  • Lawrence man arrested after police pursuit

    SALEM, N.H. — Police arrested a Lawrence, Massachusetts, man following a high-speed pursuit on Interstate 93.

    Rafy Villa, 25, faces multiple charges after state police said he was speeding in a BMW X2 on Saturday shortly before 11:30 p.m. on I-93 north in Windham. Villa then allegedly sped up when Trooper Alex Guilbeault attempted to conduct a traffic stop.

  • Orange County driver killed when pursuit suspect crashes into their vehicle

    A police pursuit that started in Anaheim on Wednesday night ended with the suspect’s vehicle colliding with another car, killing the driver, officials said.

    A driver who fled a traffic stop led Anaheim police into the neighboring city of Placentia, said Anaheim police Sgt. Eric Anderson.

    The suspect crashed into another vehicle near the intersection of Bradford and Madison avenues, killing the other driver, Anderson said.

    A third vehicle was then struck in the crash and that driver suffered minor injuries, he said. The suspect who fled police was taken into custody.

    “I saw a car driving like at least 70 mph, and he ran the red light, so I was able to break in time,” Maria Torres told KABC. “I just saw the cops running behind him. It seemed like it was a pursuit, so I called 911 and it confirmed that it was a pursuit. It must’ve been like less than a foot away from hitting me.”

    The identity of the driver was not immediately available. Police did not provide details on why they had initially contacted the suspect.

    The Miami-Dade Sheriff’s Office identified a 21-year-old Saturday afternoon as the man who gunned down Deputy Devin Jaramillo on Friday before killing himself. Online databases show he may be connected to high-speed police chase in New York.

    Around 3:50 p.m., Jaramillo, 27, was randomly selected to respond to a routine, minor traffic crash in the Kendall area, near Southwest 122nd Avenue and 128th Street.

    Jaramillo and Steven David Rustrian, a 21-year-old involved in the crash, got into an argument for unknown reasons and then a physical scuffle began between them, the sheriff’s office said. During the tussle, Rustrian grabbed Jaramillo’s gun and shot the deputy several times.

    Rustrian then went into his own car and fatally shot himself. Jaramillo was rushed to HCA Florida Kendall Hospital but died of his injuries.

    Mauricio Rustrian, the 21-year-old’s father, spoke with the Herald and shared how heartbroken he was when his wife and Steven’s brothers broke the news to him.

    “I’m so sorry for the deputy’s family,” he said.

    He did not wish to comment further on the case or his son, saying he is waiting to see the official sheriff’s office report and for the investigation to be closed.

    Rustrian was listed as living in a home near South Miami Heights, the sheriff’s office said. The house is owned by a different person, records show, who did not answer a call for information.

    Rustrian does not appear to have a South Florida-connected criminal record, according to court records.

    According to online databases, Rustrian previously lived in Jamestown and Shirley, New York.

    The Town of Colchester Police Department, also located in New York, posted on Facebook that a Steven Rustrian from Shirley was arrested on May 16 for reckless driving during a police pursuit.

    It’s unclear if this man is the same man who took Jaramillo’s life, but online databases show the 21-year-old as the only person with that name in New York.

    During that May night pursuit, Rustrian of Shirley, New York, was driving 90 mph in a 55 mph zone. When officers began to chase him, Rustrian turned off his car’s lights to try to escape police. He was unsuccessful.

    Officers later learned he was driving with a suspended license and charged him with misdemeanors of aggravated unlicensed operator and reckless driving. He was additionally issued traffic summons for unlicensed operator, possession of a fictitious license, failure to obey a police officer, having only one license plate, failure to signal, failure to stop at a stop sign, and speed over 55 mph.

    Miami-Dade Sheriff Rosie Cordero-Stutz said Saturday that her office would not be sharing any of Rustrian’s possible criminal history until the investigation proceeds further.

  • 25-year-old man arrested for allegedly killing Aurora driver while trying to evade traffic stop

    AURORA, Colo. — A 25-year-old man was arrested for allegedly speeding through an Aurora intersection and fatally striking another driver while trying to evade a traffic stop.

    Don Mai Phan, 25, of Aurora, was booked into the Aurora Municipal Detention Center around 7 p.m. Thursday for vehicular homicide and vehicular eluding, both felonies. He was also arrested for misdemeanor charges of reckless driving and speeding.

