While he credits Briggs for saving his life, Berthia also said he believes a safety net would have made a world of difference that day.

“I looked over that rail and all I saw was the water,” Berthia told CNN. “If I saw a deterrent, I would have probably been like, ‘OK, maybe this is not meant to be.’”

He desperately needed a sign that someone cared about him, Berthia added: “I needed something to say no.”

While the purpose of the net is “to reduce the number of injuries and deaths from jumping off the bridge,” bridge spokesperson Cosulich-Schwartz said it’s also meant to serve as that sign Berthia was looking for 18 years ago.

“The net is a symbol of hope and care for people who may be experiencing the worst day of their lives,” Cosulich-Schwartz said.

“It is a large, visible and permanent symbol that there are people in the community that care about you,” he continued. “And, if necessary, offer people a second chance.”

The net is currently 80% built, and is set to be completed in December, according to the bridge officials.

The construction of this deterrent won’t be a temporary solution in suicide prevention, according to researchers.

A 1978 study of Golden Gate Bridge suicide attempters found more than 90% of those who were stopped remained alive decades later, and didn’t go on to take their own lives.

Since the Golden Gate’s opening, suicide prevention groups and nonprofits like the Bridge Rail Foundation have continuously pushed for a deterrent of some sort on the bridge.

“Originally, we wanted to raise the rail,” Hines said, which would be similar to the 11-foot steel fence that encloses the George Washington Bridge in New York City.

The transportation district invited public comment on the potential project, and the opinions of the board and local residents were deeply divided.

“We got shut down with that because it was obstructing the view and people didn’t want to ruin the aesthetics of the bridge,” Hines told CNN. “And I always say, what are the aesthetics of a bridge compared to one human life?”

In 2014, the bridge’s board of directors unanimously approved the funding for the safety net construction.

“Engineers designed the Net to minimize impacts to Bridge views and appearance,” according to a Golden Gate Bridge, Highway and Transportation District release, which noted the addition would still “slightly diminish the integrity of the the historic features.”

Berthia acknowledged many people enjoy the beauty and history of the Golden Gate. “And I get that, but we don’t listen to enough people that have lost loved ones off that bridge,” he said.

Thirty people or more die by suicide at the bridge each year on average, according to the release, with hundreds more stopped by law enforcement or other citizens.

“Ultimately, a physical barrier is needed to stop this tragedy,” the release said. “The selected design allows open, scenic vistas to remain intact, while preventing anyone from easily jumping to the water below.”

“I’m so grateful that not one more beautiful person with loved ones, and family and friends who care for them is ever again, gonna die by their hands off of the Golden Gate Bridge,” Hines said. “I thank God every day I get to be alive to see it.”

    The aviation industry might be known for its volatility and financial instability, particularly in recent years, but a surprising number of airlines from the pioneering early days of commercial flight are still surviving in their original form.

    Finnish flag carrier Finnair celebrates its 100th anniversary on November 1, having been founded in 1923 as a seaplane service, while the Czech Republic’s flag carrier Czech Airlines made its first flight just a few days earlier in October 2023.

    Here are 10 of the oldest airlines in the world still in operation.

    Year of foundation: 1919

    As a nation that once had the largest merchant fleet in the world, it seems fitting that the Dutch were among the first to set up a national airline that became a strong force to be reckoned with.

    The need to connect Amsterdam to what was then known as the Dutch East Indies would certainly have been a powerful motivation to get KLM off the ground in the early days.

    Although formally founded in October 1919, the new airline did not really take off until May 1920, when a four-seater De Havilland DH.16 made the inaugural flight to London’s now defunct Croydon Airport.

    In 1924, KLM launched a service from Amsterdam to Batavia (as Jakarta was then known), the world’s longest air route at the time.

    In 1946, it became the first European airline to begin scheduled flights to New York, using DC-4 aircraft.

    Throughout its century and more of existence, KLM’s commitment to innovation has been constant.

    This doesn’t just apply to its fleet either. The airline has also proved pioneering with its use of social media, introducing the first social media-driven flight schedule.

    Founded by German immigrants in Barranquilla, Colombia, in 1919, Avianca was originally named SCADTA and operated Junkers F13 aircraft, some of which were equipped with floats.

    As the world moved closer to war In the late 1930s, SCADTA became a source of concern for the US government, who were worried about the security implications of the airline’s links to Germany.

    Pan American World Airways subsequently acquired a controlling stake in the company.

    In 1949, SCADTA merged with fellow Colombian airline SACO (Servicio Aéreo Colombiano) and adopted its current name.

    Today, after absorbing several airlines in neighboring countries, Avianca is one of the largest airline groups in Latin America, with a fleet of more than 130 aircraft and a network of subsidiaries that spans pretty much the whole continent.

    The Qantas logo is known as

    Few people outside of Australia know that Qantas stands for “Queensland and Northern Territory Aerial Services.”

    As its name indicates, the initial goal of the airline was to service the tropical and sparsely populated lands of Northern Australia.

    Its first aircraft was an Avro 504, a pre-World War I biplane that could seat a pilot and one passenger.

    Qantas was nationalized by the Australian government after World War II and reprivatized in the ’90s.

    Its kangaroo livery first appeared in 1944 and accompanied the airline during the airline’s expansion throughout the Asia-Pacific region and beyond.

    Today Qantas remains the de facto flag carrier of Australia as well as the country’s largest airline and one of its best known brands globally.

    Aeroflot was the largest airline in the world during the Soviet era.

    First flight: July 1923

    A flight from Moscow to Nizhny Novgorod carrying six people (four passengers and two crewmen) on a Junkers F13 marked the start of what would turn out to be the Soviet Union’s, and later, the Russian Federation’s flag carrier.

    Originally called Dobrolet, it was renamed Aeroflot in 1932, when the Soviet government decided to place the whole civilian aviation fleet under one single entity.

    After World War II, Aeroflot became the largest airline in the world, as air travel was often the only means of transportation available to bridge the vast expanses of the Soviet Union.

    In 1956, the airline introduced the Tupolev Tu-104, considered the first truly successful jet airliner.

    During the Cold War years, Aeroflot operated the long range Il-62, which flew all the way to Cuba by way of Murmansk, in the Arctic, and the supersonic Tupolev Tu-144, the Soviet Union’s answer to the Concorde.

    In much the same fashion as the Soviet Union, Aeroflot was separated in the ’90s and divided into a number of regional airlines, with some former Soviet republics beginning their own services.

    The core of the airline then came under control of Russia and remains state-owned.

    Aeroflot underwent a massive transformation during the first decade of the 21st century in terms of both service and fleet.

    Bar its hammer and sickle logo, the Aeroflot of today bears little resemblance to its original conception.

    Czech Airlines, the national airline of the Czech Republic.

    Year of foundation: 1923

    First flight: October 1923

    Passengers transported in 2022: No data

    Started as a national airline for the then newly founded country of Czechoslovakia, Czech Airlines’ activity was interrupted by World War II and the airline was later reinstated by the post-war Communist government.

