  • Healey seeks to delay federal tax cuts

    BOSTON — Democratic Gov. Maura Healey is seeking to blunt the impact to state coffers from changes to the federal tax code under President Donald Trump’s new tax cuts and policy law, but business groups say the move would hurt Massachusetts’ competitiveness.

    Healey has filed legislation that would delay implementation of what she described as the five “most costliest” changes in federal tax code created by Trump’s One Big Beautiful Bill Act until next year.

  • Exclusive: Former OpenAI policy chief debuts new institute called AVERI, calls for independent AI safety audits | Fortune

    Miles Brundage, a well-known former policy researcher at OpenAI, is launching an institute dedicated to a simple idea: AI companies shouldn’t be allowed to grade their own homework.

    Today Brundage formally announced the AI Verification and Evaluation Research Institute (AVERI), a new nonprofit aimed at pushing the idea that frontier AI models should be subject to external auditing. AVERI is also working to establish AI auditing standards.

    The launch coincides with the publication of a research paper, coauthored by Brundage and more than 30 AI safety researchers and governance experts, that lays out a detailed framework for how independent audits of the companies building the world’s most powerful AI systems could work.

    Brundage spent seven years at OpenAI, as a policy researcher and an advisor on how the company should prepare for the advent of human-like artificial general intelligence. He left the company in October 2024. 

    “One of the things I learned while working at OpenAI is that companies are figuring out the norms of this kind of thing on their own,” Brundage told Fortune. “There’s no one forcing them to work with third-party experts to make sure that things are safe and secure. They kind of write their own rules.”

    That creates risks. Although the leading AI labs conduct safety and security testing and publish technical reports on the results of many of these evaluations, some of which they conduct with the help of external “red team” organizations, right now consumers, business and governments simply have to trust what the AI labs say about these tests. No one is forcing them to conduct these evaluations or report them according to any particular set of standards.

    Brundage said that in other industries, auditing is used to provide the public—including consumers, business partners, and to some degree regulators—assurance that products are safe and have been tested in a rigorous way. 

    “If you go out and buy a vacuum cleaner, you know, there will be components in it, like batteries, that have been tested by independent laboratories according to rigorous safety standards to make sure it isn’t going to catch on fire,” he said.

    New institute will push for policies and standards

    Brundage said that AVERI was interested in policies that would encourage the AI labs to move to a system of rigorous external auditing, as well as researching what the standards should be for those audits, but was not interested in conducting audits itself.

    “We’re a think tank. We’re trying to understand and shape this transition,” he said. “We’re not trying to get all the Fortune 500 companies as customers.”

    He said existing public accounting, auditing, assurance, and testing firms could move into the business of auditing AI safety, or that startups would be established to take on this role.

    AVERI said it has raised $7.5 million toward a goal of $13 million to cover 14 staff and two years of operations. Its funders so far include Halcyon Futures, Fathom, Coefficient Giving, former Y Combinator president Geoff Ralston, Craig Falls, Good Forever Foundation, Sympatico Ventures, and the AI Underwriting Company. 

    The organization says it has also received donations from current and former non-executive employees of frontier AI companies. “These are people who know where the bodies are buried” and “would love to see more accountability,” Brundage said.

    Insurance companies or investors could force AI safety audits

    Brundage said that there could be several mechanisms that would encourage AI firms to begin to hire independent auditors. One is that big businesses that are buying AI models may demand audits in order to have some assurance that the AI models they are buying will function as promised and don’t pose hidden risks.

    Insurance companies may also push for the establishment of AI auditing. For instance, insurers offering business continuity insurance to large companies that use AI models for key business processes could require auditing as a condition of underwriting. The insurance industry may also require audits in order to write policies for the leading AI companies, such as OpenAI, Anthropic, and Google.

    “Insurance is certainly moving quickly,” Brundage said. “We have a lot of conversations with insurers.” He noted that one specialized AI insurance company, the AI Underwriting Company, has provided a donation to AVERI because “they see the value of auditing in kind of checking compliance with the standards that they’re writing.”

