    The agency released its biannual housing supply report on Wednesday, which showed combined housing starts in the Toronto, Vancouver, Montreal, Calgary, Edmonton and Ottawa regions dipped 0.5% compared with 2022, totalling 137,915 units.

    That was in line with the annual average of around 140,000 new units over the past three years. CMHC deputy chief economist Aled ab Iorwerth said the 2023 numbers came in “better than we thought.”

    “We ended up being positively surprised by 2023. We were really quite concerned that higher interest rates were going to really have an impact,” said ab Iorwerth.

    “They did have an impact, but it seems to have been on smaller structures, single-detached (homes) and so forth.”

    Apartment starts grew 7% to reach a record 98,774 individual units last year. However, those gains were offset by declines in the number of new single-detached homes, which fell 20% year-over-year, due to weaker demand for higher-priced homes in an elevated mortgage rate environment.

    More housing needed to address affordability gaps

    The agency continued to warn about the need to ramp up housing construction to address affordability gaps and significant population growth in Canada.

    It said housing starts are projected to decrease in 2024, despite the CMHC’s forecast that Canada will require an additional 3.5 million units by 2030, on top of what is currently projected to be built, to restore affordability to levels seen around 2004.

    Its report cited rising costs, larger project sizes and labour shortages last year that led to longer construction timelines, prompting various levels of government in Canada to announce new programs aimed at stimulating new rental housing supply.

    Madonna is set to celebrate her comeback in Canada in the new year.

    The pop legend has rescheduled the North American leg of the Celebration Tour, which was delayed weeks ahead of its planned kickoff in Vancouver last month when Madonna landed in hospital.

    The tour will now kick off in London on Oct. 14, and the singer will stop at Toronto’s Scotiabank Arena on Jan. 11 and 12 and Vancouver’s Rogers Arena on Feb. 21, 2024.

    The strike at the Canada’s West Coast ports is over, after both the labor union and port ownership accepted a deal presented by federal mediators. But undoing the damage to the supply chain from close to two weeks of strike will take time.

    In a statement posted to Twitter announcing that a deal had been reached, Canadian Labor Minister Seamus O’Regan and Transport Minister Omar Alghabra said, “The scale of this disruption has been significant.”

    While the production ramp down at the ports was seen immediately, the congestion as a result of the 13-day strike will have a lasting effect on ports. The ramping back up takes weeks before efficiencies will be regained. By combing the wait time of vessels getting into port and unloaded, and containers loaded onto the rails, combined delays can extend from a month to at least two months for a U.S. arrival.

    The International Longshoremen and Warehouse Union of Canada begin its strike on July 1. Negotiations between the ILWU Canada and the British Columbia Maritime Employers Association were tense, but O’Regan saw differences as bridgeable, leading him to push federal mediators on Tuesday to come up with a proposal both sides could agree to.

    With no vessels serviced for 13 days, according to VesselsValue, the number of vessels waiting at Prince Rupert are four, and the number of vessels waiting to enter Vancouver at nine. The combined value of trade floating offshore is $7.5 billion. There were more vessels waiting, but they left anchorage to go to U.S. ports.

    Supply chain impacts

    In a recent HLS Transpacific Market Report, the company warned clients that the work stoppage at the terminals has delayed the loading and transfer of the containers to railways. “As 15% of import volume going through Vancouver and around 65% of Prince Rupert volume are sent to the US destinations, the US Inland Port Intermodal routings will be heavily impacted,” it wrote.

    HLS said shippers are expected to reroute some imports to U.S. West Coast ports. Carriers have cancelled callings at Vancouver and Prince Rupert, which also means further vessel capacity cuts.

    The ports strike has already damaged the U.S. supply chain. In data released Wednesday, the American Association of Railroads reported year-over-year intermodal Canadian rail was down almost 50% last week as a result of the strike. The top sectors impacted included forest products such as lumber and wood products, oil and petroleum products, non-metallic minerals such as crushed stone, sand, stone, clay, and glass products, and chemicals. Products that go into paints, coatings as well as acids from Asia, were the most impacted, according to the National Association of Chemical Distributors.

