About 150 of the roughly 400 Minuteman III inter­continental ballistic missiles currently on alert are dispersed in a wide circle around Minot Air Force Base, in the upper reaches of North Dakota.     These nuclear weapons are under the control of the 91st Missile Wing of the Air Force Global Strike Command, and it was to the 91st—the “Rough Riders”—that General Mark Milley, the chairman of the Joint Chiefs of Staff, paid a visit in March 2021. I accompanied him on the trip. A little more than two months had passed since the January 6 attack on the Capitol, and America’s nuclear arsenal was on Milley’s mind.

    In normal times, the chairman of the Joint Chiefs, the principal military adviser to the president, is supposed to focus his attention on America’s national-security challenges, and on the readiness and lethality of its armed forces. But the first 16 months of Milley’s term, a period that ended when Joe Biden succeeded Donald Trump as president, were not normal, because Trump was exceptionally unfit to serve. “For more than 200 years, the assumption in this country was that we would have a stable person as president,” one of Milley’s mentors, the retired three-star general James Dubik, told me. That this assumption did not hold true during the Trump administration presented a “unique challenge” for Milley, Dubik said.

    Milley was careful to refrain from commenting publicly on Trump’s cognitive unfitness and moral derangement. In interviews, he would say that it is not the place of the nation’s flag officers to discuss the performance of the nation’s civilian leaders.

    But his views emerged in a number of books published after Trump left office, written by authors who had spoken with Milley, and many other civilian and military officials, on background. In The Divider, Peter Baker and Susan Glasser write that Milley believed that Trump was “shameful,” and “complicit” in the January 6 attack. They also reported that Milley feared that Trump’s “ ‘Hitler-like’ embrace of the big lie about the election would prompt the president to seek out a ‘Reichstag moment.’ ”

    These views of Trump align with those of many officials who served in his administration. Trump’s first secretary of state, Rex Tillerson, considered Trump to be a “fucking moron.” John Kelly, the retired Marine general who served as Trump’s chief of staff in 2017 and 2018, has said that Trump is the “most flawed person” he’s ever met. James Mattis, who is also a retired Marine general and served as Trump’s first secretary of defense, has told friends and colleagues that the 45th president was “more dangerous than anyone could ever imagine.” It is widely known that Trump’s second secretary of defense, Mark Esper, believed that the president didn’t understand his own duties, much less the oath that officers swear to the Constitution, or military ethics, or the history of America.

    Twenty men have served as the chairman of the Joint Chiefs since the position was created after World War II. Until Milley, none had been forced to confront the possibility that a president would try to foment or provoke a coup in order to illegally remain in office. A plain reading of the record shows that in the chaotic period before and after the 2020 election, Milley did as much as, or more than, any other American to defend the constitutional order, to prevent the military from being deployed against the American people, and to forestall the eruption of wars with America’s nuclear-armed adversaries. Along the way, Milley deflected Trump’s exhortations to have the U.S. military ignore, and even on occasion commit, war crimes. Milley and other military officers deserve praise for protecting democracy, but their actions should also cause deep unease. In the American system, it is the voters, the courts, and Congress that are meant to serve as checks on a president’s behavior, not the generals. Civilians provide direction, funding, and oversight; the military then follows lawful orders.

    The difficulty of the task before Milley was captured most succinctly by Lieutenant General H. R. McMaster, the second of Trump’s four national security advisers. “As chairman, you swear to support and defend the Constitution of the United States, but what if the commander in chief is undermining the Constitution?” McMaster said to me.

    For the actions he took in the last months of the Trump presidency, Milley, whose four-year term as chairman, and 43-year career as an Army officer, will conclude at the end of September, has been condemned by elements of the far right. Kash Patel, whom Trump installed in a senior Pentagon role in the final days of his administration, refers to Milley as “the Kraken of the swamp.” Trump himself has accused Milley of treason. Sebastian Gorka, a former Trump White House official, has said that Milley deserves to be placed in “shackles and leg irons.” If a second Trump administration were to attempt this, however, the Trumpist faction would be opposed by the large group of ex-Trump-administration officials who believe that the former president continues to pose a unique threat to American democracy, and who believe that Milley is a hero for what he did to protect the country and the Constitution.

    “Mark Milley had to contain the impulses of people who wanted to use the United States military in very dangerous ways,” Kelly told me. “Mark had a very, very difficult reality to deal with in his first two years as chairman, and he served honorably and well. The president couldn’t fathom people who served their nation honorably.” Kelly, along with other former administration officials, has argued that Trump has a contemptuous view of the military, and that this contempt made it extraordinarily difficult to explain to Trump such concepts as honor, sacrifice, and duty.

    Robert Gates, who served as secretary of defense under Presidents George W. Bush and Barack Obama, told me that no Joint Chiefs chairman has ever been tested in the manner Milley was. “General Milley has done an extraordinary job under the most extraordinary of circumstances,” Gates said. “I’ve worked for eight presidents, and not even Lyndon Johnson or Richard Nixon in their angriest moments would have considered doing or saying some of the things that were said between the election and January 6.”

    Gates believes that Milley, who served as his military assistant when Gates was Bush’s secretary of defense, was uniquely qualified to defend the Constitution from Trump during those final days. “General Milley expected to be fired every single day between Election Day and January 6,” he said. A less confident and assertive chairman might not have held the line against Trump’s antidemocratic plots.

    When I mentioned Gates’s assessment to Milley, he demurred. “I think that any of my peers would have done the same thing. Why do I say that? First of all, I know them. Second, we all think the same way about the Constitution.”

    Some of those who served in Trump’s administration say that he appointed Milley chairman because he was drawn to Milley’s warrior reputation, tanklike build, and four-star eyebrows. Senator Angus King of Maine, a political independent who is a supporter of Milley’s, told me, “Trump picked him as chief because he looks like what Trump thinks a general should look like.” But Trump misjudged him, King said. “He thought he would be loyal to him and not to the Constitution.” Trump had been led to believe that Milley would be more malleable than other generals. This misunderstanding threatened to become indelibly ingrained in Washington when Milley made what many people consider to be his most serious mistake as chairman. During the George Floyd protests in early June 2020, Milley, wearing combat fatigues, followed Trump out of the White House to Lafayette Square, which had just been cleared of demonstrators by force. Milley realized too late that Trump, who continued across the street to pose for a now-infamous photo while standing in front of a vandalized church, was manipulating him into a visual endorsement of his martial approach to the demonstrations. Though Milley left the entourage before it reached the church, the damage was significant. “We’re getting the fuck out of here,” Milley said to his security chief. “I’m fucking done with this shit.” Esper would later say that he and Milley had been duped.

    For Milley, Lafayette Square was an agonizing episode; he described it later as a “road-to-Damascus moment.” The week afterward, in a commencement address to the National Defense University, he apologized to the armed forces and the country. “I should not have been there,” he said. “My presence in that moment and in that environment created a perception of the military involved in domestic politics.” His apology earned him the permanent enmity of Trump, who told him that apologies are a sign of weakness.

    Joseph Dunford, the Marine general who preceded Milley as chairman of the Joint Chiefs, had also faced onerous and unusual challenges. But during the first two years of the Trump presidency, Dunford had been supported by officials such as Kelly, Mattis, Tillerson, and McMaster. These men attempted, with intermittent success, to keep the president’s most dangerous impulses in check. (According to the Associated Press, Kelly and Mattis made a pact with each other that one of them would remain in the country at all times, so the president would never be left unmonitored.) By the time Milley assumed the chairman’s role, all of those officials were gone—driven out or fired.

    At the top of the list of worries for these officials was the manage­ment of America’s nuclear arsenal. Early in Trump’s term, when Milley was serving as chief of staff of the Army, Trump entered a cycle of rhetorical warfare with the North Korean dictator Kim Jong Un. At certain points, Trump raised the possibility of attacking North Korea with nuclear weapons, according to the New York Times reporter Michael S. Schmidt’s book, Donald Trump v. The United States. Kelly, Dunford, and others tried to convince Trump that his rhetoric—publicly mocking Kim as “Little Rocket Man,” for instance—could trigger nuclear war. “If you keep pushing this clown, he could do something with nuclear weapons,” Kelly told him, explaining that Kim, though a dictator, could be pressured by his own military elites to attack American interests in response to Trump’s provocations. When that argument failed to work, Kelly spelled out for the president that a nuclear exchange could cost the lives of millions of Koreans and Japanese, as well as those of Americans throughout the Pacific. Guam, Kelly told him, falls within range of North Korean missiles. “Guam isn’t America,” Trump responded.

    Though the specter of a recklessly instigated nuclear confrontation abated when Joe Biden came to office, the threat was still on Milley’s mind, which is why he set out to visit Minot that day in March.

    In addition to housing the 91st Missile Wing, Minot is home to the Air Force’s 5th Bomb Wing, and I watched Milley spend the morning inspecting a fleet of B‑52 bombers. Milley enjoys meeting the rank and file, and he quizzed air crews—who appeared a little unnerved at being interrogated with such exuberance by the chairman of the Joint Chiefs—about their roles, needs, and responsibilities. We then flew by helicopter to a distant launch-control facility, to visit the missile officers in charge of the Minuteman IIIs. The underground bunker is staffed continuously by two launch officers, who are responsible for a flight of 10 missiles, each secured in hardened underground silos. The two officers seated at the facility’s console described to Milley their launch procedures.

    The individual silos, connected to the launch-control facility by buried cable, are surrounded by chain-link fences. They are placed at some distance from one another, an arrangement that would force Russia or China to expend a large number of their own missiles to preemptively destroy America’s. The silos are also protected by electronic surveillance, and by helicopter and ground patrols. The Hueys carrying us to one of the silos landed well outside the fence, in a farmer’s field. Accompanying Milley was Admiral Charles Richard, who was then the commander of Strategic Command, or Stratcom. Stratcom is in charge of America’s nuclear force; the commander is the person who would receive orders from the president to launch nuclear weapons—by air, sea, or land—at an adversary.

    It was windy and cold at the silo. Air Force officers showed us the 110-ton blast door, and then we walked to an open hatch. Richard mounted a rickety metal ladder leading down into the silo and disappeared from view. Then Milley began his descent. “Just don’t touch anything,” an Air Force noncommissioned officer said. “Sir.”

    Then it was my turn. “No smoking down there,” the NCO said, helpfully. The ladder dropped 60 feet into a twilight haze, ending at a catwalk that ringed the missile itself. The Minuteman III weighs about 80,000 pounds and is about 60 feet tall. The catwalk surrounded the top of the missile, eye level with its conical warhead. Milley and I stood next to each other, staring silently at the bomb. The warhead of the typical Minuteman III has at least 20 times the explosive power of the bomb that destroyed Hiroshima. We were close enough to touch it, and I, at least, was tempted.

    Milley broke the silence. “You ever see one of these before?”

    “No,” I answered.

    “Me neither,” Milley said.

    I couldn’t mask my surprise.

    “I’m an infantryman,” he said, smiling. “We don’t have these in the infantry.”

    He continued, “I’m testifying in front of Congress on nuclear posture, and I think it’s important to see these things for myself.”

    Richard joined us. “This is an indispensable component of the nuclear triad,” he said, beginning a standard Strategic Command pitch. “Our goal is to communicate to potential adversaries: ‘Not today.’ ” (When I later visited Richard at Offutt Air Force Base, the headquarters of Stratcom, near Omaha, Nebraska, I saw that his office features a large sign with this same slogan, hanging above portraits of the leaders of Russia, China, Iran, and North Korea.)

    I used this moment in the silo to discuss with Milley the stability of America’s nuclear arsenal under Trump. The former president’s ignorance of nuclear doctrine had been apparent well before his exchanges with Kim Jong Un. In a 2015 Republican-­primary debate, Trump was asked, “Of the three legs of the triad … do you have a priority?” Trump’s answer: “I think—I think, for me, nuclear is just—the power, the devastation is very important to me.” After this, Senator Marco Rubio, a foreign-policy expert who was one of Trump’s Republican-­primary opponents, called Trump an “erratic individual” who could not be trusted with the country’s nuclear codes. (Rubio subsequently embraced Trump, praising him for bringing “a lot of people and energy into the Republican Party.”)

    I described to Milley a specific worry I’d had, illustrated most vividly by one of the more irrational public statements Trump made as president. On January 2, 2018, Trump tweeted: “North Korean Leader Kim Jong Un just stated that the ‘Nuclear Button is on his desk at all times.’ Will someone from his depleted and food starved regime please inform him that I too have a Nuclear Button, but it is a much bigger & more powerful one than his, and my Button works!”

    This tweet did not initiate a fatal escalatory cycle, but with it Trump created conditions that easily could have, as he did at several other moments during his presidency. Standing beside the missile in the silo, I expressed my concern about this to Milley.

    “Wasn’t going to happen,” he responded.

    “You’re not in the chain of command,” I noted. The chairman is an adviser to the president, not a field commander.

    “True,” he answered. “The chain of command runs from the president to the secretary of defense to that guy,” he said, pointing to Richard, who had moved to the other side of the catwalk. “We’ve got excellent professionals throughout the system.” He then said, “Nancy Pelosi was worried about this. I told her she didn’t have to worry, that we have systems in place.” By this, he meant that the system is built to resist the efforts of rogue actors.

    Shortly after the assault on the Capitol on January 6, Pelosi, who was then the speaker of the House, called Milley to ask if the nation’s nuclear weapons were secure. “He’s crazy,” she said of Trump. “You know he’s crazy. He’s been crazy for a long time. So don’t say you don’t know what his state of mind is.” According to Bob Woodward and Robert Costa, who recounted this conversation in their book, Peril, Milley replied, “Madam Speaker, I agree with you on everything.” He then said, according to the authors, “I want you to know this in your heart of hearts, I can guarantee you 110 percent that the military, use of military power, whether it’s nuclear or a strike in a foreign country of any kind, we’re not going to do anything illegal or crazy.”

    Shortly after the call from Pelosi, Milley gathered the Pentagon’s top nuclear officers—one joined by telephone from Stratcom headquarters—for an emergency meeting. The flag officers in attendance included Admiral Richard; the vice chairman of the Joint Chiefs, General John Hyten, who was Richard’s predecessor at Stratcom; and the leaders of the National Military Command Center, the highly secure Pentagon facility from which emergency-­action messages—­the actual instructions to launch nuclear weapons—­would emanate. The center is staffed continuously, and each eight-hour shift conducts drills on nuclear procedures. In the meeting in his office, Milley told the assembled generals and admirals that, out of an abundance of caution, he wanted to go over the procedures and processes for deploying nuclear weapons. Hyten summarized the standard procedures—including ensuring the participation of the Joint Chiefs in any conversation with the president about imminent war. At the conclusion of Hyten’s presentation, according to meeting participants, Milley said, “If anything weird or crazy happens, just make sure we all know.” Milley then went to each officer in turn and asked if he understood the procedures. They all affirmed that they did. Milley told other members of the Joint Chiefs of Staff, “All we’ve got to do is see to it that the plane lands on January 20,” when the constitutional transfer of power to the new president would be completed.

    I found Milley’s confidence only somewhat reassuring. The American president is a nuclear monarch, invested with uni­lateral authority to release weapons that could destroy the planet many times over.

    I mentioned to Milley a conversation I’d had with James Mattis when he was the secretary of defense. I had told Mattis, only half-joking, that I was happy he was a physically fit Marine. If it ever came to it, I said, he could forcibly wrest the nuclear football—the briefcase containing, among other things, the authentication codes needed to order a nuclear strike—from the president. Mattis, a wry man, smiled and said that I was failing to take into account the mission of the Secret Service.

    When I mentioned to Milley my view that Trump was mentally and morally unequipped to make decisions concerning war and peace, he would say only, “The president alone decides to launch nuclear weapons, but he doesn’t launch them alone.” He then repeated the sentence.

    He has also said in private settings, more colloquially, “The president can’t wake up in the middle of the night and decide to push a button. One reason for this is that there’s no button to push.”

    During conversations with Milley and others about the nuclear challenge, a story from the 1970s came frequently to my mind. The story concerns an Air Force officer named Harold Hering, who was dismissed from service for asking a question about a crucial flaw in America’s nuclear command-and-control system—a flaw that had no technical solution. Hering was a Vietnam veteran who, in 1973, was training to become a Minuteman crew member. One day in class, he asked, “How can I know that an order I receive to launch my missiles came from a sane president?” The Air Force concluded that launch officers did not need to know the answer to this question, and they discharged him. Hering appealed his discharge, and responded to the Air Force’s assertion as follows: “I have to say I feel I do have a need to know, because I am a human being.”

    The U.S. military possesses procedures and manuals for every possible challenge. Except Hering’s.

    After we climbed out of the missile silo, I asked Milley how much time the president and the secretary of defense would have to make a decision about using nuclear weapons, in the event of a reported enemy attack. Milley would not answer in specifics, but he acknowledged—as does everyone in the business of thinking about nuclear weapons—that the timeline could be acutely brief. For instance, it is generally believed that if surveillance systems detected an imminent launch from Russia, the president could have as few as five or six minutes to make a decision. “At the highest levels, folks are trained to work through decisions at a rapid clip,” Milley said. “These decisions would be very difficult to make. Sometimes the information would be very limited. But we face a lot of hard decisions on a regular basis.”

    The story of Milley’s promotion to the chairmanship captures much about the disorder in Donald Trump’s mind, and in his White House.

    By 2018, Trump was growing tired of General Dunford, a widely respected Marine officer. After one White House briefing by Dunford, Trump turned to aides and said, “That guy is smart. Why did he join the military?” Trump did not consider Dunford to be sufficiently “loyal,” and he was seeking a general who would pledge his personal fealty. Such generals don’t tend to exist in the American system—Michael Flynn, Trump’s QAnon-addled first national security adviser, is an exception—but Trump was adamant.

    The president had also grown tired of James Mattis, the defense secretary. He had hired Mattis in part because he’d been told his nickname was “Mad Dog.” It wasn’t—that had been a media confection—and Mattis proved far more cerebral, and far more independent-minded, than Trump could handle. So when Mattis recommended David Goldfein, the Air Force chief of staff, to become the next chairman, Trump rejected the choice. (In ordinary presidencies, the defense secretary chooses the chairman of the Joint Chiefs, and the president, by custom, accedes to the choice.)

    At that point, Milley was Mattis’s choice to serve in a dual-hatted role, as NATO supreme allied commander in Europe and the head of U.S. European Command. Mattis has said he believed Milley’s bullish personality made him the perfect person to push America’s European allies to spend more on their collective defense, and to focus on the looming threat from Russia.

    But a group of ex–Army officers then close to Trump had been lobbying for an Army general for the chairmanship, and Milley, the Army chief of staff, was the obvious candidate. Despite a reputation for being prolix and obstreperous in a military culture that, at its highest reaches, values discretion and rhetorical restraint, Milley was popular with many Army leaders, in part because of the reputation he’d developed in Iraq and Afghanistan as an especially effective war fighter. A son of working-class Boston, Milley is a former hockey player who speaks bluntly, sometimes brutally. “I’m Popeye the fucking sailorman,” he has told friends. “I yam what I yam.” This group of former Army officers, including Esper, who was then serving as the secretary of the Army, and David Urban, a West Point graduate who was key to Trump’s Pennsylvania election effort, believed that Trump would take to Milley, who had both an undergraduate degree from Princeton and the personality of a hockey enforcer. “Knowing Trump, I knew that he was looking for a complete carnivore, and Milley fit that bill,” Urban told me. “He checked so many boxes for Trump.”