    Investors may also demand AI safety audits to be sure they aren’t taking on unknown risks, Brundage said. Given the multi-million and multi-billion dollar checks that investment firms are now writing to fund AI companies, it would make sense for these investors to demand independent auditing of the safety and security of the products these fast-growing startups are building. If any of the leading labs go public—as OpenAI and Anthropic have reportedly been preparing to do in the coming year or two—a failure to employ auditors to assess the risks of AI models could open these companies up to shareholder lawsuits or SEC prosecutions if something were to later go wrong that contributed to a significant fall in their share prices.  

    Brundage also said that regulation or international agreements could force AI labs to employ independent auditors. The U.S. currently has no federal regulation of AI and it is unclear whether any will be created. President Donald Trump has signed an executive order meant to crack down on U.S. states that pass their own AI regulations. The administration has said this is because it believes a single, federal standard would be easier for businesses to navigate than multiple state laws. But, while moving to punish states for enacting AI regulation, the administration has not yet proposed a national standard of its own.

    In other geographies, however, the groundwork for auditing may already be taking shape. The EU AI Act, which recently came into force, does not explicitly call for audits of AI companies’ evaluation procedures. But its “Code of Practice for General Purpose AI,” which is a kind of blueprint for how frontier AI labs can comply with the Act, does say that labs building models that could pose “systemic risks” need to provide external evaluators with complimentary access to test the models. The text of the Act itself also says that when organizations deploy AI in “high-risk” use cases, such as underwriting loans, determining eligibility for social benefits, or determining medical care, the AI system must undergo an external “conformity assessment” before being placed on the market. Some have interpreted these sections of the Act and the Code as implying a need for what are essentially independent auditors.

    Establishing ‘assurance levels,’ finding enough qualified auditors

    The research paper published alongside AVERI’s launch outlines a comprehensive vision for what frontier AI auditing should look like. It proposes a framework of “AI Assurance Levels” ranging from Level 1—which involves some third-party testing but limited access and is similar to the kinds of external evaluations that the AI labs currently employ companies to conduct—all the way to Level 4, which would provide “treaty grade” assurance sufficient for international agreements on AI safety.

    Building a cadre of qualified AI auditors presents its own difficulties. AI auditing requires a mix of technical expertise and governance knowledge that few possess—and those who do are often lured by lucrative offers from the very companies that would be audited.

    Brundage acknowledged the challenge but said it’s surmountable. He talked of mixing people with different backgrounds to build “dream teams” that in combination have the right skill sets. “You might have some people from an existing audit firm, plus some people from a penetration testing firm from cybersecurity, plus some people from one of the AI safety nonprofits, plus maybe an academic,” he said.

    In other industries, from nuclear power to food safety, it has often been catastrophes, or at least close calls, that provided the impetus for standards and independent evaluations. Brundage said his hope is that with AI, auditing infrastructure and norms could be established before a crisis occurs.

    “The goal, from my perspective, is to get to a level of scrutiny that is proportional to the actual impacts and risks of the technology, as smoothly as possible, as quickly as possible, without overstepping,” he said.

  • Healey taps $250M to offset rising health insurance premiums

    BOSTON — The Healey administration is pumping an additional $250 million into the state-subsidized health care system to help offset the impact of now expired federal tax credits, which have driven up premiums for many people insured through the federal health care exchange.

    On Thursday, Gov. Maura Healey and other state officials said they are moving ahead with plans to increase spending on the ConnectorCare program by $250 million, for a total of $600 million this fiscal year.

  • Healey urges Congress to extend Obamacare credits

    BOSTON — Democratic Gov. Maura Healey is renewing calls for Congress to extend Obamacare tax credits, warning that health care premiums for tens of thousands of Bay Staters will skyrocket without legislative action.

    The U.S. Senate was expected to vote earlier this week on a Democratic proposal to extend the premium tax credits implemented during the COVID-19 pandemic and Healey is urging congressional Republicans and President Donald Trump to support the plan.

  • Healey signs $2.3B closeout budget

    BOSTON — Gov. Maura Healey signed a $2.3 billion supplemental budget Tuesday that plugs revenue gaps from the previous fiscal year and buoys the state’s Medicaid program with federal funding cuts looming on the horizon.