    The National Association of Chemical Distributors told CNBC its members likely have tens of millions of dollars in inventory stuck on ships outside of the Port of Vancouver.

    “Many of our members are re-booking through U.S. West Coast ports with the likelihood of an extra 10-14 days of ground transit time because of the redirect,” said Eric Byer, CEO of the National Association of Chemical Distributors. “Some member company products have been on the water since June 30 and other arrivals earlier this month are now not being slated to be unloaded until early to mid-August at the earliest,” he said.

    Products stuck on the water include essential food additives such as dextrose, guar gum & sorbates, citric acid — agriculture, food, cleaning/HI&I, personal care, sodium sulfite & sodium metabisulfite — water purification, dry caustic soda — used in metal working, food equipment cleaning, and a variety of other applications — and iron oxide, which is used as a pigment. Byer said one member company informed him it is now planning for an extended supply chain disruption through October for Canada.

    Billions of dollars in trade tied up

    Approximately $572 million in container trade arrives daily in the U.S. from Canada, according to U.S. Census data. Between January 2022 and May 2023, total monthly U.S. goods imported from Canada ranged from $31 billion to nearly $41 billion. Top commodity imports for May included mineral fuels, vehicles, and computer-related machinery. Holiday items, sneakers, apparel, and home goods are also being imported into Canadian ports for U.S. companies.

    The U.S. and Canada have a historically strong trade relationship: Each country is the other’s top trading partner. Approximately 20% of U.S. trade arrives in the Canadian ports of Vancouver and Prince Rupert, where strikes broke out after union leadership and industry representatives failed to reach a deal before a cooling-off period expired. The Canadian Chamber of Commerce estimates $605 million in trade moves through one of those two ports daily.

    During the strike, it was estimated that it would take three to five days for every day the strike lasted for networks and supply chains to recover, according to the Railway Association of Canada. With the strike ending on its thirteenth day, delays for rail containers can be anywhere from 39 to 66 days. This does not include the delays in vessels waiting to get processed, which would add multiple additional delays.

    The British Columbia Maritime Employers Association said in a statement after the deal was announced that it “regrets the significant impact this labour disruption has had on the economy, businesses, workers, customers and ultimately, all Canadians. We must collectively work together to not only restore cargo operations as quickly and safely as possible but to also rebuild the reputation of Canada’s largest gateway and ensure supply chain stability and resilience for the future.”

    ILWU Canada could not be immediately reached for comment.

    Vessel diversions to U.S. continue

    There are now five vessels identified by eeSea that diverted away from Vancouver to U.S. ports — the MSC Sara Elena, Ever Safety, COSCO Africa, Calandra, and MSC Brunella. These five vessels have been worked on by ILWU U.S. West Coast workers.

    ILWU president Willie Adams, visited Canada a second time since July 4 to attend a union rally Sunday. He told CNBC in a recent statement that union workers will not serve any rediverted vessels, but there are situations in which it is difficult for union workers to know the origin of cargo.

    Logistics managers have been able to reassign the destination of containers from Canada to the United States on vessels. It takes around five days for the changes to be made. U.S. Customs also needs to be alerted and approve the container. One way the union can be alerted to diverted containers is by the number of containers being unloaded on a vessel.

    Vessels regularly arrive at the same ports and there is a ballpark number of containers that are unloaded. If 500 containers are normally unloaded, and the current port call now has 900, chances are there are diverted containers on the vessels. Other than that, it would be difficult for the ILWU to identify containers that had their final destinations changed because union workers do not have access to container information for security reasons.

    The rash of vessels flipping their port schedules, leaving Vancouver for U.S. ports to supposedly go back to Vancouver has increased to nine, according to eeSea. The schedule can change after being discharged at the U.S. port service. It’s likely that many of the vessels that flipped their schedules will not go back to Canada. That is what happened with the MSC Sara Elena, which was worked on in Seattle. After the service, the carrier announced it would not be heading back to Vancouver, which means the Canadian-bound freight was unloaded or will be unloaded in future U.S. ports.

