muriel Bowser said the federal government could do more to reduce crime if it funded more prosecutors in the district and filled the 15 vacancies on the D.C. Superior Court, including some that have gone unfilled for years.
Because the District of Columbia is not a state, the president and Congress have greater power to exercise control than they do over the 50 states. Trump recently said he has asked lawyers to study congressional repeal of the 1973 D.C. Home Rule Act, which gave residents of the capital limited self-government and the right to elect a mayor and city council. Before the act’s passage, the president appointed commissioners who ran local government like colonial overseers.
Increased federal control of Washington is the exact opposite course the president should follow. Rather than denouncing and demonizing city officials as adversaries and falsely portraying Washington, he ought to work with city leaders as allies to reduce crime, homelessness, and other problems that affect all big cities.
The 700,000 residents of the capital are as entitled to self-government as other Americans are and will hopefully eventually achieve statehood. We do not need to be occupied by the National Guard and a federalized police force as if we were an enemy nation conquered in war.
Having the federal government increase its control of D.C. local affairs is a mistake that the president should reconsider, and Congress should halt if he refuses.

Hurricane Erin, now a Category 2 storm, is passing by Virginia, Maryland and Delaware as the work week closes out. Although it won’t likely make landfall, the storm is causing dangerous conditions along coastal areas.
The greatest impacts from the hurricane will be along the beaches with dangerous surf, rip currents, beach erosion and coastal flooding, according to 7News First Alert Meteorologist Brian van de Graaff.
“If you have any beach plans in the next couple of days that rip current and high surf is going to be pretty intense and they are saying you have to stay out of the water even after the storm passes until things start to calm down,” he said.
There’s rough surf and rip currents in Ocean City, according to an update from the city’s department of emergency management Thursday morning.
Ocean City’s Emergency Services Director Joe Theobald wrote in a statement, “Due to strong waves and dangerous rip currents, we are prohibiting swimming and surfing in the ocean.”
That is until further notice.
Maryland’s Eastern Shore beaches are currently under a coastal flood warning from the National Weather Service until 11 a.m. Thursday morning. But a high surf advisory and coastal flood warning will be in effect stretching into Friday.
Maryland Gov. Wes Moore said in a statement that they do not expect significant impacts but to remain vigilant as coastal flooding is expected to peak Friday.
In Virginia, the Eastern Shore and Virginia Beach area are under a Tropical Storm warning, with forecast winds of up to 30 mph and gusts up to 45 mph.
Virginia Gov. Glenn Youngkin said during a press briefing, “This is a dangerous storm, and because of the size of this storm, even though it is offshore, we will see rain bands that will bring heavy rain.”
He also said state and local teams are ready to respond to flooding and other storm impacts.
“Make sure you have a plan and do not drive through heavy water,” Youngkin said. “Your car is not a submarine. Turn around, do not drown at the end of the day.”

EXCLUSIVE: FBI Director Kash Patel said that his agency will continue pouring resources into combating crime in Washington, D.C. until “every community is safe.”
Patel said in a Wednesday post on X that 550 people have been arrested in Washington, D.C. since President Donald Trump moved to federalize the Metropolitan Police Department. Of those arrests, 66 were on Tuesday.
Patel said the FBI was involved in 41 of the arrests on Tuesday night, with eight drug seizures and six illegal firearms recovered.

“The men and women of the FBI, working side by side with our local law enforcement partners, have taken hundreds of dangerous criminals off the streets of Washington, D.C. This is proof of what happens when good cops are empowered to do their jobs the right way. Under President Trump’s leadership, we’re bringing historic resources to this fight because crime in our nation’s capital is unacceptable – and we will continue until every community is safe,” Patel said in a statement to Fox News Digital.
A White House spokesperson told Fox News Digital that Tuesday night’s efforts by law enforcement yielded 91 arrests, including 25 illegal immigrants. The illegal immigrants arrested on Tuesday night had criminal backgrounds, including burglary, threat to injure or kidnap a person, destruction of property and more.

