  • Man swept into Pacific off Big Sur in California identified as U.S. Army specialist from New Jersey

    A man swept into the Pacific Ocean off California’s Central Coast over the weekend has been identified as an Army soldier from New Jersey, as authorities continue to search for his body.

    The Monterey County Sheriff’s Office announced Monday that the missing man has been identified as 35-year-old Spc. Amanpreet Thind. Officials said Thind was studying at the Defense Language Institute in Monterey, where members of the Armed Forces learn foreign languages.

    “As search and recovery operations continue, we hold out hope that Spc. Thind will be found. We offer our deepest condolences to the Thind family during this difficult time,” Col. Christy Whitfield, the school’s commandant, said in a statement through the sheriff’s office. “We are providing those impacted with every resource and support service available and extend our heartfelt gratitude to local, state, and national first responders working tirelessly to locate Spc. Thind.”

    Deputies said Thind was among three people on the rocks at Soberanes Point within Garrapata State Park in Big Sur on Saturday when they were swept off the rocks and into the ocean. Two women were able to rescue themselves and were taken to a local hospital, where they were treated and released for minor injuries.

    The sheriff’s office said a large-scale multi-agency response for Thind was initiated immediately. Search efforts have been limited to daylight hours for safety reasons.

    Members of the Monterey County Sheriff’s Office Dive Team said in an update Tuesday that water conditions appear favorable and a water search could begin.

    Beauty and danger at Big Sur

    Known for its picturesque views, rugged coastline and dangerous surf, the Big Sur region is located about 150 miles south of San Francisco on the California coast.

    Christopher Scattini is a Carmel native and lifeguard in San Diego County who came to the command post to see if he could help Monday, but rescue crews said the conditions were too treacherous for divers to enter the water.

    “I see why people want to go out and people want to get close to the water and feel that beauty that Big Sur has,” Scattini told CBS News Bay Area. “But at the same time, it can shift really quickly, and a wave can sneak up behind you and sweep your feet out.”

    Second Big Sur tragedy in two weeks

    The search for Thind comes less than two weeks after a man and his young daughter from Canada died after being swept into the ocean at Garrapata State beach on the afternoon of Nov. 14.

    Officials said a wave pulled 7-year-old Anzi Hu into the ocean. Her father, identified as 39-year-old Yuji Hu of Calgary, went into the water to rescue her. 

    Their wife and mother made it to shore and the father was pulled in by an off-duty lifeguard, but died a short time later.

    Juan Heredia of the Stockton-based Angels Recovery Dive Team found the girl’s body after several days of searching.

    “I was looking for a place to go on and that’s when I saw the little girl turning in the waves. I jumped in with my street clothes and grabbed her,” Heredia told CBS News Bay Area.

    Heredia has been diving for 30 years and his nonprofit is dedicated to recovering drowning victims from rivers, lakes, and oceans He has now recovered 15 bodies and says he does it for the families.  

    With the holidays approaching, as many are expected to visit the coast, Heredia had this advice.

    “Never, never turn your back on the waves, to the ocean. I’ve recovered people who were too close to the shore, just for pictures. Just for pictures, and they drowned,” he said.

  • FACT FOCUS: There’s no proof each strike on alleged drug boats saves 25,000 lives, as Trump claims

    President Donald Trump has repeatedly claimed that military strikes on suspected drug boats his administration has been carrying out for more than two months in the Caribbean Sea and Pacific Ocean are saving the lives of hundreds of thousands of people in the U.S.

    He most recently cited these numbers on Monday while answering questions from reporters after announcing a new initiative that will allow foreigners traveling to the U.S. for the World Cup next year to get interviews for visas more quickly.

    But experts say that this is a grossly simplistic interpretation of the situation.

    Here’s a closer look at the facts.

    TRUMP: “Every boat we knock out, we save 25,000 American lives.”

    THE FACTS: The numbers to support Trump’s claim don’t add up, and sometimes don’t exist. For example, people in the U.S. who die from drug overdoses each year are far fewer than the amount Trump suggests have been saved by the boat strikes his administration has carried out since September.

    “The statement that each of the administration’s strikes on alleged drug-smuggling boats saves 25,000 lives is absurd,” said Carl Latkin, a professor of public health at Johns Hopkins University who studies substance use. “The evidence is similar to that of the moon being made of blue cheese. If you look carefully, you will see a resemblance. However, a close analysis of this claim suggests that it lacks all credibility.”

    According to the latest preliminary data from the Centers of Disease Control and Prevention, there were about 97,000 drug overdose deaths in the U.S. during the 12-month period that ended June 30. That’s down 14% from the estimated 113,000 for the previous 12-month period.

    Final CDC data reports 53,336 overdose deaths in 2024 and 75,118 in 2023.

    The U.S. military has attacked 21 boats in the Caribbean Sea and eastern Pacific Ocean since strikes began on Sept. 2, most recently on Nov. 15. Using Trump’s numbers, that would mean the strikes have prevented 525,000 fatal drug overdoses in the U.S — far more than the number of overdose deaths that have occurred in recent two-month periods. This essentially implies that the administration is saving more lives than would have ever been lost.

    Lori Ann Post, the director of the Institute for Public Health and Medicine at Northwestern University, explained that “there’s no empirically sound way to say a single strike ‘saves 25,000 lives,’” even if the statement is interpreted more broadly to mean preventing substance use disorders and resulting ripple effects. Among the issues she pointed to are a lack of verifiable cargo data or published models linking such boat strikes to changes in drug use, as well as markets that will adapt to isolated supply losses.

    “The math and the data are not there,” said Post, who studies drug overdose deaths and economic drivers of the opioid crisis.

    Latkin added that claiming one lethal dose of a drug automatically translates to one death is a “very simple way of looking at it,” as different people have different tolerances.

    Trump has justified the attacks by saying the U.S. is in “armed conflict” with drug cartels and claiming the boats are operated by foreign terror organizations that are flooding America’s cities with drugs. Neither Trump nor his administration have publicly confirmed the amount of drugs allegedly destroyed in the strikes.

