    $2 billion Baltimore bridge rebuild is test case for new national debate over infrastructure spending

    Three months after Baltimore’s Francis Scott Key Bridge collapsed – killing six people, shutting a major port and disrupting vehicle traffic along the Eastern Seaboard — local, state and federal officials began a massive effort to make the best out of an unimaginable situation.

    “We’re working with construction companies and designers, and working with the people of our state, to think about what is it that we hope for this almost two-mile long bridge,” Maryland Governor Wes Moore told CNBC.

    The process passed a major milestone last week when crews managed to reopen the main navigation channel to the Port of Baltimore, the nation’s largest port for vehicles. That process alone was initially forecasted to take up to a year.

    “It didn’t take 11 months. We got it done in 11 weeks, because we work together,” Moore said.

    But now, in many ways, comes the hard part. Officials hope to use the disaster as a chance to reconsider all the infrastructure in the region.

    “This is going to be an important opportunity for our state to look at all of our infrastructure, our roads, our bridges, our tunnels. You know, our critical infrastructure is imperative for our economic growth and development,” Moore said.

    Reimagining how to rebuild a bridge

    Some of that planning is already underway. Last month, the Maryland Transportation Authority issued its first request for proposals to rebuild the bridge. The plan is to use what officials call a “Progressive Design-Build Approach,” in which the design and construction firms are hired at the same time and work together throughout the process. This efficiency could allow a new bridge to be built in just four years — breakneck speed for a project expected to cost upward of $2 billion. The Maryland Transportation Authority is expected to choose the firms this summer.

    U.S. Transportation Secretary Pete Buttigieg told CNBC the new bridge will be far better than the old one that opened in 1977.

    “We know things that we didn’t know in the 1970s, about how to put up a bridge,” Buttigieg said. “Nobody wanted to be here through this tragic catastrophe that happened. But it does bring an opportunity, and I would say, responsibility, to get things right for the future.”

    Transportation planners have also begun a series of community meetings to gain public input. At a virtual meeting on June 11, questions included whether the new bridge — like the old one — will be a toll bridge (that is the plan) and whether the new bridge will be wider than the old, four-lane structure (no).

    As the process continues, officials have promised an “engagement tour” to get public input.

    The city of Baltimore, meanwhile, hopes to speed up funding for the already-planned reconstruction of the Hanover Street Bridge over the Patapsco River, which has emerged as a key alternate route for travelers who formerly used the Key Bridge.

    A microcosm of the national infrastructure push

    The situation in Baltimore is a vastly sped-up version of processes underway in states and cities across the country, said Buttigieg, who is overseeing some 54,000 projects nationwide funded by the Bipartisan Infrastructure Law passed in 2021.

    “We have funding that goes to projects that come from every state, city, airport authority or transit agency, you can think of,” he said.

    While Buttigieg acknowledged that some of the demand is a result of the huge amount of money being made available — $550 billion in transportation and infrastructure funding over five years — it is also a reflection of the need.

    “To me, it indicates just how much work there is to do in this country,” he said. “We were reminded as a country the hard way how important our infrastructure is, because of the pressures we experienced at the beginning of this decade with Covid. We saw what happens if our supply chains come under strain.”

    New economic development battleground

    Companies seeking to capitalize on the drive — and incentives — to rebuild damaged domestic supply chains are looking for states and localities that have proper infrastructure in place, said site selection consultant John Boyd, Jr., of The Boyd Company. This may help explain why infrastructure has become such a hot topic in the world of United States economic development.

    “Site readiness is a key component when we think about what distinguishes one market versus another, and it very often is such a critical factor, it could tip the scales for a project towards an overall less business-friendly state, if they have a certified site that’s ready to go,” he said.

    A CNBC analysis of all 50 states’ economic development marketing materials shows that infrastructure is the most mentioned attribute by states marketing to attract companies. As a result, Infrastructure is the top-weighted category in CNBC’s annual state competitiveness rankings, America’s Top States for Business.

    Experts say the emphasis on infrastructure will likely stick around for a while.

    “It’s not easy to build out electrical or water or gas or wastewater infrastructure. Those things take time and money,” said Seth Martindale, chairman of the Site Selectors Guild, which supplied some of the data for the CNBC study. “I think it’s going to be five-plus, 10-plus years before we really get it to a point where we feel good about it.”

    Buttigieg noted that the Bipartisan Infrastructure Law is already halfway through its five-year lifespan, with plenty of needs remaining.

    “I think it’s not too soon to start thinking and talking about what the next five-year package ought to look like,” Buttigieg said, referencing the future of U.S. infrastructure.

    Here’s a look at the 1965 Selma to Montgomery march in Alabama.

    Throughout March of 1965, a group of demonstrators faced violence as they attempted to march from Selma, Alabama, to Montgomery, Alabama, to demand the right to vote for black people.

    One of the pivotal days was March 7, when 17 people were hospitalized and dozens more injured by police, including future Congressman John Lewis who suffered a fractured skull. Since that time, March 7 has been known as “Bloody Sunday.”

    The march has been reenacted many times on its anniversary. In 2015, President Barack Obama marked the 50th anniversary of the march by delivering a speech at the foot of the Edmund Pettus Bridge in Selma.

    It is about 50 miles (80 kilometers) from Selma to Montgomery.

    February 1965 – Marches and demonstrations over voter registration prompt Alabama Governor George C. Wallace to ban nighttime demonstrations in Selma and Marion, Alabama.

    February 18, 1965 – During a march in Marion, state troopers attack the demonstrators. State trooper James Bonard Fowler shoots and kills Jimmie Lee Jackson. Fowler was charged with murder in 2007 and pleaded guilty to manslaughter in 2010.

    March 7, 1965 – About 600 people begin a march from Selma, Alabama, to Montgomery, Alabama, led by Lewis and Hosea Williams. Marchers demand an end to discrimination in voter registration. At the Edmund Pettus Bridge, state and local lawmen attack the marchers with billy clubs and tear gas, driving them back to Selma.

    March 9, 1965 – Martin Luther King Jr. leads another march to the Edmund Pettus Bridge. The march is largely symbolic; as arranged previously, the crowd turns back at a barricade of state troopers. Demonstrations are held in cities across the United States to show solidarity with the Selma marchers.

    March 9, 1965 – President Lyndon Johnson speaks out against the violence in Selma and urges both sides to respect the law.

    March 9, 1965 – Unitarian Universalist minister James Reeb, in Selma to join marchers, is attacked by a group of white men and beaten. He dies of his injuries two days later.

    March 10, 1965 – The US Justice Department files suit in Montgomery, Alabama, asking for an order to prevent the state from punishing any person involved in a demonstration for civil rights.

    March 17, 1965 – Federal District Court Judge Frank M. Johnson Jr. rules in favor of the marchers. “The law is clear that the right to petition one’s government for the redress of grievances may be exercised in large groups.”

    March 18, 1965 – Governor Wallace goes before the state legislature to condemn Johnson’s ruling. He states that Alabama cannot provide the security measures needed, blames the federal government, and says he will call on the federal government for help.

    March 19, 1965 – Wallace sends a telegram to President Johnson asking for help, saying that the state does not have enough troops and cannot bear the financial burden of calling up the Alabama National Guard.

    March 20, 1965 – President Johnson issues an executive order federalizing the Alabama National Guard and authorizes whatever federal forces the Defense Secretary deems necessary.

    March 21, 1965 – About 3,200 people march out of Selma for Montgomery under the protection of federal troops. They walk about 12 miles a day and sleep in fields at night.

    March 25, 1965 – The marchers reach the state capitol in Montgomery. The number of marchers grows to about 25,000.

    August 6, 1965 – President Johnson signs the Voting Rights Act of 1965.

    June 4, 2015 – After a state resolution to rename the Edmund Pettus Bridge is not acted upon, Lewis and Rep. Terri Sewell (D-Alabama), publish an article in the Selma Times-Journal in favor of keeping the name. “Keeping the name of the bridge is not an endorsement of the man who bares its name but rather an acknowledgment that the name of the bridge today is synonymous with the Voting Rights Movement which changed the face of this nation and the world.”

    February 24, 2016 – The marchers receive a Congressional Gold Medal, Congress’ highest civilian honor.

    June 3, 2021 – The National Trust for Historic Preservation includes the campsites used by the marchers in its annual list of the most endangered historic places in the United States.

    Japan quake toll hits 30 as rescuers race to find survivors

    At least 30 people were killed after a powerful earthquake hit Japan on New Year’s Day, with rescue teams on Tuesday struggling to reach isolated areas where buildings had been toppled, roads wrecked and power cut to tens of thousands of homes.

    The quake with a preliminary magnitude of 7.6 struck in the middle of the afternoon on Monday, prompting residents in some coastal areas to flee to higher ground as tsunami waves hit Japan’s west coast, sweeping some cars and houses into the sea.

    Thousands of army personnel, firefighters and police officers from across the country have been dispatched to the worst-hit area in the Noto peninsula in Ishikawa prefecture.

    However, rescue efforts have been hindered by badly damaged and blocked roads and authorities say they are finding it difficult to assess the full extent of the fallout.

    Many rail services, ferries and flights into the area have been suspended. Noto airport has closed due to damage to its runway, terminal and access roads, with 500 people stranded inside cars in its parking lot, according to public broadcaster NHK.

    “The search and rescue of those impacted by the quake is a battle against time,” Prime Minister Fumio Kishida said during an emergency disaster meeting on Tuesday.

    Kishida said rescuers were finding it very difficult to reach the northern tip of the Noto peninsula due to wrecked roads, and that helicopter surveys had discovered many fires and widespread damage to buildings and infrastructure.

    Authorities in Ishikawa said they had confirmed 30 deaths from the earthquake so far, with half of those fatalities in hard-hit Wajima city near the quake’s epicentre.

    Firefighters have been battling blazes in several cities and trying to free more people trapped in collapsed buildings, Japan’s fire and disaster management agency said.

    More than 140 tremors have been detected since the quake first hit on Monday, according to the Japan Meteorological Agency. The agency has warned more strong shocks could hit in the coming days.

    Wrecked homes

    Nobuko Sugimori, a 74-year-old resident of Nanao city in Ishikawa, told Reuters she had never experienced such a quake before.

    “I tried to hold the TV set to keep it from toppling over, but I could not even keep myself from swaying violently from side to side,” Sugimori said from her home which had a large crack down its front wall and furniture scattered around the inside.

    Across the street, a car was crushed under a collapsed building where residents had another close call.

    Fujiko Ueno, 73, said nearly 20 people were in her house for a New Year celebration when the quake struck but miraculously all emerged uninjured.

    “It all happened in the blink of an eye” she said, standing in the street among debris from the wreckage and mud that oozed out of the road’s cracked surface.

    Several world leaders sent condolence messages with President Joe Biden saying in statement the United States was ready to provide any necessary help to Japan.

    “Our thoughts are with the Japanese people during this difficult time,” he said.

    The Japanese government ordered around 100,000 people to evacuate their homes on Monday night, sending them to sports halls and school gymnasiums, commonly used as evacuation centres in emergencies.

    Many returned to their homes on Tuesday as authorities lifted tsunami warnings.

    But around 33,000 households remained without power in Ishikawa prefecture early on Tuesday morning after a night where temperatures dropped below freezing, according to Hokuriku Electric Power’s 9505.T website. Most areas in the northern Noto peninsula also have no water supply, NHK reported.