An MS-13 member previously convicted of drug possession and driving while intoxicated was arrested in Washington, D.C. on Monday night, Attorney General Pam Bondi posted on X.
“At the direction of [President Donald Trump], our nation’s capital is a SAFER place—and we are just getting started. 52 arrests were made last night, including an MS-13 gang member, and 9 firearms were taken off the streets,” Bondi wrote. “Since our mission began, there have been a total of 465 arrests, 68 guns seized, and charges for homicide, narcotics, and firearm offenses. Nearly half of these arrests occurred in the high-crime areas of DC. Residents and tourists alike appreciate this extraordinary effort by our DC and Federal law enforcement partners.”
The Department of Justice announced on Tuesday it’s investigating whether crime data was manipulated by police in Washington, D.C. In a post on Truth Social, Trump said: “D.C. gave Fake Crime numbers in order to create a false illusion of safety.”
The FBI on Wednesday announced the agency will publish reported crime data monthly, instead of less-frequent updates.
When addressing Trump’s federalization of the Metropolitan Police Department during a town hall on Aug. 12, Washington, D.C. Mayor Muriel Bowser said the president’s actions highlight the need for a Democratic House majority.

“This is a time where community needs to jump in. We all need to, to do what we can in our space, in our lane, to protect our city and to protect our autonomy, to protect our home rule, and get to the other side of this guy, and make sure we elect a Democratic House so that we have a backstop to this authoritarian push,” Bowser said.

After declaring a public safety emergency Aug. 11 in Washington, D.C., President Donald Trump suggested that declaring a national emergency would let him bypass the law’s limits.
Trump invoked section 740 of the District of Columbia Home Rule Act to temporarily gain control of the district’s police force. He activated 800 members of the National Guard, alongside FBI and Drug Enforcement Administration agents, to patrol the nation’s capital following the beating of a former Department of Government Efficiency employee in an Aug. 3 attempted carjacking.
The Home Rule Act, signed in 1973 by President Richard Nixon, lets the president command the district’s police department for up to 30 days in an emergency. After that, Congress must pass a joint resolution to extend federalization of local police.
During an Aug. 13 press briefing, when asked about needing Congress’ approval to extend federal control of the district’s police, Trump said, “I don’t want to call a national emergency. If I have to, I will. But I think the Republicans in Congress will approve this pretty much unanimously.”
Trump added, “Well if it’s a national emergency, we can do it without Congress.”
Sign up for PolitiFact texts
But that’s not what the Home Rule Act specifies, experts say.
The Brennan Center for Justice catalogued 137 statutory provisions that become available to the president when he declares a national emergency. “None of those provisions authorizes the president to bypass the 30-day limit on requisitioning the services of the (Metropolitan Police Department),” Elizabeth Goitein, senior director of the Brennan Center’s Liberty and National Security Program, told PolitiFact.
Columbia Law School professor Richard Briffault told PolitiFact, “The statute’s pretty clear that it’s 30 days and out, unless Congress renews.” The Home Rule Act doesn’t make exceptions in case of emergency, Briffault said.
Former U.S. attorney for Virginia’s Western District John P. Fishwick agreed. “As I read the Home Rule Act, (Trump) has to get permission from Congress.”
When PolitiFact asked the White House what authority would enable Trump to extend his takeover of Washington, D.C. police without Congress’ approval, White House spokesperson Abigail Jackson’s answer did not address that question.
U.S. Attorney General Pam Bondi said Aug. 14 that Terry Cole, head of the Drug Enforcement Administration, will serve as the district’s “emergency police commissioner.” Hours later, the district’s Attorney General Brian Schwalb sued the Trump Administration for overstepping executive powers, The Washington Post reported.
What happens after 30 days?
After 30 days, Congress may vote to extend the federalization through a joint resolution. (One exception to the time limit occurs if the president takes control when Congress is not in session, pausing the 30-day period, which doesn’t apply here.)
Without congressional approval, the emergency takeover expires, and control returns to the district, Goitein said.
A child watches as officers with the Drug Enforcement Administration patrol along the National Mall Wednesday, Aug. 13, 2025, in Washington. (AP)
Can Trump declare a national emergency to bypass Congress on the police takeover?
To declare a national emergency, there are procedural steps.
“Namely, the president must immediately transmit the proclamation to Congress and publish it in the Federal Register, and he must identify any powers that he is invoking,” Goitein said.
Once a national emergency has been declared, the president’s powers are limited to those already detailed under current federal law, Fishwick said. Declaring a national emergency doesn’t create new presidential powers. “But he can use those powers on an emergency basis without the approval of others,” Fishwick said.
The National Emergency Act does not enable Trump to ignore the 30-day limitation of the Home Rule Act, Fishwick said.
Briffault agreed the Home Rule Act statute is clear about its 30-day limit unless Congress takes action. “But (Trump) may be just saying, ‘I’m not going to use that law, I’m going to do something else.’”
Efforts to extend federal control in Washington, D.C.
If Trump moves to repeal home rule, the nation’s capital could come under permanent federal control, The New York Times reported. The last time that was the case was in 1874, during partisan disputes over voting rights for local Black and working-class white residents.
In recent months, Trump has expressed support for putting Washington, D.C., under federal rule. But a repeal of home rule would not be popular with Washingtonians — Trump won less than 6.5% of the district’s vote in 2024.
Rep. Andy Ogles, R-Tenn., introduced legislation Aug. 13 that would rewrite the Home Rule Act to let the president extend the 30-day limit without Congress.
To become law, Senate rules require a 60-vote majority, and there are 53 Republicans in the Senate.
Rewriting an entire act is a lengthy process — longer than 30 days. Fishwick expects the GOP-majority Congress to pass a joint resolution.
“It’s very interesting times,” Fishwick said. “We have a number of laws that have been on the books for a long time that have had very few lawsuits over them… And that’s what we’re dealing with in D.C. But this is where President Trump’s power is the strongest, under this old law, the Home Rule Act.”
Police estimate that the size of the crowd for Kamala Harris’s Washington, DC speech will equal Game 3 of the World Series.
Nicolle Wallace said:
Harris will ask voters to turn the page on Donald Trump. So here is what we’re hearing today, first. 20,000 people was the attendance number that they expected and planned for. Then it got bumped up to 40,000 people they were expecting. By far the largest rally of Harris’ presidential campaign.

