     —

An arrest warrant has been issued in Mexico for a woman suspected of fatally assaulting a friend from North Carolina while on vacation last month in San Jose del Cabo, a prosecutor says.

Shanquella Robinson, 25, was traveling with college friends from Winston-Salem State University when she died while staying in a vacation rental property, said her father, Bernard Robinson.

Robinson, with six friends, arrived October 28 in Mexico, according to a Thursday statement by Mexican prosecutors working on extradition proceedings with their country’s attorney general and Foreign Affairs Ministry.

Evidence shows the death resulted from “a direct attack, not an accident,” and involved a female friend of the victim, the prosecutors said.

Mexican authorities have said the death occurred in San Jose del Cabo. The FBI said it occurred in nearby Cabo San Lucas, and the agency has not answered CNN’s request for comment.

Mexican officials have not named the suspect but confirmed she is a US citizen who is believed to be in the United States. No one has been charged in the case, and authorities have not released the names of Robinson’s friends.

CNN has reached out to the US State Department, FBI and US Justice Department for comment.

The extradition process was underway for the suspect, the attorney general for Mexico’s Baja California Sur, Daniel de la Rosa, told local media Wednesday.

“There is already an arrest warrant issued for the crime of femicide to the detriment of the victim and against an alleged, responsible for these acts, a friend of hers,” de la Rosa said Wednesday.

The death did not result from a “quarrel” but from “a direct aggression that this person made,” de la Rosa said.

“We are already carrying out all the relevant procedures, both the Interpol file and the extradition request,” he said.

The arrest warrant is valid in Mexico, prosecutors said, adding they are in consultation with federal government officials in both countries about the extradition request.

Mexico and the US have a longstanding extradition treaty and a history of cooperation on such matters, CNN legal analyst Joey Jackson said Friday.

“On the one hand, you could see Mexico engage in the prosecution,” Jackson said. “On the other, we certainly have a statute in the United States that would provide for our government to be involved. … In the event that you go overseas and an American citizen is ultimately killed by another American citizen, there’s a statute that could provide for the prosecution to take place in this country.”

Robinson last spoke to her mother, Salamondra, on the phone on the morning of October 28, her father told CNN last week. The next day, Shanquella Robinson was found dead at her vacation rental, US and Mexican authorities said.

The cause of death was “severe spinal cord injury and atlas luxation,” which is instability or excessive movement in the uppermost neck vertebrae, states a copy of her death certificate obtained by CNN affiliate WBTV. She was found unconscious in the living room of the rental residence on October 29, the document states.

The death certificate classified Robinson’s death as “accidental or violent,” noting the approximate time between injury and death was 15 minutes.

Video posted online appears to show a physical altercation inside a room between Robinson and another person. It’s not clear when the video was taken or if it depicts the moment she suffered the fatal injury.

It is Robinson seen in the video being thrown to the floor and beaten on the head, Bernard Robinson confirmed to CNN.

It’s unclear what led to the altercation or how many people were in the room at the time. It’s also unclear if anyone tried to intervene.

The FBI Charlotte Field Office has opened an investigation into Shanquella Robinson’s death, it has confirmed.

Her family had been waiting for more information from her friends and Mexican authorities, her father said a week ago.

“You took my only jewel from me,” he told CNN by phone. “You put a big hole in my heart. The only thing I can do is fight for her; I cannot let her die in vain.”

  • Magnitude 5.1 quake strikes in San Francisco Bay Area

Magnitude 5.1 quake strikes in San Francisco Bay Area

SAN FRANCISCO — A magnitude 5.1 earthquake rattled the San Francisco Bay Area on Tuesday, causing delays of some commuter trains. There were no immediate reports of damage or injuries.

The U.S. Geological Survey said the 11:42 a.m. quake was centered 12 miles (19 kilometers) east of San Jose at a depth of about 4 miles (6 kilometers). The area is hill country about 40 miles (64 kilometers) southeast of downtown San Francisco.

Lucy Jones, a veteran California seismologist, told KNTV-TV that the quake happened on the Calaveras fault, one of eight major faults in the Bay Area.