    In late 2018, Milley was called to meet the president. Before the meeting, he visited Kelly in his West Wing office, where he was told that Trump might ask him to serve as chairman of the Joint Chiefs. But, if given a choice, Kelly said, he should avoid the role. “If he asks you to go to Europe, you should go. It’s crazy here,” Kelly said. At the time of this meeting, Kelly was engaged in a series of disputes with Ivanka Trump and Jared Kushner (he referred to them acidly as the “Royal Couple”), and he was having little success imposing order over an administration in chaos. Each day, ex–administration officials told me, aides such as Stephen Miller and Peter Navarro—along with Trump himself—would float absurd, antidemocratic ideas. Dunford had become an expert at making himself scarce in the White House, seeking to avoid these aides and others.

    Kelly escorted Milley to the Oval Office. Milley saluted Trump and sat across from the president, who was seated at the Resolute Desk.

    “You’re here because I’m interviewing you for the job of chairman of the Joint Chiefs of Staff,” Trump said. “What do you think of that?”

    Milley responded: “I’ll do whatever you ask me to do.” At which point, Trump turned to Kelly and said, “What’s that other job Mattis wants him to do? Something in Europe?”

    Kelly answered, “That’s SACEUR, the supreme allied commander in Europe.”

    Trump asked, “What does that guy do?”

    “That’s the person who commands U.S. forces in Europe,” Kelly said.

    “Which is the better job?” Trump asked.

    Kelly answered that the chairmanship is the better job. Trump offered Milley the role. The business of the meeting done, the conversation then veered in many different directions. But at one point Trump returned to the job offer, saying to Milley, “Mattis says you’re soft on transgenders. Are you soft on transgenders?”

    Milley responded, “I’m not soft on transgender or hard on transgender. I’m about standards in the U.S. military, about who is qualified to serve in the U.S. military. I don’t care who you sleep with or what you are.”

    The offer stood.

    It would be nearly a year before Dunford retired and Milley assumed the role. At his welcome ceremony at Joint Base Myer–Henderson Hall, across the Potomac River from the capital, Milley gained an early, and disturbing, insight into Trump’s attitude toward soldiers. Milley had chosen a severely wounded Army captain, Luis Avila, to sing “God Bless America.” Avila, who had completed five combat tours, had lost a leg in an IED attack in Afghanistan, and had suffered two heart attacks, two strokes, and brain damage as a result of his injuries. To Milley, and to four-star generals across the Army, Avila and his wife, Claudia, represented the heroism, sacrifice, and dignity of wounded soldiers.

    It had rained that day, and the ground was soft; at one point Avila’s wheelchair threatened to topple over. Milley’s wife, Holly­anne, ran to help Avila, as did Vice President Mike Pence. After Avila’s performance, Trump walked over to congratulate him, but then said to Milley, within earshot of several witnesses, “Why do you bring people like that here? No one wants to see that, the wounded.” Never let Avila appear in public again, Trump told Milley. (Recently, Milley invited Avila to sing at his retirement ceremony.)

    These sorts of moments, which would grow in intensity and velocity, were disturbing to Milley. As a veteran of multiple combat tours in Iraq and Afghanistan, he had buried 242 soldiers who’d served under his command. Milley’s family venerated the military, and Trump’s attitude toward the uniformed services seemed superficial, callous, and, at the deepest human level, repugnant.

    Milley was raised in a blue-collar section of Winchester, Massachusetts, just outside Boston, where nearly everyone of a certain age—­including his mother—was a World War II veteran. Mary Murphy served in the women’s branch of the Naval Reserve; the man who became her husband, Alexander Milley, was a Navy corpsman who was part of the assault landings in the central Pacific at Kwajalein, Tinian, and Iwo Jima. Alexander was just out of high school when he enlisted. “My dad brought his hockey skates to the Pacific,” Milley told me. “He was pretty naive.”

    Though he was born after it ended, World War II made a power­ful impression on Mark Milley, in part because it had imprinted itself so permanently on his father. When I traveled to Japan with Milley this summer, he told me a story about the stress his father had experienced during his service. Milley was undergoing a bit of stress himself on this trip. He was impeccably diplomatic with his Japanese counterparts, but I got the impression that he still finds visiting the country to be slightly surreal. At one point he was given a major award in the name of the emperor. “If my father could only see this,” he said to me, and then recounted the story.

    It took place at Fort Drum, in upstate New York, when Milley was taking command of the 10th Mountain Division, in 2011. His father and his father’s younger brother Tom, a Korean War veteran, came to attend his change-of-command ceremony. “My father always hated officers,” Milley recalled. “Every day from the time I was a second lieutenant to colonel, he was like, ‘When are you getting out?’ Then, all of sudden, it was ‘My son, the general.’ ”

    He continued, “We have the whole thing—troops on the field, regalia, cannons, bugle—and then we have a reception back at the house. I’ve got the Japanese flag up on the wall, right over the fireplace. It’s a flag my father took from Saipan. So that night, he’s sitting there in his T-shirt and boxers; he’s having probably more than one drink, just staring at the Japanese flag. One or two in the morning, we hear this primeval-type screaming. He’s screaming at his brother, ‘Tom, you got to get up!’ And I’ll say it the way he said it: ‘Tom, the Japs are here, the Japs are here! We gotta get the kids outta here!’ So my wife elbows me and says, ‘Your father,’ and I say, ‘Yes, I figured that out,’ and I go out and my dad, he’s not in good shape by then—in his 80s, Parkinson’s, not super mobile—and yet he’s running down the hallway. I grab him by both arms. His eyes are bugging out and I say, ‘Dad, it’s okay, you’re with the 10th Mountain Division on the Canadian border.’ And his brother Tom comes out and says, ‘Goddamnit, just go to fucking bed, for Chrissakes. You won your war; we just tied ours.’ And I feel like I’m in some B movie. Anyway, he calmed down, but you see, this is what happens. One hundred percent of people who see significant combat have some form of PTSD. For years he wouldn’t go to the VA, and I finally said, ‘You hit the beach at Iwo Jima and Saipan. The VA is there for you; you might as well use it.’ And they diagnosed him, finally.”

    Milley never doubted that he would follow his parents into military service, though he had no plans to make the Army a career. At Princeton, which recruited him to play hockey, he was a political-­science major, writing his senior thesis on Irish revolutionary guerrilla movements. He joined ROTC, and he was commissioned as a second lieutenant in June 1980. He began his Army career as maintenance officer in a motor pool of the 82nd Airborne; this did not excite him, so he maneuvered his way onto a path that took him to the Green Berets.

    His first overseas mission was to parachute into Somalia in 1984 with a five-man Special Forces A-Team to train a Somali army detachment that was fighting Soviet-backed Ethiopia. “It was basically dysentery and worms,” he recalled. “We were out there in the middle of nowhere. It was all small-unit tactics, individual skills. We were boiling water we got from cow ponds, and breakfast was an ostrich egg and flatbread.” His abiding interest in insurgencies led him to consider a career in the CIA, but he was dissuaded by a recruiter who told him working in the agency would make having any kind of family life hard. In 1985, he was sent to Fort Ord, where he “got really excited about the Army.” This was during the Reagan-era defense buildup, when the Army—now all-volunteer—was emerging from what Milley describes as its “post-Vietnam malaise.” This was a time of war-fighting innovation, which Milley would champion as he rose in rank. He would go on to take part in the invasion of Panama, and he helped coordinate the occupation of northern Haiti during the U.S. intervention there in 1994.

    After September 11, 2001, Milley deployed repeatedly as a brigade commander to Iraq and Afghanistan. Ross Davidson, a retired colonel who served as Milley’s operations officer in Baghdad when he commanded a brigade of the 10th Mountain Division, recalled Milley’s mantra: “Move to the sound of the guns.” Davidson went on to say, with admiration, “I’ve been blown up, like, nine times with the guy.”

    Davidson witnessed what is often mentioned as Milley’s most notable act of personal bravery, when he ran across a booby-trapped bridge at night to stop a pair of U.S. tanks from crossing. “We had no communication with the tanks, and the boss just ran across the bridge without thinking of his own safety to keep those tanks from blowing themselves up,” he told me. “It was something to see.”

    Davidson and others who fought for Milley remember him as ceaselessly aggressive. “We’re rolling down a street and we knew we were going to get hit—the street just went deserted—and bam, smack, a round explodes to our right,” Davidson said. “Everything goes black, the windshield splinters in front of us, one of our gunners took a chunk of shrapnel. We bailed out and Milley says, ‘Oh, you want a fight? Let’s fight.’ We started hunting down bad guys. Milley sends one Humvee back with the wounded, and then we’re kicking doors down.” At another point, Davidson said, “he wanted to start a fight in this particular area north of the city, farm fields mixed with little hamlets. And so we moved to the middle of this field, just circled the wagons and waited to draw fire. He was brought up in a school of thought that says a commander who conducts command-and-control from a fixed command post is isolated in many regards. He was in the battle space almost every day.”

    Once, when the commanding general of the 10th Mountain Division, Lloyd Austin—now the secretary of defense—was visiting Baghdad, Milley took him on a tour of the city. Milley, Austin, and Davidson were in a Humvee when it was hit.

    “Mark has the gift of gab. I don’t remember what he was talking about, but he was talking when there was an explosion. Our second vehicle got hit. Austin’s window shattered, but we didn’t stop; we punched through,” Davidson said. “Wedged into Austin’s door was this four-inch chunk of shrapnel. If it had breached the door seam, it would have taken Austin’s head clean off. It was a ‘Holy shit, we almost got the commanding general killed’ type of situation. That wouldn’t have gone well.”

    (When I mentioned this incident recently to Austin, he said, “I thought that was Mark trying to kill his boss.” That’s an elaborate way to kill the boss, I said. “You’ve got to make it look credible,” Austin answered, smiling.)

    Dunford, Milley’s predecessor as chairman of the Joint Chiefs, was the four-star commander of NATO forces in Afghanistan in 2013 when Milley, by then a three-star general, came to serve as the international joint commander of all ground forces in the country. He describes Milley as ambitious and creative. “He was very forward-leaning, and he set the bar very high for himself and others,” Dunford told me. “He puts a lot of pressure on himself to perform. There’s just a level of ambition and aggressiveness there. It would be hard for me to imagine that someone could have accomplished as much as he did in the role. Hockey was the right sport for him.”

    Soon after becoming chairman, Milley found himself in a disconcerting situation: trying, and failing, to teach President Trump the difference between appropriate battlefield aggressiveness on the one hand, and war crimes on the other. In November 2019, Trump decided to intervene in three different cases that had been working their way through the military justice system. In the most infamous case, the Navy SEAL Eddie Gallagher had been found guilty of posing with the corpse of an Islamic State prisoner. Though Gallagher was found not guilty of murder, witnesses testified that he’d stabbed the prisoner in the neck with a hunting knife. (Gallagher’s nickname was “Blade.”) In an extraordinary move, Trump reversed the Navy’s decision to demote him in rank. Trump also pardoned a junior Army officer, Clint Lorance, convicted of second-­degree murder for ordering soldiers to shoot three unarmed Afghans, two of whom died. In the third case, a Green Beret named Mathew Golsteyn was accused of killing an unarmed Afghan he suspected was a bomb maker for the Taliban and then covering up the killing. At a rally in Florida that month, Trump boasted, “I stuck up for three great warriors against the deep state.”

    The president’s intervention included a decision that Gallagher should be allowed to keep his Trident insignia, which is worn by all SEALs in good standing. The pin features an anchor and an eagle holding a flintlock pistol while sitting atop a horizontal trident. It is one of the most coveted insignia in the entire U.S. military.

    This particular intervention was onerous for the Navy, because by tradition only a commanding officer or a group of SEALs on a Trident Review Board are meant to decide if one of their own is unworthy of being a SEAL. Late one night, on Air Force One, Milley tried to convince Trump that his intrusion was damaging Navy morale. They were flying from Washington to Dover Air Force Base, in Delaware, to attend a “dignified transfer,” the repatriation ceremony for fallen service members.

    “Mr. President,” Milley said, “you have to understand that the SEALs are a tribe within a larger tribe, the Navy. And it’s up to them to figure out what to do with Gallagher. You don’t want to intervene. This is up to the tribe. They have their own rules that they follow.”

    Trump called Gallagher a hero and said he didn’t understand why he was being punished.

    “Because he slit the throat of a wounded prisoner,” Milley said.

    “The guy was going to die anyway,” Trump said.

    Milley answered, “Mr. President, we have military ethics and laws about what happens in battle. We can’t do that kind of thing. It’s a war crime.” Trump answered that he didn’t understand “the big deal.” He went on, “You guys”—meaning combat soldiers—“are all just killers. What’s the difference?”

    At which point a frustrated Milley summoned one of his aides, a combat-veteran SEAL officer, to the president’s Air Force One office. Milley took hold of the Trident pin on the SEAL’s chest and asked him to describe its importance. The aide explained to Trump that, by tradition, only SEALs can decide, based on assessments of competence and character, whether one of their own should lose his pin. But the president’s mind was not changed. Gallagher kept his pin.

    When I asked Milley about these incidents, he explained his larger views about behavior in combat. “You have accidents that occur, and innocent people get killed in warfare,” he said. “Then you have the intentional breaking of the rules of war that occurs in part because of the psychological and moral degradation that occurs to all human beings who participate in combat. It takes an awful lot of moral and physical discipline to prevent you or your unit from going down that path of degradation.

    “I’ll use Gallagher as an example. He’s a tough guy, a tough, hard Navy SEAL. Saw a lot of combat. There’s a little bit of a ‘There but for the grace of God go I’ feeling in all of this. What happened to Gallagher can happen to many human beings.” Milley told me about a book given to him by a friend, Aviv Kochavi, a former chief of staff of the Israel Defense Forces. The book, by an American academic named Christopher Browning, is called Ordinary Men: Reserve Police Battalion 101 and the Final Solution in Poland.

    “It’s a great book,” Milley said. “It’s about these average police officers from Hamburg who get drafted, become a police battalion that follows the Wehrmacht into Poland, and wind up slaughtering Jews and committing genocide. They just devolve into barbaric acts. It’s about moral degradation.”

    During Milley’s time in the Trump administration, the disagreements and misunderstandings between the Pentagon and the White House all seemed to follow the same pattern: The president—who was incapable of understanding or unwilling to understand the aspirations and rules that guide the military—would continually try to politicize an apolitical institution. This conflict reached its nadir with the Lafayette Square incident in June 2020. The day when Milley appeared in uniform by the president’s side, heading into the square, has been studied endlessly. What is clear is that Milley (and Mark Esper) walked into an ambush, and Milley extracted himself as soon as he could, which was too late.

    The image of a general in combat fatigues walking with a president who has a well-known affection for the Insurrection Act—the 1807 law that allows presidents to deploy the military to put down domestic riots and rebellions—caused consternation and anger across the senior-officer ranks, and among retired military leaders.

    “I just about ended my friendship with Mark over Lafayette Square,” General Peter Chiarelli, the now-retired former vice chief of staff of the Army, told me. Chiarelli was once Milley’s superior, and he considered him to be among his closest friends. “I watched him in uniform, watched the whole thing play out, and I was pissed. I wrote an editorial about the proper role of the military that was very critical of Mark, and I was about to send it, and my wife said, ‘You really want to do that—end a treasured friendship—­like this?’ She said I should send it to him instead, and of course she was right.” When they spoke, Milley made no excuses, but said it had not been his intention to look as if he was doing Trump’s bidding. Milley explained the events of the day to Chiarelli: He was at FBI headquarters, and had been planning to visit National Guardsmen stationed near the White House when he was summoned to the Oval Office. Once he arrived, Trump signaled to everyone present that they were heading outside. Ivanka Trump found a Bible and they were on their way.

    “As a commissioned officer, I have a duty to ensure that the military stays out of politics,” Milley told me. “This was a political act, a political event. I didn’t realize it at the moment. I probably should have, but I didn’t, until the event was well on its way. I peeled off before the church, but we’re already a minute or two into this thing, and it was clear to me that it was a political event, and I was in uniform. I absolutely, positively shouldn’t have been there. The political people, the president and others, can do whatever they want. But I can’t. I’m a soldier, and fundamental to this republic is for the military to stay out of politics.”

    Trump, inflamed by the sight of protesters so close to the White House, had been behaving especially erratically. “You are losers!” the president screamed at Cabinet members and other top officials at one point. “You are all fucking losers!”

    According to Esper, Trump desperately wanted a violent response to the protesters, asking, “Can’t you just shoot them? Just shoot them in the legs or something?” When I raised this with Milley, he explained, somewhat obliquely, how he would manage the president’s eruptions.

    “It was a rhetorical question,” Milley explained. “ ‘Can’t you just shoot them in the legs?’ ”

    “He never actually ordered you to shoot anyone in the legs?” I asked.

    “Right. This could be interpreted many, many different ways,” he said.

    Milley and others around Trump used different methods to handle the unstable president. “You can judge my success or failure on this, but I always tried to use persuasion with the president, not undermine or go around him or slow-roll,” Milley told me. “I would present my argument to him. The president makes decisions, and if the president ordered us to do X, Y, or Z and it was legal, we would do it. If it’s not legal, it’s my job to say it’s illegal, and here’s why it’s illegal. I would emphasize cost and risk of the various courses of action. My job, then and now, is to let the president know what the course of action could be, let them know what the cost is, what the risks and benefits are. And then make a recommendation. That’s what I’ve done under both presidents.”

    He went on to say, “President Trump never ordered me to tell the military to do something illegal. He never did that. I think that’s an important point.”

    We were discussing the Lafayette Square incident while at Quarters Six, the chairman’s home on Generals’ Row at Fort Myer, in Arlington, Virginia, across the Potomac from the Washington Monument, the Lincoln Memorial, and the Capitol. Next door to Quarters Six was the home of the Air Force chief of staff, General Charles Q. Brown Jr., who is slated to become the next chairman. Generals’ Row was built on land seized by the Union from Robert E. Lee’s plantation. It is a good place to hold a discussion about the relationship between a democracy and its standing army.

    I tried to ask Milley why Lafayette Square had caught him off guard, given all that he had seen and learned already. Only a few weeks earlier, Trump had declared to the Joint Chiefs of Staff, in a meeting about China, that the “great U.S. military isn’t as capable as you think.” After the meeting, Milley spoke with the chiefs, who were angry and flustered by the president’s behavior. (Esper writes in his memoir, A Sacred Oath, that one member of the Joint Chiefs began studying the Twenty-Fifth Amendment, which can be used to remove an unfit president.)

    “Weren’t you aware that Trump—”

    “I wasn’t aware that this was going to be a political event.”

    I tacked. “Were you aware that this was”—I paused, searching for an artful term—“an unusual administration?”

    “I’ll reserve comment on that,” Milley responded. “I think there were certainly plenty of warnings and indicators that others might say in hindsight were there. But for me, I’m a soldier, and my task is to follow lawful orders and maintain good order and discipline in the force.”

    “You didn’t have situational awareness?”