will draw the largest audience of any candidate in this campaign. Trump has drawn nothing close, and Harris will be delivering her message to a national audience.
These are Obama level crowds that Harris will end up drawing both in Houston and in D.C. If a campaign has momentum in the final week of the election, it looks like it is Kamala Harris.
The White House has been trying to hide it for months, but here in Italy it was clear the elderly leader of the free world is not in a good way.
The annual G7 gathering for once actually achieved more than warm words, but the unprecedented $50billion (£39billion) seizure of Russian assets to aid Ukraine will not be why Puglia ’24 will be remembered.
Questions about the lucidity of the most powerful man in the world have been bubbling around for years, but on the eve of the US elections they have exploded.
On the fringes of the summit, hushed discussions are taking place about Biden, 81, and his worrying lack of mental clarity.
Another insider told me that while the President had at times shown sharpness during meetings, he also appeared to display a troubling loss of “focus” and concentration.
But it was the moment that the Italian PM Giorgia Meloni put on a skydiving display for her fellow world leaders on the luxury Borgo Egnazia estate that the penny finally dropped . . .
Has the Commander in Chief gone gaga?
This gem of olive groves on the Adriatic coast, nestled in Italy’s heel, used to be most famous for Justin Timberlake’s 2012 wedding.
Now it could go down in history as the place where the West realised the game was up for Sleepy Joe.
Meloni’s photo op show of unity and military prowess was quickly overshadowed when Biden decided to turn his back on the G7 group as they clapped for each parachute jumper displaying a national flag.
He stood grinning for a few seconds before deciding to shuffle away from the powerful pack.
After taking several small and limbering steps he began to talk to someone and offered them a thumbs-up.
The other leaders stood watching the President with puzzled looks on their faces.
Emmanuel Macron, Rishi Sunak and Giorgia Meloni stared in his direction before catching each other’s eye with a knowing glance.
Quick-thinking Meloni then made a beeline for the President before tugging on Biden’s arm.
By this point the President was facing in the total opposite direction, with his back to everyone else, clearly not sticking to the script.
As if helping a confused elderly relative, Meloni gently shepherded Biden back towards the photographers, as the rest of the G7 leaders all made an obvious movement to surround the befuddled-looking Joe.
As all fixed smiles and looked towards the cameras, Biden then decided to slowly put on his shades.
The White House quickly went into full spin mode, attempting to say a viral video of the moment had been edited.
But they know the truth, and have had to stop their boss walking alone, instead flanking him with aides to try to disguise his physical frailty.
Biden’s stroppy press secretary, Andrew Bates, claimed his boss was simply congratulating a diver on the floor who was collecting his things.
He went on to blame the “desperate” media for using “an artificially narrow frame” to make Biden look bad.
When quizzed, Rishi Sunak tried to put on a brave face yesterday morning, repeating the line that the President was just “being very polite” in thanking the jumpers.
The PM claimed his key ally “just went over to kind of talk to all of them individually”.
He told me: “As far as I know, he went over to talk to some of the parachute jumpers and say thank you or hello to them.”
But the video, from whatever angle you watch it, shows a different story.
And people have eyes, and their own minds, to make up.
“The day reminds us that we have a helluva lot more work to do. Let’s keep marching. Let’s keep the faith,” Biden told the crowds in one moment.
The Democrat’s term has been plagued with gaffes and blunders.
He has fallen up the stairs of Air Force One and has stumbled on countless occasions.
Last year, Biden took a tumble at the Air Force Academy graduation ceremony.
In February, Biden confused the leaders of Mexico and Egypt while delivering a rambling address to the nation after it emerged he wouldn’t face criminal charges over storing secret docs.
Last week, Biden seemed to fumble for his seat while on stage with the Macrons and his wife, Jill, at a D-Day event – but there was no chair behind him.
Doubts are still lingering over Biden’s competency for the second term.
And polling suggests Biden’s re-election bid could be tricky.

