  • San Diego is much better than L.A. at building apartments. Here’s why

    As Los Angeles grapples with a housing shortage, it could learn from San Diego, which has proved better at convincing construction companies to build more.

    The city is more welcoming to developers, industry insiders say, with fewer regulations and fees, better planning and less rent control.

    “It is easier to build in San Diego over Los Angeles because of its legal structure, political culture and defined processes,” said Kevin Shannon, co-head of capital markets at real estate brokerage Newmark, which is overseeing the sale of a sprawling development site in San Diego that is zoned to have thousands of apartments.

    The result: As of last quarter, the number of new apartments under construction in San Diego County rose 10% from three years earlier, CoStar data show. New apartment construction in Los Angeles County tumbled 33% over the same period, hitting an 11-year low in the three months through December. San Diego is expanding its apartment pool at nearly twice the rate of L.A. and other major city clusters in the state.

    L.A.’s vacancy rate is among the lowest in the country and rental rates are among the highest nationwide. Still, the supply of fresh rental units, which make up the bulk of new housing in Los Angeles, is thinning out despite robust demand.

    Although local lawmakers create regulations to protect renters and keep rents down, hoping to combat homelessness, developers and economists warn that the wrong regulations often can add to the cost of building and maintaining apartments, making it hard to make a profit on new and existing projects. People who already have apartments may be protected, but over the long run, fewer are built, they say.

    Rent control has been at the center of the debate recently. The city of Los Angeles just tightened its rent control.

    It has just lowered the cap on rent increases for rent-stabilized apartments, a massive portion of the city’s housing stock that houses nearly half of the city’s residents. Although the cap doesn’t apply to units built after 1978, it still discourages developers, as it sends the wrong signal to those already worried about restrictions.

    At the state level, a similar housing bill that would have halved the cap on rent increases to 5% a year died in the Assembly last week. Assemblymembers decided that too many restrictions can be counterproductive.

    “That sounds nice and humanly caring and all that and warm and fuzzy, but someone has to pay,” said Assemblymember Diane Dixon (R-Newport Beach). “How far do we squeeze the property owners?”

    San Diego doesn’t have traditional rent control, though it does enforce less restrictive statewide tenant protections.

    In Los Angeles, Measure ULA, known as the mansion tax, is another top reason that developers decide to build elsewhere. They also point to other local regulations that make it challenging to evict tenants who don’t pay their rent.

    “L.A. has been redlined by the majority of the investment community,” apartment developer Ari Kahan of California Landmark Group said in October.

    It’s easier to do business in San Diego because of its real estate development policies, project approval process and overall business-friendly attitude, industry insiders said. It outlines what it wants in a general plan, and if projects line up with that, they can be approved at the city staff level.

    “San Diego has a clear, enforced General Plan, and for the most part, it sticks to it,” Shannon said. “San Diego updates its Community Plan and then lets projects proceed if they comply.”

    “In contrast, L.A.’s General Plan is outdated and inconsistent,” he said. “Almost everything requires discretionary approvals.”

    Elected officials in L.A., including the City Council, have the discretion to decide whether a new project can be built, which can add months to its approval process as the proposal winds through City Hall and public meetings.

    “The City of San Diego continues to prioritize the permitting and development of new homes to address our region’s housing needs and support a better future for all San Diegans,” said Peter Kelly, a spokesman for the city Planning Department. “Through updated community plans, streamlined permitting processes and proactive implementation of state housing laws, we are working to increase housing supply and affordability in all neighborhoods.”

    The city updates its Land Development Code annually to streamline the permitting process and accelerate housing production, he said. It also adds capacity to build new homes through rezoning and updates to the city’s community plans, with a focus on placing new homes and jobs near transit, parks and services.

    “If we can bring more supply, it will hopefully bring down rents,” said Kip Malo, a real estate broker in JLL’s San Diego office.

    Most new apartments are being built outside of downtown San Diego, Malo said. “The city has made a concerted effort to try to clean up downtown and it has gotten better, but it’s still got a ways to go.