    Lieutenant Chris Amsler with the Aurora Police Department’s Traffic Investigations Unit said an APD motorcycle officer was performing speed enforcement on northbound I-225 near Yale around 2 p.m. Thursday when he spotted a white BMW sedan going 84 mph in a 65 mph zone.

    The officer pulled out to stop the BMW for speeding, but the driver reportedly did not stop. Amsler said the BMW drove on the left-hand shoulder, then crossed all three lanes of traffic to exit the interstate at Iliff.

    The BMW driver — identified as Phan — was heading eastbound on Iliff when he ran a red light and struck a red Honda Civic that was making a left-hand turn from Blackhawk Street to go westbound on Iliff.

    The force of the crash split the Honda Civic in half, according to Amsler. The rear end of the Civic struck a third car that was stopped in the left-hand turn lane to go southbound on Blackhawk, as well as a fourth vehicle that was stopped and waiting to go westbound on Iliff.

    Victim killed after speeding driver crashes into vehicle on Iliff Avenue in Aurora: Police

    The motorcycle officer arrived 30 seconds after the crash and took Phan and his passenger — a 26-year-old man — into custody without incident. Amsler said the two were cooperative and were taken to the hospital for minor injuries.

    The driver and sole occupant of the Honda Civic — a 25-year-old man — was pronounced dead at the scene, according to APD. The Arapahoe County Coroner’s Office will release his identity at a later time.

    No other injuries were reported.

    APD said the crash is still under investigation. Anyone with information is asked to call Metro Denver Crime Stoppers at 720-913-7867.

    The Hope Community Center and the Immigrants Are Welcome Here Coalition want change and action after Immigration and Customs Enforcement agents appeared near an Orange County school during a traffic stop.

    That traffic stop happened outside Apopka High School on August 15 and ended with five people in ICE custody, according to the Florida Highway Patrol.

    The school went on a “secure hold” during the incident, but speakers at an Orange County Public Schools meeting Tuesday night said it took too long for people to be told about what happened.

    “Many families were left terrified without any clear communications or support, our schools should be a place for learning not a place of fear,” said Hope Community Center Executive Director Felipe Sousa-Lazaballet.

    Miguel Torres, a student at Apopka High School, said, “racial comments against the Latino community started going around on social media, which made the situation even worse.”

    School board chair Teresa Jacobs said there was some miscommunication and that the district has protocols, but they are limited in what they can do.

    Jacobs said that when ICE is actually on an OCPS campus, the district has more that it can do. “We immediately ask if we can reach out to the parents. If they say yes, great, we contact the parents. If they say no, we make them fill out a form saying that we’ve asked and they’ve declined.” she said.

    A woman who was allegedly kidnapped by her ex-boyfriend in El Monte was released after a 21-mile freeway pursuit through Los Angeles and Orange counties that at one point slowed to a crawl.

    According to the El Monte Police Department, the man showed up at the woman’s place of work in the 10300 block of Lower Azusa Road just before 6 p.m. Saturday. The two argued before the man allegedly forced the woman into her car, police said, and drove off without allowing her to exit. The woman called a friend, who tracked the car via the Find My iPhone app and contacted law enforcement.

    A Los Angeles County Sheriff’s Department helicopter located the car on the 5 Freeway in the area of Commerce and notified California Highway Patrol.

    CHP attempted a traffic stop, but the man continued to drive, leading law enforcement on a chase for more than 20 miles.

    “Spike strips were utilized to puncture the vehicle’s tires which caused it to become inoperable and yield” near the 405 Freeway and Westminster Avenue, police said in a statement.

    But first, multiple law enforcement vehicles slowly tailed the vehicle as it inched onward in a slow-speed pursuit, KCAL News footage showed, until the car finally came to a stop.

    The suspect and a woman in the passenger’s seat got out of the car, video showed. The man walked over to the woman and hugged her while she spoke into her phone. He then slowly walked backward toward law enforcement with raised arms and surrendered. The woman was not injured, police said.

    The suspect is at a processing facility on $100,000 bail, according to the Sheriff’s Department.

    El Monte police said that charges of kidnapping and felony evading would be submitted to the Los Angeles County district attorney’s office. Anyone with information is asked to contact the Police Department at (626) 580-2100.

    A newly released video has generated fresh controversy over the 2021 arrest of a top aide to Los Angeles County Dist. Atty. George Gascón during a traffic stop in Azusa.

    Gascón’s chief of staff, Joseph Iniguez, and his then-fiance were arrested late on the night of Dec. 11, 2021, on suspicion of public intoxication and driving while intoxicated, respectively.