    White House spokesperson Anna Kelly reiterated Trump’s numbers when asked for evidence to support his claims about how many lives are being saved. She wrote in an email: “President Trump is right — any boat bringing deadly poison to our shores has the potential to kill 25,000 Americans or more. The President is prepared to use every element of American power to stop drugs from flooding in to our country and to bring those responsible for justice.”

    Latkin noted that this estimate also ignores the reality that even if the Trump administration manages to shut off one source of illegal drugs with its boat strikes, there will still be others. He offered a comparison to the fast food industry, explaining that getting rid of a couple of restaurants would not greatly improve Americans’ health since there are so many other sources where consumers could get the same or similar products.

    “It’s incredibly naive to think that reducing the supply in one place will eradicate the problem because it’s such a massive business,” he said.

    Opioids accounted for 73.4% of drug overdose deaths in 2024, according to the CDC. That includes 65.1% from illegally made fentanyls. But while the boat strikes have targeted vessels largely in the Caribbean Sea, fentanyl is typically trafficked to the U.S. overland from Mexico, where it is produced with chemicals imported from China and India.

    Overdose death rates began steadily climbing in the 1990s because of opioid painkillers, followed by waves of deaths led by other opioids like heroin and — more recently — illicit fentanyl. New numbers from the CDC show that a decline that began in 2023 has continued. Experts aren’t certain about the reasons for the decline, but they cite a combination of possible factors. Among them are the end of the COVID-19 pandemic; years of efforts to increase the availability of the overdose-reversing drug naloxone and addiction treatments; and changes to the drugs themselves.

  • Map shows Chinese ship movements alarming US ally

    A Newsweek map shows five Chinese research vessels conducting surveys in Japan’s exclusive economic waters this year, alarming the U.S. treaty ally.

    When reached for comment, the Consulate-General of Japan in Hong Kong referred Newsweek to remarks that then-Foreign Minister Takeshi Iwaya—who left the role on October 21—made last week. Iwaya said China must immediately stop conducting such activities without Tokyo’s consent.

    The Chinese Foreign Ministry did not immediately respond to a request for comment.

    Why It Matters

    Operating the world’s largest fleet of research vessels, China could use oceanographic research to support its military by gathering critical data about the world’s oceans—an approach known as dual use—the Center for Strategic and International Studies said.

    Japan and China have overlapping exclusive economic zones, or EEZs, in the East China Sea. While both countries have yet to delimit their EEZs, Tokyo has accused Beijing of accelerating development of natural resources in the disputed maritime area.

    According to the United Nations Convention on the Law of the Sea, an EEZ extends up to 230 miles from the coastline, where the coastal state has sovereign rights to explore, exploit, conserve and manage resources, as well as jurisdiction over scientific research.

    What To Know

    Using data provided by the Japanese coast guard, a Newsweek map shows where Chinese research vessels were spotted conducting activities in Japan’s EEZ since May across the Philippine Sea and the East China Sea, which are marginal seas of the western Pacific.

    The Jia Geng is the only Chinese research vessel tracked by the Japanese coast guard in the Philippine Sea near Okinotorishima, Japan’s southernmost island. The remaining vessels were observed transiting in the East China Sea, west of Japan’s Ryukyu Islands.

    Japan’s four main islands and the outlying Ryukyu Islands form part of a north-south defensive line under the U.S. island chain strategy, which aims to contain China’s military activities in the western Pacific by using territories of the U.S. and its allies.

    The four other Chinese vessels are the Hai Ke 001, the Haiyang Dizhi 9, the Xiang Yang Hong 22—which was reported twice by the Japanese coast guard—and the Tong Ji.

    Japan’s Kyodo News reported on October 17 that the Xiang Yang Hong 22 was seen extending “pipeline-like objects” into waters while operating on the Japanese side of the geographical equidistance line between Japan and China in the East China Sea.

    The Japanese coast guard said foreign oceanographic research ships must obtain consent from Tokyo before operating in Japan’s EEZ, and their activities must be consistent with the approved scope; otherwise, they will be viewed as “unusual behaviors.”

    While China’s motives in deploying research ships to Japan’s EEZ remain unclear, Kyodo News said the vessels could be gathering intelligence for military operations, including studying ocean currents to support the Chinese navy’s submarine deployments.

    “We are not in a position to explain what intentions the Chinese side may have. We will continue to take a calm and resolute approach to these activities,” Iwaya said on October 17, adding that Chinese research vessels “have become active recently.”

    Then-Japanese Foreign Minister Takeshi Iwaya said at a news conference on October 17: “Each time such activities are confirmed, the Japan Coast Guard issues a demand for their suspension. In addition, through diplomatic channels in both Beijing and Tokyo, Japan lodges strong representations and protests, stating that maritime and scientific surveys conducted in our EEZ without Japan’s consent are unacceptable and must be immediately stopped.”

    Guo Jiakun, a spokesperson for China’s ​Foreign Ministry, said at a news conference on August 26: “China is committed to comprehensively and effectively implementing the principled consensus on the East China Sea issue. This position has not changed. We hope Japan will work with China to play a constructive role in the early resumption of intergovernmental negotiations between the two countries.”

    What Happens Next

    China’s maritime research activities across the western Pacific are likely to continue. It remains unclear how Japan will enhance its response to safeguard its economic waters.

  • US strikes alleged drug boat in Pacific Ocean for first time: live updates

    The United States carried out another strike on an alleged drug-smuggling vessel Tuesday night, this time in the Pacific off the coast of South America, two U.S. officials told CBS News.

    It was the eighth known U.S. attack on a suspected drug boat since Sept. 2. The previous seven strikes targeted boats in the Caribbean.

    Officials told CBS News that two to three people aboard the vessel were killed.

    At least 34 people have been killed in the U.S. operations so far. The Trump administration has told Congress that the United States is engaged in a “non-international armed conflict” with drug cartels.