    “At that moment, I didn’t realize that there was a highly charged piece of political stagecraft going on, if you will. And when I did, I peeled off.” (That evening, Lieutenant General McMaster texted Milley the well-known meme of Homer Simpson disappearing into a hedge.)

    The lesson, Milley said, was that he had to pay more attention. “I had to double down on ensuring that I personally—and that the uniformed military—that we all stayed clear of any political acts or anything that could be implied as being involved in politics.”

    The week after Lafayette Square, Milley made his apology in the National Defense University speech—a speech that helped repair his relationship with the officer corps but destroyed his relationship with Trump.

    “There are different gradients of what is bad. The really bad days are when people get killed in combat,” Milley told me. “But those 90 seconds were clearly a low point from a personal and professional standpoint for me, over the course of 43, 44 years of service. They were searing. It was a bad moment for me because it struck at the heart of the credibility of the institution.”

    The chasm dividing Milley and Trump on matters of personal honor became obvious after Lafayette Square. In a statement, referring to Milley’s apology, Trump said of the chairman, “I saw at that moment he had no courage or skill.”

    Milley viewed it differently. “Apologies are demonstrations of strength,” Milley told me. “There’s a whole concept of redemption in Western philosophy. It’s part and parcel of our philosophy, the Western religious tradition—the idea that human beings are fallible, that we sin and that we make mistakes and that when you do so you own the mistake, you admit it, and then you learn from that mistake and take corrective action and move on.”

    For his part, General Chiarelli concluded that his friend had simply been in the wrong place at the wrong time. Quoting Peter Feaver, an academic expert on civil-military relations, Chiarelli said, “You have to judge Mark like you judge Olympic divers—by the difficulty of the dive.”

    That summer, Milley visited Chiarelli in Washington State and, over breakfast, described what he thought was coming next. “It was unbelievable. This is August 2, and he laid out in specific detail what his concerns were between August and Inauguration Day. He identified one of his biggest concerns as January 6,” the day the Senate was to meet to certify the election. “It was almost like a crystal ball.”

    Chiarelli said that Milley told him it was possible, based on his observations of the president and his advisers, that they would not accept an Election Day loss. Specifically, Milley worried that Trump would trigger a war—an “October surprise”­—to create chaotic conditions in the lead-up to the election. Chiarelli mentioned the continuous skirmishes inside the White House between those who were seeking to attack Iran, ostensibly over its nuclear program, and those, like Milley, who could not justify a large-scale preemptive strike.

    In the crucial period after his road-to-Damascus conversion, Milley set several goals for himself: keep the U.S. out of reckless, unnecessary wars overseas; maintain the military’s integrity, and his own; and prevent the administration from using the military against the American people. He told uniformed and civilian officials that the military would play no part in any attempt by Trump to illegally remain in office.

    The desire on the part of Trump and his loyalists to utilize the Insurrection Act was unabating. Stephen Miller, the Trump adviser whom Milley is said to have called “Rasputin,” was vociferous on this point. Less than a week after George Floyd was murdered, Miller told Trump in an Oval Office meeting, “Mr. President, they are burning America down. Antifa, Black Lives Matter—they’re burning it down. You have an insurrection on your hands. Barbarians are at the gate.”

    According to Woodward and Costa in Peril, Milley responded, “Shut the fuck up, Steve.” Then he turned to Trump. “Mr. President, they are not burning it down.”

    I asked Milley to describe the evolution of his post–Lafayette Square outlook. “You know this term teachable moment?” he asked. “Every month thereafter I just did something publicly to continually remind the force about our responsibilities … What I’m trying to do the entire summer, all the way up to today, is keep the military out of actual politics.”

    He continued, “We stay out of domestic politics, period, full stop, not authorized, not permitted, illegal, immoral, unethical—­­we don’t do it.” I asked if he ever worried about pockets of insurrectionists within the military.

    “We’re a very large organization—2.1 million people, active duty and reserves. Some of the people in the organization get outside the bounds of the law. We have that on occasion. We’re a highly disciplined force dedicated to the protection of the Constitution and the American people … Are there one or two out there who have other thoughts in their mind? Maybe. But the system of discipline works.”

    So you had no anxiety at all?

    “Of anything large-scale? Not at all. Not then, not now.”

    In the weeks before the election, Milley was a dervish of activity. He spent much of his time talking with American allies and adversaries, all worried about the stability of the United States. In what would become his most discussed move, first reported by Woodward and Costa, he called Chinese General Li Zuocheng, his People’s Liberation Army counterpart, on October 30, after receiving intelligence that China believed Trump was going to order an attack. “General Li, I want to assure you that the American government is stable and everything is going to be okay,” Milley said, according to Peril. “We are not going to attack or conduct any kinetic operations against you. General Li, you and I have known each other for now five years. If we’re going to attack, I’m going to call you ahead of time. It’s not going to be a surprise … If there was a war or some kind of kinetic action between the United States and China, there’s going to be a buildup, just like there has been always in history.”

    Milley later told the Senate Armed Services Committee that this call, and a second one two days after the January 6 insurrection, represented an attempt to “deconflict military actions, manage crisis, and prevent war between great powers that are armed with the world’s most deadliest weapons.”

    The October call was endorsed by Secretary of Defense Esper, who was just days away from being fired by Trump. Esper’s successor, Christopher Miller, had been informed of the January call. Listening in on the calls were at least 10 U.S. officials, including representatives of the State Department and the CIA. This did not prevent Trump partisans, and Trump himself, from calling Milley “treasonous” for making the calls. (When news of the calls emerged, Miller condemned Milley for them—even though he later conceded that he’d been aware of the second one.)

    Milley also spoke with lawmakers and media figures in the days leading up to the election, promising that the military would play no role in its outcome. In a call on the Saturday before Election Day, Milley told news anchors including George Stephan­opoulos, Lester Holt, and Norah O’Donnell that the military’s role was to protect democracy, not undermine it. “The context was ‘We know how fraught things are, and we have a sense of what might happen, and we’re not going to let Trump do it,’ ” Stephanopoulos told me. “He was saying that the military was there to serve the country, and it was clear by implication that the military was not going to be part of a coup.” It seemed, Stephanopoulos said, that Milley was “desperately trying not to politicize the military.”

    When the election arrived, Milley’s fear—that the president would not accept the outcome—came to pass. A few days later, when Acting Secretary Miller arrived at the Pentagon accompanied by a coterie of fellow Trump loyalists, including Kash Patel, senior officers in the building were unnerved. Patel has stated his conviction that the Pentagon is riddled with “deep state” operatives.

    A few days after Esper’s firing, Milley gave a Veterans Day speech, in the presence of Miller, to remind the armed forces—and those who would manipulate them—of their oath to the Constitution. The speech was delivered at the opening of the National Army Museum at Fort Belvoir, in Virginia.

    “The motto of the United States Army for over 200 years, since 14 June 1775 … has been ‘This we will defend,’ ” Milley said. “And the ‘this’ refers to the Constitution and to protect the liberty of the American people. You see, we are unique among armies. We are unique among militaries. We do not take an oath to a king or queen, a tyrant or dictator. We do not take an oath to an individual. No, we do not take an oath to a country, a tribe, or religion. We take an oath to the Constitution … We will never turn our back on our duty to protect and defend the idea that is America, the Constitution of the United States, against all enemies, foreign and domestic.”

    He closed with words from Thomas Paine: “These are times that try men’s souls. And the summer soldier and the sunshine Patriot will in this crisis shrink from the service of their country. But he who stands by it deserves the love of man and woman. For tyranny, like hell, is not easily conquered.”

    When Miller followed Milley, his remarks betrayed a certain level of obliviousness; Milley’s speech had sounded like a warning shot directed squarely at hard-core Trumpists like him. “Chairman, thanks for setting the bar very high for the new guy to come in and make a few words,” Miller said. “I think all I would say to your statements is ‘Amen.’ Well done.”

    I asked Milley later if he’d had Miller in mind when he gave that speech.

    “Not at all,” he said. “My audience was those in uniform. At this point, we are six days or so after the election. It was already contested, already controversial—and I wanted to remind the uniformed military that our oath is to the Constitution and that we have no role to play in politics.”

    He would remain a dervish until Inauguration Day: reassuring allies and cautioning adversaries; arguing against escalation with Iran; reminding the Joint Chiefs and the National Military Command Center to be aware of unusual requests or demands; and keeping an eye on the activities of the men dispatched by Trump to lead the Pentagon after Esper was fired, men who Milley and others suspected were interested in using the military to advance Trump’s efforts to remain president.

    Shortly after Esper was fired, Milley told both Patel and Ezra Cohen-Watnick, another Trump loyalist sent to the Pentagon, that he would make sure they would see the world “from behind bars” if they did anything illegal to prevent Joe Biden from taking the oath of office on January 20. (Both men have denied being warned in this manner.)

    I asked Milley recently about his encounters with Trump’s men. As is his on-the-record custom, he minimized the drama of those days.

    I said, “You literally warned political appointees that they would be punished if they engaged in treasonous activities.”

    He responded: “I didn’t do that. Someone saying I did that?”

    “You warned Kash Patel and others that they were fucking around and shouldn’t have been.”

    “I didn’t warn anybody that I would hold them accountable for anything.”

    “You warned them that they would be held accountable for breaking the law or violating their oaths.”

    Suddenly, acquiescence.

    “Yeah, sure, in conversation,” he said. “It’s my job to give advice, so I was advising people that we must follow the law. I give advice all the time.”

    Today Milley says, about Trump and his closest advisers, “I’m not going to say whether I thought there was a civilian coup or not. I’m going to leave that to the American people to determine, and a court of law, and you’re seeing that play out every day. All I’m saying is that my duty as the senior officer of the United States military is to keep out of politics.”

    What is certain is that, when January 20 finally arrived, Milley exhaled. According to I Alone Can Fix It, by the Washington Post reporters Carol Leonnig and Philip Rucker, when Michelle Obama asked Milley at the inauguration how he was doing, he replied: “No one has a bigger smile today than I do.”

    The arrival of a new president did not mean an end to challenges for Milley, or the Pentagon. Attempts to enlist the military in America’s zero-sum culture war only intensified. Elements of the hard right, for instance, would exploit manifestations of performative leftism—a drag show on an Air Force base, for instance—to argue that the military under Biden was hopelessly weak and “woke.” (Never mind that this was the same military that Trump, while president, had declared the strongest in history.) And in an unprecedented act of interference in the normal functioning of the military, Republican Senator Tommy Tuberville of Alabama has placed holds on the promotions of hundreds of senior officers to protest the Defense Department’s abortion policies. The officers affected by the Tuberville holds do not make such policies.

    An even more substantial blow to morale and force cohesion came late in the summer of 2021, when American forces were withdrawn from Afghanistan against the advice of Milley and most other senior military leaders. The withdrawal—­originally proposed by Trump, but ordered by Biden—was criticized by many veterans and active-duty soldiers, and the damage was exacerbated by the callous manner in which Biden treated America’s Afghan allies.

    This summer, Milley and I visited the War Memorial of Korea, in Seoul, where Milley laid a wreath in front of a wall containing the names of hundreds of Massachusetts men killed in that war. I asked him about the end of America’s war in Afghanistan.

    “I’ve got three tours in Afghanistan,” he said. “I lost a lot of soldiers in Afghanistan, and for any of us who served there and saw a considerable amount of combat in Afghanistan, that war did not end the way any of us wanted it to end.”

    Do you consider it a loss?

    “I think it was a strategic failure,” he answered, refusing to repeat the word I used. “When the enemy you’ve been fighting for 20 years captures the capital and unseats the government you’re supporting, that cannot be called anything else.”

    He continued, “We sunk a tremendous amount of resources, a tremendous amount of money and, most importantly, lives into helping the Afghan people and giving them hope for a better future. For 20 years we did that. And our primary goal for going there was to prevent al-Qaeda or any other terrorist organization from striking the United States ever again. That was the strategic promise President Bush made to the American people. And we have not, to date, been attacked from Afghanistan, so all the soldiers, sailors, airmen, and Marines that served in Afghanistan should hold their heads high and should be proud of their contributions to American national security. But at the end of the day, the Taliban took the capital.”

    Milley had recommended to Biden that the U.S. maintain a residual force of soldiers to buttress the American-allied government in Kabul. Biden, Milley said, listened to the military’s advice, weighed it, and then chose another path. “It was a lawful order, and we carried out a lawful order,” Milley said.

    But, I asked him, did you think Afghanistan was winnable?

    “I think it would have been a sustainable level of effort over time,” he answered. “Take where we’re at right now. We are still in Korea today, 70 years after the armistice was signed. When North Korea came across the border in the summer of 1950, the South Korean military was essentially a constabulary, and we had a limited number of advisers here. And then we reinforced very rapidly from our occupation forces in Japan, and then we fought the Korean War. So we ended up preventing North Korea from conquering South Korea, and that effort led to one of the most flourishing countries in the world.”

    He went on to say, however, that he understood why leaders of both political parties, and a majority of Americans, wanted U.S. troops pulled out of Afghanistan. “These operations aren’t sustainable without the will of the people,” he said. “Would I and every soldier who served there wish that there was a better outcome? Absolutely, yes, and to that extent, that’s a regret.

    “The end in Afghanistan didn’t happen because of a couple of decisions in the last days,” he said. “It was cumulative decisions over 20 years. The American people, as expressed in various polls, and two presidents of two different parties and the majority of members of Congress wanted us to withdraw—and we did.”

    If the withdrawal from Afghanistan was a low, then a continuing high point for the Defense Department is its enormous effort to keep the Ukrainian army in the fight against Russia. Milley and Lloyd Austin, his former commander and Biden’s secretary of defense, have created a useful partnership, particularly regarding Ukraine.

    The two men could not be more unalike: Milley cannot stop talking, and Austin is loath to speak more than the minimum number of words necessary to get through the day. But they seem to trust each other, and they sought, after Austin’s appointment, to bring stability back to the Pentagon. When I met Austin in his office in mid-September, he alluded to this common desire, and to the turbulence of the recent past. “We needed to make sure we had the relationship right and the swim lanes right—who is responsible for what,” he said. “The trust was there, so it was easy to work together to reestablish what we both knew should be the rules of the road.”

    The massive effort to equip, train, and provide intelligence to Ukrainian forces—all while preventing the outbreak of direct warfare between the U.S. and Russia—must be considered (provisionally, of course) a consequential achievement of the Austin-Milley team. “We’ve provided Ukraine with its best chance of success in protecting its sovereign territory,” Austin told me. “We’ve pulled NATO together in a way that’s not been done, ever. This requires a lot of work by the Department of Defense. If you look at what he and I do every month—we’re talking with ministers of defense and chiefs of defense every month—it’s extraordinary.”

    Milley has been less hawkish than some Biden-­administration officials on the war with Russia. But he agrees that Ukraine is now the main battlefield between authoritarianism and the democratic order.

    “World War II ended with the establishment of the rules-based international order. People often ridicule it—they call it ‘globalism’ and so on—but in fact, in my view, World War II was fought in order to establish a better peace,” Milley told me. “We the Americans are the primary authors of the basic rules of the road—and these rules are under stress, and they’re fraying at the edges. That’s why Ukraine is so important. President Putin has made a mockery of those rules. He’s making a mockery of everything. He has assaulted the very first principle of the United Nations, which is that you can’t tolerate wars of aggression and you can’t allow large countries to attack small countries by military means. He is making a direct frontal assault on the rules that were written in 1945.”

    The magnitude of this assault requires a commensurate response, but with a vigilant eye toward the worst possible outcome, nuclear war. “It is incumbent upon all of us in positions of leadership to do the very best to maintain a sense of global stability,” Milley told me. “If we don’t, we’re going to pay the butcher’s bill. It will be horrific, worse than World War I, worse than World War II.”

    The close relationship between Milley and Austin may help explain one of Milley’s missteps as chairman: his congressional testimony on the subject of critical race theory and “white rage.” In June 2021, both Milley and Austin were testifying before the House Armed Services Committee when Michael Waltz, a Republican representative from Florida (and, like Milley, a former Green Beret), asked Austin about a lecture given at West Point called “Understanding Whiteness and White Rage.” Austin said that the lecture sounded to him like “something that should not occur.” A short while later, Milley provided his own, more expansive views. “I want to understand white rage, and I’m white,” he said. And then it seemed as if the anger he felt about the assault on the Capitol spilled out of its container. “What is it that caused thousands of people to assault this building and try to overturn the Constitution of the United States of America?” he asked. “What is wrong with having some situational understanding about the country for which we are here to defend?”

    These comments caused a new round of criticism of Milley in some senior military circles, including from generals who agreed with him but believed that this sort of commentary was the purview of the political echelon.

    Colonel Ross Davidson, Milley’s former operations officer, who was watching the hearing, told me he thinks Milley’s contempt for the January 6 insurrectionists was not the only thing that motivated his testimony. Seeing Austin, the first Black secretary of defense and his friend, under sustained criticism led Milley, as Davidson describes it, to “move to the sound of the guns.”

    “That’s in his nature,” Davidson said. “ ‘Hey, man, my battle buddy Lloyd is being attacked.’ ”

    Today, Austin defends Milley’s statements: “In one instance, in one academic institution, a professor was exposing his students to this,” he said, referring to critical race theory. “If you are familiar with all of our curriculum and what we do in our various schools and how we train leaders, it’s kind of upsetting and insulting” to suggest that the military has gone “woke.”

    When I asked Milley recently about this episode, his answer was, predictably, lengthier, more caustic, and substantially more fervent.

    “There’s a lot of discourse around whether it’s a tough Army or a woke Army,” he said, referring to commentary on right-wing news channels. “Here’s my answer: First of all, it’s all bullshit. Second, these accusations are coming from people who don’t know what they’re talking about. They’re doing it for political purposes. Our military wasn’t woke 24 months ago, and now it’s woke?”

    He continued, “You want woke? I’ll give you woke. Here’s what your military’s doing: There are 5,000 sorties a day, including combat patrols protecting the U.S.A. and our interests around the world. At least 60 to 100 Navy warships are patrolling the seven seas, keeping the world free for ocean transport. We have 250,000 troops overseas, in 140 countries, defending the rules-based international order. We’ve got kids training constantly. This military is trained, well equipped, well led, and focused on readiness. Our readiness statuses are at the highest levels they’ve been in 20 years. So this idea of a woke military is total, utter, made-up bullshit. They are taking two or three incidents, single anecdotes, a drag show that is against DOD policy. I don’t think these shows should be on bases, and neither does the secretary of defense or the chain of command.”

    This table-pounder of a speech prompted an obvious question: What will Milley say publicly once he’s retired? Donald Trump is the presumptive favorite to win the Republican nomination for president, and Trump represents to Milley—as numerous books, and my understanding of the man, strongly suggest—an existential threat to American democracy.

    “I won’t speak up in politics. I won’t. You can hold me to it,” he said. “I’m not going to comment on elected officials. I’ll comment on policies, which is my purview. I have a certain degree of expertise and experience that I think enable me to make rational contributions to conversations about complex topics about war and peace. To make personal comments on certain political leaders, I don’t think that’s my place.”

    Never?

    “There are exceptions that can be made under certain circumstances,” he said. “But they’re pretty rare.”

