  • Target’s downtown Minneapolis HQ employees return to in-person work 3 days a week

    Hundreds of Target employees are gathered at Target Center in downtown Minneapolis this week for the company’s annual three-day meeting ahead of the holiday season — with Tuesday marking the first day employees at its Nicollet Mall headquarters are required to work in-person three days a week.

    Rick Gomez, Target’s chief commercial officer, announced the change in July in a company memo, noting workers in its commercial unit could choose which days they prefer to work downtown.

    “Team members tell us they see the benefit from the in-person connection and collaboration that’s a part of being in the office,” a company spokesperson said in a statement from July. “At this point, individual leaders are empowered to make decisions for their teams based on company guidance as well as what’s best for the role they play in our business.”

    City leaders praised the move, hoping to boost downtown businesses that have been struggling since the onset of the COVID-19 pandemic, especially those situated on Nicollet Mall — which Minneapolis Downtown Council CEO Adam Duninick calls “Minnesota’s Main Street.”

    In April 2022, Target officials began experimenting with a hybrid policy for its commercial unit employees in downtown, Brooklyn Park and Eagan, which it dubbed “flex for your day.”

    “While we won’t ask team members to be in the office with a set schedule or percentage of time, we know our physical offices will play an important role in how we work moving forward,” a company spokesperson said in 2022.

    Before the pandemic, Target Corp. was downtown’s largest employer, with about 8,500 workers flooding the skyway system  Monday through Friday, fueling the local economy.

    City leaders instituted a Downtown Action Plan last October with the aim of drawing in more foot traffic from visitors via a slew of family-friendly events. A major focus of the plan is to make it easier for pedestrians to get around with the hopes of boosting small businesses. 

    “It’s no longer a place where people come into work at 8 a.m. and leave at 5 p.m. It’s a place for celebration, entertainment,” Mayor Jacob Frey said in October 2024.

  • ‘Count your days’: Target shopper buys $30 shirt. Then a worker tells her she’s not allowed to keep the plastic hanger

    A Target shopper shares her disappointment after realizing her $30 shirt doesn’t come with its hanger. She points out a new addition to self-checkout to keep other shoppers from taking theirs, too.

    In a video with over 83,000 views, TikToker Meet the Merlinos (@meetthemerlinos) posts a slow-motion video of another shopper scanning their items in the self-checkout area. She focuses on a red box on the side of the register with a white graphic of a clothes hanger.

    “Count your days, Target. I paid $30 for a shirt and the associate told me I can’t keep my hanger???” on-screen text reads.

    Does Target let shoppers take the hangers?

    While many Target shoppers previously snuck the retailer’s plastic clothes hangers into their shopping bags at self-checkout, workers on Reddit say the store asks them to prevent this.

    “They recently told us to stop giving guests the hangers, like if they ask, we’re supposed to say no. But none of us are gonna fight about it, and we have a million hangers already anyway. No one cares that you took it,” one worker writes.

    However, Target may not even reuse its hangers. In a post on r/Target, one worker reveals a large box full of old hangers in the back room. They question what the store plans to do with the large pile.

    In the TikTok’s comments, others lament that Target’s hanger possessiveness may be one way the retailer is cracking down on costs. Target’s sales fell for three consecutive quarters, according to CNN, after the brand decided to end its long-standing diversity, equity, and inclusion (DEI) programs.

    “Idky ppl are tryna make u sound crazy for wanting the hanger. why would i buy hangers when i can just keep the ones it comes on? i keep 90% of the time. target got money they can buy more hangers,” a commenter writes.

    “They could let the hangers go with the clothes but then you’d probably pay a dollar more for the item even tho a hanger is probably 2 cents or less,” another says.

    “$30 is nothing these days. I can see where they’d want to keep them. It helps with the added costs the tariffs are costing them,” a third adds.

    Do shoppers agree with the TikToker?

    Commenters share divided opinions on whether the TikToker should be frustrated about the store’s hanger policy. Some say they always take the hanger home and would be upset if a worker stopped them.

    “Honestly I reuse them now so I don’t have to buy more so I hate that I don’t get them,” one writes.

    “Always kept the hangers!!!!” another says.

    However, other commenters say that it should be obvious that the hanger doesn’t come with the clothing item.

    “Right you do realize that you were buying the shirt…not the hanger right?” a viewer says.

    “I bought the jeans, aren’t I entitled to the mannequin they were on as well?” another jokes.

    In a follow-up video, the TikToker claps back at those who question why she wants the hanger.

    “This must be some new generation stuff where they don’t know what shopping in a store is like, because I have never heard of [not taking the hanger]. Ever,” she says.

  • ‘You might think you’re getting away with it’: California lawyer reveals the real reason Target ‘lets’ you steal. Here’s why it’s worse than you think

    Theft is a costly headache for retailers large and small. Every year, millions and millions of dollars worth of items are pilfered from shelves and trucks across the country. To minimize losses, businesses are always looking for new ways to combat theft. Major international retailer Target may have hit upon one that has a criminal defense attorney issuing a dire warning.

    According to California-based public defender Vee (@legallyveee), Target doesn’t simply nab you the moment they suspect shoplifting. She says that instead, it lets the alleged thief continue swiping items—up to a point.

    “They don’t just get you on the freaking one dollar that you think you got away with one time,” Vee says in a viral TikTok. “They get you, they ID you, and they aggregate every time that you steal until the amount goes over to be a felony charge.”

    Vee claims that her public defender’s office has seen an “insane” increase in cases brought by Target this year. She also notes that her video isn’t meant to be taken as legal advice and is simply her opinion.

    According to Vee, people mistakenly believe they’re getting away with stealing. But Target is watching.

    “You’re not getting away with it. They are waiting on you. They are looking at you,” she says. And how are they tracking you? With “very expensive cameras.”

    Her TikTok has 2.2 million views as of this writing. Vee did not respond to an emailed inquiry sent Tuesday morning.

    Bullseye on Target shoplifters

    Every year, thieves pocket more than $100 billion from U.S. retailers. As one of the largest retail companies in the country, Target alone loses hundreds of millions annually to shoplifting.

    After 2023’s $500 million increase in what’s known as “shrink,” which includes losses due to theft, poor recordkeeping, and damage, Target implemented a multipronged strategy to combat the issue. It closed nine stores hardest hit by shrink, placed oft-pilfered items in locked cases, and partnered with government agencies.

    Vees suggests that part of this strategy entails letting people steal until it becomes a felony.

    This allegation against Target has been circulating for years. In 2020, seven current and former Target employees around the country told Business Insider that it does have a policy of aggregating incidents into felony charges.

    The company denied it. “We don’t have any policies in place to hold or bundle shoplifting charges until they reach a felony level,” it told the outlet.

    One former employee reportedly said that the retail giant singles out the ones who steal the most.

    “The people that Target waits to build a case on are not your run of the mill shoplifter; these are professional thieves,” they told Business Insider.

