    A Powerball ticket purchased at a gas station outside Little Rock, Arkansas, won a $1.817 billion jackpot in Wednesday’s Christmas Eve drawing, ending the lottery game’s three-month stretch without a top-prize winner.

    The winning numbers were 04, 25, 31, 52 and 59, with the Powerball number being 19. The winning ticket was sold at a Murphy USA in Cabot, lottery officials in Arkansas said Thursday. No one answered the phone Thursday at the location, which was closed for Christmas. The community of roughly 27,000 people is 26 miles northeast of Little Rock.

  • Supreme Court Keeps Trump’s National Guard Deployment Blocked In The Chicago Area, For Now – KXL

    WASHINGTON (AP) — The Supreme Court on Tuesday refused to allow the Trump administration to deploy National Guard troops in the Chicago area to support its immigration crackdown, a significant defeat for the president’s efforts to send troops to U.S. cities.

    The justices declined the Republican administration’s emergency request to overturn a ruling by U.S. District Judge April Perry that had blocked the deployment of troops. An appeals court also had refused to step in. The Supreme Court took more than two months to act.

    Three justices, Samuel Alito, Clarence Thomas and Neil Gorsuch, publicly dissented.

    The high court order is not a final ruling but it could affect other lawsuits challenging President Donald Trump’s attempts to deploy the military in other Democratic-led cities.

    “At this preliminary stage, the Government has failed to identify a source of authority that would allow the military to execute the laws in Illinois,” the high court majority wrote.

    Justice Brett Kavanaugh said he agreed with the decision to block the Chicago deployment, but would have left the president more latitude to deploy troops in possible future scenarios.

    The outcome is a rare Supreme Court setback for Trump, who had won repeated victories in emergency appeals since he took office again in January. The conservative-dominated court has allowed Trump to ban transgender people from the military, claw back billions of dollars of congressionally approved federal spending, move aggressively against immigrants and fire the Senate-confirmed leaders of independent federal agencies.

    Democratic Illinois Gov. JB Pritzker applauded Tuesday’s decision as a win for the state and country.

    “American cities, suburbs, and communities should not have to faced masked federal agents asking for their papers, judging them for how they look or sound, and living in fear that President can deploy the military to their streets,” he said.

    The White House did not immediately respond to an email message seeking comment.

    In a dissent, Alito and Thomas said the court had no basis to reject Trump’s contention that the administration was unable to enforce immigration laws without troops. Gorsuch said he would have narrowly sided with the government based on the declarations of federal law enforcement officials.

    The administration had initially sought the order to allow the deployment of troops from Illinois and Texas, but the Texas contingent of about 200 National Guard troops was later sent home from Chicago.

    The Trump administration has argued that the troops are needed “to protect federal personnel and property from violent resistance against the enforcement of federal immigration laws.”

    But Perry wrote that she found no substantial evidence that a “danger of rebellion” is brewing in Illinois and no reason to believe the protests there had gotten in the way of Trump’s immigration crackdown.

    Perry had initially blocked the deployment for two weeks. But in October, she extended the order indefinitely while the Supreme Court reviewed the case.

    The U.S. Immigration and Customs Enforcement facility in the west Chicago suburb of Broadview has been the site of tense protests, where federal agents have previously used tear gas and other chemical agents on protesters and journalists.

    Last month, authorities arrested 21 protesters and said four officers were injured outside the Broadview facility. Local authorities made the arrests.

    The Illinois case is just one of several legal battles over National Guard deployments.

    District of Columbia Attorney General Brian Schwalb is suing to halt the deployments of more than 2,000 guardsmen in the nation’s capital. Forty-five states have entered filings in federal court in that case, with 23 supporting the administration’s actions and 22 supporting the attorney general’s lawsuit.

    More than 2,200 troops from several Republican-led states remain in Washington, although the crime emergency Trump declared in August ended a month later.

    A federal judge in Oregon has permanently blocked the deployment of National Guard troops there, and all 200 troops from California were being sent home from Oregon, an official said.

    A state court in Tennessee ruled in favor of Democratic officials who sued to stop the ongoing Guard deployment in Memphis, which Trump has called a replica of his crackdown on Washington, D.C.

    In California, a judge in September said deployment in the Los Angeles area was illegal. By that point, just 300 of the thousands of troops sent there remained, and the judge did not order them to leave.

    The Trump administration has appealed the California and Oregon rulings to the 9th U.S. Circuit Court of Appeals.

  • Jeanette Vizguerra, detained immigrant activist, likely to be released in coming days

    Immigrant activist Jeanette Vizguerra is on the precipice of being released from an immigration detention facility after an immigration judge ruled Sunday that she can post bail.