    Of course, developers in San Diego still face the same headwinds that affect developers in other cities, such as interest rates that make construction loans more expensive than they have been in years past.

    Recent policy out of Washington also hasn’t helped. Higher tariffs have driven up the prices of construction materials and equipment, while the crackdown on undocumented workers has thinned and spooked much of the international workforce on which the industry depends.

    California’s construction industry depends on immigrant workers. Around 61% of construction workers in the state are immigrants, and 26% of those are undocumented, according to a June report from the Bay Area Council Economic Institute.

    San Diego is “still California,” Malo said, and has hurdles to get projects approved that aren’t faced by builders in Texas and other states with more lax requirements for new projects, Malo said, but “the political winds have shifted in developers’ favor.”

  • Cat realizes she’s moving home, her reaction breaks owner’s heart

    A cat owner from Arizona went viral after sharing her kitty’s reaction to moving home, and internet users can’t cope with the emotional footage. 

    The TikTok clip shared in December by @donutsforbreakfast, shows the cat, Sauvignon Blanc, also known as Sauvi, wandering around her new home, crying, as if feeling out of place and overwhelmed by the move. 

    “My heart,” reads layover text in the clip. “We just moved and she won’t stop wandering the house and crying. She’s been doing this the last 24 hours.” The caption adds: “She’s thinks we are both lost.” 

    The poster, Justine Ramos, told Newsweek that Sauvi had a really hard time with their recent move, but she has now finally adjusted to her new home.  

    “The first day we set her up in a bedroom, and she hid. Then the next day she wanted to explore, and that’s when I took this video,” she said. 

    “She kept wandering around the garage and house and crying (I think we had a lot of her items still boxed up, so maybe the smell was triggering for her). But she did cry like that for about four days, and now she is settled and very VERY happy!” 

    Ramos explained that Sauvi is a very sensitive cat, so they already knew the move would be really tough for her.  

    “I was shocked that this video went viral, and I was grateful for all the supportive comments. Many people shared their moving tips, and I hope that it helps someone else who has a sensitive cat going through a move!” she said.

    Moving home with a cat can be overwhelming for them at first, but there are ways to make the move easier on our furbabies. 

    If they’re an outdoor cat it’s important that you keep them inside for about three to four weeks at the start to avoid confusion or running away.  

    Once this time has passed you can let them out just before their meal time, to ensure they come back motivated by hunger.  

    Go outside first and show them that it’s safe. Do not force them if they hesitate. Leave the door open, even if they’ve always used a cat flap. Start with small periods and build up.  

    The video quickly went viral on social media and it has so far received over 523,200 views and 50,200 likes on the platform. 

    One user, Cardboard_Cult, commented: “My cat was doing the same after we got our house. it just means they are stressed.” 

    Mismysaniti said: “Imagine your old apartment was her whole planet. She is now an earthling on Krypton.” 

    Malij_777 wrote: “This might sound silly but did you explain to her what’s happening?”

  • This stylish L.A. rental is designed so they never have to worry about pet hair again

    Jeffrey Hamilton came to live in an empty condominium, as many do, after a painful breakup.

    “It was a stressful time even though it was an amicable breakup,” says the 38-year-old anesthesiologist. “I had two weeks to move and was desperate to find something.”

    In this series, we spotlight L.A. rentals with style. From perfect gallery walls to temporary decor hacks, these renters get creative, even in small spaces. And Angelenos need the inspiration: Most are renters.

    Hamilton, who is drawn to “gallery-esque white boxes,” ultimately settled in a two-bedroom, two-bathroom Lorcan O’Herlihy Architects-designed condo four blocks away in West Hollywood. With few possessions other than his cats, he proceeded to furnish the unit with secondhand items he found primarily on Facebook Marketplace.

    During the process, he says, he found himself.

    “It was the first time I had lived on my own in a long time and it was nice to listen to my own instincts,” says Hamilton, sitting in the living room of his elegant condo, which he now shares with his boyfriend David Poli, his cats Romulus and Remus and Poli’s Husky mix, Janeway (named for Kathryn Janeway, the first female captain on the television series “Star Trek: Voyager”). All the pets are rescues.

