    Colorado voters are set to weigh in on ballot questions related to abortion rights, veterinary services, mountain lion trophy hunting and an overhaul of the state’s election system in November.

    The deadline to finalize the state’s ballot is coming Friday, but all of the citizen initiatives — meaning ballot questions pursued by members of the public, rather than the legislature — were finalized late last week. State election officials certified that the final ones had received enough petition signatures after clearing earlier regulatory hurdles.

    Nine ballot measures from the public have been approved. But two of those — the property tax-related initiatives 50 and 108 — are both set to be withdrawn by sponsors as part of negotiations with the governor’s office and the state legislature, which on Thursday passed another property tax relief bill at the end of a special session.

    John Abel Baca pulled up to the meeting in a Ferrari with a gram of cocaine in a medical glove.

    The man he was there to meet was a customer, and Baca, an Inglewood police officer and the department’s union rep at the time, said he had a kilogram more of the product he could sell for $22,000.

    But Baca wasn’t working an undercover case. Instead, the meeting in 2021 was being recorded by the FBI.

    On Tuesday, Baca, 48, was sentenced to 30 months in federal prison after pleading guilty to one count of distribution of cocaine and ordered to pay a $40,000 fine.

    In a plea agreement with federal prosecutors, Baca admitted he’d stolen drugs from Inglewood Police Department’s evidence room and sold them on the side for profit.

    “Former officer Baca tarnished the badge and dishonored the majority of those who serve and protect our communities with integrity,” said Akil Davis, assistant director in charge of the FBI’s Los Angeles field office.

    U.S. Attorney Martin Estrada echoed that sentiment in a statement, saying Baca “abused his position as a law enforcement officer to promote his drug trafficking activities.”

    Baca bragged to a potential buyer in September 2020 that he stole narcotics and money during routine traffic stops, prosecutors said. He offered to sell “White China” heroin, an unlimited supply of black tar heroin and a kilogram of cocaine, according to his plea agreement. The buyer informed the FBI of what Baca was saying in February 2021.

    The buyer, later identified as a confidential witness in court records, asked Baca what he should say if anyone asked where he got the cocaine.

    Baca reportedly told him, “Tell them it came from f— Mexico,” according to court records.

    Prosecutors focused on two meetings in their case against Baca.

    In April 2021, Baca drove to a buyer’s home in his 2012 Ferrari FF with a small sample of cocaine in a medical glove. The meeting was recorded by federal agents, according to court records.

    Afterward, the buyer gave the cocaine to the FBI. The product tested at 75% purity, prosecutors said.

    In a follow up call, Baca arranged to sell the confidential witness a kilogram of cocaine. He met the buyer at his business on May 4, 2021. On that visit, he drove up in a Nissan Maxima with no license plates.

    He delivered a brick of cocaine wrapped in a plastic bag and tape, which he carried in a Target shopping bag, according to court records. He asked the buyer for $22,000, which was provided by the FBI as part of their operation. Baca claimed he was making only $1,000 as part of the deal, but the government never recovered the cash.

    Baca told a federal informant that he often traveled to Las Vegas to gamble at casinos and launder his money, according to court records.

    Baca was also accused of recruiting a second person to help in his drug dealing. That person, Gerardo Ekonomo, 42, from South L.A., was arrested in Las Vegas in June 2021 with 3 kilograms of heroin in his car, prosecutors said.

    According to federal prosecutors, Baca called Las Vegas police and tried to intervene in Ekonomo’s case. He claimed he was Ekonomo’s “handler” and suggested he “work the case off” by helping them.

    Ekonomo was eventually charged with intent to distribute the heroin, and on Oct. 28, 2021, the FBI dug in his yard and found large quantities of drugs wrapped in black plastic, including 1,258 grams of fentanyl and roughly 462 grams of heroin, court records show. FBI agents also found evidence of a drug trafficking operation in his home.

    Ekonomo claimed he worked for Baca as an informant and was authorized to transport the drugs to Las Vegas as part of a law enforcement operation, prosecutors said, but he also claimed ignorance of the drugs in the yard.

    Prosecutors said Baca had $300,000 in his bank accounts and a similar amount in investments around the time of his arrest in October 2021. The amount of money in his accounts dwarfed his household income, prosecutors said. He also owned or partially owned multiple homes in California and Arizona, along with a 2018 Audi Q7, a 2001 Chevy pickup truck, and the Ferrari.

    Baca offered a “sincere apology” in court, according to a statement from his attorney Victor Sherman.

    He said he recognized that “he disgraced the police badge which he will live with for the rest of his life.”

    TALLAHASSEE, Fla. — Tampa Electric Company officials are meeting with the Florida Public Service Commission Monday to request a raise in utility rates.

    According to TECO, the customers’ utility bills would increase about $20 a month in 2025. 

    There are slightly more than 800,000 TECO customers spread across Hillsborough, Pasco, Polk and Pinellas counties. 

    TECO officials said they need the extra income to meet growing demand, prepare for extreme weather and potential cyber attacks.

    Monday’s meeting is at 1 p.m.

    A decision from the PSC is expected by November.

    FLORIDA — More than a million Floridians could face a major increase in the price of their homeowners insurance.

