    World’s best spicy foods: 20 dishes to try | CNN

    Some like it hot – and some like it hotter, still.

    When it comes to the world’s best spicy dishes, we have some of the world’s hottest peppers to thank, along with incredible layers of flavor and a long, spice-loving human history.

    “Spicy food, or at least spiced foods, clearly predates the idea of countries and their cuisine by a very, very long time,” says Indian author Saurav Dutt, who is writing a book about the spiciest foods on the Indian subcontinent.

    “Every spicy ingredient has a wild ancestor,” he says. “Ginger, horseradish, mustard, chiles and so on have predecessors which led to their domestication.”

    Hunter-gatherer groups historically made use of various wild ingredients to flavor their foods, Dutt says, and there are many ingredients all over the world that can lend a spicy taste to a dish or stand on their own.

    Peppers – a headliner for heat – are rated on the Scoville Heat Units scale, which measures capsaicin and other active components of chile peppers. By that measure, the Carolina Reaper is among the hottest in the world, while habaneros, Scotch bonnets and bird’s eye chiles drop down a few rungs on the mop-your-brow scale.

    Redolent with ghost peppers, Scotch bonnets, serranos, chiltepin peppers, mouth-numbing Sichuan peppercorns and more, the following spicy dishes from around the world bring the heat in the most delicious way.

    Ata rodo – Scotch bonnet pepper – brings the fire to Nigeria’s famous spicy soup. Egusi is made by pounding the seeds from the egusi melon, an indigenous West African fruit that’s related to the watermelon.

    In addition to being protein-packed, the melon’s seeds serve to thicken and add texture and flavor to the soup’s mix of meat, seafood and leafy vegetables. Pounded yams are often served alongside this dish, helping to temper the scorch of the Scotch bonnets.

    “The joy of this dish is not only the delightful warming ingredients of cinnamon, cloves, star anise and, of course, the Sichuan peppercorns, but the fact that you can cook exactly what you like in the bubbling spicy broth,” says British-born Chinese chef Kwoklyn Wan, author of “The Complete Chinese Takeout Cookbook.”

    Duck, seafood, chicken, pork, lamb and seasonal vegetables are all fair game for tossing into the pot to simmer in a mouth-numbing broth made with Sichuan peppercorns and dried Sichuan peppers for serious kick (the dipping sauce served on the side often has chile paste, too).

    Also known as Chongqing hot pot, the dish is said to have originated as a popular food among Yangtze River boatmen. It’s enjoyed by those who can handle its heat all over China, not to mention elsewhere around the world.

    Som tam, Thailand

    A green papaya salad with a fiery kick.

    From northeastern Thailand’s spice-loving Isaan province, this fresh and fiery salad is a staple dish at Thai restaurants around the world and is also popular in neighboring Laos.

    Som tam turns to green (unripe) papaya for its main ingredient, which is usually julienned or shredded for the salad. The papaya is then tossed with long beans or green beans and a mix of flavorful Asian essentials that include tamarind juice, dried shrimp, fish sauce and sugar cane paste, among other ingredients. Thai chiles, also called bird’s eye chiles, give the salad its requisite kick.

    Piri-piri chicken, Mozambique and Angola

    The Portuguese introduced this spicy dish also known as peri-peri chicken into Angola and Mozambique as far back as the 15th century, when they mixed African chiles with European ingredients (piri-piri means “pepper pepper” in Swahili). And it’s the perky red pepper of the same name that brings the spiciness to this complex, layered and delicious dish.

    Piri-piri chicken’s poultry cuts are marinated in chiles, olive oil, lemon, garlic and herbs such as basil and oregano for a fiery flavor that blends salty, sour and sweet. The dish is also popular in Namibia and South Africa, where it’s often found on the menu in Portuguese restaurants.

    The glossy red hues dancing on a plate of this popular pork dish, a version of which hails from Mao Zedong’s home province, give a hint about the mouth experience to come. The dish was apparently a favorite of the communist leader, who requested his chefs in Beijing prepare it for him.

    Chairman Mao’s braised pork belly – called Mao shi hong shao rou in China – is often served as the main dish for sharing at a family table and is made by braising chunks of pork belly with soy sauce, dried chiles and spices.

    “It is a very delicious and moreish dish due to the caramelized sugar and dark soy sauce being reduced and all the aromatics (that coat the pork belly),” wrote BBC “Best Home Cook” winner Suzie Lee, author of “Simply Chinese,” in an email to CNN Travel.

    Scotch bonnet peppers give jerk chicken its heat.

    Jamaica’s favorite pepper is the Scotch bonnet, beloved not just for its spiciness but for its aroma, colors and flavor, too, says Mark Harvey, content creator and podcaster at Two On An Island, who was born in Spanish Town, Jamaica.

    “For Jamaicans, the degree of spiciness starts at medium for children and goes up to purple hot,” he says, explaining that the peppers come in green, orange, red and purple hues, growing increasingly spicy in that order.

    Scotch bonnets star in several of the island’s iconic dishes, including escovitch fish, pepper pot soup and curry goat. But you might recognize them most from the ubiquitous jerk chicken and pork smoking roadside everywhere from Montego Bay to Boston Bay, where meat prepared with the peppery marinade is cooked the traditional way, atop coals from pimento tree wood (the tree’s allspice berries are also used in the jerk marinade).

