    (CNN) — Former FBI Director James Comey has been indicted by a federal grand jury, an extraordinary escalation in President Donald Trump’s effort to prosecute his political enemies.

    Comey, a longtime adversary of the president, is now the first senior government official to face federal charges in one of Trump’s largest grievances: the 2016 investigation into whether his first presidential campaign colluded with Russia.

    “JUSTICE IN AMERICA! One of the worst human beings this Country has ever been exposed to is James Comey, the former Corrupt Head of the FBI,” Trump wrote in a Truth Social post.

    Comey has been charged with giving false statements and obstruction of a congressional proceeding, and he could face up to five years in prison if convicted.

    Both charges are connected to his September 30, 2020, testimony to the Senate Judiciary Committee. A source told CNN’s Jake Tapper that the indictment for lying to Congress is related to the FBI’s “Arctic haze” leak investigation, related to classified information that ended up in four different newspaper articles.

    Appearing by Zoom, Comey testified that “he had not authorized someone else to be an anonymous source in news reports,” the indictment said. “That statement was false.”

    Comey responded to the indictment in an Instagram video, saying, “Let’s have a trial. And keep the faith.”

    “My heart is broken for the Department of Justice but I have great confidence in the federal judicial system and I’m innocent,” he added.

    Attorney General Pam Bondi said in a post on X, “No one is above the law.”

    “Today’s indictment reflects this Department of Justice’s commitment to holding those who abuse positions of power accountable for misleading the American people,” Bondi wrote. “We will follow the facts in this case.”

    Inside the courthouse

    The charges were presented by Lindsey Halligan, Trump’s former personal attorney and the new top prosecutor in the Eastern District of Virginia. She was not accompanied by any career prosecutor and is the only Justice Department official who signed the charging documents.

    During a brief hearing, a judge announced the new case against Comey and said publicly that 14 jurors agreed to indict on the counts of false statements in the jurisdiction of a congressional proceeding and obstruction of a congressional proceeding.

    Halligan, who had never presented to a grand jury, did a crash course to prepare with DOJ attorneys and FBI officials ahead of Thursday, a source familiar with the matter told CNN. Halligan participated in a number of “practice runs” and spent hours going through the material in preparation.

    Comey was charged for an alleged false statement he made to the Senate Judiciary Committee in September 30, 2020, though he had been asked the same question years earlier under oath.

    Prosecutors say Comey authorized a leak to the media about an FBI investigation via an anonymous source, but he then told the Senate he had not.

    In his 2020 Senate hearing, appearing by Zoom, Sen. Ted Cruz read to Comey an exchange he had with a different senator, Chuck Grassley, during congressional testimony three years prior.

    Cruz said to Comey in 2020:

    “On May 3rd, 2017, in this committee, Chairman Grassley asked you point blank, ‘Have you ever been an anonymous source in news reports about matters relating to the Trump investigation or the Clinton investigation?’ You responded under oath, ‘Never.’ He then asked you, ‘Have you ever authorized someone else at the FBI to be an anonymous source in news reports about the Trump investigation or the Clinton administration?’ You responded again under oath, ‘No.’”

    Comey then said to Cruz: “I can only speak to my testimony. I stand by the testimony you summarized that I gave in May of 2017.”

    Grand jury rejected third charge against Comey

    A court record made public on Thursday certified that the grand jury voted “no” on indicting Comey on another alleged false statement to Congress — a very unusual occurrence in the federal court system.

    That other false statement allegation, which is not part of the indictment of Comey, according to this record, appears to pinpoint Comey’s answer when he was asked about an alleged plan from Hillary Clinton during the 2016 campaign.

    “That doesn’t ring any bells with me,” Comey testified in 2020 in response to a question from Republican Sen. Lindsey Graham.

    In the Senate Judiciary Committee testimony, Graham told Comey about an alleged plan in 2016 where Clinton wanted to distract the public from her use of a private email server and fuel the 2016 Russia investigation around Trump and Russian hackers hurting the US elections.

    That question and answer has long fed conservative theories about Comey wanting to hurt Trump and assist Clinton during the campaign and into Trump’s first presidency.

    The grand jury did not have a majority of 12 yes votes, out of a possible 23, to indict Comey for that exchange with Graham, according to the court record.

    Comey’s son-in-law resigns

    Comey’s son-in-law, Troy A. Edwards, Jr., resigned Thursday from his position as a senior national security prosecutor shortly after the former FBI director was indicted, according to a letter obtained by CNN.