DONALD Trump would “encourage” Russia to attack any Western nations that fail to pay Nato defence bills.
The ex-US president bragged he once slapped down the leader of a “big country” who asked if America would step in if invaded by Russia.

Trump, running for president again, told supporters: “I said, ‘You didn’t pay? You’re delinquent? No I would not protect you’.
“In fact I would encourage them to do whatever they want. You gotta pay.”
A White House spokesman branded Saturday’s comments at a rally in South Carolina “appalling and unhinged” and a threat to global security.
Trump, 77, has claimed too much US cash is spent protecting 30 Nato nations and accused some of failing to spend enough on defence.

He has also alarmed allies by claiming to have a working relationship with Russia leader Vladimir Putin while members of his party have blocked vital weapons cash for Ukraine.
Nato chief Jens Stoltenberg said: “Any suggestion that allies will not defend each other undermines all of our security.
“We expect that regardless of who wins the presidential election, the US will remain a strong and committed ally.”
Looking for East Coast vacation destinations and want to optimize your chances of having ideal weather? We’ve highlighted twelve pet friendly destinations where the average monthly temperatures are perfect for all kinds of outdoor activities!
Pet friendly vacations often involve spending much of your time outdoors. Whether you’re hiking a trail, playing on the beach, perusing the boutiques and galleries of a quaint town, or exploring a new city, your experience is more enjoyable when the weather cooperates.
The problem is that we all know you can’t control Mother Nature! But you can choose East Coast destinations where the weather is more likely to be ideal during your visit.
What Is Ideal Weather?
Everyone has their own idea of what “ideal weather” means. Some like it hot and sunny. Others prefer cool breezes and moody skies. But we can all agree that, when it comes to our pets, high temperatures and humidity can be dangerous.
We’d hate for you to spend your vacation feeling trapped in your hotel because the weather could be harmful for your pet. So we’ve chosen destinations where the high temperatures average between 65 and 75 degrees (Fahrenheit; 18-23 degrees Celsius) during the suggested month to visit.
Let’s get started with our picks for pet friendly East Coast destinations with ideal weather!
January – Key West, Florida
Our pick for an East Coast destination with ideal weather in January is Key West, Florida. With daily highs in the mid-70s, balmy evenings in 60s, and just 4 days of rain … it’s hard to beat!
Key West is famous for its laid-back, friendly view of life, so it’s not surprising it has a plethora of pet friendly activities. From fantastic beaches to a great selection of pet friendly dining options, it’s a vacation spot that you and your pet will both love.
Pet Friendly Things To Do In Key West
Urban dogs visiting Key West will love hitting the shops, bars, and pet friendly restaurant patios on Duval Street. Nature lovers will enjoy the area’s dog beaches, tropical gardens, and parks that are easy on the paws.
The Key West Tropical Forest & Botanical Garden offers over 15 acres of native garden and forest to stroll on trails. And right downtown, discover the mini rainforest and parrot refuge at Nancy Forrester’s Secret Garden. Residents of the garden include rare plants, a guard cat, and rescued parrots and macaws.
Prefer to explore from the water? You will find several options to charter a boat, kayak, or paddleboard.
And, of course, you need to celebrate Key West’s famous fiery sunsets. Mallory Square is filled with entertainers and spectators each evening to bid farewell to the sun. If your dog doesn’t mind crowds, don’t miss it.
For a quieter but just as stunning view of the sunset, head to the Higgs Beach Dog Park. Your dog will be happy to play with her new friends while you admire the sun’s dip into the ocean.
For an East Coast destination with ideal weather in February, we’d choose St. Augustine, Florida! Located 467 miles north of Key West, Saint Augustine’s daily highs near 70, nights in the high 40s, and just 5 days of rain make it perfect for outdoor fun.
The oldest city in the United States, Saint Augustine has been welcoming visitors since 1565. Strolling through town you’ll admire Spanish colonial architecture. And the compact scale of the town means you can see a lot in a short time.