    Both Iniguez and his then-fiance were later released from custody and charges were never filed. In January 2022, Iniguez sued the department, claiming his civil rights were violated during the stop.

    The video, which was taken by Iniguez and obtained by The Times from the city of Azusa via a public records request, depicts him arguing with police and claiming his then-fiance, who stood handcuffed several feet away, did nothing wrong.

    “You have pulled over the wrong person,” he tells the officers in the five-minute video. “This is not right,” he adds later.

    Police reports released by the department in 2022 stated that the officers pulled over Iniguez’s fiance — to whom he is now married — after he allegedly made an illegal U-turn and that both the driver and passenger showed visible signs of alcohol intoxication.

    The Azusa Police Department settled Iniguez’s federal lawsuit last July for $10,000, stating at the time that it was less expensive than taking it to trial.

    Both the police and Iniguez claim the video vindicates their respective interpretations of the events of that night in Azusa.

    In a statement provided to The Times, Azusa Police Capt. Robert Landeros said the department conducted an internal review that found “the officers involved acted in full accordance with the law and the policies of the Azusa Police Department.”

    Landeros added that the city and department “stand firmly behind our employees and the decisions made during this arrest.”

    Landeros told KTLA-TV in an interview that he believes the video proves “our officers were treated with disrespect” during the stop. “It’s not uncommon. It’s disturbing when it involves a public official.”

    Glenn Jonas, an attorney for Iniguez, said in a statement that the video is evidence that “Iniguez was 100%, without a doubt falsely arrested,” and that he “was lucid, calm, direct and in full control” during the stop.

    “Mr. Iniguez in my book is a hero,” Jonas said in an email, noting that the official donated the settlement money to a nonprofit. “He took a false arrest and used it to protect the good citizens of Azusa who are now because of him protected with Body Worn Cameras.”

    Gascón’s office did not respond to a request for comment.

    After the theft of hundreds of bronze plaques in the last few months across Los Angeles County, investigators say they are making progress in recovering some of the stolen plates that tell the history of the region.

    On Tuesday, police recovered two stolen plaques during a traffic stop, the Los Angeles Port Police announced.

    Since early December, bronze plaques commemorating the history of the ports have been ripped and pried off from several memorials, including the American Merchant Marine Veterans Memorial erected in 1989, law enforcement said in a news release.

    A plaque stolen from Terminal Island in San Pedro honors members of the local Japanese American fishing community who were imprisoned during World War II.

    Both those plaques remain lost.

    After pulling over a vehicle during the traffic stop Tuesday, L.A. Port Police found a cemetery marker stolen from a site in Long Beach and a plaque taken from St. Joseph Catholic Church in Long Beach, Port Police Chief Thomas Gazsi said.

    Police arrested Dionzay Tisby, 42; Brittany Draper, 37; and Deona Jackson, 28 on suspicion of grand theft, authorities announced.

    The arrests are part of an ongoing investigation, and the suspects could face additional charges if police are able to connect them to other thefts.

    “We all took it very seriously,” Gazsi said about the thefts. “We believe they are responsible for additional thefts. I’m appreciative of the lengthy investigation that involved significant field and forensic work from our investigators.”

    Los Angeles City Councilmember Tim McOsker, who represents the district that includes the Harbor area, called the thefts “heartbreaking” and said the community views the whole situation as a “great disrespect to the fishermen, the industries who built the ports.”

    There are plans to replace the plaques if they cannot be recovered, said McOsker, who is talking with port officials to help with the effort.

    Los Angeles Port Police is the lead agency in the investigation, which extends outside their jurisdiction.

    In January, more than 100 bronze plaques were stolen from Lincoln Memorial Park Cemetery in Carson. About a week before, thieves toppled over gravestones and stole metal plaques from Woodlawn Memorial Park in Compton, according to volunteers at the cemeteries and the Los Angeles County Sheriff’s Department.

    Perhaps the most egregious of the bronze plaque thefts happened in Manhattan Beach, where Los Angeles County returned a piece of land to the family of Willa Bruce, who sought to create a beach resort for a Black community in 1912.

    The city rededicated the site last year with a new plaque that told the history of racism the family faced in Manhattan Beach. In late January, the large bronze plaque was pried off its base, according to the Manhattan Police Department.

    According to the Sumter County Sheriff’s Office, she was pulled over after crossing the yellow and white lines on the road in Bushnell, in Central Florida.

