    Tom Suozzi’s victory in yesterday’s special House election on Long Island brings Democrats one seat closer to recapturing the majority they lost two years ago. But in the run-up to Election Day, party leaders were leery about making too much of the closely watched contest—win or lose.

But Republicans have bucked that trend on Long Island, capturing virtually all of the area’s congressional seats and local offices since 2020. Central to that comeback has been the resurgence of the Nassau County GOP, which for decades was known as one of the nation’s most formidable political machines. “We took the wind out of their sails for years,” Suozzi told me when I interviewed him recently, “but they’re back to being the strongest Republican machine in New York State.”

    Suozzi has been a fixture in the district for the past three decades. A former Nassau county executive, he held the House seat for three terms before giving it up to mount an unsuccessful bid for governor in 2022. Then came Santos. In Pilip, Republicans picked as their nominee a little-known county legislator who ran a cautious campaign aimed at minimizing mistakes that could cost her votes. She agreed to just one debate a few days before the election, and when the Nassau County Republicans held their biggest rally of the campaign in late January, they scheduled it for a Saturday, when Pilip, who observes the Jewish Sabbath, could not attend.

    Suozzi made himself far more accessible both to reporters and to voters, and he tried to define Pilip from the outset of the race as an extremist who would vote for a national abortion ban. With help from national Democratic campaign committees, Suozzi ran a huge number of negative ads about Pilip. The bombardment demonstrated that he wasn’t taking the race for granted. But it also carried the risk of giving Pilip visibility she wasn’t earning for herself. “She was basically unknown outside of Great Neck, which is a small area,” former Representative Peter King, a Republican who backed Pilip, told me. “Yet he was putting her picture up all over, and her name, And it’s an unusual name, so you remember.”

    The strategy reflected Suozzi’s belief that regaining the seat would be tougher than most political observers assumed. Sure, Biden had carried the district easily in 2020 and voters likely regretted electing a GOP con artist two years later. But Democrats discovered last fall that Santos’s election did not seem to hurt other Republican candidates in local races on Long Island. And they knew that tying Pilip to Donald Trump, who remains popular in many parts of Long Island, would not be a sufficient tactic.

    In the final weeks Suozzi leaned into his record as a bipartisan dealmaker, distancing himself from Biden while touting his work in helping found the Problem Solvers Caucus in the House. Polls had given him a slim but not insurmountable lead. By the time the race was called last night, Suozzi’s initial reaction was simply relief. “Thank God,” he said with a long exhale as he addressed his supporters. Suozzi was speaking for himself after a campaign filled with bitter attacks, but he might as well have been speaking for his party, too.

    Political partisans are always dreaming of final victories. Each election raises the hope of realignment—a convergence of issues and demographics and personalities that will deliver a lock on power to one side or the other. In my lifetime, at least five “permanent” majorities have come and gone. President Lyndon B. Johnson’s landslide triumph over Barry Goldwater in 1964 seemed to ratify the postwar liberal consensus and doom the Republican Party to irrelevance—until, four years later, Richard Nixon’s narrow win augured an “emerging Republican majority” (the title of a book by his adviser Kevin Phillips) based in the white, suburban Sun Belt. In 1976, Jimmy Carter heralded a winning interracial politics called “the Carter coalition,” which proved even shorter-lived than his presidency. With Ronald Reagan, the conservative ascendancy really did seem perpetual. After the Republican victory in the 2002 midterm elections, George W. Bush’s operative Karl Rove floated the idea of a majority lasting a generation or two.

    But around the same time, the writers John B. Judis and Ruy Teixeira published The Emerging Democratic Majority, which predicted a decades-long advantage for the party of educated professionals, single women, younger voters, and the coming minority majority. The embodiment of their thesis soon appeared in Barack Obama—only to be followed by Donald Trump and the revenge of the white working class, a large plurality that has refused to fade away.

    Recent American history has been hard on would-be realigners. The two parties are playing one of the longest deuce games since the founding. Even with the structural distortion of the Senate and the Electoral College favoring Republicans, the American people remain closely divided. The Democratic presidential candidate has won seven of the last eight popular votes, while the national vote for the House of Representatives keeps swinging back and forth between the parties. Stymied by a sense of stalemate, both now indulge in a form of magical thinking.

    Neither side believes in the legitimacy of the other; each assumes that the voters agree and will soon sweep it into power. So the result of every election comes as a shock to the loser, who settles on explanations that have nothing to do with the popular will: foreign interference, fraudulent ballots, viral disinformation, a widespread conspiracy to cheat. The Republican Party tries to hold on to power by antidemocratic means: the Electoral College, the filibuster, grotesquely gerrymandered legislatures, even violence. The Democratic Party pursues a majority by demography, targeting an array of identity groups and assuming that their positions on issues will be predictably monolithic. The latter is a mistake; the former is a threat to democracy. Both are ways to escape the long, hard grind of organized persuasion that is politics.

    Two other jarring features define our age of deadlock. One is a radical shift in the two parties’ center of gravity. The signature of elections today is the class divide called education polarization: In 2020, Joe Biden won by claiming a majority of college-educated white voters, the backbone of the old Republican Party. Trump, with a lock on the white working class, lost despite making gains among nonwhite, non-college-educated voters, yesterday’s most reliable Democrats. Meanwhile, on the political stage, cultural and social issues have eclipsed economic issues—even as every facet of American life, whether income or mortality rates, grows less equal and more divided by class.

    These two trends are obviously related, and they have a history. From the late 1970s until very recently, the brains and dollars behind both parties supported versions of neoliberal economics: one hard-edged and friendly to old-line corporate interests such as the oil industry, the other gentler and oriented toward the financial and technology sectors. This consensus left the battleground open to cultural warfare. The educated professionals who dominate the country’s progressive party have long cared less about unions, wages, and monopoly power than about race, gender, and the environment. In the summer of 2020, millions of young people did not come out of isolation to protest the plight of meatpackers laboring in COVID-ridden processing plants. They were outraged by a police killing, and they called for a “racial reckoning”—a revolution in consciousness that ended up having little effect on the lives of the poor and oppressed.

    For their part, Republicans have spoken the traditionalist language of the working class ever since Nixon’s “silent majority”; Trump dropped the mantra of low taxes and deregulation that used to excite the party when it was more upscale, and directed his message to a base that votes on issues such as crime, immigration, and what it means to be an American. More recently, Republican candidates have turned to anti-“woke” rhetoric. In losing its voice as the champion of workers, the Democratic Party lost many of the workers themselves, and during the past half century, the two parties have nearly switched electorates.

    This remapping helps explain the outpouring of new books that pay political attention to those overlooked Americans of all races who lack a college degree, many employed in jobs that pay by the hour—factory workers, home health aides, delivery drivers, preschool teachers, hairdressers, restaurant servers, farm laborers, cashiers. During the pandemic, they were called “essential workers.” Now they’ve been discovered to hold the key to power, giving rise to yet another round of partisan dreaming of realignment, this time hinging on the working class. But these Americans won’t benefit from their new status as essential voters until the parties spend less effort coming up with what they think the working class wants to hear, and more effort actually delivering what it wants and needs.

    The economic decline and political migration of the American working class receive the most compelling treatment in Ours Was the Shining Future: The Story of the American Dream, by the New York Times writer David Leonhardt. He describes the rise and fall, from the New Deal to the present, of what he calls “democratic capitalism”—not a neutral phrase, but a positive term for a mixed economy that benefits the many, not just the few. By now, the story of growing inequality and declining mobility is familiar from the work of Thomas Piketty, Gary Gerstle, Raj Chetty, and other scholars. Leonhardt has a gift for synthesizing complex trends and data in straightforward language and persuasive arguments whose rationality doesn’t fully mute an undertone of indignation. He appreciates the power of stories and weaves obscure but telling events and people into his larger narrative: a 1934 strike in the Minneapolis coal yards that showed the political potential of worker solidarity; the mid-century businessman Paul Hoffman, who argued to members of his own class that they would benefit from a prosperous working class; the pioneering computer programmer and Navy officer Grace Hopper, who saw the economic benefits of military spending on technological research.

    An economy that gives most people the chance for a decent life doesn’t arise by accident or through impersonal forces. It has to be created, and Leonhardt identifies three agents: political action, such as union organizing, that gives power to the have-nots; a civic ethos that restrains the greed of the haves; and public spending on people, infrastructure, and ideas—“a form of short-term sacrifice, an optimistic bet on what the future can bring.”

