  • International Paper to close 2 Georgia mills, cut 1,100 jobs

    SAVANNAH, Ga. — International Paper Co. said Thursday that it would close two Georgia paper mills, including one that has been a cornerstone of Savannah’s economy for 90 years.

    The company, based in Memphis, Tennessee, said it would stop making cardboard in Savannah and Riceboro by the end of September. The company will lay off about 800 employees in Savannah and about 300 employees in Riceboro, according to company statements and filings with state regulators.

    The announcement came on the same day that the company said it would sell its pulp division to private equity firm American Industrial Partners for $1.5 billion. International Paper had previously announced it would consider a sale to focus the company solely on its packaging business. The sale is expected to close by the end of the year.

    International Paper also said it would spend $250 million to expand production of cardboard at a mill in Selma, Alabama.

    International Paper will take a $700 to $900 million accounting charge to reflect the reduced value of the cellulose fiber business. The pulp is used in towels, tissues and as absorbent filler in diapers and other personal care items. Some specialty pulp is also used in construction materials and paints.

    Closing the two mills will reduce International Paper’s capacity to make containerboard by 1.43 million tons (1.30 million metric tonnes). The company will write down the assets of the two mills by $570 million and expects to spend $158 million on severance payments and other closure costs.

    The company says its trying to increase sales and profit by simplifying operations. International Paper has said that it’s the largest maker of containerboard in North America, but that’s it’s trying to reverse a trend of decreasing profits and market share.

    “While difficult, these decisions are essential to positioning International Paper for long-term success, enabling us to focus on the geographies, customers, and products where we can create the most value,” Executive Vice President Tom Hamic said in a statement.

    Earlier this year, International Paper closed a mill in Campti, Louisiana, laying off 470 people. Last year, the company closed a 675-worker mill in Georgetown, South Carolina.

    The Savannah mill was built in the mid-1930s by what was then Union Bag and Paper, with jobs helping to ease the impact of the Great Depression on the coastal city. The mill in Riceboro, south of Savannah, opened in 1968 and was acquired by International Paper when it bought British papermaker DS Smith earlier this year.

    Savannah Mayor Van Johnson said he was “devastated and disappointed” by the decision. Savannah Economic Development Authority CEO Trip Tollison called it a “terribly sad day for Savannah.”

    Georgia state House Speaker Jon Burns, a Newington Republican whose family has long worked in timber growing and logging, said effects would ripple beyond millworkers to loggers and timberland owners.

    “These mill closures will undoubtedly deal a devastating blow not only to Georgia’s timber industry but to the economic fabric of the entire southeast Georgia region,” Burns said in a statement.

    BASS RIVER TOWNSHIP, N.J. — Up to 2.4 million trees would be cut down as part of a project to prevent major wildfires in a federally protected New Jersey forest heralded as a unique environmental treasure.

    New Jersey environmental officials say the plan to kill trees in a section of Bass River State Forest is designed to better protect against catastrophic wildfires, adding it will mostly affect small, scrawny trees — not the towering giants for which the Pinelands National Refuge is known and loved.

    But the plan, adopted Oct. 14 by the New Jersey Pinelands Commission and set to begin in April, has split environmentalists. Some say it is a reasonable and necessary response to the dangers of wildfires, while others say it is an unconscionable waste of trees that would no longer be able to store carbon as climate change imperils the globe.

    Foes are also upset about the possible use of herbicides to prevent invasive species regeneration, noting that the Pinelands sits atop an aquifer that contains some of the purest drinking water in the nation.

    And some of them fear the plan could be a back door to logging the protected woodlands under the guise of fire protection, despite the state’s denials.

    “In order to save the forest, they have to cut down the forest,” said Jeff Tittel, the retired former director of the New Jersey Sierra Club, calling the plan “shameful” and “Orwellian.”

    Pinelands Commissioner Mark Lohbauer voted against the plan, calling it ill-advised on many levels. He says it could harm rare snakes, and adds that he has researched forestry tactics from western states and believes that tree-thinning is ineffective in preventing large wildfires.

    “We are in an era of climate change; it’s incumbent on us to do our utmost to preserve these trees that are sequestering carbon,” he said. “If we don’t have an absolutely essential reason for cutting down trees, we shouldn’t do it.”

    The plan involves about 1,300 acres (526 hectares), a miniscule percentage of the 1.1-million-acre (445,150-hectare) Pinelands preserve, which enjoys federal and state protection, and has been named a unique biosphere by the United Nations.

