    An off-duty pilot who was riding in the cockpit of an Alaska Airlines flight en route to San Francisco on Sunday is facing dozens of attempted murder charges after he tried to shut down the plane’s engines mid-flight, authorities say.

    The suspect, identified as Alaska Airlines pilot Joseph D. Emerson, 44, attempted to cut off fuel to the engines but the quick action of the aircraft’s captain and first officer kept the engines from failing completely, the airline said, adding Emerson was subdued by the flight crew.

    The flight was forced to divert to Portland, Oregon, where the suspect was taken into custody by the Port of Portland police, the port said in a statement.

    Emerson has been charged in Oregon with 83 felony counts of attempted murder, 83 counts of reckless endangerment and one count of endangering an aircraft, booking records show.

    Authorities do not believe the incident was an act of terrorism or ideologically motivated violence, a law enforcement source familiar with the investigation told CNN’s Josh Campbell. The source noted the suspect may face additional federal charges.

    Here’s what we know.

    After taking off from Everett, Washington, on Sunday, Alaska Airlines Flight 2059 – operated by regional carrier Horizon Air – reported a “security threat related to an off-duty Alaskan Airlines pilot, identified as Captain Joseph Emerson, who was traveling in the flight deck jump seat,” the airline said in a statement.

    Pilots will sometimes ride in a cockpit “jump seat” when traveling in their official capacity or commuting between airports.

    While in the cockpit, Emerson had tried to shut down both of the Embraer 175’s engines by pulling its fire extinguisher handles, the airline said.

    “The fire suppression system consists of a T-handle for each engine; when pulled, a valve in the wing closes to shut off fuel to the engine,” Alaska Airlines said in a statement to CNN. “After they are pulled, some residual fuel remains in the line.”

    The airline said the quick reaction of the crew to reset both handles helped restore the flow of fuel and prevent the engines from cutting out.

    “Our crew responded without hesitation to a difficult and highly unusual situation, and we are incredibly proud and grateful for their skillful actions,” the airline said in a statement.

    The plane was at cruise altitude when the incident occurred, Capt. Mike Karn, senior manager of flight security for American Airlines, said in a memo circulated at his airline.

    The flight crew detained the suspect and the plane was diverted to Portland International Airport, the Port of Portland said in a statement.

    “I think he’s subdued,” one of the plane’s pilots can be heard saying in air traffic control audio recorded by LiveATC.net. “Other than that, we want law enforcement as soon as we get on the ground and are parked.”

    Once the flight landed in Portland around 6:30 p.m., the suspect was taken into custody by Port of Portland police officers, the port said.

    No injuries were reported on the flight, the FBI said.

    All passengers were later able to fly to San Francisco with a new crew and aircraft, the airline said, noting it is “reaching out to each of them individually to discuss their experience and check-in on their well-being.”

    Emerson has been detained at the Multnomah County Detention Center as both the FBI and the Port of Portland police investigate the incident, authorities said.

    The FBI’s Portland field office confirmed its investigation in a statement Monday and assured travelers there is “no continuing threat related to this incident.”

    The Federal Aviation Administration also said it is supporting local law enforcement in the investigation.

    The FAA said it has briefed other airlines on preliminary details of the incident and informed carriers the incident is not related to “current world events” – apparently referring to the war in the Middle East between Israel and Hamas.

    Passengers describe their emergency landing

    Two passengers on the flight told CNN that the airline crew maintained a calm environment on the plane as the incident played out.

    Aubrey Gavello, one of the passengers, said she didn’t realize something was wrong until a flight attendant announced over the loudspeaker that the plane needed to land immediately.

    “We didn’t know where we were landing and we didn’t know what was wrong. But (the flight attendant) assured us we were safe,” Gavello said on “Laura Coates Live” Monday night.

    Later, the pilot informed passengers through the loudspeaker that there had been a “disturbance in the cockpit,” said Alex Wood, who was seated at the front of the plane. Wood said he was wearing headphones and slept through the incident.

    “I was right by the cockpit, but nothing woke me up. Nothing was loud enough, nothing was rambunctious enough to wake me up,” Wood said.

    After the plane landed, about five police officers boarded the plane and escorted the suspect off the aircraft, Gavello recalled. She noted the suspect was calm and cooperative and had his hands secured by zip ties.

    “Props to the Alaska crew for keeping everyone calm,” Gavello said.

    “It was all handled super well,” said Wood.

    The pair said they didn’t realize the gravity of the situation Monday, when they woke to news headlines about the suspect trying to shut down the plane engines.

    “I’m honestly grateful that we didn’t know anything when they rebooked us and got us on a second plane,” Gavello said. “I don’t know if I would have felt comfortable doing that if we had all the information.”

    Emerson’s neighbor, Ed Yee, told CNN it was “very shocking” to hear of the suspect’s alleged actions.

    “He seems like a really nice guy. Nothing abnormal about him,” Yee said.

    Emerson has worked in aviation for at least two decades, according to information shared by Alaskan Airlines.

    He first joined the Alaska Air Group in 2001 as a first officer with Horizon. In 2012, Emerson left Horizon and joined Virgin America as a pilot.

    After Alaska Airlines acquired Virgin America in 2016, Emerson became a first officer with Alaska and worked about three more years to become a pilot for the airline, according to the airline statement.

    “Throughout his career, Emerson completed his mandated FAA medical certifications in accordance with regulatory requirements, and at no point were his certifications denied, suspended or revoked,” Alaska Airlines said in a statement.

    FAA records show Emerson held an Airline Transport Pilot certification with ratings to fly the Airbus A320, Boeing 737, Canadair Regional Jet, and De Havilland Dash 8. He did not hold a certification to fly the ERJ 175, those records indicate, the type of airplane in use during Sunday’s incident.

    Shares of United Airlines tumbled 9.7% on Wednesday after the carrier gave a gloomy outlook for its fourth-quarter profit, which will be reduced by rising jet fuel prices.

    In addition, United’s revenue could be under pressure the longer that flights to Israel are suspended for the Israel-Hamas war.

    United’s stock suffered its biggest one-day percentage decline since July 2022. Other U.S. airline stocks also fell.

    United reported after the market closed Tuesday that it earned $1.14 billion in the third quarter, beating Wall Street expectations for profit and revenue.

    Investors, however, focused immediately on the airline’s prediction that fourth-quarter earnings would be between $1.50 and $1.80 per share, well below analysts’ forecast of $2.09 per share.

    United said whether profit is at the high or low end of that range will depend on whether flights to Tel Aviv resume next month or remain shuttered through year end.

    “Given the projections that this will be a long war, we are looking at the lower end of the forecast range and assuming no service until at least year-end,” Cowen analyst Helane Becker wrote in a note to clients.

    Becker called United’s fourth-quarter outlook “bleak and worse than our estimates.”

    United was flying to Tel Aviv from San Francisco, Washington, and Newark, New Jersey — more service to Israel than offered by Delta Air Lines or American Airlines. All three suspended their service shortly after Hamas militants attacked Israel on Oct. 7.

    Other airline stocks also fell Wednesday. Delta Air Lines ended down 4.4%, American lost almost 5% and Southwest finished 4.2% lower.

    Planes packed with summer travelers boosted Delta Air Lines to a $1.11 billion profit in the third quarter, and the carrier said Thursday that it expects revenue to keep rising into the holiday season.

    Profit was up 59% from a year earlier, as strong ticket sales — especially for premium seats and international flights — helped Delta shrug off higher labor costs.

    The Atlanta-based airline predicted ranges for fourth-quarter and full-year profit that mostly exceed Wall Street expectations.

    “I think we’re closing the year strong, and the holiday bookings that we see right now are pretty good,” CEO Ed Bastian said in an interview. “Domestic (travel) is solid, and international is really strong.”

    U.S. airlines are flying high as the travel recovery that began last year shows few signs of slowing down.

    Delta increased its passenger-carrying capacity an aggressive 16% and was able to fill all those extra seats. Travelers flew 64 billion miles on the airline in the quarter, a 17% increase, and they filled 88% of the seats on the average flight, a point higher than last summer.

    Revenue from ticket sales in the main cabin grew 12% — and 17% for premium seating. Money from Delta’s loyalty program soared 21%.

    The program, called SkyMiles, has become so popular that there are far more passengers hoping for upgrades to better seats than available seats. Lines can grow long at Delta lounges at busy airports like Atlanta and New York’s JFK.

    But when Delta announced changes to deal with the overcrowding last month — including basing elite frequent-flyer status purely on spending, and limiting lounge access for holders of Delta credit cards — the reaction from longtime customers was quick and brutal. Some vowed to switch airlines. Alaska Airlines and JetBlue fished for disgruntled Delta members by promising elite status in their programs. Even Bastian admitted the airline “ probably went too far.”

    Bastian has promised to modify the unpopular changes, but he hasn’t given any details yet.

