  • ‘South Hill Rapist’ released to halfway house in Federal Way

    Kevin Coe, the man known as the “South Hill Rapist,” was released from McNeil Island Thursday.

    Experts said it’s unlikely he will re-offend due to health issues, saying that they don’t have enough evidence to keep him on McNeil Island.

    The backstory:

    Coe has been behind bars since the early 80’s. It’s believed he raped up to 32 women in Spokane area.

    But, he ultimately only served time for one case after the state supreme court overturned several other convictions, saying the victims had been hypnotized by the police.

    The mayor of Federal Way confirmed that the halfway house will be located in the city.

    What they’re saying:

    Neighbors say they were surprised when they learned that he was going to be sent to King County.

    “We are very concerned about that,” said Bernard Gavino, a resident of Federal Way.

    Gavino lives in the same neighborhood as the halfway house. 

    “There is no knowledge about anyone coming into our neighborhood that has a record like this, so we are concerned,” he said.  

    FOX 13 crews knocked on the door Thursday night. Nobody answered, though people were inside. 

    In Federal Way, many neighbors spoke off camera for privacy reasons, calling the release there “disturbing” and “not right.” 

    “Very concerned because we have a lot of kids in the neighborhood, and we want them to be safe as much as possible,” said Gavino. 

    This was the statement sent out by the office of Federal Way Mayor Jim Ferrell:

    “We do not have any say in the release of Kevin Coe, and we understand the sensitivity surrounding this matter. We acknowledge the community concerns regarding his potential placement in Federal Way. Mr. Coe is in his mid-70s and confined to a wheelchair. While this does not eliminate the possibility of re-offense, we are confident that his presence in Federal Way does not pose a significant public safety risk to our residents.

    “Our ability to notify the community is governed by state laws, and we will provide updates if and when we are legally permitted to do so.”

  • Spokane County, WA deputies shoot, kill gunman at Eastern State Hospital

    The lockdown at Eastern State Hospital is now lifted after Spokane deputies shot and killed a gunman accused of killing a hospital employee. Washington leaders and law enforcement officials have issued statements in response to the string of early morning crimes.

    Eastern State Hospital is located in Medical Lake just west of Spokane. The Spokane County Sheriff’s Office says the suspect was involved in three separate crimes beginning just after 12 a.m. on Sept. 27 before the shooting at the hospital. 

    Timeline:

    They say the suspect started a brush fire, then entered an occupied home and fired shots before fleeing, then shot a hospital employee in the parking lot.

    The victim sadly died at the scene. Deputies exchanged gunfire with the suspect and he later died. The Spokane Independent Investigative Response Team is investigating. Once we learn more, we’ll give you an update.

    What they’re saying:

    Governor Bob Ferguson issues the following response on Sept. 27:

    “Thankful for the quick actions of law enforcement and the staff at Eastern State Hospital to protect patients and employees. I’m meeting with the team as we learn more about what happened. My condolences to the victim and their family, and my heart goes out to the staff. We’re working to ensure our hardworking team at Eastern State has the support that they need.”

    DSHS issued the following statement following the shooting of an Eastern State Hospital employee:

    “Our hearts are heavy today as we grieve the violent and tragic loss of one of our employees at Eastern State Hospital. We send our heartfelt support to the victim’s loved ones and to our dedicated employees and patients who are affected by this loss.

    The lockdown at Eastern State Hospital campus is lifted. All patients and other employees are accounted for. We are working closely with local law enforcement and Gov. Ferguson’s office in response to this incident. We appreciate their quick response and their continued presence and support. Please look for updates on the incident from Spokane County Sheriff’s Office. When DSHS and Eastern State Hospital have additional updates, you can find them on our website.”

    Coroner: Idaho students were stabbed to death in their beds

    SPOKANE, Wash. — Four University of Idaho students who were found dead in a rental house near campus were stabbed to death in their beds and likely were asleep when they were attacked, a county coroner told a cable news channel.

    Latah County Coroner Cathy Mabbutt also told NewsNation on Thursday that each victim suffered multiple stab wounds from a “pretty large knife.”

    “It has to be somebody pretty angry in order to stab four people to death,” Mabbutt told NewsNation. The victims were stabbed in the chest and upper body, the coroner said.

    Efforts by The Associated Press to reach Mabbutt by telephone Friday were diverted to an Idaho State Police spokesperson, who did not immediately return messages.

    In an evening statement, Moscow Police Department confirmed the coroner reported the victims were likely asleep and that some of the victims had defensive wounds. Police additionally said there were no signs of sexual assault.

    Comments from Mabbutt and the police expanded on autopsy reports released Thursday, which concluded the four students were murdered by being stabbed to death.

    Officers have not identified a suspect or found a weapon.

    The killings have shaken Moscow, an Idaho Panhandle town of 25,000 residents that last saw a homicide about five years ago. The leafy college town is about 80 miles (130 kilometers) south of Spokane, Washington.

