UPPER WEST SIDE, Manhattan (WABC) — At Flaco’s favorite oak tree in Central Park, many were leaving flowers and letters – it is just a glimpse at how loved he was.
If only Flaco knew what he meant to New York City.
Flaco’s flight to stardom began in February 2023 when someone broke into the Central Park Zoo and freed him.
He spent the last year out of captivity – roaming New York City, warming hearts and really defying odds – odds stacked so firmly against wildlife in the city.
The Wild Bird Fund says light pollution at night is part of the problem – some activists are pushing for the city to pass ‘Flaco’s Law’ – anything to prevent the demise of a wild, beautiful creature.
“Flaco’s loss is a big loss for the city. He was able to capture the imaginations of so many people,” said NYC Audubon Director of Conservation Dr. Dustin Patridge.

TREMONT, Bronx (WABC) — Police have released surveillance images of three suspects after a man was killed following a fight on a subway train in the Bronx early Friday morning.
The 45-year-old was fatally injured on a southbound D train at the 182-183 Street station just before 5:30 a.m.
He was taken to St. Barnabas Hospital where he was pronounced dead.
Investigators said it appears the victim said something to a person who sat down too close to him.
The two started arguing and the 45-year-old was surrounded by two additional passengers who were riding with the initial suspect.
The victim was fatally injured when the train reached the station.
“The whole incident was recorded on a camera that was on the subway car,” MTA Chair and CEO Janno Lieber said.
Police say it appeared he had been either shot or stabbed and that the medical examiner will make the final determination about what kind of weapon was used.
The three suspects seen in the surveillance images left the train at the 182-183 Streets station, leaving the victim to die of his wounds.
The motive remains “unknown. We do know that the victim wasn’t the primary aggressor in this case,” NYPD Assistant Chief Jerry O’Sullivan said.
Along with the entire incident captured on surveillance camera, “there were other riders on that car and there were other riders on the cars adjoining,” NYPD Transit Chief Michael Kemper said. “We do have eyewitnesses and ear witnesses.”
The station remained closed into the morning while authorities conducted their investigation.
Neighbors said they were shaken by the deadly incident.
“I know to avoid this station because it’s typically a dangerous station, so I typically take the station ahead or behind and travel from there, it’s terrible… the train is not safe,” the neighbor named Cameron said.
No weapon was recovered and no arrests have been made.

NEW YORK (WABC) — Widespread AT&T outages have been impacting customers nationwide, but the NYPD said that 911 is operating normally and was not affected by the major outage early Thursday morning.
But just like everyone else, police department phones on AT&T service were disrupted.
Between 5:15 a.m. and 6:15 a.m., the department’s AT&T phones were not able to make calls or utilize email. The phones operated when connected to Wi-Fi.
Suffolk County put out a preemptive post on the cellphone outage, telling residents to text 911 if there is a problem. But there were no 911 problems reported in Suffolk County either.
The city’s Department of Information Technology and Telecommunications cyber command is monitoring the AT&T situation and say that as of now, city services are continuing.
AT&T runs the FirstNet network that remained up the entire time. FirstNet provides coverage for first responders and is advertised as a more robust network than the AT&T commercial network.
It uses a mix of its own infrastructure plus AT&T’s broader network. Its customers include police and fire departments, as well as first responders during natural disasters.
“I spoke to the NYPD, NYPD says they are getting their calls into 911, including from AT&T customers. That’s what they know about, what’s working,” Intelligence Analyst John Miller explained. “There is no way to gauge who is not getting through. They also say their systems, their phones are working.”
Miller explained that AT&T is interesting among the characters because it runs FirstNet.
“So even in a crisis, even when things aren’t supposed to have priority. So first responders and emergency services can communicate in a crisis,” Miller said. “According to NYPD at least, that’s working. I spoke to an FBI, their cyber people are monitoring this, but they don’t know that there is anything nefarious going on. It’s just something they would monitor.”
Additionally, both Verizon and T-Mobile say they are completely unaffected. The DownDetector website did report outages for both services, but neither had them. instead, their customers were likely reporting problems reaching AT&T customers
“We did not experience an outage,” T-Mobile said in a statement. “Our network is operating normally.”
“Verizon’s network is operating normally,” Verizon also said. “Some customers experienced issues this morning when calling or texting with customers served by another carrier. We are continuing to monitor the situation.”
Verizon believes the nationwide outage involving AT&T customers “is close to being resolved,” according to a Verizon spokesman.
T-Mobile and Verizon said their networks were unaffected by AT&T’s service outage and customers reporting outages may have been unable to reach customers who use AT&T.

