    Long-needed improvements are coming to train travel along the nation’s busy Northeast Corridor, thanks in part to the federal infrastructure funding package that President Joe Biden signed into law in the fall of 2021.

    The president is making two big funding announcements this week to address bottlenecks at century-old train tunnels in Baltimore and New York City – two projects that have struggled for years to acquire enough money to get off the ground.

    Construction is expected to begin as early as this year, though completion is years away.

    In Maryland, the 150-year-old Baltimore and Potomac tunnel will be replaced with two new tubes for Amtrak and Maryland Area Regional Commuter (MARC) trains.

    Running under densely populated West Baltimore, the 1.4-mile tunnel is the oldest on the Northeast Corridor rail line and the only way for certain trains to travel south from Baltimore’s Penn Station to Washington, DC, and Virginia.

    More than 10% of weekday trains are delayed, according to Amtrak. Tight curves in the tunnel currently require trains to slow down to speeds of 30 miles per hour. The tunnel also suffers from a variety of age-related issues, such as excessive water infiltration, a deteriorating structure and a sinking floor.

    The improvements are expected to nearly triple capacity in the tunnel and soften the curves, allowing trains to travel as fast as 110 miles per hour. There are also plans for new signaling systems, five new roadway and railroad bridges in the area surrounding the tunnel, and a new West Baltimore MARC station that’s Americans with Disabilities Act-accessible.

    The White House said Monday that the project could get up to $4.7 billion in funding from the infrastructure law. Maryland’s transportation agency has committed $450 million. In total, the new tunnel project is expected to cost around $6 billion.

    The project previously received $44 million through a 2009 federal stimulus package called the American Reinvestment and Recovery Act for preliminary engineering and permitting. But it had lacked a viable funding source to continue construction.

    The new tunnel will be named after Maryland native and abolitionist Frederick Douglass.

    Roughly 200,000 passengers make trips on either Amtrak or New Jersey Transit trains that run between New York and New Jersey under the Hudson River each weekday.

    First opened in 1910, the tunnel has several age-related problems and also suffered damage when Hurricane Sandy inundated the tubes with salt water in 2012.

    Still in early stages, the most recent plans call for the construction of a new rail tunnel beneath the Hudson River and then rehabilitation of the existing tunnel, known as the North River Tunnel.

    In 2019, New York and New Jersey created the Gateway Development Commission to help facilitate the project. Last year, the commission estimated it could cost $16.1 billion and anticipated a 2038 completion date.

    Funding sources are still being determined, but are expected to include federal, state, local and possibly private funding.

    Former New Jersey Gov. Chris Christie killed an earlier version of the plan to build a new tunnel in 2010.

    The White House said Tuesday that Amtrak, which owns the tunnel, will receive a $292 million grant from the infrastructure law to help complete construction of concrete casing underground on the Manhattan side of the river. The concrete casing will protect the path of the new tunnel from the Hudson River’s edge to New York’s Penn Station.

    If this casing is not built now, the White House said, the foundations from the new Hudson Yards development would likely impede the path of the tunnel and make the project extremely difficult.

    The $1.2 trillion federal infrastructure package was signed into law in November 2021 after receiving bipartisan support in Congress. It will provide roughly $550 billion of new federal investments over five years for everything from bridges and roads to the nation’s public transit, broadband, water and energy systems.

    The funds are delivered in two ways: through formula programs that send money directly to states and through competitive grant programs that require state and local agencies to apply.

    A lot of the formula programs have long been sending federal money to states on an annual basis but are now delivering much more funding for the five-year period covered by the infrastructure law.

    For example, the Federal Highway Administration released nearly $60 billion to states last year through 12 formula programs to support investment in roads, bridges and tunnels; carbon emission reduction; and safety improvements. That’s an increase of $15.4 billion compared with fiscal year 2021, the last fiscal year before the infrastructure law was implemented.

    Dozens of major, specific projects have been selected for funding through grant programs over the past year. Funding for the Infrastructure for Rebuilding America grant program (known as INFRA), which is meant for freight and highway projects of national or regional significance, increased by more than 50% last year. About $1.5 billion was released for 26 transportation projects in September.

    In August, the Rebuilding American Infrastructure with Sustainability and Equity program, known as RAISE, released $2.2 billion for 166 specific road, bridge, transit, rail, port or intermodal transportation projects across the country. In 2021, the program could only afford to fund 90 projects.

    The infrastructure law also created new funding programs, like the National Electric Vehicle Infrastructure Formula Program, which released $615 million to states last year. That money can be used for installing public electric vehicle charging stations.

    President Joe Biden and senior administration officials are embarking on a travel swing this week, showcasing what they see as successful measures to rebuild America’s ailing infrastructure.

    In what’s been described as a preview of some of the messaging for next week’s State of the Union address, Biden, Vice President Kamala Harris and Cabinet secretaries are all hitting the road to highlight the implementation of the landmark legislation signed into law during the president’s first two years in office. Among those accomplishments are the American Rescue Plan, the Bipartisan Infrastructure Law, the Chips and Science Act, and the Inflation Reduction Act.

    The president traveled to Baltimore on Monday to showcase the implementation of his policies, and later this week, he’ll head to New York City and Philadelphia for similar remarks.

    The trips are taking place in the lead up to Biden’s State of the Union speech in Washington next week – a national platform where he’s expected to illustrate how his policies are successfully going into effect – and a prospective reelection announcement in the coming months. Biden’s approach is expected to be focused on touting the rebound of the American economy and taking aim at Republican proposals – while still underscoring his desire to work across the aisle.

    In Baltimore on Monday, he discussed how the infrastructure law will fund replace the 150-year-old Baltimore and Potomac Tunnel, addressing the largest bottleneck for commuters on the Northeast Corridor between Washington, D C, and New Jersey. The new tunnel will be named in honor of civil rights leader and abolitionist Frederick Douglass.

    Speaking from a presidential podium set to the backdrop of an American flag and an Amtrak train on the tracks, Biden recalled that he’d made a thousand trips through the tunnel and walked through it in the 1980s.

    “When folks talk about how badly the Baltimore tunnel needs an upgrade, you don’t need me to tell you. I’ve been there and you’ve been there, too,” Biden said.

    “You ought to get inside and see,” he remarked, discussing his tour of the tunnel decades ago. “This is a 150-year-old tunnel. I wonder how in the hell it’s still standing.”

    “The structure is deteriorating. The roof is leaking. The floor is sinking. This is the United States of America, for God’s sake. We know better than that,” he continued.

    When the project is done, Biden said, trains will roll through the tunnel at 110 mph instead of 30 mph, shortening regional MARC train commutes from Baltimore to Washington to 30 minutes.

    At Monday’s project kickoff, the president announced an agreement between the state of Maryland and Amtrak, which includes a $450 million commitment for the tunnel replacement project, according to the White House. A project labor agreement between Amtrak and the Baltimore-DC Building and Construction Trades Council was unveiled to cover the first phase of the project. And he also announced an agreement between Amtrak and the North American Builders’ Trade Union “that ensures Amtrak’s large civil engineering construction projects controlled by Amtrak will be performed under union agreements,” according to the White House.

    The program is expected to cost approximately $6 billion, of which Bipartisan Infrastructure Law funding could contribute up to $4.7 billion, the White House said. Biden was joined by labor leaders, state and local officials, as well as members of Congress and Transportation Secretary Pete Buttigieg.

    On Tuesday, Biden travels to New York City to discuss how Bipartisan Infrastructure Law funding will improve the Hudson River Tunnel, which sees 200,000 passengers passing through each weekday on Amtrak and New Jersey Transit.

    On Friday, Biden and Harris are scheduled to travel to Philadelphia to discuss how Bipartisan Infrastructure Law funding is removing lead pipes and ensuring clean water across Philadelphia and the country, the official told CNN.

    According to the White House, the pair “will discuss the progress we have made and their work implementing the Biden-Harris economic agenda that continues to deliver results for the American people.”

    Housing and Urban Development Secretary Marcia Fudge will also travel to Chicago to discuss progress made to address homelessness as a result of provisions within the American Rescue Plan, according to the official.

    While Biden has often embarked on domestic trips to highlight his policies in action, these stops have served as a significant messaging platform since Republicans took control of the House of Representatives this year.

    In a speech at a union hall in Virginia, Biden, for example, sought to contrast his economic policies with House Republicans’ effort in the debt limit standoff.

    He asked the crowd, “(Why) in God’s name would Americans give up the progress we’ve made for the chaos they’re suggesting?”

    “MAGA Republicans,” he added, “are literally choosing to inflict this pain on the American people.”

    Despite that heavy emphasis on his warnings about GOP plans, Biden this week is expected to hone in on his ability to work across the aisle to push legislation into law. Specifically, in a preview of the travel, White House press secretary Karine Jean-Pierre underscored Biden’s “success (in) bringing Republicans and independents and Democrats together to pass the Bipartisan Infrastructure Law.”

    In Baltimore on Monday, the president brought up his recent trip to Kentucky, where he stood alongside Senate Minority Leader Mitch McConnell to herald the implementation of the massive $1.2 trillion infrastructure bill that McConnell and 18 other Senate Republicans supported.

    The policy messaging trips also carry more weight as the prospect of a presidential reelection campaign looms large over the White House.

    Biden has been working intensively on his State of the Union Speech speech – including over the weekend – which his team views as a launching pad for the reelection bid. His speeches around the East Coast week will offer a preview of his message as he touts new infrastructure projects.

    Behind the scenes, aides are building up a campaign infrastructure and the West Wing is in the process of restructuring for a politically intense two years.

    Peppered in between stops to visit projects funded though the proposals which were the bedrock of his 2020 presidential campaign, Biden will participate in events that are part of an intense fundraising push ahead of the campaign announcement.

    The travel comes as Biden also contends with a number of simmering issues in Washington – House Republican probes, investigations into classified documents found at his residence and former office and the debt ceiling standoff. The US Treasury is already taking extraordinary measures to keep the government paying its bills after the US hit the debt ceiling set by Congress.

    While the president is in Washington on Wednesday in between travel stops, he’s scheduled to meet with House Speaker Kevin McCarthy.

    A rare scene unfolded Wednesday in Covington, Kentucky: President Joe Biden stood alongside Senate Minority Leader Mitch McConnell, as the two men promoted a major bipartisan legislative accomplishment they achieved together.

