  • Draft Chinese AI Rules Outline ‘Core Socialist Values’ for AI Human Personality Simulators

    As first reported by Bloomberg, China’s Central Cyberspace Affairs Commission issued a document Saturday that outlines proposed rules for anthropomorphic AI systems. The proposal includes a solicitation of comments from the public by January 25, 2026.

    The rules are written in general terms, not legalese. They’re clearly meant to encompass chatbots, though that’s not a term the document uses, and the document also seems more expansive in its scope than just rules for chatbots. It covers behaviors and overall values for AI products that engage with people emotionally using simulations of human personalities delivered via “text, image, audio, or video.”

    The products in question should be aligned with “core socialist values,” the document says.

    Gizmodo translated the document to English with Google Gemini. Gemini and Bloomberg both translated the phrase “社会主义核心价值观” as “core socialist values.”

    Under these rules, such systems would have to clearly identify themselves as AI, and users must be able to delete their history. People’s data would not be used to train models without consent.

    The document proposes prohibiting AI personalities from:

    • Endangering national security, spreading rumors, and inciting what it calls “illegal religious activities.”
    • Spreading obscenity, violence, or crime
    • Producing libel and insults
    • False promises or material that damages relationships
    • Encouraging self harm and suicide
    • Emotional manipulation that convinces people to make bad decisions
    • And Soliciting sensitive information

    Providers would not be allowed to make intentionally addictive chatbots, or systems intended to replace human relationships. Elsewhere, the proposed rules say there must be a pop-up at the two hour mark reminding users to take a break in the event of marathon usage.

    These products also have to be designed to pick up on intense emotional states and hand the conversation over to a human if the user threatens self-harm or suicide.

    For a city that loves bars as much as Chicago, seeing more bars open is not only a sign of warmer weather, but also a sign of pandemic recovery. Bar La Rue, the new venue opening this week on the ground floor of the new 800 Fulton Market tower at the northwest corner of Halsted and Fulton, provides a shining example.

    The entrance lies west of the intersection at the corner of Green and Fulton, around the corner from DineAmic Hospitality Group’s French restaurant, which opened in March — La Serre. But Bar La Rue is a bit more casual. There are huge windows ideal for people watching as characters make their way up and down Fulton. The customer video displays blend into the aesthetic.

    But what sticks out in the decor, meant to evoke a French streetside bar are the flowers. So many faux flowers. They’re hanging from the ceiling. They’re on the wall. Chicago’s climate is far from tropical and flowers aren’t cheap, so it’s understandable. There is a newly planted real tree growing outside the door. Come wintertime, Bar La Rue’s colorful bouquets, real or not, may provide an escape from Chicago’s wintry mix. DineAmic founders David Rekhson and Lucas Stoioff say brunch will also eventually play a big part in the space’s plans.

    Bar La Rue occupies 3,000 square feet.

    Even more remarkable than the botany is another passion for Rekhson — fondue: “When is it not a good time to dip something in cheese?” he says.

    “In the last two years, he’s been very pumped about that,” Stoioff adds.

    Sharing cauldrons of hot and bubbly cheese was another pandemic no-no. DineAmic staffers and Stoioff know how worked up Rekhson can get, talking about how hard the culinary staff has worked on perfecting their cheese blend: “It’s got this perfect, you know, the perfect garlic kind of fragrance that first coats the bowl and a really nice blend of kind of gruyere and sharp cheddar,” Rekhson gushes. “It’s just… it’s creamy.”

    Fondue is a big deal.

    Patio pounders and classic riffs on French drinks make up the recipe.

    Beyond the fondue, Bar La Rue’s menu sports “bougie chicken tenders.” It comes with a creme fraiche ranch which melds Midwest and French sensibilities with a scoop of caviar. A server wearing white gloves will present the tenders to the table. A smash burger on brioche made with beef from Slagel Family Farms arrives in a bowl of melted cheese for dipping. There are also kale and apple salad with French feta and a champagne vinaigrette. Their version of a Caesar salad comes with British croutons.

