  • Millions of dollars flow into redistricting battle on the November ballot

    Millions of dollars began flowing into campaigns supporting and opposing an effort to redraw California’s congressional districts on the November ballot, notably $10 million from independent redistricting champion Charles Munger Jr.

    The checks, reported Friday in state campaign finance disclosures, were made on Thursday, the day the state Legislature and Gov. Gavin Newsom called a special election to replace the congressional districts drawn by an independent commission in 2021 with new districts that would boost the number of Democrats elected to Congress in next year’s midterm election.

    The move is an effort by California Democrats to counter Texas Republicans’ and President Trump’s efforts to boost the number of GOP members.

    Munger, a GOP donor and the son of a billionaire who was Warren Buffett’s right-hand man, bankrolled the 2010 ballot measure that created independent congressional redistricting in California. He donated $10 million to the “No on Prop. 50 – Protect Voters First” campaign,” which opposes the proposed redistricting.

    “Charles Munger Jr. is making good on his promise to defend the reforms he passed,” said Amy Thoma, a spokesperson for the Voters First Coalition, which opposes the ballot measure and includes Munger.

    A spokesperson for the campaign supporting the redrawing of congressional boundaries accused Munger of trying to boost the GOP under the guise of supporting independent redistricting.

    “It’s no surprise that a billionaire who has given extensively to help Republicans take the house and [former Republican House Speaker] Kevin McCarthy would be joining forces to help Donald Trump steal five House seats and rig the 2026 midterm before a single American has voted,” said Hannah Milgrom, spokesperson for “Yes on 50: the Election Rigging Response Act.” “Prop 50 is America’s best chance to fight back – vote yes on November. 4.”

    The campaign backing the ballot measure received $1 million on Thursday from a powerful labor group, SEIU’s state council; $300,000 from businessman Andrew Hauptman; and a flurry of other donations, according to the California secretary of state’s office. That is on top of the $5.8 million the campaign reported having in the bank as of July 30, including millions of dollars in contributions from House Majority PAC, which is focused on electing Democrats to Congress, and Newsom’s 2022 gubernatorial reelection campaign.

    Redistricting typically happens once a decade after the U.S. census. Trump asked Texas lawmakers to redraw their congressional districts earlier this year, arguing that the GOP was entitled to five more members from the state. In response, California Democrats have pitched new district boundaries that could result in five more Democrats being elected to Congress.

    A $460 million U.S. Army contract for a multi-mode aviation radio set was awarded.

    The U.S. Army has awarded BAE Systems a five-year indefinite delivery, indefinite quantity contract with a ceiling value of $460 million for the AN/ARC-231/A Multi-mode Aviation Radio Set (MARS). This award consists of hardware components, repair services, engineering and logistic support, and development for rotary-wing aircraft.

    The MARS system is designed to perform in the most demanding environments to provide warfighters with secure mission-critical information when they need it most.

    In today’s complex and contested battlefields, operators rely on fast and accurate communications to inform key decisions in the field. MARS’ programmability reduces the time to field evolving communication needs, special mission modifications, and performance enhancements. The software communications architecture and software-defined radio design enable fielding new capabilities as software-only upgrades.

    “We provide communication solutions with scalable software deployment in support of tactical missions where speed and relevance of information matter most,” said Amber Dolan, director of Adaptive Communications and Sensing at BAE Systems. “This airborne radio design enables the U.S. Army to upgrade their rotary-wing fleet with the latest secure waveform that can be tailored for each mission for years to come.”

    The AN/ARC-231A MARS system is comprised of the RT-1987 radio with associated ancillaries, including amplifiers and mounting bases. It is the newest generation of multi-band, multi-mission, airborne communications system with Type 1 Crypto Modernization. It’s focused on configurability and allows for flexible integration and mission deployment options that ensure interoperability for joint force operations. Available through foreign military sales, it provides internationally compliant air traffic control communications and full range of mandatory U.S. and NATO capabilities.

    The radios will be developed and produced at BAE Systems’ facility in Fort Wayne, Indiana, with engineering support in Largo, Florida.

    With more than 100,000 radios deployed globally, BAE Systems’ battle-proven communications products offer nearly double the reliability of legacy products. The company’s compact radio sets also offer multi-band, secure anti-jam voice, data imagery transmission, and network-capable communications.