    The president’s visit to McConnell’s home state to herald the implementation of the massive $1.2 trillion infrastructure bill that McConnell and 18 other Senate Republicans voted for, and that Biden signed into law in 2021, marked his first domestic trip of the new year. The trip was aimed at sending an unmistakable message as Biden kicks off the second half of his first term: Even in a newly divided Congress, the Biden White House still sees room for bipartisanship.

    Biden thanked McConnell for working across the aisle on the law.

    “It wouldn’t have happened without your hand. It just wouldn’t have gotten done and I want to thank you for that,” Biden said to McConnell during his remarks.

    He added that while he and McConnell don’t agree on a lot, the Kentucky Republican is someone you can trust.

    “He’s a man of his word. When he gives you his word, you can take it to the bank, you can count on it, and he’s willing to find common ground to get things done for the country. So thank you, Mitch. Thank you,” Biden said.

    The scene was a stark message of bipartisanship and pragmatism sent by Biden and McConnell as the two old Senate colleagues came together at the same time that House Republicans found themselves falling further into divisive chaos over Rep. Kevin McCarthy’s bid to become speaker. As Biden spoke in Covington, McCarthy suffered a fourth defeat in his push to lead the House of Representatives.

    The backdrop for Biden’s visit was the Brent Spence Bridge that connects Cincinnati, Ohio, and Covington, Kentucky, and is known to be one of the busiest freight routes in the country. Officials say the structure carries far more traffic than it is meant to support.

    It’s also a bridge that Biden once promised he would overhaul: “We’re going to fix that damn bridge of yours going into Kentucky,” Biden said during a CNN town hall in Cincinnati in the summer of 2021, as the infrastructure bill appeared to be on the cusp of passage.

    On Wednesday, the White House announced more than $2 billion from the infrastructure law would go towards upgrading the Brent Spence bridge and other “economically significant bridges” around the country.

    Biden’s trip to the Ohio-Kentucky border on Wednesday will also feature Ohio Republican Gov. Mike DeWine and former Republican Sen. Rob Portman, as well as Democratic Kentucky Gov. Andy Beshear and Sen. Sherrod Brown of Ohio.

    White House officials say that the show of bipartisanship is aimed at sending a clear signal that as Republicans take control of the House, Biden remains convinced that there will still be opportunities for bipartisan legislative wins.

    The White House made it clear on Wednesday that they had no intention of getting involved in the drama playing out in the House. White House press secretary Karine Jean-Pierre told reporters traveling with the president that the Biden administration is “going to let the process play out.”

    “It’s not my problem. I think it’s embarrassing the way it’s taking so long,” the president told reporters as he departed the White House Wednesday.

    McConnell’s decision to appear with Biden on Wednesday also signals the GOP leader’s willingness to work alongside the president, even as many of his Republican colleagues in the House take a hardline stance against compromising with Democrats.

    While White House officials regularly invite all congressional members to attend events Biden holds in their home states, Republicans frequently turn down the opportunity – making McConnell’s decision to join the president this week all the more notable.

    Biden himself sought to downplay the importance of the pairing on Monday.

    “We’ve been friends a long time. Everybody is talking about how significant it is. It has nothing to do about our relationship,” he said as he returned to the White House from his winter vacation in St. Croix. “It’s a giant bridge, man. It’s a lot of money. It’s important.”

    McConnell, during his remarks ahead of the president, noted how the infrastructure law is an example of government working to solve problems for everyday Americans.

    “If you look at the political alignment of everyone involved, it’s the government is working together to solve a major problem at a time when the country needs to see examples like this, of coming together and getting an outcome,” McConnell said.

    A number of Cabinet officials also plan to travel later this week to promote the infrastructure law. Vice President Kamala Harris will stop in Chicago, and Transportation Secretary Pete Buttigieg will visit New London, Connecticut, on Wednesday where they will each “discuss how the president’s economic plan is rebuilding our infrastructure, creating good-paying jobs – jobs that don’t require a four-year degree – and revitalizing communities left behind,” a White House official said.

    Over the coming weeks, Biden is expected to reiterate his bipartisan achievements in stops around the country as the Republican majority in the House begins its work, culminating in his yearly State of the Union address. Biden’s aides have begun work on that speech and have made bipartisanship a central theme.

    Comprising more than 40 countries, Asia can’t be summed up easily.

    The classics are classics for a reason – from the awe-inspiring architecture of Angkor Wat and the Taj Mahal to the buzzy metropolises of Tokyo and Hong Kong and the beaches of Bali and Phuket, it’s impossible for any traveler to find something not to their liking.

    But for the travelers who are fortunate enough to have time to dig a little bit deeper, there are less-crowded, equally-rewarding treasures to be found.

    CNN Travel tapped into our network of colleagues and contributors to ask them where the locals go. Here’s what they had to say.

    When it comes to great Malaysian food cities, most people think of Penang. But that’s only because they haven’t been to Ipoh.

    The capital city of Perak state, Ipoh’s location between Kuala Lumpur and Georgetown makes it an ideal stop for any Malaysian road trip. It’s also the gateway to Cameron Highlands, a district known for its cool weather and tea plantations.

    Ipoh’s food and world famous white coffee are enough reasons to visit but there are also magnificent limestone hills and caves that are home to unique temples as well as amazing hidden bars.

    Visit the Chinese temples of Perak Tong, Sam Poh Tong and Kek Lok Tong and be blown away by intricate stone carvings and bronze statues of Chinese deities surrounded by stalactites and stalagmites. Ipoh’s colonial legacy is also evident in its architecture: from its Railway Station to the Birch Clock Tower, town hall and the Old Post Office.

    As popular as Thailand is among international tourists, the country’s northeast – collectively referred to as Isaan – is usually overlooked.

    But for those in search of a less-traveled destination that includes historic architecture, dramatic landscapes and culinary delights, Isaan ticks all the right boxes, and then some.

    Visitors will find it’s one of the most welcoming destinations in Asia and easily accessible, thanks to excellent infrastructure that includes several domestic airports offering daily flights to Bangkok and a range of upmarket hotels.

    The only challenge is deciding which highlights to experience. Made up of 20 provinces, Isaan shares borders with Laos and Cambodia, and their influences can be found in the region’s cuisine, language, historic sites and festivals.

    Attractions include the ancient Khmer ruins of Phenom Rung in Buriram, mountainous national parks in Loei, the 75 million-year-old “Three Whale Rock” in Bueng Kam and Bronze Age artifacts in the UNESCO-listed Ban Chiang Archeological Site in Udon Thani.

    And then there’s the food. Isaan cuisine, now prevalent on menus in Thai restaurants around the world, includes refreshing som tom (payaya salad), tangy Sai Grok Isaan (northeastern sausage) and larb, a flavorful minced-meat salad.

    Most people travel to Leshan city for the sole purpose of visiting the Giant Buddha. The world’s biggest and tallest ancient Buddha statue is indeed stunning, but this Sichuan city deserves much more than a side trip from Chengdu.

    The Mount Emei scenic area – home to the Giant Buddha – is also of great spiritual and cultural importance as the birthplace of Buddhism in China. Many ancient temples are scattered and ingeniously built on the cliffs of the pristine dense forest.

    On top of sightseeing, Leshan is a hidden foodie paradise with local Sichuanese saying “eating in Sichuan, tasting in Leshan.” This city is where Chengdu residents come for authentic bites of iconic Sichuan cuisine: chilled bobo chicken, jellied tofu, Qiaojiao beef, steamed meat with rice powder and more.

    Skardu district, in Pakistan’s Gilit Baltistan region, is a land of stark gigantic beauty, with many of the highest mountains on the planet – most famously K2 – concentrated in this one area.

    Deosai National Park sits on the second highest plateau in the world. It is a riot of color, alive with birds and butterflies. With no ambient city lights the stars are exceptionally bright, with the milky way looking so close it could be plucked out from the sky.

    In contrast, there’s the Sarfaranga Desert. The world’s highest cold desert, it’s filled with diamond-white sands and ebony mountains.

    Skardu has been inhabited for centuries and is studded with ancient Buddhist stupas and carvings, beautifully preserved mosques from the Middle Ages and shrines of Sufi saints.

    The Serena hotel chain has transformed the stunning Shigar Fort and Khaplu Palace into two of the country’s best kept hotels. Both are filled with gardens and climate friendly wooden architecture while serving regional food like Mamtu dumplings and grilled trout.

    Nikko is just 150 kilometers (93 miles) north of Tokyo, but it feels like another world.

    This small city is one of the most important sites in Japan for Shinto culture, with the ornate, gold-dripping Toshogu Shrine – a UNESCO World Heritage site – its centerpiece.

    If peace is what you’re after, Nikko is the place to find it. Nikko National Park comprises 443 square miles across three prefectures, with dramatic waterfalls, groves of fir and cedar trees, finely carved gates and rocky outcroppings among the things to experience.

    The park is also home to some of Japan’s famous natural hot springs, making Nikko an ideal autumn or winter destination.

    While the area has long been popular with Tokyo urbanites looking for a bucolic weekend escape, Nikko is beginning to land on the radar of more international tourists – a Ritz Carlton opened there just before the pandemic.

    With its fresh mountain air and pine forests in the Central Highlands of Vietnam, Dalat is a popular destination for local Vietnamese that isn’t as well known among international travelers.

    At 1,500 meters above sea level, the city’s cooler weather is a welcome reprieve from the tropical humidity found elsewhere in the Southeast Asian country.

    Centered around the romantic Xuan Huong Lake, Dalat boasts everything from French colonial architecture – a holdover from its days as a hill station – to the “Crazy House,” the Seussian creation of architect Đặng Việt Nga, with its twisting stairwells and whimsical sculptures. Plentiful waterfalls and a vibrant flower industry mean that delights abound in the city for honeymooners and nature lovers.

    Urban Davao City is beloved for its night market.

    Davao City is more than just a provincial capital of the southernmost part of the Philippines — it’s a true mosaic of Filipino cultures seen nowhere else across the country.

    There’s food for everybody at the Roxas Night Market, which is lined with barbecue and grilled seafood, along with humble yet complex delicacies such as the fresh seaweed salad called lato and hearty law-uy vegetable soup. Nothing represents Davao more than pungent durians, which grow in abundance across the region as well as pineapples, bananas and sugarcane – served in all forms from shakes to pies.

    The city takes pride in its indigenous roots and celebrates the Kadwayan Festival in August to showcase local textiles, woodwork, song and dance from 11 tribes that reign from the mountains and its surrounding sea.