    “We are working on that. We’ll be announcing something in the coming days,” Bastian said in the interview. He said he has received “a lot of feedback – everyone had their own ideas as to how we might restructure the program. Almost universally, people acknowledged that we needed to do something.”

    Delta’s third-quarter profit, adjusted to exclude one-time items, was $2.03 per share, 8 cents better than forecast by analysts in a FactSet survey. Revenue rose 11% to $15.49 billion, also beating expectations.

    For the fourth quarter, Delta said revenue will rise as much as 11% from a year ago and it will earn between $1.05 to $1.30 per share. Analysts expected $1.09.

    The airline predicted that full-year profit will land between $6 and $6.25 per share after saying in June it would be at the top end of a $5-to-$6 range.

    The short-term outlook would be rosier if not for a recent pickup in jet fuel prices — although fuel is still much cheaper than it was a year ago. Bastian expressed confidence that Delta and other carriers can raise prices enough to cover any increase in fuel expense.

    Shares of Delta rose about 2% in premarket trading.

    HONOLULU — The area around the Maui town largely destroyed by wildfire two months ago began welcoming back travelers on Sunday after the mayor and Hawaii’s governor pushed ahead to restart tourism to boost the economy despite opposition from some Lahaina residents.

    Five hotels in West Maui were accepting reservations again, according to their websites and the Maui Hotel and Lodging Association. In addition, eight timeshare properties — in which visitors have an ownership stake in their room — were opening across the region early this month, including some a few miles from the devastation.

    The reopening fell on the two-month anniversary of the wildfire that killed at least 98 people and destroyed more than 2,000 structures, many of them homes and apartments.

    Many local residents have objected to resuming tourism in West Maui, which includes Lahaina town and a stretch of coastline to the north. Opponents said they don’t want travelers asking them about their traumatic experiences while they are grieving the loss of their loved ones and processing the destruction of their homes.

    More than 3,500 Lahaina-area residents signed a petition asking Hawaii Gov. Josh Green to delay the restart. Green said restarting would help Maui’s tourism-driven economy get on a path to recovery.

    It’s not clear how many travelers were staying at hotels and timeshares. Lisa Paulson, executive director of the Maui Hotel and Lodging Association, said her organization’s surveys indicated the number will be “low.” She predicted “a very slow ramp up to visitors coming back.”

    Maui County on Saturday released a video message from Mayor Richard Bissen acknowledging the difficulties of the situation.

    “I know we are still grieving, and it feels too soon. But the reality is there are those in our community who are ready to get back to work. Bills need to be paid, keiki have needs and our kupuna face continued medical care,” Bissen said, using the Hawaiian words for children and elders, respectively.

    Thousands of tourists staying in beachfront hotels north of the burn zone left Maui in the days after the fire. Some 11,000 hotel rooms in West Maui have since either sat empty or housed displaced Lahaina residents under a program administered by the Federal Emergency Management Agency and the Red Cross.

    Bissen said he was working hard to make sure no one affected by the fire has to leave their temporary housing to make room for visitors.

    The county prepared another video highlighting places visitors could go outside West Maui, including the town of Paia on Maui’s north shore and the scenic road to Hana on the island’s east side.

    The video message urged visitors to show respect by staying away from the burn zone, not taking and posting “inappropriate images” on social media, and following signs and instructions.

    Separately, the governor’s Office of Wellness and Resilience prepared a flyer with tips on how visitors can be respectful, which it planned to distribute at hotels, rental car desks and other places visitors frequent.

    Four of the five reopening hotels were in the northernmost section of West Maui, including the Ritz-Carlton at Kapalua. This area is 7 to 10 miles (11 to 16 kilometers) and a 15- to 20-minute drive north of the part of Lahaina that burned.

    Green had indicated fewer hotels would open. He told the Hawaii News Now interview program “Spotlight Now” last week that “I believe only one or maybe two hotels will be fully opened on that date, on the 8th.” Green’s office said the numbers have fluctuated over time.

    “However, we humbly ask that if you visit West Maui in coming months, please do so with sensitivity and respect for those who have suffered great losses,” the note said. “Your kindness, understanding and aloha will be appreciated during this time.”

    Paulson, from the lodging association, said timeshares sometimes rent to non-owner travelers but were not doing so now in West Maui to be respectful, she said.

    All they need is a smartphone.

    Visitors can now pinch and zoom their way around the ancient Greek site, with a digital overlay showing how it once looked. That includes a collection of marble sculptures removed from the Parthenon more than 200 years ago that are now on display at the British Museum in London. Greece has demanded they be returned.

    For now, an app supported by Greece’s Culture Ministry allows visitors to point their phones at the Parthenon temple, and the sculptures housed in London appear back on the monument as archaeologists believe they looked 2,500 years ago.

    Other, less widely known features also appear: Many of the sculptures on the Acropolis were painted in striking colors. A statue of goddess Athena in the main chamber of the Parthenon also stood over a shallow pool of water.

    “That’s really impressive … the only time I’ve seen that kind of technology before is at the dentist,” Shriya Parsotam Chitnavis, a tourist from London, said after checking out the app on a hot afternoon at the hilltop Acropolis, Greece’s most popular archaeological site.

    “I didn’t know much about the (Acropolis), and I had to be convinced to come up here. Seeing this has made it more interesting — seeing it in color,” she said. “I’m more of a visual person, so this being interactive really helped me appreciate it.”

    The virtual restoration works anywhere and could spare some visitors the crowded uphill walk and long wait to see the iconic monuments up close. It might also help the country’s campaign to make Greek cities year-round destinations.

    Tourism, vital for the Greek economy, has roared back since the COVID-19 pandemic, even as wildfires chased visitors from the island of Rhodes and affected other areas this summer. The number of inbound visitors from January through July was up 21.9% to 16.2 million compared with a year ago, according to the Bank of Greece. Revenue was up just over 20%, to 10.3 billion euros ($10.8 billion).

    The app, called “Chronos” after the mythological king of the Titans and Greek word for “time,” uses augmented reality to place the ancient impression of the site onto the screen, matching the real-world view as you walk around.

    AR is reaching consumers after a long wait and is set to affect a huge range of professional and leisure activities.

    Medical surgery, military training and specialized machine repair as well as retail and live event experiences are all in the sights of big tech companies betting on a lucrative future in immersive services. Tech giant like Meta and Apple are pushing into VR headsets that can cost thousands of dollars.

    The high price tag will keep the cellphone as the main AR delivery platform to consumers for some time, said Maria Engberg, co-author of the book “Reality Media” on augmented and virtual reality.

    She says services for travelers will soon offer a better integrated experience, allowing for more sharing options on tours and overlaying archive photos and videos.

    “AR and VR have been lagging behind other kinds of things like games and movies that we’re consuming digitally,” said Engberg, an associate professor of computer science and media technology at Malmo University in Sweden.

    “I think we will see really interesting customer experiences in the next few years as more content from museums and archives becomes digitized,” she said.

    Greece’s Culture Ministry and national tourism authority are late but enthusiastic converts to technology. The popular video game Assassin’s Creed Odyssey, which allows players to roam ancient Athens, was used to attract young travelers from China to Greece with a state-organized photo contest.

    Microsoft partnered with the Culture Ministry two years ago to launch an immersive digital tour at ancient Olympia, birthplace of the Olympic Games in southern Greece.

    Culture Minister Lina Mendoni said the innovations would boost accessibility to Greece’s ancient monuments, supplementing the recent installation of ramps and anti-slip pathways.

    “Accessibility is extending to the digital space,” Mendoni said at a preview launch event for the Chronos app in May. “Real visitors and virtual visitors anywhere around the world can share historical knowledge.”

    Developed by Greek telecoms provider Cosmote, the free app’s designers say they hope to build on existing features that include an artificial intelligence-powered virtual guide, Clio.

    “As technologies and networks advance, with better bandwidth and lower latencies, mobile devices will be able to download even higher-quality content,” said Panayiotis Gabrielides, a senior official at the telecom company involved in the project.

    Virtual reconstructions using Chronos also cover three other monuments at the Acropolis, an adjacent Roman theater and parts of the Acropolis Museum built at the foot of the rock.

    HONOLULU — The area around the Maui town largely destroyed by wildfire two months ago began welcoming back travelers on Sunday after the mayor and Hawaii’s governor pushed ahead to restart tourism to boost the economy despite opposition from some Lahaina residents.

    Five hotels in West Maui were accepting reservations again, according to their websites and the Maui Hotel and Lodging Association. In addition, eight timeshare properties — in which visitors have an ownership stake in their room — were opening across the region early this month, including some a few miles from the devastation.

    The reopening fell on the two-month anniversary of the wildfire that killed at least 98 people and destroyed more than 2,000 structures, many of them homes and apartments.