    Key sticking points in the talks included the assignment of work to third-party companies and wages. The ILWU has stressed wages are not keeping up with inflation. It says the real purchasing power of longshore wages has fallen 2.5% since 2017, and longshore wages have grown slower than wages in the overall Canadian economy. 

    No terms of the deal were disclosed.

    On Wednesday, the Bank of Canada raised its benchmark interest rate to a 22-year high, of 5%, and provided hawkish commentary about more hikes potentially being needed in its effort to fight inflation, even as consumer prices have come down from last year’s highs.

    VANCOUVER, British Columbia — Mathew Barzal had a goal and two assists as the New York Islanders beat the struggling Vancouver Canucks 6-2 on Tuesday night.

    Jean-Gabriel Pageau scored twice — once on a power play and then shorthanded late into an empty net. Aatu Raty, Anders Lee and Casey Cizikas also had goals for the Islanders. Barzal has scored in four straight games.

    “He’s skating, he’s making the right decision and he’s shooting the puck more,” Pageau said. “He’s got a great shot. When he’s playing with confidence like that, he’s a player that can make a difference. He’s a key player for us and we’re lucky to have him.”

    Ilya Sorokin stopped 24 shots in his 14th win.

    The Canucks got a pair of goals from Bo Horvat as they dropped their third game in a row. Vancouver’s captain is tied with Alex Ovechkin for third in the NHL with 28 goals.

    “We want to make the playoffs and we want to be in contention and obviously I’m trying to do whatever I can to help make that happen,” Horvat said. “But at the end of the day, it’s not good enough.”

    Defensive mistakes have plagued the Canucks all season, and this marked the 16th time in 37 games that they’ve given up at least five goals.

    Spencer Martin made 23 saves for Vancouver.

    Boos rained down as the final horn sounded and the Canucks fell to 7-10-1 at home.

    “It’s kind of been a similar story for too long now,” defenseman Tyler Myers said. “We talk about our consistency — we had a really good first period and then we came off the gas a bit to start the second. We’ve got to find a way.”

    Cizikas made it 5-2 with his third goal of the season 9:44 into the third period, sending a wrist shot over Martin’s glove from the faceoff dot.

    Islanders rookie Parker Wotherspoon, who grew up a Canucks fan in British Columbia, assisted on the play for his first NHL point.

    New York regained a two-goal cushion 1:46 into the third after Vancouver’s Ethan Bear turned over the puck deep in the Canucks zone.

    Brock Nelson picked it up, spun to keep it on his stick and then sent it to Lee, who put a wrist shot past Martin to make it 4-2 with his 14th goal of the season.

    Vancouver cut its deficit to one late in the second with a power-play goal after Matt Martin was called for hooking.

    Seconds into the man advantage, J.T. Miller sent a pass to Horvat in the slot and he fired a shot past Sorokin to make it 3-2 with his 28th goal.

    Another ugly giveaway quickly turned into an Islanders goal earlier in the second.

    Myers coughed up the puck in the corner and Barzal took advantage, sailing a shot into the top corner to make it 3-1 at the 16:28 mark.

    Barzal has 10 goals this season and five in his last four games.

    Pageau gave New York the lead with a power-play goal 12:56 into the second after Myers was sent to the box for slashing.

    “It’s like as soon as something bad happens to this team, the adversity, we cannot handle it. And it seems like, ‘Oh, here we go.’ And then that’s it,” Canucks coach Bruce Boudreau said. “As long as we’ve got the lead, we’re fine. But when we get behind, it’s not a good thing. It just seems like the wind goes out of everybody’s sails.”

    HOMETOWN FEAST

    Barzal, from the Vancouver suburb of Coquitlam, has hit the scoresheet in all 10 career matchups against his hometown team, amassing 12 points (two goals, 10 assists).

    VANCOUVER, British Columbia — Bo Horvat had two goals and two assists, Spencer Martin stopped 24 shots and the Vancouver Canucks beat the San Jose Sharks 6-2 on Tuesday night for their third straight victory.

    Ilya Mikheyev had a goal and three assists, and Elias Pettersson, Brock Boeser and Quinn Hughes, with his first of the season, also scored for the Canucks. They are 7-3 in their last 10 games, with all three losses at home, and 16-15-3 overall.