    By waiting for someone to cross the monetary threshold into felony theft, which differs in each state, Target is making it more likely that the person will face stricter penalties, potentially including prison time.

    If what Vee says is true, Target may be trying to build these cases against more repeat shoplifters. The company didn’t respond to an email sent Tuesday morning.

    Last year, a California woman was convicted of stealing a cumulative $60,000 of merchandise from Target in 120 separate incidents over a year, per USA Today.

    It’s not clear whether the incidents were aggregated, however. The jury found her guilty of one felony and 52 misdemeanors.

    For reasons unknown, many people decided to use the comments section on Vee’s video as a sort of confessional. Many admitted to stealing from Target and other stores in the past.

    “I haven’t stole from target in about 3 years but I used to steal really bad back then and I’m just glad God convicted me and I’ve moved past stealing it was like a literal addiction,” one person said.

    One copped to a legal, if ethically questionable, way to save. “I hide clearance items till they go 70% off, then I pay that price,” they wrote.

    In a comment on one of Vee’s follow-up videos, another joked, “Target running to the comment section to screenshot all the confessions before they hit y’all with that felony charge.”

    Vee’s message for would-be shoplifters looking to avoid catching a charge is simple: don’t.

    “Please stop stealing from Target. And from everywhere else!” she says.

    Attendees of the Minnesota State Fair are once again able to pass through the main gate after a protest traveling on Snelling Avenue caused a temporary closure. 

    According to a fair spokesperson, Gate 5, located at Snelling and Dan Patch avenues, closed shortly after 1 p.m. Saturday. It reopened just before 3 p.m. 

    Traffic cameras in the area showed a group of dozens of people holding signs, including one that said, ‘Boycott Target.’ 

    The group didn’t appear to be trying to enter the fairgrounds.

    The financial impact of the Trump administration’s shifting tariff policy is reaching the shelves of America’s biggest retailers. Walmart, the largest of them all, warned this week that levy-driven price hikes will only become more common. “As we replenish inventory at post-tariff price levels, we’ve continued to see our costs increase each week,” Walmart CEO Doug McMillon said on the retailer’s second-quarter earnings call. He added that the trend will likely persist through the rest of 2025.

    Walmart first flagged price increases back in May, cautioning it could not fully absorb the financial hit of tariffs—a warning drew President Donald Trump’s ire. Trump publicly demanded that Walmart “EAT THE TARIFFS.” Around one-third of Walmart’s merchandise is produced abroad, with heavy reliance on imports from China, Mexico, Vietnam and India.

    Despite the pressures, Walmart topped revenue estimates with $177.4 billion sales for the May-July quarter, up 4.8 percent year-over-year. Net income, however, came in at $7 billion, missing Wall Street’s profit expectations. McMillon said customer behavior hasn’t shifted dramatically overall, but noted that middle- and lower-income shoppers are more likely to switch products or categories in response to rising prices compared with higher-income households.

    Target, one of Walmart’s biggest rivals, has so far been more hesitant to raise prices. “What we’ve said, and it continues to be our position, is that we’ll take price as a last resort,” Target CFO Rick Gomez said during its Aug. 20 earnings call.

    Still, Target acknowledged the pressure tariffs are creating. The company, which announced this week that CEO Brian Cornell will step down next year, projected a low single-digit sales decline in 2025. “Obviously, the straight cost impact of tariffs will be with us as long as the tariffs are with us,” Fiddelke told analysts. Target nevertheless beat estimates on both revenue and net income for the quarter.

    Home Depot, meanwhile, has reversed course on its earlier pledge to avoid price hikes. In May, the company said it would instead get rid of some product options. But during its Aug. 19 earnings call, Home Depot’s executive vice president of merchandising, Billy Bastick, said that plan has changed. “There’ll be some modest price movement in some categories, but it won’t be broad-based,” he said, adding that Home Depot is also scaling back promotional activity in certain areas to offset tariff costs.

    The broader economic environment is weighing on the company’s performance. Home Depot reported $45 billion in sales and $4.5 billion in net income for the quarter, falling short of Wall Street’s expectations for the first time since 2014.

    Home Depot’s rival, Lowe’s, in contrast, impressed Wall Street this week. The home improvement chain reported $2.4 billion in net income on nearly $24 billion in revenue, which matched analyst expectations. CEO Marvin Ellison emphasized the company’s strategy of sourcing more goods domestically. About 60 percent of Lowe’s merchandise now comes from the U.S., while imports from China have dropped to 20 percent—down significantly from seven years ago.

    Pricing remains a “dynamic” environment for the time being, said Ellison, who added that Lowe’s will fluctuate its prices depending on additional factors like competitive responses and internal algorithms. “We’re managing this literally in real time because this is uncharted waters,” he said.

    Target CEO Brian Cornell, who helped reenergize the company but has struggled to turn around weak sales in a more competitive retail landscape since the COVID pandemic, plans to step down Feb. 1.

    Minneapolis-based Target Corp. said Wednesday that Chief Operating Officer Michael Fiddelke, a 20-year company veteran, will succeed Cornell. Cornell will transition to be executive chair of the board.

    Cornell, 66, took the helm at Target in August 2014. In September 2022, the board extended his contract for three more years and eliminated a policy requiring its chief executives to retire at age 65.

    Cornell said the appointment followed several years of board vetting of both internal and external candidates. Fiddelke has overhauled Target’s supply network and expanded the company’s stores and digital services while cutting costs.

    “Mike was the right candidate to lead our business back to growth,” Cornell told reporters. “As I arrived at Target, I consistently relied on Michael’s strategic insights and sound judgment when making decisions. Michael has developed a deeper knowledge of our business than anyone I know.”

    Fiddelke told reporters he’s stepping into the role with “urgency” to reclaim the company’s merchandising authority.

    “When we’re leading with swagger in our merchandising authority, when we have swagger in our marketing, and we’re setting the trend for retail, those are some of the moments I think that Target has been at its highest in my 20 years,” he said.

    In May, Target announced that Fiddelke would lead a new office focused on faster decision-making to help accelerate sales growth.

    The change in leadership was announced Wednesday at the same time that Target reported another quarter of sluggish results. The company’s stock was down more than 10% in pre-market trading.

    Target reported a 21% drop in net income in the quarter ended Aug. 2. Sales were down slightly and the company reported a 1.9% dip in comparable sales — those from established physical stores and online channels. Target has seen flat or declining comparable sales in eight out of the past 10 quarters, including the latest period.

    Target, which has about 1,980 U.S. stores, has been the focus of consumer boycotts since late January, when it joined rival Walmart and a number of other prominent American brands in scaling back corporate diversity, equity and inclusion initiatives.

    Target’s sales also have languished as customers defect to Walmart and off-price department store chains like TJ Maxx in search of lower prices. But many analysts think Target is stumbling because consumers no longer consider it the place to go for affordable but stylish products, a niche that long ago earned the retailer the jokingly posh nickname “Tarzhay.”