    The Imperial Household Agency said it would cancel Emperor Naruhito and Empress Masako’s slated New Year appearance on Tuesday following the disaster. Kishida postponed his New Year visit to Ise Shrine scheduled for Thursday.

    Japan’s defence minister told reporters on Tuesday that 1,000 army personnel are currently involved in rescue efforts and that 10,000 could eventually be deployed.

    Nuclear plants

    The quake comes at a sensitive time for Japan’s nuclear industry, which has faced fierce opposition from some locals since the 2011 earthquake and tsunami that triggered nuclear meltdowns in Fukushima. Whole towns were devastated in that disaster.

    Japan last week lifted an operational ban imposed on the world’s biggest nuclear plant, Kashiwazaki-Kariwa, which has been offline since the 2011 tsunami.

    The Nuclear Regulation Authority said no irregularities were found at nuclear plants along the Sea of Japan, including five active reactors at Kansai Electric Power’s Ohi and Takahama plants in Fukui Prefecture.

    Hokuriku Electric’s Shika plant, the closest to the epicentre, has also been idled since 2011. The company said there had been some power outages and oil leaks following Monday’s jolt but no radiation leakage.

    The company had previously said it hoped to restart the reactor in 2026.

    Chip equipment maker Kokusai Electric said it is investigating further after finding some damage at its factory in Toyama ahead of the planned resumption of operations on Thursday.

    On September 25, 2000, Kevin Hines climbed over the rail of the Golden Gate Bridge.

    White fog hung below the gray skies that day. He recalled looking down at the rough, green waters below moments before he did the unthinkable: He jumped.

    “My hands left the rail and I had an instantaneous regret for my actions,” Hines told CNN.

    Hines fell 220 feet at a speed of 75 miles per hour – “equivalent to a pedestrian being struck by a car that is traveling that fast,” according to the Bridge Rail Foundation, a nonprofit working to prevent suicides on the bridge.

    During the 4-second fall, Hines said the feeling of depression left his mind, and was replaced by a survival urge he described as almost instinctual.

    “And at that time, all I wanted to do was live.”

    After he was rescued from the water, Hines needed three vertebrae replaced with a titanium metal plate and pins, ultimately undergoing four and half weeks of recovery. And in the years since, Hines has been traveling the world to share his rare testimony.

    “I have met thousands of people who have survived mild, moderate to extreme suicide attempts who have all said they each had the same instant regret,” Hines said. “They recognized their thoughts didn’t have to become their actions.”

    More than a confirmed 1,800 people have jumped from the Golden Gate Bridge since it was built in 1937, according to the Bridge Rail Foundation. The very first incident happened that same year.

    Hines is one of 39 people known to survive the deadly leap. “Nineteen have come forward to say they all had the exact same instant regret that I had,” Hines said.

    After years of debate over installing a suicide deterrent on the iconic bridge, a net is now nearing completion.

    In 2018, the Golden Gate Bridge, Highway and Transportation District began building a net along the perimeter of the 1.7 mile long bridge.

    The $217 million project consists of the installation of a stainless steel net, 20 feet below the sidewalk on both sides of the bridge, according to Golden Gate Bridge spokesperson Paolo Cosulich-Schwartz.

    “The amount of net that we’re installing is the equivalent of seven football fields,” Cosulich-Schwartz told CNN.

    It’s a project proponents hope will offer many people a second chance at life.

    While Hines noted not all those who jump may feel regretful, he said he can’t help but empathize with those who did experience the same feeling but never got another chance to choose life.

    “Recognizing that all the people that passed away might have wished they were still here… it’s a very troubling thing to think about,” he said.

    ‘A symbol of hope and care’

    Kevin Berthia attempted to jump off the Golden Gate on March 11, 2005. But after jumping, he ended up clinging to a railing for over an hour and a half.

    “I swung myself around and smacked into the railing, and got on that 4-inch cord,” Berthia recalled.

    And he held onto that cord as California Highway Patrol Officer Kevin Briggs talked to him about reasons to choose life. It was in this 92-minute conversation that Berthia began to experience regret.

While he credits Briggs for saving his life, Berthia also said he believes a safety net would have made a world of difference that day.

“I looked over that rail and all I saw was the water,” Berthia told CNN. “If I saw a deterrent, I would have probably been like, ‘OK, maybe this is not meant to be.’”

He desperately needed a sign that someone cared about him, Berthia added: “I needed something to say no.”

While the purpose of the net is “to reduce the number of injuries and deaths from jumping off the bridge,” bridge spokesperson Cosulich-Schwartz said it’s also meant to serve as that sign Berthia was looking for 18 years ago.

“The net is a symbol of hope and care for people who may be experiencing the worst day of their lives,” Cosulich-Schwartz said.

“It is a large, visible and permanent symbol that there are people in the community that care about you,” he continued. “And, if necessary, offer people a second chance.”

The net is currently 80% built, and is set to be completed in December, according to the bridge officials.

The construction of this deterrent won’t be a temporary solution in suicide prevention, according to researchers.

A 1978 study of Golden Gate Bridge suicide attempters found more than 90% of those who were stopped remained alive decades later, and didn’t go on to take their own lives.

Since the Golden Gate’s opening, suicide prevention groups and nonprofits like the Bridge Rail Foundation have continuously pushed for a deterrent of some sort on the bridge.

“Originally, we wanted to raise the rail,” Hines said, which would be similar to the 11-foot steel fence that encloses the George Washington Bridge in New York City.

The transportation district invited public comment on the potential project, and the opinions of the board and local residents were deeply divided.

“We got shut down with that because it was obstructing the view and people didn’t want to ruin the aesthetics of the bridge,” Hines told CNN. “And I always say, what are the aesthetics of a bridge compared to one human life?”

In 2014, the bridge’s board of directors unanimously approved the funding for the safety net construction.

“Engineers designed the Net to minimize impacts to Bridge views and appearance,” according to a Golden Gate Bridge, Highway and Transportation District release, which noted the addition would still “slightly diminish the integrity of the the historic features.”

Berthia acknowledged many people enjoy the beauty and history of the Golden Gate. “And I get that, but we don’t listen to enough people that have lost loved ones off that bridge,” he said.

Thirty people or more die by suicide at the bridge each year on average, according to the release, with hundreds more stopped by law enforcement or other citizens.

“Ultimately, a physical barrier is needed to stop this tragedy,” the release said. “The selected design allows open, scenic vistas to remain intact, while preventing anyone from easily jumping to the water below.”

“I’m so grateful that not one more beautiful person with loved ones, and family and friends who care for them is ever again, gonna die by their hands off of the Golden Gate Bridge,” Hines said. “I thank God every day I get to be alive to see it.”

    “I cannot think of any clearer case of bullying than this,” said Philippine Secretary of National Defense Gilberto Teodoro Jr. “It’s not the question of stealing your lunch money, but it’s really a question of stealing your lunch bag, your chair and even enrollment in school.”

    His comments follow increasingly assertive moves by the Philippines to protect its claim to shoals in the South China Sea during more than a month of high-stakes maritime drama.

    While tensions between China and the Philippines over the highly-contested and strategic waterway have festered for years, confrontations have spiked this summer, renewing regional fears that a mistake or miscalculation at sea could trigger a wider conflict, including with the United States.

    The region is widely seen as a potential flashpoint for global conflagration and the recent confrontations have raised concerns among Western observers of potentially developing into an international incident if China, a global power, decides to act more forcefully against the Philippines, a US treaty ally.

    Recent incidents have involved stand offs between China’s coast guard, what Manila says are shadowy Chinese “maritime militia” boats and tiny wooden Philippine fishing vessels, Chinese water cannons blocking the resupply of a shipwrecked Philippine military outpost, and a lone Filipino diver cutting through a floating Chinese barrier.

    Teodoro characterized the Philippines’ refusal to back down in the waters within its 200 nautical-mile exclusive economic zone as a fight for the very existence of the Philippines.

    “We’re fighting for our fisherfolk, we’re fighting for our resources. We’re fighting for our integrity as an archipelagic state… Our existence as the Republic of the Philippines is vital to this fight,” Teodoro said in a sit down interview at the Department of National Defense in Manila. “It’s not for us, it’s for the future generations too.”

    “And if we don’t stop, China is going to creep and creep into what is within our sovereign jurisdiction, our sovereign rights and within our territory,” he said, adding that Beijing wont stop until it controls “the whole South China Sea.”

    Beijing says it is safeguarding its sovereignty and maritime interests in the South China Sea and warned the Philippines this week “not to make provocations or seek troubles.” It accused Philippine fishing and coast guard vessels of illegal entry into the area.

    China claims “indisputable sovereignty” over almost all 1.3 million square miles of the South China Sea, and most of the islands and sandbars within it, including many features that are hundreds of miles from mainland China. Along with the Philippines, Malaysia, Vietnam, Brunei and Taiwan also hold competing claims.

    Over the past two decades China has occupied a number of reefs and atolls across the South China Sea, building up military installations, including runways and ports, which the Philippines says challenges its sovereignty and fishing rights as well as endangering marine biodiversity in the resource-rich waterway.

    In 2016, an international tribunal in The Hague ruled in favor of the Philippines in a landmark maritime dispute, which concluded that China has no legal basis to claim historic rights to the bulk of the South China Sea.

    But Beijing has ignored the decision and continues to expand its presence in the waterway.

    In his first sit-down TV interview with an international news outlet since he took the position in June, Teodoro was keen to stress whatever happens in the South China Sea impacts the globe.

    Crucially, the waterway is vital to international trade with trillions of dollars in global shipping passing through it each year. It’s also home to vast fertile fishing grounds upon which many lives and livelihoods depend, and beneath the waves lie huge reserves of natural gas and oil that competing claimants are vying for.

    With nations already suffering from inflation brought about by Russia’s war in Ukraine, there are concerns that any slow-down in travel and transporting of goods in the South China Sea would result in significant impact to the global economy.

    “It will choke one of the most vital supply chain waterways in the whole world, it will choke international trade, and it will subject the world economy, particularly in supply chains to their whim,” Teodoro said, adding that if this were to happen, “the whole world will react.”

    The defense secretary warned that smaller nations, including regional partners, rely on international law for their survival.

    “Though they need China, they need Russia, they see that they too may become a victim of bullying. If they (China) close off the South China Sea, perhaps the next target may be the Straits of Malacca and then the Indian Ocean,” Teodoro said.

    Why it matters who owns the seas (April 2021)

    Only a few years ago the Philippines was treading a much more cautious path with its huge neighbor China.

    But since taking office last year, Philippine President Ferdinand “Bongbong” Marcos Jr has taken a stronger stance over the South China Sea than his predecessor Rodrigo Duterte.

    Marcos has also strengthened US relations that had frayed under Duterte, with the two allies touting increased cooperation and joint patrols in the South China Sea in the future.

    In April, the Philippines identified the locations of four new military bases the US will gain access to, as part of an expanded defense agreement analysts say is aimed at combating China.

    Washington has condemned Beijing’s recent actions in the contested sea and threatened to intervene under its mutual defense treaty obligations if Philippine vessels came under armed attack there.

    US Deputy Assistant Secretary of Defense Lindsey Ford reiterated Washington’s commitment to the mutual defense treaty in testimony before a US House subcommittee on Tuesday.

    She said the treaty covers not only the Philippine armed forces, but also its coast guard and civilian vessels and aircraft.

    “We have said repeatedly and continue to say that we stand by those commitments absolutely,” Ford said.