    In 1957, CSA became the third airline, after BOAC and Aeroflot, to operate jet airliners when it put the Soviet-made Tupolev Tu104A into service.

    The airline was also the first to operate a jet-only connection: Prague to Moscow.

    During the Cold War years, CSA operated a remarkably large operation that included a fleet of up to 21 long range Ilyushin Il-62 aircraft as well as an extensive route network covering the Americas, Africa, the Middle East and Asia.

    Unfortunately it also suffered two unfortunate firsts, becoming the first airline to suffer a mass hijacking, when three of its aircraft were diverted to West Germany by defectors in 1950.

    It was also the first airline to lose a captain at the hands of a hijacker, in an incident during the 1970s.

    Like many national airlines of the former Eastern Bloc, CSA was renamed, restructured and modernized during the ’90s.

    The airline has scraped through to its 100th anniversary after being declared bankrupt in 2021, having been hit hard by the Covid-19 pandemic. It’s now gone through a reorganization process with a new investor, Prague City Air.

    For those who’ve ever wondered why Finnair’s airline code is “AY”, this is derived from the name it used before being rebranded to Finnair in 1953 – “Aero O/Y.”

    During its first 12 years, the airline operated only seaplanes, a logical choice given the many lakes and water inlets that cover the surface of Finland.

    In 1983, it became the first European airline to fly non-stop to Tokyo, with DC-10 aircraft.

    Five years later, Finnair was the only European airline with a direct flight between Europe and China.

    This helped to position the airline as the shortest gateway between Europe and Asia, largely thanks to Helsinki’s location atop the Great Circle route.

    Delta is the oldest airline still operating in the US.

    Year of foundation: 1924

    Passengers transported in 2022: 141.6 million

    Delta has grown from a small crop-dusting operation in America’s Deep South to the largest airline in the world by some measures.

    Two important corporate decisions helped consolidate it at the top of the global airline leagues – the purchase of Pan Am’s East Coast and European routes in the early ’90s and its merger with Northwest Airlines in 2008.

    Delta is one of the world’s largest airlines in terms of scheduled passengers.

    Air Serbia serves more than 70 destinations across Europe, the Mediterranean and Middle East.

    Year of foundation: 1927

    Passengers transported in 2022: 2.7 million

    Air Serbia claims descent from the several airlines that operated as flag carriers of Yugoslavia (hence its code JU), starting with Aeroput in 1927 and Jat Airways from 1948.

    During the Cold War years, Jat developed a significant route network and bought equipment from both East and West, in line with Yugoslavia’s status as a non-aligned country.

    After the breakup of Yugoslavia, Jat became the Serbian flag carrier.

    In 2013, Etihad bought a 49% equity stake in the company, which then engaged in a massive recapitalization and rebranding operation that saw it adopt the new name of Air Serbia.

    In July 2023, Iberia joined British Airways and Qatar Airways' joint business partnership.

    First flight: December 1927

    Formerly a privately owned company, Iberia was put under government sponsorship shortly after its launch, providing postal transport between Madrid and Barcelona.

    After an operational hiatus in the early 1930s, it was resurrected with German assistance, by the nationalist side during the Spanish Civil War.

    After the war, Iberia, now firmly in government hands, developed as Spain’s flag carrier.

    In 1946, it was the first airline to fly between Europe and South America, a region that has remained at the core of Iberia’s long haul business throughout its history.

    The airline was privatized in 2001 and it merged with British Airways in 2010 to create the International Airlines Group.

    British Airways is the UK flag carrier.

    Now this one is a little controversial.

    The UK flag carrier British Airways was formed 45 years ago following the merger of four companies: British Overseas Airways Corporation, British European Airways, Cambrian Airways and Northeast Airlines.

    However, it celebrated ts centenary in 2019 based on the 100 years of achievement of its predecessor airlines.

    It all began, says British Airways, on August 25, 1919, when the world’s first scheduled international flight between London and Paris took off with one passenger, plus some Devonshire cream and some grouse.

    It was the beginning, not just of British Airways, but of international commercial aviation.

    An off-duty pilot who was riding in the cockpit of an Alaska Airlines flight en route to San Francisco on Sunday is facing dozens of attempted murder charges after he tried to shut down the plane’s engines mid-flight, authorities say.

    The suspect, identified as Alaska Airlines pilot Joseph D. Emerson, 44, attempted to cut off fuel to the engines but the quick action of the aircraft’s captain and first officer kept the engines from failing completely, the airline said, adding Emerson was subdued by the flight crew.

    The flight was forced to divert to Portland, Oregon, where the suspect was taken into custody by the Port of Portland police, the port said in a statement.

    Emerson has been charged in Oregon with 83 felony counts of attempted murder, 83 counts of reckless endangerment and one count of endangering an aircraft, booking records show.

    Authorities do not believe the incident was an act of terrorism or ideologically motivated violence, a law enforcement source familiar with the investigation told CNN’s Josh Campbell. The source noted the suspect may face additional federal charges.

    Here’s what we know.

    After taking off from Everett, Washington, on Sunday, Alaska Airlines Flight 2059 – operated by regional carrier Horizon Air – reported a “security threat related to an off-duty Alaskan Airlines pilot, identified as Captain Joseph Emerson, who was traveling in the flight deck jump seat,” the airline said in a statement.

    Pilots will sometimes ride in a cockpit “jump seat” when traveling in their official capacity or commuting between airports.

    While in the cockpit, Emerson had tried to shut down both of the Embraer 175’s engines by pulling its fire extinguisher handles, the airline said.

    “The fire suppression system consists of a T-handle for each engine; when pulled, a valve in the wing closes to shut off fuel to the engine,” Alaska Airlines said in a statement to CNN. “After they are pulled, some residual fuel remains in the line.”

    The airline said the quick reaction of the crew to reset both handles helped restore the flow of fuel and prevent the engines from cutting out.

    “Our crew responded without hesitation to a difficult and highly unusual situation, and we are incredibly proud and grateful for their skillful actions,” the airline said in a statement.

    The plane was at cruise altitude when the incident occurred, Capt. Mike Karn, senior manager of flight security for American Airlines, said in a memo circulated at his airline.

    The flight crew detained the suspect and the plane was diverted to Portland International Airport, the Port of Portland said in a statement.

    “I think he’s subdued,” one of the plane’s pilots can be heard saying in air traffic control audio recorded by LiveATC.net. “Other than that, we want law enforcement as soon as we get on the ground and are parked.”

    Once the flight landed in Portland around 6:30 p.m., the suspect was taken into custody by Port of Portland police officers, the port said.

    No injuries were reported on the flight, the FBI said.

    All passengers were later able to fly to San Francisco with a new crew and aircraft, the airline said, noting it is “reaching out to each of them individually to discuss their experience and check-in on their well-being.”

    Emerson has been detained at the Multnomah County Detention Center as both the FBI and the Port of Portland police investigate the incident, authorities said.

    The FBI’s Portland field office confirmed its investigation in a statement Monday and assured travelers there is “no continuing threat related to this incident.”

    The Federal Aviation Administration also said it is supporting local law enforcement in the investigation.