    “Jeffrey likes to say that everything in his apartment is a rescue, including me,” says Poli jokingly.

    When Hamilton adopted his cats six years ago during his medical residency in San Diego, they were kittens; now, as adults, he says, the spotted Bengal cats have not just grown but have influenced his design choices in his new home.

    The den features more pet-friendly choices including a Rove Concepts modular sofa that Hamilton bought on clearance. “It’s a little small for two grown men and three pets,” he says.

    “My original inspiration was to match the furniture to the kitties so I don’t see their cat hair,” he says. “The cats very much informed the color scheme. I find them so handsome; it felt like having matching furniture was practical.”

    In the living room, for instance, Hamilton chose a camel-colored Curvo sofa in velvet by Goop for CB2, which he found on Facebook Marketplace. Similarly, the accompanying swivel chairs from HD Buttercup and the barstool seats in the kitchen are upholstered in Bengal and Husky-durable textiles that camouflage pet hair.

    Actor Kit Williamson, a Hollywood friend who has tackled many of his own interior design projects, says Hamilton and Poli’s home is more than just a safe place to land. “I love that Jeffrey’s design for the apartment was inspired by his cats — and that David’s dog not only gets along with the cats, but complements the color palette,” he says. “It’s not just cohesive, it’s kismet.”

    No need for lint rollers as Janeway blends in with the furnishings.

    Hamilton grew up in the Bay Area but has moved around the country for his education and medical training, including stints in New York City, San Francisco, San Diego and Seattle. So when he moved to Los Angeles for good in 2022, he found shopping for furnishings on Craigslist and Facebook Marketplace to be a great way to get to know the city.

    “It was nice originally because I was new to L.A., and it helped me get a better sense of Los Angeles,” he says. “I ventured to Woodland Hills and Calabasas — I got a lot of vintage stuff in Woodland Hills.”

    Living alone, Hamilton says, is what allowed him to “find space and time to honor” his own interests a little more.

    “I think with medical school, residency and fellowship training, I didn’t have much time and space or resources to self-examine, as so much of my time was occupied working and thinking about the wellness of others,” he says.

    For him, part of his process for creating a welcoming home was focusing on “sustainable goods — things that were used, vintage or local,” he says.

    That accounts for some of Hamilton’s home decor selections: The CB2 bookshelves from Facebook Marketplace, which store artfully arranged ceramics, books and the couple’s neatly stacked shoes and a travertine dining room table, also from Facebook Marketplace.

    Down the hall, in their bedroom, is a second-hand desk from Facebook Marketplace where Poli can work from home several days a week. “It’s a little beat-up, which I like,” Hamilton says. “I like things that are shiny and nice but also beat-up around the edges. Nothing too perfect. “

    And then there is the art. “It was important to me to have pieces from either local artisans or artists who are L.A.-based,” he says, noting the tall, plaster lamp in the living room by Kate O’Connor and a graphic stoneware bowl by Chad Callaghan atop his marble coffee table.

    In the living room, Hamilton hung a large-scale artwork by Texas-based painter Jason Adkins for General Public, a company developed by Portia de Rossi that licenses and 3D-prints artworks. In the den, another Adkins piece for General Public hangs alongside a vintage print by Cy Twombly. “They feel like real paintings,” he says of the Synographs. “You can’t tell the difference. “

    Elegant, clutter-free and homey, the condominium is a calm place to come home to after working long shifts, including overnights, at Children’s Hospital. “A sense of calm and serenity was probably a very important implicit priority,” Hamilton says. “My work can be very stressful at times, so having a place of refuge came naturally.”

    Luckily, balancing comfort and pets is another thing that came naturally to the couple after they moved in together.

    The open-concept kitchen is modern and streamlined.

    “We have a nice synergy,” Hamilton says of Poli. “We tend to agree when it comes to interior design.”