    Defense secretary Teodoro has concerns about a possible escalation “because of the dangerous and reckless maneuvering of Chinese vessels” but he was clear that any incident – accidental or otherwise – the blame would lie with China “squarely on their shoulders.”

    And he called global powers to help pressure Beijing over its moves in the South China Sea.

    “Peace and stability in that one place in the world will generate some relief and comfort to everyone,” he said.

    As part of the Marcos administration’s commitment to boost the Philippines defense and monitoring capabilities in the South China Sea, Teodoro said further “air and naval assets” have been ordered.

    “There will be more patrol craft coming in, more rotary aircraft and we are studying the possibility to acquiring multi-role fighters,” he said, adding that would “make a difference in our air defense capabilities.”

    Preferring cooler heads to prevail, Teodoro said that diplomacy would provide a way forward providing Chinese leader Xi Jinping complies with international law.

    “Filipinos I believe are always willing to talk, just as long that talk does not mean whispers in a back room, or shouting at each other, meaning to say there must be substantial talks, open, transparent and on a rules-based basis,” he said, while also adding that talks cannot be used as a delaying tactic by Beijing.

    The Philippines, he said, has “no choice” but to stand up to China because otherwise “we lose our identity and integrity as a nation.”

    But conflict, he added, was not the answer or desired outcome.

    “Standing up doesn’t mean really going to war with China, heavens no. We don’t want that. But we have to stand our ground when our ground is intruded into.”

    Thousands of people are feared dead in Libya after Storm Daniel brought severe rain and floods to the eastern part of the country, sweeping entire neighborhoods into the sea, according to eastern Libyan officials.

    Ahmed Mismari, spokesperson of the eastern based Libyan National Army (LNA), told a Monday press conference that in badly affected city of Derna alone more than 2,000 have died and between 5,000 to 6,000 people are still missing.

    CNN has not been able to independently verify the number of deaths, and Mismari did not give a source for the number of dead and missing.

    The Red Crescent in Benghazi earlier estimated 150 to 250 people are dead in Derna, according to Reuters.

    Severe pressure from the heavy rains in Derna caused dams to collapse, destroying homes and roads, say authorities.

    Mismari told a news conference that the flooding was caused by two dams collapsing in the city’s south. “As a consequence, three bridges were destroyed. The flowing water carried away entire neighborhoods, eventually depositing them into the sea,” he said.

    The spokesman said that the “unprecedented floods occurred in the cities of Al-Bayda, Derna, Al-Marj, Tobruk, Takenis, Al-Bayada, and Battah, and all the cities and villages of Al-Jabal Al-Akhdar and the eastern coast, all the way to Benghazi.”

    The head of Libya’s eastern parliament-backed government, Osama Hamad, described the situation as “catastrophic and unprecedented in Libya,” according to a report from state news organization Libyan News Agency (LANA).

    Footage shared on social media showed submerged cars, collapsed buildings and torrents of water rushing through streets.

    Phone lines were down in Derna and pictures shared by the Red Crescent showed severely flooded streets.

    The head of Libya’s Emergency and Ambulance authority, Osama Aly, told CNN that after the dam collapse “all of the water headed to an area near Derna, which is a mountainous coastal area.”

    Homes in valleys that were in the line of the flood were washed away with strong muddy water currents carrying vehicles and debris, Aly said.

    Aly did not confirm the number of deaths previously announced by one of Libya’s governments, but said the number is not to be dismissed based on the estimates of the population in the area.

    The official said they are not able to reach their own teams inside Derna after phone lines were destroyed. Other emergency teams are not able to enter the Derna due to the heavy destruction, Aly said.

    Aly suggested there was negligence by authorities in preparing for the potential damage from the storm.

    “The weather conditions were not studied well, the seawater levels and rainfall [were not studied], the wind speeds, there was no evacuation of families that could be in the path of the storm and in valleys,” Aly said.

    “Libya was not prepared for a catastrophe like that. It has not witnessed that level of catastrophe before. We are admitting there were shortcomings even though this is the first time we face that level of catastrophe,” Aly told Al Hurra channel earlier.

    Hospitals in the eastern city of Bayda were evacuated after severe flooding from rainfall caused by a heavy storm, videos shared by the Medical Center of Bayda on Facebook showed.

    This rain is the result of the remnants of a very strong low-pressure system, which was officially named Storm Daniel by the national meteorological services in southeastern Europe.

    The storm brought catastrophic flooding to Greece last week before moving into the Mediterranean and developed into a tropical-like cyclone known as a medicane. These systems can bring dangerous conditions to the Mediterranean Sea and coastal countries, similar to tropical storms and hurricanes in the Atlantic or typhoons in the Pacific.

    The remains of the storm are affecting northern Libya and will slowly head east toward northern Egypt. Rainfall for the next two days could reach 50mm – this region averages less than 10mm across the whole of September.

    “The United Nations in Libya is closely following the emergency caused by severe weather conditions in the eastern region of the country,” said the United Nations Support Mission in Libya in a post on X (formerly known as Twitter).

    Foreign countries have offered to send aid to the country, with Turkey’s disaster agency saying Monday that it will mobilize 150 search and rescue personnel, along with tents, rescue vehicles and other supplies such as generator.

    The US Embassy in Libya said on X, formally known as Twitter, that it was in “close contact with the United Nations and with authorities in Libya to determine how quickly we can bring assistance to bear where it is most needed.”

    For more than nine years, Russian tourists vacationing in Crimea didn’t need to give much thought to the fact that their country was waging war on Ukraine – or that their sun lounger was parked on occupied territory.

    But with Kyiv’s counteroffensive underway, the southern Ukrainian peninsula is no longer the safe haven such holidaymakers had become accustomed to since Moscow annexed it in 2014.

    Crimea has experienced a spate of attacks in recent weeks, including a seaborne raid by Ukrainian special forces on Thursday and a series of drone attacks on Friday. The bridges that connect Crimea to Russia and to southern Ukrainian areas under Russian control have been struck repeatedly in recent months.

    Ukraine has claimed responsibility for some of these strikes and Defense Minister Oleksii Reznikov has warned its assaults will continue.

    The attacks are forcing Russian tourists to reconsider their plans. Svitlana, a Russian woman who used to work as a manager at a tourist agency in Crimea, told CNN the security situation has caused her work to dry up.

    Svitlana asked for her last name to remain private, as she was scared about the consequences of speaking to Western media. She left Crimea earlier this summer and moved to St. Petersburg in Russia.

    “I recently went there again in the hope that everything will end soon and they will agree on something to end the conflict. But I stayed for four months and realized that nothing will end anytime soon,” she told CNN.

    “Tourism is all gone. There was less tourism last year and this year it has completely disappeared. Last year, tourists canceled reservations when it all started and this year they didn’t even book,” she said.

    Crimea is economically dependent on the tourism industry, which is why the Russian-installed local authorities keep encouraging visitors to come despite the attacks. The Crimean Ministry of Resorts and Tourism has set up a new helpline for Russian tourists this summer and said it was working with hotels to make sure those who arrive or leave late because of security issues do not face additional charges or cancellations.

    Tour operators and hotels are also offering heavily discounted trips and free perks to lure in more tourists. The Russian Union of Travel Industry said that hotel prices in Crimea have dropped by 30% this summer season compared to 2022 because of falling demand.

    But the discounts are not working. The Russia-appointed administration said the average booking rate for August stood at 40%, meaning the majority of hotel rooms remained empty this summer.

    Svitlana said that most people who are still vacationing in Crimea are booking low budget holidays, either camping or staying in the cheapest hotels or private accommodation. People who could afford to stay in the more upscale resorts are going to other, safer destinations.

    She told CNN she did not enjoy her time in Crimea. “I’m so tired of the constant warplanes overhead, of the constant military in the city, of the wounded, of these poor people running away with frightened eyes, of the military equipment that almost crushed me a couple of times,” she said, recalling an incident when an armored personnel carrier nearly collided with her car.

    Crimea has always been popular with Russian tourists, many of whom remember vacationing there during Soviet times. But the number visiting the peninsula ballooned following Moscow’s annexation in 2014.

    While 5 million came in 2015, the first full year under Russian control, that number had risen to 9.4 million by 2021, according to the Russia-installed Crimean tourism ministry.

    Svitlana still remembers the bumper season. “Profits brought that year were more than in the last 10 years. During the pandemic, people stayed at home and then rushed into (Crimea) when everything opened,” she said.

    Ukraine says the influx of Russian citizens hasn’t been limited to tourism. Ukraine’s Deputy Prime Minister Iryna Vereshchuk said in March that 800,000 Russians had moved to Crimea permanently since it was annexed.

    The peninsula has seen a flow of cash from tourism and the Russian government, which has poured money into Crimean infrastructure.

    Chief among these investments was the $3.7 billion Kerch Strait Bridge, Europe’s longest bridge and a pet project of Putin. Its 2018 opening was hailed as the physical “reunification” of Crimea with the Russian mainland.

    The 19-kilometer (nearly 12-mile) bridge made it even easier for Russian tourists to travel to Crimea at a time when the rest of the world had become a lot more expensive. Many Western countries imposed economic sanctions on Russia following the annexation, and the value of the ruble nosedived.

    After Moscow launched its full-scale invasion of Ukraine in February last year, a number of countries closed their doors to Russian tourists. The European Union suspended its visa facilitation agreement with Russia, making it harder for Russians to apply for an EU visa. According to the Association of Russian Tour Operators (ATOR), trips by Russians to European countries were down by 88% in the first half of this year compared to the first half of 2019, the last year unaffected by travel bans or pandemic restrictions. There are no direct flights between Russia and the EU.

    Crimea suddenly became one of the few sunny beach destinations Russian tourists could still visit without having to spend a lot of money.

    “People come to Crimea because Europe is closed and prices are very expensive in Turkey now. Where else can we rest? Sochi (a resort city in Russia) is crowded, (and has) crazy prices. We have nowhere else (to go) so people go to the Crimea,” Svitlana told CNN.

    But the Kerch bridge’s strategic and symbolic importance has made it an attractive target for the Ukrainians.

    The first strike came last October, when a huge explosion severely curtailed road and rail traffic on the bridge. While Kyiv did not comment on the incident at the time, the Security Service of Ukraine (SBU) acknowledged in June that it was behind the attack.

    Another major assault came last month, when a Ukrainian experimental sea drone caused serious damage to the road lanes of the bridge, and, according to Russian officials, killed two civilians.

    The attack was frightening enough to scare away many of the Russian tourists who had still been planning to come. The Russia-appointed head of the State Council of the Republic of Crimea, Vladimir Konstantinov, said that 10% of holiday bookings in Crimea were canceled in the following days.

    ATOR said hotel bookings dropped 45% in the second half of July compared to the first half.

    Security on the bridge has increased following the attacks and ATOR said last month that on some occasions, traffic jams stretching for eight miles formed on it.

    The authorities told tourists to avoid the bridge and travel instead through occupied Ukraine, a route that is about 800 kilometers (500 miles) long and cuts through numerous areas heavily impacted by the war, including Mariupol, which was nearly leveled by Russian bombardment last spring.

    “There are military and police checkpoints along the route,” the guidance tells tourists wanting to travel to Crimea through the occupied areas, adding that clearing each checkpoint shouldn’t take “more than 10 minutes per vehicle.” The guidance suggests bringing cash and downloading all maps in advance so that they can be accessed without internet.