    The FAA said it has briefed other airlines on preliminary details of the incident and informed carriers the incident is not related to “current world events” – apparently referring to the war in the Middle East between Israel and Hamas.

    Passengers describe their emergency landing

    Two passengers on the flight told CNN that the airline crew maintained a calm environment on the plane as the incident played out.

    Aubrey Gavello, one of the passengers, said she didn’t realize something was wrong until a flight attendant announced over the loudspeaker that the plane needed to land immediately.

    “We didn’t know where we were landing and we didn’t know what was wrong. But (the flight attendant) assured us we were safe,” Gavello said on “Laura Coates Live” Monday night.

    Later, the pilot informed passengers through the loudspeaker that there had been a “disturbance in the cockpit,” said Alex Wood, who was seated at the front of the plane. Wood said he was wearing headphones and slept through the incident.

    “I was right by the cockpit, but nothing woke me up. Nothing was loud enough, nothing was rambunctious enough to wake me up,” Wood said.

    After the plane landed, about five police officers boarded the plane and escorted the suspect off the aircraft, Gavello recalled. She noted the suspect was calm and cooperative and had his hands secured by zip ties.

    “Props to the Alaska crew for keeping everyone calm,” Gavello said.

    “It was all handled super well,” said Wood.

    The pair said they didn’t realize the gravity of the situation Monday, when they woke to news headlines about the suspect trying to shut down the plane engines.

    “I’m honestly grateful that we didn’t know anything when they rebooked us and got us on a second plane,” Gavello said. “I don’t know if I would have felt comfortable doing that if we had all the information.”

    Emerson’s neighbor, Ed Yee, told CNN it was “very shocking” to hear of the suspect’s alleged actions.

    “He seems like a really nice guy. Nothing abnormal about him,” Yee said.

    Emerson has worked in aviation for at least two decades, according to information shared by Alaskan Airlines.

    He first joined the Alaska Air Group in 2001 as a first officer with Horizon. In 2012, Emerson left Horizon and joined Virgin America as a pilot.

    After Alaska Airlines acquired Virgin America in 2016, Emerson became a first officer with Alaska and worked about three more years to become a pilot for the airline, according to the airline statement.

    “Throughout his career, Emerson completed his mandated FAA medical certifications in accordance with regulatory requirements, and at no point were his certifications denied, suspended or revoked,” Alaska Airlines said in a statement.

    FAA records show Emerson held an Airline Transport Pilot certification with ratings to fly the Airbus A320, Boeing 737, Canadair Regional Jet, and De Havilland Dash 8. He did not hold a certification to fly the ERJ 175, those records indicate, the type of airplane in use during Sunday’s incident.

    China and the Philippines on Sunday accused each other of causing collisions in a disputed area of the South China Sea, the latest in a string of maritime confrontations between the two countries that have heightened regional tensions.

    In a statement, Philippine authorities said a Chinese Coast Guard ship carried out “dangerous blocking maneuvers” that caused it to collide with a Philippine vessel carrying supplies to troops stationed in Ayungin Shoal, also known as Second Thomas Shoal, in the Spratly Islands chain.

    China’s move was “provocative, irresponsible and illegal” and “imperiled the safety of the crew” of the Philippine boats, the National Task Force for the West Philippine Sea said.

    In a second incident Sunday, the Philippine task force said a Chinese maritime militia vessel collided with a Philippine coast guard ship, which was on the same mission to resupply the BRP Sierra Madre. Manila grounded the navy transport ship on Second Thomas Shoal in 1999 and has manned it with Filipino marines to enforce its claims to the area.

    In a statement Sunday, the Chinese Coast Guard accused the Philippines of violating international marine law and threatening the navigation safety of Chinese ships.

    It accused the first Philippine ship of trespassing into the waters of what it calls the Nansha islands and Renai Reef, prompting the Chinese Coast Guard ship to intercept “in accordance with the law,” and resulting in a “minor collision.”

    In the second incident, the Chinese Coast Guard said the Philippine Coast Guard vessel “purposely provoked trouble and reversed course,” causing a collision with a Chinese fishing boat.

    Beijing claims “indisputable sovereignty” over almost all of the 1.3 million square miles of the South China Sea, as well as most of the islands and sandbars within it, including many features that are hundreds of miles away from China’s mainland.

    In 2016, an international tribunal in The Hague ruled in favor of the Philippines in a landmark maritime dispute, which concluded that China has no legal basis to claim historic rights to the bulk of the South China Sea.

    Beijing has ignored the ruling.

    No injuries were reported in either collision Sunday, which marks the latest in a series of recent flashpoints between Beijing and Manila in the disputed waterway.

    In September, the Philippine Coast Guard released video of a Filipino diver cutting a Chinese-installed floating barrier in a disputed area of the waterway that had prevented Filipino boats from entering.

    It came just days after after the Philippine Coast Guard accused China’s maritime militia of turning vast patches of coral near the Palawan island chain into a bleached and broken wasteland.

    China’s foreign ministry dismissed those allegations as “false and groundless.”

    The Pentagon has ordered a second carrier strike group to the eastern Mediterranean Sea, according to two US officials, and is sending Air Force fighter jets to the region as Israel prepares to expand its Gaza operations.

    The US warships are not intended to join the fighting in Gaza or take part in Israel’s operations, but the presence of two of the Navy’s most powerful vessels is designed to send a message of deterrence to Iran and Iranian proxies in the region, such as Hezbollah in Lebanon.

    The first carrier strike group, led by the USS Gerald R. Ford, arrived off the coast of Israel last week.

    Now the USS Dwight D. Eisenhower strike group, which deployed from Norfolk, Virginia, on Friday, is headed to the eastern Mediterranean. The aircraft carrier was initially set to sail for the waters of US European Command, but the officials said it will now head for the waters near Israel.

    It is unclear at this point how long the Ford will stay in the region once the Eisenhower carrier strike group arrives, one official said.

    The Eisenhower is the flagship of the carrier strike group, which will be joined by a guided-missile cruiser and two guided-missile destroyers, according to the Navy.

    The Eisenhower can carry more than 60 aircraft, including F/A-18 fighter jets. The Ford can deploy more than 75 aircraft.

    ABC News first reported the carrier strike group’s orders.

    The Biden administration made clear that the carrier, and its accompanying force, are not there to engage in combat activities on behalf of Israel.

    “There is no intention or plan to put American troops on the ground in Israel,” said John Kirby, strategic communications coordinator for the National Security Council, on Thursday. Kirby underscored that the purpose of the increased military presence in the region is to deter others from entering the conflict if they perceive weakness on the part of Israel.

    “We take our national security interests very seriously in the region,” he said, noting that the purpose of the bolstered force posture was “to act as a deterrent for any other actor, including Hezbollah, that might think that widening this conflict is a good idea.”

    In addition, the 26th Marine Expeditionary Unit, a rapid reaction force capable of conducting special operations, is making preparations in case it is ordered closer to Israel to bolster the US’ force posture there, multiple US officials tell CNN.

