    At least two people were killed and one wounded in shootings at two north Sacramento locations tied to sideshow activities early Sunday, police said. Around 2 a.m., officers responded to the 2400 block of Seamist Drive for reports of a shooting. Officers located a man with a gunshot wound.Lifesaving measures were attempted, however, the victim was pronounced dead at the scene. No further identification information has been released. KCRA 3 received a viewer video showing sideshow activities happening at the location at the time. At least 15 evidence markers could be seen at the scene. Police then responded to a report of sideshow activity around 3 a.m. in the area of Kelton Way and Main Avenue, about five miles north. Police said they learned two men were shot and separately transported themselves to an area hospital.One man died from his injuries and the other was in stable condition, police said.     SACRAMENTO, Calif. —

    At least two people were killed and one wounded in shootings at two north Sacramento locations tied to sideshow activities early Sunday, police said.

    Around 2 a.m., officers responded to the 2400 block of Seamist Drive for reports of a shooting. Officers located a man with a gunshot wound.

    Lifesaving measures were attempted, however, the victim was pronounced dead at the scene. No further identification information has been released.

    KCRA 3 received a viewer video showing sideshow activities happening at the location at the time.

    At least 15 evidence markers could be seen at the scene.

    Police then responded to a report of sideshow activity around 3 a.m. in the area of Kelton Way and Main Avenue, about five miles north.

    Police said they learned two men were shot and separately transported themselves to an area hospital.

    One man died from his injuries and the other was in stable condition, police said.

    No suspect information is currently known.

    These are the latest of several shootings across the city over the weekend.

There will be a few spotty, light showers in the Central Valley this morning and again in the late afternoon and evening. Rain showers are likely in the Sierra this afternoon with a few thunderstorms possible as well. Scattered rain showers continue through the overnight and even into tomorrow for the Sierra. High pressure returns on Friday and so does the heat. We’re expecting high temperatures in the upper 90s on Sunday for the first day of autumn and we may even see triple digits in Sacramento next week.

METEOROLOGIST HEATHER WALDMAN WE GOT PRETTY COMFORTABLE TEMPERATURES OUT THERE, CONSIDERING. YEAH, AND IT ALL STARTED WITH A REALLY NICE, COMFORTABLE MORNING. REALLY? FOR A LOT OF SPOTS, BUT ESPECIALLY THROUGH THE DELTA AND INTO PARTS OF THE VALLEY AROUND SACRAMENTO COUNTY. STARTING THE DAY IN THE UPPER 50S TO LOW 60S, THE NUMBER RIGHT NOW 88 DEGREES THERE IN FAIRFIELD, 93 AT EXECUTIVE AIRPORT.     Afternoon temperatures will run above average for a couple more days in Northern California. Milder weather is in the forecast for the second half of the Labor Day weekend. A delta breeze with plenty of cool coastal air will drop Valley temperatures into the upper 50s and low 60s Thursday night. That onshore flow will weaken on Friday, but will still be enough to cap temperatures between 96 and 100 degrees throughout the Valley. Winds will be light in the Foothills throughout the day. Temperatures will start in the mid to upper 60s and peak in the mid 90s. In the Sierra, Friday will start cold with temperatures in the upper 30s around Lake Tahoe. Afternoon highs will feel like summer; temperatures will be in the low to mid 80s. Saturday will feel very similar to Friday with a comfortable morning and warmer than average afternoon. Sunday will be noticeably breezier for most. That breeze will bring in milder weather for Labor Day. Monday’s high temperatures will stay in the upper 80s to around 90 degrees in the Valley.More heat looks likely later next week.

    US Postal Service is abandoning a plan to reroute Reno-area mail processing to Sacramento

    RENO, Nev. (AP) — The U.S. Postal Service said Tuesday it is abandoning a plan to reroute Reno-area mail processing to Sacramento that had created an uproar among northern Nevadans concerned it could delay local deliveries and jeopardize on-time arrival of mail-in election ballots.