    In a one-sentence letter to Halligan, Edwards wrote: “To uphold my oath to the Constitution and country, I hereby resign as an Assistant United States Attorney for the Eastern District of Virginia in the Department of Justice effective immediately.”

    Previous concerns about charges

    The indictment Thursday evening comes as CNN previously reported concerns Bondi and prosecutors have had about the case.

    Bondi is facing pressure from Trump, who is demanding his political enemies face criminal charges as he once did. But attorneys inside the Eastern District of Virginia recently wrote a memo detailing their reservations over seeking the indictment, ABC News first reported.

    Bondi had concerns about the case, which focuses on whether Comey made false statements during congressional testimony involving the 2016 investigation into Russian interference in the US presidential election, according to a person familiar with her thinking, though she believes it would be possible to bring an indictment.

    Late Thursday, Bondi replied to CNN’s reporting, stating, “That is a flat out lie.”

    The attorney general had dinner at the White House Rose Garden with Trump and others Wednesday evening.

    ‘I just want people to act’

    Publicly and privately, Trump has complained that prosecutors were willing to bring numerous criminal cases against him while he was out of office, noting that in those instances he was charged with whatever they had at the time, according to a person familiar with the discussions. The person added that Trump has repeatedly said that the Justice Department should bring the best case it can when it comes to his political opponents and let the court decide the rest.

    “I just want people to act. And we want to act fast,” Trump told reporters Saturday as he departed the White House. “If they’re not guilty, that’s fine. If they are guilty, or if they should be charged, they should be charged, and we have to do it now.”

    Some inside the White House view Halligan’s willingness to bring the case as her jumping on a grenade to please Trump – though that is why she was picked to take on the role of leading the Eastern District of Virginia. While several Justice Department officials are worried about the strength of any case against Comey, multiple political aides share a different view: they prosecuted Trump, so people like Comey deserve to be prosecuted, too.

    Comey is expected to be arraigned in federal court in Alexandria, Virginia, on October 9, according to the court record.

    Does Trump Stand a Real Chance to Repeat 2016?

    Stop me if you’ve heard this one before: Well-placed Republican insiders are mobilizing to block Donald Trump from winning the GOP presidential nomination.

    For instance, Trump is conspicuously excluded from the roster of potential 2024 candidates whom the Club for Growth has invited to speak this weekend at a retreat the conservative group is hosting for its biggest donors in Palm Beach, Florida—Trump’s backyard. Likewise, the sprawling network of donors associated with the Koch brothers declared last month that it would work in the 2024 GOP primaries to elect a nominee who “will turn the page on the past several years,” an unmistakable reference to moving beyond Trump. And though they’re still a minority, a steady stream of prominent Republican strategists, donors, and elected officials are openly predicting that the party will lose in 2024 if it nominates Trump again.

    If all of this sounds like an echo of the 2016 Republican primary race, that’s because it is. Both the Club for Growth and the Koch network opposed Trump’s nomination then too. Big donors almost entirely shunned him, hardly any elected officials endorsed him until after he had already secured the nomination, and party leaders such as Senator Lindsey Graham warned that “if we nominate Trump, we will get destroyed … and we will deserve it.”

    None of this stopped Trump from winning the nomination, and, except for the relatively small band of Never Trump conservative activists, all of that internal Republican opposition evaporated after he won the White House.

    Whether this institutional opposition to Trump will prove more effective and durable now is an open question. Republicans resistant to Trump are cautiously optimistic that this time will be different. That’s partly because of signs that Florida Governor Ron DeSantis might unify the party’s anti-Trump forces more effectively than any of his rivals did in 2016. But it’s also because those who oppose Trump are mobilizing earlier than they did in the 2016 race.

    “The thing about 2015 is that Trump had the initiative; he surprised everyone,” says the conservative strategist Bill Kristol, who became one of Trump’s leading GOP critics. “The establishment was always on the back foot trying to react to him, and the candidates were diffuse, so there was never a coming together. Here, at least in theory, you have big institutions mobilizing against him early, and they are ready from the beginning.”

    Yet even with those undeniable shifts in the landscape, many Republicans remain dubious that opposition from party leaders and big donors will have much impact on Trump’s fate in 2024.

    Almost everyone in the GOP agrees that Trump faces political challenges now that he didn’t then—in particular, more widespread concerns among Republican voters about whether he can win a general election. But some believe that, if anything, more overt opposition to Trump from the party elite will help him convince his die-hard supporters that he alone is fighting for them. “Trump is such a unique political figure that, in some ways, you could argue that having all these institutional forces mobilize against him makes him stronger,” Craig Robinson, the former political director for the Republican Party in Iowa, told me.