    Explosions are seen in June near the Kerch bridge that connects occupied Crimea to Russia.

    The security situation is unlikely to improve any time soon.

    Kyiv’s forces have stepped up attacks in the past two months, striking both the peninsula and ships navigating Ukrainian territorial waters around it several times. The Crimean port city of Sevastopol is a major naval base for Russia’s Black Sea Fleet.

    The Ukrainian military said that its latest operation against the peninsula on Thursday morning had left at least 30 Russians dead.

    Ukraine has been using aerial and sea drones to target ammunition depots, oil storage facilities and other structures. “All these targets are official targets because it will reduce their capacity to fight against us (and) will help to save the lives of Ukrainians,” Reznikov, the defense minister, said last month in an interview with CNN.

    Asked if Ukraine’s goal was to permanently disable the bridge, Reznikov responded that it was “normal tactics to ruin the logistic lines of your enemy, to stop the options to get more ammunition, to get more fuel, to get more food.”

    According to the Ukrainian government, more than 50,000 people fled Crimea to other parts of Ukraine after the annexation. However, Crimean NGOs estimate the number of refugees might be twice as high, as not everyone has officially registered with the government.

    Roughly 2.5 million people lived in Crimea before the annexation.

    Many of those who left had their properties confiscated and auctioned off by the Russian authorities, with the proceeds going to Russia’s armed forces, according to the authorities. Holiday homes owned by Ukrainians living elsewhere – including a Yalta apartment belonging to President Volodymyr Zelensky himself – were nationalized by Russia, according to the Russia-appointed chairman of the State Council of the Republic of Crimea, Vladimir Konstantinov.

    Svitlana told CNN that some of the properties confiscated by the Russian authorities were passed onto Russian citizens and people coming to Crimea from Russian-occupied areas in southern Ukraine.

    Those loyal to Kyiv who have stayed have been subjected to a brutal regime. Human rights groups have documented cases of activists, politicians, public figures and residents being kidnapped and held by pro-Russian authorities.

    Remaining Ukrainian citizens have been forced to apply for Russian citizenship. Those who have refused have been persecuted, according to the Crimean Human Rights Group.

    CNN has spoke to one Ukrainian resident of Crimea who confirmed the atmosphere of terror. The person was so scared for their safety that they asked for their identity to be concealed and no quotes to be published.

    Ukrainian officials, including Zelensky, have repeatedly said the war will not end until Crimea is back under Ukrainian control.

    Before its annexation, Crimea was home to about 5% of the Ukrainian population and accounted for almost 4% of its GDP. “We cannot imagine Ukraine without Crimea. And while Crimea is under the Russian occupation, it means only one thing: The war is not over yet,” Zelensky told CNN in an interview last month.

    Russian officials say multiple missiles were shot down over the crucial bridge connecting the annexed Crimea to the mainland on Saturday, the latest in a series of apparent Ukrainian attacks in the region.

    The bridge is one of Russian President Vladimir Putin’s pet projects and has frequently been targeted as a hated symbol of occupation.

    Two Ukrainian missiles were shot down on Saturday afternoon, the Russia-appointed Head of Crimea Sergey Aksyonov wrote in a post on Telegram, adding that the bridge was undamaged.

    Photos and videos circulating on social media platforms showed white smoke billowing from the bridge. CNN has not independently verified the images.

    An update from Aksyonov said later Saturday that another Ukrainian missile had been shot down in the area.

    “Another enemy missile was shot down over the Kerch Strait. Thank you to our air defense troops for their high professionalism and vigilance!” Aksyonov wrote on Telegram.

    Oleg Kryuchkov, an adviser to the Russian-appointed Head of Crimea, said special services put up a “smoke screen,” which are used to conceal any damage caused.

    Russia’s defense ministry also said earlier Saturday that its forces had destroyed 20 Ukrainian drones launched at the peninsula overnight.

    Following the attempted strikes, Russia’s foreign ministry condemned Ukraine for what it described as a “terrorist attack.”

    “The Crimean bridge is an object of purely civilian infrastructure, attacks on which are unacceptable. It has been subjected to such attacks since the autumn of last year, which also led to the death of civilians,” Russian foreign ministry spokesperson Maria Zakharova said.

    “Such barbaric actions cannot be justified and will not go unanswered,” Zakharova continued.

    Meanwhile, traffic has resumed on the Crimean bridge, according to the Crimean bridge operative information Telegram account, after it was temporarily blocked.

    The Crimean bridge is a vital artery for supplying Russia’s war on Ukraine, allowing people and goods to flow into the Ukrainian territories that Moscow has occupied in the south and east of the country.

    Also known as the Kerch Bridge, it holds personal value for Russian President Vladimir Putin. In the Kremlin narrative it marks the “reunification” of Crimea with the Russian mainland.

    In October, the bridge was partially destroyed when a fuel tanker exploded and damaged a large section of the road. The Kremlin was quick to blame Kyiv for that explosion, and Putin alleged that it was an act of “sabotage” by Ukrainian security services.

    The bridge was also hit by two strikes in July in an attack a Ukrainian security official told CNN Kyiv was responsible for.

    Last week the head of the Ukrainian Security Service (SBU) Vasyl Maliuk said that any explosions that happen to Russian ships or the Crimean bridge are “an absolutely logical and effective step.”

    Maliuk said that if the Russians wanted such explosions to stop “they have the only option to do so – to leave the territorial waters of Ukraine and our land.”

    Google is temporarily disabling live traffic conditions on its mapping service apps, Google Maps and Waze, in Israel, the tech company confirmed Monday, as the country prepares for a potential ground invasion into Gaza.

    “As we have done previously in conflict situations and in response to the evolving situation in the region, we have temporarily disabled the ability to see live traffic conditions and busyness information out of consideration for the safety of local communities,” a Google Maps spokesperson said.

    A Google spokesperson said the company consulted several sources that included regional and local authorities to make the assessment.

    However, Google did not say whether the tools would be disabled in Israel, Gaza or both. It also did not say whether the action was at the request of the Israel Defense Forces. CNN has reached out to IDF for comment.

    The website Geektime first reported the news.

    Google made a similar move last year after Russia invaded Ukraine, Reuters reported. In Ukraine, Google temporarily disabled real-time vehicle data.

    Google Maps added that “anyone navigating to a specific place will still get routes and ETAs that take current traffic conditions into account.”

    Google acquired Israeli mapping service Waze in 2013 and merged both product teams in 2022.

    It was meant to be an inclusive gesture to New Zealand’s indigenous Maori community. But plans to introduce bilingual road signs featuring both the English and te reo Maori languages have sparked a divisive, racially charged debate ahead of the country’s looming general election.

    New Zealand – or Aotearoa as it is known to the Maori – recently hosted a public consultation on whether to include te reo Maori on 94 types of road signs, including for place names, speed limits, warnings and expressway advisories.

    The idea, according to the national Waka Kotahi NZ Transport Agency (whose name means “traveling together as one”), is to promote “cultural understanding and social cohesion” with the Maori community, which makes up almost a fifth of New Zealand’s population of 5.15 million.

    But the idea hasn’t gone down well with right-wing opposition parties, who have attacked the signs claiming they will jeopardize road safety. An extra language will mean less space for the English words, the theory goes, and smaller type will be harder for motorists to read.

    “Signs need to be clear. We all speak English, and they should be in English,” the main opposition National Party’s spokesman Simeon Brown told reporters, insisting the signs could confuse people “traveling at speed.”

    That claim prompted criticism from the ruling Labour Party government, with Prime Minister Chris Hipkins accusing the opposition of thinly disguised racial politics. “I’m not entirely sure where they are going with this unless it’s just an outright dog whistle,” he said.

    While the National Party has since insisted it is not opposed to bilingual signs “per se” – rather, it says, it wants the government to prioritize other things like fixing potholes and improving traffic networks – the issues has sparked heated debate in the run up to the vote in October where Labour are facing a tough fight to hold onto power.

    For many in the Maori community, the plan is as much about signposting and preserving their cultural heritage as it is about understanding road directions.

    Slightly less than a quarter of New Zealand’s 892,200 Maori speak te reo Maori as one of their first languages, according to the latest government data.

    While opponents use this as an argument against the signs – pointing out that 95% of New Zealanders speak English according to the most recent census in 2018 – supporters use the same data as an argument in favor.

    Part of the reason that te reo Maori is not so widely spoken is that back in New Zealand’s colonial era there were active efforts to stamp it out. The Native Schools Act 1867 required schools to teach in English where possible and children were often physically punished for speaking te reo Maori.

    That led to a decline in the language that the New Zealand government of today is trying to reverse. It wants to preserve the language as part of the country’s cultural heritage and sees bilingual signs as one way of encouraging its use.

    As Maori language expert Awanui Te Huia, from the Victoria University of Wellington, put it: “Having bicultural signage allows us to see our language as part of our daily surroundings and contributes to the development of a bilingual national identity.”

    To this end the government in 2018 launched a five-year plan aimed at revitalizing the language. Five years ago just 24% of New Zealanders were able to speak “more than a few words or phrases” of te reo Maori; by 2021 that had risen to 30%.

    Over the same period, support for bilingual signs rose from 51% to 56%.

    The longer term vision is that by 2040, 85% of New Zealanders will value te reo Maori as a key part of their nationality; 1 million people will be able to speak the basics, and that 150,000 Maori ages 15 or above will use it as much as English.

    For Professor Tania Ka’ai, director of The International Centre for Language Revitalisation at Auckland University of Technology, bilingual signs are at least a move in the right direction.

    “I would describe it as a ‘work in progress’ because the language is still at risk of dying and it does not deserve to die – no language does,” Ka’ai said.

    While the transport agency acknowledges some people have “safety concerns” over the plan, it points to the example of Wales in the United Kingdom, where it says signs featuring both English and Welsh have managed to “improve safety” by catering to speakers of the two most common local languages.

    It also says the parallel between New Zealand and Wales will be “particularly salient if te reo Maori becomes understood more widely in the future” – as the government is hoping.

    Several other experts have downplayed the suggestion bilingual signs pose a hazard. Even so, the issue is not entirely clear cut.

    Kasem Choocharukul, an engineering scholar who specializes in traffic behavior, told CNN there is no evidence that bilingual road signs in themselves negatively impact a driver’s comprehension.

    However, design and placement of road signs, as well as the languages and the context in which they are used, have to be treated with care, said Kasem, associate dean of the engineering faculty of Chulalongkorn University in Thailand.

    Research by the University of Leeds suggests road signs consisting of four lines, or more, are likely to slow drivers’ response time significantly.

    Kasem said that in cases where signs featured multiple languages all based on the same alphabet – for instance, both Welsh and English are based on the Latin alphabet – greater care was needed to differentiate them, such as by using different colors or font sizes.

    “The primary objective of these standards is to guarantee that all road signs are unambiguous, uniform, and legible to all,” he said.

    Essentially, poor design can be dangerous, not multiple languages, if done badly.

    The example of Wales – situated more than 10,000 miles away from New Zealand – isn’t as random as it may seem.

    Commentators say there are a host of uncomfortable parallels between the fortunes of te reo Maori and Welsh, which was also once in danger of dying out but has since witnessed a resurgence.

    At the same time as 19th century European settlers in New Zealand were punishing students for speaking te reo Maori, the British government was actively discouraging the use of the Welsh language, or Cymraeg, in the wake of widespread social unrest.