    A ferry ride away from the city will transport you to luxurious Samal Island, best known for its pristine beaches and pearl farms. Take a roadtrip along the palm tree-lined paths that lead to the surfer spot of Mati, or perhaps a detour to Mount Apo, the highest mountain and volcano in the Philippines.

    The northeast Indian state of Meghalaya, which translates to “abode in the clouds,” boasts some of the country’s most peaceful and lush landscapes. As it requires a permit, it can be challenging to visit. But it’s worth it.

    Meghalaya is home to the towns of Cherrapunji and Mawlynnong. Both hold records for being the wettest places on Earth, having received nearly 12,000 mm (472 inches) of rain a year. The results are verdant, leafy forests with rivers and creeks running through that can be explored through crossing the state’s famous bridges.

    Built by locals out of the roots of ficus trees, some are as old as 500 years and symbolize the self-sufficiency of the Khasi indigenous tribe and their relationship with the forest. The living root bridges, known as “jingkieng jri” in the Khasi language, can be found in over 70 villages and continue to be used and nurtured by locals to keep them alive for future generations.

    In 2022, they were added to UNESCO’s tentative list of World Heritage sites. The most famous living root bridges are the Umshiang Double Decker root bridge in Nongriat village, south of Cherrapunji, and one in Riwai near Mawlynnong, certified as the “cleanest village in Asia” since 2003 by UNESCO.

    Palau Ubin is just a short ferry ride away from mainland Singapore.

    Thought Singapore was all about parties and skyscrapers? Think again. Located offshore from its northeast Changi region is Pulau Ubin (Malay for “granite island”), a nature lover’s paradise with jungle trails, mangrove wetlands and majestic quarries.

    Getting around the island is a breeze: In true Singaporean style, everything is well-marked, from jungle trails to concrete footpaths, but the island still remains very untouched.

    Mountain biking is particularly popular, especially on weekdays when crowds are few. But Ubin really comes to life on weekends – when families, couples and nature lovers descend, hoping to catch a glimpse of old Singapore.

    One of the most popular attractions on the island is Chek Jawa, a saltwater mangrove wetland rich in marine life. A well-built wooden boardwalk runs through the mangrove, allowing visitors to observe plant and marine life such as sea sponges, octopuses, starfish and cuttlefish, at close range.

    Samosir Island is a volcanic island in North Sumatra’s Lake Toba. one of the world’s largest crater lakes.

    The Batak tribe calls this land their home, and you can meet these locals as they sell handicrafts from their villages along the waterfront, where their houses are built from wooden beams lashed to stones and have tall red roofs that resemble a ship’s sails.

    Six people died and two were injured after a passenger bus careened off a bridge and plunged into an overflowing river in northwestern Spain, emergency services said on Sunday.

    Two survivors – the vehicle’s 63-year-old driver and a female passenger – were pulled out of the river by firefighters with rope and taken to nearby hospitals with varying degrees of injury.

    The driver tested negative for alcohol and drugs, a police spokesperson told Reuters.

    The spokesperson added that the search-and-rescue operation around the bridge had now concluded, while engineers attempted to find a way to safely recover the wreckage from the river Lerez.

    The river’s strong current and high flow due to heavy rains sweeping the Galicia region hampered efforts to retrieve the bodies throughout the weekend.

    The coach from the company Monbus was travelling between the cities of Lugo and Vigo on Saturday night and had stopped at a penitentiary center near the site of the accident.

    It skidded off a straight road on the bridge for reasons that remain unclear and plunged into the water in a fall of at least 40 meters (131 feet) at around 9.30 p.m. local time (2030 GMT).

    Emergency services were first alerted by a call from a passerby who noticed the bridge’s protective barrier had been severely damaged. Shortly afterwards, they received a second call from inside the bus as it was filling up with water.

    The river remained above its overflow threshold throughout the night, forcing emergency rescue workers to suspend the operation for nearly two hours before resuming in the morning.

    Authorities at first reported a total of nine people onboard the bus when it fell, based on the driver’s testimony, though the count is now believed to have been eight based on missing person reports filed by relatives.

    The regional president of Galicia, Alfonso Rueda, pointed to the “very bad” weather conditions as one of the possible causes of the accident.

    A bridge in Pittsburgh that collapsed in January, hours before President Joe Biden was scheduled to visit the city to tout his landmark infrastructure funding law, is expected to reopen by the end of December.

    The Fern Hollow Bridge may reopen to traffic before Christmas if installation of railings, lighting and line painting can be completed this week, the Pennsylvania Department of Transportation said.

    The 447-foot-long, four-lane bridge fell about 100 feet into a park below early on a snowy Friday morning due to a “structural failure,” according to the National Transportation Safety Board.

    A bus and four passenger vehicles were on the bridge when it collapsed, according to the federal safety board’s latest report. At least four people sustained injuries. The incident remains under investigation.

    State officials, including Democratic Gov. Tom Wolf, said that the federal bipartisan infrastructure law that passed last year is one of the reasons repair of the Fern Hollow Bridge is able to be completed in just 11 months after it collapsed.

    The $1.2 trillion federal infrastructure package was signed into law in November 2021 after receiving bipartisan support in Congress.

    “Thanks to new funds from the Bipartisan Infrastructure Law, $25.3 million in federal funds were made available for the project and the project was able to proceed quickly without affecting funding for other critical projects in the region,” Alexis Campbell, press secretary for the Pennsylvania Department of Transportation, said in a statement sent to CNN on Thursday.

    Following the collapse of the bridge, the governor and mayor issued a disaster emergency declaration to speed up the repair process. This allowed the Pennsylvania Department of Transportation to manage the design and construction. Once the project is completed, the city of Pittsburgh will assume jurisdiction over and maintenance responsibility of the bridge.

    Some work will continue after the bridge reopens and is expected to last through the winter and spring.

    It will take years to see the full impact of the infrastructure law, which provides funding for everything from bridges and roads to the nation’s public transit, broadband, water and energy systems.

    The money isn’t released all at once. The law will provide roughly $550 billion of new federal investments over the next five years. Plus, major infrastructure projects – like building a new highway, adding a berth to a port or constructing a new airport terminal – take time.

    But the fact that states and cities know the money is coming can allow them to move faster than usual, said Adie Tomer, a senior fellow at the Brookings Institution who leads a team focused on infrastructure policies.

    The Fern Hollow Bridge is just one example. The law has already supported repairs on more than 2,400 bridges, according to the US Department of Transportation.

    “Without the new BIL funds, we would have been scrambling to find the money to quickly replace the Fern Hollow Bridge, and other important projects would have been impacted,” said Wolf in a statement released in October when Biden returned to Pittsburgh to see the bridge repair progress.

    In Nebraska, a state transportation official told lawmakers on Tuesday that a long-delayed, 600-mile expressway system could be completed four years ahead of schedule.

    The official credited the federal infrastructure law as one of the main reasons the department was able to accelerate work, according to a report from the Omaha World-Herald.

    More than $185 billion from the infrastructure law has been announced and is headed to states, tribes, territories and local governments, with thousands of specific projects identified for funding thus far, according to the White House.

    The funds are delivered in two ways: through formula programs that send money directly to states and through competitive grant programs that require state and local agencies to apply.

    A lot of the formula programs have long been sending federal money to states on an annual basis, but are now delivering much more funding for the five-year period covered by the infrastructure law.

    For example, the Federal Highway Administration released nearly $60 billion to states in October through 12 formula programs to support investment in roads, bridges and tunnels; carbon emission reduction; and safety improvements. That’s an increase of $15.4 billion compared with fiscal year 2021, the last fiscal year before the infrastructure law was implemented.

    Dozens of major, specific projects have been selected for funding through grant programs over the past year. Funding for the Infrastructure for Rebuilding America grant program (known as INFRA), which is meant for freight and highway projects of national or regional significance, increased by more than 50% this year. About $1.5 billion was released for 26 transportation projects in September.

    In August, the Rebuilding American Infrastructure with Sustainability and Equity program, known as RAISE, released $2.2 billion for 166 specific road, bridge, transit, rail, port or intermodal transportation projects across the country. In 2021, the program could only afford to fund 90 projects.

    The infrastructure law also created new funding programs, like the National Electric Vehicle Infrastructure Formula Program, which released $615 million to states this year. That money can be used for installing public electric vehicle charging stations.

    Railroad workers could get the paid sick days that were at the heart of their threat to go on strike – if the Biden administration steps in with an executive order.

    Workers have been unsuccessful getting their demands for paid sick leave met through months of negotiations with the freight rail companies, or through congressional action.

    But on Friday, 70 Democrats in Congress signed a letter asking for President Joe Biden or some federal agency to issue an order giving rail workers the seven sick days a year they were seeking.

    The letter pointed out that both the House and Senate supported legislation to do so, with some nominal Republican support in both chambers along with nearly unanimous Democratic support. But the legislation failed because it didn’t get the 60 votes it needed in the Senate.

    The White House did not immediately respond to a request for comment on the letter from the unions’ congressional allies.

    But officials with the rail unions said they have been talking to the administration about some kind of executive action to get them the sick time they’ve been seeking, and that they are hopeful action could be forthcoming.

    “I mean, the Biden administration has been helpful,” said Greg Hynes, national legislative director for the transportation department of the Sheet Metal, Air, Rail Transportation Union, (SMART-TD), the largest rail union representing about 28,000 conductors. “Of course, they want to do this. Whether they can do it, we’re going to find out.”

    The congressional letter said executive action, either by Biden himself, the Labor Department or the Federal Railroad Administration, is needed because the lack of paid sick days poses a safety hazard to the general public by having rail workers try to do their jobs when sick.

    “If a rail worker comes down with COVID, the flu, or some other illness and calls in sick, that worker will not only receive no pay, but will be penalized and, in some cases, fired. We cannot allow that to continue,” said the letter.

    The main lobbying group for the nation’s railroads, the Association of American Railroads, said it believes the question of sick days should be addressed in negotiations with the unions.

    “Following the conclusion of the latest bargaining round, the industry looks forward to using the new agreements as a springboard for further discussions on the structure of our paid leave benefits, enhancing schedule predictability, and addressing overall work-life balance interests,” said the AAR.

    “Railroads remain committed to working with their employees to address these priorities holistically and strike the right balance, be it as an industry or on a railroad-by-railroad basis with each union,” the AAR added.

    The railroads insist that the workers can use personal or vacation days if they are too sick to report to work.

    “If you wake up sick, no one wants you out on the railroad, and management does not want workers coming to work if they are sick,” said Ian Jefferies, CEO of the AAR, in an interview with CNN last month.