    “I’m more of a minimalist,” Poli says. “Jeffrey likes pillows too much. It’s getting a little busy in here,” he adds, teasing his partner.

    “I do like pillows,” Hamilton says, noting that he recently bought a sewing machine so he can make his own soft furnishings. “I’ve learned that the best outdoor pillows for pets are from Arhaus. They don’t stain, and they are really durable.”

    Like many millennials his age, Hamilton often thinks about buying a home but finds real estate prices, combined with the housing shortage in Los Angeles, daunting. “It’s so expensive,” he says. “I keep doing the math, get approved for a mortgage, then see the interest rates and how much you have to put down — and I just can’t do it. My rent is ridiculous, but it’s more economical than any mortgage I’ve seen in West Hollywood.”

    For now, Hamilton enjoys living in a 30-unit building in a pedestrian-friendly neighborhood with a rooftop deck overlooking the Sunset Strip. “I don’t need a ton of space,” he says. “Maybe a condo in West Hollywood would be a nice starting point someday.”

    After all, he’s learned he’s good at starting over.

    Opinion: This Supreme Court case from California could ease housing shortages everywhere

    On Jan. 9, the U.S. Supreme Court will hear the case of Californian George Sheetz, who applied for a permit to put a manufactured house on his land in El Dorado County and got hit with a $23,420 traffic mitigation fee. Objecting to the lack of any connection between the dollar amount and his family’s actual impact on traffic in the area, Sheetz paid the fee but turned to the legal system. Sheetz vs. County of El Dorado, California, addresses just a small piece of the state’s housing crisis. Nonetheless, it will matter for millions of people unable to find affordable homes here and in many other states.

    When “impact fees” are unmoored from the increased costs a city or county will incur because of a new house or development, the fees can do more than present someone with an unfair bill — they can also reduce housing construction. In a country where a shortage of homes has led to sky-high prices, this matters more than you might think.

    Developers should pay their fair share, of course. If construction fees fail to cover the costs of the increased public services required by new development, elected officials and voters turn to other means to cover or avoid those costs. They may impose growth restrictions or other exclusionary zoning policies to block the building of new homes rather than accept projects that lead to higher taxes or degraded services.

    We see pervasive evidence of this happening when localities adopt rules such as single-family zoning, minimum lot-size requirements and aesthetic requirements that ensure that only expensive housing, which generates higher property taxes, can be built.

    Properly set impact fees offer a way for development to pay its way, and they reduce political pressure against necessary growth. Local studies have found that appropriately set fees are associated with increased construction in suburban areas.

    But when fees are set at arbitrarily high levels, they disincentivize new home building and add to the country’s housing affordability challenges, causing strain for renters and new home buyers.

    In 2013, the Supreme Court held that all permit fees must have an essential connection to the actual impact of a development on city or county services, and a roughly proportional price tag. This sensibly reduces the risk that fees will choke off development.

    In some states, such as Florida, jurisprudence goes even further, requiring that fees fund only infrastructure that serves the specific developments they were levied on. Not coincidentally, Florida has seen its population grow more than twice as fast as the country as a whole, reflecting its openness to new homes and relatively fair prices compared with much of the rest of the country.

    But in other states, including California, Maryland, Washington and Arizona, courts have carved out an exception to the Supreme Court’s proportionality principle, allowing higher fees if they are set by legislation. Sheetz’s case will test whether that exception is constitutional.

    Part of the rationale for the carve-out is that voters have a remedy against excessive assessments at the ballot box. In theory, they can vote out the lawmakers who are responsible.

    However, any claim that voters can and will actually do this is dubious. Housing developers are a small share of any electorate. Future home buyers or renters — those who need municipalities to incentivize, not discourage, home building — may not even vote or live in the jurisdiction when the fees are determined. On the other hand, the people who do vote are likely to be those who already own homes nearby, and they tend to resist growth: Their property increases in value if high fees keep the housing supply low.

