  • Vancouver Asking for Public Input on 20-year Growth Plan – KXL

    VANCOUVER, Wash. — The City of Vancouver is hosing 4 town halls to give people a chance to take a look at their 20-year comprehensive growth plan and chime in.  2 will be in person the other 2 will be online.  The first is Tuesday night at 6:00 p.m.

    This is part of the city’s “Our Vancouver” plan and vision.  These town-hall style presentations allow for land-use disucssions.  City leaders are hoping to create more 15 minute neighborhoods to allow residents to rely on their cars less.

  • State dangles new tax credits for housing projects

    BOSTON — The Healey administration is offering new tax credits for real estate developers to convert vacant commercial properties as part of broader efforts to build more affordable housing in the state.

    The state Executive Office of Housing and Livable Communities on Thursday rolled out the Commercial Conversion Tax Credit Initiative, a new tax credit to help convert underused commercial buildings into residential and mixed-use housing. At least $10 million in tax credits will be available in the first round of funding, the agency said.

  • Salem City Council approves ordinance to regulate condominium conversion

    SALEM — A new ordinance will regulate the conversion of properties with two or more residential units into condominiums through a permitting process and new tenant protections.

    The City Council approved the new rules 7-3 at its meeting Thursday.

    Healey signs $5.1B housing bond bill

    BOSTON — Gov. Maura Healey signed a $5.1 billion bond bill Tuesday aimed at boosting the state’s dwindling housing stock, but critics say the plan will do little to help struggling renters and people now at risk of losing their homes.

    The measure, approved on the final day of formal legislative sessions, includes a mix of bonding, policy changes, tax breaks and other incentives to help spur the much-needed development of new homes.

    Healey, a first-term Democrat who has made housing a key part of her legislative agenda, described the measure as the “most ambitious” in state history to address what she called the state’s “toughest” challenge.

    “The Affordable Homes Act creates homes for every kind of household, at every stage of life, and unlocks the potential in our neighborhoods,” Healey said in a statement. “Today we are taking an unprecedented step forward in building a stronger Massachusetts where everyone can afford to live.”

    Under the plan, at least $2 billion will be devoted to the rehabilitation of more than 43,000 public housing units, with 25% of the money dedicated to preserving housing for those with low incomes.

    The bill also calls for diverting $800 million to the state’s Affordable Housing Trust Fund to create and preserve affordable housing for households whose incomes are not more than 110% of area median income.

    Among the policy initiatives in the bill is a proposal to authorize accessory dwelling units equal to or less than 900 square feet to be built by-right in single-family zoning districts in all communities.

    The plan expands funding for the state’s Community Investment Tax Credit Program, which funds community development corporations that partner with nonprofits to build affordable housing across the state.

    Under the tax credit program, donations to community development corporations that qualify are eligible to receive a 50% refundable tax credit.

    The Senate approved the $5.4 billion housing bond bill in May and the House followed in June with a $6.5 billion bill. Differences between the two bills were worked out by a six-member committee, which announced a compromise on the final day of formal sessions.

    Lawmakers rejected Healey’s controversial proposal to give communities the authority to add transfer fees from 2% to 5% onto property tax bills to fund affordable housing, which faced opposition from the real estate industry.

    Lawmakers also rejected a plan to spend $1 billion to allow the Massachusetts Water Resources Authority’s water system to be expanded to the Ipswich River Basin, which includes Beverly, Danvers, Ipswich, Middleton, Peabody, Salem and other communities north of Boston.

    And some housing advocates say the changes in the new law will do little to help people who are now struggling to pay the rent or facing foreclosure.

    “The housing bond bill includes meaningful funding to support public housing and build new affordable housing, but legislators failed to include any tools to help renters who are facing enormous rent hikes and eviction today,” said Carolyn Chou, executive director of the group Homes for All Mass.

    Homes for All Mass was pushing for inclusion of a proposal that would allow cities and towns to stabilize rents by pegging increases to the rate of inflation with a cap at 5% and protect tenants by banning no-fault evictions.

    “We need strong rent stabilization now to protect people during the decades it will take to make housing more affordable in Massachusetts,” Chou said.

    The housing bill was a top priority for Healey and other Beacon Hill leaders, who are trying to spur more home building amid a shrinking inventory that is edging first-time buyers out of the market.

    The prolonged housing crunch is affecting the state’s economic growth, making it much harder to attract new families and companies, they say.

    Massachusetts has some of the highest housing costs and rents in the country. The median price of a single-family home hit a record $609,000 in June, according to real estate industry reports. Meanwhile, single-family home sales were down in June versus the same month last year.

    According to Billboard Magazine, the fastest growing music genre in the U.S. is Latin music. And although much of that can be attributed to reggaeton artists such as Bad Bunny and Karol G, the driving forces behind this growth are Regional Mexican and corrido artists such as Peso Pluma and Fuerza Regida. So it was no surprise that Peso’s concert at Toyota Center on Friday night hosted a capacity crowd, all eager to see one of music’s hottest young stars in action.

    Classical music filled the arena as the house lights dimmed. It was a scene that would be recreated several times before the night ended, creating a dark and moody environment as the concert was divided into four acts plus a finale. The familiar strings and vocals of “O Fortuna” sounded over the stage, along with a voiceover proclaiming that “an antihero is among us.”