    The unions said that members could use their bank of paid time off when sick more easily in the past, but deep staff cuts in recent years have left the railroads so understaffed it is rare that workers can get approval to be off in those instances when they wake up not feeling well. If they do so, not only do they risk losing pay, they also risk being disciplined. And the AAR’s own statement on sick pay availability said workers can call off sick without penalty as long as “they maintain reasonable overall availability.”

    The Biden administration asked Congress to vote to block a strike by the unions that could have started this past Friday, saying a work stoppage would be too great a blow to the nation’s economy.

    The unions argued they needed the right to strike in order to win things they were seeking at the bargaining table, like sick days.

    But despite being disappointed most of the unions’ leadership have been restrained in criticizing Biden for imposing unpopular contracts on their members that did not include sick days.

    Asked if the reason that most union leaders did not criticize Biden’s decision was because they are hopeful that he will be willing to issue an executive order to get them the disputed sick days, Hynes replied, “I think you’re answering your own question.”

    The rail unions are planning rallies around the country in support of rail workers. The lack of sick days will be a major issue at the rallies.

    Among the speakers at the Washington DC rally will be Sen. Bernie Sanders, the main author of the congressional letter. That letter points out that President Barack Obama issued such a rule on federal contractors in 2015, but that it did not cover the unionized rail workers.

    “Over 115,000 rail workers in this country are looking to you to guarantee them the dignity at work they deserve and to ensure that our rail system is safe for its workers and for millions of Americans who cross rail tracks every day,” said the congressional letter. “Through executive order, agency rulemaking, and any other applicable authority, we ask that you take quick and decisive action to guarantee these workers paid sick leave.”

    From a deep fracture in Mauna Loa’s dark terrain, the volcano’s magnificent eruption sends geyser-like fountains of lava spraying into the sky.

    The fissure – cracked open on the northeastern slope of the world’s largest active volcano – feeds a searing flow of molten rock that cuts through the contours of Hawaii’s Big Island. Plumes of volcanic gas, including sulfur dioxide, rise into the air, and delicate strands of volcanic glass, called Pele’s hair, float downwind.

    In the week since Mauna Loa erupted, the stream of lava has coursed northeast, away from the volcano’s summit. Once a quick-moving stream, the flow has slowed significantly as it reaches more softly sloping inclines.

    Though no communities are at risk, the lava flow is inching closer to the Daniel K. Inouye Highway, a major artery that remains open, connecting two sides of this island, according to the US Geological Survey. The lava is flowing at an average rate of 25 feet per hour, the agency said Monday.

    “Though the advance rate has slowed over the past several days, the lava flow remains active with a continuous supply from the fissure 3 vent,” the release said.

    Advance rates of the lava may be “highly variable” in the coming days and weeks with individual lobes advancing quickly and then stalling, the release said.

    “If the eruption continues, it might cover the highway. But at this stage, it’s still about 2.3 miles away from the highway. But it is advancing every day,” said Natalia Deligne, a volcanologist with the USGS at the Hawaiian Volcano Observatory. “We don’t know how long this eruption is going to last, and that will dictate whether or not the highway becomes more threatened.”

    If it closes, residents’ commutes could grow by hours as they seek alternate routes, creating “a tremendous inconvenience,” Hawaii Gov. David Ige told CNN on Saturday.

    Hawaii’s Defense Department activated 20 members of the state’s National Guard Monday as a result of the lava flow from Mauna Loa, a Hawaii Emergency Management Agency statement said. The National Guard members will “assist Hawai’i County with traffic control and other roles in the Mauna Loa eruption,” according to the statement.

    Mauna Loa’s eruption has attracted waves of awestruck visitors, some making the pilgrimage in the middle of the night to avoid the crowds, bundled in jackets and hats to protect against the chilly night air.

    Also erupting now is nearby Kilauea, whose monthslong eruption in 2018 was one of the most destructive in recent Hawaii history, the USGS says.

    Kilauea began erupting again in 2021 and hasn’t stopped. And though it poses no risk now to surrounding communities, Mauna Loa’s rare simultaneous eruption has rekindled memories of the pain and destruction Kilauea wrought four years ago, when it wiped out hundreds of homes and dozens of miles of road.

    Just 21 miles east of Mauna Loa, Kilauea’s ongoing eruption is now confined to a lake of lava rippling at its summit. But the history of this volcano is painful for Hawaii’s Big Island.

    Its 2018 eruption spewed lava into the large Leilani Estates neighborhood, swallowing more than 700 homes and surrounding others with thick layers of volcanic rock, creating unreachable patches of green foliage in a sea of blackened destruction.

    Dorothy Thrall can still walk to the spot where her community once stood, now blanketed with hardened lava. From the deck of her friend’s home, she can see the edge where the lava stopped and blackened into volcanic rock, still steaming years afterward.

    Mauna Loa’s eruption has reopened some of the wounds she and her friends still have from 2018.

    “I thought I was doing pretty good,” Thrall said. “My neighbor called me Day 2 (of Mauna Loa’s eruption), and she was in tears. She says, ‘I have PTSD, and I didn’t even know it.’ And I started crying, too, and I said, ‘I guess I do, too.’”

    Thrall has no desire to see Mauna Loa’s eruption, saying she has seen enough lava in her time. Still, though, she still appreciates the majestic beauty and importance of volcanic events.

    “Lava is beautiful. It’s Pele’s creation,” she said, referencing the ancient Hawaiian volcano deity. “That’s how the island was formed. That’s how the island was built.”

    For many Native Hawaiians, the eruption of volcanoes, including Kilauea and Mauna Loa, holds incredible spiritual significance. Some have honored this week’s occasion by leaving offerings and participating in traditional chants near Mauna Loa.

    As onlookers and tourists flock, officials urge caution and advise people not to venture into closed areas that could pose risk of lethal volcanic fumes, sudden collapses and hidden earth cracks, the National Park Service said.

    A spot for safe viewing is a one-way route is accessible through the Daniel K. Inouye Highway, the Hawaii County Civil Defense Agency said, noting vehicles parked on the roadway could get ticketed or towed.

    The eruption has also created a risk of low air quality in some places due to volcanic ash and vog, or air pollution caused by volcanic gases. Sensitive groups, including children, the elderly and those with respiratory conditions, are advised to reduce outdoor activities that cause heavy breathing and reduce exposure by staying indoors and closing windows and doors, according to the Hawaii Department of Health.

    HILO, Hawaii — Many people on the Big Island of Hawaii are bracing for major upheaval if lava from Mauna Loa volcano slides across a key highway and blocks the quickest route connecting two sides of the island.

    The molten rock could make the road impassable and force drivers to find alternate coastal routes in the north and south. That could add hours to commute times, doctor’s visits and freight truck deliveries.

    “I am very nervous about it being cut off,” said Frank Manley, a licensed practical nurse whose commute is already an hour and 45 minutes each way from his home in Hilo to a Kaiser Permanente clinic in Kailua-Kona.

    If the highway closes, he anticipates driving two-and-a-half to three hours in each direction. Manley fears he might lose pay if an accident or other traffic disruption along an alternate route delays his arrival.

    The lava is oozing slowly at a rate that might reach the road next week. But its path is unpredictable and could change course, or the flow could stop completely and spare the highway.

    The slow-moving flow was coursing about 2.7 miles (4.3 kilometers) from the road Friday, U.S. Geological Survey scientists reported.

    There are more affordable housing options on the island’s east side, home to the county seat, Hilo. But many jobs at beach resorts, in construction and other industries are readily available on the west side, where Kailua-Kona is located. Saddle Road, also known as Route 200 or Daniel K. Inouye Highway, connects the two communities.

    The state Department of Transportation took steps Thursday to remove potential traffic obstacles on the northern coastal route by reopening a lane across Nanue Bridge that was closed for repairs.

    Hilo also is one of the island’s major harbors, where a wide variety of goods arrive by ship before proceeding across the island by truck.

    Hawaii County Councilor Susan “Sue” L. K. Lee Loy, who represents Hilo and parts of Puna, said she’s concerned about big rigs traveling across aging coastal bridges.

    “It’s going to take a lot to rethink how we move about on Hawaii Island,” she said.

    Manley said he would have to get up at 3 a.m. to reach work by 8 a.m. If he left at 5 p.m., he wouldn’t get home until 8 p.m. “That drastically reduces my amount of time that I would be able to spend with my family,” he said.

    Tanya Harrison of Hilo said she would need a full day off work to travel to her doctor in Kona.

    There are more than 200,000 Big Island residents. Amidst throngs of tourists, delivery trucks and commuters forced to reroute, Harrison said she couldn’t imagine the congestion.

    “It might even be quicker just to fly to Honolulu,” she said of the hour flight. “There’s no line at the Hilo airport. Fly over, see the doctor, come back would actually be quicker than driving.”

    Outrigger Kona Resort & Spa plans to provide rooms at a Kailua-Kona hotel so its dozen or so Hilo-based employees can avoid the long commute five days per week.

    A shutdown could also affect major astronomy research at the summit of Mauna Kea, a 13,803-foot (4,207-meter) peak next to Mauna Loa that is home to some of the world’s most advanced telescopes.

    The road heading to Mauna Kea’s summit is midway between Hilo and Kona. If lava crosses Saddle Road on either side of Mauna Kea Access Road, many telescope workers would be forced to take long, circuitous routes.

    Rich Matsuda, associate director for external relations at W.M. Keck Observatory, said telescopes may need to adjust staff schedules and house workers at a facility partway up the mountain for a while so they don’t have to commute.

    There’s also a chance the lava flow may head directly across the lower part of Mauna Kea Access Road, which could block workers from reaching the summit. Matsuda hopes they’ll be able to use gravel or other bypass routes if that happens.

    The telescopes previously have shut down for multi-day or weeklong winter storms. “So we’re prepared to do that if we have to,” Matsuda said.

    Geologists with the Hawaiian Volcano Observatory said if Mauna Loa follows historical patterns, they expect the eruption, which began Sunday night, to continue for one to two weeks.

    Since then, traffic has clogged the road as people try to glimpse the lava. A handful of resulting accidents included a two-vehicle crash that sent two people to the hospital with “not serious injuries,” Hawaii Police Department spokesperson Denise Laitinen said.

    U.S. Rep. Ed Case and U.S. Rep. Kaiali’i Kahele sent a letter to President Joe Biden saying Hawaii County would need “immediate help” to keep island communities safe if lava flow blocks the highway. The two Hawaii Democrats noted that restricted access could hinder emergency services because one of the island’s primary hospitals is on the east side.