    Many local residents have objected to resuming tourism in West Maui, which includes Lahaina town and a stretch of coastline to the north. Opponents said they don’t want travelers asking them about their traumatic experiences while they are grieving the loss of their loved ones and processing the destruction of their homes.

    More than 3,500 Lahaina-area residents signed a petition asking Hawaii Gov. Josh Green to delay the restart. Green said restarting would help Maui’s tourism-driven economy get on a path to recovery.

    It’s not clear how many travelers were staying at hotels and timeshares. Lisa Paulson, executive director of the Maui Hotel and Lodging Association, said her organization’s surveys indicated the number will be “low.” She predicted “a very slow ramp up to visitors coming back.”

    Maui County on Saturday released a video message from Mayor Richard Bissen acknowledging the difficulties of the situation.

    “I know we are still grieving, and it feels too soon. But the reality is there are those in our community who are ready to get back to work. Bills need to be paid, keiki have needs and our kupuna face continued medical care,” Bissen said, using the Hawaiian words for children and elders, respectively.

    Thousands of tourists staying in beachfront hotels north of the burn zone left Maui in the days after the fire. Some 11,000 hotel rooms in West Maui have since either sat empty or housed displaced Lahaina residents under a program administered by the Federal Emergency Management Agency and the Red Cross.

    Bissen said he was working hard to make sure no one affected by the fire has to leave their temporary housing to make room for visitors.

    The county prepared another video highlighting places visitors could go outside West Maui, including the town of Paia on Maui’s north shore and the scenic road to Hana on the island’s east side.

    The video message urged visitors to show respect by staying away from the burn zone, not taking and posting “inappropriate images” on social media, and following signs and instructions.

    Separately, the governor’s Office of Wellness and Resilience prepared a flyer with tips on how visitors can be respectful, which it planned to distribute at hotels, rental car desks and other places visitors frequent.

    Four of the five reopening hotels were in the northernmost section of West Maui, including the Ritz-Carlton at Kapalua. This area is 7 to 10 miles (11 to 16 kilometers) and a 15- to 20-minute drive north of the part of Lahaina that burned.

    Green had indicated fewer hotels would open. He told the Hawaii News Now interview program “Spotlight Now” last week that “I believe only one or maybe two hotels will be fully opened on that date, on the 8th.” Green’s office said the numbers have fluctuated over time.

    Residents in Lahaina are petitioning Hawaii Gov. Josh Green to delay reopening West Maui to tourists this weekend, saying the community is still grieving and needs more time to heal after the devastating wildfires that left 97 dead.

    The fires on West Maui nearly leveled the historic town of Lahaina in early August, obliterating homes and displacing hundreds of residents – many of whom had to make harrowing escapes to survive. Crews spent days digging through the ashes of what used to be homes, businesses and historic landmarks in search of remains.

    “The weight of recent events still burden on our shoulders and our souls ache with grief,” Lahaina native Paele Kiakona said at a news conference Tuesday. “Yet, amidst this profound pain, we are being urged to march forward even as our wounds remain open and vulnerable. We urgently ask for understanding and patience to allow survivors more time to grieve.”

    “Not yet,” he said. “Our grief is still too fresh and our loss is too profound.”

    Residents in protective gear have been allowed to return to survey what’s left of their homes for the first time in phases over the past two weeks, and the state plans to reopen West Maui to visitors on October 8.

    The petition by local organization Lahaina Strong, which has over 15,000 signatures, says Lahaina’s working families are still struggling to find shelter, to provide for their children’s education and to cope with the trauma.

    “Delaying the reopening will allow for a more comprehensive and inclusive approach that takes into account the welfare and well-being of all West Maui residents and visitors alike,” the petition says.

    Green told CNN in a statement that reopening is necessary to help the over 8,700 people on Maui who are unemployed, saying reopening “will heal faster and continue to be able to afford to live on the island they love and call home.”

    “Some people aren’t ready, and we’re going to let people find their own time and way, with our administration providing the services they need to help them get there,” he said. “We will gently reopen in partnership with Mayor Bissen and the County of Maui and will utilize a phased approach throughout the month of October.”

    Kiakona said he’s an employee on the island himself, and understands that the business will benefit from reopening, but he’s not ready to face questions about what he’s gone through.

    “I’m not ready to go back. I don’t want the conversation to always be, ‘Oh, did you lose your home?’” Kiakona said.

    “We understand the economic implications – the world’s eagerness to experience the magic of Lahaina once more. But we implore you, let Lahaina heal. Let our spirits find peace. Let’s move forward, but only when we’re truly ready,” Kiakona said.

    Kiakona said many of the town’s residents are faced with the difficult task of trying to balance personal healing with the urgency to provide for their families.

    “While the ashes may have settled, our hearts still ache trying to find solace and make sense of this devastation,” Kiakona said.

    The group on Tuesday urged the state to allocate more funds towards direct unemployment benefits for workers and grants for small businesses.

    The state currently has disaster unemployment benefits available through February 2024 for Maui workers and business owners who lost their jobs or had reduced work hours due to the wildfires, according to Maui officials.

    Maui Councilmember Tamara Paltin, who joined the petitioners Tuesday, said that while two months might seem like a long time, survivors have spent them trying to get housing and many children aren’t back in school yet.

    There were over 7,700 people still staying at 40 Red Cross temporary housing locations around Maui as of last week, according to the county.

    Paltin reminded tourists that other parts of the island are open, including beach communities in south Maui.

    “Maui isn’t closed, West Maui is closed,” Paltin said. “Feel free to visit Wailea-Makena, stay there and enjoy your vacation and support our economy from South Maui.”

    BANGKOK — Top Thai officials welcomed hundreds of Chinese tourists at Bangkok’s international airport on Monday, the first day of a new visa-free entry program that officials say will boost the country’s tourism industry that was badly damaged by the coronavirus pandemic.

    Prime Minister Srettha Thavisin handed out gifts and posed for pictures as his tourism minister and other VIPs greeted about 300 travelers from Shanghai. The surprised tourists were entertained by Thai traditional dancers and drummers inside the arrivals area at Suvarnabhumi Airport.

    “We are confident that this policy will greatly boost the economy,” Srettha told reporters. He said that the government plans to promote Thailand’s smaller cities as destinations for Chinese tourists to encourage them to stay longer and spend more.

    Addressing safety concerns among tourists, Srettha said it was the top priority of the authorities. There have been reports and rumors widely circulating on Chinese social media about fraud and kidnapping in Thailand.

    A tourist from Shanghai, who identified himself only as Dai, said he was impressed with the “very lively” welcome ceremony at the airport, though he noted that the immigration officer who checked his passport did not immediately know about the temporary visa exemption policy. He said he plans to stay for two weeks and visit other cities besides Bangkok, including Chiang Mai and Phuket.

    Peng Chunyu and Wan Yi, who arrived on the same flight, said it was a great policy for Thailand to allow visa-free entry for Chinese. The process was “very smooth,” said Peng. The two will stay for nine days and said they look forward to seeing Bangkok’s Grand Palace, Wat Arun temple and Chinatown.

    The visa exemption, which also applies to visitors from the Central Asian nation of Kazakhstan, will be effective until Feb. 29. Tourism Minister Sudawan Wangsuphakijkosol said there has been about a 30% surge in accommodation and flight bookings since the policy was announced.

    China more than a decade ago became a major source of tourists to Thailand, with almost 11 million visitors in 2019, accounting for 27.6% of all arrivals that year before the pandemic devastated the tourist market.

    The government proposed the visa exemption measure due to concern that the number of Chinese tourists might be lower than expected this year because of strict visa requirements. The target number of arrivals from China had been revised from 5 million to 3 million after a report from the state Tourism Authority of Thailand that around 1.4 million Chinese tourists came in the first six months.

    Tourism Authority Director Thapanee Kiatphaibool said Monday that the authorities were confident the number of Chinese arrivals could hit 4 million-to-5 million after the visa-free program was introduced.

    Thailand’s economy slumped during the pandemic as its huge tourism industry virtually collapsed. The country received about 40 million visitors in 2019, and the government estimated they spent 1.9 trillion baht ($53.2 billion) — an amount that plummeted by more than 99% by 2021, according to data from the Ministry of Tourism and Sports.

    Chai Wacharonke, a spokesperson for the prime minister, earlier said that Thailand received 15 million international visitors in the first seven months. He said the government aims to draw 28 million tourists and generate 1.4 trillion baht ($39.2 billion) in revenue in 2023.

He has met with Vietnamese General Secretary Nguyen Phu Trong and other leaders to “promote the growth of a technology-focused” Vietnamese economy, as well as discuss ways to improve stability in the region, according to the White House.

    In recent years, their trade has already soared under an existing partnership agreed in 2013, so the elevation in relations is “just catching up with the reality that already exists,” Ted Osius, president of the US-ASEAN Business Council and a former US ambassador to Vietnam, told CNN.