    Denver immigration judge Brea Burgie set Vizguerra’s bail at $5,000, but she included no other restrictions, like an ankle monitor. Her family intends to immediately post the bond, her legal team said in a statement. She likely won’t be released for at least 24 to 48 hours, said Jenn Piper, the program co-director for the American Friends Service Committee of Denver. Still, Burgie’s ruling means Vizguerra, a mother of four children, will be home by Christmas.

    The order comes two days after Vizguerra’s legal team argued that the activist, who was born in Mexico and has spent most of the last 28 years in the United States, posed no flight risk and was not a danger to the community. She has been detained in the Aurora detention center since March, when she was arrested by Immigration and Customs Enforcement agents at her work.

    Vizguerra’s legal team said Sunday that Burgie found that Vizguerra “does not pose a danger to the community,” nor did she pose a flight risk, given her “strong family and community ties” and her previous compliance with court proceedings.

  • FACT FOCUS: Trump says tariffs can eventually replace federal income taxes. Experts disagree

    President Donald Trump has long praised tariffs as key to increasing wealth in the United States, idealizing Gilded Age policies that preceded the implementation of a modern federal income tax.

    Among the potential benefits, Trump claims, is the ability to replace revenue from federal income taxes with money the U.S. is taking in from tariffs — a concept he has touted since his 2024 presidential campaign, most recently at a Cabinet meeting Tuesday.

    But tariff revenue doesn’t even come close to where it would need to be if federal income taxes were eliminated, and experts say such a plan isn’t at all feasible.

    Here’s a closer look at the facts.

    CLAIM: The U.S. is earning enough revenue from tariffs to eventually eliminate federal income taxes.

    THE FACTS: This is false. Individual income taxes brought in trillions more dollars than tariffs did in the last fiscal year, accounting for more than 50% of total U.S. revenue, according to Treasury Department data. Tariffs made up only 3.7% of the total. In the first month of the current fiscal year, which began Oct. 1, individual income taxes accounted for 54% of total revenue. Tariffs made up 7.75%.

    Trump’s proposal wouldn’t work regardless, according to experts, given the unreliability of tariff revenue as well as the harmful effects of tariffs on economic growth and their outsize impact on lower earners.

    “It’s not possible. It’s not feasible mathematically or economically,” said Brandon DeBot, senior attorney adviser and policy director at New York University’s Tax Law Center. “And analysts from a range of different perspectives agree with that conclusion. Even the very substantial tariffs imposed this year, which are at the highest levels in the postwar era, raise nowhere near the revenue that income tax does.”

    Steve Wamhoff, federal policy director at the Institute on Taxation and Economic Policy, called the idea “nonsensical.”

    But Trump has floated it twice in the last week — first during remarks on Thanksgiving at Mar-a-Lago and then again at Tuesday’s Cabinet meeting.

    “And I believe that at some point in the not too distant future, you won’t even have income tax to pay. Because the money we’re taking in is so great, it’s so enormous, that you’re not going to have income tax to pay,” he said at the meeting, which lasted more than two hours.

    The numbers don’t add up

    In the last fiscal year, Treasury Department data shows that revenue from individual income taxes was approximately $2.66 trillion out of about $5.23 trillion in total revenue. Corporation income taxes added approximately $452 billion. Customs duties earned nearly $195 billion. That’s a difference of around $2.8 trillion.

    The current fiscal year is shaping up in a similar fashion. Individual income taxes took in about $217 billion out of approximately $404 billion in total revenue the first month, with about $15 billion in additional funds from corporation taxes. Tariffs, meanwhile, earned around $31 billion.

    Trump has boasted of additional income from investments in the U.S. by other countries and international companies. But the precise terms of these investments have yet to be fully codified and released to the public, and some numbers are under dispute or involve potentially fuzzy math.

    The modern federal income tax was created with the ratification of 16th Amendment in 1913, ending the 43-year era when Trump says the country was wealthiest. He has not expressly detailed plans to end a national income tax since retaking the White House, and he can’t do so without an act of Congress and upending the federal budget.

    “President Trump is set to raise trillions in revenue for the federal government in the coming years with his tariffs — whose costs will ultimately be paid by the foreign exporters who rely on the American economy, the world’s biggest and best consumer market,” said White House spokesman Kush Desai. He also cited “trillions in historic investment commitments to make and hire in America” that have been fueled by tariffs.

    It is actually importers — American companies — that pay tariffs. Those companies typically pass their higher costs on to their customers in the form of higher prices. Still, tariffs can hurt foreign countries by making their products pricier and harder to sell abroad. Foreign companies might have to cut prices — and sacrifice profits — to offset the tariffs and try to maintain their market share in the United States.