    NASHVILLE, Tenn. — Tennessee Gov. Bill Lee is considering allowing express toll lanes on highways and tripling a fee for electric car owners as he targets his first big push after winning reelection — paying for tens of billions of dollars in roadway projects.

    The Republican is adamant about what he won’t do: Raise the gas tax; add fully tolled roads; or issue debt in lieu of the state’s pay-as-you-go road funding method.

    Lee says the timing is crucial to pivot quickly to roads. With Tennessee’s rapid growth and truck traffic, state transportation officials say $26 billion in projects are needed to address worsening congestion, and only $3.6 billion of it is planned under a big swipe at roads by Lee’s predecessor. Officials also say projects are taking so long — 15 years on average — that they are coming in 40% over budget.

    Like other states, Tennessee’s current road funding through gas taxes looks less reliable as more people switch to fuel-efficient and electric cars. Tennessee is also becoming a electric vehicle production hub, highlighted by a massive upcoming Ford electric vehicle project with a partner company’s battery factory.

    Lee will need Republican lawmakers on board for much of what he wants. That includes opening up the possibility for private companies to bid to build new express lanes on highways and impose tolls for profit. Lawmakers would also need to approve raising the annual fee on owning an electric vehicle from $100 to $300.

    Transportation commissioner Butch Eley has stated that any express toll lanes would be newly built, and would not turn existing carpool lanes into paid ones. Across the country, five states have express toll lanes, 10 states have carpool lanes that let others join at a price, and some have both, according to a February 2021 report by the Federal Highway Administration.

    The state could control driver eligibility and the pricing policy, which can fall or rise based on current congestion, while charging only those who want the quicker ride. A private company would design, build, finance, operate and maintain the lanes.

    “There’s nothing, I think, more fair than people paying for what they use,” Eley told reporters Thursday.

    The $300 electric vehicle fee could be the country’s most expensive. As of July, 31 states have a similar yearly fee, ranging from $50 in Colorado to $225 in Washington, according to the National Conference of State Legislatures. Eley says the increase better reflects what electric car drivers would be paying in federal and state gas taxes.

    Lee, however, said officials may or may not settle on $300.

    “We want to make sure there’s a fair fee for everyone,” Lee told reporters. “We’ll figure out what that number is and move forward.”

    Vehicle taxes are a mixed bag state by state. Some have property taxes and annual inspection fees, for example. Tennessee phased out its last required vehicle testing and doesn’t charge property taxes on personal cars.

    Democratic Senate Minority Leader Jeff Yarbro said he will await specifics of Lee’s strategy, hoping to hear about everything from roadwork to mass transit.

    “I’m looking forward to learning more and talking to the governor because there has been a lot of focus on the highways of the state,” the Nashville lawmaker said. “But the state needs a transportation strategy, not just a highway plan.”

    Lee’s sweeping roads push, which also calls for pay increases for transportation workers and other expansions to public-private partnerships, comes after former Republican Gov. Bill Haslam struck a deal during a drag-out fight over his 2017 plan. Haslam’s IMPROVE Act increased Tennessee’s gas tax from $0.20 to $0.26 per gallon over three years and upped the diesel rate as well, among other changes that in part reduced separate taxes.

    Lee’s push comes after the passage of President Joe Biden’s infrastructure law . The governor’s transportation team, however, has said Tennessee’s five-year building plan was up about $1.7 billion under the law, saying that is not a major funding influx.

    Rail expansion, meanwhile, is not part of Lee’s immediate plans. The concept has been hotly debated around Nashville, where a light rail ballot vote failed in 2018, toppled by tax increase opposition and concerns it could quicken gentrification that has pushed some lower-income people out of their communities. Eley said the state will keep looking at future rail possibilities.

    In the GOP-led Legislature, House Speaker Cameron Sexton and Senate Speaker Randy McNally said they are on board with a deep dive into how transportation infrastructure is funded.

    They’ll have plenty to hammer out when lawmakers return for their annual legislative session in January. For one, Sexton mentioned rail as a topic that needs discussion.

    “We must have honest discussions on infrastructure in our state to solve the traffic congestion issue,” Sexton said. “Those must include expansion of rail access, shortening the decades-long timeline to build roads, as well as looking at express lanes on our interstates in highly congested areas.”

    HILO, Hawaii — Many people on the Big Island of Hawaii are bracing for major upheaval if lava from Mauna Loa volcano slides across a key highway and blocks the quickest route connecting two sides of the island.

    The molten rock could make the road impassable and force drivers to find alternate coastal routes in the north and south. That could add hours to commute times, doctor’s visits and freight truck deliveries.

    “I am very nervous about it being cut off,” said Frank Manley, a licensed practical nurse whose commute is already an hour and 45 minutes each way from his home in Hilo to a Kaiser Permanente clinic in Kailua-Kona.

    If the highway closes, he anticipates driving two-and-a-half to three hours in each direction. Manley fears he might lose pay if an accident or other traffic disruption along an alternate route delays his arrival.

    The lava is oozing slowly at a rate that might reach the road next week. But its path is unpredictable and could change course, or the flow could stop completely and spare the highway.

    The slow-moving flow was coursing about 2.7 miles (4.3 kilometers) from the road Friday, U.S. Geological Survey scientists reported.

    There are more affordable housing options on the island’s east side, home to the county seat, Hilo. But many jobs at beach resorts, in construction and other industries are readily available on the west side, where Kailua-Kona is located. Saddle Road, also known as Route 200 or Daniel K. Inouye Highway, connects the two communities.

    The state Department of Transportation took steps Thursday to remove potential traffic obstacles on the northern coastal route by reopening a lane across Nanue Bridge that was closed for repairs.

    Hilo also is one of the island’s major harbors, where a wide variety of goods arrive by ship before proceeding across the island by truck.

    Hawaii County Councilor Susan “Sue” L. K. Lee Loy, who represents Hilo and parts of Puna, said she’s concerned about big rigs traveling across aging coastal bridges.

    “It’s going to take a lot to rethink how we move about on Hawaii Island,” she said.

    Manley said he would have to get up at 3 a.m. to reach work by 8 a.m. If he left at 5 p.m., he wouldn’t get home until 8 p.m. “That drastically reduces my amount of time that I would be able to spend with my family,” he said.

    Tanya Harrison of Hilo said she would need a full day off work to travel to her doctor in Kona.

    There are more than 200,000 Big Island residents. Amidst throngs of tourists, delivery trucks and commuters forced to reroute, Harrison said she couldn’t imagine the congestion.

    “It might even be quicker just to fly to Honolulu,” she said of the hour flight. “There’s no line at the Hilo airport. Fly over, see the doctor, come back would actually be quicker than driving.”

    Outrigger Kona Resort & Spa plans to provide rooms at a Kailua-Kona hotel so its dozen or so Hilo-based employees can avoid the long commute five days per week.

    A shutdown could also affect major astronomy research at the summit of Mauna Kea, a 13,803-foot (4,207-meter) peak next to Mauna Loa that is home to some of the world’s most advanced telescopes.

    The road heading to Mauna Kea’s summit is midway between Hilo and Kona. If lava crosses Saddle Road on either side of Mauna Kea Access Road, many telescope workers would be forced to take long, circuitous routes.

    Rich Matsuda, associate director for external relations at W.M. Keck Observatory, said telescopes may need to adjust staff schedules and house workers at a facility partway up the mountain for a while so they don’t have to commute.

    There’s also a chance the lava flow may head directly across the lower part of Mauna Kea Access Road, which could block workers from reaching the summit. Matsuda hopes they’ll be able to use gravel or other bypass routes if that happens.

    The telescopes previously have shut down for multi-day or weeklong winter storms. “So we’re prepared to do that if we have to,” Matsuda said.

    President Joe Biden said Tuesday he is “confident” a rail strike will be avoided while meeting with the top four congressional leaders, though any one senator could slow down the process of approving legislation that would avert such a strike – and at least one said he was planning to do so.

    “I asked the four top leaders in Congress to ask whether they’d be willing to come in and talk about what we’re gonna do between now and Christmas in terms of legislation and there’s a lot to do, including resolving the train strike,” Biden said while meeting with House Speaker Nancy Pelosi, Senate Majority Leader Chuck Schumer, House Minority Leader Kevin McCarthy and Senate Minority Leader Mitch McConnell.

    “It’s not an easy call but I think we have to do it,” Biden said. “The economy is at risk.”

    On Monday, Biden called on Congress to “immediately” pass legislation to avert a railroad shutdown by officially adopting a September tentative agreement approved by labor and management leaders. Rank-and-file members of four unions have rejected the agreement and are prepared to go on a railroad strike on December 9 without either a new labor agreement or congressional action.

    Biden, a longtime labor ally, along with Labor Secretary Marty Walsh and other administration officials helped unions and management reach a tentative deal averting a freight railroad strike in September.

    A railroad strike could clog supply chains and lead to a spike in prices on necessities such as gasoline and food – dampening an economy that many fear is heading toward a recession. It could also cost could cost the US economy $1 billion in its first week alone, according to an analysis from the Anderson Economic Group.

    Michael Baldwin, president of the Brotherhood of Railroad Signalmen, one of the four unions whose members voted no on the deal, said Tuesday that Biden has let the union and its members down.

    “We’re trying to address an issue here of sick time. It’s very important,” Michael Baldwin, the president of the Brotherhood of Railroad Signalmen, told CNN’s Jim Sciutto on “Newsroom.” “This action prevents us from reaching the end of our process. It takes away the strength and the abilities that we have to force bargaining or force the railroads into a situation to actually do the right thing.”

    Pelosi said Tuesday the chamber could vote as soon as Wednesday on legislation to adopt the September tentative agreement and avert a possible rail strike. Once passed, Senate action could occur later this week or next, several Senate sources have told CNN. The Senate is expected to have the votes to break a filibuster on the bill to avert a potential railway strike, the Senate sources also said. There are likely to be at least 10 Republicans who will vote with most Senate Democrats to overcome a 60-vote threshold.

    After the meeting, McConnell expressed openness to backing the legislation, and told reporters “We’re gonna need to pass a bill.”

    But any one senator can slow the process down as timing agreements to move along legislation typically require unanimous consent from all 100 members of the chamber. Vermont Sen. Bernie Sanders, an independent who caucuses with Democrats, criticized the proposed deal to avert a rail strike on Tuesday. Sanders reiterated his threat to slow down rail measure unless he gets sick-leave amendment vote in a tweet Tuesday afternoon.