    It is hard to imagine Milley restraining himself if Trump attacks him directly—and it is as close to a sure thing as you can have in American politics that Trump will. At one point during his presidency, Trump proposed calling back to active duty two retired flag officers who had been critical of him, Admiral William McRaven and General Stanley McChrystal, so that they could be court-martialed. Mark Esper, who was the defense secretary at the time, says he and Milley had to talk Trump out of such a plan.

    During one conversation at Quarters Six, Milley said, “If there’s something we’ve learned from history, it’s that aggression left un­answered leads to more aggression.” He was talking about Vladimir Putin, but I got the sense that he was talking about someone else as well.

    If Trump is reelected president, there will be no Espers or Milleys in his administration. Nor will there be any officials of the stature and independence of John Kelly, H. R. McMaster, or James Mattis. Trump and his allies have already threatened officials they see as disloyal with imprisonment, and there is little reason to imagine that he would not attempt to carry out his threats.

    Milley has told friends that he expects that if Trump returns to the White House, the newly elected president will come after him. “He’ll start throwing people in jail, and I’d be on the top of the list,” he has said. But he’s also told friends that he does not believe the country will reelect Trump.

    When I asked him about this, he wouldn’t answer directly, but when I asked him to describe his level of optimism about the country’s future, he said: “I have a lot of confidence in the general officer corps, and I have confidence in the American people. The United States of America is an extraordinarily resilient country, agile and flexible, and the inherent goodness of the American people is there. I’ve always believed that, and I will go to my grave believing that.”

    I pressed him: After all you’ve been through, you believe that?

    “There are bumps in the road, to be sure, and you get through the bumps, but I don’t want to overstate this. What did I do? All I did was try to preserve the integrity of the military and to keep the military out of domestic politics. That’s all I did.”

    These assertions will be debated for a long time. But it is fair to say that Milley came close to red lines that are meant to keep uniformed officers from participating in politics. It is also fair to say that no president has ever challenged the idea of competent civilian control in the manner of Donald Trump, and that no president has ever threatened the constitutional underpinnings of the American project in the manner Trump has. The apportion­ment of responsibility in the American system—presidents give orders; the military carries them out—works best when the president is sane. The preservation of a proper civil-military relationship is hugely important to democracy—but so too is universal acceptance of the principle that political officials leave office when they lose legitimate elections.

    As Milley cedes the chairmanship, he also cedes Quarters Six. I visited him there on a number of occasions, and almost every time he walked me out onto the porch, he would look out theatri­cally on the city before us—on the Capitol that was sacked but not burned—and say, “Rome hasn’t fallen!”

    One time, though, he said, “Rome hasn’t fallen—yet.”

Their boss left for the leafy sanctuary of Camp David.

    They knew that when they returned, their attention would shift to a date circled at the end of the month. On August 31, the United States would officially complete its withdrawal from Afghanistan, concluding the longest war in American history.

    The State Department didn’t expect to solve Afghanistan’s problems by that date. But if everything went well, there was a chance to wheedle the two warring sides into some sort of agreement that would culminate in the nation’s president, Ashraf Ghani, resigning from office, beginning an orderly transfer of power to a governing coalition that included the Taliban. There was even discussion of Blinken flying out, most likely to Doha, Qatar, to preside over the signing of an accord.

    It would be an ending, but not the end. Within the State Department there was a strongly held belief: Even after August 31, the embassy in Kabul would remain open. It wouldn’t be as robustly staffed, but some aid programs would continue; visas would still be issued. The United States—at least not the State Department—wasn’t going to abandon the country.

    There were plans for catastrophic scenarios, which had been practiced in tabletop simulations, but no one anticipated that they would be needed. Intelligence assessments asserted that the Afghan military would be able to hold off the Taliban for months, though the number of months kept dwindling as the Taliban conquered terrain more quickly than the analysts had predicted. But as August began, the grim future of Afghanistan seemed to exist in the distance, beyond the end of the month, not on America’s watch.

    That grim future arrived disastrously ahead of schedule. What follows is an intimate history of that excruciating month of withdrawal, as narrated by its participants, based on dozens of interviews conducted shortly after the fact, when memories were fresh and emotions raw. At times, as I spoke with these participants, I felt as if I was their confessor. Their failings were so apparent that they had a desperate need to explain themselves, but also an impulse to relive moments of drama and pain more intense than any they had experienced in their career.

    During those fraught days, foreign policy, so often debated in the abstract, or conducted from the sanitized remove of the Situation Room, became horrifyingly vivid. President Joe Biden and his aides found themselves staring hard at the consequences of their decisions.

    Even in the thick of the crisis, as the details of a mass evacuation swallowed them, the members of Biden’s inner circle could see that the legacy of the month would stalk them into the next election—and perhaps into their obituaries. Though it was a moment when their shortcomings were on obvious display, they also believed it evinced resilience and improvisational skill.

    And amid the crisis, a crisis that taxed his character and managerial acumen, the president revealed himself. For a man long caricatured as a political weather vane, Biden exhibited determination, even stubbornness, despite furious criticism from the establishment figures whose approval he usually craved. For a man vaunted for his empathy, he could be detached, even icy, when confronted with the prospect of human suffering.

    When it came to foreign policy, Joe Biden possessed a swaggering faith in himself. He liked to knock the diplomats and pundits who would pontificate at the Council on Foreign Relations and the Munich Security Conference. He called them risk-averse, beholden to institutions, lazy in their thinking. Listening to these complaints, a friend once posed the obvious question: If you have such negative things to say about these confabs, then why attend so many of them? Biden replied, “If I don’t go, they’re going to get stale as hell.”

    From 12 years as the top Democrat on the Senate Foreign Relations Committee—and then eight years as the vice president—Biden had acquired a sense that he could scythe through conventional wisdom. He distrusted mandarins, even those he had hired for his staff. They were always muddying things with theories. One aide recalled that he would say, “You foreign-policy guys, you think this is all pretty complicated. But it’s just like family dynamics.” Foreign affairs was sometimes painful, often futile, but really it was emotional intelligence applied to people with names that were difficult to pronounce. Diplomacy, in Biden’s view, was akin to persuading a pain-in-the-ass uncle to stop drinking so much.

    One subject seemed to provoke his contrarian side above all others: the war in Afghanistan. His strong opinions were grounded in experience. Soon after the United States invaded, in late 2001, Biden began visiting the country. He traveled with a sleeping bag; he stood in line alongside Marines, wrapped in a towel, waiting for his turn to shower.

    On his first trip, in 2002, Biden met with Interior Minister Yunus Qanuni in his Kabul office, a shell of a building. Qanuni, an old mujahideen fighter, told him: We really appreciate that you have come here. But Americans have a long history of making promises and then breaking them. And if that happens again, the Afghan people are going to be disappointed.

    Biden was jet-lagged and irritable. Qanuni’s comments set him off: Let me tell you, if you even think of threatening us … Biden’s aides struggled to calm him down.

    In Biden’s moral code, ingratitude is a grievous sin. The United States had evicted the Taliban from power; it had sent young men to die in the nation’s mountains; it would give the new government billions in aid. But throughout the long conflict, Afghan officials kept telling him that the U.S. hadn’t done enough.

    The frustration stuck with him, and it clarified his thinking. He began to draw unsentimental conclusions about the war. He could see that the Afghan government was a failed enterprise. He could see that a nation-building campaign of this scale was beyond American capacity.

    As vice president, Biden also watched as the military pressured Barack Obama into sending thousands of additional troops to salvage a doomed cause. In his 2020 memoir, A Promised Land, Obama recalled that as he agonized over his Afghan policy, Biden pulled him aside and told him, “Listen to me, boss. Maybe I’ve been around this town for too long, but one thing I know is when these generals are trying to box in a new president.” He drew close and whispered, “Don’t let them jam you.”

    Biden developed a theory of how he would succeed where Obama had failed. He wasn’t going to let anyone jam him.

    In early February 2021, now-President Biden invited his secretary of defense, Lloyd Austin, and the chairman of the Joint Chiefs of Staff, Mark Milley, into the Oval Office. He wanted to acknowledge an emotional truth: “I know you have friends you have lost in this war. I know you feel strongly. I know what you’ve put into this.”

    Over the years, Biden had traveled to military bases, frequently accompanied by his fellow senator Chuck Hagel. On those trips, Hagel and Biden dipped in and out of a long-running conversation about war. They traded theories on why the United States would remain mired in unwinnable conflicts. One problem was the psychology of defeat. Generals were terrified of being blamed for a loss, living in history as the one who waved the white flag.

    It was this dynamic, in part, that kept the United States entangled in Afghanistan. Politicians who hadn’t served in the military could never summon the will to overrule the generals, and the generals could never admit that they were losing. So the war continued indefinitely, a zombie campaign. Biden believed that he could break this cycle, that he could master the psychology of defeat.

    Biden wanted to avoid having his generals feel cornered—even as he guided them to his desired outcome. He wanted them to feel heard, to appreciate his good faith. He told Austin and Milley, “Before I make a decision, you’ll have a chance to look me in the eyes.”

    The date set out by the Doha Agreement, which the Trump administration had negotiated with the Taliban, was May 1, 2021. If the Taliban adhered to a set of conditions—engaging in political negotiations with the Afghan government, refraining from attacking U.S. troops, and cutting ties with terrorist groups—then the United States would remove its soldiers from the country by that date. Because of the May deadline, Biden’s first major foreign-policy decision—whether or not to honor the Doha Agreement—would also be the one he seemed to care most about. And it would need to be made in a sprint.

    In the spring, after weeks of meetings with generals and foreign-policy advisers, National Security Adviser Jake Sullivan had the National Security Council generate two documents for the president to read. One outlined the best case for staying in Afghanistan; the other made the best case for leaving.

    This reflected Biden’s belief that he faced a binary choice. If he abandoned the Doha Agreement, attacks on U.S. troops would resume. Since the accord had been signed, in February 2020, the Taliban had grown stronger, forging new alliances and sharpening plans. And thanks to the drawdown of troops that had begun under Donald Trump, the United States no longer had a robust-enough force to fight a surging foe.

    Biden gathered his aides for one last meeting before he formally made his decision. Toward the end of the session, he asked Sullivan, Blinken, and Director of National Intelligence Avril Haines to leave the room. He wanted to talk with Austin and Milley alone.

    Instead of revealing his final decision, Biden told them, “This is hard. I want to go to Camp David this weekend and think about it.”

    It was always clear where the president would land. Milley knew that his own preferred path for Afghanistan—leaving a small but meaningful contingent of troops in the country—wasn’t shared by the nation he served, or the new commander in chief. Having just survived Trump and a wave of speculation about how the U.S. military might figure in a coup, Milley was eager to demonstrate his fidelity to civilian rule. If Biden wanted to shape the process to get his preferred result, well, that’s how a democracy should work.

    On April 14, Biden announced that he would withdraw American forces from Afghanistan. He delivered remarks explaining his decision in the Treaty Room of the White House, the very spot where, in the fall of 2001, George W. Bush had informed the public of the first American strikes against the Taliban.

    Biden’s speech contained a hole that few noted at the time. It scarcely mentioned the Afghan people, with not even an expression of best wishes for the nation that the United States would be leaving behind. The Afghans were apparently only incidental to his thinking. (Biden hadn’t spoken with President Ghani until right before the announcement.) Scranton Joe’s deep reserves of compassion were directed at people with whom he felt a connection; his visceral ties were with American soldiers. When he thought about the military’s rank and file, he couldn’t help but project an image of his own late son, Beau. “I’m the first president in 40 years who knows what it means to have a child serving in a war zone,” he said.

    Biden also announced a new deadline for the U.S. withdrawal, which would move from May 1 to September 11, the 20th anniversary of the attack that drew the United States into war. The choice of date was polemical. Although he never officially complained about it, Milley didn’t understand the decision. How did it honor the dead to admit defeat in a conflict that had been waged on their behalf? Eventually, the Biden administration pushed the withdrawal deadline forward to August 31, an implicit concession that it had erred.

    But the choice of September 11 was telling. Biden took pride in ending an unhappy chapter in American history. Democrats might have once referred to Afghanistan as the “good war,” but it had become a fruitless fight. It had distracted the United States from policies that might preserve the nation’s geostrategic dominance. By leaving Afghanistan, Biden believed he was redirecting the nation’s gaze to the future: “We’ll be much more formidable to our adversaries and competitors over the long term if we fight the battles for the next 20 years, not the last 20.”


    August 6–9

    In late June, Jake Sullivan began to worry that the Pentagon had pulled American personnel and materiel out of Afghanistan too precipitously. The rapid drawdown had allowed the Taliban to advance and to win a string of victories against the Afghan army that had caught the administration by surprise. Even if Taliban fighters weren’t firing at American troops, they were continuing to battle the Afghan army and take control of the countryside. Now they’d captured a provincial capital in the remote southwest—a victory that was disturbingly effortless.

    Sullivan asked one of his top aides, Homeland Security Adviser Elizabeth Sherwood-Randall, to convene a meeting for Sunday, August 8, with officials overseeing the withdrawal. Contingency plans contained a switch that could be flipped in an emergency. To avoid a reprise of the fall of Saigon, with desperate hands clinging to the last choppers out of Vietnam, the government made plans for a noncombatant-evacuation operation, or NEO. The U.S. embassy would shut down and relocate to Hamid Karzai International Airport (or HKIA, as everyone called it). Troops, pre-positioned near the Persian Gulf and waiting at Fort Bragg, in North Carolina, would descend on Kabul to protect the airport. Military transport planes would haul American citizens and visa holders out of the country.

    By the time Sherwood-Randall had a chance to assemble the meeting, the most pessimistic expectations had been exceeded. The Taliban had captured four more provincial capitals. General Frank McKenzie, the head of U.S. Central Command, filed a commander’s estimate warning that Kabul could be surrounded within about 30 days—a far faster collapse than previously predicted.

    McKenzie’s dire warning did strangely little to alter plans. Sherwood-Randall’s group unanimously agreed that it was too soon to declare a NEO. The embassy in Kabul was particularly forceful on this point. The acting ambassador, Ross Wilson, wanted to avoid cultivating a sense of panic in Kabul, which would further collapse the army and the state. Even the CIA seconded this line of thinking.


    August 12

    At 2 a.m., Sullivan’s phone rang. It was Mark Milley. The military had received reports that the Taliban had entered the city of Ghazni, less than 100 miles from Kabul.

    The intelligence community assumed that the Taliban wouldn’t storm Kabul until after the United States left, because the Taliban wanted to avoid a block‑by‑block battle for the city. But the proximity of the Taliban to the embassy and HKIA was terrifying. It necessitated the decisive action that the administration had thus far resisted. Milley wanted Sullivan to initiate a NEO. If the State Department wasn’t going to move quickly, the president needed to order it to. Sullivan assured him that he would push harder, but it would be two more days before the president officially declared a NEO.

    With the passage of each hour, Sullivan’s anxieties grew. He called Lloyd Austin and told him, “I think you need to send someone with bars on his arm to Doha to talk to the Taliban so that they understand not to mess with an evacuation.” Austin agreed to dispatch General McKenzie to renew negotiations.


    August 13

    Austin convened a videoconference with the top civilian and military officials in Kabul. He wanted updates from them before he headed to the White House to brief the president.

    Ross Wilson, the acting ambassador, told him, “I need 72 hours before I can begin destroying sensitive documents.”

    “You have to be done in 72 hours,” Austin replied.

    The Taliban were now perched outside Kabul. Delaying the evacuation of the embassy posed a danger that Austin couldn’t abide. Thousands of troops were about to arrive to protect the new makeshift facility that would be set up at the airport. The moment had come to move there.

    Abandoning an embassy has its own protocols; they are rituals of panic. The diplomats had a weekend, more or less, to purge the place: to fill its shredders, burn bins, and disintegrator with documents and hard drives. Anything with an American flag on it needed destroying so it couldn’t be used by the enemy for propaganda purposes.

    Wisps of smoke would soon begin to blow from the compound—a plume of what had been classified cables and personnel files. Even for those Afghans who didn’t have access to the internet, the narrative would be legible in the sky.


    August 14

    On Saturday night, Antony Blinken placed a call to Ashraf Ghani. He wanted to make sure the Afghan president remained committed to the negotiations in Doha. The Taliban delegation there was still prepared to agree to a unity government, which it might eventually run, allocating cabinet slots to ministers from Ghani’s government. That notion had broad support from the Afghan political elite. Everyone, even Ghani, agreed that he would need to resign as part of a deal. Blinken wanted to ensure that he wouldn’t waver from his commitments and try to hold on to power.

    Although Ghani said that he would comply, he began musing aloud about what might happen if the Taliban invaded Kabul prior to August 31. He told Blinken, “I’d rather die than surrender.”


    August 15

    The next day, the presidential palace released a video of Ghani talking with security officials on the phone. As he sat at his imposing wooden desk, which once belonged to King Amanullah, who had bolted from the palace to avoid an Islamist uprising in 1929, Ghani’s aides hoped to project a sense of calm.

    During the early hours, a small number of Taliban fighters eased their way to the gates of the city, and then into the capital itself. The Taliban leadership didn’t want to invade Kabul until after the American departure. But their soldiers had conquered territory without even firing a shot. In their path, Afghan soldiers simply walked away from checkpoints. Taliban units kept drifting in the direction of the presidential palace.

    Rumors traveled more quickly than the invaders. A crowd formed outside a bank in central Kabul. Nervous customers jostled in a chaotic rush to empty their accounts. Guards fired into the air to disperse the melee. The sound of gunfire reverberated through the nearby palace, which had largely emptied for lunch. Ghani’s closest advisers pressed him to flee. “If you stay,” one told him, according to The Washington Post, “you’ll be killed.”

    This was a fear rooted in history. In 1996, when the Taliban first invaded Kabul, they hanged the tortured body of the former president from a traffic light. Ghani hustled onto one of three Mi‑17 helicopters waiting inside his compound, bound for Uzbekistan. The New York Times Magazine later reported that the helicopters were instructed to fly low to the terrain, to evade detection by the U.S. military. From Uzbekistan, he would fly to the United Arab Emirates and an ignominious exile. Without time to pack, he left in plastic sandals, accompanied by his wife. On the tarmac, aides and guards grappled over the choppers’ last remaining seats.

    When the rest of Ghani’s staff returned from lunch, they moved through the palace searching for the president, unaware that he had abandoned them, and their country.

    At approximately 1:45 p.m., Ambassador Wilson went to the embassy lobby for the ceremonial lowering of the flag. Emotionally drained and worried about his own safety, he prepared to leave the embassy behind, a monument to his nation’s defeat.

    Wilson made his way to the helicopter pad so that he could be taken to his new outpost at the airport, where he was told that a trio of choppers had just left the presidential palace. Wilson knew what that likely meant. By the time he relayed his suspicions to Washington, officials already possessed intelligence that confirmed Wilson’s hunch: Ghani had fled.

    Jake Sullivan relayed the news to Biden, who exploded in frustration: Give me a break.

    Later that afternoon, General McKenzie arrived at the Ritz-Carlton in Doha. Well before Ghani’s departure from power, the wizened Marine had scheduled a meeting with an old adversary of the United States, Mullah Abdul Ghani Baradar.

    Baradar wasn’t just any Taliban leader. He was a co-founder of the group, with Mullah Mohammed Omar. McKenzie had arrived with the intention of delivering a stern warning. He barely had time to tweak his agenda after learning of Ghani’s exit.