    All three—power, culture, and investment—combined in the postwar decades to transform the American working class into the largest and richest middle class in history. Black Americans, even while enduring official discrimination and racist violence, closed the gap in pay and life expectancy with white Americans—progress, Leonhardt writes, that “reflected class-based changes more than explicitly race-based changes.” In other words, the right of workers to form unions, an increased and expanded federal minimum wage, and a steeply progressive tax code that funded good schools all reduced racial inequality by reducing economic inequality. But after the 1960s, the economy’s growth slowed, and the balance of power among the classes grew lopsided. American life became stratified. Wealth flowed upward to the few, unions withered, and public goods such as schools starved. In their rush to cash in, elites knocked over taboos that had once restrained the worst extremes of greed. Metropoles prospered and industrial regions decayed. Despite the end of Jim Crow and the growth of a Black professional class, the gap between Black and white Americans began to widen again as the country’s top 10 percent pulled away from the rest.

    This economic analysis comes with a political argument that will not be welcomed by many progressives. Leonhardt places blame for the decline of the American dream where it belongs: on free-market intellectuals, right-wing politicians, corporate money. But he also points to the shortsighted complacency of union leaders, and, even more, the changing values and interests of well-educated, comfortable Democrats. Beginning in the early ’70s, they dropped concern about bread-and-butter issues for more compelling causes: the environment, peace, consumer protection, abortion, identity-group rights. The labor movement lost interest in social justice, and progressive politicians lost interest in the working class. Neither George Meany nor George McGovern sang from the New Deal songbook. After the ’60s, “the country no longer had a mass movement centered on lifting most Americans’ living standards.”

    Why did the white working class abandon the party that had been its champion? “In the standard progressive telling,” Leonhardt writes, “the explanation for this political shift is race.” Race had a lot to do with it, and Leonhardt affirms that Democrats’ embrace of the Black freedom movement in the ’60s, followed by white backlash (exploited by Republicans with their “southern strategy”) and persistent racism, is a major cause. But the progressive telling falls short on three counts. It’s morally self-flattering and self-exonerating; it’s politically self-defeating (accusing voters of racism, even if deserved, is not the way to convince them of anything); and it fails to explain too many recent political trends. For example, nearly all-white West Virginia remained mostly Democratic decades after the passage of the Civil Rights Act and only turned indelibly red in 2000. According to one estimate, almost a quarter of the working-class white voters who gave Trump the presidency in 2016 had voted for a Black president only a few years earlier. The stark polarization of the current college-educated and non-college-educated white electorate shows the key role of class. And what are we to make of an openly bigoted president running for a second term and increasing his share of the Black and Latino vote?

    Leonhardt’s subtler account is rooted in the working class’s growing cultural and economic alienation from a Democratic Party ever more dominated by elites and activists, and out of touch on the issues that hurt less affluent Americans most, especially crime, trade, and immigration. The financial crisis of 2008 was a pivotal event, leaving large numbers of Americans with the sense that the country’s upper classes were playing a dirty game at the expense of the rest.

    That fall, I reported on the presidential campaign in a dying coal town in Appalachian Ohio. To my surprise, its white residents were giving Obama a close hearing, and he ended up doing better in the region than John Kerry had. But at a local party gathering, an older white man told me that neither party had done anything to reverse the decline of his town, and that he would no longer vote Democratic, for one reason: illegal immigration. I listened politely and discounted his grievance—I didn’t see any undocumented immigrants in Glouster, Ohio. Why did he care so much?

    Leonhardt provides an answer. In a comprehensive analysis, he shows that the 1965 Immigration and Nationality Act, which liberal politicians sold as nondiscriminatory but still restrictive, opened the gates to mass immigration. The result put downward pressure on wages at the lower end of the economy. Again, racial resentment partly explains hostility to large-scale immigration, but Leonhardt shows that rapid demographic change can erode the social bonds that make collective efforts for greater equality possible: “Low immigration numbers in the mid-1900s improved the lives of recent immigrants by fostering a stronger safety net for everybody.” As Democrats were reminded in 2022’s midterms, immigration is less popular among working-class Americans of all races than among college graduates. The mayor of my very progressive city, a son of the Black working class, recently sounded like that working-class white ex-Democrat in Ohio when he warned that the arrival of more than 100,000 migrants “will destroy New York.”

    These positions reflect class differences in approaches to morality. Drawing on social-science research, Leonhardt distinguishes between “universal” values such as fairness and compassion, which matter more among educated professionals, and “communal” values such as order, tradition, and loyalty, which count more lower down the class ladder. It shouldn’t be surprising that working-class Americans of color sympathize with migrants but don’t necessarily want an open border, that they fear crime at least as much as police misconduct. But their views confound progressives, who see these issues through the almost metaphysical lens of group identity—the belief that we think inside lines of race, gender, and sexuality, that these accidental and immutable traits dictate our politics.

    This worldview provided a sense of meaning to a generation that came of age after 2008, amid upheaval and disillusionment. Because the new progressivism flourished among younger, educated Americans who lived online, its cultural reach was disproportionate, making rapid inroads in universities, schools, media, the arts, philanthropy. But its believers badly overplayed their hand, giving Republicans easy wins and driving away ordinary Democrats. Americans remain a wildly diverse, individualistic, aspirational people, with rising rates of mixed marriage, residential integration, and immigration from all over the world. Any rigid politics of identity—whether the left’s obsession with “marginalized communities,” or its sinister opposite in the reactionary paranoia of “white replacement theory”—is bound to shatter against the realities of American life.

    Identity politics has been a feverish interlude following the demise of the neoliberal consensus that prevailed from Reagan to Obama. What will take its place? Leonhardt hopes for a Democratic Party that learns how not to alienate the nearly two-thirds of Americans without a college degree. He believes that education can be a force for upward mobility, but that the current version of meritocracy—built-in advantage at the top, underfunding below—has created a highly educated aristocracy. He advises a renewed emphasis on economic populism, a hard line on equal rights for all but reasonable compromise on other controversial social issues, and a general attitude of respect. His hero is the martyred Robert F. Kennedy, whose 1968 presidential campaign was the last to unite working-class Americans of all colors.

    A version of the same argument, with less historical depth and feeling but more charts and polemics, can be found in John B. Judis and Ruy Teixeira’s Where Have All the Democrats Gone? The Soul of the Party in the Age of Extremes. Judis and Teixeira have been explaining their earlier book’s thesis for two decades even as the majority of its title kept failing to emerge. Now they diagnose their error: “What began happening in the last decade is a defection, pure and simple, of working-class voters. That’s something that we really didn’t anticipate.” Like Leonhardt, they call on Democrats to embrace New Deal–style “economic liberalism” (but not Green New Deal–style socialism) and to reject “today’s post-sixties version of social liberalism, which is tantamount to cultural radicalism.” In a series of scathing chapters, Judis and Teixeira show how far left the Democrats’ “shadow party” of activists, donors, and journalists has moved in the past 20 years on immigration, race, gender, and climate.

    The authors want a return to the party’s cultural centrism of the ’90s. Instead of decriminalizing the border, which most 2020 Democratic presidential candidates advocated, they call for tighter border security, enforcement of laws that prohibit hiring undocumented immigrants, and a way for those already here to become citizens. They show that middle-ground policies like these and others—the pursuit of racial equality that focuses on expanding opportunity for individuals, not equity of group outcomes; support for equal rights for trans Americans without insisting on a gender ideology that denies biological sex—remain majority views, including among nonwhite Americans. Judis and Teixeira are less persuasive on climate change: Although their gradualism might be politically helpful to Democrats, the country and the planet will be at the mercy of extreme weather that’s indifferent to such messaging.

    Joshua Green’s fast-paced, sober, yet hopeful The Rebels: Elizabeth Warren, Bernie Sanders, Alexandria Ocasio-Cortez, and the Struggle for a New American Politics argues that a Democratic renewal is already under way. Like Leonhardt, Judis, and Teixeira, Green traces the Democrats’ estrangement from working Americans back to the ’70s; he begins his story with a moment in 1978, when Jimmy Carter abandoned unions for Wall Street. The narrative reaches a climax in 2008, when the financial crisis destroyed home values and retirement savings while taxpayer dollars rescued the banks that had triggered it, convincing large numbers of Americans that the system was rigged by financiers and politicians. Because of policy choices by the Obama administration—Democrats’ last spasm of neoliberalism—much of the blame fell on the former party of the common people.

    Yet out of the wreckage rose a new group of Democratic stars who sounded like their New Deal predecessors, many of whom were every bit as radical. Taking aim at corporate elites, Green’s protagonists want to increase economic equality through worker power and state intervention. Though Sanders and Warren failed as presidential candidates, Green argues that their populism transformed the party, including the formerly moderate Joe Biden, who has pushed a remarkably ambitious legislative agenda with working-class interests at its center.