    The United States imported nearly $127.5 billion in goods from Vietnam in 2022, compared with $101.9 billion in 2021 and $79.6 billion in 2020, according to US government data.

    Last year, Vietnam became America’s eighth largest trading partner, rising from 10th place two years earlier.

    The two sides have been moving closer as US officials, particularly Treasury Secretary Janet Yellen, have repeatedly pointed to the importance of “friend-shoring.”

    The practice refers to the movement of supply chains toward allies in part to shield businesses from political friction.

    “Rather than being highly reliant on countries where we have geopolitical tensions and can’t count on ongoing, reliable supplies, we need to really diversify our group of suppliers,” she said in a speech last year at the Atlantic Council think tank.

    Those tensions add to a litany of pressures, including rising labor costs and an uncertain operating environment that have already made corporations think twice about how much business they do in China, which is still considered the factory of the world.

    But increasingly, it has competition. During the US-China trade war, which started in 2018, businesses of all sizes began moving manufacturing to emerging markets such as Vietnam and India over tariffs.

    After the pandemic broke out, corporations were increasingly forced to consider strategies known as “China plus one,” which meant spreading out production hubs as a way to reduce reliance on a sole manufacturing base.

    The latest exodus could cost China dearly: In a 2022 report, Rabobank estimated that as many as 28 million Chinese jobs directly relied on exports to the West and could leave the country as a result of “friend-shoring.”

    Some 300,000 of those jobs, focused on low-tech manufacturing, are expected to move to Vietnam from China, analysts wrote.

    From an industrial perspective, the country has been booming for years, said Michael Every, a Rabobank global strategist who authored the report. Relatively lower wages and a youthful population have provided Vietnam with a solid workforce and consumer base, bolstering the case to invest in the nation of 97 million people.

    But companies hoping to make the switch may already be too late, as some factories are so stretched, customers must wait, he said.

    Alicia García-Herrero, chief economist at Natixis, pointed to what she called “overheating,” saying demand for manufacturing in Vietnam has outstripped supply in some cases.

    “Too many companies [are] going to Vietnam,” she told CNN.

    Vietnam enjoyed an advantage, as it was first in the region to build up supply chain capabilities “for many, many sectors” years ago, she explained.

    Shortly after Biden landed in Vietnam on Sunday, the White House announced a new semiconductor partnership.

    “The United States recognizes Vietnam’s potential to play a critical role in building resilient semiconductor supply chains, particularly to expand capacity in reliable partners where it cannot be re-shored to the United State,” it said in a statement.

    The semiconductor industry has emerged as a key source of tension in US-China relations. Beijing and Washington are both racing to boost their prowess in the sector, and each side has recently enacted export controls aimed at limiting the other’s capacity.

    The United States needs a trusted partner for its supply of chips, and Vietnam can do just that, Osius said.

    Intel sees it that way. The California-based chipmaker has committed $1.5 billion to a sprawling campus located just outside Ho Chi Minh City, which it says will be its largest single assembly and test facility in the world.

    Osius expects more investments in the field to follow as Washington shores up ties with Hanoi.

    “The significance of Vietnam in that supply chain will increase,” he predicted. “We’re going to see an acceleration when it comes to collaboration in tech.”

    The International Monetary Fund projects Vietnam’s growth will slow to 5.8% from 8% last year as it copes with less overseas demand for its exports.

    But that compares favorably with a global growth forecast of 3%, and is noticeably faster many of the world’s major economies, such as the United States, China and the eurozone.

    “As the rest of Asia underwhelms, Vietnam will still be one of the fastest growing economies,” Natixis said in a recent research note.

    That’s compelling for corporations looking for bright spots in an otherwise gloomy environment.

    Such interest was noted in March, when the US-ASEAN Business Council led its biggest-ever business mission to Vietnam. The delegation consisted of 52 American firms, including corporate heavyweights such as Netflix (NFLX) and Boeing (BA).

    Of course, companies still have reservations over factors such as Vietnamese tech regulations, which they fear could include limits on the “transfer of data across borders, or too many rules requiring data localization,” according to Osius.

    In some cases, businesses are also concerned by how the country’s infrastructure still pales in comparison to a longtime trade powerhouse like China’s.

    For example, “there isn’t a sufficient port capacity for some of the goods to be exported as quickly as companies want them to be moved,” Osius said.

    Politically, Vietnam shares many similarities to China in that it is an authoritarian one-party state that tolerates little dissent.

    But overall, businesses simply want an easy way to hedge their bets.

    Vietnam is an obvious choice, because it’s a cheap alternative to manufacturing in China, said García-Herrero.

    For various sectors, transitioning isn’t difficult, because many Chinese suppliers also moved there because of US tariffs, she explained. “It’s the most similar because you have the same providers as in China.”

    The Biden administration, too, will likely be keen to secure that alternative.

    “It’s quite clear that they’re trying to set up a series of foreign policy victories ahead of 2024 [by] signing a strategic comprehensive partnership with Vietnam,” said Every, the Rabobank analyst.

    If the idea of spending three years on a cruise ship made you claustrophobic, it’s time to look away now.

    Life at Sea Cruises – which is due to depart in November for a three-year round-the-world cruise – reckons that people are so enthused by the idea of sailing around the world nonstop, that they’re going to continue the journey indefinitely, making it “the cruise that never ends.”

    The idea came about after the firm fielded inquiries from potential customers who were thrilled by the idea of the cruise, but couldn’t make the start date, Kendra Holmes, CEO of Miray Cruises – which owns and operates Life at Sea – told CNN.

    Individuals will still have to sign up for three years – but now they can start at any point in the itinerary, making it a rolling three-year cruise, rather than a set one.

    Not that latecomers will get a rehash of what they missed. To appeal to customers who want to stay on, the itinerary will continue to new destinations, rather than returning to previous ones. The cruise will then continue indefinitely says Holmes, who adds, “It’s become the cruise that never ends.”

    Holmes says that major destinations such as Easter Island, Dubai and all of India are not on the first itinerary for logistical reasons, and are expected to appear in year four.

    There will now be seven potential start locations in the first year of the cruise, which departs Istanbul on November 1.

    Holmes told CNN that the team at Miray Cruises – which owns Life at Sea – had been “brainstorming” since talking to prospective clients who couldn’t make the start date.

    “Once the ship was announced in May there were a lot of people who wanted to come, but November was too soon to sell their homes, make plans and pack up their lives,” she said.

    “We made a list, started brainstorming and said, ‘We were going to restart it – why don’t we just extend it?’”

    Some fully signed-up clients had also been hit with health issues.

    “We’d said from the beginning we’d refund in full for anyone with medical problems, but we had people saying, ‘I don’t want a refund, I just want to get this treated and come on board,’ so we thought we’d give them an opportunity too.

    “We also had residents asking what would happen if they wanted to keep going [at the end of three years] so we started looking at itinerary options, seeing what places we could add.”

    Those who can’t make the Istanbul departure have a chance to join at Barcelona on November 6, the Bahamas a week later, or Rio de Janeiro on December 20, just in time for Christmas on board.

    There will be three more stops in central and north America in the first half of 2024 as well.

    The ship has been chosen for its plentiful outdoor space.

    Holmes says the new system shouldn’t affect the company’s policy to sell only 85% capacity.

    The ship – the MV Lara – can carry 1,400 passengers, but Holmes promises “we won’t ever sell full capacity – we don’t want residents to have that experience. We’re trying to keep it at 85%.” Occupancy is currently at over 50% for November boardings.

    The cruise is also launching a “Dive Around the World” program after Holmes – a scuba instructor herself – noticed that many of the guests were keen divers.

    There’ll now be an on-board dive shop, run in tandem with Scuba Diving International (SDI), with a full-time instructor joining the ship’s crew. Passengers will be able to get scuba certification as they travel, and there’ll be opportunities to dive around the world, linking up with SDI-vetted diving schools.

    Guests will also be able to take part in ocean clean-ups and coral propagation efforts as they travel.

    The new policy is the latest change in what has been a baptism of fire for Life at Sea.

    Miray parted ways with some of the project’s founding team in May – a schism that is now at the heart of a legal dispute brought by Miray.

    Many would-be cruisers canceled their reservations because of the confusion, although new bookings have now overtaken the original numbers.

    While they aren’t the first to offer permanent (or semi-permanent) cruises, Life at Sea remains the only (relatively) affordable option for long-term cruising, says Holmes.

    “It’s $3,500-$4,000 per month, and you can go see the world. We can offer this to the average earner, or a person who just retired from the average job.”

    Current pricing starts at $38,513 per year per cabin for two people. Everything is included – right down to the on-board healthcare. Solo travelers pay an additional 85% for single occupancy.

    ATLANTA — Delta Air Lines said Thursday that it has completed upgrading its fleet to protect key equipment against interference from 5G wireless signals, plugging a hole that could have disrupted flights during low visibility.