    USPS said in a statement it has identified “enhanced efficiencies” that will allow processing of single-piece mail to continue at the existing Reno postal facility. It said it does not anticipate the revised strategy will have any impacts on postal workers in Reno.

    The latest change in plans is subject to formal regulatory filings it intends to initiate next month with the Postal Regulatory Commission, the service said.

    Sen. Jacky Rosen said it should mean an end to “this misguided Washington plan.”

    “The announcement that this widely opposed transfer of local mail processing operations will no longer happen is a huge win for our seniors, veterans, and every person in Northern Nevada who depends on timely mail delivery,” Rosen said.

    Rosen, a Democrat running for reelection against Republican Sam Brown in one of the most hotly contested Senate races in the nation, took the lead earlier this year in bipartisan efforts to fight the original plan. She was joined by fellow Democratic Sen. Catherine Cortez Masto, Republican Rep. Mark Amodei and Republican Gov. Joe Lombardo.

    Lombardo said it was “a huge bipartisan victory for Nevada.” He said in a statement posted on social media that he was “grateful to have worked alongside” Rosen, Cortez Masto and Amodei to protect Nevadans ”from misguided D.C. bureaucracy.”

    Democratic Secretary of State Cisco Aguilar, the state’s top election official, had warned moving operations could slow the processing of mail ballots and “has the potential to disenfranchise thousands of Nevada voters and would unquestionably impact the results of Nevada’s elections.”

    Most Nevadans voted by mail in the 2022 general election and this year’s statewide primary in June — 51% in November 2022 and 65% in the primary two months ago.

    Postmaster General Louis DeJoy had pitched the original downsizing plan — which was expected to be put in place next year — as a necessary cost-saving move. It drew intense opposition in Nevada because it would have meant that all mail sent from the Reno area would pass through Sacramento before reaching its final destination — even from one side of the city to the other.

    Lawmakers warned that even in the best weather, mail service could be caught in traffic delays during the 260-mile (418-kilometer) roundtrip drive on U.S. Interstate 80 over the top of the Sierra Nevada between Reno and Sacramento.

    And heavy snowfall typically closes the highway multiple times a year in the mountains during harsh winter weather, which can begin as early as fall and stretch into late spring.

    Rosen and Amodei introduced companion legislation in Congress in March to block the processing transfer after a blizzard dumped up to 10 feet (3 meters) of snow on the mountains earlier that month.

    The service said in a statement Tuesday more details will be released after a Sept. 5 pre-filing conference with the Postal Regulatory Commission “to discuss the proposal and gain stakeholder feedback in anticipation of a subsequent filing” seeking a formal advisory opinion from the commission.

    “If the regulatory process is successful, there will be no change to the location for cancelling certain originating mail in Reno,” it said. “In simpler terms, outgoing single piece mail will continue to be processed at its current location.”

    Hundreds of people gathered in front of the California state capitol to mark Ukraine’s Independence Day on Saturday. It was a somber celebration as the war between Ukraine and Russia continues.“It’s a hard time for us,” Lesya Dashkevych said. Dashkevych came with her husband and her three children to the celebration. While she’s from Ukraine, her children have never been. Still, she said it’s important for them to learn the culture of the country.”I wish someday when there is no war in Ukraine, they’re going to visit the country,” she said. Dmytro Morozov, a Ukrainian veteran, also moved with his family to Sacramento from Ukraine. Not long before, he said he was in Russian captivity — being held as a prisoner of war. “In captivity, they made me a surgery, two surgeries. I almost die. I have lost 40 kilograms,” he said. “It was difficult days there.”But a gathering like Saturdays, is an important reminder of what their country is fighting for.“So basically, it’s not more about celebration today. It’s more about statement. Making the statement that Ukraine is unbroken. No matter how hard Russia will try to destroy us, Ukraine will stand. Ukraine will win,” Olga Noshyn with the Sunflower Society said. The event raised money for the Ukrainian military. There were also opportunities to send letters and drawings to Ukrainian soldiers.