    “I feel like we’ve been playing the right way,” Boeser said. “We’re kind of getting that swagger back. That’s a big part of our team. When we don’t have that swagger, sometimes (things) get kind of dead. We’ve just got to keep playing the right way.”

    Coach Bruce Boudreau hesitated when asked about the Canucks’ swagger.

    “I don’t like that word,” he said. “I think the team is starting to believe in themselves a little bit and I think that’s important.”

    Horvat has 14 points (nine goals, five assists) in his last 10 games.

    “It’s awesome,” Boeser said about Horvat. “It’s really fun to watch.”

    Timo Meir scored twice for San Jose and James Reimer made 19 saves. Reimer is a victory short of 200 in his NHL career.

    “I thought we had chances to climb back in,” San Jose coach David Quinn said. “I don’t like what went on in our own end. We’ve got to fix that in practice and get back to playing good structural defence.”

    Vancouver took control of the game with goals from Mikheyev and Hughes 1:40 apart in the second period.

    Mikheyev gave the Canucks a 3-1 lead just seconds after the Sharks killed a Vancouver power play. He scored his 12th of the season at 4:36, taking a pass from Andrei Kuzmenko and putting it over Reimer’s shoulder. Hughes scored at 6:16 with a shot from the faceoff circle that found the top of the net.

    VANCOUVER, British Columbia — Elias Pettersson scored his second goal of the game to tie it with 1:20 left in regulation and added the shootout winner in the Vancouver Canucks’ 6-5 victory over the Seattle Kraken on Thursday night.

    Pettersson, who also had three assists, drilled a hard shot from above the faceoff circle to tie it with goalie Spencer Martin off for an extra attacker.

    Pettersson returned to the lineup after missing two games because of a non-COVID-19 illness.

    “I was running on no energy, just wanting the puck to go in,” Pettersson said.

    Canucks coach Bruce Boudreau heaped praise on Pettersson.

    “That’s six days off the ice and then he came in and did what he did tonight,” Boudreau said. “Pretty amazing. I don’t think you guys realize how much of an anomaly that is, being off six days and then playing that great. It defies logic.”

    The Canucks had a power play with a minute left in the 3-on-3 overtime after Seattle’s Jordan Eberle was called for holding, but couldn’t score.

    Andrei Kuzmenko had a goal and two assists for Vancouver, Lane Pederson scored his first goal in his third NHL game and added an assist, and Brock Boeser also connected. The Canucks have beaten the Kraken all six times they’ve met.

    Martin stopped 31 shots for Vancouver.

    Daniel Sprong scored twice for Seattle, and Jared McCann, Oliver Bjorkstrand and Alex Wennberg also had goals. Bjorkstrand and Sprong struck 10 seconds apart in the second to give Seattle a 3-1 lead.

    “The result is disappointing,” Wennberg said. “We just worked really hard. “I feel like we emptied the tank today and unfortunately it didn’t work out.”

    The Canucks erased three, two-goal deficits.

    “We don’t do anything the easy way,” Boudreau said. “Give the team credit for not quitting. That’s a testament to the boys in the room.”

    Kuzmenko cut it to 4-3 at 5:13, scoring off the rebound of Pederson’s shot.

    Sprong scored his second of the night just over a minute later, tipping in a pass from Brandon Tanev. Boeser got Vancouver back within one, redirecting Pettersson shot past goalie Martin Jones on a power play at 8:52.

    Jones made 32 saves.

    “We’re here to win a hockey game and we didn’t do that,” Seattle coach Dave Hakstol said. “We have to do better when we’ve got a two-goal lead. That’s a game we feel like we should be able to close out.”

    VANCOUVER, British Columbia — Bo Horvat scored twice, Andrei Kuzmenko had a goal and an assist and the Vancouver Canucks won their second straight after a season-opening skid, beating the Pittsburgh Penguins 5-1 on Friday night.

    Tanner Pearson and J.T. Miller also scored, Ilya Mikheyev had two assists and Spencer Martin made 34 saves. On Thursday night in Seattle, the Canucks beat the Kraken 5-4 to end their season-opening losing streak at a franchise-record seven games.