    In 1847 (20 years before New Zealand’s Native Schools Act) a British government report into Welsh linked the language to stupidity, sexual promiscuity and unruly behavior, prompting a drive to remove the language from local schools.

    This led to the notorious punishment known as the Welsh Nots. These were planks of wood with the initials W.N. on them that would be hung around the necks of students caught speaking the language in school.

    The turning point for Welsh came a century later, following a series of civil disobedience campaigns by the Welsh Language Society in the 1960s. One of these campaigns involved activists defacing and removing English-only signs on streets and roads. Bilingual road signs began to spring up.

    Three decades later, and the British Parliament was actively encouraging the use of Welsh.

    In 1993, it passed the Welsh Language Act to ensure the language shares the same status as English during day-to-day business in Wales. The language is now spoken by more than 900,000 people in Wales, out of a population of more than 3 million.

    James Griffiths, author of “Speak Not: Empire, Identity and the Politics of Language” and a former CNN journalist, said Wales was a prime example of how sound policies could revive a native language, but he noted that, as in New Zealand, there had been resistance from some quarters.

    “I think for a lot of people, if they speak the language of the majority, they don’t appreciate the type of recognition and representation of having it on road signs,” he said.

    Across the Irish Sea, bilingual signs bearing both Irish Gaelic and English have existed in the Republic of Ireland dating back to the start of the 20th century.

    Other commentators draw parallels to how the US state of Hawaii has used road signs to encourage use of Olelo Hawai’i which, like te reo Maori, is a Polynesian language.

    Before the passing of the Hawaii State Constitutional Convention in 1978, which made Hawaiian an official language of the the state, there had been concerns it might go extinct.

    In the 1980s, teaching of Hawaiian in schools began to pick up momentum and parents began making greater efforts to pass the language on to later generations, said Puakea Nogelmeier, professor emeritus of Hawaiian Language at the University of Hawaii.

    This momentum continues to build to this day, with Hawaii’s Department of Transportation last year moving to introduce diacritical markings such as the okina and kahako – dots and lines that indicate glottal stops or longer vowels – to its road signs to help non-native Hawaiian speakers grasp correct pronunciations.

    According to a local government survey in 2016, about 18,000 residents now speak Hawaiian at home in a state with a population of more than 1.4 million.

    But Nogelmeier says that while it has become more common to hear conversations conducted in Olelo Hawai’i, the battle to revive the language is far from over.

    Unlike in New Zealand, where the Maori people reached an agreement with the New Zealand government to preserve te reo Maori under the Maori Language Act 2016, he says the movement in Hawaii is driven primarily by the community, making the cause “more decorative than functional” and akin to “a bit of a hobby.”

    Nogelmeier also says that efforts in Hawaii are largely limited to using Olelo Hawai’i for place names, rather than more complicated linguistic uses.

    He should know: On Hawaiian buses, it is Nogelmeier’s voice that calls out the names of stops in the local language.

    Using indigenous place names also allows outsiders to have a better understanding of how to pronounce words and boost tourism.

    Both Wales and New Zealand have some famous tongue-twisters for those unfamiliar with the local language.

    Llanfairpwllgwyngyll – or to give it its full title Llanfair-pwllgwyngyll-gogery-chwyrn-drobwll-llan-tysilio-gogo-goch – is a little village on the Welsh island of Anglesey and lays claim to being the longest town name in Europe.

    That however it is dwarfed by New Zealand’s own Taumatawhakatangihangakoauauotamateaturipukakapikimaungahoronukupokaiwhenuakitanatahu, a hill near Hawke’s Bay which prides itself as the world’s longest place name.

    With New Zealand having wrapped up its public consultation on the signs at the end of June, one other challenge remains should the plan go ahead: ensuring there aren’t any translation bloopers.

    One road sign in Wales made national headlines in 2008 when local council officials sought a translation for a road sign that was meant to say: “No entry for heavy goods vehicles. Residential site only.”

    Their mistake was to email the in-house translation service and not scrutinize its reply too closely.

    Officials requested a sign that read: “Nid wyf yn y swyddfa ar hyn o bryd. Anfonwch unrhyw waith i’w gyfieithy.”

    Only later did they realize that is the Welsh for: “I am not in the office at the moment. Send any work to be translated.”

    Moored five miles off the coast of Yemen for more than 30 years, a decaying supertanker carrying a million barrels of oil is finally being offloaded by a United Nations-led mission, hoping to avert what threatened to be one of the world’s worst ecological disasters in decades.

    Experts are now delicately handling the 47-year-old vessel – called the FSO Safer – working to remove the crude without the tanker falling apart, the oil exploding, or a massive spill taking place.

    Sitting atop The Endeavor, the salvage UN ship supervising the offloading, UN Resident and Humanitarian Coordinator for Yemen David Gressly said that the operation is estimated to cost $141 million, and is using the expertise of SMIT, the dredging and offshore contractor that helped dislodge the Ever Given ship that blocked the Suez Canal for almost a week in 2021.

    How to remove one million barrels of oil from a tanker

    Twenty-three UN member states are funding the mission, with another $16 million coming from the private sector contributors. Donors include Yemen’s largest private company, HSA Group, which pledged $1.2 million in August 2022. The UN also engaged in a unique crowdfunding effort, contributing to the pool which took a year to raise, according to Gressly.

    The team is pumping between 4,000 and 5,000 barrels of oil every hour, and has so far transferred more than 120,000 barrels to the replacement vessel carrying the offloaded oil, Gressly said. The full transfer is expected to take 19 days.

    The tanker was carrying a million barrels of oil. That would be enough to power up to 83,333 cars or 50,000 US homes for an entire year. The crude on board is worth around $80 million, and who gets that remains a controversial matter.

    Here’s what we know so far:

    The ship has been abandoned in the Red Sea since 2015 and the UN has regularly warned that the “ticking time bomb” could break apart given its age and condition, or the oil it holds could explode due to the highly flammable compounds in it.

    The FSO Safer held four times the amount of oil spilled by the Exxon Valdez off Alaska in 1989 which resulted in a slick that covered 1,300 miles of coastline. A potential spill from this vessel would be enough to make it the fifth largest oil spill from a tanker in history, a UN website said. The cost of cleanup of such an incident is estimated at $20 billion.

    The Red Sea is a vital strategic waterway for global trade. At its southern end lies the Bab el-Mandeb strait, where nearly 9% of total seaborne-traded petroleum passes. And at its north is the Suez Canal that separates Africa from Asia. The majority of petroleum and natural gas exports from the Persian Gulf that transit the Suez Canal pass through the Bab el-Mandeb, according to the US Energy Information Administration.

    The sea is also a popular diving hotspot that boasts an impressive underwater eco-system. In places its banks are dotted with tourist resorts, and its eastern shore is the site of ambitious Saudi development projects worth hundreds of billions of dollars.

    The first step of the mission was to stabilize and secure the vessel to avoid it collapsing, Gressly said. That has already been achieved in the past few weeks.

    “There are a number of things that had to be done to secure the oil from exploding,” Gressly told CNN, including pumping out gases in each of the 13 compartments holding the oil. Systems for pumping were rebuilt, and some lighting was repaired.

    Booms, which are temporary floating barriers used to contain marine spills, were dispersed around the vessel to capture any potential leaks.

    The second step is to transfer the oil onto the replacement vessel, which is now underway.

    After The Safer is emptied, it must then be cleaned to ensure no oil residue is left, Gressly said. The team will then attach a giant buoy to the replacement vessel until a decision about what to do with the oil has been made.

    “The transfer of the oil to (the replacement vessel) will prevent the worst-case scenario of a catastrophic spill in the Red Sea, but it is not the end of the operation,” Gressly said.

    While the hardest part of the operation would then be over, a spill could still occur. And even after the transfer, the tanker will “continue to pose an environmental threat resulting from the sticky oil residue inside the tank, especially since the tanker remains vulnerable to collapse,” the UN said, stressing that to finish the job, an extra $22 million is urgently needed.

    A spill would shut the Yemeni ports that its impoverished people rely on for food aid and fuel, impacting 17 million people during an ongoing humanitarian crisis caused by the country’s civil war and a Saudi-led military assault on the country. Oil could bleed all the way to the African coast, damaging fish stocks for 25 years and affect up to 200,000 jobs, according to the UN.

    A potential spill would cause “catastrophic” public health ramifications in Yemen and surrounding countries, according to a study by researchers at Stanford University School of Medicine. Yemen, Saudi Arabia and Eritrea would bear the brunt.

    Air pollution from a spill of this magnitude would increase the risk of hospitalization for cardiovascular or respiratory disease for those very directly exposed by 530%, according to the study, which said it could cause an array of other health problems, from psychiatric to neurological issues.

    “Given the scarcity of water and food in this region, it could be one of the most disastrous oil spills ever known in terms of impacts on human life,” David Rehkopf, a professor at Stanford University and senior author of the study, told CNN.

    Up to 10 million people would struggle to obtain clean water, and 8 million would have their access to food supplies threatened. The Red Sea fisheries in Yemen could be “almost completely wiped out,” Rehkopf added.

    The tanker has been an issue for many people in Yemen over the past few years, Gressly said. Sentiment on social media surrounding the removal of oil is very positive, as many in Yemen feel like the tanker is a “threat that’s been over their heads,” he said.

    The tanker issue remains a point of dispute between the Houthi rebels that control the north of Yemen and the internationally recognized government, the two main warring sides in the country’s civil conflict.

    While the war, which saw hundreds of thousands of people killed or injured, and Yemen left in ruins, has eased of late, it is far from resolved.

    Ahmed Nagi, a senior analyst for Yemen at the International Crisis Group think tank in Brussels, sees the Safer tanker issue as “an embodiment of the conflict in Yemen as a whole.”

    “The government sees the Houthi militias as an illegitimate group controlling the tanker, and the Houthis do not recognize (the government),” Nagi told CNN.

    The vessel was abandoned after the outbreak of the Yemeni civil war in 2015. The majority of the oil is owned by Yemeni state firm SEPOC, experts say, and there are some reports that it may be sold.

    “From a technical point of view, the owner of the tanker and the oil inside it is SEPOC,” Nagi said, adding that other energy companies working in Yemen may also share ownership of the oil.

    The main issue, Nagi added, is that the Safer’s headquarters are in the government-controlled Marib city, while the tanker is in an area controlled by the Houthis. The Safer is moored off the coast of the western Hodeidah province.

    Discussions to determine the ownership of the oil are underway, Gressly said. The rights to the oil are unclear and there are legal issues that need to be addressed.

    The UN coordinator hopes that the days needed to offload the oil will buy some time for “political and legal discussions that need to take place before the oil can be sold.”

    While the UN may manage to resolve half of the issue, Nagi said, there still needs to be an understanding of the oil’s status.

    “It still poses a danger if we keep it near a conflict zone,” he said.

    A train derailment in Montana caused a bridge across the Yellowstone River to collapse and sent multiple cars into the water below, officials in Stillwater County said Saturday.

    The derailment occurred around 6 a.m. Multiple tanker cars were damaged and are leaking “petroleum products,” according to Yellowstone County Disaster and Emergency Services.

    The derailed Montana Rail Link train cars included “several hazmat cars,” the regional rail company said in a statement.

    The train crew is safe and no injuries have been reported, the statement said.

    “The safety of our employees and the public remains our top priority. We are committed to addressing any potential impacts to the area as a result of this incident and working to understand the reasons behind the accident,” Montana Rail Link said.

    Yellowstone County officials said there was no immediate threat and “precautions are being put in place.”