    Trump’s camp is ready to make those sort of arguments against the groups and party leaders that oppose him. Hogan Gidley, Trump’s former White House deputy press secretary, says it is “naive” to assume that the party establishment could really unite behind a single alternative, as many of Trump’s critics hope. But, he adds, “if in fact there is a coalescing this time,” Trump and his allies are prepared to argue that it represents a continuation of “a concerted effort by the establishment to try to take down someone they couldn’t control.”

    Given how quickly top Republicans bent the knee to Trump after he was elected, it may be hard to remember that in 2016, he was more distant from his party’s leadership than any candidate who had won either side’s presidential nomination since the Democratic outsiders George McGovern in 1972 and Jimmy Carter in 1976. The McGovern and Carter victories were the direct products of the rule changes that Democrats instituted after their bitter nomination fight in 1968 to shift power for selecting the presidential nominee from party bosses, elected officials, and other insiders at their quadrennial national convention to voters through primaries and caucuses. Republicans quickly followed suit.

    Over time, though, political scientists began to perceive a striking pattern in which the new system took on more characteristics of the old one. Although the reformed rules ostensibly empowered voters to select the nominees during the marathon of primaries and caucuses, in fact, the winners were usually those around whom party insiders coalesced during what became known as “the invisible primary.” That phrase referred to the rolling courtship of donors, other elected officials, and party interest groups that the contenders slogged through for a year or more before the first voters cast a ballot in Iowa and New Hampshire.

    The “invisible primary” didn’t always have a clear winner, but when it did, that candidate almost always won the nomination—as demonstrated by the Democrats Walter Mondale in 1984, Bill Clinton in 1992, Al Gore in 2000, and Hillary Clinton in 2016, and by the Republicans George H. W. Bush in 1988, Bob Dole in 1996, George W. Bush in 2000, John McCain in 2008, and Mitt Romney in 2012. The race between Hillary Clinton and Barack Obama in 2008 probably stood as the premier example of a contest in which the invisible primary ended in a standoff.

    The pattern of primary voters eventually choosing the candidate who had first secured the most support from elected officials, interest groups, and donors became so reliable that the political scientist Marty Cohen and his three colleagues could flatly declare, per the title of their 2008 book, The Party Decides. “The reformers of the 1970s tried to wrest the presidential nomination away from insiders and to bestow it on rank-and-file partisans,” they wrote, “but the people who are regularly active in party politics have regained much of the control that was lost.”

    Trump’s march to the 2016 GOP nomination represents the most explicit recent exception to the “party decides” theory. Trump amassed almost none of the assets that usually boost nominees. During the 2016 primaries, Jeb Bush, Ted Cruz, and Marco Rubio all outraised him. Those rivals also won far more endorsements than Trump did; only Senator Jeff Sessions of Alabama and three governors endorsed Trump at any point in the primaries. And to describe Trump’s ground-level political organizations in the early states as skeletal would be to overstate the meat on their bones.

    Trump in 2016 overcame these limitations with forceful and flamboyant performances at Republican debates, arena-size rallies in the key states, and, above all, a wave of unprecedented national-media coverage in which he appealed to white voters’ anxieties over racial and cultural change more openly than any national candidate in either party had since George Wallace. “Trump was able to run a national media campaign to win the nomination, and that is something that we just didn’t expect to be a successful path,” Cohen, a political scientist at James Madison University, told me this week.

    Cohen, like many others, believes that one principal reason Trump survived such widespread resistance from party leaders is that those opposed to him never united behind a single alternative, splintering instead among Cruz, Rubio, Bush, and former Ohio Governor John Kasich. “I think that when the party is able to coalesce on an acceptable candidate, they still have a pretty good chance at getting them nominated,” Cohen said. “The question that’s pressing is how difficult is it now to solidify around one particular candidate?”

    That exact question is looming again for the Republicans skeptical of Trump. Many in the party believe the ceiling on Trump’s potential support is lower now than it was in the 2016 primaries—particularly among college-educated Republican voters, who mostly voted against him even then. But Trump’s solid hold on about one-third of GOP voters could still allow him to win if no one consolidates the remainder of the party.