Protesters who block roadways in New York could face felony charges for “engaging in an act of domestic terrorism” under a newly proposed state law.
New York Assemblywoman Stacey Pheffer Amato, a Democrat from Queens, recently introduced a bill that aims to make it a felony to deliberately block traffic in the state.
Pheffer Amato’s measure comes amid months of pro-Palestinian protests that have created chaos on New York City streets since the conflict in the Middle East erupted in October 2023. Hundreds of protesters have been arrested for blocking and disrupting rush-hour traffic in the city on busy roadways, such as the Brooklyn, Manhattan and Williamsburg bridges and the Holland Tunnel. Other protests have resulted in altercations between participants and New York City police.
The assemblywoman’s bill aims to change state law to make such stunts a “domestic act of terrorism” and make it a Class D felony to intentionally block public roads, bridges, transportation facilities or tunnels in New York, according to a copy of the legislation. The measure is co-sponsored by Assemblyman Sam Berger, who is also a Democrat from Queens.
Newsweek reached out via email on Saturday night to Pheffer Amato for comment.

In a statement justifying the need for the new measure, Pheffer Amato wrote that while the U.S. Constitution enshrines Americans’ right to freely protest, it does not give demonstrators the right to “cause fear, panic and put the lives of other people in danger.”
“When those who protest directly hinder the ability for pedestrians and motorists to freely move, impacting their ability to arrive at a location, or seek aid, that is unacceptable,” the assemblywoman wrote. “The purposeful blocking of bridges, tunnels and road-ways which results in cars being stopped, sick people not being able to get medical attention, or any attempt to prevent innocent people from getting from Point A to Point B is not appropriate or fair – in fact it is flat out dangerous.”
The demonstrations started after Israel began its assault on Gaza in response to the surprise October 7, 2023, attack by Hamas militants in southern Israel, which killed at least 1,200 people and resulted in hundreds of others being taken hostage.
So far, more than 27,000 Palestinians have since been killed by Israel, according to the Hamas-run Gaza Health Ministry, which notes that the death count is likely higher, as thousands more Palestinians are believed to be buried under rubble in Gaza, according to Reuters.
The number of civilians killed in Gaza, especially children, has sparked protests all over the world where participants have been calling for a ceasefire in Israel’s war with Hamas.
It was unclear at the time of publication whether Pheffer Amato’s bill has support for passage.

LOWER MANHATTAN, New York (WABC) — Police are investigating after a woman was struck by a random object while standing on a subway platform in Lower Manhattan Friday.
A 31-year-old victim was standing on the northbound No. 1 train platform inside the World Trade Center Cortlandt station around 7:15 p.m. when a suspect, riding a northbound train, threw an unknown object at her.
That object struck the victim in the leg, leaving her injured.
The victim was taken to NY-Presbyterian Lower Manhattan Hospital where she’s expected to survive.
The male suspect fled on the northbound No. 1 train.
No arrests have been made, and the investigation is ongoing.

TIMES SQUARE, Manhattan (WABC) — Four people believed to be involved in the attack of two NYPD officers in Times Square last month were detained in Phoenix, Arizona, according to ICE.
Officials say the four individuals who “were believed to be fleeing the state of New York” for their suspected involvement in the attack were apprehended while traveling to the Phoenix Greyhound Bus Station from El Paso, Texas.
They were then transferred to the custody of ICE officials.
The NYPD is working with ICE to determine whether they are the same four men who allegedly skipped town on a bus headed toward California after being charged in the attack. If the grand jury indicts them, they will be expected to appear in court.
It comes as one of the suspects arrested in the attack was indicted by a grand jury.

Yohenry Brito, the man who allegedly set off the melee by resisting arrest, appeared in court on Tuesday where he was indicted for his role in the assault.
The charges against him will be unsealed when he is arraigned on the indictment at a later date.
Before the indictment, Brito appeared before the judge for about 10 minutes and a new court date was set for March 25 on his two prior misdemeanor cases.
Brito’s defense attorney commented outside court, saying only that “he pleaded not guilty.”
Brito is being held on Rikers Island on $15,000 bail.
The Police Benevolent Association president said in the indictment is a step toward justice.
“This is just one small step towards justice for our injured brothers,” PBA President Patrick Hendry said. “It might never have happened without the outcry from New Yorkers who are fed up with a justice system that keeps failing to protect both police officers and the public. Too many of the participants in this vicious attack are still roaming free. We are once again urging all New Yorkers: keep speaking up until they are all behind bars where they belong.”
The grand jury hearing comes as Manhattan District Attorney Alvin Bragg continues to defend his office’s decision to release five of the six suspects without bail.
In light of the attack, some local lawmakers gathered Monday to call for New York City to once again start cooperating with federal immigration officials. Mayor Eric Adams said the law in place that limits the cooperation between the two doesn’t impact the work ICE does.
“ICE can execute warrants. ICE can have a role here. No one is stopping ICE from doing their job. They have a job to do when you deal with dangerous people such as that. I cannot use city resources based on existing law. I think that’s a question that should be presented to the council,” Adams said.
A council spokesperson says the laws limiting cooperation with ICE exist, “to ensure immigrant communities aren’t deterred from seeking help or reporting crime to city officials out of fear of deportation.”
Meanwhile, a statement from New York Immigration Coalition says they trust Bragg and are calling on NYPD to “release the full bodycam footage of the incident to reduce rampant speculation that is fueling anti-immigrant rhetoric.”
Authorities continue to search for several others involved in the attack against the two officers. They say 14 people were involved.