    The cocktails are light, a blend of French classics and patio pounders with drinks like a French martini with fresh chamomile and blackberry and a rum punch. Visitors will find a DJ booth, a hallmark of DineAmic’s projects, hidden in plain sight. Late-night food service, perhaps until midnight — is upcoming. They’ll slowly extend hours depending on demand: “As the night goes on, you know being on a very busy corner, we’ll see this cocktail forward, heavy, indoor-outdoor bar space unfold,” Stoioff says.

    Bar La Rue, 820 W. Fulton Street, opening Thursday, April 18, hours are 11:30 a.m. to midnight on Monday through Thursday; 11:30 am. to 2 a.m. on Friday and Saturday; 5 p.m. on Sunday with weekend brunch coming soon at 11 a.m.

    DineAmic has worked for months on the perfect cheese blend for fondue.

    Not everything comes with melted cheese.

    (FOX40.COM) — Efforts to conserve water continue in Sacramento with new watering rules that will go into effect on March 1.

    Residents and businesses in the city of Sacramento are required to follow a seasonal schedule when watering areas using sprinklers, per city ordinance:

    Spring and summer schedule:

    •Customers with even-numbered addresses can water on Wednesday and Sunday.
    •Customers with odd-numbered addresses can water on Tuesday and Saturday. Watering must be done before 10 a.m. and/or after 7 p.m.
    •Watering is not allowed 48 hours after one-eighths inch of rain.

    The spring and summer water scheduling is effective from from March 1 to Oct. 31.

    Fall and winter schedule:

    •Watering is allowed one day per week, on Saturday or Sunday, at any time of day.
    •No weekday watering is permitted.

    The fall and winter water schedule is effective from Nov. 1 to Feb. 28, 2025.

    Exemptions:

    There are several exemptions to the city’s watering schedule:

    •Drip irrigation watering with a hose and spray nozzle.
    •Smart controllers that have been validated by city staff. 
    •Potted plants.
    •Edible gardens.
    •New landscaping, up to 30 days after installation.
    •When there are two or more consecutive days above 100 degrees.

    Doctor Who time traveled back to 2008 to save the show in 2023

    The hero of BBC’s long-running sci-fi series Doctor Who is, famously, not a real medical doctor, but they have been a bit ill. What should have been a promising changing of the guard in 2018 — with new showrunner Chris Chibnall and the first woman cast as The Doctor since the series’ 1963 debut — only served to accelerate a gradual downward slide that began in the latter half of previous showrunner Steven Moffat’s seven-year tenure.

    In response, the BBC has decided the cure to The Doctor’s ails lies with the man who revived the show from a 15-year coma in 2005: Russell T. Davies. And with his first episode, last weekend’s hour-long special “The Star Beast,” Davies has delivered the goods. “The Star Beast” isn’t quite the reboot Davies is here to deliver — that’ll come in 2024 when Ncuti Gatwa takes over as The Fifteenth Doctor. Instead, “The Star Beast” is meant as catnip for lapsed and disappointed fans that were introduced during Davies’ first Who revival. It’s a blatant nostalgia play that, hilariously, carries on as if nothing has happened since Davies left the show in 2008. And you know what? It kills.

    Loosely based on “Doctor Who and The Star Beast,” a comics serial by Pat Mills and Watchmen co-creator Dave Gibbons, the new special pulls triple duty: delivering a snappy, classic Doctor Who adventure, introducing an overarching mystery that will tie “The Star Beast” to two more specials coming in following weeks, and briefly introducing the Doctor to newcomers. It excels at its first two tasks, and stumbles pretty extravagantly at the third. Luckily, there’s so much charm here that “The Star Beast” never feels anything other than delightful, even at its clumsiest.

    That charm is essential, because Davies’ first Doctor Who episode in 15 years is lampshading what, in most circumstances, would read as desperation. The mystery at the center of “The Star Beast” and the specials that follow is why — and how — did The Thirteenth Doctor (Jodie Comer) regenerate back into the same body she had as the Tenth Doctor (fan-favorite David Tennant). For a show built around a time-traveling humanoid alien who never dies but instead “regenerates” into a new body with a new personality so the show can explain away recasting its lead, “continuity” has always been more a suggestion than a rule. But Davies bringing back Tennant as the newly-christened Fourteenth Doctor and also Catherine Tate as beloved companion Donna Noble is extravagantly cheeky, even for this show.