“The Calaveras fault is one that tends to have smaller earthquakes,” Jones said.

It was the largest earthquake in the Bay Area since a magnitude 6.0 jolt in the Napa wine country in 2014, Jones said in a social media post.

The 138-mile (220-kilometer) long Calaveras fault is a major branch of the San Andreas fault and runs from San Juan Bautista in the south to San Ramon in the north, Jones said.

Numerous moderate earthquakes have occurred along the Calaveras fault, including the 6.2 Morgan Hill earthquake in 1984, Annemarie Baltay, a seismologist with the U.S. Geological Survey, said in a video statement posted on Twitter.

Rich Constantine, the mayor of Morgan Hill, a city next to San Jose, said he was in the kitchen of his home when Tuesday’s “long and steady” quake struck.

“We had a frame in the house fall, everything was shaking but once it stopped, there was no damage,” he said.

Constantine said Morgan Hill’s City Hall and other city offices were evacuated but that everyone returned to work soon after.

People reported feeling the quake as far south as the scenic Big Sur coast, 75 miles (120 kilometers) south of the epicenter in the region of Joseph Grant Ranch County Park, a huge natural area.

Nearly 100,000 people reported receiving a warning before the shaking started through California’s earthquake early warning system, according to the California Governor’s Office of Emergency Services, or Cal OES.

“Advance notice varied from two seconds for those very near the epicenter to 18 seconds for those in San Francisco,” the agency said.

MyShake, a statewide cellphone app that went live to the general public in late 2019, relies on an earthquake detection and notification system developed by the U.S. Geological Survey and partners.

A 3.1 aftershock followed about 5 minutes later, according to the U.S. Geological Survey.

Several commuter train companies, including Cal Train and the Bay Area Rapid Transit system, known as BART, held trains to check for damage. BART returned to normal service by early afternoon.

A 5.1 magnitude earthquake strikes near San Jose, US Geological Survey reports | CNN

    CNN
     —

The US Geological Survey (USGS) is reporting a 5.1 magnitude earthquake in Seven Trees, near San Jose, California.

Preliminary information from the USGS says the quake was 6.9 kilometers (4.2 miles) deep and hit around 11:42 a.m. PT Tuesday.

“Additional shaking from aftershocks can be expected in the region. We are continuing to monitor this region,” the California Geological Survey tweeted.

Earthquakes are measured using seismographs, which monitor the seismic waves that travel through the Earth after an earthquake strikes. Quakes between 2.5 and 5.4 in magnitude are often felt, but only cause minor damage, according to Michigan Tech’s UPSeis website.

    This is a developing story.

  • Meta hits back in fight with FTC over VR company acquisition

Meta hits back in fight with FTC over VR company acquisition

WASHINGTON (AP) — Federal regulators and Facebook parent Meta are battling over Meta’s proposed acquisition of virtual-reality company Within Unlimited and its fitness app Supernatural.

In a landmark legal challenge to a Big Tech merger, the Federal Trade Commission is suing to block the deal, asserting it would hurt competition and violate antitrust laws.

Meta struck back Thursday, asking a federal court in San Jose, California, to dismiss the FTC’s July request for an injunction against the acquisition.

The tech giant said in its court filing that the government failed to establish that the virtual-reality market is concentrated with high barriers to entry. The claims in the agency’s lawsuit “are nothing more than the FTC’s speculation about what Meta might have done,” the company says. It asserts that the FTC failed to meet two key legal standards set in previous cases.

In a statement Thursday, the FTC noted that it revised its complaint last week in a way that narrowed the focus of its allegations. In its new form, the statement said, “We are confident that the District Court complaint will not be dismissed and this case will be heard.”

Meta, in its own statement, said “The FTC’s attempt to fix its ill-conceived complaint still ignores the facts and the law, and relies on pure speculation of a hypothetical future state.”

It added that it believes the complaint should be dismissed because there is “vibrant competition in the fitness space and across (virtual reality), and our acquisition of Within will be good for people, developers and the VR space.”

