European Union Commission Clears Transnational Medical Marijuana And Research Initiative For Signature Gathering – Medical Marijuana Program Connection

European Union (EU) officials have cleared activists to launch a signature drive for a multi-national initiative that would foster access to medical marijuana and promote research into the therapeutic potential of cannabis.

The European Commission announced on Tuesday that it has agreed to partially register the initiative, meaning advocates will have six months to start a petitioning drive and then one year after that point to collect one million signatures from at least seven member states to force consideration of the proposal.

The activists behind the measure laid out three objectives they want the commission to pursue, but the body said it could only register two of them.

One approved objective asks the commission to “foster access to medical cannabis and allow the transportation of cannabis and its derivatives prescribed for therapeutic purposes to ensure the full enjoyment of the right to health.” The other requests that EU allocate “the necessary resources for researching cannabis for its therapeutic purposes.”

The commission said it is not in a position, however, to register another objective to “convene a trans-European citizens’ assembly on cannabis policies, including sanctions and the consistency of Member States’ policies.”

“The Commission had to refuse the registration of the first objective of the initiative, as it falls outside the Commission’s powers to submit a proposal for a legal act on this matter,” it said.

    “The Commission…

NC House leader is the new president of a CBD, hemp company | WFAE 90.7 – Medical Marijuana Program Connection

As state lawmakers consider new regulations for CBD and hemp products, House Majority Leader John Bell has become the president of a startup company manufacturing those products.

Bell said his new role leading Nashville-based Asterra Labs is part of his work at private equity firm Rise Capital, which owns the hemp company. Previous CEO Kevin Sills, who was appointed by House Speaker Tim Moore to the UNC-Wilmington Board of Trustees in 2022, is no longer with the company.

“It’s a very interesting, fascinating world,” Bell told WUNC. “What we do is manufacturing, and then we have a retail side. I’ve been in sales forever in some way, shape or form. And so this is the opportunity that the board (of Rise Capital) gave me and said, ‘Hey, look, go see what you can do.’ And so my goal is to grow the company and get it to profitability, hire a bunch of people, and be a successful company.”

In his new role, Bell said he sees the need for the legislature to pass further regulations for CBD and hemp products.

Back in September, the House unanimously passed a bill to regulate the sale of “hemp-derived consumable products,” which would require licenses to sell the products and ban sales to people under age 18. The products would need to contain less than 0.3% THC, the active ingredient in marijuana. The Senate did not take action on the bill before the legislature adjourned for the year.

Since his company could be impacted by new regulations, Bell…

NSW Government reveals masterplan for third CBD – Medical Marijuana Program Connection

The NSW Government has unveiled the masterplan for its future third CBD at Bradfield. The masterplan, which sets out a framework for future developments, will shape the future of a business district set to deliver 20,000 jobs and 10,000 new homes.

Five times the size of Barangaroo, the masterplan earmarks the key areas for the new city, including homes, streets and roads, city blocks, parks and open space, commercial and retail precincts, and infrastructure strategies.

The masterplan is still in need of approval, but once it is green lit, the city site will then become the subject of intense development across an array of sectors. The state government hopes to deliver the city in stages, with in excess of two million sqm of gross floor area to be created across the CBD, all in close proximity to the future Western Sydney International Airport.

“Western Sydney is the third largest regional economy in Australia, with one of the most rapidly growing populations,” says Minister for Western Sydney Prue Car.

“Providing better paid, highly-skilled jobs close to where people live, with the right infrastructure, is key to improving the lives of people in Western Sydney. This masterplan shows how investment in the area surrounding the new airport will drive growth and better opportunities for all Western Sydney.

“This is a once-in-a-generation opportunity to transform Western Sydney and can only be realised if we work together to…

Danger looms: Accra Central congestion worsens!! •Kwame Nkrumah Circle, CBD hardest hit areas • Pedestrian, traders, vehicles compete for space – Medical Marijuana Program Connection

City authorities in Accra are grappling with the persistent challenge of street hawking and sales on pavements, pedestrian walkways, and median of road at Kwame Nkrumah Circle and the Central Business District (CBD) of Accra.

Despite previous attempts by the assemblies to curb these activities, traders continue to sell wares such as foodstuff, cosmetics, jewelries and foot wears at these undesignated places.

Besides the evident congestion, their activities also contribute to the destruction of green grass and flowers planted at the Kwame Nkrumah Circle and in the CBD, intended for the beautification of the city.