    “At a time of record profits in the rail industry, it’s unacceptable that rail workers have ZERO guaranteed paid sick days. It’s my intention to block consideration of the rail legislation until a roll call vote occurs on guaranteeing 7 paid sick days to rail workers in America,” he wrote.

    Any one member can delay a quick vote and potentially put off final action until after the December 9 deadline to avert a strike.

    Some Republicans are still skeptical of congressional intervention, arguing they would rather the issue be dealt with administratively.

    Maine Sen. Susan Collins, a frequent swing vote, told CNN that the measure “deserves careful consideration.”

    “I’m going to wait and listen to the debate at lunch today before reaching any kind of conclusion,” she said.

    Iowa Sen. Joni Ernst, a member of GOP leadership, also told CNN she was still evaluating the plan.

    LUSAIL, Qatar — Less than a month before it is set to host the World Cup final, Lusail City is oddly quiet.

    Wide empty streets, idle lobbies and construction cranes are everywhere in the sleek district 20 kilometers (12 miles) north of the capital, Doha, built to accommodate World Cup fans and hundreds of thousands of host nation Qatar’s residents.

    But with soccer’s biggest event underway, the empty futuristic city is raising questions about how much use the infrastructure Qatar built for the event will get after more than a million soccer fans leave the small Gulf Arab nation after the tournament.

    Elias Garcia, a 50-year old business owner from San Francisco, visited Lusail City from Doha with a friend on a day when there wasn’t a soccer game in the city’s bowl-shaped, golden stadium.

    “We came to check it out but there’s not much here,” Garcia said, looking up at a huge crescent-shaped skyscraper behind him designed to look like the curved swords on Qatar’s national emblem.

    Across the street, a building site was concealed by a low fence illustrated with desert scenes. “Everything looks like it’s under construction,” Garcia said. “It’s just empty lots with little walls they put up to make you think it’s up and running.”

    Driving north from Doha, Lusail City’s glittering skyline and marina are hard to miss. Pastel-colored towers that look like crates stacked on each other rise from the desert. Wide avenues give way to zigzagging buildings, glass domes and clusters of neoclassical housing blocks. It’s unclear if anyone lives in them. Most are advertised as luxury hotels, apartments or commercial office space. Cranes hang above many buildings.

    Plans for Lusail City had been around since 2005 but construction was fast-tracked after Qatar won the rights to host the World Cup five years later. Backed by Qatar’s $450 billion sovereign wealth fund, the city was designed to be compact and pedestrian friendly and is connected by Doha’s new metro and a light rail.

    Fahad Al Jahamri, who manages projects at Qatari Diar, the real estate company behind the city that’s backed by Qatar’s Investment Authority, has called Lusail City a self-contained “extension of Doha.”

    Officials have also said the city is part of broader plans that natural gas-rich Qatar has to build its knowledge economy — an admission of the type of white-collar professionals the country hopes to attract to the city long-term.

    But reaching its goal of housing 400,000 people in Lusail City could be tough in a country where only 300,000 people are citizens, and many of the 2.9 million residents are poor migrants who live in camps, not luxury towers.

    Even during the World Cup, Lusail City is noticeably quieter than Doha, itself the site of jaw-dropping amounts of construction over the past decade in preparation for the event.

    At the Place Vendome, a luxury mall named for the grand Parisian square, many stores are not yet open. A few tourists snapped pictures of Lusail City’s skyline on a recent afternoon from the mall while cashiers talked among themselves. At a building downtown housing the Ministry of Culture and other government offices, a security guard said almost everyone had left by 11 a.m.

    “Even on the metro, if you go on a day when there’s not a match, there are like five to 10 people on it besides you,” Garcia said.

    On the man-made Al Maha Island, a crowd of World Cup fans and locals lounged at an upscale beach club, pulling on shisha tobacco pipes and dipping into a swimming pool.

    Timothe Burt-Riley directed workers at an art gallery opening later that night. The French gallery director said Lusail City – or at least Al Maha Island with its amusement park, high-end boutiques, restaurants and lounges, would be a place where locals come to meet.

    “This is a totally man-made island,” Burt-Riley said, “it’s pretty crazy what they can do.”

    He said Qatar could find a way to make use of the infrastructure it’s built for the World Cup, including seven new soccer stadiums, but admitted, “it might take time.”

    On Thursday, Dan Langenkamp marked 12 weeks since his wife, Sarah, was killed.

    To honor her, Dan and his two young sons do what they do every day at around 4:05 p.m., the time Sarah died: They drop whatever they are working on, gather together, hold hands and talk to her, sharing details about their day. They tell her they love her, they miss her, and they hope she’s proud of them.

    Sarah Debbink Langenkamp was killed August 25 while riding her bike on a Bethesda, Maryland, road. She was traveling on the biker’s lane when the driver of a flatbed truck alongside her made a right turn into a parking lot and ran over the 42-year-old, police said. She was pronounced dead at the scene.

    “I’ve tried to make sense of what happened to Sarah, and since I started looking into it, I’ve realized this is not a freakish accident,” Dan Langenkamp said. “What happened to her is part of a huge, worsening trend in America of people getting killed in traffic crashes. There’s an epidemic of traffic violence against people walking or biking.”

    The accident came just weeks after the couple, both diplomats, moved back to the US after spending roughly a year and a half in Ukraine and later in Poland, on the border. They were part of a small group of US government employees who stayed behind after Russia’s invasion but ultimately made the difficult decision to leave, so they could reunite with their two sons – Oliver, 10 and Axel, 8 – whom they had sent to their grandparents in California when the war first started.

    The couple spent a few weeks in Washington DC before moving to Bethesda, where they were eagerly preparing for the start of a new chapter. Sarah enrolled in a master’s degree course and, three days after their move there, attended an open house at her son’s new elementary school. A few minutes before she got on her bike to return home that evening, she called Dan to share her impressions. It was the last call she ever made.

    “We’ve lived in dangerous places,” Langenkamp said. “The last thing we expected was that one of us would die or get hurt in Bethesda.”

    His anger, Langenkamp said, has been a driving force to push for change in bike safety. A GoFundMe campaign Langenkamp created has raised more than $289,000 to help local and national cycling safety organizations in their efforts to advocate for safer bike routes.

    And on Saturday morning, more than 1,500 people are registered to bike to Congress in Sarah’s honor in the 10.5-mile Ride for Your Life event her husband organized.

    The group’s requests to lawmakers include funding for the Active Transportation Infrastructure Investment Program, which was authorized by Congress but not funded and which can help local governments invest in bike lane infrastructure. They’re also asking for more measures around truck safety, including mandating better training and requiring side and front guards on large trucks to prevent people from getting caught underneath.

    “I get comfort knowing that, maybe through all of this work, some other mother will ride home safely after riding her bike to work,” Langenkamp said. “And that’s meaningful to me.”

    For many advocates, the fight for safer roads has been long and difficult, even amid worsening trends for biker and pedestrian safety. The problems have only been exacerbated by increased driver recklessness during the pandemic and bigger, heavier – and deadlier – vehicles on the roads, said Colin Browne, a spokesperson for the Washington Area Bicyclist Association.

    More than 930 cyclists were killed on American roads in 2020, a 9% increase from the prior year, and more than 38,800 were injured, according to data from the National Highway Traffic Safety Administration. Nearly 80% of fatal bicyclist crashes that year were in urban areas, the agency said. At least 985 cyclists were killed in 2021, a 5% increase from 2020, according to early estimates from the NHTSA. Since 1975, deaths among cyclists 20 or older have nearly quadrupled, according to the Insurance Institute for Highway Safety.

    “It’s a public health crisis,” Browne said. “Even more so because this is, from a technical standpoint, not a challenging problem to solve. The tools and the engineering to make the streets safer to use is out there, it’s tested, it’s proven.”

    But creating safer streets for bikers and pedestrians and regulating large vehicles has often proved a politically unpopular move, which has led to slow action from local leaders, he added.

    “We could give (funding) to buses and people on bikes and scooters, but we have sort of built an infrastructure that assumes the majority of people will drive,” Browne said.

    Anna Irwin will also ride her bike with her 10-year-old daughter on Saturday to honor Sarah’s memory. Irwin founded the Bethesda BIKE Now coalition, a local group created in response to a 2017 decision from local leaders to shut down a popular bike trail which ran through Bethesda during the construction of a rail line.

    In these five years, the group has called for the completion of a network of protected bike routes – formed by two major paths – running from one side of Bethesda to the other, while the existing trail remains closed. But progress has been slow, Irwin said.

    “Here we are, in 2022, and neither one of the routes is completed,” Irwin said. “They’ve done some work, but in five years they can’t build a protected bike lane to cover two miles of heavily trafficked area?”

    The Montgomery County Department of Transportation told CNN it recently completed the first phase of two segments in the network and more bike lanes are either being designed or under construction, adding “we are building them as fast as we can.”

    The department is also working with the Maryland Department of Transportation State Highway Administration, which controls River Road, where Sarah was killed.

    The highway administration said in a statement it is committed to the safety of all highway users but did not answer CNN’s specific questions on bike trail projects, including if there are plans for construction on River Road. The agency last month announced it started construction on another road in North Bethesda, where an 18-year-old cyclist was killed in June and a 17-year-old cyclist was killed in 2019.

    “These things could have been prevented,” Irwin said. “We have got to just keep educating people about the need for protected bike lanes. You can’t just paint the road and then expect cars to give us the space that we need. It’s not safe.”

    Langenkamp has said his fundraising effort will also help advocate for the state’s transportation department to create a safer bike lane on River Road, where Sarah was killed.

    “Such bike lanes – lacking proper barriers, truck/auto driver education, laws, and law enforcement – are only death traps,” Langenkamp wrote on his GoFundMe page.

    The fight for change has given Langenkamp purpose in what otherwise has been an unbearable three months. Adjusting to life as a single father hasn’t been easy, he said. Just a few days ago, his son noted he had no clean pants for school, and Langenkamp realized he hadn’t done laundry for a week. He often worries what holidays and Mother’s Day will look like for the children.

    Sarah loved their two boys, he said. Even amid a demanding job which took the family all around the world – including to Baghdad, the Ivory Coast and Uganda – she was always able to turn off work and focus on her family, Langenkamp said. While working from Poland during Russia’s war on Ukraine, Sarah flew to California for a weekend over the summer to surprise her oldest son on his birthday. She returned to Europe when the weekend was over. And in the weeks before her return to the US, she wrote heartfelt postcards to her boys, sharing she couldn’t wait until they were reunited.