    Popular on the Indonesian islands of Bali and Lombok, in particular, this whole chicken dish is stuffed with an intensely aromatic spice paste (betutu) that usually includes a mashup of fresh hot chile peppers, galangal (a root related to ginger), candlenuts, shallots, garlic, turmeric and shrimp paste, among other ingredients.

    The chicken is then wrapped in banana leaves and steamed, bringing the aromatics out all the more and flavoring the chicken to the max. Best shared, ayam betutu is often presented at religious ceremonies in Bali, but you’ll find it at restaurants specializing in it throughout the islands, too.

    Spicy wings are an American sports bar staple.

    Beer and buffalo chicken wings are as American as, well, hamburgers. And if you’re not eating them alongside a pile of celery sticks and a ramekin of dunking sauce – traditionally blue cheese dip, but ranch works, too – you’re missing half the picture.

    A sports bar staple at chain restaurants such as Buffalo Wild Wings and more refined outposts, too, from Alaska to Maine, “wings” are actually made up of the wing parts called drumettes and wingettes, which have the most meat.

    Buffalo wings, said to have been invented in a bar in Buffalo, New York, in 1964, are among the spiciest preparations (other popular variations include teriyaki wings and honey garlic wings). Make them as fiery as you like using a sauce that includes cayenne pepper, butter, vinegar, garlic powder and Worcestershire sauce.

    A relative of ceviche, this Mexican dish traditionally gets its fire from chiltepín peppers.

    Similar to ceviche but with more bite, this raw marinated shrimp dish from the western Mexican state of Sinaloa (and a staple along the Baja Peninsula, too) tastes as good as it looks.

    Tiny but mighty chiltepín peppers (they look like bright little berries), grown throughout the United States and Mexico, make the spicy magic happen in shrimp aguachiles, which means “pepper water.” If you can’t find those, serrano and jalapeño peppers also do the trick.

    Marinate the raw shrimp with ingredients including lime juice, cilantro, red onion and cucumber and enjoy with crispy tostadas.

    Pad ka prao, Thailand

    A go-to dish when you want something satisfying – but with kick – pad ka prao is a mealtime staple in Thailand, where you’ll find it on offer at street-side stalls and restaurants everywhere from Bangkok to the islands.

    Considered the Thai equivalent of a sandwich or a burger, the dish is a mix of ground pork, spicy Thai chile peppers and holy basil and can be ordered as spicy as you like. Many locals believe it’s best topped with a fried egg with a runny yolk.

    Beef rendang, Indonesia and Malaysia

    A fiery favorite that originated in West Sumatra, versions of beef rendang are also enjoyed in Indonesia’s neighboring countries, including Malaysia and Brunei, as well as the Philippines.

    This flavorful dry curry dish calls on kaffir lime leaves, coconut milk, star anise and red chile, among other spices, to deliver its complexity. It’s often presented to guests and served during festive events.

    The fermented cabbage dish kimchi might be the spicy Korean dish that first comes to mind, but when you want some extra kick, dakdoritang does the trick.

    Comfort food to the max, the chicken stew doubles down on its spiciness with liberal doses of gochugaru (Korean chile powder) and gochujang (Korean chile paste) mixed with rice wine, soy sauce, garlic, ginger and sesame oil in a braising sauce that packs the bone-in chicken pieces with flavor. It’s often served with carrots, onions and potatoes.

    Phaal Curry, Birmingham, England (via Bangladesh)

    This tomato-based British-Asian curry invented in Birmingham, England, curry houses by British Bangladeshi restaurateurs is thought to be one of the spiciest curries in the world.

    “Typically the sauce has a tomato base with ginger, fennel seeds and copious amounts of chile, habanero or Scotch bonnet, peppers,” says Indian author Saurav Dutt.

    As many as 10 pepper types may find their way into phaal curry, he says, including bird’s eye chiles and the bhut jolokia (also known as the ghost pepper, it’s one of the world’s hottest peppers). Even hotter than vindaloo, this dish will absolutely light your mouth up.

    This classic Roman pasta dish’s name gives you an idea of what to expect. “Arrabbiata” means “angry” in Italian. And penne all’arrabbiata pairs the relatively plain penne pasta with fiery flavors from the sauce (sugo all’arrabbiata) in which it’s slathered.

    “The peperoncino (red chile pepper) is what makes this sauce ‘angry’ (arrabbiata) or spicy,” Chris MacLean of Italy-based Open Tuesday Wines said via email.

    To tame the angry peppers in this garlic and tomato-based dish with a good glass of red wine, MacLean says to pair penne all’arrabbiata with a Cesanese, also from Rome’s Lazio region, with its crisp fruit and light tannins.

    “A wine that’s heavy in oak or alcohol would turn up the heat (in the dish) in your mouth and render the wine tasteless,” he warns.

    Chicken is simmered with roasted spices and coconut in this flavorful dish.

    “There’s a saying in South India that you are lucky to ‘eat like a Chettiar,’ ” says Dutt, referring to the Tamil-speaking community in India’s southern Tamil Nadu state credited with creating this spicy dish.