    The cause of the derailment has not yet been determined and people are being asked to keep away from the areas around the Yellowstone River Rail Bridge.

    “Local fishing accesses will be closed. Water treatment plants, irrigation districts, and industrial companies are taking appropriate precautions,” the Yellowstone County Sheriff’s Office said.

    The Yellowstone County Disaster and Emergency Services has asked people living in the area to conserve water.

    Tammie Mullikin, a spokesperson with Stillwater County Disaster and Emergency Services, said notifications have been made to all required agencies, and “safety and hazard mitigation efforts” have been implemented in response to the incident.

    “We have formally established a unified command and are using the incident command system,” Mullikin said. “Unified Command is working together to determine the most appropriate steps to ensure a safe resolution to this incident.”

    Montana Gov. Greg Gianforte tweeted Saturday that he was monitoring the derailment. 

    “The state is standing by to support as Montana Rail Link and county officials assess their needs,” he said.

    Montana Rail Link is a Class II regional railroad that operates over 900 route miles of tracks across Montana and Idaho, according to the company’s website.

    The body recovered from the wreckage of the Interstate 95 collapse in Philadelphia was identified by officials Tuesday as the driver of the truck that crashed underneath the freeway and ignited a fire.

    The truck driver, Nathan Moody, died of blunt trauma of head, inhalation and thermal injuries, Philadelphia Department of Health spokesperson James Garrow told CNN.

    Moody was a 53-year-old father of three and a career truck driver, according to his cousin Isaac Moody.

    “Truck driving meant everything to him, that was his livelihood,” Isaac Moody told CNN in an interview Monday afternoon.

    The tanker truck was carrying 8,500 gallons of gasoline when it crashed Sunday and went up in flames underneath the I-95, authorities said. A section of the overhead northbound lanes of the freeway then collapsed on top it.

    The truck had gone through an off-ramp, fell onto its side while trying to go around a curve, slammed into a wall and ignited a fire around 6:30 a.m., Pennsylvania Transportation Secretary Mike Carroll said Monday.

    Moody’s family had heard of the crash and immediately started calling him, but grew worried as their calls went unanswered, Isaac Moody said.

    A state trooper then came by Monday, saying that a badly burned body was pulled from the wreckage, and requested dental records to help identify the person, Isaac Moody said.

    The mangled and charred wreckage of the truck was hauled away Monday while crews with heavy equipment worked in the rubble of the collapse. Demolition is expected to take four to five days, according to Carroll.

    As crews work around-the-clock to demolish the crumbled section of the I-95, officials warn it could take months to repair the damage to the critical East Coast artery.

    Carroll said he and Gov. Josh Shapiro will lay out plans to repair the highway. “The governor and I are prepared tomorrow to provide that kind of detail,” Carroll said at a news conference Tuesday at the collapse site.

    US Transportation Secretary Pete Buttigieg also visited the site of the collapse Tuesday. He told reporters that his agency will help provide “every resource that is needed” to help local officials address the damage.

    Buttigieg described the “outsized impact” on commuters and goods movement in the area. The highway typically carries about 160,000 vehicles through Philadelphia daily.

    About 8% of those vehicles are trucks that will now need to take longer, more costly routes, Buttigieg said. “That is a lot of America’s GDP moving along that road every day,” he said.

    Buttigieg said his department is making contact with Google and Waze to optimize traffic information reaching commuters.

    The fire caused a northbound stretch of the interstate to fall on the truck, authorities said. Southbound lanes were also compromised, officials have said, and need to be repaired. The primary detour is about 23 miles using state or interstate roads, local transportation officials said.

    The National Transportation Safety Board said it’s begun its investigation and the tanker truck will be an initial focus.

    The company that owns the truck has been in contact with officials and is complying with state police, officials said. State police would not identify the company.

    Buttigieg has said his agency is prepared to help local officials swiftly address the extensive disruption caused by the collapse. “To be clear, swiftly is not going to be overnight,” Buttigieg told reporters Monday at an event hosted by the American Council of Engineering Companies. “We’re talking about major structural work.”

    Shapiro also spoke with President Joe Biden on Monday, “who reaffirmed the federal government’s commitment to provide whatever resources are needed to repair I-95 safely and efficiently,” the governor’s office said.

    The state’s transportation department said a timeline for the rebuilding work would be released after engineers complete a review.

    “Crews will work around the clock to ensure that demolition and reconstruction occurs quickly and efficiently, and that the roadway will reopen as soon as possible,” the Pennsylvania Department of Transportation said.

    As machinery towed pieces of the crumbled highway away, a team of federal investigators was beginning to examine the tanker truck fire and how it led to the highway collapse, NTSB Chair Jennifer Homendy told CNN on Monday.

    The tanker was carrying gasoline bound for delivery at a local Wawa gas station.

    “We have to get in and see what we think happened with the tanker truck,” Homendy said. “There are lots of different scenarios.”

    Investigators might also need to examine the structural makeup of the bridge, said Homendy.

    Pennsylvania State Police said Monday that officials will not launch a criminal investigation into the collapse.

    Shortly before the collapse, Mark Fusetti was driving south on I-95 in Philadelphia and began filming when he saw plumes of dark smoke.

    Fusetti’s cell phone footage appears to show his car and other vehicles driving over a “dip” along I-95 as smoke billows from under both sides of the highway.

    “I realized what happened when I looked in my rearview mirror. I see 95 – all of the cars stopping and then I learned, shortly after that the road had just collapsed and what was really going on,” Fusetti told CNN’s Jim Acosta on Sunday.

    Along with the smoke and fire under the highway, there were also explosions caused by “runoff of maybe some fuel or gas lines that could have been compromised by the accident,” said Philadelphia Fire Department Battalion Chief Derek Bowmer.

    The collapsed roadway is one of the busiest interstates in the city – a critical East Coast thoroughfare that officials say supports Pennsylvania’s economy.

    Restoring the highway will likely take months, Shapiro said, adding that his office was looking into “alternatives to connect the roadway beyond detours.”

    The impacts could ripple across the state and the larger northeast. Buttigieg said the incident was “causing what we know will be extensive disruption for the movement of people and goods through that region.”

    He called it “a cruel reminder of the importance of our infrastructure,” while at the gathering of the American Council of Engineering Companies on Monday.

    Residents were warned to expect delays to trash collection and bus routes in the area. All lanes of I-95 are closed between the Woodhaven and Aramingo exits, the city of Philadelphia said.

    Monday morning commuters were forced to find new routes to work, with traffic impacts stretching beyond just I-95.

    “You don’t realize how much that cripples the city,” resident Ruth Acker told CNN affiliate WPVI.

    “I was supposed to go to work. Stopped at Wawa – made a mistake – 45-minute detour just to get to Wawa,” commuter Danny Rodriguez told WPVI.

    Officials from New Jersey, Delaware and Maryland have helped manage I-95 traffic in the wake of the collapse, Carroll said Monday.

    The Southeastern Pennsylvania Transportation Authority said it added extra capacity and service to other transportation routes and was evaluating all options to assist travelers as they work around the highway collapse.

    Steven Yeun is quite familiar with how volatile and angry drivers on the road can be, thanks to his starring role in hit series “Beef,” and it turns out Pedro Pascal can relate.

    During a segment for Variety’s Actors on Actors discussion published on Monday, Pascal recalled a wild road rage incident that involved a driver spitting on his car.

    “It was my fault,” the “Last of Us” star admitted, going on to tell Yeun that he “cut somebody off.”

    Then, Pascal said, “I look over, and there’s a big glob of saliva – like visual effects put it there, man – just dripping down the side of the passenger window.”

    “He spit at me,” Pascal added.

    When Yeun asked what happened next, Pascal said that it didn’t solicit any rage out of him, but rather “absolutely humbled me and shocked me, scared me a little bit, disturbed me.”

    Yeun stars alongside Ali Wong in Netflix’s “Beef,” a series that follows two strangers entangled in a road rage incident that sets them on a path of chaos, and he shared with Pascal that he got “flipped off” in his own recent road rage incident.

    Pascal gushed to Yeun about how much he admired his performance in “Beef,” saying the show reflects “such a living truth that can happen anywhere but was happening to me yesterday in Los Angeles.”

    He added to Yeun that his experience on the road that day made him “admire your performance even more because I was like, ‘You’re nailing it.’”

    Both incidents, they said through a fit of laughter, took place on the same day in April, which happened to be the day before they sat down for their Actors on Actors chat in Los Angeles – a city known for tumult on the road.

    Ukraine has lost 16 US-supplied armored vehicles in the past several days, according to open-source intelligence analysis, as the country’s military announced its forces had captured three villages from Russia in an offensive in the eastern Donetsk region.

    The 16 US Bradley infantry fighting vehicles either destroyed or damaged and abandoned in recent days represent almost 15% of the 109 that Washington has given Kyiv, according to Jakub Janovsky of the Dutch open-source intelligence website Oryx, which has been collecting visual evidence of military equipment losses in Ukraine since Russia’s invasion began on February 24, 2022.

    The Bradley fighting vehicle, which moves on tracks rather than wheels, can hold around 10 troops and is used to transport personnel into battle while providing supporting fire.

    When the first batch of more than 60 Bradleys were sent to Ukraine at the end of January, US Army Lt. Col. Rebecca D’Angelo, commander of the Army’s 841st Transportation Battalion, said the armored vehicles would be important to Kyiv’s offensive operations.

    “This is going to hopefully enhance their capabilities to provide forward advancement in the battlefield and regain lost ground, by having equipment that matches or exceeds what the Russians have,” D’Angelo said in a US Army report.

    But when Washington announced in January it would supply to Bradleys to Ukraine, CNN military analyst James “Spider” Marks, a retired general, said the Bradleys would need the right mix of other abilities, including air support, long-range artillery and incisive intelligence.

    “A single piece of equipment like the Bradleys is wonderful, but it needs to be used in conjunction with all those other enablers,” he said at the time.

    Air support is one area where Ukraine’s military is lacking, although Kyiv’s forces are expected to get F-16 multirole fighter jets from Western allies in the future.

    Despite the loss of the Bradleys, analysts said it doesn’t necessarily portend problems for Ukraine’s effort to push back Russian invaders.

    “Given the size of the front, and intensity of fighting I would expect such losses,” said Nicholas Drummond, a defense industry analyst specializing in land warfare and a former British Army officer.

    Ukraine “is attacking across four main lines of advance in order to force Russia to commit its reserves. A necessary but costly approach,” Drummond said.

    But he also echoed Marks’ comments from January.

    “I’d like to see the use of armor accompanied by more artillery fire and combat aircraft. You can’t make an omelette without breaking a few eggs,” Drummond said.

    Drummond and others also pointed out a positive sign for Ukraine in its losses of Western armored vehicles.

    “We are not seeing catastrophic damage. This suggests that the vehicles are doing their job and the crews are escaping,” he said.

    And Janovsky, from Oryx, said the Bradleys might not be lost for good.

    “Most of those vehicles are just damaged and abandoned, so it might be possible to recover and repair them if Ukraine takes the area,” he said.

    The Bradleys are among almost 3,600 pieces of military equipment Ukraine has lost in the war, according to Oryx. Meanwhile, the website says it has documented the loss of more than 10,600 pieces of Russian military equipment.

    In a statement in Monday, Moscow claimed it had destroyed multiple Ukrainian armored vehicles in the Zaporizhzhia region.