    The spending plan, approved by the Legislature before it recessed last week for winter break, calls for closing out the previous fiscal year’s books by providing more money for health care, education and the state’s life sciences industry.

  • Healey to Trump: Release LIHEAP fuel assistance

    BOSTON — Gov. Maura Healey is joining a chorus demanding the Trump administration release federal dollars aimed at helping low-income people heat their homes with winter fast approaching.

    On Thursday, Healey blasted President Donald Trump for delays in distributing Low Income Home Energy Assistance Program funding, which comes even after the federal government reopened last week following a 43-day shutdown. The Democrat said the Trump administration has said it will not release LIHEAP money to states until the end of the month.

  • State pressured to tap reserves for SNAP benefits

    BOSTON — Beacon Hill leaders are being urged to tap the state’s $8.6 billion “rainy day” fund to help offset the impact of the federal government’s refusal to fully fund the food stamp program during the shutdown.

    Raise Up Massachusetts, a coalition of unions, community groups and faith leaders, is calling on Gov. Maura Healey and legislative leaders to allocate funding from the state’s reserve fund to “prevent the worst harm from federal cuts to SNAP, Medicaid, education funding, and other critical programs.”

  • AGs sue Trump EPA over solar energy program

    BOSTON — Attorney General Andrea Campbell has joined about two dozen other Democrats in suing the Trump administration over its decision to pull the plug on a $7 billion solar energy program for low-income households.

    The lawsuit, filed in U.S. District Court in Washington, alleges that the U.S. Environmental Protection Agency violated federal law and the Administrative Procedures Act when it terminated the Solar for All program, approved by Congress in 2023 as part of the Biden administration’s Inflation Reduction Act.

  • Report: Mass. cities, towns face ‘historic’ fiscal crisis

    BOSTON — Massachusetts cities and towns are facing a “historic fiscal crisis” amid rising operating costs, lackluster state aid and restraints on property tax increases, according to a new report.

    The “Perfect Storm” report, released by the Massachusetts Municipal Association, found that while state government spending has increased by an average of 2.8% per year since 2010 to meet its needs, restraints on local revenue sources – including Proposition 2 1⁄2 – have held city and town spending to just 0.6% per year.

  • State seeks piece of $50B rural hospital fund

    BOSTON — Massachusetts is chasing after a slice of a $50 billion federal fund created as part of President Donald Trump’s tax and policy bill to help offset the impact of looming Medicaid cuts on rural health care systems.

    The Centers for Medicare & Medicaid Services launched its Rural Health Transformation Program last month, encouraging states to apply for a slice of the funding to “reimagine care delivery and develop innovative, enduring, state-driven solutions to tackle the root causes of poor health outcomes specific to rural America.”

  • Former Gov. Rick Snyder, Sen. Debbie Stabenow honored for public service, call for unity

    Former Michigan leaders Gov. Rick Snyder (R) and U.S. Sen. Debbie Stabenow (D) shared the stage on Wednesday, Sept. 17, at the Suburban Collection Showcase in Novi to accept the Eugene A. Gargaro Public Service Award and to stress the importance of civil dialogue and bipartisan collaboration.

    With more than 300 people in attendance, the Citizens Research Council of Michigan brought together elected officials, corporate leaders and community members for its annual public policy dinner — a night dedicated to public service, civic engagement and recognition of leaders who have made impactful contributions.

    “It means a lot to be here with Gov. Snyder and to be recognized for working across the aisle all these years. I’ve had decades of getting things done, and you don’t do that unless you do it in a bipartisan way. … We don’t move forward unless we do it together,” Stabenow said, reflecting on her long tenure in Congress, where she served as Michigan’s first female U.S. senator from 2001 until January 2025 and previously represented the state’s 8th Congressional District.

    Snyder, Michigan’s 48th governor from 2011 to 2019, said he was honored to receive the award and applauded the council’s history of providing unbiased research to support sound public policy.

    “For them to honor me, I take that as a wonderful recognition of hopefully some good work I did. I appreciate that it’s also taking place with Sen. Stabenow,” he said.