    Most of the trees to be killed are 2 inches (5 centimeters) or less in diameter, the state said. Dense undergrowth of these smaller trees can act as “ladder fuel,” carrying fire from the forest floor up to the treetops, where flames can spread rapidly and wind can intensify to whip up blazes, the state Department of Environmental Protection said in a statement.

    A Pinelands commissioner calculated that 2.4 million trees would be removed by using data from the state’s application, multiplying the percentage of tree density reduction by the amount of land affected.

    The department would not say whether it believes that number is accurate, nor would it offer a number of its own. But it did say “the total number of trees thinned could be significant.”

    “This is like liquid gasoline in the Pinelands,” said Todd Wyckoff, chief of the New Jersey Forest Service, as he touched a scrawny pine tree of the type that will most often be cut during the project. “I see a forest at risk from fire. I look at this as restoring the forest to more of what it should be.”

    Tree thinning is an accepted form of forest management in many areas of the country, done in the name of preventing fires from becoming larger than they otherwise might be, and is supported by government foresters as well as timber industry officials. But some conservation groups say thinning does not work.

    New Jersey says the cutting will center on the smallest snow-bent pitch pine trees, “and an intact canopy will be maintained across the site.”

    The state’s application, however, envisions that canopy cover will be reduced from 68% to 43% on over 1,000 acres (405 hectares), with even larger decreases planned for smaller sections.

    And scrawny trees aren’t the only ones that will be cut: Many thick, tall trees on either side of some roads will be cut down to create more of a fire break, where firefighters can defend against a spreading blaze.

    The affected area has about 2,000 trees per acre — four times the normal density in the Pinelands, according to the state.

    Most of the cut trees will be ground into wood chips that will remain on the forest floor, eventually returning to the soil, the department said, adding, “It is not anticipated that any material of commercial value will be produced because of this project.”

    Some environmentalists fear that might not be true, that felled trees could be harvested and sold as cord wood, wood pellets or even used in making glue.

    “I’m opposed to the removal of any of that material,” Lohbauer said. “That material belongs in the forest where it will support habitat and eventually be recycled” into the soil. “Even if they use it for wood pellets, which are popular for burning in wood stoves, that releases the carbon.”

    John Cecil, an assistant commissioner with the department, said his agency is not looking to make a profit from any wood products that might be removed from the site.

    But he said that if some felled trees “could be put to good use and generate revenue for the taxpayers, why wouldn’t we do that? If there’s a way to do this that preserves the essential goals of this plan and brings some revenue back in, that’s not the end of the world. Maybe you could get a couple fence posts out of these trees.”

    Created by an act of Congress in 1978, the Pinelands district occupies 22% of New Jersey’s land area, is home to 135 rare plant and animal species, and is the largest body of open space on the mid-Atlantic seaboard between Richmond, Virginia, and Boston. It also includes an aquifer that is the source of 17 trillion gallons (64 trillion liters) of drinking water.

    “It is unacceptable to be cutting down trees in a climate emergency, and cutting 2.4 million small trees will severely reduce the future ability to store carbon,” said Bill Wolfe, a former department official who runs an environmental blog.

    Carleton Montgomery, executive director of the Pinelands Preservation Alliance, supports the plan.

    The group said opponents are using the number of trees to be cut “to (elicit) shock and horror,” saying that by focusing on the number rather than size of trees to be cut, they “are quite literally missing the forest for the trees. The resulting forest will be a healthy native Pine Barrens habitat.”

    Historic homes may prove to be more resilient against floods

    SUFFOLK, Va. — Whenever historic homes get flooded, building contractors often feel compelled by government regulations to rip out the water-logged wood flooring, tear down the old plaster walls and install new, flood-resistant materials.

    It’s a hurried approach that’s likely to occur across southwest Florida in the wake of Hurricane Ian. But restorers Paige Pollard and Kerry Shackelford say they know something that science is yet to prove: historic building materials can often withstand repeated soakings. There’s often no need, they say, to put in modern products such as box-store lumber that are both costly to homeowners and dilute a house’s historic character.

    “Our forefathers chose materials that were naturally rot-resistant, like black locust and red cedar and cypress,” said Shackelford, who owns a historic restoration business. “And they actually survive better than many of the products we use today.”

    Pollard and Shackelford are part of an emerging movement in the U.S. that aims to prove the resilience of older homes as more fall under the threat of rising seas and intensifying storms due to climate change. They hope their research near Virginia’s coast can convince more government officials and building contractors that historic building materials often need cleaning — not replacing — after a flood.

    In Florida, historic preservationists already fear older homes damaged by Ian may be stripped of original materials because so few craftsmen are available who can properly perform repairs.