    “Enemy armored forces are currently launching more and more attacks in the [Zaporizhzhia] direction. However, Russian anti-tank troops stand in their way, cold-bloodedly turning Western armored vehicles into scrap heaps,” the Russian Ministry of Defense said.

    The statement did not say what kind of vehicles were destroyed.

    Despite the loss of the Bradleys, Ukraine reports it has taken back at least three villages from Russian forces in fighting over the weekend.

    Ukraine’s advance south from the front-line town of Velyka Novosilke in the Donetsk region now stretches somewhere between 5 and 10 kilometers (3 to 6 miles), according to information released by Deputy Defense Minister Hanna Maliar.

    Writing on Telegram Sunday evening, Maliar said the village of Makrivka had been recaptured from Russian control – the third in a string of settlements that sit along the Mokri Yaly River to be declared liberated by Ukrainian forces over the course of the day.

    Earlier, videos emerged showing soldiers hoisting the Ukrainian flag from buildings in Neskuchne and Blahodatne.

    CNN military analyst Mark Hertling said the situation was positive for Ukraine from both morale and battlefield perspectives.

    “It reinforces the fact that they are moving forward,” Hertling told CNN’s Jim Acosta.

    Meanwhile, “every single piece of land Ukrainian forces can pull back to their sovereign territory is going to be part of a march toward operational success,” Hertling said.

    Reporting on developments, Russian military bloggers offered a pessimistic assessment of the situation facing the Kremlin’s forces in the area. The Rybar Telegram channel suggested late Sunday that Ukraine’s offensive looked set to continue, adding that Russian forces “should expect the pressure to intensify in the near future.”

    Fighting is taking place near the village of Urozhaine, slightly further down the river, Rybar reported. The channel added that heavy cloud and rain were also limiting Russian forces’ ability to use drones to repel the Ukrainian advance.

    A Ukrainian army spokesman said Russian forces had blown up a dam on the river, adding that there was flooding on both banks but saying it “would not affect our counteroffensive actions.”

    On Monday, Ukraine accused Russia of blowing up another small dam along the border between Donetsk and Zaporizhzhia, near the village of Novodarivka.

    Floodwaters spilled over both banks of the Mokri Yaly River after the dam of a small reservoir near the village was destroyed, according to Ukraine’s Military Media Center.

    Novodarivka is one of several villages in the area that Kyiv’s troops have claimed in recent days.

    In its most recent battlefield roundup, Russia’s Ministry of Defense made no mention of retreats but said its forces had “destroyed the concentrations of manpower and equipment” of three Ukrainian brigades operating in the same area.

    Further west, in neighboring Zaporizhzhia region, Russian airstrikes and artillery fire by the Vostok brigade had succeeded in pushing back three Ukrainian advances south of Orikhiv, the Russian Defense Ministry said.

    Meanwhile, a Ukrainian army spokesman told CNN that Kyiv’s forces have been counterattacking around the eastern city of Bakhmut for a week but downplayed its importance saying, “this is not a major offensive.”

    “These are counterattacks where we take advantage of the fact that the enemy is rotating, that the enemy has not fully reconnoitered, has not fully coordinated its units, has not fully dug in. We take advantage of this and counterattack them,” Serhii Cherevatyi told CNN by phone.

    He said Russian forces continue their shelling towards Ukrainian positions but said Ukraine’s forces had advanced up to two kilometers (1.25 miles) in places.

    Cherevatyi said Russia’s presence in Bakhmut was maintained by airborne troops, with support from infantry personnel and mercenaries from several smaller private military companies.

    While Russian forces continue to hold the city, Ukraine’s forces have concentrated their efforts on areas to the northwest and southwest.

    Hertling noted that Ukraine has been using a “deep-strike capability” to disrupt Russian supply lines well back from the front lines.

    “Ukraine has been very good in terms of striking deep targets that effect the logistics support,” Hertling said.

    Officials are scrambling to set up alternate transportation options for Monday morning commuters after a section of Interstate 95 collapsed in Philadelphia due to a tanker truck fire Sunday – leaving the East Coast’s primary highway with major damage that could take months to repair.

    No injuries or fatalities from the highway collapse have been reported. But it remained unclear whether anyone was caught in the burning commercial tanker truck, which was carrying a flammable substance/oil?. The truck was still trapped under the collapsed highway Sunday afternoon, Pennsylvania Gov. Josh Shapiro said at a news conference.

    Roughly 160,000 vehicles typically commute on the now-collapsed road each day, making it “likely the busiest interstate in our commonwealth,” said Pennsylvania Department of Transportation Secretary Mike Carroll.

    “I found myself thanking the Lord that no motorists who were on I-95 were injured or died,” Shapiro said, describing witnessing “remarkable devastation” during a flyover of the scene.

    Northbound lanes collapsed and southbound lanes were damaged due to the intensity of the blaze and were “not structurally sound to carry any traffic,” Shapiro said. Restoring the highway will likely take months, he said, adding that his office was looking into “alternatives to connect the roadway beyond detours.”

    Rep. Brendan Boyle, a Democrat whose district includes the section of the highway, told CNN that “you are literally going to have millions of people in what is one of the largest population centers in the country impacted in a significant way.”

    The governor said he plans to issue a disaster declaration Monday, allowing the state to immediately dip into federal funds, cut through the red tape and move quickly to repair and reconstruct this roadway. He said he got assurances from Transportation Secretary Pete Buttigieg.

    “Secretary Buttigieg has assured me that there will be absolutely no delay in getting federal funds deployed to quickly help us rebuild this critical artery. I-95, of course, is a critical roadway that supports our economy and plays an important role in folks everyday lives,” Shapiro said.

    The commercial tanker truck, which was carrying a petroleum-based product, caught fire around 6:20 am ET, causing a section of the overhead northbound I-95 highway to collapse atop the truck, authorities said. The cause of the fire is also under investigation.

    By Sunday afternoon, the fire was contained but firefighters remained at the scene as a precaution “because of the large volume of product that was involved,” Philadelphia Fire Department Deputy Commissioner Jeffrey Thompson said.

    Crews will be working through the night to clear the collapsed section of the road, Carroll said.

    Officials warned residents to avoid the area and to expect delays of trash collection and bus routes in the area.

    “The challenges will be real when it comes to traffic movements in the city as a result of this incident,” Carroll said.

    Leslie Richards, general manager of the Southeastern Pennsylvania Transportation Authority (SEPTA), said the agency is adding extra capacity and service to other transportation routes and evaluating all options in assisting travelers work around the highway collapse including.

    “In order to accommodate travel through the city and region following the I-95 collapse, SEPTA will provide added capacity and Service. on the Trenton, West Trenton and Fox Chase Lines,” SEPTA, the sixth largest public transportation agency in the US, said in a statement.

    Mark Fusetti was driving south on I-95 in Philadelphia to pick up his son from the airport on Sunday before the collapse when he saw large plumes of dark smoke and began filming, initially thinking there was a brush fire.

    Video he filmed on his cellphone appears to show his car and other vehicles driving over a “dip” along I-95 as smoke billowed from under both sides of the highway. He said he was startled by the dip, saying, “it felt like you drove off a curb.”

    “I realized what happened when I looked in my rear-view mirror. I see 95 – all of the cars stopping and then I learned, shortly after that the road had just collapsed and what was really going on,” Fusetti told CNN’s Jim Acosta Sunday.

    The cause of and circumstances surrounding the fire and collapse remain under investigation, officials say.

    Philadelphia Fire Department Battalion Chief Derek Bowmer said “it looked like we had a lot of heat and heavy fire underneath the underpass.”

    With thousands of tons of steel and concrete on top of where the fire was burning, firefighters initially faced a challenge getting to the seat of the fire, Bowmer said during a news conference Sunday morning.

    There were also explosions around the highway collapse caused by “runoff of maybe some fuel or gas lines that could have been compromised by the accident,” Bowmer noted.

    “We have fire coming out of those manholes,” Bowmer said Sunday morning.

    While the exact cost of repairing the crucial roadway remains unclear, the governor told reporters Sunday afternoon that the state is working with federal officials on a “speedy rebuild of I-95.”

    President Joe Biden has been briefed on the collapse, according to a tweet from White House press secretary Karine Jean-Pierre.

    A spokesperson for the Federal Highway Administration said administrator Shailen Bhatt would be in Philadelphia on Monday to “offer federal support and assistance.”

    Officials work at the scene after a section of I-95 collapsed on Sunday.

    The US Coast Guard, which was looking out for possible water pollution after the fire and road collapse, reported “a sheen on the water” that was confined to one area, according to a spokesperson.

    The tanker that caught fire has the potential to spill 8,500 gallons of gasoline, the Coast Guard said in a statement.

    A 29-foot boat was sent to monitor the area “to observe any pollution to the waterways. They reported that there is a sheen on the water but it seems to be confined to the cove,” the Coast Guard’s statement reads. “The substance is gasoline and the tanker has a potential to spill 8500 gallons. However, it has been reported to us that clean up efforts are mainly shore side, meaning on land.”

    The governor later Sunday sought to assure residents, saying “there is no threat to anyone’s drinking water.”

    Brendan Riley, director of water operations for the Philadelphia Water Department, echoed that water in the city was safe.

    “At this point in time, we have no concerns of any environmental impact to our water intake at the Baxter Water treatment plant,” Riley said. “There was a lot of coordination with the Department of Environmental Protection, the US Coast Guard as well as to make sure that we responded appropriately and deploy some booms, not only at our intakes but also at the outfall location where there was any potential discharge.”

    A section of northbound I-95 in Philadelphia has collapsed after a tanker truck caught fire underneath the highway, Philadelphia officials said Sunday morning.

    “We did have a collapse of 95 on the northbound side, and the southbound side is compromised by heavy fire,” Derek Bowmer, battalion chief for the Philadelphia Fire Department, said during a news conference Sunday morning. “It looked like we had a lot of heat and heavy fire underneath the underpass.”

    Firefighters are still battling the blaze, Bowmer said.

    Explosions around the highway collapse were caused by “runoff of maybe some fuel or gas lines that could have been compromised by the accident,” said Bowmer.

    “We have fire coming out of those manholes,” Bowmer said.

    Photos and videos from the scene show huge plumes of smoke billowing from the interstate.

    The mayor’s office told CNN a large tanker truck fire caused the collapse. The highway is closed in both directions around the area and the fire is under control, according to Sarah Peterson, the office’s communications director.

    Dominick Mireles, director of Philadelphia’s Office of Emergency Management, said officials would be dealing with the collapse and the fire for a long time.

    “Today’s going to be a long day. And obviously with 95 northbound gone, and southbound questionable, it’s going to be even longer than that,” Mireles said. “The roadway’s gone.”

    Tumar Alexander, managing director for the City of Philadelphia, said the incident will “be a significant impact to this community for a while.”

    “95 will be impacted for a long time,” Alexander said during the news conference.

    The fire is under investigation by the fire marshal and other partners, Bowmer added during the news conference.

    The Philadelphia Office of Emergency Management urged travelers to avoid the area and seek alternate routes in a Sunday morning tweet.

    Pennsylvania Governor Josh Shapiro has been briefed on the collapse, according to a Twitter thread Sunday.

    “I was just briefed by @PEMAHQ, @PennDOTNews, and @PAStatePolice on the I-95 fire and collapse in Philadelphia. State Police and PEMA are on the scene assisting local first responders and @PennDOTSec and his team are en route to assess the situation and address traffic needs,” said the governor on his verified Twitter account.