    The award, named for longtime Research Council leader Eugene A. Gargaro Jr., honors individuals who put Michigan’s well-being above partisan divides. Gargaro, a former chairman of the board at the Detroit Institute of Arts, is known for helping lead the “Grand Bargain” that preserved the museum’s collection and protected retiree pensions during Detroit’s 2013 bankruptcy.

    “I’m honored to represent so many wonderful people who’ve contributed over the years to the Citizens Research Council of Michigan — 109 years to be exact. (The award) has my name, but it’s reflective of a much larger group, and we’re very fortunate to recognize and thank former Sen. Debbie Stabenow and former Michigan Gov. Rick Snyder this year,” Gargaro told the Free Press.

    Panel discussion: Bridging the divide

    After dinner, attendees heard directly from the honorees during a panel discussion moderated by Pulitzer award-winning journalist and former Detroit Free Press editorial page editor Stephen Henderson. The conversation touched on the challenges of political polarization and the importance of civil dialogue and bipartisan collaboration.

    Stabenow and Snyder described a dramatic shift in political discourse over their careers.

    To illustrate political tensions, Stabenow recalled a time when she attempted to greet Sen. Ted Cruz (R-Texas) on his first day in the Senate in 2013, when they both happened to take the same elevator.

    “I reached out and said, ‘Hi, Ted, welcome to the Senate. I’m Debbie Stabenow from Michigan,’” she said. “He would not shake my hand in an elevator with just the two of us.”

    Stabenow contrasted this experience with her initial Senate arrival in 2001, when both Republican and Democratic colleagues were welcoming. The Cruz incident, she said, was “a stark moment for me about how things were changing.”

    Snyder reminded the crowd of his governing philosophy, “relentless positive action,” which focused on solving problems without assigning blame. He also cautioned that the current political climate can cause good, thoughtful people in the middle to become disillusioned and “check out” of politics.

    “As you hear these dialogs, don’t let it disillusion you and say, ‘I’m going to remove myself from this,’ because that actually accelerates the decline,” Snyder said. “And if anything, when you hear about this polarization, we need you to step up and stand up and be louder and prouder to say, ‘I’m looking for common sense answers … what’s good for everybody.’”

    One successful cross-party collaboration that was highlighted during the conversation was Snyder’s push for Medicaid expansion. The former governor described Michigan’s Medicaid expansion, known as Healthy Michigan, as a bipartisan success that saved lives.

    “I had more support from the Democratic Party than the Republican Party, but Republicans got on board too, and we did it together,” he said. “There are a lot of people alive today in the state because we did that. That’s one of my proudest accomplishments.”

    Stabenow echoed the significance of the expansion program, noting it still provides healthcare to hundreds of thousands of Michigan residents.

    ‘The public policy prom’

    Eric Lupher, president of the Citizens Research Council, described the annual dinner, which doubles as a fundraiser, as “the public policy prom,” a chance for open-minded people to converse and celebrate the council’s work.

    “Despite everything going on — the lack of a state budget, everything going on in Washington, DC — there are still a number of people in Michigan who care about good public policy and want to make the state a better place without the extreme agendas,” Lupher said. “There is a path in the middle, and people recognize that and want to support that.”

  • State unveils grant programs to rope in fed funding

    BOSTON — Cities and towns will have access to a new pool of state money to rope in federal infrastructure funds for fixing crumbling roads and bridges and redeveloping downtowns.

    A pair of new grant programs rolled out this week by the Healey administration will provide funding and technical assistance for local governments to go after federal infrastructure dollars, with nearly $5 million in competitive and formula funding available over the next two fiscal years.

  • Healey seeks to streamline housing permits

    BOSTON — Gov. Maura Healey wants to streamline the state’s environmental regulatory process for building new homes as part of broader efforts to ease a shortage of housing.

    A set of draft regulations rolled out by the Healey administration on Tuesday would cut the review period for housing projects to a month by requiring developers to complete a “simplified” Massachusetts Environmental Policy Act review instead of a more detailed Environmental Impact Report, which can take up to a year.

  • Report: Mass. taxpayers to get big tax cut in 2026

    BOSTON — Massachusetts taxpayers will receive a big break next year under President Donald Trump’s recently enacted spending package, according to a new report.