    “There are some companies that just roll through, and their job is just to come in and gut the place and move on,” said Jenny Wolfe, board president of the Florida Trust for Historic Preservation.

    Pollard and Shackelford’s joint venture in Virginia, the retrofit design firm Building Resilient Solutions, opened a lab this year in which planks of old-growth pine, oak and cedar are submerged into a tank mimicking flood conditions. The tests are designed to demonstrate historic materials’ durability and were devised with help from Virginia Tech researchers.

    Meanwhile, the National Park Service has been working with the U.S. Army Corps of Engineers on similar research at the Construction Engineering Research Laboratory in Champaign, Illinois.

    Researchers there have read through construction manuals from the mid-19th and early 20th centuries to assemble everything from tongue-and-groove flooring to brick walls coated with plaster. The materials were lowered into water containing bacteria and mold to simulate tainted floodwater.

    The research may seem glaringly redundant considering all of the older homes that stand intact along the nation’s coasts and rivers: many have withstood multiple floods and still boast their original floors and walls.

    Pollard and Shackelford say lumber in older homes is resilient because it came from trees that grew slowly over decades, if not centuries. That means the trees’ growth rings were small and dense, thereby making it harder for water to seep in. Also, the timber was cut from the innermost part of the trunk, which produces the hardest wood.

    Plaster can also be water resistant, while common plaster coatings were made from lime, a substance with antiseptic qualities.

    But here’s the problem: U.S. flood insurance regulations often require structures in flood-prone areas to be repaired with products classified as flood-resistant. And many historic building materials haven’t been classified because they haven’t been tested.

    U.S. regulations allow exceptions for homes on the National Register of Historic Places as well as some state and local registries. But not everyone fully understands or is aware of the exceptions, which can be limited.

    The far bigger challenge is a lack of expertise among contractors and local officials, Pollard said. Interpretations of the regulations can vary, particularly in the chaos after a major flood.

    “You’ve got a property owner who’s in distress,” said Pollard, who co-owns a historic preservation firm. “They’re dealing with a contractor who’s being pulled in a million directions. And the contractors are trained to get all of that (wet) material into a dumpster as quickly as possible.”

    In Norfolk, Virginia, Karen Speights said a contractor replaced her original first floor — made from old-growth pine — with laminate flooring after her home flooded.

    Built in the 1920s, Speights’ two-story craftsman is in Chesterfield Heights, a predominantly Black neighborhood on the National Register of Historic Places. It sits along an estuary of the Chesapeake Bay in one of the most vulnerable cities to sea-level rise.

    “I still believe I had a good contractor, but flooding was not his expertise,” Speights said. “You don’t know what you don’t know.”

    Along Florida’s Gulf Coast, there are thousands of historic structures, said Wolfe of the Florida Trust. A large number of them are wood-framed houses on piers with plaster-and-lath walls.

    Many likely just need to be dried out after Ian, Wolfe said. But only so many local contractors know what to do “in terms of drying them slowly and opening up the baseboards to get circular airflow.”

    Andy Apter, president-elect of the National Association of the Remodeling Industry, agreed that many contractors aren’t well-versed in older building materials.

    “There’s no course that I know of that teaches you directly how to work on historical homes,” said Apter, a Maryland contractor. “It’s like an antique car. You’re going to be limited on where you can find parts and where you can find someone who’s qualified to work on it.”

    But interest in the resilience of older homes has grown since Hurricane Katrina, which deluged hundreds of thousands of historic structures along the Gulf Coast in 2005, according to Jenifer Eggleston, the National Park Service’s chief of staff for cultural resources, partnerships and science.

    Eggleston said the park service recognized the growing need to protect older structures and issued new guidelines last year for rehabilitating historic buildings in flood-prone areas.

    The guidelines recommend keeping historic materials in place when possible. But they don’t list specific materials due to the lack of research on their flood resistance.

    That’s where the studies come in.

    A recent study by the park service and Army Corps found that some historic materials, such as old-growth heart pine and cypress flooring, performed considerably better than certain varieties of modern lumber, Eggleston said.

    Those particular floor assemblies could be dried for reuse after so-called “clean water” damage, Eggleston said. But they would likely require refinishing to remove “biological activity,” such as mold and bacteria.

    Pollard and Shackelford said they’re hoping for an eventual shift in practices that will save money for homeowners as well as taxpayers, who often foot the bill after a major disaster.

    In the meantime, flooding in historic areas will only get worse from more frequent rain storms or more powerful hurricanes, said Chad Berginnis, executive director of the Association of State Floodplain Managers.

    “Think about our historic settlement patterns in the country,” Berginnis said. “On the coasts, we settled around water. Inland, we settled around water.”