    “Like this chicken dish, the traditional Chettinad dishes mostly used locally sourced spices like star anise, pepper, kalpasi (stone flower) and marati mokku (dried flower pods),” he says.

    The chicken pieces are simmered in a medley of roasted spices and coconut, and it is traditionally served with steamed rice or the thin South Indian pancakes called dosa, fried chapati or naan.

    This Ethiopian dish leans on the fiery berbere spice blend.

    The fiery Ethiopian spice blend called berbere – aromatic with chile peppers, basil, cardamom, garlic and ginger – is instrumental to the flavor chorus that’s doro wat, Ethiopia’s much-loved spicy chicken stew.

    Topped with boiled eggs, the dish almost always finds a place at the table during weddings, religious holidays and other special occasions and family gatherings. If you’re invited to try it in Ethiopia at such an event, consider yourself very lucky indeed.

    Mouth-numbing Sichuan peppercorns bring the X-factor to this popular dish from China’s Sichuan province, which mixes chunks of silken tofu with ground meat (pork or beef) and a spicy fermented bean paste called doubanjiang.

    Mapo tofu’s fiery red color might as well be a warning to the uninitiated – Sichuan cuisine’s defining flavor, málà, has a numbing effect on the mouth called paresthesia that people tend to love or hate.

    A Portuguese-influenced dish from India’s southwestern state of Goa, vindaloo was not originally meant to be spicy, says Dutt. “It originally contained pork, potatoes (aloo) and vinegar (vin), giving you the name,” he says.

    But when the dish was exported to curry houses in the United Kingdom that were mostly run by Muslim Bangladeshi chefs, Dutt says, pork was replaced with beef, chicken or lamb and the dish evolved into a spicier hot curry.

    Ghost pepper flakes and Scotch bonnet peppers are among the peppers giving the dish its scorching taste. But in Goa, you can still find versions of the dish that swing more on the side of milder spices such as cinnamon and cardamom.

    Senegalese cooks are also big fans of Scotch bonnet peppers, named for their resemblance to the Scottish tam o’ shanter hat. And their spice-giving goodness is deployed liberally in one of the West African country’s favorite dishes, the spicy tomato and peanut or groundnut-based stew called mafé.

    Usually made with beef, lamb or chicken, the stew is made even heartier with potatoes, carrots and other root vegetables for one filling feed. Mafé is popular in other West African countries, too, including Mali and Gambia, and it can also be prepared without meat.

    Synonymous with watching the Super Bowl or hunkering down on a cold night, chili is a spicy American staple where you can opt to ratchet up the heat as much as you like.

    There are basically two pure forms of American chili – with or without beans (usually red kidney beans) – says Chef Julian Gonzalez of Sawmill Market in Albuquerque, New Mexico. In Texas, he explains, chili traditionally doesn’t have beans, which puts the focus on the spices and chiles used to flavor it, and he goes with that approach himself.

    “Traditionally chili is seasoned with chili powder, cumin and paprika,” Gonzalez says. From there, you can use other ingredients to make your recipe unique. Adding cayenne pepper is one way to turn up the heat.

    At his restaurant Red & Green, which serves New Mexican cuisine, Gonzalez’s green chile stew, made with pork and no beans, is seasoned with a mix of roasted green New Mexican hatch chiles (half mild and half with heat), onion and garlic powder.

    BEIJING — China’s ruling Communist Party reaffirmed President Xi Jinping’s continued dominance in running the nation Saturday, one day ahead of giving him a widely expected third five-year term as leader.

    A party congress effectively removed Premier Li Keqiang from senior leadership. Li, the nation’s No. 2 official, is a proponent of market-oriented reforms, which are in contrast to Xi’s moves to expand state control over the economy.

    The weeklong meeting, as it wrapped up Saturday, also wrote Xi’s major policy initiatives on the economy and the military into the party’s constitution, as well as his push to rebuild and strengthen the party’s position by declaring it absolutely central to China’s development and future.

    Analysts were watching for signs of any weakening of or challenge to Xi’s position, but none was apparent. The removal of Li, while not unexpected, signaled Xi’s continuing tight hold on power in the world’s second-largest economy.

    “The congress calls on all party members to acquire a deep understanding of the decisive significance of establishing comrade Xi Jinping’s core position on the party Central Committee and in the party as a whole and establishing the guiding role of Xi Jinping Thought,” said a resolution on the constitution approved at Saturday’s closing session.

    “Xi Jinping Thought” refers to his ideology, which was enshrined in the party charter at the previous congress in 2017.

    In brief closing remarks, Xi said the revision to the constitution “sets out clear requirements for upholding and strengthening the party’s overall leadership.”

    Li was among four of the seven members of the party’s all-powerful Politburo Standing Committee who were missing from its new 205-member Central Committee, which was formally elected at the closing session.

    That means they won’t be reappointed to the Standing Committee in a leadership shuffle that will be unveiled Sunday. Xi is widely expected to retain the top spot, getting a third term as general secretary.

    The three others who were dropped were Vice Premier Han Zheng, party advisory body head Wang Yang, and Li Zhanshu, a longtime Xi ally and the head of the largely ceremonial legislature.

    Li Keqiang will remain as premier for about six more months until a new slate of government ministers is named.

