    ANDOVER — Families enjoyed a plethora of winter activities together during the annual Winter Fest at Pomps Pond on Sunday.

    The sun shone brightly as families skated on the ice and learned the game of curling. Children waited patiently with their fishing rods to reel in a catch during the ice fishing derby.

  • New rules allow for cleanup of ‘ghost gear’

    BOSTON — State fisheries managers unveiled new rules this week aimed at reducing discarded fishing line and other waste that scientists say harms marine life, including sea turtles and critically endangered North Atlantic right whales.

    The state Division of Marine Fisheries said Tuesday the new regulations, which take effect Friday, will strike a balance between the need to clean up derelict fishing gear to protect marine life and “continuing to protect functional fishing gear and minimizing conflicts on the water.”

  • Country club’s plan to cut down trees paused by Planning Board

    NORTH ANDOVER — The Planning Board wants a local country club to do its due diligence before allowing it to cut down more than 30 trees along the lake that serves as the town’s water supply.

    The Planning Board denied an application from the North Andover Country Club for an emergency watershed special permit at its meeting Tuesday.

  • The Aggressive Ambitions of Trump’s “Donroe Doctrine”

    The fate of the largest island in the world could upend transatlantic ties, in turn undermining the most important political and military alliance in the world. Denmark is one of the original members of NATO. After Trump’s comments, Mette Frederiksen, the Danish Prime Minister, warned about the consequences: “If the U.S. chooses to attack another NATO country militarily, then everything stops, including NATO and thus the security that has been established since the end of the Second World War.” On Tuesday, a joint statement by seven European countries asserted that Greenland’s sovereignty and territorial integrity, as part of Denmark, were protected by the U.N. Charter. Nicholas Burns, a former U.S. Ambassador to NATO, called picking a fight over Greenland “a colossal mistake.” Douglas Lute, a retired three-star general and another former U.S. Ambassador to NATO, predicted that European allies “will be increasingly reluctant to depend on the United States, as they have for nearly eighty years, and not only because Trump and his Administration are focussed on the Western Hemisphere but because what the President says cannot be trusted.”

    And, in the Middle East, the President notified Iran—on his Truth Social account, the day before the operation in Venezuela—that U.S. forces were “locked and loaded” and ready to intervene if the theocracy used lethal force when responding to peaceful anti-government demonstrations that had erupted across the country. Over the weekend, the State Department’s Farsi account posted another warning superimposed over a black-and-white photo of Trump, Secretary of State Marco Rubio, and the C.I.A. chief, John Ratcliffe, as they watched the raid on Venezuela. In huge red letters, in Farsi, the message read, “Don’t play games with President Trump.” It added, “President Trump is a man of action. If you didn’t know, now you know.” The U.S. threats followed Trump’s meeting with the Israeli Prime Minister, Benjamin Netanyahu, last week at Mar-a-Lago, when the two leaders jointly vowed to again strike Iran if its nuclear and ballistic-missile programs are rebuilt.

    In December, the State Department rebranded the U.S. Institute of Peace by tacking on “Donald J. Trump” in big silver letters above the entryway. A White House spokesperson said the peace institute’s rebranding “beautifully and aptly” honored a President “who ended eight wars in less than a year” and was a “powerful reminder of what strong leadership can accomplish for global stability.”

    Except Trump has not really “ended” wars anywhere, he has only spun fragile ceasefires as examples of lasting peace. One of the wars the President claims to have ended was the long-standing conflict between Rwanda and the Democratic Republic of the Congo. The President presided over the signing of a peace treaty between the two countries last month. But the reprieve lasted only a few days. And, in the past month, hundreds of people have reportedly died in new fighting along the Rwanda-Congo border.

    Former senior American and European officials scoff at Trump’s claims of being the President of peace. Lute, who served as the deputy national-security adviser under the George W. Bush and Obama Administrations, chuckled when I asked him how many wars Trump has ended. “Zero,” he replied. “He may give himself credit to have paused eight conflicts, but I don’t count any of these as resolved.” Trump has even upped the numbers. “Now it’s eight and a quarter,” Lute noted. “He has this new math on Cambodia and Thailand, which he said he had to sort of solve again. So, he’s giving himself another point-two-five.”