    The Florida Lottery recently announced that Dianna Baker, of Inglis, claimed a $2?million?top prize from the FLORIDA 100X THE CASH?scratch-off game.

    The Levy County woman chose to receive her winnings as a one-time, lump-sum payment of $1,390,000.00.

    Baker purchased her winning ticket from Kwik Stop, located at 529 US Highway 40 West in Inglis. The retailer received a $4,000 bonus commission for selling the winning scratch-off ticket.

    She claimed the Florida 100X The Cash top prize?at the Lottery’s Gainesville District Office.

    Scratch-off games are an important part of the Lottery’s portfolio of games, comprising approximately 74 percent of ticket sales in fiscal year 2023-2024. Additionally, since inception, scratch-off games have awarded more than $63.1 billion in prizes, created 2,175 millionaires, and generated more than $19.24 billion for the state’s Educational Enhancement Trust Fund (EETF).

    BELLEVUE, Wash. — Since 2020, T-Mobile (NASDAQ: TMUS)’s $10.7 billion  Project 10Million (P10M) initiative has delivered reliable and affordable internet service to more than 6 million young learners across the U.S., but even with that progress the need for connectivity has only continued to rise. Technology use in education has seen a massive  226% surge over the past five years that spans classroom and homework. School-related tasks from digital assignments to research, video streaming, video lessons, and web calls require more data. And a vast majority of students are working from homes with multiple users. All of this on top of an up to 17 million school age children across the U.S. who still may not have reliable internet access at all,  according to the FCC. To meet this continued demand, the Un-carrier announced that it is enriching its P10M program, increasing the data allowance for many students to better meet user needs and partnering with  Boys & Girls Clubs of America and artist and activist  Common to help even more youth get the access they need to be successful.

    Starting Sept. 26, qualifying kindergarten through 12th grade student families who sign up for P10M with T-Mobile will now receive 200GB per year for five years, twice the previous 100GB allotment. Current Project 10Million families with T-Mobile will also enjoy increased data for the remainder of their five years. Student families will also be able to purchase a new highly discounted 10GB data pass for just $10 if they hit their data limit. And, starting in October 2024, school districts with the greatest needs served by P10M will have the opportunity to receive more data for their students — also up to 200GB.

    To continue helping bridge the digital divide and reach more students, the Un-carrier is also partnering with Boys & Girls Clubs of America to hold enrollment campaigns and sign-up events nationwide. Two events were recently held alongside Oscar, Emmy and Grammy award-winning artist and activist  Common, a champion of digital equity, education and T-Mobile’s Project 10Million; one was held on Sept. 6 in Dallas, and the other one in the Bronx, New York, on Sept. 24.

Since 2022, PepsiCo has donated over $500,000 to LNSEC’s Pathways to Uplift and Empower through Novel Technology and Education Services (P.U.E.N.T.E.S.) program, which provides vital training and educational support for families equipping them with the skills, resources, and tools needed to be successful in a digital environment.

    With PFNA’s support, the P.U.E.N.T.E.S. program has reached 450 participants across six U.S. cities, creating transformative learning environments that equip families with essential technology skills – including a San Antonio family whose six-year-old son is part of the bilingual program. Melody Urbina found it not only helped from an education standpoint, but it created new opportunities for her to bond with her son and strengthened the family’s connections with the school and their community.

The program has facilitated communication across different cultures and generations, which is especially important in Hispanic communities.” Through the program, families participate in cohorts, encouraging intergenerational involvement and creating a safe space to learn valuable computer skills.     Alongside fostering a sense of community and belonging, the program is demonstrating measurable impact. Upon completion of the program, results show:

    • Over 90% of participants have increased confidence with technology.
    • Over 90% of participants feel comfortable using technology to learn new skills.
    • 92% of participants feel comfortable using an electronic device to perform basic computer functions (e.g., email, office applications, etc.).

    Gavin Newsom signs controversial bill regulating California warehouse development

    Gov. Gavin Newsom has signed a controversial bill that establishes siting and design standards for industrial warehouses that, according to supporters, would better protect the health of nearby residents.

    The legislation comes as developers have converted large swaths of property along Inland Empire freeways into a logistics corridor for e-commerce, connecting goods shipped into Southern California ports with online shoppers across the nation. Although proponents of the developments say they bring jobs and infrastructure improvements, many residents living in the shadow lament the pollution, traffic and neighborhood disruption.