    Citizens Property Insurance proposed raising its rates by about 14% to reduce the amount of insurance holders by the end of the year — which could increase average prices for policy holders by more than $500.

    The Florida Office of Insurance Regulation will meet Monday to decide on whether to approve the proposed rate hike for all personal lines policies.

    That includes homeowners, condominium unit owners, renters, and mobile homes.

    Some insurance companies left the state as rates soared, forcing people to use Citizens — the state insurer of last resort.

    The company says the new rate would be within 20% of private carriers, making some people no longer eligible for Citizens, which would reduce financial risks.

    According to the National Association of Realtors, the state has the highest rates in the nation at nearly $11,000 a year — that’s four times the national average.

    “Secondarily, as those prospective homeowners are facing an even tighter challenge, you look at, say, pre-pandemic monthly costs have more than doubled in just about any fashion. So this only exacerbates the challenges that prospective homeowners face,” said Colin Rice, a Land Use & Real Estate Attorney with Older Lundy.

    The Citizens’ governing board passed the recommendation in June, and it now needs approval by state regulations.

    If approved, the rates would go into effect for renewal policies after Jan. 1, 2025.

    An Orange County man was sentenced to more than seven years in federal prison Friday after admitting he duped three companies out of $3 million for protective gloves that were promised but never delivered during the onset of the COVID-19 pandemic.

    In addition to the 87-month sentence, Christopher John Badsey, 63, of Lake Forest was ordered to pay $1.94 million in restitution after pleading guilty to four counts of wire fraud.

    In June and July 2020 — when personal protective equipment such as masks, gloves and hand sanitizer were in short supply — Badsey claimed his Irvine-based company, First Defense International Security Services Corp., could provide millions of boxes of nitrile gloves, according to court documents.

    Badsey entered into contracts to sell gloves to three other companies, court documents say, and required each to deposit around $1 million before they could inspect the promised goods.

    The companies wired a total of $3.2 million to accounts Badsey, his company or an unnamed co-schemer controlled, according to court documents.

    However, prosecutors say Badsey didn’t have the gloves, and concocted elaborate excuses whenever his clients inquired about delivery. His false stories included “absurd claims that government agents were blocking access to his warehouse,” prosecutors wrote in a sentencing memorandum.

    Meanwhile, he used the deposit money to bankroll expensive purchases, authorities say, including a yacht, a pontoon boat, two Mercedes-Benz automobiles, two Ford pickup trucks, a recreation vehicle, a tractor, three ATVs and fishing equipment.

    He has forfeited all titles from items purchased with the pilfered funds, along with $58,923 in cash.

    Court documents show that Badsey — who previously pleaded guilty to three gun misdemeanors, including gross negligent discharge of a firearm, in November 2016 — had initially argued for a much leaner sentence: one year and one day, a three-year term of supervised release and a special assessment of $400.

    Banks are charging record amounts for noncustomers getting cash at ATMs, according to a new survey released this week by personal finance website Bankrate.

    The average out-of-network fee climbed to $4.77 this year, a 4-cent increase from 2023. It’s the highest average total fee since Bankrate started tracking fees in 1998. 

    “If you make an out-of-network ATM withdrawal, expect to pay, and pay more than ever before,” Bankrate chief financial analyst Greg McBride said in a statement. “Fees have increased again and you’ll typically pay two fees — one to the ATM owner and another to your own bank.”

    On average, your bank will charge $1.58 for using an out-of-network ATM. The owner of the out-of-network ATM will charge, on average, an additional $3.19, for a combined average fee of $4.77.

    Bankrate advises only using ATMs in your bank’s network for withdrawals to avoid fees when getting cash. Consumers can also ask for cash back when using a debit card for a purchase. Bankrate says that while there’s usually no fee for doing this, the maximum withdrawal limits are often lower than those imposed by ATMs.

    The average out-of-network ATM fee in some American cities can come in much higher than the fee in others. Depending on where you live, you may be spending more than $5 to access cash. The average ATM fee is highest in Atlanta, where people can pay $5.33 to withdraw cash at an out-of-network machine, according to Bankrate’s survey. The average withdrawal fee also topped $5 in San Diego, Phoenix, Detroit and Cleveland.

    Boston has the most inexpensive withdrawal fee of the 25 metropolitan areas Bankrate surveyed, with an average out-of-network fee of $4.16.

    To make matters even worse, consumers are also getting socked with higher overdraft fees, which climbed to an average of $27.08 in 2024 after declining for two straight years, Bankrate found.

    The Bankrate survey examined 10 banks and thrifts in 25 large markets. 

    ATM fees may be on the rise, in part, because fewer Americans are withdrawing cash. Americans made 6 billion ATM cash withdrawals in 2009, but that had dropped to 5.8 billion by 2015 and 3.7 billion in 2021, according to the Federal Reserve. 

    McBride in 2018 told MoneyWatch that fees go up each year because “no one is worried about alienating noncustomers.”

    White says the three most common things parents spend money on when raising children are housing, food and child care.

    On average, parents spend about 33% of their income on housing, he says.

    “Food is another major cost. Families spend anywhere from $975 to more than $1,500 on food per month,” White said.

    White says there are ways to support your children besides giving them money. He stresses teaching them good money management skills and encouraging them to create a financial plan for themselves.