NEW YORK CITY (WABC) — The NYPD says it has foiled the largest robbery pattern in the city – thieves snatching women’s purses and phones out of their hands.
Officers raided a suspected safe house in the Bronx early Monday morning. The suspects are migrants from Venezuela.
“In recent a months a wave of migrant crime has washed over our city, but by no means are the individuals committing these crimes representing the vast number of people coming to New York to build a better life,” NYPD Commissioner Edward Caban said.
The string of 62 thefts of phones stolen from women on the street and in the subway system has been linked to a mastermind overseeing the spree from his Bronx apartment, the NYPD said on Monday.
Victor Parra, who is still being sought, ran a sophisticated criminal enterprise of migrants predominantly living in the city’s system, police said.
“They use social media platforms to organize and coordinate their thefts. This is how they operate. The leader of the crew identified as Victor Parra will blast out a message via WhatsApp that he’s looking for phones,” Chief of Detectives Joe Kenny said.
Video released by the NYPD shows a 52-year-old woman being violently dragged by thieves on a scooter after being mugged of her bag, phone, credit cards, keys, glasses, $60 cash and her ID. It happened last month in the Sheepshead Bay section of Brooklyn.
To carry out their crimes, they would ride up behind their victims, mostly women walking alone on the sidewalk, and grab their phones or purses and make their getaway.
A scooter operator would make $100 and a phone snatcher $300 to $600.
The phones were taken to Parra’s apartment, where his ‘tech guy’ hacked into the stolen phones, accessing the victims’ financial and banking apps for fraudulent purchases in the U.S. or Central America.
The phones were then sent to Colombia, where they were wiped clean.
Police recovered 22 stolen phones as well as victim’s identification from Parra’s home during a search on Monday.
Investigators said they took five people into custody on Monday.
The following individuals have been identified and charged:
– 20-year-old Cleyber Andrade is charged with 25 counts of grand larceny.
– 23-year-old Juan Uzcatgui is charged with 23 counts of grand larceny.
– 24-year-old Roxanna Sahos is charged with tampering with evidence.
– 20-year-old Alexander Dayker is charged with criminal possession of stolen property.
In all, seven of the 14 members of this crew have been arrested and charged with multiple counts of grand larceny.
“They’re essentially ghost criminals. No criminal history. Not photos. No cell phone. No social media. Sometimes we’re even unclear on name or a date of birth. And on top of that these operations are extremely sophisticated.” Caban said.
“If they’re found guilty and they do their time they should be deported. You should not be allowed to walk the streets of New York,” Mayor Eric Adams added.
Parra is from Venezuela and entered the country last year. He was last before a judge in December on a grand larceny charge.

HOWARD BEACH, Queens (WABC) — There was an event on Saturday that was a century in the making – a 100th birthday party for Theodora Pyle in Howard Beach, Queens.
Pyle came here from Guyana when she was 50 years old.
She had nine children and worked as a seamstress and in the purse department at Saks Fifth Avenue.
Pyle still enjoys sewing and fashion – she also likes to boogie.
Police department officials say 14 people, believed to be asylum seekers staying in city shelters were involved in the assault.
Authorities have arrested and charged six – five were released without bail.
DA Bragg says his office ‘will not rest until every person who assaulted a police officer in this awful attack is held accountable.’
The incident prompted growing concern from the New York Immigration Coalition that a few bad apples would put a target on the greater asylum-seeking population.
“I think that we have to really highlight that these are isolated incidents,” said Robert Agyemang, Vice President of the New York Immigration Coalition. “It feeds into kind of the belief system that these people are coming and they’re messing up things when it’s not really the case.”
According to data from the mayor’s office, there were fewer migrants in the city’s care since last week.
On January 7, 2024, the city reported 69,000 migrants in their care, as opposed to 67,500 on January 23. Meaning that migrants are leaving the city’s care faster than they are coming in.