    To many of Trump’s GOP skeptics, the biggest difference from 2016 is the possibility that DeSantis might unify the party’s anti-Trump forces more thoroughly than anyone did then. “I think you are going to see a lot of folks coalesce around DeSantis this summer after he runs around the track and does his formal announcement,” predicts the GOP strategist Scott Reed, who served as Dole’s campaign manager in 1996.

    DeSantis is certainly generating enormous interest: A retreat he convened in Florida last weekend drew a procession of elected officials, conservative activists, and donors. And all of the Republican strategists I spoke with in recent days expect donors to be much more conscious than they were in 2016 of concentrating their dollars on a few candidates to reduce the chances that Trump can again divide and conquer a large and unwieldy field. DeSantis will likely be lavishly funded, but that calculation could make it difficult for many others contemplating the race to raise enough money to truly compete.

    However, many of those strategists also remain unconvinced that the party’s Trump skeptics will move en masse to the DeSantis side until they see more evidence that he can handle the rigors of a national campaign—and of running against Trump. Mike Murphy, a GOP strategist who helped direct the super PAC supporting Jeb Bush in 2016, told me that though “the donor mentality is going to be a lot different … it’s not going to be binary: ‘We’re all going to be for DeSantis, and nobody else can raise any money.’”

    In fact, several GOP strategists I spoke with predicted that with DeSantis and Trump both defining themselves primarily as pugnacious culture warriors, there might be room in the top tier for a third candidate who offers a less polarizing and more optimistic message. And one name came up repeatedly as a possibility for that role: South Carolina Senator Tim Scott, the sole Black Republican in the chamber. “I think he could come here and do very well,” Robinson, the former Iowa GOP political director, said.

    What’s clear already is that, for groups, donors, and candidates alike, opposing Trump won’t be for the fainthearted. Without identifying specific targets, Gidley, for instance, says Trump’s allies are prepared to argue that big donors organizing against him are doing so to protect business interests in China. “That’s going to be a massive point that was not talked about in 2016 that will most assuredly be exposed in 2024,” says Gidley, now an official at the America First Policy Institute, which was founded by former Trump aides.

    Even against such threats, the conditions seem to be in place for the GOP institutions skeptical of Trump to move back toward the “party decides” model in 2024. Jennifer Horn, the former Republican state party chair in New Hampshire and a leading Trump critic, told me that it’s likely the institutional resistance to him this time “will be stronger and more organized” than it was in 2016. Doubts about Trump’s electability, she added, could resonate with more GOP primary voters than opponents’ 2016 arguments against his morality or fealty to conservative principles did. “His biggest vulnerability in a primary is whether or not he can win a general election,” she said.

    But Horn cautions that such internal resistance could melt away again after a few primaries if it looks like Trump is on track to win the nomination. “If we get into the primaries and Trump is winning, it will all go to the side, just as in 2016,” Horn predicted. “We saw the degree to which the party and the donors and everyone else completely sold their soul and became all Trump, all the time. If he becomes the guy again, he’s going to be everybody’s guy.”

    What Winning Did to the Anti-abortion Movement

    In a normal year, the March for Life would begin somewhere along the National Mall. The cavalcade of anti-abortion activists in Washington, D.C., would wind around museums and past monuments, concluding at the foot of the Supreme Court, a physical representation of the movement’s objective: to overturn Roe v. Wade. The march happens in January of each year to coincide with the anniversary of the Roe decision.

    But this is not a normal year. Tomorrow’s march will be the first without Roe on the books.

    In recognition of that fact, the march has a new route. It will finish somewhere on First Street, between the Capitol and the Court building, an acknowledgment of the enormous and somewhat nebulous task ahead: banning or restricting abortion in all 50 states. That task will involve not only Congress, the courts, and the president but also 50 individual state legislatures, thousands of lawmakers, and all of the American communities they represent.

    At the march, activists and other attendees will be jubilant. Speakers will congratulate their fellow marchers on a job well done. Yet at the same time, a current of uncertainty ripples beneath the surface of the anti-abortion movement. Advocates are technically closer than ever to ending abortion in America, but in some ways, the path forward is more treacherous now than it was before. The movement is not in disarray, exactly, but its energy is newly decentralized, diffused throughout the country.

    “There’s a much more choose-your-own-adventure feel” to the movement now, Mary Ziegler, a University of California, Davis School of Law professor who has written about abortion for The Atlantic, told me.

    Overturning Roe was only the first step. The next isn’t exactly obvious.