    The housing affordability crisis is real. Californians in particular should understand the simple calculus of supply and demand that is exacerbating homelessness and causing seven cities (or metro areas) in the state to rank among the 10 most expensive in the nation, according to U.S. News and World Report. When and where state courts allow local politicians to cater to their wealthiest constituents, charge exorbitant impact fees and otherwise keep out new homes, the situation won’t improve.

    The Supreme Court is expected to issue a ruling on the El Dorado County fees in the first half of 2024. The legal case that all impact fees, no matter who sets them, should be subject to the same conditions is strong. And during a nationwide housing crisis, the economic case against state and local practices that worsen housing affordability and impede needed housing production is even stronger.

    Hernandez, 53, and his wife and cousin are spending nights at a friend’s apartment in Glendale, but return every day to what is left of the house to salvage any belongings. The plan is to move everything out by Monday as they search for a new home and some answers.

    Before dawn Tuesday, flames swept through an apartment building under construction in the 1500 block of East Vernon Avenue in the working-class neighborhood of Central-Alameda. Burning hot and fast through the exposed wood of the building’s framing, the fire spread quickly to neighboring homes, injuring three people and displacing 17, including Hernandez.

    Seven buildings were damaged, including five that were left at least partially unsafe for occupancy. Entry is prohibited to one single-family home and two duplexes deemed completely uninhabitable, according to the Los Angeles Department of Building and Safety.

    As neighbors sift through the remnants of their belongings and seek new housing, many are pointing to the building under construction. City records show that it was to be a four-story affordable housing complex and that it had received expedited processing, clearances and approvals under Mayor Karen Bass’ Executive Directive 1.

    “I blame the owner of the construction site,” Hernandez said. “They were trying to make this small plot of land into a four-story building next to small homes. Whoever said OK to this project needs to be held accountable.”

    The site, steps from neighboring houses, had a problem with trespassers and no security guards on the property, multiple neighbors said.

    Jerardo Diaz, 30, whose family lived in the home directly behind the site for 35 years, had even asked the construction crews to put up a bigger fence to give his family more privacy. In front of the charred remnants of his house there now hangs a red leaflet from the Department of Building and Safety reading: “Unsafe / Do not enter or occupy.”

    The site’s contractor, Arrow Construction Co. in Artesia, did not respond to a request for comment.

    The cause of the fire is still under investigation, and it’s unclear when authorities will make a determination, according to Los Angeles Fire Department spokesperson Margaret Stewart.

    Meanwhile, those whose homes were damaged or destroyed are struggling to figure out what to do next as families face the prospect of a holiday season spent rebuilding or looking for a new home.

    “To explain to a child, when it’s Christmastime, [that] all their friends have toys but they’re not going to be able to this year — because right now their mom and dad need to get a roof over their head — is going to be their reality,” said Edward Winters, 63, of Lynwood, a former East Vernon Avenue resident who visited Wednesday morning to help neighbors after seeing a GoFundMe page that had been set up for Hernandez.

    Hernandez said he had not received any help from his landlord or communication from the contractor of the construction site. He works as a dental assistant and moonlights as a DJ, and said he lost three cars and $15,000 worth of DJ equipment in the fire, among other belongings.

    Hilda Flores, who has known Hernandez for 20 years and set up the GoFundMe page, is housing his family in her two-bedroom Glendale apartment and has urged them to stop returning to their destroyed home.

    “I told them, ‘Leave the clothes.’ Those are all material things we can buy again,” said Flores, 41. “It’s not safe.”

    Large planks of charred wood protrude into the walkway to the home, and pieces of insulation fall from the damaged ceiling despite a tarp they put up to cover it. Smoke and bits of charcoal still linger in the air.

    “The main thing is we need a place to stay,” said Isabel Perez, 67, Hernandez’s wife. “A two-bedroom in this area. Anything, really.”

    Neighbors have voiced concern over the mental well-being of the displaced families. Perez believes her husband has been suffering from depression since the fire, and says their dog, Mia, suffered burn injuries on her head and must be taken to the veterinarian.