Additionally, the drainage systems in the affected areas are choked due to indiscriminate dumping of rubbish while the activities of the traders are contributing to vehicular congestion, particularly in the CBD.

Apart from the traders, truck pushers and ‘loading boys’ are contributing to the congestion and unsanitary conditions in the CBD, especially at their various sleeping places in the city centre.

A journey which should take less than 10 minutes from the Kwame Nkrumah Circle to the United Trading Company (UTC) area in the CBD could take more than forty minutes due to traffic congestion.

As a result, pedestrians are forced to navigate the CBD by maneuvering through vehicles.

Syrian billionaire ‘very keen’ on Melbourne CBD hotel opportunity – Medical Marijuana Program Connection

A move into the Victorian capital is part of an expansion drive that will see Crystalbrook open its first hotel in Adelaide in two years’ time and develop a flagship property at The Rocks in Sydney. Discussions are also advanced on another hotel opportunity in the Sydney CBD.

A move into New Zealand is also on the cards. Mr York and his team identified two “real development opportunities in Queenstown” following a visit last year.

“We’re trying to progress one of those,” he said.

The 200-room Adelaide CBD hotel being developed on Halifax Street by Samaras Group will be the first to be operated by Crystalbrook under a hotel management agreement – part of a strategy to move away from a pure ownership model.

“Central to growth is moving into HMAs and undertaking co-investment,” Mr York said.

He said to be selected as the operator of the Adelaide hotel – to be called Crystalbrook Sam – was testament to the group’s robust operating platform and its strong track record as a hotel owner.

“Because we own hotels, we get valuations and cap rates and developers really like that. We’re not just another hotel operator,” he said.

    Middle East family business

A second HMA deal is “98 per cent” finalised in Sydney, Mr York said, while it was also open to HMA deals in markets such as the Gold Coast.

Financing this expansion is Dubai-based Mr Aboud, whose GA Group is one of the biggest family businesses in the Middle East with operations spanning automotive, retail,…

NC Poll finds majority support for medical marijuana, casinos – Medical Marijuana Program Connection

RALEIGH, N.C. (WNCN) – As state lawmakers prepare to return to Raleigh this spring to deal with some unresolved issues from last year’s session, a new poll Monday shows a majority of voters support bills legalizing medical marijuana and allowing casinos on non-tribal land.

The latest poll released by Meredith College found overwhelming support for medical marijuana legalization as 78 percent of voters said they’re in favor of that compared to 18 percent who are opposed.

“North Carolina is one of only 12 states without some form of legal medical marijuana,” said David McLennan, who oversees the Meredith Poll. “With the public strongly behind such a law and most within the medical community supporting this legislation, it seems like this might be a good time to pass such a bill.”

During last year’s session in a 36-10 vote, the Senate passed a bill called the Compassionate Care Act, which would legalize marijuana for specified debilitating medical conditions such as cancer, epilepsy and PTSD. It would only be allowed with a doctor’s prescription.

While a House committee held a hearing on the bill, it never made it to the floor for a vote.

House Speaker Tim Moore (R-Cleveland) told CBS 17 last year that he would only bring the bill up if a majority within the GOP supported it, which he said they did not.

Witchcraft Fears As ‘Giant Crabs’ Invade Harare CBD | Kwayedza

By A Correspondent | The state owned Kwayedza paper reports how in the heart of Harare, amidst a tar-covered waterway devoid of any water, a peculiar sight has emerged. A woman employed by the Harare council reported encountering an insect typically found in abundant water bodies like seas or lakes.

There have been whispers of ‘giant prawns’ sighted along George Silundika Street near the shops. Crowds have flocked to witness these marvels, with some attributing their presence to poverty, suggesting that these insects are commonly utilized by businessmen and may have ended up here after being discarded.

Others believe these occurrences are the work of women engaged in traditional magic practices. When Kwayedza arrived on the scene, the smaller creature had been crushed to death, yet the larger one was still alive.

Federal judge green lights New York marijuana licensing despite ‘disaster’ legal cannabis market rollout – Medical Marijuana Program Connection

A federal judge on Friday blocked efforts to stall New York’s marijuana licensing, as Gov. Kathy Hochul recently blasted the state’s legal cannabis market roll-out as a “disaster.”

Northern District of New York Judge Anne Nardacci, who was appointed by President Biden, rejected the arguments of a pair of entrepreneurs who argued in a lawsuit that New York’s licensing rules unfairly discriminate against out-of-state residents in violation of the U.S. Constitution, according to Politico. Several state recreational cannabis programs have been challenged in federal court under the Dormant Commerce Clause, a constitutional doctrine that prevents states from passing legislation excessively burdening interstate commerce.