  • Priscilla strengthens into a hurricane in the Pacific. Maps show its path.

    Priscilla turned into a hurricane on Sunday in the Pacific Ocean, and it is expected to continue strengthening into next week.

    The storm system formed Saturday off the west coast of Mexico, where it was forecast to bring dangerous surf and possible flooding, the National Hurricane Center said. Priscilla moved over Pacific waters on a path expected to run parallel to the land.

    Tropical storm watches are in effect for a vast stretch of the Mexican coastline from the southwestern state of Jalisco up to the Baja California peninsula.

    On its forecast track, Priscilla’s center was expected to remain offshore of the southwestern Mexican coast and travel parallel to the land through the early part of the week, the hurricane center said.

    Priscilla becomes a hurricane in the Pacific. It is expected to strengthens into a Category 2 storm later this week, the National Hurricane Center said Sunday, Oct. 5, 2025.

    As of the NHC’s 2 p.m. ET update on Sunday, the storm was located about 290 miles south-southwest of Cabo Corrientes, near the resort town Puerto Vallarta, and about 485 miles south-southeast of the southern tip of Baja California. 

    It was traveling north-northwestward at 6 mph with maximum sustained winds of 75 mph.

    Although Priscilla was not forecast to directly touch land, the hurricane center said tropical storm conditions, including powerful winds, were possible in areas under a tropical storm watch on Sunday and Monday.

    Heavy rain and, possibly, flash flooding, were also expected across parts of southwestern Mexico through Monday.

    “Across coastal portions of Michoacán and far western Guerrero, rainfall amounts of 4 to 6 inches are expected, with local amounts of up to 8 inches,” the hurricane center said. “Across Colima, western Jalisco, and the rest of Guerrero along the coast, 2 to 4 inches of rain are expected. This rainfall will bring a risk of flash flooding, especially in areas of higher terrain.”

    Priscilla could also generate potentially life-threatening surf conditions and rip currents in coastal areas of southwestern Mexico and the Baja California peninsula, the hurricane center said. Some areas were already beginning to feel those effects Sunday, but forecasters warned that they may become more widespread by Monday.

  • NOAA backtracks on alleged sea lion decapitation at Central California beach

    Federal authorities have issued an update regarding the reported decapitation of a sea lion at a Monterey County beach, clarifying that “no marine mammal parts were removed from the beach.”  

    The NOAA Fisheries’ Office of Law Enforcement released a statement Monday about the incident, which they said took place at Point Pinos Beach in Pacific Grove on July 27.

    Officials said at the time a man was seen using a hunting knife to remove the head of the sea lion before placing the head in a bag and leaving the scene in a SUV. The office also posted a picture of a suspect and announced a $20,000 reward.

    NOAA officials now say no mammal parts were taken and removed the photo.

    “The individual has been located, and it was determined that no marine mammal parts were removed from the beach. We thank the public for their help and concern in this matter,” the agency said in its update.

    Jason Bietz of Hanford, who said he was the man in the photo, told the Los Angeles Times that he reached out to NOAA investigators on Monday to clear his name. Bietz told the newspaper that he did not decapitate the animal.

    Rashelle Diaz of Monterey, who reported the incident to authorities, told the Times that he had confronted Bietz and his daughter, saying she saw him leaning over the animal and prodding it with a knife.

    Bietz also denied accusations that he was carrying a knife on the beach.

    CBS News Bay Area reached out to the NOAA spokesperson, who was unavailable for comment due to the ongoing government shutdown.

    According to the agency, harassing, harming, killing or feeding sea lions is prohibited under the Marine Mammal Protection Act, along with collecting parts of protected marine mammal species. Civil prosecution may result of fines up to $36,498 per violation, while criminal violations are punishable up to a year in jail and a $100,000 in fines.

  • Pearl Harbor: US Grows Base for Lethal Nuclear Submarine Fleet

    Newly released photos show the United States is making progress on constructing a new dry dock at Pearl Harbor, Hawaii, to support its nuclear-powered submarine fleet in the Pacific Ocean amid a naval arms race with China.

    Pearl Harbor Naval Shipyard, located within Joint Base Pearl Harbor-Hickam, said on Wednesday that Dry Dock 5 was more than one-third complete. It will replace a dry dock built in 1942 and will be used to service Virginia-class attack submarines and larger surface ships.

    The Chinese Foreign Ministry did not immediately respond to a request for comment.

    Why It Matters

    Facing China’s military threat, particularly its fast-growing navy, the U.S. has maintained a presence of nuclear-powered submarines across three north-south island chains in the Pacific Ocean, including one that connects Alaska’s Aleutian Islands with New Zealand via Hawaii.

    While at least 35 Chinese shipyards have known ties to the country’s military or national security projects, the U.S. Navy operates only four public shipyards—built in the 19th and 20th centuries—including the one at Pearl Harbor, to maintain its combat ships, making it vulnerable in a conflict with China, the world’s largest navy by hull count.

    “The new dry dock will support the #Readiness and #Lethality of our U.S. Navy Fleet, ensuring our naval strength remains unmatched. [Dry Dock 5] is more than just steel and concrete, it’s a commitment to the future of naval #readiness,” the shipyard said.

    A dry dock is designed to service a vessel’s hull. After floating a vessel into a three-sided basin, the seaward end is closed and all the water removed, allowing the vessel to settle on a cradle. When work is completed the basin is re-flooded and the seaward end opened to float the vessel out.

    Once completed, Dry Dock 5 will be 657 feet long. It is being built next to the 497-foot Dry Dock 3, the smallest of the four dry docks at Pearl Harbor. Dry Docks 1, 2 and 4 are 1,001, 975 and 1,099 feet long, respectively, according to an official document.

    The existing dry docks were built between 1919 and 1943. Dry Dock 5, designed for 150 years of use, is part of the Navy’s Shipyard Infrastructure Optimization Program (SIOP), which aims to expand shipyard capacity and improve maintenance capabilities.