    The unit, which is on board the amphibious assault ship USS Bataan, is comprised of more than 2,000 Marines and sailors and would be capable of supporting a large-scale evacuation. Among the mission essential tasks for a Marine Expeditionary Unit are evacuation operations and humanitarian assistance.

    No such order has been given yet to the unit, the officials said.

    Meanwhile, US Air Forces Central on Saturday announced the deployment of F-15E fighter jets and A-10 ground-attack jets to the region.

    The movement of the warplanes from the 494th Expeditionary Fighter Squadron and 354th Expeditionary Fighter Squadron, respectively, “bolster the U.S. posture and enhance air operations throughout the Middle East,” an Air Force statement said. It did not give specific numbers of warplanes involved.

    A US Central Command social media post said the A-10s will join another squadron of the aircraft already in the region.

    “By posturing advanced fighters and integrating with joint and coalition forces, we are strengthening our partnerships and reinforcing security in the region,” Lt. Gen. Alexus Grynkewich, 9th Air Force commander, said in a statement.

    Defense officials have said repeatedly in recent days that the Pentagon will be able to flow in additional forces and assets to the region quickly as needed, as Israel continues to fight a war against the terrorist group Hamas.

    Former President Donald Trump allegedly discussed potentially sensitive information about US nuclear submarines with a member of his Mar-a-Lago resort in Palm Beach, Florida, following his presidency, ABC reported Thursday.

    The member is Australian billionaire Anthony Pratt, sources told ABC. A source familiar with the matter confirmed to CNN’s Kaitlan Collins that Pratt, who had a close relationship with Trump when he occupied the Oval Office, was interviewed by the special counsel probing Trump’s retention of classified documents after leaving office. Another source told CNN’s Kristen Holmes that Pratt is on the list of potential witnesses for when the trial begins.

    Sources told ABC that Pratt allegedly went on to share the information he received from the former president during an April 2021 meeting with “more than a dozen foreign officials, several of his own employees, and a handful of journalists.”

    ABC also reported that according to sources, a former Mar-a-Lago employee told investigations that he was “bothered” by the former president disclosing such information to someone who is not a US citizen. He added that he heard Pratt sharing potentially sensitive information minutes after his meeting with the former president, sources told ABC.

    These allegations were not included in special counsel Jack Smith’s indictment of Trump over his handling of classified documents. But the incident was reported to and investigated by Smith’s team, according to ABC.

    A Trump spokesperson slammed ABC’s report, telling CNN that the claims “lack proper context and relevant information.”

    “The Department of Justice should investigate the criminal leaking, instead of perpetrating their baseless witch-hunts while knowing that President Trump did nothing wrong, has always insisted on truth and transparency, and acted in a proper manner, according to the law,” the spokesperson said.

    CNN has reached out to Pratt, who did not respond to multiple requests for comment. A spokesperson for Smith declined to comment.

    Pratt allegedly told investigators that after he told Trump that Australia should buy submarines from the US, the former president went on to share how many nuclear warheads US submarines carry and “how close they can get to a Russian submarine without being detected,” sources told ABC. But Pratt told investigators that he was not shown any government documents, the sources said.

    His company, Pratt Industries, opened a plant in Ohio while Trump was president. Trump attended the opening and praised the businessman in his remarks.

    Another source told CNN’s Collins that during that visit, Pratt planned to unveil two plaques, an official one celebrating the plant’s opening in the US and a second one that he had told Trump about beforehand. The second plaque, which Pratt kept a secret until the day of the visit, read, “Make America and Australia Great Again.” But officials attending the plant’s opening quickly pulled it down and advised Pratt against the move, that source said.

    CNN previously obtained an audio of a July 2021 meeting Trump had in his Bedminster, New Jersey, golf club, during which the former president acknowledged that he held on to a classified Pentagon document about a potential attack on Iran. The audio, exclusively reported by CNN, was a critical piece of evidence in the special counsel’s indictment.

    Trump is facing 40 counts in the classified documents case, including willful retention of national defense information and conspiracy to obstruct justice. It is one of four cases in which the former president has been indicted.

    Trump, who is seeking to return to the White House and remains the GOP front-runner, asked the judge presiding over the case late Wednesday to delay the trial until after the 2024 elections. A similar request was previously denied.

    Indonesia is launching Southeast Asia’s first-ever bullet train on Sunday, a high-speed rail service line that will connect two of the country’s largest cities.

    Part of China’s Belt and Road infrastructure initiative and largely funded by Chinese state-owned firms, the $7.3 billion project opened to the public on Sunday, following a series of delays and setbacks.

    The train will travel between the capital Jakarta and Bandung in West Java, Indonesia’s second-largest city and a major arts and culture hub.

    The 86-mile (138-kilometer) high-speed rail line, officially named WHOOSH – which stands for “time saving, optimal operation, reliable system” in Indonesian – runs on electricity with no direct carbon emissions and travels at a speed of roughly 217 miles per hour – cutting travel time between Jakarta and Bandung from three hours to under less than an hour, officials say.

    Overseen by the joint state venture PT Kereta Cepat Indonesia China (PT KCIC), the train travels between the Halim railway station in East Jakarta and Padalarang railway station in West Bandung, and is well connected to local public transport systems.

    The trains, modified for Indonesia’s tropical climate, are equipped with a safety system that can respond to earthquakes, floods and other emergency conditions, officials added.

    There are talks to extend the high-speed line to Surabaya – a major port and capital of East Java Province, PT KCIC director Dwiyana Slamet Riyadi told Chinese state media outlets at a ceremony earlier in September.

    Stops at other major cities like Semarang and Yogyakarta, the gateway to Borobudur – the largest Buddhist temple in the world – are also being planned, Dwiyana said.

    According to information released by PT KCIC, the railway features eight cars – all equipped with Wi-Fi and USB charging points – and seats 601 passengers.

    There will be three classes of seats – first, second and VIP.

    Indonesia, the world’s fourth-largest country and Southeast Asia’s largest economy, has been actively and openly courting investment from China, its largest trade and investment partner.

    A high-profile meeting in July between Indonesian and Chinese leaders Joko Widodo and Xi Jinping unveiled a series of projects, including plans to build a multi-billion dollar Chinese glass factory on the island of Rempang in Indonesia’s Riau Islands Archipelago as part of a new ‘Eco-City,’ sparking weeks of fierce protests from indigenous islanders opposed to their villages being torn down.

    The train deal was first signed in 2015 as part of China’s Belt and Road Initiative and construction began later that year.

    It was initially expected to be completed in 2019 but has faced multiple operational delays as a result of the Covid-19 pandemic as well as land procurement and ballooning costs.

    PT KCIC’s director Dwiyana hailed the Jakarta-Bandung high-speed railway as an “outstanding example of bilateral cooperation between Indonesia and China.” It will not only improve Indonesian infrastructure but “promote the development of Indonesia’s railroad and manufacturing industries,” he said.

    Record-setting rain overwhelmed New York City’s sewer system Friday, sending a surge of floodwater coursing through streets and into basements, schools, subways and vehicles throughout the nation’s most populous city.