    A burden on lower-income households

    Even if the numbers were made to add up, replacing revenue from federal income taxes with that of tariffs — a Republican talking point since the 1990s — poses many risks. Tariffs, especially at rates needed to make up for a loss in federal income taxes, could lead to retaliation from other countries and a lack of imports. In fact, revenue could start going down the more tariffs go up. There is also a lot of uncertainty about how much revenue tariffs will actually take in, given periodic changes to Trump’s policies.

    “We would be talking about living in a completely different world than the one we live in now,” said Wamhoff. “There was a time when the government’s finances were provided through tariffs. But I believe people were getting around with a horse and buggy back then and not cars. I mean, that was a completely different time.”

    Another reality is currently playing out. Trump’s tariffs are the subject of a Supreme Court case and could be struck down if the justices decide he does not have the authority to implement them. However, the president will still have plenty of options to keep taxing imports aggressively even if the courts rule against him. For example, he can reuse tariff powers he deployed in his first term and can reach for others, including one that dates back to the Great Depression. Many companies — including Costco — aren’t waiting for a decision from the Supreme Court. Instead, they’re filing suits against the Trump administration demanding refunds on the tariffs they’ve paid.

    Experts say there is also an issue of fairness, noting that tariffs would shift the tax burden to lower-income households given their propensity to increase costs on consumer goods. Plus, they lack the flexibility of income taxes, which can be set at any desired rate, and they wouldn’t allow for incentives such as charitable donations or child tax credits.

    “Inequality is very highly skewed toward the top,” said Michael Graetz, a professor of tax law at Yale University. “We’ve got more billionaires than we’ve ever had. We’ve got more millionaires than we’ve ever had. So it’s a strange time to be reducing the tax burden on the top and increasing it on the middle. It’s a proposal that is very effective for fundraising for Republicans and it always has been.”

    The White House did not immediately respond to a request for comment.

  • Modernizing the special education workforce is a national imperative

    America’s special education system is facing a slow-motion collapse. Nearly 8 million students now receive services under the Individuals with Disabilities Education Act (IDEA), but the number of qualified teachers and related service providers continues to shrink. Districts from California to Maine report the same story: unfilled positions, overworked staff, and students missing the services they’re legally entitled to receive.

    “The promise of IDEA means little if there’s no one left to deliver it.”

    The data tell a clear story. Since 2013, the number of children ages 3–21 served under IDEA has grown from 6.4 million to roughly 7.5 million. Yet the teacher pipeline has moved in the opposite direction. According to Title II reports, teacher-preparation enrollments dropped 6 percent over the last decade and program completions plunged 27 percent. At the same time, nearly half of special educators leave the field within their first five years.

    By 2023, 45 percent of public schools were operating without a full teaching staff. Vacancies were most acute in special education. Attrition, burnout, and early retirements outpace new entrants by a wide margin.

    Why the traditional model no longer works

    For decades, schools and staffing firms have fought over the same dwindling pool of licensed providers. Recruiting cycles stretch for months, while students wait for evaluations, therapies, or IEP services.

    Traditional staffing firms focus on long-term contracts lasting six months or more, which makes sense for stability, but ignores an enormous, untapped workforce: thousands of credentialed professionals who could contribute a few extra hours each week if the system made it easy.

    Meanwhile, the process of credentialing, vetting, and matching candidates remains slow and manual, reliant on spreadsheets, email, and recruiters juggling dozens of openings. The result is predictable: delayed assessments, compliance risk, and burned-out staff covering for unfilled roles.

    “Districts and recruiters compete for the same people, when they could be expanding the pool instead.”

    The hidden workforce hiding in plain sight

    Across the country, tens of thousands of licensed professionals–speech-language pathologists, occupational therapists, school psychologists, special educators–are under-employed. Many have stepped back from full-time work to care for families or pursue private practice. Others left the classroom but still want to contribute.

    Imagine if districts could tap those “extra hours” through a vetted, AI-powered marketplace. A system that matched real-time school requests with qualified providers in their state. A model like this wouldn’t replace full-time roles; it would expand capacity, reduce burnout, and bring talent back into the system.

    This isn’t theoretical. The same “on-demand” concept has already modernized industries from medicine to media. Education is long overdue for the same reinvention.

    What modernization looks like

    1. AI-driven matching: Districts post specific service needs (evaluations, IEP meetings, therapy hours). Licensed providers choose opportunities that fit their schedule.
    2. Verified credentials and provider profiles: Platforms integrate state licensure databases and background checks to ensure compliance and provide profiles with all candidate information including on-demand, video interviews so schools can make informed hiring decisions immediately.
    3. Smart staffing metrics: Schools track fill-rates, provider utilization, and service delays in real time.
    4. Integrated workflows: The system plugs into existing special education management tools. No new learning curve for administrators.