    Since the 1980s, rescinding the Supreme Court’s 1973 ruling in Roe, which established a nationwide right to abortion, had been the movement’s top goal, because it was the key that unlocked everything else. There could be no real prohibitions on abortion as long as Roe was in effect. Charging into battle was easier under a single banner, with resources and energy directed toward a single national project: filling the Supreme Court with abortion foes.

    Now, though, across all 50 states, different leaders are pressing for abortion restrictions of varying types and degrees: heartbeat bans, gestational limits, restrictions on the abortion pill, or outright bans with few or no exceptions.

    America’s anti-abortion movement has always been a rich tapestry. Although its members share an overarching goal—ending abortion—they have disagreed on tactics and approach. Some groups—including Susan B. Anthony Pro-Life America, Americans United for Life (AUL), and the National Right to Life Committee (NRLC)—have prioritized legal and political strategies; others, including many Catholic organizations, have advocated more for funding the country’s 2,700 pregnancy centers or expanding the social safety net. But there was always a power hierarchy among these groups. “If you were wondering where the bills came from, the lawsuits, it was obvious: A handful of national groups dictated everything,” Ziegler said. The NRLC and AUL organized the troops and drafted model legislation. They planned judicial strategy and pushed court cases forward.

    In the post-Roe world, those groups are less powerful and less relevant. The central players now are the thousands of state-level politicians, local leaders, and grassroots activists who are writing and passing legislation, often independent of those once-dominant national groups.

    The influence of the national groups has been waning since even before the fall of Roe. A Texas pastor and a former state solicitor general, for example, came up with Texas’s 2021 S.B. 8, which banned abortion once a fetal heartbeat was detectable (typically after six weeks) and authorized private citizens to sue abortion providers. The two men did so without much input from any national group, according to the experts I spoke with. Abortion restrictions in Alabama and Georgia, which passed in 2019 and went into effect in 2022, were drafted by different state activists and leaders and contain starkly different language, showing little influence from national groups.

    The national anti-abortion movement clearly wasn’t ready for this flurry of activity. But it could have been better prepared, Daniel K. Williams, a history professor at the University of West Georgia, told me. When Amy Coney Barrett was nominated to the Court, or even as soon as Trump was elected president, national organizations could have put forward a single model law for lawmakers, and uniform guidance for health-care providers and hospitals. Instead, America ended up with a chaotic patchwork of abortion restrictions—a mixture of newly written trigger laws and dusty legislation from the late 19th century. Some of these new policies are vague or fail to address health complications such as miscarriage and ectopic pregnancy. They propose varying consequences for abortion providers and different mechanisms for enforcement.

    In November, the AUL released its American Life Initiative and its model legislation, the Ready for Life Act, which bans abortion after conception and includes a life-of-the-mother exception, as well as clarifications regarding miscarriage and ectopic pregnancy. But it came five months after the Dobbs v. Jackson Women’s Health Organization decision overturning Roe. That groups were drafting these guidelines “months after Dobbs and not experiencing any uniformity in state legislatures is a sign of how decentralized and swift-moving all of this has been,” Williams said.

    Clarke Forsythe, the senior counsel for AUL, defends his organization’s strategy: “We needed time to analyze Dobbs and its impact and implications and needed time to put the package together,” he told me. “It’s a long-term initiative and a long-term vision. There was no need to get it out before the election.”

    Abortion opponents insist that a state-level free-for-all could turn out to be helpful for the movement. With more people involved and working toward different initiatives, the argument goes, activists might come up with innovative ideas and policy proposals. Democracy, by nature, is messy. “It’s good for the country and good for our politics to decentralize the issue,” Forsythe told me. “The Court sent it back to the local level, where public policy can be better aligned with public opinion, where the people responsible for it are responsive to people at the local level.” Decentralization is the movement’s strength, Lila Rose, the president of the national anti-abortion group Live Action, told me. “It requires a diverse and multifaceted approach. It’s not strategic conflict so much as strategic differences.”

    This particular moment gives anti-abortion activists a chance to think creatively and to forge new alliances, some in the movement argue. Now that Roe is gone, do they need to keep up their ties with the GOP? “I would like to see the movement disentangle itself from particular political parties,” Erika Bachiochi, an anti-abortion writer and a fellow at the Ethics and Public Policy Center, told me. Maybe, she added, there’s room for a return of the “old pro-life Democrat.”