    “Omar is crying every hour and wakes up in the middle of the night crying from nightmares,” she said. “Mia keeps on whimpering and crying too. If something is seriously wrong with Mia, he might die.”

    “At least we lived,” Perez murmured to herself, cradling Mia.

    A spokesperson for City Councilmember Curren Price, who represents the area, acknowledged the anguish victims are feeling and said the American Red Cross has been assisting the city’s emergency response.

    “They’re in limbo, living day to day,” Angelina Valencia said of the displaced residents, adding that at least one family has temporarily moved to Bakersfield to stay with relatives.

    Price met with victims Tuesday afternoon, and his office has coordinated with local organizations to give the families clothing, toiletries, baby wipes, diapers and toys.

    “Our own staff has donated baby clothing because most of the impacted families have young children, from a month old to a 12-year-old,” Valencia said.

    Price’s office had connected with two families and was working to reach others.

    The Red Cross has also provided residents cards with some funds, but “it’s only meant to help them in the short term with their immediate needs,” Valencia said. “Still, the families feel confused and desperate to get answers as they don’t know what tomorrow will bring.”

    A disaster team, caseworkers and volunteers have been in touch with the displaced residents and will continue to offer assistance in the days to come, said Stephanie Grande, spokesperson for the Red Cross’ Los Angeles region. A temporary evacuation center closed at 1 p.m. the day the fire broke out.

    “Casework assistance often entails connecting those affected by a disaster with existing social service programs in the community, helping them navigate complex paperwork, providing financial assistance to help meet immediate needs, and locating help from other agencies to assist with longer-term recovery needs,” Grande said.

    With the shock of the fire behind them, Julise Jimemes, 56, said the neighborhood was coming together to lend what support it could to the displaced families.

    When Jimemes woke up Tuesday morning, she was convinced her home would be taken by the fire. She gathered all of her important papers and belongings into her car and got ready to flee with her 87-year-old mother.

    But after firefighters extinguished the blaze, Jimemes’ home remained unscathed.

    Thankful to be among the fortunate ones, she couldn’t bear to see neighbors struggle on the block she has called home for 35 years. On Friday, she said, she planned to cook dinner for Hernandez’s family.

    No One Has to Pretend Water Is Exciting

    Over the past few decades, what Americans want out of their beverages has swung wildly between two extremes. In the 1990s, sweet drinks were all the rage. Soda sales were on what seemed like a limitless upward trajectory. Quaker bought the then-ascendant Snapple brand for $1.7 billion in cash, a sum that made me actually snort when I read it in the harsh light of 2023. Gimmicky drinks such as Surge, Orbitz, and SoBe “elixirs” crowded grocery-store shelves. As a middle schooler in the late ’90s, my consumption patterns were practically a case study in the era’s marketing magic. I’m not sure a single drop of plain water ever touched my lips outside of soccer practice.

    Toward the end of that decade, the first evidence of the coming reversal was already visible. Skepticism (most of it warranted, though some of it not) toward sugar and artificial sweeteners steadily grew. The soda giants, reading the room, began marketing their own bottled-water brands to compete with the more fashionable likes of Evian and Perrier. Dasani and Aquafina came right on time: As soda sales faltered, bottled-water sales took off. In 2016, the Beverage Marketing Corporation estimated that, for the first time, Americans consumed more bottled water—almost 40 gallons per capita on average—than carbonated beverages. Tap water, too, has found a new home in an ever-increasing number of reusable water bottles. New Stanley cup, anyone?

    Americans, in short, got sold on hydration. As my colleague Katherine J. Wu recently wrote, how much water any particular person needs to drink to maintain a healthy baseline is still the subject of significant disagreement among experts. But in the absence of clear guidance—and with plenty of encouragement from the health-and-wellness industry—many people seem to have simply decided that more is more, and they shoot for as much as a gallon a day.