    Green is a first-rate journalist, but his book suffers from a blind spot: It ignores the role of culture in the party’s struggles with the working class. His analysis omits half the story until the 2016 election, when, he acknowledges, Trump “reshuffled Democratic priorities. As he moved cultural issues to the center of national political conflict, race, gender, and immigration eclipsed populist economics as the focus of the liberal insurgency.” In the face of Trump’s bigotry, Democrats felt compelled to adopt the “maximalist” positions of activists, assuming that these would align the party with “the groups on the receiving end of Trump’s ugliest barbs,” such as Latino immigrants. Instead, the party’s working-class losses began to extend beyond white voters. Green’s answer is to double down on economic populism: “Rather than fear the Republicans’ culture wars—or respond to them by racializing policies that benefit everyone—Democrats should take the opportunity to reestablish the party as serving the interests of working people of every race and ethnicity.”

    None of these books offers a shortcut to a new Democratic majority. The erosion of working-class support is too old and too severe to be easily reversed. In fact, it’s the Republican pollster Patrick Ruffini, in Party of the People: Inside the Multiracial Populist Coalition Remaking the GOP, who imagines a coming realignment—for Republicans. Ruffini can’t resist making the case that, in addition to transforming the party, this coalition could become the next permanent majority. To do so, he breezes through some of the same history, and reaches a similar conclusion: Democrats have fallen into a “cosmopolitan trap,” losing their hold on a key constituency in the process.

    Ruffini’s most original contribution is to apply close statistical analysis to the past few election cycles as he builds his case for a Republican multiracial coalition. He supplies strong evidence of the moderate social views of most Black, Latino, and Asian American voters. On that basis, Ruffini doesn’t think Democrats can win back their lost supporters just by changing the subject to class. “Democrats may calculate that, simply by focusing on economic issues, they can keep cultural issues from eating into their base,” but they’re wrong, he writes. “When voters’ economic views and social views are in conflict, one’s social stances more often drive voting behavior … Cultural divides are what voters vote on even if politicians don’t talk about them.” Ruffini offers no data to support this conclusion, but it underpins his counsel for a politician like Biden. Never mind his legislative accomplishments that benefit the working class; what he really needs, Ruffini advises in political-operative mode, is a “hard pivot against the cultural left”—he seems to have in mind a Sister Souljah moment—to neutralize Republican attacks.

    Though Ruffini doesn’t spend much time on economic policy, it’s worth noting that a few high-profile Republicans have recently discovered that monopolistic corporations can be oppressors, that capitalism tears communities apart. Senators Josh Hawley of Missouri and Marco Rubio of Florida, as well as other politicians, limit this insight to their partisan enemies in Silicon Valley, but a few conservative writers, such as Sohrab Ahmari, the author of Tyranny, Inc.: How Private Power Crushed American Liberty—And What to Do About It, are open to ideas of social democracy. This internal party battle between the old libertarians and the new egalitarians doesn’t seem to interest Ruffini; oddly, given his populist ambitions, he remains unmoved by the anti-corporate critique. Nor does he have much to say about the Republican Party’s descent with Trump into authoritarian nihilism.

    Ruffini’s formative years as a professional Republican came during the George W. Bush presidency, and his thinking hasn’t kept up with the America of fentanyl and Matt Gaetz. The populist future of Ruffini’s desires is a wholesome mixture of culturally conservative, “pro-capitalist” families and low taxes. His “commonsense majority” would combine white people who didn’t graduate from college and nonwhite people of all classes, because “the education divide makes a much bigger difference in the attitudes of whites than it does among nonwhites.” It sounds like a twist on the Judis-Teixeira emerging majority of two decades ago. Demography as destiny seduces realigners on both sides.

    Ruffini recognizes that Republicans are a long way from attracting enough nonwhite voters to achieve his majority. But, he argues, if the party battles job discrimination based on a college degree, makes voting Republican socially acceptable among Black Americans, and apologizes for the southern strategy, his goal could be realized by 2036. By then, the Democratic Party would presumably be a pious rump of overeducated white people demanding open borders and anti-racist math.

    These writers are all trying to solve a puzzle: One party supports unions, the child tax credit, and some form of universal health care, while the other party does everything in its power to defeat them. One president passed major legislation to renew manufacturing and rebuild infrastructure, while his predecessor cut taxes on the rich and corporations. Yet polls since 2016 have shown Republicans closing the gap with Democrats on which party is perceived to care more about poor Americans, middle-class Americans, and “people like me.” During these years, the energy on the left has been fueled by an identity politics that resisted Trump and became the orthodoxy of educated progressives, with its own daunting lexicon. Many Democrats fell silent, out of fear or shame or confusion.

    Now, encouraged perhaps by the excesses and failures of a professional-class social-justice movement, and by the relative success of Biden’s pro-worker agenda, they seem to be finding their voice. Judis and Teixeira cite polling data from Wisconsin and Massachusetts as evidence that Americans are less divided on cultural issues than activists on both sides, who benefit by stoking division, would like: “If you look at the country’s voters, and put aside the culture wars, what you find are genuine differences between the parties’ voters over economic issues.” The real disagreements have to do with taxation, regulation, health care, and the larger problem of inequality. Democrats’ way forward seems obvious: emphasize differences on economics by turning left; mute differences on culture by tacking to the middle. If the party can free itself from the moneyed interests of Wall Street and Silicon Valley, and the cultural radicalism of campus and social media, it might start to win in red states.

    I want Leonhardt, Judis, Teixeira, and Green to be right. Having long held the same views, I’m an ideal audience for these books and other new ones making related arguments, such as Yascha Mounk’s The Identity Trap: A Story of Ideas and Power in Our Time, Susan Neiman’s Left Is Not Woke, and Fredrik deBoer’s How Elites Ate the Social Justice Movement. Yet the solutions that some of them propose for the Democrats’ working-class problem leave me with a worrying skepticism. In an age of shredded social bonds and deep distrust of institutions, especially the federal government, we can’t go back to New Deal economics. If Ruffini is right, the culture wars aren’t easily put aside. “Guns and religion,” in Obama’s unfortunate phrase, are genuinely held values, not just proxies for economic grievance; conservative politicians manipulate them, but they aren’t inauthentic. Race and gender are more important categories than class for millions of Americans, especially younger ones. Illegal immigration legitimately vexes citizens living precarious lives. Social issues aren’t manufactured by power-hungry politicians to divide the masses. They matter—that’s why they’re so polarizing.

    The working class is immense, varied, and not all that amenable to being led. It’s more atomized, more independent-minded, more conspiracy-minded and cynical than it was a couple of generations ago. Although unions are gaining popularity and energy, only a tenth of workers belong to one. Abandoned to an unfair economy while the rich freely break the rules, bombarded with images of fame and wealth, awash in drugs, working-class Americans are less likely to identify with underdogs like Rocky and Norma Rae or the defeated heroes of Springsteen songs than to admire celebrities who pursue power for its own sake—none more so than Trump.

    The argument over which matters more, economics or culture, may obsess the political class, but Americans living paycheck to paycheck, ill-served by decades of financial neglect and polarizing culture wars, can’t easily separate the two. All of it—wages, migrants, police, guns, classrooms, trade, the price of gas, the meaning of the flag—can be a source of chaos or of dignity. The real question is this: Can our politics, in its current state, deliver hard-pressed Americans greater stability and independence, or will it only inflict more disruption and pain? The working class isn’t a puzzle whose solution comes with a prize—it isn’t a means to the end of realignment and long-term power. It is a constituency comprising half the country, whose thriving is necessary for the good of the whole.

    Few Americans are shedding tears for Kevin McCarthy. The former House speaker engendered little public sympathy as he tried, and ultimately failed, to wrangle a narrow and fractured Republican majority into a functioning governing body. His ouster on Tuesday has, in the short term, paralyzed Congress and increased the likelihood of a prolonged government shutdown in the coming weeks.

    Republicans are only now beginning to contemplate the significant political ramifications of tossing McCarthy. Retaining their narrow majority in the House next year was already going to be a challenge. But the GOP will now have to defend its four-seat advantage without a leader who, for all of McCarthy’s political shortcomings, was widely recognized as its best fundraiser, candidate recruiter, and campaign strategist. “They just took out our best player,” a rueful Representative Tom Cole of Oklahoma told me on Thursday, referring to the eight renegade Republicans who voted to remove McCarthy.