The judge cited how thousands of cannabis entrepreneurs have made significant investments in seeking to win business licenses in New York, meaning more damage would come from stifling the roll-out of the state’s adult-use market.

“The balance of equities tips in Defendants’ favor,” Nardacci wrote. “Defendants have laid out the significant harm Plaintiffs’ requested injunction would cause to New York’s adult use cannabis industry.”

CBD, New Orleans sees flooding after Mardi Gras parades | Weather – Medical Marijuana Program Connection

Heavy rains, strong winds and flash flooding inundated parts of New Orleans Saturday night, hours after many popular Mardi Gras float parades rolled through the city.

The city is under a flash flood warning until 9:15 p.m., according to the National Weather Service.

Floodwater overtook streets throughout the Central Business District, leaving cars stranded and causing traffic chaos near O’Keefe and Girod streets, which are a couple of blocks from the Superdome. Some of the streets in the area were impassable at 8 p.m. Saturday, including Lafayette Street between O’Keefe Avenue and South Rampart.

The flooding had caused some cars to stall out, including one on a side street near Tulane hospital.

Turbine 4 was taken offline Saturday night due to a mechanical issue, the New Orleans Sewer & Water Board said, which could have contributed to localized street flooding in some areas. The S&WB said in a tweet that “Turbine 5, frequency charges and EMDs are being utiltized.”

You can check Streetwise for more reports of flooding in the New Orleans metro.

Saturday parades were moved up ahead of the bad weather, with Spartan Society rolling quickly earlier in the afternoon to beat the storms.

Texas AG Ken Paxton Goes on the Warpath Against Cities That Decriminalized Marijuana – RedState – Medical Marijuana Program Connection

Texas Attorney General Ken Paxton has filed lawsuits against five Texas cities for decriminalizing low-level possession of marijuana. The clash is a part of the overall debate over local policies aimed at reducing the criminalization of the plant and whether states should exert authority over localities in this area.

In a statement, Paxton said he would “not stand idly by as cities run by pro-crime extremists deliberately violate Texas law and promote the use of illicit drugs that harm our communities.”

The lawsuit is intended to compel these cities to crack down even on low-level marijuana possession.

Texas Attorney General Ken Paxton announced lawsuits against five Texas cities over “amnesty and non-prosecution policies” related to marijuana possession and distribution, according to a Wednesday press release.

The lawsuits target Austin, San Marcos, Killeen, Elgin and Denton.

Texas’ constitution and state law requires municipalities and counties to enforce state drug laws and prohibits policies that limit or prevent enforcement.

“This unconstitutional action by municipalities demonstrates why Texas must have a law to ‘follow the law.’ It’s quite simple: the legislature passes every law after a full debate on the issues, and we don’t allow cities the ability to create anarchy by picking and choosing the laws they enforce,” said Paxton in the release.

  • Texas Now Suing Killeen & Austin For Illegal Marijuana Laws – Medical Marijuana Program Connection

Texas Now Suing Killeen & Austin For Illegal Marijuana Laws – Medical Marijuana Program Connection

The cities of Killeen and Austin, Texas are being sued by the state over marijuana laws.

The Attorney General Ken Paxton just announced yesterday lawsuits against Killeen, Texas and Austin, Texas, plus three other cities for what the state is declaring are illegal marijuana laws that are supported by, “Pro-crime extremists.”

Over the past couple of years, there were five cities in the Lone Star State that passed various named bills to decriminalize the possession of low amounts of marijuana. Each of these municipalities have essentially directed local law enforcement and prosecutors to ignore the Texas state laws in regards to the very common controlled substance of marijuana.

Why are Killeen, TX and Austin, TX being sued for marijuana laws?

In this press release by Attorney General Paxton, he states,

“He continues to seek accountability for the rogue district attorneys whose abuse of prosecutorial discretion has contributed to a deadly national crimewave.”

According to this KCEN article, the three other cities also facing legal actions are San Marcos, Elgin, and Denton.

Why did it take this long for the State of Texas to take action on city marijuana laws?

I would imagine based on the movements of various local governments, the state was hopeful these cities would become compliant with the state laws. It finally got to the point where the Attorney General had to make a move because of the inaction on the local levels.

According to this KCEN article, the city of Killeen did amend…