    Built during World War II, Dry Dock 3 lacks the size and floor strength needed to service Virginia-class submarines, Pearl Harbor Naval Shipyard said. It will become “functionally obsolete” once older Los Angeles-class attack submarines are retired.

    Both Virginia– and Los Angeles-class submarines are homeported at Pearl Harbor. The former, a next-generation attack submarine, is 377 feet long and has a displacement of 7,800 tons, while the latter, deployed since 1976, is 360 feet long with a displacement of 6,900 tons, according to the Navy.

    What Happens Next

  • Kristy strengthens into a hurricane in the eastern Pacific Ocean

    MEXICO CITY (AP) — Kristy strengthened into a hurricane in the eastern Pacific Ocean on Tuesday and was expected to remain away from land as the storm grows more powerful, forecasters said.

    The storm was 590 miles (950 kilometers) west-southwest of Acapulco, Mexico, and was moving west at 18 mph (30 kph). It had maximum sustained winds of 75 mph (120 kph), according to the Miami-based National Hurricane Center.

    Kristy became a tropical storm Monday off of Mexico’s southern Pacific coast before strengthening into a Category 1 hurricane. It is expected to rapidly intensify and could become a Category 3 storm this week before weakening, forecasters said.

    The storm was expected to continue moving over open waters without threatening land. There were no coastal watches or warnings in effect.

    In the Atlantic Ocean, Oscar disintegrated into tropical remnants Tuesday after making landfall in Cuba as a Category 1 hurricane on Sunday. The island is recovering from flooding and power outages.

    Standing on his golf course less than a mile from the Rancho Palos Verdes landslide zone where hundreds of homes are without gas and electricity, former President Trump on Friday called his property “very solid” and called on the government to help the troubled city.

    “It’s a very wealthy area, but you also have people living here that are elderly and have fixed incomes and have houses that are gonna be, ya know, shoved into the Pacific Ocean if something’s not done,” the former president said.

    Trump spoke to reporters at a campaign-related news conference at his seaside Trump National Golf Club Los Angeles, which he bought from bankrupted developers in 2002 after the 18th hole slid into the ocean.

    The landslide-prone city is under a state of emergency issued by Gov. Gavin Newsom this month because of extreme land movement triggered by back-to-back rainy winters. Neighborhoods near the golf course are under a city-issued evacuation warning, with the land moving about nine to 12 inches a week.

    Before he began his lengthy remarks at an outdoor lectern — the Pacific Ocean behind him with Catalina Island visible after the morning fog cleared — Trump invited Rancho Palos Verdes Mayor John Cruikshank to speak.

    “Obviously, I’m a tiny bit nervous. This is a very big deal,” Cruikshank said as he held a red “Make America Great Again” hat in his hands.

    Cruikshank told the Times on Thursday that he had, for several days, been trying to get on the Republican presidential nominee’s schedule. He had hoped to talk to Trump about the landslide before the news conference and had not expected to speak.

    At the lectern, Cruikshank pleaded for help for the city of 40,000 people.

    “We believe we can solve the problem, but we really need the assistance of the state of California and the federal government,” he said. “We have solutions out there for that, but the problem is bigger than the city of Rancho Palos Verdes.”

    Trump, who is actively pursuing long-held plans to build up to 23 homes on the property, has struggled over the years to get city approvals for development, in large part because of the area’s instability.

    The original owners of the property, then called the Ocean Trails Golf Club, went bankrupt after the 18th hole fell into the Pacific during a 1999 landslide while the course was still under construction. Trump bought the property in 2002 for $27 million.

    He brought up the club Friday while attacking the leaders of San Francisco, who he said have allowed the city to decline. Trump compared costs at his club with an infamous $1.7-million public toilet that opened this year in San Francisco.

    “They built a toilet for $1.7 million, and it’s not even nice. I saw pictures of it. I built this whole thing for less than that,” he said, sweeping his hand in reference to his property.

    As for landslides, Trump said they “are something that can be taken care of.”

    “This area’s very solid,” he said of his property. “But if you go down, a couple miles down, you’ll see something that’s pretty amazing. The mountain is moving, and it can be stopped, but they need some help from the government. So, I hope they get the help.”

    Trump did not indicate if he was referring to the state government or federal government.

    City officials say the golf club is about a half-mile from the active slide area.

    Trump repeatedly trashed the Golden State but praised his club, saying he never has to advertise because “it’s always loaded up with golfers” and is “one of the best courses in the world.”

    He added: “I have the ocean. Pebble Beach has the bay. The ocean’s better than the bay.”

    Rancho Palos Verdes officials are preparing to close a section of Palos Verdes Drive South for repairs after the two-lane roadway suffered damage from an accelerating landslide complex that continues to wreak havoc on the coastal city.

    Palos Verdes Drive South is a major two-lane road that spans a 15-mile stretch of the California coast along which 15,000 vehicles pass every day, officials said. At the moment, visible cracks in the asphalt can be seen where the road has fallen into disrepair due to shifting sediment.

    “We’re doing short-term repairs right now,” said City Manager Ara Mihranian. But an “imminent road closure” will take place over the next month to address a “severe drop” in the roadway that locals call “the ski jump,” he said.

    Caltrans officials are recommending that this section of roadway be flatted out to some extent, Mihranian said. The section runs about a quarter of a mile between Narcissa and Peppertree drives. Details of the planned road closure and its repairs will be presented to the City Council on April 2.

    The Portuguese Bend Landslide Complex that underlies much of the city has been slowly shifting for decades, but over the last few months, the movement has increased alarmingly. Heavy rains over the past two winters have contributed to the problem.

    The land in some areas is descending towards the Pacific Ocean at a rate of about half an inch per day, according to Michael Phipps, a geologist working for the city. The landslide has already damaged some homes and recently forced the closure of the historic Wayfarer’s Chapel, a popular wedding site perched on a hillside overlooking the ocean.

    In a recent report presented to the City Council, Phipps found that the current pace is three or four times the rate recorded in 2023.