    Beginning in 2026, Assembly Bill 98 will prohibit cities and counties from approving new or expanded distribution centers unless they meet specified standards. New warehouse developments will need to be located on major thoroughfares or local roads that mainly serve commercial uses. And warehouses will need to be set back several hundred feet from so-called “sensitive sites” such as homes, schools and healthcare facilities.

    Additionally, if a developer demolishes housing to make way for a warehouse, the bill will require two new units of affordable housing for each unit that is destroyed. The developer will have to provide displaced tenants with 12 months’ rent.

    Assemblymember Juan Carrillo (D-Palmdale), co-author of the legislation, previously described the measure as a “very delicate compromise” that resulted from lengthy negotiations among a group that included labor, health, environmental and business representatives.

    While some labor organizations supported the bill, environmental, community and civic groups statewide objected to the secrecy in which the bill was crafted in the final days of the session and said it fails to hold warehouse developers to higher standards.

    Several cities also opposed the legislation, which, according to an analysis by the Senate Appropriations Committee, requires general plan updates that could result in one-time costs for cities and counties ranging from tens of millions to potentially hundreds of millions of dollars.

    Environmental advocates are especially concerned about the bill’s setback requirements for projects involving warehouses 250,000 square feet and larger that are within 900 feet of homes, schools, parks or healthcare facilities.

    In those cases, the bill requires that truck loading bays are located at least 300 feet from the property line in areas zoned for industrial use and 500 feet from the property line in areas not zoned for industrial use. Warehouses would also need to comply with design and energy efficiency standards.

    Advocates argued the bill would simply enshrine current warehouse development practices into law and undermine local efforts to advocate for the much bigger setbacks recommended by state agencies.

    In a 2022 report on best practices for warehouse projects under the state’s environmental laws, the state attorney general’s office recommends locating warehouse facilities so that their property lines are at least 1,000 feet from the property lines of sensitive sites such as homes and schools. It cites the state Air Resources Board, which in 2005 estimated an 80% drop-off in pollutant concentrations at approximately 1,000 feet from a distribution center.

    The Florida Lottery recently announced that Nancy Rinehart, of Englewood, claimed a $1 million prize from?the $20 Gold Rush Limited scratch-off game.

    The Charlotte County woman chose to receive her winnings as a one-time, lump-sum payment of $795,200.00.

    The Florida woman purchased her winning ticket from Englewood Food Store, located at 2680 Placida Road in Englewood. The retailer received a $2,000 bonus commission for selling the winning scratch-off ticket.

    She claimed the winning prize at the Lottery’s Fort Myers District Office.

    The $20 scratch-off game, GOLD RUSH LIMITED, features 32 top prizes of $5 million and 100 prizes of $1 million. Additionally, this ticket is filled with more than 33,000 prizes of $1,000 to $100,00.

    The game’s overall odds of winning are 1-in-2.65.

    Scratch-off games are an important part of the Lottery’s portfolio of games, comprising approximately 74 percent of ticket sales in fiscal year 2023-2024. Additionally, since inception, scratch-off games have awarded more than $63.1 billion in prizes, created 2,175 millionaires, and generated more than $19.24 billion for the state’s Educational Enhancement Trust Fund (EETF).

    The Florida Lottery is responsible for contributing more than $46 billion to enhance education and sending more than 983,000 students to college through the Bright Futures Scholarship Program. The Florida Lottery reinvests 99 percent of its revenue into Florida’s economy through prize payouts, commissions to more than 13,600 Lottery retailers, and transfers to education.     Los Angeles settles with Monsanto for $35 million over PCBs in waterways

    Contamination of key Los Angeles waterways such as the Santa Monica Bay, Los Angeles Harbor and Echo Park Lake due to the spread of toxic chemicals is at the heart of a $35-million settlement between the L.A. City Council and agriculture giant Monsanto and two smaller companies.

    The City Council on Tuesday announced the payout by the companies to settle a lawsuit filed in 2022 over damage from long-banned chemicals called PCBs, which have been linked to health problems including cancer.

    The City Council approved the settlement at Tuesday afternoon’s meeting, voting 13 to 0 after a closed session. Councilmembers Imelda Padilla and Nithya Raman were absent.

    A call to the office of City Atty. Hydee Feldstein Soto was not immediately answered, nor was a call to Monsanto’s representation.