    “Obviously there’s a lot more energy, obviously the smiles on our faces,” Horvat said. “But I mean, we’ve got to dig ourselves out of the hole here. Obviously, we put ourselves in this situation. Just because we won two games, you can’t be satisfied. We’ve got to keep going here.”

    Rickard Rakell scored for Pittsburgh and Tristan Jarry made 24 saves. The Penguins have lost three straight in regulation to fall to 4-3-1.

    “I just don’t think we’re putting a 60-minute effort together, and it’s hard to win in this league when you don’t,” Penguins coach Mike Sullivan said.

    Weariness appeared to creep into the home side’s game, with the Penguins outshooting the Canucks 30-19 across the second and third periods, but Martin held fast for the victory. The 24-year-old goalie is 4-0-4 with Vancouver.

    “Eight games now and he’s gotten points in eight straight, so I haven’t seen him do anything negative,” Canucks coach Bruce Boudreau said. “And that’s great when you can have your other goaltender doing that, that makes an inner competition a little bit.”

    The Canucks took a 2-1 lead into the third period and struggled in the opening minutes, fighting mightily to get out of their own zone.

    Martin said he wasn’t concerned.

    “Honestly, I don’t think they had much,” he said. “We did a fantastic job, obviously. They have a lot of firepower there. They did a good job getting behind the net, I thought, but we kept them to the perimeter. So it was a good game.”

    After the barrage, Vancouver erupted with three goals in just over seven minutes.

    Kuzmenko tipped in a long shot from defenseman Luke Schenn and Horvat scored on a power-play before Miller added an empty-netter with 2:10 remaining.

    Third-period collapses have become a trend for the Canucks this season, and Boudreau said his group appeared as if “the weight of the world was lifted off (their) shoulders” after weathering the adversity.

    “Every other third period has been like ‘Oh, what’s gonna happen that’s negative?’” Boudreau said. “And I think once we got through the first three minutes, and it was like, ‘OK, let’s go.’ And everybody just played. … And I thought it was really good.”

    TRADE ADDITIONS

    Vancouver acquired defenseman Ethan Bear and forward Lane Pederson from Carolina a few hours before the game for a fifth-round draft pick. The 25-year-old Bear has not played this season after finishing with five goals and nine assists in 58 games for the Hurricanes last season. Carolina will retain $400,000 of Bear’s $2.2 million contact. Pederson, also 25, is scoreless in four games this season for the Chicago Wolves in the American Hockey League.

    Wildfires burning in British Columbia and Washington state have triggered an air quality advisory for metro Vancouver, according to a Metro Vancouver district press release.

    The smoke is contributing to high concentrations of fine particulate matter in the area, which pose the greatest risk to health, according to the US Environmental Protection Agency.

    Local Canadian officials have urged residents to “postpone or reduce outdoor physical activity while PM 2.5 concentrations are high, especially if breathing feels uncomfortable.”

    Fine particulate matter, also known as PM 2.5, refers to airborne solid or liquid droplets with a diameter of 2.5 micrometers or less, the press release explained. That’s 30 times smaller than the diameter of a human hair, according to the US EPA. PM 2.5 can easily penetrate indoors because of its small size, according to the press release.

    Stagnant weather conditions are forecast to persist for at least the next few days, according to Vancouver officials, meaning the air quality is also not likely to change.

    “Smoke concentrations may vary widely across the region as winds and temperatures change, and as wildfire behaviour changes,” the Metro Vancouver press release said.

    There are currently nine active wildfires in Washington, according to a Friday update from Northwest Interagency Coordination Center. This includes the Cedar Creek Fire, which is 40% contained. It has burned 122,794 acres since it began on August 1, according to the Incident Information System.

    There is also smoke from a wildfire on Cypress Mountain, a popular ski area in West Vancouver, “contributing to hazy conditions already being experienced in Metro Vancouver,” said the press release.

    Due to unseasonably warm and dry conditions, Metro Vancouver officials have also extended lawn watering restrictions from Saturday until October 31 in order to better conserve the region’s drinking water,” according to a Metro Vancouver water conservation advisory.