    McKenzie unfolded a map of Afghanistan translated into Pashto. A circle had been drawn around the center of Kabul—a radius of about 25 kilometers—and he pointed to it. He referred to this area as the “ring of death.” If the Taliban operated within those 25 kilometers, McKenzie said, “we’re going to assume hostile intent, and we’ll strike hard.”

    McKenzie tried to bolster his threat with logic. He said he didn’t want to end up in a firefight with the Taliban, and that would be a lot less likely to happen if they weren’t in the city.

    Baradar not only understood; he agreed. Known as a daring military tactician, he was also a pragmatist. He wanted to transform his group’s inhospitable image; he hoped that foreign embassies, even the American one, would remain in Kabul. Baradar didn’t want a Taliban government to become a pariah state, starved of foreign assistance that it badly needed.

    But the McKenzie plan had an elemental problem: It was too late. Taliban fighters were already operating within the ring of death. Kabul was on the brink of anarchy. Armed criminal gangs were already starting to roam the streets. Baradar asked the general, “Are you going to take responsibility for the security of Kabul?”

    McKenzie replied that his orders were to run an evacuation. Whatever happens to the security situation in Kabul, he told Baradar, don’t mess with the evacuation, or there will be hell to pay. It was an evasive answer. The United States didn’t have the troops or the will to secure Kabul. McKenzie had no choice but to implicitly cede that job to the Taliban.

    Baradar walked toward a window. Because he didn’t speak English, he wanted his adviser to confirm his understanding. “Is he saying that he won’t attack us if we go in?” His adviser told him that he had heard correctly.

    As the meeting wrapped up, McKenzie realized that the United States would need to be in constant communication with the Taliban. They were about to be rubbing shoulders with each other in a dense city. Misunderstandings were inevitable. Both sides agreed that they would designate a representative in Kabul to talk through the many complexities so that the old enemies could muddle together toward a common purpose.

    Soon after McKenzie and Baradar ended their meeting, Al Jazeera carried a live feed from the presidential palace, showing the Taliban as they went from room to room, in awe of the building, seemingly bemused by their own accomplishment.

    They gathered in Ghani’s old office, where a book of poems remained on his desk, across from a box of Kleenex. A Talib sat in the president’s Herman Miller chair. His comrades stood behind him in a tableau, cloth draped over the shoulders of their tunics, guns resting in the crooks of their arms, as if posing for an official portrait.


    August 16

    The U.S. embassy, now relocated to the airport, became a magnet for humanity. The extent of Afghan desperation shocked officials back in Washington. Only amid the panicked exodus did top officials at the State Department realize that hundreds of thousands of Afghans had fled their homes as civil war swept through the countryside—and made their way to the capital.

    The runway divided the airport into halves. A northern sector served as a military outpost and, after the relocation of the embassy, a consular office—the last remaining vestiges of the United States and its promise of liberation. A commercial airport stared at these barracks from across the strip of asphalt.

    The commercial facility had been abandoned by the Afghans who worked there. The night shift of air-traffic controllers simply never arrived. The U.S. troops whom Austin had ordered to support the evacuation were only just arriving. So the terminal was overwhelmed. Afghans began to spill onto the tarmac itself.

    The crowds arrived in waves. The previous day, Afghans had flooded the tarmac late in the day, then left when they realized that no flights would depart that evening. But in the morning, the compound still wasn’t secure, and it refilled.

    In the chaos, it wasn’t entirely clear to Ambassador Wilson who controlled the compound. The Taliban began freely roaming the facility, wielding bludgeons, trying to secure the mob. Apparently, they were working alongside soldiers from the old Afghan army. Wilson received worrying reports of tensions between the two forces.

    The imperative was to begin landing transport planes with equipment and soldiers. A C‑17, a warehouse with wings, full of supplies to support the arriving troops, managed to touch down. The crew lowered a ramp to unload the contents of the jet’s belly, but the plane was rushed by a surge of civilians. The Americans on board were no less anxious than the Afghans who greeted them. Almost as quickly as the plane’s back ramp lowered, the crew reboarded and resealed the jet’s entrances. They received permission to flee the uncontrolled scene.

    But they could not escape the crowd, for whom the jet was a last chance to avoid the Taliban and the suffering to come. As the plane began to taxi, about a dozen Afghans climbed onto one side of the jet. Others sought to stow away in the wheel well that housed its bulging landing gear. To clear the runway of human traffic, Humvees began rushing alongside the plane. Two Apache helicopters flew just above the ground, to give the Afghans a good scare and to blast the civilians from the plane with rotor wash.

    Only after the plane had lifted into the air did the crew discover its place in history. When the pilot couldn’t fully retract the landing gear, a member of the crew went to investigate, staring out of a small porthole. Through the window, it was possible to see scattered human remains.

    Videos taken from the tarmac instantly went viral. They showed a dentist from Kabul plunging to the ground from the elevating jet. The footage evoked the photo of a man falling to his death from an upper story of the World Trade Center—images of plummeting bodies bracketing an era.

    Over the weekend, Biden had received briefings about the chaos in Kabul in a secure conference room at Camp David. Photographs distributed to the press showed him alone, talking to screens, isolated in his contrarian faith in the righteousness of his decision. Despite the fiasco at the airport, he returned to the White House, stood in the East Room, and proclaimed: “If anything, the developments of the past week reinforced that ending U.S. military involvement in Afghanistan now was the right decision. American troops cannot and should not be fighting in a war and dying in a war that Afghan forces are not willing to fight for themselves.”


    August 17

    John Bass was having a hard time keeping his mind on the task at hand. From 2017 to 2020, he had served as Washington’s ambassador to Afghanistan. During that tour, Bass did his best to immerse himself in the country and meet its people. He’d planted a garden with a group of Girl Scouts and Boy Scouts and hosted roundtables with journalists. When his term as ambassador ended, he left behind friends, colleagues, and hundreds of acquaintances.

    Now Bass kept his eyes on his phone, checking for any word from his old Afghan network. He moved through his day dreading what might come next.

    Yet he also had a job that required his attention. The State Department had assigned him to train future ambassadors. In a seminar room in suburban Virginia, he did his best to focus on passing along wisdom to these soon‑to‑be emissaries of the United States.

    As class was beginning, his phone lit up. Bass saw the number of the State Department Operations Center. He apologized and stepped out to take the call.

    “Are you available to talk to Deputy Secretary Sherman?”

    The familiar voice of Wendy Sherman, the No. 2 at the department, came on the line. “I have a mission for you. You must take it, and you need to leave today.” Sherman then told him: “I’m calling to ask you to go back to Kabul to lead the evacuation effort.”

    Ambassador Wilson was shattered by the experience of the past week and wasn’t “able to function at the level that was necessary” to complete the job on his own. Sherman needed Bass to help manage the exodus.

    Bass hadn’t expected the request. In his flummoxed state, he struggled to pose the questions he thought he might later regret not having asked.

    “How much time do we have?”

    “Probably about two weeks, a little less than two weeks.”

    “I’ve been away from this for 18 months or so.”

    “Yep, we know, but we think you’re the right person for this.”

    Bass returned to class and scooped up his belongings. “With apologies, I’m going to have to take my leave. I’ve just been asked to go back to Kabul and support the evacuations. So I’ve got to say goodbye and wish you all the best, and you’re all going to be great ambassadors.”

    Because he wasn’t living in Washington, Bass didn’t have the necessary gear with him. He drove straight to the nearest REI in search of hiking pants and rugged boots. He needed to pick up a laptop from the IT department in Foggy Bottom. Without knowing much more than what was in the news, Bass rushed to board a plane taking him to the worst crisis in the recent history of American foreign policy.


    August 19–25

    About 30 hours later—3:30 a.m., Kabul time—Bass touched down at HKIA and immediately began touring the compound. At the American headquarters, he ran into the military heads of the operation, whom he had worked with before. They presented Bass with the state of play. The situation was undeniably bizarre: The success of the American operation now depended largely on the cooperation of the Taliban.

    The Americans needed the Taliban to help control the crowds that had formed outside the airport—and to implement systems that would allow passport and visa holders to pass through the throngs. But the Taliban were imperfect allies at best. Their checkpoints were run by warriors from the countryside who didn’t know how to deal with the array of documents being waved in their faces. What was an authentic visa? What about families where the father had a U.S. passport but his wife and children didn’t? Every day, a new set of Taliban soldiers seemed to arrive at checkpoints, unaware of the previous day’s directions. Frustrated with the unruliness, the Taliban would sometimes simply stop letting anyone through.

    Abdul Ghani Baradar’s delegation in Doha had passed along the name of a Taliban commander in Kabul—Mawlawi Hamdullah Mukhlis. It had fallen to Major General Chris Donahue, the head of the 82nd Airborne Division, out of Fort Bragg, to coordinate with him. On September 11, 2001, Donahue had been an aide to the vice chairman of the Joint Chiefs, Richard Myers, and had been with him on Capitol Hill when the first plane struck the World Trade Center.

    Donahue told Pentagon officials that he had to grit his teeth as he dealt with Mukhlis. But the Taliban commander seemed to feel a camaraderie with his fellow soldier. He confided to Donahue his worry that Afghanistan would suffer from brain drain, as the country’s most talented minds evacuated on American airplanes.

    In a videoconference with Mark Milley, back at the Pentagon, Donahue recounted Mukhlis’s fears. According to one Defense Department official in the meeting, his description caused Milley to laugh.

    “Don’t be going local on me, Donahue,” he said.

    “Don’t worry about me, sir,” Donahue responded. “I’m not buying what they are selling.”

    After Bass left his meeting with the military men, including Donahue, he toured the gates of the airport, where Afghans had amassed. He was greeted by the smell of feces and urine, by the sound of gunshots and bullhorns blaring instructions in Dari and Pashto. Dust assaulted his eyes and nose. He felt the heat that emanated from human bodies crowded into narrow spaces.

    The atmosphere was tense. Marines and consular officers, some of whom had flown into Kabul from other embassies, were trying to pull passport and visa holders from the crowd. But every time they waded into it, they seemed to provoke a furious reaction. To get plucked from the street by the Americans smacked of cosmic unfairness to those left behind. Sometimes the anger swelled beyond control, so the troops shut down entrances to allow frustrations to subside. Bass was staring at despair in its rawest form. As he studied the people surrounding the airport, he wondered if he could ever make any of this a bit less terrible.

    Bass cadged a room in barracks belonging to the Turkish army, which had agreed, before the chaos had descended, to operate and protect the airport after the Americans finally departed. His days tended to follow a pattern. They would begin with the Taliban’s grudging assistance. Then, as lunchtime approached, the Talibs would get hot and hungry. Abruptly, they would stop processing evacuees through their checkpoints. Then, just as suddenly, at six or seven, as the sun began to set, they would begin to cooperate again.

    Bass was forever hatching fresh schemes to satisfy the Taliban’s fickle requirements. One day, the Taliban would let buses through without question; the next, they would demand to see passenger manifests in advance. Bass’s staff created official-looking placards to place in bus windows. The Taliban waved them through for a short period, then declared the placard system unreliable.

    Throughout the day, Bass would stop what he was doing and join videoconferences with Washington. He became a fixture in the Situation Room. Biden would pepper him with ideas for squeezing more evacuees through the gates. The president’s instinct was to throw himself into the intricacies of troubleshooting. Why don’t we have them meet in parking lots? Can’t we leave the airport and pick them up? Bass would kick around Biden’s proposed solutions with colleagues to determine their plausibility, which was usually low. Still, he appreciated Biden applying pressure, making sure that he didn’t overlook the obvious.

    At the end of his first day at the airport, Bass went through his email. A State Department spokesperson had announced Bass’s arrival in Kabul. Friends and colleagues had deluged him with requests to save Afghans. Bass began to scrawl the names from his inbox on a whiteboard in his office. By the time he finished, he’d filled the six-foot‑by‑four-foot surface. He knew there was little chance that he could help. The orders from Washington couldn’t have been clearer. The primary objective was to load planes with U.S. citizens, U.S.-visa holders, and passport holders from partner nations, mostly European ones.

    In his mind, Bass kept another running list, of Afghans he had come to know personally during his time as ambassador who were beyond his ability to rescue. Their faces and voices were etched in his memory, and he could be sure that, at some point when he wasn’t rushing to fill C‑17s, they would haunt his sleep.

    “Someone on the bus is dying.”

    Jake Sullivan was unnerved. What to do with such a dire message from a trusted friend? It described a caravan of five blue-and-white buses stuck 100 yards outside the south gate of the airport, one of them carrying a human being struggling for life. If Sullivan forwarded this problem to an aide, would it get resolved in time?

    Sullivan sometimes felt as if every member of the American elite was simultaneously asking for his help. When he left secure rooms, he would grab his phone and check his personal email accounts, which overflowed with pleas. This person just had the Taliban threaten them. They will be shot in 15 hours if you don’t get them out. Some of the senders seemed to be trying to shame him into action. If you don’t do something, their death is on your hands.

    Throughout late August, the president himself was fielding requests to help stranded Afghans, from friends and members of Congress. Biden became invested in individual cases. Three buses of women at the Kabul Serena Hotel kept running into logistical obstacles. He told Sullivan, “I want to know what happens to them. I want to know when they make it to the airport.” When the president heard these stories, he would become engrossed in solving the practical challenge of getting people to the airport, mapping routes through the city.

    When Wendy Sherman, the deputy secretary of state, went to check in with members of a task force working on the evacuation, she found grizzled diplomats in tears. She estimated that a quarter of the State Department’s personnel had served in Afghanistan. They felt a connection with the country, an emotional entanglement. Fielding an overwhelming volume of emails describing hardship cases, they easily imagined the faces of refugees. They felt the shame and anger that come with the inability to help. To deal with the trauma, the State Department procured therapy dogs that might ease the staff’s pain.

    The State Department redirected the attention of its sprawling apparatus to Afghanistan. Embassies in Mexico City and New Delhi became call centers. Staff in those distant capitals assumed the role of caseworkers, assigned to stay in touch with the remaining American citizens in Afghanistan, counseling them through the terrifying weeks.

    Sherman dispatched her Afghan-born chief of staff, Mustafa Popal, to HKIA to support embassy workers and serve as an interpreter. All day long, Sherman responded to pleas for help: from foreign governments’ representatives, who joined a daily videoconference she hosted; from members of Congress; from the cellist Yo‑Yo Ma, writing on behalf of musicians. Amid the crush, she felt compelled to go down to the first floor, to spend 15 minutes cuddling the therapy dogs.

    The Biden administration hadn’t intended to conduct a full-blown humanitarian evacuation of Afghanistan. It had imagined an orderly and efficient exodus that would extend past August 31, as visa holders boarded commercial flights from the country. As those plans collapsed, the president felt the same swirl of emotions as everyone else watching the desperation at the airport. Over the decades, he had thought about Afghanistan using the cold logic of realism—it was a strategic distraction, a project whose costs outweighed the benefits. Despite his many visits, the country had become an abstraction in his mind. But the graphic suffering in Kabul awakened in him a compassion that he’d never evinced in the debates about the withdrawal.

    After seeing the abject desperation on the HKIA tarmac, the president had told the Situation Room that he wanted all the planes flying thousands of troops into the airport to leave filled with evacuees. Pilots should pile American citizens and Afghans with visas into those planes. But there was a category of evacuees that he now especially wanted to help, what the government called “Afghans at risk.” These were the newspaper reporters, the schoolteachers, the filmmakers, the lawyers, the members of a girls’ robotics team who didn’t necessarily have paperwork but did have every reason to fear for their well-being in a Taliban-controlled country.

    This was a different sort of mission. The State Department hadn’t vetted all of the Afghans at risk. It didn’t know if they were genuinely endangered or simply strivers looking for a better life. It didn’t know if they would have qualified for the visas that the administration said it issued to those who worked with the Americans, or if they were petty criminals. But if they were in the right place at the right time, they were herded up the ramp of C‑17s.

    In anticipation of an evacuation, the United States had built housing at Camp As Sayliyah, a U.S. Army base in the suburbs of Doha. It could hold 8,000 people, housing them as the Department of Homeland Security collected their biometric data and began to vet them for immigration. But it quickly became clear that the United States would fly far more than 8,000 Afghans to Qatar.

    As the numbers swelled, the United States set up tents at Al Udeid Air Base, a bus ride away from As Sayliyah. Nearly 15,000 Afghans took up residence there, but their quarters were poorly planned. There weren’t nearly enough toilets or showers. Procuring lunch meant standing in line for three or four hours. Single men slept in cots opposite married women, a transgression of Afghan traditions.

    The Qataris, determined to use the crisis to burnish their reputation, erected a small city of air-conditioned wedding tents and began to cater meals for the refugees. But the Biden administration knew that the number of evacuees would soon exceed Qatar’s capacity. It needed to erect a network of camps. What it created was something like the hub-and-spoke system used by commercial airlines. Refugees would fly into Al Udeid and then be redirected to bases across the Middle East and Europe, what the administration termed “lily pads.”

    In September, just as refugees were beginning to arrive at Dulles International Airport, outside Washington, D.C., four Afghan evacuees caught the measles. All the refugees in the Middle East and Europe now needed vaccinations, which would require 21 days for immunity to take hold. To keep disease from flying into the United States, the State Department called around the world, asking if Afghans could stay on bases for three extra weeks.

    In the end, the U.S. government housed more than 60,000 Afghans in facilities that hadn’t existed before the fall of Kabul. It flew 387 sorties from HKIA. At the height of the operation, an aircraft took off every 45 minutes. A terrible failure of planning necessitated a mad scramble—a mad scramble that was an impressive display of creative determination.

    Even as the administration pulled off this feat of logistics, it was pilloried for the clumsiness of the withdrawal. The New York TimesDavid Sanger had written, “After seven months in which his administration seemed to exude much-needed competence—getting more than 70 percent of the country’s adults vaccinated, engineering surging job growth and making progress toward a bipartisan infrastructure bill—everything about America’s last days in Afghanistan shattered the imagery.”

    Biden didn’t have time to voraciously consume the news, but he was well aware of the coverage, and it infuriated him. It did little to change his mind, though. In the caricature version of Joe Biden that had persisted for decades, he was highly sensitive to shifts in opinion, especially when they emerged from columnists at the Post or the Times. The criticism of the withdrawal caused him to justify the chaos as the inevitable consequence of a difficult decision, even though he had never publicly, or privately, predicted it. Through the whole last decade of the Afghan War, he had detested the conventional wisdom of the foreign-policy elites. They were willing to stay forever, no matter the cost. After defying their delusional promises of progress for so long, he wasn’t going to back down now. In fact, everything he’d witnessed from his seat in the Situation Room confirmed his belief that exiting a war without hope was the best and only course.

    So much of the commentary felt overheated to him. He said to an aide: Either the press is losing its mind, or I am.


    August 26

    Every intelligence official watching Kabul was obsessed with the possibility of an attack by ISIS-Khorasan, or ISIS‑K, the Afghan offshoot of the Islamic State, which dreamed of a new caliphate in Central Asia. As the Taliban stormed across Afghanistan, they unlocked a prison at Bagram Air Base, freeing hardened ISIS‑K adherents. ISIS‑K had been founded by veterans of the Pakistani and Afghan Taliban who had broken with their groups, on the grounds that they needed to be replaced by an even more militant vanguard. The intelligence community had been sorting through a roaring river of unmistakable warnings about an imminent assault on the airport.