    A particular type of soil makes the Portuguese Bend especially vulnerable to landslides, Phipps said. Millions of years ago a volcanic eruption deposited ash that became bentonite clay. “When [bentonite] gets wet, it becomes even weaker,” said Phipps. “So we’ve really got the worst of all situations.”

    The city is using underground pumps called dewatering wells to drain the water table to help stabilize the land, officials said. The city has also halted development in certain affected areas. So far, Mihranian said, only two damaged homes have been marked as uninhabitable.

    The Federal Emergency Management Agency has awarded Rancho Palos Verdes $33 million dollars to help with remediation efforts. Now the city is proposing that $8 million of that money be allocated for emergency hydraugers, drains that would be bored into hillsides to release excess water.

    “There’s other discussions about trying to intercept the water that’s coming down to natural canyons up into the head of the landslide,” Phipps said. But all the city’s measures will at best only slow the landslide to imperceptible movement, not completely stop it, he said.

    California resident Shannon Johnson lives a few blocks from Imperial Beach’s turquoise water and waves of “perfect little curls” — but Johnson and her two young children haven’t stepped foot on the sand in a year.

    “Every time we go by the beach they’re asking, ‘Is it going to be clean? When are they going to fix it?'” said Johnson, 45, an activist with the Surfrider Foundation, who has been living in Imperial Beach, a small coastal city of 26,000 people 20 minutes from San Diego, since 2010.

    Heavy metals, toxic chemicals and bacteria including E. coli have been detected in the water, according to a San Diego State University report released last month. Researchers called the contamination “a public health crisis.” It has resulted in over 700 consecutive days of beach closures, leaving residents like Johnson feeling confined indoors with no end in sight.

    Over the last five years, over 100 billion gallons of untreated sewage have flowed through Mexico’s Tijuana River and into the Pacific Ocean at the shores of the seaside town, contaminating the air, water and soil and posing environmental and public health hazards. 

    In addition to concerns about exposure to contaminants, another factor stemming from the sewage is causing residents to stay inside: “It’s the worst smell. It gets into your lungs. It gets into your clothes. It’s disgusting,” Johnson said. 

    Aging sewage plants and an “unbearable stink”

    The sewage issue isn’t new— concerns about contamination of the Tijuana River date at least to the 1930’s — but the problem has worsened over the years. [“60 Minutes” reported on the problem in 2020 — watch more in the video player above.]

    At the crux of it is two aging wastewater plants on either side of the U.S.-Mexico border: the South Bay International Wastewater Treatment Plant and the San Antonio de los Buenos Wastewater Treatment Plant. The former, situated in San Diego County, was constructed in the late 1990s to accommodate the influx of sewage from the growing population in Baja California, Mexico.

    “Dangerous pathogens and chemicals in contaminated waters pose a spectrum of short and long-term health risks, spanning gastrointestinal issues to neurological disorders,” according to the SDSU report.

    The plant has become overwhelmed as the population increased to over 3 million, as of 2020, and is ill-equipped to handle extreme weather events like Hurricane Hilary in 2023, which exacerbated existing issues with the plant’s infrastructure. On Jan. 11, Mexico marked the start of its rehabilitation efforts at the San Antonio de los Buenos Wastewater Treatment Plant in Tijuana, which releases millions of gallons of sewage a day into the Pacific Ocean. The country agreed to invest $33 million into replacing the decrepit plant and has also contributed $50 million toward the South Bay International Wastewater Treatment Plant.

    In 2022, $300 million in federal funding was designated towards rehabilitating the plant, inspiring optimism among some residents. Marvel Harrison, 67, a psychologist who moved to Imperial Beach in 2020 with her retired husband, said they felt relieved when they learned about the funding. 

    But since then, the plant has racked up $150 million in repairs, prolonging expansion efforts and prompting California Gov. Gavin Newsom to ask Congress for an additional $310 million. 

    For Harrison and her husband, their future in Imperial Beach hinges on a timely solution. In 2015, the couple began the process of building their home on the water, investing in pricey features like custom windows to incorporate an indoor-outdoor living space. Now, nearly a decade later, the windows remain shut and they contemplate moving.

    “I find myself looking at other places we might be able to live. And that’s really disheartening given that this is where and how we wanted to be in retirement,” she said, noting that being in their sixties, “it’s not like we can wait.”

    Johnson has been faced with a similar choice. Despite her husband’s family having roots in Imperial Beach stretching back to the 1950s, she said they often look at other options. “You live here to be outside, and we can’t really go outside and feel comfortable and safe,” she said. 

    In a collection of letters from community members compiled by Harrison calling on elected officials to take action, one resident described the stink as “akin to being trapped in a portable toilet” — a smell so strong it wakes you up at night.

    Potential health impacts reach beyond the stench

    But the air carries more than just a stench. A recent study found evidence of coastal water pollution from the Tijuana River in sea spray aerosol capable of potentially diffusing far enough to reach places like schools and homes that wouldn’t otherwise be touched by the contamination. The implications of contamination by air are not yet known and need further study, according to the SDSU report, leaving some members of the community grappling for answers. 

    Johnson, who said she has health issues and has had two unexplained pulmonary embolisms, worries about whether the environment could be a contributing factor. “In the back of my mind, I’m like, does that have something to do with the air that I’m breathing?” 

    Her children, ages 9 and 10, attend elementary school near the river valley, where the smell can be especially strong. “They’re like, ‘Why is it so smelly? Is it safe?'” Johnson said. “I’m like, yeah, I guess so. What am I supposed to tell them?”

    In some cases, residents’ concerns have led to lifestyle changes beyond being unable to enjoy the beach. 

    Harrison, who said her community is in a state of “chronic angst,” thinks twice before inviting guests to stay at her house out of concern for potential health impacts. She said sewage is a constant topic of conversation within her social circles.

    “As much as the stink permeates the air, the topic permeates the stress and anxiety of everybody’s life here,” she said. 