    The water rose fast and furious, catching some commuters off guard as they slogged through Friday morning’s rush hour. First responders jumped into action where needed, plucking people from stranded cars and basements filling like bathtubs.

    More rain fell in a single day at New York’s John F. Kennedy International Airport – nearly 8 inches – than any other since 1948. A month’s worth of rain fell in Brooklyn in just three hours as it was socked by some of the storm’s most intense rainfall rates Friday morning.

    Track travel delays: NYC airports hammered with heavy rain and flooding

    The prolific totals are a symptom of climate change, scientists say, with a warmer atmosphere acting like a massive sponge, able to sop up more water vapor and then wring it out in intense spurts which can easily overwhelm outdated flood protections.

    “Overall, as we know, this changing weather pattern is the result of climate change,” Rohit Aggarwala, New York City’s Chief Climate Officer said in a Friday morning news conference. “And the sad reality is our climate is changing faster than our infrastructure can respond.”

    A widespread 3 to 6 inches of rain had fallen across the New York City by late Friday afternoon. More rain was set to fall through the evening and then gradually taper off.

    New York Gov. Kathy Hochul declared a state of emergency for New York City, Long Island and the Hudson Valley Friday morning as the worst of the flooding hit. In an interview with New York’s WNBC-TV, she urged residents to stay home because of widespread dangerous travel conditions.

    “This is a very challenging weather event,” Hochul said. “This a life-threatening event. And I need all New Yorkers to heed that warning so we can keep them safe.” New Jersey Gov. Phil Murphy also declared a state of emergency for his state Friday afternoon.

    Firefighters performed rescues at six basements in New York City flooded by torrents of water, according to the New York City Fire Department.

    The water also found its way into 150 of New York City’s 1,400 schools, which remained open on Friday, New York City school chancellor David Banks said at a news briefing.

    One school in Brooklyn evacuated when floodwater caused the school’s boiler to smoke, he said.

    “Our kids are safe and we continue to monitor the situation,” Banks said.

    Floodwater spilled into subways and onto railways and caused “major disruptions,” including suspensions of service on 10 train lines in Brooklyn and all three Metro-North train lines. Gov. Hochul said the city was deploying additional buses to help fill the gap caused by the train outages.

    Limited service resumed by Friday evening on the Metro-North lines. And the Metropolitan Transportation Authority fully restored service on seven subway lines by Friday evening, according to Demetrius Crichlow, senior vice president of the New York City Transit Department of Subways.

    “Today was just not an easy day for us but like New Yorkers, we are resilient, we continue to press on,” Crichlow said.

    MTA Chair and CEO Janno Lieber said Friday evening one of three Metro-North Railroad lines was back up and running – the Hudson line – and noted the Long Island Railroad also has good service. The MTA also said it is working to restore limited service to the remaining two lines on Friday night.

    Air travel didn’t fair any better. Flight delays hit all three New York City area airports Friday. Flooding inside the historic Marine Air Terminal in New York’s LaGuardia Airport forced it to close temporarily. The terminal, which is the airport’s smallest and serves Spirit and Frontier airlines, was open again Friday night.

    By late Friday, flood watches had expired for the region except in Suffolk County on Long Island in New York and parts of northwestern and southern Connecticut, where watches were set to be in effect until Saturday morning.

    The extreme rainfall rates produced prolific totals:

    In Brooklyn: A month’s worth of rain, up to 4.5 inches, fell in only 3 hours on Friday morning, according to National Weather Service data. This three-hour rainfall total is only expected about once every 100 years in Brooklyn, according to NOAA estimates.

    • In Manhattan: Nearly 2 inches of rain fell in one hour in Central Park, the second-wettest hour there in 80 years. More than 5 inches of rain have fallen there so far.

    • In Queens: It’s the wettest day on record at John F. Kennedy International Airport, preliminary data from the National Weather Service shows. At least 7.88 inches of rain has fallen there since midnight.

    China is behaving like a schoolyard bully toward smaller countries, the Philippine defense secretary told CNN Friday during an exclusive interview in which he warned his nation, and the wider world, had to stand up to Beijing’s territorial expansion in the South China Sea.

    “I cannot think of any clearer case of bullying than this,” said Philippine Secretary of National Defense Gilberto Teodoro Jr. “It’s not the question of stealing your lunch money, but it’s really a question of stealing your lunch bag, your chair and even enrollment in school.”

    His comments follow increasingly assertive moves by the Philippines to protect its claim to shoals in the South China Sea during more than a month of high-stakes maritime drama.

    While tensions between China and the Philippines over the highly-contested and strategic waterway have festered for years, confrontations have spiked this summer, renewing regional fears that a mistake or miscalculation at sea could trigger a wider conflict, including with the United States.

    The region is widely seen as a potential flashpoint for global conflagration and the recent confrontations have raised concerns among Western observers of potentially developing into an international incident if China, a global power, decides to act more forcefully against the Philippines, a US treaty ally.

    Recent incidents have involved stand offs between China’s coast guard, what Manila says are shadowy Chinese “maritime militia” boats and tiny wooden Philippine fishing vessels, Chinese water cannons blocking the resupply of a shipwrecked Philippine military outpost, and a lone Filipino diver cutting through a floating Chinese barrier.

    Teodoro characterized the Philippines’ refusal to back down in the waters within its 200 nautical-mile exclusive economic zone as a fight for the very existence of the Philippines.

    “We’re fighting for our fisherfolk, we’re fighting for our resources. We’re fighting for our integrity as an archipelagic state… Our existence as the Republic of the Philippines is vital to this fight,” Teodoro said in a sit down interview at the Department of National Defense in Manila. “It’s not for us, it’s for the future generations too.”

    “And if we don’t stop, China is going to creep and creep into what is within our sovereign jurisdiction, our sovereign rights and within our territory,” he said, adding that Beijing wont stop until it controls “the whole South China Sea.”

    Beijing says it is safeguarding its sovereignty and maritime interests in the South China Sea and warned the Philippines this week “not to make provocations or seek troubles.” It accused Philippine fishing and coast guard vessels of illegal entry into the area.

    China claims “indisputable sovereignty” over almost all 1.3 million square miles of the South China Sea, and most of the islands and sandbars within it, including many features that are hundreds of miles from mainland China. Along with the Philippines, Malaysia, Vietnam, Brunei and Taiwan also hold competing claims.

    Over the past two decades China has occupied a number of reefs and atolls across the South China Sea, building up military installations, including runways and ports, which the Philippines says challenges its sovereignty and fishing rights as well as endangering marine biodiversity in the resource-rich waterway.

    In 2016, an international tribunal in The Hague ruled in favor of the Philippines in a landmark maritime dispute, which concluded that China has no legal basis to claim historic rights to the bulk of the South China Sea.

    But Beijing has ignored the decision and continues to expand its presence in the waterway.

    In his first sit-down TV interview with an international news outlet since he took the position in June, Teodoro was keen to stress whatever happens in the South China Sea impacts the globe.

