  • Portland Police Bureau Arrests Washington County Man On Graffiti Charges – KXL

    PORTLAND, OR – The Portland Police Bureau’s Neighborhood Response Team, working with regional partners, arrested a Washington County man February 19th in connection with a graffiti investigation.

    Willam P. Matthews, 22, of the Cedar Mill area in Washington County, was arrested and taken to the Multnomah County Detention Center, where he was charged with five counts of first-degree criminal mischief and three counts of second-degree criminal mischief.

    Investigators say, later that day, they served a search warrant on Matthews’ vehicle and attached trailer in Washington County. Officers seized more than 150 cans of spray paint, 14 one-gallon buckets of paint, rollers and brushes, hundreds of custom “Rango” stickers, paint-stained clothing and other graffiti-related materials.

    “Graffiti vandalism has a real impact on our neighborhoods, our small businesses, and the overall sense of community in Portland,” Chief Bob Day said in a statement. “I’m proud of the dedicated work by our Central Precinct officers and investigators who stayed focused on this case. We will continue to prioritize the most significant offenders and work with our community partners to hold people accountable.”

  • Two Suspects Arrested in Separate Portland Violent Crimes After Months-Long Investigations – KXL

    PORTLAND, OR – Portland police arrested two suspects Jan. 13 in connection with separate violent incidents that occurred last November, marking the resolution of both cases after extensive investigations by the bureau’s Major Crimes Unit.

    According to the Portland Police Bureau, tactical teams safely apprehended the suspects without incident during coordinated operations involving the Special Emergency Reaction Team and the Crisis Negotiation Team.

    One arrest stems from a confrontation and shooting reported Nov. 10, 2025, in East Portland. Officers responded to the area of East Burnside Street and Southeast 117th Avenue after learning a woman had been threatened with a firearm outside a business in the 11900 block of Northeast Glisan Street. Police said three individuals were involved, and one displayed a gun and threatened to shoot the woman.

    A male acquaintance later confronted the suspects near Southeast 117th Avenue and East Ankeny Street, where shots were fired. No injuries were reported, and the suspects fled.

    On Jan. 13, police arrested 38-year-old Raymond Diggs in the 11700 block of East Burnside Street. Officers seized a firearm during the arrest. Diggs was lodged at the Multnomah County Detention Center on charges including unlawful use of a weapon, felon in possession of a restricted weapon, menacing, two counts of first-degree robbery and two counts of second-degree robbery. Police said Diggs’ arrest means all three suspects connected to the case are now in custody.

    The second arrest is linked to a stabbing reported Nov. 18, 2025, in the 1200 block of Southwest Park Avenue. Officers found an adult male suffering from serious stab wounds. He was transported to a hospital for treatment, and the suspect fled before police arrived.

    On Jan. 13, officers took 33-year-old Katelynn Spacal into custody near Southwest Broadway and Southwest Main Street. Police said the arrest was made without incident. Spacal was lodged at the Multnomah County Detention Center on charges of attempted first-degree murder and unlawful use of a weapon.

    “These arrests are the result of outstanding investigative work by our Major Crimes Unit and the professionalism of our tactical and negotiation teams,” Chief Bob Day said in a statement. “Their coordinated efforts helped bring these cases to a safe conclusion and hold those responsible accountable.”

    Both cases remain under investigation.

  • PPB: Officer Reassigned For Public Comments About Minneapolis ICE Shooting – KXL

    PORTLAND, OR – A Portland police officer has been reassigned after video surfaced showing him appearing to agree with the tactics used by federal officers who fatally shot a woman in Minnesota last week.

    The video, which circulated on social media Friday, shows the officer speaking with members of the public during a demonstration in Portland. In the footage, the officer appears to justify the use of deadly force by federal officers involved in the Minnesota shooting, prompting criticism online.

    The Portland Police Bureau said the officer was removed from his regular assignment and reassigned to other duties while the bureau reviews the incident. Officials said the move is administrative and does not indicate discipline at this stage.