    In March 2022, then-City Atty. Mike Feuer sued Monsanto, which was swallowed by the German corporation Bayer in 2018, and smaller chemical companies Solutia Inc. and Pharmacia.

    The complaint sought compensation for the cost of past cleanups — and for future abatement of — polychlorinated biphenyls, or PCBs. The chemicals tainted and continue to pollute many Los Angeles waterways, including the Dominguez Channel, Ballona Creek, Marina del Rey and Machado Lake.

    “The city has expended millions and millions of dollars so far and is going to continue to expend millions and millions of dollars to remediate this issue,” Feuer said at the time.

    PCBs are human-made organic chemicals that have no known taste or smell and range in consistency from oils to waxes, according to the Environmental Protection Agency.

    They had several commercial uses, including in transformers and capacitors, oil used in motors and hydraulic systems, cable insulation, oil-based paint, caulking and plastics.

    PCBs were produced and used domestically from roughly 1929 until they were banned in 1979, according to the EPA.

    From the 1930s through 1977, Monsanto was the sole producer of PCBs in the United States, according to the National Library of Medicine.

    Exposure to PCBs increases the chances of a person developing cancer while diminishing the effectiveness of the immune system and damaging reproductive organs and the nervous system, according to the EPA.

    The lawsuit alleged that Monsanto knew that “its commercial PCB formulations were highly toxic and would inevitably produce precisely the contamination and human health risks that have occurred.” Instead of informing public officials, the company “misled the public, regulators, and its own customers about these key facts.”

    The lawsuit alleged that, as early as 1937, Monsanto acknowledged internally that PCBs produced “systemic toxic effects upon prolonged exposure.”

    Many of Los Angeles’ waterways had been impaired by PCB contamination, according to the lawsuit.

    The city has said that it continues to shoulder the cost and responsibility of cleaning these locales along with monitoring and analyzing samples.

    People face PCB exposure, according to the lawsuit, by eating contaminated food, breathing contaminated air, or drinking or swimming in contaminated water. Fish captured in contaminated waters and eaten also provide an avenue for PCB exposure.

    The settlement avoids a court trial, which presented some risk to the city.

    Seattle claimed a $160-million settlement with Monsanto in July over PCBs in the city’s drainage system and rivers.

    In May, however, an appeals court in Washington state overturned a $185-million verdict against Monsanto in a lawsuit brought by three teachers who claimed brain damage due to PCB leaks.

    Firmly grounded in the science of reading, EPS Reading Assistant is an online literacy program that uses sophisticated speech recognition and safe artificial intelligence (AI) to listen, assess, and tutor students in foundational reading skills at each student’s just-right level.     An Orange County man was sentenced to more than seven years in federal prison Friday after admitting he duped three companies out of $3 million for protective gloves that were promised but never delivered during the onset of the COVID-19 pandemic.

    In addition to the 87-month sentence, Christopher John Badsey, 63, of Lake Forest was ordered to pay $1.94 million in restitution after pleading guilty to four counts of wire fraud.

    In June and July 2020 — when personal protective equipment such as masks, gloves and hand sanitizer were in short supply — Badsey claimed his Irvine-based company, First Defense International Security Services Corp., could provide millions of boxes of nitrile gloves, according to court documents.

    Badsey entered into contracts to sell gloves to three other companies, court documents say, and required each to deposit around $1 million before they could inspect the promised goods.

    The companies wired a total of $3.2 million to accounts Badsey, his company or an unnamed co-schemer controlled, according to court documents.

    However, prosecutors say Badsey didn’t have the gloves, and concocted elaborate excuses whenever his clients inquired about delivery. His false stories included “absurd claims that government agents were blocking access to his warehouse,” prosecutors wrote in a sentencing memorandum.

    Meanwhile, he used the deposit money to bankroll expensive purchases, authorities say, including a yacht, a pontoon boat, two Mercedes-Benz automobiles, two Ford pickup trucks, a recreation vehicle, a tractor, three ATVs and fishing equipment.

    He has forfeited all titles from items purchased with the pilfered funds, along with $58,923 in cash.

    Court documents show that Badsey — who previously pleaded guilty to three gun misdemeanors, including gross negligent discharge of a firearm, in November 2016 — had initially argued for a much leaner sentence: one year and one day, a three-year term of supervised release and a special assessment of $400.