    Crucially, the waterway is vital to international trade with trillions of dollars in global shipping passing through it each year. It’s also home to vast fertile fishing grounds upon which many lives and livelihoods depend, and beneath the waves lie huge reserves of natural gas and oil that competing claimants are vying for.

    With nations already suffering from inflation brought about by Russia’s war in Ukraine, there are concerns that any slow-down in travel and transporting of goods in the South China Sea would result in significant impact to the global economy.

    “It will choke one of the most vital supply chain waterways in the whole world, it will choke international trade, and it will subject the world economy, particularly in supply chains to their whim,” Teodoro said, adding that if this were to happen, “the whole world will react.”

    The defense secretary warned that smaller nations, including regional partners, rely on international law for their survival.

    “Though they need China, they need Russia, they see that they too may become a victim of bullying. If they (China) close off the South China Sea, perhaps the next target may be the Straits of Malacca and then the Indian Ocean,” Teodoro said.

    Why it matters who owns the seas (April 2021)

    Only a few years ago the Philippines was treading a much more cautious path with its huge neighbor China.

    But since taking office last year, Philippine President Ferdinand “Bongbong” Marcos Jr has taken a stronger stance over the South China Sea than his predecessor Rodrigo Duterte.

    Marcos has also strengthened US relations that had frayed under Duterte, with the two allies touting increased cooperation and joint patrols in the South China Sea in the future.

    In April, the Philippines identified the locations of four new military bases the US will gain access to, as part of an expanded defense agreement analysts say is aimed at combating China.

    Washington has condemned Beijing’s recent actions in the contested sea and threatened to intervene under its mutual defense treaty obligations if Philippine vessels came under armed attack there.

    US Deputy Assistant Secretary of Defense Lindsey Ford reiterated Washington’s commitment to the mutual defense treaty in testimony before a US House subcommittee on Tuesday.

    She said the treaty covers not only the Philippine armed forces, but also its coast guard and civilian vessels and aircraft.

    “We have said repeatedly and continue to say that we stand by those commitments absolutely,” Ford said.

    Defense secretary Teodoro has concerns about a possible escalation “because of the dangerous and reckless maneuvering of Chinese vessels” but he was clear that any incident – accidental or otherwise – the blame would lie with China “squarely on their shoulders.”

    And he called global powers to help pressure Beijing over its moves in the South China Sea.

    “Peace and stability in that one place in the world will generate some relief and comfort to everyone,” he said.

    As part of the Marcos administration’s commitment to boost the Philippines defense and monitoring capabilities in the South China Sea, Teodoro said further “air and naval assets” have been ordered.

    “There will be more patrol craft coming in, more rotary aircraft and we are studying the possibility to acquiring multi-role fighters,” he said, adding that would “make a difference in our air defense capabilities.”

    Preferring cooler heads to prevail, Teodoro said that diplomacy would provide a way forward providing Chinese leader Xi Jinping complies with international law.

    “Filipinos I believe are always willing to talk, just as long that talk does not mean whispers in a back room, or shouting at each other, meaning to say there must be substantial talks, open, transparent and on a rules-based basis,” he said, while also adding that talks cannot be used as a delaying tactic by Beijing.

    The Philippines, he said, has “no choice” but to stand up to China because otherwise “we lose our identity and integrity as a nation.”

    But conflict, he added, was not the answer or desired outcome.

    “Standing up doesn’t mean really going to war with China, heavens no. We don’t want that. But we have to stand our ground when our ground is intruded into.”

    Mexico has made an agreement with the United States to deport migrants from its border cities to their home countries and take several actions to deter migrants as part of a new effort to combat the recent surge in border crossings.

    Mexican officials met with US Customs and Border Protection officials on Friday in Ciudad Juárez,, Mexico, which is across the border from El Paso, Texas, following the recent spike in illegal crossings into the US, which temporarily closed an international bridge and paused Mexico’s main cargo train system.

    As part of the agreement, Mexico agreed to “depressurize” its northern cities, which border the El Paso, San Diego and Eagle Pass, Texas, where the mayor has declared a state of emergency. They will also implement more than a dozen actions to prevent migrants from risking their lives by using the railway system to reach the US-Mexico border, according to Mexico’s National Migration Institute.

    The US Department of Defense is ramping up resources at the US-Mexico border, sending at least 800 new active-duty personnel to the border, where 2,500 National Guard members are already servicing, Department of Homeland Security officials announced Wednesday night in a call with reporters.

    The move comes as migrant crossings along the border are rising, surpassing 8,600 over a 24-hour period this week, according to a Department of Homeland Security official. It is up from around 3,500 daily border arrests after the expiration in May of Title 42 triggered new consequences for those who cross the border illegally. There were more than 8,000 apprehensions on Monday.

    The busiest sectors are Del Rio, El Paso, Lower Rio Grande Valley and Tucson; each facing more than 1,000 encounters over the last 24 hours, according to the official. Eagle Pass is in the Del Rio sector.

    Friday’s meeting was attended by Customs and Border Protection’s Acting Commissioner Troy Miller, the commissioner of Mexico’s National Migration Institute, the governor of the Mexican state of Chihuahua, members of Mexico’s national defense and national guard and representatives of Ferromex, a Mexican railroad operator, according to the institute.

    Mexican officials vowed to carry out a series of 15 actions as part of the agreement, some in coordination with Customs and Border Protection and Ferromex, which includes deporting migrants to their home countries by land and air.

    The country said it will carry out negotiations with the governments of Venezuela, Brazil, Nicaragua, Colombia and Cuba to confirm receipt of their citizens deported from the US-Mexico border. It will also allow US border patrol agents to expel migrants through the Ciudad Juárez international bridge, which connects to El Paso.

    Other terms of the agreement include submitting a daily report of the number of migrants on the train system to Customs and Border Protection’s El Paso sector, establishing checkpoints along the Ferromex rail route and conducting interventions on railways and highways, according to Mexico’s National Migration Institute.

    The institute said Mexico had deported more than 788,000 migrants to their home countries from January 1 to September.

    The agreed-upon actions by Mexican officials raise questions about the country doing work typically designated for the US – from the south of the border – to manage the influx of migrants in recent weeks, which have has strained federal resources and overwhelmed already-crowded facilities, CNN previously reported.

    Many who leave their homes for the United States face long and dangerous treks in hopes of finding better, safer lives. Some may flee violence, while others may immigrate for economic opportunities or to reunite with family, experts say. Deteriorating conditions in Latin America exacerbated by the coronavirus pandemic also have contributed to the influx of migrants into the US.

    It is likely the number of border crossings will continue to increase, as more Mexican nationals are making plans to come to the US, Ariel Ruiz Soto, a senior policy analyst at the nonpartisan Migration Policy Institute in Washington, told CNN.

    US government data show more Mexican families coming to the border, likely to seek asylum, Ruiz said. In July 2022, for example, Customs and Border Protection figures indicate 4,000 Mexican family encounters at the border. A year later, the number had more than quadrupled, reaching nearly 22,000.

    “These are the three levers that are in play right now. … And regardless of what the Biden administration does today or tomorrow,” he says, “the people that are on the way already are going to continue, unless something else happens in the region.”