    The airline said all its planes in active use now have radio altimeters that are protected against interference.

    “This means no Delta aircraft will be subject to additional weather-driven constraints,” a Delta spokesman said.

    In late June, 190 of Delta’s roughly 900 planes lacked the upgraded altimeters. Those devices use radio signals to precisely measure the height of a plane above the ground.

    The issue forced Delta to consider rerouting those planes to avoid low-visibility situations while it waited for new parts from a supplier, although the airline said Thursday that it got through summer without notable problems with altimeters.

    Transportation Secretary Pete Buttigieg pushed airlines to retrofit planes before the summer travel season, and most did. Among the largest U.S. carriers, only Atlanta-based Delta missed a July 1 deadline to upgrade all altimeters before AT&T, Verizon and other wireless carriers boosted the power of their C-Band, 5G signals. Flight disruptions, which some had expressed concern about, didn’t materialize, however.

    Some aviation experts and the Federal Aviation Administration believe that C-Band signals are too close to frequencies used by radio altimeters. The Federal Communications Commission, which granted 5G licenses to the wireless companies, has said there is no risk of interference.

    A Broward County, Florida, sheriff’s fire rescue helicopter crashed into an apartment complex Monday morning, leaving two people dead and two others injured.

    Authorities identified the dead as Broward Sheriff Fire Rescue Captain Terryson Jackson, who was in the helicopter, and an unnamed adult woman who lived in the apartment complex.

    The crash occurred near an airfield just north of Fort Lauderdale as the helicopter was on its way to an emergency call, authorities said.

    “At approximately 8:46 a.m., emergency personnel responded to a call of an aircraft alert located southwest of the Pompano Beach Airpark. The helicopter involved in the crash is a BSO Fire Rescue helicopter. Pompano Beach Fire Rescue transported two people to an area hospital,” the Broward County Sheriff’s department said in a news release.

    A total of three Broward Sheriff Fire Rescue personnel were on board the helicopter “that crashed into a structure following an in-flight fire one-half mile from Pompano Beach Airpark,” according to the National Transportation Safety Board.

    Just before it crashed, the aircraft was smoking and on fire near the rear, video posted to CNN affiliate WPLG appeared to show.

    The two injured victims are being treated at the hospital and “do not have life-threatening injuries and are listed in fair condition,” officials said.

    Terryson Jackson, 50, had worked in fire rescue in Broward County for 19 years, according to a Facebook post from the sheriff’s office.

    “As a flight paramedic, he impacted the community daily, providing critical patients with the highest pre-hospital care,” reads the post. “He consistently showed an unmatched passion for the job. He always provided expert care, compassion and reassurance to those during their most significant time of need.”

    For more than nine years, Russian tourists vacationing in Crimea didn’t need to give much thought to the fact that their country was waging war on Ukraine – or that their sun lounger was parked on occupied territory.

    But with Kyiv’s counteroffensive underway, the southern Ukrainian peninsula is no longer the safe haven such holidaymakers had become accustomed to since Moscow annexed it in 2014.

    Crimea has experienced a spate of attacks in recent weeks, including a seaborne raid by Ukrainian special forces on Thursday and a series of drone attacks on Friday. The bridges that connect Crimea to Russia and to southern Ukrainian areas under Russian control have been struck repeatedly in recent months.

    Ukraine has claimed responsibility for some of these strikes and Defense Minister Oleksii Reznikov has warned its assaults will continue.

    The attacks are forcing Russian tourists to reconsider their plans. Svitlana, a Russian woman who used to work as a manager at a tourist agency in Crimea, told CNN the security situation has caused her work to dry up.

    Svitlana asked for her last name to remain private, as she was scared about the consequences of speaking to Western media. She left Crimea earlier this summer and moved to St. Petersburg in Russia.

    “I recently went there again in the hope that everything will end soon and they will agree on something to end the conflict. But I stayed for four months and realized that nothing will end anytime soon,” she told CNN.

    “Tourism is all gone. There was less tourism last year and this year it has completely disappeared. Last year, tourists canceled reservations when it all started and this year they didn’t even book,” she said.

    Crimea is economically dependent on the tourism industry, which is why the Russian-installed local authorities keep encouraging visitors to come despite the attacks. The Crimean Ministry of Resorts and Tourism has set up a new helpline for Russian tourists this summer and said it was working with hotels to make sure those who arrive or leave late because of security issues do not face additional charges or cancellations.

    Tour operators and hotels are also offering heavily discounted trips and free perks to lure in more tourists. The Russian Union of Travel Industry said that hotel prices in Crimea have dropped by 30% this summer season compared to 2022 because of falling demand.

    But the discounts are not working. The Russia-appointed administration said the average booking rate for August stood at 40%, meaning the majority of hotel rooms remained empty this summer.

    Svitlana said that most people who are still vacationing in Crimea are booking low budget holidays, either camping or staying in the cheapest hotels or private accommodation. People who could afford to stay in the more upscale resorts are going to other, safer destinations.

    She told CNN she did not enjoy her time in Crimea. “I’m so tired of the constant warplanes overhead, of the constant military in the city, of the wounded, of these poor people running away with frightened eyes, of the military equipment that almost crushed me a couple of times,” she said, recalling an incident when an armored personnel carrier nearly collided with her car.

    Crimea has always been popular with Russian tourists, many of whom remember vacationing there during Soviet times. But the number visiting the peninsula ballooned following Moscow’s annexation in 2014.

    While 5 million came in 2015, the first full year under Russian control, that number had risen to 9.4 million by 2021, according to the Russia-installed Crimean tourism ministry.

    Svitlana still remembers the bumper season. “Profits brought that year were more than in the last 10 years. During the pandemic, people stayed at home and then rushed into (Crimea) when everything opened,” she said.

    Ukraine says the influx of Russian citizens hasn’t been limited to tourism. Ukraine’s Deputy Prime Minister Iryna Vereshchuk said in March that 800,000 Russians had moved to Crimea permanently since it was annexed.

    The peninsula has seen a flow of cash from tourism and the Russian government, which has poured money into Crimean infrastructure.

    Chief among these investments was the $3.7 billion Kerch Strait Bridge, Europe’s longest bridge and a pet project of Putin. Its 2018 opening was hailed as the physical “reunification” of Crimea with the Russian mainland.

    The 19-kilometer (nearly 12-mile) bridge made it even easier for Russian tourists to travel to Crimea at a time when the rest of the world had become a lot more expensive. Many Western countries imposed economic sanctions on Russia following the annexation, and the value of the ruble nosedived.

    After Moscow launched its full-scale invasion of Ukraine in February last year, a number of countries closed their doors to Russian tourists. The European Union suspended its visa facilitation agreement with Russia, making it harder for Russians to apply for an EU visa. According to the Association of Russian Tour Operators (ATOR), trips by Russians to European countries were down by 88% in the first half of this year compared to the first half of 2019, the last year unaffected by travel bans or pandemic restrictions. There are no direct flights between Russia and the EU.

    Crimea suddenly became one of the few sunny beach destinations Russian tourists could still visit without having to spend a lot of money.

    “People come to Crimea because Europe is closed and prices are very expensive in Turkey now. Where else can we rest? Sochi (a resort city in Russia) is crowded, (and has) crazy prices. We have nowhere else (to go) so people go to the Crimea,” Svitlana told CNN.

    But the Kerch bridge’s strategic and symbolic importance has made it an attractive target for the Ukrainians.

    The first strike came last October, when a huge explosion severely curtailed road and rail traffic on the bridge. While Kyiv did not comment on the incident at the time, the Security Service of Ukraine (SBU) acknowledged in June that it was behind the attack.

    Another major assault came last month, when a Ukrainian experimental sea drone caused serious damage to the road lanes of the bridge, and, according to Russian officials, killed two civilians.

    The attack was frightening enough to scare away many of the Russian tourists who had still been planning to come. The Russia-appointed head of the State Council of the Republic of Crimea, Vladimir Konstantinov, said that 10% of holiday bookings in Crimea were canceled in the following days.

    ATOR said hotel bookings dropped 45% in the second half of July compared to the first half.

    Security on the bridge has increased following the attacks and ATOR said last month that on some occasions, traffic jams stretching for eight miles formed on it.

    The authorities told tourists to avoid the bridge and travel instead through occupied Ukraine, a route that is about 800 kilometers (500 miles) long and cuts through numerous areas heavily impacted by the war, including Mariupol, which was nearly leveled by Russian bombardment last spring.

    “There are military and police checkpoints along the route,” the guidance tells tourists wanting to travel to Crimea through the occupied areas, adding that clearing each checkpoint shouldn’t take “more than 10 minutes per vehicle.” The guidance suggests bringing cash and downloading all maps in advance so that they can be accessed without internet.

    Explosions are seen in June near the Kerch bridge that connects occupied Crimea to Russia.

    The security situation is unlikely to improve any time soon.