    In fact, out of 35 merchandise categories that Target tracks, it gained or maintained market share in only 14 during the latest quarter, Fiddelke told reporters Tuesday.

    Meanwhile, Walmart gained market share among households with incomes over $100,000 as U.S. inflation caused consumer prices to rise rapidly. Lower-income shoppers have driven customer growth at Target, suggesting it may have lost appeal with wealthier customers, according to market research firm Consumer Edge.

    “It’s probably not the best sign, especially because higher-income consumers continue to hold up a little bit better during times of economic uncertainty,” said Michael Gunther, Consumer Edge’s head of insights.

    The company also recently ended a longstanding price matching policy that allowed customers to request a price match if they found an identical item with a lower cost at competitors Amazon or Walmart. The new policy only lets shoppers price match Target’s in-store prices with its own online prices.

    In March, members of Target’s executive team told investors they planned to regain the chain’s reputation for selling stylish goods at budget prices by expanding Target’s lineup of store label brands and shortening the time it took to get new items from the idea stage to store shelves. The moves would help the company stay close to trends, executives said.

    “In a world where we operate today, our guests are looking for Tarzhay,” Cornell told investors. “Consumers coined that term decades ago to define how we elevate the everything everyday to something special, how we had unexpected fun in the shopping that would be otherwise routine.”

    Before joining Target, Cornell spent more than 30 years in leadership positions at retail and consumer-product companies, including as chief marketing officer at Safeway Inc. and CEO at Michaels, Walmart’s Sam’s Club and PepsiCo America Foods. He came to Target when the company was facing a different set of challenges.

    Cornell replaced former CEO Gregg Steinhafel, who stepped down nearly five months after Target disclosed a huge data breach in which hackers stole millions of customers’ credit- and debit-card records. The theft badly damaged the chain’s reputation and profits.

    Cornell reenergized sales by having his team rev up Target’s store brands. It now has 40 private label brands in its portfolio. And even before the pandemic, Cornell spearheaded the company’s mission to transform its stores into delivery hubs to cut down on costs and speed up deliveries.

    Target’s 2017 acquisition of Shipt helped bolster the discounter’s same-day, store-based fulfillment services. Cornell also focused on making its stores better tailored to the local community

    The coronavirus pandemic delivered outsized sales for Target as well as its peers as people stayed home and bought pajamas, furnishings and kitchen items. And it continued to see a surge in sales as shoppers emerged from their homes and went to stores. But the spending sprees eventually subsided.

    As inflation started to spike, Target reported a 52% drop in profits during its 2022 first quarter compared with a year earlier. Purchases of big TVs and appliances that Americans loaded up on during the pandemic faded, leaving the retailer with excess inventory that had to be sold off.

    In July 2023, as shoppers feeling pinched by inflation curtailed their spending, Target said its comparable sales declined for the first time in six years.

    Moreover, Target started losing its edge as an authority on style by focusing too much on home furnishings basics, and not enough trendy items, Fiddelke said.

    A customer backlash over the annual line of LGBTQ+ Pride merchandise Target stores carried that year further cut into sales.

    Although Walmart retreated from its diversity initiatives first, Target has been the focus of more concerted consumer boycotts. Organizers have said they viewed Target’s action as a greater betrayal because the company previously had held itself out as a champion of inclusion.

    Earlier this summer, Target announced its commercial unit employees were being asked to return to the office at least three days a week starting in September.

    Target, which has about 1,980 U.S. stores, has been the focus of consumer boycotts since late January, when it joined rival Walmart and a number of other prominent American brands in scaling back corporate diversity, equity and inclusion initiatives.

    Target’s sales also have languished as customers defect to Walmart and off-price department store chains like TJ Maxx in search of lower prices. But many analysts think Target is stumbling because consumers no longer consider it the place to go for affordable but stylish products, a niche that long ago earned the retailer the jokingly posh nickname “Tarzhay.”

    In fact, out of 35 merchandise categories that Target tracks, it gained or maintained market share in only 14 during the latest quarter, Fiddelke told reporters Tuesday.

    Meanwhile, Walmart gained market share among households with incomes over $100,000 as U.S. inflation caused consumer prices to rise rapidly. Lower-income shoppers have driven customer growth at Target, suggesting it may have lost appeal with wealthier customers, according to market research firm Consumer Edge.

    “It’s probably not the best sign, especially because higher-income consumers continue to hold up a little bit better during times of economic uncertainty,” said Michael Gunther, Consumer Edge’s head of insights.

    The company also recently ended a longstanding price matching policy that allowed customers to request a price match if they found an identical item with a lower cost at competitors Amazon or Walmart. The new policy only lets shoppers price match Target’s in-store prices with its own online prices.

    In March, members of Target’s executive team told investors they planned to regain the chain’s reputation for selling stylish goods at budget prices by expanding Target’s lineup of store label brands and shortening the time it took to get new items from the idea stage to store shelves. The moves would help the company stay close to trends, executives said.

    “In a world where we operate today, our guests are looking for Tarzhay,” Cornell told investors. “Consumers coined that term decades ago to define how we elevate the everything everyday to something special, how we had unexpected fun in the shopping that would be otherwise routine.”

    Before joining Target, Cornell spent more than 30 years in leadership positions at retail and consumer-product companies, including as chief marketing officer at Safeway Inc. and CEO at Michaels, Walmart’s Sam’s Club and PepsiCo America Foods. He came to Target when the company was facing a different set of challenges.

    Cornell replaced former CEO Gregg Steinhafel, who stepped down nearly five months after Target disclosed a huge data breach in which hackers stole millions of customers’ credit- and debit-card records. The theft badly damaged the chain’s reputation and profits.

    Cornell reenergized sales by having his team rev up Target’s store brands. It now has 40 private label brands in its portfolio. And even before the pandemic, Cornell spearheaded the company’s mission to transform its stores into delivery hubs to cut down on costs and speed up deliveries.

    Target’s 2017 acquisition of Shipt helped bolster the discounter’s same-day, store-based fulfillment services. Cornell also focused on making its stores better tailored to the local community

    The coronavirus pandemic delivered outsized sales for Target as well as its peers as people stayed home and bought pajamas, furnishings and kitchen items. And it continued to see a surge in sales as shoppers emerged from their homes and went to stores. But the spending sprees eventually subsided.

    As inflation started to spike, Target reported a 52% drop in profits during its 2022 first quarter compared with a year earlier. Purchases of big TVs and appliances that Americans loaded up on during the pandemic faded, leaving the retailer with excess inventory that had to be sold off.

    In July 2023, as shoppers feeling pinched by inflation curtailed their spending, Target said its comparable sales declined for the first time in six years.

    Moreover, Target started losing its edge as an authority on style by focusing too much on home furnishings basics, and not enough trendy items, Fiddelke said.