Small pet lovers can get an overview of the town on the Red Train Trolley Tour. (Sorry, only small animals able to sit on your lap can ride with you.) For a more in-depth tour, choose one of the city’s offers pet friendly walking tours. Or plan to take a local ghost tour. Dogs are rumored to be sensitive to paranormal energy. Will your pupper sense spirits?
A short drive from downtown is the Fort Matanzas National Monument where you can hike the shaded trails in a live oak forest or splash in the water on the dog friendly beach.

UKRAINE’S President Volodymyr Zelensky urged US Republicans to show the same courage as Ronald Reagan in the Cold War and unblock £49billion in aid he needs to fight Russia.
And US President Joe Biden said a failure to do so would give tyrannical Vladimir Putin “the greatest Christmas gift”.

In Washington last night, Mr Zelensky invoked Reagan’s 1987 call to “tear down” the Berlin Wall.
He said: “We need no less confidence now than President Reagan had then.”
The speech by Reagan — still a hero to many Republicans — helped spark the wall’s demolition two years later and then the end of the Soviet Union.
But his successors in the party have repeatedly hampered White House plans to send the next tranche of aid to Ukraine.
Last week, they blocked the bill amid anger over the exclusion of Mexican immigration reforms they sought as part of the package.
With Mr Zelensky in the Oval Office, Mr Biden said: “Congress needs to pass supplemental funding for Ukraine before the holiday recess — before they give Putin the greatest Christmas gift they could possibly give him.”
On his third trip to the US since Russia’s invasion of Ukraine, Mr Zelensky told military officers at the National Defence Academy: “If there’s anyone inspired by unresolved issues on Capitol Hill, it’s just Putin and his sick clique.”
He pointed to recent drone strikes that show “Ukraine’s response to Russian barbarism can shake the ground in the heart of Moscow”.
Western intelligence sources claim Ukraine could just about hold the line against Russia but would be unable to advance if America turns off the taps.
And Ukraine’s First Lady Olena Zelenska warned her country faced “mortal danger” if the West abandons them.
Republican Speaker Mike Johnson last night insisted his party backed Ukraine but accused the White House of asking for billions of dollars without proper oversight.
He said: “We need clear articulation of the strategy to allow Ukraine to win.
“Thus far, their responses have been insufficient.”
Russia has responded to Mr Zelensky’s US visit with a huge cyber attack — with mobile and internet provider Kyivstar down and Monobank facing a massive denial of service outage.
It came as Mr Zelensky’s Foreign Minister Dmitro Kuleba urged the EU to make its own decisions and not be swayed by US wobbles.
The bloc is due release £43billion in aid and agree a route to Ukraine’s accession.

Donald Trump has shared a post on his Truth Social website, calling for Capitol Police officers who “beat the hell out of innocent J6 [January 6] protesters” to face criminal charges.
On January 6, 2021, hundreds of Trump supporters stormed Congress in a bid to prevent Joe Biden‘s 2020 presidential election victory from being certified. Police were attacked with sticks, metal fencing and chemical spray, leaving over 100 officers injured. Ashli Babbitt, a 35-year-old Trump supporter and Air Force veteran, was shot dead by law enforcement. Brian Sicknick, a Capitol Police officer who collapsed after being assaulted on January 6, died the following day, though a Washington D.C. medical examiner later attributed his death to natural causes.
In September, the District of Columbia’s attorney’s office said 1,146 people have been charged for their involvement in the January 6 unrest, of whom 378 had been convicted and imprisoned. Newsweek has contacted the United States Capitol Police for comment via email, telephone and voicemail message.

The cops should be charged and the protesters should be freed
The post Trump shared was originally made on X, formerly Twitter, by the official account of the Hodge Twins. They are a pair of Trump-supporting comedians and political commentators with over 2.3 million followers on the platform.
They shared a 56-second clip that showed police using batons and chemical spray against protesters who were trying to force their way into the Capitol Hill complex. The post added: “The Capitol cops beat the hell out of innocent J6 protesters, and the videos are finally coming out.
“The cops should be charged and the protesters should be freed. This is why the uniparty didn’t want the videos released.”
Trump, who has posted on X only once since being restored to the platform following the Elon Musk takeover in 2022, shared a screenshot of the message on his Truth Social account, along with a link to the original post.
The former president, and 2024 Republican frontrunner, has repeatedly said he will pardon those imprisoned in relation to the January 6 attack if reelected to the White House.
Speaking at a rally in Houston, Texas, on November 2, Trump described those incarcerated after the January 6 riot as “hostages, not prisoners.” It came after organizers played “Justice for All.” It is a rendition of “The Star-Spangled Banner” by the J6 Prison Choir, made up of men imprisoned after the riot, interspersed with Trump reciting the pledge of allegiance.