    Israel’s war on Hamas in Gaza is far from fully resolved, despite a Trump-brokered agreement last fall. “It’s not very clear what happens first and what happens next,” the Norwegian Foreign Minister, Espen Barth Eide, said at the Doha Forum in December. Without imminent progress, all parties risked a return to war “or descent into total anarchy,” Eide said. In May, Trump notably claimed to have ended hostilities between India and Pakistan, a conflict that dates back to 1947 over control of predominantly Muslim Kashmir by predominantly Hindu India. The President said that he used trade concessions as incentives to get both countries to end a four-day skirmish in the Kashmir region, last spring. After a ceasefire was announced, the government of Pakistan, which had already nominated Trump for a Nobel Peace Prize, thanked him, but India claimed to know nothing about any concessions. “They’re not shooting at one another,” Lute said. “But that doesn’t stop the underlined conflict between India and Pakistan.” The ceasefire did not address the long-standing issue of Kashmir, and troops of both countries remain deployed along the volatile border.

  • Lawmakers demand answers on offshore wind projects

    BOSTON — Massachusetts’ two U.S. senators are demanding answers from the Trump administration about the “national security threats” it cited in the decision to scuttle several multibillion-dollar offshore wind projects.

    In a letter to Interior Secretary Doug Burgum and Defense Secretary Pete Hegseth, Sens. Elizabeth Warren and Ed Markey demanded a sit-down meeting with the agencies to review “recently completed classified reports” behind the “national security risks” the Trump administration cited in its decision to halt construction of the offshore wind projects.

  • Judge overturns Trump order blocking wind permits

    BOSTON — A federal judge gave the go-ahead for Massachusetts and other states to proceed with wind energy expansion by rejecting an executive order signed by President Donald Trump halting permits for clean energy projects.

    The ruling by U.S. District Court Judge Patti Saris on Monday sides with Massachusetts Attorney General Andrea Campbell and 16 other Democrats who challenged Trump’s authority to enforce an order Jan. 20 that halted several offshore wind energy projects along the Atlantic Coast from Maine to New Jersey.

    TAHLEQUAH – The president announced on Dec. 8, that the U.S. Department of Agriculture will make $12 billion available to farmers in a one-time bridge payment to farmers, to be released by Feb. 28, 2026.

    President Donald J. Trump, along with U.S. Secretary of Agriculture Brooke L. Rollins, announced the payments in response to temporary trade market disruptions and increased production costs.

    TAHLEQUAH – The president announced on Dec. 8, that the U.S. Department of Agriculture will make $12 billion available to farmers in a one-time bridge payment to farmers, to be released by Feb. 28, 2026.

  • Africa needs more green financing to unlock growth: report

    Infrastructure deficits, climate change, and debt sustainability challenges are holding Africa back from unlocking its growth potential, S&P Global said in a new report.

    The continent is poised to play an important role in the energy transition with its natural resources, young population, and expanding middle class. But to unlock this potential Africa needs more green financing, stronger capital markets, and better regional integration, the company said.

    Productivity growth in Angola, Nigeria, South Africa, and Zambia has slowed over the last decade, S&P noted, as infrastructure development and maintenance have not kept up with the needs of expanding populations. The increased demand for energy transition minerals could boost productivity growth in resource-rich economies while others need government reforms that improve the business environment and draw investment, it said.

  • Texas’s Water Wars

    Charles Perry, a Republican state senator from Lubbock and the legislature’s leading water expert, believes that the ominous 2022 projections are too optimistic; he has said that Texas may face an annual water deficit of up to twelve million acre-feet by 2050. (The municipal supply used by the entire state in 2023 was a bit more than five million acre-feet.) “This is the only thing that we’re not addressing that is going to be the limiting cap on the Texas that we know and love today,” Perry said at a Water for Texas conference earlier this year. “The time has arrived. We can’t go any longer without somebody saying something.”

    Part of the problem is the state’s antiquated approach to water policy. Texas follows the rule of capture, also known as absolute ownership, which allows landowners to draw as much water from below their property as they’d like, even if this has a negative impact on neighboring properties. Critics argue that the rule of capture incentivizes over-pumping, and note that every other Western state has jettisoned the rule, instead opting for an approach that mandates “reasonable use.” In Texas, where private property is regarded as sacrosanct, it’s been harder to get lawmakers to move beyond absolute ownership. But it’s misleading to equate the rule of capture with private property, according to Robert Glennon, an emeritus professor at the University of Arizona’s College of Law and the author of “Water Follies: Groundwater Pumping and the Fate of America’s Fresh Waters.” “Property owners in Texas can’t prevent someone next door with a bigger pump and a deeper well from sucking groundwater from underneath their property,” Glennon told me. “Instead of a private-property right, absolute ownership is more of a circular firing squad.”