    Cole, the chair of the Rules Committee and a 22-year veteran of the House, was a McCarthy loyalist to the end. He could become his successor if neither of the declared GOP candidates, Majority Leader Steve Scalise and Representative Jim Jordan, the Judiciary Committee chair, are able to secure the votes needed to become speaker. Cole has declined offers to run for the job himself—he told me the chances that the gavel lands in his hands are “very low, and if I have anything to say about it, zero”—but as someone with good relationships across the party, he’s seen as a solid backup.

    For now, Cole is, like other McCarthy allies, still seething at the unprecedented vote to overthrow the speaker and is backing efforts to change the House rules so that whoever replaces McCarthy does not face the same ever-present threat. “We put sharp knives in the hands of children, and they used them,” Cole said.

    In an hour-long phone interview, he told me that the hard-liners’ revolt against McCarthy could “very easily” cost the GOP its majority next year. “I think these guys materially hurt our chances to hold the majority,” Cole said. “That’s just the reality.”

    McCarthy is neither a policy wonk nor a brilliant legislator. But his strengths  were underappreciated, Cole said. Committees he controlled raised more than half a billion dollars for the House Republican majority in recent years. McCarthy has also played a leading role in persuading promising Republicans to run for pivotal House seats. “This guy was by far the best political speaker that I’ve seen,” he told me. (Democrats and more than a few Republicans would dispute that assertion, pointing to the fact that Republicans won a much slimmer majority under McCarthy’s leadership in 2022 than they were expected to.)

    “This is going to cost us candidates,” Cole said, and “God knows how much money.” The spectacle of an internal leadership war bringing the House to a halt also undercuts the GOP’s credibility as a governing party, he lamented. “They just messed up the House. They had no exit plan, no alternative strategy, no alternative candidate.”

    Both Jordan and Scalise are more conservative than McCarthy, as is a third potential candidate, Representative Kevin Hern of Oklahoma, who heads the Republican Study Committee, the GOP’s largest bloc of conservative members. None of them, however, can match McCarthy’s fundraising prowess. Cole told me he’s “leaning pretty strongly” toward Scalise, the second-ranking House Republican. Donald Trump has endorsed Jordan, but Scalise is nevertheless considered the favorite to win the party’s nomination for speaker in a secret ballot based on his years in the leadership and because he’s more palatable to Republicans in swing districts. The internal vote, expected next week, will test how much sway the former president has in a leadership battle that typically plays out more in private than in public. (GOP lawmakers reportedly recoiled at plans for Fox News to host a televised debate between the candidates, who normally make their pitches behind closed doors.)

    Scalise is well-liked within his party, but he’s undergoing treatment for blood cancer, which Cole acknowledged was a concern for some Republicans. “People are worried,” he said. “They’re worried that we’re going to put him in a job where he hurts himself.” In 2017, Scalise underwent several months of rehab after being shot by a would-be assassin targeting Republican lawmakers at a baseball practice.

    Jordan is by far the more bombastic of the two. A former college-wrestling champion, he helped found the House Freedom Caucus and made his name as a conservative foe of former Speaker (and fellow Ohioan) John Boehner. Jordan’s antagonism toward the leadership alienated many rank-and-file Republicans then, but he struck something of a truce with McCarthy, his onetime rival. McCarthy didn’t stand in the way of Jordan’s promotion to become the top Republican on first the House Oversight Committee and then on the Judiciary Committee, a perch from which he’s launched aggressive investigations into President Joe Biden and his son Hunter. Jordan returned the favor by backing McCarthy’s bid to become speaker, sticking by him during all 15 rounds of voting in January and during this week’s revolt.

    Scalise would likely have an easier time than Jordan winning the 218 Republican votes needed to secure the speakership in the public House floor vote. Representative Matt Gaetz of Florida, who led the effort to topple McCarthy, has said he would support either candidate. Jordan’s close ties to Trump and his disdain for bipartisan compromise could make him a problem for politically vulnerable Republicans, particularly those from New York and California who represent districts that Biden carried in 2020. His nomination would also likely revive questions about his handling of allegations of sexual misconduct against a wrestling-team physician at the Ohio State University when Jordan served as a coach. Jordan has denied wrongdoing, but former student athletes have said he knew about the physician’s abuse and failed to report it.

    The scandal could haunt Republicans come election time if Jordan is the speaker, but the issue animating the leadership race is whether to, as Cole put it, “take away the knives” and restrict the procedural tool, known as the “motion to vacate,” that Gaetz used to remove McCarthy. “We’ve driven out three speakers now with this weapon,” Cole said. Boehner resigned in 2015 after it became clear that he might lose the speakership in a floor vote, and his successor, Paul Ryan, was under increasing pressure from his right flank when he chose to retire three years later.

    The Main Street Caucus, a coalition of more pragmatic and ideologically flexible Republicans, is pushing to change the rules, and a few members have said they’ll only support a candidate who promises to do so. Currently, any single lawmaker can force a vote on a motion to vacate. To raise that threshold, Republicans might need votes from Democrats, who refused to help rescue McCarthy. “I think it would get a lot of Democratic support,” Cole said. “We’d have to endure another hour of ‘I told you so.’ That’s fair enough.” Though he was critical of Democrats for voting to remove McCarthy, he said he understood why they did. “If we had the opportunity to take out [Nancy] Pelosi,” Cole said, “we probably would have done the same thing.”

    He recounted a conversation with a long-serving House Democrat, Representative Bill Pascrell of New Jersey, who alluded to worries that dissident Democrats could use the same tactic to oust a future speaker in their party. “We have our nuts too,” Cole recalled him whispering in an elevator. (Pascrell did not respond to a request for comment.)

    The outcome of the rules debate could determine when Republicans are able to elect a speaker, reopen the House, and repair the harm they’ve done to their chances in next year’s elections. For his part, Cole is hoping that whoever they choose can quickly win a majority in a floor vote next week. And if they don’t? “Then,” he said, “it’s really a chaotic situation.”

    “I made history, didn’t I?” Kevin McCarthy was saying Tuesday night, a few hours after he in fact did, by becoming the first speaker of the House to ever be ousted from the job. History comes at you fast—and then it hurtles on. By yesterday morning, the race to replace him was fully in motion, even as the wooden Speaker of the House Kevin McCarthy sign still hung outside his old office.

    Washington loves a death watch, which is what McCarthy’s speakership provided from its first wee hours. He always had a strong short-timer aura about him. The gavel looked like a toy hammer in McCarthy’s hands, the way he held it up to show all of his friends when he was elected. He essentially gave his tormentors the weapon of his own demise: the ability of a single member of his conference to execute a “motion to vacate” at any time. Tuesday, as it turned out, is when the hammer fell: day 269 of Kevin held hostage.

    McCarthy tried to put on a brave face during Tuesday’s roll call. But he mostly looked dazed as the bad votes came in, sitting cross-legged and staring at the ground through the back-and-forth of floor speeches, some in support, some in derision.

    “This Republican majority has exceeded all expectations,” asserted Elise Stefanik of New York, cueing up an easy rejoinder from McCarthy’s chief scourge, Matt Gaetz of Florida: “If this House of Representatives has exceeded all expectations, then we definitely need higher expectations!”

    Garret Graves of Louisiana hailed McCarthy as “the greatest speaker in modern history,” which brought an immediate hail of laughter from the minority side. Otherwise, Democrats were content to say little and follow the James Carville credo of “When your opponent is drowning, throw the son of a bitch an anvil.”

    Mike Garcia of California urged his fellow Republicans to be “the no-drama option for America,” which did not seem to be going well. Andy Biggs of Arizona concluded, “This body is entrenched in a suboptimal path.”

    By 5 p.m., that path had led to a 216–210 vote against McCarthy—and the shortest tenure of a House speaker since Michael C. Kerr of Indiana died of tuberculosis, in 1876.

    How should history remember McCarthy’s speakership? Besides briefly? McCarthy was never much of an ideological warrior, a firebrand, or a big-ideas or verdict-of-history guy. He tended to scoff at suggestions of higher powers or lofty purposes.

    Insomuch as McCarthy had any animating principle at all, it was always fully consistent with the prevailing local religion: self-perpetuation. Doing whatever was necessary to hang on for another day. Making whatever alliances he needed to. Could McCarthy be transactional at times? Well, yes, and welcome to Washington.

    The tricky part is, if you’re constantly trying to placate an unruly coalition, it’s hard to know who your allies are, or when new enemies might reveal themselves. That became more apparent with every “yea” vote to oust McCarthy—Ken Buck of Colorado, Nancy Mace of South Carolina. At various points, McCarthy had considered those Republicans to be “friends.” And “you can never have too many friends,” McCarthy was always telling people. In the end, he could have used more.