    The shooting in Minnesota involved federal immigration officers and has sparked protests nationwide, including in Portland, where demonstrators have condemned federal enforcement practices and use-of-force policies.

    Portland officials have said officers working demonstrations are expected to remain professional and neutral, and to avoid comments that could undermine public trust.

    Police said an internal review is underway to determine whether the officer’s remarks violated bureau policies or standards of conduct. The bureau said it will release additional information once the review is complete.

  • Police Chief Confirms Pair Shot By Border Patrol Connected To Venezuelan Gang – KXL

    PORTLAND, OR – During a news conference on Friday, Portland Police Chief Bob Day told reporters that the two people shot by federal agents on Thursday are connected to the Venezuelan gang known at Tren de Aragua.  “What I can say is there is an association with the two folks yesterday and TDA,” he said.

    At the same time, Chief Day insisted that “this in no way draws a throughline to the actions and behaviors that occurred (on Thursday).”

    His comments came within hours of a social media post by the Department of Homeland Security which identified the man and woman shot as Luis David Nico Moncada and Yorlenys Betzabeth Zambrano-Contreras and referred to both as “suspected Tren de Aragua gang associates.”

    A federal investigation is underway, and Day said his officers are providing support to the FBI, but also said PPB is not conducting an investigation of its own.

    Portland Police say officers responded to the shooting outside of a medical clinic, and six minutes later, they got a call from a man who had been shot. Officers found a man and a woman in a car with gunshot wounds. Officers applied tourniquets until medics arrived and the two people were taken to a hospital. Homeland Security claims agents were making a traffic stop on the suspected gang members when the driver tried to run down an agent and shots were fired.

    In reaction to the shooting, Governor Tina Kotek said Homeland Security is destroying public trust in the federal government. The governor made the comment Thursday at news conference featuring Chief Day, Portland Mayor Keith Wilson, and other regional officials. Kotek insisted  when the President endorses actions that tear families apart it fosters an environment of lawlessness and recklessness. Kotek also said there must be a full and transparent investigation that involves Portland Police and the Multnomah County District Attorney’s Office.

    PORTLAND, OR – While overall crime is up slight from November, there is positive data regarding shootings in Portland.  The city is seeing a sustained drop in gun violence, with new data from the Portland Police Bureau showing shooting incidents have continued to decline through 2025 and are now at their lowest level since before the COVID-19 pandemic.

    According to PPB’s crime dashboard, the city has recorded 525 shooting incidents so far in 2025, a significant decrease compared to 747 incidents in 2024. That represents a drop of about 30 percent year over year, reinforcing a trend that has been moving steadily downward since 2022.

    The data marks the lowest annual total of shooting incidents since 2019, a notable milestone after several years of elevated violence during and immediately following the pandemic. While shootings remain a serious public safety concern, the latest figures suggest meaningful progress.

    The decline is reflected within broader crime data tracked by PPB. The bureau’s monthly crime statistics dashboard shows fluctuations across offense categories, but violent incidents involving firearms have continued to ease over time. Month-to-month totals for reported offenses in 2025 have remained relatively stable, without the sharp spikes seen in earlier years.

    Public safety officials have previously pointed to a combination of factors contributing to the downward trend, including focused gun-violence prevention efforts, community-based intervention programs, and targeted enforcement strategies in areas with historically higher rates of gun crime. The dashboard’s neighborhood-level mapping also shows that while some areas continue to experience higher concentrations of crime, overall shooting incidents are becoming less frequent citywide.

    PPB officials emphasize that crime data is updated regularly and may change as investigations continue. Still, the trend line is clear: Portland is moving in a safer direction when it comes to gun violence.

  • PPB Releases Body Cam Footage of Apparent Fight Over Officer’s Gun – KXL

    PORTLAND, Ore. — The Portland Police Bureau has released body worn camera footage from an incident on September 27th, 2025 at Oregon Park.  It looks to show 2 officers attempting to arrest 43-year-old Bo Davis outside a public restroom.