    The tracks “La Patrulla” and “La Durango” kicked off the setlist, with Peso elevated from beneath the stage on a black and gold throne, surrounded by his banda. He hurt his foot at a show last month, and has continued to tour wearing a boot, walking with crutches, and dancing while hopping on one leg. His throne would serve as his main supporting act all night, never far from his side.

    It didn’t take long before hearing one of Peso’s most viral hits, as the horn section for “AMG” caused a loud cheer throughout the Toyota Center. Accompanied by the requinto of the bajo sexto, Peso spit out his lyrics with staccato brevity and confidence. His voice is not that of a crooner or smooth balladeer, but rather a sharp vocal wordsmith that resonates above the bold musical compositions.

    Black was the tone for the outfits of everyone on stage, from Peso to his band and dancers. The fist few songs were performed as he wore a black, sparkled ski mask. When he finally removed it, Peso smiled wide and made sure the audience felt seen. It is a handsome, somewhat devious smile, fitting for the tall, lanky güerito from Zapopan, Jalisco. “Rubicon” marked the end of Act 1.

    Act 2 was more relaxed than the intro, with tracks such as “Luna,” Reloj” and “Bye” fully pulling Peso into his sad boy era. Singing about running the streets of Jalisco and Sinaloa in a Jeep or Mercedes then shifting into a song of heartbreak is part of Peso’s mystique, and is definitely one of the reasons his fans love him. The stage was illuminated from below and flickered as Peso and his crew moved in unison with the mood of the tracks. The audience showed appreciation with chants of “Peso! Peso! Peso!” The popular track “Ella Baila Sola” marked the end of this section of the show.

    Act 3 was for the club, with “QLONA” and “La Bebe – Remix” leaning more onto the dembo and reggaeton Peso Pluma, which was just fine for his fans who were busy dancing in the aisles across the arena. Peso was surrounded by a troupe of talented dancers, both female and male, who worked hard to keep the energy up even as Peso hobbled along on one leg. If the show was this good with Peso in a boot, imagine how crazy his act must be when he is back at 100 percent?!

    Act 4 included a few crowd favorites, with “Hollywood” showcasing Peso’s acoustic guitar capabilities, followed by “PRC,” “La People 1 & 2,” “El Gavilan 1 & 2,” and “Rosa Pastel.” It was during this section that Peso made it clear that he is the evolution of the Mexican corridos heritage, showcasing artists such as Chalino Sanchez, Ramon Ayala, Los Cadetes de Linares, Joan Sebastian, Jenni Rivera, Los Tucanes de Tijuana, and Valentin Elizalde on the video board before showing the new generation of Gerardo Ortiz, Natanael Cano, Eslabon Armado, Luis R. Conriquez, Junior H, and himself.

    The final act included a few of my personal favorites, with “El Azul” and “Lady Gaga” sounding out before the night came to a close. “Muchas gracias, Houston!” yelled Peso as he requested everyone to turn on their cell phone lights. The dancers surrounded peso with bright red flares in their hands, and two dancers waved flame throwers back and forth with the music. “Vino Tinto” and “TEKA” ended the evening, and I left the arena feeling excited for the future of Latin music.

    A new approach to reduce gun violence is getting results—and People Magazine has the story in a Special Edition with Ellen DeGeneres on newsstands now. Operation LIPSTICK (Ladies Involved in Putting a Stop to Inner-City Killing) stops women from straw purchasing guns for felons, juveniles, and other people who can’t buy guns legally. Straw purchasing by women is a major source (http://operationlipstick.org/operation-lipstick/) of guns used in homicides and other violent crimes in cities throughout the country.

    Every day, women are exploited to move guns into the hands of drug dealers, convicted felons, gang-involved youth, domestic abusers, and more. Men who cannot pass a criminal background check often turn to women to buy guns for them in what’s known as a “straw purchase.”

    LIPSTICK reduced gun crimes by women 33%

    LIPSTICK keeps guns out of the wrong hands and youth out of the criminal justice system. LIPSTICK has been credited with a 33% reduction in gun crimes by women and girls in Boston.

    The non-profit has chapters in Boston, New York, and San Francisco. The organization is now raising money through crowd funding to expand to more cities.

    LIPSTICK transforms female straw purchasers into leaders, mentors and spokeswomen. They make presentations in beauty salons, community centers, schools, after-school programs, churches, and domestic violence and homeless shelters. They warn women not to be duped into buying, hiding or holding guns for partners and male friends and family members who can’t get guns legally. 

    “Nobody’s doing what LIPSTICK is doing,” said John Jay College professor of criminal justice David Kennedy. “Their combination of grassroots action and their focus on establishing a community moral imperative against gun trafficking is particularly original and timely. ”

    Boston City Councilor Ayanna Pressley stated, “I’ve have been telling Hillary Clinton, Mayor DeBlasio, Mayor Walsh, and anyone else who will listen, LIPSTICK is the right fix.”

    “I’m making a difference when someone who is misguided on what love is, who is willing to go to jail for someone else, makes a turnaround, “ said LIPSTICK Program Director Judy Rose.