    If he had stayed on the Standing Committee, it would have indicated some possible pushback within the leadership against Xi, particularly on economic policy. Li had already been largely sidelined, though, as Xi has taken control of most aspects of government.

    The more than 2,300 delegates to the party congress — wearing blue surgical masks under China’s strict “zero-COVID” policy — met in the Great Hall of the People in central Beijing.

    Most media, including all foreign journalists, were not allowed into the first part of the meeting when the voting took place.

    Former Chinese President Hu Jintao, Xi’s predecessor as party leader, was helped off the stage a little more than two hours into the 3.5-hour meeting without explanation.

    Hu, 79, spoke briefly with Xi, whom he had been sitting next to in the front row, before walking off with an assistant holding him by the arm. Jiang Zemin, 96, who was president before Hu, did not appear at this congress.

    As speculation swirled in some Western media about the reason for Hu’s departure, China’s official Xinhua News Agency tweeted late Saturday that he was not feeling well and had been accompanied to a nearby room for a rest.

    Only 11 women were among the 205 people named to the Central Committee, or about 5% of the total. Members of minority groups made up 4%. Those percentages were roughly the same as in the last Central Committee.

    At least one committee member, Wang Junzheng, the Communist Party leader in Tibet, has been sanctioned by the U.S. for human rights abuses.

    Police were stationed along major roads, with bright-red-clad neighborhood watch workers at regular intervals in between, to keep an eye out for any potential disruptions.

    An individual caught authorities by surprise last week by unfurling banners from an overpass in Beijing that called for Xi’s removal and attacked his government’s tough pandemic restrictions.

    A report read by Xi at the opening session of the congress a week ago showed a determination to stay on the current path in the face of domestic and international challenges.

    Xi has emerged during his first decade in power as one of China’s most powerful leaders in modern times, rivaling Mao Zedong, who founded the communist state in 1949 and led the country for a quarter-century.

    A third five-year term as party leader would break an unofficial two-term limit that was instituted to try to prevent the excesses of Mao’s one-person rule, notably the tumultuous 1966-76 Cultural Revolution, under which Xi suffered as a youth.

    Xi has put loyalists in key positions and taken personal charge of policy working groups. In contrast, factions within the party discussed ideas internally under Hu and Jiang, his two immediate predecessors, said Ho-fung Hung, a professor of political economy at Johns Hopkins University.

    “Right now, you don’t really see a lot of internal party debates about these different policies and there is only one voice there,” he said.

    Xi has emphasized the central role of the Communist Party, expanding state control over society as well as the economy. In his remarks, he said the party, which marked its 100th anniversary last year, is still in its prime.

    “The Communist Party of China is once again embarking on a new journey on which it will face new tests,” he said.

    The congress concluded by playing the communist anthem, “The Internationale.”

    BEIJING — While Xi Jinping is primed to receive a third term as head of China’s ruling Communist Party on Sunday, it is unknown who will join him for the next five years on the party’s leading bodies, the Central Committee and the Politburo.

    Analysts will scrutinize who joins, and who leaves, for any clues about the future direction of policy as well as just how much power the 69-year-old Xi has been able to amass as one of China’s most influential figures in the country’s modern political history.

    Most closely watched will be the Politburo Standing Committee, whose size fluctuates but has stood at seven members under Xi. Based on past practice, the new lineup will be revealed when the members walk out from behind a curtain Sunday, one day after the end of a weeklong party congress.

    The positions they take on stage, to Xi’s left and right, will indicate their rank within what is considered the inner circle of power. Leading contenders include both current members and newcomers:

    PREMIER LI KEQIANG

    One major question is the future of the party’s No. 2 official, Premier Li Keqiang, who has been on the Standing Committee since 2012 and is primarily responsible for heading the cabinet and managing the world’s second-largest economy.

    The 67-year-old Li is regarded as an advocate of market reforms and private enterprise, in contrast to Xi, who favors state-led development with an emphasis on technological self-reliance and reducing the large gap between rich and poor.

    Li has had little impact on policymaking since Xi sidelined him politically, but he has led efforts to promote consumption-led economic growth and reduce reliance on exports and investment, employing tactics that some other countries say violate China’s free-trade commitments.

    Though he has said he will step down as premier next year, he is still eligible to stay on the Standing Committee. If he remains, analysts say that might indicate that supporters of a more market-driven economy have tempered Xi’s push for greater state control.

    ADVISORY BODY HEAD WANG YANG

    Other possible holdovers include Wang Yang, who joined the Standing Committee in 2017 and is also regarded as a member of the wing that favors markets, private enterprise and economic experimentation.

    Wang heads the Chinese People’s Political Consultative Conference, a party-controlled advisory body made up of representatives from various sectors such as religious groups, professional organizations and chambers of commerce.

    He won plaudits in 2011 for defusing protests by residents of the fishing village of Wukan over land sales by local officials.

    POLITICAL THEORIST WANG HUNING

    Longtime party political theorist Wang Huning is seen as likely to stay on the Standing Committee. He may move up to head of the National People’s Congress, the largely ceremonial legislature, which would make him one of the top three party officials.