    A customer backlash over the annual line of LGBTQ+ Pride merchandise Target stores carried that year further cut into sales.

    Although Walmart retreated from its diversity initiatives first, Target has been the focus of more concerted consumer boycotts. Organizers have said they viewed Target’s action as a greater betrayal because the company previously had held itself out as a champion of inclusion.

    Earlier this summer, Target announced its commercial unit employees were being asked to return to the office at least three days a week starting in September.

    Target just promoted an insider to CEO, tasking him with turning the company around amid decreasing sales and foot traffic.

    Target announced on Wednesday that its Chief Operating Officer (COO), Michael Fiddelke, will assume the position of Chief Executive Officer (CEO) in February 2026. The company’s current CEO, Brian Cornell, who has been in the role for 11 years, will retire that month.

    “There is no one better suited to move Target forward than Michael Fiddelke,” Cornell stated in a news release. “He brings a remarkable level of resolve in the face of complex challenges, a deep passion for growth, and a natural ability to inspire those around him to define what’s next.”

    According to Business Insider, Target has reported drops in comparable sales, or sales from stores and digital channels, for six of the past nine quarters. On Wednesday, Target stated that comparable sales declined by 1.9% in its most recent quarter ending July 31.

    Foot traffic to Target stores has also dropped, decreasing 3.9% year-over-year in June. And Target’s stock is down over 28% year-to-date, with the company’s market value hovering around $44.6 billion at the time of writing.

    Fiddelke joined Target in 2003 as an intern and has been with the company ever since, according to his bio on Target’s corporate website. As COO, he led investments to build and grow stores and the company’s digital footprint.

    Fiddelke’s turnaround plan for Target

    During Target’s quarterly earnings call on Wednesday, Fiddelke acknowledged that the company was “not realizing our full potential right now” and stated that he was assuming the CEO role “with a clear and urgent commitment” to “get back to profitable growth” and “build new momentum.”

    On the call, Fiddelke outlined a three-part plan for Target to reclaim profitable growth.

    First, he said that Target had to “reestablish” its merchandising presence through unique products in categories like apparel, home, and food and beverage. Fiddelke emphasized that the company had a $31 billion private label portfolio, stating that the portfolio of brands could be a way to bring newness to store shelves.

    “We need to reclaim that merchandising authority,” Fiddelke said on the earnings call.

    Second, Fiddelke wants customers to “find a sense of joy” every time they step into Target. He tasked the company with delivering “an elevated experience” with well-stocked shelves and clean stores.

    “We have to do better here, especially in the consistency of our experience,” Fiddelke stated on the call.

    Finally, Fiddelke said Target should tap into technology and AI to allow the team to move faster and accurately forecast sales, which will make its business and guest experience more efficient.

    “Our performance over the last few years has not been acceptable,” Fiddelke said on the call, adding, “We have real work in front of us.”

    Types of Outfits I Wear to Disneyland

    Being comfortable is always my priority at Disneyland, whether I’m just hanging out for a few hours on a solo day, or planning an all-day visit with friends. You can usually find me in a T-shirt from the parks, comfortable denim or biker shorts, and a bag that holds all of my essentials.

    Even during the warmer months of the year, I like bringing a jacket to stay warm in the early morning (my favorite time to arrive at the park) and late evening when it can be cooler outside. And of course, supportive and stylish shoes are also always a must-have with any outfit!

    What Kind of Weather to Expect at Disneyland

    We’re lucky to have fairly nice weather all year round in California, but if you are used to the humidity and rainstorms which can be experienced at Walt Disney World in Florida, you may want to adjust your packing accordingly!

    Disneyland in winter

    January and February are on the cooler side (to Californians, it can be pretty cold), so be sure to pack your warmer layers! This is also typically the rainy season for the region, so keep an eye on the weather forecast for your trip. 

    Disneyland in spring

    Things start to warm up a bit by March and April, and you can experience some beautiful springtime blooms in and around the parks.

    May gray and June gloom are phrases you’ll commonly hear around southern California, which are caused by a marine layer of low-altitude clouds that drift inland from the Pacific Ocean. The marine layer generally burns off by mid-day (if temperatures are warm enough), but don’t be surprised by some less than sunny skies.

    Disneyland in summer through fall

    Summertime truly comes into effect starting in July, with high temperatures lasting into September and even October. So even if fall and Halloween decorations are up (Disney starts this in August), stay hydrated and reapply your sunscreen generously! 

    Things cool down again starting in October through the end of the year, and it can be pretty chilly in the mornings and evenings. In the winter, I’ll sometimes rent a park locker (especially if I’m with other people) to store my heavier jacket during the day when it warms up a bit.

    What Kind of Clothing to Avoid at Disneyland

    While you’ll likely see a wide-range of outfits while at Disneyland, there are a few things I generally avoid: super-short or super-long bottoms that can interfere with my ability to move comfortably around the park and get on my favorite attractions, overly ripped jeans that could get caught on something or rip further, or high heels and traditional flip flops which just aren’t practical for all-day wear.

    Disneyland does have a specific dress code of additional clothing items to avoid, like anything with obscene language or graphics, or clothing that drags on the ground which could be a trip hazard. Costumes are also not allowed for guests 14 years and up, but are permitted during Oogie Boogie Bash.

    Minneapolis-based Target said Wednesday that Chief Operating Officer Michael Fiddelke, a 20-year company veteran, will succeed Cornell.

    Cornell said Fiddelke’s appointment followed several years of board vetting of both internal and external candidates. Fiddelke has overhauled Target’s supply network and expanded the company’s stores and digital services while cutting costs. In May, the company announced that he would lead a new office focused on faster decision-making to help accelerate sales growth.

    Fiddelke is taking over at a time when Target’s sales are in a funk, its stores are messy and understocked, and it’s losing market share to rivals like Walmart.

    He said he’s stepping into the role with urgency with three priorities: reclaiming the company’s merchandising authority; improving the shopping experience by making sure shelves are consistently stocked and stores are clean; and investing in technology at the company’s stores and in its supply network.

    “When we’re leading with swagger in our merchandising authority, when we have swagger in our marketing, and we’re setting the trend for retail, those are some of the moments I think that Target has been at its highest in my 20 years,” he said.

    The change in leadership was announced Wednesday at the same time that Target reported another quarter of sluggish results. The company’s stock was down more than 8% in pre-market trading.

    Neil Saunders, a managing director at GlobalData Retail, said Wednesday that he had “mixed feelings” about the appointment.

    “While we think Fiddelke is talented and has a somewhat different take on things compared to current CEO Brian Cornell, this is an internal appointment that does not necessarily remedy the problems of entrenched groupthink and the inward-looking mindset that have plagued Target for years,” he said.

    Target reported a 21% drop in net income in the quarter ended Aug. 2. Sales were down slightly and the company reported a 1.9% dip in comparable sales — those from established physical stores and online channels. Target has seen flat or declining comparable sales in eight out of the past 10 quarters including the latest period.