    As the national-security team entered the Situation Room for a morning meeting, it consumed an early, sketchy report of an explosion at one of the gates to HKIA, but it was hard to know if there were any U.S. casualties. Everyone wanted to believe that the United States had escaped unscathed, but everyone had too much experience to believe that. General McKenzie appeared via videoconference in the Situation Room with updates that confirmed the room’s suspicions of American deaths. Biden hung his head and quietly absorbed the reports. In the end, the explosion killed 13 U.S. service members and more than 150 Afghan civilians.


    August 29–30

    The remains of the dead service members were flown to Dover Air Force Base, in Delaware, for a ritual known as the dignified transfer: Flag-draped caskets are marched down the gangway of a transport plane and driven to the base’s mortuary.

    So much about the withdrawal had slipped beyond Biden’s control. But grieving was his expertise. If there was one thing that everyone agreed Biden did more adroitly than any other public official, it was comforting survivors. The Irish journalist Fintan O’Toole once called him “the Designated Mourner.”

    Accompanied by his wife, Jill; Mark Milley; Antony Blinken; and Lloyd Austin, Biden made his way to a private room where grieving families had gathered. He knew he would be standing face to face with unbridled anger. A father had already turned his back on Austin and was angrily shouting at Milley, who held up his hands in the posture of surrender.

    When Biden entered, he shook the hand of Mark Schmitz, who had lost his 20-year-old son, Jared. In his sorrow, Schmitz couldn’t decide whether he wanted to sit in the presence of the president. According to a report in The Washington Post, the night before, he had told a military officer that he didn’t want to speak to the man whose incompetence he blamed for his son’s death. In the morning, he changed his mind.

    Schmitz told the Post that he couldn’t help but glare in Biden’s direction. When Biden approached, he held out a photo of Jared. “Don’t you ever forget that name. Don’t you ever forget that face. Don’t you ever forget the names of the other 12. And take some time to learn their stories.”

    “I do know their stories,” Biden replied.

    After the dignified transfer, the families piled onto a bus. A sister of one of the dead screamed in Biden’s direction: “I hope you burn in hell.”

    Of all the moments in August, this was the one that caused the president to second-guess himself. He asked Press Secretary Jen Psaki: Did I do something wrong? Maybe I should have handled that differently.

    As Biden left, Milley saw the pain on the president’s face. He told him: “You made a decision that had to be made. War is a brutal, vicious undertaking. We’re moving forward to the next step.”

    That afternoon, Biden returned to the Situation Room. There was pressure, from the Hill and talking heads, to push back the August 31 deadline. But everyone in the room was terrified by the intelligence assessments about ISIS‑K. If the U.S. stayed, it would be hard to avoid the arrival of more caskets at Dover.

    As Biden discussed the evacuation, he received a note, which he passed to Milley. According to a White House official present in the room, the general read it aloud: “If you want to catch the 5:30 Mass, you have to leave now.” He turned to the president. “My mother always said it’s okay to miss Mass if you’re doing something important. And I would argue that this is important.” He paused, realizing that the president might need a moment after his bruising day. “This is probably also a time when we need prayers.”

    Biden gathered himself to leave. As he stood from his chair, he told the group, “I will be praying for all of you.”

    On the morning of the 30th, John Bass was cleaning out his office. An alarm sounded, and he rushed for cover. A rocket flew over the airport from the west and a second crashed into the compound, without inflicting damage.

    Bass, ever the stoic, turned to a colleague. “Well, that’s about the only thing that hasn’t happened so far.” He was worried that the rockets weren’t a parting gift, but a prelude to an attack.

    Earlier that morning, though, Bass had implored Major General Donahue to delay the departure. He’d asked his military colleagues to remain at the outer access points, because there were reports of American citizens still making their way to them.

    Donahue was willing to give Bass a few extra hours. And around 3 a.m., 60 more American-passport holders arrived at the airport. Then, as if anticipating a final burst of American generosity toward refugees, the Taliban opened their checkpoints. A flood of Afghans rushed toward the airport. Bass sent consular officers to stand at the perimeter of concertina wire, next to the paratroopers, scanning for passports, visas, any official-looking document.

    An officer caught a glimpse of an Afghan woman in her 20s waving a printout showing that she had received permission to enter the U.S. “Wow. You won the lottery twice,” he told her. “You’re the visa-lottery winner and you’ve made it here in time.” She was one of the final evacuees hustled into the airport.

    Around 7 a.m., the last remaining State Department officials in Kabul, including Bass, posed for a photo and then walked up the ramp of a C-17. As Bass prepared for takeoff, he thought about two numbers. In total, the United States had evacuated about 124,000 people, which the White House touted as the most successful airlift in history. Bass also thought about the unknown number of Afghans he had failed to get out. He thought about the friends he couldn’t extricate. He thought about the last time he’d flown out of Kabul, 18 months earlier, and how he had harbored a sense of optimism for the country then. A hopefulness that now felt as remote as the Hindu Kush.

    In a command center in the Pentagon’s basement, Lloyd Austin and Mark Milley followed events at the airport through a video feed provided by a drone, the footage filtered through the hazy shades of a night-vision lens. They watched in silence as Donahue, the last American soldier on the ground in Afghanistan, boarded the last C-17 to depart HKIA.

    Five C‑17s sat on the runway—carrying “chalk,” as the military refers to the cargo of troops. An officer in the command center narrated the procession for them. “Chalk 1 loaded … Chalk 2 taxiing.”

    As the planes departed, there was no applause, no hand-shaking. A murmur returned to the room. Austin and Milley watched the great military project of their generation—a war that had cost the lives of comrades, that had taken them away from their families—end without remark. They stood without ceremony and returned to their offices.

    Across the Potomac River, Biden sat with Jake Sullivan and Antony Blinken, revising a speech he would deliver the next day. One of Sullivan’s aides passed him a note, which he read to the group: “Chalk 1 in the air.” A few minutes later, the aide returned with an update. All of the planes were safely away.

    Some critics had clamored for Biden to fire the advisers who had failed to plan for the chaos at HKIA, to make a sacrificial offering in the spirit of self-abasement. But Biden never deflected blame onto staff. In fact, he privately expressed gratitude to them. And with the last plane in the air, he wanted Blinken and Sullivan to join him in the private dining room next to the Oval Office as he called Austin to thank him. The secretary of defense hadn’t agreed with Biden’s withdrawal plan, but he’d implemented it in the spirit of a good soldier.

    America’s longest war was now finally and officially over. Each man looked exhausted. Sullivan hadn’t slept for more than two hours a night over the course of the evacuation. Biden aides sensed that he hadn’t rested much better. Nobody needed to mention how the trauma and political scars might never go away, how the month of August had imperiled a presidency. Before returning to the Oval Office, they spent a moment together, lingering in the melancholy.

    Like any other trusted institutions, banks are capable of failing. Over 550 banks have collapsed since 2001, according to the Federal Deposit Insurance Corp.

    Nonetheless, the recent collapse of Silicon Valley Bank, Signature Bank and Credit Suisse was a harsh reminder of how quickly a trusted institution could fail, putting billions of dollars at risk.

    But experts say these financial disasters could have been prevented.

    “Silicon Valley Bank’s failure could and should have been prevented by better regulation and supervision by the Federal Reserve,” said Aaron Klein, a senior fellow of economic studies at the Brookings Institution. “The Federal Reserve needed to be the one saying, ‘Wait a second, you have some serious interest rate risk that you need to hedge against.’ And they failed [to do that].”

    Experts say the focus should be on ensuring that the rules are being enforced.

    “As recently as 2019 and more recently even, there were warnings that things needed to be changed here, that they’re taking on additional interest rate risk, and that they’re going to have some potential liquidity problems in the event that interest rates begin to rise,” said William T. Chittenden, an associate professor of finance and economics at Texas State University.

    The collapse of SVB also revealed the danger of deregulation. Several politicians and researchers have pointed to the rollback of Dodd-Frank regulations by the Trump administration as one of the main reasons for the bank’s failure.

    “What happened in Dodd-Frank was they said that all banks over $50 billion would be subject to enhanced prudential standards,” explained Klein. “The rollback said nobody’s subject to that between $50 billion and $100 billion, and between $100 billion and $250 billion, it is optional.”

    “SVB happened to fall in that category of between $50 billion and $250 billion so when they raised that, they weren’t subject to this great scrutiny,” said Chittenden.

    Mike Pence is making little secret of his presidential ambitions. He’s written his book, he’s assembling his team, he’s mastered the art of the coy non-denial when somebody asks (in between trips to Iowa) if he’s running. In early Republican-primary polls, he hovers between 6 and 7 percent—not top-tier numbers, but respectable enough. He seems to think he has at least an outside shot at winning the Republican nomination.

    And yet, ask a Republican voter about the former vice president, and you’re likely to hear some of the most withering commentary you’ve ever encountered about a politician.

    In recent weeks, I was invited to sit in on a series of focus groups conducted over Zoom. Organized by the political consultant Sarah Longwell, the groups consisted of Republican voters who supported Donald Trump in both 2016 and 2020. The participants were all over the country—suburban Atlanta, rural Illinois, San Diego—and they varied in their current opinions of Trump. In some cases, Longwell filtered for voters who should be in Pence’s target demographic. One group consisted entirely of two-time Trump voters who didn’t want him to run again; another was made up of conservative evangelicals, who might presumably appreciate Pence’s roots in the religious right.

    I’ve been covering Pence’s strange Trump-era arc since 2017, when I first profiled him for The Atlantic. By some accounts, he’s wanted to be president since his college-fraternity days. I’ve always been skeptical of his chances, but now that he finally seems ready to run, I wanted to understand the appeal of his prospective candidacy. My goal was to see if I could find at least one Pence supporter.

    Instead, these were some of the quotes I jotted down.

    “I don’t care for him … He’s just middle-of-the-road to me. If there was someone halfway better, I wouldn’t vote for him.”

    “He has alienated every Republican and Democrat … It’s over. It’s retirement time.”

    “He’s only gonna get the vote from his family, and I’m not even sure if they like him.”

    “He just needs to go away.”

    It went on and on like that across four different focus groups. Of the 34 Republicans who participated, I only heard four people say they’d consider Pence for president—and two of them immediately started talking themselves out of it after indicating interest.

    Some of the reasons for Pence’s lack of support were intuitive. Hard-core Trump fans said they were alienated by Pence’s refusal to block the certification of the 2020 electoral votes, as the president was demanding. This break with Trump famously prompted chants of “Hang Mike Pence!” to echo through the U.S. Capitol on January 6.

    Although the sentiment expressed in the focus groups wasn’t quite so violent, the anger was still present. During one session, three people—all of whom had reported “very favorable” views of Trump—took turns trashing Pence for what they saw as his weakness.

    “I’m so mad at Pence that I would never vote for him,” said one man named Matt. “He would be a horrible president … I just don’t think he has the leadership qualities to be president.” (I agreed to quote the participants only by their first name.)

    “That’s exactly it,” a woman named Christine said, nodding eagerly. “He didn’t have the leadership qualities to do what everyone wanted him to do on January 6. He just doesn’t have that spine.”

    A third participant, Nicholas, chimed in: “He just chose to go along with all the other RINOs and Democrats, not to upset the applecart.”

    Meanwhile, less MAGA-inclined Republicans thought Pence was too Trumpy.

    “The only thing I liked about him was that he actually did stand up to Donald Trump,” a woman named Barbara said. “He’s too a part of Trump. I don’t think Trump has a chance, and I don’t think anybody in that inner circle has a chance either.”

    “I think he put a stain on himself for any normal Republican when he joined the Trump administration,” said another participant, Justin. “And then he put a stain on himself with any Trump Republican on January 6. So I don’t think he has a constituency anywhere. I don’t know if anyone would vote for him.”

    Longwell told me this is how Pence is talked about in every focus group she holds. What to make of that 6 to 7 percent he gets in the primary polls? “I imagine there’s a cohort of GOP voters who are not particularly engaged who don’t want Trump again, and Pence is the only other name they really know,” she speculated. That, or “they’re all from Indiana,” the state where Pence served as governor. A second Republican pollster, who requested anonymity to offer his candid view, told me, “Seven percent is a weak showing for the immediate former VP.”

    Devin O’Malley, an adviser to Pence, responded to a request for comment in an email: “Mike Pence has spent the last two years traveling to more than 30 states, campaigning for dozens of candidates, and listening to potential voters. Those interactions have been incredibly positive and encouraging, and we place more value in those experiences than of a focus group conducted by disgruntled former Republicans like Sarah Longwell and paid for by some shadow organization that The Atlantic won’t disclose.” (Longwell told me the costs for the focus groups are split between The Bulwark and the Republican Accountability Project, two anti-Trump organizations with which she is affiliated.)

    What I found most fascinating about the voters’ digs at Pence was that they were almost always preceded by passing praise of his personal character: He was a “top-of-the-line guy,” a “nice man,” a “super kind, honest, decent” person. Not only did these perceived qualities fail to make him an appealing candidate, but they were also often held against him—treated as evidence that he lacked a certain presidential mettle.

    “I don’t like how Trump was just in your face with everything, but Pence is almost too far in the other direction,” one participant named Judith said.

    Perhaps these voters were identifying a simple lack of charisma. But their casual dismissal of Pence’s wholesome, God-fearing, family-man persona is emblematic of a sea change in conservative politics—and a massive miscalculation by Pence himself.

    When Pence was added to the ticket in 2016, his chief function was to vouch for Trump with mainstream Republicans, especially conservative Christian voters. Pence’s reputation as a devout evangelical gave him a certain moral credibility when he defended Trump amid scandal and outrage. He performed this task exceptionally well. Those adoring eyes, those fawning tributes, that slightly weird fixation on the breadth of his boss’s shoulders—nobody was better at playing the loyalist. And for a certain kind of voter, Pence’s loyalty provided assurance that Trump was worthy of continued support.

    Pence had his own motives, as I reported in my profile. All of this vouching for Trump was supposed to buy Pence goodwill with the base and set him up for a future presidential run. For many in Pence’s camp, the project took on a religious dimension. “If you’re Mike Pence, and you believe what he believes, you know God had a plan,” Ralph Reed, an evangelical power broker, told me back then.

    But in creating a permission structure for voters to excuse Trump’s defective character and flouting of religious values, Pence was unwittingly making himself irrelevant. In effect, he spent four years convincing conservative Christian voters that the very thing he had to offer them didn’t matter.

    In 2011, a poll by the Public Religion Research Institute found that only 30 percent of white evangelicals believed “an elected official who commits an immoral act in their personal life can still behave ethically and fulfill their duties in their public and professional life.” By 2020, that number had risen to 68 percent.

    Pence won the argument. Now he’s reaping the whirlwind.

    In one of the focus groups, a devout Christian named Angie was asked how much she factored in moral rectitude when assessing a presidential candidate. “I try to use my faith to choose someone by character, but it hasn’t always been possible,” she said. Sometimes she had to vote for a candidate who shared her politics but didn’t live her values.

    “Who comes to mind?” the moderator asked.

    “I think Trump falls into that category,” Angie conceded. “But quite honestly, the vast majority of others do as well.” She paused. “I would say Pence actually doesn’t fall into that category. I would say his character probably aligns with biblical values fairly well.”

    But Angie remained uninterested in seeing Pence in the Oval Office. If he had a record to run on, she wasn’t aware of it.

    “Anything he did got overshadowed by all the drama of these last four years,” she said, hastening to add, “Seems like a perfectly nice man.”

    But that sort of lament has largely left the new trustees unmoved. When a current LGBTQ+ student told reporters about her grief, Rufo quoted her comments on Twitter, adding a laughing-crying emoji. 

    The invocation of Hillsdale College, a 1,500-student private Christian school in rural Michigan, might seem a surprising model for overhauling a public Florida institution, but it shouldn’t. The college, sometimes called “the citadel of conservatism,” has long had an outsized political influence in movement conservatism. Right-wing politicians and advocates vie for slots in its speaking program, the speeches of which are then distributed to a claimed audience of 6 million through a monthly Hillsdale publication. Ginni Thomas, a conservative activist who sought to overturn the 2020 election, and who is married to Supreme Court Justice Clarence Thomas, facilitated the launch of Hillsdale’s Capitol Hill campus in Washington. This magazine called Hillsdale a “feeder school” for the Trump administration. 

    Hillsdale has also spent the last 12 years proselytizing its Western civilization-focused model of “classical education” through a nationwide charter school-planting network, a bundle of freely-licensed right-wing K–12 curricula (including its ahistorical post-Trump “1776 Curriculum”), and its extensive connections with conservative state leaders. It’s largely thanks to Hillsdale that the idea of “classical education”—despite its varied forms and perspectives—has become right-wing shorthand for anti-“woke” American exceptionalism and an antidote to critical race theory. Last year, Tennessee’s Governor Bill Lee announced plans to open 50 Hillsdale charters across the state; the year before, Hillsdale president Larry Arnn, who is also the former president of the Claremont Institute, claimed that South Dakota governor Kristi Noem offered to build him an entire campus. (Noem’s office did not respond to a request for comment.) 

    But in Florida, Hillsdale’s footprint is uniquely large. The state boasts the highest number of Hillsdale-affiliated K–12 publicly-funded charter schools, several launched or directed by spouses of prominent state Republicans, including Corcoran and Republican congressman Byron Donalds. Hillsdale was instrumental in helping DeSantis overhaul the state’s K–12 civics standards along more “patriotic” lines. Last year the state hired a Hillsdale duo—one staffer, one undergraduate—to assess whether math textbooks Florida teachers submitted for approval contained prohibited concepts like critical race theory. And a number of prominent Florida officials, including Corcoran and DeSantis himself, have addressed gatherings hosted by the college, where Arnn praised both men as among the most important people in America today. 

    Rufo has addressed Hillsdale audiences too: once in early 2021, where he laid out what quickly became Republican talking points about critical race theory, and again last spring, in a speech entitled “Laying Siege to the Institutions,” which he recently described as his “theory of action.” In the latter address, delivered while Rufo was teaching a journalism course for the college, he called on state legislators to use their budgetary power to reshape public institutions, including higher education. 

    “We have to get out of this idea that somehow a public university system is a totally independent entity that practices academic freedom—a total fraud, that’s just a false statement, fundamentally false—and that you can’t touch it or else you’re impinging on the rights of the gender studies department to follow their dreams,” he said. Instead, conservatives must have the guts to say, “‘What the public giveth, the public can taketh away.’ And so we get in there, we defund things we don’t like, we fund things we do like.” 

    In terms of the former, he elaborated, states should defund diversity, equity, and inclusion programs and find creative ways to undermine university departments perceived as too liberal, like changing state teacher accreditation laws as a means of rendering teachers colleges irrelevant. Both suggestions have become common conservative talking points over the last year. As The Chronicle of Higher Education reported this week, South Carolina legislators have requested information from its state’s 33 public colleges and universities regarding training around race, ethnicity, or sexual orientation, following similar moves in Florida and Oklahoma.

    In terms of what the right does like, Rufo advised state legislators to fund the creation of new, independently-governed “conservative centers” within flagship public universities to attract conservative professors, create new academic tracks, and serve as a “separate patronage system” for the right. 