    “We would like to begin boarding our flight at this time.”

    You are familiar with that friendly boarding announcement from the gate agent. Unfortunately, it means the next 45 minutes of your life will be messy. And airlines have made it chaotic by design — so people will pay to get an easier boarding process.

    First, passengers begin to crowd the gate queue, causing a bottleneck. Although you told yourself you would sit behind calmly in the waiting area at the airport until your zone was called, you can’t resist. You head over to the scrum.

    Next comes confusion about which zone passengers are assigned.

    Zone 1 or Group A don’t actually mean we get to board first. People line up out of turn, waiting for their group to be called. Some passengers cut the line to secure space for their carry-on bag in the overhead bin. Finally, your zone is called and you can scan your ticket and get on the plane.

    Don’t get too excited though — the line on the jet bridge is backed up. More waiting.

    Once you make it through the crawl on the jet bridge and step onto the plane, it’s also backed up.

    Your seat is in the last section of the plane. You move in fits and starts, jostling your way through the narrow aisle until you’ve reached the row.

    If you’re lucky enough to find space for your carry-on bag in the overhead, you awkwardly toss it in, hoping not to hit another passenger in the process. It’s still not over.

    You go to sit down in our window seat, but someone is in the middle. They have to get out and move into the aisle, holding up the line behind you.

    “Boarding a plane is the 21st century version of Lord of the Flies,” said Henry Harteveldt, who covers the travel industry for Atmosphere Research Group. “The airlines created this complexity and this insanity.”

    Here’s how it became so disorderly, and why it isn’t more efficient.

    That panic over faster boarding and the guarantee of an overhead compartment isn’t a bug for the airlines. It’s a feature.

    Sure, airlines could make boarding better for everyone. But what’s better for the airlines is to make boarding better only for some people. The people who want to give them even more money.

    Carriers have recognized that they could make even more money to people willing to pay a fee for priority boarding.

    There’s internal tension between airline marketing teams that are focused on maximizing revenue from boarding and operations teams that want the process to run more efficiently, said Robert Mann, an airline consultant and former executive.

    Crowded airports, crowded boarding.

    “Because there’s so much money on the credit card and frequent flier side, the marketing people win and the operations people have to deal with it,” he said.

    Additionally, planes have gotten larger and are more frequently booked up thanks to improvements in airline analytics. And some carriers have reduced the number of agents at the gate, because more agents means more people the airlines have to pay.

    Despite various boarding strategies and techniques over the years from airlines, the process is still a nightmare.

    Bag fees and loyalty programs

    Getting on a plane wasn’t always this complicated.

    Decades ago, airlines used to board first class and use an open boarding process for the main cabin. Passengers could check bags for free.

    But in 2008, amid soaring fuel prices, airlines began charging passengers for checked bags.

    “That’s when things began to go off the rails,” Harteveldt said.

    Passengers started to carry on more bags to avoid paying a fee or wait to pick up bags at their arrival.

    “Airlines figured out they could make money off of bags. That killed any efficiency to do faster boarding,” said Massoud Bazargan, a professor at Embry-Riddle Aeronautical University in Daytona Beach, Florida, who studies airline scheduling and operations.

    Precious overhead space.

    Last year, airlines collected nearly $7 billion on bag fees, according to the Transportation Department.

    In response, airlines started selling valuable overhead bin space to travelers willing to pay for earlier boarding. Airlines also began dangling credit cards, frequent flier programs and loyalty programs they could all sell to people who wanted boarding priority — something that wasn’t really necessary before with a system that mostly worked before the industry broke it.

    By 2012, carriers began introducing basic economy fares and offered priority boarding for a fee.

    All these newly-created segments of passengers meant airlines needed to separate them during boarding. Companies introduced a new lingo of different boarding zones and groups, slowing down the process.

    “The more zones and groups of boarding, the longer it takes,” Bazargan said.

    Changes in the airline industry to improve airlines’ profitability have also impacted boarding.

    Aircrafts have gotten larger and with denser, cramped seating to accommodate more travelers. Flights are also more frequently packed, clogging up boarding.

    Last April, passenger load factor — the ratio of passengers to seats available — was 84%, a jump from 74% in 2000, according to the Transportation Department.

    Airlines have been experimenting with different boarding schemes to try to speed up the process. But none have found an optimal boarding method.

    Some airlines have tried to board passengers with window seats first, followed by middle seats and then aisles — known as Wilma. But companies abandoned this method because it split up families and was chaotic for people boarding late.

    Boarding from the back to the front also hasn’t gone smoothly.

    This method causes congestion in the aisle as people look for their seats and store their luggage in the overhead.

    Jason Steffen, a University of Nevada, Las Vegas physics professor developed a boarding method that boards passengers in rows of two.

    Will boarding ever get easier? Probably not —unless you pay.

    The Steffen Method allows several rows of passengers to store their luggage simultaneously and minimizes the time it takes to load luggage. This method can cut the boarding time by nearly half.

    But airlines have not implemented it. This method requires strict quality controls over where people stand in line and interferes with boarding strategies based on travelers’ status.

    If airlines wanted to speed up the boarding process they could make it free to check bags, reduce the number of zones, and switch to open seating.

    Southwest Airlines has the fastest boarding process of any major airline by simply allowing people to claim the first available seat. It works because passengers spend less time waiting in the aisle, and have more freedom to sit where it’s least crowded.

    But airlines are unlikely to switch to Southwest’s model.

    “They don’t want to do random seating,” Bazargan said. “They would deprive themselves money from seat assignments.”

    China on Tuesday unveiled a plan to deepen integration between the coastal province of Fujian and self-governing Taiwan, touting the benefits of closer cross-strait cooperation while sending warships around the island in a show of military might.

    The directive, issued jointly by the Chinese Communist Party’s Central Committee and the State Council, vows to make Fujian a “demonstration zone” for integrated development with Taiwan, and the “first home” for Taiwanese residents and businesses to settle in China.

    The document, hailed as a “blueprint” of Taiwan’s future development by Chinese experts cited in state media, comes at a delicate moment in cross-strait relations as Taiwan gears up for its presidential election in January.

    It also comes as China continues to ramp up military pressure on Taiwan, a vibrant democracy of 24 million people that Beijing’s ruling Communist Party claims as its territory — despite never having controlled it.

    Ahead of Beijing’s release of its integration plan, a Chinese aircraft carrier and around two dozen Chinese warships were spotted gathering in waters near Taiwan this week, according to Taiwanese authorities.

    China has long taken a carrot and stick approach to Taiwan, threatening it with the prospect of military invasion while offering opportunities for business and cultural exchanges to those it believes are more amenable to Beijing’s point of view.

    Given the extent to which cross-strait ties have frayed in recent years, it remains unclear how receptive those in Taiwan will be to China’s sweeping proposal.

    On Wednesday, Wang Ting-yu, a Taiwanese lawmaker from the ruling Democratic Progressive Party, said the integration plan was “ridiculous.”