MANHATTAN, New York (WABC) — The Port Authority Bus Terminal in New York City is getting ready to undergo a major transformation from an outdated and undersized commuter hub, to a state-of-the-art transit facility.
Port Authority provided an update Thursday afternoon on plans for its long-promised modern bus terminal, a massive multi-billion-dollar project that will have to keep the current transit hub operating for the decade it takes to build on the busy west side of Manhattan.
“New York City deserves a world-class, state-of-the-art bus terminal,” said Port Authority Chairman Kevin O’Toole.
But before that can happen, a bus storage facility will be built that will handle bus operations in the interim.
Once the storage facility is built, expected by 2028, bus operations will shift from the current terminal to the bus storage facility while the old terminal is torn down and rebuilt.
After construction is completed, the Port Authority will give back 3.5 acres as green space for the neighborhood.
When Port Authority first opened in 1950, it was also described as “state of the art” and “magnificent,” but now, seven decades later, the building is in need of improvements.
Commuters arrive to leaks, cracks and tears — far from a modern marvel.
The new bus terminal is expected to have new features like artificial intelligence for bus management, accommodations for future growth and larger buses, bus storage space, which the current terminal doesn’t have, and sustainability components including space for electric buses and chargers, heat recovery reuse and onsite generation of renewable energy.
“It will reflect world class design,” said Port Authority Executive Director Rick Cotton. “High ceilings, light and airy atmosphere, riveting, appealing, inspiring public art installations.”
Commuters said they welcome the plan for a new and improved bus terminal.
“If they’re going to make it better, then sure! I’d love to see it better,” one bus rider said.
“It’d be nice to start all over again,” another rider said.

NEW YORK (WABC) — An army of police fanned out at migrant facilities throughout the city Wednesday night to target a problem that’s exploded in recent months: unregistered scooters.
Eyewitness News was on the scene as officers cracked down on the issue, they say has become a persistent quality of life issue in Manhattan.
“We had to come here, and we had to do our job,” said NYPD Assistant Commissioner Kaz Daughtry.
The first order of business was they went for the bikes.
Dozens of bikes without registrations were confiscated, some with plates stolen off other bikes somewhere in the city.
All of them were immediately carted away on a police flatbed.
Wednesday’s operation was about a lot more than illegal bikes, as it comes after Saturday night’s melee near Times Square, where a dozen men — believed to be asylum seekers — attacked two police officers.
Five were arrested on the spot.
“Nobody’s going home tonight until we find the guys who assaulted our cops,” assured Daughtry.
Police arrested the man dressed in yellow in the video and are still on the hunt for as many as five more.
“We’re not going to tolerate individuals attacking out cops,” said Daughtry. “That’s not going to happen. We will comb this globe to look for you and bring you to justice.”
NYPD Asst. Commissioner Daughtry led teams of cops who scoured the area around the Row Hotel, a migrant center in Hell’s Kitchen, and they inspected more of those bikes, which have been involved in a growing number of robberies and the focus of police citywide for weeks.
“We are seeing an uptick of scooter robberies in the city, particularly in Manhattan, where individuals are on scooters, normally two on a scooter, and they’re taking their cell phones, AirPods, Beats, wallets, purses,” said Daughtry. “We’re going to be over aggressively going after these scooters and moped on city streets.”

NEW YORK CITY (WABC) — The MTA has been rolling out pilot programs targeting fare evasion and trying to make riders feel safer. One such measure will put emergency exit gates on a 15-second delay.
The MTA got approval from the state to implement the pilot program to put emergency gates on a short delay.
Critics are concerned in an actual emergency, waiting 15 seconds to exit could put people in a dangerous situation.
The timed delay will be tried out next month at three subway stations. All three have ample turnstiles for riders to access in case of an actual emergency.
They include the 59th Street-Lexington Avenue Station in Manhattan, the Flushing Avenue Station in Brooklyn, and the 138th Street Station in the Bronx.
The MTA is already looking at a long-term redesign of these emergency gates, aka “the gate of the future.”
That’s just one of the ideas that the MTA is testing out at various stations. They’re also trying to gauge public support, and that has been a challenge.
While some of the strategies have already proven successful, The New York Times said Tuesday morning, “New Yorkers have not been impressed.”
The MTA installed yellow subway platform barriers at the Clark Street subway station over the weekend, the second station where the gates are being piloted.
In Queens, the Sutphin Boulevard-Archer Avenue station has replaced the turnstiles with glowing green fare gates.
Some transit riders have already figured out how to open the gates without paying, a technique quickly disseminated on TikTok.
Despite the ridicule, revenue at that station has increased by 20% since implementation.
These pilot projects are described by MTA as basic attempts to temporarily resolve complex problems.
Transit officials are looking to see what works and what doesn’t. None of the ideas are expected to be long-term.
As NYC Transit President Rich Davey said Monday of some of these challenges, if you don’t experience failure, you aren’t trying hard enough.