    She was equally incredible at her job, her husband said, adding, “She was everybody’s favorite colleague.”

    The two met in their Foreign Service orientation class in 2005 and were married a year later. “She had this quiet confidence, and a very down-to-earth, friendly demeanor that just really made her easy to get along with,” Langenkamp said. “She was the kind of boss that everybody loves. Just really smart.”

    And she was never afraid to go to the places where other diplomats were sometimes unwilling to go, telling her husband it was “where we were needed.”

    During their time in Ukraine, Sarah headed the US Embassy’s programs on corruption and law enforcement and was responsible for equipping and supplying its national police and border guard. And she was a “critical player” in Ukraine’s defense efforts and helped Ukrainian police and border guard forces receive equipment like helmets and body armor after the invasion, Langenkamp added. After her killing, letters of appreciation poured in from US leaders including President Joe Biden, Attorney General Merrick Garland and Secretary of State Antony Blinken.

    “She was our guiding light, really, and our moral compass,” Langenkamp said. “It was her judgment that helped us through everything.”

    Three months since her death, reminders of Sarah are everywhere around the family’s Bethesda home, Langenkamp said.

    There’s a corner – a part of the home Langenkamp refers to as a “shrine” to his wife – where a candle remains lit by her urn, surrounded by pictures of the family, notes Sarah’s sons wrote to their mom after her passing, jewelry she used to wear, cards from family and friends. Nearby, pictures of Sarah are taped right up to the ceiling. “We just try to have her around, everywhere,” her husband said.

    There’s also a picture Sarah gifted to her husband at their wedding. It’s a picture of a bike with the words, “Life is a beautiful ride. Dan and Sarah, est. 2006,” the year of their wedding.

    “Biking was a thing for us,” he said. “It was a central part of our lives,” a mode of transportation which was “down-to-earth, healthy and environmentally friendly,” Langenkamp added.

    Wherever the couple found themselves, they tried to commute by bike when possible, he added. Choosing this fight for safety since his wife’s death was almost like an “impulse,” Langenkamp said.

    “If the least I can do to honor her, a person who had so much potential in her life. If we can do a little bit of good as a result of this, I’ll have been consoled slightly,” he said.

    “It won’t bring her back,” Langenkamp added. “But at least it will help, a little bit.”

    LIMA, Peru — A LATAM Airlines plane taking off from Lima’s international airport struck a firetruck on the runway and caught fire Friday. Authorities said the plane’s passengers and crew were all safe, but two firefighters in the truck were killed.

    Lima Airport Partners, the company that operates Jorge Chávez airport, said in a tweet that operations at the facility had been suspended. There were 102 passengers and six crew members aboard the Airbus A320neo.

    “Our teams are providing the necessary care to all passengers, who are in good condition,” the company said.

    Luis Ponce La Jara, general commander of the fire department, said two firefighters were killed and one was injured when the truck they were in was struck by the plane. Both the plane and the firetruck were in motion when they collided.

    Flight LA2213 was taking off from Lima’s main airport en route to the Peruvian city of Juliaca.

    Videos on social media showed smoke coming from a large plane on the runway.

    According to the fire department, the incident was registered at 3:25 p.m. and four rescue units were mobilized.

    Fire department chief Mario Casaretto told local media that “we do not yet know technically what happened.”

    The Prosecutor’s Office in Callao, where the airport is located, said an investigation into the cause of the accident had been opened.

    Aviation authorities said operations at Jorge Chávez International Airport were suspended until 1 p.m. local time Saturday. Flights would be direct to other airports in the meantime.

    PARIS — An Iranian man who lived for 18 years in Paris’ Charles de Gaulle Airport and inspired the Steven Spielberg film “The Terminal” died Saturday in the airport, officials said.

    Merhan Karimi Nasseri died after a heart attack in the airport’s Terminal 2F around midday, according an official with the Paris airport authority. Police and a medical team treated him but were not able to save him, the official said. The official was not authorized to be publicly named.

    Karimi Nasseri, believed to have been born in 1945, lived in the airport’s Terminal 1 from 1988 until 2006, first in legal limbo because he lacked residency papers and later by choice, according to French media reports.

    He had been living in the airport again in recent weeks, the airport official said.

    His saga inspired “The Terminal” starring Tom Hanks, and a French film.

    MIAMI — Hurricane Nicole made landfall early Thursday along the east coast of Florida. The storm was already battering a large area of the storm-weary state with strong winds, dangerous storm surge and heavy rain, officials said.

    The rare November hurricane had already led officials to shut down airports and theme parks and order evacuations that included former President Donald Trump’s Mar-a-Lago club.

    Authorities warned that Nicole’s storm surge could further erode many beaches hit by Hurricane Ian in September. The sprawling storm is then forecast to head into Georgia and the Carolinas later Thursday and Friday, dumping heavy rain across the region.

    Nicole was a Category 1 storm, with maximum sustained winds of 75 mph (120 kph) early Thursday, the U.S. National Hurricane Center said. It was moving west-northwest near 14 mph (22 km/h).

    Tropical storm force winds extended as far as 485 miles (780 kilometers) from the center in some directions. Nicole’s center is expected to move across central and northern Florida into southern Georgia on Thursday and into the evening, and into the Carolinas on Friday.

    A few tornadoes will be possible through early Thursday across east-central to northeast Florida, the weather service said. Flash and urban flooding will be possible, along with renewed river rises on the St. Johns River, across the Florida Peninsula on Thursday. Heavy rainfall from this system will spread northward across portions of the southeast, eastern Ohio Valley, Mid-Atlantic, and New England through Saturday.

    Large swells generated by Nicole will affect the northwestern Bahamas, the east coast of Florida, and much of the southeastern United States coast over the next few days.

    Nicole is expected to weaken while moving across Florida and the southeastern United States through Friday, and it is likely to become a post-tropical cyclone by Friday afternoon.

    Nicole became a hurricane Wednesday evening as it slammed into Grand Bahama Island, having made landfall just hours earlier on Great Abaco island as a tropical storm with maximum sustained winds of 70 mph. It is the first storm to hit the Bahamas since Hurricane Dorian, a Category 5 storm that devastated the archipelago in 2019.

    For storm-weary Floridians, it is only the third November hurricane to hit their shores since recordkeeping began in 1853. The previous ones were the 1935 Yankee Hurricane and Hurricane Kate in 1985.

    Mar-a-Lago, Trump’s club and home, was in one of those evacuation zones, built about a quarter-mile inland from the ocean. The main buildings sit on a small rise that is about 15 feet (4.6 meters) above sea level and the property has survived numerous stronger hurricanes since it was built nearly a century ago. The resort’s security office hung up Wednesday when an Associated Press reporter asked whether the club was being evacuated and there was no sign of evacuation by Wednesday afternoon.

    There is no penalty for ignoring an evacuation order, but rescue crews will not respond if it puts their members at risk.

    Officials in Daytona Beach Shores deemed unsafe at least a half dozen, multi-story, coastal residential buildings already damaged by Hurricane Ian and now threatened by Nicole. At some locations, authorities went door-to-door telling people to grab their possessions and leave.

    Disney World and Universal Orlando Resort announced they likely would not open as scheduled Thursday.

    Palm Beach International Airport closed Wednesday morning, and Daytona Beach International Airport said it would suspend operations. Orlando International Airport, the seventh busiest in the U.S., also closed. Farther south, officials said Fort Lauderdale-Hollywood International Airport and Miami International Airport experienced some flight delays and cancellations but both planned to remain open.

    At a news conference in Tallahassee, Gov. Ron DeSantis said that winds were the biggest concern and significant power outages could occur, but that 16,000 linemen were on standby to restore power as well as 600 guardsmen and seven search and rescue teams.

    “It will affect huge parts of the state of Florida all day,” DeSantis said of the storm’s expected landing.

    Almost two dozen school districts were closing schools for the storm and 15 shelters had opened along Florida’s east coast, the governor said.

    Forty-five of Florida’s 67 counties were under a state of emergency declaration.

    Warnings and watches were issued for many parts of Florida, including the southwestern Gulf coastline that was devastated by Hurricane Ian, which struck as a Category 4 storm Sept. 28. The storm destroyed homes and damaged crops, including orange groves, across the state. — damage that many are still dealing with.

    Daniel Brown, a senior hurricane specialist at the Miami-based National Hurricane Center, said the storm would affect a large part of the state.

    “Because the system is so large, really almost the entire east coast of Florida except the extreme southeastern part and the Keys is going to receive tropical storm force winds,” he said.

    Early Wednesday, President Joe Biden declared an emergency in Florida and ordered federal assistance to supplement state, tribal and local response efforts to the approaching storm. The Federal Emergency Management Agency is still responding to those in need from Hurricane Ian.

    Hurricane Ian brought storm surge of up to 13 feet in late September, causing widespread destruction.

    MIAMI — Tropical Storm Nicole churned toward the northwestern Bahamas and Florida’s Atlantic coastline on Tuesday, gradually gaining strength as it neared hurricane strength, forecasters said.

    Nicole reached 70 mph (110 kph) late Tuesday, just shy of the 74 mph (119 kph) to become a Category 1 hurricane.

    A range of warnings and watches remain in place. Many areas are still reeling from damage caused by Hurricane Ian, which hit Florida’s southwestern Gulf Coast as a Category 4 storm in late September before dumping heavy amounts of rain across much of the central part of the state. Forecasters said heavy rain could fall on areas still recovering from Ian’s flooding.

    Hurricane warnings were in effect for the Abacos, Berry Islands, Bimini and Grand Bahama Island, the Miami-based National Hurricane Center said in an advisory. Other areas of the Bahamas, including Andros Island, New Province and Eleuthera remained under a tropical storm warning.

    Residents in at least three Florida counties — Flagler, Palm Beach and Volusia — were ordered to evacuate from barrier islands, low-lying areas and mobile homes. The evacuation orders are set to take effect Wednesday. Officials at Orlando International Airport, the seventh busiest in the U.S., said commercial operations would stop Wednesday afternoon until it was safe to resume flights.

    “This incoming storm is a direct threat to both property and life,” said Volusia County Manager George Recktenwald. “Our infrastructure, particularly along the coastline, is very vulnerable because of Hurricane Ian.”