    Kyiv’s forces have stepped up attacks in the past two months, striking both the peninsula and ships navigating Ukrainian territorial waters around it several times. The Crimean port city of Sevastopol is a major naval base for Russia’s Black Sea Fleet.

    The Ukrainian military said that its latest operation against the peninsula on Thursday morning had left at least 30 Russians dead.

    Ukraine has been using aerial and sea drones to target ammunition depots, oil storage facilities and other structures. “All these targets are official targets because it will reduce their capacity to fight against us (and) will help to save the lives of Ukrainians,” Reznikov, the defense minister, said last month in an interview with CNN.

    Asked if Ukraine’s goal was to permanently disable the bridge, Reznikov responded that it was “normal tactics to ruin the logistic lines of your enemy, to stop the options to get more ammunition, to get more fuel, to get more food.”

    According to the Ukrainian government, more than 50,000 people fled Crimea to other parts of Ukraine after the annexation. However, Crimean NGOs estimate the number of refugees might be twice as high, as not everyone has officially registered with the government.

    Roughly 2.5 million people lived in Crimea before the annexation.

    Many of those who left had their properties confiscated and auctioned off by the Russian authorities, with the proceeds going to Russia’s armed forces, according to the authorities. Holiday homes owned by Ukrainians living elsewhere – including a Yalta apartment belonging to President Volodymyr Zelensky himself – were nationalized by Russia, according to the Russia-appointed chairman of the State Council of the Republic of Crimea, Vladimir Konstantinov.

    Svitlana told CNN that some of the properties confiscated by the Russian authorities were passed onto Russian citizens and people coming to Crimea from Russian-occupied areas in southern Ukraine.

    Those loyal to Kyiv who have stayed have been subjected to a brutal regime. Human rights groups have documented cases of activists, politicians, public figures and residents being kidnapped and held by pro-Russian authorities.

    Remaining Ukrainian citizens have been forced to apply for Russian citizenship. Those who have refused have been persecuted, according to the Crimean Human Rights Group.

    CNN has spoke to one Ukrainian resident of Crimea who confirmed the atmosphere of terror. The person was so scared for their safety that they asked for their identity to be concealed and no quotes to be published.

    Ukrainian officials, including Zelensky, have repeatedly said the war will not end until Crimea is back under Ukrainian control.

    Before its annexation, Crimea was home to about 5% of the Ukrainian population and accounted for almost 4% of its GDP. “We cannot imagine Ukraine without Crimea. And while Crimea is under the Russian occupation, it means only one thing: The war is not over yet,” Zelensky told CNN in an interview last month.

    DALLAS — American Airlines is suing a travel website that sells tickets that let people save money by exploiting a quirk in airline pricing.

    American sued Skiplagged Inc. in federal court in Fort Worth, Texas, this week, accusing the website of deception. It threatened to cancel every ticket that Skiplagged has sold.

    In a practice called skiplagging and hidden-city ticketing, travelers book a flight that includes at least one stop, but they leave the plane during a layover. Generally skiplagging is not illegal, but airlines claim that it violates their policies.

    Last month, American booted a 17-year-old from a flight and banned him for three years when he tried to use the tactic to fly from Gainesville, Florida, to Charlotte, North Carolina, on a ticket that listed New York City as his destination. For the teen, that was cheaper than booking a flight directly to Charlotte.

    In the lawsuit, American accused Skiplagged of tricking consumers into believing they can tap “some kind of secret ‘loophole.’” American said the website poses as an ordinary consumer to buy tickets, and warns its customers not to tip off the airline about the arrangement.

    American said Skiplagged, which is based in New York, has never been authorized to resell the airline’s tickets.

    “Skiplagged’s conduct is deceptive and abusive,” the airline said in the lawsuit. “Skiplagged deceives the public into believing that, even though it has no authority to form and issue a contract on American’s behalf, somehow it can still issue a completely valid ticket. It cannot. Every ‘ticket’ issued by Skiplagged is at risk of being invalidated.”

    There was no immediate response to a request for comment left with Skiplagged.

    Skiplagged has been sued before. United Airlines and online travel agency Orbitz accused Aktarer Zaman, who was in his early 20s when he started Skiplagged around 2014, of touting “prohibited forms of travel.” Zaman, who started a GoFundMe to pay his legal costs, settled with Orbitz, and the United lawsuit was dismissed.

    The agony wrought by the deadliest US wildfire in a century is only beginning in Lahaina, Hawaii, where the inferno virtually wiped the town off the map.

    Fear, anger and despair are setting in for some locals, who are now imploring that repair efforts should focus on not just clearing the way for tourists, but meeting the needs of the people who call Lahaina home.

    Rick Avila, 65, a longtime Lahaina resident who lost his house to the blaze said one of the biggest immediate concerns for the community is finding long-term affordable housing for those who lost their homes. He and his wife have found temporary shelter at a friend’s vacation rental condo, but many others now “feel like they have to leave the community,” he told CNN.

    “A lot of them are going to Kihei and Wailuku and Kahului – and then a lot of them are leaving the island completely,” Avila said of his friends and neighbors in the days since the blaze, and referring to three cities on the other side of Maui.

    Still, Avila emphasized that Lahaina is a strong and tight-knit community, and the people will find a way to rebuild from the ground up.

    Lahaina resident Mike Cicchino, who was among the fire survivors forced to jump into the ocean as the flames encroached the town, told CNN, “We just went through a nightmare, and we’re about to go through another nightmare trying to, basically, not stay homeless.”

    Cicchino is among those joining the growing chorus of people asking tourists not to come visit, “because we don’t have any places for locals to stay.”

    “We’re in desperate need out here,” Cicchino added. “A lot of people have nowhere to go.”

    As Avila put it, “At this point, there’s no reason for tourists to come here.” Restaurants and shops are either burned or shuttered as staffers deal with the crisis, he noted, and while many of the resorts and hotels are left standing, their employees are scattered and shell-shocked.

    He urged potential visitors to “respect the ‘aina [Hawaiian land] and the people who live here.”

    “As soon as everything’s up and running, then we will welcome back visitors, because the hotel people are going to need to work,” Avila added. “But let us get a little bit of a handle on it first.”

    Lahaina is like no other place in the world, bordered by the turquoise Pacific Ocean on one end and green mountains on the other. Once the royal capital of the Kingdom of Hawaii, it went on to become an agricultural hub and cultural melting pot that served as a conduit for the American dream for so many families – including my own.

    My mother was born and raised in Lahaina. Her family immigrated to Maui from Okinawa, Japan, as part of the influx of laborers that were brought in to work on the island’s sugar cane plantations. She was in Lahaina visiting family when the fire broke out and is among the lucky ones who survived. Her family home burned to the ground, and much of the neighborhood she grew up in is now in ashes.

    It will be difficult for her community to rebuild: After Lahaina’s historic sugar cane mill shuttered in 1999, the hospitality industry quickly took over as the main economic engine of the community. The explosion of tourism over the years, however, has strained natural resources and astronomically driven up the cost of living – dividing the haves and have-nots in ways that felt untenable even before the fire’s devastation.

    Hawaii Governor Josh Green’s office said last month that the state has the most expensive housing in country. Homeownership has become nearly impossible for many locals, as available housing supply often gets converted into short-term rental units, hotel developments or second homes for millionaire visitors. Half of all housing units in Lahaina are not owner-occupied, according to Census data. The median listed home price in Lahaina as of July was some $1.5 million.

    Most locals in Maui work in jobs that serve tourists. Roughly one in five workers in Maui County are in the accommodation and food service sector, where the average salary is $52,322, according data released by the state.

    Meanwhile, prices in Hawaii are more than 13% higher than the national average, marking the highest regional price parity in the country, per the Bureau of Economic Analysis’ measure.

    As a result of all these factors and more, over half of Maui’s residents are struggling to make ends meet and are categorized as “Asset Limited, Income Constrained, Employed” (or ALICE) or below, per a 2022 study released by the local nonprofit Aloha United Way in partnership with the Bank of Hawaii. The ALICE designation means that households earn above the federal poverty level and thus often do not qualify for public assistance, but still cannot afford basic cost of living in their county.

    Relying so heavily on the tourism industry also creates fragility for Maui’s economy. In April 2020, at the onset of the Covid crises in the US and height of pandemic restrictions, the unemployment rate on Maui skyrocketed to 33.4% – more than twice the national average at the time of 14.7%

    Green on Monday said his office is asking for moratorium on home sales as Maui looks to rebuild. And Hawaii’s Department of Commerce and Consumer Affairs urged Maui homeowners affected by the fires to use caution and to report unsolicited offers to buy their properties to the agency.

    Looking beyond just the short-term needs, there is already growing concern that developers will now try to swoop in and buy up the land where people’s homes were destroyed, possibly rebuilding Lahaina into a Las Vegas-strip style tourism base.