    That isn’t to say that everyone likes drinking all this water. As the nation has disciplined itself to refill its glasses, Americans have been forced to confront the inconvenient reality that drinking plain water day in and day out can be kind of a chore. To choke it all down, they’ve returned to powders and concentrated syrups designed to make water more palatable, more healthful, or both. Sweet drinks are back again, albeit in a different form. Enter the water enhancer.

    Today, products meant to gussy up your water are everywhere at grocery and convenience stores. They come in little brightly colored squeeze bottles or single-serving packets. The sales pitch is pretty simple: Throw one in your purse or laptop bag, and instead of buying a packaged beverage, you squirt a couple of drops of syrup or mix a tablespoon or two of powder into regular water. Voilà. Now water is better. This is not exactly a new type of product: Powdered mixes from Crystal Light and Gatorade were around in the 1980s. But unlike the water enhancers of yore, today’s mixes are mostly portioned for single servings instead of big batches.

    According to Phil Lempert, a grocery-industry expert and the founder of the website Supermarket Guru, water enhancers split into roughly two categories: low-calorie flavorings, such as Kraft Heinz’s highly concentrated MiO drops, and hydrating sports (or hangover) drinks, such as powdered electrolyte packets from Liquid I.V. Both MiO and Liquid I.V. debuted in the early 2010s. Within a few years, competitors including LMNT, Cure, and Buoy entered the market, along with the new entrants from old brands, Crystal Light and Gatorade among them. Most of these brands boast about their products’ low sugar content; even some of the enhancers flavored to taste like Skittles, Starburst, or other candy rely on artificial or alternative sweeteners and have few calories. Other ingredients have been incorporated into new products: Companies such as Cure now make caffeinated concentrates. Liquid I.V. has a powder that includes melatonin for sleep. Lots of other products now contain additional vitamins, minerals, or electrolytes. Many water enhancers have become, in essence, drinkable supplements.

    Water enhancers’ rise can easily be charted in sales numbers. Darren Seifer, the food-and-beverage-industry analyst at the consumer-data firm Circana, told me that although the products are still a small part of the overall beverage market, they’ve seen consistent growth. In 2022, sales volume of sports-drinks mixes—the category in which the firm places most water enhancers—was up 15 percent over the previous year. According to Seifer, the growth has been much larger for some brands. A spokesperson for Liquid I.V., which was bought by Unilever in 2020, told me that the brand’s sales have nearly doubled in each of the past four years.

    Like so many cultural phenomena, water enhancers also have become the subject of a viral trend. WaterTok, a subset of TikTok where users mix and match different powders and syrups into recipes inside giant insulated water bottles, flooded the internet earlier this year with tips on how to make tap water taste like, among other things, birthday cake. (Like most TikTok trends, it’s a little extreme, and it doesn’t seem to be especially indicative of how regular people end up using the products. TikTok Franken-water sounds sort of terrifying, and some health experts have expressed concern over its potential misuse as a weight-loss aid.)

    The whole concept of water enhancement can be pretty easy to mock: Why, exactly, can some people not find it within themselves to drink regular water? Why do they need it to taste like Skittles? Why do some people think a random wellness company might actually be able to improve on water, of all things? Once you’ve got the water in your glass, just stop there! Drink that! And yes, drinking Jolly Rancher aspartame water does strike me as more ludicrous than just having a Diet Coke. But if you let go of your immediate revulsion at the occasional licensed candy branding and consider water enhancers as a concept on its merits, you’ll find that even the worst of the bunch isn’t functionally much different than a sugar-free sports drink or low-calorie lemonade. In most cases, they’re arguably better if your goal is to stay hydrated, have a little treat, and have some say in how much sugar or sweetener you consume in the process.

    There’s little reason to believe that the people who use water enhancers are doing so at the expense of the plain water that they’d be drinking otherwise. Americans’ consumption of plain water remains, by all indications, robust. It’s mostly sales of soda and juice that are generally sluggish, which at least hints that, for a lot of the people who like those types of drinks, the trade-off that’s actually being made is between water enhancers and some kind of heavily sweetened beverage. In a lot of cases, that trade-off seems positive, on balance, especially because the enhancers allow people to control how much sweetness actually goes into a drink. This does not guarantee that people consume lower concentrations of flavorings, but it at least allows them to do so if they want.