    “Kevin is a friend,” Marjorie Taylor Greene was saying outside the Capitol before Tuesday’s vote. She turned out to be steadfast. Reporters surrounded Greene like she was an old sage. “Matt is my friend,” Greene also said, referring to Gaetz. George Santos walked by behind the MTG press scrum, and three of the Greene reporters trailed after him. Lauren Boebert—whom Greene had once called a “little bitch” on the House floor (not a friend!)—followed Santos. Boebert wound up supporting McCarthy, sort of. “No, for now,” she said when her name came up in the voice vote.

    McCarthy always tried to convey the impression that he was having fun in his job, and was aggressively unbothered by critics who dismissed him as a lightweight backslapper, in contrast to his predecessors, Paul Ryan the “policy” guy and John Boehner the “institutionalist.” Back in April 2021, I was sitting with McCarthy, then the House minority leader, at an ice-cream parlor in his hometown of Bakersfield, California. He used to come in here—a place called Dewar’s—for Monday-night milkshakes after his high-school football practices. He kept saying hello to people he recognized and posing for photos with old friends who stopped by our table. At one point that night, McCarthy turned to me and indicated that being someone people wanted to meet was one of the main rewards of his job.

    He was always something of a political fanboy at heart, hitting Super Bowls and Hollywood awards parties. He liked meeting celebrities. He showed me pictures on his phone of himself with Kobe Bryant, Arnold Schwarzenegger, Donald Trump. We had just eaten dinner at an Italian restaurant, Frugatti’s, which featured a signature dish named in his honor—Kevin’s Chicken Parmesan Pizza. (He had ordered a pasta bolognese.)

    “I know the day I leave this job, the day I am not the leader anymore, people are not going to laugh at my jokes,” McCarthy told me then. “They’re not going to be excited to see me, and I know that.” This was something to savor, for as long as it lasted. And that basically became the game: take as many pictures and gather as many keepsakes as he could to prove the trip was real.

    “Keep dancing” became a favorite McCarthy mantra during his abbreviated time with the speaker’s gavel—as in, keep dancing out of the way of whatever “existential threat” to his authority came along next. McCarthy would contort himself in whatever direction was called for: promise this to get through the debt-ceiling fight, finesse that to keep the government open, zig with the zealots, zag with the moderates. Renege on deals, if need be; throw some bones; do an impeachment; order more pizza.

    “Tonight, I want to talk directly to the American people,” McCarthy said on the morning of January 7. After being debased through 15 rounds of votes, he could finally deliver his “victory” speech as the newly (barely) elected speaker of the House. As a practical matter, it was after 1:15 a.m., and the American people were asleep. Everything about McCarthy’s big moment felt like an overgrown kid playacting. There he was with a souvenir hammer, after near-fisticuffs broke out between two of the crankier kids at the sleepover.

    McCarthy would grab whatever sliver of a bully pulpit he could manage. “I never thought we’d get up here,” he said as he began his late-night acceptance speech. Immediately, everyone wondered how long he could possibly stay. And how it would end. This seemed to include McCarthy himself. “It just reminds me of what my father always told me,” he said. “It’s not how you start. It’s how you finish.”

    McCarthy had moved into the speaker’s chambers a few days earlier, before it was officially his to move into. Why wait? He took a picture with his freshly engraved nameplate on the door. He invited his lieutenants over to check out his new office. Not bad for a kid from Bakersfield! He ordered more pizza. And Five Guys. Dancing requires fuel.

    But throughout his tenure, McCarthy carried himself with a kind of desperate edge, which his critics sensed and held against him. “We need a speaker who will fight for something, anything, besides just staying or becoming speaker,” Bob Good of Virginia said in a floor speech on Tuesday.

    This was late in the afternoon, when everyone still expected McCarthy to keep fighting. His supporters viewed his defeat as temporary. Gaetz stepped out onto the Capitol steps and was quickly engulfed by a scrum of boom mics, light poles, and onrushing reporters. Back inside, McCarthy grabbed the last word on the crazy spectacle.

    “Judge me by my enemies,” the now–former speaker said, maybe trying to sound defiant.

    The speaker’s abrupt impeachment probe against Biden is the latest sign that he’s still fighting for his job.

    As Kevin McCarthy made his televised declaration earlier today that House Republicans were launching an impeachment inquiry into President Joe Biden, the House speaker stood outside his office in the Capitol, a trio of American flags arrayed behind to lend an air of dignity to such a grave announcement. But McCarthy looked and sounded like a hostage, and for good reason.

    That the Republican majority would eventually try to impeach Biden was never really in doubt. The Atlantic’s Barton Gellman predicted as much nearly a year ago, even before the GOP narrowly ousted Democrats from control in the House. McCarthy characterized the move as “a logistical next step” in the party’s investigation into Biden’s involvement with his son Hunter’s business dealings, which has thus far yielded no evidence of presidential corruption. But intentionally or not, the speaker’s words underscored the inevitability of this effort, which is as much about exacting revenge on behalf of the twice-impeached former President Donald Trump as it is about prosecuting Biden’s alleged misdeeds.

    From the moment that McCarthy won the speakership on the 15th vote, his grip on the gavel has seemed shaky at best. The full list of concessions he made to Republican holdouts to secure the job remains unclear and may be forcing his hand in hidden ways nine months later. The most important of those compromises, however, did become public: At any time, a single member of the House can force a vote that could remove McCarthy as speaker.

    The high point of McCarthy’s year came in June, when the House overwhelmingly approved—although with notably more votes from Democrats than Republicans—the debt-ceiling deal he struck with Biden. That legislation successfully prevented a first-ever U.S. default, but blowback from conservatives has forced McCarthy to renege on the spending provisions of the agreement. House Republicans are advancing bills that appropriate far less money than the June budget accord called for, setting up a clash with both the Democratic-controlled Senate and the White House that could result in a government shutdown either when the fiscal year ends on September 30 or later in the fall.

    GOP hard-liners have also backed McCarthy into a corner on impeachment. The speaker has tried his best to walk a careful line on the question, knowing that to keep his job, he could neither rush into a bid to topple the president nor rule one out. Trump allies like Representatives Marjorie Taylor Greene of Georgia and Matt Gaetz of Florida have been angling to impeach Biden virtually from the moment he took office, while GOP lawmakers who represent districts that Biden won—and on whom the GOP’s thin House advantage depends—have been much cooler to the idea. McCarthy has had to satisfy both wings of the party, but he has been unable to do so without undermining his own position.

    Less than two weeks ago, McCarthy said that he would launch a formal impeachment only with a vote of the full House. As the minority leader in 2019, McCarthy had castigated then-Speaker Nancy Pelosi for initiating an impeachment probe against Trump before holding a vote on the matter. “If we move forward with an impeachment inquiry,” McCarthy told the conservative publication Breitbart, “it would occur through a vote on the floor of the people’s House and not through a declaration by one person.” By this morning, the speaker had reversed himself, unilaterally announcing an impeachment inquiry just as Pelosi did four years ago this month. (McCarthy made no mention of a House vote during his speech, and when reporters in the Capitol asked about it, a spokesperson for the speaker told them no vote was planned.)

    The reason for McCarthy’s flip is plain: He doesn’t have the support to open an impeachment inquiry through a floor vote, but to avoid a revolt from hard-liners, he had to announce an inquiry anyway. Substantively, his declaration means little. House Republicans have more or less been conducting an impeachment inquiry for months; formalizing the process simply means they may be able to subpoena more documents from the president. The effort is all but certain to fail. Whether it will yield enough Republican votes to impeach Biden in the House is far from clear. That it will secure the two-thirds needed to convict the president in the Senate is almost unthinkable.

    McCarthy’s announcement won praise from only some of his Republican critics. Barely an hour later, Gaetz delivered a preplanned speech on the House floor decrying the speaker’s first eight months in office and vowing to force a vote on his removal if McCarthy caves to Democrats during this month’s shutdown fight. He called the speaker’s impeachment announcement “a baby step” delivered in a “rushed and somewhat rattled performance.” A longtime foe of McCarthy’s, Gaetz was one of the final holdouts in the Californian’s bid to become speaker in January, when he forced McCarthy to grovel before acquiescing on the final ballot. “I am here to serve notice, Mr. Speaker,” Gaetz said this afternoon, “that you are out of compliance with the agreement that allowed you to assume this role.”

    If McCarthy has become a hostage of the House hard-liners, then Gaetz is his captor—or, more likely, one of several. Publicly, the speaker has dared Gaetz to try to overthrow him, but caving on impeachment and forsaking a floor vote suggests that he might not be so confident.