    The lead up shows they were responding to reports of a man using a red, metal stick to hit cars along I-84.  And also threaten pedestrians.

    They tracked Davis to the park and wait for him to exit a public restroom before placing him under arrest.  Davis appears to be holding a red metal rod and resists.  During the ensuing wrestling match, the video looks to show him going for one of their guns at least twice.

    No shots were fired and ultimately everone escaped with minor injuries.  But because Davis had to be subdued using a potentially deadly neck hold, it’s considered a use of deadly force by an officer.

  • DOJ Investigating Arrest of “Conservative Journalist” By Portland Police – KXL

    WASHINGTON, DC – In response to the arrest by police in Portland, Oregon, of a man that White House officials call a “conservative journalist” trying to report on protestors outside the downtown Immigration and Customs Enforcement facility, the United State Department of Justice is launching an investigation into incident.

    According to the Portland Police Bureau, just after 11:00 p.m., October 2nd, officers responded to fights observed outside the ICE building and arrested three people. Booked into the Multnomah County Detention Center on charges of disorderly conduct were Nicholas Sortor, 27, of Washington, DC; Angela Davis, 49, of Vernonia, Oregon; and Son Mi Yi, 43, of Portland.

    Sorter’s arrest was caught on video.  He claims he was just defending himself, as he attempted to document the protest.

    “This was as big of a surprise to me as it was to everybody else. All of a sudden, you know, I’m being jumped by Antifa thugs,” Sortor later told Fox News. “I get back up, I stumble away and go back toward cops where I think, you know, at least, all right, well, maybe that’ll be a safer place for me to go… never suspected that I was going to be the target of the arrest, that they were coming in to me.”

    In statement to FOX News, the PPB wrote, “as with all such situations, arrests are based on observed behavior and probable cause — not political affiliation or public profile. Formal charges will be determined by the Multnomah County District Attorney’s Office.”

    The following day, White House Press Secretary Karoline Leavitt addressed the Sortor arrest at press briefing.

    “The Justice Department spoke with that journalist this morning, and they will be launching a full investigation into his arrest,” Leavitt said.

    “I just spoke with the President about this, and he has directed his team here at the White House to begin reviewing aid that can be cut in Portland,” added Leavitt. “There will also be an additional surge of federal resources to Portland immediately, including enhanced CBP and ICE resources.”

  • PPB Search For Assault Suspect – KXL

    Portland, Ore. – Portland Police are asking for the public’s help finding a suspect connected to an assault near the ICE facility.

    While monitoring ongoing protests at the ICE building Tuesday night, a Portland Police Dialogue Liaison Officer was notified of an assault. DLOs are not able to make arrests, but he followed the suspect and tried to get her side of the story while calling for backup. She refused to stop and ran off just before 9 p.m.

    Police describe the suspect as a white woman in her teens or early 20s, with long blonde hair and bangs. She has a large chrome nose ring through her septum, and wore a black hoodie with tan cargo pants.   • Portland Police Bureu Chief Bob Day Addresses Potential Incoming National Guard Trooops – KXL

    PORTLAND, Ore. — Chief Bob Day did not mince any words when he addressed reporters Monday afternoon on the possibilty of President Trump sending National Guard troops to Portland.  He said, the national narrative simply isn’t correct, and the troops aren’t needed.

    Chief Day held a press conference to discuss the state of the city and the posture of the PPB.  He said they made 2 arrests on Sunday night after a demonstration at the Federal ICE Building along the South Waterfront.  And noted that those are the first arrests they’ve made in connection to demonstrations at that location since mid-July.

    Day said they have grown a great deal since the riots of 2020 and said that they are far better trained, equipped and supported here in 2025 should something arise where crowd control is needed.  He called what’s happening with the President some kind of political move.  And said they would continue with their consistent policies and procedures to protect the citizens and prevent crimes including vandalism by arresting offenders and using their training.