In December 2022 a House Select Committee formed to investigate the Capitol Hill riots attributed the disorder directly to Trump’s actions. The committee members said: “The central cause of January 6th was one man, former President Donald Trump, who many others followed. None of the events of January 6th would have happened without him.” Trump branded the report “highly partisan” and a “witch hunt” on Truth Social.
Trump was indicted at the federal level in August on four counts relating to allegations he broke the law trying to overturn the 2020 presidential election result. He has pled not guilty to charges of conspiracy to defraud the United States; conspiracy to obstruct an official proceeding; obstruction of and attempt to obstruct an official proceeding; and conspiracy against rights.
Separately the Republican frontrunner is also facing criminal charges in Georgia relating to his efforts to block Biden’s election win in the state. He has strongly denied any wrongdoing and has repeatedly said that the charges are politically motivated.

It’s not uncommon for residents of states yet to enact cannabis laws to travel and obtain their weed through out-of-state dispensaries. However, one Southern state appears to be experiencing this issue when it comes to medical cannabis, even though it’s had legal, operational medical dispensaries since 2020.
A new 78-page report released by the Virginia Cannabis Control Authority (CCA) takes a closer look at the state’s medical cannabis market, most notably finding that the state’s high prices are driving consumers to bordering states to purchase their cannabis products.
The report is the result of a request on behalf of the CCA from earlier in 2023, to study Virginia’s medical cannabis program with a focus on patient access and “determining the necessity and feasibility of adding new licenses to the existing program.” The study involved a population survey of past-year cannabis consumers and patients, an assessment of supply based on patient experiences and a policy analysis.
High Prices Push Virginians Out of State, Alternative Means
“The study found that the Virginia medical cannabis program is struggling to capture patients amid evolving local policies as well as adult-use policies in bordering states, resulting in prices remaining high,” the report notes, adding that 12% of patients report traveling to obtain cannabis from other states or jurisdictions, largely Washington, D.C. and Maryland.
According to the report, medical cannabis patients in Virginia spend more on cannabis than non-medical cannabis patients in the state. It also notes that patients in Virginia report spending an estimate of $19 per gram on average for medical cannabis flower, which is higher than the national average for medical cannabis flower — though looking at the publicly available price data, the report found that the average price of a medical gram in Virginia was closer to $14, which is still higher than average.
By comparison, the average price per medical gram in D.C. was $8/73 in September 2023; in Maryland, adult-use cannabis is $9.27 per gram on average.
Looking broader, 90% of patients purchased cannabis from sources other than the Virginia medical market, and the largest proportion of grams were obtained from “an unregulated, but not necessarily illicit, market.” Additionally, 57% of medical patients obtained their cannabis by growing at home, while 65.2% of patients received cannabis from a friend or family.
Virginia MMJ Program’s Low Barriers, Low Participation
Despite low barriers to patient participation, Virginia’s estimated patient enrollment encompasses 0.5% of the total state population, which authors say supports the assertion that patients can meet their need for medical cannabis elsewhere.
Of those past-year consumers who are not patients, 22% said they did not need to become medical patients because they already had access to cannabis.
“Virginia’s restrictive policy framework, including limited licensing and the Health Service Area (HSA) segmentation, coupled with the widespread availability of cannabis from out-of-state markets, home cultivation, and illicit channels, has created an environment in which Pharmaceutical Processors are operating at their profit-maximizing supply quantity,” the report states.
“In other words, licensees may have no expectation of increased profits if they expand their supply and lower prices because substitute markets have recently taken root.”
Solutions Needed to Sustain Virginia’s Medical Program
The report notes that the high prices of Virginia’s medical cannabis are “likely necessary” for Pharmaceutical Processors to stay afloat due to the current state market and policies that accompany it, rather than intentionally overcharging medical patients.
Authors also lay out five potential pathways to improve patient access to medical cannabis, with the shared objective to increase supply, lower prices and shift patient demand to regulated Pharmaceutical Processors.
The pathways include a mix of potential options, like issuing the remaining Pharmaceutical Processor licenses in the HSA or adding limited standalone medical cultivation, manufacturing and dispensary licenses allowed to operate within any HSA while allowing Pharmaceutical Processors to expand beyond the current six-store minimum within their area.
Thousands of people gathered in Washington, D.C., on Saturday to call for a cease-fire in the tiny Gaza Strip after nearly one month of relentless retaliatory bombing from Israel.
A massive crowd swathed in the colors of the Palestinian flag — red, green, black and white — gathered around Freedom Plaza near the White House waving protest signs, many with the messages “FREE PALESTINE” and “LET GAZA LIVE!”
A number of people in the crowd donned fringed kaffiyehs. Small parcels wrapped in white sheets smeared with red “blood” represented the increasing number of Palestinian children killed in the campaign.
While the protesters made demands of Israel, they also sought to send a withering message to President Joe Biden, whose administration has been supporting Israel since Hamas militants brutally slaughtered some 1,400 people there on Oct. 7, including children and older adults.