    The speaker is as isolated in Washington as he is in his own conference. Senate Republicans have shown no interest in the House’s impeachment push, and they are far more willing to adhere to the terms of the budget deal that McCarthy struck with Biden and avert a government shutdown. Perhaps McCarthy believed that by moving on impeachment now he could buy some room to maneuver on the spending fights to come. But the impetus behind today’s announcement is more likely the same one that has driven nearly all of his decisions as speaker—the desire to wake up tomorrow morning and hold the job at least one more day.

    For the 150 or so people who filled a church hall in Toledo, Ohio, for a Thursday-night campaign rally last week, the chant of the evening featured a profanity usually discouraged in a house of God.

    “With all due respect, pastor, hell no!” shouted Betty Montgomery, a former Ohio attorney general. Montgomery is a Republican, which gave the largely Democratic audience even more reason to roar with approval. They had gathered at the Warren AME Church, in Toledo, to voice their opposition to a constitutional amendment that Ohio voters will approve or reject in a statewide referendum on August 8. Many of those in the boisterous crowd were experiencing a feeling unfamiliar to Democrats in the state over the past decade: optimism.

    If enacted, the Republican-backed proposal known as Issue 1 would raise the bar for any future changes to the state constitution. Currently, constitutional amendments in Ohio—including the one on next week’s ballot—need only a bare majority of voters to pass; the proposal seeks to make the threshold a 60-percent supermajority.

    In other years, a rules tweak like this one might pass without much notice. But next week’s referendum has galvanized Democratic opposition inside and outside Ohio, turning what the GOP had hoped would be a sleepy summertime election into an expensive partisan proxy battle. Conservatives have argued that making the constitution harder to amend would protect Ohio from liberal efforts to raise the minimum wage, tighten gun laws, and fight climate change. But the Republican-controlled legislature clearly timed this referendum to intercept a progressive march on one issue in particular: Ohioans will decide in November whether to make access to abortion a constitutional right, and the outcome of next week’s vote could mean the difference between victory and defeat for backers of abortion rights.

    A year after the fall of Roe v. Wade, the back-to-back votes will also test whether abortion as an issue can still propel voters to the polls in support of Democratic candidates and causes. If the abortion-rights side wins next week and in November, Ohio would become the largest GOP-controlled state to enshrine abortion protections into law. The abortion-rights movement is trying to replicate the success it found last summer in another red state, Kansas, where voters decisively rejected an amendment that would have allowed the legislature to ban abortion, presaging a midterm election in which Democrats performed better than expected in states where abortion rights were under threat.

    To prevent Democratic attempts to circumvent conservative state legislatures, Republican lawmakers have sought to restrict ballot initiatives across the country. Similar efforts are under way or have already won approval in states including Florida, Missouri, North Dakota, and Idaho. But to Democrats in Ohio and beyond, the August special election is perhaps the most brazen effort yet by Republicans to subvert the will of voters. Polls show that in Ohio, the abortion-rights amendment is likely to win more than 50 percent of the vote, as have similar ballot measures in other states. For Republicans to propose raising the threshold three months before the abortion vote in November looks like a transparent bid to move the proverbial goalposts right when their opponents are about to score.

    “I don’t think I’ve seen such a naked attempt to stay in power,” a former Democratic governor of Ohio, Dick Celeste, told the church crowd in Toledo. As in Kansas a year ago, the Republican majority in the state legislature scheduled the referendum for August—a time when the party assumed turnout would be low and favorable to their cause. (Adding to the Democratic outrage is the fact that just a few months earlier, Ohio Republicans had voted to restrict local governments from holding August elections, because they tend to draw so few people.) “They’re trying to slip it in,” Kelsey Suffel, a Democratic voter from Perrysburg, told me after she had cast an early vote.

    That Ohio Republicans would try a similar gambit so soon after the defeat their counterparts suffered in Kansas struck many Democrats as a sign of desperation. “The winds of change are blowing,” Celeste said in Toledo. “They’re afraid, and they should be afraid, because the people won’t tolerate it.”

    The upcoming vote will serve as an important measure of strength for Ohio Democrats ahead of elections in the state next year that could determine control of Congress. Democrats have had a long losing streak in Ohio. Donald Trump easily won the state in 2016 and 2020, and Republicans have won every statewide office except for that of Senator Sherrod Brown, who faces reelection next year. Still, there’s reason to believe Celeste is right to be optimistic. A Suffolk University poll released last week found that 57 percent of registered voters planned to vote against Issue 1. (A private survey commissioned by a nonpartisan group also found the August amendment losing, a Republican who had seen the results told me on the condition of anonymity.) Early-voting numbers have swamped predictions of low participation in an August election, suggesting that abortion remains a key motivator for getting people to turn out. Groups opposing the amendment have significantly outspent supporters of the change.

    Abortion isn’t explicitly on the ballot in Ohio next week, but the clear linkage between this referendum and the one on reproductive rights in November has divided the Republican coalition. Although the state’s current Republican governor, Mike DeWine, backs Issue 1, the two living GOP former governors, Bob Taft and John Kasich, oppose it as an overreach by the legislature.

    “That’s the giant cloud on this issue,” Steve Stivers, a former Republican member of Congress who now heads the Ohio Chamber of Commerce, told me. The Chamber of Commerce backs the amendment because, as Stivers said, it’ll help stop “bad ideas” such as raising the minimum wage, marijuana legalization, and proposals supported by organized labor. But, he said, many of his members were worried that the group would be dragged into a fight over abortion, on which it wants to stay neutral: “The timing is not ideal.”

    Democrats have highlighted comments from Republicans who have departed from the party’s official message and drawn a connection between the August referendum and the abortion vote this fall. “They’ve all said the quiet part out loud, which is this election is 100 percent about trying to prevent abortion rights from having a fair election in the fall,” the state Democratic chair, Liz Walters, told me.

    But to broaden its coalition, opponents of the amendment have advanced a simpler argument—preserve “majority rule”—that also seems to be resonating with voters. “I’m in favor of democracy,” explained Ed Moritz, an 85-year-old retired college professor standing outside his home in Cleveland, when I asked him why he was planning to vote no. Once a national bellwether, Ohio has become close to a one-party state in recent years. For Democrats, citizen-led constitutional amendments represent one of the few remaining checks on a legislature dominated by Republicans. Moritz noted that the GOP had already gerrymandered the Ohio legislature by drawing maps to ensure its future majorities. “This,” he said, “is an attempt to gerrymander the entire population.”

    To Frank LaRose, the suggestion that Issue 1 represents an assault on democracy is “hyperbole.” LaRose is Ohio’s Republican secretary of state and, of late, the public face of Issue 1. Traversing Ohio over the past few weeks, he’s used the suddenly high-profile campaign as a launching pad for his bid for the Republican nomination for Senate in 2024.

    LaRose, 44, served for eight years in the state Senate before becoming Ohio’s top elections officer in 2019. (He won a second term last year.) He’s a smooth debater and quick on his feet, but on the Issue 1 campaign, he’s not exactly exuding confidence.

    In an interview, he began by rattling off a litany of complaints about the opposition’s messaging, which he called “intentionally misleading.” LaRose accused Issue 1’s opponents of trying to bamboozle conservative voters with literature showing images of the Constitution being cut to pieces and equating the amendment with “Stop the Steal.” “That’s completely off base,” he said. “We’ve had to compete with that and with a mountain of money that they’ve had, and with a pretty organized and intentional effort by the media on this.”

    LaRose likes to remind people that even if voters approve Issue 1, citizens would still be able to pass, with a simple majority, ballot initiatives to create or repeal statutes in Ohio law. The August proposal applies only to the state constitution, which LaRose said is not designed for policy making. Left unsaid, however, is that unlike an amendment to the constitution, any statutory change approved by the voters could swiftly be reversed by the Republican majority in the legislature.

    “Imagine if the U.S. Constitution changed every year,” he said. “What instability would that create? Well, that’s what’s at risk if we don’t pass Issue 1.” LaRose’s argument ignored the fact that Ohio’s rules for constitutional amendments have been in place for more than a century and, during that time, just 19 of the 77 changes proposed by citizen petitions have passed. (Many others generated by the legislature have won approval by the voters.)

    LaRose has been spending a lot of his time explaining the amendment to confused voters, including Republicans. When I spoke with him last weekend, he had just finished addressing about two dozen people inside a cavernous 19th-century church in Steubenville. He described his stump speech as a “seventh-grade civics class” in which he explained the differences between the rarely amended federal Constitution and Ohio’s routinely amended founding document. The laws that Ohio could be saddled with if the voters reject Issue 1, LaRose warned, went far beyond abortion: “It’s every radical West Coast policy that they can think of that they want to bring to Ohio.”