    A moment of urgency

    The shortage isn’t just inconvenient; it’s systemic. Each unfilled position represents students who lose therapy hours, districts risking due-process complaints, and educators pushed closer to burnout.

    With IDEA students now representing nearly 15 percent of all public school enrollment, the nation can’t afford to let a twentieth-century staffing model dictate twenty-first-century outcomes.

    We have the technology. We have the workforce. What we need is the will to connect them.

    WASHINGTON (AP) — FBI Director Kash Patel said two West Virginia National Guard members shot Wednesday just blocks from the White House were still alive and in critical condition.

    West Virginia’s governor initially said the troops had died, but later walked back the statement to say his office was “receiving conflicting reports” about their condition. The governor’s office did not immediately respond to questions about the attack and the condition of the troops.

    Washington Mayor Muriel Bowser also said the Guard members were in critical condition at a hospital.

    ”This is a targeted shooting,” Bowser said.

    WASHINGTON (AP) — Two West Virginia National Guard members who deployed to the nation’s capital were shot Wednesday just blocks from the White House in a brazen act of violence.

    The West Virginia governor initially said the troops had died, but later walked back the statement to say his office was “receiving conflicting reports” about their condition. The governor’s office did not immediately respond to questions about the attack and the condition of the troops.

    A suspect who was in custody also was shot and had wounds that were not believed to be life-threatening, according to a law enforcement official who was not authorized to discuss the matter publicly and spoke to The Associated Press on condition of anonymity.

    “We are in ongoing contact with federal officials as the investigation continues,” Gov. Patrick Morrisey said.

    Law enforcement was reviewing surveillance video from the scene and believed the suspect approached the soldiers and pulled out a gun, said another law enforcement official who was not authorized to discuss the matter publicly and spoke to AP on condition of anonymity.

    At least one of the soldiers exchanged gunfire with the shooter, the official said. Investigators were trying to determine the gunman’s motive, including whether the suspect was targeting the troops for any specific reason, the official said.

    The shooting happened roughly two blocks northwest of the White House.

    Social media video shared in the immediate aftermath showed first responders attempting CPR on one of the soldiers and treating the other on a glass-covered sidewalk. Other officers could be seen steps away restraining an individual on the ground.

    Stacy Walters said she was in a car near the scene car when she heard two gunshots and saw people running. Almost instantly, law enforcement swarmed the area. “It’s such a beautiful day. Who would do this, and we’re getting ready for the holidays?”

    Emergency medical responders transported all three people to a hospital, according to Vito Maggiolo, the public information officer for the DC Fire and Emergency Services.

    The presence of the National Guard in the nation’s capital has been a flashpoint issue for months, fueling a court fight and a broader public policy debate about the Trump administration’s use of the military to combat what officials cast as an out-of-control crime problem.

    More than 300 West Virginia National Guard members were deployed to Washington in August. Last week, about 160 of them volunteered to extend their deployment until the end of the year while the others returned to West Virginia just over a week ago.

    Police tape cordoned off the scene where fire and police vehicle lights flashed and helicopter blades thudded overhead. Agents from the Secret Service and the Bureau of Alcohol, Tobacco, Firearms and Explosives were on scene, as National Guard troops stood sentry nearby. At least one helicopter landed on the National Mall.

    President Donald Trump, who was in Florida for Thanksgiving, warned in a statement on social media that the “animal” who shot the guardsmen “will pay a very steep price.”

    “God bless our Great National Guard, and all of our Military and Law Enforcement. These are truly Great People,” Trump wrote on Truth Social. “I, as President of the United States, and everyone associated with the Office of the Presidency, am with you!”

    In Fort Campbell, Kentucky, Vice President JD Vance urged “everybody who’s a person of faith” to pray for the two Guardsmen. He cautioned that much remained unknown, including the motive of the shooter.

    “I think it’s a somber reminder that soldiers, whether they’re active duty, reserve or National Guard, our soldiers are the sword and the shield of the United States of America,” Vance said as he delivered a Thanksgiving message to troops.

    A spokesperson for Mayor Muriel Bowser said local leaders were actively monitoring the situation. Bowser had spent the morning at a Thanksgiving event at the Convention Center and then held a news conference to explain why she was not seeking reelection.

    Trump issued an emergency order in August that federalized the local police force and sent in National Guard troops from eight states and the District of Columbia. The order expired a month later, but the troops remained.

    The soldiers have patrolled neighborhoods, train stations and other locations, participated in highway checkpoints and also have been assigned to trash pickup and to guard sports events.

    Last week, a federal judge ordered an end to the deployment but also put her order on hold for 21 days to allow the Trump administration time to either remove the troops or appeal the decision.
