Trenton’s Administrative Committee Tuesday evening reviewed ordinances from other communities governing marijuana smoking or consumption in public places. Suggestions were made for the city attorney and police chief to recommend wording that amends a Trenton ordinance regarding the usage of medical marijuana to include the adult-use recreational marijuana and marijuana-infused products.

Councilman Marvin Humphreys believes the Trenton ordinance should mirror language that’s already in state law with some tweaking. The ordinance is expected to offer a broad definition of public places. Some think public view means any location, outside a residence, as people are free to move about. There also was discussion to have public places also include drivers and passengers of motor vehicles.

It was indicated there could be some allowance for businesses to have the option to designate a marijuana usage area like some do that allow cigarette smoking but only in specific rooms.

Discussion is expected to continue at future meetings of the Trenton Administrative Committee and/or the Trenton City Council as a proposed ordinance will be drafted for review.

Present at city hall for the marijuana usage discussion were Councilmen Danny Brewer and Glen Briggs; city administrator Ron Urton, city clerk Cindy Simpson, and Police Chief Rex Ross. Participating via zoom were Councilman Marvin Humphreys and Mayor Linda Crooks.

A visitor to California in the late 1990s will have been struck by the sight of dispensaries openly selling CBD products. In recognition of its medical benefits, the state passed a law in 1996 legalising cannabis, and a major industry quickly developed: oils, capsules, drinks and other products containing CBD – a non-addictive, non-psychoactive molecules found in the hemp plant – soon lined the shelves of cafes and home kitchens, and dispensaries proliferated.

But over in the UK, things took a slightly different course. The UK government legalised CBD in 2018 on the back of evidence that showed its use as a pain reliever, a treatment for anxiety, sleep and more. But the growth of the industry was slow. Most CBD products were low in quality, tasted foul and were hard to come by. The Cape Town City Bowl and CBD seems to be on the up again post the Covid lull. The CBD is bustling with property development activity, and that’s the topic of this latest episode of The Property Pod.

A clear sign of an area booming on the property and development front is when you see lots of cranes in the sky. Cape Town’s CBD has some 20 cranes currently around.

As the Minnesota Legislature considers legalizing cannabis, following 21 states and the District of Columbia, I urge lawmakers to consider safeguards for immigrants who are not yet U.S. citizens (not just undocumented Minnesotans). 

What many people do not know is that while states are decriminalizing cannabis — in part to redress racist failures of the War on Drugs — cannabis will continue to be a Schedule 1 drug under federal law. The possession, giving of, selling, cultivating, importing or exporting of marijuana continue to be federal offenses. Such designation impacts the rights of immigrants who are not U.S. citizens.

Immigrants who are not yet U.S. citizens and live in states that decriminalize cannabis may assume that they can partake just like all other adults. The assumption, which I have heard many times, is that since cannabis is legal, why can’t I use it recreationally, buy it, produce it, etc.? But for non-U.S. citizens, the consequences could be devastating.

For example: If you are undocumented in Minnesota and your U.S. spouse sponsors you for permanent residency (aka a green card), you generally have to return to your home country to get approved. Once outside the U.S., you take a required medical exam. If you tell the physician that because you were stressed out with the whole green card process, you smoked a little bit, the consular officer interviewing you and reviewing your documentation could deny your green card. While there are currently no requests or plans to sell, lease or gift the car park, council is getting on the front foot to gather feedback from residents and business owners in the area.