    The fear of land grabs from outsiders trying to cash-in on the tragedy and push more local people out of Maui are very real. Community groups have begun sharing resources, calling for people to report incidents of speculators circling their property in search of a deal. Thousands of people have also signed multiple petitions calling for a temporary moratorium on foreclosures amid the tragedy.

    Despite the decades of change as visitors reshaped much of Hawaii, Lahaina treasured its history and residents worked hard to preserve the cultural heritage that made it so unique. Unlike the skyscrapers and luxury retail outposts on the Waikiki strip in neighboring Oahu island, Lahaina’s downtown – now largely razed – remained largely low-rise and dotted with small businesses built around a beloved, 150-year-old Banyan tree.

    “Many have characterized Lahaina, in the coverage of these fires, as a tourist mecca or tourist destination, and it’s certainly attracted the interest and love of many, many people,” Ilihia Gionson of the Hawaii Tourism Authority told CNN. But Lahaina also has a “deep history,” Gionson, who is Native Hawaiian, added, pointing to its place as the historic capital of the Kingdom of Hawaii.

    “It’s also important to keep first and foremost in mind what the families of the area are going through, because it’s really in the families and in the hearts of the kama’aina, the residents of those places, that those kinds of stories, those kinds of histories live,” Gionson said.

    Four Australian surfers who went missing after their boat was struck by a storm in a remote part of Indonesia have been rescued after more than 38 hours at sea, according to parents of the missing tourists.

    Australians Steph Weisse, Will Teagle, Jordan Short and two unnamed Indonesian nationals were found “bobbing on surfboards” by a surf charter boat involved in the frantic rescue to locate the group.

    Dramatic video of that moment showed both the stranded castaways on their surfboards cheering and hollering alongside their rescuers as they realized they had successfully found each other in a vast expanse of ocean.

    A further search picked up Australian Elliot Foote, however one Indonesian crew member remains missing.

    Foote’s father, Peter Foote, said his son was separated from the rest of the group because he’d gone looking for assistance.

    “He left his mates bobbing in the water to go to search for help. The charter boat found them and then went and found Elliot,” Peter said.

    “I’m really happy it’s all turned out well and I hope he continues with his holiday,” Peter told CNN.

    “He’s in a great place to celebrate, with his girlfriend [Weisse] and 10 mates in paradise. He’s still got eight nights to enjoy then I’m looking forward to him coming straight home.”

    The group’s boat was last seen Sunday evening local time after they encountered bad weather and heavy rain on a journey to the remote Pinang island from Nias, a popular surfing destination some 150 kilometers from Indonesia’s Sumatra Island.

    A second boat with the rest of the party successfully reached Pinang Island Sunday evening, the families said, helping to raise the alarm.

    While Indonesian authorities conducted search and rescue efforts with support from the Australian Department of Foreign Affairs and Trade, the families of the four Australians said the surf charter boats made all the difference by using their local knowledge of the currents to locate where the group may have drifted.

    According to their families, the four Australians were on a surf trip in Indonesia to celebrate Foote’s 30th birthday.

    Friends in Australia have hailed what they described as a near miraculous rescue.

    “Now that all four have been found we can just be so so grateful,” Ellie Sedgwick, who described herself as Weisse’s best friend since they were 17, told CNN.

    “Her mum and I were speaking the whole way through, just saying if anyone can survive this, it’s Steph,” she added.

    “It’s funny because Steph actually had that conversation with us before she left. The last thing she said to us was, it’s amazing that you know we only get one life…we kept replaying that conversation over and over in our heads.”

    In a statement issued Tuesday afternoon, DFAT said “the Australian Government expresses its deep gratitude” to those involved in the search and rescue efforts.

    Australian Minister for Foreign Affairs Penny Wong said in a tweet that the government will “continue to provide support to the four Australians and their families.”

    “The search continues for a crew member who is still missing,” she wrote. “Our thoughts are with them and their loved ones.”

    The names of the Indonesian crew who were on board the boat have not been shared yet by authorities.

    Indonesia has long been a popular destination for Australian tourists thanks to its proximity and a wealth of budget flights to places like Bali.

    The western island of Sumatra is one of Indonesia’s less commonly traveled destinations but the coral-fringed islands around Nias are popular with intrepid surfers and boast multiple world class breaks, particularly around Lagundri Bay.

    The death toll from the Maui wildfires climbed to at least 93 Saturday as authorities work to identify the victims and sift through the burned communities of western Maui.

    The fire is now the deadliest US wildfire in more than 100 years, according to research from the National Fire Protection Association.

    “This is the largest natural disaster we’ve ever experienced,” Hawaii Gov. Josh Green said at a Saturday night news conference. “It’s going to also be a natural disaster that’s going to take an incredible amount of time to recover from.”

    Whipped by winds from Hurricane Dora hundreds of miles offshore, fast-moving wildfires wiped out entire neighborhoods, burned historic landmarks to the ground and displaced thousands. As searches of the burned ruins continue, officials warn they do not know exactly how many people are still missing in the torched areas.

    Only about 3% of the fire zone has been searched with cadaver dogs, Maui Police Chief John Pelletier said, and authorities expect the already staggering death toll to rise.

    “None of us really know the size of it yet,” Pelletier said at Saturday night’s news conference.

    Only two of the people whose remains have been found have been identified, according to an update from Maui County.

    “We need to find your loved ones,” Pelletier said, urging those with missing family members to coordinate with authorities to do a DNA test.

    “The remains we’re finding is through a fire that melted metal.”

    Meanwhile, firefighters who continue to battle the flames – practically nonstop in some instances – have made some progress in containing the blazes. Of the three largest wildfires that crews have been combating, the deadly fire in hard-hit Lahaina has not grown, but is still not fully under control, Maui County Fire Chief Brad Ventura said.

    The Pulehu fire – located farther east in Kihei – was declared 100% contained Saturday, according to Maui County. A third inferno in the hills of Maui’s central Upcountry was 50% contained on Friday, officials said.

    As firefighting efforts continue, the state is surveying the immense destruction in once vibrant, beloved communities.

    Around 2,200 structures have been destroyed or damaged by the fires in West Maui, about 86% of them residential, Green said Saturday.

    While the Federal Emergency Management Agency earlier on Saturday said it was premature to assign even an approximate dollar amount to the damage done on Maui, the governor estimated that “the losses approach $6 billion.”

    “The devastation is so complete, that you see metals twisted in ways that you can’t imagine,” Green said. “And you see nothing from organic structures left whatsoever.”

    “We’ve gone through tsunamis, earthquakes and volcanic eruptions, but this event was much more catastrophic than any of those here,” Green said.

    Here’s the latest as of Saturday evening:

    • Police are restricting access into West Maui: The one highway into the hard-hit Lahaina area remains highly restricted. Residents slept in a mile-long line of cars overnight Saturday, hoping to enter.
    • Thousands displaced: The fires have displaced thousands of people, FEMA Administrator Deanne Criswell told CNN on Thursday. A total of 1,418 people are at emergency evacuation shelters, according to Maui County officials.
    • Hotel rooms for evacuees: Around 1,000 hotel rooms were secured for evacuees and first responders, Green said, but it’s a challenge to get people into hotel rooms that have enough electricity. Long term housing solutions were also being sought.
    • Cellphone services coming back: While the fires initially knocked down communications and made it hard for residents to call 911 or update loved ones, county officials said Friday that cellphone services are becoming available. People are still advised to limit calls.
    • Maui’s warning sirens were not activated: State records show Maui’s warning sirens were not activated, and the emergency communications with residents was largely limited to mobile phones and broadcasters at a time when most power and cell service was already cut.
    • Disaster response under review: Hawaii Attorney General Anne Lopez will lead a comprehensive review of officials’ response to the catastrophic wildfires, her office said Friday. “My Department is committed to understanding the decisions that were made before and during the wildfires and to sharing with the public the results of this review,” Lopez said in a statement.

    More than a dozen federal agencies have been deployed to Hawaii to assist in the recovery efforts, including the National Guard, FEMA and the Department of Health and Human Services.

    Local sites and attractions meant for summer revelers are now being turned into relief beacons.

    Pacific Whale Foundation, which typically operates eco-tours across Maui, is instead using its ship to transport supplies like batteries, flashlights, water, food and diapers to people in need.

    And at the Lahaina Gateway and the Ritz-Carlton in Kapalua, food and water distribution sites have been set up, according to Green.

    Thousands of pounds of food have been donated and are on the way, the governor said Saturday.

    “We come at this like an ohana because it’s going to be, in the short term, heartbreaking. In the long term, people are going to need mental health care services. In the very long term, we’ll rebuild together,” Green said.

    The Hawaii Department of Transportation will set aside a runway at Kahului Airport – the primary airport on the island of Maui – to accommodate incoming relief supplies, officials announced Saturday.