    VICE PREMIER HU CHUNHUA

    Among possible newcomers, Vice Premier Hu Chunhua is considered one of those with the best chance. He was a top official in Guangdong province from 2012 to 2017, where he led a crackdown on “naked officials” who work in China but have sent their families to live abroad, considered an indication of corruption.

    Hu rose through the party’s Communist Youth League, which is seen as a separate faction from Xi’s circle and politically close to Xi’s predecessor, former party leader and President Hu Jintao.

    Hu Chunhua is known as a boy wonder who ranked first in China’s national university entrance examinations and became the youngest person to hold several official posts.

    He spent the first two decades of his career in Tibet, where he promoted economic development and oversaw efforts to suppress pro-independence sentiment. He was thereafter appointed party secretary for the Inner Mongolia region.

    SHANGHAI CHIEF LI QIANG

    Li Qiang has been party secretary of Shanghai, China’s largest city and financial hub, since 2017. The post was previously held by Xi, former President Jiang Zemin and former Premier Zhu Rongji.

    Li is regarded as being close to Xi after serving under him in the southeastern province of Zhejiang, a center for export-oriented manufacturing and private enterprise.

    His reputation was dented by a lengthy lockdown of Shanghai earlier this year that confined 25 million people to their homes, disrupted the economy and prompted scattered public protests.

    CHONGQING LEADER CHEN MIN’ER

    Chen Min’er, another Xi ally who worked under him in Zhejiang province, has served as party secretary of the vast southwestern city of Chongqing since 2017.

    The 62-year-old Chen is regarded by analysts as a rising star whom Xi might want to promote in order to secure his legacy in the next generation.

    Chen has never held a national-level position but is seen as a capable leader who made Chongqing’s government more responsive and efficient after a turbulent period under the now-imprisoned Bo Xilai, who was a Xi rival.

    He previously held the top post in Guizhou, a relatively poor southern province, from 2012 to 2017.

    The guessing game aside, some question how much the makeup of the Standing Committee matters given Xi’s steely hold on power and the lack of significant policy or ideological differences.

    With his combative approach, Xi is more of a politician in the mold of communist China’s founder Mao Zedong than his more collegial predecessors, who sought to encourage the private sector and maintain good relations with the West.

    BEIJING — China opened a twice-a-decade Communist Party conference Sunday at the end of which leader Xi Jinping is expected to receive a third five-year term, breaking with recent precedent and establishing him as arguably the most powerful Chinese politician since Mao Zedong.

    Xi was delivering a lengthy report at the opening in which he extolled the achievements of the past five years and said the party would strive to meet its modernization goals to achieve what it calls the “rejuvenation” of the nation.

    “The rejuvenation of the Chinese nation is an irreversible, historical course,” he said to the more than 2,000 delegates attending the opening, held in the massive Great Hall of the People that overlooks Tiananmen Square in the center of Beijing.

    With Xi expected to remain, little change is foreseen in China‘s economic and foreign policies, as well as his intolerance of criticism and hardline approach to COVID-19 including quarantines and travel bans.

    The weeklong congress is the 20th in the history of the century-old party, which has ruled China for more than 70 years. As with most Chinese political events, little information has been released beforehand and the outcome will only be announced next weekend, after days of closed-door sessions.

    The congress will likely approve an amendment to its charter that could further elevate Xi’s status as leader.

    The spokesperson for the congress, Sun Yeli, offered few details at a news conference Saturday about what changes would be enacted, He said they would “meet new requirements for advancing the party’s development and work in the face of new circumstances and new tasks.”

    The previous congress in 2017 incorporated Xi’s ideology, known as Xi Jinping Thought, into the party constitution. The ideology is vague but emphasizes reviving the party’s mission as China’s political, economic, social and cultural leader and its central role in achieving national rejuvenation.

    Xi, who has been leader for 10 years, has already amassed great power, placing himself in charge of domestic affairs, foreign policy, the military, the economy and most other key matters through party working groups that he leads.

    BEIJING — China on Sunday opens a twice-a-decade party conference at which leader Xi Jinping is expected to receive a third five-year term that breaks with recent precedent and establishes himself as arguably the most powerful Chinese politician since Mao Zedong.

    Xi is expected to issue a lengthy address at the opening session, but little change is foreseen in his formula of strict one-party rule, intolerance of criticism and a hard-line approach toward COVID-19 including quarantines and travel bans even as other countries have opened up.

    As with most Chinese political events, little information has been released beforehand and the congress’ outcome will only be announced after several days of closed-door sessions. How much has been decided in advance and how much is still to be hashed out in face-to-face meetings also remains unknown.

    At a two-hour news conference Saturday, the congress’ spokesperson Sun Yeli reaffirmed the government’s commitment to its “zero-COVID” policy despite the economic costs, and repeated its threat to use force to annex self-governing Taiwan.

    But Sun offered few details about what if any changes would be enacted to the party’s charter at the meeting, which is expected to last about a week. The congress is the 20th in the history of the century-old party, which boasts some 96 million members, over 2,000 of whom will attend the Beijing meetings.

    The changes will “incorporate the major theoretical views and strategic thinking” concluded in the five years since the last congress, said Sun, a deputy head of the Chinese Communist Party’s Propaganda Department who is not well known outside party circles.

    The amendment or amendments will “meet new requirements for advancing the party’s development and work in the face of new circumstances and new tasks,” Sun said.