    Another reminder of the sewage’s impact is its effect on wildlife. Bottlenose dolphins, increasingly found stranded in San Diego, are believed to have died from sepsis caused by a bacteria sometimes found in contaminated water. According to the SDSU report, the dolphins “serve as sentinels for the risk of possible human exposures to dangerous bacteria.”

    Among the more pressing health threats to emerge from the sewage, according to the report, are human and livestock diseases from Mexico that have been eradicated in California, and antibiotic-resistant pathogens.

    “There is a potential for both short- and long-term health risks associated with exposure, which really underscores the need for more comprehensive monitoring and research,” Dr. Paula Stigler Granados, one of the report’s lead authors, said in a recent news conference.

    Imperial Beach has been hit by a wave of complications from the sewage. But for Johnson, the goal is simple: “I just want to see this resolved so that my kids can go back to the way it’s supposed to be and be able to enjoy the beach.”

    Here’s a look at the earthquake and tsunami that struck Japan in March of 2011.

    March 11, 2011 – At 2:46 p.m., a 9.1 magnitude earthquake takes place 231 miles northeast of Tokyo at a depth of 15.2 miles.

    The earthquake causes a tsunami with 30-foot waves that damage several nuclear reactors in the area.

    It is the largest earthquake ever to hit Japan.

    The combined total of confirmed deaths and missing is more than 22,000 (nearly 20,000 deaths and 2,500 missing). Deaths were caused by the initial earthquake and tsunami and by post-disaster health conditions.

    At the time of the earthquake, Japan had 54 nuclear reactors, with two under construction, and 17 power plants, which produced about 30% of Japan’s electricity (IAEA 2011).

    Material damage from the earthquake and tsunami is estimated at about 25 trillion yen ($300 billion).

    There are six reactors at Tokyo Electric Power Company’s Fukushima Daiichi plant, located about 65 km (40 miles) south of Sendai.

    A microsievert (mSv) is an internationally recognized unit measuring radiation dosage. People are typically exposed to a total of about 1,000 microsieverts in one year.

    The Japanese government estimated that the tsunami swept about five million tons of debris offshore, but that 70% sank, leaving 1.5 million tons floating in the Pacific Ocean. The debris was not considered to be radioactive.

    – Cooling systems at three of the four units at the Fukushima Daini plant fail prompting state of emergency declarations there.
    – At least six million homes – 10% of Japan’s households – are without electricity, and a million are without water.
    – The US Geological Survey says the quake appears to have moved Honshu, Japan’s main island, by eight feet and has shifted the earth on its axis.
    – About 9,500 people – half the town’s population – are reported to be unaccounted for in Minamisanriku on Japan’s Pacific coast.

    March 13, 2011 – People living within 10 kilometers (6.2 miles) of the Fukushima Daini and 20 kilometers of the Fukushima Daiichi power plants begin a government-ordered evacuation. The total evacuated so far is about 185,000.
    – 50,000 Japan Self-Defense Forces personnel, 190 aircraft and 25 ships are deployed to help with rescue efforts.
    – A government official says a partial meltdown may be occurring at the damaged Fukushima Daiichi plant, sparking fears of a widespread release of radioactive material. So far, three units there have experienced major problems in cooling radioactive material.

    March 14, 2011 – The US Geological Survey upgrades its measure of the earthquake to magnitude 9.0 from 8.9.
    – An explosion at the Daiichi plant No. 3 reactor causes a building’s wall to collapse, injuring six. The 600 residents remaining within 30 kilometers of the plant, despite an earlier evacuation order, have been ordered to stay indoors.
    – The No. 2 reactor at the Daiichi plant loses its cooling capabilities. Officials quickly work to pump seawater into the reactor, as they have been doing with two other reactors at the same plant, and the situation is resolved. Workers scramble to cool down fuel rods at two other reactors at the plant – No. 1 and No. 3.
    – Rolling blackouts begin in parts of Tokyo and eight prefectures. Downtown Tokyo is not included. Up to 45 million people will be affected in the rolling outages, which are scheduled to last until April.

    March 15, 2011 – The third explosion at the Daiichi plant in four days damages the suppression pool of reactor No. 2. Water continues to be injected into “pressure vessels” in order to cool down radioactive material.

    March 16, 2011 – The nuclear safety agency investigates the cause of a white cloud of smoke rising above the Fukushima Daiichi plant. Plans are canceled to use helicopters to pour water onto fuel rods that may have burned after a fire there, causing a spike in radiation levels. The plume is later found to have been vapor from a spent-fuel storage pool.
    – In a rare address, Emperor Akihito tells the nation to not give up hope, that “we need to understand and help each other.” A televised address by a sitting emperor is an extraordinarily rare event in Japan, usually reserved for times of extreme crisis or war.
    – After hydrogen explosions occur in three of the plant’s reactors (1, 2 and 3), Chief Cabinet Secretary Yukio Edano says radiation levels “do not pose a direct threat to the human body” between 12 to 18 miles (20 to 30 kilometers) from the plant.

    March 17, 2011 – Gregory Jaczko, head of the Nuclear Regulatory Commission, tells US Congress that spent fuel rods in the No. 4 reactor have been exposed because there “is no water in the spent fuel pool,” resulting in the emission of “extremely high” levels of radiation.
    – Helicopters operated by Japan’s Self-Defense Forces begin dumping tons of seawater from the Pacific Ocean on to the No. 3 reactor to reduce overheating.
    – Radiation levels hit 20 millisieverts per hour at an annex building where workers have been trying to re-establish electrical power, “the highest registered (at that building) so far.” (Tokyo Electric Power Co.)

    March 18, 2011 – Japan’s Nuclear and Industrial Safety Agency raises the threat level from 4 to 5, putting it on a par with the 1979 Three Mile Island accident in Pennsylvania. The International Nuclear Events Scale says a Level 5 incident means there is a likelihood of a release of radioactive material, several deaths from radiation and severe damage to the reactor core.