The FTC’s vote last summer to seek to block the Within acquisition was 3-2, with Chair Lina Khan and the other two Democratic commissioners approving it and the two Republicans opposed.

The FTC’s original suit named CEO Mark Zuckerberg as a defendant as well as Meta, but he was dropped in August.

Under Zuckerberg’s leadership, Meta began a campaign to conquer virtual reality in 2014 with its acquisition of headset maker Oculus VR. Since then, Meta’s VR headsets have become the cornerstone of its growth in the virtual reality space, the FTC noted in its suit. Fueled by the popularity of its top-selling Quest headsets, Meta’s Quest Store has become a leading U.S. app platform with more than 400 apps available to download, according to the agency.

Meta bought seven of the most successful virtual-reality development studios, and now has one of the largest virtual-reality content catalogs in the world, the FTC says. Its acquisition of the Beat Games studio gave Meta control of the popular app Beat Saber.

In its suit against the Within acquisition, the FTC cited a 2015 email from Zuckerberg to key Facebook executives saying that his vision for “the next wave of computing” was control of apps as well as the platform on which those apps are distributed. The email says a key part of this strategy is for the company to be “completely ubiquitous in killer apps,” which are apps that prove the value of the technology.

Zuckerberg announced ambitious plans a year ago to build the “metaverse” — a virtual-reality construct intended to supplant the internet, merge virtual life with real life and create endless new playgrounds for everyone.

On Tuesday, the company based in Menlo Park, California, unveiled a $1,500 virtual reality headset in the hope that people will soon be using it to work and play in the metaverse.

The action marked a new FTC salvo against Meta — the owner of Instagram, Messenger and WhatsApp in addition to Facebook — in the agency’s drive against what it views as anticompetitive conduct in the tech industry.

The FTC filed an antitrust lawsuit against Facebook in late 2020. With that action, the agency is seeking remedies that could include a forced spinoff of Instagram and WhatsApp, or a restructuring of the company.

  • Bay Area Non-Profit Hope Services, Re-Opens and Welcomes Back Clients With Developmental Disabilities & Mental Health Needs to In-Person Programs

Bay Area Non-Profit Hope Services, Re-Opens and Welcomes Back Clients With Developmental Disabilities & Mental Health Needs to In-Person Programs

    Press Release

    updated: Jun 18, 2021

Hope Services, the leading provider of programs and services for the developmentally disabled and those with mental health needs in the Silicon Valley and the Central Coast, announced it will begin re-opening in-person programs this month to approximately 3,200 clients and 900 program staff & employees. The re-opening starts June 15 and will happen in three phases through September 2021 to ensure safety and proper protocols are in place.

“These next steps will be difficult, and it will take a lot of work to continue to follow the guidance for keeping our community safe, but Hope Services is committed to the safety of our clients and staff. We appreciate the tremendous support and understanding as we venture forward to reinvent our programs to optimize learning for our clients.”

“Chip” Huggins, President/CEO of Hope Services

Hope Services has made tremendous adjustments since the onset of the pandemic, and re-opening will require continued resilience. Shortly after the shelter in place took effect Hope’s in-person therapy, programming, and services had to cease, Hope Services made the necessary pivot to create and implement From Hope to Home™; a virtual service delivery system developed completely in-house, and approved by the Regional Center. The continuity of services through the program helped clients maintain a needed structure and a daily connection to the Hope community in such a challenging time. The first phase of welcoming clients back begins with a hybrid model, blending in person services and distance learning.

At one point the challenge of going from lockdown to full re-opening seemed almost unsurmountable. However, just as they did 15 months ago when the pandemic began, the Hope community got to work to identify challenges and solutions.

Hope Services recognizes that although there is excitement to be together in-person, there may also be some anxiety around these changes. To help with this transition Hope continues to offer weekly staff sessions with the mental health team.

The behind the scenes efforts of caring, creative, and dedicated staff, eager clients & client families, and community partners provides the opportunity to re-open, and once again welcome back Hope.