Highlighting that was the goal of the “Hairs to You” event at DryBar in Sacramento on Thursday.A group from Women’s Empowerment were selected to get free makeovers as a way to help them transition back into the workforce. London Hoffart, 17, created the “Hairs to You” event to give back and boost the confidence of eight women.”I’ve had bad days and honestly, going to get my hair done makes me feel like 100% better sometimes. Coupled with the crisis and homelessness in Sacramento especially, I wanted to put those two together and make something out of it,” Hoffart said.”A complete makeover from head to toe. We got makeup, clothes, shoes. We were treated fabulous,” said Angelique Duran.Duran joined Women’s Empowerment after losing two loved ones and falling on hard times.”I was staying at a shelter and, within a matter of six weeks, got a job. Landed a job for $80,000. I work as a paralegal at a law firm. I was able to get my house,” Duran said.The nine-week program prepared Duran and other women to reenter the workforce.”I had resumé work, I had interviewed services, I had everything. I had support when I didn’t have anything,” said Iesha Simms, from Women’s Empowerment.Starting a new job can be intimidating if you don’t have the tools or pumps for success. That’s why The Closet Trading Co. decided to help by offering style tips and donating clothing-“They’re just super excited to get this fresh start, find some items. Everyone deserves to look and feel good no matter what situation you are in,” said Gabby, from The Closet Trading Co. WEAVE, a nonprofit for domestic violence and crisis survivors, also donated clothing”We’re very fortunate that we could supply the clothes at this event, mostly business attire as well as some fun things that we can also add as well in multiple sizes as well as shoes and accessories,” said Alyssa Saunders, from WEAVE.Celebrating accomplishments and confidence, all with the compassion of a 17-year-old senior-to-be.”You walk out confident.     The city of Sacramento is approaching a deadline it set for itself to curb serious crashes by 2027, but it has gotten further and further away from achieving that goal.Since the city adopted its Vision Zero Action Plan in 2018, the number of crashes with serious injuries or deaths has actually been increasing over the years. Dirk Couvson was 20 years old when a hit-and-run driver crashed into him as he rode his motorcycle home from work just before 11 p.m. on Sunday, Jan. 7.He was turning from the Business 80 offramp onto Arden Way. “I look to my left, and I see a car coming straight at me,” Couvson said.Police said the driver of that car ran a red light.“After I got hit, I was in the air for a little bit, and I was kind of frozen,” he said.With a bluetooth headset in his helmet, Couvson called his mom.“He said, ‘Mom, I got hit by a car,’” Lythia Bouie said. “That was my worst fear.”She said she was panicking as she heard him explain something was wrong with his leg.“My mind was all over the place, and I was thinking like, you know, is this going to be the last time I hear my son’s voice?” Bouie wondered.An ambulance rushed Couvson to the hospital. Surgeons amputated his left leg.“It makes me really angry because it’s still happening in that same area,” Bouie said.One month after Couvson’s crash on Arden Way east of Harvard Street, a man was killed in a crash on a nearby stretch of Arden Way.“Something needs to be done,” Bouie said.To find out what is being done, KCRA 3 Investigates went to the city of Sacramento’s Transportation Division.“We’re aware of the issues,” said Jennifer Donlon Wyant, Sacramento’s Transportation Planning Manager. “We applied for a grant about a year and a half ago to look at that corridor, and we were unsuccessful.”She explained Arden Way is on the city’s list of the top 10 most dangerous corridors. The areas were identified for improvements as part of Vision Zero. “Vision Zero’s philosophy is that crashes are not accidents because they’re preventable,” Donlon Wyant said.Therefore, in an effort to try to prevent them, the city adopted an action plan in 2018.The goal was to bring crashes with serious injuries or deaths down to zero by 2027.However, as that deadline gets closer, those major crashes have increased. Data from Sacramento Police shows there were 49 crashes resulting in serious injuries or deaths in 2024 compared with 28 in 2019.Despite the climb, the city believes the numbers might have been even worse if it weren’t for the efforts of Vision Zero.“I like to think that the investments that we’ve made have saved lives,” Donlon Wyant said.She pointed to significant road projects, like on Broadway where construction is underway to reconfigure and reduce traffic lanes.The city said these changes are data-proven countermeasures. However, the process to slow down drivers is slow itself.“Generally, it can take anywhere between eight and 20 years,” she said.That timeline is per project, she said, partly because of the time it takes to get local, state and federal grants. Funding that is necessary to secure because the construction is expensive.“Anywhere from $12-20 million a mile,” Donlon Wyant said.This brings us back to the challenges at Arden Way.While the city was denied funding the first time around, it tried again this year.“We’re really excited that we were selected for this grant,” Donlon Wyant said.In July, Caltrans announced the 2024-2025 Sustainable Transportation Planning Grant winners. Sacramento applied for a $399,120 grant, aiming to dedicate part of that funding toward forming a safety and mobility plan for Arden Way from Del Paso Boulevard to Ethan Way.The city will work to analyze existing conditions to develop a “community-driven vision to transform” the Arden Way corridor to improve safety.The efforts would hopefully prevent serious crashes like the one Couvson is still recovering from.Sacramento police never found the driver who hit him. “I try to draw off his energy and his strength.     “After I got hit, I was in the air for a little bit, and I was kind of frozen,” he said.