    Target, which has about 1,980 U.S. stores, has been the focus of consumer boycotts since late January, when it joined rival Walmart and a number of other prominent American brands in scaling back corporate diversity, equity and inclusion initiatives.

    Target’s sales also have languished as customers defect to Walmart and off-price department store chains like TJ Maxx in search of lower prices. But many analysts think Target is stumbling because consumers no longer consider it the place to go for affordable but stylish products, a niche that long ago earned the retailer the jokingly posh nickname “Tarzhay.”

    In fact, out of 35 merchandise categories that Target tracks, it gained or maintained market share in only 14 during the latest quarter, Fiddelke told reporters Tuesday.

    Meanwhile, Walmart gained market share among households with incomes over $100,000 as U.S. inflation caused consumer prices to rise rapidly. Lower-income shoppers have driven customer growth at Target, suggesting it may have lost appeal with wealthier customers, according to market research firm Consumer Edge.

    “It’s probably not the best sign, especially because higher-income consumers continue to hold up a little bit better” during times of economic uncertainty, said Consumer Edge Head of Insights Michael Gunther.

    In March, members of Target’s executive team told investors they planned to regain the chain’s reputation for selling stylish goods at budget prices by expanding Target’s lineup of store label brands and shortening the time it took to get new items from the idea stage to store shelves. The moves would help the company stay close to trends, executives said.

    “In a world where we operate today, our guests are looking for Tarzhay,” Cornell told investors. “Consumers coined that term decades ago to define how we elevate the everything everyday to something special, how we had unexpected fun in the shopping that would be otherwise routine.”

    Before joining Target in 2014, Cornell, 66, spent more than 30 years in leadership positions at retail and consumer-product companies, including as chief marketing officer at Safeway Inc. and CEO at Michaels, Walmart’s Sam’s Club and PepsiCo America Foods. In September 2022, the board extended his contract for three more years and eliminated a policy requiring its chief executives to retire at age 65.

    When Cornell got to Target, the company was facing a different set of challenges.

    Cornell replaced former CEO Gregg Steinhafel, who stepped down nearly five months after Target disclosed a huge data breach in which hackers stole millions of customers’ credit- and debit-card records. The theft badly damaged the chain’s reputation and profits.

    Cornell reenergized sales by having his team rev up Target’s store brands. It now has 40 private label brands in its portfolio. And even before the pandemic, Cornell spearheaded the company’s mission to transform its stores into delivery hubs to cut down on costs and speed up deliveries.

    Target’s 2017 acquisition of Shipt helped bolster the discounter’s same-day, store-based fulfillment services. Cornell also focused on making its stores better tailored to the local community.

    The coronavirus pandemic delivered outsized sales for Target as well as its peers as people stayed home and bought pajamas, furnishings and kitchen items. And it continued to see a surge in sales as shoppers emerged from their homes and went to stores. But the spending sprees eventually subsided.

    As inflation started to spike, Target reported a 52% drop in profits during its 2022 first quarter compared with a year earlier. Purchases of big TVs and appliances that Americans loaded up on during the pandemic faded, leaving the retailer with excess inventory that had to be sold off.

    In July 2023, as shoppers feeling pinched by inflation curtailed their spending, Target said its comparable sales declined for the first time in six years.

    Moreover, Target started losing its edge as an authority on style by focusing too much on home furnishings basics, and not enough trendy items, Fiddelke said.

    A customer backlash over the annual line of LGBTQ+ Pride merchandise Target stores carried that year further cut into sales.

    Although Walmart retreated from its diversity initiatives first, Target has been the focus of more concerted consumer boycotts. Organizers have said they viewed Target’s action as a greater betrayal because the company previously had held itself out as a champion of inclusion.

  • L.A. is under the gun to add housing units. The hard part? Where and how many

    Los Angeles needs more affordable housing.

    When presented with the problem in the past, builders and developers were able to turn lima bean fields and orange groves into row after row of homes. But the vast swaths of open land on the city’s fringes vanished decades ago.

    The California Department of Housing and Community Development has said that Los Angeles should add 456,643 new units by 2029 — a number that has generated controversy. To meet those demands, the city will have to create new ways of growing its inventory — strategies that will allow the city’s established communities to welcome many more residents than they are able to accommodate now.

    The big questions are, as always: where, how and how much new housing should be built.

    Los Angeles knows how to weather a crisis — or two or three. Angelenos are tapping into that resilience, striving to build a city for everyone.

    The Times reached out to two sources with scenarios that challenge conventional thinking — two plans for the San Fernando Valley, which, half a century ago, provided the space for much of the city’s growth.

    The first scenario proposes awakening a sleepy commercial corridor with low- and mid-rise apartments. The other focuses on 20 miles of vacant land — below electrical transmission lines that snake through the Valley.

    Reseda reimagined

    Like many L.A. suburbs, Reseda began as a small town center surrounded by fields.

    As the West San Fernando Valley developed after World War II, those fields filled with an expansive grid of single-family homes.

    Vestiges of Reseda’s small-town beginning still survive in block after block of single-story businesses like the Traders pawnbroker and jewelry store at the intersection of Reseda Boulevard and Sherman Way.

    But snapshots of the future have begun to appear. A few blocks to the north, a five-story apartment building rises between a Thai restaurant and a used car lot.

    How many more of those would be needed for Reseda, or any similar community, to contribute its fair share of the state’s Regional Housing Needs Allocation for the city of Los Angeles?

    The Times posed that question to Los Angeles-based policy think tank Center for Pacific Urbanism, which has spent years examining the causes of and solutions for L.A.’s housing shortage.

    Its recent research created an equity scale to calculate targets for individual communities based on five factors: affordability, environmental quality, transit availability, past down-zoning and socioeconomics.

    In the modern era, housing construction across Los Angeles peaked twice, once before the Great Depression and then in a postwar boom.

    Reseda was a part of the postwar boom. Initially dominated by single-family homes, growth then shifted to medium-size apartment buildings. Construction of both types fell off precipitously by 1990, as anti-development sentiments gained ascendance. A tiny sliver representing accessory dwelling units has appeared in the last decade, part of a shift in housing topology that is just beginning.

    The Reseda-West Van Nuys community falls near the middle of the city’s 34 community planning areas and will need 13,885 new housing units to meet its target. At one extreme, 14,000 single-family homes would meet the need. At the other it would take 1,400 10-unit buildings. The first is unfeasible — there isn’t that much land — and the other, a new high-rise canyon, would be unpalatable.

    The Pacific Urbanism staff imagined a hybrid model that, they believe, would allow Reseda to achieve its goal with the least amount of community angst.