    Xi has left little room for further political aggrandizement, having placed himself thoroughly in charge of domestic affairs, foreign policy, the military, the economy and most other key matters overseen by party working groups that he leads.

    The congress comes as China‘s economy is facing major headwinds amid a near-collapse in the real estate sector and the toll on retail and manufacturing imposed by COVID-19 restrictions that upped the regime’s already intense monitoring of the population and suppression of free speech.

    In his remarks, Sun said China would exert all efforts to bring Taiwan under its control peacefully. But he said China would not tolerate what he called a movement toward full independence backed by hard-liners on the island and their overseas backers— presumably the U.S., which is Taiwan’s main source of military and diplomatic support despite the lack of formal relations in deference to Beijing.

    Sun also offered no hope China would be backing away from “zero COVID,” which Xi and other leaders have made a political issue despite criticism by the World Health Organization and others that it is not a practical long-term solution given improvements in vaccines and therapies.

    Many expect the policy to be continued at least until March, which Xi is expected to be given his third term as president and other top Cabinet leaders are installed.

    While Xi faces no open opposition, his parting with the party’s former collegial leadership style to concentrate power in his own hands does rankle among the public and party officials, said political observer and dissident Yin Weihong, who has faced repeated police harassment for his opposition views.

    “There’s a sense that he’s taken a cake formally divided amongst several and decided he’ll just have it all to himself,” Yin said in a phone call from his home south of Shanghai.

    When Xi Jinping came to power in 2012, he inherited a country at a crossroads.

    Outwardly, China seemed an unstoppable rising power. It had recently overtaken Japan as the world’s second-largest economy, the country still basking in the afterglow of the dazzling 2008 Beijing Summer Olympics.

    But deep within the high walls of Zhongnanhai, the leadership compound where Xi spent time as a child visiting his late father Xi Zhongxun, a liberal-minded vice premier, China’s new leader saw a country in crisis.

    Rampant corruption plagued the Communist Party and stoked popular discontent, chipping away at the legitimacy of a regime Xi’s father helped bring to power. The quest to get rich over decades of economic reform created a gaping wealth gap and hollowed out the official socialist ideology, fueling a crisis of faith. And as the Arab Spring toppled dictators in the Middle East, the rise of social media in China offered a rare space for public dissent, amplifying calls for social justice and political change.

    Xi took these perceived challenges head on. Born a “princeling” – the offspring of revolutionary heroes who founded Communist China – the Chinese leader saw himself as savior, entrusted by the party to steer it away from threats to its survival.

    But instead of following in the reformist footsteps of his father, Xi opted for a path of total control. Combining the old authoritarian playbook and new surveillance technology, he has eliminated his rivals, tightened his grip on the economy and made the party omnipresent in China – embedding his own cult of personality in daily life.

    Xi also touted the “Chinese dream” of national rejuvenation, offering a tempting vision to restore China to its past glory and reclaim its rightful place in the world.

    “Xi Jinping sits on top of the party, the party sits on top of China, and China sits on top of the world. That’s basically the program,” said Richard McGregor, a senior fellow at the Lowy Institute in Australia.

    Ten years on, Xi’s China is richer, stronger and more confident than ever, yet it is also more authoritarian, inward-looking and paranoid than it has been in decades. It has bolstered its international clout, at the expense of its relations with the West and many of its neighbors.

    At a key party congress beginning on Sunday, Xi is poised to be appointed to a norm-breaking third term. It will be his coronation as China’s most powerful leader since Chairman Mao Zedong, paving the way for potential lifelong rule.

    But as Xi grapples with a sharp economic downturn, growing frustration with his uncompromising zero-Covid policy and surging tensions with the United States and its allies, the sense of crisis that beset his rise to power has continued to haunt him, and is set to shape his rule in the years – if not decades – to come.

    Xi saw the party’s crisis up close during his ascent to the top in 2012, when a sensational scandal brought down a prominent political rival and threatened to derail the leadership handover.

    Bo Xilai, a fellow “princeling” and charismatic leader of the mega city of Chongqing, was vying for promotion into the top leadership when his police chief attempted to defect to a US consulate, accusing Bo of trying to cover up his wife’s murder of a British businessman. Party leaders feuded over how to deal with the fallout. Eventually, Bo was investigated and expelled from the party weeks before the five-yearly power reshuffle. Bo and his wife are today both serving life in prison.

    Having risen through the ranks in the bustling coastal provinces during China’s reform and opening up, Xi would have seen no shortage of local corruption. But the blatant abuse of power and deep rifts at the very top of the leadership exposed in Bo’s scandal likely aggravated Xi’s sense of peril for the party’s survival.

    “Our party faces many grave challenges and there are many pressing problems within the party that need to be solved, in particular corruption,” Xi said in his first speech hours after being appointed the top leader.

    Within weeks, he launched the most brutal and long-lasting “war on graft” the party had ever seen. The sweeping purges targeted not only the corrupt, but also Xi’s political enemies, including powerful leaders who were accused of plotting a coup with Bo to seize power.