    With a bluetooth headset in his helmet, Couvson called his mom.

    “He said, ‘Mom, I got hit by a car,’” Lythia Bouie said. “That was my worst fear.”

    She said she was panicking as she heard him explain something was wrong with his leg.

    “My mind was all over the place, and I was thinking like, you know, is this going to be the last time I hear my son’s voice?” Bouie wondered.

    An ambulance rushed Couvson to the hospital. Surgeons amputated his left leg.

    “It makes me really angry because it’s still happening in that same area,” Bouie said.

    One month after Couvson’s crash on Arden Way east of Harvard Street, a man was killed in a crash on a nearby stretch of Arden Way.

    “Something needs to be done,” Bouie said.

    To find out what is being done, KCRA 3 Investigates went to the city of Sacramento’s Transportation Division.

    “We’re aware of the issues,” said Jennifer Donlon Wyant, Sacramento’s Transportation Planning Manager. “We applied for a grant about a year and a half ago to look at that corridor, and we were unsuccessful.”

    She explained Arden Way is on the city’s list of the top 10 most dangerous corridors. The areas were identified for improvements as part of Vision Zero.

    “Vision Zero’s philosophy is that crashes are not accidents because they’re preventable,” Donlon Wyant said.

    Therefore, in an effort to try to prevent them, the city adopted an action plan in 2018.

    A United flight bound for Rome landed in Sacramento to address a mechanical issue, the airline said. United Flight 507 took off from San Francisco just before 4:30 p.m. Tuesday, but landed at SMF around 5:49 p.m.United said the flight landed safely and they are working to rebook customers for Rome.     Widespread triple digits temperatures returned to the Valley Tuesday. Similar heat is in the forecast Wednesday and Thursday. In between the hot afternoons, many Valley spots will cool off nicely at night. Wednesday morning temperatures will start in the mid 60s. Thursday and Friday mornings will start slightly cooler. High temperatures will climb to around 101 to 104 degrees across the Valley Wednesday. Foothills communities will be in the upper 90s to around 100 degrees. The Sierra will be cool to start and then very warm in the afternoon with highs around lake Tahoe in the upper 80s. Thunderstorm activity is not expected for the next few days.

    A popular Sacramento restaurant is making changes to try and keep from closing down completely. Zelda’s Pizza in Midtown is temporarily closing their dining room and bar and transitioning to to-go service only. The family-owned restaurant has been a Sacramento mainstay for more than 45 years.In a Facebook post, the restaurant said they believe this is their best option.“We’re not closing. But we are at that place where we really might have to. So rather than sit on our hands, we’ve decided or felt maybe forced to try something instantly and make some changes, cut back on costs,” bartender Alanna Perry said. “We’re not just going to lock the doors without trying everything and certainly not lock the doors without telling people about our struggle.”Perry said their struggle comes from a combination of things. “Everything.     SACRAMENTO, Calif. —

    A popular Sacramento restaurant is making changes to try and keep from closing down completely.