    “Some people don’t like thinking about it that way,” Rufo said. “But guess what? The public universities, the DEI departments, the public school bureaucracies are, at the end of the day, patronage systems for left-wing activists. And as long as there’s going to be a patronage system, wouldn’t it be good to have some people who are representing the public within them?” 

    In many ways, that’s an old idea. Big-money donors on the right like the Olin and Koch foundations have been establishing “beachhead” academic centers in universities across the country since the 1970s, as a means of shoring up academic arguments for right-wing policies, creating a pipeline of conservative talent, and endowing professorships for right-wing scholars—some of whom, more moderate academics suggest, are unemployable on their own merits. (Of possible note here: Corcoran’s appointment to New College follows his failed bid to become Florida State University’s president in 2021, when he was passed over, apparently, in part for lack of qualifications.) 

    But these days, the model has been adapted, so that funds for such programs and institutes are increasingly coming from state legislatures directly, as numerous red states have passed bills establishing new “classical” and “civics” institutes with barely-disguised agendas. In Arizona, the legislature effectively replaced private donations from the Koch foundations with taxpayer funds in order to create a new School of Civic and Economic Thought and Leadership at Arizona State, to address a claimed lack of ideological diversity. In Texas, Lieutenant Governor Dan Patrick has sought to establish a free-market think tank at University of Texas Austin, partly as a response to critical race theory. In Tennessee, Governor Lee paired his proposal to create dozens of Hillsdale charters with a call to build a $6 million, Hillsdale-inspired civics institute at University of Tennessee Knoxville to combat “anti-American thought.”

    Florida already has several, including a politics institute at Florida State; the Adam Smith Center for the Study of Economic Freedom at Florida International University; and the University of Florida’s freshly-approved Hamilton Center for Classical and Civics Education, dedicated to “the ideas, traditions, and texts that form the foundations of western and American civilization,” and tasked with helping create anti-communist content for Florida’s new K–12 civics curricula. 

    Last spring, this track record prompted another Florida school, St. Augustine’s private Flagler College, to worry that it was being, well, groomed to become “the Hillsdale of the South.” The legislature was considering a multimillion dollar grant for the school to establish its own “Institute for Classical Education”—money that was certainly needed and might also be used to shore up existing programs, but which faculty feared would come with intolerable strings. Professors there brought a resolution to the faculty council, declaring that, if the funding came through, faculty would retain control over how it was used for hiring and curriculum creation. In Flagler’s case, the administration readily agreed.

    Let’s say you’re a politician in a close race and your opponent suffers a stroke. What do you do?

    If you are Mehmet Oz running as a Republican for the U.S. Senate in Pennsylvania, what you do is mock your opponent’s affliction. In August, the Oz campaign released a list of “concessions” it would offer to the Democrat John Fetterman in a candidates’ debate, including:

    “We will allow John to have all of his notes in front of him along with an earpiece so he can have the answers given to him by his staff, in real time.” And: “We will pay for any additional medical personnel he might need to have on standby.”

    Oz’s derision of his opponent’s medical condition continued right up until Oz lost the race by more than 250,000 votes. Oz’s defeat flipped the Pennsylvania seat from Republican to Democrat, dooming GOP hopes of a Senate majority in 2023.

    A growing number of Republicans are now pointing their finger at Donald Trump for the party’s disappointments in the 2022 elections, with good reason. Trump elevated election denial as an issue and burdened his party with a lot of election-denying candidates—and voters decisively repudiated them.

    But not all of Trump’s picks were obviously bad. Oz was for years a successful TV pitchman, trusted by millions of Americans for health advice. The first Muslim nominated for a Senate run by a major party, he advanced Republican claims to represent 21st-century America. Oz got himself tangled up between competing positions on abortion, sometimes in consecutive sentences, precisely because he hoped to position himself as moderate on such issues.

    But Oz’s decision to campaign as a jerk hurt him. When his opponent got sick, Oz could have drawn on his own medical background for compassion and understanding. Before he succumbed to the allure of TV, Oz was an acclaimed doctor whose innovations transformed the treatment of heart disease. He could have reminded voters of his best human qualities rather than displaying his worst.

    The choice to do the opposite was his, not Trump’s.

    And Oz was not unique. Many of the unsuccessful Republican candidates in 2022 offered voters weird, extreme, or obnoxious personas. Among the worst was Blake Masters, a candidate for the U.S. Senate in Arizona. He released photos and campaign videos of himself playing with guns, looking like a sociopath. He lost by nearly five points. Trump endorsed Masters in the end, but Trump wasn’t the one who initially selected or funded him. That unsavory distinction belongs to the tech billionaire and Republican donor Peter Thiel, who invested big and early in the campaign of his former university student.

    Performative trolling did not always lead to failure. Florida Governor Ron DeSantis indulged in obnoxious stunts in 2022. He promoted anti-vaccination conspiracy theorists. He used the power of government to punish corporations that dissented from his culture-war policies. He spent $1.5 million of taxpayer money to send asylum seekers to Martha’s Vineyard.

    But DeSantis was an incumbent executive with a record of accomplishment. Antics intended to enrapture the national Fox News audience could be offset by actions to satisfy his local electorate: restoring the Everglades, raising teacher pay, and reopening public schools early despite COVID risks.

    DeSantis’s many Republican supporters must now ponder: What happens when and if the governor takes his show on the road? “Pragmatic on state concerns, divisive on national issues!” plays a little differently in a presidential race than it does at the state level. But the early indications are that he’s sticking with divisiveness: A month after his reelection, DeSantis is bidding for the anti-vax vote by promoting extremist allegations from the far fringes that modern vaccines threaten public health.

    A generation ago, politicians invested great effort in appearing agreeable: Ronald Reagan’s warm chuckle, Bill Clinton’s down-home charm, George W. Bush’s smiling affability. By contrast, Donald Trump delighted in name-calling, rudeness, and open disdain. Not even his supporters would have described Trump as an agreeable person. Yet he made it to the White House all the same—in part because of this trollish style of politics, which has encouraged others to emulate him.

    Has our hyper-polarized era changed the old rules of politics? James Poniewozik’s 2019 book, Audience of One, argues that Trump’s ascendancy was the product of a huge shift in media culture. The three big television networks of yore had sought to create “the least objectionable program”; they aimed to make shows that would offend the fewest viewers. As audiences fractured, however, the marketplace rewarded content that excited ever narrower segments of American society. Reagan and Clinton were replaced by Trump for much the same reason Walter Cronkite was replaced by Sean Hannity.

    It’s an ingenious theory. But, as Poniewozik acknowledges, democratic politics in a two-party system remains an inescapably broadcast business. Trump’s material sold well enough in 2016 to win (with help from FBI Director James Comey’s intervention against Hillary Clinton, Russian hackers amplified by the Trump campaign, and the mechanics of the Electoral College). But in 2020, Trump met the political incarnation of the Least Objectionable Program: Joe Biden, who is to politics what Jay Leno was to late-night entertainment.

    Trump-led Republicans have now endured four bad elections in a row. In 2018, they lost the House. In 2020, they lost the presidency. In 2021, they lost the Senate. In 2022, they won back the House—barely—but otherwise failed to score the gains one expects of the opposition party in a midterm. They suffered a net loss of one Senate seat and two governorships. They failed to flip a single chamber in any state legislature. In fact, the Democrats gained control of four: one each in Minnesota and Pennsylvania, and both in Michigan.

    Plausible theories about why Republicans fared so badly in 2022 abound. The economy? Gas prices fell in the second half of 2022, while the economy continued to grow. Abortion? The Supreme Court struck down Roe v. Wade in June, and Republican officeholders began musing almost immediately about a national ban, while draconian restrictions began spreading through the states. Attacks on democracy? In contest after contest, Republicans expressed their contempt for free elections, and independent voters responded by rejecting them.

    All of these factors clearly played a role. But don’t under-​weight the impact of the performative obnoxiousness that now pervades Republican messaging. Conservatives have built career paths for young people that start on extremist message boards and lead to jobs on Republican campaigns, then jobs in state and federal offices, and then jobs in conservative media.

    Former top Trump-administration officials set up a well-funded dark-money group, Citizens for Sanity, that spent millions to post trolling messages on local TV in battleground states, intended to annoy viewers into voting Republican, such as “Protect pregnant men from climate discrimination.” The effect was just to make the Republicans seem juvenile.

    In 2021, then–House Minority Leader Kevin McCarthy posted a video of himself reading aloud from Dr. Seuss to protest the Seuss estate’s withdrawing some works for being racially insensitive (although he took care to read Green Eggs and Ham, not one of the withdrawn books).

    Trump himself often seemed to borrow his scripts from a Borscht Belt insult comic—for instance, performing imagined dialogues making fun of his opponent’s adult children during the 2020 campaign.

    This is not a “both sides” story. Democratic candidates don’t try to energize their base by “owning the conservatives”; that’s just not a phrase you hear. The Democratic coalition is bigger and looser than the Republican coalition, and it’s not clear that Democrats even have an obvious “base” the way that Republicans do. The people who heeded Representative Jim Clyburn’s endorsement of Joe Biden in South Carolina do not necessarily have much in common with those who knocked on doors for Senator Elizabeth Warren’s presidential campaign. Trying to energize all of the Democratic Party’s many different “bases” with deliberate offensiveness against perceived cultural adversaries would likely fizzle at best, and backfire at worst. On the Republican side, however, the politics of performance can be—or seem—rewarding, at least in the short run.

    This pattern of behavior bids fair to repeat itself in 2024. As I write these words at the beginning of 2023, the conservative world is most excited not by the prospect of big legislative action from a Republican House majority, and not by Trump’s declared candidacy for president in 2024 or by DeSantis’s as-yet-undeclared one, but by the chance to repeat its 2020 attacks on the personal misconduct of President Biden’s son Hunter.

    In the summer of 2019, the Trump administration put enormous pressure on the newly elected Zelensky administration in Ukraine to announce some kind of criminal investigation of the Biden family. This first round of Trump’s project to manufacture an anti-Biden scandal exploded into Trump’s first impeachment.

    The failure of round one did not deter the Trump campaign. It tried again in 2020. This time, the scandal project was based on sexually explicit photographs and putatively compromising emails featuring Hunter Biden. The story the Trump campaign told about how it obtained these materials sounded dubious: Hunter Biden himself supposedly delivered his computer to a legally blind repairman in Delaware but never returned to retrieve it—so the repairman tracked down Rudy Giuliani and handed over a copy of the hard drive. The repairman had also previously given the laptop itself to the FBI. Far-fetched stories can sometimes prove true, and so might this one.

    Whatever the origin of the Hunter Biden materials, the authenticity of at least some of which has been confirmed by reputable media outlets, there’s no dispute about their impact on the 2020 election. They flopped.

    Pro-Trump Republicans could never accept that their go-to tactic had this time failed. Somebody or something else had to be to blame. They decided that this somebody or something was Twitter, which had briefly blocked links to the initial New York Post story on the laptop and its contents.

    So now the new Twitter—and Elon Musk allies who have been offered privileged access to the company’s internal workings—is trying again to elevate the Hunter Biden laptop controversy, and to allege a cover-up involving the press, tech companies, and the national-security establishment. It’s all very exciting to the tiny minority of Americans who closely follow political schemes. And it’s all pushing conservatives and Republicans back onto the same doomed path they followed in the Trump years: stunts and memes and insults and fabricated controversies in place of practical solutions to the real problems everyday people face. The party has lost contact with the sensibility of mainstream America, a huge country full of decent people who are offended by bullying and cruelty.

    There’s talk of some kind of review by the Republican National Committee of what went wrong in 2022. If it happens, it will likely focus on organization, fundraising, and technology. For any political operation, there is always room to improve in these areas. But if the party is to thrive in the post-Trump era, it needs to start with something more basic: at least pretend to be nice.

    The Atlantic is publishing a collection of key internal government documents related to the Trump administration’s family-separation policy, known as Zero Tolerance. The records informed the reporting of my cover story on how it came to be and who was responsible. Our hope is to introduce greater transparency around a policy that gravely harmed thousands of families and whose development and intent were concealed from the public for years. During the Trump administration, more than 5,000 migrant children were taken from their parents as part of a dubious and ineffectual strategy to deter migration across the southern border. Hundreds remain separated today.

    These records showcase, among other things, government officials’ attempts to mislead the public; inconsistent and sometimes nonexistent record keeping, which to this day means that a full accounting of separations does not exist; efforts to extend the length of time that children and parents were kept apart; and early and repeated internal warnings about the policy’s worst outcomes, which were ignored.

    As you will see, some of the records are marked “pre-decisional,” “deliberative,” or “attorney-client privileged” in an attempt to exempt them from federal disclosure requirements and ensure they would never become public. The Atlantic obtained them only through extensive litigation.

    The Atlantic’s records, combined with others secured by the House Judiciary Committee, the progressive nonprofit group American Oversight, and separated families themselves, have been organized and tagged for future use. The collection is far from complete, and many of the documents still contain redactions. However, we hope that this database will prove a useful tool for those engaged in research and documentation of family separations, and that the body of publicly available information will continue to grow.

    In the spring of 2017, Jeff Self, the Border Patrol chief in the El Paso Sector, which includes New Mexico and parts of Texas, quietly launched a regional program to start referring migrant parents traveling with children for prosecution, which would require those families to be separated. This strained resources throughout the immigration system, including at the Department of Health and Human Services, which took custody of the children. Federal officials would later call the program a “pilot” and use it as a model for expanding the practice nationwide. Some early separations also occurred in Yuma, Arizona, under a separate initiative.

    At a February 14, 2017, interagency meeting, immigration-enforcement officials presented a nationwide plan to separate families as an immigration deterrent. Afterward, officials at the Department of Health and Human Services—the agency that would be charged with caring for separated children—pushed back against the plan while scrambling to prepare. The plan was also leaked to the media, after which Homeland Security officials began to assert publicly that the idea had been abandoned. In reality, during and after regional separation programs were implemented in Texas, Arizona, and New Mexico, the nationwide plan was still being pushed aggressively by leaders of the immigrant-enforcement agencies, as well as by Stephen Miller, President Donald Trump’s chief immigration adviser, and Gene Hamilton, a confidant of Miller’s who worked at DHS and the Department of Justice.

    Though a full accounting of the family separations that took place during the Trump administration does not exist, these internal government charts offer some insight into the nature of those that were recorded. For example, Homeland Security officials have often suggested that some of the individuals separated under Zero Tolerance were actually “false families,” or that separated parents were guilty of more serious crimes beyond the misdemeanor of illegally crossing the border, to justify taking their children away. But the first chart in this list makes clear that 2,146 of 2,256 separated parents who were referred for prosecution between May 5 and June 20, 2018, were charged only with the misdemeanor. During the same period, 137 parents were charged with the felony of having crossed the border illegally more than once, while only two were presented with “other charges.” The second chart notes that over those weeks, at least 251 children younger than 6 were separated from their parents, along with 1,370 children ages 6 to 12, and 1,272 ages 13 to 17.

    Below is a small sampling of instances when government officials, members of congress, reporters and community groups sought information about a noticeable rise in family separations. Despite these inquiries, for more than a year, Department of Homeland Security officials denied that the agency’s treatment of families had changed, suggesting that business was proceeding as usual and that families were not being separated any more than in the past.

    “The El Paso Federal Defender’s Office has registered an increase in the separation of children and parents,” an immigrant advocacy group wrote to Immigration and Customs Enforcement officials ahead of an August 2017 meeting. “What is the current policy on family separation?”

    Border Patrol officials scramble to respond after a meeting with Representative Beto O’Rourke’s office, in which family separations were inadvertently disclosed.

    Months into the El Paso Sector separation initiative, Border Patrol official Aaron Hull tells the ICE official Phil Miller, “We don’t like to separate families.”

    Jonathan White of the Department of Health and Human Services asks Customs and Border Protection Commissioner Kevin McAleenan and Acting ICE Director Tom Homan why his agency is receiving larger numbers of separated children than in the past.     In internal emails, DHS officials push back against the story about 700 separated children, claiming inaccurately that “the actual number is much lower.”

    A report on an investigation into complaints of family separations cites “inconsistency,” “inadequate protocols,” and “lack of collaboration.” It recommends the creation of an interagency working group, a “Family-Member Locator System,” and other tools to prevent prolonged separations and to ensure that families are eventually reunified.

    A summary of an investigation into 950 complaints about family separations anticipates “permanent family separation” and “new populations of US orphans.”

    CRCL staff seeks information about the “enormous volume of matters alleging inappropriate family separations.”

    Cameron Quinn, the head of CRCL, emails Customs and Border Protection Commissioner McAleenan to raise concerns about reports of family separations.

    Quinn tells McAleenan that CRCL has received “over 100 recent allegations of separations.”

    CRCL staff notes the Border Patrol’s failure to document some separations.

    An Immigration and Customs Enforcement official named Matt Albence insists that the “expectation is that we are NOT to reunite the families” and proposes ways to avoid such reunifications, such as moving children away from the border faster.

    Albence and other ICE and Border Patrol officials lament that some families have been reunified, calling it “a fiasco” and “not the consequence we had in mind,” which “obviously undermines the entire effort.”

    Reunifications, Albence insists, are not “going to happen unless we are directed by the Dept to do so.”

    In the federal lawsuit Ms. L. v. ICE, lawyers representing the federal government turned over the most complete list of family separations that exists. The ACLU shared that database with The Atlantic after redacting details such as names and dates of birth, which could be used to identify individual parents or children who were affected by the separation policy.

    Jeffrey Goldberg, The Atlantic’s editor in chief, joined staff writer Caitlin Dickerson to discuss her cover story, a years-long investigation into the secret history of the Trump administration’s family-separation policy. Dickerson’s story argues that separating children was not an unintended side effect, as previously claimed, but its core intent. How did officials work to keep families apart longer? Did they obscure the truth to both Congress and the public? What will happen if the Trump administration is restored to power in the 2024 election?     Jeffrey Goldberg: When did you realize that the Trump administration was doing something new?

    Caitlin Dickerson: There were two things here that really stood out from the norm in my experience as a reporter. The first, with family separations, is just the mere fact that they took place in relative secrecy. In 2017, hundreds of separations took place starting out in El Paso, Texas, in a program that later expanded. But when reporters would ask about it, the administration would tell us, “No, this isn’t happening. You know, we’re not separating families.” There’s some complicated reasons for that which we can get into, but that’s really not normal. As a reporter, you’re used to hearing “no comment” in response to a story that the government doesn’t want you to report. Or you’re used to hearing a public-affairs officer offer some context that at least helps to soften the blow of a story that they know the public is not going to react kindly to. But in this case, we actually got denials.

    And then, of course, having looked back at immigration policy all the way back to the 19th century in the United States, separating children from their parents as an immigration policy hasn’t happened before. It was the harshest application any of us have seen of this basic concept of prevention by deterrence, which is how we approach immigration enforcement generally. And it was so harsh and painful for parents and for children, and continues to be, that I had to stick with it.

    Goldberg: So to be clear, no presidential administration going back all the way had ever done anything this dramatic?

    Dickerson: No. As you know, there are examples of kids being taken from their parents in American history, though not in a border context. We’ve had some pretty cruel and pretty harsh border-enforcement policies. But the forcible separation of children from their parents is just not something that the Border Patrol has ever engaged in in American history.