    The crackdown instilled discipline, loyalty and a culture of fear, stifling opposition as Xi moved to amass power into his own hands. He styled himself as a strongman, eschewing the collective rule that was alleged to have exacerbated factionalism under his comparably weak predecessor Hu Jintao. In just four years, Xi asserted himself as the “core” of the party leadership, demanding its 96 million members to “unify their thinking, willpower and action” around him.

    “(Xi) thinks the only instrument with which he can rule China at home and make gains abroad is a unified, strong, and powerful Communist Party. So he has made it his mission to strengthen the party under his rule,” said McGregor at the Lowy Institute. “He’s both strengthened himself, and he’s strengthened the party as a vehicle for himself.”

    Consolidating the party from within was only part of his plan. Xi also set out to fortify the party’s grasp over the country. “Government, the army, society and schools, east, west, south, north and center – the party leads them all,” he said at the party congress in 2017.

    Under Xi, the party reasserted itself in all aspects of life. It revitalized once-dormant grassroots party cells and set up new branches in private and foreign companies. It tightened its grip on the media, education, religion and culture, strangled civil society, and unleashed harsh crackdowns on Xinjiang and Hong Kong.

    Xi also ramped up the party’s control of the economy, especially its once-vibrant private sector. His sweeping regulatory crackdown brought tycoons to heel and wiped out trillions of dollars of market value from Chinese firms.

    In the online sphere, extensive censorship and real-life retaliation tamed social media. Instead of serving as a catalyst for social and political reforms, it became an amplifier for party propaganda and a breeding ground for nationalism.

    The pervasive social control reached new heights during the pandemic. In the name of fighting Covid, 1.4 billion Chinese citizens lost their freedom of movement to the whims of the party and the prowess of the surveillance state. Cities across China are trapped in rolling, draconian lockdowns, sometimes for months on end, with millions of people confined to their homes or massive quarantine camps.

    For Xi, safeguarding the party’s primacy is a painful lesson drawn from the Cultural Revolution, when the Communist establishment was attacked by Mao’s “red guards” and lost control over society.

    Hundreds of thousands died in the turmoil, including Xi’s half-sister who was persecuted to death. Xi’s father was purged and tortured. Xi himself was incarcerated, publicly humiliated and sentenced to hard labor in an impoverished village at age 15.

    “Arguably, his emphasis on party authority, and stopping individuals who disagree with the party from criticizing (it), is a result of his phobia of chaos because of what he saw happened to himself, his mother, his father and siblings,” said Joseph Torigian, an expert on Chinese politics at American University and author of an upcoming biography on the elder Xi.

    Many Chinese who survived the Cultural Revolution – including some party elites – came away with a conviction to prevent a similar catastrophe from happening again, China needed the rule of law, constitutionalism and protection of individual rights. But Xi arrived at a very different conclusion.

    “(He) believed that to achieve political order you needed to have a powerful leader, a powerful party, not creating a system in which people had rights that went too far, because they would only abuse them and hurt other individuals,” Torigian said.

    So instead of turning against the party, Xi devoted himself to it. In interviews with state media, Xi spoke of how his seven years as a “sent-down youth” toughened him up and strengthened his resolve to serve the party and the people. “I was distilled and purified, and felt like a completely different man,” he told the People’s Daily in 2004.

    Xi’s obsession for control was also shaped by the trauma of the collapse of the Soviet Union, which he has repeatedly cited as a cautionary tale for the Chinese Communist Party.

    “Why did the Soviet Union disintegrate? Why did the Soviet Communist Party collapse? An important reason was that their ideals and beliefs had been shaken,” Xi told senior officials in a speech months after taking the helm of the party.

    To address China’s own crisis of faith, Xi cracked down on religion, reinvigorated the party’s official Marxist ideology and promoted his own eponymous philosophy. “Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era” is enshrined in the party charter and dominates party speeches and meetings. It also permeates billboards, newspaper front pages and cinema screens, and is taught in classrooms across the country – to children as young as 7.

    At the center of “Xi Jinping Thought” is the notion of the Chinese dream: the “great rejuvenation of the Chinese nation” – a vision Xi unveiled just weeks after coming to power.

    It has since become a hallmark of his rule, shaping many of his policies at home and abroad.

    “Xi Jinping is a man with a mission. He believes that he knows the ways to take China to the promised land of national rejuvenation,” said Steve Tsang, director of the China Institute at SOAS University of London.

    “He is going back to his mythical visions of Chinese history, when China was the greatest civilization and country in the world. And the rest of the world (should) just respect, admire and follow the leadership of China.”

    To be sure, many Chinese are proud of their country’s achievements. Under Xi, China declared an end to extreme poverty, modernized its military, emerged as a leader in next-generation technology and greatly expanded its global influence. It is striving to become the dominant power in space, commands the world’s largest navy, and makes its weight felt as an emerging superpower.

    For others, Xi’s Chinese dream has turned into their living nightmare. In the country’s far west, Muslim minorities are arbitrarily incarcerated, forcibly assimilated and closely surveilled. In Hong Kong, pro-democracy supporters saw their freedom and hope crushed in a city changed beyond recognition. Across the country, numerous rights lawyers, activists, journalists, professors and businessmen are languishing in jail, or silenced by fear. In Xi’s eyes, they are all perceived threats to his quest for a strong and unified nation, and thus must be remolded or eliminated.