“END ALL U.S. AID TO ISRAEL,” said others.
Around 2 million people, largely children and teens, live in the Gaza Strip, which Hamas controls. So far, Palestinian authorities say more than 9,000 people have died in the well-funded Israeli military campaign, with Israeli officials refusing to stop until Hamas returns all its hostages.
Organizers have said Saturday’s event may be the largest ever held in the U.S. in support of Palestinians. Supporters stepped off buses from as far away as Chicago and Florida, joining a worldwide outpouring of criticism for the Israeli military response.
“I know enough that this is a genocide,” the musician told the crowd, prompting cheers.
Macklemore speaks at the “Free Palestine” rally in DC:
“They told me to do my research, that it’s too complex, to be silent … In the last 3 weeks, I’ve gone back & I have done some research, I don’t know everything, but I know enough to know that this is a genocide.” pic.twitter.com/QQcjZQcSFQ
Several speakers predicted Biden was at risk of losing crucial support in the 2024 presidential election. The executive director of the Council on American Islamic Relations, Nihad Awad, summarized the message: “No ceasefire, no votes,” the Guardian reported.
“No votes in Michigan, no votes in Arizona, no votes in Georgia, no votes in Nevada, no votes in Wisconsin, no votes in Pennsylvania,” Awad went on, listing swing states where Arab American voters threaten to pull their support for the Democratic nominee.
Biden has called for a “pause” in the fighting — not an end — to allow humanitarian aid into the Gaza Strip and to allow people the chance to flee.