    Goldberg: One of the great achievements of your story is that you take us all the way into the bureaucratic decision making that allowed this to happen. But somebody had to think of this first. The assumption, on the part of people who think about this, is that it must have been Stephen Miller, Donald Trump’s very hard-line adviser. He worked for Jeff Sessions and brought a lot of his ideas to Donald Trump. But it’s more complicated than that.

    Dickerson: It took a lot more than Stephen Miller, Donald Trump, and Jeff Sessions to forcefully separate thousands of kids from their parents. The idea actually came from within the border-enforcement apparatus: a man named Tom Homan, who started out as a Border Patrol agent in his early 20s, spent a career in enforcement, and ultimately became the head of ICE under President Trump.

    He first came up with the idea to separate families as an escalation of the concept of prevention by deterrence: this idea of introducing consequences to discourage illegal border crossing, even when it’s for the purposes of seeking asylum. He first proposes separating children from their parents in 2014, during the Obama administration, which is when we saw the first major surge of children and families crossing the border. Border Patrol was totally overwhelmed at the time. Congress didn’t intervene. And so you have, essentially, a police force that’s left to figure this out—this policy, which is really humanitarian policy; it’s economic policy. When you leave this to the Border Patrol, the solution that they come up with time and again is punishment. So Homan proposes it, and Jeh Johnson, who was Homeland Security secretary at the time, rejects the idea. Then the idea resurfaces very soon after Donald Trump takes office.

    Goldberg: So there was a bureaucratic impetus from below. Take us through that—Donald Trump wins in 2016, comes into office, and this dormant idea is brought to whom?

    Dickerson: Trump comes into office and is visiting Border Patrol headquarters and Customs and Border Protection headquarters and saying, “Hey, we’ve got to shut this border down, and, really, we’ll stop at nothing to do it. Bring me your best ideas.” Tom Homan, who was the head of ICE, and a man named Kevin McAleenan, who was the head of Customs and Border Protection, very quickly reraise this concept that they had already talked about and already favored. They tell Miller about it, who gets really excited and kind of obsessed with it. And Miller continues to push for the next year and a half until it’s officially implemented. Donald Trump also begins to favor it.

    I was surprised about this, ultimately, but the story ends up being kind of a case for the bureaucracy. I learned, in reporting this, the way the policies are made. Typically, you have principals, who are the heads of agencies and have great decision-making power but have huge portfolios. Policy ideas should only ever reach the desk of someone like Kirstjen Nielsen—who was the Homeland Security secretary, who ultimately signs off on family separation—if they’ve been thoroughly vetted. Subject-matter experts have determined these policies are logistically feasible, they’re legal, they’re ethical. They make sense politically for the administration in office. All these layers exist to prevent bad policies from ever even reaching somebody who has the authority to sign. And these systems were really either sidelined, disempowered, or just completely cut out of the conversation. Everybody who was raising red flags was really cut out.

    Goldberg: I want you to talk about child separation in its details. The idea is preventative. Which is to say, if word gets out into Guatemala, Honduras, wherever, that if you try to cross the border with your kid, the U.S. government will take your kid from you—actually kidnap your child in some kind of bureaucratically legal way—then all the people who are trying to come to America, asylum seekers, workers, etc., will not come. Is that the theory of the case?

    Dickerson: That is the theory of the case. And there’s a lot of reason to believe it’s not a good theory.

    Goldberg: Why is it not a good theory? It sounds pretty scary if you’re sitting in Guatemala and somebody says you might lose your kid.

    Dickerson: It does. That’s what’s difficult about it: that it is somewhat intuitive, this idea of prevention by deterrence. Academics have been studying it for a long time and know what ways it works, and what ways it doesn’t work. In the early 2000s, we started prosecuting individual adults who crossed the border illegally.

    To begin with, there’s this program called Operation Streamline. It completely floods courts along the border, and immediately, prosecutors—assistant U.S. attorneys—are unhappy with it because they’re saying it’s taking away resources from these more important cases that we need to deal with. And not only that, but it doesn’t seem to be influencing long-term trends.

    If you look at shifts in migration that have taken place over the last 20 years, those can be explained entirely by looking at economic shifts and demographic shifts in the United States and the countries where people are coming from. All of those changes are attributable to the availability of resources here and the availability of jobs here, and then the inverse: what opportunities people have available to them in their home countries, as well as whether people actually feel safe.

    Even though prevention by deterrence, first in the form of Streamline, wasn’t making a dent in border crossings in any significant way, this idea becomes more and more popular until ultimately we get to the point of separating children from their parents. Anecdotally, Lee Gelernt—the ACLU lawyer who’s heading up the federal case against family separations, the main case that prompted family reunification—talks about asking every parent that he interviewed for that case, “If you had known about family separation, would you have left your country to begin with? Would you have decided to stay home?” And they’d just kind of shrug their shoulders and say, “Well, what was I going to do? You know, we left because our lives were in danger. I couldn’t stay.” That is something that people like Tom Homan, who came up with the idea to separate families, didn’t really take into account.

    Goldberg: The level of desperation at home is the key determinant of whether somebody is going to start the trek.

    Dickerson: It’s a very, very high bar to surpass when you’re talking to a parent who not only can’t feed themselves or their child, but on a day-to-day basis fears that their child may be killed.

    Goldberg: Stay on that for one second so people understand this population. You’re talking about people who are living in very dangerous Central American countries, mainly.

    Dickerson: You’re talking about a lot of times a combination of deep poverty, daily fear of death, and daily encounters with violence. I can tell you about my experiences reporting in parts of Mexico, where people come to the United States from, and in Central America. When The New York Times sent me to Guatemala to write about a family that was trying to get into the United States, I had security with me the entire time. Many people, just within this family, had been murdered. It’s a domino effect where a gang identifies one person in a family and wants that person to join the gang. If that first individual doesn’t do right by the gang, relatives continue to be murdered.

    When I would go house to house to visit with people associated with this family, we were hiding. They couldn’t let anybody know where they lived. They couldn’t let anybody know that I was there, because it would have put them in greater danger. The poverty, too, is really something that I don’t know a lot of Americans have really sat down and thought about. Houses that have no roofs, no floors. Families of four that are splitting a tortilla among them. Access to school is almost nonexistent. Kids don’t have shoes. It’s stuff that I think most Americans have a hard time envisioning. Think about how scared you would have to be to decide to go to the United States, knowing that you’re going to have to travel through a hot and dangerous desert and encounter murderous gangs. Nobody signs up to do that unless they feel like they have absolutely no choice.

    Goldberg: Let’s come back to the narrative of the adoption of this policy. One of the reasons, when we were talking about doing this story over the past year and a half, was to try to understand the mentality of government officials and bureaucrats. Somehow the idea of taking children from their parents becomes socialized within these government structures. Talk about that. Did anybody along the way say, “Hey, I’m all for deterrence. I have these views on immigration. I’m a hard-liner. But this does not seem to comport with my notions”—and I’m using this term advisedly—“my notions of family values”?

    Dickerson: A lot of people said that. And ultimately, by the time the decision to pursue separating families is made, they had been left out of the room. When family separations are first proposed, they’re described in pretty blatant terms. I interviewed Jeh Johnson—again, who was the Homeland Security secretary under President Obama, and did believe in deterrence—but he said, “That’s too far for me. I’m not comfortable with it.” John Kelly, who was President Trump’s first Homeland Security secretary and considered the idea after it was proposed by Tom Homan, Kevin McAleenan, and others, said the same thing. He wasn’t really a big believer in deterrence, but he’d taken the job for the Trump administration. But this felt too far for him.

    Goldberg: John Kelly then goes to the White House as chief of staff and is there when all of this is still going on. What role did he play there?

    Dickerson: Kelly told me that his approach to opposing family separations was to focus purely on the logistics. When the idea is formally proposed to him, he requests a briefing to find out whether it’s possible. And he learns, rightly, that the federal government did not have the resources to impose such a program without total chaos, which we ultimately saw—without losing track of parents and kids, without really inhumane situations where kids are being physically taken out of their parents’ arms. You need training, theoretically, to do this in a way that isn’t chaotic if you’re going to do it at all.

    He told me that he knew that appealing to the president and to Stephen Miller on some sort of moral basis wasn’t going to be effective. They weren’t going to listen. Instead, he said, you focus purely on the logistics. “It’s not possible. We just can’t do it.” He would say, “Mr. President, if you want to pursue this, you need to go ask Congress for the money,” knowing that Donald Trump wouldn’t be willing to do that. The problem is that when you ask these more hawkish members of the administration what their understanding of John Kelly’s view is, they would say to me, “Well, I didn’t know he had any issue with it. All he said was that we needed more money; we needed more training.” You can see that there’s logic behind Kelly’s approach, but there’s also, as a result of it, repeated meetings where this idea is being discussed. He could have jumped up and down and screamed and said, “I oppose this; I don’t want to do it.” But he didn’t. He just said, “Sir, we don’t have the money.”

    Goldberg: I mean, to be fair to Kelly, he did have a reasonable understanding that Trump would never respond to the humanitarian argument.

    Dickerson: There are so many different approaches that people say they took to try to prevent this, and it ultimately didn’t work. The higher the numbers rose, the more obsessed Donald Trump became with finding some way to minimize them.

    Goldberg: I do want to ask about two people whose names are very intimately associated with this. Kirstjen Nielsen, who was the DHS secretary and signed off on this, and Stephen Miller. I want you to talk about her role, which is more complicated, morally, than we initially thought. And Miller, who obviously is still the ideological driver of a whole set of policies.

    Dickerson: Kirstjen Nielsen came into the Trump administration a moderate. She was a cybersecurity expert who helped to establish DHS the first time under George W. Bush. No experience in immigration, and no real strong feelings about immigration. She’s one of a lot of people whom I interviewed who joined DHS under Trump and just said, “I didn’t know all that much about immigration. It wasn’t that important to me.” From the very beginning, they seemed a bit misguided in terms of what their expectations for their job might look like, given how much this White House really cared about the issue.

    Family separations are proposed to her right after she’s confirmed, in December of 2017, and she says, “Absolutely not. John Kelly has said no to this. I’m not doing it. I oppose it. I don’t believe in it.” Over time, this alternative version of achieving the same end is proposed to her via prosecution, and conveyed to her in these terms that are quite bland. You know, “We’re going to pursue a prosecution initiative. There are people who have been committing misdemeanor crimes; we’ve been letting them go simply because they’re parents.” There was a lot of fearmongering around this idea that a lot of the parents might have been smugglers, that families may not have actually been related at all, that these children might all have been victims of trafficking. There’s no evidence to support that a significant number of those false families existed. She’s also told, “It’s been done before,” and that systems and processes exist to prevent chaos from ensuing. And so, based on that information, she ends up approving the policy.

    Another really important thing to know about her is she came into her role at a disadvantage because she was viewed as a moderate. She was one of a lot of people who were viewed very skeptically in the White House.

    Goldberg: Are these people who are trying to prove they’re tough so that Donald Trump likes them?

    Dickerson: Or keeps them in their job.I heard in my reporting that, in fact, “You’re not tough enough” is a quote that Trump repeated to Nielsen all the time. At one point an adviser suggested, “Maybe you should write a memoir and call it Tough Enough because he’s always telling you you’re not tough enough.” Nielsen was always trying to kind of meet these expectations and show that she wasn’t a closeted liberal. She eventually signs off on this policy that she intellectually, at least prior, seemed to totally oppose, but had convinced herself of a lot of illogical realities and decided, Okay, I agree to zero tolerance. She’s a really smart person, but she worked so hard to please her bosses.

    The other person you were asking about was Stephen Miller. What I understand from people close to him and familiar with his thinking is that he continues to believe that President Trump’s harshest immigration policies were Trump’s most popular and successful accomplishments. I think he still believes in separating families and doing anything to seal the border, stopping at nothing. He’s even made clear to close confidants that the groundwork has been laid so that a future Trump administration, or a future Republican administration that looks like Trump’s, can pursue these policies even more quickly and even more dramatically.

    He exerted pressure really kind of shamelessly. He would call not only Kirstjen Nielsen, who was Homeland Security secretary, but all of her advisers and even lower people in DHS: people who had no authority to sign off on anything. He was calling people incessantly to press for his policies, trying to get buy-in. I heard about something he would do on a conference call where he would introduce an idea and say, “Hey, I believe X, Y, and Z needs to happen. And this head of this division of DHS agrees with me.” Then that head of the division might say, “Oh, well, I have some questions about that. You know, I’m not exactly sure.” And Stephen would say, “Well, are you saying that this isn’t a priority?” And they would say, “Oh, no, I do agree with you that it’s a priority.” And Stephen would say, “Great; I have your support.” And then he would go into White House meetings and then repeat it and say that he had buy-in from DHS. He was bullying people into accidentally or tacitly or passively agreeing with his ideas. He was not embarrassed to keep people on the phone after midnight, ranting, not even letting the other person speak. It was a singular focus for him.

    Goldberg: John Kelly would give him the cold shoulder. But not everybody had John Kelly’s power, right?

    Dickerson: Exactly. And John Kelly is a career military official and general. He believed really strongly in the chain of command. He couldn’t believe that Miller would call people below Kelly and make demands and try to pressure Kelly into making decisions. And so Kelly would call the White House and actually try to get Miller in trouble. He’s one of the few people to do it. But other people much higher in the official chain of command, such as cabinet secretaries, really let themselves be bullied by Miller. When I would ask why, they basically just said Miller had this mystique. He was so close to the president and was protected because of this narrative that immigration is the reason why Donald Trump was elected president and was the key to him being able to hold on to power. Because of that, Miller was insulated from any kind of accountability, even as he defied the chain of command over and over again.

    Goldberg: Do you think that these same people, if they came back to government, would do it better? Do you think that they have learned lessons about how to try to pull this off in a more efficient, effective way that wouldn’t draw so much attention?

    Dickerson: I do think that a lot of them still believe in this idea, and they’ve taken lessons away from the experience in order to be able to “do it better.” They didn’t have a system for keeping track of parents and kids, so children were sent over to the Department of Health and Human Services, which houses any kid who’s in federal custody on their own. That agency doesn’t have computer systems that talk to DHS. Something like that could be updated. I do think that these officials would go into such a policy in the future a little bit more eyes open about what would actually happen once the separation occurs. But they still believe in this idea. And a lot of them, Tom Homan and many others, would sort of whisper out of the side of their mouth to me in interviews like, “Nobody really likes to say this, but it really worked. And zero tolerance was effective.” Again, the data that they’re citing is inaccurate. There isn’t evidence that family separations were effective. In fact, after zero tolerance ended was the year when a million people crossed the border under President Trump. It was a record-breaking year for border crossings.

    Goldberg: Are there any heroes in the story, from your perspective?

    Dickerson: There are a lot of people within the federal bureaucracy who tried to prevent family separations from taking place. Within the Health and Human Services agency, which cares for children, there was a man named Jonathan White who oversaw, at the beginning of the Trump administration, the program that houses kids in federal custody. He found out about family separation in an early and rare meeting where you actually had HHS invited to meet with the law-enforcement side. Normally those two agencies—which have to work together on immigration—really don’t play well together, because HHS is made up of a lot of people like White, who are social workers and have backgrounds in child welfare, and then are sitting in the room with cops. It’s a fraught relationship that is detrimental for all sides.

    White finds out in an early meeting about this proposal to separate families. And he starts writing up reports mentioning that the agency did not have enough space to house children who are separated, who tend to be younger than those who crossed the border on their own. They didn’t have the resources to deal with the emotional fallout that was easily anticipated by any expert familiar with child welfare and the state a child is going to be in when they’ve just been separated from their parent. He also pointed out that children who cross the border with their parents don’t necessarily have anywhere to go. A child who chooses to cross the border on their own is typically coming here because they have an aunt or a relative, somebody who can take them in in the United States. A child who comes to the United States with their parent is expecting to remain with their parent. Whether they get asylum status or are ultimately deported, the expectation is that they’re going to stay together. And so White started to point out, along with several of his colleagues, that not only did they believe this was a bad idea, the resources just didn’t exist.

    You have versions of that same fight, that same argument, being made within DHS, the DOJ, and the U.S. Marshal system. I found examples in all of these places of people within the federal bureaucracy who tried to raise concerns with the White House, with people in their agency leadership, about why this was such a bad idea. There are a lot of people who fought back, and ultimately they didn’t win the argument.

    Goldberg: What’s your assessment of the success of President Biden’s executive order setting up the task force for family reunification? How many children do we still think are out there floating in the bureaucratic abyss who haven’t been unified with their parents?

    Dickerson: Almost all of the children who were separated have been released from federal custody. If they haven’t been reunified with their parents, they’re in the care of a sponsor: an extended relative or a family friend who went through an application process and was approved to take that child in. That’s very different from reuniting them with the parent with whom they crossed the border, with whom they were living and planning to continue living more than four years ago. That number is between 700 and 1,000—those who have not been officially reunited with their parents, according to government records. Some of them may have, and are thought to have found, their parents on their own and just not reported it to the U.S. government, kind of understandably—not wanting to deal with the U.S. government anymore and fearing future consequences.

    The Biden administration had a really tall order in front of it when this task force to reunify separated families was established. So much time had passed, and record keeping was so poor that they had very little to work with. Thus far they’ve been able to track down more than 400 families that have been reunified, and there are several hundred more who are in the process of applying. What I hear from the ACLU and advocacy groups is that the Biden administration is working really hard and doing its best to reunify these families, and they’ve had a significant amount of success in the face of this challenge.

    But now they’re dealing with really complicated cases. I’ve heard about parents, for example, who were deported without their kids. That happened in over 1,000 cases. They’ve been back at home since then, and they’ve had to perhaps take custody of an extended relative’s child. I heard about one parent whose sister had been killed. And so the sister’s children were now being taken care of by the separated parent. So then the separated parent is applying to come back and rejoin their own child. And are those other children eligible to come to the United States? It’s not totally clear. I mean, this is what happens. It’s very messy logistically when you separate a family for four years and then try to bring them back together. And so the numbers are shrinking, but the challenge is kind of growing in terms of getting these final families reunified.

    Goldberg: Something that, in the colloquial sense, is completely unbelievable to me is that when family separation actually started, no one—for weeks—thought to even write down, keep a log, an Excel spreadsheet, of where the children were going, who their parents were. You could define that as negligence, but negligence bleeds over into immorality very quickly. That, to me, of all the incredible reporting that you did, struck me as almost too much. What for you is the aspect of this entire multiyear saga that you still can’t get your mind around? What’s the thing that still stays in your mind as, “I can’t believe that actually happened?”

    Dickerson: The one that I still can’t really believe is the number of people I interviewed who held very significant roles in DHS or in the White House overseeing this issue, to whom I had to explain basic tenets of the immigration-enforcement system. They would say to me, “We never expected to lose track of parents and children. Couldn’t have imagined things would go as poorly as they did.” That just doesn’t make any sense. You can call up any prosecutor in the country and ask them, “Hey, tomorrow I want to start prosecuting hundreds of parents at a time who are traveling with young children who are outside of their communities, with nobody nearby to take those children in. And by the way, they don’t speak the language that most government officials talking to them are going to be using. Is that going to work?” They would tell you it obviously won’t. I was shocked that, to this day, many people involved in this decision making still don’t understand how immigration enforcement works.