    The plan looks a lot like a return to the building patterns of the 1970s but with a few significant differences. Like then, more than half of the new units would be provided in large and medium-size apartment buildings. But in place of single-family home construction that was already dwindling, almost a quarter of the new units would come from new housing types that did not exist then — accessory dwelling units (ADUs) and the conversion of existing commercial space into housing.

    Above all, the pace of development would have to increase precipitously to reach the state’s 2029 goal.

    The reimagined Reseda includes 37 buildings of 100 or more units, 73 medium-size buildings of 25 to 99 units and 484 duplex and small apartment buildings of up to 24 units. There would be 1,854 ADUs, including more than 1,000 that have already been built or permitted since 2020 and more than a thousand units in commercial conversions.

    A similar result could be achieved with a different mix of housing types. But Dario Alvarez, Pacific Urbanism president, says that his organization’s hybrid scenario, based on building trends across the city, is the most feasible, if those trends persist.

    Some progress has been made. Since 2019, city law has given single-family homeowners a right to build second units on their property. A raft of recent state laws provides incentives to builders and homeowners such as increased density for affordable housing and up to four units on single-family lots. And Mayor Karen Bass’ Executive Order 1 streamlined the approval of affordable projects.

    Those changes have helped, but don’t “get us anywhere close to what’s needed to meet the target, much less in an equitable way where all communities contribute a fair share,” Alvarez said. According to his calculations, the current rate of construction in Reseda would have to increase 16-fold to meet the target by 2029.

    Pacific Urbanism proposes upgrading the zoning from medium- to high-density near the intersection of Reseda Boulevard and Sherman Way and creating medium-density zones to replace much of what is now single-family residences and small businesses.

    A review of the Reseda-West Van Nuys community plan, including the zoning, is underway and is in the consulting phase. It’s expected to be complete in a year or two.

    Considering the fight that single-family communities generally put up to preserve the character of what has come to represent the “American Dream” — and the single family home and yard —there’s no guarantee those changes will be made. The state housing mandate requires the city only to create a pathway to the housing targets by adjusting zoning that is currently too restrictive.

    Bury the transmission lines; build on top

    If you’ve spent time in the San Fernando Valley, it would be easy to view the overhead electrical transmission lines that stretch for more than 20 miles simply as essential wallpaper of modern living. The lines help ensure that 1.6 million households and businesses across the city can turn on the lights through a mostly uninterrupted band of 100- to 200-foot tall towers on a 150-foot wide strip of land.

    But what if that land, which travels through the heart of Northridge, Granada Hills, Mission Hills, Arleta and North Hollywood, could continue to power Los Angeles while also meeting the housing needs of tens of thousands of people? The idea is almost too simple: Put the transmission lines underground and homes on top.

    We wish such an innovative concept was ours. But it comes from Jingyi “Jessy” Qiu, a Boston-based landscape designer who conceived of the idea while studying at the Harvard Graduate School of Design a few years ago. In Qiu’s vision, the project reclaims dead space in the middle of bustling neighborhoods for the public good.

    Qiu calls the right of way beneath the power lines “a land of opportunity to solve the housing problem in L.A.”

    The project ticks many of the boxes for what large, sustainable development in Los Angeles can be.

    It’s climate-friendly. As the region becomes hotter and drier, taking down overhead power lines lowers the risk of sparking wildfires. And by building in established communities, new residents will be able to reduce their commutes for work and shopping, while existing residents will have new offices and stores nearby.

    There’s a way to pay for it. At one point, the Los Angeles Department of Water and Power, which owns the lines and the land underneath, told us it would cost roughly $100 million to put the lines underground. More recently, the public utility said it couldn’t provide a price tag, and that, although possible, undergrounding transmission lines is rare, complex and expensive. An optimist would respond that revenue from the new development could cover much of, if not all, the cost, especially since the land itself would be free.

    It’s a lot of housing. By Qiu’s calculations, 23,000 homes could be built along the 20 miles.

    Qiu modeled the project through designing superblocks that could be repeated end to end throughout each community.

    Neighborhoods and topography along the route differ and so does the planned development. In North Hollywood, a denser mix of small apartments, mixed-use complexes and single-family homes with casitas fills the flatlands. In Granada Hills, lower densities fit in the highlands. In Northridge, student housing is prioritized near the state university.

    Today, people who live near the power lines complain of dust, litter and loitering, and worry about wires falling in high winds and storms.

    It’s not that the right of way under the power lines now is unkempt. Many nursery businesses fill the land underneath. Landscaping is maintained. It’s just that, as one neighbor put it, barren land attracts negative activity. Of all things, the right of way is dark at night.

    Besides housing, the development opens up space to the broader community. There’s room for continued nursery operations while adding parks, courtyards and shared gardens. Qiu even proposes repurposing some existing transmission towers, especially in the hills, into platforms for bird-watching.

    One fear, of course, is adding this many new homes to an existing area could cause congestion. But the 20-mile stretch of homes ensures that traffic would be spread out. Superblocks could tie into the current road network and add parking while also providing long and unified bike and pedestrian infrastructure — not to mention the centralized open and community space — to neighborhoods lacking it now.

    A future Los Angeles that takes its housing and climate challenges seriously will have to look for opportunities to make better use of space. Fitting 23,000 new homes into the Valley by redeveloping a land now used for a relic hits that mark.

    ‘The Apprentice’ Misses Its Target

    In 2002, Donald Trump told Errol Morris that his favorite movie was Orson Welles’s 1941 classic Citizen Kane—an opinion that aligns surprisingly well with critical consensus. During the interview, Trump spoke candidly about Kane’s allegory of avarice and ambition, and where its story of a man trying to bend the world to his will intersected with his own legacy. He even offered a bit of passable formal analysis when discussing the famous sequence in which the protagonist’s self-imposed stint in domestic purgatory is visualized in a montage set entirely in his dining room. “The table getting larger, and larger, and larger, with [Kane] and his wife getting further and further apart as he got wealthier and wealthier … perhaps I can understand that,” Trump said. “I think you learn in [Citizen] Kane that maybe wealth isn’t everything. Because he had the wealth, but he didn’t have the happiness.”

    The sinister relationship between extreme wealth and extreme depression, and how the latter can metastasize into an all-obliterating megalomania, is an enduring American theme, and it’s at the heart—such as it is—of Ali Abbasi’s new Donald Trump biopic, The Apprentice. The film, which premiered earlier this year at Cannes, has already incited predictable ire (and threats of litigation) on behalf of its namesake, as well as complaints from one of its own financiers pertaining to its content: When former Washington Commanders owner (and Trump donor) Dan Snyder saw a rough cut, he reportedly walked out of the screening room. For a while, the media narrative was that no U.S. distributor would touch The Apprentice because the material was just too dangerous; in June, New York Times columnist Michelle Goldberg speculated that it would be suppressed for political reasons. Such well-publicized anxieties are usually just another form of hype, however, and the film is being released this week as a potential Oscar contender, as well as an election-season intervention against its antihero and his latest bid for the White House. The cinematic equivalent of an October surprise.