    For those who’ve lost their homes, at least 1,000 rooms have been secured for them as well as support staff, the governor said.

    “Then coming after that, in the days that follow, we’ll have long term rentals. Those are the short term rentals turned long term now,” Green said.

    Meanwhile, tourism authorities are focused on helping visitors get out of Maui, alleviating the pressure on residents and traffic, so that “attention and resources” can be focused on the island’s recovery, Hawaii Tourism Authority spokesperson Ilihia Gionson said Saturday.

    Gionson, who is a native Hawaiian, said residents will draw strength from the deep history of Lahaina — a former capital of the Hawaiian Kingdom — and “the very powerful spirits of Maui.”

    “It’s really in the families and in the hearts of the Kama’aina, the residents of those places, that those kinds of stories, those kinds of histories live,” he told CNN. “So our hearts, our prayers, all of our Aloha is with those families who have lost loved ones, who have lost their homes, who have lost businesses, livelihoods, lifestyles — it’s just devastating.”

    Maui police have been restricting residents on-and-off from taking the Honoapi’ilani Highway – the main roadway into devastated Lahaina.

    Some residents slept in a mile-long line of cars overnight Saturday, hoping to enter by morning. But police told drivers that traffic is jammed on the main road and that conditions are too dangerous.

    Steven and Giulietta Daiker said they were nearly up to the main checkpoint after hours of waiting when they learned they were only going to be turned around. “They couldn’t have told us that three miles back, or couldn’t have been on a bullhorn or on the radio?” Steven asked.

    “It’s not just frustration. It feels sickening,” Giulietta added.

    Officials say they have to limit access as conditions remain hazardous where homes were leveled by the fires.

    “We’re not doing anybody any favors by letting them back in there quickly, just so they can go get sick,” Mayor Richard Bissen Jr. said at Saturday’s news conference.

    At least six people have died as a result of the fires that are continuing to ravage parts of Maui, the island’s mayor, Richard Bissen Jr., said at a Wednesday morning news conference.

    “I’m sad to report that just before coming on this, it was confirmed we’ve had six fatalities,” he said. “We are still in a search and rescue mode.” He did not offer further details about the deaths.

    More than a dozen people had to be rescued from the ocean, among them two young children, officials in Maui County said.

    Several people are also unaccounted for, Bissen added.

    “As a result of three fires that have occurred that are continuing here on our island we have had 13 evacuations from different neighborhoods and towns, we’ve had 16 road closures, we’ve opened five shelters,” Bissen said, noting more than 2,000 people were staying at shelters.

    “We’ve had many dwellings – businesses, structures – that have been burned, many of them to the ground,” the mayor said, adding most were in the western town of Lahaina.

    Bissen said helicopters that could not safely fly a day earlier due to high winds were in the sky Wednesday and using water drops to help suppress the flames. It will be impossible to estimate the extent of the damage until the blazes are put out, he added.

    The flames have torched hundreds of acres and are still not contained.

    “Local people have lost everything,” said James Kunane Tokioka, the state’s business, economic development and tourism director, at the news conference. “They’ve lost their house, they’ve lost their animals and it’s devastating.”

    Video footage shot by Air Maui Helicopter Tours over parts of the Lahaina area shows entire blocks were decimated by the flames, with little but ruins and ashes left, and everything still engulfed in a thick, hazy smoke.

    “We were not prepared for what we saw. It was heartbreaking, it looked like an area that had been bombed in the war,” Richie Olsten, the director of operations for the tour agency, told CNN’s Jake Tapper Wednesday. “It’s just destroyed.”

    “In my 52 years of flying on Maui, I’ve never seen anything like that in my life,” Olsten added.

    Hawaii’s governor, who was on a personal trip this week, said he was rushing back to the state Wednesday.

    The true scope of devastation on the idyllic Hawaiian island remains unknown.

    That’s because the infernos have knocked out cell service, hindered emergency communications and trapped residents and tourists on the island, which is home to about 117,000.

    The wildfires – fueled in part by Hurricane Dora churning some 800 miles away – have cut off 911 service and other communications in many parts of Maui.

    “911 is down. Cell service is down. Phone service is down,” Hawaii Lt. Gov. Sylvia Luke told CNN on Wednesday.

    “Our hospital system on Maui, they are overburdened with burn patients, people suffering from inhalation,” she said. “The reality is that we need to fly people out of Maui to give them burn support because Maui hospital cannot do extensive burn treatment.”

    The disaster also has wiped out power to more than 12,000 homes and businesses in Maui, according to PowerOutage.us.

    Tourists are being discouraged from going to Maui, Luke told reporters Wednesday.

    “Today we signed another emergency proclamation which will discourage tourists from going to Maui,” she said. “Even as of this morning, planes were landing on Maui with tourists. This is not a safe place to be.”

    In certain parts of the island, there are shelters that are overrun, Luke added: “We have resources that are being taxed.”

    Hawaii isn’t the only US state grappling with devastating wildfires – a trend some experts had predicted for this season. Parts of Texas are under a critical fire risk Wednesday, a day after a brush fire engulfed an apartment building in the Austin area.

    But the crisis unfolding in Maui is extraordinary, Hawaii’s lieutenant governor said.

    “We never anticipated in this state that a hurricane which did not make impact on our islands, will cause this type of wildfires,” Luke told reporters at Wednesday’s news conference. “Wildfires that wiped out communities, wildfires that wiped out businesses, wildfires that destroyed homes.”

    Alan Dickar just learned one of his rental properties went up in flames when he saw Lahaina, an economic hub, get swallowed by wildfire.

    “Front Street exploded in flame,” Dickar told CNN Wednesday.

    Dickar, who has lived in the area for 24 years, said there was little time to flee.

    “I grabbed some people I saw on the street who didn’t seem to have a good plan. And I had told them, ‘Get your stuff, get in my truck,’” he said.

    “And there’s only one road that leads out of Lahaina, so obviously it was backed up,” Dickar said. “I dropped everybody else off and then I went to a place in another part of Maui that’s far away. And as soon as I got there, that whole area had to evacuate because of a totally different fire. … Just as I arrived, that whole area got evacuated.”

    Dickar eventually fled to a remote part of Maui. “I figured that was enough, and I’m safe here at least from a fire evacuation because it’s a rainforest,” he said.

    “Lahaina has been devastated,” Hansen told CNN. “People jumping in the ocean to escape the flames, being rescued by the Coast Guard. All boat owners are being asked to rescue people. It’s apocalyptic.”

    And it’s not clear where the disaster will head next.

    Maui fire officials warned that erratic wind, challenging terrain, steep slopes and dropping humidity, plus the direction and the location of the fire conditions make it difficult to predict path and speed of a wildfire, according to Maui County officials.

    “The fire can be a mile or more from your house, but in a minute or two, it can be at your house,” Maui County Fire Assistant Chief Jeff Giesea said. “Burning airborne materials can light fires a great distance away from the main body of fire.”

    State officials are working with hotels and a local airline to try to evacuate tourists to another island, Luke said. But severed communications have hindered efforts.

    “Resorts and visitors and commercial districts have lost communication due to downed cell towers and landlines that only work within very local areas. “As a result, 911 service is currently down,” said Mahina Martin, chief communications officer from Maui Emergency Management Agency.

    Maui County officials have not been able to communicate with many people on the west side – including those in the Lahaina area, Luke said.

    Satellite phones have been the only reliable way to get in touch with some areas, including hotels, the lieutenant governor said.

    The Kahului Airport was sheltering about 1,800 travelers from “canceled flights and flight arrivals,” the Hawaii Department of Transportation posted on social media.

    “Hawaii National Guardsmen have been activated and are currently on Maui assisting Maui Police Department at traffic control points,” Maj. Gen. Kenneth Hara, Hawaii’s adjutant general, posted on Facebook.

    The overnight deployment was hastened by the dynamic fire conditions, Hara wrote, adding more National Guard personnel would arrive in the counties of Maui and Hawaii later Wednesday.

    Dora, a powerful Category 4 hurricane with sustained winds of 130 mph, was about 795 miles southwest of Honolulu as of Wednesday morning, the National Hurricane Center said. No coastal watches or warnings were in effect.

    As Dora travels south of the islands, a strong high-pressure system remains in place to the north. The area of high pressure in combination with Dora is producing “very strong and damaging winds,” the National Weather Service said.

    Winds as high as 60 mph are expected through the overnight in Hawaii, then will begin to diminish through the day on Wednesday.

    “These strong winds coupled with low humidity levels are producing dangerous fire weather conditions that will last through Wednesday afternoon,” the weather service said.

    By Wednesday afternoon, the area of high pressure, as well as Dora, will both drift westward, allowing the winds to subside.

    Two brushfires were burning Tuesday on the Big Island, officials said in a news release, one in the North Kohala District and the other in the South Kohala District. Some residents were under mandatory evacuation orders as power outages were impacting communications, the release said.