    “China should think about how it can take care of its bad debts, but not how it can conduct united front work against Taiwan,” Wang said in a video message, referring to government-affiliated efforts to advance Beijing’s goals overseas.

    The concept of turning Fujian into a zone for integrated development with Taiwan first appeared in China’s official document in 2021, but it did not provide any details at the time.

    In June, when a senior Chinese leader raised the integration plan at a forum, Taiwan’s Mainland Affairs Council called the proposal “meaningless” and “futile,” saying it was not in line with Taiwan’s public expectations and “belittles” Taiwan.

    CNN has reached out to Taiwan’s Mainland Affairs Council for comment.

    In the directive, Beijing vows to improve the environment for Taiwanese firms to do businesses in Fujian, deepen industrial and capital cooperation, and encourage Taiwanese companies to list on Chinese stock exchanges.

    In a first, Taiwanese companies will be allowed to invest in and set up radio and television production companies in Fujian in a pilot program.

    The directive also seeks to attract Taiwanese workers and families to settle in Fujian. It vows to enhance social welfare programs to make it easier for Taiwanese people to live and work in the province – including buying property, and promises equal treatment for Taiwan’s students to enroll in public schools.

    Chinese observers noted “the document is equivalent to outlining the future development blueprint of Taiwan island, which is expected to gain a broader driving force and development prospect by integrating with Fujian,” the state-run Global Times said.

    Fujian, a province of 40 million people on the western side of the Taiwan Strait, is the closest to Taiwan both geographically and culturally.

    Many Taiwanese are descendants of Fujian immigrants who arrived in waves over the centuries, bringing with them the dialect, customs and religion that formed the backbone of the traditional culture among Taiwan’s majority Han population.

    China’s ruling Communist Party has long attempted to use the geographic, historic and cultural proximity between Fujian and Taiwan as an argument for closer economic and social integration – and eventual unification – with the island.

    A particular focus of Beijing’s integration efforts falls on Taiwan’s outlying islands of Kinmen and Matsu, which are located much closer to Fujian than Taiwan and have shared the strongest ties with the mainland historically.

    In Tuesday’s directive, Beijing pledges to further speed up integration between the city of Xiamen and Kinmen – which are only a few miles apart.

    It vows to explore cooperation on infrastructure projects between the two cities, which will allow electricity and gas to be transported from Xiamen to Kinmen, and to connect the two cities with a bridge. Kinmen residents will also be able to enjoy the same treatment as local residents in Xiamen, according to the plan.

    Similar integration measures are also laid out for the city of Fuzhou and Matsu.

    To some residents of Kinmen, the plans to promote greater connectivity may be appealing. This year, a cross-party alliance of eight local councilors in Kinmen proposed to build a bridge to Xiamen to boost economic ties, as part of a wider proposal to turn Kinmen into a demilitarized zone, or so-called “peace island.”

    Sitting on the front line between Taiwan and China, Kinmen had faced numerous amphibious assaults and shelling by the Chinese military in the years following the Chinese civil war.

    The councilors’ proposal envisages removing all of Taiwan’s troops and military installations from the islands and turning Kinmen into a setting for Beijing-Taipei talks aimed at “de-escalating tensions.”

    Thousands of people are feared dead in Libya after Storm Daniel brought severe rain and floods to the eastern part of the country, sweeping entire neighborhoods into the sea, according to eastern Libyan officials.

    Ahmed Mismari, spokesperson of the eastern based Libyan National Army (LNA), told a Monday press conference that in badly affected city of Derna alone more than 2,000 have died and between 5,000 to 6,000 people are still missing.

    CNN has not been able to independently verify the number of deaths, and Mismari did not give a source for the number of dead and missing.

    The Red Crescent in Benghazi earlier estimated 150 to 250 people are dead in Derna, according to Reuters.

    Severe pressure from the heavy rains in Derna caused dams to collapse, destroying homes and roads, say authorities.

    Mismari told a news conference that the flooding was caused by two dams collapsing in the city’s south. “As a consequence, three bridges were destroyed. The flowing water carried away entire neighborhoods, eventually depositing them into the sea,” he said.

    The spokesman said that the “unprecedented floods occurred in the cities of Al-Bayda, Derna, Al-Marj, Tobruk, Takenis, Al-Bayada, and Battah, and all the cities and villages of Al-Jabal Al-Akhdar and the eastern coast, all the way to Benghazi.”

    The head of Libya’s eastern parliament-backed government, Osama Hamad, described the situation as “catastrophic and unprecedented in Libya,” according to a report from state news organization Libyan News Agency (LANA).

    Footage shared on social media showed submerged cars, collapsed buildings and torrents of water rushing through streets.

    Phone lines were down in Derna and pictures shared by the Red Crescent showed severely flooded streets.

    The head of Libya’s Emergency and Ambulance authority, Osama Aly, told CNN that after the dam collapse “all of the water headed to an area near Derna, which is a mountainous coastal area.”

    Homes in valleys that were in the line of the flood were washed away with strong muddy water currents carrying vehicles and debris, Aly said.

    Aly did not confirm the number of deaths previously announced by one of Libya’s governments, but said the number is not to be dismissed based on the estimates of the population in the area.

    The official said they are not able to reach their own teams inside Derna after phone lines were destroyed. Other emergency teams are not able to enter the Derna due to the heavy destruction, Aly said.

    Aly suggested there was negligence by authorities in preparing for the potential damage from the storm.

    “The weather conditions were not studied well, the seawater levels and rainfall [were not studied], the wind speeds, there was no evacuation of families that could be in the path of the storm and in valleys,” Aly said.

    “Libya was not prepared for a catastrophe like that. It has not witnessed that level of catastrophe before. We are admitting there were shortcomings even though this is the first time we face that level of catastrophe,” Aly told Al Hurra channel earlier.

    Hospitals in the eastern city of Bayda were evacuated after severe flooding from rainfall caused by a heavy storm, videos shared by the Medical Center of Bayda on Facebook showed.

    This rain is the result of the remnants of a very strong low-pressure system, which was officially named Storm Daniel by the national meteorological services in southeastern Europe.

    The storm brought catastrophic flooding to Greece last week before moving into the Mediterranean and developed into a tropical-like cyclone known as a medicane. These systems can bring dangerous conditions to the Mediterranean Sea and coastal countries, similar to tropical storms and hurricanes in the Atlantic or typhoons in the Pacific.

    The remains of the storm are affecting northern Libya and will slowly head east toward northern Egypt. Rainfall for the next two days could reach 50mm – this region averages less than 10mm across the whole of September.

    “The United Nations in Libya is closely following the emergency caused by severe weather conditions in the eastern region of the country,” said the United Nations Support Mission in Libya in a post on X (formerly known as Twitter).

    Foreign countries have offered to send aid to the country, with Turkey’s disaster agency saying Monday that it will mobilize 150 search and rescue personnel, along with tents, rescue vehicles and other supplies such as generator.

    The US Embassy in Libya said on X, formally known as Twitter, that it was in “close contact with the United Nations and with authorities in Libya to determine how quickly we can bring assistance to bear where it is most needed.”