    That most of the revelations in The Apprentice are already a matter of public record is beside the point. Scripted by Roger Ailes biographer Gabriel Sherman—a journalist making his screenwriting debut—the film has been styled, aggressively and unapologetically, as a tactically unflattering portrait-of-the-mogul-as-a-young-man. Instead of a full life-and-times epic, we get a carefully curated series of snapshots, set in the 1970s and ’80s against the backdrop of a rapidly gentrifying but spiritually dilapidated New York City, whose downtown core is seemingly ready and willing to be rebranded by a real estate mogul with the will to put his name on anything above street level. Enter the 27-year-old Donald Trump, who, as played by Sebastian Stan, is savvy and charismatic but also doughy and unformed. The narrative through line is his molding into a killer at the hands of the legendary lawyer and power broker Roy Cohn (Jeremy Strong). Imagine Pygmalion with a literally porcine protégé. “You create your own reality,” Cohn tells his new client. “Truth is a malleable thing.”

    The incalculable wreckage left in the wake of Cohn’s life and career—and the tragic, seismic schadenfreude of a virulent public homophobe succumbing to AIDS behind the doors of his own lavishly appointed private closet—was already dramatized by Tony Kushner in his Pulitzer Prize–winning play Angels in America, which inventoried the self-styled Cold Warrior’s résumé as one of the masterminds behind McCarthyism, as well as a principal bogeyman in the Lavender Scare. That Sherman has brazenly borrowed his own script’s mentor-student dynamic—as well as the desolate poignancy of Cohn becoming a piece of collateral damage in his own scorched-earth prejudice—from Angels in America is perhaps fair enough: One of the functions of great works is to inspire variations.

    It’s also fair enough to think that, after providing decades of fodder for irony-mongers like Spy magazine and Saturday Night Live, a figure as monolithic as Trump warrants his own pop-Mephistophelean origin story à la Citizen Kane—a movie sufficiently weaponized to take the once (and future?) president down to size. But when Welles took on the right-wing newspaper baron William Randolph Hearst, he had plenty of stylistic ammunition. Welles was one of the greatest film artists who ever lived—a prodigy with the skill to make every mock-heroic close-up and muscle-flexing tracking shot count. When he showed the title character (played with bristling charisma by the director himself) refracted in a hall of mirrors, the image crystallized the concept of a man who contained multitudes while also being profoundly ordinary. It wasn’t just Charles Foster Kane that Welles had in his sights, but a culture where the ability to reproduce and project identity into infinity could potentially make demagogues of us all.

    That Ali Abbasi isn’t Orson Welles is, once again, fair enough. But after watching the ugly misfire of The Apprentice—a movie as slovenly and obvious as Citizen Kane is sophisticated and spacious, and which makes even the 2016 Funny or Die short “The Art of the Deal” look like, well, Citizen Kane—the question remains: How the fuck do you miss a target as wide as Donald Trump?

    There are few things more depressing than a cheap-shot artist who thinks he’s a marksman, which was the main takeaway from Abbasi’s previous feature, Holy Spider, a fact-based account of a serial killer preying on Iranian sex workers that trafficked in morbid sensationalism while cloaking itself in the vestments of moralizing social commentary. The opening scenes of The Apprentice, meanwhile, suggest a filmmaker aiming squarely below the belt in both senses of the word: When Donald locks eyes with Roy across a crowded dining room at Le Club, it’s framed as a diabolical meet-cute between a pair of anti-soul-mates, each in love with the archetypal idea of the other. It would be one thing if Abbasi showed the ability—or even the desire—to get inside the mix of self-infatuation and self-loathing driving this incarnation of Trump, but the best he can do is compel us to gawk at the people on-screen with cozily vicarious disapproval, secure in the knowledge that they exist across some vast chasm of history and experience. By clearly demarcating the line between their characters and the audience, Abbasi and Sherman sidestep the demands of genuine art, or even the honest vulgarity of a director like Paul Verhoeven, whose RoboCop burlesqued the cutthroat misanthropy (and unscrupulously privatized skylines) of the Reagan ’80s in real time without any pretenses to awards-season prestige.

    It may be that Sebastian Stan will find himself nominated for Best Actor early next year; hopefully it will be for his superlative work in Aaron Schimberg’s surreal comedy A Different Man, which channels the rage and alienation of a loner trapped in his own skin—and also the concept of New York as an emotionally parched hellscape—with exponentially more poetry and humor than The Apprentice. It’s not that Stan is bad, exactly. He plays the role as written, which is to say that he’s allowed to be (relatively) subtle in the first half of the narrative before swapping out any sense of naturalism for a collection of recognizable verbal and physical tics in the second. In theory, the performance is shaped around the idea that the version of Trump that’s come to dominate the public consciousness was gradually willed into being as a hybrid form of behavioral modification and performance art. But because Abbasi can’t abide anything like contradiction or complexity, the process doesn’t so much deepen the characterization as flatten it, stranding a gifted and resourceful performer in the no-man’s-land of sketch-comedy impersonation.

    As for Strong, whose casting is shadowed by Al Pacino’s phenomenal portrayal of Cohn in the TV adaptation of Angels in America (as well as his role on Succession), he’s reached the point—endemic to being a certain kind of great actor—where the nobility of his commitment to the bit is, paradoxically, what keeps him from actually nailing it. The most extraordinary aspect of Strong’s presence on Succession was how he managed to convey how a person as emotionally fragile and psychologically transparent as Kendall Roy could still be a mystery to himself and the people around him. Whether trying to live up to his best ideas or succumbing to his worst impulses, you could register the wires crossing behind the character’s eyes. The impression was of an actor building a character from the ground up as well as the inside out, and capturing something true about the multiplicity of privileged pseudo-visionaries hovering above us: that their lack of conviction gives them an ethical permission slip to support the most noxious causes imaginable (remember that Kendall’s flight jacket get-up while pitching “Living+” was based on Elon Musk). The difference with Roy Cohn, of course, is that he was a rabid, unrepentant ideologue—closer in spirit, if not self-presentation, to Logan Roy—and the only thing Strong can do with his interpretation of the role is clobber it (and us) so that every scene feels like he’s working a speed bag—a show of exertion that only intermittently syncs with Cohn’s own notorious showmanship.

