  • County: Man wanted in murder of Emma Shafer in Springfield apprehended in Mexico

    A Mexican national wanted in connection with the 2023 murder of a well-known Springfield activist has been apprehended in Mexico.

    Sangamon County State’s Attorney John Milhiser, the Springfield Police Department, and the U.S. Marshals Service announced on Aug. 28 that Gabriel Calixto-Pichardo, 27, was caught.

    Calixto-Pichardo was indicted by a grand jury on three counts of first-degree murder and one count of aggravated domestic battery in the fatal stabbing of Emma Shafer, 24, at her South Eighth Street apartment on July 11, 2023.

    Milhiser, reached by The State Journal-Register, would not say specifically where Calixto-Pichardo was caught.

    The Sangamon County State’s Attorney’s Office is working with federal authorities to coordinate extradition proceedings. Milhiser did not lay out a timeline.

    “Relieved,” was how Shafer’s mother, Cathy Schwartz, felt, speaking to the SJ-R, heading into a Rooted in Springfield meeting, a foundation started in Shafer’s memory.

    SPRINGFIELD, Mo. – The Springfield Police Department is reminding the public about the city’s ordinances regarding marijuana use.

    Recently, the Springfield City Council passed an ordinance prohibiting the public consumption of marijuana.

    Section 78-262 of Springfield’s Code of Ordinances states that:

    • No person shall consume marijuana in a public place or any vehicle parked in a public place.

    • No person shall consume marijuana in such a manner that marijuana smoke or odor exits a residence or nonpublic place where consumption of marijuana is otherwise lawful. In a multifamily residence or similar dwelling, marijuana shall not be consumed in any common area.

    In the ordinance, a public place is defined as “any place to which the public or a substantial number of the public have access. The term “public place” includes, but is not limited to streets and highways, sidewalks, transportation facilities, places of amusement, parks, park properties, playgrounds, parking lots, and the common areas of public and private buildings and facilities.”

    SPD said that the ordinance extends to medical marijuana users as well as recreational users.

    Additionally, they said that anywhere smoking cigarettes is prohibited, it is also prohibited to smoke marijuana.

    SPRINGFIELD, Mo. — Springfield police have long viewed marijuana differently from other drugs, but have adapted even more this year.

    Amendment 3 made recreational marijuana legal in Missouri. But there are still rules.

    “You cannot drive while under the influence of marijuana,” said Police Chief Paul Williams.

    So far this year, Williams said SPD has arrested four people for marijuana-related crimes.

    “Three for people driving under the influence of marijuana and then one person under the age of 21,” said Williams. 

    Officers will not go after individuals who are using marijuana in compliance with state law, but they will continue to enforce marijuana laws, Williams said, especially on the roadways.