    The rule of capture, once an obscure provision of Texas law, is now on more people’s radar after a fight over water rights in East Texas went public earlier this year. “This is the No. 1 topic, the one thing that everybody cares about the most here,” Cody Harris, a Republican state legislator who represents the area, told me. “Usually, it’s property taxes, border security, education, things like that. But right now, and for the last few months, it’s been nothing but water.” The issue came to the forefront when Kyle Bass, a hedge-fund manager who cemented his reputation by betting against the subprime-mortgage boom, in 2008, announced plans to intervene in the looming water crisis. Like Perry, he believed that the worrying projections in the 2022 Water Plan weren’t ominous enough. “Whether it’s a blessing or a curse, I can identify significant problems before they happen,” Bass told the Houston Chronicle. A proponent of what he calls “conservation equity management”—that is, increasing property values through environmental stewardship—Bass applied for permits that would allow him to drill dozens of high-capacity wells on his East Texas ranch. The idea was to pull up to nearly forty-nine thousand acre-feet of water from the wettest part of the state and sell it to the fast-growing Dallas suburbs. Although such a plan is perfectly acceptable under the rule of capture, and similar projects are already under way elsewhere in the state, East Texans bristled at the idea. (The Texas Water Development Board has concluded that the permits would allow Bass to withdraw more groundwater than is available in the area, but Bass has said that such an interpretation of his permits is misleading, and that it would be “silly” to take more water than the aquifer could sustain.)

    When Bass’s application came before the board of the Neches & Trinity Valleys Groundwater Conservation District, hundreds of people showed up to the meeting. (In Texas, water boards can approve well-drilling permits, but have a limited ability to adopt pumping caps.) Bass was there, too. When it was his turn to speak, he struck a folksy tone. “I wear boots every day. I wear jeans every day. And I spend about all my time out here in Henderson County,” he told the crowd. “The state of Texas’s main problems are power and water,” and he was hoping to address the issue by “doing things that are responsible by law and by science.” He was followed by dozens of residents, most of whom spoke in opposition to his plans. (Bass would later call the crowd “woefully uninformed and uneducated on the subject” and “obviously very emotive.”) A gray-haired man in a checked shirt who said that he could trace his ancestry back to early Texas settlers called the area’s water “an inheritance for me and my family.” “Amen!” a woman in the crowd shouted. “The aquifer . . . it’s not going to be able to keep up with demand and it’s going to hurt people. It’s going to kill people,” the man went on. (A judge recently halted Bass’s well-drilling project, which is facing a lawsuit from local businesses. Bass has responded by suing to reinstate the project.) The furor was heated enough that it seemed briefly as if the legislature might finally reconsider the rule of capture. Harris has said that he plans to challenge the policy the next time lawmakers meet. “It’s the first time in my career where discussions have been at this serious level, about considering changing rule of capture,” Mace, of the Meadows Center, told me. “I’ve got my bowl of popcorn, and I’ll be watching very closely to see what happens.”

  • New England offshore wind project in Trump’s crosshairs

    BOSTON — The Trump administration is signaling that it will likely cancel a federal permit for a regional offshore wind project, drawing a rebuke from state leaders and environmentalists who said such a decision would set back the state’s climate change goals and cost thousands of good-paying jobs.

    The U.S. Interior Department’s Bureau of Ocean Energy Management said in a new court filing last week that it is reconsidering federal approval of Avangrid’s New England Wind 1 project. The 719-megawatt project called for generating enough electricity to power more than 400,000 homes in the state.

  • DOT pulls plug on funding for Salem wind project

    BOSTON — Gov. Maura Healey and other state leaders are blasting the Trump administration for clawing back $33.8 million in federal funding for a Salem project to support offshore wind development, saying the move jeopardizes hundreds of jobs and the state’s climate change goals.

    The U.S. Department of Transportation on Friday canceled $679 million in federal funding for a dozen infrastructure projects that would support offshore wind, saying the plans “were not aligned with the goals and priorities of the administration.”