    In the arrest affidavit, local law enforcement initially stopped the jeep in case there was a medical incident happening, but soon claimed there was a smell of marijuana from the vehicle. Apparently, the driver admitted marijuana was in the vehicle at that point.

    After a search, a clear plastic bag with “a green leafy substance” and a vape pen with an oil-like substance inside were recovered and used to make the charges.

    She was able to bond out of the Sumter County Jail.

    After pulling over the vehicle, the officer searched and found 376 pounds of marijuana.

    The drugs were seized and valued at $975,000.

    A police department in a suburb north of Dallas pulled over a Black family visiting from Little Rock, Arkansas, incorrectly believing that they were in a stolen car, according to harrowing body camera footage released Saturday.

    On July 23, a Frisco police officer identified as V. McQueen in the body camera footage incorrectly entered the license plate of the family’s black Dodge Charger, which police began tracking as it left a hotel parking lot.

    The car drew their attention, the Frisco Police Department said, because it had out-of-state plates and because Chargers were high-theft vehicles, according to WFAA-TV in Dallas. That led to what the police described as a “high-risk traffic stop” on the Dallas North Tollway.

    Though no one was physically hurt, the bodycam footage captured emotional moments as the family faced a life-threatening, “traumatizing” confrontation.

    With guns drawn, the police first ordered the driver, a 28-year-old woman who identified herself as a nurse, to get out of the vehicle.

    “What did I do?” she asked Officer McQueen while crying. “I’ve never been in trouble a day in my life. This is scaring the hell out of me.”

    There were three other people in the car: her husband, her son and her nephew. Their names were not publicly released. The two boys were 12 and 13 years old, NBC News reported.

    The family also had a registered concealed handgun locked in the glove compartment, the woman and her husband told police.

    After ordering the driver out of the car, police ordered her son out next. The officers had their guns pointed at the car as well as at the woman and one of the children as they were forced to get out of the car and walk toward the police and face backward with their hands in the air.

    Soon after, they placed the son in handcuffs and into one of the police vehicles while the woman talked to McQueen.

    “Is he in cuffs? Please don’t let them do nothing to my baby. This is very traumatizing,” the driver pleaded.

    From inside the car, the man was heard pleading with police officers.

    “Listen, bro, we just here for a basketball tournament,” he said. “Don’t do this to my son, bro.”

    He identified himself as a basketball coach for a team his nephew and son played on.

    Partially through the stop, McQueen realized she made an error, accidentally running the license plate of the car as one from Arizona (AZ) rather than Arkansas (AR). At that point, the officers stopped aiming their guns at the family. McQueen then admitted the error to the family while the other police officers were gathered around. McQueen and some of the officers can be heard apologizing.

    “This is all my fault. I apologize for this. I know it was very traumatic for you and your nephew and your son. And like I said, it’s on me. There are consequences that come with that,” McQueen told the woman.

    One officer is even seen trying to comfort one of the boys — putting his arm around him after the incident.

    “No one ever gets hurt when they cooperate,” another officer said in the video.

    The husband then became emotional.

    “It could’ve went all wrong for us, though,” he can be heard saying. “If I would’ve went to reach for my phone, we could’ve all got killed.”

    In a July 28 press release, the police department acknowledged the mistake and said they’d investigate the incident.

    “We made a mistake,” Frisco Police Chief David Shilson said in the news release. “Our department will not hide from its mistakes. Instead, we will learn from them.”

    “I empathize with them and completely understand why they’re upset. I apologized on behalf of our department and assured them that we will hold ourselves accountable and provide transparency through the process. This incident does not reflect the high standard of service that our officers provide on a daily basis to our residents, businesses and visitors,” Shilson said.

    The Frisco Police Department declined HuffPost’s request for comment.

    Officers came in contact with the vehicle at mile marker 116 and followed it for several miles but “did not observe reckless driving,” officers said, “although the driver did enter the construction zone near the Lost Creek exit slightly above the speed limit at 59 miles per hour in a 55 mile-per-hour zone.”

    At that point, they performed a traffic stop on the vehicle and learned its registration had expired in January 2023 before making contact with the vehicle’s occupants, identified as Kshawn Cox, 18, of Bridgeville, Delaware; and Colin Hastings, 18, of Greenwood, Delaware, according to the complaint.

    While speaking with Cox and Hastings, officers noted “the odor of marijuana” coming from the vehicle, and Cox and Hastings stated they “smelled like marijuana because they had smoked it before leaving Delaware,” officers said.