    In the Bahamas, long lines formed at gas stations and grocery stores earlier Tuesday, said Eliane Hall, who works at a hotel in Great Abaco island.

    “We just boarded it up,” she said of the hotel, adding that the impact of Hurricane Dorian, a Category 5 storm that struck in 2019, was still fresh in many people’s minds. “We’re still affected,” she said.

    Authorities said they were especially concerned about those now living in about 100 motorhomes in Grand Bahama after Dorian destroyed their homes, and about the migrant community in Great Abaco’s March Harbor that Capt. Stephen Russell, emergency management authority director, said has grown from 50 acres (20 hectares) to 200 acres (81 hectares) since Dorian. The previous community of Haitian migrants was among the hardest hit by the 2019 storm given the large number of flimsy structures in which many lived.

    The hurricane center said the storm’s track shifted slightly north overnight, but the exact path remains uncertain as it approaches Florida, where it is expected to make landfall as a Category 1 hurricane late Wednesday or early Thursday.

    By Tuesday night, hurricane warnings were issued for a large portion of Florida’s Atlantic Coast, from Boca Raton to north of Daytona Beach. Tropical storm warnings are in place for other parts of the Florida coast, all the way to Altamaha Sound, Georgia.

    The warning area also stretches inland, covering Florida’s Lake Okeechobee, with tropical storm watches in effect on the state’s Gulf Coast from Bonita Beach in southwestern Florida to Indian Pass in the Panhandle. The tropical storm watch extends north to the South Santee River in South Carolina.

    Jack Beven, a National Hurricane Center forecaster, said the storm has a “very large cyclonic envelope,” meaning that even if it makes landfall along the central Florida coastline, the effects will be felt as far north as Georgia.

    NASA announced that because of the storm, next week’s planned launch of its much-anticipated moon rocket will be pushed back two days to Nov. 16. The 322-foot (98-meter) rocket will send an empty crew capsule around the moon and back in a dramatic flight test before astronauts climb aboard in a couple of years.

    However, the storm did not have any impact on voting in Florida on Tuesday.

    Officials in the Bahamas opened more than two dozen shelters across the archipelago on Tuesday as they closed schools and government offices in Abaco, Bimini, the Berry Islands and Grand Bahama.

    Authorities warned that some airports and seaports will close as the storm nears and not reopen until Thursday, and they urged people in shantytowns to seek secure shelter.

    Communities in Abaco are expected to receive a direct hit from Nicole as they still struggle to recover from Dorian.

    “We don’t have time to beg and plead for persons to move,” Russell said.

    Some counties in Florida were offering sandbags to residents. In Indian River County, which is north of West Palm Beach, shelters were set to open at 7 a.m. Wednesday, though no mandatory evacuation orders had been issued by late morning Tuesday, said spokesman Mason Kozac.

    Any evacuations would be strictly voluntary, with residents “having a conversation with themselves about whether they need to leave or not,” Kozac said.

    The mandatory evacuation order in Palm Beach County affects 52,000 residents of mobile homes and 67,000 residents of barrier islands, officials said in an afternoon news conference. Shelters up and down the coast were opening at 7 a.m. Wednesday, officials said.

    Schools will be closed in multiple counties across Florida as the storm approaches. Some announced closures through Friday, already an off day because of the Veteran’s Day holiday. Other districts have said they would cancel classes on Thursday. The University of Central Florida, one of the largest U.S. universities with 70,000 students and 12,000 employees, was closing on Wednesday and Thursday.

    Disney World outside Orlando planned to close its Typhoon Lagoon water park and two miniature golf courses on Thursday.

    In Seminole County, north of Orlando, Hurricane Ian caused unprecedented flooding, and officials are concerned the impending storm could bring a new round of flooding and wind damage.

    “The water on the ground has saturated the root structures of many trees. The winds could bring down trees and those could bring down power lines,” Alan Harris, Seminole County’s emergency manager, said at a Tuesday news conference.

    In South Carolina, forecasters warned several days of onshore winds from Nicole could pile seawater into places like downtown Charleston. Thursday morning’s high tide was predicted to be higher than the water level from Hurricane Ian.

    At 10 p.m. Tuesday, the storm was about 150 miles (240 kilometers) east-northeast of the northwestern Bahamas and 325 miles (525 kilometers) east of West Palm Beach, Florida. It was moving west-southwest at 10 mph (17 kph).

    Tropical storm-force winds extend outward up to 380 miles (610 kilometers) from the center of the storm, the National Hurricane Center’s advisory said.

    The Atlantic hurricane season runs from June 1 through Nov. 30. The last storm to hit Florida in November was Tropical Storm Eta, which made landfall in Cedar Key, on the state’s Gulf Coast, on Nov. 12, 2020.

    Since record keeping began in 1853, Florida has had only two hurricanes make landfall in November, said Maria Torres, a spokesperson for the Hurricane Center. The first was the Yankee Hurricane in 1935, and the second was Hurricane Kate, which struck Florida’s Panhandle as a Category 2 storm in 1985.

    DUBAI, United Arab Emirates — Some 1.2 million people are expected to pour into Qatar during the upcoming 2022 FIFA World Cup that begins this month.

    With fans coming from all over the world, reaching Qatar on the Arabian Peninsula, as well as getting around once there, remains a concern. Estimates suggest that as many as half a million people may be in the country each day during the height of the competition.

    However, fans have a variety of transportation options to choose from ahead of the tournament.

    Here’s a look at how to get there, where to go and how to move around.

    FLYING TO QATAR

    Qatar has become a hub for East-West travel, thanks to its long-haul carrier Qatar Airways. Already, the airline is offering tailored flight, hotel and ticket options for its customers. Dubai in the United Arab Emirates is gearing up to have its low-cost carrier FlyDubai run as many as 30 trips a day into Doha to allow spectators to watch a match and then shuttle back to hotels in the emirate. Those flying in will land at Doha’s Hamad International Airport, a massive airport that Qatar built for $15 billion and opened in 2014. The airport has plans to expand further in 2022 to handle 58 million passengers a year. Passengers will clear immigration and customs checks before heading out into the city. Note that during the tournament, Qatar won’t be issuing normal visas and those coming for the matches must have a Qatari-issued Hayya Card. The card verifies you have housing for the time you’re in the country or will travel in just for the match you’re watching. The Hayya Card also is required for entry into stadiums. Also keep in mind that Qatar has only one land border, with Saudi Arabia, if you’re thinking about driving.

    CORONAVIRUS CONSIDERATIONS

    Qatar has had strict rules regarding travel and the coronavirus since the pandemic began, but they were loosened as of Nov. 1. Qatar has dropped a requirement for PCR testing prior to your trip to the country, and said it’s no longer required to download its Ehteraz contact-tracing app.

    HOW TO GET AROUND QATAR

    As you walk out of the airport, you have several options on how to get around. Qatar’s state-owned Mowasalat transportation company offers taxi cabs at curbside. Major ride-hailing apps like Uber also work in Qatar. Mowasalat runs a bus service at the airport, too. Doha also has a recently built metro service, which will take you from the airport to most areas in the capital. The metro also connects to a tram now running in Lusail. You can rent a car at the airport, though officials are urging those coming to the tournament to take mass transit. On match day, public transport will be free to those holding tickets. Keep in mind that Qatar’s riyal currency trades at $1 to 3.64 riyals. There are 100 dirhams in each riyal.

    WHAT TO SEE WHILE IN QATAR

    Outside of the tournament, Doha has several cultural sites to visit. Qatar’s Museum of Islamic Art offers both interesting views inside its galleries and a view outside of the city’s skyline. Nearby is Doha’s Souq Waqif, which has traditional storefronts and gifts for sale — including even a falcon section. The National Museum of Qatar, designed by French architect Jean Nouvel, is a take on the desert rose. Qatar’s National Library also is renowned for its design. Doha’s Mall of Qatar has some 500,000 square meters (5.3 million square feet) for shopping. There are also beachfront resorts and tour companies offer trips into Qatar’s desert expanses as well.

    Officials in the Jacksonville, Florida, area condemned multiple antisemitic messages that appeared in public spaces this weekend including a football stadium, highway overpass and downtown building.

    An antisemitic message referencing rapper Kanye West was seen scrolling on the outside of TIAA Bank Field in Jacksonville during the Georgia-Florida college football game on Saturday, according to video shot by a relative of Vic Micolucci, a reporter for CNN affiliate WJXT.

    In the video, the words “Kanye is right about the jews” are visible scrolling across the exterior of the stadium structure, referencing recent antisemitic comments from the rapper Ye, formerly known as Kanye West.

    CNN has reached out to the Jacksonville Sheriff’s Office and TIIA Bank Field for comment.

    It is unclear how the message was projected onto the stadium wall. It is also unclear how long the message was visible outside the stadium.

    In other videos circulating on social media, the same message was also visible on at least one building in Jacksonville on Saturday night.

    And on Friday, banners were also visible from a highway overpass on Interstate 10 in Jacksonville, according to a tweet from a local reporter. They were also referenced in a statement by Florida Agricultural Commissioner Nikki Fried.

    The banners read “End Jewish Supremacy in America” and “Honk if you know it’s the Jews.”

    The language in the scrolling messages in Jacksonville mirrors banners that were hung from a freeway overpass in Los Angeles last weekend by a group appearing to make Nazi salutes.

    Several officials condemned the messages in statements Sunday morning.

    “The first step is to ensure we do not normalize this behavior,” Fried said. “Do not normalize Antisemitic messages above a freeway, or anywhere else.”

    US Rep. John Rutherford, whose district includes Jacksonville, said in a statement on Twitter, “There is absolutely no room for this sort of hate in Florida. I continue to stand in support of the Jewish community in Jacksonville and across the nation.”

    In a tweet on Sunday morning, Jacksonville Mayor Lenny Curry said the city is made better because of its diversity.

    “Those who spread messages of hate, racism and antisemitism will not be able to change the heart of this city or her people,” Curry wrote in the tweet. “I condemn these cowards and their cowardly messages.”

    The University of George and University of Florida jointly issued a statement condemning the messages.

    “We strongly condemn the antisemitic hate speech projected outside TIA Bank Field in Jacksonville after the Florida-Georgia football game Saturday night and the other antisemitic messages that have appeared in Jacksonville.

    “The University of Florida and the University of Georgia together denounce these and all acts of antisemitism and other forms of hatred and intolerance. We are proud to be home to strong and thriving Jewish communities at UGA and UF, and we stand together against hate,” the statement said.