PAGOSA SPRINGS, Colo. (AP) — Retreating from the turmoil in Washington, D.C., Rep. Lauren Boebert arrived in bucolic southwest Colorado to turmoil of a different sort — the lingering impact of an embarrassing moment when she was caught on tape vaping and groping with a date during a musical production of “Beetlejuice.”
The scandal threw a wrench into an already tough reelection bid. After Boebert won her last race by just 546 votes, she began revamping her campaign strategy. It now includes apologies to voters at campaign events for an episode that has rattled even loyal Republicans.
“Most of us were like ‘holy cow,’” said Beverly Cuyler, a long-time Boebert supporter. “And one of the big reasons for that is a gap between how she presented herself as a Christian and what ended up happening.”
Expected to face a rematch with Democrat Adam Frisch, in a race that could determine which party controls Congress, Boebert tackled the embarrassment head-on at the Lincoln Day Dinner in Archuleta County.
“I owe each and every one of you here a deep, heartfelt apology,” she said as murmurs of agreement faded to attentive silence.
It’s an unusual tone for Boebert. The congresswoman’s unapologetic, Trumpian style had propelled her to MAGA stardom nationwide; now, she’s fighting for political survival at home.
Boebert, who defended former President Donald Trump’s claims of fraud in the 2020 presidential election and stood in the vanguard of his Make America Great Again movement, appears clear-eyed about the challenge ahead.
She’s offered olive branches to local newspapers she once spurned as biased. So-called ballot harvesting, which she’s decried as an underhanded Democratic tactic, will be part of her campaign strategy. Her supporters can attend boot camps to become versed in her talking points, which have partly shifted from national priorities to more local matters, a strategy endorsed by the state GOP.
“Her misstep in 2022 was not being as focused on (the district), so she’s making adjustments to not make that mistake again,” said Dave Williams, chairman of the Colorado Republican Party.
Frisch has raised at least $7.7 million — the third largest House campaign chest nationwide — to Boebert’s $2.4 million. He’s asking voters to help him “stop the circus,” reviving a slogan from the 2022 election.
“Democrats certainly smell blood in the water,” Boebert said in an interview, sitting in a long hall in southwest Colorado before the Lincoln Day Dinner.
Boebert said she’s always focused on district issues in past campaigns, but added that this time around they are pushing more aggressive messaging on the ground — emphasizing legislation she’s helped push through Congress that directly impacts southwest Colorado.
“Certainly when you had the closest congressional race in the entire country, you know, it’s a big deal,” her new campaign manager, Drew Sexton, said in an interview. “There was a need to kind of beef up on staff after, you know, the last cycle and, you know, kind of wanted to have a different approach.”
It’s a balancing act. Boebert has cultivated a national profile as larger-than-Colorado, a far-right agitator who ascends to the stage of conservative conferences to geysers of sparks. In speeches across the country, she’s blurred the line between political rally and religious revival.
But she also has a job as a policymaker, where she’s focused on nuts-and-bolts issues that matter to her constituents: forest management, water rights, jobs, and public lands. For many supporters, the two roles overlap.
Her district’s vast expanse includes ruddy red mesas standing sentry over ranches owned for generations, coal mining hamlets in the Rocky Mountains, and a streak of frontier libertarianism among its residents — where God and big government are both feared.
Voters take deep pride in their way of life, and many feel it’s being forgotten and demeaned. Boebert’s full-throated defense of agrarian, conservative, Christian values helps explain how she got to Congress in the first place.
“Our voices get drowned out by bigger cities,” said Cody Perkins, 31, who arrived at the Lincoln Day Dinner bedecked in an American flag suit. “I just like that she’s not afraid to speak up. … We need a voice.”
Those values are the same reason Perkins cringed when the videotape surfaced of Boebert at the theater in Denver.
Boebert’s apology, Perkins said, was “definitely needed.”
“I hope we can all move past this,” he said.
For other Republicans, Boebert’s provocations are disheartening.
“It should be a lot easier to get a Republican candidate into the district. We shouldn’t be pulling teeth to get votes,” said Dusty Mars, 44, who voted for Boebert in the past but isn’t sure what he’ll do in the primary.
Mars will vote for the Republican candidate in the general election, he said, but hopes for one “that will represent our values in a way that doesn’t offend other people.”
Dennis Anderson, who publishes several newspapers in the district, said Boebert appears to be returning to her 2019 roots as a scrappy, electrifying candidate fighting for the people. While campaigning in the district this election, Boebert seems “more empathetic” than her disruptive national profile.
“Lately, it feels like she’s been knocked back down to earth a little bit,” he said.
At events and debates in the last election, Boebert railed against then-Speaker Nancy Pelosi, who became a foil for bloated government, a broken system and Democratic demagoguery.
“She was very focused on being a foot soldier for Donald Trump, being kind of a thorn in the side for the Biden administration,” said Seth Masket, director of the Center on American Politics in Colorado.
Boebert’s updated campaign strategy — not all that far removed from Pelosi’s election adage of “owning the ground” — seemed a smart way to pivot, said Masket, who expects Boebert to do better in the 2024 election anyway. He thinks Trump’s presidential campaign will draw more Republicans to the polls.
Pelosi’s dethronement, which Boebert said freed her up to push for laws that help her constituents, also raises fresh questions about Boebert’s effectiveness as a lawmaker.
In trainings where supporters learn her messaging, the aperture has shrunk to local policy and legislative changes Boebert fought during the first speakership battle — leaving efforts to impeach President Joe Biden out of the frame.
Boebert’s demands during McCarthy’s weeks trying to get elected speaker included 72 hours to read a bill before a vote — an issue that attendees at the Lincoln Day Dinner in Colorado enthusiastically applauded.
Still, after her narrow victory last time, Boebert will have to win back some unaffiliated voters and moderate conservatives who defected to Frisch last time.
Boebert says she is intent on sending a message “that I can work with my colleagues on the other side of the aisle… and not compromise my principles.”
While everyone is familiar with the congresswoman’s stance on hot-button national issues, Boebert and her campaign are emphasizing her work on lesser-known policies — including her bipartisan efforts to retain jobs as a chemical depot shutters in her district.
After Colorado’s largely city dwellers voted to reintroduce wolves to Colorado, Boebert has also proposed legislation to give ranchers greater recourse to defend their flocks.
That legislation received raucous applause at the Archuleta County event from the voters seated around folding tables. But when Boebert turned her attention to the scandal, a hush came over the room.
“I let you down. I fell short of my standards, and I’m taking full accountability of what you’ve seen and what you’ve heard,” said Boebert, “And I will never put myself in a position to dishonor you.”
Some voters said she still has work to do. Many, including Cuyler, said they appreciated her words.
“She screwed up. She needs to up her game,” she said. “But, you know, we still love her.”