    But an unintended consequence of overturning Roe could be that the movement has inadvertently pushed its highest objective—ending legal abortion—further out of reach. “On the one hand, when there’s a free-for-all, ideas that may never have been given the time of day can emerge and work,” Ziegler said. “On the other, you can have bills that are damaging nationally get passed.” Texas’s S.B. 8—the Texas Heartbeat Act—frustrated some movement leaders because it empowered individual citizens to sue, which meant that those individuals would control the narrative, Ziegler said. Others worry about the vocal “abortion abolition” groups, which have been calling for women who obtain abortions to be punished.

    These days, Ziegler says, “there’s no single voice in the movement to say, ‘No, that’s not what we stand for.’” A few extremists, in other words, could damage the movement’s reputation—and interfere with its ultimate goal.

    Before Dobbs, anti-abortion advocates seemed confident that once a handful of states banned abortion, many more would follow—that they could build a “culture of life” in America that would put the country on a righteous path. In some ways, the opposite has occurred. As a few states put limits on abortion rights, others, such as Vermont, California, and Michigan, have reacted by enshrining those rights into state law. Meanwhile, voters in red states including Kansas, Montana, and Kentucky rejected attempts to restrict abortion. Former President Donald Trump—the man whose nomination of three Supreme Court justices led directly to the overturning of Roe—has gone so far as to blame Republicans’ disappointing midterm performance on the anti-abortion movement. (In response, Rose called his comments “sniveling cowardice.”)

    Nationally, the movement’s relationship with the Republican Party is troubled. Last fall, when Senator Lindsey Graham proposed legislation restricting abortions after 15 weeks, only a handful of his Republican colleagues were publicly supportive. “Most of the members of my conference prefer that this be dealt with at the state level,” Minority Leader Mitch McConnell told reporters at the time.

    Even in the new Congress, where Republicans have a House majority, one of the first pieces of legislation passed in the lower chamber was the so-called Born Alive bill, which would require health-care providers to treat babies in the vanishingly rare cases of failed abortions. Here was a chance for Republicans to pass a bill restricting abortion after 15 weeks or even six, in a show of support to the movement that they purport to champion. But they didn’t. Republicans in Congress are “afraid to do anything on this issue that’s meaningful” for fear of the political consequences, Ziegler says.

    Anti-abortion leaders like Rose believe that they’re being unfairly blamed for these recent Republican losses and missed opportunities. They argue that in the midterms the GOP chose candidates who were insufficiently anti-abortion, or simply problematic, such as Mehmet Oz and Herschel Walker. But there was also a communication issue, they say. Candidates weren’t outspoken enough about abortion; they should have talked more about the Democrats’ support for abortion at late gestational ages, and their plan to codify abortion rights into law. “That’s where the real problem was” in the midterms, Marilyn Musgrave, the vice president of government affairs for Susan B. Anthony Pro-Life America, told me. “Republicans weren’t pointing out the extremism on the other side.”

    It’s true that some Republicans campaigned successfully on abortion restrictions last year, including GOP Governors Ron DeSantis of Florida, Kay Ivey of Alabama, Brian Kemp of Georgia, and Greg Abbott of Texas, each of whom won reelection by a substantial margin. Still, the recent state referenda and post-Dobbs polling suggest that the anti-abortion movement is too optimistic about the level of support for their goals.

    “We’ve clearly lost the narrative,” Charlie Camosy, an ethics professor at Creighton University School of Medicine and a columnist for the Religion News Service, told me. Activists like Camosy hope that the movement’s new emphasis will be a grassroots effort to educate Americans and persuade them to oppose abortion. Camosy isn’t attending the March for Life tomorrow; instead, he’s giving a speech at a Catholic seminar in Freehold, New Jersey, where he lives. “Something is wrong in our ability to communicate what’s at stake,” he said of the broader movement. “Focusing on the national level distracts from getting Michigan or Montana or Kentucky or Kansas right.”

    But eventually, Camosy’s movement will have to face the reality of abortion in America: Some states just aren’t going to budge. “Fewer than 50 percent of states are likely to meaningfully curtail abortion,” Williams estimates. Even if the movement gains ground in some states, “that’s likely only to harden the resistance in more strongly pro-choice states.” Which means that, rather than a growing national consensus on abortion, Americans probably can expect more polarization—a cultural standoff.

    Tomorrow’s March for Life will be the first time activists have held a major national gathering since Roe was overturned in June. But it will probably be a much smaller event than before. Some activists have wondered whether it should happen at all. More states and cities will be hosting their own rallies, because that’s where the next round of work needs to be done. And many people will be at those local marches instead—to start, or maybe to double down, on their difficult project of creating a “culture of life.”