    But increasingly, the sheen of the Chinese dream is coming off for ordinary people, too – young professionals who chose to “lie flat” in the face of intense pressure, depositors who lost their life savings in rural banks, homebuyers who refused to pay mortgages on unfinished homes, as well as business owners, laid-off workers and residents pushed to the brink by Xi’s relentless zero-Covid lockdowns. Some of them might have previously rooted for Xi and his vision, but are now paying the price for his policies.

    The most disillusioned are seeking a way out. “Run philosophy” has become a Chinese buzzword, advocating emigration to escape what some see as a doomed future under Xi’s rule. Xi has repeatedly touted that China is rising and the West is in decline – a conviction strengthened by America’s political polarization, and his belief that China’s superior political model has enabled it to fight Covid better than Western democracies. But the growing number of disciples of “run philosophy” is an outright rejection of that narrative, showing many Chinese have no faith in his promise to make China great again.

    Underpinning Xi’s Chinese dream is a bitter sense of resentment toward the West, rooted in the nationalistic narrative that before the party took power, China suffered a “century of humiliation” at the hands of foreign powers and was invaded, carved up, occupied and weakened.

    In recent years, American measures to counter China’s rising influence has only reinforced its sense of being under siege from Western powers, McGregor said.

    “It has a visceral, emotional appeal in China. It’s very powerful. I think Xi understands that and he intends to harness that to his own ends,” he said.

    As a leader-in-waiting, Xi had already shown a strong disdain for foreign criticism of China. “There are some foreigners with full bellies who have nothing better to do than point fingers at us,” Xi told members of the Chinese community in Mexico on a visit as vice-president in 2009. “China does not export revolution, hunger or poverty. Nor does China cause you headaches. Just what else do you want?”

    But Xi’s starkest warning to the West came last summer, when he presided over a grand celebration marking the party’s centenary. Standing on top of Tiananmen, or the Gate of Heavenly Peace, the towering entrance to the Forbidden City palace of imperial China, Xi declared the Chinese nation will no longer be “bullied, oppressed or subjugated” by foreign powers. “Anyone who dares to try, will find their heads bashed bloody against a great wall of steel forged by over 1.4 billion Chinese people,” he said to thundering applause from the crowd.

    Since coming to power, Xi has repeatedly warned against the “infiltration” of Western values such as democracy, press freedom and judicial independence. He has clamped down on foreign NGOs, churches, Western movies and textbooks – all seen as vehicles for undue foreign influence.

    Abroad, Xi embarked on an aggressive foreign policy. “Xi thinks this is China’s moment. And to seize that moment, he has to be assertive and take risks,” McGregor said.

    Under Xi, China has openly competed for global clout with the United states, leveraging its economic heft to gain geopolitical influence. Its ties with the West are at their most fraught since the 1989 Tiananmen Square massacre – and they were further soured by Beijing’s tacit support for Moscow following the Russian invasion of Ukraine.

    Xi and his Russian counterpart Vladimir Putin share a deep suspicion and hostility toward the US, which they believe is bent on holding China and Russia down. They also share a vision for a new world order – one that better accommodates their nations’ interests and is no longer dominated by the West.

    But it remains to be seen how many countries are willing to join that alternative perspective. Views of China have grown more negative during Xi’s decade in power across many advanced economies, and in some, unfavorable views reached record highs in recent years.

    Beijing’s sweeping claims of sovereignty have also antagonized many of its neighbors in the region. China built and militarized islands in the South China Sea, raised military tensions over a disputed island chain with Japan, and engaged in bloody border conflicts with India. It has also ramped up military intimidation of Taiwan, a self-governing democracy Xi has vowed to “reunify” with the mainland.

    For its part, the US has awakened to the competition with China, and is working with allies and like-minded partners to take a raft of measures against Beijing on geopolitics, trade and technology.

    That difficult international environment, along with the toll of zero-Covid and the economic headwinds, poses a big challenge for Xi in the years ahead.

    But for the coming week, the party congress will be all about celebrating Xi’s victory. According to the party’s most updated official history, Xi has brought China “closer to the center of the world stage than it has ever been.”

    Mao may have founded Communist China. But according to the party’s narrative, it is Xi who will lead the country to its rebirth as the new global superpower. Whether he can succeed will have a profound impact on the world.

    BEIJING — Spectators watched a masked, 96-member honor guard raise a Chinese flag on Tiananmen Square as the ruling Communist Party marked its 73rd anniversary in power on Saturday under strict anti-virus controls.

    The flag-raising at sunrise was one of the few National Day events planned after authorities called on the public to avoid travel during what usually is one of the country’s busiest tourism periods.

    National Day marks the anniversary of the Oct. 1, 1949, founding of the People’s Republic of China by then-leader Mao Zedong following a civil war. The former ruling Nationalist Party left for Taiwan, now a self-ruled democracy.

    In Hong Kong, Chief Executive John Lee promised to revive the battered economy. He wore a red mask the color of the Chinese flag and was flanked by masked dignitaries at a downtown convention center.

    In Taiwan, which Beijing claims as part of its territory, members of the pro-mainland Taiwan People’s Communist Party raised a Chinese flag in the southern city of Tainan and released red balloons and white doves. About 150 people took part.