    April 12, 2011 – Japan’s nuclear agency raises the Fukushima Daiichi crisis from Level 5 to a Level 7 event, the highest level, signifying a “major accident.” It is now on par with the 1986 Chernobyl disaster in the former Soviet Union, which amounts to a “major release of radioactive material with widespread health and environmental effects requiring implementation of planned and extended countermeasures.”

    June 6, 2011 – Japan’s Nuclear Emergency Response Headquarters reports reactors 1, 2 and 3 at the Fukushima Daiichi nuclear power plant experienced a full meltdown.

    June 30, 2011 – The Japanese government recommends more evacuations of households 50 to 60 kilometers northwest of the Fukushima Daiichi power plant. The government said higher radiation is monitored sporadically in this area.

    July 16, 2011 – Kansai Electric announces a reactor at the Ohi nuclear plant will be shut down due to problems with an emergency cooling system. This leaves only 18 of Japan’s 54 nuclear plants producing electricity.

    July 1, 2012 – Kansai Electric Power Co. Ltd. (KEPCO) restarts the Ohi nuclear plant’s No. 3 reactor, resuming nuclear power production in Japan for the first time in the wake of the Fukushima Daiichi meltdown following the tsunami.

    July 5, 2012 – The Fukushima Nuclear Accident Independent Investigation Commission’s report finds that the Fukushima Daiichi nuclear crisis was a “man-made disaster” which unfolded as a result of collusion between the facility’s operator, regulators and the government. The report also attributes the failings at the plant before and after March 11 specifically to Japanese culture.

    July 23, 2012 – A Japanese government report is released criticizing TEPCO. The report says the measures taken by TEPCO to prepare for disasters were “insufficient,” and the response to the crisis “inadequate.”

    October 12, 2012 – TEPCO acknowledges in a report it played down safety risks at the Fukushima Daiichi power plant out of fear that additional measures would lead to a plant shutdown and further fuel public anxiety and anti-nuclear movements.

    July 2013 – TEPCO admits radioactive groundwater is leaking into the Pacific Ocean from the Fukushima Daiichi site, bypassing an underground barrier built to seal in the water.

    August 28, 2013 – Japan’s nuclear watchdog Nuclear Regulation Authority (NRA) says a toxic water leak at the tsunami-damaged Fukushima Daiichi power plant has been classified as a Level 3 “serious incident” on an eight-point International Nuclear Event Scale (lINES) scale.

    Deep-sea exploration company thinks it has found Amelia Earhart’s plane


    Eighty-six years after Amelia Earhart disappeared, and following countless searches over and in the Pacific Ocean, the founder of a deep-sea exploration company believes he has found her airplane.

    The evidence: a few fuzzy images taken roughly 5,000 meters under the surface of the Pacific, showing what appears to be an object on the ocean floor. Shaped like a plane, the object is located where experts believe the famed pilot went down while attempting to become the first woman to fly around the world.

    Tony Romeo, a pilot and former intelligence officer with the U.S. Air Force, is convinced that the image captured in December by his company, Deep Sea Vision, shows the remains of Earhart’s Lockheed 10-E Electra. The aviator and her navigator, Fred Noonan, vanished in July 1937 after leaving Lae, New Guinea, on their way to Howland Island in the Pacific Ocean.

    Their disappearance gave rise to conspiracy theories that have endured for nearly a century. Deep Sea Vision’s sonar images may be the latest clue for those trying to unravel the mystery.

    “You’d be hard-pressed to convince me that’s anything but an aircraft, for one, and two, that it’s not Amelia’s aircraft,” Romeo told the “Today” show.

    In a statement, the South Carolina-based company states that the images were captured along Earhart’s projected flight path, in an area believed to be “untouched by known wrecks.”

    Romeo, a commercial real-estate investor who sold his properties to finance his search for Earhart’s plane, told the Wall Street Journal he has spent $11 million on travel, gear and an underwater drone. He plans to return to the area to get better images of the object and, he hopes, prove his theory.

    Romeo was not immediately available for comment.

    On Sunday, Deep Sea Vision published to its Instagram account the underwater images. The object appears to have outstretched wings and a tail.

    What became of Earhart has baffled historians and amateur enthusiasts, some of whom have spent millions of dollars searching for clues.

    Some theorize that Earhart and Noonan didn’t crash into the ocean but were stranded on a deserted island where they were forced to land after running out of fuel.

    More outlandish theories posit that Earhart was taken prisoner by Japanese forces, or that she was a spy recruited by the U.S. government for a secret surveillance mission. Others believe Earhart somehow used her disappearance to secretly return to the U.S. and live a quiet life away from the spotlight.

    Most of the clues generated by searches have yielded false hope and dead ends.

    One photo featured in a History Channel documentary, “Amelia Earhart: The Lost Evidence,” suggested that she and Noonan crash-landed and were captured by the Japanese military. Then a history blogger found the same photograph published in a book from 1935, two years before Earhart disappeared, shattering the theory.

    In 2018, researcher Richard Jantz wrote in Forensic Anthropology that bones found on the Pacific island Nikumaroro likely belonged to Earhart. Jantz wrote that he compared the bones to Earhart’s known measurements and concluded that they likely belonged to her. A forensic anthropologist at the University of South Florida used DNA testing in 2019 in an attempt to confirm the theory but would later tell the Tampa Bay Times: “It wasn’t her.”

    Romeo, who told the Wall Street Journal he’s been searching for the plane since September, has scanned about 5,200 square miles of ocean floor. The image resembling Earhart’s plane was spotted by his team while reviewing hours of footage; the spot where it was taken is believed to be about 100 miles off Howland Island, where Earhart and Noonan were planning to refuel.

    Deep Sea Vision searched the ocean floor using what searchers have called the “Date Line theory,” which holds that Noonan miscalculated his celestial navigation when the pair flew across the International Date Line, throwing off their route by about 60 miles, according to a statement from the company.

    If the object in the image is indeed Earhart’s plane, it would appear to be relatively intact despite more than 80 years underwater.