    All four victims were members of fraternities and sororities: seniors Madison Mogen, 21, of Coeur d’Alene, Idaho, and Kaylee Goncalves, 21, of Rathdrum, Idaho; junior Xana Kernodle, 20, of Post Falls, Idaho; and freshman Ethan Chapin, 20, of Mount Vernon, Washington. The women were roommates. The bodies were found around noon Sunday.

    Moscow police released a map Friday and later its statement with a rough timeline of events leading up to the deaths. It asked the public to provide any tips or leads.

    The map showed that Chapin and Kernodle were seen at the Sigma Chi fraternity house between 8 p.m. and 9 p.m. Saturday. Police said it’s believed the two returned to the home by 1:45 a.m. Sunday.

    Meanwhile, Goncalves and Mogen went to the Corner Club, a popular bar in downtown Moscow, from 10 p.m. Saturday to 1:30 a.m. Sunday. Then they visited a food truck on Main Street before using a ride-hailing service to return to the house by 1:45 a.m.

    Surveillance video from the food truck shows Goncalves and Mogen ordering at the window, taking photos on their phones and chatting with friends in a segment of about 10 minutes.

    Police said Friday that detectives do not believe a male seen in the video was involved in the crime.

    Police have said evidence at the scene leads them to believe the students were targeted, though they haven’t given details. Investigators say nothing appears to have been stolen from the victims or the home. Police also said online reports of the victims being tied and gagged are not accurate.

    Detectives seized the contents of three dumpsters on the same road as the residence for possible evidence. Officers also have been contacting local businesses to determine if a fixed-blade knife was recently purchased, police said.

    After initially saying there was no ongoing danger, police reversed themselves Wednesday. “We cannot say that there is no threat to the community,” Moscow Police Chief James Fry said. “We still believe it’s a targeted attack. But the reality is there still is a person out there who committed four very horrible, horrible crimes.”

    Two people found unharmed in the sprawling house, described by police Friday as roommates, are not believed to be involved in the case, the statement said.

    Fry declined to say whether the roommates were able to provide an account of the killings or to specify who called 911. There was no sign of forced entry and a door was found open by the first officers to arrive, the chief said.

    Detectives are investigating nearly 500 tips and have done 38 interviews with people who may have information about the murders, police said. The Idaho State Police, the FBI and the Latah County Sheriff’s Office are assisting with the investigation.

    3 arrested after 2 killed, tribal officer shot in Washington

    SEATTLE — Authorities said Friday that they arrested three suspects in the slayings of two people and shooting of a police officer after a daylong search on a tribal reservation in northeastern Washington.

    The Colville Tribes Emergency Services said on Facebook Friday evening that the third suspect was arrested in Elmer City, one of several small communities on the rural reservation. Two others were arrested earlier in the day.

    The search for the suspects began after the Colville Tribal Police Department responded to a report of a shooting on Thursday in Keller, a small community about 275 miles (450 kilometers) east of Seattle. Officers found two people dead, and an officer who came across a vehicle described as having left the scene was shot in the arm, according to the department. He was doing well after being transported for medical care, the department said in a news release.

    Police identified two of the suspects as Curry Pinkham and Zachary Holt. They did not release the name of the third man who was arrested. They also did not release a possible motive for the slayings.

    The search spread overnight to the town of Nespelem, a close-knit community about 20 miles (32 kilometers) from Keller, with 10 law enforcement agencies, including the FBI, Washington State Police and Border Patrol, assisting. Authorities urged residents to remain indoors as they looked for the men.

    Robin Redstar, a Colville Tribal member and Nespelem resident, said she and other residents waited in their home for hours, and at one point one of the suspects was believed to be in a gully behind her house. Authorities eventually arrested a man in front of her home around 10 a.m. after he tried to enter her neighbor’s back door, Redstar said.

    Her neighbor, a hunter with guns, was able to detain the man and get him to the street, where a tribal police car was waiting, Redstar said. Two of her neighbor’s friends helped get the man to the police car. She said she saw her neighbor with the suspect when she ran out to her truck.

    “It was pretty quick. Corbie (the neighbor) was giving him a good speech about morals,” she said.

    Authorities didn’t release many details, but the Colville Tribal Police announced around noon that two of the suspects had been arrested.

    By 4 p.m., the search for the final suspect had spread to Elmer City, with the Colville Tribes Emergency Services saying Pinkham had reportedly been seen in the area and warning residents not to approach him. At about 6 p.m., the agency said Pinkham had been apprehended.

    Cody Desautel, executive director of the Confederated Tribes of the Colville Reservation, wrote that schools in Nespelem and Keller were closed Friday because the situation had affected both districts. School was also canceled Friday in another nearby school district, covering the small towns of Wilbur and Creston.

    Only about 200 people live in Keller, an unincorporated community that runs alongside the Sanpoil River. The center of town is marked by a post office, a community center and a Catholic church, and small groups of homes are sprinkled along residential streets branching off a rural highway.

    The Confederated Tribes of the Colville comprise about 9,400 descendants of a dozen Native American tribes. The reservation covers nearly 2,200 square miles (nearly 5,700 square kilometers) west of Lake Roosevelt, the reservoir formed on the Columbia River behind the Grand Coulee Dam.