    Beyond Stan and Strong’s strained double act, The Apprentice doesn’t have much going on at the margins; the ostensible emotional impact of the scenes depicting Donald’s courtship of, and progressively dysfunctional marriage to, the late Ivana Zelnickova (Maria Bakalova) is undermined by the same faux-austere grandstanding that marred the putative anti-misogyny of Holy Spider. Abbasi and Sherman clearly care less about what happened to Ivana than the fact that depicting incidents of psychological, physical, and sexual abuse helps them cinch what’s already an open-and-shut case against her husband. That same attitude pervades the film’s presentation of the social, cultural, and political realities surrounding Trump’s rise to power, which resorts to the laziest kind of shorthand—i.e., a brief cutaway to an irate Black man decrying Trump’s racist attitudes after a group of compromised city planners grant the latter rights to refurbish the Commodore Hotel—instead of trying to work through the attitudes that made such predatory, discriminatory practices possible. Instead of contextualizing Trump and Cohn’s relationship in the larger context of a nationwide swing to the right, The Apprentice simply inventories their monstrous actions (and appetites) while feigning clear-eyed impartiality. It’s one thing to craft a fable about bad men insulating themselves from the consequences of their actions beneath impenetrably stratified layers of wealth; it’s another to make a movie that feels trapped in a similarly hollow sort of echo chamber, saying the same basic thing over and over again until the volume and the redundancy become integrated on a molecular level.

    Near the climax of the film, Abbasi gives us the hypothetically potent spectacle of Stan lying supine and unconscious on an operating table during a nip-and-tuck—a clinical yet grotesque image that’s supposed to be the movie’s trump card. It is, indeed, a perfect visual metaphor. But only because it confirms The Apprentice as a purely cosmetic exercise, slicing away futilely at Donald Trump while ultimately confirming his indestructibility.

    Two people suspected of stealing over $1,100 worth of Target merchandise were arrested Thursday in San Mateo, according to police.

    On Thursday night, San Mateo Police received a call alleging that a theft had just occurred at the Target store in the Bridgepointe Shopping Center.

    A Target employee told police that two suspects stole items and ran out of the store and through the parking lot toward Bridgepointe Parkway, police said.

    Officers arrived and after a few minutes of searching, the officers found and detained two suspects on the 2200 block of Bridgepointe Parkway, police said.

    Investigators believe the two stole approximately $1,100 worth of items from Target, all of which was returned to the store by police.

    The suspects, a 31-year-old and a 38-year-old, both of Redding, were arrested and booked into San Mateo County Jail.

    The 31-year-old suspect was arrested on suspicion of organized retail theft, second-degree burglary and possession of a controlled substance, according to police.

    The 38-year-old suspect was arrested on suspicion of organized retail theft and second-degree burglary, police said.

    With 25% of state land protected, California nears its ’30×30′ conservation goal

    Four years after unveiling an ambitious plan to conserve 30% of California’s lands and coastal waters by 2030, state officials on Monday announced that they are closing in on that target.

    Since the start of the so-called 30×30 Initiative, California has added nearly 1.5 million acres — or roughly 2,350 square miles — of conserved lands, according to a progress report from Gov. Gavin Newsom and the California Natural Resources Agency.

    In all, the report shows that California has now conserved 25.2% of its lands and 16.2% of its coastal waters with a little more than five years until the deadline.

    “In 2020, I signed an executive order to conserve 30% of lands and 30% of coastal waters in California by 2030,” Newsom said in a statement. “And four years into this effort, we’re on track to achieve this target, with over a quarter of our lands protected. We won’t stop working to protect California’s unparalleled natural beauty for generations to come.”

    The stated goals of the 30×30 initiative extend beyond conservation. The plan also seeks to help restore biodiversity, expand access to nature and help mitigate and build resilience to climate change.

    The initiative kicked off in earnest in 2022 when officials released a detailed road map for the plan. The state added 631,000 acres between April of that year and May 2023, and has added an additional 861,000 acres since then, according to the report.

    “It’s great that we’re over the 25% threshold, and we also have more work to do,” said Wade Crowfoot, California’s Natural Resources secretary. “We’re really energized by the progress, and we’re energized that there are so many entities that are partnering with us to actually get out there and conserve places — whether it’s land trusts or tribes or local governments. We’re on track, and it’s going to require us to maintain momentum, but this year represents a really big step forward.”

    This year’s increase in acreage includes areas that were newly conserved through ancestral land return, land acquisitions, new conservation easements and other methods, the report says.

    The increase also includes acres that were found to meet the 30×30 definition after previously lacking sufficient data to consider their level of protection and management for biodiversity.

    Among the biggest recent gains were the expansion of two national monuments — the San Gabriel Mountains National Monument and the Berryessa Snow Mountain National Monument — which enhanced protections for about 120,000 acres of federal lands.

    California also made progress toward the goal through its first-ever ancestral land return effort, which provided $100 million in grant funding for the return of roughly 38,950 acres to Indigenous communities. Among the recipients were the Hoopa Valley Tribe, which received funding to help reacquire about 10,300 acres of their lands in the Klamath River watershed that were formerly being managed by a timber trust.

    The grant awards were “an acknowledgment of past sins, a promise of accountability, and a commitment to a better future,” Newsom said in a statement at the time.

    Additionally, the state’s effort to transform more than half of its 100 million acres into multi-benefit landscapes that can absorb carbon and combat climate change will help reach the 30×30 goal, officials said. Those targets, known as nature-based solutions, include millions of acres that will be managed to reduce wildfire risk, protect water supplies and enhance biodiversity, among other outcomes.

    California’s plan helped pave the way for similar efforts at the national level, with states such as Nevada, South Carolina, Hawaii, Maine and New York now working toward their own 30×30 goals.

    But California has created the world’s strongest definition for protected areas under 30×30, Crowfoot said, which includes lands and waters that are protected in perpetuity and principally for ecological benefit.

    “I’m really proud that California has not only established what we consider to be the strongest definition of 30×30, but also the most detailed road map to actually achieve it,” he said. “[The lands] can have other benefits like public access, but they have to principally be protected for environmental benefits.”

    In 2021, President Biden also unveiled a national version of the 30×30 plan known as the America the Beautiful Initiative, which has already seen more than 41 million acres conserved, according to the White House.

    But California’s program is also facing constraints from the state’s tightening budget, which included some cuts to the program this year as Newsom worked to close a $45-billion deficit. The budget maintained $1.3 billion out of a previously allocated $1.6 billion for 30×30.

    Crowfoot said $1.3 billion still represents a major investment in conservation, and that the program is also receiving boosts from federal funding through the Inflation Reduction Act as well as growing philanthropic interest, particularly in ancestral land return efforts.

    And although the initiative is getting closer to its goal, the state must still conserve an additional 4.8 million acres of land and 500,000 acres of coastal waters to meet its commitment, the report says.

    There are several plans and projects underway that can help it get there, Crowfoot said. Among them is a proposal to designate Chuckwalla National Monument in the eastern Coachella Valley, which would encompass nearly 650,000 acres, including an expansion of Joshua Tree National Park by more than 17,000 acres.

    And although coastal water gains have so far been harder to come by, a proposed Chumash National Marine Sanctuary off California’s Central Coast could potentially add to 30×30’s gains if its management plans are found to match the program’s requirements.

    “I’m confident that we can get there,” Crowfoot said of the 2030 goal, “but it will rely on continuing to build this movement. It’s a global movement that we’re leading in California.”