    “@LTGDavis and I are closely coordinating with partners in Philadelphia, New Jersey, and the federal government and we will share more information as we have it. For now, please avoid the area and follow the direction of the first responders on the scene.”

    Officials have not reported on any injuries.

    President Joe Biden’s administration is set to allow New York City to move forward with a landmark program that will toll vehicles entering Lower Manhattan, after a public review period ends Monday.

    The toll is formally known as the Central Business District Tolling Program — but it’s commonly called “congestion pricing.”

    In practice it works like any other toll, but because it specifically charges people to drive in the traffic-choked area below 60th street in Manhattan, it would be the first program of its kind in the United States.

    Proposals range from charging vehicles $9 to $23 during peak hours, and it’s set to go into effect next spring.

    The plan had been delayed for years, but it cleared a milestone last month when the Federal Highway Administration signed off on the release of an environmental assessment. The public has until Monday to review the report, and the federal government is widely expected to approve it shortly after.

    From there, the New York Metropolitan Transportation Authority (MTA) can finalize toll rates, as well as discounts and exemptions for certain drivers.

    New York City is still clawing out of from the devastating impact of the Covid-19 pandemic. Congestion pricing advocates say it’s a crucial piece of the city’s recovery and a way to re-imagine the city for the future.

    “This program is critical to New York City’s long-term success,” New York Gov. Kathy Hochul said last month.

    The plan would also mark the culmination of more than a half-century of efforts to implement congestion pricing in New York City. Despite support from several New York City mayors and state governors, car and truck owners in outer boroughs and the suburbs helped defeat proposals.

    In 2007 Mayor Michael Bloomberg called congestion “the elephant in the room” when proposing a toll program, which state lawmakers killed. A decade later, Gov. Andrew Cuomo — who had long resisted congestion pricing — said it was “an idea whose time has come” and declared a subway state of emergency after increased delays and a derailment that injured dozens. Two years later, the state gave the MTA approval to design a congestion pricing program.

    Ultimately, it was the need to improve New York City’s public transit that became the rallying cry for congestion pricing.

    Each day 700,000 cars, taxis and trucks pour into Lower Manhattan, one of the busiest areas in the world with some of the worst gridlock in the United States.

    Car travel at just 7.1 mph on average in the congestion price zone, and it’s a downward trend. Public bus speeds have also declined 28% since 2010. New Yorkers lose 117 hours on average each year sitting in traffic, costing them nearly $2,000 in lost productivity and other costs, according to one estimate.

    The toll is designed to reduce the number of vehicles entering the congestion zone by at least 10% every day and slash the number of miles cars travel within the zone by 5%.

    Congestion comes with physical and societal costs, too: more accidents, carbon emissions and pollution happen as belching, honking cars take up space that could be optimized for pedestrians and outdoor dining.

    Proponents also note it will improve public transit, an essential part of New York life. About 75% of trips downtown are via public transit.

    But public-transit ridership is 35% to 45% lower compared to pre-pandemic levels. The MTA says congestion fees will generate a critical source of revenue to fund $15 billion in future investments to modernize the city’s 100-year-old public transit system.

    The improvements, like new subway cars and electric signals, are crucial to draw new riders and improve speed and accessibility — especially for low-income and minority residents, who are least likely to own cars, say plan advocates.

    New York City is “dependent on public transit,” said Kate Slevin, the executive vice president of the Regional Plan Association, an urban planning and policy group. “We’re relying on that revenue to pay for needed upgrades and investments that ensure reliable, good transit service.”

    Improving public transportation is also key to New York City’s post-pandemic economic recovery: If commutes to work are too unreliable, people are less likely to visit the office and shop at stores around their workplaces. Congestion charge advocates hope the program will create more space for amenities like wider sidewalks, bike lanes, plazas, benches, trees and public bathrooms.

    “100 years ago we decided the automobile was the way to go, so we narrowed sidewalks and built highways,” said Sam Schwartz, former New York City traffic commissioner and founder of an eponymous consulting firm. “But the future of New York City is that the pedestrian should be king and queen. Everything should be subservient to the pedestrian.”

    While no other US city has yet implemented congestion pricing, Stockholm, London and Singapore have had it for years.

    These cities have reported benefits like decreased carbon dioxide pollution, higher average speeds, and congestion reduction.

    Just one year after London added its charge in 2003, traffic congestion dropped by 30% and average speeds increased by the same percentage. In Stockholm, one study found the rate of children’s acute asthma visits to the doctor fell by about 50% compared to rates before the program launched in 2007.

    Some groups are fiercely opposed to congestion charges in New York City, however. Taxi and ride-share drivers, largely a low-income and immigrant workforce, fear it will hurt drivers already struggling to make ends meet. The MTA said congestion pricing could reduce demand for taxis by up to 17% in the zone.

    Commuters and legislators from New York City’s outer boroughs and New Jersey say the program hurts drivers who have no viable way to reach downtown Manhattan other than by car, and that this would disproportionately impact low-income drivers. (But out of a region of 28 million people, just an estimated 16,100 low-income people commute to work via car in Lower Manhattan, according to the MTA.)

    Other critics say it could divert more traffic and pollution from diesel trucks in Manhattan into lower-income areas like the Bronx, which has the highest rates of asthma hospitalization in the city.

    The MTA and other agencies have plans to mitigate many of these adverse effects, however.

    Taxis and for-hire vehicles will be tolled only once a day. Drivers who make less than $50,000 a year or are enrolled in certain government aid programs will get 25% discounts after their first 10 trips every month. Trucks and other vehicles will get 50% discounts during overnight hours.

    Additionally, the MTA pledged $10 million to install air filtration units in schools near highways, $20 million for a program to fight asthma, and other investments to improve air quality and the enviornment in areas where more traffic could be diverted.

    The stakes of New York City’s program are high, and leaders in other cities are watching the results closely.

    If successful, congestion pricing could be a model for other US cities, which are trying to recover from the pandemic and face similar challenges of climate change and aging public infrastructure.

    “It’s good to see New York City’s program is moving forward,” said the Los Angeles Times Editorial Board last month. “Los Angeles should watch, learn and go next.”

    A major dam in Russian-occupied southern Ukraine was destroyed early Tuesday, prompting mass evacuations and fears for large-scale devastation as Ukraine accused Moscow’s forces of committing an act of “ecocide.”

    Residents downstream from the Nova Kakhova dam on the Dnipro River in Kherson were told to “do everything you can to save your life,” according to the head of Ukraine’s Kherson region military administration, as video showed a deluge of water gushing from a huge breach in the dam.

    Two videos posted to social media and geolocated by CNN showed the destroyed dam wall and fast-moving torrents of water flowing out into the river. Multiple buildings at the entrance to the dam were also heavily damaged.

    The critical Nova Kakhova dam spans the Dnipro River, a major waterway running through southeastern Ukraine and there are multiple towns and cities downstream, including Kherson, a city of some 300,000 people before Moscow’s invasion of its neighbor.

    Ukraine’s Operational Command South on Tuesday confirmed the dam’s destruction in a post on its official Facebook page, saying they were assessing the scale of the damage and calculating likely areas of flooding.

    Following the dam breach, Ukrainian President Volodymyr Zelensky said its destruction “only confirms for the whole world” that Russian forces “must be expelled from every corner of Ukrainian land.”

    He also convened an emergency meeting of the National Security and Defense Council of Ukraine.

    Other senior Ukrainian officials blamed Russia.

    “This is ecocide,” Andriy Yermak, the head of the Office of the President of Ukraine, said of the dam’s destruction.

    “The Russians will be responsible for the possible deprivation of drinking water for people in the south of Kherson region and in Crimea, the possible destruction of some settlements and the biosphere,” he added.

    In a video statement posted on Telegram, Oleksandr Prokudin, the Ukraine-appointed head of the Kherson region military administration, said the water “will reach critical level in five hours.”

    “The Russian Army has committed another act of terror. It has blown up Kakhovka Hydro Power Plant… Evacuation in the area of danger has started,” he said.

    Prokudin said evacuations in the “area of danger” around the dam had started and asked citizens to “collect your documents and most needed belongings and wait for evacuation buses.”

    “I ask you to do everything you can to save your life. Leave the dangerous areas immediately,” he added.

    Units of Ukraine’s National Police and the state emergency service of the Kherson region have been put on alert to warn and evacuate civilians from potential flood zones, Ukraine’s Ministry of Internal Affairs said.

    Those zones are on the west bank of the Dnipro River, including “the villages of Mykolaivka, Olhivka, Liovo, Tiahynka, Poniativka, Ivanivka, Tokarivka, Poniativka, Prydniprovske, Sadove, and part of the city of Kherson – Korabel Island,” the ministry said.

    With the water level rising, authorities urged everyone in the flood zone to turn off all electrical appliances, take documents and essentials, take care of loved ones and pets, and follow the instructions of rescuers and police.

    The Russian-installed mayor of Nova Kakhovka, Vladimir Leontiev, initially on Tuesday denied information about the dam collapsing in an interview with Russian state media RIA Novosti, calling it “nonsense.”

    He later confirmed the destruction of parts of the dam in what he called “a serious terrorist act” but said there was “no need to evacuate.”

    “Overnight strikes on the Kakhovka hydroelectric power plant destroyed gate valves, causing water to be spilled downstream uncontrollably,” Leontyev said.

    CNN was not immediately able to verify the claims made by Ukrainian and Russian officials attributing blame.

    Throughout the course of the war in Ukraine both Moscow and Kyiv have accused each other of plotting to blow up the Soviet-era dam.

    The escaping torrent of water has the potential to cause major destruction around Kherson city and other populated areas along the Dnipro River, according to analysts who have been fearing a breach could occur in the fighting.

    And President Zelensky had previously warned that a breach of the dam could have catastrophic consequences for those living downstream.

    “Destroying the dam would mean a large-scale disaster,” he said in October last year.

    However, a Russian-installed Kherson official Andrey Alekseenko said the situation along the areas of the banks of Dnipro was “under control.”

    “There is no threat to people’s lives,” Alekseenko said, adding that Ministry of Emergency Situation staff are in control of water levels in the river.

    “If necessary, we are ready to evacuate the residents of embankment villages, buses are prepared,” Alekseenko added.

    The dam is a critical piece of infrastructure, holding around 18 cubic kilometers in the Kakhovka Reservoir, about equal to the Great Salt Lake in the US state of Utah, according to Reuters news agency.

    The 30-meter-high, 3.2-kilometer (2 miles)-long structure is one of six dams along the Dnipro and supplies water for much of southeastern Ukraine and the Crimean peninsula which was annexed by Russia in 2014.

    It also supplies water for the Zaporizhzhia nuclear plant, which lies upstream and is also under Russian control.

    On Tuesday, a spokeswoman for Ukraine’s southern command said the dam’s destruction will “certainly” affect the operation of the nuclear power plant but there was “no need to escalate the situation now and draw the most critical conclusions.”

    “Because all experts are involved and will try to create better conditions to avoid the next technogenic catastrophe,” said Natalia Humeniuk, adding that “the situation is currently under control.”

    And the International Atomic Energy agency said “no immediate nuclear safety risk” exists at the Zaporizhzhia plant and their experts are “closely monitoring the situation.”

    In November, the Nova Kakhovka dam was damaged in shelling and satellite images from Maxar Technologies obtained by CNN showed water flowing out of three sluice gates at the dam.