    To fully understand why people are suddenly so enthusiastic about water enhancers, you also have to look outside of the beverage market and to the kinds of vessels that are so often used to consume them: reusable water bottles and high-capacity insulated cups. According to Circana’s data, the Hydro Flasks and Yetis and Stanleys of the world are still selling like hotcakes, and they present a significant shift in the physical reality of how a lot of Americans get their daily fluids—and, potentially, how much of those fluids they intend to be drinking. If you’ve already got 30 or 40 ounces of water on your desk at work, buying a Gatorade or coconut water or other premixed beverage to lug around with it makes less sense than it otherwise would, and having a couple of packets of sweetened electrolyte powder in your laptop bag is comparatively easy.

    At the core of all of this is a fundamental anxiety. Americans want to do what they can for their health, but for so many people, the most meaningful changes—easier, more affordable access to nutritious foods; taking time for exercise; less stress—are difficult to achieve or outside of their control. Swapping out sugary drinks for plausibly healthier options might not be life-altering, but at least it feels like something. “It’s a low-hanging fruit, in terms of healthy behaviors,” Caleb Bryant, a food-and-beverage analyst at the consumer-data firm Mintel, told me. The same anxiety exists for people who buy bottled water regularly, which Circana’s Seifer points out is still a huge group whose numbers have not yet shown any decline. If you’re selling water enhancers, you don’t need to convert bottled-water drinkers away from a product they already like, as you would with a bottled drink—you just have to convince them that they might occasionally like adding something to it.

    The enhancers have their limits. The freedom they confer can easily mislead consumers about how much better self-mixed drinks actually are: The experts I spoke with all agreed that at least some people seem to assume that no matter how much or what kind of water enhancer they use, their beverage will end up inherently healthier than something prepackaged, just because they get to see the water first before they add anything to it. In that way, the brands behind water enhancers are still very much profiting off of the confusing hydration hype that’s been separating people from their money in dubiously healthful ways for years.

    On balance, though, water enhancers do seem to offer something desirable to people who want their water to be a little bit more palatable and the companies who want to sell to them. They are, on some level, a rare win-win: Water enhancers’ smaller, lighter proportions have significant upsides for the companies marketing them, according to Supermarket Guru’s Lempert. The beverage business as a whole is already a more profitable, less cost-intensive category in which to operate than many other sectors of the grocery industry, he told me, which likely helps account for all the upstarts flocking to the water-enhancer category—they’re inexpensive to produce and don’t spoil quickly. When you take away the necessity of buying plastic bottles and packing, shipping, and stocking heavy liquids, the beverage math gets even better. Consumers find some advantages in those differences too: They create less plastic waste (as long as you’re not always buying bottled water to use with them), take up less room in the pantry, and are sometimes less expensive per serving than a bottled alternative.

    Ultimately, the biggest driver behind water enhancers’ popularity is probably just the nature of water itself. It’s great, but drinking a ton of it every day can become drudgery. These additive products play to a tendency to tinker with water in pursuit of health, stimulation, or pleasure that humans have had for thousands of years. Teas, coffee, beer, wine, and sweetened, fruity drinks such as aguas frescas were all developed because, on some level, water—humble and utilitarian as it is—just wasn’t satisfying all of the needs and desires that our forebears had. Now that lots of people believe they need to be downing liters of water every day for their health, they’ve rediscovered an age-old problem. Yes, water is great. But maybe it could be better, or at least more fun?

    You do need to drink water; any downsides of erring on the side of overhydration don’t really kick in until the volume gets extreme. But forgoing a little fun or flavor in pursuit of perfect physical health is something that humans have never been particularly good at doing. One medieval religious text even cited drinking nothing but plain water as a just punishment for swearing against God. With that in mind, it might have been foolish to expect that in the 21st century, with so many alternatives available, copious amounts of plain water would be the widespread drink of choice for long.