    Zelda’s Pizza in Midtown is temporarily closing their dining room and bar and transitioning to to-go service only. The family-owned restaurant has been a Sacramento mainstay for more than 45 years.

    In a Facebook post, the restaurant said they believe this is their best option.

    “We’re not closing. But we are at that place where we really might have to. So rather than sit on our hands, we’ve decided or felt maybe forced to try something instantly and make some changes, cut back on costs,” bartender Alanna Perry said. “We’re not just going to lock the doors without trying everything and certainly not lock the doors without telling people about our struggle.”

    Perry said their struggle comes from a combination of things.

    Since becoming law in January, no Ebony Alerts have been issued in Sacramento County. However, there have been multiple missing person cases involving minorities. “We’ve been very fortunate that we have not had to issue one. We haven’t had any child rise to that level. There’s that level of scrutiny, because of the seriousness of the circumstances, and we hope to never have to issue one,” said Amar Gandhi, a spokesperson for the Sacramento County Sheriff’s Office.But community advocates say they’ve assisted multiple families of missing minorities within that same time frame.”That’s crazy. We’re talking about there’s a law in place that says this is for missing Black girls. You can argue with me about a runaway or whatever, but two and a half months, she’s missing,” said Berry Accius, community advocate and founder of The Voice of the Youth.For two months Accius has worked to get an Ebony Alert for 14-year-old Kamara Green, who has been missing since May 14. He said Green’s mother is frustrated and searching for answers.”Hoping her daughter’s safe every day and wishing that this was an Ebony Alert,” Accius said. “When I sent her the criteria, she almost broke down on the phone and said ‘This is the level of importance my baby is, some paperwork that tells me that she doesn’t meet the criteria’.”The author of the law, Sen. Steven Bradford, said the goal of Ebony Alerts is to bring missing Black kids back home.”The congressional Black caucus study, a two-year study that showed 53% of African-American kids were identified as juvenile prostitutes. And as we all know, kids cannot be prostitutes. This is a way of returning these kids home safely, as well as these young adults, and bringing attention when they do come up missing,” said Bradford. There’s a list of requirements for an Ebony Alert but according to Bradford, a person must only meet the age criteria and one other item on the list.1. The missing person is between 12 to 25 years of age.2. The missing person suffers from a mental or physical disability. 3. The person is missing under circumstances that indicate any of the following:(A) The missing person’s physical safety may be endangered.(B) The missing person may be subject to trafficking.4. The law enforcement agency determines that the person has gone missing under unexplained or suspicious circumstances.5. The law enforcement agency believes that the person is in danger because of age, health, mental or physical disability, or environment or weather conditions, that the person is in the company of a potentially dangerous person, or that there are other factors indicating that the person may be in peril.6. The investigating law enforcement agency has utilized available local resources.7. There is information available that, if disseminated to the public, could assist in the safe recovery of the missing person. That criteria determination is made by the person reporting them missing. Law enforcement then passes it on to the California Highway Patrol, which is required to issue that alert.”If the local agency who got their report was not forwarded on to the CHP and they clearly meet that criteria, we would definitely feel that is a breakdown in the system, and that’s not how it should be operated,” Bradford said.     VENTURA – California authorities have issued an Ebony Alert over a missing 12-year-old girl last seen early Tuesday morning.

    Tiana Carter was last seen in Ventura County around 3:30 a.m., according to California Highway Patrol.

    She could possibly be on her way to the Sacramento area.

    CHP says Carter was last seen wearing a black and orange shirt. She also wears glasses.

    Ebony Alerts started in California in 2024 thanks to a new law going into effect. An Ebony Alert can be sent out by law enforcement agencies to help try and find a Black person missing due to suspicious or unexplainable circumstances.

    Anyone who sees Carter or knows where she might be is urged to contact authorities.