    The Tax Foundation, a nonpartisan Washington-based think tank, estimates that Bay Staters will see their taxes cut by an average of $5,139 in 2026 under Trump’s so-called One Big Beautiful Bill – the third-largest reduction in the nation following Wyoming and Washington state.

  • Panel to study impact of SNAP cuts

    BOSTON — Gov. Maura Healey has created a task force aimed at helping the state fill an expected gap in federal funding for food insecurity programs.

    President Donald Trump’s newly minted domestic policy bill extends federal tax cuts and implements his agenda to improve border security, cut taxes and slash government spending, but it also calls for deep cuts to the Supplemental Nutrition Assistance Program, or SNAP, formerly known as food stamps.

    Developers break ground on redevelopment of Leefort Terrace project

    SALEM — Earlier this month, developers broke ground on a 124-unit affordable housing development at Leefort Terrace on Salem Neck, which will replace 50 aging garden-style apartments owned by the Salem Housing Authority.

    The new climate-resilient complex will consist of a three-story and four-story structure with a mix of one-, two- and three-bedroom apartments. In addition to the new buildings being all-electric and Passive House certified, the units will be built well above the expected 2070 floodplain levels, whereas the previous units were on the ground floor in a coastal floodplain.

    All apartments will be made affordable to households with incomes at or below 30% and 60% of the area median income for 99 years; 50 one-bedroom units will be further restricted for 99 years with the households in those units having additional rights and rent restrictions consistent with state public housing regulations.

    “Leefort Terrace is the gold standard for affordable and climate-resilient public housing,” said Ed Augustus, secretary of housing and livable communities. “Not only does this project replace 50 public housing units, it adds 74 new 100% affordable homes for extremely low-income residents. It will be a 100% electric building and able to withstand the weather of the future.”

    Beacon Communities began demolition work in June, and is now preparing the site for geotechnical groundwork.

    This comes after four years of feasibility studies, redesigns, permitting, and public hearings, which sparked intense debate among supporters of the redevelopment and opposing residents who raised concerns including an increased burden on taxpayers, increased traffic, and that a large-scale development would disrupt the quiet and remote life that tenants had become accustomed to.

    “We are grateful to our partners at the local, state and federal level, as well as to the Salem Housing Authority, for their collaboration and commitment to expanding housing opportunities that will reduce our carbon footprint and be affordable for generations to come,” Dara Kovel, CEO of Beacon Communities said. “We appreciate the patience and support of the residents and look forward to welcoming them into their new homes in early 2026.”

    On-site amenities will include a fitness center, a community room, a wellness office, computer stations, a tenant’s organization office, a property management office, and laundry rooms on each floor. Additionally, there will be a publicly accessible open space along Collins Cove, as well as a private residential courtyard for residents, featuring a grilling area, a bocce ball court and victory gardens.

    “The new Leefort Terrace facility will create new homes with dignity for tenants of the Salem Housing Authority and create additional 100% affordable housing for other Salem residents in need,” Mayor Dominick Pangallo said. “The new, more resilient Leefort Terrace represents a step forward for our community in meeting our affordability, climate, and open space goals. Most importantly, it will provide some of our most vulnerable residents with a safe, accessible, and comfortable place to call home.”

    Through a collaboration of public and private entities, the project is financed through 4% Low-Income Housing Tax Credits (LIHTC), American Rescue Plan Act funds, Salem Community Preservation Act funds, brownfields and other housing funds, as well as RBC Community Investments, Citizens Bank, Eastern Bank, Massachusetts Housing Partnership, MassDevelopment, MA Affordable Housing Trust Fund, energy efficiency tax credits, and rebates, and real estate tax relief through an Urban Center Housing-TIF agreement.

    “As an administration, we are dedicated to addressing two of our most pressing challenges: Housing and climate change,” Lt. Gov. Kim Driscoll said, Salem’s former mayor. “That’s why we’ve passed the Affordable Homes Act into law because it’ll help create thousands of new units of housing that we need and it invests $275 million exclusively to sustainable and green housing initiatives. Our administration has made strides in ensuring that people who say yes to building housing have the support they need to make it happen.”

    Leasing for the property is estimated to begin in early 2026 and will continue through the end of the year.