    Let’s start with some common sense: Covering the Earth with plastic carpet is a terrible idea. And yet we continue to cover an ever-growing swath of our public and private open spaces with artificial turf in a way that will surely leave future generations scratching their heads in confusion.

    It’s time to embrace healthier, cheaper and more environmentally responsible alternatives, and Los Angeles can help lead the way.

    The artificial turf industry has had a great deal of success convincing millions of people that its short-lived, nonrecyclable, fossil-fuel-derived product is somehow good for the environment. Were there a greenwashing hall of fame, this would be in it.

    In fact, it’s clear that artificial turf is bad for our ecosystems as well as our health.

    Artificial turf exacerbates the effects of climate change. On a 90-degree Los Angeles day, the temperature of artificial turf can reach 150 degrees or higher — hot enough to burn skin. And artificial turf is disproportionately installed to replace private lawns and public landscaping in economically disadvantaged communities that already face the greatest consequences of the urban heat-island effect, in which hard surfaces raise local temperatures.

    Artificial turf consists of single-use plastics made from crude oil or methane. The extraction, refining and processing of these petrochemicals, along with the transporting and eventual removal of artificial turf, come with a significant carbon footprint.

    Artificial turf is full of perfluoroalkyl and polyfluoroalkyl substances, or PFAS, known as “forever chemicals” because they accumulate in the environment and living tissue. The Synthetic Turf Council has noted manufacturers’ efforts to ensure that their products “contain no intentionally-added PFAS constituents.” So what? Tobacco companies don’t intentionally add carcinogens to cigarettes; they’re built into the product. PFAS have been linked to serious health effects, and while artificial turf is by no means the only source of them, it is one we can avoid.

    Because artificial turf is a complex product made of multiple types of plastic, it will never be recycled. After its relatively short lifespan of about eight to 15 years, artificial turf ends up in indefinite storage, landfills and incinerators, creating a whole host of additional pollution problems.

    Industry reps have seduced school boards and municipalities with promises that artificial turf fields can be used 24/7 and become a source of income as third parties line up to rent them. In reality, well-maintained, natural grass fields are more than sufficient for the limited number of hours in a day when people are available to participate in sports.

    Studies show the maintenance costs of artificial turf often exceed those of natural grass. Naturally occurring organisms in soil break down much of what ends up on a grass field, including all kinds of human and animal bodily fluids. When the field is a plastic carpet, those systems can’t work, necessitating regular cleaning with a cleansing agent and a substantial amount of water. The infill component that cushions the turf must be combed, cleaned and replaced regularly as well. As the field ages, this work only increases.

    The turf industry counters that grass fields result in the use of costly fertilizers and pesticides, which also become runoff pollution. That is a reasonable concern, but it can be addressed with environmentally responsible pest management and soil amendments. The continuing implementation of statewide food and green waste collection requirements will produce much more compost to cost-effectively maintain natural playing surfaces.

    Remarkably, artificial turf doesn’t even save water compared with grass. Industry marketing materials claim that an artificial field can save millions of gallons of water a year and that homeowners who use the product to replace a conventional lawn can reduce their water use by more than half. But artificial turf must be regularly cleaned with water, and in warm climates such as Los Angeles’, artificial fields get so hot that schools must water them down before children play on them.

    Industry water reduction promises generally compare artificial turf with the thirstiest sod grasses. But far more drought-tolerant varieties of natural turf grass are available. Residential lawns are indeed a tremendously wasteful use of water, but native plants are a far better solution than artificial turf — and you get butterflies as a bonus.

    Even if artificial turf is never watered for cleaning or cooling, it contributes to losses of fresh water that natural surfaces would capture. Los Angeles in particular needs plants and natural surfaces that absorb as much of our precious rain as possible to recharge our groundwater and mitigate flooding. Impervious sheets of plastic cannot provide this service.

    The Los Angeles City Council is considering requiring municipal departments to report on the consequences of artificial turf use, which is a good first step. From 2015 until last year, California law considered artificial turf a form of drought-tolerant landscaping that cities and counties could not prohibit. Thanks to a change in the law that excluded artificial turf from that category, Los Angeles has an opportunity to set a precedent by banning new installations of this destructive material.

    Any truthful assessment of the financial, environmental and health consequences of artificial turf should lead governments to phase it out. We need to get over the antiquated notion that we can manufacture a better version of nature.