    What reunites them is the eponymous Star Beast, a giant Furby-lookin’ guy called The Meep, who crashes on Earth and befriends Donna’s daughter, Rose. The Meep is being hunted by insectoid soldiers who look like Power Rangers villains, catching Donna and her family in the crossfire and bringing The Doctor back into their lives again.

    It’s all very silly, and an astonishing display from two actors who do not seem to have missed a beat since they last played these roles in 2008. Even with its messy exposition and open, lavish courtship of fans that grew to love the show during the first Davies era, “The Star Beast” is a good reminder that Donna and The Tenth Doctor were popular for a very good reason. Doctor Who has never had the biggest budget or the slickest sensibilities; it was and remains a childrens’ show that fans happily carried into adulthood. The most beloved of Doctors — Tom Baker, Matt Smith, David Tennant, and a few wild card picks — made this text, imbuing the character with a childlike whimsy, playing a very old man who never stopped believing there was magic to be found in the universe.

    David Tennant is still remarkably good at this, and “The Star Beast” makes as good a case for The Doctor as any. He’s endlessly curious, always a little odd, and trusts that kindness and intelligence will win the day over violent antagonists. Tennant’s Doctor is not afraid to treat every square inch of ground as a stage from which he will play to the back of the room. There is no line too silly for him to bellow with conviction. There is no creature too strange for him to care about.

    “The Star Beast” takes a little bit longer to recapture what makes Donna Noble such a great presence, but when she finally gets going, Catherine Tate is a force of nature: Never that impressed with The Doctor, happy to argue with him even with armageddon on the line, and fully capable of steamrolling anyone who looks askance at her or her loved ones.

    It is hard not to love these two characters, to not want to travel all of time and space with them again. In a way we have, from 2008 to 2023, in a transition so seamless it’s shocking. Perhaps this shouldn’t be such a surprise. When Doctor Who is at its best, it’s like The Doctor has always been there: an old imaginary friend that still charms you as an adult. The earnest wonder and curiosity the character represents never really gets old. This is why the show endures: You don’t need a season of Doctor Who to be won over, you just need a moment. Those moments can come at any time, during runs both maligned and excellent. The Tenth Doctor and Donna Noble were incredibly good at making those moments in their time together. Here’s to a few more, before it’s someone else’s turn.

    The state published new draft rules for the voter-mandated marijuana social equity program last week that expand eligibility requirements for Arizona’s remaining 26 dispensary licenses.

    Representatives of a coalition of several pro-cannabis groups trying to influence the state’s creation of the program say they like this version better than the first, but that it still contains the potentially fatal flaw of allowing people who obtain the licenses to immediately sell them. The licenses are worth millions apiece.

    Despite the many changes in the latest draft, the coalition is sticking with its previous assessment that the program, which aims to set aside licenses for communities that have been disproportionately impacted by the War on Drugs, is “designed to fail,” said Julie Gunnigle, director of politics for the National Organization for the Reform of Marijuana Laws of Arizona.

    “We’re creating extremely lucrative lottery tickets,” she said. “The number of folks who win the lottery and sell immediately is going to be astronomical.”

    (Applicants will need to cough up a nonrefundable $5,000 to enter the contest, which will take place in mid-December. No lottery will occur if there are fewer than 26 applicants for the 26 available social equity dispensary licenses. But Gunnigle said that with each license worth an estimated $7-10 million or more on the open market, the number of applicants expected is “well into the thousands.”)

    SPRINGFIELD, Mo. — Springfield police have long viewed marijuana differently from other drugs, but have adapted even more this year.

    Amendment 3 made recreational marijuana legal in Missouri. But there are still rules.

    “You cannot drive while under the influence of marijuana,” said Police Chief Paul Williams.

    So far this year, Williams said SPD has arrested four people for marijuana-related crimes.

    “Three for people driving under the influence of marijuana and then one person under the age of 21,” said Williams. 

    Officers will not go after individuals who are using marijuana in compliance with state law, but they will continue to enforce marijuana laws, Williams said, especially on the roadways.