    “We always felt that [Earhart] would have made every attempt to land the aircraft gently on the water, and the aircraft signature that we see in the sonar image suggests that may be the case,” Romeo said in the statement.

    Earhart’s round-the-world flight was supposed to finish in Oakland. After her disappearance, the U.S. Navy and Coast Guard searched the area for 16 days to no avail.

    LOS ANGELES (AP) — Powerful surf rolled onto beaches on the West Coast and Hawaii on Thursday as a big swell generated by the stormy Pacific Ocean pushed toward shorelines, causing localized flooding.

    Forecasters urged people to stay off rocks and jetties, and to not turn their backs to the ocean because of the danger of “sneaker waves” — occasional much bigger waves that can run far up the sand and wash someone off a beach.

    A high surf warning for parts of Northern California said waves would range from 28 to 33 feet (8.5 to 10 meters) and up to 40 feet (12 meters) at some locations, the National Weather Service said, adding that there were reports of flooding in low-lying coastal areas.

    In Aptos on the north end of Monterey Bay, surf overran the beach and swept into a parking lot, leaving the area strewn with debris. Santa Cruz County issued warnings for people in several coastal areas to be ready to evacuate.

    “Mother Nature’s angry,” said Eve Krammer, an Aptos resident for several years. “I mean these waves are gnarly. They’re huge.”

    The same area was battered by the ocean last January as the West Coast was slammed by numerous atmospheric rivers.

    “I feel for the people that are down low here,” said Jeff Howard, also an Aptos resident.

    While not quite as huge, the waves along Southern California were also described as hazardous, with life-threatening rip currents. Nonetheless, surfers couldn’t resist.

    Patience was key, according to Alex Buford, 27, who was catching waves just north of Manhattan Beach on the Los Angeles County coast.

    “I was waiting for awhile because the waves were really sick, and they’re kinda hard to get into even though I have a really big board,” he said. “Just waited for a good one and I got it and it was a long one. Pretty big. It was sick.”

    In Hawaii, the weather service forecast surf rising to 30 to 40 feet (9 to 12 meters) along north-facing shores and 18 to 22 feet (5.5 to 6.7 meters) along west-facing shores of five islands.

    Professional Hawaii surfer Sheldon Paishon was getting ready to surf Thursday morning at Makaha, a world-famous surfing beach on Oahu’s west side.

    Paishon, 30, has been surfing at various spots around Oahu this week, taking advantage of waves during this week’s high surf warning in effect till Friday morning.

    “It’s always big waves in the winter time in Hawaii,” he said.

    He warned that novice surfers should check with lifeguards before heading into the water and “make sure you got some people around you and stay safe.”

    Honolulu Ocean Safety lifeguards, posted at beaches across Oahu, rescued 20 people along the island’s famed North Shore on Wednesday, said spokesperson Shayne Enright. They were also busy with thousands of “preventative actions,” she said.

    “This time of year produces incredible surf but it can also be very dangerous,” she said.

    The dangerous surf could also cause surges that could hit coastal properties and roadways, the weather service warned.

    California’s first huge swells of the winter are wreaking havoc on the state’s coastline as an incoming atmospheric river storm is forcing evacuations amid flooding of beach and coastal roads.

    Marin County residents in the Calles Pinos, Pradero, Sierra, Onda Resaca, Ribera and Embarcadero areas as well as Calle de Arroyo were ordered to temporarily evacuate Thursday morning due to high risk of wave damage and coastal flooding. Evacuated residents were told to head to the Stinson Beach Community Center.

    Santa Cruz County issued an evacuation warning Thursday on X, formerly known as Twitter, for coastal areas near Seacliff State Beach because of flooding.

    Within the evacuation area, the tourist hot spot known as the Rio del Mar Esplanade is currently flooded with several inches of storm water. On X, the California Highway Patrol cautions that residents avoid the area and not attempt to drive across or through.

    According to the National Weather Service’s coastal flood warning for the Bay Area, large breaking waves are causing significant flooding of beach and coastal roads. The waves are depositing large amounts of debris and causing road closures.

    The San Francisco Bay Area coast could see waves up to 40 feet in some locations. The National Weather Service issued a warning for residents to stay away from rocks, jetties, piers and other waterside infrastructure.

    In Southern California, the waves aren’t expected to be as big, but high surf is expected through Saturday, meteorologists said. In Ventura County, waves of up to 12 feet have already been reported, and the Central Coast has seen 18- to 20-foot swells, said Mike Wofford with the National Weather Service’s Oxnard office.

    In a beachside community in Ventura, residents watched as waves washed trash bins away, sending foaming streams of seawater into neighborhood streets.

    A high surf advisory went into effect at 4 a.m. Thursday for Point Conception in Santa Barbara County and Hermosa Beach, Manhattan Beach and Palos Verdes Peninsula beaches in Los Angeles County, all of which can expect sets of 15- to 20-foot waves and dangerous rip currents.

    “We’re expecting the highest waves today to be arriving either late morning or early afternoon and then, maybe some drops in height tomorrow, but still well above normal,” Wofford said.

    The waves will pick back up Saturday when another surge of higher swells arrives.

    There have been really strong storms over the Pacific Ocean that “we don’t necessarily see because they move up to the north or go in some other direction,” Wofford said.

    While the storms are moving through, strong winds can form big waves, which “propagate out along, and the waves just come barreling right in,” he said.

    Along with the high surf advisory, the National Weather Service issued a coastal flood advisory through 10 p.m. Saturday.

    Although no structural or road damage is expected, there is an increased risk for drowning, the agency warned. Rip currents can pull swimmers and surfers out to sea, and large breaking waves can cause injuries, wash people off beaches or rocks and capsize small boats.

    “Never turn your back to the ocean,” the National Weather Service said on X.

    Rain won’t be compounding the waves in the Los Angeles County area, as the forecast doesn’t call for rain until early Saturday and will continue for most of the day until it tapers off, Wofford said.

    There’s a 30% to 40% chance of rain Sunday into Monday, but it will be in the form of light showers.