    The challenges LaRose has faced in selling voters on the proposal soon became apparent. When I asked a pair of women who had questioned LaRose during his speech whether he had persuaded them, one simply replied, “No.” Another frustrated attendee who supported the proposal told LaRose that she had encountered voters who didn’t understand the merits of the idea.

    Republicans have had to spend more time than they’d like defending their claim that Issue 1 is not simply an effort to head off November’s abortion amendment. They have also found themselves playing catch-up on an election that they placed on the ballot. “They got out of the gate earlier than our side,” the state Republican Party chair, Alex Triantafilou, told me, referring to an early round of TV ads that opposition groups began running throughout the state.

    The GOP’s struggle to sell its proposal to voters adds to the perception that the party, in placing the measure on the ballot, was acting not from a position of strength but of weakness. The thinly disguised effort to preempt a simple-majority vote on abortion is surely a concession by Republicans that they are losing on the issue even in what has become a reliably red state.

    When I asked LaRose to respond to the concerns about abortion that Stivers reported from his members in the Chamber of Commerce, he lamented that it was another example of businesses succumbing to “cancel culture.”

    Confidence can be dangerous for a Democrat in Ohio. Barack Obama carried the state twice, but in both 2016 and 2020, late polls showing a tight race were proved wrong by two eight-point Trump victories. A similar trajectory played out last year, when the Republican J. D. Vance pulled away from the Democrat Tim Ryan in the closing weeks to secure a seven-point victory in Ohio’s Senate race.

    “Democrats in the state are beaten down,” says Matt Caffrey, the Columbus-based organizing director for Swing Left, a national group that steers party donors and volunteers to key races across the country. He’s seen the decline firsthand, telling me of the challenge Democrats have had in recruiting canvassers and engaging voters who have grown more discouraged with each defeat.

    That began to change this summer, Caffrey told me. Volunteers have flocked to canvassing events in large numbers, some for the first time—a highly unusual occurrence for a midsummer special election, he said. At a canvass launch I attended in Akron over the weekend, more than three dozen people showed up, including several first-timers. As I followed Democratic canvassers there and in Cleveland over two days last week, not a single voter who answered their door was unaware of the election or undecided about how they’d vote. “It’s kind of an easy campaign,” Michael Todd, a canvasser with the group Ohio Citizen Action in Cleveland, told me. “Not a whole lot of convincing needs to be done.”

    The response has prompted some Democrats to see the August election as an unexpected opportunity to reawaken a moribund state party. The referendum is a first for Swing Left, which has exclusively invested in candidate races since it formed after Trump’s victory in 2016. “It’s a great example of what we’re seeing across the country, which is the fight for reproductive freedom and the fight for democracy becoming closely attached,” the group’s executive director, Yasmin Radjy, told me in Akron. “We also think it’s really important to build momentum in Ohio, a state that we need to keep investing in.”

    A win next week would make the abortion referendum a heavy favorite to pass in November. And although Ohio is unlikely to regain its status as a presidential swing state in 2024, it could help determine control of Congress. Brown’s bid for a fourth term is expected to be one of the hardest-fought Senate races in the country, and at least three Ohio districts could be up for grabs in the closely divided House.

    For Democrats like Caffrey, the temptation to think bigger about a comeback in Ohio is tempered by the lingering uncertainty about next week’s outcome—whether the party will finally close out a victory in a state that has turned red, or confront another disappointment. “It would be hard for Democrats in Ohio to feel complacent. I wish we would be in a position to feel complacent,” Caffrey said with a smile. “This is more about building hope.”

    Shortly before 4 p.m.yesterday, Kevin McCarthy, the man who desperately wanted to be House speaker, had just suffered two brutally public rejections in a row. For some reason, he was unbowed. “We’re staying until we win,” McCarthy assured a crush of reporters waiting for him outside a bathroom in the Capitol.

    Moments earlier, McCarthy had sat and watched as a small but dug-in right-wing faction of his party twice defied his pleas for unity and ensured the 57-year-old Californian’s ignominious place in congressional history. Trying to avoid the first failed speaker vote in 100 years, McCarthy could afford to lose only four Republicans in the crucial party-line tally that opens each new Congress and allows the majority party to govern. McCarthy lost 19. The clerk called the roll again, and once again 19 Republicans voted for someone other than McCarthy. By the hyperpolarized standards of the modern Capitol, this was a rout.

    Outside the bathroom, McCarthy explained how the votes would wear down his opposition, how they’d come to see that there was no viable alternative to him. He pointed out that the Republican whom all 19 of his detractors had backed on the second ballot, Representative Jim Jordan of Ohio, didn’t even want the speaker’s job and was supporting him. “It’ll change eventually,” McCarthy said.

    He walked back to the floor and watched as the House rejected him a third time, now with 20 Republicans casting their votes for Jordan. When the chamber adjourned for the day at about 5:30 p.m., McCarthy had already left the floor, his latest bid for speaker thwarted at least momentarily, and perhaps for good.

    As the first day of the new congressional term began, McCarthy made a final defiant plea to Republicans inside a private meeting, the culmination of two months’ of negotiating and concessions. The pitch rallied McCarthy’s allies; Representative Ann Wagner of Missouri told me she had never seen him so fiery. But it also “emboldened the other side,” Representative Pete Sessions of Texas told reporters before the votes.

    Expected or not, the failed votes amounted to a stunning humiliation for McCarthy, who in recent days had been projecting confidence not only in word but in deed. More than measuring the speaker’s drapes, he had begun using them: McCarthy had already moved into the speaker’s suite of offices in the Capitol. If the House elects someone besides him in the coming days or weeks, he’ll have to move right back out.

    But yesterday was a broader embarrassment for a Republican Party that, at least in the House, has squandered most of the chances that voters have given it to govern over the past dozen years. A day of putative triumph had turned decidedly sour—a reality that many GOP lawmakers, particularly McCarthy supporters, made little effort to disguise. “This costs us prestige,” Sessions lamented after the House had adjourned. “The world is watching.”

    What the world saw probably left many viewers confused. Democrats, the party that voters had relegated to the minority, were giddy and celebratory. “Let the show begin!” one exclaimed after the House formally convened. Representative Ted Lieu of California posed outside his office with a bag of popcorn. During the three rounds of ballots, Democrats flaunted their unity, casting with gusto their unanimous votes for the incoming minority leader, Representative Hakeem Jeffries of New York. “Jeffries, Jeffries, Jeffries!” now-former Speaker Nancy Pelosi exclaimed in the fourth hour of voting.

    By that point, the House chamber had lost most of its energy. Lawmakers who had brought their children to witness their swearing-in as members of Congress had sent most of them away; there would be no swearing-in, because that, too, must wait for the election of a speaker. As the third ballot dragged on, a few Republicans seemed on the verge of nodding off, and others grew chippy. “Because I’m interested in governing: Kevin McCarthy,” Representative Bill Huizenga of Michigan snapped when it was his turn to vote again.

    McCarthy’s strategy entering the day had been to keep members on the floor, voting again and again, in hopes that his opponents would grow tired, or buckle under pressure from the House Republicans backing him. But when Representative Tom Cole of Oklahoma, a McCarthy ally, made a motion to adjourn before the fourth vote could be taken, no one put up a fight. “We were at an impasse,” Representative Byron Donalds of Florida, whose defection to Jordan after voting twice for McCarthy might have helped prompt the adjournment, told reporters afterward. “Right now it’s clear Kevin doesn’t have the votes. So what are we going to do? Go down the same road we already saw with [the initial] ballots? It doesn’t make sense.”

    After the adjournment, members left for meetings that many hoped would break the stalemate in time for the House to reconvene today at noon. McCarthy was still gunning for the gavel, but his position seemed more precarious than ever. Republicans who had stuck with him for three ballots were openly discussing alternatives. Could Jordan, a fighter even more conservative than McCarthy and closer to Donald Trump, win over GOP moderates? Was Representative Steve Scalise, McCarthy’s deputy, an acceptable alternative? And while some Republicans still proclaimed themselves “Only Kevin,” others suggested that they might be open to someone else. “I’ve learned in leadership roles, never say what you’re never going to do,” Wagner told me before the voting began.

    If there was a consensus among Republicans last night, it was that few if any of them had any idea whom they could elect as speaker, or when that would happen. “I think everybody goes in their corner and talks,” Representative Ken Buck of Colorado, a conservative who voted for McCarthy, told reporters. I asked him if there was a scenario in which McCarthy, having lost three votes in a row, could still win. “Oh, absolutely,” he replied. Was that the likeliest scenario? Buck answered just as quickly: “No.”

    If Republicans win control of one or both congressional chambers this week, they will likely begin a project that could reshape the nation’s political and legal landscape: imposing on blue states the rollback of civil rights and liberties that has rapidly advanced through red states since 2021.

    Over the past two years, the 23 states where Republicans hold unified control of the governorship and state legislature have approved the most aggressive wave of socially conservative legislation in modern times. In highly polarizing battles across the country, GOP-controlled states have passed laws imposing new restrictions on voting, banning or limiting access to abortion, retrenching LGBTQ rights, removing licensing and training requirements for concealed carry of firearms, and censoring how public-school teachers (and in some cases university professors and even private employers) can talk about race, gender, and sexual orientation.

    With much less attention, Republicans in the U.S. House and Senate have introduced legislation to write each of these red-state initiatives into federal law. The practical effect of these proposals would be to require blue states to live under the restrictive social policies that have burned through red states since President Joe Biden’s victory in 2020. “I think the days of fealty [to states’ rights] are nearing an end, and we are going to see the national Republicans in Congress adopting maximalist policy approaches,” Peter Ambler, the executive director of Giffords, a group that advocates for stricter gun control, told me.

    None of the proposals to nationalize the red-state social agenda could become law any time soon. Even if Republicans were to win both congressional chambers, they would not have the votes to overcome the inevitable Biden vetoes. Nor would Republicans, even if they controlled both chambers, have any incentive to consider repealing the Senate filibuster to pass this agenda until they know they have a president who would sign the resulting bills into law—something they can’t achieve before the 2024 election.

    But if Republicans triumph this week, the next two years could nonetheless become a crucial period in formulating a strategy to nationalize the red-state social-policy revolution. Particularly if Republicans win the House, they seem certain to explore which of these ideas can attract enough support in their caucus to clear the chamber. And the 2024 Republican presidential candidates are also likely to test GOP primary voters’ appetite for writing conservative social priorities into national law. Embracing such initiatives “may prove irresistible for a lot of folks trying to capture” the party’s socially conservative wing, Patrick Brown, a fellow at the conservative Ethics and Public Policy Center, told me.

    It starts with abortion. Senator Lindsey Graham of South Carolina in September introduced a bill that would ban the procedure nationwide after 15 weeks of pregnancy. In the House, 167 Republicans have co-sponsored the “Life Begins at Conception Act,” which many legal analysts say would effectively ban all abortions nationwide.

    In elections, Senator Rick Scott of Florida has proposed legislation that would impose for federal elections nationwide many of the voting restrictions that have rapidly diffused across red states, including tougher voter-identification requirements, a ban on both unmonitored drop boxes and the counting of any mail ballots received after Election Day, and a prohibition on same-day and automatic voter registration.

    In education, Senator Tom Cotton of Arkansas has proposed to federalize restrictions on how teachers can talk about race by barring any K–12 school that receives federal money from using “critical race theory” in instruction. Several Republicans (including Senator Josh Hawley of Missouri) have introduced a “Parents’ Bill of Rights,” which would mandate parental access to school curriculum and library materials nationwide—a step toward building pressure for the kind of book bans spreading through conservative states and school districts. Nadine Farid Johnson, the Washington director for PEN America, a free-speech advocacy group, predicts that these GOP proposals “chipping away” at free speech are likely to expand beyond school settings into other areas affecting the general population, such as public libraries or private companies’ training policies. “This is not something that is likely to stop at the current arena, but to go much more broadly,” she told me.

    Representative Mike Johnson of Louisiana, along with several dozen co-sponsors, recently introduced a federal version of the “Don’t Say Gay” legislation that Governor Ron DeSantis of Florida pushed into law. Johnson’s bill is especially sweeping in its scope. It bars discussion of “sexually-oriented material,” including sexual orientation, with children 10 and younger, not only in educational settings, but in any program funded by the federal government, including through public libraries, hospitals, and national parks. The language is so comprehensive that it might even prevent “any federal law enforcement talking to a kid about a sexual assault or sexual abuse,” David Stacy, the government-affairs director at the Human Rights Campaign, an LGBTQ advocacy group, told me.

    Johnson’s bill is only one of several Republican proposals to nationalize red-state actions on LGBTQ issues. During budget debates in both 2021 and 2022, Republican senators offered  amendments to establish a nationwide ban on transgender girls participating in school sports. Representative Marjorie Taylor Greene of Georgia has introduced a bill (the “Protect Children’s Innocence Act”) that would set felony penalties for doctors who provide gender-affirming care to minors. Cotton, in a variation on the theme, has proposed to allow any minor who receives gender-affirming surgery to sue the doctor for physical or emotional damages for the next 30 years.

    Meanwhile, Senator Steve Daines and Representative Richard Hudson of North Carolina have introduced legislation requiring every state to accept a concealed-carry gun permit issued in any state—a mechanism for overriding blue-state limits on these permits. When Republicans controlled the House, they passed such a bill in 2017, but the implications of this idea have grown even more stark since then because so many red states have passed laws allowing residents to obtain concealed-carry permits without any background checks or training requirements.

    Ambler told me he expects that the NRA and congressional Republicans will eventually seek not only to preempt blue states and city limits on who can carry guns, but also to invalidate their restrictions on where they can do so, such as the New York State law, now facing legal challenge, barring guns from the subway.

    Brown, of the conservative EPPC, said it’s difficult to predict which of these proposals will gather the most momentum if Republicans win back one or both chambers. Some congressional Republicans, he said, may still be constrained by traditional GOP arguments favoring federalism. The strongest case for contravening that principle, he said, is in those instances that involve protecting what he calls “fundamental rights.” Graham’s national 15-week abortion ban can be justified on those grounds because “we are talking about, from my perspective, the life of an unborn baby, so having a federal ceiling on when states can’t encroach on protecting that fetus in the womb in the later stage of pregnancy makes a lot of sense to me.”

    In practice, though, Brown thinks that congressional Republicans may hesitate about passing a nationwide abortion ban, particularly with no hope of Biden signing it into law. He believes they are more likely to coalesce first around proposals to bar transgender girls from participating in sports and to prohibit gender-affirming surgery for minors, in part because those issues have proved “so galvanizing” for cultural conservatives in red states.

    Stacy, from the Human Rights Campaign, said that although Senate Republicans may be less enthusiastic about pursuing legislation restricting transgender rights, he hasn’t ruled out the possibility of a GOP-controlled Congress advancing those ideas. “It’s hard to know how far a Republican majority in either chamber would go on these issues,” he told me. “But what we’ve seen again and again in the states is that when they can, they have moved in these directions. Even when you take a look at more moderate states, when they have the power to do these things, they move these things forward.” That precedent eventually may apply not just to LGBTQ issues, but to all the red-state initiatives some Republicans want to inscribe into national law.

    These approaching federal debates reframe the battle raging across the red states during the past few years as just the first act of what’s likely to become an extended struggle.

    This first act has played out largely within the framework of restoring states’ rights and local prerogatives. As I’ve written, the red-state moves on social issues amount to a systematic effort to reverse the “rights revolution” of the past six decades. Over that long period, the Supreme Court, Congress, and a succession of presidents nationalized more rights and reduced states’ leeway to abridge those rights, on issues including civil rights, contraception, abortion, and same-sex marriage.

    Now the red states have moved to reverse that long trajectory toward a stronger national floor of rights by setting their own rules on abortion, voting, LGBTQ issues, classroom censorship, and book bans, among other issues. In that cause, they have been crucially abetted by the Republican-appointed Supreme Court majority, which has struck down or weakened previously nationally guaranteed rights (including abortion and voting access).

    But the proliferation of these congressional-Republican proposals to write the red-state rules into federal law suggests that this reassertion of states’ rights was just a way station toward restoring common national standards of civil rights and liberties—only in a much more restrictive and conservative direction. “All of these things have been building for years,” Alvin Tillery, the director of the Center for the Study of Diversity and Democracy at Northwestern University, told me. “It’s just that Mr. Trump gave them the idea they can succeed being more [aggressive] in the advocacy of these policies.”

    Like many students of the red-state social-policy eruption, Tillery believes that Republicans and social conservatives feel enormous urgency to write their cultural priorities into law before liberal-leaning Millennials and Generation Z become the electorate’s dominant force later this decade. “The future ain’t bright for them looking at young people, so they are acting in a much more muscular and authoritarian way now,” he said.

    With Republicans likely to win control of the House, and possibly the Senate, the next two years may become the off-Broadway stage of testing different strategies for imposing the red-state social regime on blue America. The curtain on the main event will rise the next time Republicans hold unified control of the White House and Congress—a day that may seem less a distant possibility if the GOP makes gains as big as those that now seem possible this week.
